NPF demands rollback on fuel tax wage earners, private sector entrepreneurs, employees, small scale business. NPF said the resultant consequence will be a ripple effect on the dependents, the rural economy and the entire economy of the state since Naga society is close-knit and inter-dependent. NPF said it was distasteful to observe the attitude of the PDA government towards the plight of the public when the government has no scruples about incurring enormous expenditure for festivities and merry making. D I M A P U R , N OV 1 2 (NPN): A day after the ruling PDA coalition government announced new hikes in taxes on petrol, diesel and petroleum products, the opposition NPF has condemned the decision and demanded an immediate rollback “before it becomes too late to control its impact on a beleaguered and stressed society.” It may be recalled that the state government on November 11, announced fresh hikes in price of petrol from 25% to 29.80% and diesel from 14.5% to 17.50%. NPF through its press bureau reminded that when the PDA government tried to extract money from public under ‘COVID Cess”, it was strongly opposed by the Naga public which compelled the government to withdraw the cess on fuel. NPF said the PDA government has again come up with a “new formula” to suck money from the public. The opposition said “this new formula” was a “cruel decision” since public was reeling under the economic impact of caused the COVID-19 pandemic. It said the hikes also exposed the PDA government’s inhu-
man and utter disregard for the public welfare. NPF said the increase in tax on petrol and diesel was a “frontal assault on the right of the people to food and shelter” which were the most basic needs for survival. It said the hikes have a direct and escalating effect on the cost of essential commodities and construction materials. NPF also said it was “stupefied” by the decision that comes at a time when the public were still “valiantly struggling” to cope up with the skyrocketing prices of commodities earlier due to the “Cess on petroleum products” which was yet to normalise even after the government ordered a roll back of the Cess. NPF said it was convinced that the “atrocious decision” to hike taxes on fuel, would severely handicap the buying power of consumers whose economy was already severely impacted by the pandemic. According to NPF the additional burden on the common people caused by the new hikes, will also adversely affect the welfare and livelihood of thousands of people, especially the daily-

‘No entry’ zone in Kohima on Nov 14
D I M A P U R , N OV 1 2 (NPN): In view of the Kohima Smart City Development Limited (KSCDL)’s “Street for People Challenge” programme, Kohima police have informed that the stretch from Razhu Point to Local ground (North Gate) has been designated as “No Entry” for vehicles from 5 a.m. to 5 p.m. on November 14. Kohima police said that vehicles permanently parked in the designated areas are to be removed before 5 a.m. on November 14. Defaulting vehicles would be towed away and towing charges would be borne by the owners.

D I M A P U R , N OV 1 2 (NPN): Coordinating Committee on Manipur Integrity (COCOMI) has urged NNPG leaders to take the opportunity of Naga peace talks for creating a foundation and new hope for the future generations of both Manipuris, Nagas and other ethnic communities and neighbouring States who all had been and would be living together forever. This was conveyed by a six-member delegation of the committee, which held over three hours of consultative meet with Working Committee (WC) of NNPGs led by its convener N Kitovi Zhimomi and six co-conveners, along with three other members of the committee, here on Tuesday. COCOMI media coordinator Jeetendra Ningomba in a press release said the delegation stressed
by over Rs 108 crore every month due to COVID-19 pandemic totalling to over Rs 1,000 crore in a year. Rio said that the money received from deficit grant and GST were spent on salaries, pensions, power purchases and other emergencies. He said the situation was a challenge for the government and the people must work hard, earn livelihood and build the society. The chief minister said that since Nagas do not pay taxes they do not know about economy. He had also announced the state government’s decision to focus more in promoting agriculture and allied sectors. Stressing on rebuilding the economy, he called for change in the mindset of people.
Fuel prices rise in Nagaland While prices of petrol and diesel remained at the same level for 50 days and 40 days respectively across the country, the rate of petrol and diesel increased in Nagaland Thursday following the hiking of taxes on diesel, petrol and other motor spirit by the state government. After the tax hike, the petrol price in Dimapur was Rs.83.94 per litre while diesel price was Rs.74.15 per litre, an increase of Rs.3.60 and Rs.2.76 respectively In the state capital Kohima, petrol price climbed to Rs.84.75 per litre and diesel price rose to Rs.74.81 per litre, an increase of Rs.3.50 and Rs.2.70 respectively.

Amit Shah to discuss Naga issue with stakeholders in Manipur
D I M A P U R , N OV 1 2 (NPN): Nagaland on Thursday reported 37 new COVID-19 positive cases-26 in Kohima, 9 in Dimapur and 1 each in Tuensang and Mon, taking the tally to 9615. As on November 12, the total recoveries stood at 8,683. According to Health department, there were 786 active cases and 44 deaths. As per the severity of symptoms 733 active cases were asymptomatic, 28 mild, 11 moderate on oxygen, 10 severe on oxygen, 2 critical without oxygen and 2 on ventilator. Further, out of 9615 positive cases, the distribution across various categories include 4091 cases from the armed forces/police, 1691 returnees, 3363 traced contacts and 470 frontline workers. Meanwhile, India saw a single-day increase of 47,905 infections taking the country’s COVID-19 caseload to 86,83,916, while the death toll climbed to 1,28,121 with 550 new fatalities, Health ministry the data updated at 8 a.m. showed.
CM Biren reaffirms state’s stand on territorial integrity Correspondent
IMPHAL, NOV 12: Announcing Union Home Minister Amit Shah’s plan to visit Manipur later this month to discuss Naga political issue, the chief minister of Manipur, N Biren Singh, Thursday reiterated that state’s territorial integrity would not be sacrificed at any cost. Addressing a press conference at the chief minister’s secretariat here, Singh informed that the Union minister had a plan to visit the state within the current November month. Singh said he learnt that Shah desired to discuss the issue with all the MLAs of the state and other stakeholders during his proposed visit in the state. Singh, however, said that the date of Shah’s arrival has not been confirmed yet. The chief minister has, however, reaffirmed

the state’s decision not to compromise the interest of Manipur in any way whether the Centre discussed the issue with the stakeholders of the state in Imphal, Delhi or anywhere. “Our stand is very clear. We have repeatedly and categorically conveyed to the concern that we will never compromise Manipur’s interest at any cost,” he said. He said that ethnic communities like Meitei, Naga, Kuki, Meitei Pangal (Manipuri Muslims) have been living harmoniously for centuries in this small state and would continue to live together. The chief minister reminded an assurance given by the Union home min-
ister that all stakeholders would be consulted before finalising the proposed Naga peace talks. Singh opined that the union home minister might have planned to come to the state as a part of the assurance he had given earlier. “Union home minister wanted to meet all the MLAs, civil society representatives and other stakeholders before making any final shape of the Naga peace talks,” Singh said. It may be mentioned that Manipur chief minister Biren Singh was invited to Delhi to discuss various issues before any agreement is reached between the Centre, NSCN (I-M) and the Working Committee of the NNPGs, an umbrella body of seven Naga groups. Confirming the invitation, S. Rajen, personal secretary to the CM, told ThePrint that the visit was scheduled for this week but was postponed due to byelections in the state. While the results of the polls were announced Tuesday, no new dates have been announced for the meeting yet.

