NEW DELHI, NOV 28 (AGENCIES): Opposition parties took to the streets all over the country on Monday to denounce the scrapping of high value currency but the protests were largely symbolic barring in a few states. Monday also saw the first two instances of vandalization, in Manipur, of banks by clients after they were stopped from withdrawing Rs 24,000 citing a cash crunch (See full report p-4). The Left called a ‘Bharat Bandh’ against both the November 8 demonetisation and the widespread currency shortage. Most other political parties marked it as “Aakrosh Diwas”. Life was badly hit in

Nadda Monday met Nagaland Health minister, P, Longon and discussed “pivotal” issues concerning expansion of National Health Mission (NHM) in Nagaland. Nadda also reviewed various aspects regarding establishment of Nagaland Medical College and Tertiary Cancer Care Centre in Kohima. In his tweet, Nadda said: “Met Sh. P. Longon, Health Minister of Nagaland. Discussed pivotal issues concerning the expansion of National Health Mission in #Nagaland”. “Reviewed the matters relating to establishment of Nagaland Med. College & Tertiary Cancer Care Centre at Kohima,” he wrote in the microblogging site. NEW DELHI, NOV 28 (AGENCIES): In a swift operation, chief of Khalistan Liberation Front (KLF) militant outfit Harminder Singh Mintoo was arrested here last night within hours of his escape from Nabha jail in Punjab, with Delhi Police saying he was planning to flee abroad, to Malaysia or Germany. However, high alert continued in Punjab, Haryana and Delhi as about 12 armed dreaded fugitives are still at large. Two cars used
by them in the escape have been found in Haryana’s Kaithal district. 48-year-old Mintoo was nabbed from Nizamuddin railway station’s parking area, marking the second arrest in the sensational jailbreak case of yesterday morning in which 8 people stormed the prison to free six inmates. Earlier, Parminder alias Penda was arrested yesterday in Shamli district of UP, few hours after the jailbreak. Mintoo, accused in 10 terror cases, was in touch with terror groups in Pakistan, Punjab DGP Suresh Arora said. Mintoo was carrying a sophisticated semi-automatic pistol along with six live cartridges when he was arrested, Arvind Deep, Special Commissioner of Delhi Police’s Special Cell, told reporters.

In Odisha, opposition activists staged noisy protests in many cities and towns. But the ruling BJD has welcomed the demonetisation move. Led by Congress vice president Rahul Gandhi, leaders from the Congress, CPI-M, CPI, DMK and RJD protested outside Parliament. Both Rajya Sabha and Lok Sabha were again adjourned on Monday.

KOHIMA, NOV 28 (NPN): Nagaland Governor P.B. Acharya Monday called upon the state government to digitize serivces to ensure transparency in all spehres. In this regard, Acharya suggested adopting electronic tendering system to avoid table tenders and any type of manipulations, to disburse salaries of government employees online so that bogus employees would be eliminated etc. “There are endless ways to utilize Information and communication technologies to provide efficient and transparent solutions to citizens,” said Acharya, the chief guest at the inaugural session of the second e-Na-
ga Summit at Indira Gandhi Stadium, Kohima under the theme “Towards Making the State of Nagaland the next IT Hub in South East Asia”. Acharya also called upon revenue department to collect revenues online, to eliminate brokers. He further suggested direct linkage of Direct Benefit Transfer system to personal bank accounts of beneficiaries. Sources maintained said that unless the demolition was carried out soon the time period of the project would also elapse. Pointing out that the old building was ill-defined in its structure, sources said it should therefore be demolished so new construction could be taken up at the earliest.

The Gauhati High Court, Kohima Bench after considering all aspects of the matter set aside and quashed the impugned resolution dated June 8, 2016 of the state government that modified all previous resolution and notifications concerning SVC. DIMAPUR, NOV 28 (NPN): Even though Dimapur district recorded more than 100 cases of Dengue till November 27, the State health authority Monday said that cases have come down following intensive integrated vector control measures for the containment of the dengue outbreak carried out by the Urban Vector Borne Disease Scheme (NVBDCP, CMO office Dimapur. In a press note, asst. director Urban Vector Borne Disease Control Scheme, Dimapur Kikolul Khieya said employees have been working round the clock since the outbreak in September. The asst director said that apart from distributions of large number of larvivarous fish to the public in October, larvicidal operation has been enhanced. Entomological team has also been carrying out round the clock studies to contain the breeding and spread of Aedes Aegypti mosquitoes in various colonies while fogging team has been continuously fogging Malathion in all the colonies, the release stated. It therefore, urged the public not to panic but co-operate with the department and destroy any mosquito breeding place by (Cont’d on p-7) keeping indoor and outdoor clean.

It reminded on the Para 16 of the Judgment and Order, which the court had noted the jurisdiction and powers of SVC (resolution dated 9/4/1976), to enquire into the complaints of corruption, misconduct, and lack of integrity or other kinds of malpractices or misdemeanours on the part of public servants including members of All India Services. Similarly, at para 17 of the order, the court stated that the State respondents have not modified the meaning of public servant “which runs contrary to the statute”.

State government notifies on municipal election DIMAPUR: Nagaland government has on Monday directed holding the General Election to constitute the Municipal Councils and Town Councils in the state. According to DIPR report, the state government has revoked the withholding of draft publication of Electoral Roll (ER) in respect of Mokokchung Municipal Council. In this connection the State Election Commissioner (SEC) Nagaland has directed that a revision of the Electoral Roll for Mokokchung Municipal Council shall be taken up by way of Special Revision with January 1 as the qualifying date. Schedule for draft Publication of ER will be on

