DIMAPUR, OCT 24 (NPN): With Nagaland’s sample positivity rate at 9% being higher than the national average, the Health & Family Welfare (H&FW) department has again expressed serious concern over the “uncontrolled spread” of COVID-19 infection in the state. Pointing out that the next three winter months was critical for the state in determining the fate of this pandemic, the department warned that total lockdowns could be imposed again in the event of an uncontrolled spread. “This is a crucial time for the state to enforce all SOPs strictly and immediately”, it added The department stated that the sample positivity rate of the State was higher than the national average at 9%. It said that the weekly sample positivity rate had increased rapidly from 4% in the last week of August to 18% this week (highest till date). Rapist sentenced to 10 years in Mon DIMAPUR, OCT 24 (NPN): The court of sessions judge Mon district has sentenced accused Aching Konyak to ten years imprisonment for sexually assaulting his 88-year-old aunty on September 3, 2018. T h e a c c u s e d wa s found guilty and convicted for the offence of rape under Section 376(1) India Penal Code vide judgment and order dated on October 19, 2020 and the hearing on the question of quantum of sentence was heard on October 21, 2020. The district and sessions judge, Mon, Inalo Zhimomi also sentenced the accused to pay a fine of Rs.5000 and in default of payment of fine, to undergo simple imprisonment for the period of one year. The period of two years and one month already undergone by the accused in custody was set off against the sentenced imprisonment imposed upon the accused. Further, the accused has been remanded back to judicial custody to serve out the remaining period of his sentence of imprisonment. The court ordered that the victim be paid compensation as per the victim compensation scheme.

NEW DELHI, OCT 24 (IANS): Director General of Assam Rifles (DGAR) Lt Gen Sukhdeep Sangwan has met Indian Army chief General Manoj Mukund Naravane to apprise him about prevailing threats and the security situation along the India-Myanmar border, sources said. In their meeting in Delhi on Friday, Lt Gen Sangwan apprised the Army chief about how North East’s insurgent groups were

recruiting locals and consolidating their positions in Myanmar. He briefed him about how the National Socialist Council of NagalandKhaplang (NSCN-K), led by Yung Aung, was strengthening its position inside Myanmar, as well as how other NSCN groups were planning to attack security forces at vulnerable points in the region. DGAR also gave a detailed briefing about the prevailing threats on the India-Myanmar border and the contribution of the Assam Rifles in maintaining peace and security in the North East region. On Thursday, DGAR also interacted with Chief of Defence Staff General Bipin Rawat and had appraised him on operational and administrative issues of the Assam Rifles.

Speaking at a campaign rally at Jakhama Panchayat hall for PDA consensus candidate from the NDPP, Medo Yhokha-contesting the 14 Southern Angami-I by-election, Rio disclosed at his recent meetings with Union Home minister Amit Shah, Home Secretary, Intelligence Bureau director, he was informed that Centre was determined to solve the Naga issue, so that the desire of the Nagas for an early settlement is achieved at the earliest.

Rio said he also met with constitutional and legal experts on the matter. While stating that the Naga issue was not a law and order problem but political issue, Rio said that the Naga issue will be settled politically based on its uniqueness. He also said that the recent consultative meeting meant that “Nagas are one, issue is one, so we need one solution”. Rio also informed that delimitation exercise will take place soon and justice will be delivered to all electorate for equal representation. In his speech, Rio said the fact that there were many aspirants for the party ticket indicated that the NDPP-BJP coalition in the state was popular. Rio therefore, appealed to people to vote for the PDA consensus candidate in order to strengthen the hands of the PDA government. Men produce more Covid-19 antibodies than women: Study

LISBON, OCT 24 (IANS): On average, men produce more Covid-19 antibodies than women, say Portuguese researchers, adding that, 90 per cent of the patients have detectable antibodies up to seven months post contracting the SARS-CoV-2 virus. The results, published in the European Journal of Immunology, also show that age is not a confounding factor in levels of antibodies produced, but disease severity is. “Our immune system recognizes the virus SARSCoV-2 as harmful and produces antibodies in response to it, which helps to fight the virus,” said study author Marc Veldhoen from Medicina Molecular Joao Lobo Antunes in Portugal. In the acute phase of the immune response, the team observed higher antibody levels in patients with more severe disease. Also, the results show that age is not a confounding

factor for the production of antibodies, as no significant differences were observed between age groups. Globally, 90 per cent of participants have detectable antibodies up to seven months post contracting Covid-19. Next, the research team evaluated the function of these antibodies, i.e. their neutralizing activity against the virus SARS-CoV-2. Also, the research team analysed the neutralizing capacity of the antibodies produced by the patients and volunteers. “Our work provides detailed information for the assays used, facilitating further and longitudinal analysis of protective immunity to SARS-CoV-2,” Veldhoen said. Importantly, it highlights a continued level of circulating neutralising antibodies in most people with confirmed SARS-CoV-2.

