India up to any challenge: PM Modi Says nation will hit back with double the force if sovereignty is threatened

In a lengthy speech invoking valour and recalling the contribution of the Azad Hind Fauj (Indian National Army) in the freedom movement, Modi that his government was committed to taking “big and bold” decisions and that the Indian Army was being modernised as per the vision of Netaji Subhas Chandra Bose. Modi made the remarks while speaking at the Red Fort, where in a departure from protocol, he hoisted the national flag to mark the commemoration of the 75 years of the establishment of the Azad Hind Sarkar, the government of “free India”. He acknowledged that India has “marched several steps ahead” in the years since Independence but maintained that it was yet to reach new heights of glory. Modi claimed that the NDA government was committed to “achieve this goal” by going ahead with the vision of a new India “at a time when destructive forces are attacking us”. “It is the duty of every Indian to be inspired by
Netaji, to fight such forces, to defeat them, and to contribute to nation building in their full capacity,” he said. Modi also blamed the previous governments for looking at the country with an “English perspective”. Modi recalled Bose’s words: “With the power of weapons and sacrifice of blood, you have to achieve freedom and then when the country will be free, you will have to make a steady army for the nation, whose
work will be to protect our freedom”. “Today I can say that India is moving towards the creation of an Army that was visioned by Netaji. Josh, Junoon aur Jazba, these have been parts of our Army for long but now technique and moder n weapons and equipments are also being combined with them. “The strength of our Army has always been for self protection, and it will
remain so in the future too,” he maintained. Modi stressed that India has “never been greedy” for somebody else’s land. “This has been our history. But whosoever poses a threat to Indian sovereignty will be answered with double strength. Several attempts have been made in the past four years to strengthen our Army. “The best technology is being made available to Indian Army. This government has the courage to take big and bold decisions. And this will continue in the future too. From surgical strikes to making the Netaji files public, the decisions have been made by only our government. Homosexuality morally unacceptable, says CBCC
DIMAPUR, OCT 21 (NPN): Notwithstanding the recent Supreme Court ruling that struck down Section 377(a) of Indian Penal Code (IPC) thereby decriminalizing homosexual acts, Chakhesang Baptist Church Council (CBCC) has declared that it would never support such an unholy practice which was morally unacceptable. In a press note, CBCC executive secretary Rev. Dr. Vezopa Tetseo said that the council deliberated the matter at length in its executive meeting held from October 18 to 19 and reaffirmed the Biblical and moral stand of the Church and arrived at a number of resolutions. According to CBCC the Church as a body of Jesus Christ has a scriptural obligation to speak to the world on moral issues and not give its silent consent to evil. With this in mind, it further stated that explicit and overt homosexual practices and behaviours were in complete contravention to the Biblical sanctions on human sexuality. It mentioned Leviticus 18 & 20, Romans 1:18-32, and I Corinthians 6:9-10 to support this point. The council further laid
down an assertion that that homosexual acts and behaviour between consenting adults were morally unacceptable because it violated the aim of human sexuality which, it said, was procreation and the union of love, accomplished in the union between men and women in marriage. “...even if the homosexual acts are now legalised, it is not morally acceptable or justified. What is legal is not equal to moral acceptability” it stated. CBCC noted that the decriminalization of homosexual acts was likely to induce the legalisation of homosexual union, but, it said that the Church would continue to uphold the Biblical teachings recognise, promote and protect marriage between men and women as the basis of the family and the primary cell of society. Maintaining that homosexual practices went against the will of God including all other sinful practices, CBCC pointed out that God loves the sinner yet hates the sins, and resolved to continue to witness the love of Christ to all people regardless of sexual orientation with utmost understanding, compassion, sensitivity and dignity.

estimated to have a street value of about Rs 1 crore. Yimto said the drugs were seized by a team led by a sub-inspector of the narcotics cell of Nagaland Police at the Khuzama inter-state border with Manipur on August 3. The contraband was found in a car coming from Manipur and two persons were reportedly detained. Strangely, no case was registered and Yimto did not send a sample of the drug seized for forensic test as required, the report stated. “No case was registered and the two persons were allowed to go with a promise that they will come back with the kingpin. They were just conduits. I told my subordinates to convey to them that the police would reward them,” Yimto said, adding
“unfortunately they did not come back”. Yimto claimed that the brown sugar was initially kept at the store room of the narcotics cell at the state police headquarters till August 17 and then he decided to take it home, thinking it was not safe to keep them there. “It was safe in my house as it has round the clock security,” he said. Asked why the DGP was not informed in the intervening period of August 3 and 25, Yimto said, “I was very busy with official duties and official tours.” ADP Renchamo P Kikon who carried out the seizure and the preliminary enquiry in the incident said he will have to cross check if the drugs were initially kept at the store room. The reason given for such suspension of services was due to extensive fog leading to poor visibility. The services of these flights are expected to resume again from April, 2019. It may be recalled that Spicejet Airlines has already withdrawn all its services from Agartala Airport for the past two months due to huge amount of revenue loss. Earlier, chief minister Biplab Kumar Deb had urged the Central government to look into this matter but the airlines company withdrew all its services from September 1 this year. This has led to flight fares from Agartala to Kolkata reaching an all time high and now this decision of Indigo Airlines will definitely affect the people of the state as communication in Tripura is very much still dependent on Airways especially the route of AgartalaKolkata and vice-versa.
Arunachal villagers get land compensation BOMDILA, Oct 21 (PTI): Fifty six years after India’s war with China, villagers of Arunachal Pradesh have received nearly Rs. 38 crore as compensation for the land acquired by the Army to set up its bases, bunkers and barracks. Union Minister of State for Home Kiren Rijiju and Arunachal Pradesh CM Pema Khandu distributed the cheques to the villagers of West Kameng district on Friday. “A total of Rs. 37.73 crore has been given to the villagers. Those were community land. So the huge amount they received will be distributed amongst the villagers,” Rijiju said. Among those who received the cheques include Prem Dorjee Khrimey, who received Rs. 6.31 crore, while Phuntso Khawa got Rs. 6.21 crore and Khandu Glow received Rs. 5.98 crore. After the 1962 IndiaChina war, the Army had acquired huge tracks of land to set up its bases, bunkers, barracks, construct roads, build bridges and other installations. However, no compensation was given to the land owners till last year. Rijiju, who hails from Arunachal Pradesh, had persuaded with the Defence Ministry and got the compensation amounts sanctioned. “Lands acquired

by the Army were done in national interest, but no government has bothered to pay the compensation to the villagers of Arunachal Pradesh since the 1960s. I am thankful to Prime Minister Narendra Modi and Defence Minister Nirmala Sitharaman for clearing it finally. Total cheques of Rs. 37.73 crore were handed over,” he said. In April 2017, Rs. 54 crore was distributed among 152 families of three villages of West Kameng district. In September that year, another instalment of Rs. 158 crore was distributed among the villagers for the private land taken over by the Army. In February 2018, Rs. 40.80 crore was handed over to 31 families in Tawang district.
M’laya Church to probe sexual assault allegations against priests
S H I L LO N G, O c t 2 1 (Agencies): The Congregation of Christian Brothers on Saturday stated that it would launch an internal probe into the allegations of sexual abuse made against two priests by a Khasi woman on Friday. She named two priests of the dominant Catholic Church in Meghalaya on Friday on social media in a #MeToo campaign and alleged she was sexually abused by them many years
ago. The 40-year-old woman, who had attempted suicide thrice in the past, has in her Facebook post accused the two priests — Br Francis Gale of the Christian Brothers and Br Muscat of Don Bosco — for sexually abusing her since she was a five-year-old. The senior Brother of the congregation of Christian Brothers said the Society Protection Officer (of the Christian Brothers) for Safeguarding Children and
Vulnerable Adults from New Delhi will be visiting Shillong in the next few days days to collect all facts in relation to the incident. The brother also revealed that the Congregation was informed of the incident a few years back and an internal inquiry was conducted. In her social media post, the woman had mentioned an internal investigation within the Christian Brothers organisation to
investigate sexual abuse of the school boys and she was named as one of the female victims without her consent. On the other hand, Fr Edmund Gomes, who is the Rector of Don Bosco Technical School refused to comment on the matter. The victim, who overcame her suicidal tendency three years ago through counselling, said her poor family background often made the ideal profile of a victim to the sexual pred-
ators in the church. She alleged Br Francis Gale started sexually abusing her when she was a five-year-old and her most trusted family member had slapped and rebuked her on hearing her story. The abuse continued till she turned 12, when she started menstruating. She had then mustered the courage to refuse to meet him as she was afraid she would get pregnant, the woman said in her post.

