PATNA, NOV 10 (PTI/ AGENCIES): Defying the exit polls that predicted victory for the Tejashwi Yadav-led Mahagathbandhan, comprising Rashtriya Janata Dal, Congress and Left parties, an edge of seat contest unfolded Tuesday night in Bihar as the ruling NDA appeared inching towards a simple majority in the 243member assembly. BJP claimed victory in Bihar assembly polls for the National Democratic Alliance even as the counting for 50 seats were still underway. Sale, use of fire crackers banned D I M A P U R , N OV 1 0 (NPN): Considering the potentially harmful effects of bursting of fire crackers, the state government has prohibited sale and use of fire crackers in all parts of the State from November 10, 2020 to January 31, 2021 in public interest. In a notification, chief secretary J Alam has ordered that there would be a complete ban on sale and use of fire crackers in the state and any person found violating the order would be punished under relevant provisions of the Disaster Management Act, 2005 and other relevant laws. CS has also directed Commissioner of Police Dimapur and all SPs to take necessary action to ensure compliance of the order. The ban on fire crackers came in the wake of reports of harmful effects on respiratory health of vulnerable groups caused by release of chemical pollutants from bursting crackers on the respiratory health of vulnerable groups both recovered as well as active COVID-19 patients. Further, the government said the ban was in view of the surge in COVID cases and the fast approaching winter season during which the elderly, children, persons with co-morbidities and others develop respiratory problem.

The factual status is that we have published results for 146 seats while for 97 seats we have published trends till then,” Deputy Election Commissioner Chandra Bhushan said.

Against the backdrop of allegations by RJD and Congress that some results were being withheld by returning officers in Bihar, the Election Commission asserted that it was working with due diligence and was not under anyone’s pressure. Responding to allegations that victory certificates were not been handed over to candidates from the opposition grand alliance by returning officers on 119 seats, the EC said the latest figures on its website state that while 146 results have been declared and trends of 97 other seats were available. NEW DELHI, NOV 10 (NPN): Centre on Tuesday released Rs 326.41 crore (Rs. 32641.66 lakhs) as monthly instalment of post-devolution revenue deficit grant for the period 2020-21. Altogether Centre had released Rs. 6,195 crore to 14 states, including Nagaland, recommended by the 15th Finance Commission as grants-in-aid to cover deficit on post-devolution revenue account in 2020-21. A similar amount was released for Nagaland in August (AprilOctober period). Informing this on twitter, Union Finance minister, office said: “Based on the 15th Finance Commission interim recommendations, the Govt has released Rs 6,195.08 crore to 14 states on account of the eighth equated monthly installment of Post Devolution Revenue Deficit Grant.” The other states include Andhra Pradesh, Assam, Himachal Pradesh, Kerala, Manipur, Meghalaya, Mizoram, Punjab, Sikkim, Tamil Nadu, Tripura, Uttarakhand and West Bengal.

Yangseo Sangtam defeated his nearest Independent rival in a five-cornered contest. The by-polls were held on November 3. In the 14 Southern Angami-I by-poll, Yhokha, who was the PRO of then sitting NDPP MLA and NLA Speaker Vikho-o Yhoshu, defeated his nearest Independent rival Seyievilie Peter Zhashumo by a margin of 598 votes. Out of the total 11,649 votes polled in a three-cornered contest, Yokha polled 4,773 votes while Zhashumo polled 4,175 and NPF candidate Kikovi Kirha polled 2,575 votes. D I M A P U R , N OV 1 0 (NPN): Nagaland on Tuesday reported 33 new COVID-19 positive cases-18 in Dimapur, 9 in Kohima, 4 in Mon and 1 each in Mokokchung and Peren, taking the tally to 9536. Further, out of 9536 positive cases, the distribution across various categories include 4082 cases from the

armed forces/police, 1681 returnees, 3306 traced contacts and 467 frontline workers.

GUWAHATI, NOV 10 (PTI): A case was registered against powerful Assam minister Himanta Biswa Sarma for allegedly promoting enmity between different groups by making “false statements”, days after he claimed on social media that AIUDF supporters raised “Pakistan Zindabad” slogans at the Silchar airport, police said on Tuesday. The case was lodged on the basis of a complaint filed by the Congress on Monday at the Bhangagarh police station in Guwahati, they said. Sarma and a brigade of BJP leaders on November 5 slammed the supporters of AIUDF president Badruddin Ajmal, alleging that they had raised “Pakistan Zindabad” slogans at the Silchar airport, but the opposition party refuted it and said the BJP twisted the “Aziz Khan Zindabad” slogan. “We will investigate the matter as per the law,” a senior police official told PTI. Another official said that the case has been registered under IPC Sections 153A (promoting enmity between different groups) and 511 (attempting to commit offences punishable with imprisonment for life or other imprisonment). “These sections will be read with

Section 67 (publishing or transmitting obscene material in electronic form) of the IT Act,” he added. The slogans were raised as Aziz Ahmed Khan, AIUDF MLA, was accompanying Ajmal, a Lok Sabha MP, at the airport in Silchar in the linguistically and religiously sensitive Barak Valley. “Look at the brazenness of these fundamentalists anti-national people who are shouting PAKISTAN ZINDABAD while they welcome MP Badruddin Ajmal. This thoroughly exposes Indian National Congress which is encouraging such forces by forging an alliance. We shall fight them tooth and nail. Jai Hind,” Sarma had said on Facebook. In the complaint filed by state Congress general secretary Ranjan Bora, it was alleged that Sarma has the “habit” of making “communally sensitive” remarks, and such a statement was made about the slogans raised at the Silchar airport to create “disharmony between different groups”. A day after the video was uploaded by Sarma, Facebook said: “Independent fact-checkers say that this information has no basis in fact.” Facebook had also blocked the video from auto-play.

