Centre’s position to be made clear during Oct 15 consultative meet
tion. The entire North East is looking forward to it,” said Sarma. Asked about the agreement, Sarma said, “I have not seen the agreement but we are not negotiating. We are there to ensure that the sailing is smooth.” It may be mentioned that the state government has called for a consultative meeting of all stakeholders to discuss the Naga political issue and the ongoing peace talks between the “Naga national political organisations and the Government of India” on October 15, at 10 a.m. in the State Banquet Hall, Chief Minister’s Residential Complex Kohima. The state government expressed the view that ceasefire and negotiations between the “Naga political organizations and the Government of India” has been going on for more than two decades and the Naga people have been crying out for peace and political solution. It maintained that the political issue needed to be addressed with utmost urgency by all sections of the people in order to facilitate the early achievement of peace with all seriousness. In this regard, all tribal
hohos, mass-based organisations, civil societies, church organisations, political parties, NGOs, prominent persons etc. have been invited to attend the meeting. In statement on September, the opposition NPF acknowledged Government of India for roping in Sarma to participate in resolving the Naga issue and bring peace in the region. Opposition leader and Political Affairs Mission convenor, T.R. Zeliang remarked that Sarma’s involvement was a big boon for the Nagas and the North East as he (Sarma) “understands and knows the sentiments of the people of the region.” Meanwhile, it may be mentioned that Assam Finance minister and convenor NEDA in a tweet on August 5 stated that he had “received a call from Hon HM Sri @AmitShah to discuss about issues pertaining to enduring peace in #NorthEast... This sets a benchmark for us all...” It may also be pertinent to note that Nagaland chief minister Neiphiu Rio and Himanta Sarma had also met in Delhi in August last and reportedly discussed about the Naga issue.
India’s virus tally rises to 71,75,880 NEW DELHI, OCT 13 (PTI): The number of new coronavirus infections reported daily across the country dropped below 60,000, even as the caseload surged to 71,75,880 and the total recoveries crossed 62 lakh, the Union Health Ministry data stated on Tuesday. The total cases mounted to 71,75,880, with 55,342 infections being reported in a day, while death toll climbed to 1,09,856 as the virus claimed 706 lives in a span of 24 hours, the data updated at 8 am showed. For the fifth day in a row, the active cases of COVID-19 remained below 9 lakh. The country has been recording less than 75,000 new infections daily for the fifth consecutive day and fatalities below 1,000 for 10 straight days. India registered a record single-day increase of 97,894 COVID-19 cases on September 17. There are 8,38,729 active cases of coronavirus in the country which comprises 11.69% of the total caseload, the data stated. The case fatality rate due to COVID-19 was recorded at 1.53%.
DIMAPUR/GUWAHATI, OCT 13 (PTI/NPN): The Centre has taken all the North Eastern states into confidence on the Naga peace issue and it is unlikely that there will be any contention among them, NEDA convenor and Assam Health and Finance minister, Himanta Biswa Sarma said on Tuesday. Nagaland chief minister Neiphiu Rio has convened a crucial meeting with different social organisations and stakeholders on October 15 and the Centre’s position would be made clear to them, Sarma said at a press conference here. He therefore reiterated that the October 15 consultative meet on Naga issue will be extremely crucial. “There should be smooth sailing of the Naga
issue. The government of India has taken into confidence all the concerned North Eastern states on the issue,” said Sarma, the convenor of the BJP-led North East Democratic Alliance (NEDA). Indicating that integration of Naga contiguous areas is not a possibility, Sarma said the Northeast states would not have any problems with the final solution. “Now we know each other’s position clearly and so it is unlikely that there will be an issue among the states in the Northeast,” he said. “I strongly feel if Naga leadership wants to sign the accord, this is the right time. I once again appeal to them that they should sign the agreement and lead Nagaland to a durable solu-

BJP candidate Lirimong Sangtam and Cong nominee Kasheo Anar.
Correspondent/Staff Reporter
KOHIMA/DIMAPUR, OCT 13 (NPN): BJP has announced Lirimong Sangtam as its official candidate for the by-election to 60 Pungro-Kiphire Assembly constituency (AC). Lirimong’s name was part of the list of nine candidates released by BJP for the upcoming by-polls to the Legislative Assemblies of Uttar Pradesh, Nagaland and Karnataka. The State BJP will hold the ticket distribution ceremony on Wednesday, which will be followed by filing of
nomination, sources said. On the other hand, Nagaland Pradesh Congress Committee (NPCC) has announced Khaseo Anar as its candidate for the by-poll to the 60 Pungro-Kiphire AC. NPCC president K Therie officially handed over the ticket to Anar at a programme held at Congress Bhavan in Dimapur. Speculations are doing the rounds that NPF and Congress might work on a consensus candidate for the by-poll to 14-Southern Angami-I AC. Sources said informal talks were held between the two parties
though no decision has been taken yet. The sources added that NPF was all set to contest the 14-Southern Angami-I seat and, if things work out well, Congress could back the candidate. Meanwhile, it has been learnt that NDPP may not field its candidate for the 60 Pungro-Kiphire seat as its ally BJP had categorically stated that it would go by the 2018 seat sharing formula. Speaking to Nagaland Post, NDPP president Chingwang Konyak said his party might consider the request of BJP not to field candidate for the 60 PungroKiphire by-poll since the seat was meant for BJP as per the pre-poll alliance agreement in 2018. NPF president Dr Shurhozelie Liezietsu had on October 12 stated that his party would take a decision on Pungro-Kiphire seat based on the recommendation of the search committee.

NSCN (I-M) chairman reaffirms on Naga Flag, Yehzabo DIMAPUR, OCT 13 (NPN): NSCN (I-M) chairman Q.Tuccu has affirmed that the group has stood its ground on two non-negotiable issues— Naga Flag and Yehzabo (Naga constitution)—and would continue to stand till the last man standing. In a statement, Tuccu said NSCN’s stand was clear enough before the Naga people and “strongly detest” any kind of peace-meal solution, short of Naga National Flag and Yehzabo. Tuccu said that NSCN would be “failing before God and before the Naga people” if it stumbled “at this most decisive moment of our history.” He said that Naga people cannot be lured into accepting “highly attractive economic packages” at the expense of their exalted position with sovereign rights. “We have to prove our worth as Nagas by upholding our Flag and Yehzabo,” Tuccu asserted. NSCN (I-M) chairman said that the group’s joint struggle with Naga people from all walks of life including civil societies, churches, bureaucrats, politicians etc. for over seven decades “to live in dignity and peace should be given a new meaning.” Asserting that it was “now or never”, NSCN (I-M) chairman appreciated contributions of Naga people towards Naga National cause and urged “Naga sons and daughters to give their concerted efforts till our rightful political destination is reached.” (Full text on p-6)

BJP douses Tripura dissidence New Delhi, Oct 13 (IANS): At least 7 BJP MLAs led by Sudip Roy Barman, who was dropped as a minister earlier by Biplab Deb, who have been camping in the national capital to reportedly “apprise the national leadership” of the alleged “high handedness” of Tripura CM Biplab Deb, seem to have been dissuaded for now by the top BJP leadership. Moreover, when IANS contacted Barman, he rubbished the dissidence allegations as “concocted stories”. Barman, who has been widely quoted in the media about his disgruntlement with Deb rubbished it saying, “I am going back home tomorrow. These are all stories weaved by certain journalist friends in Tripura which the national media catches. I have nothing against Deb. The Chief Minister is doing a good job. I simply came here to wish Nadda ji after the new BJP team was formed and to discuss organizational work of Tripura.” Sources say the turnaround took place after the intervention of the BJP’s top leadership which wanted the public spat between the two to end.
Biplab Deb and Sudip Roy Barman However, trouble seems to be brewing back home with the state BJP contemplating action against them, but only after the verification of facts. Sources close to Biplab Deb suggest he did raise the matter in Delhi and that this renewed effort to question the Tripura CM takes place after the new BJP central team was constituted where Ram Madhav, a key BJP figure who looked after North East affairs and backed Deb, was dropped as General Secretary. The disgruntled MLAs were seeking to meet party President JP Nadda, General Secretary (Organisation) BL Santosh and Union Home Minister Amit Shah, say sources. However, all of
them claim allegiance to the BJP and say their opposition is to Deb’s ‘misrule’. Sources close to Biplab Deb told IANS, “They are a total of 8 lawmakers. The 8th one has now backtracked. So all in all there are 7 of them led by Barman who was dropped by Deb as a minister last year.” So what is the opposition to Deb? There’s not one. The primary opposition is Deb’s alleged “high handedness” apart from Deb’s comments in the past that have embarrassed the party or the alleged mishandling of the pandemic that the dissidents sought to raise with Nadda. The state BJP President is not happy about the developments. Tripura BJP
President Manik Saha told IANS, “We have a custom that whenever BJP lawmakers go out of state, they inform the state President. I have no idea that they are in Delhi. No one has spoken to me. I learnt from newspapers about (what they are upto). If it is true, and that is a big if, action according to (party) rules can be initiated.” However, no action is likely to be initiated before they are back in Tripura and the matter is personally verified by Saha, as he said nothing can be done “based on newspapers”. In the 60-member Tripura assembly, the BJP has 36 MLAs and also enjoys the support of 8 IPFT MLAs. It has been a bumpy ride with the IPFT which has accused the BJP of ignoring the indigenous people of Tripura and Ram Madhav had to intervene in July this year to sort things out. On his July 11 visit to Tripura, Madhav allegedly promised a dialogue between the allies at the state level. With an unhappy ally, the last thing the BJP would want is dissidence in the party. And for now, the BJP seems to have doused the fire.

