Rio, Zeliang meet Amit Shah

NEW DELHI, OCT 21 (NPN): Nagaland chief minister, Neiphiu Rio and leader of opposition, T.R. Zeliang called on Union Home minister Amit Shah here on Tuesday. Both the leaders from Nagaland held separate meetings with the Union Home minister, where they discussed about the vexed Naga political issue. Neiphiu Rio who returned to Nagaland on Wednesday, was in Delhi, accompanied by Assam Health and Finance minister and also the convenor of North East Democratic Alliance (NEDA), Himanta Biswa Sarma. The Union Home minister is learnt to have asked Zeliang to rejoin the Joint Legislators’ Forum. Rio also met NSCN (I-M) general secretary Th. Muivah, who has been camping in Delhi since July. Both Rio and Sarma had also met BJP national president, JP Nadda at his residence. “I accompanied him (Rio) for the meeting where we discussed a host of political issues of Nagaland & the North East region,”

PAC serves 7-day deadline to nab Oct 19 culprits DIMAPUR, OCT 21 (NPN): Public Action Committee (PAC) has demanded arrest within seven days culprits involved in forcing two Naga lady entrepreneurs to down their shutters for not complying with the dictates of syndicate and demand for tax. PAC in a release alleged that the two ladies were running East India Transport Agency, a franchise, here before being forced to down the shutters on October 19 for non-compliance with the syndicate’s dictates and taxation demand, which is prevalent in transport agencies in Nagaland. Asserting that it stood for protection of law-abiding citizens of Dimapur from such unlawful, arbitrary and unreasonable actions by unscrupulous elements, PAC declared that it would not tolerate any form of anti-social activities and dadagiri with no respect for rule of law of the land. Dimapur being the commercial hub of Nagaland, the committee demanded that there should not be any obstruction, nor discrimination of genuine citizens but allow free enterprise and their right to operate businesses smoothly without any hurdle.

Sarma had tweeted after the meeting. Their visit assumes significance as Centre was firm on resolving the Naga issue at the earliest. According to reports, Sarma, along with Rio, had been entrusted by the Centre to assist in clearing the deadlock in the peace process after NSCN (I-M) hardened its stand on the contentious demands of a separate Naga flag and constitution, and the removal of the Interlocutor for Naga talks, RN Ravi, who is also the Governor of Nagaland. Sarma had earlier asserted that “There should be smooth sailing of the Naga issue. The government of India has taken into confidence all the concerned North Eastern states on the issue,” said Sarma. In this regard, Sarma had appealed all Naga stakeholders to attend the October 15 crucial consultative meeting convened by the state government. Addressing the media after the meeting in Kohima, Rio had said that the Centre had asked him to come to Delhi soon after the successful completion of the consultative meeting.

‘Naga issue should be resolved politically’

KOHIMA, OCT 21 (NPN): NPF has reiterated that the Naga issue being political, it should be resolved politically. Speaking at a function organised to celebrate the party’s 58th Foundation Day at its central office here on Wednesday, NPF president Dr Shürhozelie Liezietsu also emphasised that the Naga political issue should be resolved at the earliest. He recalled that NPF which, according to him, is popularly known as “cock party” in rural areas, was formed on October 21, 1963 by elders and within 39 days the party was registered with Election Commission of India, and the cock symbol was allotted on December 2, 1963. Asserting that NPF was formed not by choice but out of necessity for the interest of Naga people and their future, Liezietsu narrated the political aspirations and struggles of the Nagas from the days of submitting memorandum to Simon Commission in 1929. DIMAPUR, OCT 21 (NPN): Nagaland on Wednesday reported 119 fresh COVID-19 positive cases-- 90 in Dimapur, 20 in Kohima, 5 in Mon and 4 in Tuensang, taking the total number of positive cases in the state to 8139. Further, out of 8139 positive cases, the distribution across various categories of people include 3613 cases from the armed forces/

police, 1617 returnees, 2512 traced contacts and 397 frontline workers.

India’s COVID tally climbs to 76,51,107

PTI: The number of new coronavirus infections reported in India in a span of 24 hours remained below 60,000 for the third consecutive day, taking the COVID19 caseload to 76,51,107, ac-

cording to the Union Health Ministry data updated on Wednesday. A total of 54,044 fresh infections were reported in a day, while the death toll climbed to 1,15,914 with 717 fatalities being registered in a span of 24 hours ,the data updated at 8 am showed. As many as 67,95,103 people have recuperated from the disease so far pushing the national recovery rate to 88.81 per cent while the case fatality rate due COVID-19 has dropped to 1.51 per cent. The active cases of coronavirus infection remained below 8 lakh for the fifth consecutive day. There are 7,40,090 active cases of coronavirus infection in the country which comprises 9.67 per cent of the total caseload, the data stated. India’s COVID-19 tally had crossed the 20-lakh mark on August 7, 30 lakh on August 23 and 40 lakh on September 5.

