hands over 3-storied ‘patient If tested, India will give ‘prachand jawab’: PM KABC attendant’ guest house to NHAK
LO N G E WA L A / JA I S ALMER (RAJASTHAN), NOV 14 (PTI): Delivering an unambiguous message to India’s enemies, Prime Minister Narendra Modi on Saturday asserted that it will give a “prachand jawab” (fierce reply) if provoked, as he flew to Longewala Post to celebrate Diwali with soldiers, a tradition he has been following since assuming office in 2014. Addressing soldiers at the forward post, which has become a part of military legend after troops here successfully thwarted numerically higher Pakistani forces in the 1971 war, Modi took a swipe at China without naming it, saying the world is troubled by “expansionist forces” and expansionism shows a “distorted mindset” that belongs to the 18th century. India has become a forceful voice against forces of expansionism, he said and also took aim at Pakistan, adding that Indian soldiers have hit “sponsors of terrorism” in their home, a reference to air and surgical strikes against terror camps in the neighbouring country. “No force in the world can prevent our brave soldiers

He said India today believes in the policy of understanding others and making them understand but if it is tested, then it will give a fierce reply. The country has the capability and political will to give a befitting response to those who challenge it, Modi added. He also underlined the importance of having strong capability, saying despite advanced international cooperation and equations, vigilance is the path to security, alertness leads to happiness and peace is the prize of having strength. “History of the world tells us that only those nations have remained safe and advanced who had the ability to take on invaders,” he said, adding that 130 crore Indians stand with the country’s soldiers and bow to their bravery. “They are proud of your valour,” he told the soldiers, saying their bravery has got the better of all

Later, in his address to Air Force personnel in Jaisalmer, Modi said the strength of India’s forces is such that whenever “someone casts an evil on us”, our soldiers have the courage to give them a reply in the same language. “These are the things that make India’s forces more credible in the eyes of the world. Today, Indian forces are conducting military exercises with big countries of the world. We are having strategic partnerships against terror. 5.2 magnitude quake jolts NE
DIMAPUR, NOV 14 (NPN): Diwali was celebrated in Dimapur on Saturday amidst COVID-19 situation and ban on firecrackers throughout the state. The state government had prohibited sale and use of fire crackers in all parts of the State from November 10, 2020 to January 31, 2021 considering the potentially harmful effects of bursting of fire crackers. However, despite state-wide ban on use/sale of fire crackers, people in some localities started bursting crackers by evening. Meanwhile, devotees offered prayers, lighted diyas and candles to mark the festival of light. On the occasion, people also visited temples following safety guidelines.
Though this year’s Diwali was more sombre, some residents expressed dismay that there were people who defied the ban on sale/ use of firecrackers. Recalling the glorious battle of Longewala, Modi said it will always be remembered in the annals of strategic planning and military valour. He said this was the time when the ugly face of Pakistan was exposed as its army was terrorising innocent citizens of Bangladesh and committing atrocities against women. “Pakistan opened the front on western border to divert the global attention but our forces gave them a befitting reply,” he said at the Longewala post. He also laid a wreath at the war memorial at Longewala. Modi has been visiting forward posts every Diwali since his government came to power in 2014. While the Indian forces are capable of making the enemies tremble, they are also at the forefront to help people in times of disasters, he said. Modi lauded the role played by Air Force and Navy in rescuing people who were stranded in other countries due to the COVID19 pandemic. “Our Air Force was at the forefront in rescuing people from Wuhan (China). There were some countries that left their people stranded in Wuhan, but we not only rescued our people but air force personnel also helped citizens of other countries,” he said. The greatest impediment in the modernisation of the army and in achieving self-sufficiency in military equipment have been age old processes, Modi said, adding that continuous work is being done for simplification of these processes and recently some major improvements have been made. BJP will form BTC: Himanta
Himanta Biswa Sarma
SALAKATI (ASSAM), NOV 14 (PTI): Assam Health minister Himanta Biswa Sarma on Friday exuded confidence that the BJP would form the Bodo Territorial Council after winning the upcoming election in Bodo Territorial Region in lower Assam. Addressing an election rally at Salakati in Kokrajhar district, Sarma said: “this time there will be a BJP government at Kokrajhar because the people of this region has decided for speedy development of this region with good governance.” Sarma slammed the Hagrama Mohilary-led BPF party that was part of the BJP-led alliance here, for allegedly not being able to solve the issues related to the people of this region despite having
been in power for the past 15 years. “If people vote for the BJP to form the next government then the BJP will fulfil the burning problems of the people of this region like job card, land issues, etc,” Sarma said. Elections to the Bodo Territorial Council would be held by December 15. He further said that the BJP is clear on its stand on zero tolerance to corruption at all levels of governance and hence, every allegation and charge of corruption will be strictly and strongly investigated by the authority concerned. “There have been allegations of large-scale misappropriation of funds during the rule of BPF under Hagrama Mohilary. The council need to change to end favouritism, ensure
safety and security of the people and all-round development,” Sarma said. The minister alleged “Mohilary and other BPF leaders looted crores of rupees from central fund meant for development of the region in the last 15 years. Within a short period we are going to disclose how much funds we have provided to the Council in the last several years.” “We have a BJP led government in Delhi and in Dispur. What BTR needs is a BJP led council for growth,” said BJP State president Ranjit Dass while addressing the poll rally. The BJP for the first time is contesting 26 seats and supporting an independent candidate from Srirampur constituency in the BTR polls, he said. BTC has 46 seats with 30 reserved for Scheduled Tribes, 5 for non-tribal communities, 5 open for all communities and 6 nominated by Governor of Assam from the unrepresented communities of the region. Dass also said that the BJP was committed to ensure equal rights for all communities living in the region. The rally was organised by BJP for Kabita Basumatary , the party candidate from Salakati constituency.