Assam chief secy’s brother named in recruitment scam
Guwahati, Oct 13 (PTI): Assam Chief Secretary Kumar Sanjay Krishna said on Tuesday that law will take its course after reports suggested that his brother Kumar Sanjit Krishna, a senior police officer, has been summoned for questioning in connection with the recruitment scam. In a social media post, the chief secretary said his name was being dragged into the controversy with motives. “My brother is a matured independent individual in a different profession. If he has done something wrong, law will take its own course on the basis of evidence,” he said. “As Chief Secretary, I have been supporting an independent and neutral enquiry from the beginning as directed by the Chief Minister and I believe whoever is guilty will be brought to justice,” he added. Sanjit Krishna, an Assam Police Service officer posted as the superintendent of police of Karimganj, was transferred on Sunday as the SP of the Foreigners Regional Registration Office (FRRO) at Barpeta. Following the transfer, a section of the local press
Kumar Sanjay Krishna reported that he along with Karimganj’s additional SP Prasanta Kumar Dutta has been summoned by the CID for questioning in connection with the paper leak of the sub-inspector recruitment examination. However, the authorities are yet to officially confirm whether they have summoned the two police officers. “...few individuals/officers are trying to keep the focus on me in the media instead of the enquiry for the reasons better known to them. May God bless all,” the chief secretary further said. “I am used to mudslinging many times earlier too without any fault... But, why drag my name, photo in media and focus me with some motives. This is cheap,” he said.

Meghalaya government to examine Assam asked to be ready in WY tablets worth Rs 6.5 crore seized demand for inquiry into radiation Jan for corona vax: Minister at Mnp sector of Indo-Myanmar border Correspondent Shillong, Oct 13: The Meghalaya government would examine the demand for an independent inquiry to probe leakage of ‘radiation’ from a concrete tank allegedly containing radioactive remnants of an exploratory uranium mining at Nongbah Jynrin village in the State’s South West Khasi Hills district bordering Bangladesh. “We will get the matter examined and after discussing with the forest and environment department and other agencies, we will take a call on how to move forward on this,” Chief Minister Conrad Sangma said. Recently, an environmental economist from London School of Economics, Bremley Wanbantei B Lyngdoh, who had visited Nongbah Jynrin claimed that there is a leakage of
radiation. “The radiation ‘counts per minute’ (cpm) in the area was 315, which is very high and detrimental for any form of life,” he said. Nongbah Jynrin is about 55 km from Mawkyrwat and 135 km from State capital Shillong. However, Chief Minister Sangma said that all reports that have come from the different agencies to the government have indicated very clearly that there is no truth to this matter. “Having said that… if it is something that will have to be looked into again, there is no harm in looking into it as I said we are equally concerned about it. The arm of the government and all agencies that are around us and that are working on this have clearly indicated to us that there is no such leakage or thing that has happened,” he iterated. Body of M’laya man buried alive exhumed; 8 arrested
S h i l lon g, O c t 1 3 (PTI): The body of the 90-year-old man, who was buried alive allegedly by his relatives in Meghalaya’s West Khasi Hills district over the suspicion that he practised witchcraft, was exhumed and sent for postmortem, police said on Tuesday. Eight people have so far been arrested in connection with the killing of Moris Marngar, they said. The body with hands and legs tied and face covered was exhumed on Monday from a 5-feet-deep pit in the Mawliehbah Mawnar village, they added. “Eight persons have been arrested in connection with the incident that took place on the night of October 7,” Superintendent of Police Herbert Lyngdoh said. Marngar’s children had reported to the village authorities about him going missing, a day after he was forcibly taken away from his house at Mawliehbah by his relatives, a community leader told PTI. The matter was reported to the police and the three main accused -- Denial, Jayles and Differwell, all of whom are his nephews, were arrested on Sunday, he said. Five others were arrested on Monday, the officer said,
adding that attempts are on to apprehend the other accused in the case. Marngar’s body was covered with stones and a cross engraved with the word “RIP”, Lyngdoh said. The victim’s hands were tied to his back, and his legs were covered in a sack and tied with a rope, an official, who was with the exhumation team, said. His other nephews, Yesparius and Barslomius, told reporters that their uncle had cast evil spells on one of his nieces and other family members. The niece was sick for the last three months, and her family blamed Marngar for it. Yesparius claimed that the girl recovered following Marngar’s death. T h e M aw l i e h b a h Mawnar village council condemned the gruesome murder. The village mourns the death of an elder like Moris, said BS Nongphud, an executive member of the council. He urged the people not to take the law into their hands. Deputy Superintendent of Police B Kharjana said the preliminary investigation has revealed that 18 members of the extended family are involved in the killing.
uranium-rich state in the country after Jharkhand and Andhra Pradesh. On August 29, 2017, the Uranium Corporation of India Limited (UCIL) had temporarily closed down its establishments in Meghalaya since the governmentowned mining company did not receive mining lease and statutory permission from the state government. Prior to the UCIL temporarily closing down its office, the Atomic Mineral Directorate stopped its exploratory drilling in uranium-rich South West Khasi Hills district after its officials were attacked and machines used for taking sub surface samples were also set on fire. UCIL had proposed to set up an open-cast uranium mining and processing plant at Mawthabah. Meghalaya has an estimated 9.22 million tonnes of uranium ore deposits.
M’laya defers Garo Hills district council elections S h i l lon g, O c t 1 3 (PTI): The Meghalaya government has decided to postpone the elections to the Garo Hills Autonomous District Council (GHADC) for an indefinite period in the wake of the COVID19 crisis and will appoint a board of administrators for the 30-member local body for six months, Chief Minister Conrad K Sangma said. The current term of the National People’s Party-led executive committee of the council will end on October 18. “It is not easy to conduct the polls to the GHADC in the prevailing COVID-19 situation. After taking advice from the health department, we have postponed it,” Sangma said. A board of administrators headed by the governor will take over the council for six months, he said after a cabinet meeting on Monday evening. The cabinet has also approved a proposal for setting up of an entity to improve energy efficiency in the state. Meghalaya Energy Efficiency Ltd (MEEL) under the power department will be set up. The decision will help achieve efficiency in the sector, he said.

GoM issues protocols to be followed during festivals Indian economy hit by pandemic NEW DELHI, OCT 13 (IANS): Union Health and Family Welfare Minister Harsh Vardhan on Tuesday chaired the 21st meeting of the high-level Group of Ministers (GoM) on Covid19, by video conference. At the outset, he offered salutations to all the Covid-19 warriors who have been steadfastly fighting against the pandemic since many months. He also informed his colleagues of the sturdy public health response mounted by India in its fight against the pandemic and the encouraging results so far. “With 62,27,295 recovered cases, India has the highest recovery rate of 86.78 per cent in the world. Fatality Rate of 1.53 per cent is the lowest in the world and we are reporting the three-days Doubling Time has been successfully raised to 74.9 days.” “A total of 1,927 labs at present have led to an upsurge in testing. India’s testing capacity has been hiked to 1.5 million tests per day. Close to 11 lakh

