Varun under attack over defence deals Arms deal whistle-blower claims Varun honey-trapped, blackmailed

India recently signed a deal with Dassault for 36 Rafale aircraft. “Any action against Thales may have jeopardised the Rafale deal. Moreover, contrary to previous announcements of getting 126 aircrafts, the government bought 36 aircrafts, paying double the price for individual units. It certainly appears to be the case that something is fishy,” Bhushan said. However, Bhushan and Yadav did not take Varun’s name during the press conference and instead asked journalists to refer to the letter. They claimed to have withheld photographic evidences pertaining to the matter. Allen wrote to the PM, Defence Minister, CBI and the NSA with all the details on Au-

gust and September this year. Varun said that he last met Verma when he was a post graduate student in London at the age of 22 years. “I am going to turn 37 now. I have never met him since I entered public life in 2004. The only reason why I even know of him is because his parents were members of parliament and was a respected family. I knew them as many other leaders knew them,” he said. Asked if he had come across any sensitive information during his tenure on the consultative committee on defence, he said, “Any MP who has been on that committee knows that not even 0.1 percentage of any confidential information is shared with the committee.”

NEW DELHI, OCT 20 (PTI): BJP MP Varun Gandhi was at the centre of a controversy over allegations that he had leaked defence secrets to middleman Abhishek Verma and arms manufacturers after being “honey trapped”, a charge he stoutly denied. US-based C Edmonds Allen, whose earlier complaints had led to investigation of arms dealer Abhishek Verma (he’s out on bail now), has written to the Prime Minister’s Office that Varun Gandhi, BJP MP, has been “honey trapped and compromised” by Verma. At a press conference here, Swaraj Abhiyan leaders Prashant Bhushan and Yogendra Yadav released a letter written by Edmonds Allen, a New York-based lawyer, to the PMO last month that Varun was honey trapped and compromised by Verma. He alleged that Verma

“blackmailed” Varun, a member of the Defence Consultative Committee, into sharing sensitive information on crucial arms matters. Var un rejected these charges, saying he has not met Verma since 2004 and threatened to file a defamation suit against Bhushan and Yadav over the charges. “The entire information presented does not contain an iota of proof that either I had access or shared any communication regarding sensitive information to Verma,” Varun said. Allen, who was a partner of Verma, fell out with him in 2012. Verma is facing trial in the 2006 Naval War Room leak case. Bhushan alleged that despite having all the details, BJP government did not blacklist Thales, the company that sold scam-tainted Scorpene submarines, as Dassault acquired it.

DIMAPUR, OCT 20 (NPN): Appreciating the concern shown by three Dimapur apex bodies-- Naga Council Dimapur, Naga Women Hoho Dimapur and Dimapur Naga Students’ Union, with regard to lightning bandh between Chumoukedima and Purana Bazaar, Co-ordination Committee on Fuel Adulteration (CCoFA) media cell said “had it not been for their solid endorsement calling for CBI enquiry within 15 days, it’s probable the people wouldn’t have downed their shutters in protest despite the police brutality at Chumoukedima”. Media cell reminded that CCoFA, comprising of 21 civil society organizations, was formed after thorough public deliberation represented by all the leading organisations including NCD, NWHD and DNSU at the meeting held on September 10, 2016. CCoFa said the endorsement of the three leading organisations greatly emboldened the gathering and the discourse further. “It is no exaggeration to say that had it not been for the

Parrikar rejects Swaraj Abhiyan charge Defence Minister Manohar Parrikar today asserted the recently-signed Euro 7.878 billion-deal for 36 Rafale fighter jets was the best ever offered to any country, rejecting Swaraj Abhiyan’s Prashant Bhushan and Yogendra Yadav’s allegation that India paid double the price. Parrikar, however, refused to comment on the duo’s allegation that BJP parliamentarian Varun Gandhi was “honey trapped” into leaking defence secrets, a charge stoutly denied by the leader. “How much does it cost to level allegation?” an angry Parrikar retorted when asked about the charge levelled by Swaraj Abhiyan. “Rafale is the best deal that we have managed. It was because Prime Minister of India and President of France agreed that we have this deal which has not been offered to any other country,” Parrikar said. Parrikar said nothing has been proved in the alleged Scorpene leak and hence the case for banning any firm does not arise.

morale-boosting endorsement and support from these three apex organizations, the resolution to go for indefinite highway bandh in the state would not have been passed,” CCoFA stated. The committee said it appreciated the physical presence of DNSU office bearers at New Field Check gate, to express strong solidarity with the bandh volunteers. CCoFA appealed all “to stay strong in our resolve and also to stay true to the public resolution adopted on September 10 at Lake Shilloi, to usher in a better Nagaland”.

TYOD, CYO flay police action Tenyimi Youth Organization Dimapur (TYOD) and Chakhroma Youth Organization (CYO) in separate press statements condemned the action of police against the “peaceful protestors” on October 17 in Chumukedima. TYOD president Thejangulie Angami and general secretary Khrozote Kapfo claimed that many youths were beaten and harassed by the police during the peaceful

protest called by CCoFA on fuel adulteration issue. They said that state government instead of taking the issue seriously was trying to defend and hide the criminal activities. TYOD clarified that the general public was compelled to voice their right through protest rally since state government was harboring criminals and miserably failed to book the culprit and took necessary cognizance steps as per the law of the land on time. TYOD also condemned the used of abusive words by a responsible officer branding the volunteers and protester as “Mad Dog” (Tefü Kenya kemhie) when some leaders went to specify the matter. They said that such statement has wilfully hurt the sentiment of the people and were unacceptable and intolerable in any manner especially during such critical juncture. It therefore, appealed the responsible authority to check such irresponsible officer taking advantage of his/her uniform to sabotage in bringing a peaceful solution. (Cont’d on p-5)

Manipur CM, BJP unit criticize Zeliang’s speech at Senapati Correspondent IMPHAL, OCT 20: Manipur chief minister, O. Ibobi Singh, and BJP Manipur unit on Thursday took a dig at Nagaland chief minister, T.R. Zeliang for his speech on Wednesday during the ‘1st Conference of the Naga Village Authority of South Nagalim’ at Senapati, Manipur. Reacting to Zeliang’s speech, Manipur chief minister, Ibobi urged his counterpart to stop dreaming of things that would never become a reality. While on the other hand, BJP Manipur unit said that the party would not remain as silent spectator if any force attempted to disintegrate Manipur. Ibobi also urged Zeliang not to play communal politics by taking a next to impossible agenda. “Manipur is like a mini-India and the people here are living in harmony since time immemorial. Please stop inciting communal venom in the state. Stop trying to create misunderstanding among the different communities. Your dream will never come to reality,” Ibobi said. Ibobi claimed that everybody knew who were behind Zeliang’s government. “We all know that who are behind your government. Your government is running under the mercy of certain

organisation. It is also known that you will be ousted if not follow by their diktat,” said Ibobi. Manipur chief minister also asked Zeliang “not to talk too much without knowing the historical facts”. Ibobi said the history of Manipur goes back to 2000 or more years while Nagaland was created only in 1963 by carving out a small portion of Assam after the region became part of Indian Union. Ibobi said Manipur was never a part of India even after the Union got independence from British. As an independent nation, he said Manipur has a long history associated with both hills and valley. Ibobi reminded that ethnic communities of Manipur were living in harmony for more than 2000 years and it would be impossible to disintegrate the bond of brotherhood among the different communities. He asserted that no force can break the territorial integrity of Manipur and asked his counterpart to stop dreaming of distorting the state. Manipur chief minister also urged his counterpart to stop interfering in the affairs the state, saying Manipur would not give “a needleprick’s land” to others. Talking to reporters at its office in Imphal, state BJP leaders said that the party

would always stand against any attempt to break the territorial integrity of Manipur. They maintained that party would never compromise state’s territorial integrity and its boundary. The state BJP insisted that Manipur government file a criminal case against TR Zeliang. State BJP spokesperson, O Joy, said the party would welcome if the Nagaland chief minister discussed about promotion and protection of culture and tradition of a community and their development. However, he said the party objected the visit that discussed on South Nagaland or any other agenda that hurt the interest of integrity of the state. Joy said Zeliang’s statement was tantamount to instigating disintegration not only Manipur but also unity of India. Manipur government must take up legal action against T.R. Zeliang, Joy demanded. Many leaders of the party, who were present at the news conference, insisted the state government file a criminal case against the chief minister of Nagaland. They further demanded the state government take necessary steps to ban visit of Nagaland chief minister to the state like NSCN (I-M) leader Th Muivah was prevented from entering the state.

Responsible for Oct 18 shooting: GDRN/NNC (NA) DIMAPUR, OCT 20 (NPN): GDRN/NNC (Non-Accord) Thursday claimed responsibility for shooting upon Kiumukam “impeached president” on October 18 night at LRC colony, Balijan. P R O N a g a A r m y, GDRN/NNC (N/A) in a press statement, claimed that the shooting was carried out by its Naga army. It stated that from the day of his “impeachment”, GDRN warned Kiumukam not to interfere in the affairs of the government and also challenged him for floor test (impeachment motion) to prove majority. But despite warning and challenge, Kiumukam continuously tarnished the image of the GDRN government, PRO said. Therefore, the Naga army was compelled to take such action. PRO said that GDRN/ NNC (N/A) was also totally against the activities carried out by Kiumukam with “handful of his supporters and “chairman of Middle Point Colony” stationed at LamaBosti(Nagaland-Assam) border in the name of GDRN. In this regard, GDRN appealed Assam police to flush out such anti-social elements from Lama Bosti. Govt mulls separate directorate for dental health serivce

Maongwati Aier with dentists after the IDANSB conference and AGM at NBRC. (NP) Staff Reporter

DIMAPUR, OCT 20 (NPN): Nagaland Health and Family Welfare (H&FW) secretary Moangwati Aier on Thursday informed that the state government was working for creation of a separate directorate for Dental Health Services in the state, considering the importance of oral health service in the state. To this, state government has already approved creation of a separate directorate under health and family welfare. But it needed more formalities, said Moangwati while addressing the inaugural function of the

two-day-long 14th IDANSB conference and AGM at Nagaland bamboo resource centre, conference hall, 6th mile, Dimapur. While expressing his view that Dental care was one of the largest unmet health needs, Moangwati said government needed to give top priority on dental health care. He lamented that out of the 21 health centres in the state, only six centres have dental doctors. Taking note of the demand for doctors in the country which has gone up by 1.5% and that of nurses to 2.5%, he expressed optimism that Nagaland, after setting

up of the medical college, would be able to cater to the needs of the state. Apart from providing health services, Maognwati said health industry has been able offer various employment opportunities, at the same time generate huge revenue in the country. He further said with the increasing trend of health tourism in the country, Maognwati opined that Nagaland could also become one of them in the health map. “Around $1.60 million is expected from the health industry by 2016 and within four to five years it would double up so much of in-

come revenue is coming up,” he said. Maongwati further encouraged the doctors in the state to remain updated and to be innovative in their respective fields so that they could also be part of the growing industry in the country. Delivering a report on the status of dental surgeons in the state, H&FW additional director Dr. N Savino said out of the 150 registered dentists in the state, only 33 were regular employees while 15 were employed NHM on contractual basis. On the technical problem faced by dental students, he said dental practitioners were getting fewer opportunities as compared to MBBS. He said the required ratio of dental surgeon is 1:10. In this regard, Dr. Savino said the state should be having at least 190 to 195 dental surgeons in the government sector. Highlight of the programme included inauguration of trade fair by H&FW joint director Dr. H. Hotokhu Chishi and poster presentation.

