G U WA H AT I , N OV 2 (PTI/AGENCIES): Assam police Friday launched a “massive combing operation” to nab those involved in the killing of five people, including three members of a family, in Tinsukia district. Police suspect the gunmen belonged to the ULFA (I) faction as they were dressed in battle fatigue, but the outfit has denied its involvement in the attack. A group of assailants had called out six people at Kheronibari village — three from their home and as many from a local shop — around 8pm on Thursday. They then took them to the edge of Dhola-Sadiya bridge in the area and opened indiscriminate fire, killing five of them on spot. One of them fell off the bridge and survived the firing. DGP Kuladhar Saikia and Addl. DG Mukesh rushed to Tinsukia, shortly after the incident, to review the law and order situation. Kiyevi village reacts to WCCZLI claims DIMAPUR, NOV 2 (NPN): Reacting to Working Coordination Committee on Zeliangrong Land Issues (WCCZLI)’s opposition to the recognition of Khehoi village by the state government, the Kiyevi village claimed that Khehoi village (erstwhile Kiyevi– B village) was established in 1982 on the land donated by Kiyevi village. In a press release, Kiyevi village head GB Botovi Zhimomi, assistant GB Yevuto and assistant GB Zheshito stated that Kiyevi village (parent village of Khehoi village) was established on the written and permit issued by the then British authorities. They said that presently it was a bona fide recognized village and there were no disputes whatsoever with regard to the jurisdiction and land boundaries of Kiyevi village. They also said that there was no dispute with regard to the recognition of Kiyevi village. Kiyevi village, therefore, said it was absurd when objections were being raised on the recognition of Khehoi village (erstwhile Kiyevi – B village), which it said was a village purely established on the land donated by Kiyevi village to late Khehoi.

DIMAPUR, NOV 2 (NPN): ACAUT on Friday lauded the Supreme Court’s observation and dissatisfaction with the State government’s submission, supporting amendments in the Nagaland Lokayukta Act, 2017 which ultimately compelled the state government to assure the apex court to implement the Lokayukta Act within three months. In this regard, ACAUT through its media cell demanded that the state government immediately advertise in at least five leading national newspapers, seeking applications for the posts of Lokayukta and Upalokayukta. ACAUT explained that the three-member selection panel could then finalise names from the applicants for Lokayukta while Upalokayukta could be selected from among the applicants in consultation with the Lokayukta. Since it was unlikely that anyone from Nagaland would meet the criteria, ACAUT stressed that advertisements seeking applications for both the posts should be immediately advertised in at least five leading national newspapers for not less than four days.

KOHIMA, NOV 2 (NPN): Additional chief secretary Temjen Toy said it was time for Nagas to recognise special needs and cater to the requirements of 20% of students affected by dyslexia in the State. Speaking at a oneday workshop on “Mainstreaming of Children with Learning Disability in Education” organised by SCERT and supported by school education department at SCERT conference hall here Friday, Toy said it was unfortunate that many dyslectic children were branded as dumb and useless because of their inability to perform like other children of their age. Referring to popular personalities like Tom Cruise, Salma Hayak and Steve Job, he said despite all of them being dyslectic they could still shine in their lives as they received the required attention at the right time. The chief secretary appealed to the teachers to identify children with
dyslexia and give them due attention, besides providing them education in a different manner. He added that the State government was serious on the issue and wanted to address it. He also lauded SCERT for initiating the workshop, stating it was one area that required much attention. Toy hoped that the workshop would come up with recommendations for the State government to take them forward, including if any change was required or update the syllabus. DIMAPUR, NOV 2 (NPN): In the wake of expiry of its 20-day ultimatum served on the state government to resume construction works along Namtola-Mon section of NH-702, the Tizit Area Students’ Union (TASU) Friday announced that the house has resolved to impose indefinite blockade on the NH-702 starting from November 5, 2018. In a press release, TASU president, T Noklem Konyak, and general secretary, Phoanei Konyak, stated that the decision to impose blockade was taken at an emergency meeting with the federating units and village council chairman from villages under Tizit area on November 2, 2018. TASU said that even the expiry of ultimatum the responsible authority has failed to speed up the construction of Namtola-Mon (NM) Road NH702. Besides, it said there
has been no response from the government regarding construction of Inter-state Connectivity (ISC) road and four RCC T-BEAM Bridges along the same road. According to the union, the house resolved that blockade would not be lifted unless the responsible department and contractors start the work. Further, TASU said that house has decided to intensify the protest and resort to disallow functioning of government mechanism under Tizit if needed. During the proposed blockade, the union, however, stated that administration, institutions, para military and police personnel on duties and medical would be exempted. TASU cautioned that the department and the concern contractors would be solely held responsible if any untoward incidents occurred during the period of blockade.
NEW DELHI, NOV 2 ( AG E N C I E S ) : P r i m e Minister Narendra Modi on Friday announced sanctioning of loans of up to Rs 1 crore in 59 minutes, relaxation in labour and company laws as well as easier compliance with environmental rules for small and medium enterprises to give a boost to the nation’s second-biggest employing sector. Announcing a slew of measures for the sector, he said GST-registered micro, small and medium enterprises (MSMEs) will be sanctioned a loan of Rs 1 crore in just 59 minutes through a new portal. Also, GST-registered MSMEs will get 2 per cent subvention or rebate on incremental new loans of up to Rs 1 crore, he said, adding interest subvention on pre- and postshipment credit for exports by MSMEs has been in-
creased from 3 per cent to 5 per cent. To rid the sector of inspector raj, Modi announced that inspections of factories in the sector will be sanctioned only through a computerised random allotment and inspectors will have to upload reports on portal within 48 hours. “No inspector can now go anywhere. He will be asked why he went to a factory,” he said. Easing compliance with environmental rules, MSMEs will need single air and water clearance and just one consent to establish a factory. MSMEs will have to file just one annual return on eight labour laws and 10 central rules, he said, adding that an ordinance has been promulgated to simplify levy of penalties for minor offences under the Companies Act. Modi termed the 12
new measures “historic” that will make Deepawali brighter for the sector and its millions of entrepreneurs and employees. Public sector companies, which were mandated to source 20 per cent of their annual procurement from MSMEs, will now source at least a quarter of their requirement (25 per cent) from the sector, he said, adding 3 per cent of sourcing by PSUs would have to be done from MSMEs run by women. Also, all central public sector enterprises will have to take membership of the Government e-Marketplace (GeM) to facilitate online procurement of common use goods and services by various government departments and organisations. Modi announced Rs 6,000 crore for creation of 20 hubs and 100 tool rooms for technology upgradation.

According to the church, the Christians must stand on their solid ground on issues that impinged on their faith and morality because they have a much higher calling to stay faithful and committed to the teaching of the Bible. “What is considered as immoral and unethical is not the church’s own construction but we are governed by a higher standard than that of the world, which is the Bible,” NBCC said. Therefore, the church said Christians must turn to the Bible for proper guidance and definition in such a situation whether be it section 377 of IPC, decriminalising homosexuality or gay marriages or section 497 of IPC which criminalises adultery as unconstitutional. Sumi Baptist Convention (SBC), which consists of three Sumi Baptist Associations (SBAK/SABAK/ WSBAK), has resolved and made its stand clear that, on account of its firm biblical position, it would not tolerate any homosexual act. In a press release, SBC director, Rev. Khehovi Shohe, stated that this was resolved at the SBC biennial session held at Suruhuto Town Baptist Church from October 27-28, 2018. SBC session, which deliberated the recent Supreme Court ruling on Section 377 of the Indian Penal Code (IPC) decrminilising homosexuality, strongly opposed homosexuality. The Council has further urged the Sumi Churches “not to afford the practice of homosexuality any degree of approval through same sex marriage.”

