P Paiwang Konyak said hat the State government would view any case of medical negligence seriously and push for Nagaland Medical Negligence Bill in Nagaland Legislative Assembly (NLA). He gave this assurance to a delegation of Eastern Naga Students’ Federation (ENSF) led by its president Chingmak Chang that called on him at his official residence here on Monday evening. It may be recalled that the legislators during the discussion on matters of urgent public importanced in the 13th Nagaland Legislative Assembly, had deliberated on the issue of medical negligence and malpractices and called for an end to these.
NPF leader Kuzholuzo (Azo) Neinu raised concern over cases of medical negli-
gence and malpractices and proposed that Nagaland Medical Negligence Bill be passed by the Assembly and also to restore trust and respect of public in the profession and also ensure the best possible healthcare delivery in the State.
Meanwhile, the ENSF delegation congratulated the minister on assuming charge and hoped that there would be improvement in public healthcare service in the State, including in the eastern area, under his lead-

Shortage of doctors: They shared status of district hospitals in Eastern Nagaland that were functioning without adequate number of doctors, nurses and other technical staff, besides facing shortage of medicines. They urged the minister to give priority to health sector in Eastern Nagaland.
While admitting that many government doctors were serving the people with full dedication, he admitted that there could be some in the fraternity that was bringing a bad name to the profession. In order to crack the whip on such erring doctors to book, he disclosed that the government would push for Nagaland Medical Negligence Bill, particularly to stop medical negligence.
He also assured to give priority to deployment of sufficient number of doctors in district hospitals and improve the health infrastructure.
Further, the minister disclosed that Pradhan Mantri Bhartiya Janaushadhi Pariyojana (PMBJP) was launched in November 2008 by the Department of Pharmaceuticals under the Ministry of Chemicals & Fertilisers with the objective of making quality generic medicines available at affordable prices to all.
DIMAPUR, MAR 13 (NPN): Three municipalities of Nagaland—Association of Kohima Municipal Wards Panchayats (AKMWP), All Ward Union Mokokchung Town (AWUMT) and Dimapur Urban Council Chairmen Federation (DUCCF) along with the other 36 town councils from various districts of Nagaland would hold an emergency consultative meeting on March 21, 2023 at 11am at Hotel 2K (Officer’s Hill Colony, below SP Office), Kohima.
In a press release, AKMWP publicity and press secretary Kopelo Krome informed that the meeting has been called in view of the ULB elections announced by the state government.
It informed that each town council should be represented by at least one member from the respective council.
(PTI): The Supreme Court on Monday referred the pleas seeking legal validation of same-sex marriages to a five-judge constitution bench for adjudication, saying it is a “very seminal issue”.
A bench headed by Chief Justice D Y Chandrachud said the submissions on the issue involve an interplay between constitutional rights on the one hand and special legislative enactments, including the Special Marriage Act, on the other.
The Centre has opposed in the top court a batch of petitions seeking legal validation of samesex marriages, claiming they will cause a “complete havoc” with the delicate balance of personal laws and accepted societal values.
The bench, also com-
prising Justices PS Narasimha and JB Pardiwala, said this is a matter which is important enough to be decided by a constitution bench of five-judges.
“Having due regard to the broader context of the petitions before this court, the inter-relationship between the statutory regime and constitutional rights, we are of the considered view that it would be appropriate if the issues raised are resolved by a constitution bench of fivejudges of this court...,” the bench said while referring to Article 145 (3) of the Constitution, while terming it a “very seminal issue”.
“We accordingly direct that the hearing of these petitions be placed before a constitution bench,” the apex court said while posting the pleas for hearing on April 18.

Khuraijam Athouba had filed the PIL in the month of February, 2023, through his lawyer, Ngangom Junior Luwang, advocate, Supreme of India, inter alia, for due protection of the inviolable Fundamental Rights of the Mao Tribe people by giving adequate security protection, due compensation of Mao Tribe victims of the unlawful acts of SAPO and SAYO and for declaration of these two organizations as unlawful associations
under Section 3 of the Unlawful Activities (Prevention) Act, 1967.
After hearing the counsel for the petitioner, and the Solicitor General of India Tushar Mehta, the court had fixed the matter on March 20, 2023 citing the matter as urgent. The Solicitor General had been specifically asked to render all possible assistance.
Athouba said that the Public Interest Litigation was filed in relation to the “current blockade & quit notice imposed/served by the Southern Angami Public Organization (SAPO) of Nagaland on the Mao Community of Manipur.”

