MOKOKCHUNG, NOV 20 (NPN): Tension along the state border between Nagaland and Assam remained high as volunteers from Assam side continued with their economic blockade on the vital MarianiMokokchung road since November 15. Several Assam-based organisations imposed the blockade on Nagaland at Mariani-Nagajanka road in Jorhat district. Post that the blockade at the inter-State border continued till Friday. Even though the situation was tense, the DC said there has no untoward incident. Limawabang also informed that he was in touch with his Jorhat counterpart and had proposed to hold a meeting to de-escalate the tension. On Friday, there was a commotion at Tsutapela check gate as people from neighbouring areas gathered at the gate. Over 50 volunteers of Tsurangkong Range Naga Youth Front (TRNYF) also reached the spot. A meeting was held with the district administration and police officials at the check gate. Later, the TRNYF volunteers also
visited Aosenden village. It may be recalled that the issue escalated after Assam accused Nagaland of setting up a police camp inside Dissoi Valley Reserved Forest on November 10. In a move meant to deploy police, Assam deployed its armed police to the area and also erected a temporary camp near the spot. The Assam Police continues to maintain the position. TRNYF warns: Earlier, TRNYF had warned that it “will take its own course of action to protect and safeguard the ancestral land of the Nagas and the state government of Assam will be held solely responsible for any untoward incidences that may arise in our fight against the illegal blockade.”
TRNYF president, Bendangwati and secretary, Shiluyongdang reminded that the front had submitted a memorandum to the state governments of Nagaland and Assam through the DC Mokokchung, to clear the economic blockade by November 20, 6 a.m., that was imposed by “some unknown miscreants since November 15, 2020 at New Sonowal Assam.” TRNYF said it had also urged Nagaland and Assam governments resolve the boundary issue at the earliest. The front also reiterated “Tsurangkong Range under Mokokchung district is our ancestral land and that the traditional boundary cannot be altered in any manner.”

Fuel prices go up after twomonth hiatus D I M A P U R , N OV 2 0 (NPN): State-owned oil marketing companies (OMCs) increased the prices of petrol and diesel on Friday after nearly two-monthlong hiatus in price revision. Petrol price was hiked by 17 paise per litre and diesel by 22 paise. According to IOCL website, petrol price in Delhi was hiked to Rs 81.23 per litre from Rs 81.06 while diesel rates went up from Rs 70.46 to Rs 70.68 per litre. After Friday’s rate revision, petrol price in Dimapur was raised to Rs.84.09 per litre from Rs.83.94 per litre, while diesel price went up from Rs.74.15 per litre to Rs.74.36 per litre. In the state capital Kohima, petrol now costs Rs 84.93 per litre and diesel costs Rs.75.05 per litre. This is the first revision in petrol prices since September 22. Diesel rates had not changed since October 2. Oil marketing companies-- IOC, BPCL and HPCL- revise rates of petrol and diesel daily based on benchmark international oil price and foreign exchange rate.

Patton, who also holds home portfolio, also appealed for peace and tranquility as the law would take its own course, even as he urged the people and all tribal leaders of Eastern Nagaland to continue extending all possible cooperation and support to “our people” and the government in promoting peaceful coexistence among the Nagas. Pointing to the State government’s seriousness on the matter, he said a
team led by director general of police (DGP) and Commissioner of Nagaland was rushed to the area to take stock of the situation immediately on learning about the incident. He claimed that adequate police force was deployed immediately in the sensitive areas and a special investigation team (SIT) constituted under senior SP rank officer to conduct a detailed probe into the incident. Patton assured that the state government would extend all possible help and assistance to those affected by the unfortunate incident after examination of reports and prayed for early return of normalcy in the area. It may be recalled that some unidentified miscreants on November 18 attacked Thongtsou village during which one person was killed and several houses burned down.