DIMAPUR, NOV 2 (NPN): Kohima has been ranked first in frequency of using public transport among the “promising cities” in India’s first “Ease of Moving Index 2018” report. It was released by Union road transport & highways, shipping & water resources, river development & Ganga rejuvenation minister Nitin Gadkari on Friday. According to the report, 73% of Kohima residents felt the improved state of mobility over the last five years. In an effort to lay the groundwork for building a sustainable mobility ecosystem, Ola Mobility Institute, the research and outreach arm of Ola, carried out the study. The report seeks to offer a comprehensive action plan for cities to further strengthen public transportation systems and improve the overall state of mobil-
ity. The index offers insight into mobility preferences and aspirations of Indian commuters across 20 cities with a population of over 92 million Gadkari released the report in the presence of Ola co-founder and CEO Bhavish Aggarwal, amongst other key dignitaries. With mobility needs being city-specific, the report surveyed over 43,000 respondents from 20 cities spanning across the length and breadth of the country. MCCI calls off closure of shops
DIMAPUR, NOV 2 (NPN): Mokokchung Chamber of Commerce & Industry (MCCI) Friday decided to call off the proposed indefinite closure of shops in Mokokchung town with immediate effect. Sukhalu has expressed shock at how land meant for Government Hindi Institute (GHI) near Dimapur Government College in Oriental Colony had shrunk considerably over the years. Addressing GHI’s golden jubilee function on Friday as guest speaker, Sukhalu criticised the officials indulging in land encroachment. Recalling an earlier instance when he had visited the institute years ago, he said the institute looked much bigger then. This time around many private structures had come up, he pointed out. Sukhalu also stated that the department under the former minister’s tenure had surveyed a plot of land, but no follow-up was carried out. He promised to follow up on the matter to accommodate the institute at an alternate location, more conducive for learning and spacious enough to pursue co-curricular activities like sports for holistic development of students. DIMAPUR, NOV 2 (NPN): The attestation parade ceremony of the VIII batch Condensed Basic Course for Assistant Commandants (ACs) and Junior Commission Officers (JCOs) of Nagaland Village Guards (NVG) was held on Friday at NAP Training Complex Centre Quarter Guard, Chumukedima, on Friday. Speaking at the ceremony as special guest, advisor Fisheries, Evaluation and Economic & Statistics, L. Khumo lauded the NAP officials for their selfless sacrifices by extending the training period so as to skill the trainees better. He called upon the newly trained officers to never forget the pledge they took on completion of their course. He reminded them that as uniformed personnel, they should offer respect to their seniors and officers until their last breath. He maintained that unlike other civil services, the military calling was one in which people should be reluctant to give up their job, discipline, weapons and uniforms even after retirement. Mentioning that the institute’s capacity was increased from 40 to 50 in 2015-16, he said while the instructors consisted mainly of teachers from outside the State till 2004, there were many local instructors from 2005 onwards. He also pointed out that students in the institute currently receive a scholarship of Rs 400 a month in comparison to Rs 4,000 in Agra. Kohima Tobacco epidemic workshop held water supply disruption DIMAPUR: Public Health Engineer (PHE) department on Friday has informed consumers that water supply to Kohima will be disrupted due to improvement and widening of the National Highway from Phesama check gate to KMC check gate bye-pass. EE, PHE (Urban Division) Kohima Er.P. Khetoi Sema in a press release also said that the main water supply pipeline from Phesama source has been damaged and water supply to the dairy farm area, Lerie colony, AG colony, PWD, Chandmari and some portion of Kohima town has been affected. While expressing regret for the inconveniences caused, Er Khetoi said that the department was in the process of procuring materials for early restoration of water supply to the affected areas and request consumers to bear with the department.

DIMAPUR: Oriental Theological Seminar y (OTS) conducted an advocacy workshop on the ‘Burden of the Tobacco Epidemic on Naga society’, on October 31. A press release by NTCP stated that Dr C Tetseo, in his presentation said that tobacco had started to take its toll on society and the Church could not afford to remain a mute spectator as this would ultimately lead to spiritual problems. He also said that the Health department alone
cannot counter the aggressive campaign of the tobacco industry targeting youth. In this regard, he pointed out that the Church could play a crucial role from its vantage point. Dr. C. Tetseo also stated that the students of the college should conduct community awareness programs on tobacco as part of their practical assignments, and he called upon other theological colleges to emulate this initiative. Inflammatory statements led to killings: Sonowal
Guwahati, Nov 2 (PTI): Assam Chief Minister Sarbananda Sonowal on Friday described the killing of five people in Tinsukia district as “an act of cowardice” and announced a compensation of Rs 5 lakh to the next of kin of each of the deceased and a government job for a family member. Sonowal held “inflammatory statements” by a section of political parties and the media responsible for the attack that took place on Thursday night. He appealed to the people to maintain peace and communal harmony in the state and promised stern action against the culprits. Unidentified gunmen in battle fatigue shot dead five people, including three members of a family, beside a bridge near Kheronibari village after taking them there from their homes in the village. “For this situation today, I hold responsible a section of political parties, organisations, news media, social media and people’s representatives for their inflammatory statements,” Sonowal told reporters on the sidelines of a meeting here.