IMPHAL, Oct 21: Security measures in Imphal have been tightened after a grenade blast killed a CRPF jawan on Saturday evening. In a search operation conducted as part of tightened security measures, police picked up 37 youth for further verification from the city’s Thangal Bazar area on Sunday afternoon. The youth were detained as they failed to produce any documents to establish their identities, a police officer taking part in the operation said. The search operation was conducted under the supervision of
its SP West district police Jogeshchandra Haobijam, who conducted search operations at various places in Thangal Bazar. On Saturday, at around 6.15 pm, a hand grenade, which the CRPF claimed was lobbed by suspected militants at a CRPF vehicle in the city’s Nagamapal Bazar area, exploded killing a CRPF jawan and injuring another. Immediately after the blast, police tightened security across the city area, particularly in the market places. State chief minister N Biren Singh had promised to book the culprit(s) involved in the blast and strongly condemned the incident. The chief minister

PTI adds: A day after a CPRF personnel was killed in a grenade blast at Nagampal area of Imphal West district, Manipur Chief Minister N Biren Singh has said his government has “initiated a probe” into the incident and those found guilty will face action. Umesh M Helavar, the deceased CRPF jawan, was a part of a contingent that was returning to their camp at Lamphel in Imphal West from Kangpokpi district on Saturday. Another personnel, N Ramaranjan, sustained serious injuries in the attack. The explosion is the second in the state since the early hours of Friday when an IED explosion occurred at Kangpokpi district, a few hours ahead of CM’s programme. Singh, who visited the injured CRPF personnel at a hospital here on Saturday, said it was an unfortunate incident in a state that has largely been living in peace.

civilians, three militants killed Amritsar tragedy: Protesters clash with police Six in Jammu and Kashmir’s Kulgam Amritsar, Oct 21 (PTI) A police commando and a photojournalist were injured Sunday when protesters pelted stones and clashed with security personnel who removed them from a rail track where 59 Dussehra revellers were mowed down by a train, officials said, adding traffic was restored on the route. The agitated protesters blocking the track were removed and train services resumed this afternoon, 40 hours after the horrific accident, a railway spokesperson said. On Friday evening, a gathering of more than 300 people were on the tracks to watch the burning of a Ravana effigy when the speeding train struck leaving 59 dead and scores injured. The first goods train started from Manawala to Amritsar at 1416 hours, Northern Railways spokesperson Deepak Kumar told PTI, adding this is being followed by mail/express trains. The railways got the clearance from local authorities at 12:30 pm to restore services, the railway spokesperson said. “Train ser vices resumed on the affected rail

track near Joda Phatak,” Senior Divisional Security Commissioner (Railways), Firozpur Division, S Sudhakar said. Earlier in the day, the Punjab Police cleared the track off the protesters who were staging a sit-in. They resorted to stonepelting and clashed with security personnel after being removed, officials said. A punjab police commando and a photojournal-
ist were injured during the clash, they said. The protestors were raising slogans against the state government and demanding resignation of Punjab minister Navjot Singh Sidhu. The Punjab police has deployed its personnel, including commandoes, to manage the crowd. The Rapid Action Force was also present in the Joda Patak area, officials said.
Health Ministry asks states to set up mental health authority New Delhi, Oct 21 (PTI): The Union Health Ministry has asked all the states to set up State Mental Health Authority and District Mental Health Review Board to ensure effective implementation of the Mental Health Care Act, 2017. The Act got the assent of the president on April 7 last year. The State Mental Health Authority which will comprise officials of the state government and other members working in the mental health sector is supposed to oversee the effective implementation of the provisions of the Act, an official statement said. While, the District Mental Health Review Boards will address public grievances related to violation of the provisions of the Act. “As per the provisions of the Act, the state governments are required to take certain actions like establishment of State Mental Health Authorities, creation of State Mental Health Authorities Funds and setting
up of Mental Health Review Boards,” said a letter written to chief secretaries and principal secretaries (health). “The state government shall also take necessary steps to integrate mental health services into general health care services at all levels of health care, including primary, secondary and tertiary health care, and in all health programmes run by the government. These actions are essential to be completed in a time-bound manner and given adequate publicity so as to ensure timely implementation of the provisions of the Act,” it said. According to the Mental Health Care Act-2017, every person with mental illness shall be treated as equal to persons with physical illness in the provision of all health care. Also, attempts to commit suicide by a mentally ill person will not be punishable under the law. The Act also prohibits use of electro-convulsive therapy, referred to as “shock therapy”, without the use of
muscle relaxants and anaesthesia on a patient suffering from mental illness. Besides this, such patients cannot be chained in any manner as per the Act. The ministry in collaboration with NIMHANS Bengaluru, Central Institute of Psychiatry, Ranchi and Lokopriya Gopinath Bordoloi Regional Institute of Mental Health, Tezpur is conducting online courses for medical officers, psychologists, social workers and nurses to make them equipped with skills to handle persons with mental illnesses. This initiative of the ministry is aimed at addressing the gap between requirement and availability of professionals to handle persons with mental illnesses. The Health Ministry has also taken cognisance of acute shortage of qualified manpower in the field like psychiatrists, psychologists, social workers, clinical psychologists and mental health nurses.
M e a n w h i l e, C h i e f Minister Amarinder Singh directed the Amritsar administration to prepare detailed socio-economic profiles of victims. Singh, who met some of the survivors in hospitals Saturday, was particularly moved by tales of two young women who lost their entire family including children and husbands, and in one case her in-laws, an official release said.
Six new Zika cases in Rajasthan; total rises to 123 New Delhi, Oct 21 (PTI): Six more people tested positive for Zika virus in Rajasthan’s Jaipur district Sunday, taking the total number of such cases to 123, a government official said. Of the 123 patients, around 105 have recovered after treatment, he said. The state health department also formed a fivemember committee on Saturday to investigate, examine and track Zika virus disease in pregnant patients of first trimester. The committee will submit the report to the director public health from time to time, an order said. Most of the cases which have been reported are from Shastri Nagar area here where fogging and other anti-larvae activities are being carried out to prevent the spread of the virus. The virus, transmitted through the aedes aegypti mosquito, causes fever, skin rashes, conjunctivitis, muscle and joint pain. It is harmful to pregnant women, as it can lead to microcephaly, a condition in which a baby’s head is significantly smaller in newborns.
Anguished at the plight of such survivors, Singh told Chief Principal Secretary Suresh Kumar that the government needed to do more than just giving Rs 5 lakh ex gratia, especially in cases where victims were poor. The senior Congress leader announced that a proper system would be worked out to ensure that such survivors were rehabilitated by the state at the earliest. He also directed that ration, clothing, medicines etc be provided to the families of the victims as most were from the economically weaker sections of the society. Singh reviewed the relief and rehabilitation work with the Crisis Management Group of ministers headed by state Health Minister Brahm Mohindra, and directed them to take immediate steps for early disbursement of the compensation. All steps should be taken for the effective rehabilitation of the survivors and families of the victims, he added. The Crisis Management Group was set up by the state government on Friday, immediately after the disaster struck.

New Delhi, Oct 21 (PTI): Delhi’s air quality oscillated between “poor” and “very poor” category Sunday as authorities warned of days of severe pollution ahead. The Central Pollution Control Board (CPCB) recorded the overall Air Quality Index (AQI) of Delhi at 292, while the
Centre-run System of Air Quality Forecasting and Research reported an AQI of 318, which falls in the “very poor” category. An AQI between 0 and 50 is considered “good”, 51 and 100 “satisfactory”, 101 and 200 “moderate”, 201 and 300 “poor”, 301 and 400 “very poor”, and 401 and 500 “severe”.
An official said the air quality of Delhi might deteriorate to “severe” category in the coming days as the air becomes heavier and results in formation of smog. While Faridabad and Gurgaon recorded “very poor” quality air, Ghaziabad, Noida and Greater Noida reported “poor” air