DIMAPUR: GPRN/ NSCN has termed the statement issued by NSCN (K) MIP, dy. kilonser, Nikato Pilot Sumi as “absurd and dissonant” for accusing GPRN/NSCN of conducting joint operations with the Indian army. M’laya Police register criminal case Massive landslide on NH-2 in Manipur against United Bangal Liberation Army

IMPHAL, OCT 24: A massive landslide has totally cut-off Imphal-Dimapur section of National Highway-2, the lifeline of Manipur as incessant rains over the past three days have been wreaking havoc in many parts of the state. The continuous downpour has also triggered landslides in some hill districts even as rivers were running above the warning levels. Most parts of Manipur have been experiencing heavy to moderate rainfall in the last few days following which the state government has sounded flood and landslide alert on Friday. The state relief and disaster management department has asked deputy commissioners of all districts to take up precautionary measures in coordination with the state water resources department. Reports said that the massive landslide along the NH-2 at Khongnem area in Senapati district happened around 5.30 pm and two JCBs and a truck were brought down by the heavy landslide that totally damaged a portion of about 50 meters of the highway. Official reports said that the landslide occurred at Khongnem Thana which is about 12 kilometres from Senapati district headquarters toward Dimapur side. Members of Senapati District Students Association (SDSA) and Maram Students Union (MKS) rushed to the spot extended help to the stranded passengers and vehicles, the reports said. As the downpour continued and with the highway being totally cut-off, state authority has issued advisory to avoid travelling on NH-2. Families of houses

State PWD and BIEPL manning the highway have swung into action to construct a temporary road by pressing their available manpower and machineries to undertake restoration work. It will take at least five to seven days to restore normal traffic, said the officials who inspected the damaged road portion today. An official of the state PWD said that manpower and machineries have been pressed to service to restore the traffic by constructing a

temporary by-pass road. It will take at least five days to complete construction and cutting of hills would be needed for construction of a permanent road. As land has to be acquired for construction of the permanent road, the DC has initiated talks with the land owners. Around 20 houses will be affected by the construction of the new road, the official said. Meanwhile, another landslide has cut-off some villages of interior Ukhrul district with the district headquarters. The landslide occurred on saturday morning in the Halang area, totally blocking a district highway. The release predicted isolated heavy rainfall on October 23 to 26 in Manipur, Mizoram, Meghalaya, Nagaland, Arunachal Pradesh, Assam and Tripura Since Friday, most rivers flowing through the valley districts of the state were above the flood warning level owing to the heavy to moderate rains over the past few days. Major rivers like the Imphal river, Nambul river and Nambol river passing through the Imphal valley were running above the warning level since yesterday morning. However, the level of the rivers receded somewhat after the opening of gates of the Ethai barrage that blocked the water from draining from Loktak lake. The state government has deputed officials of the water resources department to monitor the opening of the gates, an official source said. On the other hand, the incessant rain has caused widespread damage to harvest paddy crops ready to be harvested in most parts of the state as the fields were inundated with rain water.