AR jawan killed in NSCN ambush in Arunachal ITANAGAR, OCT 21 (PTI): An Assam Rifles jawan was killed after a patrolling party was ambushed by NSCN (I-M) cadres in Arunachal Pradesh’’s Tirap district on Wednesday, Army sources told PTI. The personnel of the 6th Assam Rifles were conducting routine patrolling when the insurgents opened fire on them near Sanliam village in Lazu circle in the morning, they said. The security personnel retaliated and the jawan was killed in the ensuing gun-battle, the sources said, adding further details are awaited. Security forces have launched a massive search operation to nab the militants who escaped into the dense forest, they added. This is the second attack on AR personnel by militants in Arunachal Pradesh this month. One Assam Rifles personnel was killed and another sustained injuries in an attack on October 4. Military intelligence sources said that a group of 30 to 35 militants ULFA (I) along with cadres of NSCN (K) faction launched the ambush.

DC Dimapur, Rajesh Soundararajan, stated that the restriction was being necessitated to facilitate speedy completion of works and as a precautionary measure to prevent any injury, loss of life and damage to property. Dimapur roads in dire need of maintenance Staff Reporter

DIMAPUR, OCT 21 (NPN): Condition of several roads in Dimapur are deteriorating day by day and what is of concern is that no repairs or maintenance are being done for whatever reasons. If this goes on then it will be back to the situation a few years back when there was literally no good road worth its name. One clear evidence of technical neglect is the absence of road side drainage or even if there were some, they do not serve the purpose. Recent downpours have only hastened the deterioration where pot holes have become bigger to the extent that motorists have to zig-zag in order to avoid them. Stretches of roads in Dimapur- GS Road, Dhobinala area, Forest Colony area, Marwari Patti, Eros Lane area (near Blue Hill station), the road leading to new flyover, Naga Shopping Arcade area, etc- are some where pot holes are becoming evident. Several residents who spoke to this Reporter, complained that water logging was causing more damage. Among the worst was the stretch of

DIMAPUR, OCT 21 (NPN): Dimapur police have arrested four persons after staging a robbery incident on October 15, 2020. According to PRO Dimapur police, the main accused, who works as a cash executive of a cash pick-up and delivery agency, in connivance with his associates concocted a fictitious story to the police that during a cash transportation to a bank, a sum of Rs. 20 lakhs was robbed by motorcycle-borne

miscreants in Thahekhu area. However, the inconsistent statement of the employee and with further corroboration of technical data analysis by police, the employee confessed to the fabricated act of crime, PRO said. PRO said cash amount of Rs.15.40 lakh was recovered from three different locations. The four accused have been identified as Khekaho Yeptho (37), Aghato Yeptho (34), Hokito Achumi (31) and Anato Achumi (37).

If this holds on for a week or so, there could be positive gains for consumers by way of a fall in retail price of petrol and diesel. Global crude prices are holding close to $ 42 a barrel now. It has been hovering between $ 40-42 a barrel for over a month now. But with lower oil demand and rising inventory, there is fear a song oil producing companies that crude prices may start falling again.

KOHIMA, OCT 21 (NPN): Nagaland Director General of Police (DGP), T John Longkumer, Wednesday disclosed that over 1.35 lakh policemen across the country have tested positive for COVID-19 and 802 have succumbed to virus. Speaking at the Police Commemoration Day pro-

gramme held at New Police Reserve, Tennis Court, Phesama here, DGP T John Longkumer said police personnel plays a crucial role in the development of a nation. He said they do this by maintaining law and order, foiling the nefarious ploys of insurgents and anti-socials and helping the needy and ensuring smooth

flow of essential services to the people. DGP stated that 265 policemen across the nation laid down their life while maintaining law and order, preventing anti-socials and countering terrorists this year. “We pay our respects to these brave and valiant Police personnel who sacrificed their valuable lives to protect the integrity and security of the country,” Longkumer said. Further, DGP stated that more 35,000 policemen have sacrificed their lives in the line of duty since 1947. He paid tribute to the Nagaland police officers and men who also made such supreme sacrifices. DGP informed that the Nagaland police have lost many precious lives both in the state and also in states like Chhattisgarh and West Bengal. “The courage and sac-

rifice of these martyrs will always be remembered by the department and also by those they died protecting,” said Longkumer. However, DGP said “Today is not only a day of mourning but a day when we remember the spirit of selfless sacrifice shown by the martyrs and renew our pledge to serve our people, to secure and maintain the integrity of our nation.” On the occasion, several police officers laid the wreath at the memorial erected and paid respect to the police personnel who had sacrificed their lives for the safety of the country. Police Commemoration Day is observed on October 21 every year in memory of the ten police personnel who were martyred in an ambush by heavily armed Chinese troops in Hot Springs in Ladakh on October 21, 1959.