rival. “Two injured civilians while being taken to a Srinagar hospital died on the way while another was declared brought dead by doctors at the Sher-e-Kashmir Institute of Medical Sciences in Srinagar,” said the spokesman. A total of six civilians have died in this explosion while the injured were being treated in different hospitals. There is an all pervasive sense of mourning in Laroo village and other places of the district as locals were rushing to the village to enquire about the
well-being of their relatives and friends. Authorities suspended cellphone and internet services and ordered a curfew in Kulgam in a bid to thwart more protests. Former Chief Minister Mehbooba Mufti while expressing grief over the incident said: “Civilians are once again caught in the cross-fire of violence, adding fuel to the already volatile situation.” Former Chief Minister Omar Abdullah said alienating the people in the fight against militancy is a “sure fire recipe for losing the fight”.
Opp alliance must not be at the cost of containing Cong Kolkata, Oct 21 (PTI): Senior Congress leader Salman Khurshid feels it is difficult for the party to come to power on its own in the present situation, but opposition alliance must not be formed at the “cost of containing Congress”. The allies should also be ready to make sacrifices and adjustments for defeating the BJP in the 2019 general elections, he told PTI here in an interview. “All our leaders have made it very clear that an alliance (is needed) to change the country’s government. BJP must go. Whatever it takes to sacrifice, adjust and negotiate to make the alliance a reality, Congress is willing to do. “But it is only fair that it should be the same attitude of other (opposition) parties. The alliance must not be for containing Congress, the alliance must be for removing BJP and we are willing for anything,” Khurshid said. When asked whether it is possible for Congress to come to power on its own, the former external affairs minister said “it is obviously difficult today”. “If that is the objective (majority on its own) then
Delhi’s air quality oscillates between poor and very poor quality. On Saturday, a haze had engulfed the national capital and the worst air quality of this season was recorded at 324. Anand Vihar, Mundaka, Narela, Dwarka Sector 8, Nehru Nagar and Rohini saw very poor air quality Sunday and were inching towards severe pollution levels, data from the CPCB said. The Supreme Courtappointed Environment Protection Control Authority (EPCA) on Friday had held a meeting with officials of the Punjab, Haryana and the Delhi governments to discuss the pollution situation in the national capital. An EPCA member on Friday said stock of the situation was taken and it was decided that special attention would be given to vulnerable hotspots where poor or very poor air quality was observed. The PM2.5 (presence of particles in the air with a diameter of less than 2.5 micrometres) was recorded at 143. The PM2.5, also called “fine particulates,” can be a matter of more serious health concern than
Srinagar, Oct 21 (IANS): Six civilians were killed in an explosion at an encounter site in Jammu and Kashmir’s Kulgam district on Sunday after a gunfight that left three militants dead was over, officials said. A police spokesman said the gunfight took place after security forces cordoned off a village in Kulgam on a tip-off that militants were hiding there. The exchange lasted several hours in which three militants were killed and two Army soldiers injured. The police said despite repeated warnings that civilians should not visit encounter sites unless these are declared safe, dozens of locals rushed there. “Someone from the crowd fiddled with an unexploded substance, resulting in the tragic incident,” the spokesperson added. Reports from the village said locals were busy dousing the flames at the house that was damaged during the encounter when a defeating explosion occurred. The Kulgam district hospital authorities said initially three injured where brought to the hospital who were declared dead on ar-
PM10. The PM10 level (presence of particles in the air with a diameter of less than 10 micrometres) in Delhi stood at 269, according to the data from the SAFAR. A CPCB official said a number of factors were responsible for the deteriorating air quality, including vehicular pollution, construction activities and meteorological factors like direction of wind, which is now flowing from the stubble burning areas. Satellite imagery by NASA shows countless spot fires already burning in Haryana and Punjab. Delhi Chief Minister Arvind Kejriwal Friday warned that Delhi would become a “gas chamber soon” as the Centre, the Punjab and the Haryana governments were doing “absolutely nothing” for farmers involved in stubble burning. “V sad that Central, Punjab and Haryana Govts did absolutely nothing for the farmers. As a result, the farmers will suffer on one hand and Delhi will become a gas chamber soon (sic),” Kejriwal tweeted.
Salman Khurshid (File) we will have to work over a period of five years. Because you cannot work towards an alliance for three years and then suddenly say we will fight to win (on our own). You have to fight for five years. Today we are committed to the alliance and we will do our very best to ensure that the alliance succeeds,” he said. Congress is the only party that gets seats from all over the country and all other (opposition) parties get seats from their respec-
tive states, he said. “Now the elasticity in numbers is much greater when you are talking of seats from all over the country and when you are talking of seats only from your state. This is the practical reality with which all the leaders have to deal with an open mind,” Khurshid, who also served as minister for law and justice in the UPA II, said. Khurshid’s comment on the alliance comes in the backdrop of the opposition’s efforts to stitch a united front against the BJP before the 2019 elections and BSP chief Mayawati’s decision to go it alone in the upcoming assembly polls in Rajasthan, Madhya Pradesh and Chhattisgarh. The Samajwadi Party has also decided not to forge an alliance with the Congress in Madhya Prdaesh, blaming it of being “noncommittal for too long”. Khurshid said the ob-
jective of the grand alliance is to defeat the Modi government. “If the participants of the grand alliance forget this objective, then obviously it won’t happen and it will be a loss for every party and the country,” he said. The Congress leader, however, sounded hopeful of getting Mayawati’s BSP back in the fold, saying the issues in the assembly polls are different from those of the Lok Sabha polls. “Once these five state elections give us some indications of what the public mood is, tying up the grand alliance may become easier,” Khurshid, who twice served as party president of Uttar Pradesh, said. The post of prime minister won’t be an issue in forging the grand alliance when opposition leaders have clearly said that the issue will be decided once the alliance win the election, he said.

Nagaland Post Vol. XXVIII NO. 316 Dimapur, MONDAY, OCTOBER 22, 2018
D
Opaque system
evelopment in Nagaland faces many challenges and one of which is inflated cost over runs which have led to many projects being grounded or eventually abandoned. The uncompleted projects are many and the factors are also similar. The causes for developmental roadblock are inherent in a state that has earned a dubious reputation for cost escalations have doubled or tripled over the original estimate. This raises the question as to -whether those who prepared the project were incompetent or the government officials and its implementing agency hand-in-glove in siphoning? An example of abnormal cost escalation has been the SARDP taken up in four districts- Mon, Mokokchung, Longleng, Phek and Zunheboto. The 329km-project was sanctioned sometime in 2010 has seen the cost escalation shoot up from Rs. 1,296 crore to Rs 2,988 crore. The road project has been re-tendered and hopefully will see completion. The recent case pertains to the construction of the bridge over Doyang river under Wokha district as part of the foothill road project that seeks to link Tizit and Tuli, the two prospective and future rail heads with Dimapur. Lotha Hoho had taken up the issue of non-completion of the bridge and later, ACAUT Nagaland had also followed up. The latest was the demand by All Commercial Vehicles Association (ACVA) of Wokha. The organizations had pointed out that a whopping Rs.18.49 crore was spent for the bridge; which was 75% of the total estimated cost of the project. The unfortunate part is that the bridge has remained incomplete with hardly 25% to 30% of work done. That means 75% money of the project was spent for only 25% to 39% work done. As per the statement of ACVA which purportedly quoted the chief engineer of the department, the construction work for the bridge has been abandoned. That means there will be no resumption of construction work on the bridge. In another case also, construction work on a 35-kilometer road project never took place but money to the tune or Rs.3.09 crore out of the total of Rs.4.90 crore was already released in 2007 and the matter came to light only in 2008. The negative forces against development come in various shapes and colours and these continue to degrade the vision and aspirations of the people. The evolution of corruption in Nagaland has left the system totally shattered as not even courts have taken up such cases through suo moto. Perhaps it is because of the involvement of many powerful sections including crooked but influential businessmen who oil pockets during elections. This is not peculiar with the state as these exist in any other state. Will Durant had written- “The last stage of matter (democracy) is gangmen rule. Criminals flourish happily in cities because they are guaranteed full protection and cooperation of the law.” The cooperative environment of symbiotic relationship between all shades of offenders has created a landscape of fear. The environment is best exemplified by a word called asociality- a moral abyss afflicting contemporary society that leads ordinary people to believe that there is a price tag for everything as those in power have purchased the mandate to serve personal, family or community needs above all. A true religion teaches accountability and when the religious leaders have no inclination for it, it disappears from the moral lexicon and that is why corruption has become a byword in the state.
DailyDevotion Impulsiveness or Discipleship? But you, beloved, building yourselves up on your most holy faith… —Jude 20 There was nothing of the nature of impulsive or thoughtless action about our Lord, but only a calm strength that never got into a panic. Most of us develop our Christianity along the lines of our own nature, not along the lines of God’s nature. Impulsiveness is a trait of the natural life, and our Lord always ignores it, because it hinders the development of the life of a disciple. Watch how the Spirit of God gives a sense of restraint to impulsiveness, suddenly bringing us a feeling of selfconscious foolishness, which makes us instantly want to vindicate ourselves. Impulsiveness is all right in a child, but is disastrous in a man or woman— an impulsive adult is always a spoiled person. Impulsiveness needs to be trained into intuition through discipline. Discipleship is built entirely on the supernatural grace of God. Walking on water is easy to someone with impulsive boldness, but walking on dry land as a disciple of Jesus Christ is something altogether different. Peter walked on the water to go to Jesus, but he “followed Him at a distance” on dry land (Mark 14:54). We do not need the grace of God to withstand crises— human nature and pride are sufficient for us to face the stress and strain magnificently. But it does require the supernatural grace of God to live twenty-four hours of every day as a saint, going through drudgery, and living an ordinary, unnoticed, and ignored existence as a disciple of Jesus. It is ingrained in us that we have to do exceptional things for God— but we do not. We have to be exceptional in the ordinary things of life, and holy on the ordinary streets, among ordinary people— and this is not learned in five minutes.

