KO H I M A , N OV 1 (NPN): Advisor School Education K.T. Sukhalu on Thursday categorically stated that merely teaching in a classroom does not make a good teacher but the one who chose the profession to K.T. Sukhalu (NP) contribute to development of society through students. On the ‘nil result’ in some government schools, Sukhalu admitted that a major factor was the government’s failure to provide maths, science teachers and headmasters to various schools mainly since shortages arose as most teachers seek posting at Dimapur. Speaking at the inaugural function of All Nagaland School Teachers’ Association’s (ANSTA) general conference held at John GHS School, Viswema Thursday with the theme “Professional Renewal Towards Academic Excellence”, Sukhalu reminded the teachers that schools were opened in villages to ensure that equal educational opportunities were given to children in rural areas like in urban areas. He mentioned that a US-based news reports had stated that in Nagaland teachers were selling jobs and that 60-70% of the teachers kept proxies. Sukhalu also recalled that during his service he had found that village councils resolved that proxy teachers need not attend schools and Rs 4,000 deducted to keep their own teachers, adding that was how uneducated youth taught children in rural areas. Strongly opposing the communitization policy followed by School Education department, PWD minister, Tongpang Ozukum remarked that this was demoralising and discouraging. In this regard, the minister suggested that the department periodi- Tongpang Ozukum (NP) cally review merits and demerits of the policy. Else, he said the department would be kept in the dark about the happenings between the teachers and village administration. Admitting that the communitisation policy had been adopted to check the practice of proxy teachers, he maintained that the policy would never be successful while the students would suffer, unless the teachers honoured the department’s directive. According to Ozukum, the policy had led to the department losing control over the teachers, while increasing the practice of proxy. He explained that as more powers were given to village education committees and ward education committees, the teachers were behaving as if they were employees of these committees, without realising that they were actually government servants meant to serve the people. Pointing out that teachers had a bigger responsibility than anyone, the minister, however, regretted that today many educated youth or even those employed as teachers considered teaching profession as the last resort. Petrol price cut, NE integral part diesel unchanged of India: Acharya

NEW DELHI, NOV 1 (AGENCIES/PTI): Petrol prices were cut again on Thursday after one-day hiatus while diesel prices were unchanged for the second straight day in a row. Across all the metro cities, petrol price came down between 18-19 paise per litre after the revision. In Dimapur, petrol was priced at Rs. 75.14 per litre and diesel was sold at Rs.69.30 on Thursday while in Kohima petrol was sold at Rs.75.84 per litre and diesel was retailing at Rs.69.82 per lire.

LPG price hiked

Subsidised cooking gas (LPG) price Wednesday was hiked by Rs 2.94 per cylinder due to tax impact on the change in base price. A 14.2-kg subsidised LPG cylinder will cost Rs 505.34 from midnight tonight as against Rs 502.40 now, Indian Oil Corp (IOC), the nation’s biggest fuel retailer, said in a statement here. This is the sixth straight monthly increase in rates since June. In all rates have gone up by Rs 14.13 per cylinder since then. All LPG consumers have to buy the fuel at market price. The government, however, subsidies 12 cylinders of 14.2-kg each per households in a year by providing the subsidy amount directly in bank accounts of users.

DIMAPUR, NOV 1 (NPN): Nagaland Governor, PB Acharya, has said that North East region was an integral part of India and opined that it was the responsibility of the mainland people to visit the region and experience the culture, tradition, living style, food habits etc. Speaking as chief guest at a programme on “Students’ Experience in InterState Living” held under the theme “Knowing North East– Knowing India” at Baba Farid Institute of Technology (BFIT), Dehradun on October 31, Acharya said that very few people know the culture, traditions and problems faced by the people of North East. He personally invited JS Arora, Chairman of BFIT Group of Institutions, to visit Nagaland and open a branch of their Institute in Nagaland for the benefit of the students.

Speaking on the theme, School Education principal secretary Menukhol John said there was a need to change the system of teaching as it required professional education. Also by March 2019, the principal secretary said more than Menukhol John (NP) 3,000 elementary untrained teachers would be terminated (both private and government), adding that though this was an unpleasant job for the department, yet it was being done at the directive of the ministry that only trained professionals should teach the children. He said, as per statistics, the government teachers were the most trained lot through various flagship programmes. But, he remarked that it was unfortunate to learn that the government teachers were the most irresponsible. John said the number of failures and repeaters were numerous, adding there was a report of use of substance during training. He informed the gathering that school education department was the largest employer in the State and 25% of the State’s budget was utilised in paying salary of teaching, non-teaching and para teachers. He said enrolment in Class 9 in government schools was 34.98% in 2016, but came down to 33.98% in 2017 and further reduced to 25% in 2018, while the percentage of intake by private schools was 74.62% in 2018. Militants gun down 5 in Assam; CM assures action

KHERONIBARI, NOV 1 (PTI): Three members of a family were among five persons shot dead by suspected ULFA (Independent) while two others were injured at Kheroni in Assam’s Tinsukia district Thursday night, police said. A group of assailants with sophisticated weapons came to this village near Dhola-Sadiya bridge and called out five-six persons from their house around 8 p.m., they said. They then opened indiscriminate fire upon those people before fleeing under the cover of darkness, police said. Police suspect the gunmen belonged to the ULFA (Independent) faction as they were in battle fatigue. Chief Minister Sarbananda Sonowal condemned “the killing of innocent people” and conveyed his sympathy to the

bereaved families. “Strong action will be taken against the perpetrators of this dastardly violence. We will not tolerate such cowardly act,” he told PTI. Sonowal said he has directed state ministers Keshav Mahanta and Tapan Gogoi along with DGP Kuladhar Saikia to rush to the spot. “We will not spare the culprits of the killings and will be brought to book,” he said. He appealed to the people of Assam to maintain peace and harmony. He also directed all deputy commissioners and SPs to remain alert. Home Minister Rajnath Singh Thursday expressed deep anguish over the incident. Meanwhile, the Sadou Asom Bengali Yuba Chatra Federation called for a 24hour Tinsukia bandh from 5 am on Friday to protest the killings.

‘Pan India Cycle rally’ to reach state on Nov 4 DIMAPUR, NOV 1 (NPN): Swasth Bharat Yatra –– a Pan India Cycle rally, which was flagged off October 16, 2018 (World Food Day) on six tracks from six different locations, would be reaching Nagaland on November 4. Food Safety and Standards Authority of India (FSSAI), Ministry of Health & Family Welfare, in association with Health & Family Welfare Department (Food Safety Wing), Government of Nagaland is organizing the Yatra on the theme “Eat Right India”. In a press release, principal director cum addl. food safety commissioner, directorate of H&FW, Dr.Vikeyie Losu, informed that the rally was inspired by Mahatma Gandhi’s Dandi March and ‘Salt Satyagraha’ of 1930. Through his tireless yatras, Mahatma Gandhi led the nation towards freedom from Colonial Rule. Similarly, Swasth Bharat Yatra would

also lead the nation towards freedom from diseases by cascading the message of Eat Right India to every corner of the country, the release stated. The rally that would cover almost all States/UTs would culminate in New Delhi on January 27, 2019. Shop raid: AWUM demands arrest

DIMAPUR, NOV 1 (NPN): Reacting to the raid carried out by some unknown miscreants at a shop in Mokokchung on October 31, the All Wards Union Mokokchung (AWUM) has demanded that the responsible authority bring the culprits to book at the earliest to avoid further incidents. In a representation to DC Mokokchung, AWUM president, R Ayim Longkumer and secretary, Lanumeren, stated that they were saddened to hear about the occurrence of such rare incident, which was foreign to the citizens. AWUM asserted that citizens of Mokokchung still stood firm and united to counter any unwanted eventualities. Stating that the incident should be an eye opener to remain extra vigilant, AWUM affirmed to extend full cooperation to the Mokokchung Chamber of Commerce & Industry.

