Blockade temporarily suspended

DIPHU/DIMAPUR, NOV 17 (NPN): After a joint meeting between the deputy commissioners of Dimapur and Karbi Anglong, including commissioner of police Dimapur and other officials from Karbi Anglong on Tuesday, various organisations in Karbi Anglong have decided to temporarily suspend the indefinite economic blockade on Nagaland that began on Tuesday. A member of the KSA informed Nagaland Post that the blockade was temporarily suspended on Tuesday evening as the organizations have been called for a meeting with the DC and SP Karbi Anglong on Wednesday. The KSA member said a decision on whether or not to resume the indefinite economic bandh will be made after the outcome of the meeting with the DC and SP. Earlier during the day, hundreds of volunteers under the banner of KSA blocked the highway at Dillai and Sarihajan under Bokajan subdivision, barring entry of goods-laden

The economic blockade was called in protest against alleged illegal encroachment inside Karbi Anglong Daldali reserve forest by people from Nagaland. The Karbi organizations had demanded that the state governments of Assam and Nagaland along with Karbi Anglong Autonomous District Council (KAADC) hold a tripartite meeting to resolve the border issue.

Dimapur, KA officials meet: Dimapur district officials led by deputy commissioner (DC) and commissioner of police (CP) and Karbi Anglong officials led by the deputy commissioner visited the disputed areas on Tuesday after which a meeting was held at DC’s Conference hall, Dimapur. According to Dimapur district administration, DC Karbi Anglong, during the meeting, maintained that the boundary of Daldali reserve forest and the encroached spot was under reserve forest area. However, deputy commissioner Dimapur maintained that the boundary, as per British map, was not accepted by Nagaland side and that the case was sub

judice as it remains with the Supreme Court. DC Dimapur also maintained that the activities at the site objected to by Karbi Anglong, was well within the mutually accepted settlement area on Nagaland side. However, as all activities along the border had been halted till further discussion by both sides, DC Dimapur said he urged his counterpart to intervene and ask the organizations to call off the economic blockade on Nagaland as the issue was being dealt at the official level. Both sides discussed on the need to normalise the situation arising out of alleged encroachment on KA land from Nagaland side and the illegal economic bandh imposed by several Karbi organisations. It was learnt that DC Karbi Anglong reportedly agreed to urge upon the bandh organisers to call off the blockade while also urging his Dimapur counterpart to prevent any further encroachment from Nagaland side. Both sides also agreed to maintain status quo at the disputed area.

D I M A P U R , N OV 1 7 (NPN): Mon police arrested two accused on charges of highway robbery and gruesome murder of a local youth identified as Yingtai Konyak (32), who was found in a serious condition lying beside the road along NH-702 at Lapa Lampong on November 11, 2020. In a press note, Mon police PRO stated that acting on a tip-off a police team led by SDPO (Tizit) arrested one Taonyei Konyak (31) on suspicion of being a member of the highway robbery gang. During the course of investigation, PRO said it was revealed that late Yingtai, one Manpha Konyak and the arrested accused, Taonyei Konyak, were part of the highway robbery gang. Police said Manpha Konyak had stabbed the deceased after an altercation. Police said Manpha Konyak was arrested on November 16. During the month of October 2020, PRO stated that reports were received about a number of thefts and highway robbery within the jurisdiction of Tizit police station. PRO said the spate of crime continued through the month of November 2020 culminating in the gruesome murder of Yingtai.

Nagaland COVID tally rises to 10188 D I M A P U R , N OV 1 7 (NPN): Nagaland’s COVID19 tally rose to 10,188 on Tuesday after 163 fresh cases were reported-- 133 in Peren, 14 in Dimapur, 3 in Phek and 1 in Tuensang. Further, out of 10188 cases, the distribution across various categories include 4260 cases from the armed forces/police, 1741 returnees, 3713 traced contacts and 474 frontline workers. PTI: India’s COVID19 caseload rose to 88.74 lakh (88,74,290) with 29,163 infections being reported in a day while the death toll climbed to 1,30,519 with 449 new fatalities, the data updated at 8 am showed. India has conducted 12.65 crore tests for detection of COVID-19 so far with 8.44 lakh tests being done on Monday. Since November 14 less than 9 lakh tests have been conducted per day for detection of the disease in the country.

D I M A P U R , N OV 1 7 (NPN): Following the controversy generated over imposition of new tax on petroleum products in the State, the Finance department has clarified that Nagaland was not the only State to have raised the fuel prices during COVID-19 pandemic and the lockdown. Mentioning that fuel prices had been regularly adjusted based on the prices in neighbouring States even in the past, the department in a statement pointed out that the existing prices of petroleum products in other North Eastern States were still higher than Nagaland. Asserting that the State government had fixed very reasonable rates of tax on petroleum products compared to other States, the department said there was no reason to term it “oppressive”. (See table-1) It also clarified that despite the substantially lower rates of taxes of the State government, the prices of petrol and diesel remain high mainly on account of the high base value of petrol and

