‘50% Indians may have Covid by Feb’
NEW DELHI, OCT 19 (AGENCIES/PTI): At least half of the country’s 1.3 billion people are likely to have been infected with the new coronavirus by next February, helping slow the spread of the disease, a member of a central government committee tasked with providing projections said on Monday. India has so far reported 7.55 million cases of the coronavirus and is second only to the United States in terms of total infections. But COVID-19 infections are decreasing after a peak in mid-September, with 61,390 new cases reported on average each day, according to a Reuters tally. “Our mathematical model estimates that around 30% of the population is currently infected and it could go up to 50% by February,” Manindra Agrawal, a professor at the Indian Institute for Technology in Kanpur and a committee member, told Reuters. The committee’s estimate for the current spread of the virus is much higher than the central government’s serological surveys,
which showed that only around 14% of the population had been infected, as of September. But Agrawal said serological surveys might not be able to get sampling absolutely correct because of the sheer size of the population that they were surveying. Instead, the committee of virologists, scientists and other experts, whose report was made public on Sunday, has relied on a mathematical model. “We have evolved a new model which explicitly takes into account unreported cases, so we can divide infected people into two categories – reported cases and infections that do not get reported,” Agrawal said. The committee warned that their projections would not hold up if precautions were not followed, and cases could spike by up to 2.6 million infections in a single month. Experts have warned that infections could rise in the country as the holiday season nears, with celebrations for the festivals of Durga Puja and Diwali due this month and in midNovember, respectively.

Prime Minister Narendra Modi on Monday said India is now at the forefront of vaccine development for COVID-19 and that some of the vaccine candidates are in advanced stages of the trial. Asserting that future will be shaped by societies that invest in science and innovation, Modi, in his virtual keynote address at the Grand Challenges Annual Meeting, cited India’s handling of COVID-19 to state that the country’s scientific institutions are its “greatest assets” and have done “wonders” in tackling the disease. With India’s experience and research talent, the country will be at “the centre of global healthcare effort” and will want to help other nations, he said, noting that more than 60 per cent of vaccines used for global immunisation programmes are produced here. India has proven capacity for producing quality medicines and vaccine at low cost, he said. Speaking of the country’s efforts for immunisa-

tion of its citizens against COVID-19, he said India is already working on putting a robust vaccine delivery system in place and its digitized network, along with the new digital health ID, will be used to ensure its success. “Today, we are seeing a decline in the number of daily cases and the growth rate of cases. India has one of the highest recovery rates of 88 per cent,” Modi said. “In India, we have a strong and vibrant scientific community. We also have very good scientific institutions. They have been India’s greatest assets, especially during the last several few months, while fighting COVID-19. From containment to capacity building, they have achieved wonders,” he added.

CAA to be implemented soon: Nadda SILIGURI (WB), OCT 19 (PTI): BJP president JP Nadda Monday asserted that the Citizenship Amendment Act (CAA) will soon be implemented in the country and cited the ongoing coronavirus pandemic as the reason for its delay. “Due to Covid-19 pandemic, implementation of CAA go delayed. But as the situation is slowing improving, work has started and rules are now being framed. Further, out of 7953 positive cases, the distribution across various categories of people include 3536 from the armed forces/ police, 1607 returnees, 2423

DIMAPUR, OCT 19 (NPN): Even as Nagaland continues to reel under the impact of COVID-19 pandemic-induced lockdown, parents/guardians of students of some institutions complained that some institutions continue to charge regular fees including hostel fee, despite being closed for months following the lockdown. Speaking to this Reporter, parents of students of some institutions, alleged they were asked to pay regular fees despite closure of hostels since lockdown. One parent said they had lodged several complaints with school authorities for being asked to pay hostel dues. However, it was alleged that parents still had to pay hostel fees despite closured of institutions since the past five to six months.
Another parent said they were asked to pay the hostel fee for three instalments in a year. The parent said the particular institution eventually agreed to a 40% concession but sought payment for the remaining 60% fee. Another parent, who paid the fee on October 2, alleged that despite the institution having remained closed for months, parents still had to pay fees for library, medical, hostel fee, electric charges etc. The parent opined that even if some fee was to be paid at least there should have been exemptions on hostel fee, library fee, electricity fee, medical fees etc. It was the same complaint even from a parent of a college student. During his video conference with chief secretaries of the two states, Union Home Secretary Ajay Kumar Bhalla urged the state governments to restore normalcy and resolve all their issues amicably, a government official said. Bhalla has also spoken to the chief ministers of both the states. The chief ministers of Assam and Mizoram, Sarbananda Sonowal and Zoramthanga, also discussed the issue and agreed to work for bringing peace in the violence-hit area. Sonowal also briefed Prime Minister Narendra Modi and Home Minister Amit Shah and apprised them of the steps taken to restore peace along the Assam-Mizoram border. The prime minister asked the chief minister to take appropriate steps to
improve the situation at the inter-state border. Mizoram is presently locked in tensions on two of its state borders-- with Assam and Tripura, due to concerns ranging from illegal immigrants to the proposed construction of a temple. While the latter dispute appears to be winding down, the former continues to simmer. Dispute with Assam: Mizoram’s dispute with Assam appears to be the more serious one at present, and violence has been reported from the region in the recent past. On Saturday evening, at least four people were injured and several temporary shops and huts were burnt, according to an article in The Indian Express. The violence took place at the Vairengte border village in Mizoram’s Kolasib district. The National Highway 306 passes through the village, linking the state
to Assam. Kolasib district deputy commissioner H Lalthlangliana was quoted as saying by PTI that a large number of Vairengte residents assembled when some people from Assam, armed with sticks and dao, pelted stones at a group near the autorickshaw stand on the outskirts of the village. Dispute with Tripura: The dispute between Mizoram and Tripura is over the village of Phuldungsai, which both states claim as part of their territory. The immediate flashpoint was a proposal by a Bru organisation from Tripura to construct a temple there. According to The Print, Mizoram government in a letter on October 9 asked the Tripura administration to stop construction and “community work” by the tribal body, claiming these can result in law & order problems in the disputed area. Naga woman receives prestigious award DIMAPUR: The prestigious Dr Panchanan Mitra Award for 2019 was awarded to Dr I. Anungla Aier, former director, Higher Education (HE) and former principal of Kohima Science College (KSC), Jotsoma, by the Asiatic Society Kolkata (ASK). According to DIPR report, in March 2012, the department of Anthropology, Kohima Science College, Jotsoma and the Asiatic Society jointly organized a national seminar during which Dr I. Anungla Aier played a central key role. The presentations of the seminar papers were published in a special edition of the prestigious Asiatic journal. Dr I. Anungla Aier is known for her contribution to anthropology of North East India. The award is given in recognition of her whole research in cultural studies and prolific writings on issues of gender, development and cultural heritage. The Asiatic Society established in 1784 by John Williams is an autonomous body under the ministry of Culture, India. With centuries of quality research works, it is a treasure house of knowledge and past history of the Asiatic region.

