D IM APU R , M AY 24 (NPN): Even as the health ministry has confirmed 12 deaths due to Nipah Virus (NiV) outbreak in Kerala, the directorate of health & family welfare (H&FW) Nagaland has issued an advisory to the people to avoid/postpone travelling to NiV affected area i.e. Kerala. The Kerala government has also issued an advisory against travelling to four northern districts (Cont’d on p-11) --Kozhikode, Malappuram, Waynad and Kannur. According to the department, NiV was an emerging infectious disease and transmission of virus to humans could occur after direct contact with infected bats/or from NiV infected people. It said that typically the human infection presents as fever, headache, drowsiness, disorientation, mental confusion, coma and potentially death. According to the Mood of the Nation survey, the Congress would get 49 percent vote share in Madhya Pradesh if Assembly elections were held in the state today. The BJP would be a distant second in the state with 34 percent vote share. The survey has also predicted that in case of the snap Lok Sabha polls in the state, the Congress with a 49% vote share would lead with a comfortable margin over the BJP with a 34% vote share. In Rajasthan, ABPCSDS survey predicts that Congress is likely to make huge gains. According to the survey, if the state goes to polls today, Congress could bag 44 percent votes as against BJP’s 39 percent. Earlier this year, the Congress won four out of six assembly by-polls and two parliamentary by-polls in the state. The BJP has been without a state unit here for over a month now after Ashok Parnami, who was held responsible for the bypoll loss, resigned as the state party president on March 16.

M U M B A I , M AY 2 4 (PTI): Despite implementing ambitious government policies one after the other including demonetisation, jan dhan yojana, mudra yojana, and Atal Pension Yojana, the employees of various state-run banks were allegedly overlooked during the salary hikes offered by the IBA, a move that compelled them to call for a two-day strike starting May 30. Employees and officers of various state-run banks have called for a two-day nationwide strike from May 30 to protest a nominal 2 per cent wage hike offered by the Indian Banks’ Association (IBA). In the wage negotiation meeting held on May 5, 2018, IBA made a propositions to offer 2 per cent hike in the wage bill cost as on March 31, 2017. It also maintained that the negotiations on officers’ demands would be restricted up to scale III officers only. “It is only because of provisions towards NPA that banks have booked losses, and for this, bank employees are not responsible,” United Forum of Bank Unions’ convener Devidas Tuljapurkar told reporters here.

NEW DELHI, MAY 24 (AGENCIES): There are more people in the country today who believe that Narendra Modi-led NDA government does not merit another opportunity to govern India after the 2019 Lok Sabha election than those who think it deserves a second innings, an ABP News-CSDS Mood of the Nation survey has found, a News18 report stated. According to the survey, almost 47% of the total 15,859 respondents from 19 states are of the opinion that the Modi government does not deserve another chance in 2019. Around 39% thought it did deserve a second innings in power, with the rest being noncommittal. The survey also found out that the anti-Modi government sentiments were found to be especially strong among the country’s religious minorities. “About three-fourths of Muslims, three-fifths of Christians and well over half the Sikhs indicated that they do not wish to see the Modi

DIMAPUR, MAY 24 (NPN): After receiving positive response from the state government to its charter of demands, the All Nagaland College Students’ Union (ANCSU) Thursday called off its statewide agitation, which was scheduled to be held on May 28. The union was to abstain from voting in the impending Lok Sabha by-poll. In a press release, ANCSU president, Katho P Awomi, and general secretar y, Vimeyiekho Vitso, said the union was dismayed with the government policy of delay in responding to the core issues that affected the student community. ANCSU, however, appreciated the initiative taken by the chief secretary in calling a joint meeting with the union and other responsible government officials on May 21, 2018 at the chief secretary’s conference hall. The union said the joint meeting discussed and deliberated the charter of demands -- land encroachment issue at Kohima Science College Jotsoma, setting up of a separate nodal cell for all the scholarship schemes and detachment of teachers under school education.

According to the survey, 32% of the voter have said they would vote for the BJP in the event of a snap Lok Sabha election. At the start of the year, the same survey had found out that 34% of the voters would do so. This two percent drop in a five-month period, is another indicator a declining trend that Modi government is becoming less and less popular among the voters. Interestingly, a similar survey in 2013, nine months before the 2014 national elections, had predicted the same results for the United Progressive Alliance (UPA). Back then 39% had been against giving the UPA another chance, 31% had been in favor and 30% had been noncommittal. When the results were out, the UPA was routed as the alliance managed to win only 60 seats. The advisory informed that Nipah virus which commonly affects animals such as bats, pigs, dogs, horses, etc. can spread from animals to humans and can sometimes cause serious illness among humans. Spread of Nipah virus to humans may occur after close contact with other Nipah infected people, infected bats, or infected pigs. Bat secretions laden with virus can infect people during fruit tree climbing, eating/handling contaminated fallen fruits or consuming raw date palm sap/ juice or toddy, the advisory mentioned. DIMAPUR: Dimapur police has busted a gang of vehicle lifters from around Chumukedima and Diphupar areas with the help of Chumukedima Village Council and Chumukedima Youth Organization. The book, forwarded by Konyak Literature Board, was dedicated by Pastor Sumi Baptist Church Kohima Rev. Dr. Hoketo. In her book the author reflects on the rich culture and traditions of the Konyak Nagas which, she believes, is at the verge of being lost. The book is categorized according to idioms and proverbs followed by sayings with some background stories. The author reminds the readers that the Konyak ancestors had a close connection with nature and many of their sayings and stories were drawn from keenly observing nature and everyday realities. This book was written