China pushes weapons into Myanmar, India NEW DELHI, NOV 17 (IANS): E asy flow of Chinese weapons illegally into Myanmar and India is posing threats to regional security and stability, intelligence agencies have flagged to the Indian government. From the northeastern states of India, a total of 423 illegal weapons, including AK-47s, M-16s and Chinese pistols, have been recovered so far this year. Intelligence agencies have also said that China is supplying arms and ammunition to insurgent groups on the Myanmar border as they pay good prices. “Prominent insurgent groups, especially those from Assam, Manipur, Nagaland and Mizoram, maintain regular contact with Chinese intelligence agencies and have benefited from Chinese largesse and weapons,” the agencies alerted the government. The agencies have

pointed out that training of insurgent groups in the northeast, provisioning of arms and ammunition and harbouring exiled militants and leaders have been recurrent facets of China’s ‘diploterrorism’ against India. Myanmar lies at a very strategically significant location. It provides an alternate land bridge to the trade routes of the Indian Ocean, easing the pressure on the Malacca Straits and is a trove of natural resources to fuel the growth of the landlocked Yunnan Province. Moreover, Myanmar under Chinese sphere of influence helps stymie India’s growth in the region. Sources said that recently a large consignment of Chinese made weapons comprising AK 47 assault rifles, machine guns, antitank mines, grenades and ammunition of a total value of approximately $1 million

was seized in Mae Sot district on the Thai side of the Myanmar-Thailand border. This seized cache of arms is not the only consignment of Chinese weapons that has made its way into the region. Earlier this year, a large cache of 500 assault rifles, 30 Universal Machine Guns, 70,000 ammunition rounds, a huge stock of grenades and significantly, a few F-6 Chinese Manpads, were offloaded at Monakhali beach near the coastal junction of Myanmar and Bangladesh. From there, the consignment reached the Arakan Army Camp in Sandak and then it was further smuggled into Rakhine using the Parva corridor in South Mizoram. The seized weapons were original Chinese made and were meant to be smuggled to insurgent groups on the Myanmar border as they

pay good prices. In Myanmar, China is currently supplying arms and ammunition to the Arakan Army, which is active in Chin and Rakhine states of Myanmar bordering Mizoram. The Arakan Army was raised in 2009, under the Kachin Independence Organisation along the China border - the same year the Kaladan project was declared by India. China is now using the Arakan Army, an Arakanese armed group declared as a terrorist organisation by Myanmar, to limit India’s inroads through the Kaladan Multi Modal Transport and Transit Project. “Presence of an Indian project in close vicinity of the landmark China Myanmar Economic Corridor starting in Kyaukpyu is an excellent reason for China to stall India’s growth in the region,” the source said. DIMAPUR: Monthly district planning and development board (DPDB) meetings for the month of November was held at Peren and Kohima on November 17 and 16 respectively. According to DIPR report, agenda approved during the meeting included introduction of helicopter service between Dimapur and Tening ADC Hq once in a week and restoration of road damaged by monsoon rains along Peren-Nsong Circle. discussed in the next meeting. Discussion in regard to celebration of Peren district was also held. DIMAPUR: Expressing disappointment and shock at the postponement of Nagaland University semester odd examination, the Nagaland Joint College Students (NJCS) have appealed to the vice chancellor of Nagaland University to consider their demand and conduct “online examination” for odd semester by this year itself. In a press statement the college students community from 27 colleges claimed that the decision taken by the NU to postpone university semester odd examination was in compliance “with the direction of the State government Higher and Technical Education, Kohima vide letter No HTE/NU/93/2020/795 dated 12th

November, 2020 for the postponement of Nagaland University Odd Semester Examination which was originally scheduled to start from 7th December 2020”. They claimed that in compliance with the directions of state government, the NU has brought the students of Nagaland into a “deadly mouse-trap” where their constitutional right to health and safety was likely to be jeopardized when the exams which have been postponed will be ordered to be held oncampus in the near future. (HT Photo) GUWAHTI, NOV 17 ( AGENCIES): Eleven persons dressed in army uniform but not in possession of any valid identification have been arrested by Assam police near Guwahati international airport on Monday night when moving around suspiciously, reports Hindustan Times. T h e p e r s o n s we r e nabbed by police from Azara station in Guwahati, where they were found moving around suspiciously near the Lokapriya Gopinath Bordoloi International Airport. “A police party on patrolling duty detained four persons wearing army uniforms from near the airport

on Monday night. On verification, it was found that they were not authorised to wear the uniform and had ulterior motives,” said a police statement issued on Tuesday. Based on information provided by the four arrested men, police arrested seven other persons who were wearing army uniforms without valid documents and were moving around suspiciously near the airport. “During interrogation, it was found that one Dhriman Goswami had given them fake appointment letters to provide security at the airport. Goswami has been arrested with the 10

others. Search of the houses of the arrested persons has led to recovery of some documents, ID cards etc,” the statement said. A case under various sections of IPC for impersonating army personnel, criminal conspiracy, counterfeiting government stamps, forgery etc. has been lodged and further investigation is underway. The accused persons have been identified as Dhriman Krishna Goswami, Kaushik Bhuyan, Jhenendra Das, Ganesh Das, Nayan Jyoti Gautam, Joymoni Sharma, Bijoymoni Sharma, Dwijen Sarma, Rupam Sharma, Saurav Sarma and Ripunjoy Goswami.

