developing vaccine delivery system like elections Cautions against complacency in COVID-19 fight NEW DELHI, OCT 17 (PTI): Calling for full preparedness to ensure speedy access to COVID-19 vaccines for every citizen, Prime Minister Narendra Modi on Saturday suggested developing a vaccine delivery system on the lines of conduct of polls and disaster management while involving all levels of government and citizen groups. Chairing a meeting to review the COVID-19 pandemic situation and the preparedness of vaccine delivery, distribution, and administration, the prime minister also noted a steady decline in the daily cases and the growth rate. At the same time, he also cautioned against any complacency at the decline and called for keeping up the efforts to contain the pandemic. He insisted on continued social distancing and COVID-appropriate behaviour such as wearing the mask, regularly wash-
ing hands and sanitation, especially in the wake of upcoming festival season. The meeting was attended by Union Health Minister Harsh Vardhan, Principal Secretary to PM, Member (Health) NITI Aayog, Principal Scientific Advisor, senior scientists, officers of PMO, and officials from various other departments. In a statement, the PMO said three vaccines are in advanced stages of development in India, out of which two are in Phase II and one is in Phase-III. It further said Indian Scientists and research teams are collaborating and strengthening the research capacities in neighbouring countries such as Afghanistan, Bhutan, Bangladesh, Maldives, Mauritius, Nepal and Sri Lanka. governments and all relevant stakeholders have prepared and presented a detailed blueprint of vaccine storage, distribution, and administration. It further said two panIndia studies on the Genome of SARS-CoV2 (COVID-19 virus) in India conducted by ICMR and Department of Biotechnology (DBT) suggest that the virus is genetically stable and there is no major mutation in the virus. There had been concerns in some quarters that any major mutation detected in the novel coronavirus could hinder the development of an effective vaccine. However, some recent global studies have said the vaccines currently being developed for COVID19 should not be affected by recent mutations.

DIMAPUR, OCT 17 (NPN): Nomination papers of eight candidates in the fray for the by-elections scheduled to be held on November 3 has been found valid. Officials informed that the scrutiny of the papers of three candidates for the by-election to the 14 Southern Angami-1 assembly constituency have been found valid. The candidates are-- Medo Yhokha of the NDPP/PDA consensus candidate, NPF nominee Kikovi Kirha and Independent candidate Seyievilie Peter Zashumo. Meanwhile, for the 60 Pungro-Kiphire assembly constituency, the nomination papers of six were scrutinized and found valid. However, one Independent candidate-- Lithriyem Dupongle withdrew from the race. The other five in the fray include-Khaseo Anar of the Congress, Lirimong Sangtam (BJP/PDA consensus candidate) and three Independent candidates-- T Yangseo Sangtam, K Shellumthong and Kiusumew Yimchunger. The scrutiny was conducted in presence of General Observers- S.K. Pradhan (Southern Angami seat) and Dev Raj Dev (Pungro-Kiphire seat) and party agents. The last date for withdrawal of candidatures is October 19.

DIMAPUR, OCT 17 (NPN): In a clear warning that uncontrolled spread of COVID-19 in Nagaland could lead to a shift towards community transmission, the state Health & Family Welfare (H&FW)department has issued this caution in its weekly report. H&FW department in its report on COVID-19 status, released Saturday, has raised the alarm that it had been witnessing “uncontrolled spread” of the virus in closed settings like restaurants, bakery, religious communities etc. According to the department, this has increased the risk of spread in the community, adding “these
NEW DELHI, OCT 17 (PTI): India’s COVID-19 caseload went past 74 lakh, while the number of people who have recuperated from the disease crossed 65 lakh pushing the recovery rate to 87.78 per cent, according to data updated by the Health Ministr y Saturday. The COVID death toll climbed to 1,12,998 with the virus claiming 837 lives in a day, while the infection tally mounted to 74,32,680 with 62,212 new cases being reported, the data updated at 8 am showed. The active cases dropped below eight lakh for the first time in one-and-half months, the ministry said. India stood second behind the US in terms of active cases of COVID-19 as well total caseload, according to Worldometer. It is in the number one position in terms of the number of recovered cases while it is in the third spot in terms of fatalities globally after the US and Brazil. For nine days in a row the active cases remained below nine lakh. There are 7,95,087 active cases of coronavirus infection in the country which comprises 10.70 per cent of the total caseload, while the recoveries have surged to 65,24,595, according to the data.

NEW DELHI, OCT 17 (AGENCIES): Union Home Minister Amit Shah said Saturday that the Indian defence forces are always ready to respond to any form of aggression, days after Chinese President Xi Jinping warned PLA troops to be prepared for war amid ongoing tensions with India in eastern Ladakh. In an inter view to CNN News18, Shah said India will never cede “even an inch” of territory to China. “Every nation is always ready (for war). That’s the purpose of maintaining armies — to respond to any form of aggression. I am not saying this in reference to any particular comments, but India’s defence forces are always ready,” he said. Shah, however, added that militaries of both countries are talking to each other and the diplomatic channels of communication are also open. “I don’t find it pertinent to comment as the country’s home minister. Sputnik V Vaccine to undergo late-stage clinical trials in India HYDERABAD, OCT 17 (AGENCIES): After the Indian drug regulator turned down Dr. Reddy’s Laboratories Ltd’s proposal earlier this month to conduct direct Phase-3 human trials for the Russian Covid-19 vaccine Sputnik V, the company and Russia’s sovereign wealth fund Russian Direct Investment Fund (RDIF) have now received the Drug Control General of India (DCGI) nod to conduct an adaptive Phase 2/3 human clinical trial for the Russian vaccine in India, a TOI report stated. The Phase 2/3 trial will be a multi-center and randomized controlled study, which will include safety and immunogenicity study, Dr Reddy’s and RDIF said without divulging any further details. The approval was given
by the subject expert committee (SEC), that advises the drug regulator on clinical trials as well as drug and vaccine approvals, at its meeting held on Friday. Dr Reddy’s co-chairman and managing director G V Prasad termed it as a significant development that will allow the company to commence the clinical trials for Sputnik V in India. “We are committed to bringing in a safe and efficacious vaccine to combat the pandemic,” he said. RDIF CEO Kirill Dmitrev said that in addition to Indian clinical trials data, RDIF will provide safety and immunogenicity study from the Russian Phase-3 clinical trial as well. “This data will further strengthen the clinical development of Sputnik V vaccine in India,” he said. DIMAPUR: District level committee (DLC) for Nasha Mukt Bharat Abhiyaan (NMBA), Mon held its monthly review meeting at deputy commissioner’s conference hall on October 16, chaired by DC Mon and chairman DLC, Thavaseelan K. A press release by the DC’s office Mon stated that, DC informed the house about the constitution and function of the state level and district level committees, as well as the aims and programmes of the Nasha Mukt Bharat Abhiyaan. Since the constitution of the district committee in the month of August, the committee has initiated various
awareness activities and video lectures. As per the guidelines, Mon district has also identified 26 (twenty six) master volunteers from various fields who will be trained and carrying out various activities of the Abhiyaan across the district. Various IEC materials have also been developed in addition to a theme song for NMBA. Under this campaign, Mon district has also activated a dedicated 24 X 7 Helpline for easy access to information, services and any kind of assistance. DLC is collaborating with the Konyak Baptist Bumeinok Banjum (KBBB) (Apex Konyak Baptist Churches Association) to
form youth clubs in all the villages and towns of the district. The concept of these “Yes to life” clubs is to engage the youths in various positive and constructive activities in an effort to keep them away from substance abuse. The calendar of activities to be undertaken till March 2021 was also placed before the house for discussion and approval. DC further reminded the house that Mon district was one among the only three districts in Nagaland (among 272 districts in India) selected for this campaign, with Dimapur and Kohima as the other two districts in Nagaland.

