Lockdown over, but virus still there: PM All must be cautious during festivities: PM
NEW DELHI, OCT 20 (PTI): With the onset of festival season, Prime Minister Narendra Modi on Tuesday made an impassioned appeal to people to follow COVID19 guidelines, saying this is not the time to be careless as the virus is still around and even a small negligence can dampen the festive spirit. In his seventh address to the nation following the COVID-19 outbreak, Modi autioned citizens against any laxity until an effective cure is found. He said pictures and videos have of late emerged showing that many people have either stopped following precautions like wearing masks or have become negligent. “This is absolutely not right. Those who have become negligent and are mov-

ing around without masks are putting themselves and their families, including children and elderly, at risk,” he said in his televised speech. He noted that people have been getting on with their lives after the lockdown was lifted while economic activities are picking up and crowds are slowly returning to markets in the festive times. At one point in his speech, he folded his hands to impress upon people to take precautions like wearing masks, sanitising their hands and maintaining social distance and said he wants to see them safe and
their families happy. “We must keep in mind that lockdown may have ended, but the virus is still there... This is not the time to be negligent, this is not the time to believe that corona is gone or there is no danger from it,” he said. “India is in a stable situation today due to efforts of every Indian in the last seven-eight months, and we have to ensure that the situation does not deteriorate,” he added. People should continue to be careful and not be callous until a vaccine is found, Modi said. Countries across the world are working at a warfooting to develop a vaccine, and scientists in India have also been working hard in this regard. The prime minister said the government is making all efforts to ensure that a vaccine, whenever it is launched, reaches every Indian. “We all must remember, there can be no laxity till a cure is found (Jab tak dawai nahin, tab tak dhilai

State govt failed to present transparent solution, says NPCC DIMAPUR, OCT 20 (NPN): NPCC through its president K. Therie has hit out at the ruling PDA government over the Naga political issue by accusing it failing to present a transparent solution to the people. Therie said “we cannot allow Nagaland people to be slaves in our own land” and slammed the state government of washing its hands off like Pontius Pilate and abdicating its responsibility. He cautioned that the state government has no idea about the impact of its role in a post-solution. Therie said that Congress would defend and protect stakeholders with party MPs in the Rajya Sabha and Lok Sabha as it “cannot allow Nagaland people to be slaves in our own land.” Therie said the state government has chosen to “merely facilitate the negotiation” and had no idea about the impacts.

Doctors, nurses recruitment: H&FW all set to declare selected candidates’ list Correspondent
KOHIMA, OCT 20 (NPN): In the backdrop of the State cabinet’s approval to recruitment of doctors, nurses and technicians in June, the Health & Family Welfare (H&FW) department is now all set to declare list of the selected candidates once the government gives its final approval. Speaking to Nagaland Post, H&FW principal director (PD) Dr Vizolie Z Suokhrie said the entire process of selection was completed and now only the government’s approval was awaited. He said reshuffle of administrative officials and some testing positive for COVID have delayed the process, even though the government had directed completion of the entire process within a month after approval. He claimed that the selection process was open and candidates have been (Cont’d on p-8) selected based on the cri-
teria cited in the advertisement, adding that the recruitment would be made based on length of service, academic performance and personal interview as no written exam was held. PD said that the interview board members comprised officials from the P&AR and H&FW departments and Christian Institute of Health Sciences & Research. He said Zoom app was used for the first time in the State during a recruitment process. Once the current recruitment gets completed, Suokhrie remarked that the State would have substantial number of heath workers. As interviewing nurses would be difficult as many of them did not have experience in using digital technology, the PD said a request has been made to the government to waive the interview part and exuded confidence that the case would be considered. He added that their recruitment would be done
based on their academic performance. Even for GNM admission, he said a new system has been introduced as per Indian Nursing Council whereby there won’t be any interview or written exam the selection would be based on their academic performance. He assured that there would not be any manipulation. Mentioning that result of nurses would be declared earlier than doctors, Suokhrie said upon declaration of the results, health workers in districts having higher COVID positive cases would be complemented with more manpower. He appreciated the efforts of health workers during the pandemic. After its earlier decision to approve regularisation of 27 posts of doctors recruited recently backfired, the State cabinet on June 23 revoked the decision and went ahead in creating 186 new posts under the H&FW department.

nahin),” Modi said. He also urged the media and people on social media to campaign to spread public awareness about following the COVID-19 guidelines. Modi also highlighted India’s “success” in saving lives in the fight against the disease compared to resourceful countries like the US, Spain, Brazil and Britain. While there are 25,000 COVID cases for one million population in countries like the US and Brazil, the corresponding figure in India is only 5,500. The number of fatalities in India is 83 for a million population against more than 600 in nations like the US, Brazil, Spain and Britain, he said. Festivals are a time of happiness but even a small amount of negligence can dampen our spirits, he said. Modi also greeted people for various festivals, including Eid-Milad-un-Nabi and Guru Nanak’s birth anniversary.

DIMAPUR, OCT 20 (NPN): Nagaland COVID-19 tally Tuesday crossed the 8000-mark after 67 new cases were reported--38 in Dimapur, 13 in Kohima, 11 in Tuensang and 5 in Mon. The tally as on October 20 stood at 8020. Out of 8020 positive cases, the distribution across various categories include 3567 cases from the armed forces/police, 1613 returnees, 2448 traced contacts and 392 frontline workers. Meanwhile, the COVID19 caseload in India rose to 75,97,063 on Tuesday, according to the Union Health Ministry.
DIMAPUR, OCT 20 (NPN): Government of India’s representative and Interlocutor for Naga Peace Talks, R.N. Ravi and the Working Committee (WC) NNPGs are scheduled to hold an official meeting on October 22 at Police Complex, Chümoukedima, Dimapur.
Sources informed Nagaland Post that NNPGs delegates will be led by its convenor, N Kitovi Zhimomi. Ravi, who is also the Governor of Nagaland, will chair the meeting wherein both parties are expected to discuss details to sign the much awaited final agreement.
Kitovi Zhimomi slams accusations against apex Naga tribes, CSOs DIMAPUR, OCT 20 (NPN): Working Committee of NNPGs convenor, N. Kitovi Zhimomi reacted to recent statement that branded apex Naga tribal bodies and civil societies as “Anti-Naga” as well as “Traitors” by describing them as the recurrence of “toxic political expletives in the lexicon of political statement and interviews. In a statement, Kitovi pointed out that no one has so far dared to call the 14 Nagqa tribes and subtribes, GBs or other civil societies as “anti Naga” or “traitors” for demanding early “Indo-Naga political solution” that was honourable, and acceptable to Nagas everywhere. Kitovi reiterated that one or few Naga leaders calling apex tribal bodies and CSOs with whom millions of Nagas share blood allegiance and lineage as “traitors” would not change the narrative. He instead said Naga history reserved the right to determine “who masterminded divisions, gave genocidal ideas, put them into action and interpreted covert tribal supremacy as “National Principle” or “Naga nationalism”. He therefore, said labels such as “Anti Naga” or “Traitors” were best left to future generations to “who lived and died as one”. Kitovi said three years of negotiations between Working Committee, NNPGs with the government of India, “has completely blown the lid off the perpetual secrecy and mystery of the IndoNaga negotiations” after unravelling of the ‘Agreed Position’. Phase-I: Census 2021 exercise ‘Yes To Life’ training for youth directors in Mon district delayed due to COVID pandemic
Correspondent
KOHIMA, OCT 20 (NPN): Phase-I of the Census 2021 exercise, which was scheduled to be held from April-September 2020, has been delayed due to COVID-19 pandemic. Sources from census operations told Nagaland Post that the task of carrying out the survey for census 2021 has been delayed by one year. Sources said that for Nagaland the phase-I exercise of house listing and NPR was scheduled to be held for 45 days from May15 to June 30, 2020, but it has been postponed till the situation improves. Sources informed that phase-II of population headcount would be carried out from February 9 -28, 2022. Sources also said that there was flexibility for states to choose the time for the phase-I, which would provide an actual groundwork from
where the work of the phaseII of population count would depend. It was learnt that the department was working on “jurisdiction of changes” because Noklak was declared a full-fledged district after lockdown. Pointing out that earlier planning of census survey was for 11 districts when Noklak was under Tuensang district, sources said that since Noklak was a district now a different code would be allocated. Fur ther, sources informed that for the first time, the deputy commissioners, supervisors and enumerators would be paid through direct benefit transfer for carrying out the census operation. With the introduction of mobile-based data collection exercise in Census 2021, sources said that a system for real time monitoring and management mechanism Census

Management and Monitoring System (CMMS) in the office of the Registrar General, India was in place for scheduling of various training batches to monitor field activities during census 2021 and updating of NPR database and processing pay-outs. While the department also carry out a Sample Registration System (SRS) survey for providing annual estimates of infant mortality rate, birth rate, death rate and other fertility & mortality indicators, sources informed that the survey for July-December 2019, which was supposed to start from January 2020, has been delayed. Sources said that currently the state has 50 units, which would change after 2023. “If the sample is more the picture of birth rate and death rate will be more accurate,” sources said. It may be mentioned
that the decennial population census has been conducted in Indian since 1872 without break. The next decennial census would be 16th census in the country and 8th after independence. Census is the biggest source of primary data at village, town and ward level. Indian census has a history of 150 years providing micro level data on various parameters including housing condition, amenities and assets, demography, religion, SC & ST, language, literacy and education, economic activity, migration and fertility. The data collected is of utmost importance as it provides the basis for planning and development of the nation. The 16th census is different from the past censuses as it is going to be the first digital census of India.
COVID-19: Dimapur to enforce stricter measures
DIMAPUR: Expressing concern over “lackadaisical attitude” of the general public and some traders in Dimapur towards COVID19 guidelines, the deputy commissioner (DC) Dimapur Rajesh Soundararajan has announced enforcement of more stringent COVID precautions. Addressing the Dimapur district task force (DTF) meeting on Tuesday, DC Dimapur advised the
members to keep on providing awareness from one’s own level. “In terms of Quarantine and testing, Dimapur district is showing comparatively satisfactory result, but we need to put mechanism in place to avoid exponential curve,” Soundararajan stated. According to an official bulletin, the DC has directed the outpost administrative officers under
Impact of traditional shifting cultivation in Nagaland
nder the NAFCC (National Adaptation Fund on Climate Change) a project called “Gene pool conversation of indigenous rice varieties under traditional integrated rotational farming system (Jhum optimization) for promoting livelihood and food security as climate change adaptation strategy in Nagaland” is being implemented in five districts. BACKGROUND The activities under this scheme are being implemented in a project on a convergence manner. An assessment of climate change dynamics related to agriculture suggests that three key features characterizes a climate- smart landscape: climate-smart practices at the field and farm scale; diversity of land user across the landscape to provide resilience; and management of land use interaction at landscape to achieve socio-economic and ecological impacts. Therefore, for agricultural systems to achieve climate-smart objectives including, improved food security, rural livelihoods and climate change adaptation and mitigation, it is imperative to take up an integrated landscape management approach. The departments envisage taking up this challenges in its vision 2030 by outsourcing the role of soil and water conservation measures in climate smart highland agriculture in collaboration with agriculture and allied departments under the ageis of National Adaptation Fund in Climate Change (NAFFC) INTERVENTIONS The work components in soil and water conservation interventions in this project are: contour bunding, contour trenching, loose boulder check dams, land levelling and bench terraces, plantation of area specific tree species, application of manure (FYM and green leaf), vermi composting, Jhum sanitation:

construction of toilets in jhum areas, agro-forestry: regeneration of forest in fallow lands, farm ponds and water har vesting structures. IMPACT Changing cropping pattern, erratic rainfall, raising temperature, natural calamities, remoteness, lack of health care facilities, lack of awareness, low income, difficulties in communication & transportation and undulant topography are the major constraints and impacts faced by the local farming communities with regards to risks under climate change. Moreover for centuries many have considered jhum cultivation as a primitive and unsustainable cultivation causing irreparable damage to the soil health. With an aim to sustain cycle of rotations and in line with adaptation to climate change, jhum field has been converted into semi- permanent cultivation minimum upto three years through improvising and integrating soil and water conservation measures such as, gap filling of multi-purpose trees i.e. tree bean, application of vermi-compost for growing winter vegetable crops, facilitating water conservation and it’s judicious use, increase in cropping pattern, proper sanitation, checking of soil erosion and nutrient management. BRIEF ECONOMICS Jhum cultivation is the highest employment sector in Nagaland. The amount of resources put in the field defeats the outcome in terms of economic returns, which is much, much lesser than the wages of the migrant labours. This lack of subsistence agriculture has led to mass migration of the farming community to the urban both in the state as well as outside the state, resulting to reduction of area of cultivation. There is need of dedicated policy and agency to rejuvenate this traditional
cultivation both to retrieve and blend traditional indigenous knowledge with the moder n technologies. With active involvement of the farming communities and implementing agencies, they are now equipped to adapt with the climate change as the vulnerability and risk has been drastically brought down to minimum. On-farm demonstration and capacity building help them to rely on themselves for livelihood and economic issues and also adapting to climate change on the grassroot level. All the crops are grown and maintained organically, which yield fresh and high-grade organic produce, the future good of the planet but till the organic certification is made, the ideal economic returns will be laughing. KEY TAKEAWAY • Involving all the stakeholders for successful implementation of the project under the local governance of village council; • Educating through on field demonstration and capacity building; • Active participation of the farmers to harness their ideas and ready to improvise to new innovative technologies; • Collecting sufficient information and accordingly planning it through the GIS platforms; • Sustaining traditional rotational farming to a semi-permanent cultivation, minimum upto 3 years for cultivation, prolonging the cycles and addressing the climate change issues; • Improving the living standard & health sector, addressing the livelihood of the marginal farmers and also to overcome the vulnerabilities and risks of climate change; • Promoting Organic produce and marketing DIPR feature by Tovikali, IA (Source- Soil & Water Conservation, Land Resources and Agriculture Department)

170 staff infected by COVID in JNIMS Imphal Correspondent IMPHAL, OCT 20: Normal healthcare service in JNIMS hospital, one of two biggest government run hospitals in Manipur was severely affected after more doctors and nurses got infected by COVID-19. A hospital source said that as many as 170 doctors, nurses and paramedical staff = contracted the disease so far while discharging their healthcare duties in the hospital. Even though some have recovered and joined normal duties, most are currently under medical treatment, the source said. This coupled with the increasing number of COVID-19 patients getting admitted in the hospital has greatly affected t normal healthcare service in the hospital, the source added. JNIMS and RIMS hospitals are the biggest government-run hospitals rendering healthcare services in
the state and taking an active role in treating COVID-19 infected patients. Earlier, RIMS had also suffered the similar situation when many of its doctors, nurses and paramedical staff contracted the virus. Meanwhile, Manipur’s COVID-19 infection tally crossed 16,000-mark even as four deaths; four males aged 58, 79, 62 and 41 years were reported in a span of 24 hours taking the death toll to 121, officials said on Tuesday. Correspondent IMPHAL, OCT 20: N Biren-led BJP’s coalition government’s decision to promulgate an ordinance pertaining to narcotic drugs and psychotropic substances to boost its ‘war on drug’ has received strong criticisms. A cabinet meeting chaired by chief minister N Biren Singh on October 15 last decided to promulgate an ordinance to strengthen the Narcotics Drugs and Psychotropic Substances (ND&PS) Rules to become more effective to the government’s ‘war against drugs’. Under the ordinance, the punishment to be given to those involved in the drug business will be two-four years of jail term with a fine of Rs one lakh. 15 civil society organisations (CSOs), in a joint statement, however lambasted the government stating that its decision was nothing but an act of diverting from the real issue and trying to take political mileage considering the upcoming by-election, The 15 CSOs included lawyers’ bodies, students’ bodies, women based bodies and voluntary organisations campaigning against abuse of drugs and alcohol. They termed it as a “regressive ordinance” while strongly condemning the government’s decision taken at a time when the state is feeling the heat of the coro-
navirus outbreak. The proposed ordinance was not only unconstitutional but also violates the basic human rights of drug users by treating them as traffickers. “The hurried way in which this ordinance is brought out when the Manipur State Drug Policy is being discussed in the public domain seems to be a diversionary tactic from the real issue of convicting drug lords and to make cheap political propaganda in view of the upcoming by-election,” the joint statement stated. It reminded that the Narcotic Drugs and Psychotropic Substances Act, 1985, commonly referred to as the NDPS Act, is an Act of the Parliament of India that prohibits a person the production/manufacturing/cultivation, possession, sale, purchasing, transport, storage, and/or consumption of any narcotic drug or psychotropic substance. According to this Act, any person found with the possession of prohibited drugs beyond three milligrams can be punished and put in prison for two years along with a fine of Rs one lakh, it said. Those possessing three milligrams of drugs were considered as “possession for personal consumption” and exempted from the purview of the Act. However, under the proposed ordinance any
person found in the possession of drugs whether one milligram or 100 kg will have to face the brunt of two to four years imprisonment and fine of up to rupees one lakh. “This act of imposing penalty for offences not covered under the parent NDPS Act seems to be in clear violation of the Article 35 of the Constitution of India,” the organisations alleged in the joint statement. Under the new rule, there was no clear demarcation between a drug user and a drug peddler. Both were considered as one entity and provided stern punishment, it pointed out. The new rule was giving more power to the police personnel to harass and victimise drug users and on the other hand provide free

hand to the drug peddlers and mafias, the organisations alleged. The popular demand of the public and the concern of the society are to arrest the big drug lords while the government. On the contrary, the present ordinance is hell bent on targeting the drug users, which was very unfortunate, it stated. Again, if any person found with drugs for personal consumption is arrested and put behind bars, then it came to the conclusion that nobody was allowed to take drugs for any purpose whatsoever, it pointed out. Under such circumstances, it would now be considered illegal to provide drugs inside drug-rehabilitation centres which are set up for rehabilitation purposes and the Oral Substitution
Therapy (OST), Needle Syringe Exchange Program (NSEP) and other harm reduction programs taken up under the supervision of the National AIDS Control Organisation (NACO) and implemented by Manipur State AIDS Control Society (MSACS) will have to be closed down. Another serious consequences of the proposed ordinance is that police personal will now see drug users as their primary source of income generation and a person with a small amount of drugs for personal consumption will run away at the sight of police personnel which would compel the later to use physical force to capture the earlier and unfortunately bring back the “fake encounter” era once again.

Army vice chief meets US counterpart NEW DELHI, OCT 20 (PTI): Vice Chief of Army Lt Gen SK Saini on Tuesday visited the US Indo-Pacific Command in Hawaii and held talks with senior American military commanders on ways to enhance strategic cooperation between the two forces, officials said. The US Indo-Pacific Command (USINDOPACOM), comprising over 3,75,000 military and civilian personnel, is one of the largest unified formations of the US armed forces and it is tasked to protect Washington’s interests in the Indo-Pacific region. The visit by the Vice Chief of Army Staff to the command comes in the backdrop of renewed efforts between India and the US to bolster cooperation in the Indo-Pacific region, which has been witnessing growing Chinese muscle-flexing. Military officials said Lt Gen Saini interacted with Lt Gen Mike Minihan, Deputy Commander of the Command, on military cooperation and future en-

27. US Secretary of State Pompeo and Defence Secretary Defence Secretary Mark Esper are scheduled to visit India for the dialogue. The Indian side at the talks will be represented by External Affairs Minister S Jaishankar and Defence Minister Rajnath Singh. The first two-plus-two dialogue was held in Delhi in September 2018 after the mechanism was approved by Prime Minister Narendra Modi and President Donald Trump. The second edition of the dialogue took place in Washington in December last year. The new framework of the ministerial dialogue was initiated in order to provide a forward-looking vision for the strategic partnership between the two countries. In the third edition of talks, both sides are also expected to delve into the situation in the Indo-Pacific region as well as in India’s neighbourhood besides key bilateral issues.
CBI takes over TRP manipulation case of UP New Delhi, Oct 20 (IANS): The Central Bureau of Investigation (CBI) on Tuesday said that it has taken over a case of alleged manipulation of television ratings point (TRP) from the Uttar Pradesh Police, which was registered in Lucknow. A CBI official said, “The CBI has taken over the probe from Lucknow police on the recommendation of the Uttar Pradesh government.” According to the CBI official, a case was registered in Lucknow’s Hazratganj police station on the basis of a complaint. The official said that a case has been registered against unidentified people with charges of manipulating TRPs on receiving payments. TRPs of a channel or a programme are used to measure its popularity. The alleged TRP scam came to the fore after the Mumbai Police earlier this month registered a case in Mumbai.
Nation wants to know when will Chinese troops be ‘thrown out’: Rahul tells Modi
WAYANAD (KER), OCT 20 (PTI): Congress leader Rahul Gandhi on Tuesday stepped up his attack on Prime Minister Narendra Modi over the military standoff with China in eastern Ladakh, telling him the nation wants to know when will the Chinese troops be “thrown out” of Indian territory. “The prime minister will not say one word about China”, the Wayanad MP, who is on a three day visit to his parliamentary constituency, told a news conference here. Gandhi was responding to questions, including one about Modi’s announcement that he will share a message with the nation at 6 pm on Tuesday. “I don’t think there’s any other country in the world today where a foreign power can take land from the country and then no answer from the leadership. This is shocking to me.... So what I would like is the

prime minister to tell the nation when the Chinese are going to be thrown out of Indian territory,” Gandhi said. The union government had earlier termed as “mischievous interpretation” the Congress’ claims that China had occupied Indian territory in the eastern Ladakh region. India and China are locked in an over five-monthlong military standoff along the Line of Actual Control (LAC) in eastern Ladakh. “What’s the date by which the Chinese soldiers are going to be kicked out
of India? That’s what I want to know. But I guarantee you that the prime minister won’t have the guts to say that”, he said when asked about Modi’s address to the Nation later this evening. Gandhi said it’s a lie that nobody has taken any land from this country, adding, “The Army believes otherwise, the Defence ministry believes otherwise. But the PM is not able to face the reality.” The Congress leader also accused Modi of weakening the country’s basic structure, and said it was important every citizen should understand this. On the recently enacted contentious agricultural laws, the Congress leader claimed these would break the back of the farmers and asserted that his party was committed to supporting the farming community in their fight against the legislations, which have triggered protests in Punjab, Haryana and some other states.