UJLA scheme launched at Phek DIMAPUR: UJLA scheme, Phek was launched at Phek on November 28 by Phek DC, Murohu Chotso. According to DIPR report, DC mentioned on the importance of using florescent bulbs as it consumed less power than others. He thanked the neighboring villages for their cooperation in this venture where Lozaphuhu and Phek Basa villages were declared the first villages with LED Bulbs. community to take up Tenyidie in school and university and he also disclosed that the Tenyidie language would be used in UPSC exam once the proposal was accepted by the central government. Stressing on the importance of staying together as family, he reminded that Tenyimia people were blood relation and family from the same ancestors. He expressed great joy and happiness to be part of the Rengma Ngada festival and also shared the significance of Naga traditional festival passed down from the forefathers. festival marked the completion of the agricultural year and the enjoyment of the year’s harvest. Career guidance for students DIMAPUR: 35 Assam Rifles under the aegis of HQ 7 Sector AR of HQ IGAR (N) conducted career guidance lecture at UCS School, Naginimora on November 28. The students were briefed regarding various career opportunities. Maj. Devopallav Baruah of 35 Assam Rifles speaking at the programme encouraged the students to set goals and then work hard with commitment and perseverance to attain the same. Baruah also provided an insight into joining the Armed Forces as a career. Pamphlets on joining the Army and Assam Rifles were also distributed. DIMAPUR: Youth leadership and personality development for community development training programme was conducted in SABT Kohima from November 23-28 by Nehru Yuva Kendra, Kohima. The programme provided rural youth with an opportunity to come together, share their experiences, exchange ideas and take up community welfare and developmental activities. NYKS objective is to enhance capacities of young people to take leadership and to help others live a meaningful life and contribute towards nation building. The programme was animated by Lucy, Lohrii A. Maheo and DYC, NYK, Kohima John Makhabo. John Makhabo highlighted the aims and objectives of the youth leadership and personality development programme. He said that the training programme was conducted with a view to help young people translate knowledge, develop appropriate attitudes and inculcate values that would help them acquire the ability to be an effective leader, and imbibe proper leadership qualities to develop the community. Altogether 42 trainees’ attended the programme.
State observes constitution day DIMAPUR: Nagaland state observed the Indian Constitution Day on November 28 at the Nagaland civil secretariat conference hall, Kohima. According to DIPR report, chief secretary Pankaj Kumar chairing the programme said that the country was observing the Constitution Day from 2015 on November 26 every year on the birth anniversary of Dr. B.R. Ambedkar who had played an important role in the framing of Indian Constitution as convenor. chief secretary led the reading of the preamble of the Indian constitution. K. Nayak, dean, School of Human and Environmental Sciences. IMPHAL, Nov 28: The chaos over demonetization and the rush to get new currency notes took an ugly turn on Monday when irate customers resorted to violence at two SBI bank branches in Imphal. Besides damaging properties of the bank branches, a security guard sustained injuries in the ruckus at one of the SBI
bank branches inside the Manipur University campus today, around 10 am. While, the violent activism of the irate customers at SBI branch at Leimakhong Army camp around the same time was controlled by the police who arrived before causing widespread damages to the properties of the bank. According to reports, the vandalisms erupted after
the bank authorities announced that a customer would be allowed to only Rs 4000. Further announcement that there was no guarantee that all customers would get money added fuel to the anger of the customers, who rose up and stormed inside the bank demanding withdrawal of at least Rs 5000 per customer. IMPHAL, Nov 28: Protests were Monday staged at the headquarters of four Naga dominated hill districts in Manipur demanding immediate unconditional release of arrested UNC president and publicity secretary. The protests near the DC offices of Tamenglong, Ukhrul, Chandel and Senapati were staged responding to reported call from the UNC. The UNC had had set 48-hour deadline to release their president Gaidon Kamei and publicity secretary Stephen Sankhui, who were arrested by Manipur police on November 25 last. Reports culled out from the four district headquarters said that people supporting the cause of the UNC
gathered in front of the DC offices of their respective districts and carried out the protest. At Senapati district headquarters, the protest was staged in front of DC office under the aegis of the UNC, NPO and ANSAM with a public meeting in which many civil society leaders including UNC vice president talked on various issues in the fore of the Nagas in Manipur. The UNC vice-president convinced the people taking part in the protest to remain calm and see the development until the deadline set by the UNC for the release their leaders. He further announced to continuation of the economic blockade being in force in the national highways passing through the Naga inhabited areas of
the state which had entered 28th days on Monday. In Tamenglong district headquarters, the protest was staged at a market-shed in the district headquarters. The protestors also marched towards the DC complex and submitted a memorandum to the deputy commissioner for onward submission to the Prime Minister Narendra Modi. The memorandum sought immediate intervention of the Prime Minister on the proposed declaration of Sadar Hill and Jiribam as full-fledged districts of the state and immediate release of UNC president and information and publicity secretary Sankhui Stephen without any condition. President of Zeliangrong Baudi Manipur Thomas Kamei read out the memorandum before the participants before submitting to DC. Leaders of various civil societies based in the district asserted that Nagas particularly Zeliangrong people were not against the creation of Saddar Hill and Jiribam districts but against inclusion of “Naga ancestral land” in the creation of the districts. They alleged that Manipur government has been trying to snatch away the land from the Nagas and attempting to divide the tribal people.

Shillong, Nov 28 (PTI): Ruling Congress in Meghalaya today staged a demonstration against demonetisation even as the Left-sponsored bandh on the issue did not evoke any response here. State Congress President and former Chief Minister D D Lapang led the protest along with senior workers of the party wherein about 200 of them gathered at Dhanketi point here. The demonstrators raised slogans against Prime Minister Narendra Modi and held placards condemning demonetisation. In his short address, Lapang said Modi’s idea may have been good but the time, the system and the non-preparation of the NDA government has caused problems at grassroot level and added that they were not supporting black money. He said a lot of parents were not able to cope up with the expenses at schools. Festival and marriages would be hit the hardest. Congress will continue with its protest and a poster campaign will be launched tomorrow in the entire state, party sources said.
Bank can sell mortgaged properties to non-tribals: SC
Agartala, Nov 28 (Agencies): There is no restriction on banks in Tripura to sell properties mortgaged to them to non-tribals for realization of their dues, the Supreme Court has ruled as it upheld the primacy of a central law over a state act which said such assets could be sold only to people belonging to schedule tribes. A bench of Justices Ranjan Gogoi and A M Sapre set aside the order of Tripura High Court which had said that Tripura Land Revenue and Land Reforms Act, 1960, would prevail and cancelled the notification of auction of properties issued by UCO Bank. “The dominant legislation being the Parliamentary legislation, the provisions of the Tripura Act of 1960, pro tanto (to that extent) (Section 187) would be invalid,” said Supreme court, adding, “It is the provisions of the Securitisation and Reconstruction of Financial Assets and Enforcement of Security Interest Act of 2002, which do not contain any embargo on the category of persons to whom mortgaged property can be sold by the bank for realisation of its dues that will prevail over the provisions contained in Section 187 of the Tripura Act of 1960.” The bench said that the Act passed by Parliament in 2002 is related to the entry of banking which is included in List I of the Seventh Schedule. “Sale of mortgaged property by a bank is an inseparable and integral part of the business of banking. The object of the State Act, as already noted, is an attempt to consolidate the land revenue law in the State and also to provide measures of agrarian reforms.