DIPHU, NOV 12: Various Karbi Anglong based organizations have threatened to impose a “four-hour” economic blockade against Nagaland on November 20, if the Assam and Nagaland government fail to hold a meeting to resolve the interstate border issue. The organizations, Karbi Students’ Association, UKAWA, KAWJF, SYC and HPYA alleged that under the patronage of Nagaland government, there have been continuous land encroachment inside Daldali reserve forest. Addressing a press meet, KSA president Simeon Rongphar said they have given time till November 20, for a meeting to be convened by Assam and Nagaland government including the KAAC to deliberate on the border issue, failing which a four-hour economic blockade will be (Cont’d on p-8) imposed against Nagaland.
3 NCD members respond to CSOs D I M A P U R , N OV 1 2 (NPN): Three members of the Naga Council Dimapur (NCD), have responded to allegations against them by leaders of the ‘mass civil society organisations of Dimapur’- GB’s (Sadar) Union Dimapur, Dimapur Urban Council Chairman Federation, Naga Women Hoho Dimapur, Dimapur Naga Students’ Union and Dimapur District Citizens’ Forum. In a rejoinder, the NCD members- J.Walter Longchar, S.Mar Aier and Chovise Neinu- said they were compelled to respond to the “concocted version” of the CSOS over “the litigation on the illegal formation of the current tenure of NCD” besides condemning the “just verdict of the honourable Court” and maliciously flashing their names in the media. The three said
they were “compelled to highlight the circumstances and reasons” which compelled them to seek legal justice against the “illegal formation of the NCD office” in order to preserve the sanctity of NCD. The three said just because they are newly nominated/elected representatives to the NCD, their legal rights as councillors cannot be questioned and that the allegations against them was “an attempt to jeopardise the integrity of any democratic institution.” Citing Article 8 of the NCD constitution, they said it stipulated that “nomination/selection/election” of the office bearers has to be done by the Councillors. However, this provision was “blatantly ignored” as the present office bearers were selected by the “outgoing Councillors.”
They said this was not only “unconstitutional and undemocratic, but an attempt by some people with vested interests, to occupy the chair illegally.” The signatories pointed out that NCD is to be constituted by Councillors representing the 19 Dimapurbased Tribal Hohos who elect the office bearers and so it (NCD) was answerable to the Tribal Hohos. However, they said it was “unfortunate that some councillors, with selfish vested interest” refused even to heed the advice of the Tribal Hohos, for convening a meeting of the new team. This compelled them to move the court to “check such illegal attempts” and accordingly, the Court had passed its judgement through a restraining order. (Cont’d on p-5)

Henceforth, the practice of motor vehicle driving lessons within the perimeter of the local ground shall be strictly prohibited with immediate effect. Any violation of this order shall invite penalties under Section 188 of the Indian Penal Code. DC also informed that any person intending to establish a micro, small or medium enterprise under Mon district is required to register online in the Udyam Registration Portal of the Ministry of Micro, Small and Medium Enterprise, Government of India. DIMAPUR: Expressing dismay over the slow pace of Dimapur-Kohima 4-lane construction works, the Leader of Opposition (LoP) and former chief minister of Nagaland, TR Zealiang, has cautioned that the opposition party would be compelled to seek CBI investigation if NHIDCL failed to “pull up its socks”. LoP said that the people of the state should no longer suffer due to default of the implementing agency and appointed contractors. In a letter to executive director (P), NHIDCL RO Kohima, the LoP stated Dimapur-Kohima Highway was turning from bad to worse visibly due to the 4-lane road construction works. Despite this stark
reality, Zeliang said that no concrete measures have been initiated by the two construction firms—M/s ECI Engineering & Construction Co. Ltd. and M/s Gayatri Projects Ltd—to ease the hardship being faced by commuters on a daily basis. As per the contract agreement, LoP said the two firms were contractually bound to maintain at its own cost the existing 2-lane of the Highway during the construction period. However, he said that the same has been overlooked otherwise. He said that the said firms have failed to comply with the Contract Agreement and given the present condition of the Dimapur-Kohima Highway.
LoP stated that NHIDCL must immediately direct the contractors to take up maintenance work as per the Contract Agreement or otherwise lease out such works to local Contractors so the matter was addressed accordingly. LoP has also asked the NHIDCL to clarify its position in the local dailies on the matters he has raised along with details of agreement period including reasons as to why punitive action has not been initiated against the two firms till date. He said that the contractors under the control of NHIDCL have failed to adhere to pressure from the Raj Bhavan and Guwahati High Court, Kohima Bench.

DMC administrator, Albert Ezung stated that, during the course of checking, it was found that some butchers were still selling meat above the DMC prescribed rate. In this connection, the
butchers were caught and imposed penalties with fine and further necessary action to be initiated. DMC also informed to all meat sellers to sell at the prescribed rates fixed by DMC.

‘Rajkhowa’s surrender end of insurgency in M’laya’ Shillong, Nov 12 (PTI): Meghalaya Director General of Police R Chandranathan on Thursday said the insurgency in the state has come to an end with the surrender of banned ULFA (Independent) outfit’s second-in-command Dhrishti Rajkhowa. Rajkhowa, a close confidant of ULFA (I)’s selfproclaimed ‘commander-inchief ’ Paresh Baruah, along with four other militants surrendered before the Army near the India- Bangladesh border in South Garo Hills district on Wednesday. He was active in the Garo Hills region and had aided several other insurgent outfits. “Rajkhowa’s surrender marks the end of twodecade-long armed conflict in the restive Garo Hills region in particular and Meghalaya in general,” the DGP told PTI. “He was under tremendous pressure. It was just a matter of time before he surrendered. He was left with no other option but to give up arms,” the top police officer said. Chandranathan said the militant had earlier narrowly escaped twice this year in encounters with the state police. “We had missed him twice this year. In the latest encounter, one of his bodyguards was injured but

then, it has neutralised several top insurgents in the region, including Garo National Liberation Army (GNLA)’s self-proclaimed ‘commander-in-chief ’ Sohan D Shira in February, 2018. Rajkhowa had narrowly escaped death during Shira’s encounter as he had gone to a stream for a bath, the ULFA (I) militant told the Meghalaya Police on Wednesday evening, as per the source. He, along with four other ULFA (I) militants, surrendered before an Army team from Assam at Dilsengre village near the IndiaBangladesh border and laid down an AK- 81 assault rifle, two 9 mm pistols and 107 cartridges. Of late, militancy in Meghalaya was largely concentrated in the Garo Hills region. However, many GNLA insurgents have laid down arms following the deployment of SF-10 commandos in the region. Other militant outfits like ANVC, ANVC-B and the UALA have signed a peace agreement with the Meghalaya government, while Khasi Hills-based group HNLC, with a cadre strength of less than 20, is considered largely inactive and has not been involved in subversive activities for many years, sources said.