DIMAPUR, NOV 1 (NPN): The case of sensational loot of Rs 80 lakh from a van carrying cash for ATM near SBI main branch here on July 18 this year has been finally resolved with the arrest of its kingpin from Howrah railway station on October 28. Announcing this at a press conference at his office here on Thursday, police commissioner Limasunep Jamir claimed that 60-yearold GS Mudaliyar – who hailed from Chennai in Tamil Nadu and was residing at Bandel in West Bengal’s Hooghly district at the time of his arrest – was the mastermind of the sensational robbery case, in which 10 more persons were involved. He said the kingpin was nabbed by Dimapur Police personnel in collaboration with their counterparts in Kolkata Police. Limasunep said though other 10 members of the gang were still at large, the police was hopeful of arresting them too now that the kingpin was in their custody. Four of the gang members were above 45 years, while the remaining members were in their late 20s, he added. According to the police commissioner, the police took around three months to crack the case under the leadership of DCP Zone-1 Naieem Mustafa and ADCP (Crime) Relo T Aye, adding it was made possible largely due to an “excellent technical surveillance.” It has been learnt that what was initially speculated to be an “insider’s job” was

actually an outcome of a “smart, well-planned, coordinated and extensively connected” gang that functioned like a syndicate and operated out of Ramji Nagar in Tiruchirappalli district of Tamil Nadu. Limasunep said there were lapses on the part of the security agency of the bank, adding that certain responsibilities would have to be taken by the bank management. Modus operandi: The police commissioner explained that the van’s driver was told by a gang member that there was cash on the ground near his vehicle. And when the driver came out of the van to check, four other members of the gang blocked his view to let the kingpin quickly snatch the bag containing cash and fled. Limasunep said this method was called “attention diversion tactic”, where a member from the gang threw money on the ground to distract the victim as another quickly made off with the loot. The gang members that conducted the heist were experts in this, he added. Relo, who was present during the press briefing, said the gang members

were so well prepared and organised that all of them spoke in different languages, but mainly in what seemed like Adivasi language in order to confuse investigators. Nabbing the kingpin: The ADCP said the police had to study footages from several surveillance cameras of the area where the heist took place and other areas to zero in on the suspects. He added that the technical team did a commendable job to get the leads after which the police did their homework and sent a team to Howrah in Kolkata to coordinate with the police in Howrah and nab the accused. The syndicate: Mustafa, who also briefed the media persons, said that gang that carried out the heist was based in Tiruchirappalli district and that around 1,500 families were solely dependent on this profession for their sustenance. The gang operated in a hierarchical manner with the kingpin at the top of the hierarchy and a 30-50 members below him. The DCP explained that the recees were generally conducted by juveniles in the team to avoid suspicion. They also had cooks and laundry men accompanying them whenever they travelled. The new inductees were as young as 15 or 16 years and were trained before they got into field work, he added. Mustafa claimed that the community was so well organised that it had informers who alerted them whenever police from other States landed up in Tiruchirappalli district. (Cont’d on p-11)

DIMAPUR, NOV 1 (NPN): Dimapur Municipal Council (DMC) has informed dealers generating e-waste within municipal jurisdiction that it was mandatory to segregate and store the e-waste separately as per the provisions of the E-waste Management Rules, 2016 as amended by the E-waste (Amendment) Rules, 2018. In a order, DMC administrator, Moa Sangtam, authorised E-Circle to be the collecting agency for this purpose and informed all concerned to co-operate with the E-Circle.

PTCSU conducts surprise inspection

Angami Youth Organisation (AYO), in collaboration with Nagaland State Disaster Mission, Home Guards & Civil Defence is working to train its First Community Responders (Khriekesa Pelikrou) to act as reserve volunteers in assisting the community when dire situations arise. Participants of the training will later assist in any emergency situation as first responders and also as trainers when training programs are organised in future. KOHIMA: The Phek Town Chakhesang Students’ Union went on a surprise inspection on October 30 and 31 to all the schools of Phek Town. The union had recently circulated instructions (COTPA Act Regulations) to all the shops in the town to ensure that no shops were selling tobacco products within a 100 yard radius from the vicinity of schools, or anywhere, to minors/students in school uniforms. But many shops were reportedly not complying with the regulations. This led to the surprise inspection and raiding of shops, the union stated. According to union, three shops were raided for violation of rules and regulations.

F&CS scheme for Dimapur hostels DIMAPUR: Food & Civil Supplies (F&CS), Dimapur, is implementing an “Allocation of Food grains under Welfare Institutions and Hostel Scheme”. F&CS assistant director, N. Jamonger Ao, in a press release said that under this scheme, allocation of food grains for residents/students of ST/SC/ OBC hostels, is made in order to ensure standards of nutrition in institutions meant for welfare and development of the weaker sections of society. In commemoration of the 62nd Kerala statehood year, Kerala Samajam Dimapur organised a “Cartoons exhibition” on Thursday at its conference hall, Midland Dimapur near Sewak gate. He spoke about the difficulties he encountered during those troubled times, where he used to go to Tuensang on foot to collect his salary and the problems he faced. He could not even go for further specialization since

he was the only doctor in the district and his services as a doctor were in dire need, and in the hospital he would train the very few nurses since there was nobody to help him. Dr. Kongyan compared those days to the present day and pointed out that everything has been made easy at this digital age and that he is even happier to see many doctors in the district hospital. He requested all the NGOs, APGO, PPC and any well-wishers to contribute to the ongoing construction of a labour room for the benefit of all the people in the district. The farewell program was chaired by DVBO (NVBDCP), Dr. Manyau Phom, invocation prayer was offered by LTBC, Rev. NRC: SC allows five additional documents

New Delhi/Guwahati, Nov 1 (IANS/ Agencies): The Supreme Court on Thursday permitted five additional identity documents, including ration card, NRC 1951, refugee registration card and electoral rolls prior to 1971, for filing claims and objections over non-inclusion in the final draft NRC for Assam. Permitting these five identity documents, the bench of Chief Justice

Ranjan Gogoi and Justice Rohinton Fali Nariman said the fear of an ineligible person getting into the National Register of Citizens (NRC) cannot be a ground for exclusion of genuine citizens. Relying on five identity documents for filing claims and objections was objected to by state coordinator of NRC Prateek Hajela, expressing apprehension of misuse. The court directed

Hajela to undertake vigorous verification of the five documents that would be relied upon to file claims for inclusion in and objection to exclusion from the final draft NRC. The court on Thursday permitted the reliance on five more documents taking note of the position taken by the Assam government and the Centre and other stakeholders. Earlier, the top court had permitted 10 identity documents for filing claims and objections for inclusion in or exclusion from Assam NRC. The court extended the time for the filing of claims and objections to December 15. Earlier, the last date for filing claims and objections was November 25.

NEW DELHI/AGARTALA, NOV 1 (IANS): The Supreme Court on Thursday extended the services of sacked 10,323 Tripura government teachers by two more years, as appealed for by the state government, an official said. “A bench headed by Chief Justice Ranjan Gogoi responding to the state government appeal, extended the services of the 10,323 government teachers for two more years. It also directed the Centre to consider giving relaxation in the matter of training and professional qualifications within four months,” an official of Tripura’s Law Department said. He said the bench directed the state government to stick to the TET method of recruitment as well as to encourage job seekers to complete the required professional courses like B.Ed

(Bachelor of Education). On March 29, 2017, the Supreme Court upheld a Tripura High Court verdict to terminate the services of the 10,323 teachers on grounds of “indiscretion” in selecting them during the former Left Front rule in secondary and higher secondary schools. After the appeal of the previous Left Front government, the apex court extended their services up to June this year. BJP led government in June submitted a Special Leave Petition (SLP) before the Supreme Court to extend the services. Tripura Chief Minister Biplab Kumar Deb, Education Minister Ratan Lal Nath, Health and Family Welfare Minister Sudip Roy Barman hailed the decision, saying the state government would try its best to provide quality educations.