A press release by the organisers stated that, Hongnaw Konyak used his private vehicle as 24X7 free ambulance service to help many patients (including 48 pregnant women). DGM (RS) IOCL demonstrated how fuel quantity and quality can be checked by every customer and know whether the fuel had any foreign particles or altered. DIMAPUR: In a separate operation the security forces along with police apprehended a cadre of NSCN (KN) near Naga United in Dimapur on October 16. MP urges Centre to raise Edn institutions in Assam to reopen on Nov 2 Mizoram Mizo regiment to guard borders
GUWAHATI, OCT 17 (PTI): Educational institutions in Assam, which have been closed since the lockdown in March, will reopen from November 2 with strict compliance of COVID protocols, Education Minister Himanta Biswa Sarma said on Saturday. Educational institutions will reopen for students from class six to the postgraduate level with certain restrictions in place, he said. Schools will, however, remain closed for students up to class five, he said. Private schools and coaching centres can reopen from November 2 and must follow the COVID regulations. Each of them will have to remain in contact with the health department and periodic testing will be conducted in these institutes, Sarma said. The government has no objection if the private schools want to continue with online classes, the minister said. Joining school will, however, be a voluntary

exercise on the part of the students. Their guardians will take the decision on sending them to school or not, and the necessary attendance required will not be applicable this year, he said. The ‘Unlock 5’ guidelines of the ministry of home affairs have allowed the schools to reopen across the country after October 15 in a graded manner. The decision will, however, be taken by the state governments and the administration of the Union territories. Sarma said the Assam government will not issue any directive regarding the restarting of classes
at the postgraduate level. The university executive council concerned will decide on it and the rules to be followed. The education minister said all government polytechnics and engineering institutions will have “normal face-to-face classes from November 2 but hostels will not reopen”. Those who are unable to attend classes due to lack of hostel facilities can continue with online classes and as such there will be a blend of classroom and online teaching, he said. Undergraduate classes will also begin from November 2 with each section
having not more than 25 students. If the classes are held in halls, the number of students can be proportionately increased. For the first semester students, classes will be held twice a week on Monday and Thursday, for the third on Tuesday, Wednesday and Friday, for the fifth on Tuesday, Wednesday, Friday and Saturday. Classes will be held in two batches in the morning and afternoon. Results are yet to be announced for second and final semesters. As hostels will remain closed, undergraduate students will be allowed to enrol temporarily for a month in a college in their respective home towns and attend classes. The decision regarding reopening of hostels will be taken on December 1, he said. At the school level, classes will be held in twobatches - from 8:30 am to 12:30 pm and the next from 1:30 pmto 4:30 pm with not more than 25 students in each section.

101 Covid cases, 298 recoveries in Meghalaya Correspondent Shillong, Oct 17: Meghalaya registered 298 cases of recovery from COVID-19 infection, taking the number of recoveries to 6,034, even as 101 fresh infections took the active cases to 2, 295 in the State on Saturday. Of the 101 new COVID-19 positive cases, Director Health Services (MI), Dr. Aman War said that 56 were detected in East Khasi Hills district, 30 in West Khasi Hills district, 11 in West Garo Hills district, 2 cases in Ri-Bhoi district and 1 each in South West Garo Hills district and South West Khasi Hills district. With 1,521 active Covid-19 cases, East Khasi Hills, including Shillong is the most affected district in the State. Meanwhile, of the new recoveries registered on Saturday, 223 were from East Khasi Hills district, 55 from Ri-Bhoi district, 18 from West Garo Hills district, and 1 each from East Jaintia Hills district and West Jaintia Hills district, the health official informed. The NSCN also highlighted another incident of an unwarranted arrest by the 19th AR in the morning of October 14 at Jairampur, Changlang district, Arunachal Pradesh where Col. Keewang Deosha of the Naga Army was arrested without any provocation except for being a member of NSCN. Earlier, at around 9 pm on October 9, the 5th AR also raided the residence of a NSCN officer Lt. Col. Among at Signal Angami, Sector A, Dimapu and took pictures of his personal documents including PAN card, Aadhaar card, ATM card and passbook. The same night, another group of the 5th AR raided the NSCN cadres rented house at Signal Angami, Dimapur, the NSCN alleged. The NSCN lamented that the “unyielding AR has become a serious matter of indignation for the Naga people as they continue to show total disregard of the agreed ceasefire ground rules (CFGR).” NSCN (I-M) further stated that it strongly condemns such ‘high-handedness’ of the AR and asked the Cease Fire Monitoring Group (CFMG) to look into the matter with all seriousness to halt the arrest and raiding spree of the AR. The office, in the fitness of maintaining the spirit of ceasefire must act upon to save the situation from going bad and secure the unconditional release of Col. Keewang Deosha, NSCN (I-M) added.