Three Rohingya women arrested in Imphal Correspondent

IMPHAL, May 24: Three women suspected to be Rohingya Muslim from Myanmar were detained in Imphal as police intensified checking of illegal immigrants entering Manipur at the border check posts. The three women were found staying at a rented house in Imphal during a drive carried out by volunteers of a local youth club in Imphal East district on Thursday. They have been handed over to the police for further necessary action, a local source said. This was in connection to a case where a five-yearold girl was allegedly raped by her relative on May 15. The incident came to light after the victim’s mother lodged a complaint with the police on May 22 last following which the alleged rapist, Thokchom Sanjoy Singh (37) of Thoubal Khekman was arrested. The victim’s mother

claimed that the alleged accused had taken her daughter to the bedroom of his father and raped her midafternoon. The mother alleged that she came to know the incident two days later when the victim complained of feeling uneasiness. She then lodged an FIR on the same day, following which Women police station in Thoubal district registered a case under section 506 IPC and POCSO act 2012. A large number of students across Thoubal district today came out and staged a protest demonstration in front of their respective school campuses, demand-

ing befitting action against the alleged rapist. They demanded capital punishment and appealed to the concerned authorities to deal with the case seriously considering the increasing instances of sexual assault on minor girls in the state. Manipur new source of cross-border child trafficking New Delhi, May 24 (IANS): Manipur has emerged as the new source of cross-border human trafficking in India where 174 children go missing every day and half of them remain untraced. On the eve of the International Missing Children’s Day, child rights group CRY in a report said that young Indian boys and girls were being trafficked via Myamar to countries like Singapore after luring them with lucrative job offers. “Manipur has become not only a source state for cross-border human trafficking but it is also being used as an easy transit route. Children are soft and easy target,” the CRY report quoted Keisham Pradipkumar, member of Manipur Commission for Protection of Child Rights (MCPCR), as saying. The report highlighted a story of a Manipuri

girl, Julie (name changed), who had bagged a job opportunity abroad. It said an employment agency took her and seven other girls to Myanmar on their way to Singapore. Their identity documents were forged in Yangon and that was when they sensed trouble. “They were forced to lodge in a hotel in Yangon. Julie managed to call home from there,” said the report. The family contacted a child rights group in Manipur that informed the state police and took help from the Indian Embassy in Yangon. The children were rescued and six persons were arrested. “I know I am lucky enough to be back with my family. Not everyone is as lucky as me,” Julie was quoted as saying. The report citing the data on missing children by

National Crime Records Bureau (NCRB) said 1.11 lakh children were reported missing in 2016 and 55,625 of them remained untraced. The data analysis by CRY suggests that more than half of all missing children in the country are concentrated in just West Bengal, Delhi, Madhya Pradesh, Maharashtra and Bihar. “West Bengal tops the list with accounting for a whopping 15.13 per cent of all missing children in the country in 2016, while Delhi closely follows with 13.14 per cent.” On the close linkage of missing children to organised crimes, Puja Marwaha, chief of CRY, said: “It is deeply disturbing that our children go missing and we can’t bring them back home. “The evidences on

ground and numbers that indicate a large number of missing children are actually trafficked, kidnapped or abducted.”

lectioneering in Nagaland has never witnessed such a high voltage slug fest over the issue of communalism versus secularism as in the current run up to the Lok Sabha by-election slated for May 28 in Nagaland. Though communalism versus secularism had been aired to some extent in the past election campaigns, yet it has never risen to the present level especially after both the Nationalist Democratic Progressive Party (NDPP) and the BJP wrote a complaint letter to the Election Commission of India (ECI) against NPF President Dr. Shürhozelie Liezietsu. The two parties who are jointly the power behind the ruling Progressive Democratic Alliance(PDA) government, have taken the bold step to demand that the Election Commission of India take stern action against the NPF president for having purportedly made highly communal speech at the May 15 campaign held at the Ura Academy. According to the two, the NPF president Dr. Shürhozelie Liezietsu had told the people that the choice was between RSS/BJP and NPF. According to the two parties Dr. Shürhozelie had said that if any Naga voter wanted to be Hindu then vote for the PDA consensus candidate Tokehho Yepthomi but if they wanted to reiterate their identity as Naga Christians then vote for the NPF candidate C .Apok Jamir. The BJP and NDPP have taken strong exception to the “highly communal speech” of Dr. Shürhozelie as they firmly believed that it had the potential of inciting violence among different tribes. The two have also urged upon the state government to immediately arrest the NPF president and also to bar him from further addressing election campaigns in the state. In other media, Dr. Shürhozelie was reported to have said “a vote for PDA will be a vote for Hindus and a vote for NPF will be a vote for Nagas. Be that as it may, what is pertinent to note is that the NDPP and BJP truly believe that the statements of Dr. Shürhozelie was communal and a violation of the Model Code of Conduct. It appears that invoking Nagas versus atrocities by the RSS and its cohorts will sway the voters. This is a strategy that is supposed to incentivise the voters against the NDPP/BJP has only some emotive value but lack logic. The tone and tenor of the campaign speech is certainly as bad as the communal forces preying on the fears of the majority community as in the so-called option between nationalism versus terrorism. The RSS and its political wing, the BJP are adherents of Hinduvta or a concept of Hindu majoritarianism. The Hindutva nationalism versus Islamic terrorism/ minority appeasement has become the focal point of polarising India. The effective use of the ideology of polarisation in India has evolved into a neo-fascist ideology of convincing the Hindu majority that the present and future of the minorities of India, is safe under the RSS/BJP. What the NPF is saying about BJP today reeks of total hypocrisy and opportunism. BJP and RSS did not suddenly persecute or attack Christians and minorities in India. If at all, what should be asked is what has the NPF done in making hue and cry or severing ties with BJP when so many atrocities have been taking place in India for several years? Even voting for NPF cannot change BJP so long as parties like NPF continues to forge opportunistic alliance and close their eyes to communalism.