Agartala/Imphal/ Aizawl, Nov 12 (IANS): Union Health Minister Harsh Vardhan has asked four northeastern states – Tripura, Manipur, Meghalaya and Mizoram – to increase testing on high risk groups and vulnerable population to check the spread of Covid-19, officials said on Thursday. According to the officials, Harsh Vardhan, during a meeting via video conferencing with seven states, including the four northeastern states, said that active cases are on the rise in Manipur and higher positivity in the state is indicative of hidden transmission. “With 70 per cent of cases concentrated in Mizoram capital Aizawl, the state is witnessing a rise in active cases. Tripura and Meghalaya too are witnessing higher deaths (37 per cent) in the active age groups (45-60 years), which are preventable,” the Health Minister said. Guwahati, Nov 12 (PTI): A journalist of a local television channel died on Thursday after being knocked down by a vehicle in Assam’s Tinsukia district and his employers have alleged that he was killed for exposing corruption and illegal activities in his area. 53-year old Parag Bhuyan, the Kakopathar senior correspondent of ‘Pratidin Time’, was knocked down by a vehicle near his house on NH 15 on Wednesday night, police said. He died in a Dibrugarh nursing home on Thursday morning where he was referred to by a local medical facility. The vehicle was identified by the CCTV footage and its driver, who had escaped, was arrested along with the handyman after the Assam police alerted its counterpart in Arunachal Pradesh, a police spokesman said. The police are interrogating the duo and probe into the incident is on. The vehicle is owned by a woman in Arunachal Pradesh and is used by her

Shillong, Nov 12 : Meghalaya Congress legislator, George B. Lyngdoh on Thursday said that authorities from Assam have stopped villagers residing along the inter-state border areas from carrying out their livelihood activities like plantation and cultivation. “They are being harassed. The audacity of Assam to harass the citizens (of the state) is an outcome of the government of Meghalaya not to augment the budget for Inter State Border Area Development,” he informed the Assembly. Border Areas Development Minister, Lahkmen Rymbui earlier informed that there has been no allocation of funds for the department for the last two financial years (2019-20 – 2020-2021). “Though in the budget provision it is there, sanctioning depends on the availability of funds,” Rymbui said during the Question Hour and assured that the government would sanction an amount for this year. Shillong, Nov 12: The Centre has released the SSA teacher’s salaries but the State government is delaying in its disbursement, the State Unit of the BJP, which is a constituent of the ruling Meghalaya Democratic Alliance (MDA) said on Thursday and urged the State Government to release the pending salaries of the teachers and all other government employees who were deprived of their dues during ‘lockdown’. “Prime Minister Narendra Modi declared that no one should face any difficulty or deprived of the facilities provided by the Centre but in Meghalaya, the Central Schemes were not implemented properly, which BJP cannot ignore. If State continues to be reluctant to follow Central’s directives, BJP will take it up with the PMO as what’s happening on the ground is not as has been anticipated by Prime Minister Narendra Modi,” State BJP vice president Bernard N Marak stated in an e-mailed state-
ment. “The SSA teachers as well as primary teachers should be treated with dignity and their dues should be cleared in time as education is a priority. During lockdown, people of all walks of life have been badly affected and teachers had to struggle finding ways to provide education to our children. Many teachers expressed their grievances and disappointments and shared the difficulties they face at home to make ends meet. It is the responsibility of the State leaders to clear the dues of the teachers immediately as the money has already been released from the Centre,” the statement asserted. “BJP wants the concerned authorities to look into the matter without delay, failing which we will have to inform the PM Office. BJP urges that Centrally sanctioned funds should not be diverted. Therefore, BJP expects the State Government to release the dues of the teachers without further delay,” Marak said. informed the assembly today that the state government has been spending Rs 311.47 every year for providing salaries to Samagra Shiksha Abhiyan (SSA). “However, this amount is not consistently released by the Government of India due to its new policies and norms on salary capping, etc. The salary capping shortfall is Rs. 35.62 crore. Therefore, an additional burden to the State exchequer of Rs. 216.174 crore plus Rs. 35.62 crore which comes to Rs. 251.794 crore,” Rymbui told the House in reply to a Zero Hour notice by Congress legislator Himalaya Muktan Shangpliang. Rymbui also informed that the financial implication to cover the salary of SSA teachers will approximately be Rs. 527.644 crore per annum in addition to other allowances permissible, including Dearness Allowance arrears, medical allowances and the amount may fluctuate from time to time. He also informed that there are other implications of the proposal and
explained that merging of the SSA posts to the State Education Department may implicate new policy changes relating to initiating the discussion on the Zero Hour notice. Shangpliang had said that the SSA teachers are deprived of all these entitlements and therefore “great injustice” has been done to them. “Since the last few years, the 5814 lower primary teachers and 6727 upper primary teachers working under the ‘Samagra Shiksha’ erstwhile ’Sarva Shiksha Abhiyan’ (SSA) of our State have been struggling to air their grievances to the government which are still awaiting redressal of their problems,” he added. “They do not have any service books. To add on to their sorrows, they have not been paid with salary for four months from July to October. The SSA teachers do not get medical leave. They are not provided any medical assistance in times of ill health. They are not entitled for earned leave nor maternity leave,” he said.

so far recorded 3,242 positive cases, of which 2,688 have recovered. The state presently has 552 active cases. Of the total cases, including 830 women, 2,290 people were from Aizawl district alone. In Meghalaya, 10,368 people have so far tested positive for Covid-19 while 94 people have succumbed to the disease. In Manipur, 20,950 people have been affected by the virus of which 202 have died. Manipur Chief Minister N. Biren Singh told the meeting that in the beginning, the state was doing extremely well in containing the virus. “However, the state started witnessing a sudden spike in the number of positive cases after thousands of native Manipuris returned to the state in Shramik Special trains,” Singh said. Tripura Education and Law Minister Ratan Lal Nath told the media in Agartala that Harsh Vardhan has appreciated the state government’s COVID management. Mizoram Health and Family Welfare Minister R. Lalthangliana said in Aizawl that he has urged the Health Minister to increase the financial support to the state government to deal with the Covid-19 situation.

Ladakh dispute to be resolved soon: ITBP chief
New Delhi, Nov 12 (PTI): The border standoff between India and China in eastern Ladakh is expected to be resolved peacefully “very shortly”, the ITBP chief S S Deswal has said, adding the infrastructure along the Line of Actual Control (LAC) is also being ramped up at a rapid pace. Talking to PTI during a wide-ranging interview, the director general of the Indo-Tibetan Border Police(ITBP) said his troops have been provided with special winter clothing and nutritious food as they brave the severe chill in eastern Ladakh where the armies of India and China are locked in a tense standoff for over six months. Asked about the current military standoff with China in eastern Ladakh, Deswal said “strains in bilateral relations are already evident but we are confident these will be sorted out peacefully very shortly.” Authoritative sources on Wednesday said India and China have broadly agreed on a three-step process on disengagement of troops and withdrawal of weaponry from all major friction points in a timebound manner. “Indo-Tibetan Border is the highest international border in the world. every location it is about 10-11 thousand feet high. All our troops are deployed at that height. Oxygen is less, temperature in winters is very severe as it touches up to minus 40 degrees Celsius,” he said. “All these difficulties make the very existence of human beings in that area very difficult and then conducting patrolling on the border is equally tough.” The training and acclimatisation of ITBP jawans is long and we inculcate all kinds of skills and boost immunity so that they find it comfortable to survive in the harsh environment, he said. Deswal said the force does special winter stocking every winter and this time the logistics exercise has been enhanced. “For protection of our troops we have provided
special cold clothing. We have upgraded the ration content with high nutrition and high calorie food to survive the cold. These are the working conditions on that border and being an un-demarcated border, a jawan has to be always alert,” he added. The protection of the border is undertaken by patrolling and the ITBP conducts long patrols that may extend up to 30 days, said Deswal, who leads the 90,000-strong mountainwarfare trained force. The ITBP chief also spoke about his recent tour of the Ladakh front where he spent 8-9 days and decorated 291 of his personnel for showing gallantry during face-offs and skirmishes with Chinese troops in May and June. “The sincerity of our troops is very high inspite
of difficult working conditions. It is my responsibility to visit my jawans especially in difficult times and in difficult conditions. I may not visit them when things are in good position but it is my responsibility to reach them whenever they are in tough conditions,” he said. On beefing up border infrastructure, Deswal said the work to raise new border posts and to connect them with all-weather roads is progressing at a fast pace. About 75 per cent of the ITBP border posts are now connected by roads, he added. The ITBP, raised in the aftermath of the 1962 Chinese aggression, has about 180 posts all along the 3,488km-long LAC that stretches from Ladakh to Arunachal Pradesh on India’s eastern flank. “There is a government focus for creation of good border infrastructure so that the local population as well as the forces are able to reach all remote parts of our own territory as close to the border as possible.” “The pace of construction of roads is very fast now. In the last few years, many roads have been constructed. Intially, when ITBP was raised the patrol party used to go on foot from Leh to Daulat Beg Oldi(DBO) and it used to take more than a month to reach there,” Deswal said.
The distance between Leh and DBO is about 250 km. From that stage today, he said, almost 75 per cent of the ITBP posts are now connected by roads on the entire border. “With the same pace of road construction in the next 5-6 years, we hope that all our posts will be well connected by roads,” he added. The DG said the ITBP is also upgrading its communication infrastructure to the current level of technology and when it comes to an upgrade in weaponry the force is committed to prevailing bilateral protocols on this front. Deswal also said the government has recently sanctioned 47 new border posts (BoPs) to the ITBP along the entire LAC and their effort is to establish several of them by 2021. “Majority of these new border posts will come up in the state of Arunachal Pradesh. We have already identified the sites and the state government is willing to transfer the sites to us...it is in a very advanced stage and we are progressing every day,” he said. When asked if the ITBP has sought fresh battalions and manpower to man these posts, Deswal said that by the time we have the physical infrastructure on ground the force is expected to have additional manpower.