PDA in power drunk stupor: NPF D I M A P U R , N OV 2 0 (NPN): War of words has once again ensued between the ruling NDPP and opposition NPF over the recent hike in tax on petroleum products announced by the PDA government. Following the ruling party’s castigation of the opposition party over its criticism of the move, the latter has hit back. NPF in a statement alleged that the NDPP labelling the increased cost of petrol and diesel as “non issues” exposed the “deplorable fact” that the majority party in the ruling coalition was in a power drunk stupor and had lost touch with reality not just in Nagaland but with the entire modern world whose geopolitics was largely driven by considerations of availability, supply and reserves of petroleum fuel. Mentioning that it was mystified at NDPP deeming the spike in tax on petrol and diesel as “non issues”, NPF said it was bemused at the “laboured justification” that the ruling party conjured up to welcome the increase of tax on petrol, diesel and other lubricants. Acknowledging the efforts of finance department in publishing retail prices of petrol and diesel in some
neighbouring States, the opposition party urged the department that to understand ground situation in proper perspective it should also equally highlight the retail cost of fuel in other Northeastern States like Mizoram, Arunachal Pradesh and Tripura where this was lower than Nagaland, and not just those States where retail cost was higher or very close to Nagaland. NPF further urged the PDA government to instruct its agencies to do a comprehensive comparative study on the cost of essential commodities and other essentials like building materials in Nagaland with the neighbouring States and publish it for public awareness. Sincere effort should then be made to ensure price-control so that the financial burden on the public was eased, it stressed. The opposition party said it was painful to observe that while the people are struggling for their day-today needs due to COVID19 pandemic and prices of essential commodities are skyrocketing every passing day, they now have to bear the brunt of this imperious decision. It, therefore, reiterated its demand to roll back
the government’s decision to hike the tax on petrol and diesel at the earliest. Pointing out that in a democracy, both the ruling and opposition parties have assigned roles to play and that the former should focus on providing good governance to the people and desist from issuing superfluous press statements, NPF observed that NDPP’s attempt to dredge up extraneous and irrelevant issues might be interpreted as an effort to divert the burning issue at hand and does not warrant further comment. “If NDPP cannot take the positive criticism of the opposition party for the welfare of the general public, do the people consider the recent hike on petroleum products as Christmas gift?” the opposition party wanted to know. Observing that the NDPP’s statement quite perplexingly keeps mentioning and defending chief minister Neiphiu Rio time and again, NPF clarified that in its statement released on November 13 it had only demanded that the PDA government should roll back the decision to hike tax on petrol and diesel without even once alluding to the chief minister in person.
KSA, DNSU hold ‘joint courtesy meet’

NEW DELHI, NOV 20 (NPN): France has expressed its desire to explore the avenues and opportunities of collaboration in different sectors in the North Eastern States as well as tourism and other potentials in Jammu & Kashmir. This was conveyed by Ambassador of France to India, Emmanuel Lenain, who called on Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER), Dr Jitendra Singh in New Delhi on Friday. Dr Jitendra Singh and Ambassador Lenain also discussed potential projects in North Eastern States. Dr. Singh spelt out different sectors in which, under the leadership of Prime Minister Narendra Modi, collaborative initiatives had been undertaken in the Northeast. Dr Jitendra Singh said in North East region there were vast areas of unexplored potential which were waiting to be explored. These, he said, included tourism, handicraft, handloom as well as food and fruit sectors. Dr Jitendra Singh said Prime Minister Modi has not only given special emphasis to the development of the North Eastern region but also reoriented “Look East Policy” into “ActEast” policy and taken a number of steps to increase engagement with the countries across the eastern borders.