Guwahati, Oct 17 (PTI): All government-run madrassas and Sanskrit tols will be closed in Assam and a notification to this effect will be issued in November, Education Minister Himanta Biswa Sarma said on Saturday. The Madrassa Education Board will be dissolved and all state-run madrassas will be converted into high schools and new admissions will be held for all as regular students, the minister said addressing a press conference here. “The final year students will be allowed to pass out but henceforth all taking admission in these schools will have to study as
regular students,” he said. The Sanskrit tols (institutes) will be handed over to the Kumar Bhaskarvarma Sanskrit University and these will beconverted into centres of learning and research where Indian culture, civilisation and nationalism will be studied, the minister said. “This step has been taken by the government to ensure that students get regular education under the Secondary Education Board of Assam (SEBA),” he said. The examinations of the madrassas and the tols are different with students not appearing for the matriculation examination
conducted by the SEBA, he said. “They are, however, given equivalency with those appearing in the board examinations which is unfair on the regular students,” Sarma added. Asked if the step was taken with an eye on the state elections, which is likely early next year, the minister said, “How can this be an election issue when we are only closing the government-run madrassas and not the private ones.” There are 610 government-run madrassas in Assam with the state spending Rs 260 crore annually, Sarma said.
Speak to Centre on border dispute with Assam: PCP to Mizoram govt Aizawl, Oct 17 (PTI): The People’s Conference Party (PCP) has urged the Mizoram government to speak to the Centre for arranging tripartite talks to settle the decades-old border dispute with Assam. The PCP said that a meeting was held here on Friday to deliberate on the future programmes of the party. At the meeting, the party decided that it will work for the tripartite talks and urged the state government to speak to the Centre so that the long-standing border dispute with Assam is resolved at the earliest. The party also
urged the state government to take steps to ensure that the decision to resettle the displaced Bru people in Tripura’s Zampui area, traditionally inhabited by the Mizos, is withdrawn at the earliest, a statement said. The People’s Conference Party was floated on October 6with the merger of the fourdecades-old Mizoram People’s Conference (MPC) and People’s Representation for Identity and Status of Mizoram (PRISM). The party is headed by Lalhmangaiha Sailo, the son of former Mizoram chief minister and founder of MPC T Sailo.
Examinations will be held only for class eight whichwill be conducted by schools, while board examinations will beheld for those in classes 10 and 12. Students of other classes will be promoted to the next higher class without any examination, Sarma said. The syllabus will be reduced by the State Council of Education, Research and Training and this will be notifiedwithin 15 days, the minister said. Students of lower primary schools in rural areas can go to institutions to get their midday meals and the teachers can engage with them in informal academic discussions, but no classes will be held, he said. The children are currently being provided with dry food and the school authorities can slowly move to cooked meals depending on the situation, the minister said. The decision to reopen residential schools will be taken in December, he added.
AIZAWL, OCT 17 (PTI): Mizoram’s lone Rajya Sabha member K Vanlalvena has urged the Centre to raise a Mizo regiment in the Army or a paramilitary force Mizoram Rifles to guard the state’s international borders with Bangladesh and Myanmar. The lawmaker, who is currently camping in Delhi, has recently met Union Defence Minister Rajnath Singh and urged him to initiate steps in this regard, a statement said on Friday. Vanlalvena said Mizos had resisted British rule and two Mizo chiefs Dokulha Chinzah and Ropuiliani had spent a large part of their lives in prisons. He told Singh that raising an army regiment or a paramilitary force to guard Mizoram’s borders with Bangladesh and Myanmar will not only solve local unemployment issues but also boost national security. “Mizo youths, with their inborn fighting spirit and strong desire to join

The police personnel carried out rallies in different parts of the state, joining government ‘Jan Andolan for COVID-19 Appropriate Behaviour’ initiative to create awareness. The banner under which the police personnel carried out the rallies read ‘Stay Covid Free.’ The rallies were organized in parts of Imphal East, Imphal West, Tengnoupal districts on Saturday which witnessed the participation of health frontline workers. A senior police officer said that the state police have supported the Jan Andolan, a programme of the Central government which was also launched by chief minister N Biren Singh recently. The mass campaign by the police started from October 13 last and has been continuing at various parts of the state. Besides the large number of police personnel, the rallies also witnessed participation of frontline Covid health workers and members of voluntary organisations like Indian Red Cross Society, Manipur state branch and local youth clubs. Imphal West SP K Meghachandra who flagged off the rally in the district today made people aware of the ban imposed on spitting at public places while urging them to observe cough etiquette like covering mouth and nose when coughing or sneezing at public places. Stating that the district police have been conducting mass awareness campaign since October 13, the SP said that the campaign will be continued to reach the nooks and corners of the district. While detaining people for not wearing face masks in public places, failure to maintain social distancing in public places, spitting in public places, etc. to prevent the spread of the contagion, the police also penalised them by imposing fines at a rate fixed by the state government. The drive was intensified a few days ago in the backdrop of ever surge in the COVID-19 positive cases, a senior police officer said. The daily fine collection report of the state police department showed a collection of Rs 93,390 from 551 violators in Saturday’s crackdown across the state. The police have been conducting the drive since March 24 this year, the day the nationwide lockdown to slow the spread of the pandemic in the country came into force. Till date, a total of 85,233 people have been penalised from whom Rs 1,07,93090 have been collected as fines, the police report said. COVID-19 infection situation is worsening in Manipur which is shown by the ever surge in the positive cases.
The state recorded the biggest single-day spike of 426 COVID-19 cases on Saturday pushing the state's virus tally to 15,141. The new cases were from 4,435 tests conducted in the last 24 hours, according to the state health department. The maximum number of the fresh cases was detected from the twin capital districts; 183 from Imphal West and 123 from Imphal East district. The death toll also climbed to 111 with two persons succumbing to the diseases in a span of 24 hours, the data updated at 4 pm showed. A total of 198 patients including 43 CAPF personnel were also discharged on Saturday, taking the recovery tally of the state to 11,443. Taking serious note of the surge in the viral infections, the state government imposed a new strategy –focussed containment plan - with effect from Friday. Under the plan, as many as seven localities in Imphal West district were identified as focussed containment zones and lockdown completely after mapping COVID-19 hotspot areas.