DIMAPUR, NOV 10 (NPN): Dimapur Tribe Hohos (DTH) at the meeting held among 16 of the 19 member-tribes on November 10, constituted a five-member Peace Committee to resolve the impasse over election of the new NCD team. The issue had gone to court over violation of NCD constitution. According to sources who attended the meeting, the committee includes tribe representatives of Ao, Angami, Sumi, Chakhesang and Sangtam. Earlier, Tenyimi Union Dimapur through a press statement issued by its chairman Hilo Rengma and joint secretary Hepuni John, expressed appreciation of the initiative by DTH to find “amicable settlement” to the prolonged Naga Council Dimapur issue at a meeting on November 9. ENPO summit reaffirms Tuensang resolution ‘Opportune time for Nagas to ask for solution’

D I M A P U R , N OV 1 0 (NPN): Eastern Nagaland Peoples’ Organization (ENPO)’s “Historic Summit”, which was held at EBRC hall, Tobu town on November 10, “unanimously resolved” to uphold the December 18, 2007 Tuensang Summit resolution, which affirmed that there should be no bloodshed, threat, intimidation or any form of violence within ENPO jurisdiction. ENPO said this was the seventh reaffirmation of the 2007 resolution.

In addition of the reaffirmation, the house also resolved that public of ENPO would not tolerate and would oppose “any form of violence such as killings, kidnapping, physical assault, threat etc. in any manner both amongst the Naga Political Groups, and on ENPO & tribal leaders and on innocent public pre-Naga solution and postNaga solution.” It was also resolved that the unity of the people of Eastern Nagaland would continue irrespective of any tribes or groups. In the event

of non-compliance of the above, the house resolved that the public of Eastern Nagaland would cease all forms of co-operation and take appropriate measures against the group. Further, it was decided that the ENPO would reach out and appeal the same to all other Naga tribes. It said that the summit was “a prayerful call” to the Naga national workers from Eastern Nagaland to “seriously deliberate on peace and tranquillity pre & post Naga Political Solution.”

ENPO stated that the attendees of the summit were “duly authorized representatives” from Naga national workers of Eastern Nagaland from NSCN (I-M) and seven NNPGs besides Chang Khulei Setshang, Khiamniungan Tribal Council, Konyak union, Phom Peoples’ Council, United Sangtam Likhum Pumji, Yimchunger Tribal Council, Eastern Nagaland Legislators’ Union, Eastern Nagaland Gazetted Officers Association, Eastern Nagaland Women Organization, Eastern Naga Students’ Federation, Eastern Nagaland Gaon Bora Union and Eastern Nagaland Dobashis’ Union. The signatories of the resolution included presidents of ENPO, ENWO, CKS, KTC, USLB, ENGBU and ENSF; vice presidents-KU, PPC and YTC.

Butchers in Kohima defy KMC rates KOHIMA, NOV 10 (NPN): In a clear defiance of rates prescribed by Kohima Municipal Council (KMC), most of the butchers in Kohima were selling a Kg of beef at Rs 250, an excess of Rs 10 per Kg. Grabbing the opportunity caused by current shortage of pork in Kohima, butchers in many parts of the city were overcharging helpless buyers. When contacted, a KMC official, on the condition of anonymity, admitted that the Council was aware of the situation and was going to respond. The official also blamed buyers for paying the amount asked by butchers despite KMC having published rates in local dailies. When KMC was trying to render help, official said it was the duty of the public to also reciprocate in order to make KMC order effective. 1200 persons caught without mask on day-2 KOHIMA: 1200 persons were caught without wearing face mask by volunteers of Association of Kohima Municipal Wards Panchayat (AKMWP) on the day-2, Tuesday. AKMWP president Neibulie Kiewhuo in a press release updated that on the second day of enforcing compulsory of face mask, the enforcement went off peacefully and the defaulters has come down drastically with a record of 1200 defaulters. It stated that the association was very encouraged to see citizens getting aware of the importance of wearing face mask in just two days. Buno Leigise of Nagaland University explained about what NEP 2020 would entail for academics. Prof. Bhatia spoke on the aims and objective of the new education policy and said it would facilitate an inclusive, participatory and holistic approach which takes into consideration field experiences, empirical research, stakeholder feedback as well as lessons learned from best practices Prof. Bhatia insisted that the changes to the education system have been introduced after thorough research and added that the NEP 2020 gives a thrust to curriculum and pedagogy reform across all stages. She said that the NEP would focus on experiential learning, including hands-on learning, artsintegrated and sports-integrated education, story-telling-based pedagogy, among others, as standard pedagogy. Prof. Buno Leigise however sought to highlight concerns and grievances to the new NEP. NEP 2020, she said, was aimed at making higher education centres multidisciplinary but making it flexible for students to change disciplines could have its challenges. Prof. Leigise also expressed concern with the new policy which stipulates no high stake examination but only continuous evaluation. Pointing out that NEP proposes three types of institutes of higher learning – research, teaching and autonomous – and that there would be no more affiliation systems, she said, the idea of Higher Education Institution (HEI) clusters also required more clarity.

Manipur agriculture minister O Lukohi wins Wangoi AC. AC of Churachandpur district was declared elected unopposed. The counting of votes for the four ACs was held on Tuesday. The ruling BJP candidates won in three ACs -Wangjing-Tentha in Thoubal district, Wangoi in Imphal West and Saitu (ST) in Kangpokpi district. However, in Lilong AC of Thoubal district where BJP did not fielded a candidate, the independent candidate backed by the party suffered a humiliating defeat. The by-poll in this constituency was necessitated after Md Abdul Nasir resigned from the state Assembly as Congress legislator. Unlike the four others who resigned from the Assembly together with him, he chose to contest the by-poll as an independent candidate and he lost the