Supreme Court has also extended the last date for claim and objection to December 15 from November 25 this year. According to sources, the NRC authority will digitalise the applications of the claimants from December 15, 2018 to January 15, 2019 which will be followed by issue of notices for hearing to the claimants from January 15 to February 1 next year and the thereafter the hearing process will be started. India, Japan begin military exercise in Mizoram

Aizawl, Nov 1 (Agencies): The armies of India and Japan on Thursday began their joint military exercise called ‘DHARMA GUARDIAN - 2018’ at Counter Insurgency and Jungle Warfare School, Vairengete, Mizoram, ANI reported. While the Japanese contingent is represented by 32nd Infantry Battalion, the Indian side is represented by 6/1 Gorkha Rifles. Approximately one platoon strength each of both the battalions is participating in this exercise. The opening ceremony saw a patriotic start with both contingents singing their national anthems. Being first of its kind, the 14 days long joint exercise is being conducted from November 1 to 14. The exercise will consist of both indoor and outdoor training activities. IMPHAL, Nov 1: Kut, also known as Chavang Kut, the premiere festival of the Kuki-Chin-Mizo groups of Manipur was celebrated with great fervor and zest on Thursday. Meghalaya chief minister, Conrad K Sangma attended a district level celebration in Chandel district even as the state level celebration held in Kangpokpi district was attended by state chief minister N Biren Singh and some of his council of ministers. He stressed on the the importance of promoting festivals like Kut to a bigger platform so as to preserve the customs and traditions of each tribe. He said, “Festivals like Kut remain important in this

fast-moving modern world as it reminds us of who we are and our root and origin” adding that the Garo tribe of Meghalaya, to which he belongs, has a similar postharvest festival. He added “Even though all of us belong to the same species of human beings ultimately, festivals like this define our uniqueness and our characteristics of being a Kuki or Garo or Khasi and so on with regard to language, dress, music and dance etc.” The Meghalaya chief minister also suggested that the festival be organized in a bigger way at the international level so as to attract tourists from all over the

world, adding that it is “a good medium to express the uniqueness of our way of life.” He even took the example of Maori tribe of New Zealand, whose ‘culture and lifestyle has captured the imagination of the entire world’. On the other hand, state chief minister N Biren Singh, who attended the state level celebration of the festival at Kangpokpi district headquarters, exhorted the people of the state to stand together for a united Manipur and a united India. He further urged the public to put in collective efforts to uplift the weaker sections and backward groups of society. Asserting that despite being a small state, Manipur has around 36 different communities residing together since time immemorial, the chief minister said that suppressing smaller and weaker groups by bigger and stronger communities has become passé. He said, “Every community should be allowed to live with dignity and protect their identity” and added that his government believed in honouring human values and working for the service of humanity. This six percent has further diluted as three more states Uttarakhand, Himachal Pradesh and the Kochi of Kerala has been included in the list of backward states which was earlier only North-East and Jammu & Kashmir. The Rout Dispersal Policy formulated in 1994 kept a mandatory provision of operating ten percent of total flight of every Air Lines in the relatively less profitable routes in NorthEast and the Jammu and Kashmir which was followed for so many years. The Civil Aviation Ministry never issued any statement giving reasons for 2016 amendment of the Rout Dispersal Policy reducing the share of the backward states from 10 percent to six percent but there is a reason to believe that the ministry has succumbed to presser of the airline’s lobby who since the beginning was lobbying for this.

Bangladeshi gang behind series of abductions in Garo Hills identified TURA, NOV 1 (Agencies): The armed criminal gang that abducted a school teacher and pastor from Chokpot area of South Garo Hills on Tuesday night has been identified as the one involved in a series of kidnappings in the Garo Hills and West Khasi Hills region for the last three years, The Shillong Times reported. The school teacher, Sundaybirth Ch Marak (43), who also happens to be a pastor of the local Baptist church in his village of Kakhija was able to escape from the clutches of the gang while its members were taking rest inside the Angratuli reserve forest in Sibbari area on Wednesday afternoon. “This is the same gang that has committed a series of abductions of Indian nationals from West and south West Khasi Hills and also from South and West Garo Hills districts. They belong to Bangladesh and their modus operandi was to take their victims across the international border and keep confined until ransom was paid,” reveal South Garo Hills SP Abraham T Sangma. The group and its leader were identified from photographs displayed to the escaped teacher by police. The victim also revealed

that the gang did not have any automatic rifles but possessed three pistols. The well oiled network of the gang was such that they had even arranged for a vehicle inside Bangladesh to lift the kidnapped pastor once they crossed the international border. Having walked the entire night from Kakhija village, the kidnappers were taking rest inside Angratuli reserve forest and waiting for dusk to fall so as to cross over when Sundaybirth made a dash for freedom. While the head of the gang operates from inside Mymensing area of Bangladesh, a Garo Bangladeshi national who use to act as a guide for the GNLA played the major role of entering Indian territory to abduct potential victims and taking them across the international border. “In most cases, including the abduction of the teacher cum pastor, the Bangladeshi guide identified as Besfield alias Bes led a four member gang to the victim’s house,” said district police chief Abraham Sangma. The same gang was behind the abduction of a coal baron from Borsora in South West Khasi Hills, over a year ago. They also kidnapped another coal businessman, Benjamin

Syiemlieh, from West Khasi Hills, say police. A huge sum of ransom money is believed to have been exchanged for the safe release of the coal baron. Nearer home, there have been over half a dozen abduction cases in South and West Garo Hills districts attributed to the same gang. A teacher from Sibbari and another from Dimapara as well as a petty trader from Purakhasia were also victims of the same group. The aged father of a Roman Catholic priest was also abducted by the gang two years ago. The victims were released from Bangladesh only after money was paid to the kidnappers. The easy movement of criminal gangs from the neighbouring country into India has put the spotlight on the Border Security Force and its ‘vigil. A large part of the Sibbari border region is porous with streams and rivulets passing through the international boundary that criminal gangs make use of for their entry and exit after committing crime. “Unless strict vigil is in place in the porous areas, criminals will continue to commit crime with impunity,” say border villagers in the Indian side of the international border.

Mizoram polls: Congress releases Sikkim best prepared to tackle drought, reveals study manifesto, promises laptops to students party’s state unit president, has been the chief minister since 2008. If voted to power in Mizoram for the third consecutive time, students who clear the High School Leaving Certificate (HSLC) exam for Class 10 and above will be given laptops every year, the party manifesto said. Initially, however, they would be distributed among those students above the HSLC without jobs, it said. The party also promised to continue with its New Land Use Policy (NLUP) for the farmers and New Economic Development Policy (NEDP) for unemployed youths. The NLUP was launched in January 2011 to end the wasteful practice of shifting or ‘jhum’ cultivation -- process of clearing land by

burning its natural vegetation before growing crops. A beneficiary of the NLUP gets around Rs 1 lakh. The party said the grant would be raised. It said the NEDP would also be continued with special thrust on entrepreneurship development for the youths. The Congress manifesto also promised housing for the poor in rural areas and residential quarters for employees of police and education departments. It also promised to set up more rehabilitation centres for drug addicts and alcoholics across the state. Polling will be held in Mizoram on November 28. Results will be declared on December 11 along with four other states.

G U WA H AT I , N ov 1 (Agencies): Delegations of 29 organisations of Assam will meet the State’s MLAs, MPs and their families on November 9 in their residences and urge them to oppose the Citizenship (Amendment) Bill, 2016, Foreigners (Amendment) Rules, Passport (Entry into India) Amendment Rules and the rule to provide longterm visa for migrants. The decision was taken by leaders of these organisations in a meeting held here under the initiative of the All Assam Students Union (AASU), The Assam Tribune reported. These 29 organisations also decided to carry out a series of protests in the State against the conspiracy of the government to settle illegal migrants in Assam. Accordingly, the organisations will hold a sit-in demonstration at Dispur on November 8, followed by another sit-in demonstration in all district headquarters on November 10. On November 16, a torchlight procession will be taken out across the State. After these programmes, a mass gathering will be held in Guwahati to formulate the future path of the movement, although the date is yet to be finalised. Moreover, a delegation of these 29 organisations will also move the President,

Prime Minister and Union Home Minister with their demands soon. “We, the 29 organisations of Assam, have taken an oath to protect the identity of the Assamese society... We have decided to meet the families of all MPs and MLAs of Assam and will request them to oppose the citizenship Bill as well as different government orders and rules... we think the families of these people’s representatives can play a vital role in the movement,” AASU president Dipanka Kumar Nath said after the meeting. AASU general secretary Lurinjyoti Gogoi, addressing the media later said, “Under no circumstances will we accept any illegal migrant. The Central government should try to understand the problem of Assam. The immigrants are a threat to the identity of the indigenous people... We have already accommodated a large number of immigrants based on the Assam Accord mandated cut-off date of 1971.” Gogoi asked Chief Minister Sarbananda Sonowal to clear his stand on the Citizenship (Amendment) Bill, 2016. He also alleged that some government agents are now trying to divide the Assamese society in the name of the illegal migrant issue.

Aizawl, Nov 1 (PTI): The apex body of Bru refugees in Tripura has appealed to political parties in Mizoram to refrain from visiting the relief camps for poll campaigns, ahead of the November 28 elections to the 40-member Assembly. R Laldawngliana, the vice president of Mizoram Bru Displaced People’s Forum (MBDPF), said the community members were not keen on attending public meetings by parties from Mizoram. “We do not welcome poll canvassing inside the camps. The members here are not looking forward to attending public meetings by the parties, just before the polls,” he said. The general secretary of the outfit, Bruno Msha, said unorganised campaigns by political parties could lead to a law-and-order situation. He, however, clarified that political parties have to approach the MBDPF leadership if they wish to carry out campaigns in the region. “If any political party wishes to hold a public rally, it should get in touch with the MBDPF leadership. We do not wish to create any law-and-order situation in the camps, where one group could be pitted against another,” Msha said.