Friendly fight within MDA
A
pparently there is something more than meets the eye in the current friction between the BJP and the NPP, both pre-poll alliance partners of the Meghalaya Democratic Alliance (MDA). The ruling MDA has 41 MLAs, comprising of - NPP (21) UDP (8) PDF (4) BJP (2) HSPDP (2) IND (2), NCP(1) and KHNAM(1). On the other hand the opposition has a 19 MLAs comprising of 19 Congress legislators. The BJP with only two MLAs and one in the cabinet has decided to become the voice against the government. The Congress on the other hand, is still trying to figure out how to not act like a bureaucratic party out of power. BJP has been attacking its major ally, the NPP over alleged corruption in the district councils as well as coal mining scam. First, it exposed the multi crore scams in the three ADCs causing a major embarrassment to the NPP, alleged involvement of James Sangma, brother of Chief Minister, Conrad Sangma and Power minister, in the racket of illegal transportation of coal. The BJP has been upping the ante against NPP over alleged corruption in the implementation of the multicrore special assistance grant to tribal autonomous councils and also coal mining scam. BJP is daring the chief minister to sack his elder brother who had been removed earlier as home minister. The logical step for a coalition partner under a coalition dharma is to take up issues at the coordination committee of the MDA but somehow the BJP has side stepped the committee and chosen to go public. Despite BJP’s outcries over alleged corruption in the MDA government, the chief minister Conrad Sangma appears to have taken let matters lie low. One would have expected Conrad to act swiftly by asking the minister-in-charge to resign but it was not so. The BJP has even threatened to walk out of the MDA government if Conrad Sangma failed to take appropriate action. The ruling MDA coalition’s big partner NPP, apparently unable to stomach BJP’s unending streak of allegations of corruption, has virtually dared the saffron party to “shut up or leave (the coalition)”. Miffed at the unending attacks from BJP, MDA deputy chief minister Prestone Tyngson reminded the saffron party not to keep criticising its own coalition and yet continuing under it. When media persons asked about the relentless demand for a CBI probe, Tynsong said that it was easy for any Tom, Dick and Harry to demand for CBI probe but the government has to follow due process even as he asserted that the Supreme Court while hearing the matter. Such a “shut up or get out” ultimatum from the deputy chief minister should have made BJP respond to show it meant business. However, the BJP chief Ernest Mawrie said such an ultimatum ought to have come from the chief minister and not the deputy chief minister. Observers in Shillong believe that the state BJP with only two MLAs may have been given the go-ahead by the party’s central leaders. Perhaps the BJP wanted to grab the limelight in order to send a political message as District Council polls are due soon. Whether the BJP’s eye on making it big at the MDC polls would pay remains to be seen.

We must go to God as His child, because only a child gets his prayers answered; a “wise” man does not (see Matthew 11:25). Prayer is the battle, and it makes no difference where you are. However God may engineer your circumstances, your duty is to pray. Never allow yourself this thought, “I am of no use where I am,” because you certainly cannot be used where you have not yet been placed. Wherever God has placed you and whatever your circumstances, you should pray, continually offering up prayers to Him. And He promises, “Whatever you ask in My name, that I will do…” (John 14:13). Yet we refuse to pray unless it thrills or excites us, which is the most intense form of spiritual selfishness. We must learn to work according to God’s direction, and He says to pray. “Pray the Lord of the harvest to send out laborers into His harvest” (Matthew 9:38). There is nothing thrilling about a laboring person’s work, but it is the laboring person who makes the ideas of the genius possible. And it is the laboring saint who makes the ideas of his Master possible. When you labor at prayer, from God’s perspective there are always results. What an astonishment it will be to see, once the veil is finally lifted, all the souls that have been reaped by you, simply because you have been in the habit of taking your orders from Jesus Christ.

Core issue evaded in PDA’s consultative meeting
A
lthough it is superfluous to call a consultative meeting on protracted Naga political issue at this juncture when political agreement with both NSCN (IM) and NNPGs has already been signed formally on 3rd August 2015 and 17th November 2017 respectively, the honourable Chief Minister Neiphiu Rio in his wisdom called a meeting. The wide publicity of the proposed meeting was further made a hype by Himanta Biswas Sharma, the Chairman of NEDA by announcing it nationwide that the consultative meeting called by PDA Govt. was the most crucial ever as if then and there the issue will be solved. But for those who knows the sequence of the events of peace process knew that it will turn out to be just a show without touching in depth the core issue and it became so. The consultative meeting sounds so grand to be attended by tall Naga leaders but surprisingly many mass based organizations were not called except the 14 tribal apex body Few hand picked individuals were given time to speak and it became the voice of Naga’s. Starting the meeting with
great fan fare but at the end it became lacklustre, a drama and a flop. The drama of some special invitee , who does not have any hold in Nagaland walk out sulking for not given time (all pre-plan) and some were offended but coaxed back. At the back drop of such high drama, the pre-meeting drafted resolution of PDA government was announced. The seven point resolution was the carbon copy of the resolution of some NPG and other NGOs which was passed some years ago and it is not at all relevant now. We are now in 21st century and at the final stage of Naga solution so PDA Govt. should not bring such obsolete resolution to bring more confusion. Modern day leaders, worth its salt will not pass such irrelevant resolution and take back the Naga issue to the square one. What we need to discuss and decide now is the competencies of the two negotiating parties. It should be noted that at no point of time neither NSCN-IM nor NNPGs sought the opinion or views of the Naga people not have they obtain the consent of the people in framing the competencies. These were done
without the knowledge and consent of the people even though their political future would be determined by the agreement. We may however, presume that whatever competencies they had framed would be in the best interest of the people. Factually and politically speaking all our exercises during the one and half month period is nothing but exercise in a vacuum. Even the 15th Oct meeting was without any tangible subject. The government led by Rio is the only mandated by the people of Nagaland to lead the people; legal and constitutional authority vested now only in the elected government. It is therefore obligatory on the part of the government as representative of the people of Nagaland to explain in detail the content of the agreement. Strangely enough there is no unity even among the legislators on the Naga political issue. They are indulging in partisan approach in this very important political issue. Partisan approach to the problem shall only confuse the people. Secondly the state government had not circulated the competencies to all representative of differ-
ent organizations who were invited to the meeting. Without knowing and studying the points of agreement how can members express their views or opinion. Darling deliberation and discussion of individual opinion did not have any bearing on the present accord. Let us now examine the important features of the Framework Agreement of 3rd August 2015, which was published recently in all the local papers, so that we shall know where we stand. 1. When Atal Vajpai visited Kohima as PM, in his press conference stated that he recognized uniqueness of Naga history. This was part of a diplomatic language from the mouth of a politician. From thence an NPG converted this phrase as a political parlance. The same phrase appeared in the Framework Agreement. This recognition had been inserted explicitly in the constitution of India article 371 A. This is a very special provision for Nagaland only. 2. It is absolutely clear that neither Naga sovereignty nor integration of Naga areas appears in the FA. So when they speak about sovereignty

