interest’: In 2018, a year before the last Lok Sabha polls, ThePrint had reported about IAS and IPS officers who had quit the service to join politics, and how the practice leaves scope for conflict of interest. In 2012, the Election Commission had recommended to the Department of Personnel and Training (DoPT) and the Union Law Ministry that recentlyretired or resigned IAS, IPS and AIS officers be kept away from electoral politics for two years. The proposal was, however, rejected by the government, which argued that disallowing former civil servants from immediately joining politics could violate their right to equality enshrined in the Constitution. The EC, sources said, could now revive the older proposal.

KO H I M A , O C T 2 2 (NPN): State tourism department Thursday announced that the ten-day annual Hornbill Festival would be held in virtual form this year. Speaking to Nagaland Post, additional secretary tourism, Martha R Ritse, said that the Hornbill Festival 2020 will not be celebrated like other years due to the pandemic. ACAUT condemns Oct 19 incident DIMAPUR, OCT 22 (NPN): ACAUT has condemned the forced closure of Dimapur-based East India Transport Agency run by two Naga lady entrepreneurs and urged the law enforcing agencies to act within the one-week deadline set by PAC to regain the faith and trust of citizens. ACAUT said it was only a month ago that it had written an open letter to Governor exposing the upgraded modus operandi of specific commodities being assigned to prescribed transport agencies with added unabated taxes leading to escalation of price in essential commodities. According ACAUT, the disturbing question that has emerged out of this fiasco is that bona-fide Nagas, that too women entrepreneurs, were being harassed and obstructed from doing business in their own land. ACAUT said this should
awaken the conscience of every right-thinking citizen of the State as it was about depriving right to livelihood and survival. “It is as good as asking its citizens not to continue living in their own land and goes against the very basic tenets of human rights,” the statement added. Recalling that it had brought to public knowledge in 2014 about one South India Transport Agency owned and operated by a Naga, which was not allowed to run business by the transport cartel in connivance with some members of Naga national groups, ACAUT said such unscrupulous elements forming the transport syndicates should respect Naga sentiments by not jostling with upcoming Naga entrepreneurs, otherwise it warned that a breaking point will come where public will put their feet down on such parasitic vermins.

Govt sets new rules for Intl visitors to India NEW DELHI, OCT 22 (AGENCIES): Government of India is reopening its borders to international visitors in a bid to revive economic growth even as the South Asian nation battles the world’s second-worst coronavirus outbreak. Prime Minister Narendra Modi is using a dip in new Covid-19 infections to prise open the economy from a strict lockdown, welcoming foreigners on business trips, but not tourists. While regular scheduled commercial flights remain off limits for the time being, overseas travelers can use other options, including flights under a government repatriation program, socalled air-bubble agreements, and private charters, the Ministry of Home Affairs said in a statement Thursday. Ships will also be permitted. All travelers must “strictly adhere” to the guidelines on quarantine and other rules. All existing visas-- except electronic, tourist and medical ones -- will be restored immediately, the government said. People holding expired visas can apply again and foreigners wishing to visit for business, conferences, work, study, research or medical reasons will be allowed to apply, the government said. India has extended a government repatriation program to allow private carriers including InterGlobe Aviation Ltd.’s IndiGo and SpiceJet Ltd. to operate such flights with special permission. India has also been allowing local airlines to fly a limited schedule since May. But most car riers failed to fill even 70% of their seats last month as passengers remained wary about catching the deadly virus. K Y M C

Tathagata Roy demands KSU declared ‘terrorist outfit’
SHILLONG, OCT 22 (PTI): An influential students’ body in Meghalaya has put up banners labelling all Bengalis in the state as Bangladeshis, prompting former state governor and senior BJP leader Tathagata Roy to demand that the organisation be designated as a “terrorist outfit”. The banners, reading ‘All Meghalaya Bengalis are Bangladeshis’, were put up by the Khasi Students’ Union (KSU) at various places in the state. P o l i c e, h o w e v e r, brought down the banners on Wednesday evening and warned of legal action against those trying to “incite communal disharmony”. The outfit, in the banners, also mourned the death of one of its members in clashes over the Citizenship Amendment Act (CAA) in Bengalidominated Ichamati village along the India-Bangladesh border in February. The issue cropped up after some people recently wrote to the NCPCR and Governor Satya Pal Malik alleging harassment of Bengali settlers by locals in Ichamati. Defending his organisation’s action, KSU chief

The controversial banner that drew widespread criticism. Lambok Marngar said, “The display of banners in Shillong and other parts of the state was intended to send a message to troublemongers who were trying to mislead the country and create hate especially on the Ichamati issue.” “Those claiming to be residents of Shillong but living in Kolkata and other places are giving false statements that Khasis are targeting non-tribals and they have organised protests in Kolkata and Silchar,” Marngar told PTI. The banners were put up after people recently staged a protest outside the Meghalaya House in Kolkata over the issue and
a leader of a Bengali outfit intended to visit Ichamati on Wednesday but was denied permission by the state government. The KSU may please refrain from activities that negate the social fabric and legal action shall be taken against anyone trying to incite communal disharmony in any form, Assistant IGP, G K Iangrai, said. Roy, who is based in Kolkata, tweeted: “I say this taking full responsibility as ex-Governor of Meghalaya: KSU needs to be banned just like HNLC. It is an anti-national terrorist organisation, threatening Indian citizens, some of whom are residents of
Meghalaya since British times. Like my family on both sides.” The state government, in its report to the National Commission for Protection of Child Rights (NCPCR), however, said that no cases of harassment of Ichamati residents, particularly women and children, were found. Ichamati was the epicentre of anti-CAA clashes in February when an NGO leader was lynched by nontribal settlers supporting the Act. The prime accused in the case is absconding but 41 people have been arrested for questioning, a senior police officer said.
Meghalaya Home Minister Lahkmen Rymbui on Thursday maintained that there were suspicions that the sudden developments posing a challenge to the law and order situation in the State could be orchestrated by some elements in the run-up to the assembly elections in West Bengal and Assam next year. Rymbui also termed the allegation of atrocities perpetrated by the State police and other state machinery of indulging in religious persecution against the Bengali population residing in Ichamati village and other parts of Meghalaya as “unfounded” and “baseless”. “The indigenous and non-indigenous populations are living in harmony. But there are some elements who are trying to vitiate the peace and harmony in the State and the government will not tolerate anyone who is trying to disrupt the peaceful atmosphere,” Rymbui said. “May be with the elections in West Bengal and Assam around the corner, these people, representing different organizations are
trying to create a political propaganda to show to the world who is protecting the interest of the Bengali people,” the Home Minister said. On the complaint received by the National Commission for Protection of Child Rights (NCPCR) on the alleged ongoing incident of ‘institutionalized harassment’ of women and children in Bholaganj, Ichahmati, Kalibari, Kalatek villages from “armed insurgent groups and also from the administration”, Rymbui said, “The Deputy Commissioner and State police have conducted inquiry and found that allegations are totally baseless. There is no law and order tension in Ichamati or in the adjoining villages”. On the rumours, which can incite communal tension being spread through various social media platforms, the Home Minister appealed the people not to be swayed by such falsehood. “I am aware that there are anti-social elements who are trying to incite communal tension in the
social media. The cyber crime cell is looking into this. The police cannot swing into action since the people who are misusing the social media are using the VPN of other countries,” Rymbui added. M e g h a l aya p o l i c e maintained that the tempo of communal harmony be sustained in the state and also said it would be the endeavour of the state machinery to uphold it at any cost. “The citizens and netizens are hereby requested to avert from any kind of unsavoury comments and enactment of any forms of social disturbance on basis of community lines vice versa so as to enable Meghalaya to retain the name as a pristine state for social harmony and set its records in the annals of history,” Meghalaya police spokesperson, Gabriel Iangrai said. “There have been some people who are trying to spread communal hatred in the social media platform and other public places intending to falter the social harmony system prevail-
ing in the state. Through this medium of appeal, it is exhorted that they may please refrain from such activities which negates the social fabric and anyone trying to incite communal disharmony in any form, legal action shall be taken,” the police warned. In fact, chief minister Conrad Sangma said that law and order would be firmly maintained in the state even as the government would talk to the different groups for resolving the ‘confusion’ and ‘misunderstanding’ over the Ichamati issue. “We are in the process of communicating and talking to everybody, in fact, along with the government of India,” Sangma said, adding that the government is communicating to the concerned organizations within the state and outside the state to ensure that the situation does not aggravate. “By communicating and talking to different organizations, we will be able to normalize the situation,” the chief minister underscored. Cachar district official spokesperson said, “More than 140 trucks have crossed over to Mizoram since this morning. A few trucks have also reached Lailapur from across the border.” M e a n w h i l e, M i zoram Chief Minister Zoramthanga has instructed officials to ask security forces not to withdraw from the border areas till a final decision is made by the Centre on the matter and normalcy returns to the area. Several people were injured in the clash that occurred between the people of the two states, during which several makeshift huts were torched on Saturday night. A home secretar ylevel meeting was held on
Wednesday on the issue, in which the joint secretary to the ministry of home affairs (in-charge of North East), Satyendra Garg, was also present. Mnp by-polls: Ind candidate withdraws candidature; BJP candidate alone in fray
Correspondent
IMPHAL, Oct 22: Withdrawal of nomination paper onThursday by an independent candidate for the byelections paved the way for the ruling BJP in Manipur to get a seat unopposed. In the by-polls to be held on November 7 to fill five of the 13 vacant seats of the Manipur Legislative Assembly, a total of 16 persons have filed their nomination papers. However, during scrutiny on Wednesday, a nomination paper of an independent candidate was rejected leaving 15 candidates to contest the five Assembly segments spread over four districts of the state. Despite clearing scrutiny, independent Chinlunthang from Singhat (ST) Assembly segment in Churachandpur district pitted against BJP candidate
withdrew his nomination on Thursday. After Chinlunthang withdrew his nomination, BJP candidate Ginsuanhau is likely to retain the seat unopposed. The by-poll in this constituency was necessitated after Ginsuanhau who was elected on Congress ticket in the last 2017 general elections to the state Assembly resigned from the state Assembly on August 10 last. The opposition Congress had fielded no candidate to retain the seat leaving the independent candidate as the only opponent of the BJP candidate. Interestingly, Chinlunthang who had decided to contest was earlier appointed as OSD (Officer on Special Duty) in the tribal affairs and hills department. As per the order copy available with this correspondent, his appointment as OSD was made on Sep-
tember 24, only a few days ahead of announcement of the by-poll scheduled on September 29. A total of 16 persons filed their nomination papers for the November 7 by-polls. However, during scrutiny on Wednesday, a nomination paper filed by an independent candidate from Wangoi Assembly segment in Imphal West district was rejected, leaving only 15 candidates in the fray. After another independent candidate withdrew his nomination paper, there are altogether 14 candidates for the five seats. The ruling BJP and the opposition Congress is fielding four each candidates and NPP in one seat. The rest are independent candidates. The total number of candidates to be in the fray will be known only after today, the last date for withdrawal of nomination paper.