Rajnath unveils new version of DRDO’s procurement manual NEW DELHI, OCT 20 (PTI): Defence Minister Rajnath Singh on Tuesday unveiled a new version of the procurement manual of the premier military research institute DRDO featuring simplified procedures for involvement of the private sector in various research and development projects. Defence ministry officials said the new version of the manual has been brought out to encourage participation of private industry, including start-ups and micro, small and medium enterprises in defence research in sync with the government’s ‘Atmanirbhar Bharat’ (self-reliant India) initiative. All deals, projects and research initiatives in DRDO are guided by the procurement manual. The government has already announced its vision to make India a global hub of defence manufacturing, and initiated a series of reform measures to encourage the domestic defence industry. “The procurement manual-2020 will facilitate faster execution of R&D projects/programmes. The modified features in the manual will go a long way to facilitate participation of industry in various R&D projects,” the defence ministry said. Some of the salient features of the new manual include increase of threshold limit for advance payment, placement of order on second lowest bidder (L2) in case lowest bidder L1 backs out and ‘bid security declaration option’ for depositing earnest money.
Several other enabling measures are exemption of bid security and performance security of up to Rs 10 lakh and not having negotiations for commercial off-the-shelf (COTS) items/ services where price discovery takes place by market forces, the officials said. They said the process for extension of the delivery period (DP) has been simplified for faster decision making and many of the internal procedures have been further simplified for deeper engagement with industry. The previous revision of the procurement manual of the DRDO was last carried out in 2016. In May, Finance Minster Nirmala Sitharaman rolled out a number of reform measures for the defence sector including making separate budgetary outlay to procure Indianmade military hardware, increasing FDI limit from 49 per cent to 74 per cent under the automatic route and generating a year-wise negative list of weapons which will not be allowed to import. India is one of the most lucrative markets for global defence giants as it figured among top three importers of military hardware in the world for the last eight years. According to estimates, the Indian armed forces are projected to spend around USD 130 billion in capital procurement in the next five years. The government is eyeing a turnover of Rs 1.75 lakh crore (USD 25 billion) in defence manufacturing by 2025.
the notification said, “Shall come into force on the date of their publication in the official Gazette and shall remain in force till such date as may be notified by the Central Government.” “The maximum expenditure limit was enhanced for a reason. But the notification need not mention the reason,” explained a senior EC functionary. The last time the expenditure ceiling was enhanced was in 2014 just ahead of the Lok Sabha polls. Assembly polls in Bihar will be held on October 28, November 3 and November 7.Most of the assembly bypolls will be held on November 3. Bypolls to the Valmiki Nagar Lok Sabha seat in Bihar and some assembly seats in Manipur will take place on November 7.

presence of the Shriomani Akali Dal (SAD) and the Aam Aadmi Party (AAP) members. However, both the BJP members remained absent from the House during the special session of the Vidhan Sabha. The Assembly also unanimously passed a resolution rejecting the Central legislations and the proposed Electricity Amendment Bill, seeking their immediate annulment along with a new Ordinance to protect the minimum support price (MSP) and ensure continu-
ance of procurement by the government of India. The Chief Minister informed the House that he had sought time from the President of India to raise Punjab’s concerns on the farm laws and seek his intervention to protect the farmers. He later led all the MLAs to the Punjab Raj Bhavan to submit the resolution passed by the
unions to allow movement of trains for the transportation of coal, urea and foodgrains, pointing out that the state had already lost Rs 40,000 crore in revenue due to the ‘rail roko’. Industry and business was as much the responsibility of the state government as was agriculture, he said, adding that the farmers’ fight was against Delhi, not against Punjab.

fter lockdown was imposed all institutions including educational institutes closed down and continue to do so since the past seven months. Closure of educational institutes has invited a serious problem with regard to academics and career of millions of students throughout the country. Exam could not be held including competitive examinations. The lockdown has compelled schools, colleges and universities to close down for extended periods. This has resulted in disruption of teaching and learning in classrooms. It was a huge challenge on how to make the best of the worst situation. Then came online classes which was the only option for continuation of the learning process. Online classes have become the “new normal” under COVID-19 pandemic. However, online classes have many drawbacks and one of which is that parents are compelled to sit for hours helping teachers teach their children. The other problem of online classes is two-fold: many parents who are not well –to-do have had to buy android mobile phones to enable online learning. Some parents have more than two school-doing children and buying android phones with prices averaging more than Rs.5000 per piece is certainly not easy. Parents who cannot afford to buy more than one android mobile phone have had to make their children take turns to use the same mobile phone. Low income families face the other problem of having to pay regular tuition and hostel fees. Many parents are worried about dwindling income and rising prices and at the same time, having to education fees for their children. This is an important issue that needs to be addressed in order to find a solution so that poor families and their school and college going children do not suffer academically. Over and above this private educational institutions in the state face a serious dilemma despite having remained closed since lockdown. Lockdown has resulted in closure of educational institutions and disruption of academic schedule and early resumption of academic session is uncertain. However, though classes are being held virtually, many schools and colleges are demanding payment of full fees, which include infrastructural costs that the students are not currently accessing. As such, educational institutions have to weigh alternatives to keep the cash flowing without burdening their students whose family income may have been impacted by the coronavirus lockdown. The other flip side is the fact that educational institutions have to meet their commitments and responsibilities of salaries, housekeeping, maintenance and other miscellaneous fees. While the complex part of the solution would be to create new policies and ask the government for grants and subsidies for education. The simple solution can come from the institutes. They must ensure that no one is left behind because of the financial difficulties their families may be facing because of the pandemic. One way could be to ask the higher income groups to pay while the state government can explore possibilities to offer concessions or even waiver to the children coming from economically weaker sections. If the government expects educational institutions to give rebate or waiver of fees, then it has to take the onus of responsibility in providing the resources. Whichever way, there should be no conflict between parents and institutions for the sake of academic progress.
DailyDevotion Is God’s Will My Will?
This is the will of God, your sanctification… —1 Thessalonians 4:3 Sanctification is not a question of whether God is willing to sanctify me— is it my will? Am I willing to let God do in me everything that has been made possible through the atonement of the Cross of Christ? Am I willing to let Jesus become sanctification to me, and to let His life be exhibited in my human flesh? (see 1 Corinthians 1:30). Beware of saying, “Oh, I am longing to be sanctified.” No, you are not. Recognize your need, but stop longing and make it a matter of action. Receive Jesus Christ to become sanctification for you by absolute, unquestioning faith, and the great miracle of the atonement of Jesus will become real in you. All that Jesus made possible becomes mine through the free and loving gift of God on the basis of what Christ accomplished on the cross. And my attitude as a saved and sanctified soul is that of profound, humble holiness (there is no such thing as proud holiness). It is a holiness based on agonizing repentance, a sense of inexpressible shame and degradation, and also on the amazing realization that the love of God demonstrated itself to me while I cared nothing about Him (see Romans 5:8). He completed everything for my salvation and sanctification. No wonder Paul said that nothing “shall be able to separate us from the love of God which is in Christ Jesus our Lord” (Romans 8:39). Sanctification makes me one with Jesus Christ, and in Him one with God, and it is accomplished only through the magnificent atonement of Christ. Never confuse the effect with the cause. The effect in me is obedience, service, and prayer, and is the outcome of inexpressible thanks and adoration for the miraculous sanctification that has been brought about in me because of the atonement through the Cross of Christ.

Global iodine deficiency disorders prevention day
(Iodine deficiency leads to permanent brain damage) s we celebrate the Global Iodine Deficiency Disorders Prevention Day with the rest of the world today. This item is published to sensitize and consceintize all citizens to take forward as individual responsibility to eliminate IDDs in our state. IDDs is a major public health problem worldwide. It is confirmed that one out of every five people in India lies in IDD endemic areas. It is estimated that 1.5 billion people in the world and over 200 million people are at risk of getting IDDs. India alone has more than 71 million people suffering from goitre and other IDDs. Importance of iodine: Iodine is an essential for synthesis of two thyroid hormones namely thyroxin (T4) and tri-iodothyronin (T3) which are responsible

