Aggrieved caterers demand release of pending bills D I M A P U R , N OV 1 8 (NPN): Aggrieved COVID19 caterers of Dimapur district have urged the authorities concerned to clear their bills, for the food provided to various quarantine centres, that were pending for over 15 weeks now. In a release, aggrieved caterers lamented that their earlier appeals and numerous visits failed to have the desired impact. According to them, this pandemic, unlike any other, required all stakeholders to perform on war-footing manner without any scope for trial and error. And being a major entry point for the State, Dimapur district required maximum adaptability while responding to the highly demanding circumstances during the fight against COVID. However, they said it was unfair that after having shouldered a huge burden and delivered a good performance, the authority could not meet their expectation and honour the agreement. Urging the government to settle the pending bills at the earliest, the caterers said over and above the unexpected and overwhelming crisis, depriving remuneration added more to the painful and exasperating journey for all the aggrieved parties.

Caught unawares by the sudden attack, it was reported that the villagers fled to the nearby jungle for shelter. Several houses were also burnt down during the attack, it was reported.
At least around 10 houses were burnt down, sources stated. According to information, sources believe that the incident may have been sparked by long pending land dispute. On learning of the attack on the village, police personnel including Assam Rifles rushed to the spot. There was no report whether, if any of the attackers were arrested. Police also recovered several live ammunition including empty shells at the site.
Meanwhile, a high level team of officials led by Director General of Police (DGP) Nagaland, T. John Longkumer accompanied by Home commissioner, Abhijit Sinha and other senior officials flew to Tuensang by chopper from Kohima on Wednesday afternoon to take stock of the situation. The high-level official team was also scheduled to visit the affected area, however, due to bad weather conditions, the chopper could not fly. It was also learnt that there is no motorable road to the village. Due to poor connectivity, none of the officials could be contacted. Meanwhile, Noklak district officials along with leaders of various tribal bodies and other organisations held an emergency meeting to diffuse the situation and prevent further escalation of violence. Additional police and security personnel were being rushed to the affected area to maintain law and order and instill confidence among the public. No further details were available at the time of filing this report.

JCPI urges govt to introduce RIIN Act without delay
Karbi Anglong bodies submit 6-point charter of demands to Assam CM
D I M A P U R , N OV 1 8 (NPN): Joint Committee for Prevention of Illegal Immigrants (JCPI) has reiterated its appeal to the state government to introduce Register of Indigenous Inhabitants of Nagaland (RIIN) Act without further delay. In a representation addressed to the state chief minister, the JCPI co-convenor Atomi Swu and secretary Tia Longchar also reiterated that the cut-off year for enrolment of Indigenous Inhabitant of Nagaland should be December 1, 1963. JCPI stated that it would by no means accept November 21, 1979 date as the cut-off year. The committee stated that enforcing RIIN in letter and in spirit at the earliest was the only remedy to mess and complication arising out of improper possession of Indigenous Inhabitants Certificate. Since RIIN has to be enacted as law, JCPI stated that the primary initiative was for the Cabinet’s approval of the Banuo commission report and place it before the Nagaland Legislative Assembly for making it into an Act of the Government.