he coming state elections would be contested on critical issues – the jobs, wages, inflation, development and actual growth. The economy is in crisis. Prices are rising. The rupee is receding. Farm prices are unable to match the inflation. Cash crunch remains. The businesses are in a fix. It is also true that despite this GDP is marking growth in statistical terms. So are the tax revenues. It gives a mixed feeling. Does the growth mean well-being of the people? The people are reportedly benefitting through 431 official programmes. The opposition is clamouring on prices and the supposed corruption in Rafael deal, Vyapam in Madhya Pradesh. But none questions why over three lakh were recruited by non-productive police forces? The people are keenly looking at all the parties. Ver y few possibly have touched the core. Hindutva, soft or hard, has become a common denominator. Is it because at the political plain, the players do not have understanding of the hard hitting issues? Ram for BJP and Rampath Gaman Yara for Congress are countering each other.
Nagaland Post, Dimapur MONDAY, OCTOBER 22, 2018
Polls arrive: Economy in crisis
Yes, the non-muslim vote has become the target after many decades indicating that secular appeasement failed. Except for softly nudging on the prices, opposition till now is seemingly has lost the nerves to raise hardhitting issues. The wholesale price index is an indicator. Since 2010, prices have risen by over 65 percent. The political parties are at their wits end to control it. They do not even recognize that spiraling prices are a problem. They are raising the bogey that it cannot be checked. It is devastating and destabilizing Indian economy. It leads to continuous wage rise, price spiral, job losses and upset business and government expenditure pattern. It is causing untold misery to the people and raising the actual poverty or deprivation. Most of the prices rise because of government policies, fees, rising fares of railways, buses, road and municipal tolls repeated GSTs on products that should not be taxed. The GST has led to double taxation on many items including house tax and many other services. It has made food expensive though the farmer continues to suffer. The road construction itself has become a profiteer-
No one has questioned when the average cost of construction is Rs 5 crore per kilometer, how an eight-km stretch cost Rs 845 crore. ing venture for the selected few. No political party has questioned the rationale of toll despite over Rs 1.13 lakh crore collection through Shivaji petrol cess. No one has questioned when the average cost of construction is Rs 5 crore per kilometer, how an eight-km stretch cost Rs 845 crore. The road toll, which some political parties promised to scrap in 2014, rising annually, is irrational. The world over it is based on a factor of gradual reduction. The concept is if the part of the cost has been recovered, as in the case Delhi-NoidaDirect toll bridge decision of the Supreme Court, the residual would require less realization or none. Taxation is equally irrational on most products - the automobiles being the starkest. One needs to question why should one have to pay three years of insurance premium on which companies do not give a dime in interest payment. Why should registration charges be at eight or more percent? Why should one have to pay for parking charges, when
every parking has high fee? It shows Indian bureaucracy or politicians do not know what they are doing to devastate the market. On petSarkar rol prices too, the daily increase is uncalled for. Nobody has questioned the pattern. Apart none has said that it is benefitting the private oil companies, who are prospecting oil from Indian shores at less than $ 40 a barrel and selling at $ 80 or more. It shows that there is lack of will to check the prices. The political players are apparently not in touch with the rural realities either. The farmers be it potato or wheat are not getting the MSP, which have been raised by the government on many crops. The cash crunch and raids by taxmen have convoluted the rural market. The payments now are delayed that earlier used to be almost immediate. This retards business growth. Similarly, nobody has talked of gobbling of people’s money as Indian railways do with a policy of no refund of fare for cancellations. Neither any political party
has demanded a probe into this unholy trend. It is also strange that despite billions of rupees of unethical earnings, how do the railways remain financially sick? The public sector road undertakings also have been recklessly increasing fares. Has anybody made it a poll issue? The poor rail and road travelers are the worst sufferers. It wrecks their economy. It makes lives of students difficult. The education itself from primary to university has become too costly. While there is lip sympathy, no one says why private universities should be charging so high tuition and other fees? It is pushing the student community under heavy debt. The quality of education suffers as the private universities do not pay the stipulated salaries be it as per UGC or AICTE. The political thinking on creating excellence in knowledge and education is missing – a concern that was seen in the first and second five-year plans. Mere bragging on number of institutions is not the solution. Every year thousands of such institutions go out of business. The business chambers whisper about difficult conditions and high costs of op-
erations. But lo! No political party talks of it. Surprisingly enough, the banks have been looted by a few hundred Indians and rest of 99.99 percent suffers. The high NPAs have slashed deposit interest rates, made bank deposits non-lucrative as the little interest accrued – it is not earning – is gobbled up by tax deducted at source (TDS), a detrimental concept. Over Rs 11,000 crore have been earned by “loss making” PSU banks from those who cannot maintain minimum balance. Billions are tucked in banks on so-called “dead” accounts, which are not allowed to be revived. Has any opposition party questioned it or the rationale of taxing interest accruals that has hit the senior citizens and other poor earners? India’s tax revenue, particularly income tax, as per statistics have gone up by about 16 percent. So has refunds and actual collections are not over 6.6 percent the Comptroller and Auditor General (CAG) says, in August. The political parties despite this has neither called for doing away with income tax nor vociferously raised the tax terror issue. The crisis remains but the doctor is missing.