DIMAPUR, NOV 20 (NPN): Days after Karbi Students’ Association (KSA)-led economic blockade on Nagaland was temporarily suspended, the association held a “joint courtesy meet” with the Dimapur Naga Students’ Union, (DNSU) at Khatkhati, Assam on November 20. During the meeting the two organizations strongly warned that action would be taken against any individual “trying to instigate the situation/issue for their own personal gain.” In a joint press release,
KSA president Bijoy Bey and DNSU president Sedevilie Angami also appealed to both the governments of Assam and Nagaland and Karbi Anglong Autonomous Council (KAAC) “to take the border issue with paramount concern.” The two student bodies said that since it was “a courtesy meet” no resolution was made. However, KSA and DNSU said they decided to “work hand and hand with peaceful means and to maintain strong and brotherhood bonding between the two brothers of Karbi and Nagas.”
A DNSU member said that the meeting was held at a hotel in Khatkhati. It was fruitful and both sides decided to take up the matter with the respective state governments. It may be recalled that the Karbi Anglong based civil society organizations led by KSA had temporarily suspended the indefinite economic blockade on Nagaland on the first day on November 17 and also submitted a 6-point charter of demands addressed to the chief minister of Assam through DC Karbi Anglong.
‘COVID-19 reinfection unlikely for at least 6 months’ Nagaland COVID tally 10608; 2 more dead L O N D O N, N OV 2 0 ( AG E N C I E S ) : Pe o p l e who’ve had COVID-19 are highly unlikely to contract it again for at least six months after their first infection, according to a British study of healthcare workers on the frontline of fight against the coronavirus pandemic. The findings should offer some reassurance for the more than 51 million people worldwide who have been infected with the pandemic disease, researchers at the University of Oxford said. “This is really good news, because we can be confident that, at least in the short term, most people who get COVID-19 won’t get it again,” said David Eyre, a professor at Oxford’s Nuffield Department of Population Health, who co-led the study. Isolated cases of reinfection with COVID-19, the disease caused by the
SARS-CoV-2 virus, had raised concerns that immunity might be short-lived and that recovered patients may swiftly fall sick again. But the results of this study, carried out in a cohort of UK healthcare workers - who are among those at highest risk of contracting COVID-19 - suggest cases of reinfection are likely to remain extremely rare. “Being infected with COVID-19 does offer protection against re-infection for most people for at least six months,” Eyre said. “We
found no new symptomatic infections in any of the participants who had tested positive for antibodies.” The study, part of a major staff testing programme, covered a 30-week period between April and November 2020. Its results have not peer-reviewed by other scientists but were published before review on the MedRxiv website. During the study, 89 of 11,052 staff without antibodies developed a new infection with symptoms, while none of the 1,246 staff
with antibodies developed a symptomatic infection. Staff with antibodies were also less likely to test positive for COVID-19 without symptoms, the researchers said, with 76 without antibodies testing positive, compared to only three with antibodies. Those three were all well and did not develop COVID-19 symptoms, they added. “We will continue to follow this cohort of staff carefully to see how long protection lasts and whether previous infection affects the severity of infection if people do get infected again,” Eyre said. Meanwhile, World Health Organisation on Friday, suspended Gilead’s drug Remdesivir from its ‘prequalification list’, which is an official list of medicines used as a benchmark for procurement by developing countries, Reuters reported.
D I M A P U R , N OV 2 0 (NPN): Nagaland on Friday reported 148 new COVID19 positive cases from across the state, taking the tally to 10,608. Dimapur reported 138 cases, Kohima-8 while Mon and Tuensang reported 1 case each. The death toll also mounted to 60 after two more COVID-19 related deaths were reported on Friday-- one each in Kohima and Dimapur. Out of 60 deaths, 50 were COVID related, 4 under investigation and 6 not COVID related. Further, out of 10608 positive cases, the distribution across various categories include 4411 cases from the armed forces/police, 1751 returnees, 3944 traced contacts and 502 frontline workers. As on November 20, there were 1340 active cases, 9104 recovered and 104 migrated.

India’s virus tally breaches 90-lakh mark
PTI: India’s COVID-19 caseload surpassed the 90lakh mark on Friday with 45,882 new cases, while the recoveries surged to 84.28 lakh pushing the national recovery rate to 93.6 per cent, according to the Union Health Ministry data. The total coronavirus cases mounted to 90,04,365 and the death toll climbed to 1,32,162 with the novel coronavirus virus claiming 584 lives in a span of 24 hours in the country, the data updated at 8 a.m. showed. DIMAPUR: District Advisory Committee on youth development under Nehru Yuva Kendra (NYK) held a meeting at DC Conference Hall, Tuensang on November 20. The meeting was chaired deputy commissioner (DC) Tuensang, Kumar Ramnikant. According to DIPR, DC encouraged all the stakeholders to focus on the youths specially those at rural since India was a young country and such programmes were important for younger generation of the state. Correspondent KOHIMA, NOV 20 (NPN): Director of School Education, Wonthungo Tsopoe has suggested holding Kala Ustav (Art Festival) throughout the year stating that the event was not a one time show but a continuous process. He said the ministry of school education has launched Kala Ustav to promote arts in education, and therefore urged the district coordinators to take the responsibility to educate the students and make them understand the real meaning of Kala Ustav. The director, who was addressing the result declaration of online Kala Ustav 2020 state level completion at the office of the directorate of school education on Friday also pointed out the
rich cultural diversity of the Nagas and called for cultural exchange amongst the different tribes. Delivering key note address, assistant mission director Liyalo Apon said Kala Ustav was launched in 2015 to promote art in education by nurturing and showcasing the artistic talent of the students at secondary stages in the country. He said the competition provides an opportunity for the students to understand the rich heritage and cultural diversity of the country. A press release by the college stated that the speakers of the webinar were independent researcher and freelance editor, Dr. Vizovono Elizabeth and assistant professor, department of English, Shaeed Bhagat Singh College, University of Delhi, Dr. VieoPou. Dr Vizovono Elizabeth spoke on “Northeast women’s literary interventions into gendered violence: breaking the shame in honesty”, while Dr VeioPou talked on “Northeast writings beyond the violence and exotic”. DIMAPUR: Department of Social Welfare and District Legal Services Authority (DLSA) observed “world children’s day” on November 20 to promote awareness among children and improving children’s welfare. SRCW Nagaland: Department of Social Welfare, Child Protection Service (CPS) and State Resource Centre for Women (SRCW) Nagaland organised state level consultative webinar on the issue of negligence and abandonment of children for district functionaries. A press release by SRCW Nagaland stated that in her keynote address, commissioner & secretary, Department of Social Welfare, & Administrator, Nagaland State Social Welfare Board (NSSWB), Sarah R. Ritse pointed out the seriousness of the issue and how with the pandemic, cases of children being abandoned and neglected had risen at an alarming rate. Imphal West turns into COVID hotspot after by-polls