Evolution of democracy
W
hat is clearly evident today is that prime minister Narendra Modi is the unchallenged political leader of the country, a feat that was earlier only achieved by late Indira Gandhi. Of course Pandit Jawaharlal Nehru was the unchallenged leader of a free India but he was accepted by Indians throughout and not solely as head of a dominant political party. It would also not be incorrect to point out that winning elections is not everything in democracy. Many past leaders like Nehru or Indira Gandhi had won successive elections. They reigned supreme in the absence of politicians with a pan-India image to challenge them. However, it must also be added that Nehru and Indira worked within the realms of what is known as the Lakshman -Rekha of Indian politics. They may have practised vote bank politics or attempted to appease the weaker sections of society; but these were meant for winning elections. Beyond this, both were accommodating, democratic and accepted dissent and criticisms as part of Indian democracy. After Vajpayee and especially in the post-2014 period, the BJP itself has undergone a sea change from being a political party into an ideological entity. It has been pitching for a nationalistic fervour and projecting Modi as the only leader who can be trusted to lead India. The electorate do not necessarily subscribe to the any particular ideology. However the rise of Modi has brought up a totally different brand of politics. It is not about the idea of India but the ideology of India. Indian electoral politics is about religion, caste and economics with the former two playing a more dominant roles in shaping the electoral fortunes. Modi’s electoral triumph embodies an alternative idea of India: soaked in a hard nationalism and an unapologetic espousal of Hindu identity wrapped within a more efficient welfare state. Modi has followed the marketing strategy of fast-moving consumer goods and sold himself as the biggest brand of development politics. In every election, the focus is about development versus terrorism. It is a persistence with selling the idea of Hindu majority being threatened by internal and external enemies. He has gone beyond ‘regulation Hinduism’ to a muscular version of resurgent neo-Hinduism. Thanks to another persistent and also brilliant strategy of making news through the “unblinking eye” of largely tamed television, the insanity of social media and the endless WhatsApp forwards, Modi has become symbolised as a presidential prime minister. The absence of a strong opposition has caused a void where the aggressive rebranding of politics has also resulted in evolution of perception among voters. Voters have increasingly become consumers of branded products. So, catching and connecting with voters has become vital. The Bihar election was also another example of the inability of the rainbow coalition of opposition parties in being able to play under the new rules of the game of politics. The opposition can be faulted for overestimating their winnability and underestimating the BJP/NDA’s determination to win at any cost. The institutional referees who would have ensured fair play is being missed and this has become more pronounced and which should be a worry for Indian democracy.
DailyDevotion Discovering Divine Design
As for me, being on the way, the Lord led me… —Genesis 24:27 We should be so one with God that we don’t need to ask continually for guidance. Sanctification means that we are made the children of God. A child’s life is normally obedient, until he chooses disobedience. But as soon as he chooses to disobey, an inherent inner conflict is produced. On the spiritual level, inner conflict is the warning of the Spirit of God. When He warns us in this way, we must stop at once and be renewed in the spirit of our mind to discern God’s will (see Romans 12:2). If we are born again by the Spirit of God, our devotion to Him is hindered, or even stopped, by continually asking Him to guide us here and there. “…the Lord led me…” and on looking back we see the presence of an amazing design. If we are born of God we will see His guiding hand and give Him the credit. We can all see God in exceptional things, but it requires the growth of spiritual discipline to see God in every detail. Never believe that the so-called random events of life are anything less than God’s appointed order. Be ready to discover His divine designs anywhere and everywhere. Beware of being obsessed with consistency to your own convictions instead of being devoted to God. If you are a saint and say, “I will never do this or that,” in all probability this will be exactly what God will require of you. There was never a more inconsistent being on this earth than our Lord, but He was never inconsistent with His Father. The important consistency in a saint is not to a principle but to the divine life. It is the divine life that continually makes more and more discoveries about the divine mind. It is easier to be an excessive fanatic than it is to be consistently faithful, because God causes an amazing humbling of our religious conceit when we are faithful to Him.