Ko l k ata , N ov 1 2 (PTI): Stones were hurled and black flags shown at BJP state president Dilip Ghosh’s convoy in Jaigaon area of Bengal’s Alipurduar district on Thursday, where he had gone to attend party programmes, police said. Several Gorkha Janmukti Morcha (GJM) activists were seen raising slogans against Ghosh, asking him to leave. Ghosh’s vehicle was partially damaged in the attack, sources in the BJP said. A team of police officers, however, brought the situation under control, after forcing the protesters and saffron camp supporters to disperse. Ghosh later told reporters, “The TMC and their friends are getting desperate as they can sense defeat in the upcoming assembly polls. However such tactics won’t work. People are with us.” He also claimed that the incident goes on to show that law and order has completely collapsed in Bengal. After a Chai Pe Charcha session, we were on our way to another programme, when our convoy was pelted with stones. Black flags were shown. “Such attacks by the ruling party and its allies prove that law and order has collapsed in the state. In a democracy such things don’t happen,” he said.
D I M A P U R , N OV 1 2 (NPN): Naga Students’ Federation (NSF) has urged the State government to practise total transparency in the process of recruiting the chairman and members of Nagaland staff Selection Board (NSSB). In a press release, federation’s president Ninoto Awomi and general secretary Liremo R Kikon appealed to the government to put in place a robust system wherein only officers with proven track record of expertise, integrity and morality throughout their career are on board NSSB. They warned that until a group of incorruptible officers are made its members, the very purpose of constituting the board would be defeated, while insisting that equal job opportunity must be provided to everyone and that only deserving candidates are recruited through NSSB. Expressing its happiness at the various positive steps being taken by the government to bring NSSB to fruition, the federation termed the recent notification inviting applications for the posts of chairman and members as another welcome move towards ensuring a swift and proper implementation of the same. The federation reminded the government that the demand for setting up NSSB came at the backdrop of the rampant corruption, back-
door appointment and other malpractices prevailing in recruitment process to various government jobs in the State, stressing that board is to ensure that these evils are weeded out and culture of meritocracy is adopted. NSF also reiterated its earlier appeal to Nagaland Public Service Commission (NPSC) to ensure that the long-pending prelims results of Nagaland Combined Civil Services examination (NCCSE), 2019 are released without any further delay. It pointed out that uncertainty over the outcome of examination conducted in November 2019 has been a reason for much anguish and frustration among the aspiring candidates. Warning that the delay tactic adopted by the commission citing COVID-19 pandemic could prove counter-productive in the face of the soaring unemployment amongst the youth in the State, the federation further appealed to NPSC to issue notification for NCCSE 2020 at the earliest as the future of students and youth community cannot be compromised due to reason that was beyond anyone’s control. The commission must respect this sincere aspiration of the students and provide them with the platform for true intellectual competition while we all learn to live together with the coronavirus, it demanded.
New Delhi/Kolkata, Nov 12 (IANS): Buoyed by its good showing in the 2020 Bihar Assembly elections in which it won five seats, the AIMIM is now planning to throw its hat in the electoral ring in the West Bengal Assembly elections slated in the first half of 2021, which could spell trouble for non-BJP parties in the eastern state. Telangana-based All India Majlis-e-Ittehadul Muslimeen or AIMIM, led by Asaduddin Owaisi, put up an impressive show in Bihar by bagging more than 1.24 per cent votes while contesting 24 seats. The AIMIM not only won five seats in Bihar, but also played the political spoilsport in an equal number of Assembly constituencies, which could have tilted the balance in a tight situation like in the new Bihar Assembly. This prompted Congress West Bengal unit President Adhir Ranjan Chowdhury to say that “the Grand Alliance in Bihar lost because of AIMIM”. They said to question the time taken for delivering judgement and to question why their petition was accepted by the court did not arise. They termed the allegations levelled by the CSOs as “uncalled for and rather portrays the immaturity of the leaders, who issued the allegation.” The asked whether it was “ a crime to seek justice for matters relating to public importance?” and had the CSO leaders even stopped to think why the matter had reached the court instead of “blindly accusing the petitioners” of taking a “one-sided view on the matter” before jumping to conclusions?

Govt’s grip over OTTs
n a move that could have a far-reaching impact, the central government has brought Over The Top (OTT) platforms, or video streaming service providers such as Netflix, Amazon Prime and others, under the ambit of the Ministry of Information and Broadcasting. Currently, there is no law or autonomous body governing digital content. In a gazette notification signed by the President of India , online films, digital news and current affairs content now come under the purview of the I&B Ministry headed by Prakash Javadekar. The government had been toying with the idea of regulating these platforms. Taking cognisance of the need to have a self-regulatory system, the OTTs adopted a code which prohibited five types of content. This includes content that deliberately and maliciously disrespects the national emblem or national flag, any visual or story line that promotes child pornography, any content that “maliciously” intends to outrage religious sentiments, content that “deliberately and maliciously” promotes or encourages terrorism and, lastly, any content that has been banned for exhibition or distribution by law or court. The Online Curated Content Providers or OCCPs had also proposed a Digital Curated Content Complaints Council along with the self-regulatory mechanism as a part of its proposed two-tier structure. The proposal, however, was shot down by the Ministry of Information and Broadcasting, which will now oversee these platforms. Presently, other nongovernment bodies such as the Press Council of India regulates the print media, the News Broadcasters Association (NBA) represents the news channels, the Advertising Standards Council of India regulates advertising, while the Central Board of Film Certification (CBFC) monitors films. What has attracted concern from many media promoters is the real intention of the government with the latest regulation. The government has not provided any specific details but past experiences suggest that it could be in putting restrictions against a “independent and liberal media”. Also it is speculated if the government has any intention of being the licence provider for the OTTs it could make things difficult for those it disapproves. The government’s decision has taken many by surprise given the fact that the I & B ministry had earlier told the top court in a separate case that there is a need to regulate digital media and that the court may first appoint a committee of persons as amicus before laying down guidelines with respect to the regulation of hate speech in the media. Also last year, I&B Minister Prakash Javadekar had said that the government will not take any step that may curb media freedom, adding there should be some kind of regulation on over-the-top platforms, as there is for the print and electronic media as well as films. The move to bring the OTT platforms under the I&B ministry could also mean that these platforms would have to apply for approval of the content they wish to stream. This in itself is likely to give rise to many conflicts as most OTT platforms have content that could otherwise be censored in India. Besides control, perhaps there is also the revenue angle. With a market size of nearly Rs 500 crore at the end of March 2019, the online video streaming platforms may become a Rs 4000crore revenue market by the end of 2025, according to reports. At the end of 2019, India had as many as 17 crore OTT platform users.