Guwahati, Nov 28 (PTI): The North Eastern Council is facing acute shortage of funds, hampering implementation of several of its dream projects like setting up of educational institutes, skill development centres and sports academies. “We have so many dream projects to implement, but there is no money. Whatever little money we receive, it has over 99 per cent utilisation. So, we need more money,” North Eastern Council (NEC) Secretary Ram Muivah told PTI. Fund allocation to NEC substantially decreased after 9th Five Year Plan from 5.12 per cent of the total outlays for the North East to 0.03 per cent in the current fiscal, he added. “When NEC was established in 1972, the first year’s fund allocation was Rs 500 crore, which was a big amount then. However, it has increased to just Rs 950 crore in 2016-17. Out of that, Rs 150 crore directly goes

Mehbooba meets PM, wants CBMs for Kashmir NEW DELHI, NOV 28 (PTI): Facing five-monthold unrest in the valley, Jammu and Kashmir Chief Minister Mehbooba Mufti today impressed upon Prime Minister Narendra Modi to reach out to the people there by initiating confidence-building measures (CBMs) as she met him here. During the meeting in Parliament House complex, she briefed Modi on the latest situation in Kashmir Valley which has been witnessing trouble since July, sources said. Mehbooba, who is heading a PDP-BJP coalition government, underlined the need for reaching out to the people of the state and in this regard urged the Prime Minister to initiate state-specific CBMs, they said. The Prime Minister was supportive of her views, they added. Later speaking to reporters, the Chief Minister said the situation in Kashmir is improving.

Country already cashless: Sibal NEW DELHI, NOV 28 (PTI): A day after Prime Minister Narendra Modi pitched for a cashless society, senior Congress leader Kapil Sibal today took a dig at him, saying the country has already become “cashless” due to demonetisation. He said the dream of India becoming a cashless society could only come true if there is institutional framework or arrangements to support it. “If there are no arrangements in place, then how will this dream realise?” he wondered. “There have to be arrangements first... In this country, over 70 crore people are earning Rs 10,000 a month (who cannot deposit the amount in banks), what will they do? “There are no ATMs, no banks, no branches, people need to walk upto 20 kms... The country has already become a cashless society as the people don’t have cash with them at the moment,” Sibal said.
BJP leads in Maha municipal polls MUMBAI, NOV 28 (PTI): BJP today emerged as a major gainer in the first phase of municipal council polls winning 39 municipal chief ’s posts of the 147 urban local bodies, dealing a blow to Congress and NCP in the keenly fought elections, whose campaign centred around issues like demonetisation. Trends and results pouring in from around the state showed the BJP making inroads into the Congress and NCP strongholds. Polls were also held for 17 nagar panchayats on Sunday. As per the trends available till late afternoon, BJP is ahead with its candidates winning 455 seats, its ally Shiv Sena with 187, NCP 231 and Congress 333. In the last elections, BJP tally was 298, Sena 264, Congress 771 and NCP 916. However, in Parli municipal council in Beed district, Women and Child Development Minister Pankaja Munde of the BJP was outsmarted by her cousin and NCP leader Dhananjay Munde. The panel backed by Dhananjay, leader of oppo-
sition in Legislative Council, won 27 of the total 33 seats in Parli. “I accept the people’s verdict. I will analyse what went wrong and what led people to give this verdict,” Pankaja said. Elections to 147 municipal councils and 17 nagar panchayats across 25 districts in Maharashtra were seen as ‘mini’ Assembly polls and a test of popularity of Chief Minister Devendra Fadnavis, who led the BJP’s campaign to extend his party’s influence in the rural areas, where Congress and NCP has held sway for long. Fadnavis, who entered third year in office heading the first BJP-led government
in the state, had addressed around 50 poll rallies. As many as 15,826 candidates were in the fray for 3,705 seats spread over the municipal councils and nagar panchayats, where voting was held yesterday in the first phase with around 70 per cent of the electorate exercising its franchise. Polling was also held for municipal council presidents post in 147 places for which 1,013 candidates were in the race. In all, 212 civic bodies, comprising municipal councils and nagar panchayats, are going to polls in four phases. The next rounds of voting are scheduled on December 14, December 18, and January 8.

NEW DELHI, NOV 28 (PTI): For the 8th straight day, Opposition stalled Parliament over demonetisation today, even as the government sought to break the logjam by promising that Prime Minister Narendra Modi will speak on the issue if a debate takes place. Functioning of both the Rajya Sabha and the Lok Sabha was disrupted, leading to their premature adjournment for the day. Rajya Sabha saw three adjournments between 11 am and 2 pm, before the final adjournment for the day. Lok Sabha was adjourned twice before being adjourned till tomorrow at 2.10 pm. In the Lok Sabha, a number of Opposition leaders, including Mallikarjun Kharge (Cong), Sudip Bandhopadhyay (TMC) and Mulayam Singh Yadav (SP), pressed for acceptance of their demand for an Adjournment Motion and debate under a rule that entails voting. They also demanded presence of the Prime Minister during the debate. In response, Home Minister Rajnath Singh said the Prime Minister will speak on demonetisation if the Opposition wanted but
demonetisation had harmed the economic system, the farmers, youths, labourers and women among others who are in distress. The Congress leader said over 70 people have died due to the faulty implementation of demonetisation decision. He cited the incident of a Union Minister facing difficulty in paying hospital bills after his brother died and said it was an evidence of the extent of the crisis. He was referring to Sadanand Gowda who faced the problem. “There is only one way to break this deadlock. The Prime Minister should come to the House and the opposition’s adjournment motion should be accepted,” he said. Bandhopadhyay of Trinamool said the government must take initiative to break the impasse as people will ask what does Parliament stand for, if it is adjourned everyday. Supporting Kharge, Mulayam Singh said if Modi does not come to the House on such an important matter, then when he will come. Farmers are facing a lot of problems, he said. Jai Prakash Narayan Yadav (RJD) called the decision impractical and anti-people. An AIADMK member said the government should take initiative to ease people’s sufferings, while B Mahtab (BJD) said the onus was on the Centre to take steps to break the impasse. Anandrao Adsul of BJP ally Shiv Sena targeted opposition parties, saying neither ‘Bharat Bandh’ nor ‘Aakrosh Diwas’, which different parties had announced for today, was visible.