(NPN): In view of the rise in Influenza-like Illnesses and Severe Acute Respiratory Illnesses (ILI/SARI) commonly referred as seasonal flu, the directorate of Health & Family Welfare (H&FW) has issued an advisory. In a statement, H&FW principal director Dr Vibeituonuo M Sachu said factors like inadequate attention to personal hygiene, sneezing and coughing without protection in close proximity of other people, closed door gathering, etc, contribute to increased transmission of viral respiratory
pathogens like Influenza A (H1N1, H3N2, etc.), including Covid-19.
Therefore, the department called for following respiratory and hand hygiene, covering one’s mouth and nose with tissue/handkerchief/elbow when coughing or sneezing, avoiding spitting in public places, using mask in crowded environment, frequent hand washing, early reporting of symptoms to healthcare workers to initiate early care and treatment and limiting contact of those people who are suffering from respiratory illness.

A day after Centre opposed in the Supreme Court legal validation of same-sex marriage, Law Minister Kiren Rijiju Monday said the government does “not disturb” the personal freedom and activities of individuals but the issue related to the institution of marriage was a matter of policy.
Rijiju said, “The government is not interfering in the personal life, personal activities of anybody. So there should be no confusion. When it comes to an issue related to the institution of marriage, then it is a matter of policy.” “Personal freedom and personal activities of individuals of the citizens are never being disturbed, regulated, questioned by the government. You must be very clear about it. There is a clear distinction,” he said.
DIMAPUR, MAR 13 (NPN): The High-Level Committee (HLC) under the chairmanship of Union Home Minister Amit Shah has approved additional Central assistance of Rs. 68.02 crore for Nagaland under the National Disaster Response Fund (NDRF).
In a statement PIB, said that the HLC had approved Rs 1,816.162 crore from NDRF to the five States of Assam, Meghalaya, Nagaland, Himachal Pradesh and Karnataka, affected by floods, landslides, cloudburst etc, in 2022.
While Nagaland was sanctioned Rs 68.02 crore, Rs 520.466 crore was approved for Assam, Rs 47.326 crore for Meghalaya, Rs 239.31 crore for Himachal Pradesh and Rs 941.04 crore for Karnataka. This additional assistance is over and above the funds released by the Centre to the States in the State Disaster Response Fund (SDRF), already placed at the disposal of the States.
During the financial year 2022-23, Centre released Rs 15,770.40 crore to 25 States in their SDRF and Rs 502.744 crore to four States from NDRF. The Centre had deputed InterMinisterial Central Teams to these States, immediately after the calamities, without waiting for the receipt of memorandums from them.

(NPN): Even after 17 years, the dream project called ‘Multi-Disciplinary Sports Complex (MDSC) at Dimapur, is light years away from completion and instead of a lively sports centre, the unfinished structure is looking a desolate ancient Roman amphitheatre and used for unsporting activities.
The 64.25 acre complex includes the main seating arena for 30,000 spectators while a portion of around 15 acres has been allotted to Sports Authority of India Imphal. The esti-
mated cost of the MDSC was Rs.60.57 crore and so far the amount released for the project is Rs.94.25 crore according to an official of the Youth Resources & Sports Department.
State chief minister Neiphiu Rio had earlier disclosed that the cabinet had proposed to take over the entire project. At a subsequent meeting the NITI Aayog in August last year, Rio had envisaged an estimate of Rs. 157 crore for completion of the project.
Meanwhile the contractor of the project held an interaction with Nagaland Post at Kuda Village
here on Monday. The contractor, Nibu Nagi, proprietor of NN Construction & Decors who was given contract for constructing the sports complex, disclosed that the project could not
be completed due to lack of funds. He disclosed that present chief minister Neiphiu Rio who was minister had announced an ambitious sports complex at Dimapur
in 2000s that led to the birth of MDSC.
Nagi claimed that he had received Rs 76.45 crore out of an estimated total cost of Rs 230 crore for completing the entire
project. Hence, as per the amount, it can be clearly deduced that not even 30% of the construction work is complete. He said the complex could have hardly taken three to four years to complete had there been no fund constraint. He assured that if funds were made available, it could be completed in another two years. He appealed to the State government to accord priority for completion of the complex, as he also wanted to complete the work since he had started it.
Naga also lamented that there have been multiple allegations against him in social media for not
completing the project but regretted that no one had even bothered to approach him for factual accounts.
“I am ever ready to show any proof if anyone has any question,” said Nagi and also urged upon people not to be swayed by rumours and slanders.
He recalled that initial works had started with Rs 60 crore provided by Planning Commission and that after its utilisation, the State government could not provide its share of fund.
He recalled that the chief minister had in 2022, assured a bank loan to complete the project.