DIPHU, NOV 18: After temporarily suspending the indefinite economic blockade on Nagaland on the first day on November 17, some 15 Karbi Anglong- based civil society organizations led by Karbi Students’ Association (KSA) Wednesday submitted a 6-point charter of demands addressed to the chief minister of Assam through DC Karbi Anglong at a meeting Wednesday in Diphu. KOHIMA, NOV 18 (NPN): Newly-elected members Medo Yhokha and Yangseo Sangtam from 14 Southern Angami 1 and 60 Pungro-Kiphire Assembly constituencies respectively were administered the oath of office and secrecy by Nagaland Legislative Assembly speaker Sharingain Longkumer at his office chamber here on Wednesday. The two newly-elected MLAs swore their faith and allegiance to the Constitution of India and to uphold the sovereignty and integrity of the country and to faithfully discharge their assigned duty. Supporters of both the MLAs accompanied their leaders to the venue.
Yangseo to support PDA Following taking oath as legislator at Nagaland Legislative Assembly speaker’s chamber here on Wednesday, newly-elected member from 60 Pungro-Kiphire Assembly constituency Yangseo Sangtam announced his support to PDA government. KOHIMA, NOV 18 (NPN): Eastern Naga Students’ Federation (ENSF) Wednesday served a seven-day ultimatum on the state government of Nagaland to meet its charter of demands for incorporation in Nagaland Staff Selection Commission (NSSB) contents/preview and implementation of job reservation for the six backward tribes of Eastern Nagaland. Addressing a press conference at DUDA guest house here on Wednesday, ENSF president Sepili L Sangtam, said the federation would be compelled to resort to democratic forms of agitation if their demands were not met within the stipulated time. Pfizer concludes phase 3 study of COVID vaccine Nagaland COVID tally 10366 Says vaccine 95% effective with no safety concerns NEW YORK, NOV 18 (PTI): Global drugmakers Pfizer and BioNTech said on Wednesday their COVID19 vaccine candidate is 95 per cent effective, including in adults over 65 years of age, a major announcement coming just two days after Moderna said its virus vaccine has an efficacy rate of 94.5 per cent. American pharmaceutical giant Pfizer and its German partner BioNTech said they have concluded phase 3 study of their mRNA-based COVID-19 vaccine candidate BNT162b2, meeting all primary efficacy endpoints. Based on current projections, the companies expect to produce globally up
to 50 million vaccine doses in 2020 and up to 1.3 billion doses by the end of 2021. Analysis of the data indicates a vaccine efficacy rate of 95 per cent in participants without prior SARS-CoV-2 infection (first primary objective) and also in participants with and without prior SARS-CoV-2 infection (second primary objective), in each case measured from seven days after the second dose. The company said the first primary objective analysis is based on 170 cases of COVID-19, of which 162 cases of coronavirus were observed in the placebo group while 8 cases in the BNT162b2 group. Vaccine efficacy was consistent across age, gender, race and ethnicity demographics. The observed efficacy in adults over 65 years of age was over 94 per cent. There were 10
severe cases of COVID-19 observed in the trial, with nine of the cases occurring in the placebo group and one in the BNT162b2 vaccinated group. “The study results mark an important step in this historic eight-month journey to bring forward a vaccine capable of helping to end this devastating pandemic. We continue to move at the speed of science to compile all the data collected thus far and share with regulators around the world,” said Dr Albert Bourla, Pfizer Chairman and CEO. “With hundreds of thousands of people around the globe infected every day, we urgently need to get a safe and effective vaccine to the world,” Bourla said. Pfizer said till date, the Data Monitoring Committee for the study has not reported any serious safety concerns related to the vac-
cine. A randomised subset of at least 8,000 participants 18 years and older in the phase 2/3 study found that the vaccine was well tolerated and any side effects resolved shortly after vaccination. The sides-effects noticed after the first or second dose was fatigue, and headache. Further, older adults tended to report fewer and milder side-effects following vaccination. With the safety milestone required by the US Food and Drug Administration (FDA) for Emergency Use Authorization (EUA) being achieved, Pfizer and BioNTech plan to submit a request within days to the FDA for an EUA based on the totality of safety and efficacy data collected to date, as well as manufacturing data relating to the quality and consistency of the vaccine.

D I M A P U R , N OV 1 8 (NPN): Nagaland on Wednesday reported 178 new COVID-19 positive cases-- 158 in Dimapur, 13 in Tuensang, 5 in Kohima and 2 in Peren, taking the tally to 10,366. Another death was reported in Kohima Wednesday taking the number of

Closure of roads in Dimapur, NH-29 D I M A P U R , N OV 1 8 (NPN): In order to facilitate the progress of the four lane construction works, the deputy commissioner (DC) has ordered total restriction of all movement from Chathe River Bridge (Patkai Bridge) to Kukidolong from 7am of November 22, 2020 till 5am of November 23, 2020. In a circular, DC Dimapur Rajesh Soundararajan stated that the restriction was necessitated to facilitate speedy completion of works and as a precautionary measure to prevent any injury, loss of life and damage to property. In another circular, DC Dimapur informed that there would be closure of the road from Thahekhu Block-7 gate to Selouphe Junction and upto 1 km towards Greenpark from 8pm till 6am from November 19-29, 2020. This follows the Joint Movement Committee called shutdown for an indefinite period to protest the government’s decision to rehabilitate thousands of tribal refugees, who had fled to adjoining Mizoram 23 years ago following ethnic strife in the state. According to police, the situation in the mixed populated sub-division further deteriorated after a few tribal refugees attacked the 36 houses of non-tribals on Tuesday evening forcing over 110 people to flee to safer places. The affected people have informed officials that four cows and several goats were taken away by the attackers. North Tripura district Superintendent of Police Bhanupada Chakraborty said that a large contingent of security forces comprising the Central Reserve Police Force (CRPF) and Tripura State Rifles (TSR) has been deployed to deal with the situation. “There is tension in different places