ome December and the government of Nagaland’s calendar during the first week will be totally filled with so many programmes to celebrate the Hornbill Festival, a mega event that has come to symbolise the annual carnival of Nagaland. Hornbill Festival is being celebrated as a festival of festivals , to showcase Naga culture, arts and handicrafts with the objective of promoting culture tourism. These measures are note worthy in the light of the fact that today, today tourism is a global industry which is growing at a phenomenal rate. The variety of programmes that seem to be undergoing evolution, reflect the imagination of those involved with the planning. On their part, from the chief minister and down to all heads of departments to the selected and privileged lot involved with the programmes, nothing is being left to chance in order to ensure a successful celebration. Tourism in Nagaland is still yet to show a sustained growth except for the rush during December during the Hornbill Festival. Promoting tourism needs more than organizing a mega event. In a small country like Singapore, which is one third the size of Nagaland, more than six million or sixty lakh tourists visit it annually. Nagaland, on the other hand attracts just a meager two or three lakh tourists each year and that too restricted within the ten-day Hornbill Festival. Nagaland has its own attraction offered by the natural landscape However, the scenic spots in the state tell a tale of neglect. The state of these highly prized assets point to a lack of sensitivity towards making our environment healthy. River beds are littered with broken bottles while plastic containers or bags of every shape and colour, are strewn around places by the uncaring litterbags. The state’s natural environment cannot be ignored or take for granted. Damage to the environment reflects a confused priority since it is the backbone of eco-tourism. Agri-tourism, which is also one among many other facest of the attractions offered by Thailand, can become a special beneficiary in the development of tourism and travel industry. In this regard, the concept requires establishing agri museums, agriculture related festivals and fairs including farmers’ markets. Agri museums will have the benefits for farm vacations, heritage trails, farm tours and farm activities. Infrastructures such as road, power, connectivity and lodging are important ingredients for encouraging tourism. Road and power sectors should be accorded top-most priority so as to generate the feeling of genuine tourism spirit. The hotel industry has been growing but not at a desired pace and quality. Hotels get overbooked during Hornbill Festival and many are compelled to backpack. While road and power infrastructures fall within the state’s domain, connectivity by air, rail and road come under the centre’s domain. Air connectivity to Nagaland is through the only airport at Dimapur. As commented in this column years ago, there is urgent and dire need to have at least five long distance trains from Dimapur railway station. Considering the fact, that Dimapur railway station is the second highest revenue earner for the NFR, the demand is rational, just and deserving. Tourism and Hornbill are symbiotically related and can help boos tourist trade if only a holistic view is taken. The deficit-laden state also has to think of privatizing tourism through PPP to enable its sustenance.

I will give my life to martyrdom; I will dedicate my life to service— I will do anything. But do not humiliate me to the level of the most hell-deserving sinner and tell me that all I have to do is accept the gift of salvation through Jesus Christ. We have to realize that we cannot earn or win anything from God through our own efforts. We must either receive it as a gift or do without it. The greatest spiritual blessing we receive is when we come to the knowledge that we are destitute. Until we get there, our Lord is powerless. He can do nothing for us as long as we think we are sufficient in and of ourselves. We must enter into His kingdom through the door of destitution. As long as we are “rich,” particularly in the area of pride or independence, God can do nothing for us. It is only when we get hungry spiritually that we receive the Holy Spirit. The gift of the essential nature of God is placed and made effective in us by the Holy Spirit. He imparts to us the quickening life of Jesus, making us truly alive. He takes that which was “beyond” us and places it “within” us. And immediately, once “the beyond” has come “within,” it rises up to “the above,” and we are lifted into the kingdom where Jesus lives and reigns (see John 3:5).

I
t is extraordinary that a religion claiming to be completely based on ahimsa should be the reason for the extinction of our national bird, the peacock. The peacock is the only bird whose feathers are allowed to be sold – and this became a part of the Wildlife Protection Act 1972 – solely because the Jains put so much pressure on the Congress party and Smt. Indira Gandhi. So, shops came up selling feathers and other people started buying the easily available feathers. Subsequently, every study and raid by wildlife departments showed that these feathers could only have come from the bird being killed. A demand rose for this exception in the Act to be removed. During Shri Atal Behari Vajpayee’s time, the Act came to Parliament for this amendment. I sat for a long time with the Prime Minister who was an eminently sensitive human being. I showed him the data on peacocks disappearing from most of India and what the various raids had uncovered. He agreed to ban the sale of feathers. Shri Pramod Mahajan entered the room. In a very loud voice he insisted that the party would lose the entire Jain vote because the Digambara monks were very upset at the idea of peacock feathers being banned. The Prime Minister ordered the amendment to be withdrawn. A third try was made in 2013 during Shri Jairam Ramesh’s time. Again it failed because the Jain
community sent a million threatening messages and, as usual, the politicians backed off. Better to lose the national bird than to lose a single vote – even if it is the vote of monks who do not vote. The Jains are not stupid or ignorant – far from it. They know that silk is made of dead butterflies and silver varakh, till July 2016, was made with the intestines of cows and buffaloes. But they continue to use both. They will eat vegetarian food – but none of them is vegan even though they know that the cow is forced to give milk, suffers when she loses her own baby to slaughter and two years later is killed herself. They know that peacock feathers come from murdered birds, but their monks insist on owning tails made of feathers, so they allow this bird to be killed. Like every religion, Jainism has millions of adherents who claim to aspire to ahimsa but are hinsak in their day to day living. What do they claim? That the feathers are made from naturally shed feathers. That has never been true. The peacock sheds one feather every month. No one is going to pick up that single feather and sell it. Peacocks don’t live in large groups so there is no question of one place having hundreds of shed feathers. That single feather is eaten almost immediately by other creatures who get calcium from the spine. The Jains are basically businessmen. So they know that to do commerce, one