Organisations condemn October 22 murder incident

DIMAPUR: Various organisations and agencies have condemned the murder of a 17-year-old minor girl, whose body was discovered on October 22, within the premises of St. Claire Higher Secondary School, Kacharigaon, Dimapur. NMA: Naga Mothers’ Association (NMA) in a condemnation note has demanded severest punishment as per the law on the accused who was now in custody and that no bail be granted. While lauding the prompt action of Dimapur Police in arresting the accused, the NMA also pointed out to the state government on the rise of crimes and violence against girls and women during the pandemic situation in the state. NMA urged upon the state government to take serious congnizance that justice is ensured without delay. LEH Wokha: Lotha Eloe Hoho (LEH) Wokha in a condemnation note by president, Zuchobeni Ezong demanded the state government to take immediate action against such crimes from happening in future as such cases were on the rise. here was speculation that the state government would be in little mood to spend money and time for celebration especially during the COVID-19 pandemic which has adversely affected the state’s fragile economy. The state government had initially made the pitch to not organise the Hornbill Festival in December this year. This was informed by the Adviser Tourism H.Khehovi Yepthomi in Kohima. The Adviser had told newspersons that in view of the dire straits that the tourism industry was facing under the COVID-19 pandemic and unless the situation improved, the state government would not be in a position to hold the festival. However, it appears, that the state government has read the COVID-19 pandemic situation in the state and has decided to take a call. Recently, the department of tourism disclosed that it was in the process of working out modalities for holding the festival in virtual form besides participation of foreign and domestic tourists in the festival. It appears, at least to the government, that between July and October the situation has considerably improved so much that there was no problem in holding the annual festival. After all, Nagaland has dubbed itself as “The Land of Festivals” and organising the mega event would but only be to live up to its name. It is not known as to what are the factors behind the government’s decision to hold the festival virtually and whether it will serve the purpose? The opposition NPF has come out with a scathing attack over this issue of a virtual Hornbill Festival without the crowd etc. In a rejoinder the NPF said “Even if the celebration may be in virtual form, a festival is a festival, and in any festival, celebration without people’s participation, there cannot be any celebration. Therefore, if the government is in the process to celebrate the festival without public participation, then there is no need to hold any celebration.” This aspect of a public event without the public is also like celebrating a birthday without the guests. There are two issues involved in this matter- funds and public safety. With regard to funds, it is admitted by the government itself it is in dire straits financially. As per the statement issued by the finance department, the state’s monthly requirement was Rs.374 crore but in April the state received only Rs.263 crore showing a deficit of Rs.111 crore. Further it was also disclosed that the state’s own resources have also drastically come down to Rs.21 crore from the projected estimate of Rs.98 crore (after lockdown) and indicating a shortfall of Rs.77 crore. The lockdown may have deprived the state of revenue to the tune of around Rs.77 annually. Following the withdrawal of the unpopular COVID-19 cess, the state will stand to lose an estimated Rs.55.58 crore annually or around Rs.4.7 crore monthly. The COVID-19 cess was a temporary addition for augmenting the state’s revenue. Now regarding public safety in the light of COVID-19 pandemic; the state’s own health department on October 18 , had specifically stated that it has been witnessing “uncontrolled spread” of the virus at “super spreader events” such as in closed settings like restaurants, bakery, religious communities etc. It warned that if this continued then there was bound to be increased risk of community transmission. It is now left to anyone to analyse if any gathering whether big or small, that too in an official programme is worth the cost and risk.

Paul’s secret joy was that God took him as a blatant rebel against Jesus Christ, and made him a captive— and that became his purpose. It was Paul’s joy to be a captive of the Lord, and he had no other interest in heaven or on earth. It is a shameful thing for a Christian to talk about getting the victory. We should belong so completely to the Victor that it is always His victory, and “we are more than conquerors through Him…” (Romans 8:37). “We are to God the fragrance of Christ…” (2 Corinthians 2:15). he health of a nation depends on its most important asset called “Human Being”. If a nation wants to excel socially, economically, then it should take care of the well-being of every human being that will bring glory to the nation. Best medical facilities and education paves the way for the prosperity of a nation. We as Indians have to work a lot on medical education and facilities even after 70 years of freedom. Let us first know about the medical colleges our nation has built and how it is influencing each class of society. In 1950, we had 28 medical colleges and by 2014, the colleges increased to 384, means in 64 years, 355 colleges are built. 2014 to till date, 148 colleges built and 75 new colleges are approved to be built in the next couple of years. In a reply to a query in Loksabha in March 2020, health and family welfare minister, Ashwini Kumar Choubey said, NEET (National Eligibil-

ity Cum Entrance Test) is the only entrance examination for admission to as many as 82,926 MBBS, 26,949 BDS, 52720 AYUSH and 525 BVSc and AH in 542 and 313 medical and dental colleges respectively. 82,926 medical seats are offered in 541 MBBS colleges, which include 278 government and 263 private institutes. Surprisingly, the first time in the history of independent India, the number of government colleges has surpassed a number of private colleges. The current government is seriously working on to bring exponential changes in the field of medical education that should have also been taken care of in the first 65 years of independence. The DJI Mavic 2 Pro drone, fitted with cameras, was spotted hovering in air by the alert troops in Keran sector and subsequently shot down, the officials said. They said the drone was seized and further investigation is on. There has been a spurt in the use of drones from Pakistani side over the past few months to smuggle arms and narcotics. Earlier in June, an attempt to drop weapons through drone was scuttled by BSF personnel when they shot down a Hexacopter with a payload of five-and-a-half kgs including a sophisticated US-made M4 semi-automatic carbine and seven Chinese grenades along the International border in Kathua district.