KAAC to receive direct funding from centre: CEM Tuliram Ronghang
Bokajan, Nov 18 (AGENCIES) : Karbi Anglong Autonomous Council (KAAC) CEM Tuliram Ronghang on Wednesday announced that the council will receive direct funding from the centre with regard to all central schemes. Briefing the media, CEM Ronghang said that it had been a long-standing demand of the Karbi people that funds should be directly remitted by the central government to the Council to do away with the needless delay in their release by the State Secretariat. Earlier, the matter could not be resolved at the track of signing of MoU in 1995 and the MoS in 2011. However, the MoS provided for the amendment of Art 280 to bring the council under the purview of the Finance Commission of India. And now, after our relentless efforts, the centre has agreed to provide direct funds for all centrally funded schemes to KAAC.” The schemes include NLCPR, AIBP, MoS package, Niti Ayog, 5th Finance Commission and other schemes funded by the center in the sixth schedule areas of northeast. The CEM added. The CEM also said an account has been opened to receive the funds as per the direction of

Briefing reporters, Congress legislator Zenith Sangma said that there were “anomalies” in the Asian Development Bank (ADB)-funded smart meter system for consumers in Meghalaya, the Ganol Small Hydel Power Project, Saubhagya Scheme, Deen Dayal Upadhyay Gramin Jyoti Yojana Phase I and II and waiver of electricity bills for industries. “In the tendering process for ADBfunded smart meter system, such conditions were put in place that only one bidder would qualify, adding that contractor would have to execute work worth Rs. 200 crores,” Sangma said. “But not surprisingly, the estimated cost was enhanced by 18 percent, which comes to Rs. 36 crore,” the Congress legislator said, and alleged that when there is no competition in the tendering process, where only one bidder of “their choice” could be qualified was a scam. “Tendering process should be done in fair man-

IMPHAL, Nov 18: Security force on Wednesday engaged in a gunfight with a group of suspected NSCN (I-M) armed cadres in Manipur’s interior Noney district. Police said there was no report of casualty on either side in the fire exchange reported near Chingmei (Pungsanmei) village, about 12 km south of Khoupum police station of Noney district, adding that the fire exchange lasted for around an hour, police here said. The exchange of fire reportedly ensued after the armed cadres suspected to belong to NSCN(I-M) outfit opened fire towards the troops of 29

Itanagar, Nov 18 (PTI): For the fourth consecutive day COVID-19 recoveries in Arunachal Pradesh surpassed fresh cases with 56 more patients being cured of the disease, a health department official said on Wednesday. The state registered 36 new coronavirus cases, including three healthcare workers, pushing the tally to 15,904, he said. A total of 14,644 people have recovered from the disease. The COVID-19 recovery rate is 92.07 per cent, while the death ratio stands at 0.30 per cent, State Surveillance Officer (SSO), Dr Lobsang Jampa said. Ar unachal Pradesh now has 1,212 active cases with a positivity rate at 7.93 per cent, and 48 people have so far succumbed to the virus. Of the 36 new COVID19 cases, 11 were reported from the Capital Complex region, six each from East Siang and Lower Dibang Valley and four from West Kameng, the official said. Two cases each were also recorded in Tawang, Papumpare and Upper Siang, while one each case was also reported from Pakke Kessang, Shi-Yomi and West Siang district respectively, the SSO said.

History of territory
R
ecent incidents along the boundary between Dimapur and Karbi Anglong districts serve as reminders of the long pending and unresolved border dispute between Assam and Nagaland which is with the Supreme Court. Assam has boundary disputes with other states in the north east such as- Nagaland, Meghalaya, Mizoram and Arunachal Pradesh with a long history of boundary incidents. The most recent border incident between Assam and Mizoram was the October 17 incident when around 20 houses were burnt and some 50 others injured in a clash. The Assam-Nagaland boundary issue was left undemarcated since inception of statehood and efforts to find a common ground among the states have failed. The bone of contention remains the 1925 notification made by the Survey of India under the then British colonial government that effectively transferred large tracts of Naga areas under Sibsagar(now Sivasagar) district for “purely administrative convenience”. The ‘convenience’ then has resulted in a great deal of inconvenience, ninety five years today. The British had told the affected Naga tribes, that the transfer was purely for administrative convenience and would not affect their traditional rights over these lands and more so because the Imperial British government existed all over Assam, Burma and Manipur. Practically interpreted, the notification was not to have any implications over their traditional ownership and rights over their forest areas such as Daldali, Gorompani, Kakadanga, Dessoi etc. Assam has continued to allege large scale encroachment by the Nagas on these lands .As a point of argument, no landowner can be called and encroacher when he claims and occupies his land. In reality, the historical boundary between the Nagas and Ahoms lie within Sibsagar(now Sivasagar) district in Assam. In the changed circumstance, Nagas understand that though they are the rightful traditional owners of the large tracts of lands that are now within Assam, they are still willing to accept a rational adjustment but the fact that they are the traditional owners of the transferred forests and lands should not be erased from the record. Nagaland has insisted all along, that the 1925 notification cannot be taken as fait accompli as it was done without the knowledge or consent of the Nagas. Accepting the notification would mean that Nagaland has no claim whatsoever and therefore, as a consequence, no dispute exists with regard to the inter-state boundary. The boundary issue is not only about territory but about history. Assam itself is made up of various races who have their own history. The Bodos and Karbis to name some, also have every right to state their history and no Act of parliament or assembly can change that. Rejecting the traditional ownership is like rejecting history and in doing so, the distortion of the past is sought to be justified. Left on their own, the traditional land owners on both sides of the border, know which portion is theirs but unfortunately, the politics of the day leaves no room for accommodation. Both states need to take up the issue with earnestness and willingness to resolve the problem so that the future generations can coexist in peace and harmony. Imposing economic blockade is certainly never an option.