seat despite strong backing by the BJP in power. The rest retained their seats. Independent candidate Y Antas Khan who won the seat defeated Nasir by a huge margin of 3,078 votes. Khan secured 17,106 votes while Nasir 14,028. Congress candidate Md Azizul Haque Khan who fought the by-poll also suffered a humiliating defeat. He got only 142 votes which were even less than from the NOTA (none of the above). A total of 150 voters chose NOTA in this AC. The biggest win the BJP registered was in Saitu (ST) were party candidate Ngamthang Haokip defeated his lone rival Congress candidate by a margin of 12,144 votes. Meghalaya CM assures to protect interest of the State Correspondent Shillong, Nov 10: Meghalaya Chief Minister Conrad Sangma on Tuesday assured the Assembly that the government will protect the interest of the state after the opposition Congress expresed concerns over the draft Environment Impact Assessment (EIA), 2020. While making significant intervention during Question Hour when Congress legislator Mayralborn Syiem inquired about the stand of the government, especially for a state with uranium ore, the Chief Minister rose to assure the House that there were several laws to protect the land of the people, including those formulated by the Autonomous District Councils. “We have the land transfer act and the autonomous district councils and it does not mean it (EIA) can bypass it as there are laws to protect our land. The point is that we will be here to protect the interest of our state,” Sangma told the House. Moreover, the Chief Minister also pointed out that several issues are taken into consideration before a project is sanctioned and environment was just one of them. However, Syiem said that the draft EIA 2020 is an attempt by the centre to weaken environmental regulation and silence affected committees. “The draft seems to favor industries

and seem to neglect the balance between sustainable development and environmental protection, where projects can be undertaken without clearance under the EIA 2020, this is anti-people & antienvironment,” he said. The Congress MLA also pointed out that the draft allows post facto clearance which means all projects can go ahead and obtain clearances later. “This is huge concern as we have seen the government of India pushing certain acts (like the CAA) by bulldozing and this will directly and indirectly have an impact on the society in the days to come since our state has uranium ore, which the government of India has been looking for so long,” Syeim said while seeking an assurance from the state government to uphold the rights of public participation in all projects especially with respect to uranium in particular. Shillong, Nov 10: Meghalaya Chief Minister Conrad Sangma on Tuesday said that the State government has been responsible and providing “sensitive support” to those affected by the COVID-19 pandemic, even as he pointed out that the State was the only one in the country to provide large numbers of provision kits to families who had been in quarantine. However, Congress legislator Himalaya Muktan Shangpliang, demanded a special audit be conducted to check ‘unwanted COVID expenditure.’ Divulging a detailed account of the fund amounting to Rs 399 crore for dealing with the pandemic in the State in the assembly on the third day of the ongoing autumn session, Sangma informed the house that Rs 251 crore has been already spent, including clearing of bills of various suppliers, adding that the remaining amount will also be subsequently spent with due diligence. The expenditure by the Health Department, including Directorate of Health Services and National Health Mission, was Rs 271.2 crores, he said, adding that the Revenue and Disaster Management (SDRF) spent Rs 23.7 crores, Revenue and Disaster Management (PM CARES) spent Rs 3.5 crores, while Rs 7.4 crores was spent by the Chief Minister’s Relief Fund, Rs 14.7 crores spent by Chief Minister’s Special Grant, the Labour Department spent Rs 51 crores, Mining & Geology Department (DMF) spent Rs 8.9 crores, Community & Rural Development and Urban Affairs (SRWP & SUWP) spent Rs 15.1 crores and Urban Affairs spent Rs 3.5 crores. He added that Rs 103.8 crores was funded by tapping into various sources in addition with the state government’s own sources.

As Arunachal reopens schools on Nov 16, students to sport tri-colour masks ITANAGAR, NOV 10 (PTI): Thousands of children in Arunachal Pradesh will be sporting tri-colour face masks as they return to schools for the first time after the COVID- triggered lockdown on November 16, an official statement said on Tuesday. The Arunachal Pradesh government has decided to reopen schools for classes 10 and 12 from November 16. The state government has procured 60,000 tricolour cotton face masks for the school children from the Khadi and Village Industries Commission (KVIC), it said. “The purchase order was issued on November 3, and in just six days, KVIC has supplied the requisite masks to the government considering the urgency involved. To ensure timely delivery of masks, KVIC has dispatched the consignment by air,” it said.

Just before the byelections, the strength of the 11th Manipur Legislative Assembly was reduced to 47 with 13 MLAs either having resigned or disqualified from the house. Of the existing 47 members, the BJP and the Congress have 18 and 17 MLAs respectively, while NPP and NPF has four members each, one each of LJP and AITC along with one independent and an unattached member. The present BJP-led government is being supported by four MLAs each of NPP and NPF, one each of All India Trinamool Congress (AITC) and Lok Janshakti Party (LJP), one Independent and one unattached member. However, in the run-up to the by-elections, BJP has added two more MLAs into its account with the election of one unopposed BJP candidate Ginsuanhau Zou from Singhat AC and another BJP candidate of the 11th Manipur Legislative Assembly Elections 2017 Mayanglangbam Rameshwar, by virtue of the High Court of Manipur’s verdict declaring election of Y Surchandra from Kakching AC as null and void.

“We did not spare any effort and left no stone unturned in dealing with the pandemic, which is still ongoing,” he said, even as he listed out several measures that the state extended to workers in both the organized and unorganized sectors during the lockdown period. The Chief Minister reiterated that the expenditures were “made carefully”, even as the government has been dealing with “almost a war-like situation”. Sangma put on record his appreciation for the frontline workers, who, along with others have been assisting the government to contain the COVID-19 situation in the State to a large extent.