samples were tested in the last 24 hours,” he added. External Affairs Minister S. Jaishankar, Civil Aviation Minister Hardeep S. Puri, Minister of Civil Aviation, Shipping Minister Mansukh Lal Mandaviya, Minister of State for Health Ashwini Kumar Choubey, NITI Aayog’s Member (Health) Vinod K. Paul were also present. Harsh Vardhan, who is the Chairperson of the GoM, reiterated his concern and appeal to everyone regarding observance of Covid appropriate behaviour during the forthcoming festival season and the winter months, when the
likelihood of an increase in the disease is high. “The Prime Minister has launched the countrywide Jan Andolan to encourage people to adopt and encourage Covid appropriate behaviour to curb spread of the diseases while celebrating the festivals,” he stated. NCDC Director Dr. Sujeet K. Singh presented a detailed report on how the data driven graded government policies have helped India achieve a significant control over the pandemic, showing figures related to number of cases, number of deaths, their growth rate and how they compared favourably to the world due to the aforesaid policy interventions. While the overall recovery rate for India is 86.36 per cent, he informed that Dadar and Nagar Haveli and Daman and Diu have the highest recovery rate of 96.25 per cent, followed by Andaman and Nicobar Islands (93.98 per cent) and Bihar (93.89 per cent). Kerala has the lowest recov-
ery rate of 66.31 per cent because of the huge surge in number of cases in the recent days. Pointing out the pattern of Influenza and Vector-Borne Diseases which peak during this season, he noted with concern the less reporting of cases of influenza due to the pandemic. He also apprised the ministers of the advisories issued for improving the testing and surveillance activities for Seasonal Influenza to simultaneously detect it with Covid-19 in view of the upcoming influenza season in the country. Reiterating Harsh Vardhan’s concern on the fresh challenge to the containment efforts in view of the upcoming winters and festive season, he stressed on the gradual transition to mitigation in affected cities over the next few weeks and a sustained campaign to instil Covid appropriate behaviour among the people. Through a detailed presentation, Paul apprised the GoM of the process of Covid vaccine development
in India and around the world. He presented a comprehensive study on the priority sections of the population that would have initial access to the vaccine drawing upon recommendations of Centre for Disease Control (CDC), US and the WHO. Paul also presented an age-group wise gender composition of Covid deaths, the percentage composition of the vulnerable age-groups in the Indian population and the overlap of known Covid comorbidities amongst these age-groups. The eVIN network which can track the latest vaccine stock position, temperature at storage facility, geo-tag Health Centres, and maintain facility level dashboard is being repurposed for the delivery of Covid vaccine. He apprised everyone present that the listing of Healthcare Workers (HCWs) would be complete by the end of October or early November.
to contract by 10.3% in 2020: IMF says to bounce back with 8.8% growth in 2021
WASHINGTON, OCT 13 (PTI): The Indian economy, severely hit by the coronavirus pandemic, is projected to contract by a massive 10.3 per cent this year, the International Monetary Fund said on Tuesday. However, India is likely to bounce back with an impressive 8.8 per cent growth rate in 2021, thus regaining the position of the fastest growing emerging economy, surpassing China’s projected growth rate of 8.2 per cent, the IMF said in its latest ‘World Economic Outlook’ report. Released ahead of the annual meetings of the IMF and the World Bank, the report said global growth would contract by 4.4 per cent this year and bounce back to 5.2 per cent in 2021. America’s economy is projected to contract by 5.8 per cent in 2020 and grow by 3.9 per cent the next year, the IMF said. China is the only coun-
try, among the major economies, to show a positive growth rate of 1.9 per cent in 2020, it said. The IMF in its report said that revisions to the forecast are particularly large for India, where Gross Domestic Product (GDP) contracted much more severely than expected in the second quarter. “As a result, the economy is projected to contract by 10.3 per cent in 2020, before rebounding by 8.8 per cent in 2021,” it said. In 2019, India’s growth rate was 4.2 per cent. According to the IMF, India is among those likely to suffer the greatest damage from global warming, reflecting its initially high temperatures. For India,
the net gains from climate change mitigation-relative to inaction-would be up to 60-80 per cent of GDP by 2100. While estimates of losses from climate change are somewhat smaller for colder regions (for example, Europe, North America, and east Asia), these are likely underestimations as they do not include a number of damages (for example, rise in sea levels, natural disasters, damage to infrastructure from thawing of permafrost in Russia) and negative global spillovers from large economic disruptions in other parts of the world. Last week, the World bank said India’s GDP this fiscal is expected to contract by 9.6 per cent. “India’s GDP is expected to contract 9.6 per cent in the fiscal year that started in March,” the World Bank said in its latest issue of the South Asia Economic Focus report.

The statement said both sides were of the view that these discussions were “positive, constructive” and had enhanced understanding of each other’s positions. “Both sides agreed to maintain dialogue and communication through military and diplomatic channels, and arrive at a mutually acceptable solution for disengagement as early as possible,” the statement added. “Both sides agreed to earnestly implement the important understandings reached by the leaders of the two countries, not to turn
differences into disputes, and jointly safeguard peace and tranquility in the border areas.” At the first informal summit between Prime Minister Narendra Modi and Chinese President Xi Jinping in April 2018, the two sides had emphasised on not allowing difference to become disputes. This understanding has featured in multiple statements by the two countries since then. The summit had taken place months after the Doklam episode that had significantly strained ties between the two neighbouring countries.
CBI team meets family members of Hathras victim, examines crime scene
NEW DELHI/HATHRAS, OCT 13 (PTI): A CBI team on Tuesday met the family members of the 19year old Dalit victim in the gangrape and murder case in Bulgarhi village in Hathras and examined the crime scene, officials said. The team, which reached the crime scene on Tuesday morning after registering the FIR two days back, took the brother of the victim to record his statement, they said. The victim had died a fortnight after an alleged brutal assault, including gangrape, by four men of the village on September 14. When the brother was being away by the team, speculation of his arrest started doing rounds, but CBI Spokesperson RK Gaur said that “no arrest has been made”. The CBI investigators spoke to the family members at their residence in detail about the sequence of events on the day of the crime, they said. The officials directed the local police to cordon off the crime scene, which was virtually a thoroughfare for nearly 29 days since the incident. The CBI investigators were joined by forensic experts from the Central Forensic Science Laboratory (CFSL) to carry out a detailed crime scene analysis, they said. The woman had succumbed to her injuries at a

Delhi hospital on September 29, following which the District Magistrate ordered cremation in the village in the dead of the night allegedly against the wishes of her family. The case was referred to the CBI by the state government after a political storm over the alleged apathy of the administration. The Congress, Aam Admi Party, Trinamool Congress and other opposition parties of the state, including the Samajwadi Party and the Rashtriya Lok Dal, staged protests demanding justice for the victim. The officer concerned of the Uttar Pradesh police had registered a case of attempt to murder on a statement by the brother of the victim who, as per the FIR at Chandpa police station, had said that the accused
tried to strangulate his sister in a millet field and escaped when she raised an alarm. The notification issued by the Centre on the request of the state government had asked the CBI to probe, rape, murder and atrocity and “any attempt, abetment and/or conspiracy, in relation to or in connection with such offence(s) and/or for any other offence committed In the course of the same transaction or arising out of the same facts”. “The complainant had alleged that on September 14, 2020 the accused tried to strangulate his sister in the millet field. The case has been registered by CBI on the request of Uttar Pradesh Government and further Notification from Government of India,” CBI Spokesperson RK Gaur had said after registration of the FIR on Sunday.
MUMBAI, OCT 13 (PTI): Prime Minister Narendra Modi on Tuesday said his government’s ‘historic’ farm reforms will create opportunities to take farmers to entrepreneurship and added his regime is focused on increasing their income. Modi was speaking after releasing the autobiography of former Union Minister Balasaheb Vikhe Patil and renaming the Pravara Rural Education Society in Ahmednagar district after the Padma Bhushan recipient, via video conferencing. Terming the farm reforms as historic, the prime minister said, “Today opportunities are being created to take farming and farmers from the role of annadata (food provider) to entrepreneurship.” Referring to high milk, sugar, and wheat production in Gujarat, Maharashtra, Haryana and Punjab, Modi said such models of local enterprise will take the country forward. He said there was a time after Independence

when the country did not have sufficient food stock. “The governments priority then was to increase food production. So the entire focus was on increasing production. Farmers toiled hard to achieve the objective,” Modi said. “But the attention of the governments and policies, while being concerned about increasing productivity. did not go towards profitability of farmers,” he said. “People forgot about income for farmers. But for the first time, this thinking has been changed,” he said and listed steps the Centre has taken for the welfare of
3 dead, 7 injured in explosion in Aligarh’s Delhi Gate area Aligarh (UP), Oct 13 (PTI): Three people died and seven more sustained injuries in an explosion apparently caused by a gas cylinder at a building in the city’s Delhi Gate area on Tuesday, police said here. While two people died on the spot, one person succumbed to injuries while undergoing treatment, they added. The injured are admitted to Jawaharlal Nehru Medical College Hospital and Malkhan Singh District Hospital, the police said. As per preliminary investigations, it appears that a gas cylinder exploded in the building, the police said. Superintendent of Police, City, Abhishek Kumar said police were probing if any manufacturing activity was being carried out on the premises. Senior police officials said the affected building has been cordoned off as a precautionary measure. District Magistrate Chandra Bhushan Singh said a time-bound inquiry would be conducted into the entire incident. Locals who live in the nearby said they rushed to the spot after they heard a loud boom and found that five houses were damaged. Rescue operations are underway to look for any other victim who may still be buried under the debris of the building, which was badly damaged in the explosion, the police said.
farmers. Modi listed measures taken by his government like implementing and increasing MSP, urea neem coating and better crop insurance for “doing away worries of farmers”. He also spoke of direct transfer of Rs one lakh crore in the bank accounts of farmers under the Pradhan Mantri Kisan Samman Nidhi Yojana. “And there are no middlemen (involved). Not only this, there has been unprecedented work on setting up cold chains, mega food parks and agro processing infrastructure,” he said. In Maharashtra, efforts were strengthened after 2014 (when the BJP came to power) to supply water for drinking and agriculture purposes, he said. Under the Pradhan Mantri Krishi Sinchayi Yojana, 26 long-pending irrigation schemes from Maharashtra were expedited and work on nine of them was completed, Modi said. These schemes will
help provide irrigation to five lakh hectare area, he said. “In July 2018, work on 90 irrigation schemes was initiated. Around four lakh hectare land will be provided irrigation facility when these schemes are completed in two- three years,” he said. Modi said microfinance has a special role in the economy and social order of villages, adding that under the Centres Mudra
Yojana, self-employment possibilities have gone up. Seven crore women of self-help groups have been given loans of over Rs three lakh crore in the country, he said. Noting that the COVID19 threat still persists, Modi said people should not show dhilaai (laxity) towards COVID-19, observe social distancing norms and maintain personal hygiene till a vaccine is available.