Nagaland has highest nasopharyngeal cancer cases Electoral roll revision for civic polls Emilo K. Konyak KOHIMA, OCT 20 (NPN): A large number of patients from Nagaland suffering from nasopharyngeal cancer go to Shillong for treatment and most are referred for radiation therapy at the government civil hospital. (In September this year,at a workshop in Kohima, a three-year report of Population Based Cancer Registry (PBCR) 2012-14, showed that Nagaland has the number one prevalence of nasopharynx cancer or nasopharyngeal carcinoma in male and female, with an alarming rate of 15.2% and 6.8% rate per 100,000 populations respectively). Patients from Nagaland are generally referred to North Eastern Indira Gandhi Regional Institute of Health and Medical Sciences(NEIGRIHMS) Shillong. It may be also noted that as part of the central government tie up with state governments, patients from government hospitals are referred to NEIGRIHMS, a designated Postgraduate Medical Institute in lineage of AIIMS, New Delhi and PGIMER, Chandigarh. However, NEIGRIHMS in

turn, refers cancer patient to the government civil hospital Shillong for radiation therapy. In an interview to Nagaland Post at the NHAK Thursday, senior cancer specialist at the Civil Hospital Shillong Dr. Judita Syiemlieh, estimated that around 90% of cancer patients who go to Shillong were from Nagaland and that a majority suffered from cancer of the nasopharynx. The magnitude could be understood from the figure that Dr Syiemlieh cited for the period 2015 when around 400 patients from Nagaland had gone for treatment for various types of cancer. The age group of the cancer patients ranged from 18 years to 60 years of age. Dr Syiemlieh also estimated that during the current year out of 98 cancer patients, around 40 were from Nagaland and most of who were suffering from nasopharyngeal cancer. After nasopharyngeal cancer, the next was throat, cervix and breast cancer, she said. Dr.Syiemlieh also expressed regrets that many patients do not complete the course for treatment

of cancer which usually takes around five years owing to various reasons and that it was not possible to trace such patients. Dr.Syiemlieh rooted for a networking among all hospitals in the region for collection of status of cancer survivors in order to be aware of the risk of cancer and also to make patients realise that follow-up was as important as the treatment. She also highlighted the general procedure for treatment of cancer ranging from radiation where 85% of all cancer patients need it, to chemo therapy or surgery. She also added that Cobalt Teletherapy Machine, used for the treatment of localized cancers was necessary for any cancer institute. She also said a Linear Accelerator Machine was crucial for external beam radiation treatment for patients as they are used to treat all areas of the body from head to toe. Dr. Syiemlieh also owing to lack of needed equipments doctors were unable diagnose cancer in time. In this regard, she pointed out that detection of nasopharyngeal cancer was among the most

difficult owing to its location. Dr. Syiemlieh’s contention that Nagaland lacked equipments for treatment of cancer was not based on facts. It may be noted that Eden Medical Centre in Dimapur possesses the latest state of the art medical equipments among private hospitals that included Linear Accelerator (ELEKTA) for delivering conventional, 3-D CRT and IMRT radiation for treatment of cancer. She also said NEIGRIHMS was not a cancer institute. However NEIGRIHMS has its oncology (cancer) wing and would soon be having its own 250-bedded cancer institute. Dr. Syiemlieh contended that patients who suspect cancer should visit the civil hospitals in Kohima and Dimapur and not any other hospital, for timely intervention. In her maiden visit she checked up patients who were treated in Shillong. Dr. Syiemlieh also conducted workshop at Minister Hill Baptist Church Kohima with the women department of various churches Thursday afternoon.

Correspondent IMPHAL, Oct 20: Normal life in parts of Manipur’s hill district was affected owing to a 24-hour general strike call given by the All Tribal Students’ Union Manipur (ATSUM). Reports said that vehicular movement came to grinding halt while shops, business establishments and educational institutions remained close for the day in Chandel district. Endorsing the strike, volunteers of Kuki Students’ Organisation (KSO) and Naga Students’ Union (NSU) Chandel enforced the strike in the district. They blocked the ImphalMoreh section of NH-102 and roads leading to district headquarters by stretching branches of tree and piling stone in the road at various places along the stretch of the road. Similar response to the strike was reported from other hill districts during the strike hours. ATSUM gave the 24hour general strike in the hill districts of the state continuing its demand for adoption of Central Educational Institutes (Reservation in Admission) Amendment Act -2012 in the admission of students to the Manipur University.

AIZWAL, Oct 20 (Agencies): People in Mizoram are facing a harrowing time due to acute scarcity of cooking gas. Things have come to such a pass that people are willing to pay up to Rs 3,000 for one cylinder in the black market but to no avail. Residents of Aizawl said a cylinder, which used to last for a month earlier, now don’t even last for even 15 days. A number of families in Aizawl and other towns are using fire-

GUWAHATI, Oct 20 (Agencies): Life in the state was paralyzed on the first day of the 36-hour Assam bandh, called against BJP’s delay in granting the promised tribal status of six OBC communities in the state. The communities form almost 50% of the state’s population. Supporters of the six communities - Tai Ahom, Moran, Motok, Chutia, Koch Rajbongshi and the adivasi tea workers’ community of Chotanagpur-origin - forced a total bandh in upper and lower Assam, barring Guwahati. The supporters resorted to stone-pelting on government public transport vehicles, stopping people from travelling in private vehicles and blocking national highways with burning tyres. There was no report of police action against protesters anywhere. While campaigning for the 2014 Lok Sabha polls, Narendra Modi had promised ST status to the six communities. The promise had been reiterated during the state assembly elections as well. The previous Congress government in the state had also proposed the granting of ST status to these communities. Former chief minister Tarun Gogoi is a member of the

wood and stoves for cooking. The scarcity of cooking gas, which is going on since July, started after a non-tribal contractor refused to transport LPG cylinders to Mizoram in the wake of Young Mizo Association (YMA) volunteers launching a crackdown on drivers and their accomplices for tampering with LPG cylinders. The YMA volunteers have seized over 600 cylinders which were tampered with on NH-54.

State food, civil supplies and consumer affairs department officials said the contractor’s bid for Indian Oil Corporation’s (IOC) tender was too low and unworkable which prompted the drivers, who were underpaid, to resort to tampering with cooking gas cylinders to get extra money. Officials at the Mualkhang gas bottling plant in Kolasib district said they are no trucks to transport gas cylinders.

GOVERNMENT OF NAGALAND HOME DEPARTMENT : : POLITICAL BRANCH NO.CON-7/HR/2005

Votaries of Greater Nagaland have demanded parts of Assam, Manipur and Arunachal Pradesh to be added to a proposed Naga homeland. Ibobi also said that the provisions of the Sixth schedule of the Constitution, which permits autonomy for hill areas, shall not be extended to Manipur. “Some officials in Delhi who do not know the ground realities had asked me why it cannot be done since it was extended to the Bodo areas of Assam. “The Bodo Territorial Council is a mere dot in Assam’s map. In case of Manipur, which is smaller than any district of Assam, 90 per cent of the territory falls in the hill districts. The non-tribal valley areas constitute just 10 per cent of the territory. “The gover nment is ready to give sufficient funds for development and administrative and financial assistances. The only condition is that the state government shall monitor the mode of spending and implementation.”

‘Run for Fun’ flagged off in Aizawl Aizawl, Oct 20 (PTI): Mizoram governor Lt Gen (Retd) Nirbhay Sharma today flagged off the ‘Run for Fun’, organised with the aim of creating a “Healthy India”. People from all walks of life including personnel from major NGOs, para-military forces and students participated in the programme, organised by the 39 battalion of the Assam Rifles under the aegis of the Headquarters of IGAR (East) and Headquar-

to Nagaland. Despite threats to veto the state government order, Ibobi had on August 12, 2004, lifted the Armed Forces (Special Powers) Act, 1958, from seven assembly segments in Manipur. “In the long run it has helped improve the law and order in the state,” the Congress leader said. “There is no immediate plan to lift the AFSPA from other segments since we fear that in view of objections from the Defence Ministry, the government move may be vetoed,” he added. Ibobi complained that the state government had got no cooperation from the Centre on AFSPA, which gives sweeping powers to security forces. And despite numerous allegations of rights abuses, security personnel were not prosecuted as prior approval of the Centre was a must and no such approval was given, he said. The Chief Minister also told IANS that he had conveyed to the Centre that there cannot be a redrawing of the map of Manipur which has had a written history of more than 2,000 years.