Post-mortem
What direction will progressive politics take in America? D e m o c r a t s h av e abandoned predominantly white working class, are too focused on centralised solutions. Both bode ill for progressive politics in a divided nation. Progressives around the world celebrate the passing of the Trump presidency. Donald Trump introduced a deep poison into the public discourse by legitimating racial hatred and fear. He cynically weaponised the US’s deep historical wounds for political gain, gamely assisted by a Republican Party devoid of any scruple save clinging to power at all costs. But the narrowness of Joe Biden’s victory has left progressives in no doubt as to the scale of their task. What direction will progressive politics take in America? The narrowness of the victory means that we need to diagnose the progressives’ malaise. First, the Democratic Party elite has tragically abandoned the predominantly white working class and indeed, treat the latter with contempt. Thus a CNN election anchor derisively refers to working people as “Johnny Lunch Bucket”. This election was won in metropolitan suburbs where white-collar workers, many being racial minorities, turned their back on the racist, misogynist incumbent. These suburbanites, service sector workers with middle-class aspirations, form the bulk
of the Democrats base along with working people of colour and young people mobilised by activism. But unlike the latter, these suburbanites are hardly a stable force and shift between both parties, often on cultural issues. They are no replacement for the solidly Democratic and now-lost union base. The liberal establishment — in the media, the universities, and the business world dominated by finance — did not conceal its contempt for the white working class whom they see as parochial, locked in an anti-modern racism. Yet many white working people in what Michael Moore called the Brexit States, voted twice for Barack Obama before throwing their anti-establishment anger behind Trump before switching back to Biden. The liberal elite’s stereotyping of the white working class as irretrievably racist (Hillary Clinton’s “a basket of deplorables”) is actually a dodge. It enables them to avoid their own failings in addressing America’s altered economy and shifting class structure. White working-class racism is, of course, a reality, but it is also in large measure a reaction to elite disdain. And there is a geography to that disdain. Elites, white-collar workers, and minorities reside for the most part in cities within red (Republican) states or along the blue (Democrat) coasts. The expansion of
urban areas in the tech/research urban economies of Houston and Dallas (TX), Atlanta (GA), Phoenix (AZ), and Durham (NC) — southern states — outside the coasts, is, along with substantial minority turnout, in large measure responsible for putting Biden in the White House as independents flipped. Yet much of America remains rural, poor, and white, and these voters are given special privilege by the American political system. With the Electoral College (EC) is composed of representatives from a particular state, and each state is given two senators irrespective of its population, the fact that each state’s average rural population is 35 per cent, well above the national average of 25 per cent, means that these rural voters have disproportionate representation. Wyoming (population 5,80,000) sends has as many Senators as California, (population 39.5 million). This substantial skew lies behind the coastal elite’s scorn for the EC — they see it as disenfranchising them. This is the second element of the progressive malaise: Their focus on centralised solutions to the country’s problems. No doubt the EC could use updating. Yet progressives miss the message of the EC’s design: There is no America, only the United States. The illusion created by the singularity of the of-
fice of the president, fuelled by a national media staffed by cosmopolitan elites, is that there is some political entity called “America”. All nations are imagined communities of course, but some are more imagined than others. There might be a cultural and even an economic entity called America, but no directly elected political unit corresponds to this name. The president is not directly elected by a popular national vote. America is not a political constituency; its component states are. The presidential election is not one but 50 different elections because American is irreducibly a federation. The EC’s design indicates that the basic political unit is not the individual voter but the individual state, each complete with its own flag, constitution, and state supreme court. Each state can raise its own income tax and sets its own rules for registering corporations. Needless to say, there are substantial national components to the American state formation that have grown over time and been subject to heated debate, including a civil war. But the net result is tremendous potential policy space for individual states. Rather than leverage this federal space, American progressives unswervingly focus on the presidency and the federal government. As such, they can only read the EC as an archaic
institution sullied by the historical calculations of ex-slave-owning states. Yet the outrage that meets the fact that Democratic presidential candidates lose even while winning “the popular vote” misses the point. It labours under the illusion of a unified, American constituency utterly ignoring the fact that the route to federal power lies through the states. This is why the US Senate is almost more like the General Assembly of the United Nations than the upper house of a unified polity. The Senate has to confirm every appointment the president makes, even her own cabinet. Even though it has grown over the years, federal power is meant to be extremely limited, the checks-and-balances system almost geared for gridlock precisely so that real power defaults back to the most salient political unit, the states. Part of the progressive’s focus on central power is the legacy of the civil rights movement, where the appropriate tactic was to use the power of the federal government to bring recalcitrant states into line with modern values. But over the years this morphed into a moralisation of what ought to be merely tactical so that progressive equals central and regressive equals devolved powers. What was true only for the cause of civil rights became cemented into the progressive imagination
more generally. Tactically limited in this way, progressives lost out to conservatives who played both state and federal politics. The inverse impulse became true for poor and working-class whites in the states, so that anything coming out of the federal government was read as an imperialist imposition by distant elites even if it was something generally beneficial like healthcare. This, of course, is how the grammar of right-wing populism was formed. What progressives ought to realise is that in a deeply divided nation, there can be no centralised solutions that do not entail one half of the nation imposing its views on the other. By insisting that all roads lead to DC, progressives participate in their own typecasting as elitist, top-down centralisers. By harping on about the archaic nature of the EC, they miss the opportunity to fully leverage America’s substantial federalism. The solution to national division and diversity is to let people arrive at their own solutions at the state level. With purported liberal states striking down pro-worker resolutions, and so much work to do around police reform, progressives ought to perhaps start by making blue states great again. way toward clarifying the origins of this pandemic, even if certainty continues to elude us. The means are just as important as the goals. An investigative process should be transparent, collaborative, international, and, to the extent possible, devoid of political interest. Recent, productive scientific collaborations between the United States and China, for example, provide hope that such a process can be achieved. But the kind of effort required will need to expand far beyond what’s taken place so far, and nations other than the United States and China will need to be involved. Conflicts of interest by researchers, administrators, and policymakers on all sides must be revealed and addressed, and all relevant global constituencies must be included. Both the World Health Organization and The Lancet COVID-19 Commission (6) have hinted that they have taken some first steps, but their efforts so far have been cloaked in secrecy (7,
8). A deliberative process for investigating the origins of this pandemic must be representative of all relevant disciplines, expertise, and stakeholders; must achieve political neutrality, scientific balance, and access to all relevant information and samples; and must operate with transparency and independent oversight. Without these features, it will not be credible, trustworthy, or effective. A more complete understanding of the origins of COVID-19 clearly serves the interests of every person in every country on this planet. It will limit further recriminations and diminish the likelihood of conflict; it will lead to more effective responses to this pandemic, as well as efforts to anticipate and prevent the next one. It will also advance our discussions about risky science. And it will do something else: Delineating COVID19’s origin story will help elucidate the nature of our very precarious coexistence within the biosphere. David A. Relman
Reader’s Post All for a good reason Sir, Throughout this year, the pandemic has kept everything on hold or to be done in moderation by following all SOPs. Many festivals and activities which otherwise take prominence in our society have been conducted in subdued manner or some not at all. It may have been disappointing for many to have missed the festive occasions with community members but at the end of the day, all these has been done for our own good. Even with so much precautions being taken against the pandemic, it has relentlessly attacked many and does not seem to abate in the least. The promise of a vaccine is taking time and even if developed, when would it reach the common and poor people. PM has promised that every Indian will be vaccinated and none would be left out. In the meantime, all we can do it to continue praying earnestly. On the other hand, we can use this time to celebrate any occasion with close bonding of family members and thanksgiving to God for His mercies and His better judgment. India stresses on territorial integrity at EAS
New Delhi, Nov 14 (PTI): In an oblique message to China, India on Saturday expressed concern over “actions and incidents” that “erode” trust in the South China Sea, and underlined the importance of adhering to international law, respecting territorial integrity and sovereignty. In an address at the 15th East Asia Summit (EAS), External Affairs Minister S Jaishankar also talked about the Indo-Pacific and noted the growing interest in the region as an integrated and organic maritime space with 10-nation ASEAN at its centre. The external affairs minister, referring to recent announcement of policies by several countries for the Indo-Pacific region, said that harmonising various perspectives would never be a challenge if there is commitment to international cooperation. The summit, held in the virtual format, was chaired by Prime Minister of Vietnam Nguyen Xuan Phuc in his capacity as chair of the ASEAN and all the EAS member nations attended it. India is generally represented at the summit by the prime minister. In his address, Jaishankar also underlined the need for greater international
Mehbooba Mufti asks India, Pak to initiate dialogue

S r i nag a r , N ov 1 4 (PTI): Peoples Democratic Party (PDP) president Mehbooba Mufti on Saturday asked India and Pakistan to rise above their political compulsions and initiate dialogue, saying it was sad to see mounting casualties on both sides of the Line of Control (LoC). Mufti’s remarks came after the two countries traded heavy fire on the LoC following ceasefire violations by Pakistan on Friday. The firing resulted in loss of lives on the both sides. Mufti sought restoration of ceasefire that was agreed upon and implemented by former PM A B Vajpayee and ex-Pakistan president Gen Pervez Musharaf. “Sad to see mounting casualties on both sides of LoC. If only Indian and Pakistani leadership could rise above their political compulsions and initiate dialogue. Restoring the ceasefire agreed upon and implemented by Vajpayee ji and Musharaf sahab is a good place to start,” she said in a tweet.