or many of us who had attended this “Consultative meeting” on the 15th of October 2020, it was rather disappointing to read a one sided predetermined news coverage of the event the following day. It was obvious from the word go that the Government had intended to doctor the entire episode to suit its whims and fancies by setting a restrictive guideline on participatory confidentiality...down to the extent of disallowing the press fraternity from entering the meeting venue. This kind of unfortunate restriction stifles the very spirit and purpose of consultation where, efforts ought to have been made to spread the level of awareness to the people at large with the honest points of view being exchanged by such a multispectrum representatives in attendance...instead of concealing the factual proceedings that even the Fourth Estate allowed itself to willingly be used. At this stage of a desperately compromised system overall, let me focus on the issue that needs to be highlighted. It may be bluntly stated that the presence of the 14 Tribal Hohos constituted the very presence of all the Tribes living within the boundary of the State of Nagaland as the backbone of this ‘consultative meeting’... while not trying in any way to undermine the other “tribal offspring” NGOs, Civil Societies and responsible personalities present in the meeting. They (14 Tribal Hohos) submitted a concise memorandum expressing their common endorsed concerns that: while it was their ardent desire that the Indo-Naga negotiation should be brought to a closure at the earliest, it was equally an important matter that the substantive issues contained in the “competency clauses” be made known to the stakeholders before...underline BEFORE... it is enacted. This, to my mind, is the eye of the storm...in fact a TSUNAMI...that could devastate the State of Nagaland all over again in the post solution scenario IF THE VOICE OF THE 14 TRIBAL HOHOS GOES UNHEEDED! In this regard I am very tempted to candidly say that both the British and the Indian Colonists hardly acknowledged or respected the true existence of the Nagas as an equal human race...preferring to dictate terms of their own, devoid of natural courtesy to even consult the Naga “savages” about their future...(in the distant and the recent past). The heartless negligence that was perpetuated by the Colonial British was sustained by an equally indifferent Indian Colonist in the aftermath of its own independence...preferring to sustain the default line of their earlier alien master. This is the unpardonable reason why our very own Naga families are still living within the geographical boundaries of Manipur, Arunachal Pradesh, Assam and Mynmar. But for the current analysis...it is equally obvious that the Nagas no longer want their land
to become the killing field all over again...as has been emphasised in the resolutions that have been adopted in this consultative meeting. The term “inclusive” can have several connotations including “integration of all the Naga territories”...but most of all it also reflects the implicit desire of the stakeholders wanting a final solution that is enacted by all the Factions in unison. Lasting solution would however just be a wishful thinking if the final settlement is enacted with one group without the other. It would not take a rocket scientist to conclude that Nagaland will become a killing field all over again and the common man most of all will helplessly suffer the consequences of it all in the crossfire...for no fault of theirs. This would be the most unwanted and unfortunate impending reality foreseeable. The consultative meeting has therefore, covered the general bases as best it could... but failed to acknowledge the most critical aspect of the final reality which was reflected by the 14 Tribal Hohos of Nagaland and the Senior Citizens Association of Nagaland. The Naga people do generally believe that all the National Workers, be it the 7 NNPG (working committee) or the NSCN (IM) would have the best interest of the Nagas at heart in their negotiation with the GoI. However, when issues such as the “Pan Naga Hoho, eyeing Intangki national reserve forest as its intended HQs” peeks out from within the “Competency Clauses” of the NSCN (IM), it has generated a very sharp negative resentment and suspicion. In his official interaction with the Tribal Hohos and other NGOs/ Civil Societies, on the 18th October 2019, at Japfu Hotel conference hall, Shri. R.N. Ravi, Interlocutor Governor of Nagaland had confirmed that the NSCN (IM) was demanding that Pan Naga Hoho be created as a “statutory cultural body” with an advisory role capability and that it should independently be funded by GoI. When questioned as to how two statutory bodies...Pan Naga Hoho and the Elected Government...could coexist within the same given system... the explanation given by him at that time was that Pan Naga Hoho would be a “Statutory Body” by virtue of its creation through an Act of Parliament. In as far as the advisory role of Pan Naga Hoho was concerned, he explained that it would be akin to any other NGOs advising the Government but that the Government would have the liberty to accept or reject such an advice. However here too, it appears that the NSCN (IM) has since shifted their original goal post and now wants Pan Naga Hoho to have a mandatory role rather than an advisory one that would supersede the statutory authority of an elected government in power... be it in Nagaland, Manipur Arunachal Pradesh or Assam. One issue come out sharply: That the GoI was not particularly averse to creating Pan Naga Hoho
through an Act of Parliament with an advisory role...perhaps not a mandatory one. This brings us to the crucial question as to whether Indian Parliament can enact an ACT of creating a “purely cultural body” called the Pan Naga Hoho in contravention of Article 371A. Indian Parliament has no jurisdiction on the subjects of Custom, Tradition and Culture concerning the Nagas as validated by Article 371A. This is entirely a State subject matter and should be left undefiled. GoI ought to be aware of this fact and ought not to even broach the subject matter at all...knowing well that such an Act on their part would severely impair the already shaken spirit of trust in the Indian system. Then there is the question of Intangki Reserve Forest being targeted by the NSCN (IM) to establish this Pan Naga Hoho HQ. The Nagas of Nagaland have not been shouldering the excruciating burden of taxation for all these years like beasts of burden in the name of selfdetermination and instead lose control over the property that we already have under our possession. Nagas of Nagaland will not be prepared to accept such an arrangement emerging out of the so-called solution where the opinions of stakeholders have been totally ignored. Finally, the fact that the 14 Tribal Hoho representatives had walked out of the meeting hall when the NMA and the NSF were given the podium time...speaks volumes. Both these organizations had made their points of view that there can be no solution without the issue of Flag and Yehzabo being addressed by the GoI. Since this issue had been raised during the consultative meeting without any pointed discussion on the subject there remains an extremely uncomfortable question on the “Yehzabo” itself that begs for answers. Is NSCN (IM) intending to impose their present Communist Yehzabo on the Naga populace? For instance Part V Article 1. of their present Yezahbo on the subject of LAND AND FOREST states: (Quote): “all the land and forests that may be made mention of by the Government shall be nationalised” (Unquote); Such a Yehzabo will never be accepted lying down by all the villages, communities or individuals within the State of Nagaland. This is without doubt a recipe for civil war. Confusion and lack of clarity abound without an effort of honest sharing by those who represent the stakeholders. In an atmosphere of suspicion it is difficult to forge unity of purpose. Therefore the stand taken by the 14 Tribal Hohos and the Senior Citizens Association of Nagaland should not be lightly ignored in the greatest interest of all concerned. Let the stakeholder know first what is being sought for before inking the final settlement...if the ultimate objective is for “lasting peace”. Khekiye K. Sema IAS (Rtd), Dimapur

The state can no doubt independently execute the subject in the state list. 3. Both side recognized the imperative contemporary political realities. Recognizing these political realities, both sovereignty and integration were dropped from the agreement. And an alternative political agreement is said to have been incorporated in the agreement i.e formation of Regional Autonomous Territorial Council of Naga areas of Manipur and Arunachal. 4. Another very important imperative of a sovereign country are it’s national Flag and Constitution. These are the attribute of a sovereign country and not otherwise. But in the case of Nagaland, we have already buried both sovereignty as well as integration on the altar of Framework Agreement on 3rd August 2015. A dead person do not require neither attire nor shelter. Hence, the

he Naga Nation has been observing October 18 every year ever since the martyrdom of the renown Naga National Leader ZasibitoNagi in 1952, and a Naga Martyrs Day in grateful acknowledgement of all Her sons and daughters who had paid the supreme sacrifice in defence of Her Sovereignty. This year happens to be the 69th and the Naga National Council hereby pay the most heartfelt honoured tributes to each and every martyred soul in profound solemn reverence. May the God of all comforts most abundantly bless all the near and dear ones of the departed with peace and solace; and the Naga Nation with much invigorating blessings. There had indeed, been plenty of pleasant years when this Day was most solemnly observed as one closely knitted entity. But most regrettably, of late, after the unfortunate fragmentation some groups are said to be not observing this sacred occasion in befitting manner. Ka!, allow me to most rudely awaken you all; where do you think we the present National functionaries would be, had not our pioneering forerunners sacrificed their very best – even up to shedding their life blood? In the good old days of perfect unity, our loyalty