The development comes two months after the Kanchanpur Sub-division magistrate Chandni Chandran identified more than Phuldungsei village situated at Kanchapur Sub- 130 residents of Phuldungsei enrolled in the electoral division under North Tripura. The village of Phuldungsei in Jampui Hill in North Tripura district has always been a part of Tripura and in whatsoever has never been a part of Mizoram. Therefore, we demand that a border amicable solution be undertaken immediately under the supervision of the union home ministry”, the letter reads. The Mizoram government has ‘undemocratically’ and by-passing the mechanism of secularism of Indian Constitution destroyed a Shiva Hindu Temple at Phuldungsei and a Buddhist Temple at Kanpui in Jampui Hill in North Tripura District, the leaders alleged. “They have forcefully planted a sign of Christianity in place of the said location which further flares communal violence between different sects of the Community practicing the said religions. Therefore, we demand that such forceful removal of religious signs be restored immediately”,
the letter handed over to EastMojo reads. The Mamit district magistrate Dr Lalrozama had issued a prohibitory order along the inter-state border claiming the Phuldungsei village as part of Mizoram, however later on October 18, the order was revoked, which was issued following an attempt to build a Shiv temple in the village by Tripura residents. On October 19 and 20, an organization called Songrongma in Tripura planned to build a Shiva temple at Betlingcchip also known as Thaidawr Tlang locally. The Bru leaders further demanded amicable border solution stretching in the entire 66 Km between Mizoram and Tripura under the supervision of the Union Home Ministry and demarcation to be accomplished based on Assam Tripura ancient geography boundary line. “The Government of Mizoram should be barred from interfering and destroying a religious place of wor-
roll of Zampui Phuldungsei under Hacchek constituency of Mizoram. Earlier, the additional secretary to the government of Tripura AK Bhattacharya had written a letter to the Mizoram home department OSD and deputy secretary David H Lalthangliana demanding immediate withdrawal of Section 144 from Phuldungsei village.

PM invokes to reaffirm commitment to women’s safety
BJP Mahila Morcha members blow conches during virtual inauguration of BJP Cultuaral Cell’s Durga Puja pandal by PM Narendra Modi, in Kolkata, Oct. 22. (PTI) have strengthened laws against rape. Now, there is even provision for death penalty to the perpetrators,” he said in his virtual address to the people of the state. In Bengal, Goddess Durga was also worshipped as a daughter, he said, adding women must be treated with respect. The prime minister’s remark came in the backdrop of a mstring of incidents of rape and murder of women, including the Hathras incident that shocked the nation and triggered outrage against the BJP government in Uttar Pradesh. The prime minister recalled the contributions of reformers from Bengal like Ram Mohun Roy and
Final user trial of NAG missile successfully completed: DRDO NEW DELHI, OCT 22 (PTI): India on Thursday successfully carried out the final user trial of the thirdgeneration anti-tank guided missile Nag at Pokhran desert in Rajasthan, in a significant milestone that paves the way for deployment of the weapon in strategically sensitive sectors, officials said. The missile has been developed by the Defence Research and Development Organisation (DRDO) to engage highly fortified enemy tanks in day and night conditions. “The missile has fire and forget and top attack capabilities with passive homing guidance to defeat all MBTs (main battle tanks) equipped with composite and reactive armour,” an official said. The DRDO said the final user trial of the missile was carried out on Thursday at 6:45 am from Pokhran range. “The missile was inte-
grated with the actual warhead and a tank target was kept at designated range. This was launched from NAG missile carrier NAMICA and it hit the target accurately,” the DRDO said. Following the final user trial, the missile will enter into the production phase. “The missile will be produced by defence PSU Bharat Dynamics Limited (BDL), whereas Ordnance Factory Medak will produce the NAMICA,” the DRDO said. Defence Minister Rajnath Singh congratulated the DRDO and the Indian Army for the successful trial of NAG missile.
Ishwar Chandra Vidyasagar, spiritual leaders Ramkrishna Paramhans and Swami Vivekananda, cultural giant Rabindranath Tagore, and revolutionaries like Netaji Subhas Chandra Bose, Syama Prasad Mookerjee and Khudiram Bose in shaping India’s national identity. Durga Puja, he said, was the epitome of pluralism and reflected the collective strength of India. I feel blessed to be a part of Durga puja celebration on Mahashashti...This time we are all celebrating Durga Puja amid the coronavirus crisis. Devotees of Maa Durga, organisers of pandals, all have shown amazing restraint. The numbers may have been affected,
but the grandeur is the same, the divinity is the same,” Modi said. Beginning his address in Bengali, PM Modi shared his puja greetings and appealed to the people to adhere to social distancing norms (do gaz ki duri) and wear face masks while taking part in the festivities. There is so much power in the devotion to Goddess Durga here that it seems I am not in Delhi but amongst you in Bengal, Modi said. Speaking about the development schemes of his government for the people of the state, Modi said under the Pradhan Mantri Awas Yojana pucca dwellings were built for about 30 lakh poor families.
“About 90 lakh poor women have been given free gas connections under the Ujjwala scheme. Bank accounts of about four crore poor of Bengal have been opened through Pradhan Mantri Jan Dhan Yojana. Under the Jal Jeevan Mission Scheme, clean piped water will be delivered to about 4 lakh households,” he said. Listing out various developmental projects for the state, Modi said, Rs 8,500 crore has been approved for Kolkatas East-West Metro project. Noting that the union government has adopted the mantra of Purvodaya for the development of eastern India, the prime minister said West Bengal has to play an important role in its success and reach the objective of Sonar Bangla (Bengal made of gold). Atmanirbhar (self-reliant) Bharat is a key component of the government’s growth plans, he said. “For Bengal’s infrastructure, continuous work is being done to improve connectivity. The Centre has adopted the mantra of Purvodaya- the rise of east. We have been taking decisions for the development of eastern India. “West Bengal has to play an important role in Mission Purvodaya. I am confident that West Bengal
will soon become the the hub of this mission,” he said. We have to move forward with the mantra of Sabka Saath, Sabka Vikas, Sabka Viswas, the prime minister asserted. The BJP had made elaborate arrangements for live viewing of the prime minister’s virtual address from the national capital. Apart from the event venue in Salt Lake, where the West Bengal BJP has organised Durga puja for the first time, his speech was streamed live across 10 selected pandals spread across districts. The event was televised live at over 78,000 polling booths across the state’s 294 assembly constituencies. Assembly polls are likely in West Bengal around April-May next year. After decades of its limited presence in the politically polarised state, BJP emerged as the main rival to the ruling Trinamool Congress winning 18 of the state’s 42 Lok Sabha seats in the 2019 general elections. With the BJP’s political clout growing manifold in the last few years in the state, where it has never been in power, its leaders have expressed confidence that the saffron party will end Mamata Banerjee’s 10-year rule in the assembly polls.
Gen MM Naravane along with others during the commissioning of INS Kavaratti into the Indian Navy. (PTI) V I S A K H A PAT N A M , OCT 22 (PTI): Chief of Army Staff General M M Naravane on Thursday commissioned the AntiSubmarine Warfare stealth corvette INS Kavaratti into the Indian Navy at the Naval Dockyard here. INS Kavaratti is the last of the four indigenouslybuilt ASW stealth corvettes under Project 28 (Kamorta class) and has been designed by the Directorate of Naval Design, the Indian Navys inhouse wing. It has been commissioned into the Navy as a combat- ready platform as the ship has completed sea trials of all the systems fitted onboard. INS Kavaratti has a state-of-the-art weapons and sensor suite capable of “detecting and prosecuting” submarines. In addition to its antisubmarine warfare capability, the ship also has a credible self-defence capabil-
ity and good endurance for long-range deployments. “The ship has up to 90 per cent indigenous content and the use of carbon composites for the superstructure is a commendable feat achieved in Indian shipbuilding. The ships weapons and sensors suite is predominantly indigenous and showcases the nations growing capability in this niche area,” according to the Navy. With the induction of Kavaratti into its fold, the Indian Navys preparedness would be enhanced, it said. The corvette was built by Garden Reach Shipbuilders and Engineers, Kolkata, and portrays the growing capability of the Indian Navy, GRSE and the nation in becoming self-reliant through indigenisation, thus, accentuating the national objective ofAtmanirbhar Bharat, the Navy added.
Maharashtra among five states that have withdrawn general consent to CBI NEW DELHI, OCT 22 (PTI): Maharashtra is the fifth state to withdraw general consent for CBI operations within its territory, a move that came in the backdrop of the central agency taking over a Lucknow police FIR to investigate alleged TRP manipulations by TV channels when Mumbai police was already probing the matter. The move comes amidst the opposition’s allegations that the Centre is using the agency to circumvent investigations by the state police especially in the cases related to the death of actor Sushant Singh Rajput and the TRP scam. The governments of West Bengal, Rajasthan and Chhattisgarh had recently withdrawn the general con-
Government. The Supreme Court and High Courts, however, can order CBI to investigate such a crime anywhere in the country without the consent of the State,” the CBI manual states. However, recently the Calcutta High Court had given reprieve to the CBI by allowing it to act against Central government officials in a state even without general consent, saying “... the Central Government/ CBI’s power to investigate and prosecute its own officials cannot be in any way impeded or interfered by the State even if the offenses were committed within the territory of the State...”. Mizoram, while according consent to the extension of power and juris-
diction of DSPE in the state last year, put a condition that every individual case needed prior approval of the state government. The CBI probe into the TRP scam on the basis of a Lucknow police FIR became a flash point with the Maharashtra government, triggering the withdrawal of general consent to the agency by the state government on Wednesday. Mumbai police had busted the racket of Television Rating Point (TRP) manipulation on October 6, arresting four persons including two Marathi channel owners and two former employees of Hansa agency that has been involved in the process of determining the TRPs. TRPs are a tool