Don’t say, “Oh, Lord, I suffer from wandering thoughts.” Don’tsuffer from wandering thoughts. Stop listening to the tyranny of your individual natural life and win freedom into the spiritual life. “If the Son makes you free….” Do not substitute Savior for Son in this passage. The Savior has set us free from sin, but this is the freedom that comes from being set free from myself by the Son. It is what Paul meant in Galatians 2:20when he said, “I have been crucified with Christ….” His individuality had been broken and his spirit had been united with his Lord; not just merged into Him, but made one with Him. “…you shall be free indeed”— free to the very core of your being; free from the inside to the outside. We tend to rely on our own energy, instead of being energized by the power that comes from identification with Jesus.

efore addressing the main focus on Naga Hoho, belated as it may, I would like to first take this opportunity to clear the air of misunderstanding that seems to still be festering in the minds of the 14 Tribal Hoho representatives against the Senior Citizens Association of Nagaland (SCAN) in the backdrop of what transpired in a meeting with the Governor/ Interlocutor Nagaland at Hotel Japfu conference Hall on 18th October 2019. While addressing a view on the contentious subject of “Competency Clauses” (CC) which was partially disclosed to the members present in that meeting by the Governor/ Interlocutor, SCAN was the sole member present who strongly advocated a ‘slow down’ on the 31st October 2019 dateline as against every other NGOs impatiently clamouring for a speedy conclusion of the talk. SCAN was of the opinion that it was of an absolute imperative that the complete contents of CC must be put on the table transparently and the stakeholders must first be given the opportunity to review the same before the final settlement was inked. It was in this connection that I had categorically stated that even the Apex Tribal Hoho representatives present in this meeting did not have the mandate to approve the contents of the “Competency Clauses” on their own without going back to their respective Tribes for final endorsement by their people through a thorough consultation on each and every content in the CC. This was said in consideration of the fact that the CC would irreversibly impact the lives of each and every Naga for all times to come...positively or negatively...once formally signed as an agreement and that it was an inalienable right of the stakeholders to therefore be given their deserved time to be consulted and be heard. The reference to ‘mandate’ in this case was therefore to do with a specific focus on ‘Competency Clauses’. It had absolutely nothing to do with the legitimacy of the ‘mandated’ authority of the elected members of the respective Tribal Hohos. No sane Naga would question their standing as elected leaders within their respective communities. However, if this honest clarification still finds no clarity of understanding to their satisfaction within the Tribal Hohos...then let me in all humility render my sincere unreserved apology to all our Tribal Hoho Presidents and Office Bearers...since it was I who made this statement... though representing SCAN...

Patents award them exclusive rights
and request them all to let this unfortunate misreading be put to rest in peace from here forward. We are in the midst of a very volatile crossroad of history and need to collectively put our heads together for a more important and relevant agenda of discussion for the sake of all concerned. Remember the agitated retort of even the Governor/Interlocutor while debating on this subject that “it was impossible for the Nagas to come to any united conclusion on any given issue”. To my mind, this was a rather amateurishly misplacement of judgement on his part like all the other Indian leaders before him. Mr. Governor/ Interlocutor may have to take time out from his busy schedule to educate the Nagas by telling us which kind of a remarkable civilisation, which kind of a remarkable people on planet earth, actually had/ have that remarkable capability of agreeing with each other 100% in every given issue, every given time, all the time. We are certain that India is not one such place, to say the least, for him to stand seemingly tall and point his finger and underrate the Nagas on this score. Suffice is to say that, we are living in a democratic environment where the decision of the majority dictates and I have absolutely no doubt in my mind that the Nagas too can and will find a majority consensus on the subject. All that the Nagas need is an unabridged detail of the Competency Clauses and a reasonable timeframe to review it. So, fellow Nagas, we are up against important personalities representing GoI who think we are incapable of finding a united decision as a people, on the one hand and an expressed view of even the NSCN (IM) terrestrial upstairs that the Nagas public will not be able to understand or comprehend the profundity of their CC contents, on the other. Do we sit back and do nothing and prove them right? Today we are beginning to see some semblance of sporadic activity of the “14 Tribal Hoho” expressing their collective views as “14 Tribes” this or “14 Tribes” that. In as far as their initiatives are concerned we do applaud them for their effort. However, can we pause for a while and seriously consider the present lacklustre picture of “14 Tribes” coming together in a loose formation without a collective Apex identity? Just think about this carefully. Where is the status of our collective Tribal honour gone with this nondescriptive image of a “14