A
Bahari for Bihar
nnouncement for holding elections to 243member the Bihar legislative assembly in three phases- October 28 (71 seats), November 3 (94 seats) and November 7 (78 seats); the verdict will be known when counting takes place on November 10. The voters of Bihar will choose from among the NDA parties and the Mahagathbandhan or alliance of RJD,Congress ,Left parties including minor allies. Bihar chief minister Nitesh Kumar has held the post on five occasions. Traditionally Nitesh has been part of NDA since the Vajpayee era. Nitish Kumar has been appointed chief minister on five occasions beginning from 2000 as Samata Party leader but resigned when the NDA did not have majority. Lalu Prasad Yadav made his wife Rabri Devi the chief minister. Nitesh again became chief minister in 2005 after joining the NDA. He left the NDA in 2013 due to Modi. He resigned in 2014 following his party’s poor showing in the 2014 Lok Sabha election. He then teamed up with RJD in 2015 and formed the Mahagathbandan coalition government comprising of JDU,RJD and Congress. Nitish however repeated his “resignation cycle” on July 26,2017 as chief minister of the Mahagathbandhan when his deputy chief minster Tejashwi Yadav refused to resign due to allegations of corruption. The Bihar elections will witness another element- Lok Janshakti Party(LJP) of late Ram Vilas Paswan- which has ditched Nitesh in Bihar but still with NDA at the Centre. Even though the scales are tilted in the ruling BJP-JD(U)’s favour in Bihar, with the Opposition Mahagathbandhan (RJD,Congress and Left parties) a splintered and weakened mess, the poll hardened duo of Narendra Modi and Amit Shah would find a campaign too dull and mellow. In every election, the duo had an “enemy or enemies” to target- be it Pakistan or terrorism and at times era of corruption of the Congress. Without identifying a clear ‘vicious’ enemy to be persistently attacked to generate hatred among its electorate; the duo this time would have to play another card. Though Nitish is the NDA’s face for the Bihar elections, he appears to be facing an anti-incumbency factor. This leaves only prime minister Narendra Modi as the biggest star campaigner. Indeed there is no leader of the stature of Modi today, since Indira Gandhi during her era. The Modi-factor could tilt the scales against the anti-incumbency factor since the opposition is not only divided, weakened but have no tall leader who could take on Modi. Even though Modi has failed in major areas such as the demonetisation ‘mid night surgical strike’ on November 8,2016; the hastily implemented GST on July 1,2017 besides various other policies, yet he remains unaffected because there is no recognised rival leader. Even with the farmers issue, though the Modi government’s policy has attracted much flak yet farmers have steered clear of the opposition. Modi is also veteran who is adept at the pulls and pushes of politics and with a party having immense spread and still spreading, Bihar will be just another job made easier due to the ignorance or inability of the opposition about what makes people tick.
DailyDevotion Individual Discouragement and Personal Growth
…when Moses was grown…he went out to his brethren and looked at their burdens. —Exodus 2:11 Moses saw the oppression of his people and felt certain that he was the one to deliver them, and in the righteous indignation of his own spirit he started to right their wrongs. After he launched his first strike for God and for what was right, God allowed Moses to be driven into empty discouragement, sending him into the desert to feed sheep for forty years. At the end of that time, God appeared to Moses and said to him, “ ‘…bring My people…out of Egypt.’ But Moses said to God, ‘Who am I that I should go…?’ ” (Exodus 3:10-11). In the beginning Moses had realized that he was the one to deliver the people, but he had to be trained and disciplined by God first. He was right in his individual perspective, but he was not the person for the work until he had learned true fellowship and oneness with God. We may have the vision of God and a very clear understanding of what God wants, and yet when we start to do it, there comes to us something equivalent to Moses’ forty years in the wilderness. It’s as if God had ignored the entire thing, and when we are thoroughly discouraged, God comes back and revives His call to us. And then we begin to tremble and say, “Who am I that I should go…?” We must learn that God’s great stride is summed up in these words— “I AM WHO I AM…has sent me to you” (Exodus 3:14). We must also learn that our individual effort for God shows nothing but disrespect for Him— our individuality is to be rendered radiant through a personal relationship with God, so that He may be “well pleased” (Matthew 3:17). We are focused on the right individual perspective of things; we have the vision and can say, “I know this is what God wants me to do.” But we have not yet learned to get into God’s stride. If you are going through a time of discouragement, there is a time of great personal growth ahead.

The ancient Neanderthal hand in severe COVID-19
S
ince first appearing in late 2019, the novel virus, SARSCoV-2, has had a range of impacts on those it infects. Some people become severely ill with COVID-19, the disease caused by the virus, and require hospitalization, whereas others have mild symptoms or are even asymptomatic. There are several factors that influence a person's susceptibility to having a severe reaction, such as their age and the existence of other medical conditions. But one's genetics also plays a role, and, over the last few months, research by the COVID-19 Host Genetics Initiative has shown that genetic variants in one region on chromosome 3 impose a larger risk that their carriers will develop a severe form of the disease. Now, a new study, published in Nature, has revealed that this genetic region is almost identical to that of a 50,000-year old Neanderthal from southern Europe. Further analysis has shown that, through interbreeding, the variants came over to the ancestors of modern

humans about 60,000 years ago. "It is striking that the genetic heritage from Neanderthals has such tragic consequences during the current pandemic," said Professor Svante Pääbo, who leads the Human Evolutionary Genomics Unit at the Okinawa Institute of Science and Technology Graduate University (OIST). Is severe COVID-19 written in our genes? Chromosomes are tiny structures that are found in the nucleus of cells and carry an organism's genetic material. They come in pairs with one chromosome in each pair inherited from each parent. Humans have 23 of these pairs. Thus, 46 chromosomes carry the entirety of our DNA -- millions upon millions of base pairs. And although the vast majority are the same between people, mutations do occur, and variations persist, at the DNA level. The research by the COVID19 Host Genetics Initiative looked at over 3,000 people including both people who were hospitalized with severe COVID-19 and
people who were infected by the virus but weren't hospitalized. It identified a region on chromosome 3 that influences whether a person infected with the virus will become severely ill and needs to be hospitalized. The identified genetic region is very long, spanning 49.4 thousand base pairs, and the variants that impose a higher risk to severe COVID-19 are strongly linked -- if a person has one of the variants then they're very likely to have all thirteen of them. Variants like these have previously been found to come from Neanderthals or Denisovans so Professor Pääbo, in collaboration with Professor Hugo Zeberg, first author of the paper and a researcher at the Max Planck Institute for Evolutionary Anthropology and Karolinska Institutet, decided to investigate whether this was the case. They found that a Neanderthal from southern Europe carried an almost identical genetic region whereas two Neanderthals from southern Siberia and a Denisovan did not.
two groups met. Neanderthal variants pose up to three times the risk Professor Zeberg explained that those who carry these Neanderthal variants have up to three times the risk of requiring mechanical ventilation. "Obviously, factors such as your age and other diseases you may have also affect how severely you are affected by the virus. But among genetic factors, this is the strongest one." The researchers also found that there are major differences in how common these variants are in different parts of the world. In South Asia about 50% of the population carry them. However, in East Asia they're almost absent. It is not yet known why the Neanderthal gene region is associated with increased risk of becoming severely ill. "This is something that we and others are now investigating as quickly as possible," said Professor Pääbo. (Courtesy: Okinawa Institute of Science & Technology, Graduate University and Lucy Dickie)
Statement of Q. Tuccu, chairman NSCN (I-M)
he complexity of the Indo-Naga political talks has taken more than twenty three (23) years. We have endured the travail with mutual understanding and commitment. Thus, the Government of India (GoI) and National Socialist Council of Nagalim (NSCN) reached this far, at the threshold of striking the final deal. But the road to final deal has become ticklish as the sensitive issue of Naga Flag and Yehzabo (Naga constitution) remains as the sticking point. For the Naga people these two issues stand tall because they symbolise our political and National rights. The Government of India knows the political significance of these issues for the Naga people but come short of giving official recognition to be made a part of the final agreement. This is the crux of the ongoing Indo-Naga political talks and the reason why the go-
ing gets tough, leaving the NSCN negotiators with no option but to act tough. Naga people cannot afford to forget the political blunders of 16-Point Agreement and Shillong Accord. We cannot allow such agreements to repeat and flatter us again. We cannot be blinded to go by the ghost of another Naga People's Convention (NPC) that sold out our political rights and history. It will be an abhorrent act if we knowingly go against our history and political rights for which nearly 3 lakh Nagas have given their lives. One wrong step taken at this decisive stage is enough to make ourselves a laughing stock before the world. We cannot forget the achievements made by our great leaders like late Mr. AZ Phizo, late Mr. Isak Chishi Swu, late Mr. Khodao Yanthan, late Gen. Kholi Konyak, Mr. Th. Muivah, present NSCN Gen.Secre-
tary and others. We should uphold their ideals and political dreams. We should honour them and not let them down at this turning point of history. The people of Israel during the hard journey towards the promised land of Canaan stood the test of time under the leadership of Moses who steered his people not to waver and grumble but to trust in God. Today, the same God of Moses will deliver us, and flag and constitution should be with us to glorify His name. The milestones of our history beginning from the formation of the Naga Club in 1918 should be given a conclusive political meaning in our time. Naga National Council (NNC) was formed in 1946 as a political platform for the Naga Nation. Naga people under this platform asserted their political identity by declaring Naga Independence
on the 14th August 1947 and cabled the message to the United Nations Organization (UN) and all the Embassies in New Delhi and to the Government of India. Few years later, on the 16th May 1951 Plebiscite was conducted where 99.9% voted for sovereign Naga independent nation. Since then we have never turned back but in the process we paid heavy price defending our God given rights. Following the Indo-Naga political talks that followed after the declaration of Second Indo- Naga Ceasefire in 1997 we achieved another mile stone when the uniqueness of Naga history and situation was given official recognition by the Government of India on July 11, 2002. Nagas are sovereign people from time immemorial. They have never been a part of Indian Union or that of Burma (Myanmar). It was on this basis that the Indo-