sent to the Central Bureau of Investigation (CBI), a kind of blanket nod for the agency to probe scheduled offences specified in the Delhi Special Police Establishment Act (DPSE) Act, 1946. The CBI also lacks a “general consent” from Mizoram. Unlike the National Investigation Agency (NIA) which has a countrywide jurisdiction to take over any case related to terrorism, the CBI requires consent of the state government under section 6 of the DPSE Act, the law that governs the agency’s functioning. “The Central Government can authorize CBI to investigate such a crime in a State but only with the consent of the concerned State

to judge which TV programmes are viewed the most and also indicate the viewers’ choice and channels’ popularity. Mumbai police commissioner Param Bir Singh had told reporters that Republic TV news channel was involved in the racket and those responsible will be arrested, be it its director, promoter or any other employee. The channel had moved the Supreme Court seeking that the probe be handed over to the CBI
among other requests. On October 15, however, the apex court refused to entertain the plea and asked the channel to move to Bombay High Court. On October 17, Uttar Pradesh police registered an FIR on a complaint from one Kamal Sharma, working with an advertising company and claiming that he has “reliable information” that “certain unknown accused” with a “common intention” entered with criminal conspiracy to manipulate TRPs.

KO L K ATA , O C T 2 2 (PTI): Invoking Goddess Durga, Prime Minister Narendra Modi on Thursday reaffirmed his government’s irrevocable commitment to women’s empowerment and safety. Reaching out to the people of West Bengal during the state’s biggest festival Durga Puja, the prime minister said though it was being celebrated on a limited scale due to the COVID-19 pandemic, the “enthusiasm is still unlimited”. Noting that Goddess Durga was worshipped as a symbol of ‘Shakti’ (strength), Modi said his government was consistently working for the empowerment of women. “From opening Jan Dhan accounts for 22 crore women, giving soft loans to them under the Mudra Yojana, to launching Beti Bachao-Beti Padhao initiative, granting permanent commission to women in the armed forces and extending maternity leave from 12 to 26 weeks, we have taken a number of steps for their empowerment,” he told a gathering at Durga Puja celebration organised by the BJP. He also said anti-rape laws were made more stringent to include death penalty. “We are alert towards the security of women. We

Priorities of possibility
B
oth present chief minister Neiphiu Rio and former chief minister T.R.Zeliang have a few things in common and that too by circumstance. Both were senior ministers in the Congress under then chief minister Dr.S.C.Jamir. Both left Congress at different periods. Neiphiu Rio joined forces with former chief minister late Vizol of the Nagaland People’s Council (NPC) in 2002 and formed the Nagaland People’s Front, which was modified to Naga People’s Front (NPF). T.R.Zeliang joined his old Congress colleague in 2008 and was made minister under the Neiphiu Rio cabinet. Both were, by circumstances taken to different paths in 2014 after Neiphiu Rio won the Lok Sabha election after which T.R.Zeliang became chief minister. Though away from the state, Rio’s heart remained at home and that was when both fell out. Rio re-entered state politics in 2018 but had to contest under the newly formed Nationalist Democratic Progressive Party (NDPP) which he patronised. Though the NPF won more seats- 26- , the NDPP with 18 MLAs and BJP with 12 swept to power after taking two NPP and an independent to shore up the numbers to form the present ruling Progressive Democratic Alliance (PDA). Both Rio and Zeliang, in principle agree on being “facilitators” for solution to the Naga political issue, even if they disagree on other issues. However even in this, both fell out. As a result, the Joint Legislators Forum (JLF) comprising of all legislators of the house, which was formed in 2012 and reconstituted in 2018 was split on August 28,2020 when the NPF formed its own Political Affairs Mission (PAM). Thus, both Rio who was left with JLF and Zeliang leading the newly formed PAM, are pursuing their respective roles as “facilitators” through different camps. That the “facilitators” who could have left much unsaid, drifted apart and to only reflect the entire dichotomy of unity. The resolutions of the “facilitators” take on the familiar line of appealing to the government of India to bring an early solution; to the Naga groups to unite for solution and to the people to foster the spirit of oneness to facilitate eventual solution. The common itinerary for facilitating the peace process includes- consultative meetings with apex tribe organisations, church and civil society organisations, and the two different Naga groups. Another exercise in facilitating the peace process also includes flying to Delhi to meet with “central leaders” to apprise them of the “voices” of the Nagas and urge upon the Centre to bring an early solution. It may not be out of place to mention that the facilitators could do better in improving the lot of the common people and ensure that the system delivers efficiently. They are mandated to govern and are responsible to the people as per the oath of affirmation after being elected and oath office and secrecy after being appointed as cabinet ministers. While the state is in dire need of administrative direction, it is quite unfortunate that this vital aspect has been pushed to the background for the sake of populism. Probably, if elected members focus more on creating a peaceful environment through effective governance, then they would be true “facilitators” rather than doing what they have been doing outside the realm of possibility.
DailyDevotion The Witness of the Spirit
The Spirit Himself bears witness with our spirit… —Romans 8:16 We are in danger of getting into a bargaining spirit with God when we come to Him— we want the witness of the Spirit before we have done what God tells us to do. Why doesn’t God reveal Himself to you? He cannot. It is not that He will not, but He cannot, because you are in the way as long as you won’t abandon yourself to Him in total surrender. Yet once you do, immediately God witnesses to Himself— He cannot witness to you, but He instantly witnesses to His own nature in you. If you received the witness of the Spirit before the reality and truth that comes from obedience, it would simply result in sentimental emotion. But when you act on the basis of redemption, and stop the disrespectfulness of debating with God, He immediately gives His witness. As soon as you abandon your own reasoning and arguing, God witnesses to what He has done, and you are amazed at your total disrespect in having kept Him waiting. If you are debating as to whether or not God can deliver from sin, then either let Him do it or tell Him that He cannot. Do not quote this or that person to Him. Simply obey Matthew 11:28, “Come to Me, all you who labor and are heavy laden….” Come, if you are weary, and ask, if you know you are evil (see Luke 11:9-13). The Spirit of God witnesses to the redemption of our Lord, and to nothing else. He cannot witness to our reason. We are inclined to mistake the simplicity that comes from our natural commonsense decisions for the witness of the Spirit, but the Spirit witnesses only to His own nature, and to the work of redemption, never to our reason. If we are trying to make Him witness to our reason, it is no wonder that we are in darkness and uncertainty. Throw it all overboard, trust in Him, and He will give you the witness of the Spirit.