Whenever His hand is laid upon you, it gives inexpressible peace and comfort, and the sense that “underneath are the everlasting arms” (Deuteronomy 33:27), full of support, provision, comfort, and strength. And once His touch comes, nothing at all can throw you into fear again. In the midst of all His ascended glory, the Lord Jesus comes to speak to an insignificant disciple, saying, “Do not be afraid” (Revelation 1:17). His tenderness is inexpressibly sweet. he political u-turn in Karnataka has exposed the bigger intestine of the Central Government. BJP Government tried to play the game in Karnataka by attaining single largest party. They forced themselves to form the Government. The BJP party in Nagaland celebrated the poll result of Karnataka. The Government collapsed in no time. Usually what goes around comes back to us. Some members must have gone to Karnataka to condole them with traditional gifts. Congress and JDS received all the blame for joining hands to outdo BJP. (What we do is right, the same thing done by others is totally wrong) When NDPP and BJP allied to form PDA Government in Nagaland, BJP was the happiest of all. The State Government is happy to be under the Central Government so as to receive its share in due season. No politicians want to live in the desert. The State Government of Nagaland is still yet to stabilize itself strongly. The central Government tried to interpret the Constitution of India differently for different State/people. Congress and JDS were put to a bitter test in Karnataka because they were non-BJP parties. BJP tried to put on sheep’s clothing in many States, but failed in front of the Indian Roller and Indian Elephant in Karnataka. The ability to manipulate rules and regulations differently from State to State is killing the authenticity of Indian politics. This is how change of laws disturb the smooth functioning of the Government, both Central and State. The formation of the recent Government in Nagaland sounds good. The numerous apprehensions about BJP and its hidden agenda (as it is called till date) were washed clean within a day. No party is good or bad by themselves. The people in the party formulate the party. Nagas are now amused by the play of the game. The game of life and the purgatory of Naga politics continue to linger. Can any mathematician systematically solve the sum of NDPP+BJP=PDA? Can a

he Supreme Court in the month of July pronounced a judgment giving out guidelines in lieu of the anti dowry law practiced in India. This initiated a lot of backlash from various groups in the society whereas some take it to be a progressive and liberal judgment. Before discussing the mammoth impact the judgment will have on the ‘aam aadami’, it is poignant to enlist the controversial aspects of the same. The two judge bench comprising of Justice UU Lalit and AK Goel ruled that the police would no longer make immediate arrests whenever a complaint is filed under Section 498A. A committee will be set up to look into the credibility of the complaint. The three member committee will have time for a period of one month to reach a decision based on which proceedings would ensue. Now let us look at both the sides of the coin and try to weigh the pros and cons of the judgment. Firstly certain individuals are all praise for the decision. By placing a restriction on immediate arrest and filing of an FIR with the police, they believe that false complaints will be quashed at the preliminary stage. However the effectiveness of the proposed system comes under question. The genuineness of the complaint can only be decided by a trained investigative agency i.e. the police. A committee of three people without background knowledge and experience in the field may not be able to decide on the merits of the case. Also no specifications regarding the convening of the

It is difficult for scholars to explain or experiment. Some politicians can supersede all scientists and scholars with their vague non-lasting explanation. The present Government will surely do its best to put into actions their promises and manifestoes. This is the hope of the common men and women. If we do not derive proper and reasonable answer for our present state of life, we can be easily tossed upon by any hearsay. The change of political party from time to time clearly indicates the instability of most politicians. As long as the party feeds them well, they are to proclaim only good news. Once the link of consumption ceases, the same party becomes the worst party. Because of this some people change for worse, while others remain stagnant. Before election, many political party workers in villages and towns give mass resignation with the hope of changing their pockets. Yes, they have changed from ‘empty pockets to full pockets.’ But they failed to change themselves. What a disastrous change! Many people are still in the process of changing their party. This is called ‘change.’ Can this be called ‘a good change?’ Likewise, if BJP fails in the centre, Nagaland will give up all praises for BJP. Our politicians know where to seek refuge and shelter. Change does not solely come from politicians. It starts with our own way of life. The way we live our life will greatly determine the desired change. Change can be a dream if we still dream of it without waking up to the reality of life. Why do we expect the politicians to change our way of life? No politician is a god or goddess to change our fate. We must determine our future with unwavering belief and conviction.

Today, Nagaland is going through a stage of ‘political consumerism.’ The common men and women consume the manifestos and philosophies of political parties without proper chewing and digestion. We consume without sufficient analysis of the content and its result. Some officials have consumed the financial assistance meant for the construction of high court. Few people continue to consume monetary funds and schemes of the towns and villages. We happily consume sufficient money during election and go dry till the next election. That is why Nagaland is called ‘Dry State.’ Everything is changing except the person. The campaign for MP Election can be seen under the banner of ‘change.’ If you want change, vote for ABC party, not XYZ. No one can change Nagas unless they decide to change by themselves. No politics or religion can change a person for better if he/she is unwilling. Few politicians claimed to be the wise by their ignorant speech, ‘the change speech.’ They claim to change Nagaland overnight. Adding to this, some local dailies carried a headline of political disease statement, “If you are a Christian, vote for ABC and if you are a Hindu, vote for XYZ.” Is XYZ a Hindu? Or is ABC more Christian than XYZ? Are NPF and PDA (NDPP & BJP) competing in holiness of life? Are they proceeding for canonization of their candidates before the MP election? Can we allow politicians to speak and behave abnormally? Can we allow them to divide us for worse? Nagas are kind enough to forgive them often times. Politicians have the temptation of turning the Gospel truth into ghost-bell truth. They change from time to time so that they do not change accordingly. Change may come, but it can be “selective change” not “general change.” The phase of change in the State capital does not mean that Nagaland is changing for better. Pathetic state of biofuels in India