for maintenance of normal growth and development of both brain and body. It is essential especially during the foetal stage (when the baby is in the womb). Therefore iodine deficiency during pregnancy leads to decreased synthesis of the two hormones by the foetal thyroid gland hampering normal growth and development of foetal brain and body which would limit intellectual growth in later years. - Normal daily requirement of iodine for an individual is 100 to 150 micrograms and 200 micrograms for pregnant and lactating mother. Source of iodine: The best sources of iodine are sea foods such as sea fish, sea salt, sea weeds, and cod liver oil. Smaller amount occur in the foods such as milk, meat, cereals and vegetables. But as sea foods and
other sea products are not freely available everywhere, the normal body requirement comes from food grown on soil with adequate iodine. Iodine deficiency is therefore geochemical in nature. Lose of iodine from the soil: Iodine is constantly lost from the soil by process of soil erosion. The major factors responsible for iodine depletion in the soil are due to heavy rainfall/ snowfall, recurrent flooding, accelerated deforestation, multiple crops, jhum cultivation, burning of forest excessive use of pesticides and chemicals. Consequence of iodine deficiency: A number of physical and mental disorders result from iodine deficiency which affects every stage of human life – both young and adult. 1) Foetus: Abortion, stillbirth, congenital, abnormalities, increased prenatal mortality, mental retarda-
No more slave to illusion, Nagas must rebuild future
fter a brief lull, there is a visible recurrence of toxic political expletives in the lexicon of political statements and interviews. What is most alarming and unprecedented is the labelling of Apex Naga Tribal bodies and civil societies as 'AntiNaga' and 'Traitors' without any compunction. Naga movement survives on the untainted existence of powerful tribal institutions and millions of Nagas who are at the attention, standing right behind their own tribal authorities and civil societies. No Naga political leader till now has dared to call 14 Naga tribes or sub-tribes, GBs or other civil societies as 'Anti-Naga' or 'Traitors' for demanding early Indo-Naga political solution, honourable and acceptable to Nagas everywhere. To tag or question the wisdom of Naga tribes and civil societies at this hour is very unfortunate. Logically, one or few Naga leaders calling apex tribal bodies and civil societies under whom millions of Nagas share blood allegiance and lineage as 'traitors' will not change the narrative. Naga history reserves the right to determine who masterminded divisions, gave genocidal ideas, put them into action and interpreted covert tribal supremacy as 'National Principle' or 'Naga nationalism'. Therefore the labels 'Anti Naga' or 'Traitors' are best left to future generations to determine who lived and died as one. Post the FNR's Naga reconciliation and unity initiatives, WC, NNPGs, the seven Naga Political groups, once sworn enemies, sat at the behest of Nagaland Tribes Council and GB Federation through peace mediation committee and came together under the platform of Working Committee, (WC, NNPGs). The 14 tribes and sub tribes of Nagaland, NGBF, NTC, CNTC, the Church and other Civil societies were taken into confidence to chalk out what is best for the Nagas at a given period. Despite the most absurd and outright insult by both opponents and critics through incessant and damning propaganda machinery, the endeavour of WC, NNPGs till date has been to prove to the Naga tribes, the Church, Naga village custodians, Civil societies and people at a grassroot level, that warring groups, despite their differences, can forge a United front if each leader accepts the other as an equal. Nagaland for Christ is the guiding principle and transparency towards our people has been the soul of negotiations between WC, NNPGs and GOI. The silent prayer support of the Naga people has been a powerful ingredient, an invisible strength to the Convener and co-conveners negotiating with the GOI since
2017. The Agreed Position signed on 17th Nov. 2017 is a testimony to this fact. WC has had multiple consultations with all Naga tribes and stakeholders, elected representatives of Nagaland state, past and present. After decades, communications with Naga neighbours have been restored. Clear understanding of the negotiated points have been made. It is an accepted fact that there will always be elements who do not see reason. Our hope is that Nagas have crossed a stage of violence and bloodshed however, history says the people must be prepared for any eventuality at all times. There is a massive expectation of the Naga people in the Agreed Position between GOI and WC, NNPGs and it clearly offers the Naga people opportunity to chart their destiny as a people in consonance with their distinct history and identity while maintaining enduring, inclusive peaceful co-existence with GOI. All political and administrative structures have been prepared to this end. In essence, the spirit of 14th Aug. 1947 and 1951Naga plebiscite is proudly carried forward. Obsolete minds may consider twenty three years of negotiations with GOI as some sort of achievement. While they glorify and crown themselves, generational catastrophe over lost decades have cost Naga society and polity dearly. Anarchists, pseudo nationalists and profiteers have looted and embezzled Nagaland's wealth to the bone. They do not wish to alter this status. Nagaland is the heart of Naga political struggle and if it stops beating, the Naga political aspiration be it in Myanmar, Manipur, Arunachal Pradesh or Assam will die a slow painful death. Naga culture and identity will disappear, assimilated with alien culture. The futility of the endless political talks is felt first by tribes in Nagaland. The practical and progressive thinkers have made up their minds that a three year negotiations with transparency and a defined political roadmap for Nagas everywhere, agreed by GOI and WC is more acceptable than a disturbing twenty three year undeclared talks. In the three years of negotiations with the GOI, the WC, NNPGs has completely blown the lid off the perpetual secrecy and mystery of the Indo-Naga negotiations with the unrivalled 'Agreed Position' from whence the first step was taken, with GOI recognising that Nagas have political and historical right to self determine their future in consonance with their distinct identity. The principle of enduring peaceful co-existence with due regard to contemporary political realities allows the Nagas to entrench the
tion, deaf and dumb, paralysis, squint etc. 2) Children: Neonatal goitre, hypothyroidism, physical and mental growth retardation, lowering of I.Q level, poor school performance and cretins. 3) Adult: Impaired mental function, low productivity goitre with its complications. 4) Livestock's: Through research it has been confirmed that the productivity of the livestock has remarkably been reduced. Government’s Policy: Realizing the severity of IDD problem, the Government took a policy decision to iodise the entire salt for edible purpose and instructed the States/UT’s to ban the sale of non-iodised salt. Any traders/shopkeepers found selling non-iodized salt for edible purpose are liable for prosecution under the Prevention of Food Adulteration Act (PFA)
relationship while exercising absolute sovereign rights over Naga subject matters. After twenty three years of political talks, when a negotiator declare that Nagas do not accept the union of India or the Indian constitution, it could only mean political dialogue was a circus exercise for personal gains. The much touted FA agreement of 2015, by the very utterance, becomes invalid. Whether an emotional outburst or otherwise, the organisation owes an explanation to the Naga people. It reeks despotic, incoherent, unreliable and anti-people character and mind. With such inconsistent political ideas being blurted out at crucial moments, the WC, believes that the reconciliation efforts of the Church, Naga tribes, the JLF and PAM, peace mediators too are wasted since the foundation is constantly shaken and uprooted at crucial moments. Leaders must read the pulse of the people of each generation, one's perceived philosophy may work at one period of time, the same may not work on another. Years and seasons are limited on this earth. The clock is set by the Creator. All leaders of men are terrified of being left behind or phased out by fellowmen and so as natural force of human evolution continues, God's chosen leaders must seek God's wisdom and lead the people. As per the desire of the Naga people, WC, NNPGs will prepare itself to find an acceptable and honourable political solution with firm commitment that all unresolved matters shall be pursued through democratic and political process subsequent to the Agreement with GOI. This aspiration of the Naga people must given due space, time and respect by all entities who wish to stay away from impending solution. A passage from Ecclesiastes calls us: To everything there is a season, and a time to every purpose under the heaven: A time to be born, and a time to die; a time to plant, and a time to pluck up that which is planted; A time to kill, and a time to heal; a time to break down, and a time to build up; A time to weep, and a time to laugh; a time to mourn, and a time to dance; A time to cast away stones, and a time to gather stones together; a time to embrace, and a time to refrain from embracing; A time to get, and a time to lose; a time to keep, and a time to cast away; A time to rend, and a time to sew; a time to keep silence, and a time to speak; A time to love, and a time to hate; a time of war, and a time of peace. God Bless Nagaland! N Kitovi Zhimomi, Convener, WC, NNPGs
1954. Prevention and control of IDD’s: Though the problems of iodine deficiency disorders are severe and irreversible, its control and preventive measures are very simple and cheap. We can prevent both present and future generations from the consequences of IDD’s just by consuming good quality iodised salt daily. Importance points to remember: 1) To disseminate the information's on IDD’s. 2) To generate public demand for iodised salt from Fair Price Shop at a subsidized rate for it is a PDS subject. 3) To stock and sell only iodised salt for human consumption. Non-iodised salt should be labeled “NOT FOR HUMAN CONSUMPTION”. Defaulters are punishable under the provision of PFA Act.1954 (Traders).
4) Always store iodised salt in closed container away from direct sunlight or moisture. 5) Do not keep iodised salt near or above the fire place. 6) Do not stock iodised salt for more than 6 months for in such cases the iodine content of the salt will be lost. 7) Always insist only on Iodised Salt from your shopkeeper. It is indeed the responsibility of every citizen to put a concerted effort to fight the menace of IDD’s by disseminating the information’s on IDD’s and demanding supply of iodised salt through PDS and consumption of only good quality iodised salt for better mental health of our future generation. Re-imaging agriculture through the lens of food processing industry
T
he COVID-19 pandemic has accentuated the criticality of food security and food surplus management in the current policy space. To this end, policy steps in agriculture sector in recent years have shifted their orientation from sustenance to marketing. However, the sector is still exposed to challenges of post-harvest management (PHM), poor price discovery and inadequate market access for farmers. Lack of PHM, in particular, has led to significant postharvest losses of 4-6-15.8% in fruits and vegetables, 10.5% in marine fisheries and 6.7% in poultr (ICAR-CIPHET, 2015). While significant progress has been made in building individual cold storage facilities, their lack of geographical spread persists as also their tardy upgradation into integrated multi-commodity hubs. The food processing industry (FPI) is poised to address these supply chain gaps bolstered by an ecosystem recently set up by the Government’s three Farm Acts under the Aatmanirbhar Bharat package, Agri Infrastructure Fund and formalisation of Micro Food enterprises. A growing FPI sector will also help create a fair and equitable agricultural market while ensuring good remuneration for farmers, as elucidated by models of Amul, Mother Dairy and Big Basket. However, FPI in India is currently at a nascent stage, accounting for only 10 per cent of our total food production. Despite the sector employing 11.4% of the organized manufacturing workforce, India’s FPI share in manufacturing GVA is fairly low at 9.7% as compared to 35.5% in Indonesia and 34.3% in New Zealand. For this sector to contribute to the establishment of an efficient farm to fork supply chain, Government will be required to intervene in five key areas: First, as part of the One District One Product initiative, Government may conduct a district level crop-wise assessment of existing bottlenecks in the supply chain, mapping all strategically located stakeholders. These stakeholders will include farmers, farmer co-operatives/producer companies and private enterprises such as standalone investors, traders, food enterprises, online and offline supermarkets, exporters and retail chains. Second, make it behaviorally and financially viable for the farmer to adopt PHM technologies by aggregating information and services ranging from inputs, credit and marketing for him at the district level, which is currently done by the local trader. These local agents with intimate knowledge of farmers and
social norms are ideal candidates to be risk assessors, information aggregators and influential catalysts for trust building. Therefore, it is critical to retain the role of such key local agents in FPI business models, as exemplified by ITC’s E-Choupal and NABARD’s Maa-Thota programme. Further, with the farmers now free to sell their produce beyond mandis, building alternative locations of service and information aggregation, both online and offline, becomes salient. These may emerge at GRamin Haats for building PHM, E-NAM centres for price discovery, WDRA registered warehouses for storage and Krishi Vikas Kendras and Primary Agricultural Cooperative Societies for technology dissemination. Third, encourage integration of all locally available micro food processing units with nearby production clusters for enabling them to vertically integrate with big private players. This can be facilitated through investor platforms like Nivesh Bandhu Portal and India Investment Grid, which can be upscaled with backward linkages to farmers/FPOs. Fourth, address local capacity needs via bottom up FPI training channels. In particular, impart basic IT training to rural youth via Common Service Centres to serve as digital links for the farmers/ FPOs and food enterprises. Further, upskilling of mandi labourers with key PHM skills of loading, unloading, cleaning and bagging will also improve the efficiency of FPI supply chains. Fifth, engage consumer behavior analytics firms to study post-COVID emerging signals of shift in consumer preferences towards fresh produce and environmentally friendly products. The firms could also analyze the massive data collected through M-Kisan and Kisan Call Centres on e-TAAL to bridge the FPI demand-supply data dichotomy and identify potential areas for FPI investment. Today, with India’s food sector opened to global participation and Government bringing in the eco-system to strengthen the food value chain, the food processing industry is poised to be a harbinger of third green revolution in India’s agriculture. However, this favourable global ecosystem will be a lost opportunity if the national and rural constructs of India’s agri-business systems are not dovetailed with it. These interventions will precisely do that by bringing the macro, meso and micro in sync with each other. Sanjana Kadyan and Tulsipriya Rajkumari
Reader’s Post Sir,
In the blink of an eye
While some people with responsible civic sense are going about beautifying Dimapur city, there are those who revel in undoing what others have painstakingly accomplished. Since the COVID-19 pandemic, there has been slight improvement in the cleanliness of areas in Dimapur as people are scared to contract the virus. However, it is very unfortunate that many people have no idea of sanitation and civic responsibilities of a citizen. Some young artists had laboured with love and concern by cleaning and painting the pedestrian overbridge at Plaza Point, Dimapur just two weeks or so back. I happened to pass by the area yesterday and was amazed at how fast it has been desecrated in the blink of an eye. The beautiful murals with deep meanings instead of being appreciated have been slurred with spittle juice and food wrappings strewn around. How can a city ever improve in terms of cleanliness when ten people try hard to beautify, yet hundred people converged on it to defile. It is truly sad situation for the city. Kimiyekali Swu, Dimapur