Indulgence in talking about something fanciful and mirage just to mesmerise the public should be stopped. The state government should now start initiate preparation of resettlement of NPGs and respective state should take care of their own cadres. We have been carrying the load of others for too long. Enough is enough. Naga political struggle was to preserve and protect native land. For this cause thousands of lives were sacrificed. Our struggle was not to give our land to others. Hence all tribes of Nagaland must stand solidly to defend Intangki National park at all cost. Before I conclude, I would like to question Mr. Rio whether he is for flag and separate constitution for Nagas or would like to conclude without it. he well organised consultative meeting on Naga political issue was called by the Government of Nagaland on 15/10/20 at the State Banquet Hall, Chief Minister’s Residential Complex, Kohima where various political parties, public organisation, church leaders including all the prominent leaders and intellectuals attended the meeting for a virtual discussion as an array of hope for early Naga political solution. However, it was observed that the meeting was completely overshadowed by the inclination of the higher authority to deny what is right and go with the majority instead of doing the right thing, in the name of democracy thus far. The meeting continued upto 4:00 Pm and finally landed at a 7-point resolution which includes the No.6 resolution as fol-
lows, “quote-unquote” Appealed to the negotiating groups to come together under a spirit of oneness, mutual trust and understanding with sincerity and commitment towards achieving “One Solution for One People as early as possible”, which means it indicates another fresh delaying tactics to continue the same situation and the same environment for the lowest strata of population in Nagaland. In the end, the rich will become richer and the poor will become poorer, as is the ground reality classification of class in Nagaland. In other words, the people who are enjoying high status, positions will continue, but many without any welfare, facilities, and those unemployed youths even with having the same qualifications in their respective discipline/ academic will suffer. In
such a situation we need to go for a firm resolution where we can even fix the duration, date, month, year for the final resolution. Otherwise the matter will go on indefinitely, because nobody knows, only God knows when all the factions will be able to unite together, and under what banner, “one solution for one people” will take place? The word ‘as early as possible’ is only an illusion and obscure. The resolution itself is more or less a negative approach and there is as such no seriousness as per the present context of Naga Political Solution. How long will such a situation continue in Nagaland? The more we talk about integration and unity, the more disintegration and disunity will take place in our Holy land. Y. L. We see so many organisations and the department in Nagaland doing all they can to spread awareness on mental health, but do we the public, especially the educated, truly understand what it is and do we embrace families, relatives and friends who are battling with mental disorders? The stigma often prevents people from seeking treatment, which isolates them even more and worsen the conditions. As a Christian state, we must talk more about mental health, especially the church. Farm laws: Farmers protest in Punjab
PHAGWARA, OCT 17 (PTI): Farmers under banners of different organisations held protests across Punjab and burnt effigies of Prime Minister Narendra Modi as they accused the BJP-led government at the Centre of maintaining a “stubborn attitude” towards the agitators’ demand of revoking the newly enacted farm laws. The opposition parties have been protesting the three farm sector laws, alleging these are “antifarmer measures” and will “destroy” the agriculture sector. The government has, however, asserted the new laws will free farmers from the clutches of middleman and allow them to sell their produce anywhere they want at a remunerative price. On Saturday, protests were held at many places, including in Phagwara, Muktsar, Amritsar, Patiala and Bathinda which led to a disruption of vehicular traffic. IMA scam case: CBI files supplementary chargesheet NEW DELHI, OCT 17 (PTI): The CBI has filed a supplementary charge sheet in Rs 4,000-crore I-Monetary Advisory (IMA) scam case against 28 accused, including senior IPS officers Inspector Gener Hemant Nimbalkar and DCP-ranked Ajay Hilori, officials said Saturday. In its supplementary charge sheet filed at a Bengaluru special court, the CBI has also named as accused IMA managing director Mansoor Khan in the case and the then assistant commissioner, Bengaluru North Sub Division, LC Nagaraj among others, the official said. Besides, then deputy superintendent of police (CID) EB Sridhara, inspector and station house officer of the Commercial Street Police Station M Ramesh and sub-inspector of the station P Gowrishankar have also been listed as accused. Sridhara was the inquiry officer and Nimbalkar was the supervisory officer as inspector general in the
enquiry done by CID EOW into activities of IMA group entities, the sources said. The CBI has alleged in the supplementary charge sheet that Karnataka government revenue officials along with police officials of Bengaluru had closed the enquiries and verifications conducted by them into the complaints and information received by IMA. “It was further alleged that the accused did not take necessary action under the law, including KPIDFE Act 2004 and instead had given a clean chit and recommended closure of the complaints stating that the said private company had not indulged in any illegal acts. It was also alleged that the illegal activities of the said company had continued unabated and several thousands of investors had lost crore of rupees,” CBI spokesperson RK Gaur said. Nagaraj also enquired into the affairs of IMA and gave a clean chit without conducting a proper probe.

Satnam Singh Sahni said, “We have been agitating against these farm laws for the last three months. But the Centre has turned a deaf ear to our demands.” Refuting re por ts about fissure among agitating farmer bodies, he asserted that they were all united in their fight against the “anti-farmer” laws. Another farmer leader Manjit Singh Rai said, “If PM Modi shows sincerity in the matter and himself intervenes and invites the
agitating farmers, we will go for such parleys.” In Ludhiana, a group of agitating farmers demonstrated outside a hotel at Ferozepur road when a meeting of the Punjab BJP led by its state unit chief Ashwani Sharma was in progress. The protesters raised slogans against the Centre and demanded the withdrawal of three farm reform laws. Over the past several days, farmers have been blocking rail tracks, laid siege to toll plazas, fuel pumps, shopping malls and staged sit-ins outside the residences of several BJP leaders in the state. Rail traffic has been disrupted and in turn, coal supply for thermal power plants have been impacted by the farmers’ agitation. The far mers have been demanding that the three farm laws passed by Parliament recently be repealed. They have expressed apprehension that the new laws will pave a way for the dismantling of the minimum support price system, leaving them at the “mercy” of big corporates.
Robbers loot Rs 31.55 lakh from cash van in Jaipur
JAIPUR, OCT 17 (PTI): Two security guards of a private bank were injured after unidentified assailants opened fire on them before looting Rs 31.55 lakh from a cash collection van here on Saturday, police said. The incident took place in Mansarovar area here, they said. The four assailants, who came in a luxury car, opened fire on the security guards of the bank. Two guards were injured in the firing, said SHO, Shipra Path police station, Khaleel Ahmed Khilji. He said the bank guards also fired at the assailants. The rear windshield of the assailants’ car was broken in the firing. Khilji said the injured guards were rushed to a nearby private hospital for treatment and their condition is stable. The robbers managed to flee with Rs 31.55 lakh from the cash van which was parked outside the bank, the police said. Additional Police Commissioner Ajay Pal Lamba and other senior police officials reached the spot to take stock of the situation.