Correspondent IMPHAL, Nov 20: Wangoi Assembly constituency of Imphal West district where by-polls were conducted recently is turning out to be a COVID-19 hotspot in Manipur. After 95 persons tested positive for the novel coronavirus on Thursday, 38 more persons were found to have contracted the contagion during testing of one member of each household on Friday. The 133 positive cases were detected during testing of one member of each of 848 households so far covered during the targeted testing drive of the state health department. On November 7, bypolls were conducted in four Assembly constitu-
encies spread over three districts of Manipur amid the worst time of COVID19 pandemic. Sensing the spread of the contagion among the general masses during the by-polls, the state health department launched targeted testing in the three of the four constituencies. The drive in Wangoi AC took place on Thursday while the same in Lilong and Wangjing-Tentha AC of Thoubal district commenced today. The drive in these three constituencies will continue till November 22 even though the state health authority is yet to fix a date for such intensive COVID-19 test drive in Saitu AC of Kangpokpi district.
Meanwhile, the daily COVID-19 update status of the state health department on Friday showed detection of 200 fresh cases which included 12 personnel of the Central Armed Police Force (CAPF). With the fresh 200 cases, the COVID-19 infection count of the state increased to 22,748, out of which 19,620 have recovered , that is 86.24% recovery. The recovered cases included 189 patients discharged on Friday after recovering from the viral infection. Among the districts of the state, Imphal West, one of the twin capital districts recorded a maximum number of 114 out of the 200 fresh positive cases. The district alone shared 7,197 of the state’s 22,748 infections to become the worst affected among the 16 districts of the state. Imphal East district followed far behind with 4365 infections. Currently, 2,896 active cases including 206 CAPF personnel are being treated at various Covid care facilities. Only one man aged 58 years from Thoubal district died, taking the total fatality due to COVID-19 related illness to 232.

Another doctor dies due to COVID in Meghalaya Correspondent Shillong, Nov 20: Two more COVID-19 related deaths, including that of a 66-year-old doctor took the fatality figure due to COVID to 106 even as 173 fresh infections mounted the active case tally to 888, while 84 recoveries pushed the total recoveries to 10,158 as on Friday in Meghalaya. Dr. Paitbha Syngkon (66), a resident of Jowai, West Jaintia Hills who passed away at a privaterun Woodland Hospital in Shillong on Thursday, was the second physician to have succumbed to the viral infection in the State after the death of the first COVID-19 patient in Meghalaya, Dr John L Sailo Rynthathiang (69), in April this year. Director of Health Services (MI), Dr. Aman War said that Dr Syngkon was tested COVID-19 positive on being admitted at the hospital on Thursday night “He (Dr Syngkon) however passed away at 11.50 pm due to COVID19 pneumonia with type 2 diabetes mellitus with hypertension with CAD,” the medical official said. Of the new cases detected, the senior medical official said 97 were from East Khasi Hills district, 60 from West Garo Hills district, 8 from South Garo Hills district, 4 from East Jaintia Hills district,2 from East Garo Hills district and
1 each from Ri-Bhoi district and South West Garo Hills district. With 400 active COVID-19 cases, East Khasi Hills district, including Shillong is the wost affected district in the State, followed by West Garo Hills with 195 active cases. Meanwhile, of the new recoveries recorded as on Friday, 41 were in Ri-Bhoi district, 19 in East Khasi Hills district, 10 in East Jaintia Hills district, four each in South Garo Hills district and West Garo Hills district, 3 in South West Garo Hills district and 1 each in South West Khasi Hills district, North Garo Hills district and East Garo Hills district. Of the 2,27,199 persons tested for COVID-19 infection, War said 2,16,047 have tested negative so far, even as 233 persons are in institutional quarantine and 519 are in home isolation in various parts of the State, which has 37 containment zones. Moreover, he said that 60,758 persons have entered the State from outside as on date. So far, Meghalaya has registered 11152 confirmed Covid-19 cases, including 106 deaths with a case fatality rate of 0.92, besides 888 active cases and 10158 recoveries. Also, night curfew was further relaxed on Friday night on account of Chaat Puja with effect from 11 pm to 3 am on Saturday.
Protect interests of locals while resettling Brus: CPI(M) Agartala, Nov 20 (PTI): With the shutdown called by a joint forum of local ethnic civil societies entering its fifth day on Friday at Kanchanpur in protest against the proposed “large-scale” resettlement of displaced Brus from Mizoram in the area, the opposition CPI(M) in Tripura said the ruling dispensation should protect the interests of locals. The state government is “solely responsible” for the “indefinite” general strike called by the Joint Movement Committee (JMC), comprising Nagarik Surakhsa Mancha and Mizo Convention, in the subdivision in protest against the proposed resettlement of 6,000 Bru migrants in the area, the party said in a statement on Thursday. “While earmarking areas for resettlement, areas with no forest cover and unutilised Khas or government lands should be given preference”, the statement said. The Br u issue had started in September, 1997 following the demands of a separate autonomous district council, by carving out areas of western Mizoram adjoining Bangladesh and Tripura. About 30,000 Bru tribals had then fled Mizoram due to the ethnic tension there and took shelter in refugee camps in Tripura. The first attempt to repatriate the Brus was made