cooperation in the postCOVID world to tackle the challenges cutting across national boundaries such as terrorism, climate change and pandemics, the Ministry of External Affairs (MEA) said. The East Asia Summit is a premier forum in the Asia-Pacific region dealing with issues relating to security and defence. Since its inception in 2005, it has been playing a significant role in the strategic, geopolitical and economic evolution of East Asia. Apar t from the 10 ASEAN (Association of Southeast Asian Nations) member states, East Asia Summit includes India, China, Japan, Republic of Korea, Australia, New Zealand, United States and Russia. The MEA said Jaishankar re-affirmed the importance of the EAS as
the leaders-led forum to exchange views on strategic issues and spoke of the “importance of adhering to international law, respecting territorial integrity and sovereignty, and promoting a rules-based global order”. His comments on the need for respecting territorial integrity and sovereignty came in the midst of the bitter border row between India and China in eastern Ladakh and Beijing’s increasing expansionist behaviour in South China Sea and Indo-Pacific. “On the South China Sea, the external affairs minister expressed concern about actions and incidents that erode trust in the region,” the Ministry of External Affairs said. China claims sovereignty over all of the South China Sea, a huge source of hydrocarbons. However,
Fresh young faces likely to cabinet berth in Bihar
PATNA, NOV 14 (IANS): Speculation has intensified across the media and political circles over the formation of the National Democratic Alliance (NDA)-led government in Bihar as well as the new ministerial cabinet formation from the ruling coalition of Janata Dal (United)-Bharatiya Janata Party. After the NDA returned to power in Bihar, it is certain that JD-U’s Nitish Kumar will once again become the Chief Minister of Bihar for the fourth term, while many new young faces are also expected to get cabinet berth this time. In the recent Bihar Assembly polls, the BJP won most seats in the NDA emerging as the second-largest party in the state after the Rashtriya Janata Dal (RJD). However, BJP’s ally JD-U’s seat tally came down this time. This is the reason the BJP is likely have a greater say in the cabinet formation than the JD-U. The BJP won 74 seats in the recent Bihar elections, 21 more than its 2015 tally, while JD-U’s numbers came down drastically from 71 in 2015 to 43 this time. Four MLAs each from the other NDA allies -- Vikassheel Insaan Party (VIP) and Hindustani Awam Morcha (Secular) -also emerged victorious. According to close NDA sources, no formula has been decided yet by the ruling coalition on the num-
ber of leaders likely to be part of the new cabinet but it is certain that many young faces would be infused in the state cabinet. The exact number of ministers from the JD-U and the BJP is still to be disclosed. However, it is confirmed that both the VIP and HAM (S) will occupy one ministerial berth each in the new Bihar government. Former Bihar Chief Minister and HAM (S) Chief Jitan Ram Manjhi, however, has made it clear that he is out of the race for a cabinet berth. According to the law, a maximum of 36 ministers can be appointed to the 243member Bihar Assembly. As per sources, priority will be given to young faces while taking care of the social and political equations. Bihar BJP leader and former Deputy Chief Minister Sushil Kumar Modi has been making several rounds of New Delhi over the formation of the new NDA government and appointment of the state cabinet. Speculation is rife that Sushil Modi is likely to given the larger responsibility of appointing another name for the post of Deputy Chief Minister. In the just concluded Bihar polls, eight sitting ministers from the JD-U lost, due to which the Nitish Kumar-led party will consider new names for ministerial berths.
several ASEAN member countries, including Vietnam, Philippines and Brunei, have counter claims. In the midst of the coronavirus pandemic, China has significantly ramped up military offensives in the South China Sea in the last few months, triggering global concerns. India has been pitching for promoting a rules-based order in the region including through upholding adherence to international law, especially the UNCLOS (United Nations Convention on the Law of the Sea). “He stated that the Code of Conduct negotiations should not be prejudicial to legitimate interests of third parties and should be fully consistent with UNCLOS,” the MEA said in a statement. On the Indo-Pacific, it said: “The external affairs minister noted the growing interest in the Indo-Pacific as an integrated and organic maritime space, with ASEAN at its centre. He appreciated the synergy between the ASEAN Outlook and India’s Indo-Pacific Oceans Initiative.” He said India was equally positive about the Indo-Pacific policies announced recently by other nations. At the East Asia Sum-
mit in Bangkok last year, Prime Minister Narendra Modi proposed setting up of the Indo-Pacific Ocean’s Initiative (IPOI) to conserve and sustainably use the maritime domain and to make meaningful efforts to create a safe and secure maritime domain. The concept is gaining traction with Japan already agreeing to be the lead partner in the connectivity pillar of the IPOI. Refer ring to the COVID-19, Jaishankar briefed the EAS leaders about India’s response to the pandemic and highlighted India’s efforts to support the international community. He reiterated Prime Minister Narendra Modi’s commitment to help make the COVID-19 vaccine accessible and affordable to all nations. The MEA said the leaders underlined the importance of cooperation in ensuring safe, effective and affordable access to COVID19 vaccines. “They called for greater cooperation in keeping the global supply chains open for an expeditious and sustainable economic recovery. Regional and international issues such as South China Sea, the situation in Korean peninsula and Rakhine state were also discussed,” it said.
Protesting Punjab farmers to observe ‘black Diwali’
The farmers’ day-long talks ended inconclusively in Delhi on Friday.
Chandigarh, Nov 14 (IANS): Amid the continued deadlock between the Centre and Punjab’s farmer unions, the protesting farmers on Saturday announced to observe ‘black Diwali’ against the ‘black’ agricultural laws. Their day-long talks ended inconclusively in Delhi on Friday. “We will light mashals (torches) on Diwali night as a sign of our sangharsh (protest),” a statement by the BKU Ekta (Dakaunda) said. A day earlier, Chief Minister Amarinder Singh welcomed the positive spirit in which the farmers’ unions and the Centre held discussions on the imbroglio over the farm laws and other related issues. Terming it a constructive development, the Chief
Minister said the meeting had, for the first time, enabled the two sides to talk in an open environment and hoped it would pave the way for breaking the stalemate on the issue. The fact that both sides came to the table and agreed to find solutions suggests that they had come to a mutual realisation on the need to find solutions to the prolonged crisis triggered by the farm laws, he said. Citing media reports, the Chief Minister hoped the farmer unions’ internal discussions on November 18, ahead of another meeting with the Central government on November 21, would help identify the concrete ways and means to thrash out the various points raised at Friday’s extensive discussions.
India’s active caseload has shrunk to 4,80,719 NEW DELHI, NOV 14 (PTI): India’s active caseload of COVID-19 has shrunk to 4,80,719, registering a four-day streak of less than five lakh active cases, the Health Ministry said on Saturday. In a statement, the ministry said the share of active cases in the total positive cases has further decreased to 5.48 per cent. “New cases continue their downward slope indicating adoption of COVID Appropriate Behaviour among the population, and effective containment measures by the State/UT governments following guidelines of the Union Government. The daily new cases on an average show a declining trend over the last five weeks,” the statement said. The cumulative national figure is 93.05 per cent. The total recovered cases stand at 81,63,572, and the gap between the recovered cases and active cases that is steadily increasing, presently stands at 76,82,853, the Health ministry said. “With 6,498 persons recovering from COVID-19, Delhi saw the most recoveries in the past 24 hours. Kerala saw 6,201 daily recoveries, while Maharashtra saw 4,543 new recoveries,” it said.
Places of worship in Maha to reopen from Monday: Thackeray
MUMBAI, NOV 14 (PTI): Maharashtra Chief Minister Uddhav Thackeray on Saturday said the places of religious worship across the state, which were shut since the COVID-19 lockdown in March, will reopen from Monday. Thackeray said this in a statement. Extending greetings to people on the occasion of Diwali, he said, “We can’t forget that the demon coronavirus is still amongst us. Even though this demon is slowly fallingsilent now, we cannot be complacent. Citizens need to follow discipline.” “Just like discipline
and restraint were observed while celebrating Holi, Ganesh Chaturthi,Navratri and Pandharpur wari (annual pilgrimage), followers of other faiths also celebrated festivals like Eid, Mount Mary festival by keeping the COVID-19 safety protocol in mind,” he said. The chief minister said that although places ofreligious worship had to be shut during the pandemic, god was taking care of all devotees in the form of doctors, nurses and other health staff. NEW DELHI, NOV 14 (PTI): From development of indigenous vaccines to novel point-of-care diagnostics, India has initiated an integrated response to overcome the unprecedented COVID-19 pandemic, Union minister Harsh Vardhan said on Saturday. Speaking at the 8th BRICS STI Ministerial Meeting held on Friday, Vardhan said India is also hosting clinical trials for all the major vaccines, and about 20 vaccines are in different stages of development. Emmanuel Nzimande, South African Minister of Higher Education, Science and Technology and several other dignitaries from member countries participated in the meeting. Vardhan said more than 100 start-ups have developed innovative products for COVID-19. He said the government has announced a USD 120 million grant for COVID-19 vaccine research. This is being provided for CovidSuraksha (Mission for protection from Covid) and is to be used purely for research and development in this field, he said. “The grant does not cover the actual cost of the vaccine and its distribution expenses, which will be made separately as and when the vaccine is available,” he said. Vardhan said India is also hosting clinical trials for all the major vaccine contenders. Serum Institute of India, the world’s largest vaccine manufacturer, is conducting trials for the vaccine developed by Oxford University, he said. “One of our pharma giants, Dr Reddy’s Laboratories, will distribute the Russian vaccine in India after conducting final-stage human trials and receiving regulatory approval,” the minister said. Vardhan said India will actively contribute in implementation of BRICS STI Calendar of Activities 2020-21 and support continuation of scientific activities under BRICS MOU on Science, Technology and Innovation.