NABINAGAR/DINARA (BIHAR), OCT 17 (PTI): Taking a swipe at his bete noire Lalu Prasad, Chief Minister Nitish Kumar on Saturday said during 15 years of RJD rule in Bihar except for anointing wife on the chief miniterial chair did the government do anything for the upliftment of women. He took an apparent dig at the young opposition leadership in the polls, without taking any names, saying that “those even having no knowledge of alphabets of politic are making statements against me day and night to gain publicity”. “Let them take publicity, I don’t bother because I believe in working and not making speeches for the sake of publicity,” he said addressing rallies in Nabinagar in Aurangabad and Dinara in the neighbouring Rohtas district. Though he did not take any name, the message seems directed at RJD’s Tejashwi Yadav and LJP chief Chirag Paswan who are making all-out attack on Kumar. Prasad spent long time in prison and in his absence Rabri Devi continued to hold CM post. Her chief ministerial tenure even exceeds that of Prasad’s seven years. Nitish Kumar as leader of the NDA had thrown the RJD out of power in November 2005 and since then he is at the helm of the state affairs. Like in the past, Kumar, who has been declared the NDA face in the polls, kept his focus on the RJD which is spearheading Grand Alliance and continued to attack his main political rival Lalu Prasad, spending time in Ranchi jail after conviction in four cases of fodder scam. Kumar is keeping his campaign narrative around “15 years vs 15 years”, appealing voters to compare performance of the NDA and the RJD regimes that spent an equal amount of 15 years.
Gujjars in Raj threaten stir over reservation issue BJP leader shot dead in UP
JAIPUR, OCT 17 (PTI): Gujjar leader Kirori Singh Bainsla on Saturday demanded the Rajasthan government to fulfil the past promises regarding reservation to the community, failing which an agitation will be launched from November 1. Bainsla had last year spearheaded the Gujjar agitations in the state over their demand of five per cent quota in jobs and educational institutions. The Gujjar leader had on Saturday called a mahapanchayat at Malarna Dungar in Sawai Madhopur district to hold discussions with the community members on pending demands like recruitment on backlog
posts. “Some of our demands are still pending with the state government. We have held several meetings and the government always assures action on fulfilling the demands, but there is no result. If the demands are not met, there will be an agitation from November 1. We want peace and what we deserve,” Bainsla said at the mahapanchayat. His son Vijay Bainsla said recruitment on backlog posts was one of the several pending demands. The Centre should also get the reservation to Gujjars under the ninth schedule of the Constitution, he demanded. Meanwhile, IAS officer Neeraj K Pawan met the Gujjar leaders to resolve the
matter. He said the state government has fulfilled all the demands of the community. Solutions are being found to fulfil some of the remaining small demands, which are pending due to technical issues, the officer said. Congress state president Govind Singh Dotasra said the community leaders should talk to the 25 BJP MPs to get the reservation included in the ninth schedule of the Constitution as it has to be done by the Centre. On the other hand, BJP state president Satish Poonia accused the Congress-led state government of creating confusion in the matter due to which the Gujjars were planning to hit the streets
again for their demands. \He alleged that the government was running away from its responsibility by attacking the BJP. “ T h e g o ve r n m e n t should take responsibility and maintain the law and order situation of the state by taking appropriate steps,” Poonia added. The Rajasthan assembly had last year passed a bill giving 5 per cent quota in government jobs and educational institutes to the Gujjars and four other communities.

NEW DELHI, OCT 17 (AGENCIES): IndiGo will charge a passenger Rs 100 service fee if he or she wants to check-in at the airport counters from Saturday onwards, the airline said in a statement. The aviation ministry in May had made it mandatory for passengers to do web check-in so as to reduce touchpoints at the airport amid the coronavirus pandemic. Once web check-in is done, the online boarding pass is issued by the airline to the passenger. “We encourage all passengers to web check-in as per the Government directive, using our website or mobile app. The check-in fee at the airport counters is applicable on all bookings made, starting from today i.e. October 17, 2020,” it noted.
Punjab and Haryana have recorded more incidents of stubble burning this season so far compared to last year, largely due to early harvesting of paddy and unavailability of farm labour due to the coronavirus pandemic, officials said on Saturday. According to the Punjab Pollution Control Board, the state has recorded 4,585 farm fires this season so far compared to 1,631 such incidents during the corresponding period last year. Haryana has also recorded an increase in farm fires -- from around 1,200 incidents till October 16 last year to 2,016 this year. The Central Pollution Control Board (CPCB) had on Friday said meteorological conditions in Delhi have been “extremely unfavourable” for dispersion of pollutants since this September as compared to last year.

NEW DELHI, OCT 17 (PTI/IANS): External Affairs Minister S Jaishankar on Saturday said peace and tranquillity along the Line of Actual Control(LAC) is “deeply disturbed” and this is obviously impacting the overall relationship between India and China. Jaishankar made these c o m m ents a g a inst the backdrop of the over fivemonth-long border standoff between India and China in eastern Ladakh where each side has deployed over 50,000 troops. The Sino-India boundary question a very “complicated” and difficult issue, he said at a webinar on his book ‘The India Way’, giving a historical perspective to development of the relationship between the two neighbouring countries in the last three decades. The external affairs minister said the relationship between India and China, which was “very difficult”, was normalised since late 1980s through a plethora of initiatives like trade, travel, tourism, and societal activities on the premise of peace and tranquillity along the border.