Saving the peacock needs a steady and large supply. And like the skin of one dead cow in some remote village cannot sustain the leather industry, the hundreds of peacock feather shops in religious places cannot be sustained by waiting for peacocks to drop solitary feathers. The Digambar Jain munis, when they renounce the world, must have no possessions except a kamandalu (which is a tree gourd from the kamandalu tree, which has also become extremely rare because no Jains have ever planted new ones. They have simply helped themselves to the fruit so that new trees could never grow.) and a pichchi which is a small broom to sweep an area where the Muni sits. At some point the Munis decided that the broom should be made of colourful and rich peacock feathers. And now this utilitarian cleaning item has become an important ritual of the religion itself – a religion that was supposed to be a reaction to elaborate Brahmanical ritual. Over the years it has become even worse. The number of Jain munis has grown and so more peacock feathers are needed. At the
same time, because of deforestation and sustained killing the number of peacocks has shrunk. Because it is legal to buy peacock feathers, many foreign tourists also buy them quite happily. The items that Jain ascetics carry around are known as upadhi or upakaraṇa. It is important to understand that these are not possessions of the monks and nuns, because the principle of non-attachment or non-possession – aparigraha – is a crucial one for Jain mendicants. They do not own these items, which are given to them, and they must avoid feelings of attachment or possession towards them. Mendicants are given them as – dana – by lay people. But now, the Digambar munis have become so attached to these brooms that they want a new one every year. So a new tradition called Pichchi parivartan samaroh has started in which the old pichchi is thrown away, after really elaborate ceremonies, and another even more grand pichchi is presented to the muni by his devotees. Something like getting a new sari at Diwali every year or presents at Christmas. It would be quite sim-
ple for the Muni to check whether the feather has been naturally shed or not. A naturally shed feather would be whole and have a tapering white funnel. A feather that has been taken from a killed bird always has this funnel cut because, while removing it forcibly, it fills with blood. Every Jain pichchi has half cut stalks. Swetambar munis use cotton or pichchis called rajoharanas or Oghas. And none of them are attached to their brooms. Digambara monks made their own sect to emphasise that they were sky clad. They do not wear any clothes as it is considered to be parigraha (possession), which ultimately leads to attachment. So munis who are not attached to clothes are fanatic about their brooms? I was at a friend’s house and we talked about the idea of renunciation. She told me the story of how a monk was celebrated because he was so detached from the world. He owned nothing but a small pot for drinking water and washing in. But one day when the pot rolled away he scrambled after it so hard and so desperately that he fell and hurt his knees. Ownership is ownership. The Digambara monks of Jainism need to be actually disconnected from all things. Having less or more is irrelevant if one is attached to even one thing. The peacock feather pichchi has become a symbol of their attachment to all the things on Earth. Simply knowing the scriptures does not make a religious or spiritual leader
– specially in Jainism where non-attachment to all things, even clothes, is revered. We all look up to the ideal Jain monk, but where is he? For one feather tail he encourages the death of millions of birds, because he refuses to let this tail go. Instead of understanding what I am saying, no doubt the Digambar sect will again rally round and make a noise. So, I will say michchhami dukham for causing any hurt. But who will say michchhami dukham to the spirits of all the thousands of dead peacocks. Of the 28 mūla guņas (primary attributes), the first is Ahimsa : not to injure any living being through actions or thoughts. Number 5 is Aparigraha, the renunciation of all worldly things. Brooms are not listed as an exception. Number 2 is to speak and acknowledge the truth – which is that their brooms are causing extinction of an entire species. Number 9 is Adan-nishep, the careful handling of possessions- not the discarding and replacement of brooms every year. Whether it is Pratikhayan (renunciation) or Kayotsarga, all the 28 lead directly to the giving up of attachment to all worldly things. Kohima: The smacked city
he capital of Nagaland, the Kohima town, deserves better treatment than what it has been receiving during the decades. “Is Kohima Nagaland?” used to become the question of people from other parts of Nagaland as to why the Govt. of Nagaland (not the present Govt.) spent so much money for Kohima town disproportionately at the cost of the interest of other areas in the State. At times there may not be satisfactory reply to such question so raised. The fact is that had the targeted developments been accomplished commensurately as per the amount of funds provided, the roads in Kohima would have been much better, water supply would have become more available, the sanitation should have become less embarrassing, the landslide prone zones would have been mitigated and the overall management of the town would have been more efficient. The Kohima town requires few basic infrastructures to make it worth calling the Capital of the State of Nagaland. 1. Kohima roads: The present day leaders, be it politicians or bureaucrats, lack sense of shame at the way the Capital roads are left to be in deterioration. The citizens of Kohima are made to suffer from bad road is one thing and the visitors from outside the State to see nothing worth calling road but mule tracks in the State Capital is another. To those visitors, the first two impressions which none will not forget to share with friends on return from Kohima are the town roads and the sanitation. The subject matter experts know better as to how one can construct a lasting blacktopped road in a hilly and unstable terrain and heavy rain prone area like Kohima. In my layman’s view, blacktopping alone cannot make a road a lasting all weather road. Prior to investment on blacktopping, the basic foundations as proper drainage, cross drain, retaining and protection walls are firstly provided. Without these basics, blacktopping is just a whitewash that becomes a wastage of investment. At this rate, we will continue to reel under paucity
of fund for improvement of Kohima town roads. It is therefore better to take up road repair in Kohima town in phase manner in the sense that when repaired it should be of lasting workmanship. 2. The Drinking Water: Quite some time ago, GOI provided fund for Kohima town water supply augmentation. Huge money was spent on purchase of CI pipes for the project and even those pipes were dumped all along the road. In the midst, with lame excuse, the pipes were collected and took it down to Dimapur and later reportedly disposed off at depreciated rate. The failure to successfully implement the said project became road block to subsequent proposals for the same as the concerned Union Ministry was disappointed. Those Kohimaians who enjoy requisite amount of water in Kohima town do not know the hardships of others who have to undergo scarcity of drinking water during every lean season of the year. It is said people spend more money on purchase of water than on house rent in Kohima. Having money or not, one cannot survive without water. Even at the cost of School children fee one has to purchase water. The State Govt. is expected to appreciate the plight of Kohimaians as there is no dearth of good water source around Kohima. 3. Medical facilities: The State of Nagaland has crossed half a century in age. Be it the Govt. hospitals or private hospitals, we cannot go on referring the medical cases to outside the State for want of technological equipments or specialists for diagnosis and treatment. The people deserve to have better facilities and at cheaper rates for both diagnosis and treatment. 4. Nagaland is as very fragile and inefficient as India in monitoring the poisonous consumable items be it cereal or meat in the market. The consumers are naturally ignorant about the quality and validity of those items they consume. These days, the traders use all kinds of chemicals for preservation of their items at the cost of human health. The meat of dead animals or diseased animals are on sale in the market Reader’s note: Articles or letters published in
from time to time without any authority to check or ban it. Those authorities who are supposed to be the watchdog over spurious items on sale in the market are nonexistent. The manipulation of weighing scale through intimidation particularly at meat shops in Kohima is a regular practice. The KMC has its responsibility to ensure honest and transparent scaling worth the money of the buyer. The KMC has duty to oversee the exorbitant rates of vegetables and other items in Kohima markets are under control. If there is KMC collecting taxes from the public, so reciprocate in not allowing the private traders from imposing their private rates of their items on the consumers. The Kohimaians deserve essential commodities at cheaper rates than what they are forced to spend on items nor worth their money. To me, the above four issues are most basic requirements than those hi-fi gadgets proposed by concerned authorities as items for Kohima Smart city as publicized. While the ink of congratulatory notes for Chief Minister TR Zeliang by groups on the selection of Kohima town as Smart City in the second group was yet to get fully dried, the Kohimaians were smacked by State Govt. that for want of 50% matching grant the project cannot be carried out. I understand the inability of the State Govt. to contribute 50% of its share towards making Kohima a Smart City when it has not been paying its employees for months together for want of 10% share contribution under semi-CSS schemes. The GOI may not contribute 100% to make Kohima a smart City by exempting Nagaland for the reason that Kohimaians are being unique. The attempt of Nagaland Govt. to convert Kohima town into a smart city along with several other cities in India and the inability to meet the condition of 50:50 share contribution ratio will go down into the annals of smart city history except that the Kohimaians will remain enjoying the same old rugged facilities as one of the most expensive places in the country under Kohima Smacked City. Women’s reservation: a suggestion