NEW DELHI, NOV 10 (PTI): In a stern message to China and Pakistan, Prime Minister Narendra Modi while addressing the SCO summit on Tuesday said there should be respect for each others’ sovereignty and territorial integrity. In his speech at the eight-member Shanghai Cooperation Organisation (SCO) summit, held virtually, Modi also hit out at those making repeated attempts to “unnecessarily” bring bilateral issues to the SCO in violation of the bloc’s foundational principles, in an oblique reference to Pakistan raising the Kashmir issue in its past meetings. The remarks by Modi came in the backdrop of the Sino-India border row in eastern Ladakh and China’s contentious Belt and Road connectivity project, as also Pakistan’s support to crossborder terrorism against India. The Prime Minister made the comments in the presence of Chinese Presi-

dent Xi Jinping, Pakistan Prime Minister Imran Khan, Russian President Vladimir Putin and other top leaders of the influential grouping. Putin chaired the summit. This is for the first time Modi and Xi have come face-to-face, albeit virtually, since the border standoff between India and China began in eastern Ladakh in early May. “India believes that to enhance connectivity, it is important that we move forward by following the core principle of respecting each other’s sovereignty

and territorial integrity,” Modi said while referring to New Delhi’s involvement in International North South Corridor project, development of the Chabahar port and Ashgabat agreement. The International North–South Transport Corridor (INSTC) is a 7,200-km-long multi-mode transport project for moving freight among India, Iran, Afghanistan, Armenia, Azerbaijan, Russia, Central Asia and Europe. Ashgabat agreement is a transport agreement among several Gulf and Central Asian countries which is aimed at creating a transit corridor to spur trade and investment. India has been supporting the project. “India has always been resolute in working in sync with principles laid out in the SCO charter. But it is unfortunate that there have been repeated efforts to unnecessarily bring bilateral issues in the SCO agenda which is in violation of the SCO spirit,” he said.

In his address, the Prime Minister also delved into a number of key issues like the threat of terrorism, long-pending reform of the United Nations and the need for concerted efforts to deal with the COVID19 pandemic as well as its adverse impact on global economy. “India strongly believes in peace, security and prosperity, and we have always voiced opposition to terrorism, illegal arms smuggling, drugs and money laundering,” Modi said. Referring to COVID19, Modi said India will use its capacity in production and distribution of vaccines to help the entire humanity in fighting the pandemic. In this difficult time of

unprecedented epidemic, India’s pharma industry sent essential medicines to over 150 countries, he said. “India strongly believes that a combination of economic multilateralism and national capacity building can help the countries including in the SCO region recover from the economic losses caused by the pandemic,” Modi said. I am confident that a self-reliant India will prove to be a force multiplier for the world economy and will trigger a momentum for economic development of the SCO countries,” he said. The Prime Minister also talked about India hosting a summit of the council of heads of government of the SCO on November 30 in the virtual format, and said an elaborate agenda is being prepared focussing on economic issues. India has also proposed setting up working groups on innovation, start-up and traditional medicines, he said.

A BJP sweep in bypolls, crucial gains in MP secure its govt BHOPAL/LUCKNOW/ AHMEDABAD, NOV 10 (PTI): The BJP on Tuesday swept the assembly by-elections held last week winning and leading in 40 of 59 seats across 11 states, including Madhya Pradesh where it cemented its rule by bagging 17 seats and was poised to add two more. Overall, the Congress, which had sitting MLAs in more than 40 seats, won 11 seats and was leading in one, while two seats were won by the BJD. One seat each was won by the Samajwadi Party, the JMM and the NDPP, and two by Independents, according to the Election Commission data at around midnight. The BJP bagged 38 seats and was leading in two. India’s ruling party wrested all the eight seats from the Congress in Gujarat, four seats in Manipur and also retained its six constituencies in Uttar Pradesh that went to the polls in the first

Never ending project

t would be an understatement to say that the ongoing construction of NH 29 from 2-lane to 4-lane has been delayed due to hiccups. It may be noted that the four-lane road from Dimapur-Kohima Road ( from Km 123.840 to Km 138.775, Km 138.775 to Km 152.490 and Km 152.490 to Km 166.700) covering a total length of 42.48 Kms was approved at a cumulative cost of around Rs.1570.71 crore. Construction of the 4-lane of the National Highway 29 from Dimapur to Kohima, was approved in 2013 and work was initiated in 2015. It was supposed to be completed by 2018 but even on its fifth year, the project appears nowhere near completion. Much had been written about the inordinate delay which has earned the wrath of the motorists and travellers alike. It may not be out of place to say that the project could easily earn a place in the record books as the slowest and most time taking. In October last year, the Gauhati High Court, Kohima Bench issued suo motu PIL where the Ministry of Road Transport and National Highways (MoRTH) and six others including the State government were made Respondents. A two-judge bench of the High CourtJustice Songkhupchung Serto and Justice Manish Choudhury- while passing the order, drew attention to a report in a news daily that appeared on October 9, 2019, which informed that the construction work of the four-lane road, entrusted to National Highway and Infrastructure Development Corporation Limited (NHIDCL) began in the year 2015 with the stipulated completion time of three years. The court also held the view that for the last more than four(4) years, the people of the State has suffered immensely due to the tardy progress made by the Stakeholders. While the progress has been tardy, even at some portions, the quality of workmanship is unsatisfactory. Some portions of the road which have been carpeted with concrete are uneven and ride is bumpy. So many organisations have issued statements criticising the delay that has only worsen the condition of the road besides causing hazards to travellers. Since R.N.Ravi took over as Governor in 2019, he has been travelling on the road and has been seriously concerned with the condition of the road which appears to be perpetually in a state of incompletion. The governor had also shot off his famous letter on June 16 to the chief minister, especially highlighting the problems faced by contractors and National Highways and Infrastructure Development Corporation Limited(NHIDCL) officials. In the letter the Governor also mentioned that he had held meetings with the NHIDCL and contractors in presence of top state and police officials. On November 5 last, the Governor convened a review meeting with NHIDCL to assess the status and progress of construction of road projects under NHIDCL in the state. The Governor also reiterated the contractors expedite the ongoing work and to achieve the target as assured by the contractors. The NHIDCL officials highlighted hiccups in certain district resulting in the stoppage of ongoing works for which the Governor has asked the State Government to resolve the matter at the earliest. NHIDCL assured to finish the construction of two lane road before December 15, 2020 along the 4 lane Dimapur-Kohima road. Hopefully, travellers can travel in comfort on a two-lane road than having nightmares on a 4-lane dream.