IIT Guwahati scientists makes catalysts to put waste to use GUWAHATI, NOV 17 (AGENCIES): A team led by IIT Guwahati scientists has developed efficient “pincer” catalysts having the potential to transform industrial/biomass waste into valuable chemicals, reports The Telegraph Today. IITGs on Monday said tiny amounts of “pincer” catalysts repeatedly convert large amounts of industrial waste such as glycerol into lactic acid and hydrogen. Such catalysts also efficiently convert bioethanol, a low-energy density fuel, into high-energy density butanol. One could envisage pincer catalyst as an organic molecule (ligand) holding the metal with three arms, a member of the research team, which started work on the project last year, told The Telegraph. “This (pincer catalyst) is very similar to three fingers holding a sphere. The three connecting points provides a good control on stability as the metal does not easily leach out from the system. As the major portion of the metal is surrounded by the ligand, the available space will be selective for reactions to happen as only those molecules which fit in can react,” the member said. The findings have recently appeared in the Royal Society of Chemistry journals, Chemical Com-

munications and Catalysis Science & Technology, IITG said, adding that the results of the experiments have been validated by theoretical studies. The conversion of valuable intermediates such as glycerol and ethanol, produced during the processing of biomass, into industrially useful chemicals has elicited much interest worldwide. Glycerol, for example, which is a by-product in biodiesel, can be transformed into lactic acid and hydrogen — the former used extensively in food, pharmaceutical, cosmetic and polymer industries, and the latter in the energy sector. Likewise, ethanol obtained from biomass can be converted into high quality fuel. While bioethanol has lower energy density than gasoline and corrodes engine parts when used directly, it can be transformed into higher energy butanol that is immiscible in water and non-corrosive in nature. The research team, which believes that its work will have a global impact on the commercial production of lactic acid/biofuels and their multi-billion-dollar market worldwide, plans to take these bench-scale reactions to pilot-plant scale and ultimately to the commercial level with industrial collaboration.

Guwahati, Nov 17 (PTI): Elections to the 40member Bodoland Territorial Council (BTC), earlier deferred due to the COVID19 pandemic, will be held in two phases on December 7 and 10, the Assam State Election Commission said on Tuesday. Elections will be held in constituencies falling under Udalguri and Baksa districts on December 7, while the seats in Kokrajhar and Chirang districts will go to polls on December 10, a notification issued by State Election Commissioner Alok Kumar said. Repolling, if any, will be held on December 8 and 11, it said. Polling in both the phases will begin at 7.30 and end at 4.30 pm, the notification said. The counting of votes will take place on December 12 from 8 am onwards, it said. Strict adherence to the

COVID-19 protocol will be ensured, the notification said. Altogether 72 candidates are in the fray for the elections to the council, which is currently being administered under the supervision of Governor Jagadish Mukhi after its term ended on April 27. The commission had on March 20 announced the deferment of the elections, scheduled on April 4, due to the COVID-19 situation. The filing of nominations and scrutiny of the documents were already completed by March 20. 85 fresh cases, one more COVID death in Meghalaya Correspondent Shillong, Nov 17 : The death of a 65 years old COVID-19 infected woman in Tura, West Garo Hills district took the number of fatalities due to the disease to 102 even as 85 fresh cases of viral infection took the active cases to 734 and 283 more recoveries surged the number of recovered persons to 9,955 in Meghalaya on Tuesday. Director of Health Services (MI), Dr. Aman War said the fresh COVID-19 positive cases detected in the State on Tuesday included 46 from East Khasi Hills district, 18 from West Garo Hills district , 14 from South West Garo Hills district , 2 each from East Garo Hills district, Ri-Bhoi district and South Garo Hills district and 1 from East Jaintia Hills district. With 273 active COVID-19 cases, East Khasi Hills, including Shillong, is the most affected district in the State, followed by Ri-Bhoi district with 111 active cases and West Garo Hills district with 107 active cases. He said the recovered cases recorded on Tuesday included 172 from Ri-Bhoi district, 64 from East Khasi Hills district, 15 from South Garo Hills district, 14 from West Jaintia Hills district, 8 from South West Garo Hills district, 4 from West Garo Hills district, 3 from

Delhi markets turning Covid hotspots

NEW DELHI, NOV 17 (PTI): Amid a spurt in coronavirus cases in Delhi, Chief Minister Arvind Kejriwal on Tuesday sought power from the Centre to impose lockdown in those markets which may emerge as COVID-19 hotspots, and decided to withdraw an order allowing 200 guests to attend wedding functions. Addressing an online media briefing, Kejriwal said the Delhi government has sent a proposal to Lt Governor Anil Baijal to allow only 50 people to attend wedding ceremonies against the earlier limit of 200. “As per directions and guidelines of the Centre, 200 participants were earlier allowed in wedding ceremonies due to decreasing number of coronavirus cases. “Now, a proposal has been sent to LG Baijal for his approval to withdraw the previous order and bring the number of guests for wedding ceremonies back to 50 from 200,” he said. The chief minister said the Centre and all agencies are making “double efforts” to control the COVID-19 situation in the national capital. “We are sending a proposal to the Centre to give power to the Delhi government to impose lockdown in market areas which may emerge as COVID-19

On Thursday, 104 coronavirus-related deaths, the highest in over five months, were recorded in the city. On Monday, Delhi recorded 3,797 fresh COVID19 cases, taking the infection tally in the national capital to over 4.89 lakh, even as 99 new fatalities pushed the toll to 7,713. These relatively low number of fresh cases came out of the 29,871 tests conducted on Sunday.