Bihar Poll Analysis: Caste overtakes economics C aste has overtaken economics in Bihar. Yes once again. Laloo Yadav’s son Tejashwi emerged as a star leader but the family caste baggage was a bit too heavy to shed it off. However, there may be a bid by the opposition to realign for 2021 state polls. So Bihar voted once again for caste than development. The upper caste except for pockets where RJD had pitted them largely swayed against the RJD, rather in favour of BJP, because the Yadav’s hooliganism is not trusted by them. So it has happened with the EBC – extreme backward castes. The dominant Yadavs are not trusted as they exploit them, assault them and do not listen to them. They suffered during the lockdown the most. Crores, at least five to seven crores, walked down the highways across the country with their families. They faced worst hardships back home. Their own families were not happy at their return. But they could not

vote for a party dominated by muscle men. The syndrome is too strong even in UP, where the Yadav-dominated Samajwadi Party does not enjoy the confidence of other castes. This happened despite Tejashwi’s appeal to his supporters not to behave in a rowdy manner, whatever the poll results. It seemed to have worked to an extent though not everywhere, particularly in remote villages. The Muslims had a Hobson’s choice. They where possible preferred Hyderabad-based Asaududdin Owaisi’s, MIM, supposedly close to the BJP than the ally of the BJP, Nitish Kumar’s JD-U. Its five-seat tally is not much but it has damaged both the JD-U and RJD in ten more seats in different ways. JD-U came down from its tally of 71 to 43, loss of 28 seats and RJD’s victory march was stopped at 75, loss of five seats. The only party to make significant gain is BJP. It adds 23 seats to have 74
this time. This was against all odds of lockdown, pandemic, economic slowdown, high vegetable prices and overall inflation, normally all that should go against a ruling party. It may not be an endorsement of the policies of the NDA, as the BJP leaders are saying from rooftop. But there is a perception among the upper castes, marginalised classes and non-Yadav castes, that semblance of law and order, oppression and exploitation in the society could be ensured by the national party with a wider social base. The exit polls miserably failed, may be because many of these were sponsored by different political groupings, many others may have done just a desk job and never tried to take a feed at the fields and some may have been grossly biased. Most reporters of newspapers and TV channels had a far better understanding of the ground situation as they talked to this scribe before and after the polls. olitics is the game for all seasons that people love to play. Government may come and go but politics will continue to play its own game to no end in sight. It is a profession where politicians of various descriptions, some good, some bad and some ugly, play their own games to win. It is also a game that will elevate some politicians to the crest of glory and power and some pulled down to the recess of ignominy and oblivion. This is also a game of temptation that carries its own rewards or punishments. It is a sort of culture that will either create or destroy an individual. Politics knows neither mercy nor patience. It knows only how to win but not prepared to lose. It will make an interesting reading to note that in our State too, we have evolved a kind of game where politics of sorts by multiple stake holders drawn either from within or outside the State are embroiled in playing games much to the advantages of the players themselves in exploiting, plundering and maneuvering the people in a given situation. This tremor of attrition is felt much more at the commercial hub of Dimapur that is often christened as the miniature India where communities or fortune hunters drawn from all over the country not only resides but play their own games. One needs to be aware of the presences of such realities in holding their grounds cautiously. Much has been heard or discussed about the politics of Sovereignty which incidentally is also a subject as old as the views held or discussed by the ancient Athenians where they regarded every city as a separate entity or a sovereign city. Sovereignty as understood today in fact is a word that is singular, indivisible, absolute and an end in itself. This singular connotation cannot be delegated to a substitute watchman. There is no vagueness on the authority where the sovereign power resides. In India, the people themselves are sovereign but on their own volition, this sovereign power is vested with the Government of the country. The sovereign structure is such that there is no scope for bartering the sovereign power with a second party. In a federal form of Government as we have in India, every States of the Union, either big or small is vested with a certain degree of powers with them under the ambit of the constitution but such powers are subordinate to the sovereign powers of the central Government. This characteristic of the sovereign powers of the center is manifested on the supremacy of the Constitution of the Country and the singular National Flag. There maybe enumerable constitutions of various kinds and sizes but the power of sovereignty that represents the entire country refers only to a singular constitution and a singular flag. There is no vagueness about it. Much has been discussed about the uniqueness of our society. I do agree that there are number of
factors that invariably support our society as a unique, having a distinct identity but then we cannot stake claims that we are the only unique people that constitute a unique society. To appreciate this concept better, let us visit the history of creation where God in all His wisdom and authority has created every individual, beginning from Adam and Eve, in its own uniqueness so much so that every nation, every community and every individual from the beginning are created absolutely unique in their own rights. The more practical approach in dealing with such issues will depend on one’s ability in acknowledging the fact that we are as good or as bad as others. Instead of claiming either about our superiority or inferiority tag from others, we should learn to live as equal partners with others in the spirit of give and take. Under the canopy of various political imperatives, let us also review in brief about the current economic and social scenario of our society. Our State continues to remain as one of the poorest State of the country economically. As per the per capita earnings of the eight North East State, our Sate stands somewhere at the eight position. Presently our coffers remain empty or rather gasping. We groan under the weight of debts and liabilities and carry those burdens without even winking an eyelid to the next year in making fresh demands and grants. More than 90% of our State spending for running the State are made out of the generous grants from the center. This figure was projected some fifteen years ago and I have my reasons to believe that our States financial management has not improved since then. We cannot perpetually run our State out of the gesture of hospitality from the center. Economically we need to stand on our own feet and from our own resources. For this cause we have tremendous challenges ahead of us. Sadly today we have more stories to write about our failures then success. By nature we are very friendly people. Our simplicity and hospitality are intrinsically linked to our traditional values and practices. It is therefore natural for us to yearn for peace, happiness and stability in our land but somehow realizing those dreams still remain elusive. We are often oblivious of the fact that we are true stake holders in ushering in peace and stability in our land. Peace infact is restored by the people but not brought nor purchased. Besides the game of politics that will remain an ongoing issue, we also should realize that we live today in a fast changing and a highly competitive world where only the fittest will survive. The BJP strategists, particularly prime minister Narendra Modi, home minister Amit Shah, party chief JP Nadda and a host of the RSS cadre worked to have an alternate strategy away from the prying eyes of the media or rival parties. They charted out a strategy at constituency and booth levels. The social engineering the BJP did at the localised level, something once Congress was adept at. It went to the extent of managing caste leaders, segments and of course at times cajoling them with many hand-outs. The BJP had the advantage of the money power and various funds that it has in its command. Even the government officials find the BJP to be a sober element and give them comfort than an abrasive RJD with many of its functionaries being