Yet pharmaceutical companies have failed to invest in developing new drugs – shockingly, there has been no new class of antibiotic
developed for nearly four decades – because it simply isn’t profitable. This colossal failure led the government’s former “superbug tsar” Jim O’Neill to suggest nationalised drug companies might be the only answer. “We need to respond to Covid with cooperation, solidarity, and equity,” Diarmaid McDonald of Just Treatment, which is campaigning against secret deals between government and big pharma on any vaccines, tells me. “But the big-pharma model is the antithesis of this: it’s about closed business models, which are focused on competitive efforts done in isolation not to provide the best outcomes to all, but the highest possible profits to the company.” In response to the early-2000s pandemic caused by Sars – also a coronavirus – governments committed to increasing investment in research, helping to develop promising vaccine candidates, which could have been used against Covid-19. But pharmaceutical companies abandoned the research. Why? Because it was unlikely to be immediately profitable. It gets worse: major pharma-

In Nagaland context, the “14 Tribe” affiliated Naga Hoho was recognised as a very well structured traditional body, unlike other NGOs, drawing its strength and authority through a hierarchy that is rooted down to the ‘Traditional Council of Elders’ now known as “Village Council”. Therefore, given a strong disciplined and visionary leadership, Naga Hoho can resurge as a tremendous force to be reckoned with, not only within the Naga Community but way beyond our boundary. This is what Nagas desperately need to re-establish right now...to express the collective will of the Nagas of Nagaland with authority to our National Workers and to the GoI. Well, it upsets one’s mind to think that the Nagas of Nagaland once had a proud and honourable Apex organisation called the NAGA HOHO that commandeered a reasonable respect amongst the Tribes of Nagaland across the board...but was surreptitiously usurped by those who did not belong within it. This dismal picture of reality is at variance with the so-called ‘brave Naga Warriors’ that we are so prone to proudly trumpet at every given opportunity...yet we surrendered Naga Hoho without a fight. Somewhere along the road, the bighearted leaders within the Naga Hoho opened the floodgate to other Tribes from beyond the State without considering the fact that such a magnanimous gesture would severely dilute the very essence of our exclusive identity that was so absolute necessary for us to sustain and nurture as the Apex platform to broadcast the ultimate voice of the people of Nagaland. With the inroad of other Tribes from beyond our State the original founding members became a voiceless minority within their own kitchen. With oxygen thinning out in their environment, all the suffocating “14 Tribes” slowly but surely walked out of their own kitchen (Naga Hoho) one after another. This is an amazing enactment of the ‘Arab and the camel’ fable in real time. The very existence of Naga Hoho has now been reduced to an irrelevant mouthpiece of someone else that has no prioritised concern with the ground reality of the Nagas of Nagaland. I sincerely believe that it is an opportune moment for the Nagas of Nagaland to rethink and rewind the clock to the time when Naga Hoho belonged to us. The time is rife for the Arab to reclaim his tent. By saying this, I
am not advocating that the present Naga Hoho should disappear. Not at all! There is no harm done if this Naga Hoho continues to exist but must rectify the misnomer and be re-christen as a Pan Naga Federation or Hoho where Nagas from every other geographical boundary can congregate and keep the spirit of integration and other common cultural matters alive till such time the ‘due democratic process’ finds a common home for all the Nagas without exception. Until then, the simple solution lies in the change of name which should appropriately be adopted in consonance with the background of its affiliated membership... but certainly not as Naga Hoho which already has a legitimate owner...the “14