Tai Ahom community. Hiteswar Barman, president of the All Koch Rajbongshi Students’ Union (AKRSU), said BJP in the state as well as the Centre has been dragging its feet on the demand. “The Centre had announced that the expert committee will submit its report on the framework of modalities for granting ST status to the six communities by October 15. It appears that the government has taken us for a ride,” he said. The communities, under the banner of Soi Janagosthiya Aikya Mancha, will hold a special convention in Guwahati on October 31 and a mass dharna at Jantar Mantar in New Delhi on November 10. On the opposing side are the communities currently enjoying tribal status. They fear that the inclusion of more communities in the ST list will nullify the benefits they are currently enjoying, particularly job reservation. Currently, there are 14 tribes in plains and 17 in the autonomous hills districts of Karbi Anglong and Dima Hasao in the state. The Bodo community is the biggest group, accounting for more than 40% of the tribal population.

Guwahati, Oct 20 (PTI): To address the communication bottleneck of the region, the North Eastern Council today said it is focussing more on promoting high-value agricultural products for niche markets. “Given the prohibitive transportation cost in the North East, we cannot compete everywhere. The region must find niche markets and should concentrate on high-value products,” NEC secretary Ram Muivah told PTI on the sidelines of a two-day conference on agriculture-horticulture entrepreneurship in the region. The North-Eastern region has two important advantages - climate and rainfall - over other places in the country, he added. “Considering these aspects, the NEC is focussing more on promoting such agricultural products giving higher returns and are aimed at niche markets.

ONGC Tripura installs 110 MT rig at drill site Aga rtala , O c t 2 0 (PTI): In a bid to increase gas production in Tripura, the ONGC has installed a 110 MT rig at one of its drill sites, Gandhigram near here, at a cost of Rs 23.2 crore. “This rig is suitable for work over operations up to 5000 m depth and is equipped with latest technologies and all safety features. With the addition of this rig, ONGC Tripura is set to undertake work over operations on more number of wells thereby increasing gas production,” an ONGC spokesperson said in a press release. The rig was installed yesterday and the programme was inaugurated by Tripura Governor Tathagata Roy. The Governor, in his speech, hoped that ONGC makes further progress in increasing the gas production in the state bringing more cheer into the lives of people in the state. Speaking on the occasion, Asset Manager S C Soni said this rig would contribute substantially in liquidating sick wells and inconclusive well testing in Tripura, the release said. The board of ONGC had approved of an investment of Rs 5,050 crore in Tripura for drilling wells and creation of surface facilities to produce 5.1 Million standard cubic feet per day (MMSCMD) of gas from the gas fields located in the state. As a result of geological mapping and exploratory efforts, so far 11 gas fields have been found in Tripura of which seven are on production mode.

Some such products include kiwi fruit, stevia and lemongrass,” Muivah said. NEC is currently encouraging farmers to produce large cardamom and kiwi fruit in Arunachal, lemon grass and stevia in Manipur and tea in Tripura and Sikkim, he added. The NEC chief further said that the organisation is also helping entrepreneurs in areas like milk production by murrah buffalo in both Manipur and Arunachal Pradesh and fishery, dairy and honey bee output in Nagaland. Asked about the funding to farmers, Muivah said: “We are giving grants between Rs three crore and Rs 12 crore to each state in the Northeast for agriculture and horticulture sector.” The funding pattern consists of 90 per cent assistance from the NEC, while 10 per cent is funded by the state government.

Imphal, Oct 20 (IANS): The law and order situation in Manipur has improved dramatically, Chief Minister Okram Ibobi says, but warns that no part of the state can ever be a part of Greater Nagaland. With assembly elections not far away, the Congress leader said people in the state no longer lived in fear of the various militant groups, big and small. “In the past, shops and kiosks pulled down shutters by nightfall and people stayed at home. Today people can be seen (on the streets) till late in the night and shopkeepers do brisk business,” Ibobi told IANS in an interview. Militants used to sneak into Manipur from neighbouring Myanmar to commit crime and escape, he said. “We have beefed up security at the border towns with the result that militants cannot make their presence felt now,” the Chief Minister said in an interview. More than 30 insurgent outfits used to operate in the urban areas of Manipur. Police claim a significant fall in insurgency-related violence.

Responsible for Oct 18 President wants House standing Rita Bahuguna joins BJP; shooting: GDRN/NNC (NA) panels to look into CAG reports slams Rahul for barb at PM (From p-1)

NEW DELHI, OCT 20 (PTI): In a jolt to Congress in pollbound Uttar Pradesh, senior party leader Rita Bahuguna Joshi today joined BJP and attacked Rahul Gandhi over the way he was running the party and his reaction to the army’s surgical strikes. 67-year-old Joshi, daughter of late Congress veteran Hemvati Nandan Bahuguna, over whom there has been speculation of deserting Congress, joined BJP in the presence of party president Amit Shah at the party headquaters here. A former UPCC president who resigned as a Congress MLA today, said there is no alternative to Prime Minister Narendra Modi and BJP. Joshi, who was said to be unhappy with the Congress leadership over projection of Sheila Dikshit as its chief ministerial face in Uttar Pradesh, rued the present state of affairs in the party, alleging that it is in such a bad shape that it has contracted out its working to strategist Prashant Kishore. Slamming Rahul for his ‘dalali’ barb at Modi over the surgical strikes, Joshi said she has been disheartened by the events which happened in the last few days. “India is fighting terrorism and the Modi government has given the army a free hand. Besides valour of the army, the government’s strong leadership was also behind the surgical strikes. “Along with the nation, I too was happy. The whole world accepted India’s ar-

conducting recruitment in Arunachal Pradesh and Assam respectively”. It questioned Nagaland police why it was providing protection and guarding Kiumukam? when the Naga army was trying their best to control anti-social elements in the society. GDRN also wanted to know from Nagaland Police, whether Kiumukam was lodged under their custody from August 29 –September 5 or was it 32 Assam Rifles who handed it over to them. It therefore, asked NaAmit Shah being greeted with a floral bouquet by Rita Bahuguna Joshi as she joins the BJP at party headquarters galand Police to stop encourin New Delhi on Thursday. The whole nation was upset with a phrase like ‘khoon like dalali’,” she said attacking Gandhi. His remarks gave Pakistan an opportunity to question surgical strikes, she said, adding that political differences over national interest were not good. Noting that she had spent 24 years out of 27 years of her political career in Congress and only 10 months in Samajwadi Party, she said, “The decision to quit Congress was not easy. However, I took it in the interest of the nation and the state (UP).” Her joining BJP is expected to give a boost to the party’s efforts to consolidate Brahmin voters as it looks to capture power in the state following a gap of over 15 years. GDRN meanwhile, appealed to all Naga brothers not to follow Kiumukam as he could not lead the Nagas. “Therefore, if not the GDRN/NNC(Non-Accord) why don’t you join other Naga political groups such as NSCN(IM),NSCN(U) and work for Nagas”, the statement stated. Further, GDRN/NNC (NA) warned that the same yard stick will be applied to all its followers if found guilty or tarnishing the image of the government or seeking any assistance without the knowledge of the GDRN government.

President Pranab Mukherjee addressing the audience during the inauguration of the 28th Accountants General Conference in New Delhi on Thursday. (PTI) NEW DELHI, OCT 20 (PTI): President Pranab Mukherjee today suggested that departmental standing committees should scrutinise CAG reports which could not be taken up by the Public Accounts Committee (PAC) due to paucity of time. Government take action on the recommendations of the PAC and submit action-taken notes to the Committee. Inaugurating the 28th Accountants General Conference organised by the Comptroller and Auditor General, Mukherjee said a large volume of reports come to Parliament through CAG on all important transactions in the year. But only a small portion of reports are taken up by PAC “simply because of non availability of time”, he said. “Then what would happen to other transactions which are not chosen by the PAC...one idea I am giving to (Lok Sabha) Speaker (Sumitra Mahajan) she can take it up with the government, Prime Minister and leader of the Houses,” he said. Mukherjee said that Parliament could examine whether

rules can be modified to allow department related standing committees scrutinise the CAG reports which had not been examined by the PAC. “Of course, there will be a necessity for political consensus and if the Speaker takes the lead...I think it may be possible to have some sort of additional accountability apart from the job which is being done by the PAC,” the President said. The function was attended by Lok Sabha Speaker Mahajan, PAC Chairman K V Thomas and CAG Shashi Kant Sharma. The PAC is constituted by Parliament each year for examination of accounts showing the appropriation of sums granted by Parliament for expenditure of government, the annual finance accounts, and other accounts laid before Parliament. The Accountants General from all over the country will participate in the conference and will review the international best practices prevalent in audit and accounting. The President further said that public expenditure has increased manifold and the scope and range of

governmental activities has risen exponentially. At the time of independence in 1946-47, the receipts of government stood at Rs 3,706 crore and its expenditure at Rs 3,443 crore. In 2014-15, receipts and expenditure had both increased to around Rs 17 lakh crore. This unprecedented growth has obviously led to newer paradigms in public financial management, Mukherjee said. “The concept of governance is rapidly changing and leveraging technology would enable the government to effectively reach out to the poorest of the poor. “Increased use of technology platforms would help to ensure that benefits of government schemes and programmes effectively reach the disadvantaged and financially excluded sections of the society,” he said. Mukherjee stated that Albert Einstein had once observed, “It is important not to stop questioning” and he was happy to be present in the precincts of an institution whose job is to question. Speaking on the occasion, Lok Sabha Speaker Mahajan said Goods and Services Tax (GST) is the biggest and most important tax reform to have taken place in the country after independence. This, she said, is expected to completely transform India’s tax administration. “It is quite possible that during the initial phase of implementation of GST, there may be teething troubles. But during such testing times, CAG is expected to examine carefully and give feedback and also guide stakeholders specially that the expected economic benefits of GST are realised...,” Mahajan said.

‘RSS teaching’ remark: Digvijaya slams Parrikar

HYDERABAD, OCT 20 (PTI): Senior Congress leader Digvijaya Singh has dubbed as “outrageous” Defence Minister Manohar Parrikar’s statement trying to credit “RSS teaching” for the decision to launch surgical strikes across the LoC. The AICC General Secretary agreed with the perception in some quarters that BJP is trying to “politically milk” the surgical strikes. “Obviously yes (BJP is trying to politically milk the surgical strikes). Do you have any doubt? Can you imagine a Defence Minister saying that the surgical strike is because of the teachings of RSS? What an outrageous statement,” Singh

Digvijaya Singh said in an interview to PTI. He also charged the BJPled government with having a strategy of engaging in “limited war” with Pakistan to win the next elections. Asked if the government is “taking things

too far” in trying to isolate Pakistan internationally, he said, “Because they (BJP-led NDA government) have failed on every front, they know that they can’t win the next elections without having some kind of a limited war with Pakistan. That’s their strategy.” The Rajya Sabha member did not clarify if he was referring to the elections to Uttar Pradesh Assembly due early next year, or to Lok Sabha polls in 2019. Singh favoured talks with Pakistan to de-escalate tension between the two countries as he invoked former Prime Minister Atal Behari Vajpayee’s statement that one can’t choose neighbours.