Guwahati, Nov 1 (Agencies): The state of Sikkim is all prepared to tackle any drought situation that may hit the state in future, unlike the states of Rajasthan and Chhattisgarh, which is most likely to witness large-scale devastation as their water and ecological systems are ill-prepared to deal with such conditions, reveals a recent study, The Sentinel reported. In a recent study, the Journal of Hydrology reveals that while all the four districts of Sikkim are resilient to drought, making the state absolutely prepared to tackle the calamity, no district in Rajasthan or Chhattisgarh is tough enough to face a drought. The study states that Rajasthan is vulnerable to droughts because of its

naturally dry conditions and lack of vegetation. But the reasons for Chhattisgarh not being drought-proof is not mentioned in the study. Resilience is defined as the ability of a system to undergo minimal changes in structure and behaviour under changing conditions. In the current study, drought resilience can be described as the ability of a land area to withstand dry conditions, resulting from decreased precipitation (rainfall, snowfall and hail) and loss of moisture from the top layers of soil, and keep supporting the growth of eco-systems. Drought resilience in the study is calculated by taking into account the eco-system water use efficiency (WUEe) of different districts and comparing

it under dry conditions and its overall mean value. WUEe can be defined as the ratio of the productivity, in terms of vegetation, of the districts to the amount of water lost to the atmosphere through evaporation. The scientists have formulated an index of drought resilience (Rd) which is defined as the ratio of the value of WUEe in the driest year for a district between 2000 and 2014 to its mean value in that period. This index tells how well a district is naturally prepared to fight dry conditions which eventually lead to drought. The research, conducted by Manish Kumar Goyal at the Indian Institute of Technology, Indore, and Ashutosh Sharma at the Indian Institute of Technology, Guwahati, also found that 62 per cent of districts

nabated, multiple taxation and syndication of entire trade and business of Dimapur continues to be the number one problem which are growing despite hue and cry in public rallies while the state government has shown no political will to confront the menace for fear of rocking the boat. Five years ago on October 31, the first massive protest rally was held at Clock Tower Junction in Dimapur and later a year back in August 2017, where the biggest ever rally was held at the Naga Shopping Arcade Dimapur. The slogan then was for ‘One Government One Tax’ of the Naga Political Groups, and not ‘many governments’. The slogan today has changed into ‘Solution not Taxation’. The change of slogan is a significant shift in thinking which reveals a desire to remove the cloud of uncertainty over political solution and to close the chapter of forcible collections in the name of Naga national movement through a solution. There are no two opinions among the common people as to what the government of India and the NPGs have to do in order to let them live in peace. There are at least half a dozen groups collecting taxes. After the August 2017 public rally against multiple taxation and syndication of the entire market, the state government was compelled to constitute the Higher Power Committee headed by retired Supreme Court judge H.K.Sema to study the issue and submit recommendations to the government. When the term ‘multiple taxation’ is used, it is to mean that goods are taxed several times by various groups, unions or organisations when transport trucks enter Nagaland( Dimapur). First, transport trucks or carriers are taxed on the basis of tonnage or number of wheels. Medium and light commercial vehicles including buses are taxed under different slabs. Goods transported by trucks are also taxed and the same goods are taxed at godowns. Later at retail shops, the goods are again taxed. On top of transport tax are livestock tax imposed by syndicate dealers appointed by NPGs. Dealers are appointed for various items and they are to pay some amount to the ‘appointing authority’ and only through them (dealers) can goods can be sold in the market. Also if any one wants to sell a brand of a product, it will be disallowed since the particular product has to be purchased from the appointed dealer. There are also tax on labour as registration and construction works at sites. This is in addition to tax /extortion imposed on contractors’ bills when payments are released. Sometimes, the taxes are collected in advance on percentage over the estimated contract amount. Even the labourers are taxed again after having to pay work permits or ID Cards. The government is not ignorant about these activities as it has been dealing with the problem by banning all forms of collections through media in the form of information on whom to pay and whom not to pay. In the past, the state government was clear about what was legal or illegal by warning those involved. Since normal laws are inadequate to tackle such crimes, a lawyer has suggested enactment of a law similar to the Maharashtra Control of Organised Crime Act,1999. MCOC tackles contract killing, extortion, smuggling in contrabands, illegal trade in narcotics kidnappings for ransom, collection of protection money and money laundering, etc. Right thinking law makers need to seriously ponder over the problem as the situation is only worsening.

he social stratification of the Nagas during our forefather’s time was very unique and diverse, head hunting and gallantry being our proud identity. The Nagas had their own democratic set up which is deeply entrenched in their customary laws and is arguably the purest form of democracy which is different from the widely accepted definition of democracy. If we turn back the pages of our history, we can find that criminal activities like theft, murder, rape, corruption etc were unheard of. People lived in complete trust and harmony without having to worry about any kinds of unwanted criminal activities. Nagas were known for their honesty and hard work who survived by cultivating their own agricultural land. The practice of head hunting which was a unique identity of the Nagas was abandoned with the coming of Christianity in the 19th century. In 1872, Dr. E. W. Clark first landed in the Naga Hills at Molungkimong in order to spread the Gospel of Christ and impart

modern education. Slowly and gradually a new era of modern culture and practice took over the primitive head hunting culture of the Naga people. The Animistic beliefs slowly died down and the Nagas embraced Christianity. Access to education is one of the most significant changes brought about to the Nagas. It was not only the effort of the foreign missionaries but also the great sacrifices made by our own Naga people which made it possible the spread of Christianity and impart education even in the remotest places in Nagaland and neighboring states. With the onset of Christianity and the spread of education, Nagas have witnessed a surge of young minds that has the potentialities to bring about changes to the current pitiable realities of the State. However, most of our educated youth and enlightened minds hardly make any effort to contribute their knowledge toward state building. am an educated person and having been interested to be self reliant, initially I started my entrepreneurship unit and subsequently set up an Industrial Unit under name & style `MIS M.K Plastic’ in the strength of Industrial Licence bearing Provisional Registration/MSME-I Licence No. 06/11/09941 dated 17.02.2016 and Permanent Registration/MSME-II No. 16/12/05344 dated 07.09.2017. My aforestated industrial unit was set up installing modern equipped technology for production of plastic carry bags entailing huge investment by way of borrowing from Bank and other sources whereto, I started production of plastic carry bags 51 Micron as per permissible Micron provided by the Central Government as a responsible Naga citizen observing all requisite terms and conditions as prescribed by the Industrial Department, Pollution Control Board and other concern Departmental authorities. I started production of finished items under M.K Plastic label and mostly marketed the said products in Nagaland. My aforestated Industrial Unit is having employees and staffs whereto I am also rendering service to the State by providing employment as almost all the staffs/employees of my Unit hails from Nagaland. I have came across a news item published in local daily inter alia banning of plastics in Nagaland within 6 months time and having gone through the said news item, I am constrained to submit before your benign authority further placing that my Industry is manufacturing 51 Micron plastic carry bags, which is re-cyclable and I am following the guidelines, norms, terms and conditions of Forest & Environment Department, Pollution Control Board, Local MAC Department and other authorities

The Government of India has been launching various schemes for self employment purposes for youths from Schedule Tribe community and besides providing financial assistances, the member of the Schedule Tribe interested youths are also being provided with technical knowhow providing moratorium period in taxation, etc, enabling them to make their respective entrepreneurship unit to stand at their own whereto, I pray that you would be kind enough to provide positive direction interfering with the ban order, whereby I can let my industrial unit to survive. To once again quote Jawaharlal Nehru’s statement, he had clearly stated Naga territories as: “The tribal areas are defined as being those long frontiers neither of India which are neither part of India nor Burma, nor of Indian states nor of any foreign power.” As for the British Imperial Power that had once ruled over both India and Burma, they had put the Naga territories under “Excluded areas” in their 1935 Constitution of India Act. These territories of Nagaland form a contiguous and continuous whole stretching to over one hundred thousand sq. kms. This is to say that within this “contiguous and continuous whole” there are no other pocket or fringe settlements of any other people residing inside Naga territories. But despite all these concrete facts of history and geography of Naga territories, some so called Naga leaders seems to be bent on disintegrating Naga lands and its people by playing into the hands of the occupational governments and their military

ver since the formation of the Naga National Council (NNC) on 2nd February 1946, it became the Naga political institute and the main platform to defend and assert our God given rights to this day. Under the aegis of the NNC, Naga Independence was formally declared on the 14th August, 1947 and the historic popular Plebiscite was conducted on the 16th May ,1951. We expect India to admit these realities and sincerely come forward to settle the issue of Naga Sovereignty amicably and honorably but which India refuse to do so far. Naga’s right for self-determination cannot be compromised under a mere so called ‘final agreement’ that would contain our inherent right to sovereignty under any countries’ constitution. The Nagas will not be intimidated to a fringed insignificance by the Indian Government for too long. The NNC has always stood for the

true cause of the Naga people and thus we will act according to the mandate of the people. The principle of the NNC is based on non-violence. It has always stood for the legitimate rights and aspiration of the Nagas to exist as a Nation among the Nations of the world. At this juncture of the ongoing talks between the 6 NNPGs and the Government of India there is much speculation and confusion among the Nagas. Therefore, it had become necessary on my part to clarify and declare that under the leadership of the President, NNC General (Retd) T.M Keyho. We are committed to uphold and defend Naga sovereignty to the end. The NNC will never involve in any talks for solution within Indian constitution. What in the name of religion?