He, however, did not identify any person or organisation. “In the interest of the people, we will be forced to take strong action against inflammatory statements and hate speech by people’s representatives, groups, parties or a section of media,” the chief minister warned. “All these have adversely affected the peaceful environment in the state. Meanwhile, Water Resources Minister Keshav Mahanta and Minister of State for Power Topon Kumar Gogoi, who visited the affected village, said Rs 5 lakh would be given to families of those killed and a government job would be provided to a family member of each of them. Congress will observe ‘Black Day’ across Bengal on November 3 in protest against the killings. We also demand the Centre immediately dismiss the barbaric Assam government, otherwise many more people will lose their lives,” state Congress president Somen Mitra told reporters here. “An incident like this is not only terrorising the people of Assam but also terrorising us as a neighbouring state. The way provincialism led to genocide in Assam in 1983 ... a similar sentiment of provincialism is being incited there. We think it is not just the Assam government, but the BJP-led Central government is also behind this,” Mitra alleged. “There is no place for provincialism and religious intolerance in India,” he said.
Notification issued for Mizoram Assembly election Aizawl, Nov 2 (IANS): The Election Commission on Friday issued the statutory notification for November 28 Assembly elections in Mizoram, an official said. “Separate notifications were issued by the Election Commission and state Governor Kummanam Rajasekharan for the Mizoram Assembly elections to be held on November 28,” an Election Department official said here. With the issuance of statutory notification, already hectic political activities have further intensified in the Christian-dominated Congress-ruled state. The official said with the issuance of statutory notification, filing of nomination papers began from Friday. The last date for submitting candidature is November 9, scrutiny of nominations would take place on November 12 and the late date for withdrawal of nominations is November 14. The five-year term of the 40-member Mizoram Assembly expires on December 15. In all 768,181 voters, including 393,685 women, are eligible to cast their votes in 1,164 polling stations across the mountainous state, which shares international borders with Myanmar and Bangladesh.
Manipur CM Biren calls for review of AFSPA Imphal, Nov 2 (PTI): Manipur Chief Minister N Biren Singh said time has come to review the Armed Forces (Special Powers) Act in the state because of the prevailing peace, but time has not yet come to lift it totally. While reviewing the AFSPA, the security concerns of the state sharing international border or being in the vicinity of other countries should also be considered, Singh told a group of visiting journalists here Wednesday. The state shares a 398km-long border with Myanmar, while China and Bangladesh are in the vicinity. “Manipur is a peaceful state now, but the country’s security must be a priority. Financial help and arms supply by foreign countries
cannot be ruled out,” Singh said. “Personally, I would like to ask the Centre to lift it given the law and order situation, but since we have international borders, we cannot ask for its lifting,” the chief minister said in reply to a question whether there is need for AFSPA to be in force in the state. Major General V K Mishra, the General Officer Commanding (GOC) of 57 Mountain Division of the Army, which spearheads counter-insurgency operations in Manipur, said the AFSPA was a prerequisite for the Army to maintain peace in the militancy-affected state. Citing seizures of sophisticated arms from camps of insurgents and war-like stores maintained by them, he said, “If we do
not have AFSPA, how do we do this... It is not just an enabler, it is a prerequisite. The AFSPA is a requirement for the Army to function.” He said the situation is under control, but pressure needs to be maintained on insurgent groups to ensure peace in the North-Eastern state, which was affected by militancy for several years. Advocating a review of the Act that gives wide powers to security forces, the chief minister said the situation in Manipur is complex. “It’s not like Kashmir, where Pakistan is involved. Here it is our own people and as such it is very difficult for the security persons too. It is very critical and complex issue and has to be solved,” he said. Several insurgent outfits of Manipur operate from
neighbouring Myanmar using the porous borders. Though there is regular intelligence-sharing and meetings between the forces of the two friendly countries, there is no joint patrolling or joint operations to flush out militants. Since the 2015 surgical strikes in Myanmarese territory by the Indian forces, insurgents have moved deeper into its territory, sources said. Indian Army commandos had carried out the surgical strikes, killing several militants, on June 9, 2015, a few days after insurgents ambushed an Army convoy in Chandel district of Manipur, killing 18 soldiers. Biren said there was no major insurgent attack in the state since his government took over one-and-a-half years ago.
“There is peace in the state. Night life has started in Imphal and there is a lot of activity in the evenings unlike in the past,” the chief minister said about the state capital from where the stringent AFSPA has been lifted. The AFSPA has been lifted in eight assembly segments comprising Imphal in 2014. He also expressed hope that a solution to the Manipur insurgency problem would be arrived at soon. Regarding allegations of human rights violations by the force in the state, GOC Mishra said the Army was very sensitive on the matter.
Meghalaya OBCs demand their rights S H ILLO N G, N ov 2 (Agencies): The All Meghalaya Other Backward Classes Organisation (AMOBCO) submitted a petition to the Commissioner and Secretary, Depar tment of Social Welfare, T Dkhar on the deprivation of OBCs in the state of their rights, The Shillong Times reported. The chairman of the organisation, R. G. Pradhan said the process of issuing of OBC certificate had been discontinued since 2004. However, he stated that the state government in its letter dated October 28, 2013 addressed to the Ministry of Social Justice and Empowerment, had conveyed that no specific community had been recognised as belonging to OBC in the state of Meghalaya and there is no official state list of OBCs. In this connection, R. G. Pradhan questioned the basis of issuance of OBC certificate till 2004, when there was no specific community that is recognised as belonging to OBC classes in the state. Pradhan asserted that constitutional rights and privileges of reservation
had been denied to the eligible citizens and was discriminatory. Further, the AMOBCO chairman urged Dkhar to look into the matter and to take remedial steps to restore constitutional rights and privileges of the OBCs.

26 minors rescued by RPF
Guwahati, Nov 2 (PTI): Northeast Frontier Railway Friday said 26 minor boys and girls were rescued from different trains and stations in the region during the last fortnight. The Railway Protection Force (RPF) of Northeast Frontier Railway (NFR) have rescued these children from the railway premises and handed them over to their parents and guardians. NFR Chief Public Relations Officer Pranav Jyoti Sharma said RPF has rescued the 26 minor boys and girls from stations and trains during the period from October 15 to
30, 2018. “The RPF has been successfully rescuing run away child as well as child from the clutch traffickers regularly. During current year up to October, Railway Protection Force has rescued nearly 700 children from railway premises as well as from running trains,” he said in a statement. The RPF has also arrested 17 traffickers during this period and actions were taken as per rule, Sharma said. In one such incident on October 22, RPF personnel rescued two minor boys and one girl from the 15960 Kamrup Express
when they were detected travelling without any guardian. “As such, they were first detrained from the train and later their parents were informed over phone. Later on, the rescued boys and girl were handed over to Sachin Tanti after taking consent of their parents,” the CPRO informed. In a similar case on October 15, the Railway Protection Force successfully rescued two runaway minor girls from the Goalpara Town railway station and later they were handed over to their parents after proper identification, he added.

IMPHAL, Nov 2: History can never be distorted and manipulated, said Manipur chief minister N Biren Singh alleging that some people were trying to deconstruct and manipulate history to gain popularity of their identities. The chief minister
was addressing a function related with the opening of the “Ethnological Gallery” and release of short film of Manipur Legislative Assembly at Old Assembly Complex, in Imphal on Friday. Singh added that the museum, opened today, would not let them to manipulate historical facts.
Quoting Maharajah Bodhachandra, he said that from written records, there were no hill-valley division in the pre-British period and all the communities were living as one in harmony. The Britishers divided the hill and valley on the pretext of better and convenient administration, he
added. “We need to introspect on the records which will help in nation building and regaining oneness among the communities living in the state,” he said. With the setting up of the museum, people can now learn and gain knowledge about the history of administration in Manipur, he asserted. “Such Museums will strengthen the unity and integrity of the state and also help in diminishing differences among communities of the state,” he said. The chief minister further appreciated the Speaker and the staff of the Manipur Legislative Assembly for their sincere efforts towards building and maintaining the Museum. BSF apprehends fake currency dealer in Dhubri GUWA H AT I , N ov 2 (Agencies): Troops of Guwahati Frontier of Border Security Force (BSF) apprehended one fake currency racketeer along with 65 thousand fake Indian Currency notes (FICN) on Friday, from bordering areas of Ghewmari in Dhubri district of Assam, The Shillong Times reported. India, Myanmar conduct joint survey at International border

No official of Manipur government was included in the survey conducted at border pillars no. 78 and 79 as well as subsidiary pillars between the two main pillars. The joint survey was conducted against the backdrop of allegations of border pillar no. 81 being shifted towards Manipur. Northeast youths held in New Delhi for Arunachal CM launches North East’s first tourist police duping US citizens in fake call centre Reports stated that a team of officials from the Crime Branch, the cyber cell and local police had busted the fake call centre operating in city’s Sector63 area. The two main accused identified as Rajendra Khalsa and Abhishek Bharadwaj, identified themselves as ‘co-directors’ of the call centre are surprisingly both Class 12 pass and natives of Ahmedabad inGujarat, reports stated quoting police sources. The police have seized as many as 34 computer systems and other electronic gadgets besides 21 debit and credit cards during the raid in the fake call centre. According to reports, the main accused are in their late 20s, while others are all adults and under 35 years of age. The report further stat-
ed quoting police sources that the main accused have confessed during interrogation that youth from the Northeast are hired primarily for their accent while speaking English that acts as useful tool to dupe prospective victims. New Delhi, Nov 2 (Agencies): Delhi Police in association with Uttar Pradesh Police have recently arrested 31 people, mostly youth from the Northeast, for allegedly running a fraud call centre at Noida in Uttar Pradesh that ‘duped US citizens by assuring tax benefits’, agencies reports had stated. According to Northeast Now, apart from the two main accused who were identified as the owners of the call centre, as many as 28 employees are from the Northeast and one hails from Maharashtra. Among the 28 youths from the Northeast, most of them hail from Nagaland, while two are from Mizoram and another couple of them from Assam and Meghalaya, the agencies reports stated quoting police sources.