Next, they questioned whether the variants had come over from Neanderthals or had been inherited by both Neanderthals and present-day people through a common ancestor. If the variants had come from interbreeding between the two groups of people, then this would have occurred as recently as 50,000 years ago. Whereas, if the variants had come from the last common ancestor, they would have been around in modern humans for about 550,000 years. But random genetic mutations, and recombination between chromosomes, would have also occurred during this time and because the variants between the Neanderthal from southern Europe and present-day people are so similar over such a long stretch of DNA, the researchers showed that it was much more likely that they came from interbreeding. Professor Pääbo and Professor Zeberg concluded that Neanderthals related to the one from southern Europe contributed this DNA region to present-day people around 60,000 years ago when the
Naga political talks was guided and ultimately took us to signing the historic Framework Agreement of the 3rd August 2015, God never let down the Naga people as we have crossed many hurdles during the last 23 years, to take the Indo-Naga political talks to this crucial point. The final testing time has come for the Naga people. We must exercise our courage and wisdom to know the political truth of God's creation of Naga Nation. As we stand at the fag- end of Indo-Naga political talks we must take the right decision. NSCN's stand is clear enough before the Naga people. We strongly detest any kind of peace-meal solution, short of Naga National Flag and Yehzabo. We have stood our ground on these two non-negotiable issues and we shall continue to stand till the last man standing. NSCN shall be failing
before God and before the Naga people if we stumble at this most decisive moment of our history. Naga people cannot be lured into accepting highly attractive economic packages at the expense of our exalted position with sovereign rights. We have to prove our worth as Nagas by upholding our Flag and Yehzabo. Our joint struggle with Naga people from all walks of life including civil societies, churches, bureaucrats, politicians etc. for over seven decades to live in dignity and peace should be given a new meaning. It is now or never. Appreciating contributions of Naga people towards Naga National cause, I urge Naga sons and daughters to give their concerted efforts till our rightful political destination is reached sooner than later. he modern tourism industry operates by objectifying humans. With the financial power of the tourists, poor people in host countries are regarded as mere instruments and means of service and entertainment. The poor are not perceived as human beings with their dignity and autonomy but are seen as objects to be exploited. In many parts of the world, some people or communities are made as anthropological museums by the rich to earn money from naive tourists. I had the privilege of visiting the floating village, Chong Khneas in Tonle Sap Lake, Cambodia. The families living there are close to 1000 and make their living mainly by fishing. At one glance, one will be fascinated by seeing people living in floating houses, traveling to floating schools, eating at floating restaurants, and shopping in floating markets! Perhaps it is fascinating for one day or a few hours, but not for a lifetime. Fishes and reptiles can live in water, but not human beings. But people are forced to live there for life. One will see hundreds of mini-tour buses lined up outside the village, with salesmen/ women selling tacky souvenirs, and many restaurants and hotels around, especially Korean restaurants. Tourists come in big numbers to have a gaze of their fellow human beings living in the floating village. It is inhuman to treat human beings that way. This is called an anthropological museum. Human museums are created intentionally by the Cooperate houses and the rich manipulators for earning money. Tourists go there to stare at them. People are kept in the village like a showcase for sale and tourists take pictures of them as if they are not human beings. This is called the objectification
of humans. We do not realize that it is hard to live on water for life. One can only imagine the difficulties of living on the water. Young, old, children need space for living and recreation. They cannot grow any food in the lake and so they live in abject poverty. 12 percent of the children die before the age of five due to the tough living conditions, the lack of medical care, and malnourishment. The annual income of households on the lake is under $500. Who are these people? There are 700,000 ethnic Vietnamese living in Cambodia, a country that doesn’t consider them as citizens even though they’ve lived in the country for generations. Most of the ethnic Vietnamese arrived in Cambodia during the French Protectorate (1863- 1953) to work in administration positions and the countryside. In 1975, the Khmer Rouge took power and the Vietnamese were forcibly deported to Vietnam or killed. During the exile, most of them lost the papers that proved their Cambodian origin. On their return in the 1980s, they were considered migrants and became stateless.Without papers, ethnic Vietnamese cannot buy land and most of them live in floating villages in Tonle Sap, Southeast Asia’s largest freshwater lake, located deep inside Cambodia. Without papers, ethnic Vietnamese cannot find jobs on the mainland and many of them face unemployment.” Source: Al Jazeera, 2014 “Most ethnic Vietnamese cannot buy land so they live in floating villages in Tonle Sap, Southeast Asia’s largest lake.” Source: Al Jazeera, 2014 All the tourists have to pay $20 as an entrance fee for a two-hour long tour, yet none of the money is given back to the community that is being toured.

BENGALURU, OCT 13 (IANS): More than 3 in 4 Indians have been saving in the past few months to splurge on electronics and gadgets this festive season, a new report said on Tuesday. According to the panIndia survey that received approximately 12,200 responses, 74 per cent of the respondents said they have been saving for the upcoming festive season, according to ZestMoney, an AI-driven EMI financing and Paylater platform. While 48 per cent said budgets have been impacted this year, 80 per cent of those surveyed wish to choose EMI options to plan their finances better this year. “It is interesting to note that 52 per cent of them revealed that they planned to spend more or the same as they did last year,” the findings showed. Despite the economic challenges of Covid-19, a global boom in 5G investment will see 72 per cent of large companies invest in 5G over the next five years, said the report. The report forecasts a rapid uptick in investment over the next three years as enterprises seek to expedite digitalization. A third of companies across all regions fear being outpaced by the competition should they not invest in 5G within the next 3 years. Nokia’s “5G Business Readiness Model” revealed that across eight economies - Australia, Germany, Finland, Japan, Saudi Arabia, South Korea, the UK and the US - 50 per cent of companies are at the midway level on 5G readiness, between initial planning, trials and deployment, compared to just 7 per cent that are classed as 5G mature.

Companies at an advanced level of 5G adoption were the only group to experience a net increase in productivity - over 10 per cent -- following Covid-19, and the only group able to maintain or increase customer engagement during the pandemic. The findings showed that 5G mature companies are also growing considerably faster than their peers. “5G adoption is categorically shown to fuel business success. Organisations that have integrated 5G stand to benefit from advantages that go way beyond faster, more efficient and reliable network services,” Gabriela Styf Sjoman, Chief Strategy Officer at Nokia, said in a statement. Noting that it is an earnest attempt to revive demand, a report by Emkay Research said that however, the package “is not likely to be sufficient to move the needle”. “The recovery in demand is likely to be ephemeral and thus not likely to be reflationary in nature, i.e., having a low demand push impact on inflation,” it said.
Helsin k i , O ct 1 3 (IANS): As Covid-19 accelerates medium and longterm digital investment and value creation, 5G-enabled industries have the potential to add $8 trillion to global GDP by 2030, suggests new research from Finnish telecom gear maker Nokia. The study, however found that there is a gap between intentions and actions when it comes to any kind of 5G deployment for many companies. While 86 per cent of decision makers said they have some kind of strategy for 5G, only 15 per cent are currently investing in its implementation. The “5G Business Readiness Report” surveyed 5G adoption among businesses around the world, providing a crosssector view of the path to full 5G deployment. The report also highlights a clear correlation between 5G deployment and business performance.