W
ith all the furore created by the Women’s Reservation Bill, it takes a foolhardy person to enter into an argument which has such vocal proponents, both for and against the bill. I dislike sticking my nose into issues which affect certain sections of the population but I feel it is the duty of every right thinking citizen to offer opinions which he/she believes to be in the best interests of all; so I’ll take the risk of getting a bloody nose and stick said nose into the issue. I’ll begin by stating that I’m against the bill, not because I believe that women should be second class citizens but because it is another illegitimate child of the Congress(I) party and their vote bank politics. I have always supported the Congress party but I believe that the Nehru/Gandhi(not the Mahatma) family is responsible for nearly all the ills that affect Modern India. Mr. Jonah Achumi has rightly pointed out that if the aim of the Bill was really social justice, women should have been given 50% reservation. But no, the Congress party wanted to have their cake and eat it, i.e. they wanted to capture the female vote and, at the same time, try to keep the males from going up in arms. But as with all such ill-conceived attempts, they have managed to anger all. Various suggestions have been put forward to overcome the impasse and all have the have been noteworthy. The one that I feel has been gaining ground is the proposal for 1/3 of the councillors to be nominated, with the nominated members having full voting rights. Theoretically, this seems the best way to overcome the various objections, both for and against the bill; but I beg to disagree, for we all know what the
political class in Nagaland is like and we will see a massive surge in the population of CHAMCHAS (sycophants) and a widening of the scope for nepotism, cronyism and favouritism. I know that my opinion doesn’t matter and that I’m just howling into the wind but I’d like to suggest the following:1. Elections to all the wards in the councils should be held, as in the past, with both men and women being free to run for office. 2. Every 3(three) wards should be combined to form a super ward (for lack of a better term) wherein only women candidates will be eligible to run for office. So, in a council of 30(thirty) wards, you would have 10(ten) wards reserved for women. I know the math does not add up(for you eggheads and nitpickers, in a constituency of 30 the percentage works out to 25% of the total councillors), but it will benefit all because the elected will have no cause for resentment, as would be the case if the women were nominated, and the women cannot complain because they are free to contest against the men. And at the same time, it will eliminate the scope for the sickening culture of nepotism, cronyism, sycophancy and favouritism that has pervaded the Naga body politic. I would advise all concerned, especially the women, to come to an understanding one way or the other, as early as possible because we all know that the present government hasn’t suddenly developed a conscience and decided to empower women. Request for traffic police at the tension bridge
Sir,
The need for a traffic police or rather two is highly felt at the one-way bridge standing over the Chathe river at CIHSR, Diphupar especially during this festive season. I call it the tension bridge on two counts: firstly, it appears the bridge may come apart any day but nevertheless we brave commuters will go on betting our life on it all the same – Why, give us a thread and we will take! The body of this earnest request makes up the second count. The bridge being the shortest way connection to a large population on the east side of the river, it is in use every minute. It is nothing short of a busy highway! The vehicles that ply on this bridge in a day averages to thousands and sometimes a jam or queue stretches for more than fifty cars. The situation gets worse at night with only the lights to show the approach of vehicles, drivers can hardly make out the distance and it literally becomes a question of who will hit the bridge first and in times like this both sides end up right in the middle of the bridge to compound all the problem and time wastage. Also the bridge being over some favorite spots for picnics and parties, the side effects of the parties make their presence felt on the bridge in the form of drunk entries and lawless spirits. Unfortunate but there are times when people come to blows; curses and red looks thrown at each other are a routine thing! The bridge stands by a hospital and no doubt its use doubles up, however, in times of medical emergencies one can only imagine the moans and tension a patient will have to endure – “so close but why is not the car moving anymore!” let the humour fade away. As a concerned citizen, it is the pain and miseries we cross each day, young and old alike, that makes up this appeal. Media as enabler of IT and e-governance
KOHIMA, NOV 28 (NPN): The afternoon session of the e-Naga Summit underway in Kohima was held under the topic “Can Media Be An Enabler In Promoting IT And e-Governance”. Journalists from various organisations shared their views during the session on the role of media for promoting Nagaland as IT hub and for e-governance. At the brainstorming session, Reporter of IANS Rupesh Dutta expressed the belief that the media can play an important role in making Nagaland as an IT hub of the North East as was done for Hyderabad and Bengaluru which have today emerged as IT centres of India. The IANS reporter said both local and national media need to highlight the potential of Nagaland as an IT hub so that the government can lure investment firms from India and abroad. Further Dutta said the Centre’s Act East Policy involving the North Eastern states as channel for the socio-economic development of the nation, could only succeed with proper media
highlight and participation. He opined that media can help Nagaland achieve its potential in the IT sector so as to create more job and employment opportunities in call centres. In this regard, Dutta threw the ball in the court of the media fraternity to highlight the efforts of Nagaland in becoming an IT hub in the region. Editor Eastern Mirror Wapong Longkumer termed information as empowering to empower information and that media was needed on this and also for the latter to play a major role in this regard. Longkumer said media has to raise interest in this regard since being non-committal will not help society grow. He spoke of the fastpaced growth of technology in various fields which has led to creation of a world of technology. Longkumer encouraged the youth who hold the future on proper usage of social media and also advocated to leverage the existing media. Senior correspondent of “The Telegraph” H. Chishi said media represented a strategic opportunity that could help
government become more transparent by providing citizens with better services and enhancing information access in a way that makes them more involved. He said the most important issue in implementing successful e-government is the citizens’ acceptance and usage, to educate and train the citizens to use the e-portal services available in the corresponding structure. Chishi spoke on need to promote computer literacy from school level in order to achieve the desired outcome related with egovernment strategies. Media professional, Highland Dawn Media Bob Swaggerty said government should use all forms of media to disseminate its activities and also encouraged the youth to use social media to reach out to the people. Media was relevant to e-governance if used effectively and an outstanding tool for effective governance he said. Swaggerty insisted that online portals, websites have to be constantly updated. (From p-1) Here, NTC quoting court’s order said that the notification dated 15/6/1976 which declared SVC as Police Station was still in force till date and another notification dated 9/12/1976 which directed Director of Vigilance & Anti-corruption Nagaland to act as officer in charge of the Police Station (Vigilance) also was still in force. Therefore, with the issuance of the notifications dated 15/6/1976 and 9/12/1976, the SVC has been exercising its powers and jurisdiction as provided under the appropriate statute as enacted by the Parliament. In the light of the above, the court concluded that the State respondents could not have modified the meaning of public servant. Furthermore, at para 18, the court had clearly stated that by an executive decision, the functions of the SVC cannot be curtailed or curbed. And as such the impugned resolution dated 8/6/2016 issued by the chief secretary was only by executive decision, and SVC already declared a Police Station and Director of Vigilance & Anti-corruption directed to act as officer in charge of Police Station (Vigilance), NTC said to curtail or curb the functions of the SVC on the basis of an executive decision was not tenable in law and the
executive cannot be allowed to tinker with the provisions of any statute passed by the Parliament. Further, the court after examining the Clause 2 & Clause 3 of the impugned resolution dated 8/6/2016, had summed up that SVC would be subjected to political and bureaucratic control and influence, which meant that chief secretary should decide whether or not the SVC would start an enquiry or investigation against the corrupt officers, NTC said. Therefore, NTC demanded necessary action from the chief secretary on the matter. ACAUT hails judgement: ACAUT hailed the judgment of Gauhati High Court, Kohima Bench in restoring the legal powers of the State Vigilance Commission (SVC) and termed the move as a significant landmark in the fights against corruption. Since, the court has directed that SVC should re-open all investigations affected prior to June 8, 2016, ACAUT media cell said the time has come for the government to realise that the “khushi-khushi days” are over. It also lauded Nagaland Tribes Council for filing the PIL challenging the validity of the govt. resolution dated June 8, which “castrated” the powers of SVC and “reduced it to a mere facade for the government”.