NEW DELHI, OCT 21 (PTI): Election Commission on Wednesday took a serious view of “utter violation” of social distancing norms during poll campaigning and leaders addressing public meetings without wearing masks in complete disregard of its guidelines. In an advisory issued to presidents and general secretaries of all recognised national and state parties, the poll panel said chief electoral officers and the district machinery would be expected to invoke appropriate and relevant penal provisions against candidates concerned as well as organisers responsible for such violations. Separate instructions for strict compliance of guidelines are being issued

to chief electoral officers and state governments of poll-going states, it said. “It has come to the notice of the Commission instances of such public meetings where large crowds assembled in utter violation of social distancing, and the political leaders and campaigners addressing the gatherings without wearing masks in complete disregard of the guidelines and instructions issued by the Election Commission,” the poll panel said. By not following the norms, the EC said, the political parties and candidates are not only flouting its guidelines “with impunity but exposing themselves as well as the public attending the rallies or meetings to the danger of infection during the pandemic”.

As the most important stakeholders in the electoral process, the parties are dutybound to observe the norms determined by the Commission for electioneering, it noted. Non-compliance of instructions during the period of public interface will attract actions as per provisions of the Disaster Management Act, 2005, besides invocation of the provisions of the Indian Penal Code and other legal provisions, the EC warned referring to its guidelines issued in August. EC also referred to its October 9 advisory in which it had sought cooperation of all political parties in following instructions related to COVID-19 at all stages, especially wherever public interface in physical form is involved. According to DIPR report, ADC Jalukie, Dr. Tinojongshi Chang also notified the sealing of H/ No.158 High School Colony, Jalukie town with effect

from October 21 till further order. All the public and all concern have been advised to follow all safety precautions, especially within the proximity of the sealed area. ADCs cautioned that any persons violating the orders will be liable to be proceeded as per the provisions of section 51-60 of the Disaster Management Act, 2005 besides legal actions under section-188 of the IPC.

DIMAPUR: Two-day training programme on mushroom cultivation under RKVY-RAFTAAR 2019-20 organized by the department of Horticulture kick started with the inaugural programme at the conference hall, directorate of Horticulture, Kohima on October 21. According to DIPR report, additional director, Horticulture, Qhutovi delivering the key note address said that the training was necessitated due to drastic fall in the economic activity across the world. He said in Nagaland due to the ongoing pandemic the training on mushroom cultivation will not only help to generate immediate income but uplift the economic sustainability to the farmers. He remarked that mushroom cultivation was one of the shortest, low cost and fastest viable income generating among the horticulture entrepreneurship as the farmer can start harvesting mushroom within 21 days. He therefore, urged all the participants to make the best use of what they have learned from the training and start generating income to become self-reliant. Trainers for the technical session were deputy director Horticulture, Meyasashi and assistant horticulture officer, T. Eluba, where they presented a topic on method and process of oyster mushroom cultivation, hands on demonstration, judicious management of mushrooms unit and cost and benefit of mushroom cultivation. Trainings for the farmers were carried out in two batches strictly following all the SOPs. DIMAPUR: Dikoi Village Council (DVC) convened general meetings on September 19 and October 10 respectively, at Tenyimi complex, Dimapur. A press release by Dikoi Village Council secretary N Chekam Zeliang and chairman Keneihopi Naleo stated that after a long deliberation on the composition and functioning of the village council, the meeting unanimously resolved to merge the two village councils and reconstituted a new village council with executive members

elected from the erstwhile parallel village council. The house elected its new team of executive members led by Keneihopi Naleo as chairman, N Chekam Zeliang as secretary, Kikosill Khatso as joint secretary along with four advisory board members and two others. Dikoi Village Council also stated that the reconstituted village council shall be the sole legitimate and mandated body to represent the village and work for overall wellbeing of the village.