TRP case: Republic TV to sue Mumbai Police chief
CHANDIGARH, OCT 20 (AGENCIES): Republic TV on Monday said, that it will sue Mumbai Police Commissioner Param Bir Singh for Rs 200 crore for allegedly damaging its reputation by linking it to the Television Rating Points scam. The channel added, that it will file a contempt petition against Special Executive Magistrate and the Assistance Police Commissioner Sudhir Jambwadekar “on account of the fact that he initiated chapter proceedings with respect to the FIRs [first information reports] that have been suspended by the Bombay High Court,” it said in a statement. Meanwhile, Republic TV’s announcement came hours after the Bombay High Court said if the Mumbai police crime branch proposes to arraign Republic TV Editor-in-Chief Arnab Goswami in the television rating points (TRP) case, it should first issue summons to him as was done for eight others in the case. A division bench of justices S S Shinde and M S Karnik said if such a summons is issued then Goswami shall appear before the police and cooperate with the investigation. The court also directed police to submit for its perusal investigation papers pertaining to the case in a sealed cover by November 5

when it would hear the matter. “The FIR is not an encyclopedia. We would like to peruse the investigation papers and see what probe has been done from today till the next date of hearing,” the court said. The court was hearing a petition filed by ARG Outlier Media Pvt Ltd, which owns Republic TV, and Goswami seeking to quash the FIR lodged on October 6. The petition has also sought a direction to transfer the case to CBI to ensure a fair and transparent probe and also on the ground that the case will have pan-India repercussions. The plea said the HC should stay the investigation and restrain police from taking any coercive action against the petitioners pending hearing of their petition. Appearing for the petitioners, senior counsel Harish Salve sought the court to grant Goswami protection from arrest. “The police
have been targeting him (Goswami) and there is apprehension that he may be arrested,” Salve said. Senior counsel Kapil Sibal, appearing for Maharashtra government and police, said since Goswami has not been named as accused in the case as of now, there cannot be any order granting him protection. Sibal told the court that till now police have issued summons to eight persons in connection with the TRP case and questioned them. “None of these persons has been arrested,” he said. In a media release, Republic TV claimed Maharashtra government and Mumbai police have admitted in court that the channel is not named in the FIR in the TRP case. The court noted that since Goswami has not been named as an accused in the case, it cannot pass an order granting him protection or directing the police to not
take any coercive action against him. “In case the Investigating Officer proposes to name petitioner No 2 (Goswami) as accused in the case, then, as done with the eight persons, summons shall be issued to him (Goswami). The petitioner No 2 shall then cooperate with the police,” the court said. The court also raised questions on whether it was correct on the part of the Mumbai police and its commissioner Param Bir Singh to hold press conferences in such matters. “We don’t know if it is the correct method or procedure to give interviews to the media. We are not talking about just this matter but many sensitive cases...we find police giving information to the media even when investigation is in progress. Police are not supposed to reveal incriminating information pertaining to the case,” Justice Shinde said. Sibal, while agreeing to this, assured the court that the police shall not speak to the media with regard to the TRP scam case. “But at the same time, even the petitioner channel should assure the court it will not indulge in vilification of the police and conduct a media trial,” he said. To this, Justice Shinde said, “Media is considered as the fourth pillar of democracy and, hence, they
too need to behave responsibly.” Salve, while seeking for the FIR to be quashed, argued that no offence is made out and the entire conduct of the police reeks of malafide and was only an attempt to silence the voice of the petitioners. “The petitioner has been targeted by the police and the Maharashtra government since his strong reports during the Palghar lynching incident. A slew of FIRs has been registered against him after his reports then. This whole thing is a disguise and excuse to target Goswami and Republic TV,” Salve said. Sibal, however, said the Palghar lynching incident and the petitioners’ reports on the same have nothing to do with the present case. “The present investigation pertains to money paid to rig TRPs in order to gain commercial profit. The investigation is at a nascent stage. Maybe many other media channels are also involved,” Sibal told the court. The TV channel filed the plea in HC on October 16, a day after the Supreme Court refused to hear a plea filed by one of its senior officials challenging the summons issued to them by the Mumbai police. “The officers and key managerial persons of the chan-
nel and Arnab Goswami have reasonable and tangible grounds to believe they will be apprehended by the Mumbai police in connection with the FIR which is false, frivolous, politically motivated and an attempt to muzzle the media and silence the news reporting by Republic TV,” the petition said. The Mumbai Crime Branch registered the FIR under various sections of Indian Penal Code for cheating, criminal breach of trust and criminal conspiracy against Republic TV and its senior officials and also against two other local regional channels. The plea also said the court should initiate a CBI inquiry and disciplinary proceedings under the service rules against Param Bir Singh for “gross dereliction of duty and abuse of power”. “Republic Media Network Editor-in-Chief and Managing Director Arnab Goswami has directed his legal team Phoenix Legal to initiate the proceedings to sue Mumbai Police Commissioner Param Bir Singh for Rs. 200 crore damages-Rs. 100 crore for damage to the reputation of Arnab Goswami, and Rs. 100 crore for the damage caused to Republic Media Network,” Republic TV said in the statement.
7 ED attaches assets worth Rs 22.42-cr of Iqbal Mirchi’s family
Iqbal Mirchi (File) NEW DELHI, OCT 20 (PTI): Assets worth over Rs 22 crore, including a cinema hall and a hotel in Mumbai, of late gangster Iqbal Mirchi’s family have been attached in connection with a money laundering case, the Enforcement Directorate (ED) said on Tuesday. A provisional order for attaching the properties has been issued under the Prevention of Money Laundering Act (PMLA). “The attached assets includes a talkies (cinema hall) and a hotel in Mumbai, an under construction hotel, a farm house, two bungalows and 3.5 acre land in Panchgani,” the central investigative agency said in a statement. The total value of the attachment is Rs 22.42 crore and it includes deposits kept in seven bank accounts, it said. The total attachment in this money laundering case against the late gangster
and his family is about Rs 798 crore as the agency had issued attachments orders, including for overseas properties worth Rs 203 crore, in the past. Mirchi, who died in 2013 in London, was alleged to be the right-hand man of global terrorist Dawood Ibrahim in drug trafficking and extortion crimes. “He (Mirchi) was an international drugs dealer and smuggler who had amassed huge wealth and acquired various immovable properties and businesses across the globe,” the ED had said earlier. The agency alleged Mirchi “indirectly owned various properties in and around Mumbai”. It has filed a criminal case against Mirchi, his family and others last year to probe money laundering charges linked to their alleged illegal dealings in the purchase and sale of costly real estate assets in Mumbai. This PMLA case is based on multiple FIRs lodged by the Mumbai police. The agency had filed a charge sheet in this case before a Mumbai court in December and the court had subsequently issued openended non-bailable warrants against Mirchi’s sons Asif Memon and Junaid Memon and wife Hajra Memon.

Telangana postpones all exams this week due to rains HYDERABAD, OCT 20 (IANS): The Telangana government on Tuesday announced postponement of all examinations till Dasara in view of floods in Hyderabad and some other parts of the city. Education Minister P. Sabitha Indra Reddy announced that all the examinations have been postponed till Dasara. After the minister tweeted the announcement, several students replied with a request to cancel the examinations saying they can’t write the exams in the current situation in view of the Covid-19 pandemic and floods. The decision to postpone the exams is expected to provide relief to more than five lakh students. The gover nment is likely to announce a fresh
schedule of the exams later. Meanwhile, the Jawaharlal Nehru Technological University (JNTU), Hyderabad also announced postponement of all undergraduate and postgraduate regular and supplementary examinations scheduled on October 21 and 22 due to forecast of heavy rains. The revised date of examinations will be intimated later for all the exams which were originally scheduled from October 14 to October 22, said JNTU-H Registrar Dr. M. Manzoor Hussain. However, there will be no change in the schedule of exams scheduled to be held from October 27. Both JNTU-H and Osmania University (OU) had already postponed all examinations scheduled on October 19 and 20.
When queried on the notice by the party, he said, “BJP national president JP Nadda and UP BJP chief Swatantra Dev Singh are our leaders. They can take action whenever they want.” “Any post or being an MLA does not hold any significance,” he said, adding
that he has pledged to “save the honour” of the community with whose support he won the elections. BJP leader Swatantra Dev Singh said that the law should take its course in the case. Asked as to when the show-cause notice was is-
sued to Surendra Singh, he initially said it was issued on Monday. However, later he said the notice was given on Sunday. However, BJP MP from Salempur Ravindra Kushwaha on Tuesday told reporters that the victim should be helped.

management. We are discussing further with the joint monitoring committee and contemplating on removing the plasma therapy from the national guidelines,” he said. “We are more or less reaching towards a decision (to remove plasma therapy from the national clinical protocols),” Bhargava said during the weekly press briefing of the Union Health Ministry. The statement has come in the wake of several studies conducted on the efficacy of convales-

NEW DELHI, OCT 20 (IANS): The Indian Council of Medical Research (ICMR) issued a big statement on Tuesday regarding plasma therapy, which is touted as a life saving intervention for patients suffering from severe Covid-19. The Director-General (DG) of ICMR, Balram Bhargava, stated that plasma therapy may be deleted from the national clinical protocols for the management of Covid-19. “We have had a discussion with the National Task Force for Covid-19
cent plasma therapy which suggested that it did not reduce mortality or progression to severe disease condition. ICMR’s own study, which came out in September, revealed that plasma therapy failed to save people dying from Covid-19. India had conducted the world’s largest randomised controlled trials named PLACID Trials to study the efficacy of plasma therapy. The trials were conducted on 464 patients between April 22 and July 14 at 39 centres across the country. The study was published in a medical journal in September. The result of the trials revealed that the plasma therapy failed to exhibit any significant difference in mortality rates between those who received convalescent plasma and those in the control group. Besides, the ICMR chief also informed that the PLACID Trials would soon come out as a research paper in the New England Medical Journal. “More than 350 authors contributed to the study which was accepted by the British medical journal and it is going to appear very soon as a full paper,” he added.
LU C K N OW / BA L L I A (UP), OCT 20 (PTI): The BJP has issued a show-cause notice to its MLA Surendra Singh for making statements in support of Dhirendra Pratap Singh, a local party leader arrested for allegedly murdering a man during an event attended by senior district and police officials in Ballia. “Yes, a notice has been issued to Surendra Singh, and he has been asked to refrain from making unnecessary statements. He has been given a week to explain his stand,” Uttar Pradesh BJP chief Swatantra Dev Singh told PTI on Tuesday. He also said that BJP national president J P Nadda had sought information on the matter over the phone. Surendra Singh, the MLA from Bairia, had come out in support of Dhirendra Pratap Singh, who allegedly shot dead a 46-year-old man in Ballia district’s Durjanpur village following a quarrel over the public allotment of ration shops on October 15. The ruling BJP, which is already facing severe criticism over the law and order situation in the state, was left embarrassed by the Ballia shooting incident and the remarks of its legislator. The MLA had said Dhirendra Pratap Singh “opened fire in self-defence” as “it was a do-or-die situa-

rejected. “We will remain brothers and sisters wherever we are. No one can stop us from associating socially and economically,” Therie said. Stating that “inclusiveness, unity and one solution” were the words chosen to please all, he said “In our view, everyone is included. No one has been rejected from offering suggestions for the solution.” Therie also said that whether Nagas were united or divided as long as they remained under one administration umbrella, they would be bound by one law. “It is obvious, solution will be one for a federal state,” Therie maintained. However, he said that the need of the hour was to revive justice, equality and enforce the law of the land. Asserting that Nagas cannot continue to suffer under lawlessness, uncontrolled and un-administered government, NPCC presdient said prolonged struggle has strangled the economy and displaced employment. NPCC president demanded to implement the solution under nonpartisan government. He said that delay was pushing reluctant peaceful citizens to look for alternatives. “People are not happy with GoI’s attitude of ignoring and neglecting coupled with the persistent feeling of minority across the mainland that continues to haunt us,” he asserted.