in November, 2009 by the Centre along with the governments of Tripura and Mizoram. However, the effort had met with little success. The Centre signed a fresh agreement in January this year according to which the Brus who stayed back in Tripura relief camps will not be forced to return. The Centre sanctioned Rs 600 crore as rehabilitation package for the displaced Brus as a final solution to the vexed problem after the agreement. “The BJP-led government in the northeastern state signed a quadripartite agreement in January this year to settle the Bru refugees in Tripura without even having the courtesy of discussing the issue with the main opposition party of the state”, the statement said. The CPI(M) also urged the state government to give a chance to the protestors to place their demands before the authorities.
“We expect a meeting between the demonstrators and the government to be held immediately. At the meeting, the government must pay heed to the demands of locals. Their views should be given some respect,” the statement said. Due to the strike, vehicles did not ply, markets and business establishments remained closed and attendance in government offices was thin in the sub-division of North Tripura district on Friday. Strike supporters, including women and children, organised protest rallies and demonstrations in front of government offices and markets. JMC chairman Zairemthiama Pachuau had told newsmen recently that the North Tripura district magistrate had assured that 1,500 families would be settled in the area. “But now the government is trying to settle 6,000 families,” he said.

BJP outwits Nitish
ourth time Bihar chief minister Nitish Kumar may be not be out but certainly down as he is the undeserving man to be chief minister. He has been made to ear humble pie by the BJP which graciously kept him in driver’s seat but the steering wheel in the hands of one of its deputy chief minister and accelerator and brakes on the foot of another party deputy chief minister. Indeed, Nitish is the face of the NDA but the body is that of the BJP. How this has come about is purely a self-delusion that Nitish has been suffering from. His affair with the BJP is the story of rank opportunism which he exploited till after the poll results of 2020. He had opposed Narendra Modi tooth and nail when in the NDA from 2009 to 2014 and vowed never be with BJP if Modi ever became prime minister. Then after the 2014 Lok Sabha elections, he quit the NDA and then resigned as the chief minister. Nitish played his card by portraying himself as the saviour of the Mahadalits by installing Mahadalit leader Jitan Ram Manjhi as the chief minister. Nitish vowed that he would lead the 2015 assembly election campaign and become the chief minister only after winning the polls. However, within nine months, Nitish unceremoniously removed Manjhi and took over as Bihar chief minister once again. In 2015, with the Mahagathbandhan, despite the RJD gaining more seats than his JD (U), Nitish was back as chief minister and the so-called protector of ‘Bihari Asmita’ with a renewed vow to counter Modi’s BJP and work for his beloved state. Again in 2017, Nitish ditched the Mahagathbandhan to rejoin the NDA. He has, so far, not furnished any convincing explanation as to why he joined hands with Modi, whom he had vociferously opposed for eight years between 2009 and 2017. Nitish has camouflaged many of his intentions with high moral grounds. He has developed the art of doublespeak - supporting BJP at the Centre while wooing minorities and Muslims in his state. However, this time the BJP had made its future intentions clear when it removed the party legislature party and Bihar deputy chief minister Sushil Modi, with Tarkishore Prasad as the leader of the legislative party and Renu Devi as deputy leader. Sushil Modi and Nitish enjoyed good rapport in the state so the new BJP set up means that the terms of engagement between BJP and JD(U) has changed and would be far tougher for Nitish to have his way any longer. What does not work in favour of Nitish is the fact that his party JD(U) with only 43 seats out of 115 it contested has been totally surpassed by the BJP which won 74 out of 110 contested. The BJP came second after the RJD which could win 75 out of 144 seats it contested. Bihar polls threw up a mixed bag- the single largest party, RJD sits as head of the opposition; the second largest party does not have its chief minister while the minority party JD(U) has the post of chief minister. BJP could still play its favourite game of break-and-make, enticing MLAs from other parties and having its own majority party government so the next few months could unravel all the speculations.