Training on oyster mushroom underway in Kma

DIMAPUR: Kulolau Yemishe Ghami Küqhakulu (KYGK) has expressed resentment against the re-instating of one Khekato Kinimi in NSCN (R), who was terminated for his alleged involvement in murder of ‘maj.’ Toishe Yeptho NSCN (I-M) of Yemishe village. In an open letter addressed to NSCN (R), KYGK president Vihoshe Sema and general secretary, Ayeho Z. Ayemi stated that, “it is disappointing to learn that the main accused in August 16 shooting has been reinstated in your government” and that “revocation of expulsion order of Khekato Kinimi was unfair and injustice as the case is still under investigation which is being taken up by the competent authority”. Claiming that NSCN (R) had stated that Khekato Kinimi was found to be involved in the August 16 incident and “to let the law take its own course of action and to facilitate the free and fair trial”, the KYGK stated that “surprisingly you have taken a u-turn” by re-instating the accused. KYGK has, therefore, urged upon the NSCN (R) to explain as to “why the accused/criminals is being re-instated when the case was still under investigation by competent authority.”

He asserted that the government is trying to ensure that all these unnecessary comments made by different groups, both from the state and outside, can be resolved at the earliest. “We are in the process of communicating and talking to everybody, along with the government of India. I don’t personally feel there is any major issue. By talking and communicating with every group, we should be able to normalise the situation,” the CM added. IMPHAL, Oct 21: A tribal student body in Manipur on Wednesday threatened to impose a two-day “interstate bandh” on October 26, pressing the state government to address their demands. All Tribal Students’ Union, Manipur (ATSUM) has been pressing the state gover nment to conduct the due elections to the six ADCs in hill districts by October/November 2020 as scheduled by the government. The state has 10 hill districts out of which five were newly created. However, all the districts are still covered by the six ADCs –Churachandpur, Chandel, Ukhrul, Senapati, Tamenglong and Sadar Hills. The terms of the ADCs expired in May last. However, a cabinet decision of the N Biren Singh government had deferred the elections till October-November by extending the terms for six months. When the state

government allegedly failed to take up necessary steps to hold the elections as per the schedule, ATSUM recently submitted memorandums to the state governor and chief minister, drawing their attention towards holding the elections in time. “No positive response has come up till date,” ATSUM president Seiboi Haokip who set a four-day deadline to announce the election schedule for ADCs, said. Addressing a press conference at ATSUM office in Imphal, Haokip alleged that even as the due elections were scheduled for October-November, no steps were taken up to hold the elections by the state government till date. The president of the apex body of tribal based student bodies claimed that the state election commission, responsible for the conduct of the elections and Hill Areas Committee of Manipur State Legislative Assembly had recently recommended the state govern-

ment to hold the elections by October-November 2020. The state government should not suppress the democratic rights of the tribal people. If the necessary notification for conduct of the elections was not issued on or before October 25, ATSUM will impose a 48-hour inter-state bandh from the next day (October 26), he announced. “We will also shut down all the ongoing national projects in the hill districts,” he said. He added that, “This will be the first form of agitation and if the government addresses our demands, we will take further course of action. At that point of time, we will impose an indefinite inter-state bandh.” He said that if the elections are to be conducted as per schedule (during October and November), it is high time to issue election notification, adding that the necessary notification should be issued within the next four days.

Aizawl, Oct 21 (PTI): At least 30 people, including an eight-month-old baby, have tested positive for COVID-19 in Mizoram, taking the state’s tally to 2,310, a health department official said on Wednesday. Of the fresh cases, 15 were reported from Aizawl, eight from Serchhip, five from Lunglei and two from Hnahthial district. “Nine children, including an eight-monthold baby, are among new patients. All five cases from Lunglei are Border Security Force personnel,” the official said. Twenty-three fresh COVID-19 patients were detected during contact tracing, while seven have travel history, he said. Of the new cases, 24 are asymptomatic, the official said. Mizoram now has 145 active cases, while 2,165 peoplehave recovered from the disease, he said. A total of 98,852 samples have been tested for COVID- 19 in the state so far, he added.

Jawaharlal Nehru Institute of Medical Sciences (JNIMS) hospital in Imphal, one of the two biggest government run hospitals in Manipur will remain closed from 8 am of October 22 till 8 am of October 25. While announcing the closure, an order of the JNIMS director stated that it was in view of the spread of the COVID-19 pandemic and to prevent further spread to health care professional (HCP) of the hospital and general public. The order stated that all OPDs, casualty and all new admission in JNIMS will be stopped during the closure period. During the period of closure, sanitization, fumigation and contact tracing and testing of all HCP in concerned wards, hostels, casualty and OT (operation theatre) will be done in public interest, it added. The meeting, held at an army camp close to Lailapur in Assam’s Cachar district along the inter-state boundary, was also attended by other senior officials from both states. After the meeting, officials said that Assam Home Secretary Gyanendra Dev Tripathi asked his Mizoram counterpart Lalbiaksangi to withdraw her state police from Assam’s territory, as their presence has caused a fear psychosis in the minds of truckers and their helpers. Lalbiaksangi said that she would place the request before higher authorities, while urging him to first ensure movement of trucks laden with essential commodities stranded in Cachar district as soon as possible. Tripathi assured that the Assam government and the district administration are persuading the owners and truckers to start move-