UP poll formula

t is quite amusing that controversial tourism minister Mahesh Sharma has again come up with another strange logic when he claimed that his Ayodhya trip to finalise the site for a Ramayana museum is not politics driven. It may be recalled, that the same minister had issued advisory to foreign females visiting India not to wear short skirts or be out in the night in order to avoid being molested etc. UP is going to the polls sometime early 2017 and the BJP is leaving no stone unturned to dethrone the discredited SP government headed by Akhilesh Yadav but controlled by the father and neta Mulayam Singh Yadav and his coterie. The timing of Mahesh Sharma’s project is indeed questionable for it comes months ahead of the crucial electoral battle in the state which elected Narendra Modi. There is no one who should complain about the attempt to develop tourism anywhere but the choice of Ayodhya definitely is too much of a coincidence and therefore suspicious and definitely lets the cat out of the bag. However, for Mahesh and those saffron firebrands like union minister Uma Bharti and founder-president of Bajrang Dal, the youth wing of the Hindu nationalist organisation Vishwa Hindu Parishad (VHP) in India, Vinay Katiyar, who is also Rajya Sabha MP. These firebrands have raised the pitch for building the Ram mandir at Ayodhya which is still under litigation in the Supreme Court. The BJP has time and again reiterated that the mandir will only be constructed after the nod from the apex court. However, the demand for construction become shriller during elections. Anyone who is a keen watcher of political developments only need to join the dots to realise that political parties won’t shy away from polarising voters through religion or caste to extract political mileage. It was disappointing for those who hold dear the belief that India is a pluralistic and democratic nation when prime minister Narendra Modi made a spirited chant of ‘Jai Shri Ram’ at the Dusshera event in Lucknow. No one can question Modi’s credentials as a patriotic Indian and that is the very reason that Indian politicians in power should avoid getting involved with religious issues. The proposed Ramayana museum which is being initiated by Mahesh Sharma certainly has the potential of eliciting religious goodwill in a state where religions and caste politics have held sway. Not to be left behind, the Akhilesh government announced the Ram Lila Centre as a counter to the Ramayana museum so that it was not seen as being less enthusiastic to the sentiments of one religious community. The Samajwadi Party has also been an unabashed player of the muslim card and at times, has been accused of inciting riots to scare religious minorities into its fold. The BSP, the other serious contender for power, has also upped the ante with the Dalit card. Such competitive politics has its consequences. UP is demographically ungovernable and by 2050, the state’s population will almost be doubled and reach 440 million. This is the reason why UP should be divided as per the suggestion of then UP chief minister Mayawati in 2011, when she proposed to divide UP into four states- Purvanchal, Bundelkhand, Awadh Pradesh and Paschim Pradesh. Perhaps, that is the best solution.

DailyDevotion Is God’s Will My Will? This is the will of God, your sanctification… —1 Thessalonians 4:3 Sanctification is not a question of whether God is willing to sanctify me— is it my will? Am I willing to let God do in me everything that has been made possible through the atonement of the Cross of Christ? Am I willing to let Jesus become sanctification to me, and to let His life be exhibited in my human flesh? (see 1 Corinthians 1:30). Beware of saying, “Oh, I am longing to be sanctified.” No, you are not. Recognize your need, but stop longing and make it a matter of action. Receive Jesus Christ to become sanctification for you by absolute, unquestioning faith, and the great miracle of the atonement of Jesus will become real in you. All that Jesus made possible becomes mine through the free and loving gift of God on the basis of what Christ accomplished on the cross. And my attitude as a saved and sanctified soul is that of profound, humble holiness (there is no such thing as proud holiness). It is a holiness based on agonizing repentance, a sense of inexpressible shame and degradation, and also on the amazing realization that the love of God demonstrated itself to me while I cared nothing about Him (see Romans 5:8). He completed everything for my salvation and sanctification. No wonder Paul said that nothing “shall be able to separate us from the love of God which is in Christ Jesus our Lord” (Romans 8:39). Sanctification makes me one with Jesus Christ, and in Him one with God, and it is accomplished only through the magnificent atonement of Christ. Never confuse the effect with the cause. The effect in me is obedience, service, and prayer, and is the outcome of inexpressible thanks and adoration for the miraculous sanctification that has been brought about in me because of the atonement through the Cross of Christ.

ad the Rongmei recognition been a trivial matter, I would not have forced myself into a kind of paper duel with a senior citizen who is no other than Rev. L. Suohie whom I know. Also, due to unexpected and timely intervention from matured quarter, I reduced the ingredients. Nonetheless, the Rongmei recognition issue has immense legal and social ramifications concerning the future of the indigenous Nagas of Nagaland. And had it been not so, the matter would not have taken a toll on Naga Hoho and on the relationship between the Nagas of Nagaland and the Nagas from Manipur. The crux of the issue is no other than mere population integration of the Nagas within the territory of Nagaland only, whereby Rongmeis, having no ancestral land in Nagaland are being treated at par with those 14 Naga tribes who are the bona fide land owners of Nagaland. The recognition of Rongmei became the legal catalyst by which the floodgate was opened for the influx to follow. The issue is sensitive and paramount and therefore any passing remark by anyone without legal bases on the matter is needed to be challenged under any circumstances even risking the probable sentimental hurt. Though not named, the instant reaction of the respected Rev. is the obvious rejoinder to me. And had I been at fault, I deserve to swallow any amount of pills how bitter it may be and vice versa. Yet, I am confident when I talk on the issue in question, I do it on the basis of the records I have. Nevertheless, the respected Rev. has the liberty to support the case of the Rongmeis to the hilt as he likes, had it not

the control of respective owners. Therefore, it is absolutely natural and constitutional that Nagaland belongs to its legitimate owners and not otherwise. There are categories of people in Nagaland. These categories are the indigenous Nagas of Nagaland (the land owners of Nagaland), then comes those who had no ancestral land but have settled prior to the creation of Nagaland Statehood as Kukis, Kacharis and Garos who do enjoy indigenous inhabitant status but not tribal status. The Constitution of India provides privileges to its citizens to settle anywhere within the Union of India. Accordingly, we have huge presence of people from all communities from mainland India and from North East living in Nagaland. Nevertheless, the first PM of India, Jawaharlal Nehru graciously incorporated protective laws in the Constitution in the best interest of the Nagas of Nagaland. Besides, we have ILP to regulate the entry of even bona fide Indians into Nagaland. Out of 60 Assembly seats, 59 are reserved except Dimapur 1 Constituency which is the only open seat. Thus, the existing laws do not provide for the Govt. of Nagaland to treat all permanent settlers in Nagaland as equals in matters of political, economic and social privileges as opined by Rev. Suohie. Striving to protect my fundamental rights, my birth rights and also confronting and exposing those who are infringing on those rights is my legal privilege and my action cannot be construed as ‘tribalism’ nor ‘racism’. Magnanimity at the cost of the future of posterity is foolishness. Z. Lohe

orruption is rampant in India. It has permeated in the very fabric of the society. There are corrupt businessmen, teachers, engineers, doctors, bureaucrats, politicians and others. Corruption has progressively increased and is now rampant in our society. From the level of peon and constable to a mantri and a high-level official, corruption exists. In every branch of governance whether it is politics or media, judiciary, police, religious institutions, economic growth or private sector, corruption prevails. Corruption in India has wings, not wheels. As the nation grows, the corrupt also grows to invent new methods of cheating the government and public. Corruption has become a routine practice in Indian society and people learn it faster than anything else; it does not require a gurukul or teacher, a majority of the people have mastered the art. Now a days, everyone in India is glued to their television sets to know more about the “High Profile” legal cases that are going on across the country. All of a sudden, people have started taking interest in the judicial system. Those who were not so serious about the laws of the land have become law-conscious. The decisions made by judiciary in recent times have instilled a renewed confidence among the countrymen in the legal system. There is, however, no denial of the fact that public opinion, by and large, is in favour of the current trends reflected in the judgements, emanating from courts, especially in public interest cases. However, some well-wishers of the society are dismayed to see that. In this rising dust and din, the real point is being missed out as not much serious attention is being paid to the root of corruption. The more laws regarding corruption there are, the more corruption is taking place. Some intellectuals have pointed out that it is the high lust for making easy money that has led to corruption on such a scale. But the cause of lust for money has not been identified by anyone yet. Since ages, scriptures and sages have spoken about vices and virtues. Of all the vices like lust, anger, attachment, greed, ego, the most dangerous and subtle in nature is “greed”. It is said that greed is such a kind of hunger that never gets satisfied. Our desire for food ends when our hunger is appeased, our anger also subsides

when it purpose is achieved. But greed creates such a tendency in the mind that does not get satisfied even we get the kingdom of whole world. Today, we see that on acquiring wealth, men want to acquire a kingdom, having acquired kingdom, they want to become godfathers and even after becoming one, they are still not satisfied. Hence, it is this tendency, which is created by acquiring wealth, in a person who possesses it, that leads to corruption at all levels. So does it mean that one should not recognise the importance of wealth and remain poor for whole life? Not really! What is required, in fact, is to draw a full and clear picture of wealth and create right perception of the characteristics of wealth so that people could get a balanced view of it. We must remember that all our attitudes and tendencies ensue from our beliefs; therefore, we should have right kinds of beliefs if we want the society to get rid of the evil inclinations. There is no denying that acquisition of wealth is necessary for sustenance but we should not take an extreme view of its benefits and must keep in mind the negative inclinations it produces by keeping our tendencies under check, because accumulation of wealth does not only give rise to a host of evil inclinations but also destroys peace and happiness. The funniest thing about wealth is that the one who possesses it is always under threat of losing it, the one who does not possesses it is always yearning for it and the one who possesses it in abundance is always sad while parting with it. Thus, wealth connected situation produces nothing but pain. However, people believe that it is natural for human beings to have desire for wealth and its fruits but they forget the very fact that this tendency of making money gives rise to other negative tendencies by natural cascading effect which is self-destructive. There is no doubt that wealth and its accumulation is one of the primary needs of a man but it is equally true that this tendency needs to be accompanied by honesty, well-being of the society and self-control. Otherwise, it leads to massive havoc. Hence, one should not wrench the benefits of wealth from the dangers of greed. There has to be a balance through self-control, only then corruption will end and there would be a lawful and peaceful society in real sense. Iodine deficiency disorder