Vardhan to augment the bed capacity in the central government-run hospitals in Delhi, in view of revised projections of up to 15,000 COVID-19 cases per day in the coming weeks. In a letter to Vardhan last week, Kejriwal had cited a shortfall of around 4,900 beds in hospitals and sought his direction to the hospitals run by the central government in Delhi to provide at least 1,092 additional beds, including 300 ICU beds, with the required medical staff. Kejriwal on Friday said the COVID-19 situation in the national capital should come under control in seven to 10 days. Terming pollution as the “biggest reason” behind the spike in COVID19 cases in Delhi, the chief
minister said the situation was under control in the city till October 20. “COVID-19 cases have been increasing for the last few days. I am also concerned about it. We have been taking all appropriate measures to control it. We are considering taking more steps next week. I think the situation should come under control in seven to 10 days and the cases should start decreasing,” he had said. Delhi recorded 7,802 fresh COVID-19 cases in a day taking the infection tally in the national capital to over 4.74 lakh on Friday, while 91 more fatalities during the same period pushed the death toll to 7,423.

He said that the construction of the guest house was approved in 2014 at the general meeting of KABC. Dr. Imotemsu said the construction began in 2018 but could be completed only after some delay due to the pandemic. He said that the guest house has 34 beds, 12 double rooms and two dormitories, and guests are provided with furnished amenities including 16 gas

Sentisashi said that the guest house was constructed keeping in mind difficulties faced by patient attendants in accommodation, especially people coming from far flung districts and neighbouring states. He said that the purpose of the guest house was not for income generation but to make it available for the needy at minimal rate. NHAK managing director, Thorhusie Katiry informed that a committee will be set up to look after the management of the guest house. Initially, the guest house will be used to accommodate COVID19 frontline workers and later used for attendants of patients.