ment of trucks carrying essential goods so that people on other side of the border do not face hardship. Briefing the media after the meeting, the Mizoram Home Secretary said that her government would ensure security to the truckers coming from Assam side and had requested the Assam government to start their movement as soon as possible. Kaziranga National Park reopens after 7 months Guwahati, Oct 21 (PTI): The Kaziranga National Park (KNP), famed for one-horned rhinoceros, was opened to tourists on Wednesday, after being closed for seven months due to COVID-19 pandemic. Assam Chief Minister Sarbananda Sonowal formally reopened the KNP and expressed hope that this will revive the states tourism sector which has been severely hit by the pandemic. The KNP remains shut for around five months every year since April-end during the monsoon season when floods also occur in the state. The state’s infection tally also rose to 16,276 as 214 (including six CAPF personnel) were detected in the last 24 hours (till 4 pm of October 21), according to an official report of the state health department. All the 208 fresh cases from among the general populace were locally contracted cases as they have no significant travel history. After 138 patients were discharged today, the recovered cases of the state also rose to 12,197 and the active cases stood at 3955. The recovery rate of the state reduced to 74.93% against 75.07% on Tuesday.

MUMBAI, OCT 21 (PTI): Sulking since his unceremonious exit from the Devendra Fadnavis-led ministry in 2016, senior Maharashtra BJP leader Eknath Khadse on Wednesday quit the party and will join the Sharad Pawar-led NCP later this week. Speaking to reporters, Khadse (68) blamed Fadnavis for “trying to destroy his life” and political career, over three decades of it spent in strengthening the BJP in Maharashtra. NCP minister Jayant Patil said Khadse will join the NCP on Friday, ending prolonged speculation over the latter’s next political move. Khadse has been sulking after he had to resign from the Fadnavis-led ministry in 2016 over corruption allegations. Patil, who is also the state NCP chief, said with the joining of a seasoned leader like Khadse, who was also former leader of opposition in the state Assembly, the NCP will be strengthened, particularly in north Maharashtra’s Khandesh region, from where Khadse hails. HYDERABAD, OCT 21 (AGENCIES): Panic ensued after a landslide at the famous Kanaka Durga temple in Andhra Pradesh’s Vijayawada on Wednesday. Big fight in Mumbai

O

n the back foot from various quarters which had seriously maligned it, Mumbai Police has hit back by launching a spate of investigations and filing FIRs against several persons who were proactive through various media and purportedly at the behest of politicians. In a way, Mumbai Police finds itself hemmed in between political foes-BJP and the Maharashtra alliance of Shiv Sena,Congress and NCP. After CBI had finally admitted that the death of actor Sushant Singh Rajput was by suicide and not murder, the Mumbai Police went all out against those who had vilified it. This indication came from Maharashtra Home Minister Anil Deshmukh, who had announced an investigation into the “conspiracy” to malign the image of the Mumbai Police and the state government in connection with the case related to Sushant Singh Rajput’s death. Not long after, Mumbai Police said it has registered two FIRs against many social media account holders and fake accounts for defaming the city police force. Rashmi Karandikar, DCP-Cyber Cell, Mumbai Police disclosed that two FIRs were registered under IT Act against many social media account holders and fake accounts for defaming Mumbai Police Commissioner on different platforms like Twitter, Instagram & FB and using abusive language against him and the force. It was also reported that over 80,000 fake accounts were created across social media platforms on June 14, to discredit Mumbai Police probing Sushant Singh Rajput death case. Soon after the news broke, many netizens took Twitter and supported Mumbai Police while some criticised it. Responding to all these, Mumbai Police also registered an FIR against actor Kangana Ranaut and her sister Rangoli Chandel at Bandra, based on a private complaint filed before a metropolitan court. Both were booked under sections pertaining to committing malicious or deliberate acts with the intention of outraging religious feelings of citizens, sedition, promoting enmity between different groups on grounds of religion, race, place of birth, residence or language and common intention of the Indian Penal Code. The other case in which Mumbai Police was embroiled in was the controversy involving The Republic TV over the fake TRP case. According to media reports, Republic TV’s Editor-in-chief Arnab Goswami had filed for quashing the FIR registered by Kandivali Police Station against him on October 6. The charges have been made under Sections 409 (criminal breach of trust by public servant, or by banker, merchant or agent), 420 (cheating and dishonestly inducing delivery of property), 120B (punishment of criminal conspiracy) and 34 (common intention) of the Indian Penal Code. The court had told Mumbai Police to first issue summons and also advised Arnab to appear and cooperate. Goswami also has a brush with Congress party when over 150 complaints were lodged against him at Shillong and across India after he was seen launching an extraordinary personal attack against Sonia Gandhi on his TV show. Fearing imminent arrest by cops in Mumbai, where he resides, Goswami had moved the Supreme Court, which entertained his plea out of turn and provided him three-week protection from the arrest. What is interesting is that, unfortunately, Mumbai Police finds itself on the same page with the ruling Maharashtra coalition government, both of which are under attack from the BJP.

