KOHIMA, NOV 11 (NPN): As the State’s overall deficit was rising by over Rs 108 crore every month due to COVID-19 pandemic totalling to over Rs 1,000 crore in a year, chief minister Neiphiu Rio said the State government has decided to focus more in promoting agriculture and allied sectors. Addressing a PDA thanksgiving programme for newly-elected legislator Medo Yhokha at Hotel Vivor here on Wednesday, Rio stressed on rebuilding the economy and called for change in the mindset of people. According to Rio, the money received from deficit grant and GST were spent on salaries, pensions, power purchases and other emergencies, He said the situation was a challenge for the government and the people must work hard, earn livelihood and build the society. As Nagas do not pay taxes, he remarked that they do not know about economy. I n t e r e s t i n g l y, t h e thanksgiving programme coincided with the 70th birthday of Rio himself. NSCN (I-M) sticks to demand for Naga flag, constitution D I M A P U R , N OV 1 1 (NPN): NSCN (I-M) has reiterated that the Framework Agreement signed on August 3,2015 with the government of India “reaffirmed and recognised the unique history of Nagas and identity of Nagas” including Naga sovereignty. In a statement, MIP stated that based on the FA, both sides mutually agreed that Nagas will exercise “their sovereignty in their own internal affairs” through which both entities will share sovereign powers. It also reiterated that the proposed Pan Naga Hoho is to be a cultural and social body with separate budget allocated by the government of India. In this regard, NSCN (I-M) said notwithstanding the state of the government of India on Naga flag and constitution, it “will stick to Framework Agreement and mutually agreed competencies including Naga national flag and constitution.” NSCN(-M) reaffirmed that Naga solution incorporating Naga flag and constitution “will undoubtedly solve not only the Naga political problem, but it will also solve the chronic IndoNaga political problem and they will tighten their lasting relationship.”

PDA to decide on support from Ind

State chief minister Neiphiu Rio said the ruling PDA will discuss on whether or not, to accommodate the newly elected Independent legislator from 60 PungroKiphire in PDA. He said this while interacting with media persons on the sidelines of the thanksgiving programme. Rio emphasised that independent legislators were “independent” and cannot join any political party. He however said if the newly elected independent member wished, he could support the PDA government adding “we can work together”. On the other hand, Rio during the recent campaign for the NDPP candidate at Pfuchama on October 27, had categorically stated that PDA will not accommodate Independent candidates, even if they won the by-polls.

On convening a special Nagaland Legislative Assembly session as asked by NEDA convener and Assam finance minister Himanta Biswa Sarma, Rio clarified it was not a question of insistence. He said the Assembly was a platform where every legislator can come together and that PDA would discuss the issue. He said if the need arose , the session could be convened. On cabinet’s decision to refer governor RN Ravi’s letter to the Home ministry (MHA) in which he (Ravi) directed the state DGP to provide security to Working Committee leaders, Rio pointed out that the SOP and ground rules stated that the negotiating parties should be in their designated camps and are not allowed to stay in public places. D I M A P U R , N OV 1 1 (NPN): A consultative meeting was held between WC, NNPGs led by its convenor N. Kitovi Zhimomi and six co-convenors with a conglomeration of seven Manipur-based civil societies-- Coordinating Committee on Manipur Integrity (COCOMI), at Dimapur on Tuesday. At the meeting, WC, NNPGs reassured COCOMI leaders that the “impending Indo-Naga political solution” will be in the interests of both Nagas and

Meiteis and other communities. Further, WC said any new political or administrative arrangement or structure that respects and promotes Naga history, culture and identity “without altering the present boundary of Manipur, Arunachal or in Assam” as a result of the “Indo-Naga solution” which benefits all communities “must be appreciated.” In response, WC said COCOMI delegates “appreciated the pragmatic stand of WC, NNPGs and

the progressed achieved through political negotiations”. The meeting also agreed that more interaction and people to people dialogue was necessary to forge a strong indigenous ethnic community platform so as to meet the ever threatening demographic invasion of the NE states. Nitish-led NDA overcomes stiff challenge to retain power in Bihar

D I M A P U R , N OV 1 1 (NPN): Citizens of Dimapur on Wednesday evening began flocking the petrol pump outlets to refuel their vehicles after the state government announced hiking taxes on fuel with effect from midnight of November 11. In a notification, addl. chief secretary and finance commissioner, Sentiyanger Imchen, stated that the tax on diesel has been raised from the existing 14.5% to 17.50% or Rs 11.08 per litre, whichever is higher while tax on petrol and other motor spirits has been hiked from the existing 25% to 29.80% or Rs 18.26 per litre, whichever is higher. A fuel outlet manager told Nagaland Post that they had a harrowing time to manage the customers. Most of the fuel outlets were shut by 7 p.m. On Wednesday, price of petrol in Dimapur was Rs 80.34 per litre and diesel Rs.71.39 per litre while in Kohima a litre of petrol and diesel was retailing at Rs.81.25 and Rs.72.11 respectively. With the revision, diesel price could be hiked by over Rs 2 per litre and petrol by over Rs 3.5 a litre.