F

or the past several winters, Delhi has drawn global attention for its life-threatening smog levels. This is attributed, in part, to the open burning of biomass residues like paddy straw and stubble in the neighbouring states of Punjab and Haryana. Ironically, while these residues can contribute to lethal levels of air pollution when burnt, they can in fact reduce air pollution if converted to biomass-based fuels. So, with a no-brainer solution to the capital’s annual problem, what has held back its implementation? The biofuels story so far in India has been pretty underwhelming, despite commendable efforts initiated by the government over the last decade and a half. The Ethanol Blended Petrol Programme (EBP), launched in 2003, aimed at promoting five per cent blending of molasses-based ethanol with petrol. In 2008, the EBP further pushed the blending target to 10 per cent and allowed production from sugarcane juice as well. The National Biodiesel Mission, formed by the Planning Commission in 2003, proposed a two-phase strategy for biodiesel production from jatropha seeds to achieve a 10 per cent blending mandate with diesel by 2012. Despite underachieving these blending targets, in 2009, the National Biofuels Policy set another ambitious target of 20 per cent blending for both ethanol and biodiesel by 2017. Today, we stand at best at a national average of 2.5 per cent ethanol and 0.5 per cent biodiesel blends. The failure to achieve blending targets can be attributed to myriad reasons. The primary cause is the lack of an efficient and reliable supply chain. Biomass, which typically refers to plants, crop residues and organic wastes, comes in varying sizes and shapes, making transportation unwieldy and difficult to standardise as a process. The fact that the quality of biomass varies with the type of crop adds to the difficulty of standardisation. Most crops and their residues are available on a seasonal basis and cannot be stored for long because they will rot. Even though biofuels have the potential to be carbon neutral, this is rarely achieved. Untreated raw biomass has a medium-to-low energy density, so the energy requirement for handling, transportation and processing trumps the energy content in the fuel -- making it a net emitter of carbon dioxide. The need of the hour is a technology that can convert and compress biomass into a lighter, energy-dense solid, with a low moisture content and higher resistance to weather conditions. Torrefaction, if implemented properly, can be an apt solution. Torrefaction is

the process of slow heating or roasting of biomass in limited oxygen, to degrade the hemicellulose (which is the component of biomass responsible for its fibrous and unwieldy nature). This process releases moisture and some of the more volatile gases, thereby reducing the mass and volume but retaining most of the energy content. Torrefied biomass is easy to transport and has attributes similar to high quality coal-high energy content, low ash and moisture content and higher resistance to weather conditions. In fact, it has a significant advantage over high quality coal -- it is a clean and a renewable resource. Torrefied biomass could also be a good option for producing methanol. The government, advised by NITI Aayog, is interested in exploring the possibility of using methanol as an alternative fuel in India. Globally, the well-established technologies for methanol production use either natural gas or coal as the starting point. Considering that India does not have sufficient indigenous natural gas reserves and that coal is a greenhouse gas nightmare, torrefied biomass could be a promising resource option. It can directly gel with the existing coal-to-methanol technologies. Torrefied biomass also has the potential to produce compressed natural gas (bio-CNG) and biodiesel much better than raw biomass, because of the improved supply chain and lowered carbon emissions. These fuels use crop residues and wastes as feedstock for torrefaction, thereby relieving us from the food-versus-fuel conundrum. There is, however, a catch. While torrefaction is a proven technology at a pilot scale, there are no large-scale commercial units yet that deal with all types of biomass residues. This is due to the lack of supporting mechanisms, both financial and infrastructural. If the government can prioritise the set-up of a torrefaction demonstration plant, it would encourage investors to help carry this technology forward to commercialisation. With a robust biomass supply chain based on decentralised torrefaction units, the subsequent steps in the biofuels production process could easily fall into place. Creating a well-oiled biomass supply chain machinery will, in turn, create a demand for straw and stubble residues, making it more profitable for farmers to sell rather than burn them. The proposed strategy is in the interest of farmer welfare, critical to air quality improvement and could present a major success story for biofuels in India. A thin layer between victim and justice?

committee and its training have been spelt out in the instant judgement. i.e. who will be eligible to become a member. The argument that men are suffering due to this draconian law has neither been substantiated by the National Crime Records Bureau nor by any analysis. Another argument put forward by the proponents of these guidelines is that the conviction rate for domestic violence cases filed under Section 498A is very low. According to the latest ‘Crime in India’ report by the Nation Crime Records Bureau (NCRB) there are 34 categories under which crimes under the IPC have been grouped. Cases filed under Section 498A have the lowest conviction rates. These have featured in the bottom three for nine years out of ten. All the more, this category features in the top 10 in terms of the number of cases registered. Well, a counter to this could be that though according to the statistics provided by NCRB four cases of rape were reported every hour by women in 2016, the national conviction rate was a mere 25%. This does not discredit the fact that rapes didn’t happen. As a result one is bound to realize that conviction rates are not an appropriate tool to measure the scenario. Moving to the other side of the fence, there seem to be umpteen reasons why this judgement needs to be reconsidered. Anti dowry law was introduced in the year 1983 to protect women from domestic violence arising out of a patriarchal society. The National Health Family Survey-4 made a stark revelation on

how appalling the plight of women is in our country. It was recorded that 58% women believed that it is okay for husbands to beat their wives!! In a society where women do not believe in supporting their own cause how can we expect that post dilution of the law it will be able to provide the victims justice? Even the fact that a committee which is being set up to look into upholding of rights of women has been titled as a ‘family welfare’ committee illustrates how unnoticeably patriarchy creeps into situations. This makes us wonder how ‘family’ can be equated to a ‘woman’. This highlights another aspect of this male dominated society- that family honor is more important, even when it makes women miserable. But is the introduction of the guidelines diluting the powers vested in the system? To an extent- yes! This is because the setting up of a committee doesn’t create a parallel system for women but rather is throwing them out of the justice system. As it is it takes immense courage and will power for a woman to stand up against her in-laws and husband, moreover where she knows she might not get any support from her parents. In such a troublesome scenario if she is told that she will have to live for a month with the same people who are threatening her against her life, she would choose not to report. This would further bring down the number of cases reported and increase significantly such cases of torture as the one month window will make the perpetrators alert and cautious to deal with further