uncouth. They dented Tejashwii’s barbs against the economic hardships or in many cases failures. Even except in pockets the Left, which increased its tally to 17, could not succeed in penetrating the narrative of hardship among the voters. However, the Left has demonstrated that still they are conceptually strong and the extreme marginalized have a trust in their methodology. If that would give a rise to them is difficult to say. The landed classes of Bihar have abhorrence for their brash, at times violent, tactics. The poor loser in this election has been the Congress. It lost eight seats from their previous tally of 27 to clock a mere 19. This is despite an apparent better show by Rahul Gandhi. Of course, in 2015 they got 27 seats as they were in company of RJD, JD-U. The shift of JD-U to RJD cost them votes. The Congress is organizationally and conceptually weak in the state. The RJD had given them
77 seats to contest of which the about 70 percent seats were traditional strongholds of the BJP. The Congress could manage the seats where the RJD could give it a support and transfer votes at all other seats it came out a cropper because it could not demonstrate that the party has any conceptual, strategic or strength to lead the society. Congress has to go a long way to regain its lost ground or be a match to the BJP. But expecting that the victory of NDA, would dishearten the opposition in the coming elections in Bengal, Assam, Tamil Nadu and Kerala, may not be true. It would, however, not be easy for them to create a counter-narrative against so far the skilful functioning of the BJP. However, a process of realignment, including in West Bengal, the most crucial state for the BJP, cannot be ruled out though the BJP itself is good at winning new political forces. Ends Shivaji Sarkar
Rejoinder to ‘Delimitation: Supreme Court gave last chance to reply’
T
here is yet again a growing apprehension that, the ongoing delimitation process currently underway may be sabotaged and become a dead duck and meet the same fate as the delimitation of 2008 with a presidential notification on the 8th February 2008, on the ground that it would cost tribal disharmony and ongoing peace talks. Delimitation in Nagaland happened only in the year 1964 and 1974. It is not a household word as people keep themselves busy and worried on life intricacies and problems. It is pertinent, therefore to bring the word and its meaning for the consummation of general people. Unless we Nagas specially the intellectual, politicians and students wake up from deep slumber, the strength of the Nagaland Legislative Assembly will never grow. Delimitation literally means the act/the process of fixing limits or boundaries of territorial constituencies/assembly of a country/state to represent changes in population. Article 82 enacts the delimitation after every census. Under Article 172, states get divided into territorial constituencies after delimitation act. Following the delimitation act commissions are constituted by parliament. There have been five delimitation acts after 1971 census followed by 1981, 1991, 2001 and 2011. The Indian parliament enacted delimitation law after 2001 census following which the delimitation commission was appointed in the year 2002. The process was completed by January 2008. It needed only centre’s notification for approval and implementation. What happen next has been described above in regard to its cancellation. Prominent personalities against the motion for delimita-
tion that led to the cancellation and the part they played, may preferably be mentioned here for general awareness and caution. Dr. Mandretta was appointed as an adviser to the delimitation commission from 2002-2008 till the exit of delimitation process. Nagaland as the second oldest state after Assam was included into delimitation of the four north eastern states namely – Assam, Nagaland, Manipur and Arunachal Pradesh. Dr. Manderatta as an advisor opined that there was an apprehension over the use of 2001 census and also the negative impact over the centre’s move to club the northeastern states with Jammu and Kashmir by taking advantage in the backdrop of unrest in the region. It is an irony that Dr. Manderatta former advisor venomous ploy must have contributed a lot to the cancellation of 2008 delimitation. He has now resurfaced again with his usual hatred against the delimitation over the centre’s order setting up a delimitation commission on the 6th March 2020 for Nagaland. He has called the notification as evolution of representation of the people’s act 1950. He has invoked again the presidential notification of 8th February 2002 but he has only tugged out carcass because the presidential notification on 28th February 2020 has resented the earlier order. It is futile to dwell further on the legal intricacies and legal shenanigans. It is sad not only the like of prominent personality like Dr. Manderatta, it is a woe too strong to have opponents from Supreme Court advocating against the delimitation. It is suffice to say here that the hidden secrets that the enemies of the downtrodden Nagas will one day tumble out but that also for the posterity to
declare this if this issue becomes a legal matter to fight with in the court. This referred to the eminent Supreme Court judges comprising of chief Justice Bobde, Justice A.S. Bopana and Justice V. Rama Subramaniam who has tagged in an observation to the earlier petition against the delimitation act of 2008. If such prominent personalities as a representative of the Supreme Court are inclined to disfavor the delimitation on the ground of law and order, disturbance to tribal equilibrium and ongoing peace talk. It is hoped that they have passed this observation simply for the sake of a casual rhetoric and a comment. It is worthwhile again to mention the observation and stiff opposition of chief minister of Manipur Shri. Biren Singh who object to the use of 2001 census on the ground describe above. It may humbly be cautioned against those stakeholders whose interest is to declare a cancellation of the center’s order for delimitation that should this process become a dead duck like the previous one their secret and the part they played will be most vigorously investigated. To support and to substantiate the arguments laid down in the shortest representation Nagaland population extract are enclosed herewith in annexures. The annexures are by themselves self explanatory. The coronavirus pandemic has affected every aspect of life for people on this planet earth and countries are trying their best to combat the virus and to build up their economies. Health care and climate issues have become a major source of debate for big nations and policy makers, where there are conflicting views as to how the world can carry forward. While so, in our state of Nagaland, there seem to be no respite even as the virus continues to infect irrespective of age, status and health. Even in the midst of such a situation, people are being taxed from every corner as if money grows on trees and is readily available. There are many families who are unable to pick up the pieces of their lives ever since the pandemic invaded our state. Except for the salaried persons, the rest of our society is dependent on small business outlets or agrarian activities which do not really improve the state economy. So much can be said about our state where one finds no improvement inspite of such big promises made for change. People are crying in frustration, poverty and helplessness and one cannot pin all these on the government. However, the government needs to get the best think tanks (real experts) and get the state out of the pathetic situation that it has been subjected to. There is need for proper re-planning for the people to get back on their feet and to go beyond these hurdles. A state that is dependent on the centre can never progress unless the people and leaders wake up from our dependency habit. Connectivity with ASEAN a priority for India, says Modi