The robustness of the US federal set-up

he US may want to import Indian election systems, but India needs to import genuine decentralisation from US. Joe Biden is the 46th President of the United States of America (US) after an arduous and messy presidential election. The American election has spewed many suppositions such as the “victor y of Trumpism” or the “lingering death of liberalism”, for pundits to debate intensely over the coming weeks. But one supposition seems beyond debate — India, the world’s largest democracy, runs elections better than the US, the world’s oldest democracy. Indian national elections appear much more efficient than the American national elections. In India, votes are counted fast and results are announced by the end of counting day. Disputes over counting are few and rare. Never does an incumbent head refuse to vacate office after an electoral loss, at least not yet. In contrast, the world has witnessed the chaos and

disarray in the counting process of the US presidential election. It thus seems tempting for Indian commentators to offer some lessons to “big brother” and to export India’s more efficient election process to the US. But the seeming mess in the US’s electoral process is intentional and a small price to pay for a much larger good — federalism. To elect their president in the midst of the Covid-19 pandemic, an American voter in the state of Pennsylvania could vote by mail but a voter in the state of Texas needed an excuse beyond Covid-19 to vote by mail. A voter in the state of New York made a choice between Donald Trump or Joe Biden, but a voter in neighbouring Maine ranked both the candidates in their order of preference. When the voting process to elect the president is uniquely different across each of the 50 states of the US, then inexorably, the counting process will be complex too. Electing a president is arguably the most significant event for American democracy. Yet, there is no one set

of national rules for electing the president. Each state has the powers to frame its own rules. Fifty different rules are more complex to administer than one set of rules. Such extreme decentralisation with 50 state election commissions running an election for the US president is bound to be more inefficient than one centralised election commission with a uniform set of rules for all. The US’s intensely federal structure and its inevitable inefficiencies are a deliberate design and not an accident. A heavily decentralised model with powers handed down to state and local governments has served the US extraordinarily well. When states frame their own rules for governance and compete with each other, the larger nation benefits. For example, in the current election, one state — Maine — decided that the current electoral system of plurality voting is obsolete and chose the rank choice voting system for all elections held in their state. If it works well, it is likely that the other states

may adopt it too. Had there been one set of standard national electoral rules for all states, such a natural experiment would not be possible. Decentralisation enables a competitive marketplace among states and local governments that foster new ideas and innovation. Further, when the spectre of institutional capture looms large across many democracies currently, capturing one central institution is much easier than the ability to capture many institutions at the state level. The staunch decentralisation and devolution of powers in the country’s system is perhaps a critical factor in the US’s overall success as a nation, that is much underappreciated and recognised. Inefficiency is a small price to pay for much larger and more sustainable benefits. In contrast, India is heavily centralised with a trend towards greater centralisation in recent years. The Goods and Services Tax (GST) regime, supported by both national parties, is one glaring recent example of

how we as a nation sacrificed federalism at the altar of economic efficiency. Let us imagine a situation where the American company, Apple, wants to make a big investment in India. It is better for various states such as Tamil Nadu, Maharashtra, Karnataka, Uttar Pradesh to compete with each other to attract Apple to their state than for a prime minister or a Union Cabinet minister to decide where Apple should invest. States can compete only when they have powers to frame their own rules over taxation, land, labour, environment and other areas. India’s states have been slowly stripped of most of their powers, including the basic right of taxation, which is the exact opposite of the US’s federal structure. Some argue that it is wrong to compare India’s federal structure with the US’s where each state has sovereign rights with its own constitution, flag and boundary. It is a valid argument but has surpassed its validity period. India’s Constitution-

drafters were right at that time to be apprehensive of secessionist tendencies of different states given India’s extreme diversity and hence adopted the approach of a strong Centre with limited powers to states. Seven decades later, the time has come for India to devolve most powers to states and enable a more vibrant and competitive federalism environment, not centralise even more in the garb of “one nation one policy” and efficiency. The fleeting chaos over the presidential elections will pass and the US will soon have a new President. But the underlying federal structure that has served the country admirably will remain steadfast, regardless of this chaotic experience. Indian commentators may well be justified to want to export our election process to the US. It is of greater importance that India imports ideas of genuine devolution and decentralisation from the US. Praveen Chakravarty

orruption in Nagaland would soon be a thing of the past in Nagaland, at least when it comes to government appointments, thanks to NSF who took up the initiative of pressurizing the State Government to constitute the Nagaland Staff Selection Board (NSSB). The Government seems to be on the right track in as much as assuring the NSF that it has already set the ball rolling by setting up a committee. A notification to this effect was also issued by the Department of Personnel and Administrative Reforms (DP & AR) in August 2020 wherein it was mentioned that the NSSB will function as per the NSSB Regulations 2020. It was also notified that all direct recruitment of Group-C posts presently recruited by the Departmental Recruitment Board as per DP & AR’s office memorandum dated 26th October 2017 would be recruited through the NSSB after it officially commences its function. However, the proper constitution and functioning of the NSSB will largely depend on the honesty and integrity of the State Government and its top functionaries especially the DP & AR. The NSSB should not be the proverbial old wine in a new bottle if corruption has to be curtailed. If the constitution of the NSSB is done in an autocratic and bias manner in favor of a particular tribe or community, it would become just another tool in the hands of few corrupt individuals to further their corrupt goals of nepotism and favoritism. At this juncture, it should be an honest endeavor of the State Government to ensure that only people with no past history of corruption should be appointed as the Chairperson and members of the NSSB. Especially the person heading the SSB should be a person of upright character and efficient in handling such high office without any bias or nepotism. The President of NPP Nagaland, Dr. Andrew Ahoto Sema, therefore calls upon the right thinking citizens to be watchful and check any irregularity in the constitution and appointment of corrupt individuals in the NSSB. Otherwise, the constitution of NSSB would in fact be detrimental to the fight against corruption especially against back door appointments which has plagued Nagaland. It is our ardent belief that the fight against corruption will be incomplete without the participation of all the stakeholders. Everyone concerned should work diligently and give a concerted effort for a progressive society where there is all round development in all the districts without regional bias. Therefore, we would like to call upon all the stakeholders to come together and unitedly fight against the