NEW DELHI, NOV 14 (PTI): Delhi Chief Minister Arvind Kejriwal is likely to meet Union Home Minister Amit Shah next week to follow up on the request for additional beds in the city’s central government-run hospitals amid a sudden spike in COVID19 cases in the national capital, sources said on Saturday. Apart from more beds, Kejriwal may ask for further assistance, including ensuring cooperation from other states in controlling pollution which is leading to rise in coronavirus cases during the festive season. “During his meeting with the Union home minister, the chief minister may also discuss steps which need to be taken to arrest the spread of COVID-19 in Delhi,” a source said. Kejriwal had on Friday said the AAP government was considering initiating several steps next week to arrest the spread of the viral disease in the city. Earlier this week, he had requested Union Health Minister Harsh

NEW DELHI, NOV 14 (PTI): Delhi’s air quality turned “severe” on Diwali with stubble burning accounting for 32 per cent of the city’s PM2.5 pollution and calm winds worsening the situation as they allowed accumulation of pollutants, weather officials said. The Ministry of Earth Sciences’ air quality monitor, SAFAR, said, “Even a small increase in local additional emissions is likely to have significant deterioration impact on Sunday and Monday.” It said peak levels of PM10 and PM2.5 are expected between 1 am and 6 am in case of additional internal emissions. Earlier, it had said that the PM2.5 concentration in Delhi on Diwali is likely to be the “lowest” in the last four years if no firecrackers are burnt. The city recorded an overall AQI of 414 on Saturday, which falls in the “severe” category. The 24-hour average AQI was 339 on Friday and 314 on Thursday. Delhi recorded a 24-hour average AQI of 337 on Diwali last year (October 27), and 368 and 400 in the next two days. Thereafter, pollution levels remained in the “severe” category for

The prime minister has said government warplanes were bombing military targets in Tigray, including arms depots and equipment controlled by the Tigrayan forces. The government says its military operations are aimed at restoring the rule of law in the mountainous state of 5 million people. pressure to Biden solidifies victory in presidential Under recognize Israel, race with 306 votes after Georgia win says Pak PM Imran
Washington, Nov 14 (Agencies): Presidentelect Joe Biden has won 306 votes in the state-by-state Electoral College that decides who wins the White House, against 232 for Donald Trump, US media projected on Friday. Biden solidified his victory over Trump in the US election with a victory in traditionally Republicanleaning Georgia, called in his favor by CNN, ABC and other networks. Trump — who also had 306 Electoral College votes when he beat Hillary Clinton in 2016 — claimed victory in North Carolina, CNN and NBC projected, putting his final tally this time around at 232.
Biden has been the presumptive winner of the election since victory in Pennsylvania took him over the 270-vote threshold on Saturday. Georgia, one of five states flipped by Biden after going into Trump’s column last time around, hadn’t been won by a Democrat since Bill Clinton in 1992. Trump took a comfortable early lead in the state as the largely rural vote was counted but it ended up being the closest race in the nation as the cities of Atlanta and Savannah began tabulating results. Biden is currently up by some 14,000 votes, and a hand recount is expected to be completed next week. Audits of state-wide elec-
tions never bring the kind of reversal that Trump would need to change the result. In traditionally-Republican North Carolina, a drive to get out Black voters by Democrats was not enough to overcome Trump’s hugely loyal base of white, noncollege-educated men and rural voters. Trump, who has refused to acknowledge defeat, was due later Friday to address the public for the first time since becoming the projected loser six days ago. It was unclear whether he would take questions or finally address his defeat but Trump has repeatedly referred to his 306-vote victory in 2016 as a “landslide” and a “shellacking.”
ISLAMABAD, NOV 14 (IANS): Pakistan Prime Minister Imran Khan has said that his government is under pressure to recognize Israel, insisting that Islamabad would never establish relations with the “Zionists”. Khan revealed this during an interview with a private television, where he stated that after the recognition of Israel by Arab countries including the United Arab Emirates (UAE) and Bahrain, Islamabad is also being asked to recognize Israel, something that his government has rejected till now. “I have no second thought about recognizing Israel unless there is a just settlement, which satisfies Palestines,” he said.

Azerbaijan made relentless military advances, culminating in the seizure of the city of Shusha, a strategically key city and one of strong emotional significance as a longtime center of Azeri culture. Two days after Azerbaijan announced it had taken Shusha, Armenia and Azerbaijan signed a Russiabrokered cease-fire under which territory that Armenia occupies outside the formal borders of NagornoKarabakh will be gradually ceded. Muslim Azeris and Christian Armenians once lived together in these regions, however uneasily.

Although the cease-fire ends the fighting, it aggravates ethnic animosity. “In the end, we will blow it up or set it on fire, in order not to leave anything to Muslims,” Dadevusyan said of his house. He spoke while taking a rest from salvaging what he could from the home, including metal roof panels, and piling it onto an aged flatbed truck. The truck’s final destination is unclear. “We are homeless now, do not know where to go and where to live. Do not know where to live. It is very hard,” said his wife Lusine, choked by tears, as they gave the interior of the house a last look.

LONDON, NOV 14 (PTI): UK Prime Minister Boris Johnson is being urged by his Conservative Party colleagues to unleash a reset at the heart of government after weeks of bitter power struggles ended in the immediate departure of his top aide Dominic Cummings. Cummings, considered Johnson’s right-hand man as the Chief Strategy Adviser, was expected to quit by Christmas next month, but reports on Saturday emerged of a 45-minute showdown which ended in him being pictured walking out of 10 Downing Street with a box in hand on Friday night, symbolic of an unceremonious end of a job. “Lots of my colleagues are hoping for a new relationship - more openness and interaction with Parliament - and I am told the Cabinet is hoping to get more say as it were in events,” said David Davis, a senior Conservative Party MP and former Brexit Secretary. He welcomed Johnson’s “decisive action” in removing Cummings, an extremely divisive figure within the party ranks, and called on him to “reset government” free of his influence. It is widely believed the exit of pro-Brexiteer Cummings, credited with seeing Johnson through a landslide General Election win in December 2019, could pave the way for a less hard-line stance at the heart of government.
KALBAJAR (AZERBAIJAN), NOV 14 (AGENCIES): In a bitter farewell to his home of 21 years, Garo Dadevusyan wrenched off its metal roof and prepared to set the stone house on fire. Thick smoke poured from houses that his neighbors had already torched before fleeing this ethnic Armenian village about to come under Azerbaijani control. The village is to be turned over to Azerbaijan on Sunday as part of territorial concessions in an agreement to end six weeks of intense fighting with Armenian forces. The move gripped its 600 people with fear and anger so deep that they destroyed the homes they once loved. The settlement — called Karvachar in Armenian — is legally part of Azerbaijan, but it has been under the control of ethnic Armenians since the 1994 end of a war over the Nagorno-Karabakh region. That war left not only Nagorno-Karabakh itself but substantial surrounding territory in Armenian hands. After years in which sporadic clashes broke out between Azerbaijani and