FCRA Associations under MHA Scanner
D
oes India need foreign charity while it is among the fastest growing economies in the world and the 5th largest economy? Since India is a member of UN and the Asian Development Bank, it receives interest free loans, technical assistance for economic development to gender equity and welfare. The highest receipts have been from IBRD and US continues to be a major donor for India after Germany and UK. The aid comes in the form of sector allocable funds followed by humanitarian, commodity aid and social sector funding. NGOs are working on issues of human rights and for the welfare of the society. They are politically independent and serve for the public interest. Being a non-profit nature of its work, it is financially independence too and delivers local community program and building credibility. After all NGO needs a dedicated team to raise money. Foreign grants received by NGOs are regulated by the FCRA -TheForeign Contribution (Regulation) Act. The original status of FCRA, 1976 has been revealed after coming of FCRA 2010that was enacted to regulate the acceptance/utilization of foreign contribution/hospitality by certain individuals/associations/companies and to prohibit any activities
detrimental to the national interest. The said Act has come into force on the 1stday of May, 2011 and has been amended twice in 2016 and 2018. There is a need to streamline the provisions of the said Act by strengthening the compliance mechanism, enhancing transparency and accountability in the receipt and utilization? Registered associations can receive foreign contribution for social, educational, religious, economic and cultural purposes. They should be registered under Societies Registration Act 1860; Indian Trust Act 1882 or Companies Act 1956. Undertaking required for acceptance from foreign funds for not prejudicially affected the sovereignty and integrity of India. It should not disrupt communal harmony from a friendly relation of a foreign state. The annual inflow of 16,902 crore (201718) pumped in as foreign contribution from donor countriesbut many recipients have not utilizedit for the purpose for which they got registered. Many of them were due for want of ensuring statutory compliances such as submission of annual returns and maintenance of proper accounts. This has led to the Central Government to cancel certificates of registration of more than
19,000 recipient organizations. Also the criminal investigations initiated against dozens of such NGOs which indulged in outright misappropriation/ misutilization of foreign contribution. The new amendment seeks to provide that no foreign contribution shall be accepted by any public servant and prohibit any transfer to any association/person. It reduces the limit for defraying administrative expenses from existing 50 per cent to 20 per cent. It empowers the Central Government to require Aadhaar number as identification document. Now it shall receive foreign contribution only in an account designated as ‘‘FCRA Account’’ at SBI New Delhi (62 banks integrated with FCRA), as the Central Government may specify consequential matters at ease. The receipt and utilization of FCRA towards rural development, welfare of children/orphans, construction / maintenance of school/college, grant of stipend to deserving children, running hospital are welcome move. But the construction/maintenance of places of worship for a particular community are questionable activities for secular India. The quantum of FCRA funds has been on the persistent rise. STEM education for augmenting girls’ education
T
he global economy has seen a massive increase in STEM-related jobs: a 44 per cent increase was reported in job postings related to STEM (Science, Technology, Engineering and Mathematics) between 2016 and 2019 in India. This trend, no doubt, rides on the exponential growth of technology and digitisation in the global economy. In a young country like India with a large youth demographic, STEM education could become a major driver of future economic growth. But the larger benefit of STEM education should be seen in the major ways in which it can unlock our gender equity goals. Learning 21st-century skills and a STEM ‘mindset’ — characterised by digital fluency, critical thinking and the ability to problem-solve through innovation — could enable girls to build well-rounded futures and careers, increase their chances of occupational and income mobility, plus help them learn to question, experiment and develop their own agency. And gender equity in turn has been linked to critical goals such as reducing inequality and bringing about economic development. If we want to do this, we need to look at what are the barriers and enablers for women and girls in accessing STEM education. As of 2020, women form less than a third (28.8 per cent) of the global average of the STEM workers. In India, this average is an unfortunate 14 per cent. The reason behind this is two-fold. The first is the digital divide, which points at the relatively low number of women for access to the internet and all its potential. The second and larger factor is that despite massive strides in education for girls, their overall dropout rates and a social push towards stereotypical jobs moves them away from STEM. For instance, female learners constitute only 40 per cent of students in Bachelors of Technology (B Tech) courses and 34 per cent for Bachelor of Engineering (BE) courses. To work towards a solution, the report also identified six enablers, including role models and mentors who could help break myths and stereotypes and instil an aspiration in STEM-related careers. Growth of digital literacy, technology access for tapping into knowledge repositories like MOOC (Massive Open Online Course) and OERs (Open Educational Resources) could of course open up new possibilities. Improving teachers’ capabilities and a reimagination of
education from the perspective of promoting life preparedness – in addition to the acquisition of subject knowledge – would act as a key backup as well. Overall, the education systems should be reimagined around a STEM framework, and the curricula adapted to include critical thinking, a scientific temperament, problem solving and aptitude towards creativity and innovation. Articulating STEM as a mindset, rather than as subjects which need to be taught, is crucial to prepare girls to become changemakers and claim their stake in the future. STEM education is, without a doubt, a key driver of the future of work. However, its relevance goes far beyond this. Through experiential learning, STEM education can help promote the understanding and application of science to everyday modern life, and thus help dispel deeply-rooted social myths and misconceptions – barriers – particularly in the area of gender equality and parity. UN agencies, in particular, stress on the spiral effect it can achieve by augmenting diversity and agency of women in ecological sustainability. In this context, it is prudent to point out that even the smallest intervention can have a catalytic impact on girls. For example, encouraging girls to attain non-cognitive skills through experiential learning, along with facilitated sessions on agency building, life skills, career counselling and mentoring, has helped girls across the IBM Stem for Girls project areas to inspire and promote the idea of STEM futures. Training teachers with the appropriate knowledge, teaching methods, along with some form of enablement to support them in becoming change agents can help boost girls’ interest and confidence and deal with parents’ awareness of the issues surrounding stereotypes. Another critical factor that could go a long way is building the right policy environment. The recently passed National Education Policy (NEP) supports the social and economic inclusion for girls, but it does not directly address STEM education – something that can go a long way to achieve the vision of quality education for all. Private sector initiatives could also have a catalytic role. Overall, a 360-degree approach can support the systemic growth of digital literacy and access to technology and trigger a much-needed shift towards making STEM education a reality for girls in India. Aakash Sethi
can take a heavy toll for a good cause. Ministry of Home Affairs (MHA) received serious adverse inputs from several NGOs. It suspects that many NGOs registered under FCRA are indulging money laundering and allegedly diverted the donation for purposes other than their mandate. There are 49,861 registered associations today but 20674 associations got cancelled and 6759 deemed expired as on today after India’s crackdown on NGOs with a report titled “Estimating Philanthropic Capital in India”. The amendment aimed at strengthening the compliance mechanism and enhancing transparency and accountability. There are three million NGOs registered across the country and it’s suspected that bulk of them exist only on paper. Thereby it requires proper physical verification of their offices and bank accounts. They even indulge in activities prejudicial to national interest and security. Action against foreign donors is also required for encouraging anti-development campaigns for economic growth. 21985 Associations filed Annual Returns during 2018-19. The registration has been cancelled for 10,000 NGOs/Associations for not furnishing annual returns (2196 Associations during 2018-
O
19) and even the notices returned undelivered or not responded within the stipulated time period. The government had to crack down on foreign donors. And they have been placed on a watch list and barring them from sending money without MHA’s clearance. The large amount of funding through illegal routes or camouflaged could bring serious danger to India’s national security. There is no such thing as free lunch as charity might come with hidden agenda. Interestingly FCRA-NGOs are sitting on a staggering pile of cash as unspent money despite foreign donors continues to pour in big bucks. We failed to understand such humongous amount to certain Indians only and not for the needy and destitute of their own countries. Serious concerns have been expressed about the role of foreign funds for changing religious demography, interference in indigenous religious traditions and practices. Delhi has received the maximum aid from foreign contributors followed by Tamil Nadu. World Vision Trust, Chennai received the highest foreign aid. At the same time, India has rightly been refusing foreign aid during disasters. Any foreigner interested in philanthropy can help India to the Prime Minister’s National Relief
Fund. However, Indian diaspora / overseas citizens of India can contribute as individual capacity from their personal funds for being civilizational and emotional connect with India. The monetary value isn’t much but the impact value could be arguably higher. When India’s estimated expenditure goes beyond 30 lakh crore in 2020-21, foreign aid of 20,000 crore is quite negligible. Surprisingly India also ranked 7th among the recipients of overseas development assistance (ODA) after Afghanistan, Ethiopia, Pakistan, Tanzania, Vietnam and Haiti. India does not need contributions from the view of pure economic standpoint. Former India’s President Pranab Mukherjee said once that India did not need UK aid during a visit to the United Kingdom as Finance Minister. However government servant, employee of corporation, member of any legislature, political party, candidate for elections, related with publisher/ newspaper are prohibited to receive any foreign hospitality except some statutory provisions. List of Agencies of United Nations and other international agencies and organization are not covered as foreign source. Kamal Baruah, Guwahati
Teacher training key to the success of NEP 2020
ne in six elementary teachers in India are not trained. The New Education Policy (NEP) outlines many arguments and the most important of those is that currently India spends only three per cent of its GDP on education and ranks 62nd in total public expenditure on education per student. While we expect this to rise to six per cent, one can safely assume that with most state governments slashing their budgets in the wake of the Covid pandemic, this will take a while to happen. The next best outcome is twofold — work towards simple achievable goals and work with private partners to achieve them. Two areas in which private partnerships can deliver efficiently are technology and teacher training. The upgradation in teacher training itself needs to factor in: 1) Familiarity with early learning goals 2) Activity-based learning 3) Game-based experiential education. Squarepanda — an early literacy system — conducted an assessment. Our experience in Chhattisgarh was an eye-opener. The state has over 50,000 students across 1,327 schools. The first assessment by the team showed a 17 per cent proficiency in reading and 13 per cent pro-
ficiency in comprehension among students of grade III across seven schools where the pilot was conducted. We focussed on teacher training first. This training is not a literacy-based training, but on how to use our tools and worksheets to ensure that the children get a good grounding in early English literacy. With two weeks, the children showed 80 per cent proficiency in reading and 76 per cent proficiency in comprehension. Children learn faster when they’re having fun. We realised that the challenge of early English literacy is a matter of perspective. We are not able to manage it, because we are not able to measure it. The government is keen to improve this situation. If we start training the teachers to deliver proficiency in reading and writing, then we can measure the outcomes obtained and make a significant improvement in early English literacy. Children from poor households are sent to balwadis managed by ayahs. These ayahs are not equipped to impart literacy. Hence there is no hope of training children in foundational literacy. We have to invest in an appropriate curriculum, education-friendly technologies and free internet. In addition to this, we have to train a large number of
teachers from the ground up to be familiar with the goals of early English literacy. An optimal teacher training program will prepare teachers for the future, incorporating digital learning in with the traditional methods, and helping teachers become more digitally literate. With NEP-2020 coming in play, teachers are now required to change their mindset while the conventional curriculum, assessments and teaching practices get transformed into a more NEP-aligned position. In a countr y where traditional forms of learning — such as writing on a blackboard and reading from the textbook or ‘rote learning’ — have been prevalent, teachers will now have to unlearn their traditional approach to learning and re-learn how to use a new experiential framework while guiding students. Teacher training, especially in the English language, is a necessity and not an option. This holds true especially in the early years or Early Childhood Children Education (ECCE), where one teacher often teaches multiple subjects together including English. In remote areas especially, while language expertise is not a must, language familiarity is a much-desired goal among teachers. Neha S Shah
Reader’s Post
The price of living in a digital world Sir,
There’s no doubt that technology has made our world just a bit more wonderful. As with anything that brings change for the better, there will always be an aspect that tries to spoil the party. The way to not let it is to understand it. Whether face to face or via instant messaging, people are always on the hunt for cue to get a sense of the relationship. Perhaps our task as ancestors of the future is to keep our ability to read the emotions of others finely tuned, and to ensure that our love affair with digital communication doesn’t dull our capacity to read and respond to others. Nagaland Post, Dimapur FRIDAY, OCTOBER 23, 2020
Oppn slams BJP’s free Covid vax in manifesto NEW DELHI, OCT 22 (PTI): Opposition parties on Thursday slammed the BJP for promising free COVID-19 vaccines in its Bihar poll manifesto and demanded action by the Election Commission, while alleging that the ruling party was using the pandemic for political gains. Congress leader Rahul Gandhi took a swipe at the BJP, saying one has to refer to the state-wise election schedule to know when one will have access to the vaccine. The BJP, however, said health is a state subject and its manifesto is for Bihar, not for the entire country, where it has promised that the state will buy the vaccine for its people. The RJD, the Congress, Shiv Sena, Samajwadi Party and the National Conference all raised questions on the BJP’s poll promise of free vaccine for Bihar, alleging that it is politicising the matter. Congress leader Shashi Tharoor tweeted a video of Union minister Nirmala Sitharaman, saying, “You give me vote, I will give you vaccine... What appalling cynicism! Will the EC rap her and her shameless Government on the knuckles?” Chhattisgarh Health Minister T S Singh Deo said a free COVID vaccine is a right of every citizen. “The EC must take suo moto cognisance as the Modi government can’t be selective about free access to COVID vaccine depend-