Kochi, Nov 17 (IANS): A court here on Tuesday refused to grant bail to IAS officer and Kerala Chief Minister’s former Principal Secretary, M. Sivasankar. Sivasankar was arrested by the ED on October 29 in the gold smuggling case and is being questioned by the financial probe agency. His judicial custody ends on November 26 and prior to that, reports indicate he will be continue to be questioned by the various national probe agencies. Heated arguments had taken place at the Principal Sessions Court with counsel for Sivasankar arguing that he was being pressurised to name high-flying ruling front political leaders, but the prosecution denied the claim. NEW DELHI, NOV 17 (AGENCIES): Noting that self-regulation by TV channels wasn’t good enough, the Supreme Court on Tuesday made it clear to the Centre that it wanted a statutory regime to regulate TV channels in India. A Bench led by Chief Justice of India SA Bobde said self-regulation by TV channels through private bodies such as the National Broadcasters Association (NBA) and National Broadcasting Standards Authority (NBSA) wasn’t good enough. It wondered why a private body such as the NBSA should look into complaints against media. The top court asked the Centre to create a mechanism to address grievances against fake news circulated by TV channels and media. “What is shown on TV channels is of great consequences for the country... Create a mechanism under the law if there is none at present,” the Bench told Solicitor-General Tushar Mehta after he submitted that there was no regime for content regulation of electronic media. It asked the government to inform it in three weeks about putting in place a proper regime to regulate TV channels.

NEW DELHI, NOV 17 (PTI/AGENCIES): The Supreme Court Tuesday expressed displeasure over the Centre’s affidavit in the case related to media reporting of Tablighi Jamaat congregation during the onset of COVID pandemic, and said it should consider setting up a regulatory mechanism to deal with such content on TV. “First you did not file a proper affidavit and then you filed an affidavit which did not deal with the two important questions. This way it cannot be done Mr Mehta,” a bench headed by CJI S A Bobde told Solicitor Gen Tushar Mehta. “We want to know as to what is the mechanism to deal with these contents on television. If there is no regulatory mechanism then you create one. Regulation cannot be left to organisation like

Asking the Centre to create and apprise it of the mechanism, the top court has posted the matter for hearing after three weeks. t’s been almost two weeks after counting on the November 3 for the US presidential election which Democratic Party challenger Joe Biden won the required 270 votes to win the race. In normal times, the defeated candidate accepts the poll verdict and begins working on transition with the that is scheduled for January 20,2021. The November 3,2020 US election was not normal. It was held amid the devastating COVID-19 pandemic with reported cases at 1,15,52,671 and fatality due to COVID-19 at 2,52,845. The election was also unusual because it exposed the deep underbelly of extremism on both sides of the political divide. The election was also held amid a deeply divided nation among people who either conservatives values or liberal values. Conservatives stand for a political and social philosophy characterized by respect for American traditions, republicanism, limited government, support for Christian values, moral universalism, pro-business, opposition to trade unions, strong national defence, free trade, anti-communism, proindividualism. On the other hand, liberals insist that the Government has the definite duty to use all its power and resources to meet new social problems with new social controls-to ensure to the average person the right to his own economic and political life, liberty, and the pursuit of happiness, support the right of other religions and support right of any individual to refuse to pray or take oath on the Bible. Even the voter turn-out was the highest in many decades. The November 3,2020 election saw a record voter turnout of 66.9 per cent, which is the highest turnout rate since 1900. The 1900 election had recorded 73.7 per cent voter turnout. As Joe Biden is set to enter the White House, outgoing president Donald Trump refuses to concede defeat. Trump has hit out at the results which he deemed as rigged and vowed to fight tooth in courts. However, Trump has not been able to provide any shed of evidence on electoral fraud. For a nation like the USA, which is described as the world’s “oldest” democracy; allegations of voter fraud are certainly not compliments but something that should be a worry for the citizens. Even in 2000 George W.Bush could only claim victory after the Supreme Court stepped in on December 12,2000. In a landmark judgement it rejected Florida's recount and in doing so effectively shut the door on Gore's quest for the presidency. On December 18, Bush is elected the 43rd US president by the electoral college, with 271 of the 270 required votes, although Gore won the popular vote. Even in the 2016 US elections Donald Trump alleged that millions of illegal votes went in favour of Hillary though he could not prove it. Hillary won about two million votes more than Trump in the popular vote. However, Trump surpassed the required 270 electoral votes to win the presidency. This was based on the state-by-state contests. It is not that democracy is a farce in the US but that human errors can come into play. The worst fear today in the US is, that tens of thousands of right wing armed militia are not willing to accept the poll verdict. They believe that Trump was robbed off victory that rightly belonged to him and are willing to make a fight of it. A possible civil war in America will be a disaster for all democracies.