The role of the Church as a peace broker in Nagaland has been well documented in the past and Church leaders continue to take the message of peace from the Naga people to the leaders of the warring Naga insurgent factions, urging resolution of interfactional feuds and contentious issues, amicably. The Church has also been a bridge between the Naga rebel groups and the Indian government towards facilitating any solution acceptable to all parties. If NSCN-IM is engaged in peace negotiations with the government of India, the Church has a lion’s share in the deal. At a juncture where the NSCN claim to be fighting for a ‘Nagaland for Christ’, the Church could in no way have remained a passive observer, and has thus been inadvertently drawn into the politics of the State, and of insurgency. The Church appears to have taken upon itself the responsibility of championing the cause of correcting or preventing the wrongs in society. So, despite concerns of the church not to interfere in politics, it has found itself in a web of contradictory expectations. The rapid deterioration in human values, the instability and ineffectiveness of the region’s legislative politics, rampant corruption, and the gun culture are some issues that not only trouble civil society but to a large extent the Church too, wherein religious leaders in the region have realised that the Church cannot contribute sufficiently to the restoration of a fast-degenerating society through evangelisation.

Against those for disintegration of Naga identity and geography

he political boundaries of a nation are not movable objects that can move from one place to another place in one century or even millenniums. And in conformity to this political and geographical fact, Naga territories have remained in the same place since the creation of the world to the present. This means that the ancient territories of Nagaland have not disappeared or moved into Indian or Burmese territories after 1947. A territory however can be invaded and occupied by a foreign power. This is what has happened to Naga territories after 1947. But whatever the case may be, Naga territories have remained the same as yesterday and Nagas have still not surrendered it to India or Burma. As for the territories of Nagaland, they are not scattered here and there with some parts in the Indian Manipur state, some in Assam, some in Arunachal and still others in Burma. Quite on the contrary, all these neighbouring Indian states and the Burmese state are outside the boundaries

rule over Nagaland. These leaders are using the Naga national struggle as their springboards to achieve their own political ambitions. They seem to be even ready to transfer sovereign Naga citizenship to that of another country’s citizenship and Constitution. On the other hand there are those among the Naga family, who seem determined to form their own frontier state under the Constitution of India and Burma. The General Naga Public should never allow such narrow minded Nagas to achieve their own selfish ambitions and disintegrate the Naga people and their territories. We are all aware that thousands upon thousands of Nagas from all over the Naga territories have laid down their lives in order to protect and preserve the Naga national and geographical identity. Hence, the Church’s new role as a watchdog of political values in a society. The growing involvement of the Church in the recent election was evidently poised at evolving ‘poll guidelines’ for the people, convincing the Naga national workers to stay away from the poll process and to influence the outcome of election polls per se. Though ultimately muscle and money power has reversed the poll results, the church attempt did not go in vain in its entirety. It is encouraging that the recently concluded ‘Prayer Summit’ held on 25th Oct 2018 at Agri Expo, 4th Mile, Dimapur was adequately represented by all sections across Nagaland and neighboring states as well. But while the attendance was August, apparently most were unaware of what the Framework Agreement entail; the gathering as such must have been garnered because of the Church’s influence and not by any particular leadership. It was also encouraging to witness the functionaries/Naga National Workers sharing insights about values and quoting verses from the bible. But one would wonder if the words spoken were reflective of their participation in a prayer summit, as opposed to their actual practices. I quote the very words of one of the speaker, “Our crave for wealth, luxury and comfort of life is emerging as the worst enemy of our nationalism and faith as well. We need to beware of this danger. Its repercussions are disastrous and potential of affecting long drawn illness in the society’’. I doubt if such a strong message has been conveyed with courage of conviction. With internal differ-

ences creeping in within the factions, Naga leaders have of late been engaged in war of words and open accusations about unscrupulous involvement in unprecedented economic gains in Nagaland as well as overseas. The quest for a political solution has become secondary in nature. Moreover, we cannot ignore the fact that the movement for political solution is being funded by rampant collection, illegal taxation, extortion, kidnapping and thorough assistance from organizations/countries averse to India. So where as the cause of the fight historically may be legitimate, are the methods being adopted justifiable? And at what costs to the common man? History is replete with instances of people having fought, to the extent of laying down their own lives, for a cause they believed in. Leaders then, were selfless and genuinely involved and hence had unflinching support of the masses to the extent of sparking revolutions with one word. There was nobility in living and dying for one’s country and beliefs. However, sentiments and affections towards greater cause has lost its sheen because of vested interest and economic gains. Religious leaders, therefore, have to ensure that they do not degrade to the extent of being political tools. Religious places should not be used for political propaganda and religious belief of people kept within the confines of divinity. More need to be done to curb illegal taxation

While I strongly support the recent rally organized by the Public Action Committee of the Naga Council Dimapur, I feel that we need some concrete measures. The rally was first organized in October 2013 and five years down the line, we have not made much progress as both illegal tax collection and the syndicates and lease system by the NNPs and government agencies are still rampant. Considering that we have held numerous rallies in recent years, I believe the Naga Council and other apex tribal bodies should come up with new and concrete measures to make the powers that be accountable or even take them to task, if need be. I must also say that is highly disappointing that the non-local population and business community turned up in very less numbers. Most of the crowd consisted of school children and not all tribes were equally represented. The public need to realize that they cannot put the onus on few organization but they must also come out and participate in such rallies. While it is okay that college students and student unions participate in such rallies, I think students below class 10 must be kept out from standing in the heat. I hope that the next time around, when the tribal organizations and PAC meets together and call for a rally, we do not only have grievances but a report on the measures taken from now on and the progress that has been made. It is high time we moved beyond rallies and make all those guilty accountable and make them tremble. Desperate situations call for desperate measures and Nagaland is in such a situation. Rahul, Naidu join hands to oust BJP

New Delhi, Nov 1 (IANS): Congress President Rahul Gandhi and Andhra Pradesh Chief Minister Chandrababu Naidu on Thursday held discussions and decided to move ahead to unite the like-minded opposition parties to oust the BJP in the 2019 Lok Sabha polls. After an hour-long discussion, both leaders stressed the leadership issue will be discussed later and said their primary motive was to defeat the BJP as democracy and the institutions were being “attacked” by the Modi-led BJP government. “We have to defend the future of the country. So, we are coming together. Both of us agree that we are going to talk about the future. The country is passing through a critical phase. Because of the situation, all opposition forces have to get together and provide a vision to the country,” Gandhi told reporters with Naidu by his side. Naidu said he along with Gandhi wanted a common platform “save nation, save democracy” for the opposition parties to defeat the BJP. “We want to chalk out a programme for future to protect democracy and also the institutions. I am in politics for the last 40 years, but have never witnessed such attempts to demolish

But breaking the stereotype of an elderly village woman who never went to school, the frail-looking nonagenarian from the coastal Cheppad village of Alapuzza district in Kerala, came out with flying colours-topping the examination with a staggering 98 per cent marks. Amma, a mother of six children of whom only two are alive, six grandchildren and seven great grandchildren, now wants to chase her dream of learning how to use a computer. Her husband died 57 years ago. Amma scored full marks of 30 each in mathematics and reading and 38 out of 40 in writing in the three-module exam under the “Aksharalaksham” programme of the state-run Kerala State Literacy Mission Authority (KSLMA), officials said. 15 new cities will have metro rails soon, says Puri NEW DELHI, NOV 1 (PTI): India already has a 515-km functional network of metro tracks in various cities and 15 more will soon have over 660 kilometres of tracks for rapid urban transportation, Union Minister Hardeep Singh Puri said. Interacting with the members of the Consultative Committee attached to the Housing and Urban Affairs (HUA) Ministry, Puri informed them on HUA’s initiatives on urban transport in India. According to a statement released by the housing and urban affairs minister, the state governments and union territories have been advised to prepare and submit the Detailed Project Report (DPR) in line with the provisions in the Metro Rail Policy 2017. “Hardee p S Puri, Minister of State (I/C) for Housing and Urban Affairs has stated that more than 664 kms of metro rail projects in 15 cities are presently under various stages of implementation, while more than 515 kms of metro line are already operational in India,” the statement said. He said several new cities are now aspiring to have metro rail systems.