consequences. The system of committee already exists as a precursor to filing of the FIR. According to the exceptions brought out in the Lalita Kumari v Government of UP (restricting registration of direct FIR), crimes against women cells have been set up all across the country where a complaint is first sent before reaching the stage of FIR. This mechanism is present in every state under the police directives. So it is difficult to fathom why the Supreme Court has introduced the setting up of another committee and rather made the process more cumbersome. Addressing the issue of curtailment in the mediation process and narrowing the possibility of reconciliation may be highly flawed. There are mainly three remedies available to a woman- seeking divorce, filing an FIR or filing a case of domestic violence. Legally mediation is possible even when a criminal case is filed. Many wives decide to settle in due course of the trial or investigation. This could be due to societal pressure, not being financially independent, for the sake of their children etc. That is something which isn’t under the preview of the law. That is their personal choice. But to say that direct arrests should be completely done away with because many husbands are unwilling to take back their wives because they have been arrested due to complaints filed by the latter may not be acceptable. This in no means requires that women accept violence as a norm and do not file complaints and report such

a heinous and inhumane behavior with the fear of no future settlement and helplessness. It is requisite that the law becomes more social than legal. A country where 22 dowry deaths are reported every day it is essential that we bring in legislation to improve the situation rather than deteriorate it. According to NCRB data, in 2015 1/3rd of the crimes perpetuated against women were done by their husbands and inlaws. This is clearly indicative of the fact that this is a bona fide issue. This piece of legislation may cause irreparable damage. Also if the aspect of the liberty of husbands and the in-laws needs to be guaranteed,

then reforms in the investigative process, better training and sensitizing of the police force needs dealt with. Though, one must admit that the judiciary has been benevolent in not finalizing these guidelines and has been flexible to revisit the judgment again. The National Legal Services Authority of India (NALSA) has been asked to present a report by 31 March 2018 on the working of the proposed system and thereafter a five judge bench of the SC will reconsider the judgment. T-20 Cricket is now thinking to reduce the play to 100 balls per innings. In that case, it will be sixteen overs and four balls per innings, which does not look good. So I have a humble suggestion regarding this matter. If every over is reduced to 5 balls per over, then in 20 Overs there will be 100 balls. Thus, the name T-20 can remain as it is. If the game is reduced to 16 overs and 4 balls, what name will you to give to it? On the other hand if every over is reduced to 5 balls per over, then in One Day Cricket there will be only 250 balls per innings. Thus, 100 balls will be reduced in a match (i.e. 50 balls per innings.) In the past, in One Day Internationals 60 overs i.e. (360 balls) were bowled per innings, which was later reduced to 50 overs. Thus, we can see that there has been innovation (changes) in the game. In Test Cricket 90 overs, i.e. 540 balls are bowled in an innings. Instead of that 100 overs can be bowled in an innings, which would make it 500 bowls in an innings, which is almost the same as 540 balls. Indo-Bangladesh border to be sealed by Dec: Sonowal

Guwahati, May 24 ( Ag e n c i e s ) : A s s a m Chief Minister Sarbananda Sonowal on Thursday said that the India-Bangladesh international border sealing is expected to be completed by December 2018, TNT reported. Sonowal was addressing the media in the city on the occasion of the second anniversary of the Bharatiya Janata Party led government in the State. Sonowal further said that smart fencing on land border and technical barriers are being done along the riverine stretch of the IndoBangla border. S o n owa l a l s o a n nounced six new bridges over the Brahmaputra River including one connecting Dhubri with Phulbari. It will be the longest bridge over the Brahmaputra River stretching up to 18 km. Sonowal also thanked Prime Minister Narendra Modi for the initiative taken in this regard.

besides the chairman and two members, 19 ACS officers, seven APS officers, 11 allied service officers and four other employees have been arrested so far,” Sonowal added. He also said that the CID has also registered seven corruption related cases and in the process arrested 15 government officials and public servants. “This has sent a strong message that this government is not going to tolerate corruption,” the Chief Minister said. “We have delivered on our promise of good governance through a transparent system. Abolishing illegal check gates, oral interviews in Grade III & IV and introduction of digital payments in government transactions has led to huge increase in revenue collection and expenditure,” he further said. Sonowal went on to state that during the last two years, this Government has given appointment to about 45,000 youths in both regu-

lar and contractual posts through a ‘transparent process and not a single allegation of corruption has been raised against those appointments’. Sonowal also thanked the media for keeping a constant watch on the works of the government and helping ‘us fight against corruption’. Every media report on corruption has been promptly inquired into and action taken accordingly, he also said. Regarding the Citizenship (Amendment) Bill 2016, Sonowal said, “We have not played ‘hide and seek’ on the issue of the Citizenship (Amendment) Bill. We have also not kept the people of the State in darkness. We are nothing without the public. The Government is only for the people. The people should not lose trust in the Government. We are in the power for the people. This Government is committed to fulfil the hopes and aspirations of the people.”

Mizoram set to modernize state police force: DGP

A i z aw l , M ay 2 4 (Agencies): Mizoram Director General of Police (DGP) Balaji Srivastav disclosed that the State Government is taking up several measures towards modernization of the police force, NE Now reported. The DGP, who assumed charge in February last, said this while having an interactive session with media persons. He also said that the State Government is giving priority to modernization and welfare of the policemen. He further said that the law and order scenario in the State is quite satisfactory. He added that it was possible because the people of the State are literate and law abiding. The Mizoram said that he wanted to usher in some unique reforms in the police force instead of borrowing ideas from other states. He also called upon the media in working hand in hand with the police force in maintaining law and order in the State.