DIMAPUR: The second phase of biannual national deworming day was observed in Nagaland on October 19, targeting children within age group of 1-19 years. Longleng: District Health Society (DHS) Longleng commemorated the day at community hall, Bhumnyu village. A press release by
CMO office Longleng, stated while delivering keynote address, DPO (RCH/ UIP), Dr Imnameren Phom spoke on the importance of deworming. He spoke on health benefits of deworming and that it improved a child’s immunity which in turn protects him/her from chronic illnesses caused by worms.
He said that it also improve concentration, increases nutritional uptakes and controls infection such as anaemia, loose bowels etc. Dr Imnameren Phom explained in detail about roundworm and hookworm cycle, and how to prevent worm infestation. He encouraged everyone to wash their hands
properly before eating anything after using toilet, to keep their nails short as much as possible to prevent further infections, to cover fruits and vegetables and to keep their surroundings clean. DIMAPUR: Assam Rifles has been conducting various activities under its civic action programme in the state for the welfare of the people. Tuensang Battalion: Tuensang Battalion of Assam Rifles organised free medical camp at Changsha village, Mon on October 15. According to PRO HQ IGAR (N), the aim of medical camp was to provide medical assistance to the villagers especially the old, handicapped, orphaned and women who were unable to go to the hospitals which are located at far distances. The importance of timely vaccination, personal hygiene and sanitation was also discussed. 28 males, 30 females
and 14 children benefitted from the camp. Kiphire Battalion: Kiphire Battalion assisted in the modernisation administrative process of the Kiphire District GB Association (KDGBA) office by providing a personal computer with complete accessories and peripherals on October 9. Medical checkup and lectures on various career opportunities for the youths were conducted. Locals were encouraged to strictly abide by the COVID19 protocols for own safety and their loved ones. A total of 47 youths attended and 140 villagers benefitted from the medical camp.

As the patient needed hospitalisation, she was immediately evacuated to District Hospital, Noklak. Chieswema Battalion: Chieswema battalion provided six coffee pulping machines. According to PRO HQ IGAR (N) the machines were provided to potential coffee farmers from Tsiesama Basa, Gariphema, Nerhema, Touphema and Rusoma villages respectively. This would reduce time and effort for processing coffee beans and enhance profit margin of the farmers.

PAN calls for introspection of Naga political history DIMAPUR, OCT 19 (NPN): People’s Army of Nagaland (PAN) has called upon all Nagas to profoundly introspect and recollect their political history at this crucial juncture that could lead them to make better choices out of contemporary realities. In a statement, PAN’s ‘lt. gen.’ Niki Sumi recollected that Nagas went to foreign lands united to help in the war efforts during World War I, which culminated in the formation of Naga Club and the subsequent submission of political memorandum to Simon commission as a single unified Naga nation. Again, he said Nagas as a unified nation stood up to the tyranny of Nazis along with Allied forces in World War II that consequently led to the formation of NNC, which as a unified Naga political group with God’s endowment of wisdom and foresight declared Naga Independence a day before Indian Inde-
pendence. But sadly with the e m e r ge n c e o f I n d i a n Union, Niki alleged that “neo colonialism reared its ugly perfected archaic policy of divide and rule and thus the Indian government sowed seeds of division among the Nagas, the very imperial British policy they so detested and vehemently protested against.” He accused the Indian government of openly pitching one tribe against the other on numerous occasions at the most crucial moment of political talks, adding that the divisive ploy of propping up one tribe against the rest have always been a consistent Indian policy and cited the “16 Point Agreement with Ao leadership, 6 round of talks with Sema leadership and the Shillong Accord with Angami leadership.” Niki regretted that Nagas have yet again “succumbed to the Indian gov-
ernment’s divide and rule policy by dancing to their tune by sidelining NSCN (I-M)’s demand for yehzabo and flag, which are worth more than the servile acceptance of other Naga political groups’ demand for a piecemeal monetary solution to a political issue.” He lamented that the Nagas have consciously or unconsciously encouraged tribalism among themselves. “It’s a factual irony that despite our knowledge about all facts of history, yet we are so obstinate and complacent that we are trying to repeat the ills of our own history, rather than discernibly learning from it and progressing towards our sacred goal of a sovereign Nagaland for Christ. It’s high time for all Nagas to carefully tread these tumultuous political times and do right by sovereign political rights of all Naga inhabited areas,” he added.

According to DIPR report, general observer Dev Raj Dev highlighted a brief about the Model Code of Conduct (MMC). He stated that MCC was guidance for all the political parties and was a set of norms which has been evolved with the consensus of political parties who have consented to abide by the principles embodied in the said code. He added that it also binds them to respect and observe it in letter and spirit. He said MCC was enforced from the date of announcement of election schedule by the Election Commission and was operational till the process of elections was completed. Addressing a virtual meeting with officials of British High Commission, he invited the British government and the private sector for exploiting the huge business potential in the northeast. “India and the UK, the two vibrant democracies, enjoy a mutually rewarding business relationship and can work together in exploring and exploiting new opportunities in the northeastern region,” said Singh, the Minister of State for Personnel. He said new paradigms will emerge postCOVID, with a potential for new breakthroughs in economy, trade, scientific research and several other diverse areas in the northeast region and it will be a win-win proposition for both India and the UK. Chief Minister Conrad K Sangma, who heads the MDA government, hit out at his alliance partner for going to the media on the alleged illegal transportation of coal and embezzlement of central funds in Garo Hills Autonomous District Council and Jaintia Hills Autonomous District Council and maintained that if the party was “not happy”, it could leave the coalition. On the other hand, BJP legislator Sanbor Shullai on Monday also wrote to his State party president, stating that the issue of building an alliance lies with central leaders and that the decision to withdraw from an alliance also lies with central leaders. Shullai urged Mawrie to restrain from making repetitive press statements which are projecting the govern-
ment of which it is a part in poor light and rather discuss all issues at “appropriate and accepted” forum. “In politics, commitment given to coalition partners is very important. We respect the sentiments of our coalition partners, so there is no question of thinking that we are in a better position or somebody else is not,” Sangma, told reporters. The BJP has been accusing the NPP of its alleged involvement in “corruption” and had even filed an FIR with the CBI on the misappropriation of central funds in the GHADC and JHADC. According to the personnel ministry statement, British officials have greatly appreciated the handicrafts, fruits, vegetables and spices in the northeastern states and expressed their willingness to brand them and sell the same in global market. Singh said, in the last six years, the northeastern region had made up for several lapses of the past because for the first time it received equal attention on par with the other regions of the country under the leadership of Prime Minister Narendra Modi. “This has not only instilled confidence among the people but also raised the capacity to engage with other parts of India as well as the countries across the eastern borders at different levels,” he added.
Security forces deny NSCN (I-M) allegation
DIMAPUR, OCT 19 (NPN): Security forces have denied allegations of brutality and high-handedness towards Naga people levelled by NSCN (I-M) and its appeal to Cease Fire Monitoring Group (CFMG) to look into the matter with all seriousness to halt the arrest and raiding spree of Assam Rifles. Stating that the group’s claim that action against it meant towards Naga people could not be farther from the truth, defence PRO Lt Col Sumit K Sharma in a press release asserted that security forces have never apprehended any innocent civilian and acted only against cadres of insurgent groups indulging in activities in contravention of ceasefire ground rules. Regarding the operation on October 9, the PRO clarified that a joint operation was carried out with the police, based on complaints from public regarding presence of armed military wing cadres of NSCN (IM) in Signal Angami area of Dimapur in violation of the ceasefire ground rules. Therefore, it was in the
interest of public safety after verifying the inputs that the forces completed the operation and obtained a no-objection certificate, he claimed. Referring to the October 12 incident at Maram in Manipur’s Senapati district, Sharma said the local battalion prevented a group of nine NSCN (I-M) cadres from carrying out “forceful illegal taxation” from transporters near Don Bosco School. However, he claimed that NSCN (I-M)’s Lt Kennedy attempted to hit one Assam Rifles personnel who was performing his duty and jumped into the bush, thereby preventing security forces from carrying out their duties under statutory powers. But despite this, the PRO said the troops exercised maximum restraint and prevented the situation from escalating by apprehending the individual and handing him over to Senapati Police. He said local civil society organisations gave an undertaking that the NSCN (I-M) cadre was medically fit, while the cadre promised to the security forces not to indulge in such illegal taxation in the future.