Nirmala Sitharaman Office. “I have not closed the option for another stimulus package,” she said. On October 12, the Finance Minister announced a number of measures to induce government employees to spend in the upcoming festive season, including a ‘LTC Cash Voucher Scheme’ and a ‘Special Festival Advance Scheme’. In May, the government came up with the much talked about Rs 20
lakh crore ‘Aatmanirbhar Bharat’ economic package. Both the rounds of stimulus so far have received flak along with appreciation from the industry and experts, as many are of the opinion that they are inadequate, more so in terms of boosting demand. A recent Moody’s report said that the second round of fiscal stimulus amounts to just 0.2% of the country’s real GDP forecast for the financial year 2021 and in total, the two rounds of stimulus bring the government’s direct spending on coronavirus-related fiscal support to just around 1.2% of GDP. On Monday, Sitharaman also said that the government has now started assessing the GDP contraction, and will have to come up with its report, whether in Parliament or in public.
the contemporary realities and regard for future vision.” These, Therie said “perhaps” referred to “appreciation” of the existing political structures of the federal system of India. Understanding that the issues of sovereignty and integration were not negotiable, Therie said stakeholders have expressed the desire for early resolution to usher in peace, development and opportunities. He said that stakeholders were tired and fed up with ill treatment from “some NNWs in the name of sovereignty and integration.” For the noble cause, Therie said several thousand lives were taken, but “illegal extortion” continues and “today we learn many properties and land were acquired by some NNWs.” On the Agreed Position reached between Government of India and WC of NNPGs, he said it was “only in line with the stakeholders’ aspirations.” Therie said Agreed Position “proposes to improve political structures, “realignment of NNWs and economic programs.” Further, NPCC president pointed out that the dispute between Nagaland state and the Union of India with regard to mineral resources rights in reference to Article 371(A) needed to be defined to avoid future dispute. He also said that since Pan Naga Hoho was not required, it has been

NEW DELHI, OCT 19 (IANS): Just a week after announcing measures to boost consumer demand and provide liquidity to states, Finance Minister Nirmala Sitharaman on Monday said that the government has not closed the option of coming out with another round of stimulus with a view to support the economy amid the pandemic. Speaking at the virtual launch of the autobiography of 15th Finance Commission Chairman N.K. Singh, titled “Portraits of Power: Half a Century of Being at Ringside”, Sitharaman said that all the announcements made so far have come after a lot consideration of inputs from different sections of the society followed by working out on them within the Finance Ministry also also with the Prime Minister’s
(From p-1) He also alleged that the state government has failed to present a transparent solution to the people. Therie said the government did not know what would be the impact postsolution. Commenting on the August 3, 2015 Framework Agreement signed between the Government of India and the NSCN (I-M), the state Congress president said that the agreement has been “interpreted in various ways”. In response, 7% said women in their workforce have been reduced by 50-100%, 12% said women in their workforce have reduced by 25-50%, and 12% said women in our workforce have been reduced by up to 25%. 46% said they still have same number of women in the workforce as pre Covid-19. Not a single business reported increase in the number of women employees during the course of the 8 months of Covid-19 pandemic. This means that 31% MSMEs and startups in India have reduced women workforce in the last 8 months. The Government also took steps to help these small businesses through the Atmanirbhar Bharat scheme, but its advantages per feedback from businesses in July this year has been quite limited, the survey said. In 2017, the Indian Government passed the Maternity (Amendment) Bill that increased the right to paid maternity leave for working women from 3 months to 6 months - the third highest in the world. Although this was great news for nursing mothers, a ripple effect of this decision was noticed in many small businesses who reduced hiring of women in their organizations, purely due to financial reasons and the cost of funding maternity leave benefits. Though the Government came back and moved a proposal allowing companies to file reimbursement of 7 of the 26 weeks of maternity pay, there were few takers amongst small

As per a survey by LocalCircles, only 22% startups and MSMEs have the same or increased workforce as compared to the pre-Covid levels. India’s startups and MSMEs ecosystem went through a torrid time due to the Covid-19 pandemic and the following lockdown. With revenues and operations getting impacted for most businesses, many end up cutting costs and some even shut down temporarily or permanently. Per CMIE, 6 million Indians had already lost white collar jobs in the March - August period. Armenia, Azerbaijan to meet Pompeo YEREVAN/BAKU, OCT 20 (AGENCIES): Armenia and Azerbaijan said on Tuesday their foreign ministers would meet U.S. Secretary of State Mike Pompeo in Washington on Friday in efforts to end the heaviest fighting in Nagorno-Karabakh since the 1990s. The State Department did not immediately comment. But the planned meetings suggest that, just before the U.S. presidential election, Washington is stepping up involvement in moves to calm a conflict that has killed hundreds of people since Sept. 27. Russia has until now driven mediation efforts over Nagorno-Karabakh, a breakaway enclave within Azerbaijan that is controlled by ethnic Armenians, but two ceasefires brokered by Moscow this month have not stopped the fighting. The two ex-Soviet republics said there was intense fighting in and around Nagor no-Karabakh on Tuesday, with the enclave reporting 43 more of its defence personnel had been killed. The violence has raised fears that regional powers Turkey and Russia could be sucked into a wider conflict, and concern about the security of pipelines in Azerbaijan that carry natural gas and oil to world markets. It was not immediately clear whether the warring sides’ foreign ministers would meet Pompeo separately or at the same time. Azerbaijan said its

foreign minister, Jeyhun Bayramov, would also meet envoys of the OSCE security and rights watchdog’s socalled Minsk Group, whose co-chairs Russia, France and the United States have for years led mediation in the conflict. Armenia released few details about Foreign Minister Zohrab Mnatsakanyan’s plans in Washington. Turkey is also part of the Minsk Group but has not been involved in mediation, and its relations with its NATO allies have been further strained by the fighting. Ankara has denied accusations that it sent mercenaries from the conflicts in Syria and Libya to fight in Nagorno-Karabakh. It has stepped up arms sales to Azerbaijan this year but denies any direct involvement
in the fighting. In an interview, Armenian President Armen Sarkissian accused Turkey of destabilising the South Caucasus with its strong backing for Azerbaijan. But he told France-24 television that he did not advocate military intervention by Russia, which has a defence pact with Armenia, or other countries that could lead to “another Syria.” In comments to Azerbaijan’s parliament, Turkish Parliament Speaker Mustafa Sentop portrayed Armenia as the aggressor and criticised mediation by Paris, Moscow and Washington. “If they are sincere on their path to peace, those who have held Armenia’s leash and supported it for years need to end this dangerous game now and stop
supporting Armenia. Azerbaijan does not have another 30 years to wait,” Sentop said. The Minsk Group, he said, “is brain dead”. Turkey and Azerbaijan want an end to what they call Armenian occupation of Nagorno-Karabakh, and Azerbaijan wants Turkey involved in peacemaking. Armenia rules this out and accuses Azerbaijan of making a land grab. In a speech to the nation, Azeri President Ilham Aliyev said Baku was willing to end fighting as soon as possible to complete the restoration of what it sees as its territorial integrity. Officials in NagornoKarabakh reported new artillery battles on Tuesday and said fighting was intense in southern areas of the conflict zone.
Senate Republicans eyeing October 26 for final vote
China hopes its missing soldier held by Indian Army will be released soon
WASHINGTON, OCT 20 (IANS): Senate Republicans were eyeing October 26 to cast a final vote to confirm US President Donald Trump’s nominee Judge Amy Coney Barrett to the Supreme Court, it was reported. On Thursday, Barrett’s nomination is expected to be voted out of the Judiciary Committee, which will pave the way for Senate Majority Leader Mitch McConnell to start lining up the procedural hurdles the next day, reports The Hill news website. Addressing the Senate floor on Monday, McConnell said: “I look forward to the Judiciary Committee’s vote on Thursday. The full Senate will turn to Judge Barrett’s nomination as soon as it comes out of committee.” The Judiciary Committee’s vote would allow for a procedural vote on Barrett’s nomination as soon as Sunday. After Sunday’s vote, the 48-year-old Judge’s nomination would still face an additional 30 hours of debate for a final vote to confirm Barrett to the Supreme Court as soon as October 26, a week before the November 3 presidential election. Despite opposition by the Democrats, Barrett was nominated by President Trump on September 26 to succeed the late Justice Ruth Bader Ginsburg.
BEIJING/NEW DELHI, OCT 20 (PTI): The Chinese military has expressed hope that its missing soldier apprehended by the Indian Army in Eastern Ladakh will be released soon. A Chinese soldier was apprehended by the Indian Army in the Demchok sector of Eastern Ladakh on Monday after he had “strayed” across the Line of Actual Control (LAC), an incident that comes amid a massive deployment of troops by the two militaries in the region following the border standoff since May. The Indian Army said in a statement on Monday that the soldier, a Corporal in the Chinese People’s Liberation Army (PLA), has been identified as Wang Ya Long and he will be returned to the Chinese military at the Chushul-Moldo border point after completion of formalities. “China hopes that India will hand over soon the Chinese soldier who got lost in China-India border areas on the evening of October 18 when helping local herdsmen retrieve a yak at their request,” said Senior Colonel Zhang Shuili, spokesperson for the Western Theater Command of the PLA said in a statement on Monday night. “The PLA border troops informed the Indian military right after the incident and hoped the Indian side would aid in search and rescue, and the Indian side promised to offer help and