Trump opposes perpetual lockdown
Says cure cannot be worse than problem itself WASHINGTON, OCT 13 (PTI): Vehemently opposing those advocating perpetual lockdowns to address the coronavirus pandemic, US President Donald Trump has said that cure cannot be worse than the problem itself. Speaking on Monday at his first rally since contracting coronavirus, Trump said that lockdowns have done a tremendous damage to the states. “We gotta remember I said it right at the beginning. The cure cannot be worse than the problem itself. Can’t. The cure cannot be worse,” Trump told thousands of his supporters in the battle ground State of Florida. Trump was briefly forced to pause his re-election campaign after he tested positive for COVID19 on October 1 and was admitted to a military hospital for three nights and four days. White House

doctors have now cleared him for holding election rallies. Trump said that the World Health Organisation just came out a little while ago and they admitted that he was right. “The lockdowns are doing tremendous damage to these Democrat-run states where they’re locked down, sealed up,” he asserted. Expected to intensify his campaign in the coming days, Trump, 74, told his supporters that he is feeling younger than before he was infected with COVID-19. “I don’t have to be locked up in my basement and I wouldn’t allow that to happen anyway. I wouldn’t allow it to happen. When
you’re the president you can’t lock yourself in a basement and say I’m not gonna bother with the world. You gotta get out. And it’s risky. It’s risky. But you gotta get out,” Trump said. He urged his fellow Americans to come out and continue with their work. “The cure cannot be worse. But if you don’t feel good about it if you wanna stay, stay. Relax. Stay. But if you want to get out there get out,” he said. “One thing with me--the nice part--I went through it. Now they say I’m immune. I feel so powerful. I’m walking through that audience…I’ll walk in there. I’ll kiss everyone
in that audience,” he said amidst applause from the audience. “I’ll kiss the guys and the beautiful women and the--everybody--I’ll just give you a big fat kiss,” he added. Trump said he felt good recovering from COVID-19. “It does give you a good feeling when you can beat something and now they say you’re immune--I don’t know for how long. Some people say for life. Some people say for four months. I mean every time I think about it every time I hear they would get shorter and shorter and shorter cause they want it to be as bad as possible,” he said. But it is a great feeling, said the president as he thanked Walter Reed Medical Hospital and Johns Hopkins whose physicians treated him. “These guys are incredible. You know we’re 90 per cent better now than we were six, seven months ago in terms of a cure for people that get really sick. 90 per cent. It’s incredible what’s happened. And with children it’s 99.9 per

Second COVID-19 vaccine trial paused over unexplained illness N E W B RU N S W I C K (US), OCT 13 (AP): A late-stage study of Johnson & Johnson’s COVID-19 vaccine candidate has been paused while the company investigates whether a study participant’s “unexplained illness” is related to the shot. The company said in a statement on Monday evening that illnesses, accidents and other so-called adverse events “are an expected part of any clinical study, especially large studies,” but that its physicians and a safety monitoring panel would try to determine what might have caused the illness. The pause is at least the second such hold to occur among several vaccines that have reached largescale final tests in the US. The company declined to reveal any more details about the illness, citing the participant’s privacy. Temporary stoppages of large medical studies are relatively common. Few are made public in typical drug trials, but the work to make a coronavirus vaccine has raised the stakes on these

kinds of complications. Companies are required to investigate any serious or unexpected reaction that occurs during drug testing. Given that such tests are done on tens of thousands of people, some medical problems are a coincidence. In fact, one of the first steps the company said it will take is to determine if the person received the vaccine or a placebo. The halt was first reported by the health news site STAT. Final-stage testing of a vaccine made by AstraZeneca and Oxford University
remains on hold in the US as officials examine whether an illness in its trial poses a safety risk. That trial was stopped when a woman developed severe neurological symptoms consistent with transverse myelitis, a rare inflammation of the spinal cord, the company has said. That company’s testing has restarted elsewhere. Johnson & Johnson was aiming to enroll 60,000 volunteers to prove if its single-dose approach is safe and protects against the coronavirus. Other vaccine candidates in the US require two shots.

Pak dissidents blame military for country’s multiple crises
Imran Khan and army chief Gen Qamar Javed Bajwa.
WASHINGTON, OCT 13 (PTI): Terming Prime Minister Imran Khan as a “military puppet,” prominent Pakistani dissidents, including former and current members of parliament, have blamed the powerful army for the country’s fragility, insecurity and inability to get along with its neighbours. “Pakistan is under unannounced martial law,” Pashtun leader and former Senator Afrasiab Khattak told the fifth annual conference of South Asians Against Terrorism and for Human Rights (SAATH). SAATH is a group of pro-democracy Pakistanis co-founded by former Pakistan ambassador the US Husain Haqqani and US-based columnist Dr. Mohammad Taqi. Previous annual conferences of SAATH have been held in
London and Washington but this year participants met virtually, according to a statement. The participants termed Prime Minister Khan as a “military puppet”, it said. Members of the group include politicians, journalists, bloggers, social media activists, and members of civil society, many of whom have been forced to live in exile in various countries. Pakistan’s security services have tried to disrupt SAATH meetings in the past and banned its members living in Pakistan from travelling abroad, but this year, the virtual format enabled several prominent dissidents still in the country to participate, the statement said. This is the most dangerous martial law in Pakistan because it has vulgarised
and distorted constitutional institutions,” Khattak said in his virtual address to the conference from Pakistan. “The current military regime is delegitimising political institutions, going to the extent that intelligence agencies direct members of parliament when to attend sessions and when not to turn up to vote,” he said. Haqqani noted that Prime Minister Khan had recently publicly blamed him and SAATH for weakening Pakistan’s international standing. ‘Pakistan’s international standing is being lost due to its policies of encouraging extremism and suppressing freedom, not due to the activism of those fighting for human rights,” he said. Several speakers - including Rubina Greenwood of the World Sindhi Congress, Tahira Jabeen from Gilgit-Baltistan, Shahzad Irfan of the Seraiki Movement, and Rasool Mohammed of Pashtun Council of America - emphasised that various minorities in Pakistan were being oppressed and denied their rights. Irfan said that military intervention in politics reinforced Punjab’s dominance and was a key factor in oppression of national and religious minorities.

after footage of a brutal gang assault on a woman went viral on social media. Demonstrators carried signs reading “Hang the rapists” and “No mercy to rapists”. The changes to the law were demanded by thousands of demonstrators across the Muslim-majority nation calling for more stringent punishments for the perpetrators of sexual assaults. Police arrested eight suspects after the video of the assault went viral more than a month after the at-
tack occurred at the victim’s home in Noakhali. In a separate case, another woman was allegedly gang-raped last week in a hostel in the northern district of Sylhet, leading to the arrest of several members of the student wing of the ruling party. Protesters in the capital Dhaka and elsewhere have demanded stiffer punishments for rape, faster trials for rapists and an end to what they see as a culture of impunity.

TAIPEI, OCT 13 (AP): Taiwan on Tuesday dismissed new spying allegations by China as a further attempt to smear the government of the self-governing island democracy that Beijing claims as its own territory. The remarks follow a report on Monday night by Chinese broadcaster CCTV featuring a taped confession from a man identified as Cheng Yu-chin, the second such report in as many days. On Sunday, CCTV broadcast a confession by a man identified as Li Mengju, whose name is also spelled Lee Meng-chu, who like Cheng said he had been working to destabilise China and harm the ruling Communist Party’s reputation. In the same report, CCTV said security personnel had solved more than 100 spying cases as part of an initiative dubbed Operation Thunder 2020. Taiwanese Premier Su Tseng-chang called the