Manipur’s COVID19 cases are rising rapidly. Fresh infections now exceed 300 a day in the last few days. On Monday, 315 fresh cases were confirmed out of 2,054 samples in the last 24 hours, as per daily reports of the state health department, taking the state’s total infection tally to 15,778. The chief minister was talking to reporters on the sideline of the 222nd death anniversary observation of King Rajarshi Bhagyachandra (1748–1799) who ruled the then Manipur kingdom in 18th century. On the advice of the experts, the state government was considering the reimposition of the lockdown. However, as per Centre’s guidelines, the state cannot take a unilateral decision in this regard. The state has sought advice from the Union ministry of health and family welfare, he added.
At the same time, he said “Although, lockdown had slowed down spread of the disease up to a large extent, it had affected the economy as well.” As such, many countries have adopted strict compliance of SOPs as the only effective measure to restrict the positivity rate, he added. The chief minister said that in Manipur, people were seemingly less bothered about following the SOPs. The situation in the past few days was quite alarming. The state government has identified the areas and the pockets, severely affected by the contagion. He informed that total lockdowns would be imposed in these areas to prevent further spread. He then urged local youth clubs and other voluntary organisations to get involved in the government’s efforts of fighting the virus. At the obser vance held at Shri Shri Govindaji Temple, Palace Compound, Imphal East, the chief minister led the people in paying floral tribute to the portrait of the King.
Mizoram bans production and sale of bottled correction fluids
Correspondent DIPHU OCT 19: In action against drugs smuggling, the Karbi Anglong Police on Sunday seized a massive delivery of drugs along the inter-state frontiers vicinity, Lahorijan over National Highway-36. The seized heroin is anticipated to cost around Rs. 21 crore in the intercontinental market. Based on intelligence input concerning the presence of illegal import of drugs in the shipping vehicles, the Dillai police personnel intercepted the Guwahati-bound truck on the highway. After a methodical examination, the police team pulled out six containers holding over three kilograms of heroin from a cancelled chamber of the truck. In this connection, driver Rame Gurung and his co-worker Bhim Gurung have been taken into custody. Police have informed that both are inhabitants of Manipur state. AIZAWL, OCT 19 (PTI): The Mizoram government on Monday banned production and sale of bottled correction fluids as well as bottled thinners of any chemical substances. The order follows the notification of Union Ministry of Health and Family Welfare, which directed states to take measures for imposition of a ban on production and sale of bottled correction fluids and thinners. The government order said that the substances are reportedly being widely misused by youth and school children as intoxication by inhaling the material to get drug-like stimulating effects. The order which will
be enforced by state Excise and Narcotics department and will be monitored by Food and Drugs Administration Wing of the health department. It said that a ban is imposed on production and of sale of bottled correction fluids as well as bottled thinners of any chemical composition both for ink erasing purposes as well as for use as nail polish removers and similar other purposes. Sale of the substances is permitted for use as ink eraser, nail removers and other similar purposes in the form of pens or similar devices which allow limited amounts of the chemicals to come out of those devices when used, the order said.

Late on Sunday evening Western Mizoram’s Mamit district administration revoked the prohibitory order under section 144 Cr Pc that was clamped in Phuldungsei, Zampui and Zomuantlang villages on Friday in view of the commotion caused after proposed construction of a temple in the Tripura territory by an indigenous organisation. Tripura Home Department’s Additional Secretary Anindya Kumar Bhattacharjee in his October 17 strongly-worded letter to Mizoram Home Department’s Deputy Secretary David H. Lalthangliana said that the Mamit District Magistrate erroneously included some Tripura territory too when he promulgated the prohibitory orders in the Mizoram bordering areas. nities and strategic locations of Phuldungsei.” “There is an apprehension of a break of law and order, communal clashes as there is an ensuing boundary disputes between Tripura and Mizoram in the area and Phuldungsei village council has objected to the plan,” the October 16 letter said. Bru Songrongma Mtho Vice-President Babujoy Reang said that the makeshift temple exists since 1943 at the Phuldungsei village and the Lusai (Mizo), who are Christians, demolished it and set up a Christian cross in 2013 and were continuously preventing the temple priest Mangaljoy Reang, 68, from doing worshiping. “I have communicated the matter to the leaders of VHP (Vishva Hindu Parishad) and RSS (Rashtriya Swayamsevak Sangh) and they would take up the matter with the Tripura government and appropriate authority. “We had intended to do some rituals on October 19 and 20. But following the order of the administrations we have cancelled these,” he told IANS over phone. Tripura and Mizoram share 109-km inter-state mountainous borders.