Army official seeks Arunachal government help for border ops Itanagar, May 24 (PTI): A top army official Thursday sought the intervention of Arunachal Pradesh government in facilitating coordination between state police officers and military personnel along the interstate border, especially during antiinsurgency operations, an official release said. During a meeting with Arunachal Chief Minister Pema Khandu, Major General Gajinder Singh, the General-Officer-Commanding (GoC) of 2 Mountain Division, said intelligence sharing and logistics support from the state machinery were necessary to tackle crossborder insurgency. Singh, who heads the infantry based at Dinjan in Assam’s Tinsukia district, also discussed with the chief minister army presence and its activities along the interstate border, the release said. He pledged Army’s commitment towards safety and welfare of common people. The security personnel were more than will-

ing to help the civilians by organising medical camps and pre-recruitment trainings, the GoC said. The CM, on his part, assured Singh that the state government accorded topmost priority to the security of its citizens and was committed to cooperate with the army in its endeavours. NE to be connected with gas pipeline: Board member

Guwahati, May 24 (IANS): Petroleum and Natural Gas Regulatory Board (PNGRB) member S. Rath on Thursday said that the plans are afoot to connect the northeastern states with a gas pipeline. “The project will be executed by a consortium of Indian Oil Corporation, Oil India Limited, Numaligarh Refinery Limited and GAIL. We are expecting that the project will e awarded in the next couple of months and become operational by 2023,” he said at the sixth road show for the 9th city gas distribution bidding round here. Rath said that under the project, 1,500 km pipeline will be laid at a cost of Rs 6,000 crore. He also said that Assam will be connected with Barauni in Bihar by 721-km gas pipeline by 2021. “By Urja Ganga project, Guwahati will be connected to the national gas grid by a pipeline. The Haldia-Paradip-Barauni pipeline will connect Guwahati and is likely to be commissioned by 2021 at a cost of Rs 3,000 crore. The project will be executed by GAIL,” he added.

New Delhi, May 24 (PTI): States have the capacity and must reduce the duty on petrol, while the Centre should create fiscal space to deal with the impact of spurt in oil prices, NITI Aayog vice chairman Rajiv Kumar said Thursday. The rising crude prices in the international market prompted state-owned oil companies to raise domestic prices for 11th day in a row. Petrol costs Rs 77.47 a litre in Delhi and diesel Rs 68.53 a litre. “There is merit in reducing the duties but both by the states and and the Centre. More so for the states as they tax the oil on ad valorem basis ... So states can take that cut much more and better than the Union government,” Kumar told PTI in an interview. He further said that it is important for them (states) to agree 10-15 per cent duty cut and take home the same amount of tax revenue as budgeted. “Not doing that means being exceptionally greedy at the cost of not just the people but also the economy,” Kumar added. The states, he said, on an average tax petrol at 27 per cent. In his letter, Trump appreciated the North Korean leader for his efforts towards the meeting. “We greatly appreciate your time, patience, and effort with respect to our recent negotiations and discussions relative to a summit long sought by both parties, which was scheduled to take place on June 12 in Singapore. We were informed that the meeting was requested by North Korea, but that to us is totally irrelevant,” he said. In April, Trump had stunned the world by accepting an invitation to meet Kim in an unprecedented sit-down. Trump and Kim had previously traded insults and threats. The summit would have been the first ever meeting between a sitting US president and North Korean leader. Trump’s announcement today coincides with North Korea’s move to demolish its underground nuclear test site deep in the mountains of the sparsely populated northeast. Washington, May 24 (PTI): In a surprise move, US President Donald Trump Thursday cancelled his proposed summit meeting with North Korean leader Kim Jong-un on June 12 in Singapore and blamed Pyongyang’s “tremendous anger” and “open hostility” for his decision. Over 100 people were arrested for protesting police firing on Tuesday and Wednesday in the port city that left 13 dead. Amid a political slugfest over the incidents of police-public clashes, DMK leader Stalin held a sit-in protest at Fort St George,

New Delhi, May 24 (IANS): The central government on Thursday said that the rights of minorities are more safe and secure in India compared with the rest of the world, and that “secularism, social and communal harmony and tolerance” are in the country’s DNA. The remarks came days after a letter from the Archbishop of Delhi talked about the “turbulent political atmosphere” in the country. Minority Affairs Minister Mukhtar Abbas Naqvi met a delegation of Diocese of Delhi-Church of North India and assured it that the government was working with commitment towards equitable development of all citizens without any discrimination. He said that the constitutional, social, cultural and religious rights of minorities were more safe and secure in India compared with elsewhere in the world. “Social and communal harmony is our culture and tolerance is our commitment... all of us have to work together to protect and strengthen this culture and commitment,” a statement quoting Naqvi said. The Minister added that the Narendra Modi government was moving towards “inclusive growth to ensure that not

a single Indian is deprived of the light of development”. “The government is committed to protect all constitutional institutions, democratic values and religious rights of all sections,” he said. The Archbishop of Delhi, Anil Joseph Couto, in his May 8 letter had asked the priests and churches in Delhi to hold a year-long prayer campaign for the country to protect its democratic principles and secular fabric ahead of the 2019 general elections “when we will have new government”. Making a veiled attack on the Archbishop, the Minister said that India “needed to be cautious against forces which want to disturb the atmosphere of trust and development due to their prejudiced mindset and vested interests”. He had on Tuesday asked the Archbishop to “shed his prejudiced mindset against the Modi government”. Naqvi claimed that the work done for the socioeconomic and educational empowerment of minorities in the last 48 months had not been done even in 48 years.

CRPF trooper killed in Chhattisgarh Raipur, May 24 (IANS): A CRPF trooper was killed and another injured when Maoists triggered a powerful blast when they targeted security personnel in a forested part of Chhattisgarh’s Sukma district, officials said. SI Rajesh Kumar Bind was killed when the IED exploded around 7.45 a.m. between Pushwada and Tamilwada when the 206 Cobra Battalion of the Central Reserve Police Force was on a routine operation. Constable Manik Pinri was injured, CRPF Deputy Inspector General M. Dinakaran told IANS. “The mortal remains of Rajesh Kumar were taken to the Ambedkar Hopital in Raipur for post-mortem while Pinri was admitted to Balaji Hospital,” he said. The CRPF’s 74 Battalion later recovered an IED from the site. In a similar IED blast on March 13 also in Sukma, nine CRPF personnel were killed and nearly 10 seriously injured when Maoists blew up a vehicle carrying troopers of the 212 Battalion of the CRPF.