NEW DELHI, NOV 12 (PTI ): Prime Minister Narendra Modi on Thursday said enhancing all kinds of connectivity, including in social, digital and financial spheres, with the 10-nation ASEAN grouping is a major priority for India. He made the remarks at a virtual summit between India and the ASEAN. “We believe a cohesive and responsive ASEAN is needed for security and growth for all in the region,” Mr. Modi said. He also said that there are many similarities between India’s ‘Indo-Pacific Oceans Initiative’ and ASEAN’s ‘Outlook on IndoPacific’. “Enhancing every type
of connectivity between India and ASEAN — physical, economic, social, digital, financial, maritime -- is a major priority for us. In the last few years, we have come close to all these areas,” he said. The Association of Southeast Asian Nations (ASEAN) is considered one of the most influential groupings in the region, and India and several other countries including the US, China, Japan and Australia are its dialogue partners. The summit is taking place amid China’s aggressive behaviour in the disputed South China Sea as well as in eastern Ladakh. A number of ASEAN countries have territorial disputes with China in the South
China Sea. The 10 member countries of ASEAN are Indonesia, Malaysia, the Philippines, Singapore, Thailand, Brunei, Vietnam, Laos, Myanmar and Cambodia. The ties between India and ASEAN have been on an upswing in the last few years with focus being on ramping up cooperation in the areas of trade and investment as well as security and defence. The ASEAN region along with India together comprises a combined population of 1.85 billion people, which is one fourth of the global population and their combined GDP has been estimated at over $3.8 trillion.
Nitish may take oath as CM on Monday Patna, Nov 12 (PTI): Nitish Kumar may take oath as Bihar chief minister for a fourth successive term next week but the date has not been finalised yet, a close aide said on Thurday. However, speculation is rife in political circles that he will be sworn in on Monday, the day ‘Bhaiyya Dooj’ festival will be celebrated, as it is considered an auspicious day. He will visit the state party headquarters later Thursday to meet the newly elected MLAs and other JD(U) functionaries. Raj Bhavan sources said they have not received any communication about when the swearing-in ceremony will take place. Before he is sworn-in as the chief minister again, Nitish Kumar has to tender his resignation to the governor. The newly elected MLAs of the NDA are yet to meet formally and elect Kumar as their leader. However, with top BJP leaders, including PrimeMinister Narendra Modi, strongly endorsing Kumar as the chief minister, there are no doubts over a fourth straight term for him in the high office.

Working hard to supply S-400 missile systems: Russia
New Delhi, Nov 12 (PTI): Russia on Thursday said it was working “very hard” to advance the supply of the S-400 surface-toair missiles to India even though the delivery of the first batch of the weapons system is scheduled by the end of next year. At an online media briefing, Russian Deputy Chief of Mission Roman Babushkin also said that both sides are working on a mutual logistics support agreement and close to seal a multi-billion dollar deal under which an Indo-Russian joint venture will produce 200 Kamov Ka-226T attack helicopters for the Indian armed forces. Asked whether the Basic Exchange and Cooperation Agreement (BECA) signed between India and the US will have security implications in operation of Russian-origin platforms by the Indian armed forces, Babushkin did not give a direct reply, but said Moscow’s defence ties with India are immune to any “restrictions and foreign interference”. “We are watching quite closely the relations in strategic areas between India and other nations including the US, of course. But at the same time we are absolutely sure that whatever ties India is developing with other

nations, they would not be at the expense of Russia’s interests,” he said. Last month, India and the US inked the landmark BECA agreement that will provide for sharing of highend military technology, geospatial maps and classified satellite data between their militaries. “As far as our defence cooperation with India is concerned, it is immune to any restrictions and foreign interference, because it reflects national interests of both countries and we are proceeding with a great sense of confidence to the future progress in our ties,” Babushkin said. On the S-400 deal, he said: “The deadlines remained unchanged at the moment. The first batch is expected to be supplied
by end of 2021 but we are working very hard for an earlier supply.” In October 2018, India had signed a USD 5 billion deal with Russia to buy five units of the S-400 air defence missile systems, notwithstanding warning from the Trump administration that going ahead with the contract may invite US sanction. In view of the evolving security scenario in its neighbourhood, India recently requested Russia to explore the possibility of advancing the supply of the interceptor-based missile systems which can destroy incoming hostile aircraft, missiles and even drones at ranges of up to 400 km. Last year, India made the first tranche of payment of around USD 800 million
to Russia for the missile systems. The S-400 is known as Russia’s most advanced long-range surface-to-air missile defence system. Babushkin said the Kamov helicopter deal and another one to manufacture 700,000 AK-47 203 rifles in India under a Indo-Russian joint venture were in the final stages of conclusion. In October 2016, India and Russia had finalised a broad agreement to set up joint venture between Hindustan Aeronautics Ltd (HAL) and two Russian defence majors for procuring 200 Kamov Ka-226T choppers for Indian armed forces. According to the understanding, 60 Kamov226T helicopters will be supplied to India in fly-away condition, while 140 will be manufactured in India. Russia had agreed to ensure transfer of technologies to India as part of the pact. India and Russia finalised the deal for manufacturing AK-203 rifles during Defence Minister Rajnath Singh’s visit to Moscow two months back. On the Mutual Logistics Support Agreement (MLSA), Babushkin said it will help in deepening maritime security cooperation between the two countries, particularly in the Indian Ocean Region.

New Delhi, Nov 12 (PTI): The Delhi High Court Thursday allowed the AAP government to reserve 80 per cent of ICU beds for COVID-19 patients in 33 private hospitals, saying the situation in the national capital is fairly dynamic and cases of coronavirus are spiralling. A bench of Justices Hima Kohli and Subramonium Prasad allowed the appeal of Delhi government challenging a single judge’s interim order staying the government’s decision to reserve 80 per cent ICU beds. The high court vacated the stay order passed by the single judge and listed the matter for further hearing on November 26 before the single bench and till then the reservation of 80 per cent of ICU beds will continue. The high court was hearing a plea by the Delhi government urging it to empower it to enforce reservation of 80 per cent of ICU beds for COVID-19 patients in 33 private hospitals at least for 15 days in view of the rise in the number of cases.

At the meeting, ANPSTA said they were not given “a reasonable solution” and directed them to go ahead with offline exam that would “put the life of students and lecturer at risk.” It said that the department dept on the next day (October 22) issued exam notifications that the exam would be held from on November 12-20 leaving the trainees with no option but to go ahead with it. However, ANPSTA said that the department again issued another notification on November 9, 2020 informing that the exam was rescheduled without giving any reason and date to conduct the exam. The association stated that some students, who were planning to go for further studies, were unable to
do so due to the delay. Meanwhile, the association has urged the department to arrange all accommodation and transportation for trainees so as to maintain all SOP guidelines and avoid contracting COVID-19. ANPSTA asserted that the department must fully be held responsible in case any trainees contact COVID-19 during the course of exam as the department failed to hear the plea of the trainees from all 10 institutions.

ANPSTA through its media cell stated that a letter was submitted to SBTE on September 7, 2020 and October 4, 2020 for early notifications of exam and seeking online mode of examination. However, ANPSTA said the SCERT not only failed to respond, but also did not issue any notifications regarding the exam. The association stated that the members, therefore, had an informal meeting with SCERT director on October 21, 2020 and shared all the genuine grievances.

NEW DELHI, NOV 12 (PTI): Finance Minister Nirmala Sitharaman on Thursday announced a new job creation scheme by giving subsidy to those establishments that make new hires. The subsidy would be to cover for retirement fund contributions by employees as well as employers for two years, she said. Employees contribution (12 per cent of wages) and employer’s contribution (12 per cent of wages) totalling 24 per cent of wages would be given to establishments for two years, she said. Under the Aatmanirbhar Bharat Rozgar Yojana, every Employees’ Provident Fund Organisation (EPFO) registered establishment taking new employees would get this subsidy. The scheme will cover any new employee joining employment in EPFOregistered establishment on monthly wages less than Rs 15,000. It would also cover