DIMAPUR: Department of Veterinary Gynaecology and Obstetrics, College of Veterinary Sciences and Animal Husbandry, CAU, Jalukie conducted three-day training on “Semen Collection and AI Technology in Pigs” for Veterinary Assistant Surgeon (VAS) at the university on March 13.

MD Pediatrics, MRCPCH consultant Pediatric Critical Care, CISHR Hospital Dimapur, Dr. R Wonashi Tsanglao, informed that the first-of-itskind service in Nagaland, is an initiative of the Pediatric critical care unit of CIHSR Referral Hospital to carry out the transfer of critically ill children from PHCs, CHCs, and any health care facilities
in and around Dimapur to Pediatric/ Neonatal intensive care unit within Dimapur. The service will be available 24/7 and can be contacted at 03862-242555 / 6009552407.
SPARROW will also provide clinical advice to medical and nursing staff on the management of critically ill children. It will also transfer infants and children below 16 years of age, including neonates, who require a Paediatric Intensive Care Unit (PICU)/ Neonatal Intensive Care Unit (NICU). The transport team will include a doctor trained to handle critically ill children,
a nurse with PICU/NICU experience, and a dedicated ambulance driver.
At present, the facility will be present limited to Dimapur and nearby regions such as Chumukedima and Medziphema.
Transfer will be accepted only after a detailed discussion of the case between the referring consultant and the transport consultant and transport team may not be immediately available when a current transport is ongoing.
Time-critical cases (e.g. head injury, limb ischemia) may have to be transported by the referring team themselves.

IMPHAL, MAR: A total of six student bodies led by the All Manipur Students’ Union on Monday staged a protest here, demanding the implementation of the National Register of Citizens (NRC) in the state, and setting up Manipur State Population Commission.
The agitating students claimed that there had been an “abnormal surge” of the population in the state’s hill areas, rampant cultivation of poppy, and encroachment of reserve forest areas.
During the protest, the police had to resort to canecharging when the agitating students tried to storm into the official residence of Chief Minister N. Biren Singh and marched to Raj Bhawan.
With additional force from the Imphal West police headquarters, the protesting students were pushed back upto Keishampat Junction
by the police. Placards which read “Identified and deport the illegal immigrants”, “Set up state population commission”, “Protect the indigenous people,” “We oppose unauthorized emergence of new villages, etc were also displayed at the protest rally.

(PTI): Congress MLA Sherman Ali Ahmed was on Monday suspended from Assam Assembly for the day after he protested Speaker Biswajit Daimary’s decision disallowing him from asking a second supplementary question on the ongoing eviction drive by the Assam government which has displaced thousands of people so far.
Ahmed asked a question related to eviction of 45 families at No 12 seat of Satrakanara in Barpeta district and alleged the state government had misled the house on the issue.
While Revenue and Disaster Management Minister Jogen Mohan said the government cleared only 400 bighas (over 132 acres) of land and no one outside that area was evicted, Ahmed alleged that 17 families outside the marked area were displaced by the
administration during the exercise on December 26.
“Whose fault was it for carrying out eviction outside the 400 bighas? This is a serious matter and the House was misled. I request the Speaker to form a House Committee to probe this matter,” Ahmed said. Daimary requested the opposition MLA not to make such claims without any evidence, but refrained from expunging the statements.
When the Speaker moved to the next question after Mohan’s reply, Ahmed said he should get a second supplementary question “as per the rule”. However, Daimary did not accept and asked the next MLA to ask his query.
On this, Ahmed rushed to the Well of the House and continued to demand a second supplementary question.

The level 3 (major) fire engulfed slums located in the Appa Pada locality and efforts were on to douse the flames, he said. Smoke billowing out of the area could be seen from several kilometres away. (PTI): Over 50 students appearing for the class 10 state board exams and their teachers were injured after being stung by a swarm of bees on their way to the exam centre in Odisha’s Keonjhar district on Monday, officials said. Four students and two teachers had to be taken to a hospital following the incident, they said. The incident took place when the students and teachers were going to their examination centre at the Harichandanpur Balika High School for the ongoing boar examination. Despite being in pain, the injured students appeared for the examination, a teacher said.

We do not know politics but we know how to build good schools, construct roads, provide water, free electricity and health facilities,”

They will come and say bring the double-engine government to power. This is their code word for double corruption. I have seen it in Karnataka where corruption has doubled,” he said.