Study debunks theory that couples grow to look alike But finds people choose partners with similar facial features
I
t is a phenomenon that has fascinated scientists for decades – couples tend to look alike over time. The idea first surfaced in 1987, when researchers from the University of Michigan studied proposed that years of shared emotions resulted in closer resembles due to similar wrinkles and expressions. Now, a team from Stanford University is taking another look at the theor y and found that people do not grow to look like their significant other, but choose them because of their similar facial features. The findings suggest that people search for a mate with the same features just as they do when it comes to finding a mate with the same values and personality traits. The theory that couples grow to have similar features was sparked by team from the University of Michigan conducted who used photographs of couples when they were first married and 25 years later. After comparing the images, the scientists con-
cluded that there ‘is indeed an increase in apparent similarity after 25 years of cohabitation.’ ‘Two people who live with each other for a longer period of time, by virtue of repeated empathic mimicry, would grow physically similar in their facial features,’ reads the 1987 study. ‘Kin resemblance, therefore, may not be simply a matter of common genes but also a matter of prolonged social contact.’ The idea that people look like their significant other has been seen in a
number of celebrity couples including actor Denzel Washington and wife Pauletta Washington, Kristen Bell and Dax Shepard and singer Christina Aguilera and her partner Matthew Rutler. However, a g roup from Stanford University reopened the 1987 case to see just how much weight the findings hold. They found that ‘while spouses’ faces were similar at the outset of their marriage, they did not converge over time,’ reads the new study published in Scientific Reports.
‘Goldfinger’ actress Margaret Nolan no more
This study examined facial images of 517 couples taken at the beginning of their marriages and then 20 to 69 years later. Vo l u n t e e r s w e r e shown the images and told there was a ‘target’ person that needs to be compared to six other faces – one of which was the target’s spouse. The judges participating in the study were then asked to rank the target person against the other six based on how much they looked alike. The volunteers were able to pair the target with
their spouse regardless of when the image was taken and also noted that spouses’ faces became slightly less similar with time. ‘This indicates that the judges were as consistent when ranking the similarity of faces of young people (taken several decades ago) as the faces of older people (taken more recently),’ reads the study. The second part of the study used facial recognition technology to judge any similarities. This technology, according to the scientists, was shown to outperform humans in judging facial similarity, but produced similar results as the human volunteers. ‘We do not find support for the widely disseminated convergence in physical appearance hypothesis: Spouses’ faces are similar but do not converge with time, Stanford scientists wrote in the document. ‘This brings facial appearance in line with other traits—such as interests, personality, intelligence, attitudes, values, and wellbeing—which show initial similarity but do not converge over time.’ (Mailonline)

argaret Nolan, actress and artiste best known for featuring in the 1964 James Bond film “Goldfinger”, is no more. She was 76. She passes away on October 5, her son Oscar Deeks has revealed to Variety. Director Edgar Wright paid a tribute to Nolan on Twitter. “She was the middle of Venn diagram of everything cool in the 60’s; having appeared with the Beatles, been beyond iconic in Bond and been part of the ‘Carry On’ cast too,” he wrote.
Nolan had started off as a glamour model. She was known by the name Vicky Kennedy in the early 1960s, but switched back to her birth name once she began acting. She appeared in The Beatles’ band film “A Hard Day’s Night” in 1964, and played Dink, Bond’s masseuse, in “Goldfinger”. Nolan is particularly remembered for appearing in the “Goldfinger” title sequence, posters, records and books, painted gold from head to toe and sporting a gold bikini.
She took a break from acting after the mid-1980s only to return in 2011 as Dame Margaret in Yvonne Deutschman’s “The Power Of Three”. She later moved to Spain to focus on permaculture and then engaged in creating photo montages. In 2019, Wright cast her in a small role in his upcoming film “Last Night In Soho”. Nolan is survived by her two sons, Oscar Deeks, a cinematographer, and Luke O’Sullivan, and two grandchildren. (IANS)

Sandra will play a romance author, who discovers that a supposedly fictional city that she had written about is actually real. The rapper tweeted it with the caption: “We stepping out on faith.” In the video, Kanye is seen against a black-andwhite American flag. The montage also has families praying and helping each other. “What is America’s destiny? What is best for our nation, our people? What is just, true justice? We have to think about all these things, together as a people,” Kanye says. “To contemplate our future, to live up to our dream, we must have vision. We as a people will revive our nation’s commitment to faith, to what our Constitution calls ‘the free exercise of religion’, including, of course, prayer. Through prayer, faith can be restored. We as a people are called to a greater purpose than ourselves. We are not only a beacon to the world, but we should be servants to each other, to encourage each other, to help each other, to lift up each other-our fellow Americans, that we may
all prosper together.” “We have to act on faith, with the sure knowledge that we are pursuing the right goals and doing the right things.” “We will build a stronger country, by building stronger families. Families are the building blocks of society, of a nation. By turning to faith, we will be the kind of nation, the kind of people God intends us to be.” The video ends with him saying: “I’m Kanye West and I approve this message.” The video is also available on his campaign website, which features merchandise available for purchase, a donation but-

he country has witnessed a spike in stage two and three breast cancer cases owing to delayed screenings and consultations as patients delay hospital visits due to Covid-19, according to a new report on Tuesday. The report from Indraprastha Apollo Hospital in New Delhi found that women seem to be putting their breast health on the backseat by neglecting their screening and visit to physicians owing to the possibility of contracting Covid-19. "Before the Covid 19 pandemic struck we had a minimum of 200 monthly visits by women for the post-operative follow-ups which are vital to monitor the patient' health and progress. Around 400 women used to visit for screening purposes," Ramesh Sarin, Senior Consultant, Surgical Oncology, Indraprastha Apollo Hospitals, said in a statement. However, this number has now seen a sharp decline of 70 per cent
since the lockdown, the hospital said. "In the month of August-September, we have witnessed an increase in patients with late-stage two and three cancer which implies that cancer has progressed in the past six months from a treatable stage one phase to a complex life threatening stage three," Sarin added. Breast cancer is the most common cancer in women worldwide, both in the developed and developing countries. In India, over 1.5 lakh breast cancer patients are diagnosed annually and around 70,000 women succumb to it due to delay in
detection and treatment. It is predicted that by 2026 almost 2.3 lakh women will get breast cancer in India which is the same as in the west. "The older you are the higher the risk for breast cancer. Women in India get breast cancer 10 years earlier than the women in the West," said Sarin. "In India, a minimum of 12 per cent women cancer patients are between the age of 30-40 years and 50 per cent cases between the age group of 40-50 years," he added. Early detection remains the best treatment in breast cancer. It is recommended that women should start having yearly mammography at the age of 40. Women with dense breast tissue should have yearly high-quality breast ultrasound with their mammogram. When breast cancer is detected early then there is a good chance that it could be treated with breast saving surgery, the experts noted. (IANS)
Very low risk to newborns from moms with Covid-19: Study Kangana Ranaut booked by K’taka police over tweet on farmers N

case has been registered against Bollywood actor Kangana Ranaut in Karnataka K Y M C
over her tweet allegedly targeting farmers protesting against contentious central farm laws, police
said on Tuesday. The case was registered by police in Tumakuru district on Monday based on the recent order of a local court. It has been registered under Indian Penal Code (IPC) sections, including 108 (abetment), wanton vilification upon a community (153A) and intentional insult with intent to provoke breach of peace (504), police said. The Tumakuru Judicial Magistrate First Class (JMFC) court had on October 9 directed police to register an FIR on a complaint by lawyer L Ramesh Naik who contended that the September 21 tweet on the actor’s Twitter handle @KanganaTeam had hurt him. People who spread misinformation and rumours about CAA that caused riots are the same people who are now spreading misinformation about farmers bill and causing terror in the nation, they are terrorists. You very well know what I said but simply like to spread misinformation, Ranaut had tweeted. (PTI)
ew research adds to the growing body of evidence that women who have Covid-19 are less likely to pass on the infection to their babies during childbirth if precautions are in place. The findings, published in the journal JAMA Pediatrics, suggest that more extensive measures like separating Covid-19positive mothers from their newborns and avoiding direct breastfeeding may not be warranted. “Our findings should reassure expectant mothers with Covid-19 that basic infection-control measures during and after childbirth-such as wearing a mask and engaging in breast and hand hygiene when holding or breastfeeding a baby-protected newborns from infection in this series,” said study author Cynthia Gyamfi-Bannerman from Columbia University in the US. The researchers examined outcomes in the first 101 newborns born to Covid-19-positive mothers at NewYork-Presbyterian Morgan Stanley Children’s Hospital of NewYork-Presbyterian Allen Hospital. To reduce the risk of
transmitting SARS-CoV-2 to newborns after delivery, hospital staff practised social distancing, wore masks, and placed Covid-positive moms in private rooms. The hospitals provided the mothers with educational materials about Covid-19 and shortened hospital stays for all mothers without complications from delivery. Most of the newborns
roomed with their mothers, including during the first postpartum checkup. Infants who roomed with their moms were placed in protective cribs six feet away from the mothers’ beds when resting. Direct breastfeeding and skin-to-skin contact with babies were strongly encouraged, provided the moms wore masks and washed hands and breasts
with soap and water. “During the pandemic, we continued to do what we normally do to promote bonding and development in healthy newborns, while taking a few extra precautions to minimize the risk of exposure to the virus,” Gyamfi-Bannerman said. Only two of the newborns tested positive for SARS-CoV-2 but had no clinical evidence of ill-
ness. Physicians followed up with about half of the infants, including the two that tested positive for the virus, during the first two weeks of life, and all remained well. A number of pediatric and health organizations have released interim guidelines for pregnant women with SARS-CoV-2, recommending the separation of mothers and newborns during their hospital stay, no direct breastfeeding, and bathing newborns as soon as possible “These recommendations were made in the absence of data on rates of mother-to-newborn SARSCoV-2 transmission and are based on experience with the mother-newborn transmission of other infectious diseases,” said study lead author Dani Dumitriu. “But some of the recommendations conflict with what we know about the developmental benefits of early breastfeeding and skin-to-skin contact. Our study shows that these measures may not be necessary for healthy newborns with Covif-positive moms,” Dumitriu added. (IANS) K Y M C