Rather than being a PR triumph for big pharma, coronavirus should serve as a reminder of the disastrous consequences of leaving a life-saving industry in the hands of a profiteering monopoly. Health and Care Excellence (Nice) has considerable leverage over pharmaceutical companies by being able to judge whether their drugs are value for money for the NHS. But, while the US pays on average nearly four times more for drugs than other countries, everybody is being ripped off. With a successful vaccine, herd immunity could be possible without resulting in millions more dead. This is a global catastrophe, after all: up to 150 million more people will be driven into extreme poverty by next year as a consequence of the pandemic. Hundreds of thousands have died, from New Delhi to Rio de Janeiro, while entire economies have been ravaged. But a pharmaceutical industry that has long made exorbitant profits by free-riding on public-sector research has been granted its most lucrative moneyspinner yet. Today...nobody but nobody in his/her right frame of mind would underestimate the mindboggling complexities of the Indo-Naga political settlement wherein certain percentage of compromises would invariably have to be made from both sides of the negotiating table in a sequence of give and take before a conclusion can be reached. It is within such a critical pressurised timeframe that the Nagas of Nagaland sorely needs to have clarity of collective vision and wisdom to lend a helping hand in this complex proceeding. Instead, we are groping around in
the darkness without even a formal platform to express our common stand in it all. We have completely lost our initiative and bearings. It is under such compelling circumstance that I strongly repeat that the “14 Tribes” should urgently sit together and reclaim Naga Hoho...and provide sensible leadership thereafter. At the end of the day it may even come to pass that the Naga Hoho representing the 14 Tribes of Nagaland may very well be called upon to participate in the signing of the historic final settlement document...if we are to believe the GoI wanting a comprehensive inclusive agreement. Nagaland-Assam boundary issue
The real or imaginary line or proper demarcation of boundary in between Assam and Nagaland so far has not yet been officially settled by Government of India (GOI). The idea of separating the Naga Hills from Assam was an ultimate plan of the Government of India to conceive the state of Nagaland and in such a way that, on 1st December 1963, the Nagaland state was created under the 16 - point agreement. However no official boundary or proper demarcation in between Assam and Nagaland has been done so far till date under the official supervision of Government of India. It was simply mentioned that the land, reserved forest, etc belonging to Naga Hills will be transferred to Sibsagar and Nagaon district until such time that the Government of Nagaland can take it back officially. It was also mentioned that during such period I.G.P Government of Assam will look after the whole border affairs of Assam-Nagaland. It appears that the Government of India is not at all serious to ponder upon the Assam-Nagaland boundary affairs during such a long 57 years of Nagaland Statehood. Infact Nagaland State was created through political negotiation in a random manner and till date, the Indo-Naga political solution could not take place due to the various multi-dimensional factor. Under the above circumstances, how can the President of Karbi Students Association (KSA) claim that Rilan yan ( Rilan village) under Dimapur district, Nagaland is well inside the Daldali reserved forest and encroaches the Karbi-Anglong land in an interview by Nagaland news channel on monday the 16th Nov, 2020. But in this present Online exam , anyone who is not a teacher can also make out easily that it is not the child who is writing – very good handwriting, perfect answers ( without any spelling mistakes) . It has become very easy for teachers to correct because they know that there will not be any mistakes. Of course we know there are some parents who are honestly making sure that their child write what they know, without copying - All teachers SALUTE these honest Parents ! The Big question is – are you (parents) sowing the “ TINY DROPS “ of “ HONESTY “ or “ DISHONESTY “ in your child which will become a mighty “ OCEAN “ one day ? Very frankly, what we did with regard to RCEP is not a generic position vis-a-vis trade,” said Jaishankar. India was part of the RCEP negotiations for nearly seven years. The unresolved issues included inadequate protection against import surge, lack of credible assurances to India on market access, non-tariff barriers and possible circumvention of rules of origin by certain countries. Referring to the longpending India-EU free trade agreement (FTA), Jaishankar said: “We want a fair and balanced FTA”, but added that what is fair and balanced is a subject of negotiation. “I recognise that an FTA with Europe is not an easy negotiation, probably in the world, it must be the most difficult negotiation. It is a very high standard FTA,” he said. The FTA talks have been stalled since May 2013, when both sides failed to bridge substantial gaps on crucial issues, including data security status for the IT sector.
NEW DELHI, NOV 18 (IANS): Twitter on Wednesday apologised to a parliamentary panel in a letter, stating that it will fix the issue of geo-tagging Ladakh as part of China by the end of this month and Ladakh will be added as a region administered by India as a union territory. According to reliable sources, the micro-blogging platform sent the letter to the panel’s chairperson Meenakshi Lekhi and apologised for the geo-tag error. A joint committee of Parliament led by BJP MP Lekhi which has 20 members from the Lok Sabha and 10 from the Rajya Sabha, last month issued summons to Twitter, seeking an explanation in form of an affidavit. “Earning and maintaining the trust of the people on our service is of the utmost importance. Twitter remains committed to serving and protecting the public conversation and partnering with the government of India,” a Twitter spokesperson