PATNA, NOV 11 (PTI): Surmounting anti-incumbency of 15 years, a mutinous former ally, and a spirited challenge from a resurgent opposition that rose from its ashes like proverbial phoenix after the 2019 Lok Sabha poll debacle, Nitish Kumarled NDA was back in power in Bihar on Wednesday with a slender majority. The ruling coalition won 125 seats in the 243member state assembly against 110 clinched by the opposition Grand Alliance to pave the way for a fourth successive term for Kumar in office but with diminished clout following a debilitating slide in the number of JD(U) lawmakers that came down to 43 from 71 in 2015. Kumar was then a partner in the Grand Alliance which included Lalu Prasad’s RJD and the Congress. Its defeat notwithstanding, the RJD emerged as the single largest party with 75 seats. GUWAHATI, NOV 11 (AGENCIES): The Narendra Modi government will soon be holding a consultative meeting with Manipur chief minister N. Biren Singh to understand the state’s position regarding the Naga peace talks, reports ThePrint. Biren Singh has been invited to Delhi to discuss various issues before any agreement is reached between the Centre, NSCN (I-M) and the Working Committee of the NNPGs, an umbrella body of seven Naga groups. Confirming the invitation, S. Rajen, personal secretary to the CM, told ThePrint that the visit was scheduled for this week but was postponed due to byelections in the state. While the results of the polls were announced Tuesday, no new dates have been announced for the meeting yet.

Digital media is already regulated through the IT Act and other laws, albeit within the framework of the Constitution that guarantees freedom of speech, veteran media insiders pointed out. directors in digital news platforms and those providing content for OTT services responded with dismay, there was little clarity on what kind of regulations the move would entail. Information and Broadcasting Minister Prakash Javadekar said he would give a detailed briefing on the matter on Thursday. He was asked about the move during the Cabinet briefing on Wednesday. The government’s decision comes less than a month after the Supreme Court sought the Centre’s response on a PIL seeking regulation of OTT platforms by an autonomous body. Several other major OTT platforms declined to comment on the development when contacted. But filmmakers and writers did not mince their words. The decision could put

Indian content creators at a disadvantage on the world stage and curtail the creative and personal freedom of makers as well as viewers, said several big names in the OTT circuit. In January 2019, eight video streaming services signed a self-regulatory code that laid down a set of guiding principles for content on these platforms. The code adopted by the OTTs prohibited five types of content – including those that deliberately and maliciously disrespect the national emblem or national flag, any visual or story line promoting child pornography, any content that maliciously intends to outrage religious sentiments and content that deliberately and maliciously promotes or encourages terrorism. However, the government refused to support this code.

D I M A P U R , N OV 1 1 (NPN): Various civil society organisations (CSOs) of Dimapur have expressed dismay over the case filed against Naga Council Dimapur (NCD) by three new members of the council-- J Walter Longchar, S Mar Aier and Chovose Nienu. In a joint statement, presidents of GB’s (Sadar) Union Dimapur, DUCCF, NWHD, DNSU and DDCF said they were “amazed at

the audacity” of a few newcomer members in NCD, who they alleged were “virtually trying to jeopardize” the integrity of NCD which has been “tirelessly contributing to the needs of the society for the past 71 years”. They alleged that the new members convinced the civil judge to pass restraining order with “malicious” intent to sabotage the good image” of NCD. “What turns out to be more disturbing is the

fact that the civil judge was convinced to pass restraining order after 32 days of case hearing,” they said. They pointed out that the new office bearers of NCD were installed and approved with the required number of councilors as per the constitution of the council. Therefore, they said the question of entertaining “a consequent petition by the vested interest party” for the same should not arise.