New Delhi, Nov 1 (PTI): NCP supremo Sharad Pawar on Thursday said non-BJP parties will come out with a common minimum programme (CMP) to take on the government, while expressing concern over “assault” on institutions like the CBI and the RBI. He said Andhra Pradesh Chief Minister and TDP president N Chandrababu Naidu will take the initiative and talk to other non-BJP parties, including the Congress, on the matter. Gaya, Nov 1 (Agencies): Bihar Chief Minister Nitish Kumar on Wednesday said “nobody has the power” to abolish reservation for repressed classes and those who make statements to this effect wish to give rise to tensions in society, Zeenews reported. Kumar was addressing Scheduled Caste (SC) and Scheduled Tribe (ST) workers of his party, Janata Dal (United), from the Magadh region at a conclave here. “Some people wish to give rise to tensions and differences in the society. Ambedkar’s (draft of) Constitution was approved by the Constituent Assembly. The provision for reservation was made to help the marginalised sections join the social mainstream,” he said. “I wish to make it clear that nobody has the power to do away with reservation. People like us are ready to make all sacrifices for this cause. Those who speak of such things have never had any role in bringing in reservations,” he said. Kumar said his party introduced reservation for SCs in village panchayats in 2006 and reserved 50 per cent quota for women. He also spoke at length about the various schemes undertaken by his government for the welfare of Dalits, minorities and other weaker sections of society.

Advocates oppose each other’s appearance for CBI New Delhi, Nov 1 (IANS): Two advocates -- Additional Solicitor General Vikramjit Banerjee and K. Raghavacharyulu -- on Thursday opposed the appearance of each other as the CBI’s counsel in the Delhi High Court which was hearing a corruption case against the agency’s Special Director Rakesh Asthana. Both the counsels told Justice Najmi Waziri that they were representing the Central Bureau of Investigation (CBI) in the matter. B a n e r j e e, w h o o n Thursday appeared in the case for the first time, told the court that he had got instruction from the “competent authority” to represent the CBI in the case. But Raghavacharyulu opposed the appearance of Banerjee and told the court that he had been appointed as Special Public Prosecutor in the matter by the investigating agency. Raghavacharyulu has been appearing in the case since the High Court began hearing Asthana’s plea on October 23. New Delhi, Nov 1 (Agencies): The governor of India’s central bank should work in sync with the nation’s government to support economic growth or he should resign, said the head of the economic wing of the Rashtriya Swayamsevak Sangh (RSS) that is the fountainhead of BJP, The Economic Times reported. Reserve Bank of India (RBI) Governor Urjit Patel should also “restrain his officials from making differences public,” said RSS Ashwani Mahajan in an interview on Wednesday. “If he doesn’t follow discipline it would be better for him to resign,” he added. Bharatiya Janata Party emerged from the RSS and its members work to get BJP candidates elected. Mahajan is chief of the RSS’s Swadeshi Jagran Manch (SJM) economic group. Earlier in the day, some local TV channels reported that Patel could consider resigning from his post given a breakdown in relations with the government, sparking a sell-off in the rupee and bonds. and the government have become increasingly public after the bank’s Deputy Governor Viral Acharya said last Friday night that undermining central bank independence could be “potentially catastrophic”. His comments indicated that the RBI was pushing back against government pressure to relax its policies and reduce its powers ahead of a general election due by May. In a statement, the government said on Wednesday the RBI’s independence was “an essential and accepted governance requirement” but it added that it would continue to extensively consult with the central bank to give its assessments on issues and suggest possible solutions. Government officials on Wednesday declined to say whether it had for the first time ever used, or threatened to use, powers under the RBI Act that allow it to give the bank instructions. The Economic Times reported the government had sent letters to Patel in recent weeks exercising those powers.

Mahajan said that the government had every right to use the powers of the RBI act. RSS’s Manch is critical of the central bank’s hawkish monetary stance, and has criticised the influence in recent years of foreign trained economists including former RBI governor Raghuram Rajan and former chief economic adviser at the finance ministry, Arvind Subramanian. Mahajan said the central bank and the government should work in tandem to achieve a higher economic growth rate along with lower inflation. While opposing the appointment of any foreign trained economists at the central bank, he said there was no dearth of “talented persons” with nationalist vision on the RBI board, one of whom could replace Patel if he resigned. Mumbai, Nov 1 (PTI): The rupee rallied by 50 paise to close at 73.45 against the US dollar Thursday, posting its biggest single-session spurt in three weeks on increased selling of the greenback by exporters, softening crude oil prices and upbeat economic numbers. Easing of concerns over the rift between the government and the Reserve Bank of India (RBI) also supported the rupee’s recovery, forex dealers said. At the Interbank Foreign Exchange (Forex) market, the domestic unit opened higher at 73.88, then gained further ground and settled for the day at 73.45, registering a jump of 50 paise. On Wednesday, the rupee had plunged 27 paise to close at a nearly three-week low of 73.95 as the dollar strengthened against major global currencies amid steady capital outflows. The Finance Ministry Wednesday said the government has “nurtured and respected” autonomy of the central bank and has been holding extensive consultations with it on many issues. Silver, however, remained subdued and lost another Rs 90 at Rs 39,110 per kg, due to reduced offtake by industrial units. Traders said, continued buying by local jewellers ahead of auspicious “Dhanteras” and “Diwali” festival and positive leads from the global market mainly kept the precious metal prices elevated. Globally, gold rose 0.82 per cent to USD 1,225.10 an ounce in Singapore. Silver, too, was trading up by 1.16 per cent to USD 14.48 an ounce.

New Delhi, Nov 1 (PTI): Bharti Airtel’s network was the fastest in terms of 4G download speed while Idea Cellular was at the top in terms of upload speed during June-August, a study by mobile analytics firm Open Signal claimed. Reliance Jio was leading in network coverage in all 22 telecom circles and latency experience during the period, the study highlighted. “Airtel came top in our analysis of download speed experience with a score close to a third faster than its rivals. But the next three operators were fairly closely grouped, with less than 0.6 of a megabit separating Jio, Vodafone and Idea,” OpenSignal said. OpenSignal claims to have done analysis using over 10 billion measurements covering 1.7 million unique devices. “This latest report is yet another reaffirmation of Airtel’s obsession with network excellence. Our focus remains on building the fastest and the best network that enables a high quality digital experience for discerning customers who prefer network quality over deals and discounts,” Bharti Airtel Chief Technology Officer Randeep Sekhon told PTI. Sacked PM Wickremesinghe says ‘democracy will prevail’ C o l o m b o, N ov 1 (PTI): Sri Lankan President Maithripala Sirisena has summoned Parliament on Monday, officials said Thursday, a move which could resolve the political crisis arose after he sacked Prime Minister Ranil Wickremesinghe and installed former strongman Mahinda Rajapaksa. Sirisena was under increasing political and diplomatic pressure to reconvene Parliament which he had suspended till November 16, apparently to allow Rajapaksa to engineer crossovers from Wickremesinghe’s side. The President has agreed to call a parliamentary session on November 5, officials at Rajapaksa’s office said. Prior to the crisis, Wickramasinghe’s United National Party (UNP) had the backing of 106 parliamentarians while Rajapaksa and Sirisena combine had 95 seats. Over 1,500 bodies found in Raqqa mass grave Da m a s c u s, N ov 1 (Agencies): More than 1,500 bodies of civilians have been found in a mass grave in Syria’ Raqqa province, the former de facto capital of the Islamic State. According to medical sources, the bodies belong to civilians who had been killed by the strikes of the US-led coalition on Raqqa. The bodies of 4,000 civilians have so far appeared in mass graves in Raqqa, adding that more bodies are being unearthed on daily basis. The US-led coalition had supported the Kurdish-led Syrian Democratic Forces in their push to capture Raqqa, which was the de facto capital of the IS in 2017. The report said that the coalition’s airstrikes in Raqqa had destroyed 85 percent of the namesake provincial capital of Raqqa. The IS has now lost almost all the land it once controlled. It has been held responsible for multiple atrocities during its reign of terror, including mass executions and decapitations.