ing on electoral results,” he added. There was no word from EC on the issue. Sitharaman released the manifesto for Bihar assembly polls which promised free vaccine once it has been cleared by the ICMR. “The NDA government in Bihar has set an example before the country in the fight against corona. It’s our resolve that once the vaccine against the coronavirus has been cleared by the ICMR, we will make it available to the people of Bihar free of cost,” said the manifesto. The promise figured at the top of the BJP’s election document. The three-phase assembly elections begin from October 28, and the political heat is set to rise in Bihar with rallies by the prime minister and Gandhi on Friday. The RJD said the vaccine belongs to the country and not the BJP, which is using it for its politics. “The corona vaccine belongs to the country, not the BJP! The political use
of the vaccine shows that they have no alternative but to sell the fear of disease and death. Biharis are selfrespecting, and will not sell their children’s future for a small amount,” the RJD said on its official Twitter handle. SP leader Akhilesh Yadav said the BJP is saying it will get the corona vaccine free for the people of Bihar. “Why such a declaration was not made for UP and other states. The people of Uttar Pradesh and the country will give its reply to such opportunistic petty politics of the BJP in the upcoming elections,” he said in a tweet in Hindi. NC leader Omar Abdullah asked whether the BJP will pay for the COVID vaccine from its own money. “If it’s coming from the govt treasury then how can Bihar get free vaccines while the rest of the country has to pay? There is so much wrong with this blatant populism that shamefully exploits COVID fears,” he tweeted. Bihar Deputy CM Sushil
Kumar Modi said it is BJP’s manifesto for Bihar and not for the entire country. He said since health is a state subject, it is up to the state to promise whether they would provide the vaccine free to its people. BJP’s Amit Malviya said the Centre will provide the vaccines to states at a nominal rate and it is for the state governments to provide it free to its people. “ B J P ’s m a n i f e s t o promises free COVID vaccine. Like all programs, Centre will provide vaccines to states at a nominal rate. It is for the state govts to decide if they want to give it free or otherwise. Health being a state subject, Bihar BJP has decided to give it free. Simple,” he said. BJP general secretary (organisation) B L Santhosh claimed that free vaccine promise by the party in its poll manifesto has got huge traction. “As usual ecosystem gets into overdrive to ridicule the proposal. It’s our resolve whenever vaccine is available in whatever quantity it may be , it will be provided free in Bihar,” he said. Replying to a tweet by Tharoor, BJP’s Bhupendra Yadav said, “Your attempt to twist Smt Nirmala Sitharaman’s statement reeks of desperation. All parties issue manifestos. Vaccines will be made available to all Indians at nominal costs. States can make it free. In #Bihar, we
will.” Chhattisgarh CM Bhupesh Baghel accused the BJP of politicising public health by promising free vaccine in Bihar. “NDA manifesto says free vaccine for Biharis. This is a poll promise BJP and JDU have made. Note: A Manifesto is a list of promises to be delivered if the govt comes to power then they are politicising health of citizens with Vaccine Electionism,” he tweeted. “With this poll promise BJP has implied that the citizens of other non election states will have to pay for the vaccine,” “he said. Shiv Sena leader Priyanka Chaturvedi said, “The vaccine is yet to come, but it has already become a part of poll ‘jumlas’ (rhetoric). Shouldn’t the central government’s responsibility be equal towards the people of all states. Congress spokesperson Randeep Surjewala said the BJP is mocking the people of Bihar and of the country. He said the PM has said there will be no vaccine for another one year, then how will the BJP provide it. “This is a complete contradiction and a fraud being played with the people of Bihar,” he alleged. TMC leader Saugata Ray also said that it was “irresponsible” of the finance minister to promise the vaccine even when it is yet to be approved officially.