Daimary resigns as BPF working prez, to join BJP

GUWAHATI, NOV 11 (PTI): Biswajit Daimary, founding member of the Bodoland Peoples’ Front, on Wednesday resigned as the working president of the BPF, and said he will join the BJP. Daimary announced at a press conference that he will be resigning from the primary membership of the BPF, a BJP ally, as the party does not have “any plans to uplift” people. This comes before the elections to the Bodoland Territorial Council (BTC) where the BPF and the BJP will lock horns. The polls are likely to be held in December. “I will campaign for the BJP in the coming BTC polls,” he added. The BPF is a partner of the BJP-led alliance government in Assam. Daimary, a Rajya Sabha member said, he is resigning from the post of working president of the party with immediate effect. “Having been member of the BPF from the date of the party’s inception, it is now time for me to move on. I am resigning as ‘working president’ of BPF as on date of this letter as you well know that this is a path that has been drawing near over

the last three months,” he said in the resignation letter addressed to party chief Hagrama Mohilary. The MP said that he is unable to serve the people of the state and country any more by being in the BPF and he will also resign from the Rajya Sabha in the coming days. Since he is a parliamentarian, he will go though the rules of the Representation of the People Act, 1951 and resign from the primary membership of the BPF “after some time”, Daimary said. Daimary said that he will join the BJP soon after resigning from the primary membership of the BPF. When asked about his relation with Mohilary, the three-time Rajya Sabha MP said, “In recent times, some differences have cropped up between us due to some

actions. The BPF does not have any plan to uplift the people of BTC. “To reflect and realise the aspiration of my people and workers, I believe it is best that I look ahead for a fresh start. The BPF can think without me from now on.” The BJP and BPF are contesting separately in the BTC polls, likely to take place in December due to COVID-19 pandemic, and both the parties are levelling allegations against each other in the BTC region. “After considering whatever is going on between the BPF and the BJP, there is no point of being in an alliance,” Daimary said. The elections to the 40-member BTC was scheduled on April 4, but it was postponed indefinitely due to the outbreak of COVID19. Subsequently, Assam Governor Jagdish Mukhi assumed administration of the council on expiry of its five- year term on April 27. The BJP is the single largest party with 60 MLAs in the 126-member Assam Assembly. The BPF and AGP have 14 and 12 lawmakers respectively. The ruling coalition also has the support of an Independent MLA.

ULFA(I) Deputy C-in-C Drishti Rajkhowa surrenders Correspondent Shillong, Nov 11: India’s most wanted militant Drishti Rajkhowa of the United Liberation Front of Asom – Independent (ULFA-I) along with four others surrendered in Meghalaya on Wednesday, a senior security official said. Rajkhowa alias Manoj Rabha, who is also the Deputy Commander-in-Chief of ULFA-I and close-confidant of the Paresh Baruah, the founding member of ULFA, was cornered in a gunbattle with SF-10 commandos of Meghalaya police at Bolbogkre village in South Garo Hills district. The other four arrested ULFA cadres include Rahul Hazarika, Rupjyoti Rava, Mridul Konwar and Easing Ray. It is learnt that all the five ULFA-I militants have been taken over to Assam. Security officials said the gunbattle was a put up show to cover a surrender as Rajkhowa had been negotiating a surrender because he had possibly injuries from a previous encounter. “The negotiations were with the Assam police Special Branch and Rajkhowa’s decision to give up was influenced by his failure to get treatment in Bangladesh ,” a security official said. “Rajkhowa was des-

IMPHAL, Nov 11: Manipur chief minister N Biren Singh blamed Shramik Special trains for the rapid surge in COVID-19 infections in the state, during a video conferencing with Union health minister Harsh Vardhan on Wednesday. Singh attended a video conference of the Union health minister with the chief ministers and health ministers of seven states of the country that reviewed the COVID-19 situation in these states. The Union minister reviewed the situations in Manipur, Maharashtra, Uttarakhand, Mizoram, Meghalaya, Tripura and Goa. During the conference, Singh thanked the Central government for extending all possible help to the state in combating the pandemic in the past 10 months. With the assistance from the Centre, he said, the state has received 95 ventilators, 400 oxygen concentrated machines and 500 D-type oxygen cylinders recently. Stating that the state government was earlier concerned about the rise in the mortality rate, the

chief minister said that it was slowly coming down now after a technical expert committee was formed to look into the matter. In the beginning, he said, Manipur was doing extremely well in containing the virus. However, the state started witnessing a sudden hike of positive cases after thousands of native Manipuris were brought in Shramik Special trains, he informed. Maintaining that the

testing rate has been improved for early detection of positive cases, the chief minister said that 3,72,000 samples had been tested so far. The current testing rate per day per million population of Manipur was quite higher than the national average, he claimed. In order to reduce the transmission rate, the state government was focusing on imparting awareness at the grassroots level, he informed the Union minister.