It’s not just the vaccine in the fight against COVID S cientists now have better tests and treatments, and are forging a clear pathway out of this global ordeal. On 5 January 2020, the World Health Organization sent a memo to governments across the world reporting a small cluster of pneumonialike cases in Wuhan, China. For many countries, the warning was like looking through a fog. Each month, the WHO picks up on average 3000 potential disease signals and chooses 30 to investigate. In early January, global health scientists like myself were trying to assess the outbreak of “Wuhan pneumonia”, as it was then called, with huge gaps in our knowledge and considerable uncertainty: what was the virus or bacterial agent causing this cluster? How did it transmit? What was the case fatality rate? And could it be contained? The pandemic may seem to have gone on forever. As we approach the end of 2020, it is easy to lose sight of how much progress science has made over the past 10 months. Since January, scientists have gained a far better understanding of Covid-19 transmission, and have developed the tools to manage the virus. In fact, while the next four months will be difficult, the promis-

ing vaccines, better testing and treatments and greater knowledge we now have about how to control this virus will make the situation far better by March. Scientists have never moved so quickly from sequencing a virus to injecting a potential vaccine into a volunteer’s arm. There are 12 vaccine candidates in phase 3 trials being tested for safety and effectiveness, several of which look extremely promising. After collecting more safety evidence, the next set of challenges will be manufacturing and delivering enough doses, and ensuring people trust and will take the vaccine. The biggest question is one of strategy: will the vaccine be used to eliminate, suppress or mitigate the virus? Countries will take different routes, based on their own Covid situations. But the vaccine is far from the only area of scientific progress. We now understand how this virus spreads – through droplets, small aerosol particles and on surfaces – and that aerosols are probably the most significant transmission route. It spreads largely in indoor, crowded and unventilated settings, and even at a twometre distance, you can still be infected indoors, as the virus can spread through the

air and circulate for hours. Ventilating indoor spaces, wearing face coverings, distancing and getting outside for socialising and exercise are all essential to prevent transmission. Unlike flu, which spreads via similar-sized outbreaks in different places, roughly 10% of individuals infected with Covid are responsible for 80% of new infections. Rather than chasing every case, identifying these “super-spreaders” or “superspreading” events can help to bring down numbers. We also know that asymptomatic carriers are the achilles heel of outbreak control: people may feel fine yet still be infectious. This is perhaps the hardest challenge of fighting Covid. Catching the disease on the basis of people’s symptoms – the normal way to identify carriers of an infectious disease – will mean missing a percentage of cases. This is why mass testing in the community is important, because it helps us identify as many infectious people as possible, even if they don’t have symptoms. On 10 January, the SARS-CoV-2 genome sequence was shared publicly and the WHO shared interim guidance on lab testing for suspected cases. For multilateralism, a change in climate

s the ripples of the United States (US) presidential election results spread, myriad views are being expounded about the implications. All elections have consequences, but the US elections have global consequences. I recall two elections in 2016 that signalled global multilateral change. On October 5, 2016, the United Nations Security Council (UNSC) indicated that Antonio Guterres would be the ninth United Nations Secretary General (UNSG). It was akin to the projection of votes in the US presidential elections. While formal decisions would follow, the die was cast. I recollect the then president of the UNSC for October 2016, ambassador Vitaly Churkin, rushing to the Indian Mission where we were having a lunch for Brazil, Russia, India, China, South Africa (BRICS) ambassadors, and sharing that in the first straw poll under his presidency, he had brought the process to a closure. A month later, in the early hours of November 9, with the projections of results indicating the election of Donald Trump as the President of the US, the terms of the job of the UNSG changed substantially. Whatever may have been candidate Guterres’s aspirations, SG Guterres, from the time he took office in January 2017, had an overarching defensive goal. He has been admirably shepherding multilateralism and the UN through the tumultuous winds of change, which candidate Guterres never planned for. As he looks to the last year of his current term, the suave former Portuguese prime minister may be forgiven for feeling his efforts have not been in vain. On day one of the impending change of guard in the US on January 20, 2021, there are prospects for some good news for the UNSG. President-elect Joe Biden, has, throughout his campaign, said that he will bring the US back into the Paris Agreement and reverse the intention of moving the US out of the World Health Organization. This symbolises that the climate is changing for multilateralism. President-elect Biden has repeatedly asserted that he is committed to targeting carbon neutrality by 2050. As he formalises this commitment, he will add to countries covering 50% of the world’s Gross Domestic Product (GDP) and half of global CO2 emissions who have made a net-zero commitment. This is a goal that Guterres is assiduously promoting. In 2021, the climate crisis will rise to the top of the multilateral agenda, with active US support. In reality, the US never fully turned away from multilateralism. There is no better example than this year’s Nobel Peace Prize winner, the UN’s World Food Program (WFP). It is an agency whose last five directors general, including the current one, have been US nationals. Until October, the US’s voluntary contribution of $2.7 billion comprised 43% of the entire budget. By contrast, China