Govt restores all existing visas; barring electronic, tourist and medical categories NEW DELHI, OCT 22 (PTI): The government on Thursday decided to restore with immediate effect all existing visas, except electronic, tourist and medical categories, almost eight months after their suspension following the coronavirus outbreak and subsequent imposition of a nationwide lockdown. The Ministry of Home Affairs (MHA) also announced giving permission to all Overseas Citizen of India (OCI) and Person of Indian Origin (PIO) card holders and all other foreign nationals to visit India for any purpose, except on a tourist visa. The move will enable foreign nationals to come to India for various purposes such as business, conferences, employment, studies and research. The ministry said in a statement that in view of the situation arising out of the COVID-19 pandemic, the government had taken a series of steps to curtail the inward and outward movement of international passengers since February, 2020. The government has now decided to make a graded relaxation in visa and travel restrictions for more categories of foreign nationals and Indian nationals who wish to enter or leave India. Under this graded relaxation, the government has decided to restore with immediate effect all existing visas, except electronic visa, tourist visa and medical
visa, the statement said. If the validity of such visas has expired, fresh visas of appropriate categories can be obtained from Indian mission or post concerned. Foreign nationals intending to visit India for medical treatment can apply afresh for a medical visa, including for their medical attendants. The government has also decided to permit all OCI and PIO card holders and all other foreign nationals intending to visit India for any purpose, except on a tourist visa, to enter by air or water routes through authorised airports and seaport immigration check posts. This includes flights operated under ‘Vande Bharat’ mission, air transport bubble arrangements or by any non-scheduled commercial flights as allowed by the Ministry of Civil Aviation. All such travellers will, however, have to strictly adhere to the guidelines of the Ministry of Health and Family Welfare re-
garding quarantine and other health/COVID-19 matters. While the restrictions on visas were imposed following the outbreak of the coronavirus pandemic in February, commercial flight operations were suspended when the nationwide lockdown came into effect on March 25. However, the government has been allowing limited operations of Air India flights under the ‘Vande Bharat’ mission for certain categories OCI and PIO card holders and those Indians who were stuck due to COVID-19 outbreak since June. The number of coronavirus infections reported in a span of 24 hours remained below 60,000 for the fourth consecutive day on Thursday as India’s caseload went past 77 lakh, while recoveries have crossed 68 lakh, according to data updated by the Union Health Ministry. The active cases of coronavirus infection remained below eight lakh for the sixth consecutive day.
Middlemen, not farmers, behind agitation against farm laws in Punjab, says Nadda NEW DELHI, OCT 22 (PTI): BJP president J P Nadda said on Thursday that middlemen and not farmers are behind the agitation against farm laws in Punjab while asserting that the Narendra Modi government has freed peasants from the “slavery” of selling their produce to predesignated markets and traders. Addressing a group of farmers from Delhi and nearby villages at the BJP headquarters here, Nadda also took a swipe at Rahul Gandhi saying had the Congress leader been a well-wisher of farmers, he would be thanking the prime minister. He said the three laws enacted by the Centre have many measures that the Congress had promised in its manifesto, adding the prime minister has done what Gandhi had been advocating. “It is never clear if Rahul Gandhi speaks himself or he is made to speak. Are you a well-wisher of farmers or of the middlemen who only harass peasants,” Nadda said.
J P Nadda
The BJP had organised the programme for farmer representatives to thank Modi for the farm reform laws. The BJP president said there had been many leaders for farmers, but it is Modi who took measures to comprehensively change the situation for them by launching many welfare measures since coming to power at the Centre in 2014 He also took a swipe at West Bengal Chief Minister Mamata Banerjee for not implementing in her state the Center’s scheme to deposit Rs 6,000 into every farmer’s account under the ‘Kisan Samman Nidhi Yojana’. She has been creating hurdles in farmers’ development, but this will not
go on for long, he said and stressed that the BJP will come to power in the state next year and implement the scheme. Assembly polls in West Bengal are due in the first half of the next year. Lauding the Modi government for its pro-farmer measures, he said the Congress only spoke of waiving farmers’ loan and that did not amount to more than Rs 54,000-55,000 crore in the 10 years of the UPA rule. But the BJP-led NDA government has so far deposited over Rs 92,000 crore directly in the bank accounts of over 10 crore farmers, Nadda said, adding that by enacting the three farm reform laws, the Modi government has unshackled farmers who can now sell their produce anywhere. The BJP chief alleged that the opposition parties have been trying to mislead farmers and said PM Modi has worked to implement many measures that he had promised, including paying farmers 1.5 times of their input cost by hiking minimum support price.
NEW DELHI, OCT 22 (PTI): A day after the RBI Governor, the SEBI chief and the DEA secretary spoke on the economy, senior Congress leader P Chidambaram on Thursday took a dig at them, saying he wishes the economy was a “circus lion” that would respond to the stick of the ringmaster. In a series of tweets, Chidambaram said the economy will not revive smartly unless the government puts money in the hands of the bottom half of the families in India and puts food on the plates of the poor. “Is it not intriguing that @DasShaktikanta, the SEBI Chairman and the DEA Secretary
should speak on the same day on the same subject?” the former finance minister said. All three have tried to “talk up” the economy, he said. “I wish the economy was a circus lion that would respond to the stick of the ringmaster!” Chidambaram said. “The three distinguished men should tell the FM, in unison, that the vast majority of the people do not have the money or the inclination to buy goods and services,” he said. “If you doubt what I say, just listen to the voices of the voters of Bihar on their existential crisis -- no work or not enough work, no income or little income, and their thoughts are on
surviving, not on spending,” Chidambaram said, tagging Finance Minister Nirmala Sitharaman and the Finance Ministry. Reserve Bank Governor Shaktikanta Das on Wednesday said the country is at the doorstep of economic revival on the back of accommodative monetary and fiscal policies being pursued by the central bank and the government. While SEBI chairman Ajay Tyagi on Wednesday said there are some positive aspects as well in it, and termed the recovery in the capital markets as broad-based, Economic Affairs Secretary Tarun Bajaj spoke about attracting investments.

‘S Korea’s flu shot programme to continue despite rising deaths’
SEOUL, OCT 22 (IANS): South Korea’s health authorities reaffirmed on Thursday that the state-initiated seasonal flu shot programme will continue despite more suspected deaths, citing no direct link between flu shots and deaths. “There were more reported cases of death; yet, it is the experts’ opinion that there is no direct link between the deaths and the vaccination,” Jeong Eunkyeong, director of the Korea Disease Control and Prevention Agency (KDCA), said during a parliamentary hearing. As of 4 p.m. (local time) on Thursday, the number of people who died after being vaccinated in recent days was 25, compared with 12 recorded at the start of the day, according to the KDCA. Of the 25 deaths, 22, or 88 per cent, are people aged 60 or older. If data from provincial governments is added, the total number of deaths would reach 28, Yonhap news agency reported.
12 peaceful demonstrators shot dead in Nigeria
ABUJA, OCT 22 (IANS): Nigerias security forces fired upon two large gatherings of peaceful demonstrators, killing 12 people protesting against police brutality in Lagos, according to a report by Amnesty International on Wednesday. Soldiers fired at the protesters who had gathered in the Lekki district of Nigeria’s largest city on Tuesday night in defiance of an indefinite curfew imposed hours earlier by the authorities, according to several witnesses. Hundreds of people were at the site at the time of the shooting, which witnesses said took place around 7 p.m. (local time), according to media reports. The #EndSARS protests began amid calls for Nigeria’s government to close the police Special Anti-Robbery Squad, known as SARS, but has become a much wider demand for better governance in Nigeria.
The country has been pushing for a state free flu shot scheme to inoculate some 19 million people, including teenagers and senior citizens, to curb the possible “twindemic.” The KDCA chief said a thorough investigation is under way to find the exact cause of their deaths, as well as epidemiological investigations, including autopsies, into nine cases. Of them, two deaths may be related to anaphylaxis shock, a serious allergic reaction that follows immunization, according to the KDCA. The free vaccination programme -- which was expanded this year in an effort to prevent the potential twindemic during the winter -- is joined by five major drugmakers that include GC Pharma and Ilyang Pharmaceutical Co. Jeong said the vaccines given to the deceased were manufactured by the five firms and all have different serial numbers, refuting allegations of possible side effects, such as toxicity.
WASHINGTON, OCT 22 (AGENCIES): The State Department has proposed not to issue temporary business visas for H-1B speciality occupations which allowed several companies to send their technology professionals for a short stay to complete jobs on site in the US, a move which could affect hundreds of Indians. The proposal, if finalised, will eliminate any misconception that the “B-1 in lieu of H policy” provides an alternative avenue for foreign professionals to enter the US to perform skilled labour that allows, and potentially even encourages, them and their employers to circumvent the restrictions and requirements relating to the H non-immigrant classification established by Congress to protect the US workers, the State Department said. The move, made public on Wednesday, less than two weeks ahead of the November 3 presidential election, is likely to impact several Indian companies which send their technology professionals on B-1 visas for a short stay to complete jobs on site in the US. On December 17, 2019, the Attorney General of California announced a USD 800,000 settlement against Infosys Limited to resolve allegations that approximately 500 Infosys employees worked in the state on Infosys-sponsored B-1 visas rather than H-1B visas, the State Department said.
“The proposed changes and the resulting transparency would reduce the impact of foreign labour on the US workforce of aliens performing activities in a speciality occupation without the procedural protections attendant to the H-1B classification,” it said. In its federal notification issued on Wednesday, the State Department said the US architecture firm seeking protection from rising labour costs in the country might believe it could lay off its US architects and contract for the same professional architectural services to be provided by a foreign architecture firm. If the foreign firm sought H-1B visas for its architects, it would be required to pay the prevailing wage for architects in the area of intended employment in the United States, presumably the same wage the US architects had been paid, and meet the other requirements enacted by the Congress to protect US workers. But under the B-1 in lieu of H policy, the foreign architects could ostensibly seek B-1 visas and travel to the US to fill a temporary need for architecture services, as long as they retained a residence in the foreign country and continued to receive a salary, perhaps significantly lower than what is customary for US architects, dispersed abroad by the foreign firm (or under the auspices of a foreign parent or subsidiary), the State Department said.
Trio who lived on space station return to Earth safely M O S C OW, O C T 2 2 (AP): A trio of space travellers safely returned to Earth on Thursday after a six-month mission on the International Space Station. The Soyuz MS-16 capsule carrying NASA astronaut Chris Cassidy, and Roscosmos’ Anatoly Ivanishin and Ivan Vagner landed on the steppes of Kazakhstan southeast of the town of Dzhezkazgan at 7:54 a.m. (2:54 GMT) Thursday. After a brief medical checkup, the three will be taken by helicopters to Dzhezkazgan from where they will depart home. Cassidy will board a NASA plane back to Houston, while Vagner and Ivanishin will fly home to Star City, Russia. The crew smiled as they talked to masked members of the recovery team, and NASA and Roscosmos reported that they were in good condition. As part of additional precautions due to the coronavirus, the rescue team members meeting the crew were tested for the virus and the number of people involved in the recovery effort was limited. Cassidy, Ivanishin and Vagner spent 196 days in orbit, having arrived at the station on April 9. They left behind NASA’s Kate Rubins and Roscosmos’ Sergey Ryzhikov and