o have built the tallest statue in the world in the form of Sardar Vallabhai Patel, the ‘Iron Man of India’ and home minister in the Nehru government, makes news and Modi who piloted the project sometime in 2012-13 knows all about making news. In spite of my previous strong opposition to Partition, I agreed to it because I felt convinced that in order to keep India united, it must be divided now.” The Patel-Nehru ideological differences have always encouraged the Hindu right wing to appropriate selectively; opting to pick his post-Independence legacy while overlooking his enormous contribution to the freedom struggle. The BJP, however, may be disinclined to dive deep into Patel’s thought process, for he was an unwavering follower of Gandhi, had no love lost for the RSS and was averse to Subhas Chandra Bose, another icon in the process of appropriation by the BJP. So, the entire motive was ‘appropriation’ of the names of such leaders to create a divide in history. Thus Patel’s statue of unity in fact is being used to divide to appropriate his memory by a party whose communal ideology the Iron Man of India loathed. Patel would ever have liked his grand statue against the protests of 22 villages when throughout his life he cared more for them than tall statues or glittering public rallies. Rajmohan Gandhi, the celebrated biographer of Patel, had rejected the idea in 2013. He said that Patel was a great “team builder” and “other people were prominent in his daily life”. Politics is mostly marketing, and marketing is still not well understood in Indian politics. Often confused with sales, it is reduced to catchy slogans. Modi likes to ride on the general concept that his economic mantra is succeeding because of his decisive leadership. Unfortunately, this “decisive leadership” has failed to respond to the cries of marginalisation and atrocities meted out to minorities. Despite total failure of demonetisation in netting black money and terror funding and only causing a big setback to the economy, many people still trust him. It is due to clever imagery and propaganda and silencing critics in the media, that this trust, even his questionable decisions such as the demonetisation, GST etc are interpreted positively by the many voters since they believe he intends well.

In other words, “To be My disciple, let him give up his right to himself to Me.” Our Lord is not talking about our eternal position, but about our being of value to Him in this life here and now. That is why He sounds so stern (see Luke 14:26). Never try to make sense from these words by separating them from the One who spoke them. The Lord does not give me rules, but He makes His standard very clear. If my relationship to Him is that of love, I will do what He says without hesitation. If I hesitate, it is because I love someone I have placed in competition with Him, namely, myself. Jesus Christ will not force me to obey Him, but I must. And as soon as I obey Him, I fulfill my spiritual destiny. My personal life may be crowded with small, petty happenings, altogether insignificant. But if I obey Jesus Christ in the seemingly random circumstances of life, they become pinholes through which I see the face of God. Then, when I stand face to face with God, I will discover that through my obedience thousands were blessed. When God’s redemption brings a human soul to the point of obedience, it always produces. If I obey Jesus Christ, the redemption of God will flow through me to the lives of others, because behind the deed of obedience is the reality of Almighty God.

s per the United States Department of Energy (US-DOE), lighting causes 5-6 per cent of the overall Greenhouse Gas (GHG) emissions globally. Light Emitting Diodes (LEDs) can greatly help in mitigating the adverse effects of GHG emissions. They consume 80-85 per cent less electricity than conventional lighting sources and have much higher operating lifetimes (more than 50,000 hours). Unlike the preceding generation of lights, such as Compact Fluorescent Lamps (CFLs), LEDs release zero mercury toxicity into the environment. Owing to such these merits, the global lighting market is witnessing a huge policy-driven deployment of LEDs. Almost all major cities across the world are anticipated to replace about 50 million traditional light fixtures with LEDs. Currently, there are close to one billion efficient lights (LEDs and CFLs) operating in the US. Among them, LEDs are projected to save approximately 348 trillion watt-hours of energy by 2027. In India, close to 230 million LED bulbs were distributed under the Ujala Yojana (May, 2017). India’s LED market is a mix of domestic and foreign

players. The players’ share is volatile, as market dominance primarily depends on constant upgradation of innovative technologies. Imported LEDs (from China, Taiwan and Korea) and the unorganised sector are currently dominating the market. This is due to an absence of national-level standardisation and regulations for the domestic supply chain framework. Indian industry lacks manufacturing technologies and research efforts for the upcoming technologies of the sector. The first research breakthrough in LEDs came with the application of Gallium Nitride (GaN) in the early 1990s. At that time, Gallium and its alloys showed capabilities of producing 10-100 times brighter luminescence than its predecessor materials, such as Silicon Carbide. Currently, there are a wide range of LED applications using GaN, designed for high and ultra-high brightness, such as automotive lights, traffic signals, big screen TVs and the like. Despite high promise and market opportunities, large-scale adoption of LEDs will depend on improving performance aspects such as efficiency and

Being holiday on Durga Puja, I planned to set out with him on Dusherra day. We climbed slowly through the passage towards the Ashram. Despite the city’s population creeping upward day by day, the marg is remote from the usual bye lanes. I felt more isolated for a time until I saw lines of Kutir (small house) that spread by a huge open grass. A number of small birds creep around in vegetation. The creepers grow up the portico by extending its stems and branches. I felt a wistful longing for the great day has finally come true. The ashram is a historic place where Gandhiji stayed for three days during January 9-11, 1946 in his last visit to Assam, while inaugurating the Kasturba Gandhi National Memorial Trust (KGNMT) and Kasturba Gandhi Sevika Vidyalaya. Pratinidhi Kusum Bora Mokashi welcomed us and ushered into their sanctum. The long wooden Assam type house is designed to be a sanctuary. The Gandhi Ghar (Hut) was fondly constructed by the group of eminent freedom fighters led by late Lokapriya Gopinath Bordoloi. The tiny cottage covered by trees is truly a hermitage. I am pleased to share my experience from the world of nature. The area was mostly grassed over. The vegetation grows at the entire lawn. We pushed the bamboo door open. My first step onto an earthen floor awakened me that made me feel alive and grounded. The bamboo sliding windows still maintained the heritage in great style. I swayed nothing much change while Bapuji was there. The nearby tree where Gandhiji did his spinning wheel remains the same. Maybe the Sun enlightened some such clouds near me. The Ashram Sevikas (women activists) are dressed in Khadi cloth from their own sacrificial spinning. They have left home to work selflessly for building a new society even in far villages of distant hills and forests. The pilgrimage of Gandhian path has still been continued by Jamnalal Bajaj Award winner Sakuntala Chaudhary. 98 years old Sakuntalaba is like an icon of the Gandhian fraternity of Assam installed within the hermitage. She

So far, the US-DOE has achieved a huge industrial footprint with over 260 patent applications in LED products; the technology is growing laterally. As a result, many success stories are coming in niche LED lighting, such as marine, harbour, organic, smart lighting and the like. Smart lighting has grown two-fold in recent years. It has integrated applications such as sensors for public transport movement, signal synchronisations, et al. Similarly, organic LEDs are seen as the next generation of SSL technologies, with applications currently seen in TVs and phones. In India, lighting constitutes 18 per cent of the total electricity usage. The savings from LEDs, in tandem with smart metering, smart designing and connected lighting will
be close to 9-11 per cent (50 per cent and more) of the total consumption. It is imperative that the government constitute a policy framework that can foolproof industry standardisation and regulatory mechanisms in the lighting industry. BIS can create standards pertaining to design and manufacturing of LEDs. This will create parity among domestic and foreign competitors. Similar to the efforts seen in the US, a national level research programme on SSL can focus on improving the working outputs of the upcoming lighting technologies. It will strengthen domestic manufacturing capabilities that can cater to domestic and global demand. In order to support domestic manufacturing, government can assist by facilitating financial incentives (such as subsidies in capital, production, et al). Indian academic institutes and research laboratories can collaborate to pursue R&D of promising LED technologies. The synergy of renewables and energy efficiency measures can enhance the ongoing carbon mitigation efforts and improve our national energy security. (IANS) Vishu Mishra