Nsf on 100th year of Naga Club celebration: A response
A
propos the Naga Stud e n t s ’ Fe d e r a t i o n (NSF)’s article “NSF on 100th Year of Naga Club Celebration” which appeared in all the local papers of the State in the 20th October 2018 issue wherein the NSF alleged that “the Naga Club was defunct for many years.” The NSF further alleged that the then chairman of the ad-hoc Naga Club Mr. Krurovi Peseyie in March 2018 at his residence in Jotsoma clearly mentioned to the NSF that Naga Club will celebrate only for the tribes of Nagaland state. It may further be mentioned that the NSF claimed that “the Naga Labour Corps” on their return from Europe heralded the formation of Naga Club in 1918, which is the first political and social cornerstone of Naga nationalism, etc. 1. In the light of the above mentioned allegations, the Naga Club is constrained to respond to these wild allegations and distortion of our unique political history to clear the air of confusion in the interest of the future generations. It may be informed that the Naga Club was formed on 7th January 1918, by the then Naga staff of the office of the Deputy Commissioner, Kohima. Mr. Rhichalie Pienyü, the then Peskar, became the first President of the Naga Club. He was also the first Secretary as well as the first Treasurer of the Club till 1942. We have sufficient documentary evidences in our possession that the Naga Club was formed on 7th January 1918. 2. It may be noted that the first batch of Europe Returnees of the Naga Labour Corps arrived in June 1918 and the second batch arrived in October 1918. While it may be a fact that the Returnees may have contributed in the after development of the Club, it will be absurd to claim that these Returnees formed the Naga Club in 1918. As a matter of fact, the Europe Returnees formed the Naga Elders Conference (NEC), however, the date or year of its formation is not known to us at the moment. We learnt that the Naga Club and NEC worked together as a perfect family at the same time maintained its distinct separate entity since its inception till the tenure of Mr. Peselie Suokhrie’s chairmanship of the Naga Elders Conference. In view of the aforesaid facts, it is advisable that the NSF maintains the factual history of the Naga Club and under any circumstances, it shall not be permitted to distort the facts of our priceless history. 3. The Naga Club has never been defunct as was alleged by the NSF. During the Indo- Naga Conflict, the Naga Club was lying low due to obvious political reasons, but its members were very much alive and active. With improvement
of situation, the new team of Naga Club office bearers were elected on 7th January 1982 under the Chairmanship of Azüto Rengma. Mr. Kewezü, the Joint Secretary is an office bearer of Azüto’s team of Naga Club, who by the grace of God is still alive today. Several attempts were being made to elect new team of office bearers since many years, however, all such attempts failed due to the fact that then existing office bearer would not cooperate, nonetheless, it cannot not be said that the “Naga Club was defunct for many years” as alleged by the NSF. 4. It may also be informed that the representatives of the Tribal bodies yet again, in the last instant on 17th August 2018, endorsed the mandate upon the present office bearers of the Naga Club. The present team of Naga Club since 5 years ago stood firmly on the Naga Club principles of “Nagas without borders” as was more particularly defined and found in the written statement of Mr. A. Kevichüsa, a pioneering member of Naga Club as, “It does not belong to the Angamis in particular. Neither does it belong exclusively to the Kohima people nor to the Christians. It belongs to the Naga people as a whole” (sic). 5. Therefore, anyone including the present Naga Club officers violating these aforesaid principles shall be impeached or terminated from the membership of Naga Club. As such, the question of Mr. Krurovi Peseyie, President of the Naga Club mentioning to the NSF that “Naga Club will celebrate only for the tribes of Nagaland state” does not arise nor the Naga Club have such an agenda for the celebration of 100 years of its existence. In this connection, Mr Krurovi Peseyie clarified his stand in a Naga Club meeting stating, “If I said such a thing to anyone to divide the Nagas as claimed, then, you check me, tell me the truth and throw me out. How can I say such a thing as claimed? I am not a fool nor am I a deer to be shot by the hunters at all the times. These lies were never in Naga culture and we shall never permit such culture during our life time”. Mr. Krurovi Peseyie’s statement is crystal clear to all as was also clarified in the media on 11.10.2018. 6. It is learned that the idea of the great historic agenda of “leave us alone to determine for ourselves” was contributed by some Naga brothers and most probably discussed in detail with the drafter of the memorandum submitted to the Simon Commission in 1929. We perceived this to be a divine intervention for protection of our people from alien culture which formed the basis of our political movement. Therefore, this unique agenda is much
more and higher than the present state government and has to be preserved at all costs. Let us not dilute or surrender this unique agenda. 7. It may be informed that it is always the desire of Naga Club that the celebration of the 100th years of its existence with every Naga including the NSF. As such, many of the Club’s meeting minutes mentioned that “This committee shall be constituted after having a consultation meeting with the NSF,” in spite of the fact that presently many tribes from the state of Nagaland are not within the umbrella of the NSF. The Naga Club has the regard for NSF because when the Naga Club President Azüto Rengma and Chairman of the Naga Elders Conference Peselie Suokhrie during their time of crisis approached NSF President Vizolie Suokhrie to lock the Naga Club building with a strong padlock when the Forest Department was about to vacate the same. Vizolie with his NSF leaders executed the task as was directed by the two elders of Naga Club. Therefore, till date the Naga Club gives due acknowledgement to the NSF and shall continue to do the same. 8. The NSF, when invited for a consultation meeting by the Naga Club published in all the local dailies on 28.08.2018, conveyed in the media that they would not attend the proposed consultative meeting and also treated the invitation as an unofficial one. To once again request the NSF, a respected official of Naga Club, Mr. Medoselhou Keretsü, Chairman, Organising Committee, Naga Club, officially met the NSF. However, to the utter shock and surprise of the Naga Club, the President NSF stated that NSF shall not have any meeting with the Naga Club and further stated that the Naga Club office bearers are self-styled, without mandate and if the NSF has any meeting with Naga Club, the position of Naga Club would be legitimised. The Naga Club is deeply saddened by this arrogant approach of the NSF. 9. Every prudent person knows that the Naga Club need not be legitimised by NSF nor recognised by it. The NSF has absolutely no authority to define the Naga Club whether it is self-styled or not. The mandate of Naga Club shall not and cannot be challenged by the NSF. All that the Club is worrying and feels bad about is the arrogant manner of the NSF by despising their elders, fathers and grandfathers. Should this kind of manner or attitude is to continue with our student leaders; does it not undermine the Naga cultural ethos of respecting their elders? As such, it is our constant advice and prayer that they behave as students with discipline, humility, integrity, and purity, free
from all political colours. Our wish is that the NSF remains within their territory as they are representing the students’ community today and shall be doing so tomorrow even after the celebration of 100 years of Naga Club. Had they joined the Naga Club to uphold the Naga Club’s principles, the Naga Club would have happily given them the full responsibility of the centenary celebration, considering their human resources and energy. But with the approach of “use and throw” policy, the NSF is requested never to confuse the Naga Club or the Naga public. 10. It is a fact that the Angami Public Organisation (APO) came to the residence of Krurovi Peseyie, President Naga Club on 9th October, 2018 requesting the Naga Club to celebrate its centenary with all the “Nagas without borders” which was whole heartedly welcomed by the Naga Club saying that it was the desire of the Naga Club since its inception. It was so unfortunate to learn that the NSF on the other hand has rejected APO’s proposal of “understanding and to join together for the occasion” after their consultative meeting at Senapati, which is a direct insult to the Naga Community, more particularly the APO. 11. Let us be wise and strong enough to overcome all our childishness, lies, temptations and arrogances which are causing the tendency to break the society and fight amongst ourselves with political colours. But instead come together to uphold the principles of Naga Club for the Naga unity without borders and celebrate the Naga Club Centenary with integrity, forgiveness, love and oneness. This is the very principle on which the Theme of the Naga Club Centenary 2018 has also been coined as, “Celebrating Coalescence.” Whatever has happened has happened and the Naga Club have absolutely no hard feelings against any individual or organisations. The Naga Club has forgiven the NSF, or anyone who has wronged the Club. In the same way, the Naga Club humbly begs of anyone for forgiveness, if at all the Club has unknowingly hurt anyone or NSF in any way. Let there be an accommodative spirit in our midst, let truth prevail in our Naga society, let Divine Peace and Love dwell in our big Naga family today as desired by our forefathers while launching the Naga Club on 7th January 1918, so that we may trust each other, love each other, forgive each other and understand each other “without borders” to remake our Naga world for posterity to fulfil the will of God on our earth. National recognition for the North East Christian University
I
t is matter of great honour for Northeast, India region in general and Nagaland in particular that North East Christian University (NECU) is the first university in the whole country and second institution to have been recognized and accredited by the Quality Council of India as a Personnel Certifying Body (PrCB) for Traditional Community Healthcare Providers (TCHPs). The QCI, which is the highest authority on the country, administers quality control and standardization. Among others, the better known BIS, ISI, standards of products and management of hospitals and industry are under the purview of the QCI through its respective national level boards. One of the initiatives that NECU has taken is being recognized by the Quality council of India as a certifying body for traditional community healthcare providers (TCHP). They are commonly known as traditional healers or ‘kobiraj’. Many of the genuine ones have both competence and skills that have been passed on from generation and they have been selflessly providing effective healthcare to the community. In order to give them some form of recognition, the QCI, over the last five years started a pilot project whereby some 500 TCHPs were certified in six different States. NECU felt that this facility and assessment scheme could be extended to the North East. The application procedure is elaborate since one need to confirm to international standards. This comes under ISO17024. The Quality Council of India, through its different vetting process has been pleased to accredit NECU as a PrCB. The NECU was established by an Act passed by the Legislative Assembly of Nagaland and is recognized under the University Grants Commission Act to confer and award degrees for different programmes. It can also award certificates and diplomas in various specified areas. NECU, although a Liberal Arts University strives to promote traditional and cultural diversity, as well as, biodiversity, which are undoubtedly the main strength of the Northeast India. NECU will continue to strive in areas that will empower and uplift the community and people of the region. It will aim for and maintain a high benchmark for quality teaching, training and facilitating. It welcomes partnership in any area that will help improve the quality of life of the people. Some ATMs around Dimapur area gets depleted of cash very fast due to traffic rush. It is quite annoying when at last one gets the chance to draw money, there is no more cash to be dispensed from the machine. This happens very often because some people come with five or six debit cards and stand there, hogging the entire machine for more than ten to fifteen minutes until he/she withdraws for the entire family. It is understandable that old pensioners cannot come to ATMs and so entrust the task to their sons and daughters. However, people must have some sense of respect for other people who are also in need of cash and waiting patiently behind them. It would be very convenient if ATMs are also checked at least once or twice during the day by the concerned service provider and replenished. Asangba Lemtur, Dhobi Nullah, Dimapur