contributed $4 million. After having established a larger multilateral architecture, the US pursued an a la carte approach — selectively meeting some of its responsibilities but not fulfilling others. Consequently, the many contributions it made to multilateral institutions were overshadowed by the anxiety some of its decisions caused. Changing this strategy lies primarily in the realm of the US President’s executive decisions. Indicating re-engagement with the Human Rights Council, joining the global effort to assist countries to get access to the Covid-19 vaccine through COVAX and restoring funding for the UN Refugee and Works Agency (UNRWA) are some other executive decisions that can be taken swiftly. Multilateralism needs US engagement across the board. Where the US has engaged, it has garnered the enthusiastic support of others. The coordination to ensure the election of Daren Tang of Singapore as director-general of the World Intellectual Property Organization (WIPO), earlier this year, is a case in point. Where the US sought to plough a lonely furrow, the results have not been to its own satisfaction. The jettisoning of the Joint Comprehensive Plan of Action with Iran is an example. The US’s re-engagement multilaterally is in India’s interests. As India’s interests grow, areas of cooperation that India and the US can work together in will keep expanding. A US which takes sharply distant positions in multilateral organisations tends to open up areas of discord between us. As the climate is set to change for multilateralism, the US will likely take to advocacy to battle the climate crisis. In 2021, the US and the UN will both focus on the subject. The European Union will join in. China will be keen to be seen as a helpful partner. Many small developing island states view it as an existential issue. Although the field is getting crowded, India needs to seize opportunities for leadership here. Prime Minister (PM) Narendra Modi is viewed globally as a climate champion. His advocacy of renewables and the International Solar Alliance are acknowledged as notable Climate Action initiatives. India’s adoption of renewables is on the fast track, as is its promotion of disaster-resilient infrastructure. We must highlight all this and add to our initiatives, making adjustments if required. Looking ahead, global public goods in environment and health, and not conventional peace and security issues, are likely to be areas of multilateral focus. An early opportunity will be the Climate Ambition Summit to which the United Kingdom, as host, has invited PM Modi to join in December 2020, as a precursor to the Conference of Parties-26 next year. Huge advances have been made in testing over the past 10 months, and we now have rapid antigen tests that can give results within 30 minutes for just £3.90 each. The WHO has already acquired 120m of these tests for poorer countries that struggle with lab capacity. Testing is one of the key ways to control this virus. The playbook in east Asian and Pacific countries, which have largely eliminated transmission and dealt quickly with flare-ups, involves testing, tracing and isolation, strict border measures, good voluntary guidance and – sparingly used – lockdowns. In the UK, the government plans to roll out mass, cheap testing in the coming months that will help identify carriers of the virus who then need to be supported to isolate. Using rapid antigen tests, Slovakia tested 3.6 million people within a weekend (almost its entire teen and adult population) and plans to do so again several days later. One limitation of testing is that the incubation period of the virus is long, up to 14 days – so testing people repeatedly will be necessary to pick up those who are infected. We’ve also now got decent antibody tests that

The ultimate exit strategy from this pandemic will involve a safe and effective vaccine, treatments for those who have Covid-19, and cheap mass testing. We already have some of these tools, with more expected in the coming months. Although winter will be challenging, with shorter, darker days, colder weather and an overstretched health service, the progress of science means we will have a window of opportunity to break this destructive cycle of lockdowns in the spring. There is a shift in global trade

here is a general sense, both among policymakers and observers, that trade in the post-Covid-19 world will undergo fundamental shifts. Two factors seem to have led to these conclusions. The first is the nature of trade during the crisis and the second is the dramatic decline in global trade and employment. However, what is most critical is that the global crisis has focused attention on the required changes in the multilateral trade order. The special World Trade Organization (WTO) section on Covid-19 reveals a striking similarity in the response of countries. All of them tightened export restrictions on medical hardware and eliminated all duties on imports and medicines. However, the nature of the pandemic enforced co-operation. Producers of medical hardware (developed countries) needed to co-operate with pharma exporters (for example, developing countries such as India) to control the pandemic. The end result was a remarkable degree of cooperation among both sets of countries. This was never a feature of global restrictions during the trade wars after 1930 and 2008. The nature of the pandemic, which has sharpened the focus on global public goods, sets this period apart from meltdowns of the 1930s and 2008. This is not surprising as the previous two episodes of recession were the consequences of an endogenous failure of expectations after a

Seroprevalence, the proportion of people with antibodies, is low across most countries, and even in certain boroughs of New York City where 50%+ antibody prevalence is reported, the epidemic is still accelerating, dashing hopes that “herd immunity” could be achieved once a certain number of people have been infected. This is why it’s so important to reduce transmission now. Some have argued that enforcing lockdown restrictions in the present just means delaying the future death toll, but this ignores the role of scientific progress, and the treatments and vaccines that are becoming available. Now, if you’re admitted to hospital with Covid, you’re much more likely to survive than nine months ago. Every time we stop someone getting infected, it gives them a chance to live into an era where better therapies and treatments are available. Doctors have a far better understanding of Covid-19, which isn’t just a respiratory condition, but a multi-system disease that can affect not only the lungs but also the heart, blood vessels, kidneys

decade or more of global expansion. The current trade crisis is completely exogenous, driven by government action and the fear of the unknown which has separated buyers from sellers. For example, multilateral agencies estimate that global employment in the Covid-19 period will fall by as much as 25% to 30%. Consequently, global trade will also decline by about 15% in the second quarter of 2020. Closer to home, India’s exports declined by about 60% in the first couple of months of the crisis. Globally, most economists have suggested typical Keynesian pump priming measures. However, the causal factor today is not economic and hence Keynesian demand stimuli will not work and will lead individuals to increase their savings. The real problem is the fear psychosis, which will only disappear once a vaccine is made available and/ or the impact of the pandemic wanes over time. The recovery from the pandemic will manifest itself in a V-shape pattern rather than the U-shape associated with endogenous trade cycles. The most significant change is in the nature of trade since the 1960s and 1970s. By and large, since the General Agreement on Tariffs and Trade (GATT) 1948, countries have largely traded manufactured goods. In addition, these manufactured goods were distinct so that if one country exported food products,