“If Chief Minister Ashok Gehlot’s government faces a crisis, then former chief minister Vasundhara Raje makes the whole BJP stand for him... When there was talk that the BJP top brass were removing Vasundhara Raje, Ashok Gehlot made the entire Congress stand for her. They are one party... Before taking part in the rally, Kejriwal told reporters that the AAP is working to strengthen its organisation and working day and night to win the upcoming assembly elections.

under its belt, the BJP is out to win Kerala, with a massive public outreach programme that plans to embrace the two key non-Hindu communities -- Muslims and Christians. Together, the two comprise 46 per cent of the population, crucial to crack into a state that has traditionally been a bastion of the Left and the Congress, reports NDTV News.
The BJP, which stepped up its outreach in Kerala ahead of the 2019 election, has been unable to make inroads.
Bucking the national trend, the party had drawn a blank in the state despite its high-pitched agitation on the Sabarimala issue.
The Congress had won 15 of the state’s 20 Lok Sabha seats. Its allies won another four -- the Indian Union Muslim League bagged two and the Kerala Congress (Mani group) and Revolutionary Socialist Party one seat each. The outcome was
seen as a rejection of the party’s stance on religious issues. The BJP’s growth in the state has been stymied since, despite the many incidents of communal clash between the right-wing supporters and the Left.
Sources said the huge outreach programme planned this time will involve BJP workers visiting the homes of Christians on Easter week. On April 9, Easter Sunday, 10,000 BJP workers will visit the homes of 1 lakh Christians.
Last year, during the Christmas week, thousands of BJP workers visited the homes of Christians with gifts, sources said.
The right-wing workers will also visit the homes of Muslims on Eid in the third week of April. Christians
will be invited to the homes of right-wing activists on the festival of Vishu on April 15.
BJP leaders say while the common people have welcomed the initiative, it is being closely watched by the ruling Left and the opposition Congress.
The outreach is the brainchild of Prime Minister Narendra Modi, who had asked the party cadre to organise a “sneha samvaad” (message of affection) to the minorities in Kerala during the party’s national executive meet in Hyderabad.

(PTI): Congress president Mallikarjun Kharge on Monday hit back at the government for raising Rahul Gandhi’s democracy remarks in Parliament and demanding an apology from him, saying those “crushing” democracy are talking of saving it.
Kharge, who took out a protest march from Parliament House complex to Vijay Chowk along with MPs of other opposition parties, including those of the BRS, Left parties and AAP, charged there was no rule of law and that Prime Minister Narendra Modi was running the country like a “dictator”.
The protest march was taken out after the BJP launched an offensive against Gandhi for allegedly defaming India by his remarks on democracy in
London.
Gandhi had recently alleged in London that the structures of Indian democracy are under “brutal attack” and there is a full-scale assault on the institutions of the country.
Kharge said the Leader of the House cannot raise the matter concerning the member of the other House as it was against the rules and the issue can only be raised in the House of which Gandhi is a member.
Talking to reporters at Vijay Chowk, Kharge said, “They (BJP) are crushing
and destroying democracy and are talking of saving democracy and the country’s pride. There is no place for the Constitution in Modi ji’s regime.”
“They are ‘suppressing’ opposition parties through ‘misuse’ of agencies. These people are talking about democracy, nationalism and the country’s pride. This is like ‘ulta chor kotwal ko daante’ (pot calling the kettle black),” the Congress chief alleged. While defending Gandhi’s remarks, he claimed that autonomous bodies in the country were being suppressed and democracy is being “crushed” under the BJP regime.
Kharge alleged that PM Modi has “ridiculed” India abroad several times and cited examples of his speeches in China, South Korea, Canada, UAE.