Another two persons filed their nomination papers for contesting the bypoll from Singhat AC of Churachandpur district. In Thoubal district, Moirangthem Hemanta Singh filed nomination as Indian National Congress candidate and Sarangthem Manaobi as Independent candidate for Wangjing-Tentha AC. Both the candidates submitted their nomination papers to the Returning Officer on Monday. Govt to procure 1500 addl video conferencing licences
NEW DELHI, OCT 19 (PTI): As courts continue to hear cases virtually amid COVID-19, the government has initiated the process of procuring 1500 additional video conferencing licences at an approximate cost of Rs nine crore for providing the facility for high courts and district courts, a senior functionary said. From the day the nationwide lockdown was imposed to check the spread of coronavirus till the end of September, high courts and district courts across India have heard over 26 lakh cases virtually, according to data collated by the Union Law Ministry. Between March 24 and September 31, the 25 high courts of the country collectively heard 68,8318 cases via video conferencing. The nearly 19,000 district courts heard 1933492 cases virtually in the period, according to the Department of Justice in the Law Ministry. The total number of cases heard via video by both the high courts and the district courts comes to 2621810. Now, the government has initiated the process of procuring 1500 additional
video conferencing licences at an approximate cost of Rs nine crore for providing video conferencing facility for high courts and district courts, the senior functionary said. Such licences are required for legal and extended use of the video conference facility software, the functionary pointed out. During the recentlyheld Aatmanirbhar app challenge, a few video conference applications were shortlisted. Once the apps are tested for use by a large group of say 150 people or more, and are successful, the government may switch over to indigenous technology for video conferencing, the official said adding the Department of Justice will be among the biggest beneficiaries. Underlining that digital justice is cheaper and faster besides addressing locational and economic handicaps, recently the Parliamentary Standing Committee on Law and Justice and Personnel had pitched for continuation of virtual courts even after the COVID-19 pandemic gets over.
Customs restrained from arresting Sivasankar till Oct 23 KOCHI, OCT 19 (PTI): The Kerala High Court on Monday restrained the Customs, probing the Kerala gold smuggling case, from arresting M Sivasankar, suspended IAS officer and former principal secretary to the Chief Minister, till October 23. The Court directed the Customs (Preventive) Commissionerate to file its counter on his anticipatory bail plea by October 23. In his petition, Sivasankar submitted that Customs officials, who arrived at his residence in Thiruvananthapuram on Friday last, to serve notice on him to appear before the probe team, took him along with them and as chest pain developed and at the instance of the officers, they rushed him to a nearby hospital in their car. He said he was totally exhausted due to the constant and continued travel from Thiruvananthapuram to Kochi to attend the questioning of the agency on various days. Sivasankar, currently hospitalised in Thiruvananthapuram, said he was questioned by different agencies for more than 90 hours and even after prolonged questioning, none of the investigating agencies implicated him as an accused. He alleged that the attempt of the investigating agency was to sabotage the process of law and choose a date that is Friday evening to arrest him.
“A request has also been received from the PLA about the whereabouts of the missing soldier. As per established protocols, he will be returned back to Chinese officials at the Chushul– Moldo meeting point after completion of formalities,” the Army said. Sources said the PLA soldier has been kept at an Army formation and he
was interrogated on how he crossed over to the Indian side. In Beijing, state-run Global times quoted sources close to the matter as saying China and India are currently communicating on the issue and the two sides are moving towards a solution. The incident will not cause new conflicts in the border areas, and solving the
matter will also signal new progress in the bilateral negotiations, the sources said. The incident occurred at a time when India and China are preparing to hold another round of Corps Commander-level military talks later this week with a focus on carrying forward their discussions on the disengagement process in Eastern Ladakh. The two sides have so far held seven rounds of high-level military talks on the border faceoff. The seventh round of talks was held on October 12. There was no breakthrough on the disengagement of troops from the friction points so far. India has all along been maintaining that the onus is on China to carry forward the process of disengagement and de-escalation at the friction points in the mountainous region. Following the sixth round of military talks, the two sides had announced a slew of decisions including not to send more troops to the frontline, refrain from unilaterally changing the situation on the ground and avoid taking any actions that may further complicate matters.
NEW DELHI, OCT 19 (PTI): A decision on Haj 2021 will be taken after the Saudi Arabian government’s final call on the pilgrimage and the national as well as international COVID-19 guidelines will have to be kept in mind to ensure the well-being of the pilgrims, Minority Affairs Minister Mukhtar Abbas Naqvi said on Monday. While chairing a Haj review meeting here, Naqvi said Haj 2021 is scheduled for June-July and the Haj Committee of India as well as other Indian agencies will formally announce the application process and other related preparations for the pilgrimage after a decision is taken by the Saudi Arabian government. He said the final decision regarding Haj 2021 will be taken in due course, keeping in view the necessary guidelines to be issued by the governments of Saudi Arabia and India in view of the coronavirus pandemic to ensure the health and well-being of people. guidelines, including those related to the accommodation, transport, health and other facilities both in India and Saudi Arabia, Naqvi said. He said the health and well-being of the pilgrims is of utmost priority for the government in the wake of the pandemic. The Indian agencies will ensure the necessary arrangements in this regard and the government as well as the Haj committee have started the preparations to ensure a good health and
well-being of the pilgrims, the minister said. Due to a 100-per cent digitisation of the Haj process in India, Rs 2,100 crore have been returned through the direct bank transfer (DBT) mode, without any deduction, to 1,23,000 people after the cancellation of Haj 2020 due to the pandemic, Naqvi said. The Saudi Arabian government has also returned about Rs 100 crore for transportation, he added.
Durga Puja pandals in West Bengal to be no-entry zones for visitors: HC KO L K ATA , O C T 1 9 (AGENCIES): Amid fears of a surge in Covid-19 cases in West Bengal, the Calcutta High Court on Monday said Durga Puja pandals would be no-entry zones for visitors. Hearing a PIL by Ajay Kumar, the High Court said revelers would not be allowed within a five-metre distance for small pandals and 10 metre for big pandals and directed organisers to erect barricades at their entrance. Only organisers or committee members would be allowed inside the pandals, the HC ordered, limiting the number to 25 for big pandals and 15 for the smaller ones. A list of names of organisers will have to be put up outside pandals and only they can enter for puja-related work. The HC also asked each puja committee to submit a blueprint on crowd management. There are over 37,000 puja
committees in West Bengal, including 3000 in Kolkata. The court was of the view that there were not enough policemen in Kolkata and in the districts to manage the crowd during puja. “The court said no visitors will be allowed to enter into the pandals. Only some people from puja organisers will be allowed an entry. The police will have to ensure that such measures are maintained,” said counsel Bikash Ranjan Bhattacharya, who appeared on behalf of the petitioner. The order comes days after the High Court directed Durga Puja organisers to spend 75 per cent of the Rs 50,000 grant given by the Mamata Banerjee government on the procurement of Covid-19 protection equipment like sanitisers and masks while the rest of the amount must be spent on strengthening public-police bonding. NEW DELHI, OCT 19 (PTI): A Chinese soldier was apprehended by the Indian Army in the Demchok sector of Eastern Ladakh on Monday after he had “strayed” across the Line of Actual Control (LAC), an incident that comes amid a massive deployment of troops by the two militaries in the region following the border standoff. The Indian Army said the soldier, a Corporal in the Chinese People’s Liberation Army (PLA), has been identified as Wang Ya Long and he will be returned to the Chinese military at the Chushul-Moldo border point after completion of formalities. Government sources said it may take a couple of days to send the soldier back. “A PLA soldier identified as Corporal Wang Ya Long was apprehended in the Demchok sector of Eastern Ladakh on October 19 after he had strayed across the LAC,” the Army said in a statement. A Chinese corporal is equivalent to a Naik in the Indian Army. “The PLA soldier has been provided medical assistance including oxygen,

Can’t hide any longer
n the nine months of the pandemic in India since March, the government has consistently denied any community transmission, pointing out that the World Health Organisation has not given out a specific definition for the same, and that what India had been seeing are ‘localised outbreaks’ and ‘clusters’. On October 18, Union Health Minister Harsh Vardhan had to finally admit that India is in the community transmission stage. The admission comes after months of denial. This is the first time that the health minister has acknowledged the community transmission. He however put a rider, by suggesting that it was limited only to certain districts and states. Vardhan’s admission came against the backdrop of West Bengal’s Chief Minister Mamata Banerjee’s admission on October 17, that the community transmission of Covid-19 has started in the state. It may also be recalled that in July, the Ministry of Health and Family Welfare had released a guidance document which had inadvertently revealed that community transmission happened in India as early as April. The document was later taken down from the website of the union health ministry. As per the ICMR The health ministry’s Indian Council of Medical Research(ICMR) has released a Sero Survey, where the number of COVID-19 cases as on May 15 was recorded at around 85,000. Later, while citing results of its serological survey, the ICMR on September 11 said 64 lakh Indians had been already infected by COVID-19 by May. On a damage control, against the backdrop of contradictory figures projected by eminent scientists, the ICMR explained later that these cases were undiagnosed and the patients had developed antibodies against the novel coronavirus. The ICMR was forced to accept that its COVID-19 figures were way off target as on May 15 and instead of 85,000 cases it admitted that the figure should have been 60 lakh cases or more. Muddled statistics are routinely invoked to reassure the public that all is well: the Ministry of Health recently boasted, for instance, that COVID19 recoveries had “crossed the historic peak of 1.5 million”- a meaningless achievement since COVID19 has a recovery rate of more than 99 percent in India. Even in Nagaland, there appears to be disinclination in admitting that the problem has worsened. On October 18, the state Health & Family Welfare department, in its weekly report released Saturday, has half-admitted that if COVID-19 continued in an “uncontrolled spread” this could result in a shift from the current Stage 2 (local transmission) to stage 3 (community transmission).Even during July when there were spikes in new COVID-19 cases, most reportedly from outside the quarantine facilities where a few thousand returnees were housed; various organisations claimed that community transmission has already taken place in Nagaland. This suspicion was based on information that many who were tested positive for COVID-19 did not have travel history nor contact with persons infected with COVID-19. However, the state health and family welfare department, probably taking its cue from ICMR dismissed the assessment by reiterating that there was only local community transmission. Now that the union health and family welfare minister has let the cat out of the bag, perhaps the state government will take serious note that it has been leading the people down the garden path.