Sergey Kud-Sverchkov, who arrived at the orbiting outpost a week ago for a six-month stay. Cassidy, retur ning from his third space mission, has now spent a total of 378 days in space, the fifth highest among U.S. astronauts. While serving as the station’s commander, Cassidy welcomed SpaceX D e m o - 2 c r ew Ro b e r t Behnken and Douglas Hurley, the first NASA astronauts to launch to the space station on an American spacecraft from American soil since the retirement of the space shuttle fleet in 2011. Cassidy and Behnken completed four spacewalks for a total of 23 hours and 37 minutes, becom-
ing two of only four U.S. astronauts to complete 10 spacewalks. Before the crew’s departure, Russian cosmonauts were able to temporarily seal the air leak they tried to locate for several months. The small leak has posed no immediate danger to the station’s crew, and Roscosmos engineers have been working on a permanent seal. In November, Rubins, Ryzhikov and KudSverchkov are expected to greet NASA’s SpaceX first operational Crew Dragon mission comprising NASA astronauts Mike Hopkins, Victor Glover and Shannon Walker, and Japan Aerospace Exploration Agency astronaut Soichi Noguchi.
Hariri to be Lebanon’s PM for the fourth time 12 kids killed as air strike
B E I R U T, O C T 2 2 (AGENCIES): Lebanese veteran politician Saad alHariri was named prime minister for a fourth time on Thursday and pledged to form a new government that can tackle the country’s worst crisis since its 1975-1990 civil war. After his nomination, Hariri said he would quickly form a cabinet of specialists “with a mission to enact the economic and financial reforms” set out in a French roadmap to unlock foreign aid. But he faces major challenges to navigate Lebanon’s sectarian politics to agree a cabinet, which must then fix a mounting list of woes: a banking crisis, currency crash, rising poverty and crippling state debts. A new government will also have to contend with a COVID-19 surge and the fallout of the huge August explosion at Beirut port that killed nearly 200 people and caused billions of dollars of damage. At 50, Hariri has already served three terms

since 2009 as premier - a post reserved for a Sunni Muslim in Lebanon’s power-sharing system. His last coalition cabinet was toppled almost exactly a year ago as protests gripped the country, furious at the ruling elite for decades of state graft and waste. Hariri, the sole candidate in Thursday’s talks, was backed by a majority of parliamentarians. “I tell the Lebanese who are suffering from hardships to the point of despair that I am determined to work to stop the collapse that is threatening our economy, our society and security,” he told re-

porters. The nomination of Hariri, long aligned with Western and Gulf states, follows weeks of political wrangling that has delayed a deal on a new government. He was backed by his own Future Movement, the Shi’ite Amal party, Druze politician Walid Jumblatt’s party and other small blocs. The heavily armed Shi’ite group Hezbollah, which took part in Hariri’s last cabinet, did not nominate anyone but said it would facilitate the process. “We will contribute to maintain the positive climate,” said Mohammed Raad, head of Hezbollah’s bloc. Together with its allies, including Amal and Aoun’s party, they hold a majority in parliament. Lebanon’s two main Christian blocs did not
nominate Hariri. The Free Patriotic Movement, led by Aoun’s son-in-law, said a veteran politician could not lead a technocrat government. Its rival the Lebanese Forces, the second biggest Christian bloc and a staunch Hezbollah opponent, also declined to name him. “Has this political class that took people hostage learned they cannot continue in this way?” MP Georges Adwan said. Former colonial power France has tried rallying Lebanon’s sectarian leaders but has been frustrated by the apparent lack of urgency or progress. Hariri has presented himself as the “natural candidate” to build a cabinet that can revive the French plan, which lists long-neglected reforms and calls for resuming IMF talks.
hits mosque in Afghanistan
KABUL, OCT 22 (IANS): At least 12 children were killed and several others wounded in an air strike on a mosque in Afghanistan’s northern Takhar Province, officials said on Thursday. The strike occurred on October 21 in the Baharak district, where Taliban fighters had killed over 40 Afghan security forces earlier that day, provincial councilor Mohammad Azam Afzali told dpa. The provincial governor spokesman also confirmed the report. An aircraft bombarded the mosque after receiving information that Taliban fighters who were involved in the hours-before bloody attack on security forces were hiding there, Afzali added. However, the militants had already left the
mosque, Afzali and another security source said. The violence in Afghanistan comes despite ongoing peace talks between the representatives of the government and the Taliban in the Gulf State of Qatar that kicked off last month, Gandhara RFE reported. The insurgents have so far refused to accept a ceasefire. Experts expect long and tough negotiations before a ceasefire could be agreed upon. Meanwhile, the conflict across the country continues. For more than a week now there has been heavy fighting in southern Afghanistan. More than 100 civilians have died and tens of thousands of people have been driven from their villages.

the presidential election was seen as a testament to the government’s concerns over voting interference and disinformation campaigns from foreign actors. The intelligence chief said Iran’s “spoof emails” claimed to be sent by the far-right Proud Boys group were in order to “intimidate voters, incite unrest and damage” President Donald Trump. He added that the voter data could be used in attempts to “communicate false information to registered voters that they hope will sow confusion, chaos and undermine your confidence in American democracy”. Ratcliffe said officials “have not seen the same actions from Russia”, but are aware they have some voter information. In many states, voter data is available upon request, though each state has different requirements on who can request voter information, what data is available and how this data
might be used, according to the National Conference of State Legislatures. “If you receive an intimidating or manipulative email in your inbox, don’t be alarmed and do not spread it,” Ratcliffe said, calling the actions to influence US voters “desperate attempts by desperate adversaries”. This announcement inevitably has shades of the 2016 Russian interference in the US election. In that election thousands of fake bots were created on social media pretending to be American voters. Democrat computer systems were also hacked. From this announcement, though, it’s unclear how Iran and Russia obtained the information - and exactly what info they have. The main charge against Iran is it has sent “spoof emails” to voters in swing states. If true, this is unlikely to be a sophisticated attack. And nowhere in the announcement was there any further information about how widescale the emails have been. FBI Director Christopher Wray joined Ratcliffe at the news conference. He said that US election systems were still secure and “resilient”. “You should be confident that your vote counts,” Wray said. “Early, unverified claims to the contrary should be viewed with a healthy dose of scepticism.”

WASHINGTON, OCT 22 (IANS): United States national security officials have said Iran was responsible for sending threatening emails to Democratic voters ahead of next month’s presidential election. The emails appeared to come from a far-right pro-Trump group and were meant to “incite unrest”, National Intelligence Director John Ratcliffe said. Ratcliffe said US officials found Iran and Russia had obtained “some voter registration information”, the BBC reported. Both Iran and Russia denied the accusations of election interference. “Iran’s strong rejection of American officials’ repetitive, baseless and false claims was conveyed to the Swiss ambassador (who represents US interests in Tehran),” Iranian foreign ministry spokesman Saeed Khatibzadeh told state TV. “As we have said before, it makes no difference for Iran who wins the US election,” he added. Kremlin spokesman Dmitry Peskov told the BBC: “We think this is unfortunate. These accusations come every day, they are all completely groundless, they are based on nothing.” “They are most likely some sort of internal political process connected with the upcoming elections.” Ratcliffe’s decision to hold a briefing so close to

Ariana Grande to release new single Positions today
A
riana Grande will launch her new album with the lead single, ‘Positions’, on Friday (23.10.20). The ‘God is a Woman’ hitmaker took to social media this week to share a preview clip of the song and to confirm the release date. Alongside the artwork, Ariana wrote on Instagram: “positions single tomorrow night - 10.23 presave now https://arianagrande.lnk. to/positions (sic)” The 27-year-old pop star - who recently announced she’s planning to release a new record later this month - had already taken to the app to post a video of herself typing
the word “positions” on a keyboard in slow motion as a teaser. The chart-topping singer - who has 204 million followers on Instagram - didn’t offer any explanation for her post, leaving fans to speculate that it may be a song or album title. She did, however, subsequently launch an official countdown for the release on October 23 and again on October 30, the latter of which will seemingly be when she plans to drop her follow-up to 2019’s ‘Thank U, Next’. Ariana had previously tweeted: “i can’t wait to give u my album this month (sic)”. The Grammy-winner
released her debut album, ‘Yours Truly’, back in 2013 and she’s subsequently established herself as one of the world’s best-selling artists. The ‘7 Rings’ singer has built a strong bond with her fans over the years, and she thinks they appreciate her sincerity in her social media posts. She previously explained: “I’ve been open in my art and open in my DMs and my conversations with my fans directly, and I want to be there for them, so I share things that I think they’ll find comfort in knowing that I go through as well. “But also there are a lot of things that I swallow on a daily basis that I don’t want to share with them, because they’re mine. But they know that. They can literally see it in my eyes. “They know when I’m disconnected, when I’m happy, when I’m tired. It’s this weird thing we have. We’re like f****** E.T. and Elliott.” (Contactmusic)

FINNEAS drops new single ‘Can’t Wait To Be Dead’
F
INNEAS has returned with a bleakly-titled single,’Can’t Wait To Be Dead’, following a steady string of tracks released by the songwriter throughout 2020. A music video for the song, directed by Lady Gaga and Lana Del Rey collaborator Constellation Jones, is set to premiere on Friday, 23 October. “I’m happy for this song to mean anything to anyone who listens to it but to me, it’s a song about my relationship with the Internet,” FINNEAS said in a press statement. “Especially in an election year. Especially during a pandemic. Sometimes, the internet makes me laugh, sometimes it makes me cry, sometimes it makes me hopeful. But sometimes, it really makes me wanna be dead.” ‘Can’t Wait To Be Dead’ follows on from the release of ‘What They’ll Say About Us‘, which dropped early last month. (NME)