Impulsiveness is a trait of the natural life, and our Lord always ignores it, because it hinders the development of the life of a disciple. Watch how the Spirit of God gives a sense of restraint to impulsiveness, suddenly bringing us a feeling of self-conscious foolishness, which makes us instantly want to vindicate ourselves. Impulsiveness is all right in a child, but is disastrous in a man or woman— an impulsive adult is always a spoiled person. Impulsiveness needs to be trained into intuition through discipline. Discipleship is built entirely on the supernatural grace of God. Walking on water is easy to someone with impulsive boldness, but walking on dry land as a disciple of Jesus Christ is something altogether different. Peter walked on the water to go to Jesus, but he “followed Him at a distance” on dry land (Mark 14:54). We do not need the grace of God to withstand crises— human nature and pride are sufficient for us to face the stress and strain magnificently. But it does require the supernatural grace of God to live twenty-four hours of every day as a saint, going through drudgery, and living an ordinary, unnoticed, and ignored existence as a disciple of Jesus. It is ingrained in us that we have to do exceptional things for God— but we do not. We have to be exceptional in the ordinary things of life, and holy on the ordinary streets, among ordinary people— and this is not learned in five minutes.

Economic policy needs to address those in greater distress

T

he urban poor is still finding it difficult to return to work. Targeting social safety nets towards them is necessary as the economy struggles to recover. While COVID-19 continues its assault on human lives, the Indian economy, after the devastation in the wake of the lockdown, is showing signs of recovering. Data from a variety of sources, such as exports and car sales, as well as data from NCAER’s Business Expectations Survey, point to the onset of a recovery. A new employment survey in the Delhi-NCR region, fielded by NCAER, adds to this chorus. However, it also points to the unevenness of this recovery and the continued vulnerability of specific populations. NCAER’s National Data Innovation Centre initiated a monthly telephone survey of men and women in the age group of 21-59 in March 2019 to improve the measurement of women’s work. The sample for the survey was drawn to be representative of the 31 districts falling within Delhi-NCR. This

includes both urban and rural areas, some as far away as Bharatpur and Jind. This survey would have ended in April this year, but with the onset of lockdown, after a brief hiatus, it was extended to measure the impact of the lockdown and its gradual relaxation. Telephone interviews with about 2,200 adults, who were interviewed monthly between March 2019 and September 2020, paint an interesting picture. While every individual did not respond to each monthly survey, contrasting employment in the second quarter of the calendar year (AprilJune) and third quarter (July-Sept) for 2019 and 2020 for the same population, allows for robust yearon-year comparison. Four obser vations from this study are noteworthy. First, the employment data shows definite signs of a recovery. Comparing employment patterns of individuals in 2019 and 2020 over the April to September period shows that a sharp decline in employment took place in the second quarter due to the lockdown as well as signs of a recovery since

the relaxation of the lockdown restrictions. For men, the worker-to-population ratio (WPR) in the second quarter fell from 88 per cent in 2019 to 62 per cent in 2020 — a fall of 26 percentage points. In contrast, in the third quarter of 2020, the WPR was only 5 percentage points below that in 2019. For women, the comparable decline was 16 percentage points in the second quarter, regaining most of this lost ground in the third quarter, and remaining only 2 percentage points below its 2019 level. Second, self-employment has emerged as a protective force. Individuals engaged in farming and small household businesses have weathered the employment slowdown better than those engaged in salaried employment or those employed as casual labourers. Self-employment in the second quarter of 2020 was down by 12 percentage points for men and nine percentage points for women, but, by the third quarter, it had returned nearly to its 2019 levels for both men and women.