You have no idea of where or how God is going to engineer your future circumstances, and no knowledge of what stress and strain is going to be placed on you either at home or abroad. And if you waste your time in overactivity, instead of being immersed in the great fundamental truths of God’s redemption, then you will snap when the stress and strain do come. But if this time of soaking before God is being spent in getting rooted and grounded in Him, which may appear to be impractical, then you will remain true to Him whatever happens.

Socialism in successfully fighting COVID-19 pandemic C ountries more successful in curbing COVID-19 are welfare states, ruled by left-ofcentre parties. There is a lesson here. A plea has been filed before the Supreme Court, seeking to remove the words “socialist” and “secular” from the Preamble of the Constitution. But despite a persistent erosion over the last couple of decades, both principles were central to the type of republic our political forefathers had imagined. With the embrace of neoliberal policies in the Nineties, socialism was pushed aside. With the ongoing pandemic, however, socialism has become relevant not only for India but also the world. As the world grapples to find a vaccine for COVID-19, a closer inspection of the backwash of the pandemic reveals that socialist ideals have turned out to be a lifesaver. This needs further corroboration and evaluation. In the neoliberal world, hardly any country can be bracketed as a purely socialist nation. Countries which provide socialised medicine are the ones which have evolved the model of what is
called a welfare state — the closest cousin of yesteryear’s socialist state. The COVID-19 pandemic has exposed the vulnerability of governments, healthcare models and political ideologies. It is thus important to see which countries have done better in this pandemic both in terms of COVID-related morbidity and mortality and the political ideology which governs them. It is no rocket science to imagine that those nations with good health infrastructure would do better during a pandemic. Having said this, the response and outcome parameters of the pandemic have not shown such simple trends. Besides healthcare management, it also involves political response and will. The conceptualisation and application of a good public health system, which is an important component of any form of socialism, appears to have had a better outcome during the current pandemic. Capitalist systems with privatised healthcare have fared the worst, despite a good health infrastructure
in terms of the availability of state-of-art healthcare technology. The US is a classic example of the latter. In terms of good response to the ongoing pandemic, one country which stands out in the Australasia region is New Zealand. With around 1,757 cases and a low death rate of 4.56 per million cases, New Zealand has one of the best COVID-19 figures in the world. The country is at present governed by the Labour party, which has left-of-centre leanings. The total expenditure on health as a percentage of the GDP for New Zealand is around 11 per cent. For India, despite having “socialism” in its Preamble, the figure is a dismal one per cent. Most European nations that have performed well in the current pandemic are thorough welfare states with socialist tilts or left coalitions in power. Germany had a rapid outburst of the pandemic but was able to contain deaths very quickly. Till date, Germany reported a total of 2,47,000 cases with a death rate of 108 per million cases. Ger-
many’s total expenditure on health is about 11 per cent of its GDP and this is about one per cent more than the average spent by other countries of the European Union on health. Portugal, which has had a coalition left-wing government for the last few years, has contained the pandemic well. Its democratically-planned lockdown was eased off earlier than many other European countries. It had a total of around 58,000 cases with 1,827 deaths. This was in stark contrast to next-door neighbour Spain, which was devastated by the virus causing 4,80,000 cases and 29,194 deaths. Portugal’s total expenditure on health is 9.5 per cent of its GDP. Yet another European nation which has done well in tackling the pandemic is Iceland, with a total of 2,121 cases and 10 deaths. Interestingly, Icelanders voted for a majority left-wing government in the general elections in 2017. Even among the Latin American countries, those who spend more on health have performed better than those who are prudent in