forces of tribalism, nepotism and corruption which has seeped into our system and corroded the very essence of our rich culture and traditions of trust and honesty which was bestowed upon us by our ancestors. Every leader should make it his / her responsibility to work for the interests of all instead of working for self-interest or selfish intentions. Here, we, as a peoplecentric party, call upon the State Government to be more proactive towards an early solution of the vexed IndoNaga political issue. It should not take the citizens of Nagaland for a ride by making the Naga political problem as an election agenda only but it must be an honest endeavor of the Government to give first and foremost priority to the peace process by all means without inclining towards partisan politics for ill gotten motives and to have more consultative meetings with all stakeholders. Has the idea which professes ‘Change is Coming’ today become ‘Chance is Coming’ only for few individuals which has led to the gain or opportunity for them alone? If it is so, this must be altered for inclusive development of all and sundry. Another issue on which NPP Nagaland has always been voicing its concern is the snail paced development of roads in Nagaland which can solely be attributed to the corrupt practices of those involved including the State Government. It is very unfortunate that the government of the day is busy trying to appease the Central Government for the construction of an airport in the State Capital instead of putting its funds together for the development of roads across the state. What good will an airport built by emptying the state exchequer serve for the common people? In fact only a meager and negligible percentage of the State’s population enjoys the luxury of travelling on an airplane. Majority of our people travel only on roads, not even on trains! Thus, the State Government should open its eyes wide and come to the realization of the facts and prioritize development of essential services instead of delving on unrealistic and unnecessary luxuries which will benefit only a fistful of privileged class of individuals and not the majority section of population. Development, in fact should not be concentrated within the State Capital only. Let us not forget that our State is not limited to the boundaries of the State Capital alone but we have all together 12 districts and each district should be uplifted by providing equal opportunities for development if Nagaland has to progress along with the rest of the nation. he Persian Gulf War oil spill 1991was not an accident. The biggest oil spills in history was the cause of a political conflict during the US led Gulf War following Iraq’s invasion of Kuwait that resulted in a devastating man-made environmental catastrophe. As promised, upon evacuation from Kuwait, Saddam Hussein poured 380–520 million gallons poured into the Gulf and Iraqi troops ignited nearly seven hundreds of Kuwait oil fields that burned for eightmonths. Some six million barrels of oil per day went up in smoke. Fire in Kuwait finally put out with nothing but sea water, sprayed from powerful hoses at the base of the fire. Oil spills is a major environmental issue as a result of intensified petroleum exploration and production.The modern history of petroleum with the refining of paraffin (kerosene) from crude oil had begun since American Businessman Edwin Drake’s 1859 well near Titusville Pennsylvania US. They saw seepage oil which is suitable for use as lamp oil. India’s oil story had begun in 1989, when a group of Italian engineers contracted to build a railway line from Dibrugarh to Margherita, by the Assam Railways and Trading Company, accidentally discovered oil in Digboi in 1867. However, incidents do occur during production of oil and gas operations worldwide. When worker safety is disregarded, negligence will often eventually take its toll. Baghjan disaster might be the result of old and damaged equipment, human error and bad luck while extracting oil from the ground. Itlost 46,440 metric tons of crude oil and 120 million metric St Cubic meter of natural gas. Gas Well of Oil India Limited (OIL) at Baghjan, Tinsukia District, Assam has blown out on May 27and a massive fire has been raging and gas is still flowing uncontrollably. The people of Baghjan are witnessing the months of misery that turned into a devastating fire. The blowout site is located next to the DibruSaikhowa National Park. The National Green Tribunal has reported that the oil well is being operated illegally. It caused massive loss to

environment and wildlife. All attempts to douse the fire in the oil field have proven unsuccessful despite pumping huge water to the well through the casing valves to minimize chances of fire. Arrangements are also made by digging of water reservoir near well site plinth continuously jacketing water to the well to avert any eventuality and monitored at strategic points. But they are not enough. With catastrophic disaster is in the offing, OIL has to engage agencies like NABET accredited consultant, CSIR-NEERI (National Environmental Engineering Research Institute) and Wild Life Institute of India, Dehradun for caring out Environment Impact Assessment Study to examine impact on environment. Five months on, the massive fire is still blazing despite numerous attempts of dousing it. Thousands of displaced locals within a radius of two kilometers endure pollution, ruined homes and loss of livelihood around the site.The paddy fieldshave been destroyed since the natural gas condensate from the well has spilled all over the wetland and river. They have been surviving on rations in the relief camp. The blowout efforts are continued without any success. While the overall impact of the blowout has decreased to a great extent it has already killed two people. Finally Singapore based firm “M/s Alert Disaster Control” is being mobilized. The world largest Civilian transport aircraft ANTONOV (AN-124) landed at Kolkata on October 28 carrying 59,000 Kg payload for Baghjan-5 for the snub-