And as such, we must make sure that we treat them equally with the same amount of respect as we would treat a straight/ heterosexual person. They are human beings after all. Ostracization will never solve the problem. What we as Christians need to understand and do is to show them love and care, that we are all the same. Many treatments have been tried to ‘cure’ people of homosexuality. Electric treatment/ therapy is one classic example, especially in the USA. Did it ever work out ? No. The bottom line is that humanity should be above everything. I am of the opinion that the Church should concentrate more on issues like illegal taxation/extortion and underdevelopment. Listen to the helpless cries of the masses. As I write this, I am pretty sure many a Naga share my opinion. We have much more urgent matters to take care of where the church can play a significant role in leading the people. Railways finally agree to probe Amritsar tragedy
New Delhi/Amritsar, Nov 2 (PTI): The Chief Commissioner of Railway Safety will probe the Amritsar tragedy in which 60 Dussehra revellers were mowed down by a passing train, the Indian Railways said Friday, nearly two weeks after it had ruled out any investigation in the tragedy. A day after the accident on October 19, the railways had termed it a “case of trespassing”. In a statement Friday, the railways, however, said since the CCRS can conduct an inquiry even in those cases where it is not mandatory as per law and rules, it will do the same in this case as well. It said the accident has “become a matter of great public discourse”, especially raising concerns about safety of people trespassing on railway tracks. “Gurjeet Singh Aujla, MP from Amritsar, met Minister of Railways Piyush Goyal and personally handed over his letter dated October 23 and requested for an inquiry by Commissioner of Railway Safety in this incident. Ministry of Railways has considered this request and other facts, circumstances and legal provisions,” the railways said. It said according to law, it is not mandatory to conduct an inquiry by Chief Commissioner of Railway Safety in such cases, but it is not impermissible either. railways said but added that prima facie the transporter does not appear to be responsible for the accident. The Commission of Railway Safety, working under the administrative control of the Ministry of Civil Aviation, deals with matters pertaining to safety of rail travel and train operation. It is charged with statutory functions as laid down in the Railways Act (1989), which are of an inspectorial, investigatory and advisory nature. Sixty people were crushed to death by a train coming from Jalandhar on October 19, when they were watching an effigy of Ravana burn at a ground near railway tracks at Joda Phatak. Railways had washed its hands off the matter, saying that it had not been intimated about the Dussehra event in advance and had pointed out that the spectators on the tracks were trespassers. It had neither ordered a probe nor paid any compensation in the case. Days after the accident, the railway board and

Sidhu’s wife records statement before probe official
Punjab cabinet minister Navjot Singh Sidhu’s wife, who was the chief guest at the Dussehra function near Joda Phatak here when a train mowed down 59 people last month, gave her statement on Friday before the probe official. On October 31, the inquiry commission had asked the Sidhu couple to appear before it to record their statement. Jalandhar divisional commissioner B Purushartha, who is conducting the magisterial inquiry into the October 19 Amritsar train tragedy, recorded the statement of Navjot Kaur Sidhu. However, Navjot Singh Sidhu failed to turn up before the commission but he sent his view point in the written form in a sealed envelope through his wife to the probe official.

Delhi increases effort to control pollution New Delhi, Nov 2 (IANS): In its effort to promote pollution-free public transport, the Delhi government on Friday conducted a trial run of its low-floor electric bus and said it is in the process of procuring e-buses to ply on roads by 2019. During the threemonth trial, the e-bus will make trips between Ambedkar Nagar and Inderpuri to test its operational feasibility on different road conditions. The trial r un was flagged off by Transport Minister Kailash Gahlot and Commissioner of Transport Varsha Joshi in the presence of senior officials of the department. “The trial run will be instrumental in understanding how modern lowfloor pure electric buses adapt to the road conditions of Delhi, how efficient their batteries are and how quickly can they be deployed in Delhi,” Gahlot said. Delhi Integrated Multi-Modal Transit System (DIMTS) has been appointed as the project consultant and is responsible for the procurement of e-buses. “We expect a few other manufacturers to provide their latest electric bus models’ trial run as well in the coming days,” Gahlot said. The 33-seat air-conditioned low-floor buses are manufactured by PMI Electro Mobility Solutions in collaboration with a Chinese company Foton. The manufacturers claim that the bus may run for over 150-200 km after a full charge within 30 minutes.

Akbar, wife rubbish U.S. journalist’s rape charge New Delhi, Nov 2 (IANS): Journalist-turnedpolitician M.J. Akbar, who quit as Union Minister after charges of sexual harassment by many journalists, has now been accused of rape by US journalist Pallavi Gogoi. Akbar said they had a “consensual relationship” even as his wife accused Gogoi of lying. In a first person account in The Washington Post published on Friday, Gogoi, now the Chief Business Editor at National Public Radio, gave a detailed account of how she was allegedly raped by Akbar and narrated her ordeal of working under him when he was the Editor of The Asian Age years ago. After two incidents in Delhi and Mumbai where Akbar “molested and sexually assaulted her”, Gogoi, now a US citizen, narrated how she was raped in a hotel in Jaipur. “In his hotel room, even though I fought him (Akbar), he was physically more powerful. He ripped off my clothes and raped me. Instead of reporting him to the police, I was filled with shame,” wrote Gogoi. She said after the Jaipur incident, “his grip over me got tighter”. “For a few months, he continued to defile me sexually, verbally, emotionally. With over a dozen journalists accusing him of sexual harassment and assault, Akbar quit as Minister of State for External Affairs on October 17. Denying the charges, he filed

a criminal defamation case against journalist Priya Ramani who was the first to accuse him. Gogoi also attacked the BJP for letting Akbar continue as its member. Later, when Gogoi was posted in London, she felt the abuse would stop because she would be far away from Delhi. But “the truth was that he was sending me away so I could have no defenses and he could prey on me whenever he visited the city where I would be posted”. She said she did not bring up Akbar in conversations as “I’ve always felt that Akbar is above the law and justice doesn’t apply to him. “But I am writing this because I know what it is like to be victimized by powerful men like Akbar. I am writing this to support the many women who have come out to tell their truth,” she added. Both Akbar and his wife Mallika trashed Gogoi’s allegations. Akbar claimed his relationship with Gogoi was “consensual”. “Somewhere around 1994, Gogoi and I entered into consensual relationship that spanned several
months. This relationship gave rise to talk and would later cause strife in my home life as well. This consensual relationship ended, perhaps not on best note,” he said in a statement. He said that “at no stage did the behaviour of Pallavi Gogoi give any one of them impression that she was working under duress”. Coming out in his defence, Mallika, who has been silent so far on the charges against her husband, said: “More than 20 years ago, Gogoi caused unhappiness and discord in our home. I learned of her and my husband’s involvement through her late night phone calls and her public display of affection in my presence. In her flaunting the relationship, she caused anguish and hurt to my entire family. “At an Asian Age party at our home, crowded with young journalists, I have watched with mortification and pain as they danced close. I had confronted my husband at the time and he decided to prioritize his family.” She said Gogoi would “happily drink and dine at our home with us and did not carry the haunted look of victim of sexual assault... I don’t know Pallavi’s reasons for telling this lie but a lie it is.” Meanwhile, The Editors Guild said it was writing to Akbar and would wait for his response before deciding on his membership.