Leaders of eight non-NDA political parties have strongly criticised the alleged misuse of central enforcement agencies such as the Enforcement Directorate and CBI for political witch hunt. This was contained in a letter addressed to prime minister Narendra Modi by the eight leaders such as - Chief Ministers Mamata Banerjee of the Trinamul Congress, Arvind Kejriwal and Bhagwant Mann of the Aam Aadmi Party; Bihar Deputy CM Tejashwi Yadav of the RJD, Farooq Abdullah of the National Conference, Sharad Pawar of the Nationalist Congress Party, Uddhav Thackeray of Shiv Sena-UBT and Akhilesh Yadav of Samajwadi Party,. The opposition leaders have taken strong exception to the hounding of AAP deputy chief minister in-charge of finance and education Manish Sisodia and health minister Satyendar Jain. It may be recalled that Jain is currently lodged in Tihar jail in connection with money laundering case. CBI arrested Sisodia on February 26 in connection with alleged irregularities related to implementation of the now scrapped Excise Policy, 2021-22.The two leaders have since resigned from the Delhi Cabinet, being replaced by Atishi and Saurabh Bharadwaj. The opposition in the letter noted that out of the key politicians booked, arrested, raided or interrogated by the investigation agencies under the central government since 2014, the maximum belonged to the Opposition. According to the government’s own admission, raids carried out by the ED during 2014-2022 saw a nearly 27fold increase to 3,010 as compared to 112 searches between 2004 and 2014, the Rajya Sabha was informed on July 26,2022. This was in response to a query from Priyanka Chaturvedi MP of Shiv Sena, who asked whether ED raids have gone up almost 90% from 2014 and if the raid-to-complaint ratio of ED cases has gone down drastically from 2014. The fact ED and CBI have gone on overdrive in raiding and summoning opposition members and others who have no support from the ruling government, clearly indicates that these agencies have made witch hunt as priority. The opposition has named several prominent BJP leaders including chief ministers who were involved in scams but who have not been touched. Some who were in the opposition seem to have been cleansed of their sins after joining the BJP. The ED or CBI raids any opposition or even government critic on flimsy grounds and even on those alleged of having received cash of a pittance of Rs one crore. However in sharp contrast, following the publication of an international forensic financial research report, SBI and LIC have reportedly lost over `78,000 crore in market capitalisation of their shares due to exposure to a certain firm. The loss of such a huge amount of public money due to an alleged financial fraud by a big corporate house has been ignored and not even a word was spoken by the central government. The opposition is asking as to why have the central agencies not been pressed into service to investigate the firm’s financial irregularities despite the public money at stake?. This was in reference to the Adani Group, without mentioning it by name. Rahul Gandhi had spoken out loud and clear in parliament but the government has chosen to ignore it. Under such a situation, it is now for the Supreme Court to take suo moto notice and take up the matter to ensure that probe agencies are not misused by parties in power.

The salvation which comes from God means being completely delivered from myself, and being placed into perfect union with Him. When I think of my salvation experience, I think of being delivered from sin and gaining personal holiness. But salvation is so much more! It means that the Spirit of God has brought me into intimate contact with the true Person of God Himself. And as I am caught up into total surrender to God, I become thrilled with something infinitely greater than myself.
To say that we are called to preach holiness or sanctification is to miss the main point. We are called to proclaim Jesus Christ (see 1 Corinthians 2:2). The fact that He saves from sin and makes us holy is actually part of the effect of His wonderful and total surrender to us.
If we are truly surrendered, we will never be aware of our own efforts to remain surrendered. Our entire life will be consumed with the One to whom we surrender. Beware of talking about surrender if you know nothing about it. In fact, you will never know anything about it until you understand that John 3:16 means that God completely and absolutely gave Himself to us. In our surrender, we must give ourselves to God in the same way He gave Himself for us— totally, unconditionally, and without reservation. The consequences and circumstances resulting from our surrender will never even enter our mind, because our life will be totally consumed with Him.

~ Christina BaldwinThe Country including Nagaland has been observing a rising trend in Influenza like Illnesses and Severe Acute Respiratory Illnesses (ILI/SARI), commonly referred as Seasonal Flu.
The following factor such as inadequate attention to personal hygiene, sneezing and coughing without protection in close proximity of other people, closed door gathering, etc., contribute to increased transmission of viral respiratory pathogens like Influenza A (H1N1, H3N2, etc.) including COVID-19.
While most of these pathogens typically cause mild and often selflimiting illness manifesting as acute respiratory infection with fever and cough, in some cases, particularly amongst young children, old age people, people with obesity and other co-morbidities (like chronic obstructive pulmonary disease, cardiovascular disease, chronic renal and liver disease, etc.) as well as pregnant women may suffer from more severe manifestation of these diseases requiring hospitalisation.
Therefore, in order to limit transmission of these diseases, the following needs to be adhered to;
1. Respiratory and Hand Hygiene
• Covering one’s mouth and nose with tissue/handkerchief/ elbow when coughing or sneezing.
• Avoiding spitting in public places.
• Use of Mask in crowded environment.
• Frequent hand washing.
2. Early reporting of symptoms to Health Care Workers to initiate early care and treatment.
3. Limiting contact of those people who are suffering from respiratory illness.
The Integrated Disease Sur -
In a bold judgment that deals with issues that are matters of moment for Indian democracy, a constitution bench of the Supreme Court modified the selection process for the appointment of members of the Election Commission of India.
The court was adjudicating upon a set of writ petitions, dating back to 2015, that challenged the extant process for the appointment of members of the ECI and its structural and operational independence. The court held that the Chief Election Commissioner or CEC and other Election Commissioners or ECs must be appointed by a committee consisting of the Prime Minister, Leader of Opposition in the Lok Sabha and the Chief Justice of India.
Predictably, the judgment has garnered immense support and criticism.
One school of thought views the judgment as filling an important legislative vacuum –namely creating an independent and non-partisan process for the appointment of ECI members.
On the other hand, there are those who argue that resolution of this impasse would have been best left to the political process. They further contend that the key precedent that Justice Joseph’s judgment relies on for creating the new appointment framework – the collegium system for appointing judges to the higher judiciary – has itself been beset with concerns as to its effectiveness and transparency – a reliable and accurate bellwether for how the new framework will work for the ECI.
The court’s concerns for the need for judicial intervention were well-founded and the new framework that it created justified and proper. However, it could have adopted a different remedial option that would have arguably accounted for some of the concerns voiced by critics of the judgment.
Recall that Article 324(2) of the constitution, as the default rule, vests the power to appoint the CEC and ECs in the president of India. However, the provision enables the
veillance Program (IDSP/IHIP) of the Department of Health & Family Welfare is undertaking real time surveillance of cases of Influenza like illness (ILI) & Severe Acute Respiratory Infections (SARI). As per the Data available, between the period from 1st January to 10th March 2023, there are 723 reported cases of Acute Respiratory Infections/ILI and 37 cases of SARI. No deaths have been reported due to ILI or SARI during this time period. Though, these reported cases have not been laboratory confirmed. Moreover, a close watch is also kept on all hospital admissions with breathing difficulties. Additionally, thus far, the State has not reported any confirmed case of COVID-19 for the last 5 weeks. The last reported case of COVID-19 was on 11th February 2023.