Islamabad, Nov 1 (PTI): Pakistan on Thursday summoned the Indian Deputy High Commissioner J P Singh over an alleged ceasefire violation along the Line of Control (LoC) which killed a civilian. Singh was summoned by the Director General (SA & SAARC) Dr Mohammad Faisal for the alleged ceasefire violation that took place on October 31 in the Leepcha sector, said the the Foreign Office. The firing killed an 18year old civilian in Bijildar village, said Faisal. “This unprecedented escalation in ceasefire violations by India is continuing from the year 2017 when the Indian forces committed 1970 ceasefire violations,” he said. He urged the Indian side to respect the 2003 ceasefire arrangement, investigate it and other incidents of ceasefire violations, instruct the Indian forces to respect the ceasefire, in letter and spirit and maintain peace on the LoC and the working boundary. He also said that the Indian side should permit United Nations Military Observer Group in India and Pakistan (UNMOGIP) to play its mandated role as per the UN Security Council resolutions.

New Delhi, Nov 1 (PTI): India has no extraterritorial ambitions, but its aim is to ensure a conducive external and internal security environment for unhindered economic progress and socio-political development, Army chief General Bipin Rawat said Thursday. Contested sovereignty of maritime territories pose a major challenge in East Asia and the South China Sea and these disputed maritime boundaries are threatening international waters, Gen Rawat said, speaking at a seminar on ‘Evolving Geo-Politics of the Indo-Pacific Region-Challenges and Prospects’. Harinder Sidhu, the high commissioner of Australia to India, who also delivered a special address at the seminar, said if invited, Australia is willing to join the Malabar Exercise. “It makes sense for Australia to exercise with whom we work closely in Indian and Pacific Oceans,” Sidhu said. Malabar is a trilateral exercise between India, the US and Japan, and Australia is keen on joining the naval drill. She said with shared interest, its strategic location in the Indo-Pacific,

EC gets EVMs for LS polls New Delhi, Nov 1 (PTI): The two public sector undertakings tasked with manufacturing the latest M3 type electronic voting machines to be used in next year’s Lok Sabha elections have delivered the lot comprising nearly 22.3 lakh ballot units and 16.3 lakh control units to the Election Commission, a senior EC official said. Around 22.3 lakh ballot units, 16.3 lakh control units and nearly 17.3 lakh VVPATs or paper trail machines will be used for the 2019 LS polls. The number of machines includes the buffer stock for training as well as replacements. These machines would be deployed at the nearly 10.6 lakh polling stations across India in the next parliamentary elections. The Bharat Electronics Ltd and the Electronics Corporation of India Ltd were mandated to deliver these machines to the poll panel by September 30 “and now the delivery has been completed,” the official said. The M2 or mark 2 type EVMs (2006-10) can cater to a maximum of 64 candidates including NOTA. There is provision for 16 candidates in a balloting unit. If the total number of candidates exceeds 16, more balloting units can be at-

tached up to a maximum of 64 candidates by connecting four balloting units. However, in case of M3 EVMs, which came after 2013, a maximum of 384 candidates including NOTA can be catered to by connecting 24 balloting units. During simultaneous elections, two separate sets of EVMs are required, one for the parliamentary constituency and the other for legislative assembly constituency. According to a September 26 release of the EC, the poll panel has estimated 171 per cent ballot units, 125 per cent control units and 135 per cent paper trail machines requirement for the Lok Sabha polls. In case of an error with the VVPAT, the machine is replaced with a reserve. But in case a ballot unit or control unit malfunctions, the entire set of ballot unit, control unit and VVPAT is replaced. Till date, EVMs have been used in 113 Assembly elections and three Lok Sabha elections since 2000. Amid demands by some opposition parties to go back to ballot papers, the Commission has maintained that use of EVMs has ended the days of booth capturing and the delays and errors in counting of ballot papers.

New Delhi, Nov 1 (IANS): Even sex-workers have a right to refuse their services and seek redressal when forced, the Supreme Court has ruled, overturning a 2009 Delhi High Court judgement and restoring the 10 years jail awarded to four persons by a lower court. The apex court judgement on Tuesday came on a 1997 gang-rape case in the national capital, asking the

convits to surrender within four weeks to serve the remaining sentence. “Even assuming that the woman was of easy virtue, she has a right of refuse to submit herself to sexual intercourse to anyone,” the court observed. A bench of Justices R. Banumathi and Indira Banerjee held that the High Court erred in brushing aside the evidence of the victim by substituting its views

and freeing the accused on the ground of they being falsely implicated, since they had lodged complaint accusing her of being a woman of bad character, who indulged in prostitution. It also set aside the High Court ordering its registry to lodge complaints against three police personnel for prosecuting them for falsely implicating the four persons.

festival season. US takes another tough trade stance, India hit WASHINGTON, Nov 1 (PTI): The US on Thursday revoked duty-free concessions on import of at least 50 Indian products, mostly from handloom and agriculture sectors, reflecting the Trump administration’s tough stand on trade-related issues with New Delhi. The federal register issued a notification, listing out 90 products which were so far subject to duty-free provisions under the Generalized System of Preferences (GSP). President Donald Tr ump issued a presidential proclamation on Tuesday, leading to the removal of these products from the privilege beginning November 1. As of November 1, these products “will no longer qualify for dutyfree preferences under the GSP programme but may continue to be imported subject to regular Most Favored Nation duty-rates,” an official of US Trade Representative told PTI. A review of the products indicates that the presidential proclamation is not country specific, but product specific. With India being the largest beneficiary of the GSP, it has been hit the most by the latest decision of the Trump administration. The GSP, the largest and oldest US trade preference programme, is designed to promote economic development by allowing duty-free entry

KOLKATA, Nov 1 (PTI): Two IndiGo planes came too close for comfort before averting a mid-air collision at the border airspace of India and Bangladesh, Airports Authority of India (AAI) officials said Thursday. New Delhi, Nov 1 (IANS): BJP President Amit Shah’s outburst over the Sabarimala temple issue “must be seen as a direct challenge to the Constitution and the Supreme Court”, the CPI-M has said. “The significance of his remarks lay in his peremptory tone of intimidation and veiled threat to the judiciary,” said an editorial in the CPI-M journal “People’s Democracy”. During a visit to Kannur in Kerala, Shah declared: “I want to tell the (state) government and those who pronounce orders in court that you should issue orders that can be implemented, not the ones that break the faith of the people.” He also threatened to pull down the Kerala government if it persisted in implementing the Supreme Court verdict. US urges Pak to enact law banning radical groups Washington/Islamabad, Nov 1 (IANS): The US has urged Pakistan to immediately enact a legislation that formally ban radical religious groups, a media report said on Thursday. The US’ suggestion on Wednesday followed a decision announced last week for ending a ban on Mumbai terror attack mastermind Hafiz Saeed’s Jamaat-udDawa (JuD) and the Falah-iInsaniyat Foundation (FIF), which Washington designates as terrorist groups, the Dawn report said. The Pakistani media late last month had reported that the two outfits, that manage a large charity network with the help of thousands of volunteers, temporarily came off the list of banned outfits in Islamabad because the ordinance that proscribed them under a UN resolution had lapsed. The Imran Khan government is working on a

proposal to extend the ban. The development underscores the importance of Pakistan “urgently enacting legislation that formally proscribes” both JuD and FIF, a spokesperson for the US State Department told reporters in Washington on Wednesday. “The expiration of the ban on JuD and FIF runs counter to Pakistan’s commitment to work with the Financial Action Task Force (FATF) to address weaknesses in its counter-terrorism financing regime. “As we have said before, the US is deeply concerned that this development will jeopardise Pakistan’s ability to meet its commitments under UN Security Council Resolution 1267 to freeze and prevent the raising and moving of funds belonging to or associated with UN-designated terrorist groups,” the spokesperson said.