Exit polls miss target

S

pringing a shock on exit polls, a majority of who had predicted a clear win for the Mahagathbandhan or Grand Alliance(GA) with Tejashwi Yadav as the next chief minister of Bihar, the alliance eventually lost out in a close contest that went down to the wire, and which was decided by wafer-thin margins in some constituencies. The numerical see-saw presented by the Bihar election results through the day was not just hard on political parties and their supporters but also on psephologists who were wondering how they could have, yet again, gotten things as wrong as they did. The National Democratic Alliance(NDA), comprising the JD (U), the BJP, Jitan Ram Manjhi’s Hindustani Awam Morcha (Secular), and Bollywood set designer Mukesh Sahani’s Vikassheel Insaan Party (VIP), won a wafer-thin majority of 125 - three more than the halfway mark of 122 in the 243-member Bihar assembly – leaving the GA at 110 seats as the latter alleged electoral malpractices. The BJP, which has been largely playing a second fiddle to the JD (U), has shown a marked improvement and has won 74 seats, as compared to 53 in 2015. Smarting under Lok Janshakti Party (LJP) chief Chirag Paswan’s (37) anti-Kumar poll pitch, the JD(U) slipped to 43 from 71 in 2015. For the Mahagathbandhan, the Congress won only 19 of the 70 seats it contested. While BJP performed a stellar role in NDA’s victory winning 72 of the 110 seats contested; RJD also gave a spectacular performance by bagging 75 of 144 seats it contested to emerge as the single largest party in the 243-member Bihar legislative assembly. However, Congress failed to contribute to the alliance when it could win only 19 of the 70 seats it contested. The obvious question is what went wrong with the exit polls, given the fact that pollsters have been right with almost all predictions? According to media analysis, the first factor was the timing of concluding the survey before the National Democratic Alliance began really picking up momentum after the first phase. The second was underrepresentation of women in exit polls, who, in the end, voted overwhelmingly for the NDA. The third factor was identified as the presence of a huge silent majority, unrepresented in exit polls, who actually voted in large numbers for the NDA. The other factors which led to error was that while BJP and RJD performed well, alliance partners JD(U) and Congress did not. For NDA the JDU fared poorly winning only 43 of the 115 seats it contested. As predicted, the All India Majlis-e-Ittehadul Muslimeen(AIMIM) indeed cost the GA seats. The AIMIM won five seats at the expense of the RJD (2), Congress (2) and JD(U) (1). Anecdotal reports suggest AIMIM may have cost the Mahagathbandhan parties more seats where it came third or fourth, by cutting into their votes. Similarly, Chirag Paswan’s Lok Janshakti Party, which fought alone on 135 seats, won just one, taking a seat from the JD(U). The LJP reportedly cost JD(U) even more. Pollsters have to revisit their methodology in order to ensure more realistic projections. Post mortem of where things went wrong with the exit polls also reveal that the surveys measured vote share and then used an algorithm to convert this into seats, with the conversion usually being the cause of erroneous projections. Allegations of rigging and EVM tampering fly thick and fast and when the margin was so thin, these matter.

Post-mortem The realities/disputes vis-a NSCN (I-M) statement on vis Naga political solution ‘Indo-Naga’ political talks

I

n the 23rd year of political negotiations as for the NSCN (I-M) with the GoI and in the 3rd year as for the WC, NNPGs with the GoI, it is now expected to know the outcome of the negotiations as to whether there can be solution or the negotiations faced roadblock and have become a fiasco. The uncertainty of this nature should not have been lingering, rather the solution should have been here already under the 31st October, 2019 Dateline. Is there such strategy being adopted by any negotiator that it is not by the merit of the issue but by the duration of negotiation on the said issue will convince one another? I do believe that what issue cannot be resolved between the GoI and the Naga negotiators within the last 20 years can ever be resolved within the next 20 years. Certainly, the ongoing political negotiations cannot remain indefinite, and thus we have just two options. The first option is a solution on time out of the negotiations. By the solution, though it is not sovereignty, somehow the political image of the Nagas is respectably retained. The second option is calling off the negotiations on the ground that the exercises have become futile without meeting point. In the event of the second option, I believe that the means to the end of political negotiations may have to be discontinued. The prevailing ceasefire between the GoI and the Naga negotiators is a means to promote political negotiations will be considered irrelevant and thus removed as and when the patience runs out. In absence of ceasefire between the GoI and the Nagas, no more of such political negotiation can continue with any group. Not to speak of facing such reality but I do not want to even imagine this: The consequences of the fiasco for the Nagas are how to retain 10 Naga National Governments headed by 10 Presidents and 10 Prime Ministers is too burdensome, how to minus 9 Govts. from 10 is too cumbersome and to abandon the movement will place the Nagas in between the devil and the deep sea. I can never undermine the attributes of ceasefire between the GoI and the Nagas followed by political negotiations to the political status of the Nagas thus far. Whereas, under such given circumstance, the most painful outcome will be the Naga political status during pre-fiasco which may have to be reduced to naught post-fiasco. With this apprehension in mind, I continue to harp on that something better is better than nothing. Now, who can be duped that the Naga political solution when evolved will not be within the ambit of Indian Constitution after the Naga negotiators having signed the Framework Agreement in 2015 by NSCN (I-M) and the Agreed Position by WC, NNPGs in 2017 with the GoI respectively? Who does not know that the NSCN (I-M)’s agenda of flag and constitution are synonymous with political sovereignty? It is natural for the Nagas to assert for its aspiration