parliament to alter the default by enacting a law, by stating that the default rule is ‘subject to the provisions of any law to be made by parliament’.
In our opinion, the framers deliberately and consciously conceived the default arrangement to provide time to the parliament to explore a robust, independent and rule-bound mechanism for the appointment of ECI members. Given that Article 324(2) creates a default framework until such time as parliament steps in, it is difficult to agree with the court when it concludes that there is a legislative vacuum which the court had to step in to close.
Equally, there is no denying that the independence of the ECI is critical for the sustenance of Indian democracy and for the right to vote – a constitutional right – to have meaning. It is also beyond dispute that the process for appointing members of the ECI is an important element in securing such independence.
The ECI is, to use the language of Oxford law professor Tarunabh Khaitan, a guarantor institution, that guarantees compliance with important constitutional norms.
Further, the enabling language that empowers the parliament to step in to make a law on the appointment of ECI members evinces a desire of the framers for a rule-bound and non-partisan framework in the long term to regulate the appointment process of ECI.
To that extent, the judgment produces an outcome consistent with the vision of the framers in creating Article 324(2).
While we do not believe that there was a legislative vacuum, as argued above,, it is equally true that Article 324(2) of the constitution is not accompanied by an immediate trigger that would require parliament to act to create a framework for appointing ECI members. As the court wisely notes, political parties have a special interest in not framing such a law, due to the vital link that exists between the ECI and “the pursuit of power, its consolidation and perpetuation.”
Humans know one thing from the day they become aware of being in their bodies. And that one definitive thing is that life is constant change. When you look at this from any angle, we as humans are always aware that there is something that we don’t know, or cannot foresee. The whole concept of being human is to experience ourselves as our lives unfold.
As a result of this phenomenon, humans must always ‘budget’ or account for unforeseen or unpredictable events. We say “who knows what tomorrow will bring” when we plan for our future and other wishes, goals and aspirations. We also say, “life is what happens while you are making other plans.” Thus, all humans have always planned for the future, based on the extent of that which they have experienced as a structure, or what’s called the familiarity of experience.
As we grow older, we gradually become more capable of dealing with unknown territory, and so our confidence increases. But what few humans notice is, that they too tend to become set in their ways.
And so, life becomes a constant. But only for some time. Then something happens, and you find yourself needing to adapt to a new circumstance and so change happens. The more easily you allow yourself to adapt to this change, the easier life becomes. The harder we hold on to the older comfort zones of our lives, the more stuck we also feel in our ways.
Life is meant to be kind.
For all these reasons, we have significant sympathy for the view adopted by the court that the extant framework for appointing members of the ECI is not appropriate as a constitutional matter, necessitating judicial intervention. Where we disagree with the court is at the stage of the remedy that it formulated.
It held that the new appointment system created by it would operate immediately and would be “subject to any law to be made by Parliament.” The court could have instead opted for a remedy that is often used by the apex courts of South Africa and Canada – a suspended declaration of invalidity. Under this approach, the court’s judgment would have been in abeyance for a given time period, say one year. During this time, parliament would have had the opportunity to step in and cure the constitutional infirmity found by the court, namely the absence of a non-partisan and rule-bound mechanism to appoint members of the ECI. If parliament would have failed to act within this one year period, the court’s judgment would then have come into force.
This approach would have imbued the court’s judgment with greater legitimacy and set in motion a constitutional dialogue between the court and parliament. The court could have also used this latitude to lay down norms on two important issues that it left to parliamentary wisdom – norms for removal of ECs or variation in their service conditions and having a permanent secretariat and funding arrangement for the ECI. Under the framework we propose, the court could have ruled on these two aspects without having to encounter the charge of judicial activism that perhaps made it stay its hand.
In conclusion, while the judgment produces an outcome that strengthens Indian democracy, it could have done so in a way that equally strengthens the court’s institutional legitimacy.