I

odine Deficiency Disorder is a public health problem all over the world. It is confirmed that one out of every five people in India lives in IDE endemic areas. These disorders are caused by lack of iodine in the diet, which ranges from simple goitre, mental retardation, stunted growth of cretinism. Most of these disorders are permanent yet all of them are preventable only by consuming good quality iodised salt daily. Answers to some common questions on iodine deficiency disorders: 1. WHAT IS IODINE? Iodine is a micro-nutrient essential to human life. Some of the most vital functions of the human body depend on a regular supply of iodine. 2 . W H AT I S T H E SOURCE OF IODINE? Iodine is naturally available in the soil and water. Our normal requirement comes from crops grown on iodinerich soil. Therefore, when the soil of any area lacks iodine, the crops grown on such areas lack iodine. Consequently, those people who live on iodine deficient land do not get the daily requirement of iodine from the diet, 3. WHY IS IODINE SO IMPORTANT? Because it is essential for normal growth, development and functioning of both the brain and the body. More importantly, without enough iodine, a newborn’s brain and body can become permanently retarded and stunted. A pregnant woman who is deficient in iodine is likely to produce an abnormal child. 4. been for legal implication. And universally speaking, bully cannot outsmart legal composures. Rather, had it been not contested, such comment can be quoted for legal reference in future. The NTC has given the befitting clarifications for those who have wrong notions. Yet, what prompted me to poise questions to you earlier was specifically on your assertion that Rongmei tribe was ‘recognized as an indigenous tribe of Nagaland by Govt. of Nagaland in 1977’ as per your miniature item published by Nagaland Post on 12.10.2016 only. As you have placed your opinion and knowledge about this controversial issue in the public domain, I also have the liberty to ask you through media to substantiate your claim. And I too will stick to my question as to what right any person irrespective of social status one wields to distort, mislead and confuse the Nagas of Nagaland in particular. The variation between indigenous tribe and indigenous inhabitant was well explained by one K. Angami, Kohima and published just below the item of Rev. Suohie in Nagaland Post on 16.10.2016 should suffice without much ado as of now. Thanks to the gentleman. Whereas, Rev. Suohie’s assertion that ‘The people irrespective of clans, tribes and races living together within a boundary as permanent settlers are to be treated as equal citizens’ cannot be valid. No. As India does not belong to every nation on earth, so also Nagaland does not belong to everybody. Not to speak of land expanses and area of oceans with big and small islands in it have its absolute proprietors but including the air space above is under

Be wealthy, not greedy

DINE DOES A PERSON NORMALLY NEED? The average daily requirement of an adult is 150 micrograms. However small the quantity may be, it is yet important that the body gets this quantity daily. 5. WHAT HAPPENS WHEN A PERSON DOES NOT GET ENOUGH IODINE? Iodine deficiency in the diet forms a group of abnormalities known as Iodine Deficiency Disorders. It includes goitre, mental retardation, speech and hearing defects, squint, difficulties in standing & walking normally and growth retardation. During pregnancy, it causes abortion, stillbirth or birth of mentally deficient baby. 6. WHY DOES A CHILD BECOME A CRETIN? A baby in the mother’s womb requires regular supply of iodine for the normal growth and development of its brain and body. But when the mother is iodine deficient, the child too is deprived of this much needed nutrient. If the deficiency is severe, the growth and development of the child’s brain and body are permanently stunted and it becomes a cretin, causing inability to walk, talk or think normally. 7. WHERE DOES IODINE DEFICIENCY DISORDER OCCUR IN INDIA? It occurs in almost all the States and Union Territories of our country. The most affected areas lie in the Sub-Himalayan belt extending from Jammu & Kashmir to the North-East including Nagaland covering an area of 2500 sqKms. 8. WHAT IS IODISED

SALT? Iodised salt is nothing but the common salt to which a small quantity of iodine compound is added. It is used to prevent iodine deficiency. It looks, tastes and smell exactly like ordinary salt. 9. WHY IS IODINE ADDED TO SALT Iodine is added to salt for the simple reason that we all use salt everyday irrespective of caste, religion or economic status in normal quantities of about 10 to 15 grams a day. If this amount is iodised we automatically get the right amount of iodine that is required everyday. 10. CAN CONSUMPTION OF IODISED SALT CURE GOITRE, CRETINISM AND OTHER IODINE DEFICIENCY DISORDERS? No, most of the iodine deficiency disorders are permanent and incurable. However, these disorders can be easily prevented by consuming iodised salt regularly. 11. WILL CONSUMPTION OF EXCESS F HARM ME? No our body will utilize only the required quantity of iodine and the excess (if any) will be excreted unused through the urine. 12. CAN PREGNANT WOMEN AND CHILDREN USE IODISED SALT? Yes, pregnant women and young children requires iodine even more than others. 13. HOW CAN I KNOW IF SALT CONTAINS IODINE? We can know the content of iodine by testing the salt with a simple salt testing-kit method.

14. DO ANIMALS NEED IODISED SALT? Yes, iodised salt improves the health and productivity of animals and reduces the number of stillbirth and miscarriages. Also cattle that are fed with iodised salt produce milk rich in iodine 15. HOW SHOULD IODISED SALT BE STORED? Iodised salt should be stored in an air tight container because prolonged exposure to direct sunlight and moisture can destroy the iodine in the salt. 16. IS THE SALE OF NON-IODISED SALT BANNED IN OUR STATE? Yes. The sale of noniodised salt is banned under the provision of PFA Act 1954 which is still enforced in our state. Any trader found selling non-iodised salt for human consumption is liable for prosecution under provision of the said Act. 17. WHAT SHOULD THE TRADERS DO? i) Shopkeepers should stock and sell only iodised salt. ii) They should ensure proper storage of iodised salt away from direct sunlight and rain. iii) They should label the salt meant for farm or animal use as “NOT FOR HUMAN CONSUMPTION” 18. WHAT CAN YOU DO TO PREVENT IODINE DEFICIENCY DISORDERS? YOU CAN: i) Disseminate the information on Iodine Deficiency Disorders, its consequences, control & preventive measures.

ii) Purchase & consume iodised salt only. iii) Store iodised salt in closed containers. iv) Keep the iodised salt in a proper place and not near or above the fireplace. v) Check & store iodised salt for not more than six months. AN APPEAL It is all about a very minute nutrient called “Iodine” which is essential for manufacturing two vital hormones in our body namely thyroxin and tri-iodothyronin that are responsible for maintaining normal growth and development of both brain and body. Our body requires a daily supply of 150 micrograms of iodine which is to be obtained from the food we consumed. But the fact that we live in the sub-Himalayan region, which is declared as iodine deficient zone and also the hilly topography, heavy rainfall, frequent flooding, traditional practice of jhum cultivation and burning of forest etc, have all contributed to loss of iodine from the soil mass, rendering the food crops grown on our soil with less iodine or no iodine content. The consequence of iodine deficiency in the diet are exceedingly grievous which includes mental retardation, stunted growth, lowering of IQ level, poor school performance, speech and hearing defect, difficulty in standing and walking, abortion, birth of dead babies and goiter (swelling in the neck). The only effective control and preventive measure to combat this menace consists

Daily Bible reading habit

he Holy Bible, words of God, not human words written by Prophets who were filled by Holy Spirit and not by ordinary men. Holy Bible comprises of 66 books, divided into Old Testament 39 and New Testament 27. According to King James Version it contains 10, 90, 870 words. The Holy bible was completed after 1,600 years written by 40 different prophets. If anyone wants to understand God’s Knowledge, they should read the Holy Bible beginning from Genesis till Revelations. Bible contains both good and bad. Try and make the habit of reading daily, 5-10 minutes so that you can finish reading the Holy Bible from Genesis to Revelations. When done the person will know about God’s wisdom and be filled with it. Reading Bible is looking in the mirror, one can see what is on

their face and those who do not look in the mirror cannot see what is on their face. Likewise, those who never read Bible do not know his/her sins committed as high as mountain as wide as an ocean. The Word of God is a lamp for everybody’s feet, and a light into everybody’s path (Psalm 119:105). Without lamp nobody will be able to walk in the dark, nobody will be able to go forward. How to read bible and at what occasion: 1. When things are well. The world is good to you. Read (Deuter 11) 2. When you are in trouble and things go against you. Read (Psalms 27) 3. When you faith weakens. Read (Hebrew 11) 4. When sins trouble you. Read (Psalms 51) (2 Samuel 11) (1 John 1:7-10)

5. When you are becoming independent toward God and Religion. Read (Revel 3) 6. When seeking forgiveness. Read (Psalms 32) (Isaiah 10:1) (1 John 1:7-10) 7. When you are leaving home. Read (Psalms 121:1-8) 8. When you are blue. Read(Psalms 34) (John 14) 9. If you are discouraged. Read (Isaiah 40) (Psalm 43) 10. When you are lonely and fearful. Read (Psalm 32 and 33) 11. In times of need and economic distress. Read (Psalm 139, 145: 1-16) 12. When in danger. Read (Psalm 91) 13. When you are tempted. Read (Matthew 4:1-11) 14. When you are sick. Read (Psalm 39, 91) 15. EVS as elective subject choice