for Naga sovereignty and Naga integration. It is a simple matter that constitution and flag are naturally indispensable parts of sovereignty. It is also natural that the Govt. of India made its position clear to the Nagas that the issue of Naga sovereignty is not negotiable and that the Naga integration can be pursued through democratic process post solution. Of late, under the pressure of NSCN (I-M)’s demand for constitution and flag, the GoI has reacted that there can be ‘one nation, one flag and one Constitution’ as published by local papers dated 6.11.2020. It is therefore natural that today we cannot blame one for failure to achieve all our aspirations. Whatever may be the shortfall we are all collectively responsible. Nevertheless, be it the Naga Nationalist groups or the Naga politicians or the civil organizations, we must not misguide, deceive or cheat one another with selfish intent. Lack of transparency in any business transection of any group will only widen the existing cracks. My understanding of the few political issues and its factual status which are in the limelight presently are: 1. The NSCN (I-M)’s demand for constitution: This has to be read with the FA of 2015. No matter how one may like to confuse the gullible common man, the basic agreement between NSCN (I-M) and GoI was reached with the title ‘Framework Agreement’ on 3rd August, 2015 signed by no other than Lt. Isak Chishi Swu, Chairman and Th. Muivah, Gen. Secy. of NSC of Nagaland and RN Ravi, Representative of GoI as the text was published in local papers by MIP, NSCN (I-M) dated 17.8.2020. The focal point between the two entities is ‘sharing the sovereign power’ as enshrined in the FA. The sovereign power of India lies in its Constitution, and the NSCN (I-M) has agreed to have its share from that sovereign power of India. And it is legal to assert that there cannot be two Constitutions under a sovereign nation juxtaposing to each other, except that a special provision like Art 371 (A) which can be incorporated. In other words, two sovereign Constitutions do not make one sovereign nation. Thus, the Nagas to have sharing of sovereignty of India can at 1best have special legal provision incorporated in the Constitution of India. The most credulous question is, if at all the GoI agrees to let NSCN (I-M) have its constitution, what constitution NSCN (I-M) is talking about? Is NSCN (I-M), in such a situation, contemplating to draft a new democratic constitution which is compatible under Indian democracy? If so, that is fine. Or, is NSCN (I-M) talking about the existing Socialist Yehzabo? In Part V Art 1,3 &4, the earmarked land and forests, the mineral resources and the big rivers and natural lakes will be nationalized and by Art 2, the private ownership of land will be limited in Nagaland. If this constitution is the one NSCN (I-M) is demanding to be legalized for Nagaland, it is never acceptable