running, this is maintaining balance with whatever experiences life brings your way.
In that, the chaos is not conflicting but shows you how life itself is your best friend. This is one of the greatest secrets to being heartconscious or experiencing true happiness.

We might say that peace prevails on earth but the fact is that we are living in dangerous times. We have seen how protracted conflicts are causing unspeakable human suffering. Armed groups are proliferating, equipped with a vast array of weapons. At the same time global military spending and competition in arms are increasing, and the tensions of the cold war have returned to a world that has grown more complex.
The matter is not different when it comes to India as we have seen our relationship with our close neighbors. In today’s multipolar environment, the mechanisms for contact and dialogue that once helped to defuse tensions between two super-powers have eroded and lost their relevance. This new reality demands that disarmament and non-proliferation are put at the centre of the work of the United Nations which is the backdrop for my agenda for disarmament.
The International Day for Disarmament and Non-Proliferation Awareness which is observed on 5th March around the world seeks to promote better awareness and understanding of disarmament issues among the public, especially young people. Since the founding of the United Nations, the goals of multilateral disarmament and arms limitation have been central to the Organization’s efforts to maintain international peace and security. We should know that 26,000 people can be treated for the price of one battle tank.
This brings opportunity for the young people to work in the areas of disarmament and non proliferation awareness around the world and amongst countries where there are tensions or conflicts.
We have seen weapons of mass destruction, in particular nuclear weapons, continue to be of primary concern, owing to their destructive power and the threat that they pose to humanity.
Apart from organisations like the United Nations, there are few other global organisations working in the field of
disarmament. It is also needed in regions like the North East where we have seen conflicts though no weapons of destruction have been used here but any weapon that kills others is dangerous. The excessive accumulation in conventional weapons and the illicit trade in small arms and light weapons jeopardizes international peace and security and sustainable development, while the use of explosive weapons in populated areas is seriously endangering civilians.
Observed on 5 March, the International Day for Disarmament and Non-Proliferation Awareness plays a role in deepening the global public’s understanding about how disarmament efforts contribute to enhancing peace and security, preventing and ending armed conflicts, and curbing human suffering caused by weapons.
On this first-ever International Day for Disarmament and Non-Proliferation Awareness let us also think of working in the field and choose it as a career option. Students may study international relations, peace studies, development studies, etc. Let us try and ensure that nuclear, chemical, biological, and unpredictable autonomous and other indiscriminate weapon systems have no place in our world.
In 2018, United Nations Secretary-General António Guterres launched Securing our Common Future: An Agenda for Disarmament, outlining a vision of disarmament actions that help set our world on a path towards sustainable peace and security for all. The Secretary-General’s Agenda for Disarmament further recognises the important contribution of disarmament and arms control to achieving the 2030 Agenda for Sustainable Development.
In 2018, the Secretary-General also recognized young people as a tremendous force for change in the world who had “proved their power time and again in support of the cause of disarmament”. This brings more opportunity for the young people to work in this field.

Murmu was speaking at the inaugural session of the SAI20 Engagement Group meeting, which is being hosted by the CAG as part of the country’s G20 presidency.

(PTI): The government on Monday sought Lok Sabha approval for net additional spending of over Rs 1.48 lakh crore in the current fiscal.
The second batch of supplementary demands for grants for the 2022-23 fiscal was tabled in the Lok Sabha by Minister of State for Finance Pankaj Chaudhary.
“Approval of the Parliament is sought to
authorise gross additional expenditure of Rs 2,70,508.89 crore.
Of this, the proposals involving net cash outgo aggregate to Rs 1,48,133.23 crore and gross additional expenditure, matched by savings of the Ministries /Departments or by enhanced receipts/recoveries aggregates to Rs 1,22,374.37 crore,” said the supplementary demands.