Till today, Christians remember Jesus’ last words and continues to inspire many people to sacrifice their lives for justice. We want to hear and know the last words of loved ones when they pass away. My dad’s last words were “Take me to the village.” The last word of George Floyd was “I can’t breathe” (the experience of many indigenous people and Dalits for centuries). One of my friends told me that during the last Nagaland state election, a person after drinking an excessive amount of alcohol decided to ride his motorcycle. Since he was struggling to keep his balance, his friends told him that they would take him home. To their surprise, he threatened them saying ‘who are you? I will beat you!’ Then, he abruptly rode away. Within a few minutes, he returned to his friends and shouted at them again “Who are you? What do you want to tell me?” Then he left them again. After riding for a few meters, he lost control of his motorcycle, hit a rock, and in an instant, died on the spot where he fell. For him, “Who are you? What do you want to tell me?” were his last words. Mahatma Gandhi’s last words were “Hey Ram”. Saddam Hussein’s last words were “Down with the traitors, the Americans, the spies and the Persians”. Some of the last words we often hear are: “O Jesus” or “Oh my God”, “I do not want to die now, but I cannot endure the pain anymore. I am going”, “Thank you, all of you”, “I love you. See you in heaven”, “I will miss you forever”, “Love each other”, and “Take care of your mother”. The last words are always remembered! Rest in Peace After a person’s passing, the community always arranges a solemn funeral service, after which the coffin is carried to the graveyard for burial, and the procession is led by the Pastor, relatives, church members, neighbours, villagers, and friends, accompanied with flowers, singing, praying, and consoling of the loved ones. After the last prayer, the body is buried by the community in the grave with much honour and respect. The last rite, though tearful, is the most memorable moment. In silence, the loved ones say, “May the soul rest in eternal peace.” Leaving the World without the Last Words It is painful to leave the world without saying the last word. We can say that the greatest blessing to loved ones is the last words. Many people have died without being able to say their last blessings to their loved ones. In 2001, 20,085 people died in the Gujarat earthquake without being able to convey
their last words; 2,27,898 people were swept away into the ocean by a super tsunami in the Indian Ocean in 2004; Cyclone Nargis killed 1,38,373 people in Myanmar in 2007; the 2011 tsunami killed 18,500 people in Japan, and 8,964 people were killed in the earthquake that shook Nepal in 2015. Many people have died in air crashes, fires, vehicle accidents, flooding, and mining tragedies all over the world. They struggled alone and died without being able to convey any last words. Millions of people have been killed during countless wars, including the First and Second World Wars. Not taking into account the genocide committed against the indigenous people and millions of innocent people killed during the slave trade, conflicts, and wars have killed hundreds of thousands in Vietnam, the Middle East, Kenya, Congo, Sri Lanka, Nepal, India, Korea, China, Cambodia, Taiwan, and many other countries, without having the opportunity to say their last word to their loved ones. Also, many pandemics such as HIV & AIDS, TB, and hunger continue to kill millions of people around the world. When I was writing this article, 1,031,309 (2nd September) people had died across the globe due to the novel coronavirus. Almost all the deceased must have left the world without saying their last words to their loved ones; they were kept in an isolation ward, loved ones were not allowed to come near, and friends, neighbours, church members, and relatives were not allowed to attend the funeral service. Some dead bodies lying unclaimed for days in the hospital, on the railway platforms, and in public places. We have also seen the poor people carrying the dead in cycle rickshaws due to the nonavailability of ambulance services. The dead bodies covered in black plastic bags dumped in trucks and thrown into deep pits and in other places, dead bodies buried in lanes without name tags. While some were buried in mass graves, others were not allowed to be buried in public cemeteries for fear of the possibility that the virus would spread even through the soil. Those family members and people who helped in burying the dead bodies were discriminated against and isolated. Numerous people have died and will continue to die as thousands are in sickbeds unbeknownst of their future. Countless family members, church members, and friends have no words except to watch silently from a distance. Indeed, it is one of the darkest hours that humanity is facing in history. People who
died of Covid-19 must have cried alone, “My God, My God, why have you forsaken me?” with a painful heart. When they were dying, family members and friends could not be with them, but God was there. Those Palestinians, chased from home for the past 70 years, the Syrians in refugee camps, the Yemenis and Kurds displaced from their villages, and many stranded migrant workers in different cities are all pleading “My God, My God, why have you forsaken me?” God is the only hope. Jesus’ Last Words in Jerusalem The Jews thought that Jerusalem was the only holy place on earth; they believed that no one can encounter God outside of Jerusalem; it is the center of the world and it is from here that God will rule the world forever. In this magnificent city, numerous wise people, wealthy people, and religious leaders resided. The Ten Commandment of Moses was kept there and the King, Pharisees, and Sadducees were there to rule, teach, and interpret the laws. The people were proud of the prodigious city of Jerusalem and the great Temple built by King Solomon. But in this city, Jesus was betrayed, caught, beaten, tortured, and hanged on a cross. Jesus was taken to the outskirts of Jerusalem and crucified. On the Cross, Jesus cried out, “My God, my God why have you forsaken me?” Jesus cried in pain because the city was ruled by power mongers, money worshipers, and dishonest people. This city was full of violence because of arrogance and selfishness. Today, nations spend vast sums of money on security and defense – against whom? No numbers of arms amassed are of use against Covid-19, a stark reality check to us all! It is as if Covid-19 is telling us “Against me, you do not have the power to defend yourselves”. Now, we have all started crying, “My God, my God, why have you forsaken me?” The Covid-19 is challenging us to choose life, protect life but not destruction. The Covid-19 is a reminder to the world that the desire for accumulation of more wealth, weapons, technologies and power alone cannot protect life. Covid-19 challenges us to invest our resources in sustainable food security programs, health systems, and organic farming. Importantly, we are reminded that God’s land, river, ocean, mountain, trees, and all living beings must be protected and preserved. A community cannot be protected by weapons, but only by love and care, solidarity, helping hands, and most importantly, we must let justice roll like the living water in our society. Otherwise, we will cry “Eli, Eli, lama sabachthani?” “My God, my God why have you forsaken me?” The Covid-19 gives us an opportunity to retrospect our life in silence and a time to repent our sins that destroy lives. growth. Kerala, the best performing Indian state in the current pandemic, is also the most densely populated. Concerns of population growth have always been part of a populist agenda in which the population of the poor is the main concern. We fail to understand that the path to population stabilisation passes through the overall socio-economic development of the people, and this the COVID-19 pandemic has handsomely revealed. To conclude, a quick glance shows that socialism is not an odd contraption ready to fall apart. Even in its most deactivated, metamorphosed, desultory form, it has been a handy weapon in successfully fighting the COVID-19 pandemic. India’s quest for a socialist system may have been waylaid but socialist principles provide a semblance of hope concerning issues pertaining to peoples’ health even in a country like ours. On the other side of reality check reported in Nagaland post on 18th October 2020 regarding Covid-19 in Nagaland by Health and Family Welfare Department has issued caution that Positive cases of Covid rate is 8.5% higher than the National average of 7.9%, symptomatic cases has also increased to 4% and cases among people with comorbidities has also increased to 0.4%. Dear concern citizens and responsible leaders, it is right time to wake up once more to work together to stop the spread of Covid-19 among the communities. It’s not a prophecy neither prediction nor scientific analysis but purely from my personal experiences let me suggest few things not just for the sake of writing but to in- force SOP for implementation. 1. Corona Virus started last year in December at Wuhan city, China. In such a short time this Virus could reach entire world specially in cities and towns because of travel history. Therefore it is imminent to reach all the rural areas in Nagaland if proper steps are not taken into consideration on time. 2. Starting from November, the towns in Nagaland will be crowded for marketing, it means shoppers will be increased. Therefore the consequences will be more violation of SOP. 3. Festive season has started;
Dimapur town and Kohima will be experiencing many shoppers from the other districts and villages. Even at present, many people do not follow SOP. Hence, if some strict implementation of SOP is not imposed in time, it is expected that Corona Virus is sure to spread to all the towns and villages in Nagaland. 4. Unlike the previous year this time, weddings are expected to increase. Unless, the administration makes a separate modalities or SOP for wedding, there is an ample chance to increase Covid-19 cases. 5. The culture of fast food around the streets in Dimapur is increasing in numbers. Just go out in the evening and see how the lovers of fast food in a large number never bother about SOP. Whose responsibility to monitor for the maintenance of SOP. 6. Naturally during Christmas season, many people like to go for marketing, especially at night. Many young people would like to go spent time in open space like stadium etc. These places are like young people favorite place for merry making and party. Almost all of them do not follow SOP. Therefore I appeal to all concern citizens, leaders of all organizations, or concerned Authority to wake up from our slumbers and act seriously atleast for three months starting from November 2020 to January 2021 to stop the spread of Covid-19 among the communities. As a grandson I wouldn’t be able to explain the grievance and pain that the martyr families must have gone through but yes I am inclined to believe that the families must be proud to have a son who is martyr for Nagas. Many assumption is still flying that there will be a solution for Nagas? Many have questions. But answers from whom? I can’t see any truthful leaders but only good leaders. When our honarable governor shri. Ravi called many as gun gang it brought tears to many. But the bitter fact is that no one is ready to take responsibility and just trying to finger point at one another. Leaders ? The loss and sacrifice made by martyr families for Naga freedom can not be comprised or bestowed only to one family. To see a better life and peace among Nagas many families have lost their son (Martyrs), not division among Nagas. The son who laid his life for Nagas would also be wishing for peace and better life for his family in his death bed. I urge all the good leaders from a collective group to come together and work together truthfully for Naga solution. Yes I can also proudly say that my grandfather is Late Wezohi Mekrisuh (pantong) martyr for Naga freedom. And yes we will not forget his sacrifice. MALAPPURAM, OCT 19 (PTI): Amid surging coronavirus cases in the district, Congress leader Rahul Gandhi on Monday said all necessary assistance will be provided to the Malappuramdistrict administration to fight COVID-19. Gandhi was speaking at a COVID-19 evaluation meeting at the collectorate here. Malappuram has been witnessing a spurt in infections of late and in the past three days, the district has recorded the highest number of cases in the state-- 1,399 on Sunday, 1,519 on Saturday and 1,025 cases on Friday. “The rate of spread of the infection, the facilities arranged in the medical sector, and other matters related to the pandemic were discussed. Malappuram Collector presented the report related to pandemic,” a release issued by Malappuram district information office said. It also said the Wayanad MP expressed satisfaction in
the COVID-19 preventive treatment measures in the district. CBI books BSP MLA, wife in loan fraud case; raids 4 locations
N O I DA / L U C K N OW, OCT 19 (IANS): The Central Bureau of Investigation (CBI) said on Monday that it has booked BSP MLA Vinay Shankar Tiwari and his wife Rita Tiwari in connection with an alleged bank fraud to the tune of Rs 754.25 crore involving a company, besides carrying out searches at several locations in Lucknow and Noida, officials said. The CBI case is based on a complaint by Bank of India against two private companies -- Gangotri Enterprises and Royal Marketing Pvt Ltd -- based in Lucknow and Noida, its directors and other unknown persons on allegations of committing misappropriation, cheating and causing a loss of Rs 754.24 crore to a consortium of banks. A CBI official said that
multiple CBI teams started a search operation at the premises of MLA Tiwari’s firm Gangotri Enterprises in Lucknow and his residential premises. Tiwari is the son of former minister and a strongman from Gorakhpur, Hari Shankar Tiwari. The MLA and his wife are secondlargest shareholders of the company. The searches were also spread out in Noida at the premises of another accused company, Royal Empire Marketing pvt Ltd, and an accused director in Gangotri Enterprises, Ajit Pandey, a CBI official said. It has been alleged that the directors of Gangotri Enterprises had misappropriated bank funds and diverted them for other purposes other than for which the loan was taken.
The official said that it was alleged that the Gangotri Enterprises having its corporate office at Mahanagar area in Lucknow was engaged in the construction of roads, bridges, flyovers etc. He said it was further alleged that the company availed credit facilities from a consortium of banks led by the Bank of India from time to time. It was also alleged that the company was supposed to route all its transactions through the trust and retention account and the company was not doing the same, the official said. The official pointed put that there were irregularities in the financial statements of the company. During the searches, several incriminating documents were seized, the official said.
NEW DELHI, OCT 19 (PTI): Chief Minister Arvind Kejriwal requested Union Environment Minister Prakash Javadekar on Monday to hold monthly meetings with the CMs of Delhi, Punjab, Haryana and UP to curb air pollution, saying there was a lack of political will at the level of the states to address the issue. In a virtual press briefing, he said the affected states have been unable to reach an agreement to stop stubble burning and prevent air pollution. “I believe the pollution due to stubble burning can be controlled in a short span of time. But a lack of political will is visible in doing that,” he said. Kejriwal said the crop residue can be biodegraded or converted into biogas, coal and even cardboard. The paddy straw can be converted into compressed biogas or cooking coal which some factories are doing in Karnal in Haryana, he said, adding crop residue can be “converted into an opportunity” within a year, provided there are sharp timelines to move away from stubble burning. Kejriwal requested the Union environment minister to hold monthly meetings with the chief ministers of Delhi, Haryana, Punjab and UP to find a solution to the deteriorating air in the National Capital Region.