NEW DELHI, NOV 18 (PTI): To ramp up COVID care facilities in Delhi, 45 doctors and 160 paramedics of the paramilitary forces have arrived in the capital while the Railways is making available coaches with 800 beds at a station here to be used as health and isolation centres, the home ministry on Wednesday said. The Defence Research and Development Organisation (DRDO) is going to add 250 ICU beds to the existing 250 in addition to creating 35 BIPAP beds in the next 3-4 days at its COVID-19 hospital near the Delhi airport, a home ministry spokesperson said. These developments come in the wake of 12 decisions taken at a high-level meeting chaired by Union Home Minister Amit Shah
on Sunday after Delhi saw fresh spike in COVID-19 cases. The spurt in coronavirus cases in Delhi has been witnessed since October 28 when the daily rise breached the 5,000-mark for the first time and it crossed the 8,000-mark on November 11. Delhi recorded 6,396 fresh COVID-19 cases on Tuesday, taking the infection tally in the national capital to over 4.95 lakh, even as 99 new fatalities pushed the toll to 7,812, authorities said. The rising coronavirus cases in Delhi are attributed to the festive season, noncompliance of COVID-19 safety behaviour and rising pollution in the city. Forty-five doctors and 160 para-medics from paramilitary forces have arrived
in Delhi for deployment at DRDO hospital near Delhi airport and at a COVID care centre at Chhatarpur, the spokesperson said. More doctors and paramedics will reach Delhi in the next few days. The home ministry has constituted 10 multi-disciplinary teams to visit more than 100 private hospitals in Delhi for assessing bed utilisation and testing capacity and to identify extra ICU beds. Visits by the teams are underway. The Railways is making available coaches with 800 beds at Shakur Basti railway station while doctors and para-medics from paramilitary forces will man the coaches which will act as COVID care-cum-isolation facilities. Medical Research (ICMR) and the Delhi government are working together to enhance RT-PCR testing capacity to 60,000 tests by end of November. Testing capacity has already been enhanced by 10,000 tests per day on November 17, the spokesperson said. The planning for house-to-house survey in Delhi is in the advanced stage. The survey is expected to begin by the end of the week and completed by November 25.

NEW DELHI, NOV 18 (PTI): India pulled out of the Regional Comprehensive Economic Partnership (RCEP) last year as joining it would have resulted in fairly negative consequences for the country’s economy, External Affairs Minister S Jaishankar said on Wednesday. In an address at an online discussion organised by the Centre for European Policy Studies, Jaishankar also forcefully pressed for reform of the United Nations, saying one or two countries must not be allowed to halt the process for their “perpetual gain”. On the proposed free trade agreement between India and the European Union, Jaishankar said New Delhi was looking for a “fair and balanced” pact. Asked about the RCEP, the external affairs minister said India withdrew from it as a number of key concerns flagged by it were not addressed. NEW DELHI, NOV 18 (PTI): As the border standoff with China in eastern Ladakh shows no signs of immediate resolution, the Indian Army has created modern habitats with all required facilities for thousands of troops deployed in the high-altitude region which is under the grip of harsh winter, government sources said on Wednesday. The habitats have been provided with proper heating facilities as the region receives up to 40 feet of snow after November every year while temperatures fall up to minus 40 degree Celsius in the winter months, they said. “In order to ensure operational efficiency of troops deployed in winters, the Indian Army has completed establishment of habitat facilities for all troops deployed in the sector,” said a source. Nearly 50,000 troops of the Indian Army are currently deployed in a high state of combat readiness in various mountainous locations in eastern Ladakh in sub-zero conditions as multiple rounds of talks between India and China have not yielded any

China has also deployed an equal number of troops, according to officials. “Apart from the smart camps with integrated facilities which have been built over the years, additional state of the art habitats with integrated arrangements for electricity, water, heating facilities, health and hygiene have been recently created to accommodate the troops,”

In addition, adequate civil infrastructure has also been identified to cater to any emergent requirements, they added. The armies of India and China have held eight rounds of Corps Commander-level talks so far but no breakthrough has been achieved yet to resolve
the standoff. The last round of military talks was held on November 6 during which both sides broadly discussed disengagement of troops from specific friction points. A joint statement issued after the talks said both sides agreed to maintain dialogue and communication through military and diplomatic channels, and take forward the discussions for the settlement of outstanding issues. India has all along
been maintaining that the onus is on China to carry forward the process of disengagement and deescalation at the friction points in the mountainous region. Following the sixth round of military talks, the two sides had announced a slew of decisions including not to send more troops to the frontline, refrain from unilaterally changing the situation on the ground and avoid taking any actions that may further complicate matters. The sixth round was held with a specific agenda of exploring ways to implement a five-point agreement reached between External Affairs Minister S Jaishankar and his Chinese counterpart Wang Yi at a meeting in Moscow on September 10 on the sidelines of a Shanghai Cooperation Organisation(SCO) conclave. The pact included measures like quick disengagement of troops, avoiding action that could escalate tensions, adherence to all agreements and protocols on border management and steps to restore peace along the Line of Actual Control (LAC).