In February, former President Mamnoon Hussain signed an amendment to the antiterrorism law that allowed the state to ban charities linked to Saeed. The Constitution, however, requires a presidential amendment to be ratified or renewed by the parliament within four months of its issuance. Recently, Saeed filed a petition, arguing that the amendment to Pakistan’s antiterrorism law had become unconstitutional as the parliament failed to ratify it, Dawn said. Saeed initially headed Lashkar-e-Taiba (LeT), formed in the 1980s, which was designated a terrorist outfit by the US, the UN, Britain, Russia and the European Union. Chile to join China’s BRI 1 black box of crashed Indonesian plane retrieved Beijing, Nov 1 (IANS): Chile is set to join China’s mammoth global investment programme, the Belt and Road Initiative (BRI), the Chilean Foreign Minister announced during a business forum here on Thursday. Rober to Ampuero said Chile will sign a memorandum of understanding on Friday with the Chinese government to advance and develop the BRI in the context of bilateral relations. “It is a very important decision, also much anticipated by China, which was taken by (Chilean) President Sebastian Pinera,” Ampuero told Efe news

The minister said that the BRI was an additional element to strengthen comprehensive bilateral relations, which opens tremendous prospects of cooperation, especially in infrastructure. Ampuero dismissed the doubts expressed by some countries about joining the BRI -- due to the fear of their interests being dependent on Beijing -- by saying that Chile thoroughly analyzes agreements and only signed when it was convinced that the pact was in the country’s interests. He added that China

was Chile’s main trade ally and said that Santiago was interested in strengthening these ties in different spheres. “One of the areas where we agree with China is defending multilateralism and free, open and transparent markets,” the minister said, adding that the BRI will help them work at a better rhythm and within a broader conceptual framework. Chile’s annual trade with China is worth nearly $35 billion, which amounts to around 26-27 per cent of Chile’s total foreign trade. Trade between the two countries has grown 37 per cent this year.

The Lion Air flight JT 610 flown by Indian captain Bhavye Suneja disappeared from the radars on Monday morning, 13 minutes after it took off from Jakarta towards Pangkal Pinang on the Indonesian island of Bangka. Dravid inducted into ICC Hall of Fame

Dubai, Nov 1 (IANS): Former India captain Rahul Dravid was formally inducted into the ICC Cricket Hall of Fame on Thursday. To mark the occasion, Dravid received his commemorative cap from fellow ICC Cricket Hall of Famer Sunil Gavaskar before the start of the fifth and final ODI between India and the West Indies in Thiruvananthapuram, according to a statement. Dravid was named in the ICC Cricket Hall of Fame along with Australia legend Ricky Ponting and England women’s stalwart Claire Taylor during the

ICC Annual Conference in Dublin in July. However, Dravid was unable to attend the induction ceremony due to a coaching assignment with the India ‘A’ side. Dravid, after receiving the cap, said: “I am honoured and delighted to have been formally inducted into the ICC Cricket Hall of Fame in front of my home fans. This award gives me the satisfaction that I have been able to contribute to the success of the India cricket team in particular, and cricket in general. “I am grateful to all my contemporaries, who

helped and supported me during my playing days, as well as coaches and officials who guided me on the long journey. I have enjoyed each and every moment of my association with them, as together we not only set big targets but achieved most of them.” Dravid is the fifth India cricketer to be formally inducted into the ICC Cricket Hall of Fame after Bishen Singh Bedi, Kapil Dev, Sunil Gavaskar and Anil Kumble. Dravid played 164 Tests and 344 ODIs for India from 1996 to 2012, and scored a total of 24,177 runs in the two formats.

M u m ba i , N ov 1 (Agencies): Following facing a barrage of criticism after beef made its way to the Virat Kohliled Indian cricket team’s lunch menu in England during the Lord’s Test this year, the Board of Control for Cricket in India (BCCI) has reportedly told Cricket Australia to exclude beef from Team India’s menu during the upcoming tour, starting later this month. There was braised beef pasta on Indian team’s menu and while the fans were critical of India’s below-par showing in the Test, there was a lot of

criticism, as BCCI tweeted the picture of what will be the lunch menu for Indian cricket team on one of the days during the Test match. A couple of members from BCCI had travelled to Australia a couple of week ago and urged CA to strike off beef from team’s menu and the same two-member team, it is learnt, wants the same clause to be included in the Memorandum of Understanding between BCCI and CA, according to a Mumbai Mirror report. The BCCI members were Down Under to inspect the diet and travel

plans for the team and it is reported that CA are told to add more vegetarian options in the food options as there are some vegetarian cricketers in the team. It is learnt that BCCI have roped in an Indian restaurant in Australia to supply curries to the members of the team. “Players often complain about the blandness of food served in Australia. There are a few vegetarians in the team who really struggle at the grounds. The inspection team has also roped in an Indian restau-

rant in Australia to supply curries to the boys,” a source who is aware of the developments was quoted as saying. “Earlier, players would even consume cheeseburgers while on tour. It has all changed. It is understood that the England winger’s representatives reached an agreement with City director of football Txiki Begiristain in the last few days, with the deal expected to be signed in the coming weeks. India hammer WI to clinch ODI series

T h i ru va na n thapuram, Nov 1 (PTI): A ruthless India completed a nine-wicket demolition of the West Indies in the fifth and final ODI here Thursday for their sixth successive series win at home. Left-arm spinner Ravindra Jadeja took four wickets to help India bundle out the West Indies for 104 in just 31.5 overs. Pacers Khaleel Ahmed and Jasprit Bumrah chipped in with two wickets each. The home team took just 14.5 overs to reach the paltry target, courtesy an unbeaten 99-run stand between Rohit Sharma (62 off 54) and captain Virat Kohli (33 off 29), following another low score from Shikhar Dhawan. It was a complete surrender from the West Indies, who let themselves down after competing hard in the first three ODIs. The previous game at Mumbai too was domi-

nated by the hosts before they romped to a 3-1 series win here. India last a lost a series at home in 2015, when they went down 2-3 against South Africa. The hosts wasted in no time completing the 105-run target after the bowlers laid the foundation of a massive victory. Rohit continued his fine form, notching up a half-century, in the process going past the 1,000-run mark for the calendar year 2018 and also hitting his 200th six in ODIs. The India vice-captain had a lucky escape when he was caught behind by Shai Hope off Oshane Thomas’ bowling on 18. He made most of that reprieve as he hit five boundaries and struck five imperious sixes. Kohli too was solid at the other end and his innings comprised six fours. Dhawan’s soft dismissal would probably be

one of the lows for India as he chopped on a delivery from Thomas, who worked up good pace but was inconsistent with his line and length. Earlier, the West Indies were in trouble right from the start after skipper Jason Holder chose to bat. Pacer Bhuvneshwar Kumar had Kieran Powell caught b ehind by M S Dhoni for a duck off the fourth ball, giving India their first wicket. Shai Hope, who has been one of the best West Indies batsmen on tour alongside Shimron Hetmyer, was castled by Bumrah off a beauty in the second over to leave the team at 2 for 2. The experienced Marlon Samuels, from whom a lot was expected, led a brief revival, hitting some crisp boundaries and the only six of the innings. The Indian domination could be gauged from the fact that the first

boundary came in the sixth over when Rovman Powell lofted one from Bumrah over the infield. Samuels’ resistance ended in the 12th over when he fell to a soft dismissal of Jadeja for 24, spooning a catch to skipper Virat Kohli. As has often been the case in the series, Holder showed patience and skill to resist the rampant Indian bowlers but his dismissal hastened the end. The lanky Holder was taken by Kedar Jadhav, running in from the deep when he tried to go ariel against Khaleel Ahmed. He was the top-scorer with 25. The spinners took over and polished off the tail. D i m a p u r N ov 1 (NPN): Ranji Trophy match hosted by Nagaland, got underway Thursday at the Sovima Cricket Stadium, Dimapur. Nagaland cricket team is playing in the Ranji Trophy for the first time. Electing to bat after winning the toss, Mizoram were bowled out for 106 runs in 47.2 overs in the first innings. Nagaland are on 189 losing 4 wickets on Day 1. The match will start at 8.45 am on Day 2. Before the commencement of the game, Chief Minister of Nagaland Neiphiu Rio inaugurated the New Player’s Pavilions at the cricket stadium. Speaking to media

persons on the sidelines of the Ranji Trophy at Nagaland Cricket Stadium Sovima, general secretary, Nagaland Cricket Association, Abu Metha said that cricketers from the state be getting great opportunity henceforth. “Each Naga cricketer who is playing Ranji Trophy will be earning about Rs.1.5 lakh per match which does not include other allowances like travelling expenses, kits and at the end of the season. Each cricketer playing Ranji Trophy will be taking home at least Rs.20- 25 lakhs,” said Abu. He observed potential for cricket as not only great but felt that it would contribute immensely towards generation of local employment