Bhubaneswar, Nov 2 (PTI): Odisha Chief Minister Naveen Patnaik Friday accused the BJP of not keeping its promises made to the people in Odisha on according special category status to the state. “According special category status for Odisha was the first agenda in BJP’s 2014 poll manifesto. However, the party simply forgot it after assuming power,” Patnaik said while addressing a function here on the occasion of ruling BJD’s ‘Jan Sampark Padayatra’. Stating that he was “extremely happy” over the BJP’s promise with the hope that people of Odisha will finally get justice, Patnaik said “the hope of the people remained in hope alone and never materialised.” Recalling how both the BJD and the BJP were fighting for the special category status for the state till 2009 before the alliance broke, he said “our fight for the status will continue till it is fulfilled.” As Odisha has been encountering with natural calamities almost every year and incurring huge loss, it should be accorded the status, he said. “Is not frequent natural calamities a strong ground to accord the special category status,” Patnaik asked.
SC dismisses CBI’s appeal in Bofors case
New Delhi, Nov 2 (PTI): The Supreme Court Friday dismissed the CBI’s appeal against the Delhi High Court’s 2005 verdict discharging all the accused, including Hinduja brothers, in the politically-sensitive Rs 64 crore Bofors pay-off case. A bench headed by Chief Justice Ranjan Gogoi rejected the CBI plea seeking condonation of the 13 year delay in filing the appeal against the May 31, 2005 judgement of the high court. It said it was not convinced with the grounds of the CBI to condone over 4,500 days’ delay in filing the appeal. The CBI had filed the appeal on February 2 this year. The apex court, however, said the CBI can raise all grounds in the appeal against the same high court verdict filed by advocate Ajay Agrawal who has also challenged the judgement. The top court has already admitted the petition filed by Agrawal who had contested the 2014 Lok Sabha election against then Congress president Sonia Gandhi from Rae Bareilly.

New Delhi, Nov 2 (IANS): State-run Punjab National Bank (PNB) on Friday reported a loss of Rs 4,532.35 crore for the second quarter ending September caused by major increase in provisioning for bad debts and higher slippages. In a stock exchange filing, PNB said it had incurred a loss of Rs 940 crore in the previous quarter, and a profit of Rs 560 crore in the same quarter a year ago. Provisioning and contingencies for the quarter in consideration rose sharply to Rs 9,758 crore from Rs 5,758 crore in the previous quarter and Rs 2,440 crore in the corresponding period last year. “The financial results of the bank have been arrived at after considering provisions for non-performing assets, standard assets, restructured advances, standard derivative exposures and investment

Mumbai, Nov 2 (PTI): The Indian rupee Friday clocked its biggest singleday gain in over five years, surging by 100 paise to close at 72.45 against the US dollar on easing crude oil prices and possibility that the US might grant waivers to India from sanctions on Iranian oil imports. Besides, a bullish trend in the equity market and fresh foreign fund inflows provided support to the domestic currency, which has witnessed a massive 150 paise rise in the last two trading sessions. The domestic currency had Thursday gained 50 paise. At the Interbank Foreign Exchange (Forex) market, the domestic unit Friday opened on a higher note at 73.14, then gained further ground and touched an intra-day high of 72.43, a jump of 102 paise. It, however, closed at 72.45 against the greenback, showing a rise of 100 paise -- the best day for the Indian unit since September 2013. With crude oil prices constantly dipping, concerns over widening current account deficit have slightly eased, helping the rupee claw back some lost ground.

Mumbai, Nov 2 (PTI): Continuing its decline, the country’s foreign exchange reserves slumped by USD 1.444 billion to USD 392.078 billion in the week to October 26 due to a fall in foreign currency assets, according to RBI data. In the previous week, the reserves had declined by USD 942 million to USD 393.523 billion. In the reporting week, foreign currency assets, a major component of overall reserves, fell by USD 1.426 billion to USD 367.350 billion, as per the RBI data. Expressed in US dollars, foreign currency assets include the effect of appreciation or depreciation of non-US currencies such as the euro, the pound and the yen held in the reserves. Forex reser ves had touched a record high of USD 426.028 billion in the week to April 13, 2018. Since then, the forex kitty has been on a slide and is now down by over USD 31 billion. Gold reserves remained unchanged for the second consecutive week at USD 20.522 billion, the data showed. The special drawing rights with the International Monetary Fund (IMF) was down by USD 7 million to USD 1.458 billion. The country’s reserve position with the IMF also declined by USD 11.6 million to USD 2.447 billion, the apex bank said.

New Delhi, Nov 2 (PTI): Finance Minister Arun Jaitley Friday said India would become the world’s fifth largest economy in 2019 and among the top three in the coming years. Speaking at the ‘Support and Outreach Initiative for the MSME sector’ event here, the minister said since the Narendra Modiled government took over about four years ago, India has moved from the ninth to sixth position in the global economic landscape. “Next year, India will become the fifth largest economy,” he said, adding hopefully in the coming years the country would be among the top three economies of the world. India emerged as the world’s sixth largest economy in 2017, surpassing France, and is likely to go past the United Kingdom, which is at the fifth position, according to an analysis of data compiled by the World Bank. Washington, Nov 2 (PTI): The IMF has said it was monitoring the reported rift between the RBI and the Centre in India, and expressed its opposition to any move that compromises the independence of central banks anywhere in the world. Bibi acquittal: Pak army warns protestors
Islamabad/Karachi, Nov 2 (PTI): Pakistan Army on Friday warned hundreds of radical Islamists hardliners not to test their “patience” and asked them to end the standoff peacefully to avoid the use of force as the mass protests against the acquittal of a Christian woman for blasphemy entered its third day. Asia Bibi, a 47-yearold mother of four, was convicted in 2010 after being accused of insulting Islam in a row with her neighbours. She always maintained her innocence, but has spent most of the past eight years in solitary confinement. The protest entered the third day and several major roads in Lahore, Islamabad, Karachi and other cities were blocked, according to police. The education institutions were also closed in Punjab, while private schools were closed in Khy-
ber-Pakhtukhwa provinces as well as in cities like Karachi and Islamabad. M a n y u n ive r s i t i e s across Pakistan announced cancellation of papers due to the ongoing tense situation. According to a notification from the Karachi Commissioner’s office, roads and junctions were blocked at 22 locations in the six districts of the city. Business and trade activities were also badly affected as around 14 religious parties took part in Friday’s shut down. An industry leader said that the ongoing protests
had led to a virtual shutdown of business activities in Karachi as labour attendance is thin and truckers have refused to transport finished goods. “There is a disruption in public transport due to which labourers are unable to reach their work places. Truckers are also reluctant to carry goods which has led to production losses and shipment delays,” he said. In many areas, petrol pumps and shopping centres and markets remained closed as groups of protesters staged sit-ins at various points despite the enforcement of section 144 in the city which bans the gathering of more than five people at any place. The mobile phone and internet services also remained suspended in major cities. However, hospitals across Pakistan were put on high alert as fears mounted that the government would have to use force to disperse the protests if talks failed. “The talks with the government have completely failed,” he said on Twitter, as local media almost completely ignored his and other leaders’ speeches and interview.