return the missing soldier timely after finding him,” he said. The latest information from the Indian side is that the lost Chinese soldier has been found and will be handed over to the Chinese side after receiving medical examination, Col. Zhang said. “We hope that the
Indian side will live up to its promise to hand over the missing Chinese soldier as soon as possible and implement the consensus reached by the two sides in the 7th round of Senior Commanders meeting, so as to maintain peace and tranquillity in the border areas,” Zhang said.
Chinese soldier held in Ladakh won’t be released ‘for few days’: Sources A Chinese soldier caught by the Indian Army in eastern Ladakh on Monday won’t be released ‘’for the next few days,’’ sources said today. The soldier, Corporal Wang Ya Long, was caught in Demchok. He is being questioned by China experts before being handed back to the Chinese People’s Liberation Army (PLA), the sources said. The soldier had strayed across the Line of Actual Control (LAC), the army had said yesterday, and would be returned to the Chinese Army “as per established protocol after follow-
ing due procedure”. The army’s statement also said the soldier had been provided medical assistance, including oxygen, food and warm clothes, “to protect him from the vagaries of extreme altitude and harsh climatic conditions”. The Chinese army had asked about the whereabouts of the missing soldier, the army said, adding that he would be returned at the Chushul-Moldo meeting point. Some reports suggested that the soldier was carrying civil and military documents when he was caught.
PML-N chief Shehbaz Sharif sent Singapore researchers develop breath test to detect COVID-19 to jail in money laundering case LAHORE, OCT 20 (PTI): Pakistan Muslim LeagueNawaz (PML-N) chief and Opposition Leader in the National Assembly Shehbaz Sharif was sent to jail on Tuesday in a money laundering case. Shehbaz, the younger brother of threetime former prime minister Nawaz Sharif, was arrested by the National Accountability Bureau (NAB) on September 28 after a court here rejected his bail application in the Rs 700 crores money laundering case. Next day, the 69-yearold former chief minister of Punjab province was sent on a physical remand by an accountability court. On Tuesday, an accountability court of Lahore rejected the NAB’s plea seeking further extension to his physical remand. Shehbaz told the
Sharif’s daughter Maryam booked for anti-govt rally LAHORE, OCT 20 (PTI): Former prime minister Nawaz Sharif ’s daughter and Opposition Pakistan Muslim League-Nawaz’s vice-president Mar yam Nawaz was on Tuesday booked along with over 2,000 party members for holding an anti-government rally in Lahore where she called Prime Minister Imran Khan a “coward, selected and puppet” who hides behind the Army. The rally by the 11member opposition alliance Pakistan Democratic Movement (PDM) was held here on October 16 before the Gujranwala public meeting. Maryam had openly called Prime Minister Khan a “coward, selected and puppet” in the rally, saying he hid behind the Army to cover up his ‘Nalaaiki’ (bad governance). She dared the “selected” Prime Minister to arrest her as she is not afraid of going to jail. court that NAB didn’t ask any questions about money laundering during his three weeks detention. Talking to reporters, Shehbaz criticised the Imran Khan government for arresting Mohammad Safdar, son-in-law of Nawaz Sharif, for raising slogans in giving respect to the ballot. Safdar was on Monday briefly arrested from his hotel room in Karachi, a day after he staged a protest at the tomb of the country’s founder and attended a joint
opposition rally. Shehbaz also termed unholy alliance of Imran Khan and NAB behind political victimisation of opposition leaders. He has been shifted to Kot Lakhpat jail in Lahore. Maryam Nawaz, daughter of Nawaz Sharif, had said that Shehbaz had been arrested only because he did not leave his elder brother (Nawaz). Prime Minister Khan recently said the Opposition leaders should be convicted in cases against them. He was complaining about delay in such cases. Shehbaz, who has denied any wrongdoing, was arrested just ahead of the planned protests by his party - the Pakistan Muslim League-Nawaz (PML-N) to demand the resignation of Prime Minister Khan.

SINGAPORE, OCT 20 (PTI): Researchers in Singapore have developed a breath test to detect COVID19 within a minute as authorities are working on a roadmap for the phase three of easing of safety measures in the country. A person would simply have to blow into a disposable mouthpiece connected to a “highprecision breath sampler”, according to the National University of Singapore (NUS) researchers. The test, which detects Volatile Or-
ganic Compounds (VOC) in a person’s breath, achieved more than 90 per cent accuracy in a clinical trial involving 180 patients, Channel News Asia reported, citing the NUS statement. The exhaled breath is then collected and fed into a mass spectrometer for measurement. A machine learning software subsequently analyses the VOC profile and generates the result in less than a minute. The technology, developed by NUS start-up

n a fight against the novel coronavirus, scientists have found that certain oral antiseptics and mouthwashes may have the ability to inactivate human coronaviruses. The results, published in the Journal of Medical Virology, indicate that some of these products might be useful for reducing the amount of virus in the mouth after infection and may help to reduce the spread of SARSCoV-2, the coronavirus that causes Covid-19. “While we wait for a vaccine to be developed, methods to reduce transmission are needed. The products we tested are readily available and often already a part of people’s daily routines,” said study researcher Craig Meyers from the Penn State University in the US. During the study, the research team tested several oral and nasopharyngeal rinses in a laboratory setting for their ability to inactivate human coronaviruses, which are similar in structure to SARS-CoV-2. The products evaluated include a one per cent solution of baby shampoo, peroxide sore-mouth cleansers, and mouthwashes. The researchers found that several of the nasal and oral rinses had a strong ability to neutralize human coronavirus, which suggests that these products may have the potential to reduce the
amount of virus spread by people who are Covid-19positive. They used a test to replicate the interaction of the virus in the nasal and oral cavities with the rinses and mouthwashes. They treated solutions containing a strain of human coronavirus, which served as a readily available and genetically similar alternative for SARS-CoV-2, with the baby shampoo solutions, various peroxide antiseptic rinses and various brands of mouthwash. They allowed the solutions to interact with the virus for 30 seconds, one minute and two minutes, before diluting the solutions to prevent further virus inactivation. According to Meyers, the outer envelopes of the human coronavirus tested and SARS-CoV-2 are genetically similar so the research team hypothesizes that a similar amount of SARSCoV-2 may be inactivated upon exposure to the solu-
tion.
To measure how much virus was inactivated, the researchers placed the diluted solutions in contact with cultured human cells. They counted how many cells remained alive after a few days of exposure to the viral solution and used that number to calculate the amount of human coronavirus that was inactivated as a result of exposure to the mouthwash or oral rinse that was tested. The one per cent baby shampoo solution, which is often used by head and neck doctors to rinse the sinuses, inactivated greater than 99.9 per cent of human coronavirus after a twominute contact time. Several of the mouthwash and gargle products also were effective at inactivating the infectious virus. M a n y i n a c t i va t e d greater than 99.9 per cent of the virus after only 30 seconds of contact time and some inactivated 99.99 per cent of the virus after 30 seconds. (IANS)

EPL: Wolves edge to 1-0 win over Leeds United
Raul Jimenez celebrates with teammates after Leeds United’s Kalvin Phillips scores an own goal.
LEEDS, OCT 20 (PTI): After a feast of goals came a relative famine in the English Premier League. Just one across two games — and that being a fortunate deflected effort to earn Wolves a win at Leeds — ended the goal rush that had made the most-watched league in the
world even more compelling viewing over the first five rounds. After West Bromwich Albion and Burnley fought to the first goalless draw of the top-flight in its 47th match, Wolves edged to victory at Elland Road thanks to Raul Jimenez’s second-half shot from the
edge of the penalty area that ricocheted in off the bowed head of Leeds midfielder Kalvin Phillips in the 70th minute. Before Monday, there had been 171 goals in 46 matches for a rate of scoring never previously seen at the start of a season in the Premier League era (since 1992). Leeds missed the chance to go third in the standings — instead, Wolves climbed above their beaten opponents and into sixth place — after fading following a bright start. Wolves had a goal by left wing back Romain Saiss ruled out for a narrow offside by the VAR before Jimenez’s third goal of the season. The Mexico striker scored 17 last season. Burnley, meanwhile, finally claimed its first point of the season in its fourth match, though could have earned all three had Chris Wood’s second-half header not struck the crossbar. West Brom and Burnley have yet to win in a combined nine games so far, though, and look destined to be among the teams battling to avoid relegation.

Zimbabwe coach Lalchand Rajput to skip Pakistan tour
K a r ac h i , O ct 2 0 (PTI): Zimbabwe cricket coach Lalchand Rajput has not travelled with the team for a tour of Pakistan after the Indian embassy in Harare requested his exemption from the limited-overs series. A statement from Zimbabwe Cricket said that Rajput won’t be a part of the tour following the request from the Indian embassy. In Rajput’s absence, bowling coach Douglas Hondo would take charge of the team during the tour. “@Lalchandrajput7 will miss the @TheRealPCB tour after the Embassy of India in Harare wrote to @ZimCricketv asking that he be exempted from visiting Pakistan. The Embassy of Pakistan in Harare had issued a visa to Rajput,” the ZC tweeted. “With @Lalchandrajput7 unavailable, @ZimCricketv has appointed bowling coach Douglas Hondo to take charge of the team for the three ODIs and as many T20Is games against @TheRealPCB.” The Zimbabwean team is scheduled to play three ODIs against Pakistan in Rawalpindi, starting October 30, before moving to Lahore for three T20Is. The visiting team arrived in Pakistan on Tuesday. ‘ESPNCricinfo’ reported that the exemption for Rajput
was sought citing “travel guidelines of the (Indian) government for its citizens”. A PCB spokesperson called it an internal matter of Zimbabwe Cricket. “The Zimbabwe Cricket officials had got a visa for Mr Lal Chand Rajput from the Pakistan High Commission in Harare and if he has not come this is an internal matter between ZC and Mr Rajput,” he said. However, a top source in the PCB said that the directives of the Indian government to not allow Rajput to visit Pakistan had caused some concerns in the Board. India and Pakistan have had no bilateral cricketing ties due to tense diplomatic ties between the two countries. “The concer ns are genuine because the PCB is waiting for confirmation from the ICC and BCCI by January-February that the national team would be issued visas by the Indian government for next year’s World T20 in India,” the source said. “Makes no sense to stop him from travelling to Pakistan when he has been issued a visa. The PCB is bound to provide the best security and hospitality to the visiting contingent as per regulations,” he added. The PCB has also invited South Africa and England to send teams to Pakistan in January-February.

The 29-year-old, who has joined SC East Bengal for the current season and has 21 international goals from 56 caps for India, however, is no stranger to the ring. “One day, my father brought home a pair of boxing gloves, and I started practicing with them. Soon I took up proper coaching and started competing in local tournaments too,” Jeje told the-aiff.com. “I used to play a number of sports back when I was young, and boxing was one of them, along with football and tennis,” said the 29-year-old. The seasoned striker had even gone on to win a junior level local boxing tournament, the Hnahthial Open, when he was around 10 years old. “It’s always nice to win something. I really enjoyed boxing - I still do. This is a sport that

really puts you through a lot of hard training, and you can always reap the benefits of that, even as a footballer,” Jeje said. While he had started off with multiple sports, Jeje soon had to make a choice and picked football as the discipline in which he would pursue a career. “I think I was good in boxing but after discussing with my family, I chose football,” he stated. The rigorous routine that boxers have to pursue is something that helps those in the sport achieve supreme levels of fitness,
leading up to important matches or tournaments. However, even after he chose to pursue football on a full-time basis, Jeje has found a way to inculcate something from his past into his training. “I generally do not get the opportunity to do any boxing training routines during a busy season,” said the two-time ISL and onetime I-League winner. “But when I come home for the off-season, I do make it a point to go to the boxing academy here in Aizawl to get back that old touch,” he added.