To base our forgiveness on any other ground is unconscious blasphemy. The only ground on which God can forgive our sin and reinstate us to His favor is through the Cross of Christ. There is no other way! Forgiveness, which is so easy for us to accept, cost the agony at Calvary. We should never take the forgiveness of sin, the gift of the Holy Spirit, and our sanctification in simple faith, and then forget the enormous cost to God that made all of this ours. Forgiveness is the divine miracle of grace. The cost to God was the Cross of Christ. To forgive sin, while remaining a holy God, this price had to be paid. Never accept a view of the fatherhood of God if it blots out the atonement. The revealed truth of God is that without the atonement He cannot forgive— He would contradict His nature if He did. The only way we can be forgiven is by being brought back to God through the atonement of the Cross. God’s forgiveness is possible only in the supernatural realm. Compared with the miracle of the forgiveness of sin, the experience of sanctification is small. Sanctification is simply the wonderful expression or evidence of the forgiveness of sins in a human life. But the thing that awakens the deepest fountain of gratitude in a human being is that God has forgiven his sin. Paul never got away from this. Once you realize all that it cost God to forgive you, you will be held as in a vise, constrained by the love of God.

A Naga country: The need for a separate ISO 3166- country code
A
compact and contiguous territorial homeland of the Nagas measuring approximately 1,20,000 km2 that lies between India, Myanmar and China is the much historical claim of the undivided country of all the Nagas. This God given, natural and ancestral land of the Nagas with beautiful hills & valleys, mountains, flora and fauna and incredible natural resources are still inhabited by the Nagas themselves along with their other kindred tribes. It was the British colonial authority and its illegal successors who had arbitrarily divided the Nagas and their country into different administrative setups under alien rule. Recognition of the Naga country as a single political entity by the international community especially India & Myanmar has been the essence of the popular Naga aspiration, a powerful political locomotion of the Naga national struggle. The dark conspiracy and repressive policies against such collective aspiration of the Nagas have time and again reconsolidated the national struggle and the spirit of oneness in Christ among the Nagas. Who can undo the will of God in repeopling the Nagas as a new nation? Who can force us to do what is against the will of God? Who really can stop the working of the Holy Spirit of God for bringing a just and lasting peace in this part of the Naga world? India, the largest democratic nation in the world whom Nagas as of late have put their credence will help in bringing genuine peace and comprehensive progress in consonance with the genius of the Naga people. It is high time for the Nagas to critically understand about a country that they have been fighting for with more than 2.5 lakhs precious lives of the Nagas being sacrificed. The modern concept of a country began in the 17th century. The Peace Treaty of Westphalia in 1648 was considered a turning point in international relations between different territorial entities. The Ameri-