He informed that the public consultations for smart city challenge as well as vision document 2030 has been finalized and has been car-

Resource persons from Estonia and from across the country, students and others attended the inaugural function. Role of law makers: In the second session, advisor to the President of Estonia, Dr. Liia lauded Nagaland on recently being recognised by the Computer Society of India as the top performer on e-governance. She said such achievement was a boost to successfully start the journey towards Digital Society. Addressing at the eNaga summit under the topic “what role can law makers play in promoting IT and e-governance”, Dr. Liia said the government has to be strong to implement such initiative and
that leaders need to have vision with political will. While pointing out that digital identity was a real architect in a society, Dr. Liia insisted that government install online voting for electoral process, and for which she said Nagaland would be able to achieve. Founder of Estonia e-governance academy, Dr. Ivar Tallo said during the initial part of implementation, the role of leaders, political support for development of technologies and e-governance, funding and creation of legal framework was important. Also speaking at the summit, NLA Speaker Chotisuh Sazo said law makers can promote good governance through information technology through various ways like-- increasing transparency, information and accountability, by facilitating accurate decision making and public par-
ticipation and by enhancing the efficient delivery of public goods and services. He also stressed on the need for online public hearings, electronic voting, feedback systems, compliant registration, signature campaigns and participation in decision-making. We stand at the edge of an imminent ‘post-antibiotic’ era where resistant bacteria can render precious lifesaving drugs obsolete. “Medical science is heavily dependent on antibiotics, from treating simple tetanus wounds to complex surgical procedures. If this over-usage continues, even simple infections will have the potential to be fatal. It is important that both medical and patient communities become more aware about the judicious and just use of these precious drugs,” Dr K K Aggarwal, national president-elect, IMA, said. He said it was important to understand when the doctor or the patient is at fault as far as antibiotic usage is concerned.

Gold and jewellery establishments had been closed since November 11 after the Income Tax Department carried out surveys following reports of alleged profiteering and efforts at tax evasion in the wake of government’s demonetisation of move. Noting that the government has been taking steps to boost industrial production and growth, she said the country’s economy grew 7.1 per cent during April-September period of current fiscal which ends on March 31, 2017. “Despite subdued growth in the world economy, India has maintained a GDP growth rate of 7.2 per cent in 2014-15, 7.6 per cent in 2015-16 and 7.1 per cent during April to September of 201617,” the Commerce and Industry Minister said in a written reply during Question Hour in the Lok Sabha.