Sir,

EVS (Environmental Science/studies) is a mandatory subject in the Education Curriculum. However, it fails to be mentioned by the Nagaland Public Service Commission in most of the recruitment advertisements that pertains to the subject. Particularly, I would like to point out (with reference to CTSE 2016) Item no 11 (post of Ranger (Class–II Gazetted) under the Department of Forest, Ecology, Environment and Wildlife) and Item no 14(a) (post of Junior Soil Conservation Officer (Class–II Gazetted) under Soil & Water Conservation Department). The education qualification mentions the likes of Bachelors Degree in Physics, Chemistry, Mathematics, Agri., Forestry etc for the post. As such, Bachelors in EVS must also be included in the required qualifications. Preference must also be given to this subject as it specializes in the above mentioned fields. It must also be included as a choice of elective subject in the following exam. I anticipate and hope that this matter will be clarified in the least possible time. I speak not just for this Advertisement but for all that is to come in the later days. Ken Kessen, Post Graduate (EVS) Student

Guest of honour, Dr. Bendangyanger said the main

Districts such as Tuensang, Mon, Wokha and Kiphire have been identified under this program, he mentioned. Director, DFP, Kohima, Dr. Engam Pame who delivered the key note address said the ministry of Health and Family Welfare initiated a new media strategy called special media campaign on Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCH+A). He also mentioned that 25% of the districts in every state based on composite health index have been identified as high priority districts for which success largely depends on people’s participation. Directorate of Field Publicity acts as a bridge between the people and the government in a true sense,

Abhijit Sinha and director, Health & Family Welfare, Dr. Bendangyanger were the chief guest and guest of honour respectively. According to DIPR report, chief guest in his address said that health was important for all people irrespective of age. Moody’s said. Moody’s points out that more developed PPP markets, such as in the UK, Canada and Australia, use both availability-payment and demand risk models, and relatively standardised bid documents - features that could address some of the bottlenecks in the Indian framework. In particular, these more developed PPP markets typically feature well-developed regulatory frameworks, largely standardised project contracts, a large and sophisticated investor base and predictable project pipelines, it said. “There has been a large decline in private investment in PPP projects for a number of reasons, including delays in project approvals and land purchases by the government, complicated dispute resolution mechanisms in the concession agreements and lower than expected revenues due to aggressive assumptions,” Moody’s report ‘Indian Infrastructure: Enhancement of PPP Framework Would Help Meet India’s Infrastructure Needs’ highlighted. “Delays in project completion have resulted in cost overruns and revenue losses to private concession owners. These factors have impacted the financial viability of some projects and their ability to service debt,” the report said.

expensive as they are currently taxed at 25 per cent, lower than the proposed peak rate of 26 per cent under GST. Under the proposed 4-slab structure, the items which are currently taxed between 3-9 per cent will fall in the 6 per cent bracket; those in 9-15 per cent range will come under 12 per cent rate. Those products which are currently taxed between 15-21 per cent would attract 18 per cent levy, while those above 21 per cent would be taxed at the peak rate of 26 per cent. The GST Council, which has Union Finance Minister and his state counterparts, will decide on tax rates next month. Saying that the four tier rate structure was designed in a way that neither the exchequer lose revenue nor does the common man’s tax liability increase significantly, Finance Minister Arun Jaitley had said: “the effort will be to fit the goods in the closest tax bracket under GST”.

New Delhi, Oct 20 (IANS): Moody’s Investors Service here on Thursday said that enhancing India’s public-private partnership (PPP) model can attract more private sector investments for infrastructure projects and address the country’s large needs in the sector. Against the country’s rapid economic growth, its infrastructure sector has been marred by under-investment for some years, which can be addressed by resolution of the challenges in the PPP model, the global agency said. “While the country’s PPP mechanism has seen reasonable success in some sectors over the last 20 years, the level of activity has been low in the last four fiscal years due to challenges,” Moody’s V-P and senior analyst Abhishek Tyagi said. “India’s PPP framework will benefit if it is developed further to address key issues regarding improved risk allocation, ability to renegotiate unpredictable factors in the bid documents and move away from project awards based on one metric, such as estimated revenues,” Tyagi added. India’s economy is set to grow at the fastest pace among major economies in 2016 and 2017, although GDP growth remains constrained by various factors, including inadequate infrastructure investments,

New Delhi, Oct 20 (PTI): For the third day, gold prices rose today, firming up by Rs 160 to trade at two-week high of Rs 30,540 per 10 grams driven by persistent buying by jewellers at domestic spot market and firm global trends. Silver also recovered by Rs 150 to Rs 42,700 per kg backed by increased offtake by industrial units and coin makers. Sentiment bolstered after gold advanced to its highest level in two weeks highest level in global markets as a weakening dollar attracted buyers in exchange-traded funds backed by the metal amid mounting speculation that the US interestrate increases will be gradual. Gold hits two-week high on global cues

New Delhi, Oct 20 (PTI): The proposed 4-tier GST structure may hit the common man as it is likely to result in higher taxes on various items including kitchen staples such as edible oils, spices and chicken. The prices of certain consumer durables like televisions, air conditioners, fridges and washing machines may however become cheaper with decrease in taxes. The government plans to roll out the new indirect tax regime, Goods and Services Tax (GST), from April 1, 2017. In its meeting with states this week, the Centre has proposed a four slab GST rate structure. The lowest rate proposed is 6 per cent, with two standard rates of 12 and 18 per cent. The peak rate, which will mostly apply to FMCG and consumer durables, will be 26 per cent. Besides, a cess is also likely to be levied on demerit or sin goods and polluting items. The scheme is a key component of the recently approved National Civil Aviation Policy (NCAP), whose main objective is to “enhance regional connectivity through fiscal support and infrastructure development”. The policy intends to grow regional connectivity via several measures such as incentives, capping of air fares for a limited number of seats and revival of existing air strips and airports. The RCS is expected to support airlines by providing direct financial support namely VGF, which would be given to the interested airlines to kick off operations to an unserved or underserved airport. It is also expected to keep passenger fares affordable. Under the scheme, the partner state governments would also have to contribute a 20 per cent share to the fund -- the northeastern states would need to give only 10 per cent share towards the RCF.

statement said, “Card network companies NPCI, MasterCard and Visa had informed various banks about a potential risk to some cards owing to a data breach. Accordingly, we have taken precautionary measures and have blocked cards of certain customers identified by the networks.” SBI deputy managing director and chief operating officer Manju Agarwal explained that the data breach took place between May and July, but was discovered only in September and so the bank decided to proactively change the cards. “As soon as we came to know financial data being stolen, we asked our customers to change the ATM pin numbers. Despite instructions only 7 per cent of the customers changed their pin numbers. At that point we decided to recall cards as we did not want our customers to be at any risk,” she said.

New Delhi, Oct 20 (IANS): The gover nment will on Friday issue the final guidelines of the Regional Connectivity Scheme (RCS) which intends to provide air connectivity to unserved and remote routes, Minister of State for Civil Aviation Jayant Sinha said. The government expected “a very positive” response from the industry to the final guidelines, the Minister said at an event held here on Thursday for “Building Awareness on Aligning Skill Development in the Civil Aviation Sector with the National Skill Qualification Framework”. Key components of the RCS like capping of passenger fares and Viability Gap Funding (VGF) period are expected to be announced. According to the Minister, the final guidelines have been drafted after extensive consultations with all the stakeholders like state governments, airlines, airport operators, chopper services providers, aircraft manufactures, industry

US presidential debate: Trump won’t commit to accept election result

LAS V EGAS, OCT 2 0 (IANS): Democratic nominee Hillary Clinton won Wednesday night’s final presidential debate, as she has won the two previous ones, but her Republican rival Donald Trump easily made the debate’s headlines by his refusal to say if he would accept the election results if he lost. As the bruising presidential campaign enters its final weeks, the sharp rivalry between the two candidates became visible when they declined to acknowledge each other at the beginning of the third and final debate in Las Vegas. The key moment in the debate came near the end when moderator Chris Wallace challenged Trump to say whether he will accept the results of the November 8 election. “I will look at it at the time. I’m not looking at anything now,” Trump told Wallace. “I’ll keep you in suspense.” In recent days, Trump has argued that the media, Hillary Clinton’s campaign and election officials may be conspiring to rig the election against him. “It was horrifying what he said,” Clinton told reporters, “We are a country based on laws. And we’ve had hot, contested elections going back to the very beginning, but one of our hallmarks has always been that we accept the outcomes of our elections.” “He is denigrating...he’s talking down our democracy,” the former Secretary of State added. According to a CNN/ ORC instant poll of debate watchers, Clinton beat Trump 52 per cent to 39 per cent. There was a plus or minus 4 percentage point margin of error. Trump did outperform

expectations, however. Nearly six in 10 viewers said he did better than expected, whereas 44 per cent said the same of Clinton, the poll showed. The showdown began with the two candidates -Clinton dressed in an off-white signature pantsuit and Trump in a black suit with a contrasting bright red tie -- taking the stage at University of Nevada’s Thomas and Mack Centre without a hand-shake or a smile. The final clash provoked several flashpoints and moderator Chris Wallace had to ask the candidates not to talk over each other. Trump repeatedly called Clinton “such a nasty woman”, while the Democrat described him as “unfit” to be Commander in Chief of the US amed forces. However, the evening focused more on policy than

earlier showdowns and Trump looked intent on maintaining a more even manner. Trump assured America that “nobody has more respect for women than I do” as he denied allegation of sexual assault as conspiracy or fiction. The final debate was Trump’s last and biggest chance to appeal to the women voters, many of whom have rejected him. They debated over issues like Supreme Court; Second Amendment (protects the rights of people to keep and bear arms) where he hit Clinton for being anti-gun; abortion and the economy where the Manhattan billionaire boasted that as president, he would make the US an economic engine with annual growth rates of 5 or 6 per cent, while if Hillary goes to the White House, growth rates will be less than zero. Trump went on to slam

Clinton over her record as Secretary of State, the controversy over her private email server, and painting her as the symptom of a tired political establishment who had achieved nothing in her 30 years in public life. T h e t wo r iva l s a l s o clashed on immigration and the Islamic State during the 90minute showdown. With less than three weeks to go, it was the candidates’ last chance to address their messages directly to the American people. The debate ended, as it had begun, without the customary handshake in a sign of how hostile the campaign has become. After the final answers ended, Clinton stepped away from the podium to thank the moderator while Trump stayed at his podium until she was out of reach.