Jayasuriya, in a meeting with political party legislators, said that Sirisena had in a telephone conversation informed him that Parliament would convene on November 7 and a gazette notification would be issued on either Friday or Saturday, Xinhua news agency reported. Last week, Sirisena had prorogued Parliament till November 16. Parliamentarians, including ousted Prime Minister Ranil Wickremesinghe, had urged for an urgent parliamentary session, to identify which party held the majority in the House. Newly-appointed Prime Minister Mahinda Rajapaksa, who was sworn in last Friday after the President sacked Wickremesinghe, earlier said that Sirisena had informed him that the Parliament would convene on November 5 in order to settle the ongoing political crisis.
A Sri Lankan court on Friday ordered the arrest of army chief Admiral Ravi Wijegunaratne and produce him before it for his alleged involvement in the abduction and disappearance of 11 youths, including the minority Tamils, during the brutal military conflict with the LTTE. Wijegunaratne, the Sri Lanka Armed Forces’ Chief of Defence Staff, is accused of protecting the main suspect in the disappearance of the 11 individuals between 2008 and 2009 by facilitating his escape from the country. The missing men are believed to have been murdered. The Colombo magistrate’s court ordered the police to arrest him before November 9 and warned of action if they failed to do so, a court official said. Relatives of the missing Tamil people allege that the Lankan state - particularly its army, navy and police - were behind most of the disappearances. Several navy officers are currently on bail in connection with the alleged disappearances of the 11 people who were abducted between 2008 and 2009. The police’s Criminal

Chidambaram’s family, the Madras High Court on Friday quashed the prosecution proceedings initiated by the Income Tax Department under the Black Money (Undisclosed Foreign Income and Assets) And Imposition of Tax Act or Black Money Act. The court also quashed the Income Tax Department’s sanction orders to prosecute Chidambaram’s wife Nalini Chidambaram, his son Karti Chidambaram and daughter-in-law Srinidhi under the Black Money Act. The Income Tax Departmenthad filed criminal complaints charging Nalini Chidambaram, Karti Chidambaram, Srinidhi Karti Chidambaram and the company Chess Global Advisory Services for non-disclosure of immovable properties in the UK and in the US to the tax authorities. The three persons approached the High Court for relief contending that the order issued sanctioning their prosecution was not issued by a competent authority.

A d iv i s i o n b e n c h headed by Chief Justice Rajendra Menon rejected the plea observing that none of the temples mentioned in the petition is within the territorial jurisdiction of this court. The court was hearing a petition filed by advocate Sanjiv Kumar who pleaded that women in all age groups from every religion be allowed to enter and pray at all shrines. The petitioner had also sought a declaration that prohibiting Hindu and Muslim women from observing fast and offering prayers during menstruation was “unconstitutional”.

NEW DELHI, NOV 2 (AGENCIES): Congress president Rahul Gandhi on Friday launched a fresh salvo against the Bharatiya Janata Party government over the Rafale deal, alleging that Anil Ambani owned Reliance Defence got kickbacks from Dassault. He claimed that the Dassault CEO Eric Trappier was lying to protect Narendra Modi. Trappier, in an exclusive interview to CNBCTV18 on 25 October, had said that Dassault picked Reliance over Hindustan Aeronautics Limited (HAL) as its partner because the Anil Ambani-led company had land near an airfield on the outskirts of Nagpur, where they could set up a production facility. He added that Dassault had been in discussions with both Reliance Defence and HAL, and that HAL was aware of its discussions with Reliance. Delhi’s air quality remains very poor

New Delhi, Nov 2 (PTI): Delhi’s air quality remained in the very poor category Friday despite a slew of measures that were implemented in the national capital ahead of Diwali when a spike in pollution was expected to hit the city. The Overall Air Quality Index of the national capital was recorded at 368 which falls in the very poor category, according to data by the Central Pollution Control Board. The PM2.5 level was recorded at 210. Fine particulates can be a matter of more serious health concern than PM10 (particles in the air with a diameter of less than 10 micrometres). Four areas in Delhi recorded “severe” air quality while 29 areas recorded “very poor” air quality, according to the CPCB data. As per the data by
Centre-run System of Air Quality Forecasting And Research (SAFAR) , the PM10 level in Delhi stood at 333. The SAFAR said the AQI of Delhi-NCR would continue to remain in the upper range of the “very poor” category in the next three days. “This is mainly due to weather conditions as stubble contribution is marginal now. The moisture intrusion over Delhi and surrounding regions due to the westerlies disturbances will increase with effect from November 4 to enhanced holding capacity of atmosphere resulting in increase in PM2.5 levels,” the SAFAR website said. “Winds are calm and it is favourable for stagnation of pollution. Although upper air winds where transport takes place are from stubble burning site but
speed and magnitude is low and hence unlikely to impact Delhi air quality significantly,” it added. According to the SAFAR, 9 per cent of PM2.5 pollution in Delhi is caused due to stubble burning. There is a halt on all construction activities involving excavation in Delhi and other NCR districts. The Delhi Pollution Control Committee has also directed the Transport Department and the traffic police to intensify checking of polluting vehicles and control travel congestion in the region during November 1-10. Chandigarh, Nov 2 (PTI): Stubble burning incidents have shot up in Punjab over the last few days with farmers apparently defying the ban as only a little time is left now for sowing wheat, officials said. With about 30 per cent of paddy area still to be harvested and Diwali approaching, the coming week is going to be “crucial” for the state, they said. Though the total number of stubble burning incidents this year was about 25 per cent lesser than last year, the state has witnessed sharp rise in farm waste burning cases in the last few days, they added. The ideal period for wheat sowing is considered to be between October 25 and November 15. According to data provided by Ludhiana-based Punjab Remote Sensing Center, the fire incidents recorded in Punjab were 991 (October 25), 1,296 (October 26), 2,111 (October 27) and 3,162 (October 28). On October 31 and November 1, the number of fire incidents was 2,618 and 3,353
respectively. The fire incidents on November 1 were highest in this season in Punjab. On Thursday, Delhi Chief Minister Arvind Kejriwal had blamed stubble burning in Punjab for rising pollution levels in the national capital and claimed that the situation aggravated after October 25. However, Punjab recorded a total of 21,013 stubble burning incidents between September 26 till November 1 as against 28,056 in corresponding period of the last year, showing about 25 per cent decline this year. “At present, the situation is looking difficult. The number of fire incidents has gone up in the last few days in the state,” Punjab Remote Sensing Centre Director Brijendra Pateriya said on Friday. He pointed out that farmers were resorting to crop residue burning as less number of days was left for wheat sowing while 30-40 per cent paddy crop was yet to be harvested, mostly in Malwa region.

New Delhi, Nov 2 ( AG E N C IE S ) : P r i m e Minister Narendra Modi on Friday announced 59minute loan sanctions, relaxation in labour laws, easier compliance with environmental rules and changes in company laws for micro, small and medium enterprises (MSMEs) to give a boost to the nation’s second-biggest employing sector. Modi said the GSTregistered MSMEs would be sanctioned a loan of up to Rs 1 crore in just 59 minutes through a new portal. They would also get 2% subvention or rebate on incremental new loans of
up to Rs 1 crore. Interest subvention on pre and post shipment credit for exports by MSMEs had been increased from 3% to 5%. To rid the sector of inspector raj, Modi announced that inspections of factories in the sector would be sanctioned only through a computerised random allotment and inspectors would have to upload reports on the portal within 48 hours. “No inspector can now go anywhere. He will be asked why he went to a factory,” he said. Easing compliance with environmental rules, the MSMEs would need single air and water clear-
ance and just one consent to establish a factory. The MSMEs would have to file just one annual return on eight labour laws and 10 central rules, he said, adding that an ordinance had been promulgated to simplify levy of penalties for minor offences under the Companies Act. Modi termed the 12 new measures “historic” that will make Diwali brighter for the sector and its millions of entrepreneurs and employees. Public sector companies, which were mandated to source 20% of their annual procurement from MSMEs, would now source at least a quarter of their requirement (25%) from the sector. Three % of sourcing by PSUs would have to be done from the MSMEs run by women. Also, all central public sector enterprises should take membership of the Government e-Marketplace (GeM) to facilitate online procurement of
common use goods and services by various government departments and organisations. Modi announced Rs 6,000 crore for the creation of 20 hubs and 100 tool rooms for technology upgradation. Clusters for MSMEs in pharma sector would be created to boost production in the sector, he said. All companies with a turnover of more than Rs 500 crore would have to now come on Trade Receivables e-Discounting System (TReDS) platform so that there was no cash flow problem for the MSMEs. Talking of India jumping 23 places on the World Bank’s latest ‘Ease of Doing Business’ ranking, Modi said in four years his government had achieved what many did not believe and what no other nation had done — leaping from 142 rank in 2014 to 77th position. Breaking into top 50 rank was not far away, he added.