The Indian Banks’ Association (IBA) has written a letter to all its members in which it referred to a recent CBDT communication to RBI which cited a complaint from a declarant that he/ she could not deposit the payment as a bank branch in Bengaluru allegedly refused to accept the tax and penalty as per plan of the Income Declaration Scheme (IDS) that ended on September 30. CBDT, which is the I-T department’s policy-making body, noted that the scheme stipulates that a minimum amount of 25 per cent of the tax, surcharge and penalty is to be paid by November

New Delhi, Nov 28 (PTI): Providing a window to black money holders, the government today proposed to levy a total tax, penalty and surcharge of 50 per cent on the amount deposited post demonetisation while higher taxes and stiffer penalty of up to 85 per cent await those who don’t disclose but are caught. Nearly three weeks after Prime Minister Narendra Modi announced junking high denomination 500 and 1000 rupee notes, Finance Minister Arun Jaitley introduced a bill to amend the Income Tax law which also provides for black money declarants a mandatorily depositing of 25 per cent of the amount disclosed in anti-poverty scheme without interest and a four-year lock-in period. Mumbai, Nov 28 (PTI): Expecting the nation’s largest lender SBI to fare better than its peers, global rating agency S&P today retained its long-term as well as short-term ratings on the bank with a stable outlook. “We expect SBI performance to remain better than its public sector peers and therefore we are affirming our ‘BBB-’ long-term and ‘A-3’ short-term issuer credit ratings on the bank,” S&P said in a note. It said the stable outlook reflects its expectation that the bank will maintain its financial profile over the next 24 months. The agency also reaffirmed its ‘A-3’ short-term issuer credit rating on State Bank of India apart from

New Delhi, Nov 28 (PTI): Employees’ Provident Fund Organisation (EPFO) has invested a total of Rs 9,723 crore in exchange traded funds as on October 31 this year and the absolute returns till that time has been 9.17 per cent, the government told the Lok Sabha today. “The total corpus of EPFO was Rs 7.49 lakh crore as on March 31, 2016. The total amount invested by EPFO in ETFs is Rs 9,723 crore as on October 31, 2016 and the absolute return was 9.17 per cent as on October 31, 2016,” Labour and Employment Minister Bandaru Dattatreya said replying to questions. He also said EPFO’s investment in exchange traded funds (ETFs) would be increased to 10 per cent from the current level of 5 per cent within the scope of investment pattern notified by the Finance Ministry. As a precautionary measure, EPFO is investing only in Nifty and Sensex ETFs, he added. “The returns from investment made in ETF are generally more than the returns from other investments. Therefore, the subscribers are benefitted due to higher returns,” he said.

A L E P P O, N O V 2 8 (Agencies): Syria’s rebels lost all of the northern neighbourhoods of their stronghold in east Aleppo on Monday, as the army gained significant ground in its offensive to recapture the entire city. The regime’s advance has prompted an exodus of desperate civilians, some fleeing to districts held by the government or Kurdish forces, others heading south into areas still under rebel control. The rebel losses suggested it was only a matter of time before all of east Aleppo -- held by the opposition since 2012 -was back in government hands. The loss of the city’s east would be a potentially devastating blow for Syria’s rebels, who have seen their territory fall steadily to the government since Russia began an intervention to bolster President Bashar alAssad in September 2015. ISLAMABAD, NOV 28 (Agencies): The Balochistan High Court on Monday issued a bailable arrest warrant against former Pakistani president General Pervez Musharraf in a case pertaining to the alleged murder of former Baloch nationalist leader Nawab Akbar Khan Bugti in a military operation in 2006. A divisional bench of the Balochistan High Court passed the order during hearing of review petition challenging acquittal of the 73-year-old former president by an anti-terrorism Court in the case, Dawn reported. and Justice Zaheeruddin Kakar heard a review petition filed by Nawabzada Jamil Bugti, the son of Akbar Bugti. The counsel of Musharraf, Akhtar Shah pleaded to the court that although his client respects the court, he cannot appear before the court due to “security reasons”. However, Bugti’s lawyer complained that despite repeated orders, the former president Pervez Musharraf has failed to appear before the court. The court ordered that the administration should ensure adequate security to Musharraf while he appears in court.

WOKHA-HUMTSO-ELUMYO JOINT PRESS RELEASE In order to rekindle the age old tradition of peace, love, unity and friendship nurtured by the forefather among the three Villages the Wokha Village Council, Humtso Village Council and Elumyo Village Council, with the cooperation of Village level apex bodies had organized a social work along the WokhaHumtso-Elumyo road on 26th Nov 2016. All members from the three Villages participated in the social work. Four excavators and one truck were also engaged thought the day to assist the Villagers. Besides minor road repairing works RCC Hume Pipes were also procured from Council fund and laid in some areas where culverts are required. During the discussion cum lunch hour, chairman from the respective Villages, youth leaders and women leaders exhorted the members present to nurture positive attitude and participate whenever welfare activities are undertaken. Mohali, Nov 28 (PTI): Star India all-rounder Ravichandran Ashwin kept his team firmly on course for yet another comprehensive victory, outclassing England on all counts here at the end of the third day’s play in the third cricket Test. At stumps, England were in deep trouble at 78 for four, still 56 runs in arrears and only six wickets at their disposal. Earlier in the day, Ravindra Jadeja smashed his way to a career-best 90 while Ashwin hit 72 as lower middle-order once again put up a power-packed performance to score a commendable 417 in the first innings, thereby giving India a healthy 134-run lead
Santos confirm interest in Schweinsteiger Rio de Janeiro, Nov 28 (IANS): Santos coach Dorival Junior has confirmed the Brazilian football club could make a bid to sign Manchester United and Germany international midfielder Bastian Schweinsteiger. Speaking after his team’s 0-2 defeat to Flamengo in Brazil’s Serie A championship on Sunday, Dorival said that during a meeting with the Santos board he requested the club to pursue the 2014 World Cup winner, reports Xinhua. “I told them (the board) that we should try to get a big name in world football, or at least send an invitation,” Dorival told reporters at the Maracana stadium here. “It was just a recommendation. It would be like Botafogo’s signing of Clarence Seedorf (in 2012). ATK are third in the points table, with 18 points from 12 matches, just above their opponents on goal difference. A win will ensure movement to the second spot and in a relatively safety zone in their aim to qualify for the semi-finals. Ribery extends contract with Bayern Munich M u n i c h , N ov 2 8 (IANS): French midfielder Franck Ribery has put pen to paper for a one-year extension with German giants Bayern Munich, the Bundesliga football club has confirmed. With the one-year extension, he extends his stay at Bayern until June 2018. His contract was about to expire next season, reports Xinhua. “Six Bundesliga titles, five German Cups, the Champions League trophy, the Club World Cup as well as the Super Cup are successes of Bayern in recent years that are closely linked to the name Franck Ribery,” Bayern Munich CEO KarlHeinz Rummenigge said on Sunday. Ribery joined in the summer 2007 from French top-flight club Olympic de Marseille to make 333 competitive appearances for the German champions. Since his arrival, he has provided 108 goals and 164 assists.