Microbusinesses experienced considerable distress in the early phase of the lockdown but they seem to be easing. In contrast, wage employment for men declined by 19 percentage points during the lockdown and remains about 7 percentage points lower in the third quarter; for women, comparable figures are 10 and two percentage points below the 2019 figures for second and third quarters respectively, though women start from a much lower level of participation in wage work. Third, the immediate and lingering impact of the lockdown has been uneven, and larger employment declines are observed in urban areas. The year-on-year WPR difference for urban men was 35 percentage points in the second quarter and 10 percentage points in the third quarter. While for rural men, the deficit was 15 percentage points in the second quarter, down to two percentage points in the third quarter — an almost complete recovery. Fourth, individuals at the bottom of the income pyramid have been affected

by job losses far more than the individuals at the top of the income pyramid and this difference is striking in cities. The WPR dropped by a whopping 44 percentage points in the second quarter and remains 13 percentage points below its 2019 levels in the third quarter for urban men who were in the bottom three quintiles of the household asset ownership before the pandemic. In contrast, for the top two quintiles, the decline was 27 percentage points in the second quarter, rising thereafter to remain only 8 percentage points below their 2019 levels in the third quarter. Even as the threat of the disease persists, DelhiNCR, significantly affected by COVID-19 early on, is showing signs of an economic recovery. However, this recovery is uneven and the most vulnerable urban residents seem to be the last to recover. They were also the ones most affected during the lockdown. As the Delhi-NCR Coronavirus Telephone Surveys (DCVTS) show, the urban poor, particularly the urban informal sector workers,

showed the greatest signs of distress during the lockdown and reported greater hunger, indebtedness and an inability to pay rent. The vir ulence and spread of COVID-19 have justified the early preventive actions taken by the government. As large parts of the country struggle to contain the pandemic, the experience of DelhiNCR holds important lessons. Social safety nets like MGNREGA and PM Kisan have historically been targeted towards rural residents. While a rural bias makes sense under normal conditions, the lockdown has disproportionately affected urban workers, particularly wage workers who had few assets to begin with. The urban poor is still finding it difficult to return to work. Targeting social safety nets towards them is necessary as the economy struggles to recover. The incident occurred near the Pakistan Consulate, TOLO News quoted Attaullah Khogyani, a spokesman for the Nangarhar provincial government, as saying. Hundreds of people gather for Pakistani visas outside the Consulate on a daily basis, with some even spending the whole night waiting in line. Reacting to the incident, Mansoor Ahmad Khan, Pakistan’s ambassador to Afghanistan, tweeted: “Deeply saddened at the reports of casualties at a stadium in Jalalabad, 5 km

The filings revealed on Tuesday that the President only had $63.1 million worth of cash in the bank as of this month, reports The Hill news website. Until September, Biden’s election campaign had raised a whopping $383 million worth of funds, while Trump managed $247.8 million. ISLAMABAD/KARACHI, OCT 21 (PTI): A powerful explosion ripped through a four-storey building in Pakistan’s Sindh province, killing at least five people and injuring 20 others, police said. At least two floors of the building near Maskan Chowrangi in the Gulshane-Iqbal area in Karachi were severely damaged, leading authorities to fear that the toll may rise.

The death toll in the incident has increased to five, Faisal Edhi of the Edhi Ambulance Service said. Seven of the injured are said to be in critical condition. The security forces have cordoned off the area after the explosion. Police chief Mushtaq Mahar said the bomb disposal squad and antiterrorism officials are yet to determine the cause of the explosion. A police of-

ekashi 6ix9ine is being sued for “child sexual assault, child sexual abuse and infliction of emotional distress”, which stems from an underage sex video made by the rapper in 2015. 6ix9ine, real name Daniel Hernandez, was sentenced to four years’ probation in October 2018 after he pleaded guilty to the use of a child in a sexual performance, with the act caught on camera. The unidentified woman is now suing the controversial rapper for sexually abusing her at a party in 2015 when she was 13-years-old. Hernandez was 18 at the time of the incident. According to TMZ, the woman alleges that she was under the influence of drugs and alcohol at the time of the assault, which compromised her ability to consent (which was already affected by her underage status). She claims that Hernandez and friend Tay Milly made three sexually explicit videos with her, which they subsequently posted online. The lawsuit also states

that “the first video featured Doe performing oral sex on Tay Milly while Tekashi did pelvic thrusts behind her — without engaging in sex — and he slapped her butt.” Another video allegedly saw the woman sitting on Hernandez’s lap in a bra and underwear, while a third featured her “laying naked across their laps while Milly groped her.” Hernandez’s lawyer, Lance Lazzaro, told TMZ that the rapper will “defend the lawsuit vigorously”. The rapper told The New York Times that he was in the wrong place at the wrong time when the 2015 incident occurred. The lawsuit comes