(IANS): The collapse of three banks in the US, including the giant Silicon Valley Bank (SVB), within a week has hammered the global crypto market, wiping off more than $70 billion as Bitcoin fell below $20,000 per single coin.
On Monday, Bitcoin was hovering around $18,000 and Peter Schiff, CEO of Euro Pacific Capital, predicted the world’s largest cryptocurrency could soon drop below $4,000.
Two crypto-friendly banks Silvergate Capital and Signature Bank collapsed last week, and billions of dollars belonging to crypto exchanges got stuck.
Signature Bank was shut down by the New York regulators and all depositors
of Signature Bank “will be made whole”.
Signature Bank had $88.59 billion in deposits as of December 31, 2022 and the New York Department of Financial Services has taken possession of the bank.
Leading crypto exchange Coinbase had $240 million in cash at Signature Bank.
“As of close of business Friday March 10, Coinbase had an approximately $240m balance in corporate cash at Signature. As stated by the FDIC, we expect to fully recover these funds,” the crypto exchange said in a tweet.
Circle, the firm behind USDC stablecoin, is also affected by the Signature Bank closing.
Its CEO Jeremy Allaire said in a tweet that with the closure of Signature Bank, “we will not be able to process minting and redemption through SigNet, we will be relying on settlements through BNY Mellon”.
“Additionally, we will be bringing on a new transaction banking partner with automated minting and redemption potentially as soon as tomorrow. We are committed to building robust and automated USDC settlement and reserve operations,” he added.
Crypto firm Circle also has $3.3 billion stuck at SVB, the non-crypto bank that collapsed last week, triggering panic in the tech industry.

(PTI): A Pakistani security official was killed while four were injured on Monday when unidentified militants attacked a police van deployed to protect the population census team in the restive Khyber Pakhtunkhwa province, the second such attack in the province in less than a week. The armed terrorists opened fire at a police mobile team on duty with the population census team in Tank district’s Kot Azam area in the province, a police official said. The militants managed to flee from the scene after the shootout, following which police sealed the area and launched a massive combing operation to nab them.

Junior doctors make up 45 per cent of all NHS doctors. Senior doctors and other medics have had to be drafted in to cover for emergency services, critical care and maternity services.
The British Medical Association, the doctors’ trade union, says pay for junior doctors has fallen 26 per cent in real terms since 2008, while workload and patient waiting lists are at record highs.

India’s spot in the WTC final against Australia was locked before the post-lunch session when Sri Lanka lost the Christchurch Test to New Zealand by two wickets as Kane Williamson’s magnificent hundred steered his side to one of the most thrilling wins in Test cricket.
Australia were 175 for 2 in 78.1 overs in their second innings with a lead of 84 runs when the two teams agreed to settle for a draw.

(PTI): Racing against time to get fit, six-time world champion boxer MC Mary Kom is targeting the Asian Games as her swansong in the ring before she is “forced” to retire next year.
The veteran pugilist, who had torn her anterior cruciate ligament after twisting her left knee during the Commonwealth Games selection trials last year, underwent a reconstructive surgery to repair the ACL tear in August.
“What happened during the Commonwealth Games trials was very unfortunate. I suffered a major injury and I had to undergo a surgery,” Mary said at the unveiling of the Indian team jersey ahead of the women’s World Championship.
“I’m trying to come back soon. Because I have only this year, next year I’ll
be forced to retire. So this year I want to compete in any competition before the retirement.”
According to the rules, the maximum participation age for a boxer is 40 years and the Manipuri will turn 41 in November.
“I don’t want to retire at all. I want to compete for the next five years, but above 40, we can’t compete, that is the rule.” “My main (target) is the Asian Games, hopefully I will recover by then. I will have time for preparation also. It is my dream to compete once this
year before retirement.” The Asian Games, which were postponed last year, are set to be held from September 23 to October 8 this year.
However, in order to be selected for the marqueeevent, the London Olympics bronze medallist will have to go through the new selection process, which requires a boxer to go through an evaluation test in the national camp.
“My recovery is going very well. Very soon I’ll be able to run and train. I’m trying my level best. If I’m able to compete then I will try to beat the boxers to get selection. “But if I don’t get fit by the Asian Games then I want to compete in any other international competition once.”
Boxing Federation of India President Ajay Singh said, “We will fully support her recovery process and her desire to box again and from our side, we will try to give her a wonderful send-off.”

(PTI): India continued their fine run in the FIH Pro League, prevailing over world champions Germany 6-3 to jump to the top spot in the standings at the Birsa Munda Stadium here on Monday.
This was India’s second win over Germany in three days and the victory took the Harmanpreet Singh-led side to the top of the table with 17 points from seven matches, ahead of Spain on goal difference.

goal when Tom Grambusch gave his team a third-minute lead by converting a penalty corner.

But not having Jasprit Bumrah and Rishabh Pant will hurt them in England way more than it would have in Indian conditions where spinners did bulk of the job in favourable conditions.