Army officer completes LehManali bicycle ride in record time
Lt Col Bharat Pannu
Mumbai, Oct 13 (PTI): The 472-km road from Leh to Manali is considered a challenge even for motorists and truck drivers because of the altitude gain and a mercurial weather. Army officer Lt Col Bharat Pannu traversed the route -- one of the highest motorable stretches in the world – in 35 hours and 25 minutes on bicycle two days ago. He is now hoping to enter the record books. Pannu started from Leh on Saturday morning and reached Manali on Sunday night. “The 50-km climb to Tanglang La (5,328 mtrs from sea level) was a killing one, but the sunset over the pass was beautiful. At night, temperature dropped to -12 degrees Celsius,” Col Pannu told PTI on the phone from Chandigarh. According to him, no official speed records were maintained for cyclists on the route, but some cyclists had finished the distance in 49 hours. To set a world speed record K Y M C
was his aim, and officials at Guinness Book had said he should finish within 40 hours. He would now submit the data of his ride for an entry in the record book, said the 37-year-old Col Pannu. During the ride, he climbed five high-altitude passes. There was a hard layer of ice on the road in some places. In some stretches, the condition of the road was poor, he said. He used a thin-tyred `road bike’ which is meant for racing, and it skidded many times on ice, Col Pannu said. He had a crew of eight people supporting him in two cars through the journey, and spent a total of only 90 minutes off the saddle, mostly for changing clothes as per the weather’s requirement. The diet was mostly liquid. Atal Tunnel which was inaugurated a few days ago would have made his ride easier, but on the advice of Guinness Book officials he skirted it and instead climbed the Rohtang Pass. This is another success for him after a podium finish at the virtual edition of the grueling Race Across America in July. But he has little time for rest as he will embark on a 6,000-km ride across the Golden Quadrilateral (Delhi-Kolkata- ChennaiMumbai-Delhi) on Thursday morning, eyeing another world record by finishing it in over 13 days.

for a golden duck. Curran was off to a bright start, smashing Ahmed for the first boundary of the match in the second over. He continued his onslaught on the pacer by hitting him two fours and as many sixes in the fourth over, quickly racing to 31 off 21-balls. But Curran’s time in the middle was brought to an end by Sharma, who went around the wicket to bowl a good length delivery angled into the leg stump. CSK ended the powerplay at 44/2 with both openers back in the dugout. With pacer Sandeep Sharma accounting for both openers in the Powerplay, Watson and Rayudu stitched a valuable 81-run partnership. The duo initially kept the score board ticking with occasional boundaries on a dry but weary surface but upped the ante in the 15th over, hitting Rashid Khan for a six each. Ahmed broke the stand by getting rid of Rayudu, who was caught at long-off by skipper David Warner. Watson soon followed with Natarajan dismissing the Australian. The pacer then went on to claim the wicket of Dhoni as well.
Stefanos Tsitsipas pulls out of St. Petersburg Open New Delhi, Oct 13 (IANS): World number five Stefanos Tsitsipas has pulled out of the St. Petersburg Open -- the main draw of which started on Monday -- due to a leg injury. In a statement on Twitter, Tsitsipas revealed that he picked up the injury during last week’s semi-final clash against Novak Djokovic at the Roland Garros where the Greek lost 6-3, 6-2, 5-7, 4-6, 6-1. “Hey everyone, just wanted to say a big thank you to all my fans around the world who supported my Roland Garros journey over the past couple of weeks. My time in Paris was very positive and gave it my all out there in the
semifinal against Novak,” said Tsitsipas. “Unfortunately I’ve had a minor injury in my leg but I’ve had an MRI and examined it thoroughly. Following my doctor’s feedback, decided to withdraw from St. Petersburg, take a week off and prepare for Vienna. I look forward to playing there, in Paris and in London (just found out | qualified for this year and I’m so pumped to have the opportunity to defend my title there),” he added. Meanwhile, Tsitsipas and 2018 titlist Alexander Zverev have both qualified for the ATP Finals, which will be held at The O2 in London from November 15-22.
a ‘punch’ at ONE: Reign of Dynasties
Mumbai, Oct 13 (IANS) : Rising MMA contender Roshan Mainam of India continued his ascent up the flyweight ladder as he completely dominated top Chinese prospect Liu Peng Shuai at ONE: Reign of Dynasties. Mainam finished Liu within the distance, scoring a rear-naked choke submission at the 2:27 minute mark of round two in a mixed martial arts contest last Friday at an audiencefree, behind closed-doors event broadcast live from Singapore. Following the performance, Mainam said: “I can’t completely describe in words what I’m feeling. From before the fight, until the end of it, I went through what feels like a million emotions. Odisha to sponsor national rugby teams for next 3 years
Bhubaneswar, Oct 13 (IANS): The Odisha government and the Indian Rugby Football Union (IRFU) on Tuesday signed an agreement to sponsor the Indian national rugby teams for the next three years till 2023, and facilitate highperformance training and conditioning of the players. Odisha Sports Director R. Vineel Krishna and IRFU President Maneck Unwala signed the agreement in the presence of state Sports Minister Tusharkanti Behera at the Kalinga Stadium here. The sponsorship will be extended towards training, conditioning and incentivising the Indian national rugby teams (men and women) participating in international events. “This is a significant partnership for us. In recent years, we have seen a steady rise of rugby in terms of popularity and participation, particularly
the participation of young players due to the commendable efforts of Rugby India. And this partnership between the Odisha government and Rugby India will not only help develop the sport of rugby further in Odisha and India, but also support and strengthen the high-performance training of Indian national rugby teams,” said Behera. Odisha, which has produced some famous names in Indian rugby, has been promoting rugby among other sporting disciplines. “This association is a natural fit since our core objective aligns perfectly with the promotion of the sport, which is already gaining grounds in several states. We hope this initiative will help nurture young talent, create a pathway from grassroots to elite and produce more players who can bring laurels to the country,” he said.

After a challenging period, we are delighted to bring Gymnastics back to the Japanese public by welcoming many of our stars to Tokyo and giving them the chance for an innovative competition on
Though the 24-yearold former Indian wrestling champion himself was more than happy with his showing, Mainam knows he could have done even better and vowed to continue working hard to achieve his goals. “Everything seemed to go well. I was trying to find my momentum with the striking, and it was fine. He was strong with hard kicks, but I managed fine. I was never hurt in this fight. I had everything under control. I anticipated all of his attacks. However, I feel I could have taken mount faster than I did,” said Mainam. “I really thank my coach. I was enjoying trading strikes with him, but he
could take all of my heavy shots. So coach gave instructions to take him down. He kept telling me from the corner that I needed to get out of guard to side to mount, and that allowed me to finish. I hit Liu with hard strikes, forcing him to give me his back, which led to the Lion Kill, the RNC. I’m really glad coach was there.” Mainam no doubt put together another impressive performance that will boost him up the rankings of a stacked division. A few more wins under his belt could see him against top opposition soon. If his first two outings for One are anything to go by, the sky is truly the limit for the Indian martial arts star.

Desperate to snap their two-match losing streak, CSK elected to bat. The three-time champions sent young England all-rounder Sam Curran instead of Watson to open the innings with Faf du Plessis. Dubai, Oct 13 (PTI): A desperate Chennai Super Kings dished out an all-round performance to earn a much-needed win as they stay afloat in the race for the IPL Play-offs with a 20-run victory over Sunrisers Hyderabad, here on Tuesday. Shane Watson and Ambati Rayudu shared a 81-run stand to power Chennai Super Kings to 167 for six after electing to bat. CSK skipper Mahendra Singh Dhoni then used seven bowlers, who executed their plans to perfection, to restrict SRH to 147 for eight. With 57 off 39 balls, Kane Williamson was the top scorer for Sunrisers. He hit seven fours to keep his side in hunt but the steep required run-rate made it tough for SRH after the fall of the Kiwi batsman. For CSK, the win, their third of the tournament, comes after two back-to-back losses. They now have six points and are placed sixth in the points table. While Sunrisers remain in the fifth spot. Sunrisers were struck with twin blows in the fourth over with opener David Warner (9) and Mainsh Pandey (4) getting