ADDIS ABABA, NOV 14 (AGENCIES): Two airports in Ethiopia’s Amhara state which neighbours Tigray where federal troops are fighting local forces were targeted by rocket fire late on Friday, the government said, as an 11-day conflict widened. The airport in Gondar in Amhara state, which neighbours Tigray, was hit on Friday, while another rocket aimed at the Bahir Dar airport missed the target, the government said. The ruling Tigray party, the Tigray People’s Liberation Front (TPLF), said
new arrivals “overwhelming the current capacity to provide aid”, the U.N. refugee agency said on Friday. Ethiopia’s Human Rights Commission, appointed by the government but independent, said it was sending a team of investigators to the town of Mai Kadra in Tigray, where Amnesty International this week reported what it said was evidence of mass killings. Amnesty International said on Thursday scores and possibly hundreds of civilians were stabbed and hacked to death in the region on Nov. 9, citing witnesses. It said it had not been able to independently confirm who was responsible, but said the witnesses had blamed fighters loyal to Tigray’s local leaders. The Tigray state government denied involvement in the reported killings. “TPLF absolutely refutes allegations the TPLF members and the Tigray special police force were involved in this most tragic event,” it said in a statement. The rights commission said in a statement it would investigate all allegations of human rights violations in the conflict.

An Ethiopian Airlines worker who did not wish to be identified said flights to both Gondar and Bahir Dar airports had been cancelled after the attacks. UEFA Nations League: Malta beat Andorra 3-1
TA’ QALI (MALTA), NOV 14 (AGENCIES): Malta recovered from an early setback to score three goals in the second half to see off Andorra for their second successive win in the UEFA Nations League League D. It was a real test of character for the Maltese players who found themselves a goal behind after only three minutes of play courtesy of a firm strike by Marc Rebes. Here, the Maltese tried to fight back but for all their efforts they were finding the going tough to create scoring opportunities and it looked as though they were set for a frustrating day in the office. But after the break, the Maltese were handed a way back into the match when Andorra defender Garcia deflected the ball into his own net. Here, the Maltese came to life and a minute later Jurgen Degabriele headed in front before Shaun Dimech sealed the win in stoppage time that enabled the team to all but rubberstamp second place in the group on eight points - a record tally for the national team. Malta coach Devis Mangia was forced to watch the match from the stands as he was serving a one-ban after picking up two yellow cards in the 1-0

win over Latvia last month. Davide Mazzotta took charge of the team that featured two notable changes as Karl Micallef replaced the suspended Steve Borg while upfront Luke Montebello was the central striker in the absence of the not fully fit Kyrian Nwoko. Malta could not have hoped for a worse start as after only three minutes poor defensive play enabled Andorra to take the lead. The Andorrans were awarded a free-kick and the Malta defenders failed to clear Joan Cervos’ delivery with the ball falling to Marc Rebes who smashed it past a stranded Henry Bonello.
The Maltese look rattled by that early setback and they finally threatened on 12 minutes when Joseph Mbong sped clear on the right and picked Montebello at the near post but the towering forward fired over. As the minutes passed it looked like the same scenario experienced by the national team in Andorra was repeating itself as the Maltese players were finding it very difficult to create opening in the opponents defence. On 27 minutes, Teddy Teuma hit a firm drive from outside the area with the ball touching the bar before finishing over.
On 34 minutes, Teuma fed Camenzuli on the left and his cross was deflected by a defender that almost beat the Andorra goalkeeper Josep Gomes who somehow kept the ball out. The rebound fell to Luke Gambin whose shot was blocked Two minutes later, from a Guillaumier cornerkick, Montebello headed over from close in. On the restart, one expected Malta to step up their ante in search of an equalizer. And ten minutes into the second half, it was the Andorrans who gave Malta a way back into the match. From a corner,
Women referees may officiate I-League matches NEW DELHI, NOV 14 (IANS): Women referees would undergo fitness tests meant for male referees and may even go on to officiate men’s Hero I-League matches soon, Ravishankar J., Director (Referees), All India Football Federation (AIFF), has said. “Our target for the women referees is to make them capable to undergo the men’s fitness tests and to be able to officiate Hero I-League matches. They will also have to take the challenge head-on because it’ll be more challenging physically as well as psychologically. I am confident that they have the quality to match our expectations,” Ravishankar said. Currently, a total of eight referees and 10 assistant referees are in the elite FIFA panel from India. Kanika Barman, having been added to the elite list in 2020, is the latest entrant. Ravishankar, a former FIFA referee, feels Indian women referees have im-
proved significantly lately, and made a special mention of the Hero Indian Women’s League (IWL). “Our women referees have done exceptionally well. Ranjita is rated as one of the top women match officials in Asia. With the Hero IWL coming in, they are getting more chances. About Kanika, I am sure she would be able to do a better job and compara-
tively, she would come out faster,” he told AIFF TV. While Uvena Fernandes has already experienced officiating in the FIFA Under-17 Women’s World Cup, Ravishankar is hopeful that the remaining three would also get a taste of the same experience at the forthcoming FIFA Under-17 Women’s World Cup that will be hosted in India.
taken by Teuma, the ball was inadvertently deflected into his own net by Emili Garcia. The goal transformed the Maltese team who struck again a minute later. Luke Gambin ran in space on the right and sent a fine cross towards Jurgen Degabriele who headed past Gomes. On 65 minutes, Matthew Guillaumier forced his way inside the area and hit a shot that was deflected just past the upright. Andorra now had no option but to push more men forward and inevitably open more space for the Maltese forwards to grab a third goal. O n 75 m inute s, Mbong raced inside the area and his cross-shot was pushed away by Gomes, the ball fell to Guillaumier whose shot was blocked by a defender. In the final stages Andorra ramped up the pressure but it was Malta who struck a third goal in stoppage time through three of their second-half substitutes. In a quick break, Alex Satariano released Jake Grech who burst through and his low shot was pushed away by Gomes into the path of Shaun Dimech who fired home from close win to seal a merited victory.