it imported computers and cars. This is why GATT was devoted largely to rules regulating merchandise trade. However, in the last four decades, the nature of commodity trade has changed dramatically. For one, the type of commodities now traded fall in the category of so-called Intra Industry Trade (IIT): Here trade is largely in intermediate inputs rather than in final consumption goods. Second, since about 2008, global merchandise trade has reached its peak as a share of global trade (around 60%) and the growing segment is now trade in services. In fact, technological developments in the last two decades and fragmentation of production imply that it may be difficult to separate one from the other. The moot point is that typically protection via nominal tariffs may be outdated as a country is simultaneously importing and exporting commodities in the same industrial category. The second change in the nature of global trade is the nature of actors involved: 60% of trade today is intra-firm and 50% between subsidiaries of the same transnational company. Yet, WTO is a forum in which only countries can participate. Future multilateral and plurilateral agreements will have to address these issues. ermit me to share some views regarding the current disputes on the inter state borders in North East India. In the last few weeks we have been witnessing the Assam Mizoram skirmish on the border issue leading to a blockade of the NH 306 leading to Mizoram state. We are also witnessing right now a blockade of Nagaland by groups over the border issue. Assam also has border disputes with Meghalaya and Arunachal Pradesh as well sometimes leading to loss of lives and causing untold hardships to the people affected. The current interstate borders are largely a colonial construct with a toxic legacy. They were drawn up without the consent of the local tribes by the British imperialists and they were also designed with the motive of "divide and rule". The British wanted to pit one tribe against another or break the resistance of troublesome tribes by dividing their territory into disparate districts. Seventy years after independence we have failed to realise this.The problem has been aggravated by unabated infiltration especially into Assam leading to severe population pressure on scarce land resources. As a tribal and a fellow northeasterner I believe the aggrieved smaller states like Nagaland, Meghalaya etc should press the Centre for the formation of a boundary commission that will look into this issue. Only a comprehensive study, redrawing and demarcation of the state boundaries will be the solution to this problem. As far as Assam is concerned they are playing a duplicitous game. On the Meghalaya border issue they display maps of 1964 to buttress their claim. On the other hand as far as their dispute with Mizoram is concerned they base their claim on maps from the year 1933. Also the employment of road blockades to put pressure on the hill states is highly objectionable

and provocative. With new transit projects like on the Kaladan river coming up most North East states will not be fully dependent on Assam for their essentials in the near future. The blockades may turn out to be a double edged sword. I hope that civil society groups like the student bodies, mother's unions etc in your state take this issue seriously. The formation of a boundary commission for the North East will go a long way in bringing about peace and also normalcy in the lives of people adversely affected by these running feuds. What is the matter with the ATMs around in Dimapur city, it is really annoying when one is in an emergency to withdraw cash. If there is a functioning ATM, there is a long queue of people and by the time, one’s turn comes round, the booth is out of cash. Another habit is of withdrawing cash from three or four different debit cards making the wait unimaginable. During such a pandemic and with people falling sick and needing medical attention, it is time that proper maintenance of ATM booths is a must. Concerned authority please pay heed. Lanu Y. Gupkar gang wants to return to era of terror: HM Sharp reactions from Cong, NC and PDP

NEW DELHI/SRINAGAR, NOV 17 (PTI): Sounding the poll bugle ahead of local body elections in Jammu and Kashmir, Union Home Minister Amit Shah on Tuesday termed the People’s Alliance for Gupkar Declaration an “unholy global alliance” that along with the Congress wants to return to the era of terror and turmoil. The statement evoked angry reactions from the Congress, NC and the PDP, which dismissed the remarks as baseless and hit out at the minister. In a series of tweets, Shah also labelled the PAGD, a newly formed conglomerate of political parties, the “Gupkar Gang” that is going global and wants foreign forces to intervene in Jammu and Kashmir. “Congress and the Gupkar Gang want to take JK back to the era of terror and turmoil. They want to take away rights of Dalits, women and tribals that we have ensured by removing Article 370. This is why they’re being rejected by the people everywhere,”

Shah’s comments came ahead of the first phase of District Development Council elections on November 25, the first political exercise since the Centre revoked Jammu and Kashmir’s special status under Article 370 on August 5 last year and bifurcated the state into the union territories of Jammu and Kashmir, and Ladakh. Do Sonia Ji and Rahul Ji support such moves of the Gupkar Gang? They should make their stand crystal clear to the people of India,” he said. KANPUR, NOV 17 (PTI): A 29-year-old Indian Air Force (IAF) personnel allegedly shot himself dead with his service rifle while on duty in Chakeri area here, police said on Tuesday. Corporal Vinil P Pathrob, who hailed from Kerala, was on duty at Mawaiyya post on Monday when he shot himself on the right temple, Chakeri Station House Officer Ravi Srivastava said. After hearing the gunshot, his colleagues rushed there and found the corporal dead, lying in a pool of blood, the SHO said. The motive behind his taking the extreme step was not known immediately, Srivastava said. The body was handed over to his unit, police said.