New Delhi, Oct 20 (PTI): In a huge relief for India U-17 World Cup footballer Anwar Ali, who has a congenital heart condition, the Delhi High Court on Tuesday allowed him to carry on playing until the national federation arrives at a final decision. The court overruled the All India Football Federation (AIFF) Medical Committee’s recommendation to bar him from playing competitive football. Ali’s counsel Amitabh Tewari told PTI that the High Court ruled in favour of the footballer who had challenged the AIFF’s directive to Mohammedan Sporting not to allow him train with the Kolkata club. “The HC ruled that Ali can play till the AIFF takes a final decision. The letter of September 7 written by the AIFF (to Mohammedan Sporting) in no way can bar him from playing,” Tewari said. “Ali also can approach the court again in future after the AIFF takes its final decision,” he added. The Executive Committee of the AIFF is yet to take a final decision on the matter. The 20year-old had approached the Delhi High Court on October 1, challenging the AIFF’s decision to bar him from playing, saying it has “snatched his livelihood as the sole bread earner of the family”. In the petition, Ali had contended that by directing his club Mohammedan Sporting to not allow him to train, the AIFF was violating his fundamental right to earn livelihood, despite the centre-back getting a go-ahead from a doctor in the renowned Post Graduate Institute of Medical Education & Research (PGIMER) in Chandigarh. spark did you see in Jadhav, Dhawan’s ton goes in vain as KXIP outplay DC What Chawla? Srikkanth asks Dhoni
Dubai, Oct 20 (PTI): Shikhar Dhawan’s historic hundred went in vain as Kings XI Punjab outplayed table leaders Delhi Capitals by five wickets for their third straight win to keep their play-off hopes alive in the Indian Premier League here on Tuesday. Dhawan became the first batsman to hit back-toback IPL hundreds with his unbeaten 106 off 61 balls being the sole bright spot in Delhi’s 164 for five. For a change, it ended up being a straightforward chase for KXIP despite a rare failure from their opening pair of K L Rahul (15) and Mayank Agarwal (5), who had done the bulk of the scoring for the team in the earlier games. Nicholas Pooran (53 off 28) came up with another blinder of a knock and Glenn Maxwell (32 off 24) finally found some form to set up the win. Jimmy Neesham (10 not out off 8) hit the winning six as KXIP got home in 19 overs.
Kings XI Punjab players celebrate the wicket of Delhi Capitals batsman Prithvi Shaw.
With KXIP’s in-form top three gone cheaply, it was a stiff test for their shaky middle-order which came good on the night. Rahul mishit one to mid-on while Agarwal got run out after a big mix-up with Pooran. Gayle once again looked in ominous touch but
departed soon after hammering Tushar Deshpande in his opening over that went for 26 runs. R Ashwin found the Jamaican’s stumps with a slider. With KXIP at 63 for 3 inside the powerplay, it was left to Pooran and Maxwell to bail the team out. Pooran eased the pressure with an-
other display of clean hitting. His blitzkrieg propelled KXIP to 101 for three in first 10 overs with only 64 to get from the last 60 balls. The West Indian was not able to see the team through but Maxwell finally got some runs under his belt to take the team close to victory. Earlier, Shikhar Dhawan’s sensational effort took Delhi Capitals to 164 for five after his team opted to bat. His memorable innings included 12 fours and three sixes. It seemed he was batting on a different surface with the second highest score of the innings coming from skipper Shreyas Iyer and Rishabh Pant, who made 14 each. KXIP bowled well at the back end of the innings to restrict DC to below 180 with lead pacer Mohammed Shami (2/28) being the stand out performer. Fresh off a hundred in the last game, Dhawan began by slog sweeping offie Glenn Maxwell in the open-
ing over. Shaw, who failed to get off the mark in the preview two games, perished cheaply once again, trying to smash Jimmy Neesham over extra cover when he was in no position to play that aerial stroke. Iyer too did not last long after getting off the mark with a lofted cover drive that went for a six with Delhi reaching 83 for two in 10 overs. At the other end, Dhawan grew in confidence and an example of that was the way he drove a full ball from Shami over mid-off. The southpaw crossed the 5000-run mark in the IPL by sweeping leggie Ravi Bishnoi for a six over deep square-leg, becoming the fifth batsmen to do so in the tournament’s history. He got to his century, another landmark, with a double off left-arm pacer Arshdeep Singh. However, he did not get the required support from the other end as Delhi ended with a below-par total.
New Delhi, Oct 20 (IANS): Former Indian cricketer Kris Srikkanth slammed ace skipper MS Dhoni’s mantra on selection following Chennai Super Kings’ seventh defeat in 10 matches in the ongoing IPL and termed the latter’s selections throughout the season as “ridiculous”. “ W h a t i s D h o n i ’s deal? He says N. Jagadeesan doesn’t have spark, but does ‘scooter’ (Kedar) Jadhav have that spark? This is ridiculous. I will not accept this answer today. All this talk of process and Chennai’s tournament itself is over,” Srikkanth told Star Sports Tamil. “I will never accept what Dhoni is saying about this process,” said Srikkanth. “This process he keeps talking about is meaningless. You keep talking about process, process... but the process of selection itself is wrong.” Srikkanth’s outburst came after CSK suffered a seven-wicket loss
K Srikanth and MS Dhoni.
against Rajasthan Royals on Monday evening. After the game, Dhoni told official broadcaster Star Sports that the youngsters in the team had not showed him the kind of “spark” that would have warranted their inclusion in the side. Jagadeesan’s case was singled out as he featured in just one game in the CSK XI against RCB when he scored 33. “Dhoni now says that since the pressure is off, he’ll give the youngsters a chance. Come on yaar. I don’t understand this rubbish about the process at all.
What spark didn’t he see in Jagadeesan? What spark did he see in Jadhav and Piyush Chawla? “Karn Sharma at least took wickets. Chawla simply goes through the motions of bowling, coming on when the game is already lost. Dhoni may be a pistha (big shot) and there is no doubt he is great, but I cannot agree with him or accept this,” said the former Indian opener. The three-time champions have six points from 10 games and are currently placed at the bottom of the points table. They next play Mumbai Indians on Friday.
Sindhu rubbishes reports of rift with family, coach Ahmedabad to host pink ball Test: Ganguly New Delhi, Oct 20 (IANS): Reigning world champion PV Sindhu on Tuesday insisted that there is no rift within her family, adding that she has travelled to London to work on her “nutrition and recovery needs”. In a social media post, the 25-year-old also said she has no problem with national coach Pullela Gopichand or the facilities available at his academy in Hyderabad where the national camp is currently underway. “I came to London a few days back to work on my nutrition and recovery needs with GSSI. In fact I have come here with the consent of my parents and absolutely they were no family rifts in this regard (sic.),” said Sindhu in the statement which she released on her social media handles. “Why will I have problems/issues with my parents who have sacrificed
P. V Sindhu with Pullela Gopichand
their lives for my sake? Mine is a very close knitted family and they will always support me. I am in touch with my family members every day. Also I do not have any issues with my coach Mr Gopichand or the training facilities at the academy,” she added. Her statement comes
after media reports suggested that she had travelled to England amid tensions in her family. The Olympic silver medallist further threatened legal proceedings against those “spreading false news”. Earlier, Sindhu had posted an image with Rebecca Randell of the
Gatorade Sports Science Institute. “Happy to be in England and working with GSSI over the next few weeks on my nutrition and recovery with Rebecca Randell. Three months to Asia tour and this is best chance to work on things and improve!!” she had said in her caption.
Kolkata, Oct 20 (PTI): Ahmedabad will host the day-night pink ball Test during England’s bigticket tour of India early next year, BCCI president Sourav Ganguly said here on Tuesday. England are slated to visit India from JanuaryMarch for five Tests and a limited overs series. “Ahmedabad will hold the day-night Test,” Ganguly said at the Kolkata Press Club while launching a book by CPI(M) MLA Ashok Bhattacharya. Owing to a surge in COVID-19 case load in India in the recent past, there had been speculations that the series could be shifted to the UAE, where the IPL 2020 is currently underway. But the BCCI is determined to host England in the country and is already exploring all possible options, including creating
bio-secure bubbles. Ahmedabad, Dharamsala and Kolkata are likely to be the three venues for the Test series, but Ganguly said they are yet to take a final call. “We have made some tentative plans but nothing has been decided as of now. We still have four months’ time,” said Ganguly. The BCCI president said their priority is the upcoming Australia tour, the team selection for which will happen in a few days. “Before England, we have Australia series coming up. There will be team selection happening in a few days.” Ganguly said switching to the Test format immediately after the IPL won’t be a problem for the players. “They are all quality players, they will be fine.” As for the domestic season, the BCCI has
Sourav Ganguly
decided to start the Ranji Trophy from January 1, and Ganguly said the details will be worked out in the upcoming Annual General Meeting (AGM). “The AGM will happen soon and there we will decide about the Ranji Trophy.” Ganguly unveiled a Bengali book on COVID19 pandemic -- ‘Corona,
Purba O Uttar, Nagarayan O Arthaniti’ -- authored by Bhattacharya. A COVID19 survivor, the 71-yearold Bhattacharya has recounted his experience of overcoming the deadly virus, in the book. Bhattacharya is also the chairman of Board of Administrators of the Siliguri Municipal Corporation.
van Judo is a priority sport, will Handerson: Dijk’s injury big enhance capacity: Rijiju blow for Liverpool
Union Sports Minister Kiren Rijiju with the five judokas and thier coach.
NEW DELHI, OCT 20 (IANS): Indian Judo team will be participating in the Budapest Grand Slam -which contributes to the Olympic qualification -- between October 23 and October 25. This will be the first tournament that the Indian judokas will be playing since the nationwide lockdown was imposed due to the Covid-19 pandemic. Ahead of the departure for Hungary, Union Sports Minister Kiren Rijiju on Monday met the contingent which comprises five judokas -- Tulika Mann, Avtar Singh, Vijay Yadav, Jasleen Singh Saini and Sushila Devi -- and coach Jiwan Sharma. The Sports Minister wished the contingent luck for the tournament and said preparations are in place to ensure that a strong talent pool emerges for the 2024 and 2028 Olympics.
“The team is leaving for Hungary today and I am hopeful that some of the athletes will qualify. Judo is a priority sport for us and we will enhance capacity both in terms of training facilities and coaches,” said Rijiju. “The idea is to extend full support to the elite athletes while building up a talent pool of young athletes who can compete in the Olympics of 2024 and 2028. We will discuss a more exhaustive roadmap with the federation and plan ahead,” he added. Jasleen, world number 56 and a good prospect to qualify for next year’s Olympics, said, “This will be the first tournament we will be played after the Covid-19 lockdown.” “We used to play every month earlier, so it is really good to be playing again. From the entire Judo fraternity, would like to thank
the Sports Ministry, Sports Authority of India and the Judo Federation of India for organising this for us,” he added. Around 645 competitors from around 81 countries will be participating in this tournament and the contingent is enthusiastic to be back in action in competitive sport after such a long break. Sushila, the highest ranked women’s judoka in the contingent -- ranked 41 in the world and an Olympic hopeful -- said, “This is the first time we have met the Sports Minister and he is really doing a lot for sports in India so with his encouragement, we are feeling very motivated. It is good to play once again after the lockdown and would like to thank SAI for the support in getting this international exposure organised for us. We will try to give our best.”
L i v e r pool , O ct 2 0 (IANS): Liverpool captain Jordan Henderson has admitted that the loss of Virgil van Dijk is a big blow for the Reds. The Reds’ No.4 requires surgery on the knee injury he sustained during last Saturday’s Merseyside derby at Goodison Park and has stated in a post on social media that he is now focused fully on returning to fitness as soon as possible. “Yeah, it’s a tough one. It’s a big blow for us. For him personally, obviously. But for us as a team, a massive blow,” Henderson told Liverpoolfc.com. “I’m just gutted for him. So, it’s been a tough couple of days, I spoke to him yesterday. And yeah, it’s a difficult moment, but that’s when you need to be there for each other. I’ll be there as much as I possibly can for him, I’m sure the lads will do the same and his family certainly will, to help him through the journey he’ll go on,” he added. Meanwhile, manager Jurgen Klopp has said they will do everything possible to support van Dijk throughout his rehabilitation period. Klopp has been in touch with van Dijk and reported that the Dutchman is feeling ‘OK’. “It’s always the same, players love to be rather on their own in the moment and to deal in the first moment with it. I am long enough in the business to know that. I was injured myself, I had exactly the same injury if I’m right and it’s not then that you are then pretty chatty,” Klopp said.