New Delhi: In a snub to China amid border tensions, India today said Australia would join the high-level Malabar naval exercises, which makes it the full “Quad” or quadrilateral coalition, along with the US and Japan. The Malabar exercises will take place in November in the Arabian Sea and the Bay of Bengal. The mega drill started in 1992 as a bilateral exercise between India and the US. Japan joined in 2015 and now Australia is the latest entrant. China has been suspicious about the Malabar exercise as it feels that the annual war game is an ef-
fort to counter its influence in the Indo-Pacific region. Over the past few years, Australia has been keen on joining the drill and Japan and the US have been pressing for the country’s inclusion. Whether to include Australia had also been discussed in the Quad foreign ministers’ meet in Tokyo earlier this month. India, after resisting the idea for years due to Beijing’s sensitivities, said it was open to Australia’s inclusion amid the bitter border confrontation with China at eastern Ladakh. In a press statement, New Delhi said “as India Seeks to increase coopera-
tion with other countries in the maritime security domain and in the light of increased defence cooperation with Australia, Malabar 2020 will see the participation of the Australian Navy.” This year, the exercise has been planned on a “non-contact - at sea” format. The participating countries “collectively support free, open and inclusive Indo-Pacific and remain committed to a rules based international order,” said the statement. The exercise was held off the coast of Guam in the Philippine Sea in 2018 and off the coast the Japan in 2019.
CAA to be implemented soon, says Nadda
SILIGURI (WB), OCT 19 (PTI): BJP national president J P Nadda Monday said the execution of the Citizenship (Amendment) Act (CAA) has been delayed due to the pandemic and asserted that the law will be implemented soon. Nadda, who was speaking at a meeting of social groups of north Bengal, accused the Mamata Banerjee government in West Bengal of indulging in “divide and rule politics” in the state to serve the political interests of her party the TMC, unlike BJP which “works for the development of all”. “As far as CAA is concerned all of you will get the benefits of the Citizenship (Amendment) Act. It has been passed in Parliament. We are committed to it. “Due to the COVID-19 pandemic, CAA implementation got delayed. But as the situation is slowing improving, the work has started. The rules are now being framed, it will be implemented very soon,” Nadda told the social groups, who included dalits, Gorkhas, Rajbanshis and other tribes. Various social groups of the region had requested Nadda to ensure early implementation of CAA as there is a vast population of refugees from erstwhile East Pakistan in north Bengal. Riding the wave of the local sentiment for the National Register of Citizens and the Citizenship Amendment Bill (now CAA), the saffron party had made deep

Lashing out at the TMC government for its alleged “divide and rule policy” in Bengal, Nadda said only the BJP under the leadership of Prime Minister Narendra Modi can take everybody along as he believes in the policy of “development for all’. “On one hand you have Prime Minister Narendra Modi Ji, who works for the
development for all and on the other hand, you have West Bengal Chief Minister Mamata Baner jee, who has employed the policy of divide and rule to serve TMC’s political interests. BENGALURU, OCT 19 (PTI): Many villages are still submerged in Kalaburagi, Vijayapura, Yadgir and Raichur districts of North Karnataka and over 35,000 people have been evacuated, as the flood situation remains grim with the Bhima river continuing to flow above the danger mark, officials said on Monday. According to the Central water commission, the Bhima river has been in spate since October 14 due to torrential rain in Maharashtra and release of water from the dams there. The river, which is a tributary of the Krishna, has wreaked havoc in Kalaburagi, Vijayapura,Yadgir and Raichur, which are experiencing intermittent heavy rain. Karnataka State Natural Disaster Monitoring Centre (KSNDMC) officials said as many as 97 villages in the four districts are worst affected and people residing there have been shifted to safety. “So far we have evacuated 36,290 people. We have opened 174 relief camps where 28,007 people are staying,” a KSNDMC official said. The Army and the disaster response force personnel are engaged in evacuating people from the flood hit areas, according to sources.

MUMBAI, OCT 19 (PTI): The Bombay High Court on Monday said if the Mumbai police crime branch proposes to arraign Republic TV Editor-inChief Arnab Goswami in the television rating points (TRP) case, it should first issue summons to him as was done for eight others in the case. A division bench of justices S S Shinde and M S Karnik said if such a summons is issued then Goswami shall appear before the police and cooperate with the investigation. The court also directed police to submit for its perusal investigation papers pertaining to the case in a sealed cover by November 5 when it would hear the matter. “The FIR is not an encyclopedia. We would like to peruse the investigation papers and see what probe has been done from today till the next date of hearing,” the court said. The court was hearing a petition filed by ARG Outlier Media Pvt Ltd, which owns Republic TV, and Goswami seeking to quash the FIR lodged on October 6. Sitharaman tells central PSUs to scale up capex
NEW DELHI, OCT 19 (IANS): Stressing the need for capital expenditure (capex) by Central Public Sector Enterprises (CPSEs), Union Finance Minister Nirmala Sitharaman has said that they need to scale up their capex both in the current and the next financial year. The Minister also said that better performance of CPSEs can help the Indian economy in a big way to recover from the impact of COVID-19. During a videoconference meeting with Secretaries of the Ministries of Petroleum and Natural Gas and Coal, along with the CMDs of 14 CPSEs belonging to these ministries, to review the capex in this financial year, Sitharaman told the Secretaries concerned to closely monitor the performance of CPSEs in order to ensure the capital expenditure to the tune of 75 per cent of the capital outlay by the end of Q3 of FY 2020-21 and make appropriate plan for it.