after the rapper was hospitalised he reportedly overdosed on weight loss pills and caffeine. 27 NSFs to be granted recognition: Ministry in its affidavit to High Court New Delhi, Oct 21 (PTI): The Sports Ministry has decided to grant recognition to 27 national sports federations, according to an affidavit it has filed before the Delhi High Court. Prominent among the 27 federations include badminton, weightlifting, wrestling, hockey, swimming, cycling, shooting, table tennis, squash, basketball, football and kabaddi. According to the affidavit, 13 NSFs, including athletics, boxing and golf, have been told to hold elections of their office bearers before the end of this year. “We have submitted an affidavit before the HC informing about our decision,” a source in the sports ministry told PTI on the condition of anonymity. Last month, the Supreme Court had given the go-ahead to the sports ministry on the grant of recognition to the NSFs. The apex court had said the ministry is not required to seek the nod of the Delhi High Court before granting recognition to the NSFs. The ministry had appealed against a high court order which had prohibited it from taking decision on granting recognition

to NSFs without its prior approval. A total of 57 NSFs were rendered derecognised because of the HC order. The ministry was required to intimate the courts before taking any action on the matter. Because of their derecognised status, NSFs have not been able to manage their day-to-day affairs. The Delhi High Court order on prohibition of recognition came on June 24. It subsequently turned down the ministry’s petition seeking modification of its February 7 order which had barred the centre and the IOA from taking any decision regarding the NSFs without informing it. The sports ministry and the IOA then decided to approach the Supreme Court to challenge the Delhi High Court order. on Wednesday, hailing the award as a milestone moment for Indian motorsports. Aashi, 13, was one of 70 young girls selected from different parts of the world for the Rising Stars Shootouts held earlier this week. Although she had taken up racing a little over a year ago and had no expe-

rience in driving Formula 4 cars, Aashi managed to impress the top honchos of FIA. The three-day program pitted the young girl against the most promising talent in the 12-16 agegroup across the world and she underlined her prowess in the shootout round. Aashi recorded four podium finishes in the JK Tyre FMSCI National Karting Championship 2019, beating many talented boys on her way, and was conferred the outstanding women in Motorsports Award 2020 by FMSCI for her remarkable progress. “I will cherish this experience all my life. I have come back with great memories, a fabulous racing experience and valuable exposure to the sport,” Aashi, a class nine student of Bombay Scottish School in Mumbai, said as per a media release. “I hope to improve over the years and carve out a career for myself in racing and make India proud in the near future,” she added.

PARIS, OCT 21 (AGENCIES): Racing Point driver Lance Stroll says he tested positive for coronavirus after the Eifel Grand Prix weekend, reports BBC Sports. The Canadian - who did not race - was unwell and displayed a number of Covid-19 symptoms at the Nurburgring race but was not tested over the weekend. Stroll said his symptoms were “pretty mild” and he went home on the morning of the 11 October race and took a test. He had another test on Monday, before this weekend’s Portuguese Grand Prix, and returned a negative result. “I feel in great shape and I can’t wait to be back with the team and to race in Portugal,” he added on social media. Racing Point did not report Stroll’s illness at the Eifel Grand Prix to governing body the FIA as a potential Covid case. A spokesman for the FIA said it would not be taking any further action because “we don’t feel that there has been any breach of the (Covid) code”. The FIA’s code of

BBC Sport pressed Szafnauer on the question of why he had not been tested again despite the fact that his symptoms were among those known to be potential indicators of coronavirus. Szafnauer replied that Stroll had had some of the symptoms over the period between the Russian and Eifel Grands Prix but had tested negative “multiple times”. He added that Stroll “doesn’t have classic Covid19 symptoms”, even though fever, fatigue and diarrhoea are listed as three possible

symptoms of Covid-19 on the website of the US government’s Centre for Disease Control. The team did not immediately respond to BBC Sport’s requests for comment on Wednesday. Stroll’s statement said: “I arrived at the Nurburgring after testing negative in the normal pre-race tests. “On Saturday morning, I started to feel unwell and woke up with an upset stomach. I followed FIA (Covid) protocol and selfisolated in my motorhome and did not re-enter the paddock. “I wasn’t fit to race, so I went home early Sunday morning. As I was still feeling under the weather, I took a Covid test on Sunday evening. “The next day, the results came back positive, so I stayed at home isolating for the next 10 days.” He said that he was now “feeling 100%”. Stroll is the second Racing Point driver to contract Covid-19 this year. His team-mate Sergio Perez was forced to miss the two races at Silverstone in the summer after catching the virus following a trip home to Mexico to see his mother.

Sanjida recently got married to Mim Mosaddeak, a first-class cricketer from Rangpur.

Sanjida can be seen playing a cover drive and a pull shot and giving all cricket-lovers couple goals. Coming out with an out of the box idea, the 24-yearold gave the International Cricket Council (ICC) the opportunity to tweet the pictures: “Dress, jewellery, cricketer bat.