NEW DELHI, OCT 17 (PTI): The national capital’s air quality was recorded in the “poor” category on Saturday and the share of stubble burning in the city’s PM2.5 pollution stood at 19 per cent, according to a central government agency. The share of stubble burning was 18 per cent on Friday, around one per cent on Wednesday and around 3 per cent on Tuesday, Monday and Sunday. The city recorded a 24-hour average air quality index (AQI) of 286. It was 239 on Friday and 315 on Thursday, the worst since February 12 when the AQI was 320. An AQI between 0 and 50 is considered ‘good’, 51 and 100 ‘satisfactory’, 101 and 200 ‘moderate’, 201 and 300 ‘poor’, 301 and 400 ‘very poor’, and 401 and 500 ‘severe’. Winds were blowing from the northwest, bringing pollutants from farm fires, according to an India Meteorological Department official. Armenian missile killed 13, NZ’s Ardern wins 2nd term in landslide wounded over 50: Azerbaijan
AUCKLAND, OCT 17 (AP): New Zealand Prime Minister Jacinda Ardern won a second term in office on Saturday in an election landslide of historic proportions. With most votes counted, Ardern’s liberal Labour Party was winning 49% of the vote compared to 27% for its main challenger, the conservative National Party. Labour was on target to win an outright majority of the seats in Parliament, something that hasn’t happened since New Zealand implemented a proportional voting system 24 years ago. Typically, parties must form alliances to govern, but this time Ardern and Labour can go it alone. In a victory speech in front of hundreds of cheering supporters in Auckland, Ardern said her party had gotten more support from New Zealanders that at any time in at least 50 years. “This has not been an ordinary election, and it’s not an ordinary time,” she said. “It’s been full of uncertainty and anxiety, and we set out to be an antidote to that.” Ardern promised not to take her new supporters for granted and to govern for all New Zealanders. “We are living in an in-

She moved quickly to pass new laws banning the deadliest types of semi-

In late March this year, when only about 100 people had tested positive for COVID-19, Ardern and her health officials put New Zealand into a strict lockdown with a motto of “Go hard and go early.” She shut the borders and outlined an ambitious goal of eliminating the virus entirely rather than just trying to control its spread. With New Zealand having the advantage of being an isolated island nation, the strategy worked. The country eliminated community transmission for 102 days before a new cluster was discovered in August in Auckland. Ardern swiftly imposed a second lockdown in Auckland and the new outbreak faded away. The only new cases found recently have been among returning travelers, who are in quarantine. The Auckland outbreak also prompted Ardern to postpone the election by a month and helped increase the early voter turnout. The National Party’s leader, Judith Collins, is a former lawyer. She served as a minister when National was in power and prides herself on a blunt, no-nonsense approach, a contrast to Ardern’s empathetic style. Collins, 61, was
promising sweeping tax cuts in response to the economic downturn caused by the virus. In a speech to her supporters in Auckland, Collins said she’d called Ardern to congratulate her. “It is an outstanding result for the Labour Party,” Collins said. “It has been a tough campaign.” Collins promised that the party would be back to fight another day. The election also saw Deputy Prime Minister Winston Peters and his small New Zealand First party voted out. The libertarian ACT Party increased its support to 8% and the Green Party won 7.5% of the votes. Labour Minister David Parker said it was a landslide win for his party. “It’s a tremendous accolade first and foremost to the prime minister, but also to the wider Labour team and the Labour movement,” he said. In the election, voters also had a say on two contentious social issues — whether to legalize marijuana and euthanasia. Polls taken before the election indicated the euthanasia referendum was likely to pass while the outcome of the marijuana vote remained uncertain. The results of both referendums will be announced October 30.
BAKU (AZERBAIJAN), OCT 17 (AP): Azerbaijan on Saturday accused Armenia of striking its secondlargest city with a ballistic missile that killed at least 13 civilians and wounded 50 others in a new escalation of their conflict over NagornoKarabakh. The Armenian Defence Ministry denied launching the strike, but the separatist authorities in NagornoKarabakh put out a statement listing alleged “legitimate” military facilities in the city of Ganja, although they stopped short of claiming responsibility for the attack. Azerbaijani officials said the Soviet-made Scud missile destroyed or damaged about 20 residential buildings in Ganja overnight, and emergency workers spent hours searching in the rubble for victims and survivors. Scud missiles date back to the 1960s and carry a big load of explosives but are known for their lack of precision. In a televised address to the nation, Azerbaijan’s president, Ilham Aliyev, denounced the missile strike as a war crime and warned the leadership of Armenia

HONG KONG, OCT 17 (AP): The Standing Committee of China’s congress on Saturday passed amendments to a law that will criminalise the intentional insulting of the national flag and emblem, after anti-government protesters in Hong Kong last year desecrated the Chinese flag. According to the newly amended National Flag and National Emblem Law, which will take effect on January 1, those who intentionally burn, mutilate, paint, deface or trample the flag and emblem in public will be investigated for criminal responsibility. The law also states that that national flag must not be discarded, displayed upside down or used in any manner that impairs the dignity of the flag. The revised law will also apply to offices in Hong Kong and Macao that are set up by the central government. The amendments to the law were proposed after anti-government protesters in Hong Kong last year trampled on the Chinese flag, prompting an outcry in China. At least three protesters in Hong Kong were sentenced for desecrating the Chinese flag last year.

Sharjah/ Dubai, Oct 17 (PTI): Spared by the fielders a number of times, opener Shikhar Dhawan (101) hit his maiden IPL hundred while Axar Patel pulled off three sixes in the final over as Delhi Capitals moved to the top of the table with a tense five-wicket win over Chennai Super Kings, here on Saturday. The 36-year-old Gul, who played his last match for Pakistan -- an ODI -- in 2016, featured for Balochistan team in the National T20 Cup, which ends on Sunday. His side lost against Southern Punjab
(Pakistan) in Rawalpindi on Friday to be out of reckoning for the semifinals. “With a very heavy heart and after a lot of thinking, i have decided to bid farewell to all formats of cricket after this National T20 Cup,� the 36-year-old wrote on his Twitter handle. “I have always played for Pakistan with all my heart and 100% of hardwork. Cricket is and will
always be my love and passion but all good things have to come to an end,� he added. The Peshawar-born Gul made his international debut in an ODI in 2003. He played his first Test that year itself. Everton came from behind twice to maintain their unbeaten start to the Premier League in a Merseyside derby thriller as Liverpool were denied a stoppage-time winner by the video assistant referee. Sadio Mane put the visitors ahead in the third minute but they were furious soon afterwards when a wild challenge by Everton keeper Jordan Pickford on Virgil van Dijk, committed after an offside decision, saw the defender having to go off injured with VAR failing to review the tackle. Everton, who had
won their previous seven games in all competitions, equalised swiftly at Goodison Park when Michael Keane headed in a corner from the outstanding James Rodriguez. Liverpool, with Thiago Alcantara at the heart of everything, were back in front with 18 minutes left when Mohamed Salah volleyed in Yerry Mina’s poor clearance to set up a frantic finale, with only Pickford’s magnificent save from Joel Matip’s header keeping Everton in the hunt.