5G rollout capex for Delhi, Mumbai estimated at Rs 187 bn: Report NEW DELHI, OCT 19 (IANS): The total capital expenditure required for 5G rollout is estimated to be Rs 187 billion (Rs 18,700 crore) for Delhi and Mumbai, as per a telecom report by Motilal Oswal Financial Services. The report based on the TRAI’s latest reserve price, the capex requirement for obtaining 100MHz mid band spectrum in Mumbai would be Rs 84 billion, which could increase if the bidding price is higher than the base price. “Assuming 9k sites would be required for coverage with cost at INR 2 million per site, the total capex requirement for the sites would be INR 18b, taking the total capex to around INR 100b,” the report said. “Similarly, capex requirement for 5G rollout in Delhi would be INR 87b - assuming 100MHz mid band spectrum at base price (INR 69b).” In terms of mid or low band spectrum, the overall capex requirement for panIndia coverage would stand at Rs 1.3 to Rs 2.3 trillion.

The Pakistan Democratic Movement (PDM), an alliance of 11 opposition parties formed on September 20, has launched a threephased anti-government movement under an “action plan” to remove the Khanled Pakistan Tehreek-e-Insaaf (PTI) government. First passenger flight from UAE lands in Israel TEL AVIV, OCT 19 (AP): The first commercial passenger flight to Israel by a carrier from the United Arab Emirates landed near Tel Aviv on Monday, further cementing a normalisation deal between the two countries. Etihad Airways Flight No. 9607 landed at Israel’s Ben-Gurion international airport just after 7 am. The Boeing 787 Dreamliner departed for Abu Dhabi later Monday with an Israeli travel and tourism delegation on board, according to an Etihad statement. Etihad said it plans regular passenger flights between the countries in the future and was launching a dedicated Hebrew website. Etihad previously sent to Tel Aviv an unmarked cargo plane flying aid to assist the Palestinians in fighting the coronavirus. In a statement, the Central Steering Committee for Natural Disaster Prevention and Control said that majority of the fatalities were reported in the provinces of Quang Tri, Thua Thien Hue and Quang Nam, Xinhua news agency. As of 6 a.m. on

Shami was clear on bowling six yorkers in Super Over: Rahul DUBAI, OCT 19 (PTI): Kings XI Punjab captain KL Rahul lauded his pace spearhead Mohammed Shami for his ability and clarity of thought to bowl six yorkers in the Super Over while defending just five runs in their dramatic IPL match against Mumbai Indians here. The match on Sunday night ended in a tie in the regulation 20 overs and KXIP could only score five runs in the first Super Over but Shami bowled brilliantly to restrict MI to the same score. KXIP eventually won the match in the second Super Over. “You can never prepare for Super Overs. No team does. So you have to trust your bowler’s gut. You trust your bowler, and let them believe their instinct and gut,” Rahul said at the post-match presentation. “He (Shami) was very clear he wanted to go with six yorkers. Zverev has had a breakthrough year in Grand Slam tournaments with his first semifinal at the Australian Open in January and first final at the U.S. Open last month, when he lost to Dominic Thiem. ABU DHABI, OCT 19 (PTI): Rajasthan Royals recorded a comfortable seven-wicket victory over Chennai Super Kings, riding on Jos Buttler’s unbeaten 48-ball 70 after their bowlers’ parsimonious display in the Indian Premier League here on Monday. The win kept RR’s play-off hopes alive while leaving their beleaguered opponents on the verge of elimination. RR restricted the threetime champions CSK to a modest 125 for five after being invited to bowl and
then overcame the target in 17.3 overs, thanks to a 98run fourth wicket partnership between Buttler and skipper Steve Smith (26). It turned out to be an excellent day for Buttler, who sent back Faf du Plessis with an incredible catch earlier in the day. Early wickets were the need of the hour for CSK while defending such a low total and the Mahendra Singh Dhoni-led side did exactly that by reducing RR to 28 for three inside five overs. Ben Stokes (19) start-
ed on a bright note before inside-edging a Deepak Chahar delivery on to his stumps and an over later, Robin Uthappa was sent back by Josh Hazzlewood as the right-hander went for an extravagant scoop over wicketkeeper Dhoni, who was playing his 200th IPL game. After shining early in the tournament, Sanju Samson continued to disappoint with the bat, departing for a duck. Buttler and Smith joined hands and played cautiously initially. While
Buttler was the aggressor, Smith played the second fiddle in the partnership. Opting to bat, CSK never got going and lacked the fire power to put up a decent score after being reduced to 56 for four in 10 overs. Ravindra Jadeja topscored for CSK with a 30-ball unbeaten 35 and skipper Dhoni made a runa-ball 28 while adding 51 runs for the fifth wicket. Jofra Archer (1/20) was terrific with the new ball but he would be disappointed with his outing on
the field. Besides Archer, the spin duo of Shreyas Gopal (1/14) and Rahul Tewatia (1/18) were economical in the middle overs, while young Kartik Tyagi (1/35) too was impressive. Dhoni’s decision to bat first backfired as RR picked up wickets at regular intervals to make life difficult for CSK. CSK lost the in-form Faf du Plessis (10) in the third over, caught by Jos Buttler off Archer and then an over later, Shane Watson was sent back by Kartik. Opening the batting again, Sam Curran made 22 off 25 balls before being dismissed by Gopal. After that, a lot depended on Ambati Rayudu but he too disappointed, perishing in the next over off Tewatia’s bowling as CSK slumped to 56 for four. Dhoni and Jadeja tried their best to resurrect the innings and then up the ante, but it proved to be too little too late. Dhoni was run out in search of a double in the 18th over. Kedar Jadhav continued to struggle with the bat as RR bowlers didn’t give the CSK batsmen any leeway. KO L K ATA , O C T 1 9 (IANS): Indian women’s national football team forward Bala Devi had decided to stay back in Glasgow, Scotland during the worldwide lockdown enforced by the Covid-19 pandemic. Now, however, the 30-year-old is back on the field as the Scottish Women’s Premier League resumed on October 18. Rangers Women FC got off to a flying start with a 5-1 victory over SWPL side Hearts on Sunday as Bala also made her return to the pitch, coming on as a second-half substitute. “It was really good to be back on the football pitch once again. Being away from the pitch for so many months is not a good
feeling,� Bala told the-aiff. com. “But all those months of hard work paid off, and we have now started off with a win but this is only the start of a long season ahead,� she added. Bala had been training for the Rangers for around two months ahead of her first post-pandemic game against Hearts Women FC. However, it has not always been an easy time at her new home in the British Isles. “The first month I was feeling quite lonely because all the other players went home as they were from nearby areas -- or at least from somewhere in the UK or the neighbouring coun-
tries. It was just a few others and myself that actually stayed back,� said Bala. “But I kept in touch with everyone and that helped. The coaches also took good care of me. They even took me out shopping once the lockdown was over. These are very small things in the larger scheme of things, but they do help lighten your spirits,� she added. The mercurial India striker feels that the months she spent in self-isolation gave her a new perspective on how to do things. “That time really taught me how we should be ready for different situations in life. We never know what may happen. A few years back, I would have laughed if anyone had told me that all major global activities would come to a standstill for a few months. But that is what happened,� she said. “We should all be ready to adjust ourselves according to the problems that life throws at us. If we are flexible, we can manoeuvre our way through anything. Take everything into your stride and be the best that you can in any given situation,� she added.