as it stands against the Naga democratic principles. These provisions in Yehzabo are alien to Naga way of life. It is detrimental to our Naga tradition and culture and therefore not acceptable. If the said Yehzabo is to be the constitution of the Nagas, it will be obviously the perennial source of all discords, division and even violence in the long run. 2. The Flag: The political flag is the symbol of sovereignty of a nation. The GoI has already reacted that the nation will have only one flag. However, if at all the NSCN (I-M) is capable of convincing the GoI to permit the Nagas to have its political flag, it is well and good since the flag bears no controversy. If the desired status of the flag is not agreeable, it is not necessary to have the flag as an issue. As for using it for cultural purposes, I do believe we are at liberty to use it without seeking permission from anyone. 3. Piecemeal Solution: Many Nagas tend to have misapprehension that there is possibility of Nagas getting piecemeal political solution once again. This fear is usually prompted by the stubbornness and reluctance of NSCN (I-M) to have solution without constitution and flag. Yet, in my belief there will be no such piecemeal solution out of the present negotiations. I believe the NSCN (I-M) had submitted its agenda after all it has been engaged in talk with GoI for more than 20 years. We all know that the Working Committee of 7 NNPGs has urged the GoI even to set the signing date for solution. That being the situation, one needs no doubt about the agenda from both the Naga negotiating groups being compiled and comprehensively prepared by the negotiators for solution. Indeed, it is the desire of the Nagas that both the Naga negotiating groups sign the agreement without excuse. Nevertheless, in the event of a party refusing to sign the agreement, the other party which is ready may sign it and by which the political solution will emerge. I strongly believe, whichever party enters into agreement with the GoI will stand for all the Nagas and that agreement will be the inclusivesolution. I also believe that whether the agreement is signed by a single group alone, it will neither fail to embrace the earmarked Naga inhabited areas nor will it reduce the predetermined status of all communities nor can the agreement signed by both the Naga negotiators fetch better dividend. Therefore, I am hoping that once the negotiations are brought to conclusion, there will be wholesome solution for all the Nagas irrespective one party or two parties signing it. If procrastinating the process of solution is found to be the better strategy to have the enhanced political status of the Nagas, we may have to remain patient, if not, the negotiating parties may not prolong and go on postponing the solution unnecessarily like chewing cud. rom day one when the Indo-Naga political talks took off after the 1997 Indo-Naga ceasefire, our hon’ble Ato Kilonser Mr. Th. Muivah who is the Chief Negotiator leave no stone unturned to assert the Naga political identity as a nation. In the following years as the talk progress he proved his point on enumerable occasions to clinch his argument to project the Naga peoples’ stand from the historical and political perspective. He made things very clear before the Indian Representatives that small and weak they may be, the Nagas are also a unique nation among nations. It took five years for the Government of India to officially give recognition to the unique history of the Naga people on July 11, 2002. If we go through the world history of various nations we know that all nation-states are built on the foundation of their respective unique histories. But there are some nations who have sold out their history to the given dominant power by consent. In the case of Nagas, they have been free from time immemorial. Of course, there were internecine fighting between the sovereign Naga village states and their neighbouring peoples and nations. In the meantime, the British imperialist forces intruded into Naga country and occupied some parts of Naga territory. The rest of the Naga territories remain as free as ever. On the eve of the lapse of British power, the Nagas declared their independence on 14th August, 1947, one day ahead of India’s declaration of independence. Four years later the Indian Constituent Assembly invited the Nagas to join the Union of India, but it was rejected. Thereafter, the Indian Congress government headed by the then Prime Minister Mr. Jawaharlal Nehru sent hundreds of thousands of Indian Armed Forces personnel to the Naga country to subdue the Nagas by military might where over three hundreds thousands Nagas were killed- or some butchered, some burnt alive, some raped to death and some were tortured to death. They destroyed villages including schools, colleges, churches, granaries and financial resources. It was the most appalling human rights violation not seen elsewhere in the world. Applying carrot and stick policy, the Government of India created the socalled Nagaland state within the parameters of Indian Constitution, embracing a few Nagas and a small part of Naga territory with a view to divide the Nagas and subdue the Nagas. Naga people, however, exercised their political consciousness to stand the ground and the creation of Nagaland state was condemned and rejected by the Naga National Assembly. The situation, however, developed from bad to worse. As compelled by the situation, ceasefire agreement was signed on 6th September, 1964 before the ink of the so-called 16Point Agreement was dried. However, this hard earned ceasefire broke after the talk ended abruptly after six rounds of talks on account of the rigid stand taken by Indian government to adhere to their colonial design. The armed confrontations started all over again as Naga people refused to be cowed down despite being driven to dangerous brinkmanship. A decade later, the so-called infamous Shillong Accord under the Indian constitution was imposed. But that could not stop the fighting. Fighting broke out within no time. This was not surprising because the accord was not issue-based. A few months later the Shillong Accord was condemned by the Naga National