ISTANBUL, NOV 14 ( AG E N C I E S ) : L a n c e Stroll upstaged Formula One’s title-chasing Lewis Hamilton on Saturday when he grabbed the first pole position of his career at the Turkish Grand Prix. The 22-year-old Canadian made the most of drying conditions on a treacherous track to end Mercedes’ 13 race domination of qualifying this year. Stroll delivered a dazzling fastest lap for Racing Point in one minute and 47.765 seconds in the closing seconds to usurp his team-mate Sergio Perez and then resist a last surge from Red Bull’s Max Verstappen. played,” said Foster. “But what I think we saw was a team that despite the disadvantage of not playing a lot of rugby ... they have come here with massive energy and a desire to prove something to their country which has gone through a heck of a hard time.” “I want to congratulate them on the result, it is

Kimi Raikkonen and his Alfa Romeo team-mate Antonio Giovinazzi were eighth and 10th with Valtteri Bottas ninth for Mercedes. “Yes, Yes, Yes boys,” Stroll screamed on team radio. “I am so happy,” he added. “It’s been a tough time, but this is so good.” His surprise qualifying performance comes after a tough few weeks when he had to miss the Eifel Grand Prix, testing positive for coronavirus the next day. This is the first time this season that neither Hamilton (nine) nor Bottas (four) have topped qualifying.

Djokovic says no pressure as he bids for sixth ATP Finals crown
SYDNEY, NOV 14 (PTI): Gearing up for a gruelling tour of Australia, the Indian team on Saturday began outdoor training with a light session after the entire contingent tested negative for COVID-19. Several cricketers who recently competed in the Indian Premier League in the UAE, including Hardik Pandya, Prithvi Shaw and Mohammed Siraj, attended the session at Blacktown International Sports Park inside the Sydney Olympic Park. The BCCI posted pictures of the outdoor training and a gym session on its twitter handle. L O N D O N, N OV 1 4 (AGENCIES): Novak Djokovic said sealing the year-end men’s world number one tennis ranking had eased some of the pressure on him as he heads into the ATP Finals and will look to end his season on a high. The 33-year-old is bidding for a sixth crown in the season-ending tournament to go level with Roger Federer and will take on Argentine Diego Schwartzman in his opener on Monday. “Coming into the tournament knowing I already clinched the year-end number one releases some of the pressure, but at the same time it doesn’t change what I hope to achieve in this tournament and why I’m here,” Djokovic told reporters. “I really want to win every single match that I get to play and try to get
Rugby C’ship: Argentina beat All Blacks for first time in history S Y D N E Y, N OV 1 4 (AGENCIES): A gutsy Argentina stunned the All Blacks 25-15 on Saturday to pull off one of rugby’s biggest upsets, consigning an embarrassed New Zealand to their first backto-back defeats in almost a decade. Fly-half Nicolas Sanchez scored all the Pumas’ points to hand them their maiden victory over the rugby powerhouse in the 30 Tests they have played. Mario Ledesma’s side were given virtually no chance ahead of the Tri-Nations match in Sydney after the coronavirus hindered their preparations to just two low-key practice games. But in their first Test since the World Cup last year, they pulled off a miracle. “It’s surreal what happened, not just the result but playing, getting on the field after everything that has happened this year,” said Argentina coach Ledesma. “Some of the boys haven’t seen their families for four months but they have all been positive... they have been awesome.” “I think we will remember this for a long time, not only the game but be-
but ahead of Mexican Perez who claimed his careerbest starting position after finishing fourth nine times in the past. Stroll was the first Canadian to take pole since Jacques Villeneuve at the 1997 European Grand Prix at Jerez and it was the Silverstone-based Racing Point team’s first pole since, racing as Jordan, they did so at the 2009 Belgian Grand Prix. The outcome left Mercedes well-beaten on the weekend when Lewis Hamilton bids to seal a record-equalling seventh drivers’ championship and draw level with seventime champion Michael Schumacher. The six-time champion wound up sixth behind Alex Albon in the
a bit of an historic day for them.” Unlike Australia and New Zealand, Argentina did not have a Super Rugby competition to help them prepare. But after months of quarantine, they were chomping at the bit and took their frustrations out on a sloppy All Blacks in a dominant first-half. With New Zealand struggling to create chances with poor kicking, ill-discipline and too many errors, they incredibly went to the break 16-3 in front. New Zealand staged a second-half fightback, but with their eyes on a major upset, Argentina grimly resisted intense pressure to post their best-ever result. Argentina got the first points on the board in the fifth minute with Sanchez nailing a penalty from the half-way line after some push and shove instigated by New Zealand’s Shannon Frizell. It didn’t take long for Richie Mo’unga to level the scores but Argentina were playing well, stringing together plenty of phases. Their pressure culminated in dangerman San-
chez crossing for the first try of the game, getting on the end of his own chip kick to touch down under the posts. He converted to give his side an unlikely lead which they stretched to 13-3 when Sanchez drilled another penalty, with Jordie Barrett the offender. Only a try-saving tackle from Aaron Smith prevented the Pumas going further in front after Tomas Cubelli broke free, but more All Blacks ill-discipline handed them another penalty which the laser-like Sanchez again put over. It sent them to the break with a comfortable lead, leaving New Zealand with a major task to save their blushes. That only got harder when the boot of the irrepressible Sanchez earned Argentina another three points soon after the restart. With their reputation on the line, New Zealand finally woke up and skipper Sam Cane crashed over for their opening try on 52 minutes after a nicely worked rolling maul from a lineout.

Sports Ministry’s new incentive to fund 500 private academies NEW DELHI, NOV 14 (IANS): The Sports Ministry has introduced a new structure to extend monetary support to 500 private academies through the Khelo India Scheme over the next four years starting from financial year 202021. In this model, private academies shall be graded into different categories, based on quality achievement of players trained by the academy, level of coaches available at the academy, quality of field of play and allied infrastructure, availability of sports science facilities and staff. The 14 priority disciplines identified for excellence in 2028 Olympics will be eligible for receiving support in the first phase. Under the scheme, SAI and national sports federations (NSFs) will be working together. SAI will also hold discussions with NSFs and implement categorisation and gradation of the academies. The number of academies to be funded and the quantum of funding under each discipline will be determined by an objective evaluation
Kiren Rijiju
of the need for investment and each NSF’s capabilities to leverage the incentivebased model and promote excellence in Olympics in their respective disciplines. There will be a special focus on developing sports science facilities at all the academies to improve the overall quality of training. “There are a lot of small academies in various parts of the country that are doing very good work in identifying and training athletes. This move aims to encourage all academies, especially the private academies to continue improving the level of infrastructure, resources and sports science support so that athletes can get best in class training,” said Union Minister of Youth Affairs and Sports Kiren Rijiju.