Kathmandu, Oct 20 (PTI): Nepal’s dethroned King Gyanendra Shah Thursday warned that the “politics of obstruction” that has thrived in the country can lead to a “rebellion” by the “oppressed masses”. Addressing the three-day International Hindu Extensive Conference here, Gyanendra said: “Such kind of politics would only give rise to dissatisfaction.” Gyanendra, 69, said, “Obstructionist politics would fuel discontent and it would instigate feeling of rebellion among the oppressed masses.” “We would be able to safeguard national pride, sustainable peace and the feeling of nationalism, if we could preserve the thousands of years old civilisation, culture and religion,” he said at the event organised by the World Hindu Federation at Pashupati area in Kathmandu. Gyanendra, the last King of the Hindu Kingdom of Nepal who was dethroned in 2008, also said that the current political situation has generated despair among the people. “The recent hopelessness has made everybody ponder the reason behind the current state of affairs in the country,” he said. He said Nepal has always been the source of inspiration for ancient traditions of Hinduism and Buddhism and added that dark clouds are hovering over the ancient traditions and culture. “Peace and goodwill will prevail wherever there are Hindus,” the former Hindu monarch said. Shankaracharya of Jyotirmuth Vasudevananda Saraswoti and Adityanath of Gorakhnath Muth of Gorakhpur, also attended the three-day conference that kicked off today. According to the organisers, representatives from Nepal, India, Thailand, USA, Malaysia, Bangladesh, Sri Lanka, Pakistan, Indonesia, Canada, UK and various other countries have been attending the conference, which is expected to come with a proposal to reconvert Nepal into a Hindu nation.

Longest prison strike across USA NE W YO R K , OCT 2 0 (AGENCIES): For the past couple of months, prison inmates across the country have been striking and protesting, in what organizers have called the largest prison strike in US history. The little-known protests were organized around September 9 in commemoration of the 45th anniversary of the bloody uprising at the Attica Correctional Facility in New York. But the demonstrations have continued in potentially dozens of states since then, and there’s talk of more concerted protests beginning anew later in October. The demonstrations have broadly targeted dismal prison conditions. But they have generally focused on a few specific issues — particularly prison labor practices in both public and private prisons that can force inmates to take jobs for little to no pay, which inmates have characterized as modern slavery. “What you see is a lot of people who are being incarcerated sort of recognizing the broader social, political, and historical context in which they are positioned,” said Clint Smith, a doctoral candidate in Harvard focused on incarceration issues. “And [they are] fundamentally rejecting the idea that they are devoid of any agency, that they are not able to push back and protest against the conditions in which they live.” The protests, however, have been varied in their approach. So far, they have taken place in as many as 50 prisons in at least 12 states, involving at least 24,000 people in these facilities. As John Washington explained for the Nation, the hard numbers are hard to come by, in large part because prisons are so secretive. But we do have some details of what’s going on.

Protests in at least 12 states

So far, the protests have taken a few forms. There have been work stoppages in which inmates refuse to take part in prison labor. There have also been hunger strikes, which mostly came about among inmates who don’t have jobs in prison. In some cases, there have also been bouts of violence — in which inmates take over parts of the prison and destroy property. Here are some of the bigger protests, based on the Incarcerated Workers Organizing Committee’s tracker, the Nation’s breakdown, and other news reports: Alabama: Starting on September 9, inmates went on strike as part of the Free Alabama Movement, an advocacy group for prisoners. Some reports suggested that prison guards also joined the strikes to speak out against unsafe conditions, but higher-ups deny it. Perhaps in response, the US Department of Justice on October 6 announced that it will investigate Alabama’s prisons for men. California: At least 100 inmates in Merced County Jail went on a hunger strike starting on September 9, with inmates in Santa Clara County Jail planning to join on October 1. Florida: Hundreds of inmates rose up in at least five state prisons in early September, refusing orders while taking over dorms and cellblocks. The Miami Herald has founddeplorable conditions in Florida prisons for years: understaffing, violence, and lack of air conditioning in scorching hot weather. Michigan: Inmates began striking in Kinross Correctional Facility on September 9. But after discussing their demands with the warden, a tactical team used guns, rifles, tear gas, and shields to subdue and handcuff around 150 inmates, leaving them in the rain for five

to six hours. Prison officials told the Detroit Free Press that inmates started a fire and damaged several buildings during the demonstrations. South Carolina: There were several weeks of work stoppages in state facilities. After one inmate died in the McCormick Correctional Institution, some inmates also rose up in what one prisoner described to the Nation as an “active rebellion.” Texas: Although prison officials have denied strike activity, multiple prisons in Texas have reportedly gone on lockdown in the past few months due to inmates refusing to work. Wisconsin: Before September 9, prisoners were already on hunger strike in protest of solitary confinement. Some inmates were force-fed through a nasal tube throughout the protests, but the strikes were reportedly still going on as of September 23. There have been protests in other facilities within these seven states and prisons in up to 17 other states. But the details are scarce, because prison officials refuse to provide them — after all, it’s in their interest to make it seem like their prisons are run with few or no problems. And more protests are likely coming: Some inmates plan to organize another round of renewed protests October 15 to 22. According to Emma Grey Ellis at Wired, inmates have organized, with help from family, friends, and outside groups like the Incarcerated Workers Organizing Committee, using contraband cellphones and social media. Inmates aren’t technically supposed to have access to these, but they have long managed to smuggle the necessary devices into prisons. And now they’ve used them to put together protests.

Arsenal thrash Ludogorets in CL

Messi nets three as Barca beat Man City

Ludogorets defender Cosmin Moti sticks out a leg but is powerless to stop Mesut Ozil sliding home Arsenal’s fourth goal.

London, Oct 20 (Agencies): A Mesut Ozil hat trick spearheaded Arsenal’s 6-0 Champions League demolition of Ludogorets at the Emirates Stadium. Alex Sanchez produced a sublime lob to open the scoring as Arsenal stretched their unbeaten run to 11 matches in all competitions. Theo Walcott and Alex Oxlade-Chamberlain also struck, with Ozil’s second-half treble helping Arsenal retain top spot in Group A. Sanchez offered the game’s outstanding moment just 12 minutes in, with his sumptuous finish kick-starting Arsenal’s routine triumph. The Chile forward left Cosmin Moti and Ludogorets

captain Svetoslav Dyakov trailing as he checked his run before floating the ball home. But Jonathan Cafu reminded Arsenal of the visitors’ pace on the break, halfrounding David Ospina only to scuff his attempt. Ozil then fluffed an opening, failing to connect sweetly when gifted the ball on the edge of the area by Moti’s poor clearance. Ospina was forced into a fine save to deny Virgil Misidjan and bail out Shkodran Mustafi, who had failed to provide a clearing header before a low Wanderson effort grazed a post. Arsenal took advantage of that let-off to double their lead when Walcott fired home

from 20 yards. And they wasted no time cementing victory after the break, adding two quick goals to double their lead. Oxlade-Chamberlain swept home from Nataniel’s weak clearance before Ozil raced through to bury the fourth. Ludogorets’ resolve was broken and Arsenal set about putting a gloss on the scoreline, with Ozil running riot. As the game opened up, the 28year-old plundered two more goals to send the Emirates into late raptures. Second-half replacement Lucas Perez laid on both in a neat cameo that would have delighted boss Arsene Wenger.

India rise to 137 position in FIFA rankings; best in six years NEW DELHI, Oct 20 (PTI): The Indian football team achieved its best FIFA ranking in over six years when the side jumped 11 places to be 137th in the latest list released on Thursday. India, who defeated 114th ranked Puerto Rico in an international friendly in Mumbai in September, garnered 230 points for the month. In August 2010, India were ranked 137th which stayed India’s best ever FIFA Ranking since then. National Coach Stephen Constantine sounded delighted but wasn’t willing to read too much into it. “When I came over for my second stint, one of my tasks was to improve our FIFA Rankings. With the results which we have had so far, it is

clear that we have succeeded,” he told www.the-aiff.com. “It’s been a total Team effort. Unless Mr. Patel (AIFF President Praful Patel) and Mr. Das (AIFF General Secretary Kushal Das) allowed me to do the things and the manner I wanted it to be done, this won’t have been possible ever,” he stressed. “But this is just the beginning of the long-term plan which we envisage for Indian Football. I am certainly not over the moon as I feel my Team can achieve much more,” he stated. and slipped to 173rd in March even before Constantine could have his first game incharge against Nepal, which India eventually won 2-0 on aggregate. Constantine mentioned about the impact the national team has made after reducing the average age from around 32 to 24. “We have been able to reduce the average age of the team from around 32 to 24 which is very significant indeed,” he quipped. “The AIFF Academies were set with a purpose and if you look at my team, there is continuity. We have introduced so many youngsters from the AIFF Youth Development setup and also from the AIFF scouting network,” he maintained.

Lionel Messi netted the seventh Champions League hat-trick of his career, as Barcelona humbled ten-man Manchester City 4-0 at Camp Nou. Messi opened the scoring on 17 minutes following a Fernandinho slip, but City arguably could have gone in at the break level had John Stones managed to get his 45th-minute header from a David Silva free-kick on target. But the game changed on 53 minutes, when former Barca goalkeeper Claudio Bravo was sent off for a handball outside his area after he had gifted possession to Luis Suarez. Messi made it 2-0 on 61 minutes from Andres Iniesta’s pass following a Kevin de Bruyne error, then completed his fifth hat-trick of 2016 with a 69th minute tap in after Ilkay Gundogan’s poor pass dropped into the path of Suarez. Barcelona were also reduced to ten men in the final 15 minutes when substitute Jeremy Mathieu was shown a second yellow card for a foul on Raheem Sterling, but it did not stem the tide. City substitute goalkeeper Willy Caballero saved a Neymar penalty on 86 minutes, awarded for Aleksandar Kolarov’s trip on Messi, but the Brazilian made it 4-0 two minutes later following a jinking run and more feeble defending from Stones.

Forerunners down defending champions 1-0; enter final

The 2nd semi-final match between Barak FC and Forerunners FC 4th NAP on Thursday at Kohima local ground. (NP)

Correspondent Kohima, Oct 20 (NPN): In an interesting and exciting match, the defending champions Barak FC was downed by Forerunners FC 4th NAP with a solitary goal in the semi-final match in the ongoing 17th NSF Martyrs’ Memorial Trophy on Thursday. Playing the 2nd semi-final match with thousand football fans yelling and supporting their respective team, both the teams displayed equal skills and strength. Players from both teams miss many opportunities to score and ended the first half match without any goal.