NEW DELHI, OCT 24 (IANS): Amid border tensions with China along the Line of Actual Control, Defence Minister Rajnath Singh and Indian Army Chief General Manoj Mukund Naravane on Saturday visited Sukna Corp in Bengal’s Darjeeling district. The Sukna Cor p is tasked to protect Bhutan and borders with China. Singh and General Naravane reached Sukna Military Camp late on Saturday afternoon. The two are on a two-day visit to Darjeeling and Sikkim. Both the defence minister and

the Army chief will visit forward areas and interact with troops. In the meantime, Singh will also perform ‘Shastra Puja’ on Dussehra and inaugurate an infrastructure project build by the Border Road Organisation, during his visit. Singh has been pushing for infrastructure developments across at the border areas for swift movement of the forces. Earlier, this month, heralding in a new era in the connectivity of roads and bridges in sensitive areas close to Western, Northern and North Eastern Borders,

Singh opened 44 major permanent bridges constructed by BRO. He also laid the foundation stone for Nechiphu Tunnel in Arunachal Pradesh. These bridges are of strategic importance and provide connectivity to remote areas. The 44 bridges are spread over seven states and union territories. Lauding the BRO for its role in improving the border infrastructure, Singh had stated that these bridges will improve connectivity in the far-flung areas of western, northern and north east sectors and fulfil the aspirations of local people. They would also meet the transport and logistics requirements of the armed forces throughout the year, he added. Further, the government has also planned to build 10 tunnels running up more than 100 kilometres in Ladakh and Kashmir regions for smooth movement of the military throughout the year. The BRO has proposed eight tunnels to enhance connectivity to Ladakh and Kashmir linking roads to the Line of Control.

Farooq to lead J&K Gupkar alliance SRINAGAR, OCT 24 (PTI): Seven mainstream par ties of Jammu and Kashmir on Saturday gave a formal shape to their recently cobbled alliance for the restoration of Article 370, electing National Conference’s Farooq Abdullah as its chairman and PDP chief Mehbooba Mufti as vice-chairperson, and asserted that theirs was “not an anti-national” grouping. KXIP seal incredible win against SRH to stay afloat

Dubai, Oct 24 (PTI): Kings XI Punjab made an incredible comeback at the death, taking five wickets in the final two overs to beat Sunrisers Hyderabad by 12 runs in an Indian Premier League match here on Saturday. Chasing a modest 127-run target, SRH batsmen committed ‘harakiri’ after a solid 56-run opening stand between skipper David Warner (35) and Jonny Bairstow (19) to be all out for 114 in 19.5 overs. The win, their fourth on the trot, kept KXIP in the fray for play-offs as they jumped to fifth spot in the eight-team standings with 10 points from 11 games. The defeat made life difficult for SRH even though they are mathematically still in with a chance of making the play-offs, but for that to happen they will need to win their remaining three games with good net run rates. SRH made a brisk start to their chase with skipper Warner and Bairstow adding 56 runs for the opening stand in 6.2 overs before KXIP bowlers inflicted three quick blows to make a return to the contest. Fleming added that the loss to Mumbai Indians was symptomatic of the entire season which has gone totally wrong. He added that CSK deserve the bottom place in the points table. The Chennai franchise is placed eighth with six points. “There is a lot hurt, disappointment, frustration that goes along with a disappointing season. In the photo, 61-yearold Kapil’s daughter Amiya is also seen sitting on a chair beside his hospital bed smiling while he is posing for the camera. Kapil, according to a bulletin from Fortis-Escorts Heart Institute Hospital in south Delhi on Friday, was in the Intensive Care Unit and would be discharged in a couple of days. The ‘Haryana Hurricane’, as Kapil is often called, himself tweeted late on Friday night to express his gratitude to his fans and

Manchester United remain winless at Old Trafford in the Premier League this season after they were held to a 0-0 draw by Chelsea on Saturday.