At the INA Trials at Red Fort, Modi asserted, INA veteran Shahnawaz Khan said that Bose was the first man who made him think about India within Indian frames.
Sabarimala protestors send back women devotees
Devotees participate in a protest march against police attack on devotees at Sabarimala, in Kozhikode, Sunday. (PTI)
Sabarimala, Oct 21 (IANS): Four women hailing from Andhra Pradesh were on their way to the Samarimala temple to pray to the presiding deity Lord Ayyappa, when angry protesters blocked their path on Sunday and turned them away. At 10 a.m., two women accompanied by a male devotee were the first to face the wrath of the traditionalists. The pilgrims were about to enter the main pathway at the foothills of the temple town to begin their trek to the shrine at the hilltop when protesters surrounded them. Sensing trouble, police officials formed a security cordon around the two ladies and took them to the police control room at Pamba. Inspector General of Police S. Sreejith told reporters that the two ladies said that they undertook the pilgrimage to Sabarimala after they came to know that the Supreme Court had allowed the entry of all women into
the temple. “These women were part of a pilgrimage group from Andhra Pradesh and are visiting various temples in Kerala. When they were told about the protest, they decided that they would like to return and we took them to a vehicle parked at Nilackal,” said Sreejith. The Supreme Court had on September 28 overturned a centuries-old practice that barred women of menstrual age (10-50 years) from entering the hill temple, where a celibate deity Lord Ayyappa is worshipped. Protesters have blocked the entry of women in the age group of 10-50, in defiance of the SC order, and ignoring the state government’s efforts to ensure the entry of women into the shrine. Soon after tur ning away the two ladies, protesters found another lady who had already hit the pathway to the temple. They stopped her too, asking her to go back. As the commotion continued, policemen
reached the spot. Upon finding out from her Aadhaar card that she was 47, the protesters were further infuriated. The woman felt a bit uneasy amid the ruckus, and was taken to a clinic. She subsequently returned without paying her obeisance to the temple deity. A fourth lady, who used the services of a palanquin to make it to the hilltop, was identified by protesters about a kilometre from the temple. As the protesters milled around her, police came to her rescue, taking her to Pamba. Meanwhile, State BJP President P.S. Sreedharan Pillai on Sunday said that Chief Minister Pinarayi Vijayan should convene a special session of the Assembly, and recommend to the Centre to promulgate an Ordinance to nullify the SC order. The temple that opened on Wednesday night for the customary monthly five-day puja will close at 10 p.m. on Monday.

UNICEF, told PTI that India has made significant progress in improving maternal health and reducing child mortality. “India has performed better than rest of world in this field and the number of under-five children dying has fallen by 30 per cent since 2012, from 1.4 million to 9,89,000,” he said. According to a new report by the United Nations Inter-agency Group for Child Mortality Estimation, under-five mortality rate in India was recorded below one million in 2017 for the first time in five years. Gupta said the forum will be held on December 12 and 13 at Vigyan Bhawan and see see participation from heads of state, ministers and 1,200 partners from nearly 100 countries. “India will get an opportunity to present its success story in improving its maternal and child
health at a world stage,” he said. M o r e ove r, t h e forum would also bring various stakeholders on a common stage to share their ideas, he said. This is the second time India is hosting the forum -- the first was in 2010. Previous chapters of the forum have been held in Johannesburg in South Africa in 2014 and Dar es Salam in Tanzania in 2007. The forum will include online interactive programming and dialogue through a multi-channel virtual broadcast paired with interactive discussion formats, according to a UNICEF official. The forum will centre on improving multisectoral action for results and sharing country solutions. It will also focus on capturing the best practices and knowledge within and among the health sector and related sectors, she said.
Petrol pumps in Delhi Over 400 theatres shut to protest against tax to remain shut tomorrow
New Delhi, Oct 21 (AGENCIES): All 400odd petrol pumps along with linked CNG dispensing units in the national capital will remain shut on Monday in protest against Delhi government’s refusal to reduce VAT on fuels, the Delhi Petrol Dealers Association (DPDA) said in a statement. There are about 400 petrol pumps in Delhi which also have linked compressed natural gas (CNG) stations and all of them will remain closed for nearly 24 hours in protest from 6am onwards on 22 October and remain
closed till 5am on 23 October, it said. DPDA president Nischal Singhania said, “The central government had slashed the rate of petrol and diesel by Rs 2.50 per litre each on 4 September. This was followed by reduction of VAT (value added tax) by various states including neighbouring Haryana and Uttar Pradesh, bringing relief to their residents. “But, the Delhi government refused to reduce VAT on fuel both petrol and diesel resulting in fuel becoming more expensive than bordering Haryana and Uttar Pradesh.”
Indore, Oct 21 (PTI): Film lovers in Madhya Pradesh have been deprived of watching new releases since October 5 as over 400 theatres have downed shutters in protest against entertainment tax levied by some local bodies in the state. A theatre owner said that entertainment tax, which had been levied over and above GST, had created an additional financial burden on the sector and was also defeating the “one nation, one tax” that GST promised. “Goods and Services Tax of 28 per cent is levied on film tickets. Now urban local bodies, depending on their categories, have imposed additional entertainment tax ranging from 5-15 per cent. Screening of new movies have stopped since October 5 as theatres are shut,” said Jitendra Jain, ex-president of Film Fed-
eration of India. “The slogan of ‘one nation, one tax’ which was made when GST was imposed has been proved wrong due to this double taxation,” Jain told PTI. He said that workers employed at these theatres are in danger of losing their livelihood due to the strike, and demanded that the Union government intervene immediately. Cinema industry sources said that big players in the sector are unwilling to pay this additional entertainment tax as it would encourage other states to impose such taxes on film tickets. Meanwhile, sources said that the model code of conduct in place in pollbound Madhya Pradesh was stopping the state government from taking a decision on the issue.

New Delhi, Oct 21 (AGENCIES/PTI): Prime Minister Narendra Modi on Sunday accused the Congress of having attempted to obliterate the contribution of Sardar Patel, BR Ambedkar and Netaji Subhas Bose to “project one family”. He was speaking at the Red Fort, where, in a first, Modi unfurled the tricolour to commemorate Bose’s Indian National Army. “It is sad that in order to project one family, contribution of great sons of India like Sardar Patel, BR Ambedkar and Netaji Subhas Bose have been sought to be erased. Our government is reversing this,” Modi said. The reference was to the projection of the “Nehru family”, with the PM hinting that all others were pushed to the margins to project the family. Patel was India’s first deputy Prime Minister at a time when Nehru was the first PM. Bose and Nehru had been very close to each other in the 1930s as socialist leaders, till Bose quit the

FPIs pull out nearly Rs 32,000 cr in 3 weeks New Delhi, Oct 21 (PTI): Foreign investors have pulled out close to Rs 32,000 crore from the Indian capital markets in the first three weeks of this month due to the ongoing global trade tiff, rising crude prices and higher US treasury yields. This is much higher than the over Rs 21,000 crore net outflow seen in entire September. Prior to that, overseas investors had put in a net amount of Rs 7,400 crore in the capital markets (both equity and debt) in JulyAugust. According to the latest depository data, foreign portfolio investors (FPIs) sold equities to the tune of Rs 19,810 crore during October 1-19 and bonds worth Rs 12,167 crore, taking the total to Rs 31,977 crore (USD 4.3 billion). FPIs have been net sellers almost throughout this year except a couple of months. However, experts said the swiftness of the exit in October thus far has shaken the market.
Negative sentiments from the global market on concerns over a slowing world economy led by lingering trade war between the US and China triggered the FPI pullout, said Vinod Nair, Head of Research, Geojit Financial Services. The sentiment was also dampened by the International Monetary Fund (IMF) downgrading the outlook for world economy to 3.7 per cent growth earlier this month. Alok Agarwala, Senior Vice President and Head Investment Analytics at Bajaj Capital, attributed the FPI selling to rise in oil prices and US treasury yields and a tightening of global dollar liquidity. He further said this is a global phenomena across emerging markets and not limited to India alone. However, the impact of rise in oil prices is higher for India as it imports most of its oil requirement and the matter was further exacerbated by the IL&FS default and the rout in NBFC
debt papers, he added. Vidya Bala, Head of Mutual Fund Research at FundsIndia, said rising rates in the US, strengthening dollar and higher US earnings have been triggers for money moving out of India and other emerging markets to the US. Locally, rising oil price, the recent spate of management-related issues in banks and tightening liquidity in NBFCs have been immediate triggers. Going ahead, Bala said volatility can be expected to continue for other reasons too, like US sanctions on Iran which take effect in November as Iran is a major source of crude oil for India. Besides, India has some key state elections coming up, which could provide cues to FPIs for next year’s central elections. So far this year, FPIs have pulled out over Rs 33,000 crore from equities and more than Rs 60,000 crore from the debt markets.