Kozhikode (Kerala), May 24 (IANS): With the death of one more patient who tested positive for Nipah virus (NiV) on Thursday morning, the disease has claimed 12 lives in Kerala, officials said. The death of Moosa was confirmed at a private hospital where he was being treated. Early this month, two of his sons and a relative also passed away. They were the first cases of NiP that were reported last week. Meanwhile, though the incidence of patients coming for treatment with symptoms of NiP is on the decline, Kozhikode Collector U.V. Jose has banned till May 31 all public meetings and even training courses

including tuitions to avoid assembly of people. The health department said on Thursday that a total of 160 samples were sent for testing to Pune. Of the 22 results that had come, 14 had tested positive. Meanwhile the authorities have come out with a protocol to be carried out when the last rites of victims of NiP are carried out. Ko l k ata , M ay 2 4 (IANS): After the exposure of a racket in the sale of carcass meat collected from dumpyards, the civic authorities on Thursday seized around 70 kg of rotten fish during a surprise check on the city’s southern outskirts. A shop was sealed by the Budge Budge Municipality officials on charge of storing rotten fish in refrigerators for a long duration. “We found two big freezers storing almost 70 kg fish and 4-5 kg meat,” said a municipal official who was part of the raiding team. “Everything was stale, though frozen with lots of ice. While inspecting, we could see insects crawling in the meat. I am sure the fish was stored for a long time,” she added. “We conduct suprise checks in area markets from time to time. The carcass meat racket also came to light in our locality first during the surprise check. After that, we had been continuing with our inspections, during which we got a tipoff about fish being stored in two big refrigeratos in the area,” said the official.

New Delhi, May 24 (IANS): The Union Ministry of Human Resource Development (HRD) on Thursday launched an integrated scheme for school education from pre-school till Class 12 and promised to increase the budget for the entire school education next year by 20 per cent. The new scheme, called “Samagra Shiksha”, is integration of three components into which school education was divided earlier. Thus, the Sarva Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA) -- which took care of the school education at primary and secondary levels -- and Teacher Training will now be coalesced into one whole. “We can’t see education in parts.... People choose to send their kids to private schools because there aren’t pre-schools in government schools... It has been almost 25 years since SSA was started. It worked fine but we thought change was necessary with

In the wake of Nipah virus cases in Kerala, the Indian Council for Medical Research (ICMR) has written to the Queensland government in Australia asking it to provide an antibody developed there to test if it can “neutralise” the virus in humans. The antibody has not been tested on humans so far. “We have asked them to give their monoclonal antibody for conducting a test in India to find out if it can neutralise the Nipah virus in humans. “In Australia, it has only been tried in vitro (happening outside the body in artificial conditions, often in a test tube) and has been found to be effective. But it has not been tested on humans,” said ICMR Director General, Dr Balram Bhargava, while clarifying that it will not lead to creation of vaccine. ICMR is the apex body in India for the formulation, coordination and promotion of biomedical research. “We are preparing a dossier on what will be methodology and what would be the regulatory

process so that we can fast track the process,” he said. According to Dr Bhargava, Australia is ready to share as it will help generate data on the efficacy of the antibody. “It is not yet sure how much it will be effective,” he said, adding the infection caused by Nipah virus has a high mortality rate (50-70 pc). According to National Vector Borne Disease Control Programme, the drug ribavirin has been shown to be effective against the viruses in vitro, but human investigations to date have been inconclusive and the clinical usefulness of the drug remains uncertain. The death toll due to outbreak of Nipah virus rose to 12 in the southern state of Kerala, with one more person succumbing to the deadly virus in Kozhikode this morning, said a Health ministry official. Meanwhile, there are reports of dead bats being found on the premises of a government school in Himachal Pradesh, samples of which have been sent for testing to NIV, Pune, to ascertain the reason behind their deaths.

North Korea demolishes nuclear test site

Seoul, May 24 (IANS): North Korea on Thursday carried out what it said is the demolition of its nuclear test site in the presence of foreign journalists. The Punggye-ri site in Kilju, North Hamgyong province, was regarded as one of the most important facilities in North Korea’s nuclear weapons programme, along with the Yongbyon complex. All six of the North’s nuclear tests were carried out there, including the latest and most powerful detonation in September, Yonhap news agency reported. Surrounded by more than 1,000-metre-high mountains and built into underground granite rocks, experts say that Punggye-ri had the optimal geographic conditions to withstand detonation shocks and reduce the risk of radioactive leaks. It had four underground tunnels, which were said to have been constructed in order to prevent hazardous gas or debris from rupturing out. Multiple partition walls and locking doors were also installed to minimize risks. It is said that the North’s first nuclear test in 2006 was conducted at the eastern tunnel. It was closed due to radioactive

nuclear technology and does not need to conduct tests anymore. In an apparent bid to demonstrate the demolition to the world, the North invited a group of journalists from South Korea, the US, China, Russia and Britain to the event.

This was officially announced on Wednesday at a national consultation organised by All Pakistan Transgender Election Network (APTEN) in collaboration with the Election Commission of Pakistan (ECP), The Express Tribune reported on Thursday. The national consultation was attended by all the potential candidates and representatives from their assigned constituencies where they highlighted their demands and importance of political inclusion and empowerment of transgender persons in Pakistan. While sharing names of some of the potential candidates, APTEN said

UN Secretary-General Antonio Guterres today welcomed the reported closure of North Korea’s nuclear test site but said international experts should have been there to witness the dismantling. “It is regrettable that international experts were not invited to witness the site closing,” Guterres said in a statement. Asser ting that the US is committed to a free and open Indo-Pacific, the Pentagon said China’s continued militarisation of disputed features in the South China Sea only serve to raise tensions and “destabilise” the region. “As an initial response to China’s continued militarisation of the South China Sea, we have disinvited the PLA Navy from the 2018 Rim of the Pacific (RIMPAC) Exercise. China’s behaviour is inconsistent with the principles and purposes of the RIMPAC exercise,” Lt Col Christopher B Logan said. The Department of Defense, he said, has strong evidence that China has deployed antiship missiles, surface-to-air missile (SAM) systems and electronic jammers to contested features in the Spratly Islands region of the South China Sea. Logan said China’s landing of bomber aircraft at Woody Island has also raised tensions.