Coming back after the lemon break, spirited players of both the teams never discouraged the spectators with their tactics and skillful display. Striker of Barak FC Rhitsho Merü (10) attempted a long range however the brilliant goal keeper of forerunners thwarted his attempt. In retaliation, Forerunners made a harsh attacked against its rival where Kezevituo Vizo (17) the vice captain attempted from a long distance but the expert keeper saved it. After several attempts and efforts from both the teams, the deadlocked was broken in the 71stminute when Vekhriito (5) shocked his rival team with his

skillful attempt from danger zone. After the solitary goal, Barak FC effort to equalize the goal was in vain. The 2 times champions Barak FC made several attempts but failed to find any goal, even after 5 minutes added time. Meanwhile, Medoneituo (7), Vekhriito and Kechie (3) of Forerunners and M. Raja of Barak FC were cautioned for foul play in the field. The Forerunners FC 4th NAP would take on Nagaland police (Red) in the final match on October 22. Joint director RMSA Nagaland Dr. Kevizake Rio graced the 2nd semi-final match as the

match patron. Earlier in the morning, for the first time in the history of NSF Martyr’s Memorial Trophy, an exciting exhibition was played between the ASU senior leaders and the Kohima Bar Association. ASU seniors drubbed the later by a margin of 5 goals to 2. With many senior footballers in both the teams, the 1st half saw a very competitive game with only one goal scored in favour of ASU Seniors which came through the boots of Victor(2) in the 24th minute. Into the second half, Kedozo (16) of ASU Seniors doubled the lead in the 42nd minute. The first goal in favour of KBA was netted by Tsitho (29) in the 49th minute. The third goal for ASU was converted beautifully by Voto (23) through a spot kick in the 55th minute. Just 3minutes later, Victor found the net again to make the score 4-1. Voto (23) also scored another goal in the 59th minute making it 5 goals for ASU seniors. KBA fought back strong and just in the stoppage time Tsitho (29) of Kohima Bar Association found the net again to minimize the score margin to 5-2. Wapang (23) and Seto (10) of KBA and Andrew (1) and Thepfiilie (52) of ASU were cautioned with yellow cards. Roko Angami, AFC license, former international footballer and Nagaland Football Coach Association, graced the occasion as the chief guest and Advocate Nancy presented a special song during the exhibition match. On Friday, third place match would be played between Barak FC and Nagaland police (Blue) at 1pm.

help his team to grab the second win of the tournament. They are now at third spot in the points table with seven points while North East remained top of the heap with 10 points from six matches. North East made just one change bringing in Nirmal Chhetri who was serving a suspension in place of Reagan

Singh, while Marco Materazzi made three changes with Maurizio Peluso, Bernard Mendy, and Siam Hangal replacing the trio of Manuele Blassi, John Arne Riise and Jayesh Rane. There were no clear cut chances in the first half but Subrata Paul pulled off a brace of saves from Peluso to keep things level. As the half wore on, tempers flared with Succi and North East’s marquee player Didier Zokora getting involved in a scuffle. The hosts were dealt a blow when Nico Velez had to be replaced by Wellington Priori in what looked like the former had picked up a niggle. Both teams went into the break with the score 0-0. Four minutes into the second half, Chennaiyin FC took the lead courtesy a superb volley from Succi. Against the run of play, the Bologna-born Italian turned towards goal and netted at one go from the edge of the box. Since conceding the goal, the Highlanders upped the ante and raided their rival citadel numerous times. Romaric and Holicharan Narzary came close but Emiliano Alfaro had the best chance to level things but for the brilliance of Mendy who made a inch perfect tackle to deny the in-form hitman just when he was about to pull the trigger. Alfaro got another chance to equalise late in the match when he nodded a beautifully floated free kick by Yusa Katsumi over the bar.

Controversy halts MDFA match

Dilong Youth Association (in yellow jersey) and Sports Society Soyim (blue jersey) in action during the 1st semi final match.

Correspondent Mokokchung, Oct 20: The 1st semi final match of the MDFA Trophy 2016 that was played today between Dilong Youth Association (DYA) and Sports Society Soyim (SSS) could not be finished as the match was halted in the second half of the game after the referee could not give his decision after blowing his whistle due to a fumble inside the D-box. This led to chaos making

the match unable to continue. And even after the numerous meetings between the officials of the two teams and MDFA, no concrete decision could be arrived till the filling of this report. Earlier, the match started off as usual. With both teams trying to prove their mettle, they tried to dominate the game. However, the first blood was drawn by SSS when they were awarded a penalty in the early minutes of the game.

The penalty was swiftly taken by Imlongchaba (15). But the equalizer from DYA came soon through a header by Bendangsunep (10). Thus with the score 1-1, the first half of the match came to an end. And with the resumption of the match after the break, the match became more exiting as both the teams tried to make the edge over its opponent. And soon after, the controversy started thus abruptly halting the match midway.

Five countries fail to comply with WADA code Moscow, Oct 20 (IANS): The national anti-doping organisations of Azerbaijan, Brazil, Greece, Guatemala and Indonesia have failed to comply with the World AntiDoping Agency (WADA) code and have three weeks to set right the violations, the agency said. “The WADA’s independent Compliance Review Committee (CRC) concluded that these countries were not currently in compliance with

the 2015 code; and decided that, unless their pending issues… are solved before 10 November, the CRC will submit recommendations of non-compliance to the agency’s foundation board,” WADA said in a statement on Wednesday, reports Sputnik. The violations vary for every country and include non-compliant local legislation or rules, use of non-WADA-accredited laboratories

and issues with the countries’ anti-doping programs. On September 3, at a WADA review meeting, Azerbaijan, Brazil and Guatemala were already warned that they faced the threat of being declared non-compliant unless pending issues were resolved. The agency’s foundation board will meet on November 19 in Glasgow, Scotland, where the situation will be addressed.

Kiwis beat India by six runs; levels series New Delhi, Oct 20 (Agencies): New Zealand levelled the five-match OneDay International series against India after winning the second game by six runs on Thursday at the Ferozshah Kotla in Delhi. After being put in to bat, New Zealand captain Kane Williamson scored his eighth ODI century, but the visitors could only put up 242/9 in 50 overs, which seemed at least 40 runs under par. However, some abject batting from the hosts led to them falling short. Williamson turned out to be the difference between the two sides. Apart from his 118 and Tom Latham’s 46 at the top of the order, none of the other Kiwi batsmen turned up, with the next highest score being 21. Williamson’s form was always

going to be key to New Zealand’s batting success on this tour and it was thus apt that he scored his team’s first hundred of the trip. India had three batsmen hovering around 35-40, but none of them could convert their scores into a big one like Williamson did, which led to a surprising collapse. Some, like Virat Kohli, Manish Pandey and Kedar Jadhav were out to totally unnecessary shots and running decisions, while others like Ajinkya Rahane and MS Dhoni fell to some great catches. At 184/8 at the end of the 41st over, it all looked over for India. But Hardik Pandya had some other plans. Along with some unlikely support from Umesh Yadav, the two gave the

Delhi crowd something to cheer about with a flurry of boundaries and some quick running between the wickets. The equation soon became 16 needed from the last two overs and India were suddenly within a real chance of snatching back the win. However, Pandya mistimed a slap off Trent Boult’s bowling in the penultimate over and was out caught for 36. That turned out to be the final nail in the coffin. Earlier, India won the toss and asked New Zealand to bat. Anything less than 280 looked inadequate and given New Zealand’s batting so far in this series, they needed some big partnerships. The innings didn’t start well as Umesh Yadav castled Martin Guptill with an unplayable out-swinger on the

second ball of the day. However, Latham and Williamson did the recovery work, taking the team to 90/1 in 16 overs when the first drinks break was called. Jadhav got the breakthrough for India soon enough, trapping Latham in front with a quick and full delivery. And New Zealand never really recovered following the end of that 120-run partnership, as Williamson was left stranded in the middle. The visitors eventually collapsed from 204/3 to 237/9. Brief scores: New Zealand 242/9 (Williamson 118, Latham 46; Jasprit Bumrah 3/35, Amit Mishra 3/60) beat India 236 (Kedar Jadhav 41, MS Dhoni 39; Tim Southee 3/52) by six runs.

2018 WC mascot to be decided today

Moscow, Oct 20 (IANS): Voting to select the official mascot for the 2018 World Cup, to be hosted by Russia, has entered its final one-day stretch and the winner will be officially revealed on Friday, world football governing body FIFA has announced. The third and final stage of selecting the official mascot of the global football tournament in Russia will be held on Friday, reports Efe. The second stage left three finalists - a cat, a tiger and a wolf - unveiled in Moscow on September 23 during the “Circle of Light” international

festival. “On Friday, the three contenders will take center stage in a live TV broadcast in Russia, when fans will again be able to vote for their favourite character in what promises to be an exciting ending to the race on Channel 1’s specially created TV show,” according to the FIFA statement on Wednesday. The mascot selection process has been divided into three stages, which occupied an 18month period. The first stage was held on the talisman.fifa.com website between April and July last year.

Postiga doubtful for ATK’s two home games Kolkata, Oct 20 (IANS): Indian Super League (ISL) franchise Atletico de Kolkata (ATK)’s marquee player Helder Postiga indicated that he might not be playing his side’s next two home games saying he still feels a recurring pain in his rib. “I feel much better. I have started training with team. I hope I can help the team more quickly,” said Postiga, who picked up a rib injury against Kerala Blasters in Kochi. Asked how soon can the Portugal forward be seen in action, Postiga said, “We will decide with the coach. I just started training easy with team. I won’t feel 100 percent now. With rib injury it is better to wait for sometime. After one week or so I think I will be fit to play.”

Helder Postiga

Postiga assured that his injury this time is not as bad as last time. “The injury is not like last year. It was different last year. This is not so bad.” Postiga said there is no cause for worry as they are yet to lose a game. In ISL, two consecutive wins can catapult a team into the top four, which assures a semi-final berth.