Rupee fall, NPAs still cause for concern: Former RBI Governor
New Delhi, Oct 21 (PTI): Terming the Modi government’s performance as a mixed story, former RBI Governor Bimal Jalan on Sunday said the declining value of rupee and high non-performing assets continue to remain a cause for concern. On the non-economic front, Jalan said the country is still suffering from misgovernance, civil protests in several states over different issues and non-secular announcements. Talking about economic measures, he said the Narendra Modi-led government has launched several reforms, including the GST, Insolvency and Bankruptcy Code and direct benefit transfer scheme, which are good for the economy. “There is no doubt that our growth rates are one of the highest in emerging markets; inflation is low,” he told PTI in an interview. Jalan, who was a member of the Rajya Sabha from 2003 to 2009, said the government should adopt a cautious approach with regard to minimum support price as it also affects the price of food grains for consumption

for poor people in rural and semi-urban areas. On the sustained fall in the value of the Indian currency, Jalan said, “I would not say it (depreciation of rupee) is cause for worry per se, in the sense that we have enough resources but the movement in rupee’s value in the last couple of months has been a matter of concern.” He, however, pointed out that the government has taken some measures to contain the fall of the r upee. Acknowledging that non-performing assets (NPAs) is a problem, he expressed hope that bad loans issue is going to be resolved as the government has introduced IBC and also the RBI has announced some prompt corrective actions (PCA).

Air cargo industry must grow 12.9% to achieve aviation policy target
New Delhi, Oct 21 (PTI): India’s cargo industry needs to grow at about 12.9 percent every year to achieve the National Civil Aviation Policy vision of reaching 10 million tonnes (MT) cargo volume by 2027, says a report. “There is an urgent need to uplift Indian cargo market to achieve the overall vision of the aviation ministry,” observed the joint study by Assocham and consultancy firm Auctus Advisors. The report suggested implementing a rating system for cargo terminals in-line with ASQ (Airport Service Quality) ratings at passenger terminal to motivate operators to improve infrastructure and provide superior quality of services. “The Indian cargo industry needs to grow at a rate of about 12.9 percent every year from 2018 to 2027 to achieve National Civil Aviation Policy (NCAP 2016) vision of reaching cargo volumes of 10 million tonnes (MT) by 2027,” it said. The report noted that there is an urgent need for creating adequate freight
carrying capacity within Indian air network through creation of new cargo terminals and expansion of the existing ones, besides undertaking pro-active measures to identify tier-2 and tier-3 cities for setting up common user domestic cargo terminal (CUDCT). The study suggested introducing a separate comprehensive air cargo policy to reduce bottlenecks in freight movement. As per data maintained by the Airports Authority of India (AAI), air freight handled at Indian airports grew by more than 20 times from 0.08 million metric tonnes in 1972-73 to 2.5 million tonnes in 2014-15, and its compound annual growth rate (CAGR) was 8.8 percent during 2013-14 to 2016-17. The report said that international and domestic air freight is projected to grow at an overall compounded annual growth rate (CAGR) of 8.2 percent. “Considering this trend to continue till 2027, projected international and domestic air cargo will be 3.6 MT and 2.1 MT, respec-
tively, resulting in total air cargo traffic of 6.8 MT,” it estimated. The study also highlighted various issues confronting aviation logistics sector in India - lack of enabling infrastructure, lack of automated material handling systems, high manual intervention in the processes and inadequate skilled manpower are some of the key areas where Indian air cargo industry lags global peers. On the development of air freight station (AFS), the study said there is an urgent need for a clear-cut, well-defined policy to initiate AFS ecosystem which would help in stimulating export-import trade. “Promoting the concept of cargo villages and linking them with international airports is an ideal way to boost air freight traffic, improve delivery and create many job opportunities. Besides, cargo villages may also be linked to free trade zones to foster goods’ manufacturing for international markets which would give a boost to ‘Make in India,’ scheme of the government,” said the report.

Maldives court upholds prez election result Male, Oct 21 (IANS): The top court in the Maldives on Sunday upheld the recent presidential election result, and dismissed a petition by the outgoing incumbent, who accused the electoral commission of vote-rigging. The five-member bench of the Supreme Court unanimously said it found no evidence the commission unfairly aided Ibrahim Mohamed Solih to victory in the September 23 election, which spelled the end of incumbent Abdulla Yameen’s tenure, Efe news reported. “We are pleased that the court ruled unanimously to uphold the will of the people. There is zero evidence that the election was fixed. President Yameen should do the honorable thing: accept defeat and ensure a smooth transfer of power,” tweeted Mariya Didi, spokeswoman for the president-elect Solih.

and video evidence which shows Mr Khashoggi was killed by a team of Saudi agents inside the consulate. Po l i c e h ave b e e n searching the consulate, the consul’s residence, as well as a nearby forest, where officials believe his body may have been disposed of. The kingdom said a fight broke out between Mr Khashoggi, who had fallen out of favour with the Saudi government, and people who met him in the consulate - ending with his death. It says investigations are under way, and so far 18 Saudi nationals have been arrested. Unnamed officials speaking to Reuters news agency and the New York Times say the Saudis did not know the whereabouts of the body after it was handed to a “local collaborator” to dispose of.
Britain on Sunday said Saudi Arabia’s account of the death of dissident journalist Jamal Khashoggi inside its Istanbul consulate was not credible and the culprits must be “held to account”, AFP reported. After a fortnight of denials, Saudi authorities admitted Saturday that the Washington Post columnist, a prominent critic of powerful Crown Prince Mohammed bin Salman, was killed after entering the consulate in Turkey on October 2. But it has faced a growing chorus of incredulity over its belated explanation that he died in a “brawl”, as world powers demand answers and the whereabouts of his body. “I don’t think it’s credible,” Brexit Secretary Dominic Raab told the BBC, adding there was a “serious question mark over the account that has been given”. “We support the Turkish investigation into it, and the British government wants to see people held to account for that death.”
Turkish officials have accused Riyadh of carrying out a state-sponsored killing and dismembering the body, with pro-government media in Turkey reporting the existence of video and audio evidence to back those claims. Raab called the case “terrible” but said the government was not ending its relationship with the conservative kingdom, which buys hundreds of millions of pounds in weapons from Britain each year. Noting a “huge number of British jobs” depend on ties, he argued that British influence is best maintained by continuing to talk to the Saudis. “We have got one of the most rigorous export regimes in the world which makes sure arms are very carefully monitored,” Raab added. The stance echoes that of American President Donald Trump, who has warned against scrapping a multibillion dollar US-Saudi arms deal.
Afghan polling centres plagued by problems as casualties surge Kabul, Oct 21 (Agencies): Problems plagued hundreds of Afghan polling centres Sunday in the shambolic legislative election’s second day of voting, fuelling criticism of organisers and eroding hopes for credible results after a ballot marred by deadly violence, AFP reported. As voting restarted in more than 20 provinces, an AFP tally of official casualty figures showed the number of civilians and security forces killed or wounded in poll-related violence on Saturday was nearly 300 -- almost twice the figure released by the interior ministry. The huge discrepancy adds to concerns about the lack of transparency and credibility of the long-delayed election that is seen as a dry run for next year’s presidential vote. At some of the 253 polling centres opened for voting on Sunday, election workers still struggled to use biometric verification devices and voter rolls were “either incomplete
or non-existent”, Electoral Complaints Commission spokesman Ali Reza Rohani told reporters. “Most of the problems we had yesterday still exist today,” said Rohani, adding some polling sites again opened late and had insufficient ballot papers. Another 148 polling sites that were supposed to open remained closed for security reasons, the Independent Election Commission told AFP. The IEC’s chronic mishandling of the parliamentary election, which is the third since the fall of the Taliban in 2001, has all but dashed hopes it can organise the presidential ballot, scheduled for April. “This does not bode well for next year,” Afghanistan Analysts Network co-director Thomas Ruttig told AFP. “The IEC has clearly shown its lack of capacity to run acceptable and transparent elections, instead publishing doctored figures.” A Western official, who had monitored the months-
long preparations, told AFP they had no confidence left in the IEC. “None at all,” they said on the condition of anonymity. “With the current IEC leadership there are a lot of doubts that they would be able to handle the presidential election properly,” political analyst Haroun Mir said. Initial IEC figures show around three million people risked their lives to vote on Saturday -- many waiting hours for polling centres
to open -- despite scores of militant attacks. Nearly nine million voters registered for the parliamentary election, but many suspect a significant number of those were based on fake identification documents that fraudsters planned to use to stuff ballot boxes. But the fact any Afghans turned out to vote was an achievement in itself, some observers noted. “The people of Af-
ghanistan showed that they are still hopeful for their future,” Mir said. Despite the shortcomings in the voting process, that was “undoubtedly a great achievement”, he said. Turnout was likely affected after the Taliban issued several warnings in the days leading up to the poll demanding the more than 2,500 candidates for the lower house candidates withdraw from the race and for voters to stay home.