Before it happen, Baghjan saw large-scale death of birds, animals and trees. Oil pollution have polluted water environment. It spreads over the surface in a thin layer that stops oxygen getting to the plants and animals that live in the water. Thereby harms animals and insects preventing photosynthesis in plants and disrupting the food chain. Eyewitnesses saw the scene as hell on earth. The lessons are yet to learn from such environmental terrorism. Oil companies deliberately set the gas-well ablaze for inferior technology. Advances in technologies used for well drilling will play a critical role in meeting global energy demand. Horizontal, multilateral, extended reach and automated drilling would be faster, more efficient and safer too. In doing so, it can save the environment. The chief minister described the killings at Nandigram in Purba Medinipur district as a “barbaric massacre in the name of new dawn” during the erstwhile Left Front rule. “Today is Nandigram Dibas - the 13th anniversary of the barbaric massacre in

the name of new dawn. My homage to all those who have lost their lives due to political violence across the world. Peace must always win,” she tweeted. In January 2007, farmers in Nandigram had erupted in protest led by Banerjee’s Trinamool Congress (TMC) against a special economic zone (SEZ) proposed by the Left Front government. Fourteen persons were killed in police firing on demonstrators against land acquisition at Nandigram on March 14, 2007. On this day in 2007,

several persons were killed in clashes. The anti-land acquisition movement had catapulted the firebrand Trinamool Congress supremo to power in West Bengal. The TMC went on to win 19 seats in the 2009 Lok Sabha elections and wrested power from the Left Front in the state in 2011 Assembly elections. Since 2012, the TMC observes the day as “Nandigram Divas” every year. The TMC also observes March 14, which witnessed the killing of 14 farmers at Nandigram, as ‘Krishak Divas’ each year.

One in five Covid survivors diagnosed with mental illness within 90 days, finds study NEW DELHI, NOV 10 (AGENCIES): Psychiatrists have said coronavirus survivors are at a greater risk of developing mental illness after a study found that 20% of covid patients are diagnosed with a psychiatric disorder within 90 days. Anxiety, depression and insomnia were most common among recovered Covid-19 patients in the study who developed mental health problems, and the researchers also found significantly higher risks of dementia, a brain impairment condition. “People have been worried that COVID-19 survivors will be at greater risk of mental health problems, and our

findings ... show this to be likely,” said Paul Harrison, a professor of psychiatry at Britain’s Oxford University. He added that doctors and scientists around the world urgently need to investigate the causes and identify new treatments for mental illness after Covid-19. “(Health) services need to be ready to provide care, especially since our results are likely to be underestimated (of the number of psychiatric patients),” he added. Published in The Lancet Psychiatry journal, the study also found that people with a pre-existing mental illness were 65 per cent more likely to be diagnosed with Covid-19 than those without.

Encounter between militants, security forces in south Kashmir

Srinagar, Nov 10 (PTI): An encounter broke out between security forces and militants in Shopian district of Jammu and Kashmir on Tuesday, police said. Security forces launched a cordon and search operation in Kutpora area of the south Kashmir district following

specific information about the presence of militants there, a police official said. He said the search operation turned into an encounter after the militants fired upon the security forces, who retaliated. The exchange of firing is going on and further details were awaited, the official added.

New Delhi, Nov 10 (PTI): Delhi woke up to a grey morning as an apocalyptic smog blotted out the sun from the sky and smudged landmarks from view with air quality inching closer to “emergency” levels on Tuesday. Air quality monitoring stations at Mandir Marg, Punjabi Bagh, Pusa, Rohini, Patparganj, Jawaharlal Nehru Stadium, Najafgarh, Sri Aurobindo Marg and Okhla Phase 2 maxed out – as air quality indexes hit the 500 mark, Central Pollution Control Board data showed. The smog reduced the visibility to merely 300 meters in the morning affecting traffic, an official of the India Meteorological Department (IMD) said. Delhi recorded an AQI of 487 at 9 am, which falls in the “severe” category. The neighbouring cities of Faridabad (474), Ghaziabad (476), Noida (490), Greater Noida (467), and Gurugram (469) also recorded “severe” air quality. This is the sixth “severe” air day on the trot in Delhi. The city witnessed seven “severe” air days in November last year. MUMBAI, NOV 10 (PTI): Finance Minister Nirmala Sitharaman on Tuesday asked banks to “only promote” RuPay Cards and ensure that National Payments Corporation of India (NPCI) becomes a brand India product. Pitching for increased digital payment modes, including adopting Unified Payment Interface (UPI), Sitharaman urged banks to discourage non-digital payments as much as possible. Addressing the 73rd annual general meeting of the Indian Banks’ Association (IBA), she also said that banks should ideally make sure that all accounts are linked with Aadhaar number of respective customers by December. If it is not complete, then the linking should be done by March 31, 2021. Against the backdrop of entities pushing for digital and contactless payment options, especially amid the coronavirus pandemic, Sitharaman said that when RuPay is becoming global, she would not think of giving any card, other than RuPay, to Indians. US AG allows prosecutors to Trump adamant; Biden starts transition plans probe alleged poll irregularities Washington, Nov 10 (PTI): As President-elect Joe Biden is gearing up for administering the country, the defiant Trump campaign has asserted that the 2020 US presidential election is far from over and indicated that it will explore all possible options to obtain “an accurate and honest vote count.” Outgoing President Donald Trump has declined to concede the closely-fought November 3 presidential race to Democrat Biden and is mounting legal fights in several key battleground states, but there has been no evidence of voter irregularities or widespread fraud in the election -- billed as one of the most divisive and bitter in recent American history. The president’s refusal to accept the results means the election disputes could drag for weeks as states certify their tallies or push to mid-December, when the 538-member Electoral College is set to vote. President Trump has made repeated and baseless claims that the Democratic Party has tried to steal the election. According to several US media projections, Biden has won at least 290 electoral votes, 20 more than the required 270 out of the 538 Electoral College votes. Trump has received 214 electoral votes. Since media projected on Saturday that Biden had won the critical state of Pennsylvania, accumulating enough votes to claim the White House, the president-

McDaniel told reporters that in Michigan the party has filed two new lawsuits against alleged electoral irregularities. “Even one instance of voter fraud should be too many for all of us,” she said. “We will not give up on this process until every last issue has been uncovered,” McDaniel said. Senate Majority Leader Mitch McConnell also backed Trump on Monday, saying the president is “100 per cent within his rights” to question the election outcome. The top Republican leader’s remarks were his first public comments since Biden was declared the winner of the presidential election. Most Republicans are refusing to congratulate Biden or declining to push Trump to accept the outcome. “Our institutions are actually built for this,” McConnell said as he opened the Senate. “We have the system in place to consider concerns and President Trump is 100 per cent within