Abu Dhabi, Nov 12 (AP): The US special representative for Iran insisted Thursday a pressure campaign of sanctions targeting Iran would persist into the administration of Joe Biden, even as the president-elect has pledged to potentially return America to Tehran’s nuclear deal with world powers. Manila, Nov 12 (IANS): Typhoon Vamco, the third powerful cyclone to batter Philippines in 11 days, made landfall, unleashing fierce winds and intense rains that triggered landslide, rockslide and flash floods in regions ravaged by Super Typhoon Goni early this month. Vamco also felled trees and caused a massive power outage in large parts of Manila and many provinces on Wednesday night, Xinhua reported. At least one man died due to the typhoon, and three fishermen were reported missing, the country’s disaster agency said. Many areas in Metro Manila and provinces in the Bicol region, as well as in the central Luzon and northern Luzon, were inundated, state-run People’s Television

ollywood actor Asif Basra (53) allegedly committed suicide on Thursday at his palatial rented residence in this Himachal Pradesh town where he was staying for nearly four years, the police said. He committed suicide by hanging himself with a leash of his pet dog, Superintendent of Police Vimukt Ranjan told IANS. As per the police, just before the alleged suicide, he had returned from a stroll in the locality along with his dog. No suicide note has been recovered. It has been learnt that Basra, who was under depression, was staying here with a British woman. TOKYO, NOV 12 (AGENCIES): Athletes arriving in Tokyo for next year’s Olympic Games, postponed from 2020 because of the coronavirus pandemic, will be exempt from the 14-day isolation period Japan has imposed on anyone arriving from overseas to help stop the virus spreading. Olympic organisers said on Thursday details still need to be worked out, but measures for athletes are likely to include coronavirus testing within 72 hours before arriving in Japan. But they warned decisions on spectators from overseas have yet to be made, saying a 14-day quarantine was “impossible”.
“Athletes, coaches and Games officials that are eligible for the Tokyo Games will be allowed to enter the country, provided significant measures are made before they get to Japan,” Tokyo 2020 Chief Executive Officer Toshiro Muto told a news conference. Muto was speaking after a meeting between officials from the Tokyo Metropolitan Government, the national government and Tokyo 2020 organisers on infection prevention procedures during the Games. He said a decision on foreign spectators would be made next year, depending on pandemic developments. “By next spring, we will
be coming up with a plan for spectators, including nonJapanese spectators,” he said. “It is impossible to set a 14-day quarantine period for foreign spectators, so tests before and upon arrival are needed.” Japan has held several recent test events, including a four-nation gymnastics meet last weekend, in which spectators have been admitted, but these were limited to residents of Japan. International Olympic Committee head Thomas Bach is due in Japan for a three-day visit next week, at which Muto said he expected details of coronavirus counter-measures would be ironed out.
Williams F1 team boss tests positive for COVID-19 LONDON, NOV 12 (AGENCIES): Williams’ acting principal Simon Roberts tested positive for COVID-19 on Wednesday and will miss this weekend’s Turkish Grand Prix, the Formula One team said. Williams, last in the championship with four races remaining, said Roberts had not travelled to Istanbul or been in close contact with any other members of the race team. He had been negative on Monday but tested again after showing minor symptoms. “Simon is feeling otherwise well but will now isolate for the required 10-day period as per UK national guidelines whilst supporting trackside operations remotely this weekend,” the team said. “Dave Redding, Team Manager, and Chief Engineer of Vehicle Design, Adam Carter, will assume his responsibilities on the ground in Turkey.” Roberts has been acting principal since September after the British team were sold to U.S.-based Dorilton Capital and the founding family departed. Clarke left his job as head of the FA on Tuesday after using “unacceptable” language when referring to black players. He had intended to continue in his position as Uefa’s representative on the Fifa Council but has now resigned. The decision comes after a phone call between Clarke and Uefa president Aleksander Ceferin. No alternative but for Clarke to resign from FA Southgate Clarke used an offensive term in reference to black players when he appeared in front of a UK government select committee. referring to gay players making a “life choice”, the different career choices of people from black and Asian communities, and a coach telling him young female players did not like having the ball hit hard at them. Clarke was elected as a vice-president of football’s world governing body in February 2019. On Wednesday he told BBC Sport he would stay
on in that role until March 2021 at the request of Ceferin, in order to protect the European governing body’s voting rights until then. Neymar enjoyed a successful spell at Barca between 2013 and 2017 before joining Paris SaintGermain for €222 million, a world record fee. But according to Span-
ish newspaper El Mundo, an inspection from the tax office in Spain showed Barcelona “did not make the appropriate reductions when paying Neymar’s taxes, according to an inspection carried out on Barcelona which lasted until 2015”. The tax office in Spain calculates Neymar benefitted from “unfair enrichment”, the report added. A Barcelona source confirmed to AFP the club will
now seek to reclaim the amount they are owed. Neymar has more unpaid tax with the Spanish authorities than any other person, with debts of €34.6 million, according to an official document released in September. Spain’s fiscal authorities are also reportedly investigating two of Neymar’s transfers, including his arrival at Camp Nou from Brazilian team Santos in 2013 and his historic switch to PSG four years later. In between, Neymar also signed a new contract with the Catalans in 2016, featuring a €26-million loyalty bonus that Barca refused to pay after he left for the Parc des Princes. A Spanish court ruled in favour of the club in June and told Neymar to pay €6.79 million to Barcelona. Despite their legal disputes, Barca have made several attempts to re-sign Neymar. Earlier, his lawyer Matias Morla said the 1986 FIFA World Cup winner was feeling well after overcoming “maybe the toughest time of his life”. “What is needed now is for him to be with his family and surrounded by health professionals,” Morla said. Maradona’s personal doctor, Leopoldo Luque, posted a photo on Instagram showing the former Napoli star in seemingly good spirits with a bandage on the side of his head where the surgery took

B E R L I N, N OV 1 2 (AGENCIES): Team owners and the NBA players’ association have agreed on a shortened season to allow players from the world’s best league to compete in next year’s Tokyo Olympic Games, International Olympic Committee President Thomas Bach said on Wednesday. “The owners of NBA teams have agreed with the players’ association on an early and shortened NBA season starting on Dec. 22,” Bach told a news conference. “This will allow the best basketball players to play at the Olympic Games in Tokyo. “This is what the players want. This is what the movement wants and may National Olympic Committees want very much. It is excellent news.” The Tokyo Games were due to be held in 2020 but were postponed to start in July 2021 because of the COVID-19 pandemic.

The 16-team tournament is scheduled for OctoberNovember next year. Apart from Test playing nations Afghanistan, Australia, Bangladesh, England, India, Ireland, New Zealand, Pakistan, South Africa, Sri Lanka and West Indies, the tournament will also feature its newest qualified member Papua New Guinea besides Namibia, Netherlands, Oman and Scotland. “As of now, the original plan to hold the tournament in India stays in place,” said an ICC spokesperson. SAI releases Rs 5.78 crore allowance for Khelo India athletes

New Delhi, Nov 12 (PTI): The Sports Authority of India (SAI) has disbursed funds to the tune of Rs 5.78 crore as an Out of Pocket Allowance (OPA) for 2783 Khelo India athletes (KIAs) for the months of October and November. The OPA (Rs 1.20 lakh annually) has been transferred directly to the athlete’s bank account, whereas the rest of the amount is spent on the athlete’s training, food, lodging and education at the Khelo India Academy. According to SAI release, the amount also includes expenses towards travel to hometown, dietary charges while stationed at home and other miscellaneous expenses incurred by the athletes. The funding has been done as per the Khelo India Talent Development (KITD) Scheme. Athletes from 35 States and Union Territories across 24 sporting disciplines have been able to avail the OPA scheme. Meanwhile, a total of Rs 45.4 lakh for the months of October and November has been disbursed to 227 rural athletes as a part of the ‘Khelo India Scholarship’ for the promotion of indigenous sports, the release also stated.

The ICC T20 World Cup was scheduled in Australia in October-November this year but had to be postponed to 2022 owing to the COVID-19 pandemic.