1984 anti-Sikh riots: SAD to agitate in Delhi Chandigarh, Nov 2 (PTI): Opposition Shiromani Akali Dal (SAD) will Saturday stage a sit-in at Jantar Mantar in the national capital seeking justice for the families of those killed in the 1984 anti-Sikh riots, the party said. The ruling Congress in Punjab, however, described the proposed demonstration that will be led by SAD chief Sukhbir Singh Badal as a “political gimmick”. In a statement issued here, SAD’s senior vice president and spokesperson Daljeet Singh Cheema said the protest will be held against the the massacre of Sikhs “orchestrated” by the Congress in New Delhi and other parts of the country between November 1 and 4 in 1984. “The protest will open the eyes of the Congress party to the reality that oppressors cannot muzzle the voice of truth,” Cheema said. Lambasting Punjab Congress president Sunil Jakhar for calling it a “political gimmick”, Cheema urged all party leaders and workers to participate in large numbers to give a befitting reply to the Lok Sabha MP. He also accused Jakhar of “rubbing salt on the wounds of the Sikh community” by opposing the protest and also proving that even after 34 years of the massacre, the Congress still stood behind the culprits.
3 zika cases reported in Madhya Pradesh
New Delhi, Nov 2 (PTI): Three persons, including a seven-monthold child, have tested positive for Zika in Madhya Pradesh, a central expert team, which had gone to the state Thursday to assess the cases, has confirmed. The central team comprising of experts from the National Centre for Disease Control (NCDC) and the Emergency Medical Response (EMR) are in the state following information about three persons being detected with Zika virus, a Health Ministry official said. The seven-month-old child was found positive in Sehore district and a 14year-old girl in Char Imli locality in Bhopal. The details about the third person were not immediately available, he said. “Because the symptoms of Zika infection are similar to that of dengue and spreads through mosquito bites, it raises concerns,” the official said. The central expert team is assisting the Madhya Pradesh government to replicate the measures and action plan, implemented in Jaipur and Ahmedabad, in the state to contain the Zika outbreak, he said. The official said the state health department has been asked to keep a close watch on people suffering from symptoms of the mosquito-borne disease. Meanwhile, an intensive screening exercise is be-
ing undertaken and vector control measures have been intensified at Ahmedabad after the first case of the mosquito-borne disease was detected this year in Gujarat. Also, an advisory has been issued to district administrations to take measures to check mosquito breeding. The state health department has advised pregnant women not to visit the affected areas. Zika virus, transmitted through the aedes aegypti mosquito, causes fever, skin rashes, conjunctivitis, muscle and joint pain. It is harmful to pregnant women, as it can lead to microcephaly, a condition in which a baby’s head is significantly smaller than expected, in newborn children. During the latest outbreak of the virus in the country, the first case surfaced on September 22, when an 85-year-old woman with no recent travel history tested positive for the virus in Jaipur. Since then, the number of Zika cases has risen to 153 in Rajasthan. In India, the first outbreak of Zika virus was reported in Ahmedabad in January 2017 and the second in Tamil Nadu’s Krishnagiri district in July that year. Both these outbreaks were successfully contained through intensive surveillance and vector management.
SC working on translating its orders in Hindi New Delhi, Nov 2 (IANS): In a departure from the practice of its judgments and orders being available in English language only, the Supreme Court is planning to have them translated, to start with, in Hindi, which may later extend to vernacular languages. Chief Justice Ranjan Gogoi said this in the course of an informal interaction with the journalists covering the top court on the last day before it goes for week-long Diwali break starting November 5. The Chief Justice, flanked by Justice S.A. Bobde, said that such translation may later include other vernacular languages. The Chief Justice also spoke about plans to bring brief notes encapsulating the law points from different judgments, the mandate of the ‘in-house think tank’ that was unveiled by the CJI on Thursday, live streaming of the top court proceedings, the Gujarat High Court controversy and difficulties the journalists face while covering the top court. Justice Gogoi said the idea for brief notes on the law points emerging from judgments would be finalized only after taking the nod from the judge concerned. He clarified that the ‘in-house think tank’ is not for giving inputs for writing judgments, which would remain the baby of the judges authoring them.

Dimapur, Nov 2 (NPN): Nyenshen FC emerged as champions of the 26th Loyem Memorial Trophy with an emphatic 4-0 win over defending champions Sangzi FC on Friday. The final played at the Loyem Memorial Ground on Friday saw a capacity crowd cheering their lungs out as the defending champions Sangzi FC, seeking to reclaim the trophy, started well with their midfielders pressing towards the Nyenshen goal early on. However, Nyenshen FC defence led by Captain Olando stood strong like a wall and thwarted their attacks. And one such defend-
ing led to a counter-attack in the 10th minute with Kakhevi, from the left flank, giving a through ball to Rabindra who did superbly to get the ball into the back of the net. In the dying minutes of the first half, Kakhevi burst through the last line of defense and looked set to score when he was tackled inside the box by Sangzi FC captain Francis. The referee pointed to the spot. The subsequent penalty however was saved by the Sangzi FC goalkeeper who was exceptional throughout the first half. Minutes before, he had made a superb save keeping out Imlong
Chaba’s power shot. But there would be no stopping of Nyenshen FC as three minutes into the second half, Aloumai doubled the lead. Sangzi FC’s morale took a hit when captain and hero of last year’s campaign, Francis was forced to come off in the 68th minute owing to an injury he had seemingly collected in the first half. Kakhevi’s all-round performance was rewarded when he converted from the spot in the 83rd minute. The rout was completed when Laiwang, who had just come in as a substitute, scored in the 89th minute.
Their all-round performance saw Nyenshen FC deservedly collect the winning prize of Rs. 2,10,000 along with the trophy, certificates and medals as champions of the 26th Loyem Memorial Trophy 2018. Shortly after play got underway during the hosts’ 1-0 defeat to the Italian champions, a fan ran across the pitch and was restrained by stewards close to the players. Old Trafford security staff later inspected his seat and found two toy guns in a backpack. Manchester United said the safety of fans was an “absolute priority” for the club. A spokesman added, “Carrying a children’s miniature plastic toy gun into a stadium is clearly an extremely irresponsible act. Fortunately, the actions of the pitch intruder at the Juventus game did not harm anyone.” “However as the security and safety of all fans and staff is the absolute priority at Manchester United, the club immediately launched an investigation into the circumstances around this issue.” At the time of the incident, Greater Manchester Police confirmed a man in his 40s was kept in custody overnight, having been arrested on suspicion of pitch invasion.