The five car occupants were returning to Moga on Monday night after attending a wedding reception at Dirba town. Among those who died was a doctor. “The accident occurred around midnight. The car hit the diesel tank of the truck and the fuel spilled, leading to the car catching fire. The occupants did not get time to come out as the doors got locked. The car had to be cut to extricate the bodies,” said the SHO. The truck driver fled the spot, but police said they are hopeful of nabbing him at the earliest. Sangrur DSP Satpal Sharma said the bodies had been moved to Sangrur civil hospital for post-mortem. “We have informed the relatives,” he said. A senior lawyer and his assistant were burnt alive two days ago as their car caught fire after dashing into a tree near the Phagwara bypass chowk in Hoshiarpur district.

New Delhi, Nov 17 (PTI): Gold prices rose marginally by Rs 3 to Rs 50,114 per 10 gram in the national capital on Tuesday amid choppy trade and rupee depreciation, according to HDFC Securities. The precious metal had closed at Rs 50,111 per 10 gram in the previous trade. Silver prices jumped Rs 451 to Rs 62,023 per kilogram from Rs 61,572 per kilogram in the last trade. “Spot gold prices for 24 carat in Delhi were trading marginally up by Rs 3 on choppy global gold prices and rupee depreciation. The spot rupee was trading around 12 paise weaker against the dollar for the day,” HDFC Securities Senior Analyst (Commodities) Tapan Patel said. In the global market, gold was trading slightly higher at USD 1,877 per ounce, while silver was quoting almost flat at USD 24.20 per ounce. Gold prices traded steady on Tuesday morning as investors turned their focus to broad market fundamentals over dovish US Fed, stimulus hopes and COVID-19 infection worries.

‘More may die of COVID if Trump doesn’t cooperate’ WASHINGTON, NOV 17 (PTI): President-elect Joe Biden has warned that many more Americans “may die” if incumbent President Donald Trump does not cooperate with the transition process and hamper the incoming administration’s ability to tackle the deadly coronavirus pandemic. According to media projections, Democrat Biden has won the November 3 presidential election. Biden has 306 votes in the electoral college, surpassing the 270 threshold needed to win. However, Trump, a Republican, has not conceded and instead alleged election fraud without presenting any significant evidence. Countries letting virus run unchecked: WHO G e n e va , N ov 1 7 (IANS): The World Health Organization (WHO) said Monday that it’s “extremely concerned” by the recent surge in Covid-19 cases in some countries, particularly in Europe and the Americas. “Right now we are extremely concerned by the surge in cases we’re seeing in some countries. Particularly in Europe and the Americas, health workers and health systems are being pushed to the breaking point,” WHO Director-General Tedros Adhanom Ghebreyesus said at a press briefing. This is the second astronaut mission for SpaceX. But it’s the first time Elon Musk’s company delivered a crew for a full half-year station stay. BCCI ropes in MPL as Team India’s official kit sponsor

New Delhi, Nov 17 (Agencies): The Board of Control for Cricket in India (BCCI) on Tuesday announced that MPL Sports will now be the new kit sponsor and official merchandise partner for the Indian Cricket Team. MPL Sports is the athleisure wear and sports merchandise brand from e-sports platform Mobile Premier League, Hindustan Times reported. BCCI signed a threeyear agreement with MPL Sports that starts from November 2020 and goes on till December 2023. MPL Sports’ association with the BCCI begins with the upcoming India’s tour of Australia, 2020-21, which will see Team India sporting the new jerseys. The senior women and the Under-19 teams are also a part of the deal for the new kits. “Under the newlyinked strategic partnership, MPL Sports has entered into a three-year agreement from November 2020 to December 2023. Luis Suarez tests positive for Covid-19

Montevideo, Nov 17 (IANS): Striker Luis Suarez will miss Uruguay’s home 2022 FIFA World Cup qualifier against Brazil after testing positive for novel coronavirus, the Uruguayan Football Association (AUF) has informed. Goalkeeper Rodrigo Munoz and a team official were also diagnosed with the virus ahead of Uruguay’s clash with Brazil at Estadio Centenario in Montevideo on Tuesday. “All three are in good health and were isolated and placed in quarantine as soon as the situation was known, complying with established protocols,” the AUF said in a statement, reports Xinhua news agency. Suarez is the leading scorer in the South American zone qualifiers to date with four goals in three matches. On Saturday, the AUF had announced that defender Matias Vina had been cut from the Celeste squad after testing positive for the virus. Uruguay are currently fourth in the 10-team standings with two wins and a loss, three points behind leaders Brazil.

The Uttar Pradesh pacer, who was also a part of Chennai Super Kings in the Indian Premier League, thanked his skipper, MS Dhoni. The 33-year-old also thanked Suresh Raina, RP Singh, and Mohammad Kaif for guiding him. As a young talent Tyagi never really lived up to the expectations and drifted into the wilderness after losing his place in the team. The right-arm pacer made his ODI debut against Sri Lanka in December 2009 at the Feroz Shah Kotla. He also picked up a wicket but his debut was cut short when the umpires called off the match midway through the Sri Lankan innings as the pitch was considered unsafe.