Assembly. After 22 years of bloody confrontations, a Ceasefire agreement between the Government of India (GoI) and NSCN (National Socialist Council of Nagaland) was signed and declared on the 1st August, 1997 to begin political talk at the Prime Minister level. In the negotiations that went through six prime ministers of India, the stand of the Government of India was solution within the parameter of Indian constitution and Union of India, whereas the stand of the Nagas was nothing short of total independence and total sovereignty. Nevertheless, it was mutually agreed to work out a meeting point. Finally, the turning point came when the historic Framework Agreement was officially signed on 3rd August, 2015 under the watchful eyes of the whole world. The Framework Agreement was brought about because NSCN negotiators handled the Naga political issue with calm dignity and unflinching courage. This agreement reaffirmed the recognised unique history of the Nagas and identity of the Nagas. It recognizes the sovereignty of the Nagas and the thus the political identity of the Naga people was established with clinical conviction. It is in the fitness of keeping pace with the contemporary reality that the agreement recognised the political exigency of the Nagas and Indians for peaceful coexistence of the two entities which means two people/nations. Based on this Framework Agreement we have mutually agreed that Nagas will exercise their sovereignty in their own internal affairs. However, there are areas where the two entities will share sovereign powers. Agreement also says that Nagas are the owners of their land and all natural and mineral resources above and beneath the land belong to the Nagas. Significantly, the Government of India has also recognised the legitimate right of the Nagas to integration of all Naga territories. Road map has been worked out for its materialization through political process. And that kind of political set up with legislative, executive, and financial (separate budget) and judicial powers will be created which will be transitional. Pan Naga Hoho, a cultural and social body with a separate budget allocated by the Government of India will also be created. With regards to the contentious issue of Naga flag and Yehzabo (constitution), it was unbecomingly unfortunate that some leaders from the Indian side are making issue out of it. Indeed, flag and constitution are the inherent characteristics of our recognized sovereignty and identity. Notwithstanding the stand of the Government of India on Naga flag and constitution that is wildly vacillating, it is needless to say that NSCN will stick to Framework Agreement and mutually agreed competencies including Naga national flag and constitution. All along, the Nagas have been looking for lasting solution and lasting relationship by mutual agreement. Nagas do not believe in forced marriage and force union. Therefore, we strongly believe and we can assuredly say that Naga solution incorporating Naga flag and constitution will undoubtedly solve not only the Naga political problem, but it will also solve the chronic Indo-Naga political problem and they will tighten their lasting relationship. Therefore, given this unequivocal geo-strategic position occupied by the Nagas, both the parties should focus on long term solution that will give no room for future war but bring a genuine and lasting peace in the land. ndia is a country a nation of festivals, and it is a nation of crafts and cultural diversity. When you put all three together it becomes a constant celebration that sustains our individual cultural practices, the joy of creativity and the sustenance of livelihoods that are, in turn, crucial to the sustenance of India’s cultural heritage and civilizational value systems. It is times like Divali that inherently link the fertility of the soil and the toil of our farmers with our sacred epics like Lord Rama’s triumphant return to Ayodhya. In most agrarian countries still rooted in pre-industrial age cultural systems, the celebration of a harvest is a time of bounty. There are food grains in granaries, and fodder grows in plenty. This is also the time for money in the pockets of the people. All communities share in this prosperity as farmers and fishermen depend on potters, carpenters, fishing net makers, basket weavers, and textile weavers for a new set of clothes. From Dussehra pujas to Eid, which also co-

incides with Hindu festivals during this period, to Divali and the wedding season, all flow smoothly into the other, making it a time for shopping. This the time that crafts and handmade textiles are in most demand, and the season that India’s craftspeople look forward to the most. All festivals are related to religious establishments and it is therefore at a time like Divali and the entire season that surrounds it when temples all over the country come alive and energise craftspeople. Small clay diyas to 4-5 ft high terracotta ones are created by our potters. These potters are found in every small town and in the bye-lanes of big cities. It is considered auspicious to buy fresh clay diyas every year, and these kind of beliefs are probably in order to keep potters employed. The ideas of ‘long lasting’ for metal lamps and ‘disposable’ for clay lamps have separate purposes and cultural meanings. Hand painted statues of all deities are readied for Divali pujas everywhere, especially of deities Lakshmi and

Ganesh, who are auspiciously placed in the home where the family gathers to pray for a prosperous year for all. Today innovative artisans and development organisations have begun making diyas out of cowdung to provide livelihoods for those in rural areas who have cows and carry on small non-farm activities. All the materials they use are locally obtained and emphasise the bio-degradable of their products. You can buy the most beautiful brass and bell metal lamps made in Tamil Nadu, Kerala, Madhya Pradesh and Uttar Pradesh. They gleam in all the shops at Divali time. Even if we have ample lamps at home a new one is always welcome. New vessels are also bought during this season. A wide range of beautifully designed lamps are made in all heights, with spaces for one wick or five, or eight or even in many layers . An elegantly formed peacock, parrot or even elephants form part of the lamp’s design and make it the perfect gift for any home. A shining brass lamp is always the perfect gift for

family and friends. Many wild grasses grow tall after the monsoons. This is when women harvest them for baskets, both for family gifting at weddings or to sell widely to wholesalers and retailers for packing sweets, fruit and other Divali gifts. The baskets called golden grass from Odisha, Sikki in Bihar and Sarpat in UP, apart from wicker from Kashmir and bamboo and cane baskets from Tripura are plentiful everywhere, displaying the basket weaving talents of women artisanseverywhere. With strict enforcement of the odd-even system of traffic in Dimapur and Kohima, one hears of very little accidents taking place. However, the traffic on the much improved and spacious national highway indicates that our people need to be educated on traffic rules badly. The attitude is that, since it is a free way, the driver has every right to speed as if the road belongs to him/her alone. There is great danger on free highways (especially the really good roads) as speed is unlimited, making the driver more vulnerable to accidents. There are no traffic personnel on the highways and therefore public must adhere to traffic rules using their own common sense. It is better to reach home safely to loved ones. Tovika Assumi, Kohima