Posts on the Facebook accounts of Ted Hui, Eddie Chu and Raymond Chan said they had been arrested in relation to the incidents in the legislature’s main chamber. The trio separately disrupted legislative meetings by splashing pungent liquids and other items on two occasions. Hong Kong police said in a statement that they had arrested three former lawmakers on Wednesday on the charges of contempt in the legislature and intent to cause harm to others. Britain to ban new petrol, diesel cars, vans by 2030 to net zero emissions
L ondon , N ov 1 8 ( AGENCIES): Britain will ban the sale of new petrol and diesel cars and vans from 2030, five years earlier than previously planned, as part of what Prime Minister Boris Johnson is casting as a “green revolution” to cut emissions to net zero by 2050. Johnson, who is grappling with Europe’s most deadly COVID-19 crisis, Brexit trade negotiations and the departure of his most senior adviser, wants to underscore his green credentials as part of what he hopes will be a reset for his government. “Now is the time to plan for a green recovery with high-skilled jobs that give people the satisfaction of knowing they are helping to make the country cleaner, greener and more beautiful,” Johnson said in a column published in the Financial Times on Tuesday.
Chinese COVID-19 vaccine candidate shows promise Beijing, Nov 18 (PTI): Results from an early-phase clinical trial of a Chinese vaccine candidate, CoronaVac, revealed that the formulation appears safe and induces an antibody response in healthy volunteers aged 18 to 59 years. According to the findings of the phase 1/2 randomised clinical trial, published in The Lancet Infectious Diseases journal, the vaccine candidate could induce an antibody response in participants within 28 days of the first immunisation, by giving two doses 14 days apart. The researchers, including those from the Jiangsu Provincial Center for Disease Control and Prevention in China, also found the optimum dose to generate the highest antibody responses, while taking account of side effects
and production capacity. While the average levels of neutralising antibodies induced by CoronaVac was lower than levels seen in people who have previously had COVID-19, the scientists still believe the formulation could provide sufficient protection against the virus based on their experience with other vaccines and data from animal model studies. Since the study only included healthy adults aged 18 to 59 years, the researchers said further studies will be needed to test the vaccine candidate in other age groups, as well as in people with pre-existing medical conditions.
“Our findings show that CoronaVac is capable of inducing a quick antibody response within four weeks of immunisation by giving two doses of the vaccine at a 14 day interval,” said Fengcai Zhu, joint lead author of the study, from the Jiangsu Provincial Center for Disease Control and Prevention. “In the longer term, when the risk of COVID-19 is lower, our findings suggest that giving two doses with a one month interval, rather than a two week interval, might be more appropriate for inducing stronger and potentially longer-lasting immune responses,” Zhu added.
In the current study, the scientists reported the results of the phase 1/2 clinical trial which included participants aged 18 to 59 years, and only people who did not have any history of infection with COVID-19. They said the participants had not travelled to areas with high incidence of the disease, and did not have signs of fever at the time of recruitment. In the first phase, the scientists said 144 healthy volunteers were enrolled, who were split into two groups to receive one of two vaccination schedules -- either two injections given 14 days apart, or two injections given 28 days apart.
Britain last year became the first G7 country to set in law a net zero emission target by 2050, which will require wholesale changes in the way Britons travel, use energy and eat. In total the plan would mobilise 12 billion pounds ($16 billion) of government money, with as much as three times that amount coming from the private sector, and create and support 250,000 highly skilled green jobs by 2030, Johnson said. The new date for a ban on new petrol and diesel cars is five years earlier than the 2035 pledge made by Johnson in February. The sale of hybrid cars and vans would be banned from 2035 under the new plan. An extra 200 million pounds would create industrial clusters mustering technology to capture, store and use carbon dioxide emis-
sions by the mid-2020s. Another two hubs are projected by 2030, taking the total investment in the technology to 1 billion pounds. Johnson, who has promised to increase Britain’s offshore wind power to 40 gigawatts by 2030 from around 10 GW now, pledged up to 500 million pounds for projects trialing the use of hydrogen including for home heating and cooking. The government would also help to develop large and small scale nuclear plants. Johnson’s plan was broadly welcomed by industry. “It gives a springboard to the huge opportunities for UK-wide investment and green jobs that a true lowcarbon economy can bring,” Josh Hardie, acting director at the Confederation of British Industry, said in a separate statement. This is the first PSL title for Karachi while Lahore haven’t won it as yet in the five-year history of the tournament. Chasing Lahore’s 134 for seven wickets in 20 overs, Azam hammered seven boundaries on his way to 63 that helped his team clinch the match with eight balls to spare at the National Stadium here. Karachi finished at 135 for five wickets in 18.4 overs. Azam was named

New Delhi, Nov 18 (IANS): World No. 6 Stefanos Tsitsipas of Greece defeated tournament debutant Andrey Rublev 6-1, 4-6, 7-6(6) at London’s O2 Arena to set up a virtual quarter-final clash with Rafael Nadal for a place in the semi-finals. Tsitsipas’s win over Rublev guaranteed Austria’s world No. 3 Dominic Thiem a place in the semi-finals. Thiem now leads the Group London 2020 2-0. “It was an unbelievable match from both sides.