Jerusalem, Oct 21 (IANS): Israel opened two crossings into the Gaza Strip on Sunday following a decrease in the amount of violence along the border, authorities said. The Erez and Kerem Shalom crossings were closed by Israel on Wednesday after the Israeli Defence Forces claimed that two rockets were launched from Gaza towards the Israeli territory with one of them damaging a residential house, Sputnik news agency reported. While the Erez Crossing allows people to cross the Israel-Gaza Strip border, the Kerem Shalom serves as the only crossing for the delivery of goods into Palestine. The Israeli Defence Ministry said that a decision is yet to be made on allowing the supply of fuel to the Gaza Strip, which had been halted in October due to unrest on the border. The relation between Israel and Palestine near the Gaza border has been increasingly tense for months. Palestinian protesters continue regular clashes with Israeli troops on the border, while Israel accuses Gaza of shelling into their territories.
LO N D O N, O C T 2 1 (AGENCIES): US President Donald Trump says he is “not satisfied” with Saudi Arabia’s account of the death of journalist Jamal Khashoggi, BBC reported. On Friday, Saudi Arabia for the first time admitted that Mr Khashoggi was dead, saying he was killed in a “fist fight” in its Istanbul consulate. But that explanation has met with scepticism. Turkish officials believe Mr Khashoggi - a critic of the Saudi government was murdered and his body dismembered. “I’m not satisfied until we find the answer,” Mr Trump said, adding that sanctions were a possibility, but that halting an arms deal would “hurt us more than it would hurt them”. Mr Trump said it was “possible” that the powerful Saudi Crown Prince Mohammed bin Salman did not know about the killing. Until Friday, Saudi Arabia had denied knowledge of his whereabouts and insisted he had left the building alive. Turkey has vowed to reveal all details about how Mr Khashoggi was killed. Publicly Turkey has so far stopped short of blaming Saudi Arabia for the killing. Turkish investigators, however, say they have audio

TASS news agency quoted him as saying withdrawal “would be a very dangerous step”, and it was Washington and not Moscow that was failing to comply with the treaty.
Yilan (Taiwan), Oct 21 (Agencies): At least 22 people have died after an express train derailed and flipped over on a popular coastal tourist route in Taiwan on Sunday, the island’s worst rail accident for more than 20 years, AFP reported. Taiwan’s railways administration confirmed 22 people had been killed and said 171 people had been injured, 10 seriously, in the accident in northeastern Yilan county. Authorities have not confirmed if any passengers remain trapped alive inside the train. An AFP reporter at the scene said that more bodies were being brought out of the wrecked carriages. Images from the site showed the Puyuma Express train completely derailed and lying zig-zagged across the track. All of the train’s eight carriages had derailed and five had flipped onto their side near Xinma station, the railways administration said. “There are four carriages that were overturned at 90 degrees and the worst casualties were in those carriages,” Jason Lu, head of the Taiwan Railways Administration told reporters. “The exact cause of the accident is pending investigation,” he added.

CASE Premier League: Natak FC retain top spot
D i m a pu r , O ct 2 1 (NPN): Natak FC retained the top spot with 12 points after an emphatic 3–1 win over Ruboo United as CASE Premier League entered the fifth week. The league leaders found the first goal when centre forward Pokhotso, after collecting Thepfoulhousa’s free kick, guided the ball safely into the net Having gained momentum and ball possession, midfielder Rohit powerful long-range effort struck the post, however Supong found the rebound and slotted the ball past the keeper. In somewhat similar fashion, Pokhotso swung in a thumping right-footed shot from the left which pinged the crossbar as the veteran Sanjit slammed the returning ball to score goal number three. As the match pro-
gressed into the second half, Ruboo got their game faces on making several attempts to find the net. In one such encounter, Jungshi placed a deep ball for Aito who broke his marker to fire a fierce shot at the Natak goalpost to score the solitary goal for Ruboo United. Sporting Union and CASE FC needed wins to put pressure on league leaders Natak FC. It was Sporting Union who started the game with pressure and controlled more of the possession to go ahead, courtesy of Angwarhring with a well-placed shot into the corner of the goalpost. In the 31st minute, Sporting Union were awarded a penalty as Machan committed an unintentional handball inside the six-yard box which the CASE custodian
Jaimeren saved brilliantly. In the second half, CASE FC attacked more but valiant defending from the Union defense kept the score at 1-0. It soon turned 2 - 0 after CASE FC conceded another penalty, this time calmly converted by Akum. As the game moved on, Sporting Union continued attacking and in the final minutes, Talisunep scored the third goal following a combination of neat passes ending the game at 3–0. Joga Bonito drew 3-3 against Nizams FC as the latter made a strong comeback to equalise in the second half of the game. Having won their last game against Ruboo United, the Joga players started confidently making brilliant defense-splitting passes from the side flanks. In the
10th minute, a beautiful individual display from the right flank by Dr.Lurong led to the first goal of the match giving Joga Bonito the lead. Minutes later, a defensive mix up on the part of the Nizams defense gave striker Dr.Lipok the opportunity to slot the second goal home with ease. Just as the defensive setup of the Nizams was starting to look shaky, an own goal from right back Thanring added to the opponents’ score tally. As the second half resumed, Joga defender Gonmei made a tactical mistake netting an own goal giving the Nizams their first goal of the match. In the 68th minute, Nizams forward Nchumwho came in replacing Ravi, beautifully slotted the second goal for his team from 10 yards out. Just as the game seemed

Rohit, Kohli star as India thrash WI
Guwahati, Oct 21 (IANS): Opener Rohit Sharma and skipper Virat Kohli scored blistering centuries to help India thrash the West Indies by eight wickets in the first OneDay International match here on Sunday. India dominated with the bat through out the innings as Rohit remained unbeaten on 152 while Virat was dismissed for 140. On the other hand, West Indian bowlers struggled with the line and failed to take wickets. Chasing a challenging score of 322, India lost Shikhar Dhawan with just 10 runs on the board. Dhawan (4) was clean bowled by Oshane Thomas in the second over of the innings. But after that Rohit and Virat joined hands and hammered the West Indian bowlers all around the stadium. In the process, the duo completed their respective centuries. Virat was stumped by wicket-keeper Shai Hope off Devendra Bishoo in the 33rd over when the score was 256, but by then India had almost grabbed the game. The fall of wicket brought in Ambati Rayudu (22 not out) who played sensibly with Rohit and the duo guided India home comfortably.

and Marlon Samuels were the only disappointments for the West Indies as all other batters contributed and helped their team to get past the 300 run mark in their allotted 50 overs. Put in to bat, West Indies started the proceedings on a positive note but pacer Mohammad Shami dismissed opener Hemraj (9) in the fifth over. But Powell and Shai Hope (32) together forged a 65-run partnership for the second wicket and took West indies past the 80-run mark. Just when things seemed good in the middle for the Windies, opener Powell (51) was dismissed by Khaleel Ahmed in the 15th over. In the next over, Samuels was also sent packing by Yuzvendra Chahal. Hetmyer then arrived in the middle and stitched crucial partnerships with Rovman Powell and Jason Holder (38) before getting out in the 39th over. Holder also played sensibly before getting out and towards the end, Bishoo and Roach forged a 44-run partnership for the ninth wicket to guide the West Indies to a challenging total. For India Chahal took three wickets, while Shami and Jadeja took two wickets each. Brief scores: 322/8 (Shimron Hetmyer 106, Kieran Powell 51; Yuzvendra Chahal 3/41) against India: 326/2 (Rohit Sharma 152 n.o; Kohl 140; Devendra Bishoo 1/72)