Beijing, May 24 (PTI): China Thursday extended currency swap agreement with Pakistan amid reports that Beijing has given a USD one billion loan to Islamabad to avert a foreign currency crisis. The People’s Bank of China, the country’s central bank, said today it had extended a currency swap agreement with the State Bank of Pakistan. The swap is sized at 20 billion yuan (USD 3.1 billion) or 351 billion Pakistani rupees, according to a statement from the bank. The two parties believe the extension will facilitate bilateral trade and investment to help economic development in the two countries. Valid for three years, the agreement can be extended upon mutual consent. A currency swap deal allows two institutions to exchange payments in one currency for equivalent amounts in the other to facilitate bilateral trade settlements and provide liquidity support to financial markets, staterun Xinhua news agency reported today. In an interview with The Financial Times, the State Bank of Pakistan Governor Tariq Bajwa confirmed the loans were made by Beijing-backed banks in

Rio de Janeiro, May 24 (Agencies): Juan Martin del Potro is waiting anxiously to see if a groin strain will force him out of the French Open, with the Argentine hoping the injury does not derail what has been one of his best starts to a season in years. Del Potro retired during his third round match at last week’s Italian Open after picking up the injury. The setback was particularly upsetting as Del Potro had spent the early part of the year developing a new routine to help him overcome the injuries that have beset his career. With the support the team of specialists who travel with him on the road, Del Potro reached three finals in 2018, winning two of them. The new approach also lifted him to his highest ranking since 2010. Del Potro knew he needed to make big changes if he wanted to return to the kind of form that earned him the US Open trophy in 2009 - his only major so far. He invited specialists to watch his training and advise him on what changes he needed to make. That led him to focus on stretching and also to come up with a training regime that would help him to relax and improve the back pain he suffers. His 2018 form proved he was reaping the benefits of the new regime, while off the court the psychologist helped him to “resolve questions I didn’t know how to handle,” he said.

KIEV, May 24 (Agencies): Istanbul’s Ataturk Olympic Stadium will host the 2020 Champions League final, UEFA president Aleksander Ceferin confirmed in Kiev on Thursday. The 76,000-capacity ground played host to Liverpool’s famous comeback from 3-0 down to win the Champions League on penalties over AC Milan in 2005.

UEFA have been under pressure to ensure future final host cities have the hotel and airport infrastructure to cope with the influx of fans, delegates and media for the biggest game in club football. The India captain was due to play for the county side next month, but the move has now been called off after he sustained the injury playing for Royal Challengers Bangalore in the Indian Premier League last week. MILAN, may 24 (Agencies): Carlo Ancelotti has been appointed coach of Italian club Napoli on a three-year deal, the Serie A side confirmed on Wednesday. “Napoli are happy to announce agreement has been reached with coach Carlo Ancelotti to lead the first team for the next three seasons,” the club said in a statement. Atletico Madrid sign Hernandez from Villarreal

M a d r i d, M ay 2 4 (IANS): Atletico Madrid have signed a five-year contract with Villarreal’s Spanish midfielder Rodrigo Hernandez, both La Liga sides said on Thursday. Atletico Madrid reached an agreement with Villarreal months ago to sign Hernandez, reports EFE news agency. “Our club has reached an agreement with Villarreal over the transfer of Rodri. The

midfielder will be an Atletico player starting July 1 on a five-year-contract,” Atletico Madrid said on their official website. The 21-year-old Hernandez returns to Atletico Madrid, where he spent five years in the Rojiblancos youth academy, before joining Villarreal in 2013. Since making his debut with Villarreal in 2015, Rodri has appeared 84 times in all competitions, scoring two goals.

Cook matches Border’s Test record Lo n d o n, M ay 2 4 (Agencies): Australia great Allan Border praised the “amazing” Alastair Cook as the England batsman equalled his record of 153 consecutive Tests by playing in the series opener against Pakistan at Lord’s on Thursday. This was the 154th Test of opener Cook’s career, with only illness after he made a century on debut against India at Nagpur in 2006 interrupting a sequence where he has never been dropped by the selectors. Border and Cook are both gritty left-handed batsmen, each having scored more than 11,000 Test runs and captained their respective countries to Ashes success. They’ve also each won a County Championship title with Essex. But at 33, Cook is some five years younger than when Border played his 153rd Test, a reflection both of England’s

heavy programme and the increasingly congested nature of modern international cricket. “I didn’t realise anyone was getting that close in terms of consecutive Test matches, but it is an amazing thing,” Border told Britain’s Daily Mirror newspaper. “I’ve been a great fan of his from a distance over

the years. I don’t know him well, but we’ve got that Essex connection.” “I spent two fantastic years playing there and so I’ve watched his progress as a former player from the club. To have stayed fit and able to play that many consecutive games is remarkable,” the 62-year-old added. But despite his 244 not

out against Australia in the fourth Test at Melbourne in December, Cook came into the two-match Pakistan series under greater pressure than usual. The past year has seen Cook score two doublecenturies but only a further 216 Test runs at an average of 13.5 since last August. Border, however, forecast Cook’s Test career could run for a while yet. “There is no reason why he can’t keep going for a few years yet. The number he ends up with could be something quite extraordinary.” “When I finished I was 38. Cook is only 33 so he will understand his game well enough to know where he is at when it comes to his performances. The Ashes (a 2019 series in England) are only just over a year away, so he’ll be 34 and could have a great series, and then he might even fancy coming back to Australia again. He’s the only who will know.”