can revolution (1775) and French revolution (1789) that articulated popular sovereignty further contributed towards the growth of the country-based nationhood. There is no universal definition of the term “country” till date. A country according to Webster dictionary means a land or territory of a nation or state that includes the peoples themselves. Oxford (Lexico) gives the meaning of a country as a nation having its own government occupying a particular territory with separate citizenship rights. The Montevideo Convention (Treaty) of 1933 threw some light for the first time on the creation of statehood with obligatory rights and duties. Article 1 of the treaty says, a state is a person of international law which must possess (a) a defined territory (b) permanent population (c) Government and (d) the capacity to enter into relations with other states. Here, ‘state’ is a legal term for a country. Articles 3 further declares that statehood is independent of recognition of other states. A country is meant to still exist even in the absence of recognition by other countries. This legal premise is based upon the principle of declarative theory of statehood. The constitutive theory of statehood on the other hand defines a state or country as a person of international law if, and only if it is recognized as sovereign by other sovereign states. Recognition by sovereign countries is a prerequisite to become a country under this theory. Meaning, in both the theories the state/country must be a person of international law having the capacity to enter relations with other countries. The formation of the United Nations Organization (UNO) in1945 initially with 51 nation-states and the subsequent emergence of many other sovereign nation-states have brought a new dimension in international law and structure of relations. Self-determination means the legal and
political rights of people to decide their own destiny in international order. It is the core principle of international law and such national right is protected under the new international order of UN regime. Various provisions under the UN Charter (1945), International Covenant on Civil and Political Rights, ICCPR (1966), Universal Declarations on Human Rights,UDHR,(1948)and United Nations Declaration on the Rights of Indigenous Peoples, UNDRIP(2007) give cognizance of right to self-determination. In the given perspective, selfdetermination without its own flag and constitution is no self-determination at all either internally or externally or both. In the new international scheme of countries , there are currently altogether249 countries having separate ISO – Country Codes- 3166 out of which only 193 are sovereign independent UN membercountries whereas the remaining 56 are Non- UN member but sovereign and independent and semiindependent countries having their own ISO country codes under UN jurisdiction.ISO stands for International Organization for Standardization. The changing dynamics of international laws and practices that efficaciously accommodated separate ISO-country codes to many new countries of different political status and varied geo- political size including many indigenous nations by blending the noted two theories is indeed greatly ushering the building of comprehensive & meaningful world peace. Categories of states entitled to get separate ISOCountry Codes are; UN member-countries, UN observer states, sovereign but Non- UN member states, self-governing associate states (unincorporated), and dependent territories (unincorporated) having international personality. All these categories of states are sovereign & independent and/or semi-independent states with their own flags and constitutions as separate nations or sub-nations
having expressive right to hold future referendum. The point is that in order to get a separate country code, the state in question must be an international person subject to international law either wholly or partly. Meaning, the only technical requirement to become a new country and obtain her separate country name & country code into ISO 3166 -1 under the guidelines of ISO 3166 Maintenance Agency (UN) is to get registered in one of these two sources i.e. (i) United Nations Terminology Bulletin on country names; or (ii) Country and Region Codes for statistical use of UN statistics Division. Again to be enlisted in the above noted (i) UN Terminology Bulletin on country names, that applicant-country must be at least; a member state of the United Nations; or a member of one of the United Nations’ fifteen (15) Specialized Agencies ; or party to the statute of the International Court of Justice . Country name will be added to ISO 3166-1 once it appears in either of the said two sources. When and how will the Nagas get a separate country code? The present Nagaland which is the 16th state of India governed by the constitution of India is not a country at all. Article 371A neither provides real internal autonomy nor a clause for future referendums as it does not possess even a characteristic of a quasicountry like sub-nation. However, Article 371A provides to the Nagas some constitutional safeguards pertaining to land and natural resources, customary laws, social, and religious matters almost resembling the protective rights given to many Scheduled Tribes and other minorities. Like any other Indian state, Nagaland cannot secede from India and accordingly cannot become a country unless it is critically transformed and restructured along with other outside Naga territories that equally constituted the undivided Naga country. ‘Love jihad’ coined by BJP: Gehlot
Jaipur, Nov 20 (PTI): Rajasthan Chief Minister Ashok Gehlot on Friday said “love jihad” is a term “manufactured” by the BJP to disturb communal harmony, provoking a sharp reaction from Union minister Gajendra Singh Shekhawat. In a tweet, Gehlot said marriage is a matter of personal liberty and bringing a law to curb it is unconstitutional. Hitting back, Shekhawat asked if marriage is a matter of personal liberty “why are the women not free to use their maiden name or religion”. BJP leaders use the term “love jihad” while alleging that Hindu women face harassment and forced conversion in the name of love and marriage. BJP governments in Uttar Pradesh, Haryana and Madhya Pradesh have said they are considering enactment of laws to curb such marriages.

Centre moots high-level teams to states, UTs with rising COVID cases
NEW DELHI, NOV 20 (PTI): The Centre is contemplating sending high-level multidisciplinary teams to states and union territories that are reporting a rise in COVID-19 cases, the Health Ministry said on Friday. The Centre had on Thursday rushed high-level teams to districts of Haryana, Rajasthan, Gujarat and Manipur to support these states’ efforts towards strengthening containment, surveillance, testing and efficient clinical management of coronavirus positive cases. In a statement issued on Friday, the Health Ministry said the Centre is also contemplating sending such teams to other states and UTs that are witnessing a surge in COVID-19 positive cases. “The Union government has advised the State/UT governments to adopt aggressive and widespread testing to ensure that the missed out and undetected positive COVID-19 cases are promptly identified for timely and effective tracing, containment and