Richard Pilger, director of the elections crimes branch in the Justice Department’s Public Integrity Section, told colleagues in an email that the attorney general was issuing “an important new policy abrogating the 40-year-old Non-Interference Policy for ballot fraud investigations in the period prior to elections becoming certified and uncontested.” Pilger also forwarded the memo to colleagues in his resignation letter, CNN reported. Barr’s memo has reportedly told prosecutors they could take investigative steps such as interviewing witnesses during a period that they would normally need permission from the elections crimes section. erard Butler is officially reprising his role as Mike Banning for a fourth ‘Olympus Has Fallen’ sequel. The 50-year-old actor has previously teased another movie in the hit franchise, and now it has been confirmed he’ll be back as the US Secret Service agent in ‘Night Has Fallen’. According to Deadline, Butler is also set to produce the upcoming movie and screenwriter Robert Kamen and director Ric Roman Waugh, who both worked on 2019’s ‘Angel Has Fallen’, will also return to work on the next instalment in the franchise. At the time of writing, there are no further plot details. However, filming will take place at the Millenium Media studio complex in Bulgaria and on location. Millennium Media President Jeffrey Greenstein said: “These films are not driven just by action, but by the special characters and relationships of Mike Banning and his friends, family, and foes. And he teased that the

sequel will bring “another journey full of these touching and fun character moments, as well as unique and heightened action, and a dark turn of events that will send this next instalment down a wildly unexpected trajectory.” Butler first starred as action-hero Mike in 2013’s ‘Olympus Has Fallen’, which saw him save Washington from a terrorist invasion. The 2016 sequel ‘London Has Fallen’ was set during the US president’s visit to the UK capital.

Vietnam was due to host a street race in Hanoi for the first time last April, but that was cancelled due to the COVID-19 pandemic. The absence of the grand prix on next year’s calendar has been attributed to local issues, although Formula One did not give a reason or mention Vietnam in a statement setting out the planned season. The BBC reported the decision not to host the race followed the arrest in August of Hanoi People’s Committee chairman Nguyen Duc Chung. The April 25 slot was left vacant, with various circuits in the frame. Formula One has never before had more than 21 races in a season.

NBA 2020-21 season to begin from December 22

NEW YORK, NOV 10 (IANS): The 2020-21 NBA season, which will feature 72 matches, will begin from December 22. The NBA and the National Basketball Players Association (NBPA) have announced that they have reached agreement in principle on the start of the 2020-21 season, as well as adjustments to certain provisions of the current collective bargaining agreement impacted by the Covid-19 pandemic. “A new system will be used to ensure the par-

ties’ agreed-upon split of basketball-related income (BRI). In the event player compensation were to exceed the players’ designated share in any season, necessary salary reductions beyond the standard 10 percent escrow would be spread across that season and potentially the following two seasons, subject to a maximum salary reduction in any season of 20 per cent,” NBA stated in a media release. “For the 2020-21 season, the salary cap will be $109.140 million and the

tax level will be $132.627 million. In subsequent seasons of the CBA, the salary cap and tax level will increase by a minimum of three percent and a maximum of 10 percent over the prior season. Teams’ tax payments will be reduced in proportion to any BRI decreases,” it added. Free agent negotiations will begin on November 20 with signings on November 22. The agreement is subject to a vote by the NBA’s Board of Governors.

Clarke resigns as FA chairman after remarks about black players

LONDON, NOV 10 (AGENCIES): Greg Clarke has resigned as English Football Association chairman hours after referring to players from the BAME community as “coloured” during questions from members of parliament on Tuesday. “We can confirm that Greg Clarke has stepped down from his role as our chairman,” the FA said here in a statement. “Peter McCormick will step into the role as interim FA Chairman with immediate effect and the FA Board will begin the process of identifying and appointing a new chair in due course.” Clarke, speaking in front of a Digital, Culture, Media & Sport select committee, was discussing issues around inclusion and diversity in grassroots football when he made the comment. Asked about the possibility of a social media backlash for gay players ‘coming out’, Clarke said: “If I look at what happens to high-profile female footballers, to highprofile coloured footballers, and the abuse they take on social media.... social media is a free-for-all.” The FA issued a statement soon after saying: “Greg Clarke is deeply apologetic for the language he used

PSG open contract talks with Neymar and Mbappe

PARIS, NOV 10 (AGENCIES): Paris Saint-Germain sporting director Leonardo has confirmed the club have started negotiations to extend the contracts of Neymar and Kylian Mbappe. The star attacking duo, who are currently sidelined due to injury, have regularly been linked with moves away, but plans are afoot to reward them with new deals. Neymar and Mbappe, who joined PSG from Barcelona and Monaco respectively in 2017, are currently under contract until the summer of 2022. Brazil international Neymar has regularly been linked with a return to Barcelona, while France forward Mbappe is routinely touted as a target for Real Madrid. However, Leonardo has outlined plans to retain their services, along with

those of Angel Di Maria, who is out of contract at the end of the season. The likes of Juan Bernat and Julian Draxler could also be in line for contract extensions as PSG look to retain key members of their squad amid the ongoing financial impact of the coronavirus on football clubs. “We’ve started negotiations with Neymar, Mbappe and Di Maria to extend their contracts,” Leonardo told a Q&A session on PSG’s official website. “Bernat, too, and Draxler is at the end of his contract. Some young people too. We will intensify this. “Remember that PSG suffered financial losses this year, we’re in a complicated moment and it’s not easy, but we’re talking directly with Mbappe and Neymar. “There is a question

of timing. The idea of an extension exists.