Tejashwi Yadav is a net gainer because he led RJD’s charge for the first time, and cannot be framed against his father’s benchmark. He displayed potential for the future during this campaign, but will have to remain on the path of economic justice — distinct from social justice that his father espoused — to grow further and expand his social base. Besides still harbouring people’s faith in his abilities and the absence of a national alternative, Modi has consistently gained by a factor that is not yet completely recognised. Thursday co-chair a virtual summit between India and 10-nation ASEAN that is expected to focus on measures to recover from the economic turmoil triggered by the coronavirus pandemic and ways to further broadbase the strategic ties. The Ministry of External Affairs (MEA) said the summit will review the status of ASEAN-India strategic partnership and take stock of progress made in key areas such as connectivity, maritime cooperation, trade and commerce, education and capacity building. The Association of Southeast Asian Nations (ASEAN) is considered one of the most influential groupings in the region, and India and several other countries including the US, China, Japan and Australia are its dialogue partners. The summit is taking place amid China’s aggressive behaviour in the disputed South China Sea as well as in eastern Ladakh. A number of ASEAN countries have territorial disputes with China in the South China Sea. Along with Modi, the 17th India-ASEAN summit will also be co-chaired by Vietnamese Prime Minister Nguyen Xuan Phuc. “The leaders will discuss ways to further strengthen ASEANIndia engagement and in this context will note the adoption of ASEAN-India Plan of Action (2021-2025). COVID-19, post-pandemic economic recovery and important regional and international developments will also be discussed at the summit,” the MEA said in a statement. The 10 member countries of ASEAN are Indonesia, Malaysia, the Philippines, Singapore, Thailand, Brunei, Vietnam, Laos, Myanmar and Cambodia.

And even if Nitish Kumar doesn’t decide to step down as chief minister for Janata Dal (United)’s performance, he is the biggest loser. He has surrendered not just the position of the senior partner tag in NDA, but also faces the prospect of his vote bank starting to shift to BJP. Although it is too early for a granular analysis, it would not be wide of the mark to argue that the conversion of JD(U) votes for BJP was far greater in favour of the latter than vice versa. This would certainly not be because of a directive conveyed by the JD (U) leadership to supporters, given the tense ties between the partners, but because the core JD(U) vote bank has begun backing the Modi-led BJP due to his strong appeal. It is clear that regardless of the post-poll arrangement between them, BJP is a

The court granted interim bail to two others in the case -- Nitish Sarda and Parveen Rajesh Singh -- on personal bond of Rs 50,000 each and directed that they shall not tamper with the evidence and shall cooperate in the probe. Several countries had representatives at the ceremony, held at a cemetery for non-Muslim dead, the officials from the French Foreign Ministry said. The identities of the victims were unclear. Wednesday’s attack follows on the heels of a stabbing on October 29 that slightly wounded a guard at the French Consulate in the city of Jiddah. The stabbing was carried out by a Saudi man, who was arrested. His motives remain unclear. Wednesday marks the 102nd anniversary of the armistice ending World War I and is commemorated in several European countries. S. Korean spy chief calls Olympic summit with N. Korea, US, Japan

SEOUL, NOV 11 (AGENCIES): South Korea’s spy chief has proposed a summit of the leaders of the United States, Japan and the two Koreas during the Tokyo Olympics next year, the Chosun Ilbo newspaper reported on Wednesday. Park Jie-won made the proposal in Japan, where he arrived on Sunday for his first trip as head of the National Intelligence Service (NIS) aimed at improving relations strained by a feud over compensation for Koreans forced to work for Japanese firms during its 1910-45 colonial rule. Park suggested the summit during a Tuesday meeting with new Japanese Prime Minister Yoshihide Suga, saying it could take up the issues of North Korea’s denuclearisation and the abduction of Japanese citizens by North Korean agents, the newspaper said. Japan’s relations with both North and South Korea have long been difficult, largely because of its colonisation of the Korean peninsula. Park conveyed South Korean President Moon Jaein’s willingness to normalise ties with Japan, for which he said there needed to be some Japanese apology or expression of regret for the wartime forced labour,