ED files money laundering case in fake TRP scam probed by Mumbai police New Delhi/Mumbai, Nov 20 (PTI): The Enforcement Directorate (ED) has filed a money laundering complaint in the alleged TRP rigging scam that is being investigated by the Mumbai police, official sources said on Friday. They said the central probe agency has filed an enforcement case information report (ECIR) that is equivalent to a police FIR under the provisions of the Prevention of Money Laundering Act. The ED complaint was filed after studying a Mumbai police FIR that was registered in October and it had named the Republic TV channel, two Marathi channels and few other individuals. Republic TV and other accused have denied wrongdoing and manipulation of the TRP (television rating points) system.
Officials of the news channels and others named in the police FIR, apart from two former employees of Hansa research agency arrested by the Mumbai police in this case, will soon be summoned by the ED for questioning and recording of their statements, they said. The ED will probe if fake TRPs were generated and if the money earned through this was used to generate illegal funds and create illegitimate assets, they said. TRP is a tool to judge which TV programmes are viewed the most and also indicates the viewers’ choice and popularity of a particular channel. It is calculated on the basis of TV channel viewership in a confidential set of households and measuring barometers are installed at such locations.
The alleged scam came to light when ratings agency Broadcast Audience Research Council (BARC) filed a complaint through Hansa Research Group, alleging that certain television channels were rigging TRP numbers. Mumbai police had alleged that some channels were paying bribes to boost TRP fraudulently so as to increase advertising revenue. It was alleged that some families at whose houses metres were installed for collecting data of viewership were being bribed to tune into a particular channel. On October 8, Mumbai Police Commissioner Param Bir Singh had said that many people in whose homes these barometers were installed, accepted that they were getting monetary benefit for keeping their TV sets on even when they did not watch it.

The searches were conducted at the residences of five accused -- Mohamed Aslam, Abdul Latheef, Nazarudheen Sha, Ramzan P and Muhammed Mansoor. These accused conspired with the already arrested accused and facilitated smuggling of gold through import cargo addressed to the UAE Consulate General, and its disposal, the agency aid. Chandigarh, Nov 20 (PTI): Amid a rise in COVID-19 cases, the Haryana government on Friday ordered the closure of all schools in the state until November 30. The move came days after over 150 students tested positive for coronavirus. The state’s Directorate School Education ordered the closure of schools in a letter issued to all district education officers, block education officers and other concerned officials. “In view of the increasing number of COVID-19 cases and keeping in mind the health of the students, it has been decided by the Haryana government that all government and private schools in the state will be closed till November 30,” said the letter. The schools will also remain closed for the teaching staff and all school campuses will be sanitised during their closure. Over 150 school students from three Haryana districts -- Rewari, Jind and Jhajjar -- had recently tested

He was among the first volunteers for the third phase trial of the vaccine. The 67-year-old BJP leader was administered the dose at the Civil Hospital in Ambala. He is the first Cabinet minister of any state government who has volunteered to take the trial dose. Civil Surgeon Kuldeep Singh said the Covaxin dose was administered to Vij. Before administering the dose, Vij underwent some tests at the hospital. The minister told the media the vaccine likely to be available to the people by the beginning of next year.

NEW DELHI, NOV 20 (PTI): Kerala-based scribe Siddique Kappan, arrested on his way to Hathras where a young Dalit woman had died after allegedly being gang-raped, was going there under the “garb of journalism” with a “very determined design” to create caste divide and disturb law and order situation, the Uttar Pradesh government said in the Supreme Court on Friday. In an affidavit filed in the apex court, the state government has alleged that Kappan is the office secretary of Popular Front of India (PFI) and was using a “journalist cover” by showing identity card of a Kerelabased newspaper which was closed in 2018. The advice is another setback for the drug, which grabbed worldwide attention as a potentially effective treatment for COVID-19 in the summer after early trials showed some promise. At the end of October, Gilead GILD.O cut its 2020 revenue forecast, citing lower-than-expected demand and difficulty in predicting sales of remdesivir, which is also known as Veklury The antiviral is one of only two medicines currently authorised to treat COVID-19 patients across the world, but a large WHOled trial known as the Solidarity Trial showed last month that it had little or no effect on 28-day mortality or length of hospital stays for COVID-19 patients. The medication was one of the drugs used to treat U.S. President Donald Trump’s coronavirus infection, and had been shown in previous studies to have cut time to recovery. It is authorised or approved for use as a COVID-19 treatment in more than 50 countries. Gilead has questioned the Solidarity Trial’s results. “Veklury is recognised as a standard of care for the treatment of hospitalised patients with COVID-19 in guidelines from numerous credible national organisations,” Gilead said in a statement. “We are disappointed the WHO guidelines appear to ignore this evidence at a time when cases are dramatically increasing around the world and doctors are relying on Veklury as the first and only approved antiviral treatment for patients with COVID-19.”