For the findings, researchers from the University of Oxford, the University of Nottingham and the University College London studied a cohort of 8.26 million adults through a ‘QResearch’ database to evaluate if the down syndrome is a risk factor for death from Covid-19. The authors found an estimated a 4-fold increased risk for Covid-19-related hospitalisation and a 10-fold increased risk for Covid-19related death in persons with Down syndrome. “We are unaware of the effects of down syndrome on Covid-19 outcomes being reported elsewhere yet during this pandemic,” the study authors wrote. The camp had commenced on September 1 and the wrestlers had to complete a 14-day quarantine before starting their training. Bajrang Punia, who is one of India’s premier Olympic medal hopefuls, is happy to be back at the national camp and training again. “It is very good that we are back at training, it isn’t that we were out of rhythm because we were training at our homes during the lockdown but that cannot be compared to what one can do at the camp and when we train on mats,” said Bajrang as per a SAI statement. “The arrangements that have been made at SAI Sonepat are very good and safe, proper zoning of the campus has been done and no outsider can come in contact. The 26-year-old 65 kg freestyle wrestler won a gold medal at the 2018 Asian Games and Commonwealth Games as well as a silver medal at the 2018 World Championships and bronze at the 2019 World Championships. India have so far won four Olympic quotas and three in men’s freestyle wrestling, Bajrang is one of them and the others are Deepak Punia and Ravi Dahiya. The World Championships are scheduled for December this year and both Bajrang and national chief coach men’s freestyle
wrestling Jagmander Singh are hopeful that the tournament goes ahead as well as other wrestling events being able to resume. Bajrang said, “We were in good rhythm before the lockdown was announced. Even now our training is going well but we will only know our level and where we stand when we compete. A player needs to play otherwise they will never know where they stand.” Jagmander, on his part, is happy to see the progress of the wrestlers since the camp resumed but reiterated that competition will give a better idea of their level. He said, “From the time training restarted to now, the wrestlers have improved considerably. We started slow but now our training is in full momentum but eventually we need to tune our training as per the competitions that lie ahead. The true test of where the wrestlers stand will only come when they participate in competitions.”

sorry’ for injury suffered Pandey, Shankar guide SRH to win over RR byEverton’ Liverpool defender Virgil van Dijk
Dubai, Oct 22 (PTI): Manish Pandey smashed eight sixes in a blistering 83 after Jason Holder made an instant impact with the ball as Sunrisers Hyderbad kept themselves in the race for IPL play-offs with an eightwicket win over Rajasthan Royals here on Thursday. Pa n d e y a n d Vi j ay Shankar (52) stitched an unbroken 140-run partnership after Holder led a disciplined bowling display to restrict Rajasthan Royals to 154 for six. Playing his first match of the tournament, Holder (3/33) came up with an impressive bowling effort while also affecting a run out to destabilise the RR innings. Rashid Khan (1/20) and Vijay Shankar (1/15) picked a wicket each. During his unbeaten 47-ball knock, Pandey hit four balls to the fence and eight over it, while Shankar struck six boundaries. The duo played intelligently in a must-win game for the Sunrisers. With the win, Sunrisers moved up to the fifth spot, while the Royals were pushed down to seventh. possible start with skipper David Warner (4) giving away his wicket to Jofra Archer once again in the very first over. The Barbadianborn English pacer then got rid of Jonny Bairstow (10) in his second over. With the dangerous openers back in the dugout, Pandey made full use of the field restrictions in the first six overs. He targeted young Kartik Tyagi, smashing the right-arm medium pacer for three boundaries and two sixes. Pandey
survived an lbw scare in the ninth over. He continued to pick the Rajasthan bowlers with Shankar holding fort at the other end. Eventually the allrounder, too, found his mojo, hitting back-to-back fours off leg-spinner Shreyas Gopal in the 11 over. He also hit Archer for three successive boundaries. Earlier, Sunrisers, who were struggling at the penultimate spot in the points table with only three wins from nine outings,
opted to bowl after winning the toss at the Dubai International Stadium. For RR, Sanju Samson (36 off 26 balls) was the top scorer. Put in to bat, Robin Uthappa looked in rampaging form, hitting the first four and six of the innings. He quickly raced to 19 off 13 balls. However, his time in the middle was short lived. After Ben Stokes (30) hit Holder for back-to-back boundaries in the fourth over, the West Indies skipper
effected Uthappa’s run out as the Indian was late to turn back at the non-striker’s end. The powerplay overs yielded 47 runs, including six fours and a maximum, for the loss of one wicket. The bighitting Stokes was dropped on 17 in the eighth over by Shankar off a Rashid delivery. Alongside Samson, he kept the scoreboard ticking. A 56-run stand between the two was broken in the 12th over by Holder. Samson, who had reached his highest score since the 85 against Kings XI Punjab in RR’s second match of the tournament, was bowled by a slow off-cutter, after pulling the previous delivery over midwicket for a huge six. Stokes’ stay came to an end when the World Cup winning all-rounder was bowled by Rashid in the beginning of the 13th over, with the Sunrisers bowlers making a strong comeback in the middle overs. RR then lost wickets at regular intervals. Jos Buttler, too, fell quickly as he was sent back by Shankar in the 16th over with skipper Steve Smith (19) also failing to make an impact.
MERSEYSIDE,OCT 22 (AGENCIES): Everton boss Carlo Ancelotti has apologised for the injury suffered by Liverpool defender Virgil van Dijk during Saturday’s Merseyside derby, reports BBC Sports. Van Dijk, 29, sustained cruciate ligament damage after a challenge by Toffees goalkeeper Jordan Pickford. Ancelotti said Pickford is “really sad” that the Dutchman is injured, but denied the tackle was premeditated. “To be clear, we are really sorry for the injury of Virgil van Dijk,” Ancelotti said. “Every one of us hopes he can recover soon and well.” Pickford will face no further action for the challenge as the Football Association determined the incident was seen at the time having consulted with the match officials, including the video assistant referee. Van Dijk’s Liverpool and Netherlands team-mate Georginio Wijnaldum labelled the tackle “completely stupid”, though Everton manager Ancelotti said it

was mistimed rather than malicious. “There was this contact with Jordan Pickford: it was mistimed contact,” added the Italian. “But the fact the Premier League is so fast, it is not so difficult to arrive a little bit later. “Jordan arrived a little bit later but his intention was to try to reach the ball. It was not to hurt Virgil van Dijk. “To say it was premeditated, and this and that, in my opinion, is too much.
Virgil van Dijk knows this. “Jordan is really sad, really disappointed [that Van Dijk is injured]. It was a strong contact, maybe mistimed, but sometimes in football it can happen.” Ancelotti also said that Everton’s Colombian playmaker James Rodriguez will miss Sunday’s trip to Southampton with an injury sustained in a challenge with Van Dijk in the opening stages of Saturday’s game at Goodison Park.
Rabada says sportspersons need to speak up on racism Badminton’s World Junior C’ship cancelled due to COVID
New Delhi, Oct 22 (IANS): A couple of days after Jason Holder said that he was disappointed to see Black Lives Matter (BLM) get ignored at the Indian Premier League (IPL) and other series, Delhi Capitals’ pace bowler Kagiso Rabada on Thursday said that sportspersons should spread the message of racial equality. “It is important for people not to feel inferior. Liberation of mind is the most important thing. I think this is the message
you want to spread especially as a sportsman when you do have a platform to express this. Lot of people follow what you do, because that is the nature of sportsman -- there’s nothing different if I compare myself with every other person who hasn’t played cricket -- but I am on a stage where people can now listen to me,” Rabada told reporters during an interaction from the United Arab Emirates. Rabada comes from a well-to-do family in Johan-

nesburg and he would visit black impoverished neighbourhoods as youth to visit his extended family. That, he had said in the past, gave him a sense of perspective.
“It is your responsibility at times to keep reminding that fighting for the right causes is important. Most importantly, I don’t want to shove my opinion or ideals down on anyone’s throats,” he said. “It is just that if I am on this platform, I will express my opinion like I am now on this matter. Important for people to understand on political front that liberation is very important for human rights, and for humans to be treated with dignity is important.”
New Delhi, Oct 22 (PTI): The 2020 World Junior Badminton Championship, which was postponed to be held in New Zealand in January, was on Thursday cancelled due to the restrictions and uncertainty resulting from the COVID-19 pandemic. The competition was originally planned for September-October but was pushed to January amid the raging pandemic. “...the entry restrictions in place and complexities related to the COVID-19 situation makes it impossible for the event to be planned
and therefore hosted in New Zealand in January 2021 as currently scheduled,” said Badminton World Federation (BWF) Secretary General Thomas Lund. “With a host for the 2021 already in place...and the uncertainty of the COVID-19 situation expected to stretch into next year, postponement was not an option,” read the BWF statement. However, Badminton New Zealand are still committed to hosting the BWF World Junior Championships and the BWF has accepted a proposal for them to stage the
2024 edition as a replacement for the edition lost. Hosts for the 2021, 2022 and 2023 championships were already awarded by BWF Council in 2018, making 2024 the next available year. The BWF expressed regret to the players who will be affected. “We appreciate that some junior players will turn 19 years old in 2021 and unfortunately miss out on a BWF World Junior Championships experience. We can only encourage them to continue to develop their talent as badminton athletes and start to enter open international events,” said Lund.
