4 IB men caught near CBI chief’s house CBI war in court as SC to hear ousted CBI chief’s plea today NEW DELHI, OCT 25 (IANS/PTI): As the CBI war gets more curious, four Intelligence Bureau (IM) men were on Thursday caught by the security staff of CBI Director Alok Verma outside his residence in the heart of Delhi. The security staff of Verma caught hold of the IB personnel who were seated in two parked cars outside the CBI Director’s Janpath residence and dragged them into his house. Each IB operative was caught by at least two of Verma’s guards and taken into Verma’s bungalow and asked to reveal their identity. The men had been seen in their cars since Wednesday night, raising suspicion that they were spying on Verma. As a video showing the men being dragged by Verma’s security officers went viral, the IB admitted that the men were its operatives. Four men were handed over to Delhi Police and

Delhi police to recruit more from NE states

AGARTALA, OCT 25 (IANS): Delhi Police will recruit 585 more constables from the North Eastern region to serve in the national capital, authorities said here on Thursday. Senior police officers of the North Eastern states in association with the Delhi Police were in the process of selecting the 585, a senior Tripura Police official said. He said of the 585 posts, 190 were reserved for females. “And of the total, 130 constables will be recruited from Assam while 65 constables each would be employed from the remaining North Eastern states,” the official said.

Social networking sites asked to check rumours

NEW DELHI, OCT 25 (PTI): Government has asked Google, Twitter, WhatsApp and other social media platforms to take concrete steps to check spread of rumours and messages inciting unrest, cyber crimes and other activities that could be detrimental to the national security, officials said Thursday. Besides, these platforms, which also include Facebook and Instagram, have also been asked to put in place a system for prompt sharing of information sought by the law enforcement agencies for investigation purposes, officials added.

NHM employees join nationwide strike

KOHIMA, OCT 25 (NPN): National Health Mission Employees Association Nagaland (NEAN) Thursday joined the one-day nationwide strike called by All India National Health Mission Employees Association (AINHMEA) to draw attention of the government to address their long-standing demands. The demands include equal work equal pay; basic service benefit for NHM employees; framing and implementation of HR policy as per GoI guidelines; regularization of service. As part of the 12-hour strike, NHM employees across the state cease work and staged demonstration.

In Kohima, about 200 members, representatives from districts and directorate office, gathered at the directorate of health and family welfare and held brief meeting. Addressing media persons after the meeting, AINHMEA secretary and NEAN president, Dr. Shasinlo Magh, highlighted the purpose of the protest. He said if Prime Minister’s Office failed to respond positively, the protest would be intensified. Concerning state NHM issue, NEAN general secretary, Kewetso Kenye, expressed dismay over delay in release of NHM employee salaries. He said NHM employees were yet to receive sala-

ries for three months. The association has appealed to the finance department to release the fund as per the directives of the Centre to release salary within 15 days after receiving from the ministry. The members present at the press briefing expressed discontentment against the step-motherly treatment meted out to the contractual employees. M e a n w h i l e, N H M employees’ association Mokokchung district also participated in the strike Thursday at CMO office. DIMAPUR, OCT 25 (NPN): A team of officers from district administration, police, food & civil supplies (F&CS) department, legal metrology, IOC officials and DBs inspected the fuel stations in Dimapur town and Chumukedima on Thursday. According to an official bulletin, the main objective of the inspection was to check fuel adulteration, density, quality, quantity, facilities for consumer

such as clean toilets, drinking water and free air refilling etc. Inspection was done on fuel quality, density and temperature and filter paper test. During the inspection, SDO(c) Dimapur Zubenthung Ngullie directed the petrol pump proprietors without drinking water facilities outside the petrol pump to install drinking water within a month’s time. He also directed proprietors to improve quality of the toilets.

DIMAPUR, OCT 25 (NPN): Nagaland Governor PB Acharya on Thursday ordered suspension of IGP (CID) Richard Yimto with immediate effect for his alleged involvement in illegal narcotics trade. Yimto has also been asked not to leave the headquarters without obtaining prior permission of the competent authority. According to the order signed by Home commissioner Abhishek Singh, a report from DGP was received on October 22 regarding seizure of 6.9 kg of brown sugar by narcotic cell at Khuzama check gate on August 3 this year and about the alleged involvement of Richard in the matter. As per the report, the police headquarters learnt about the matter only on August 25, following which ADGP (law & order) Renchamo P Kikon was directed by the DGP to probe the matter and see if there were lapses on the part of police personnel. Thereafter, the ADGP submitted a detailed report on September 1 that revealed involvement of Richard by flouting all due processes of law – i) there was no general diary reference on the seizure, ii) no criminal case was registered, iii) the two persons from whose car the contraband was seized were released along with their vehicle at Zimmanama and iv) the IGP kept the seized contraband in his custody, instead of the malkhana of narcotic cell. Therefore, the government initiated disciplinary proceedings against the Richard Yimto for the alleged lapses committed by him, the order stated.

A press release note CTMA president, Dievilhoutuonuo Thakro and general secretary, Akhono Secii claimed that the accused Taposh Das “was found guilty” of attempting to rape a girl “by pulling her

A press release from Assam Rifles stated that during the search operation, two individuals were apprehended. They were identified as “lance corporal” Biki Basumatary of NDFB(S), 28 years, son of late Gurucharn Basumatary, resident of Gohpur village, Sonitpur, Assam; and Nerswn Narzary, 18 years, son of Frota Narzary, resident of Dungang Fakriguri village, Kokrajhar, Assam. A Nokia mobile phone and cash of 1,000 in Korean currency were seized from the duo. According to the release, Biki Basumatary revealed that he had infiltrated into Myanmar in 2014 and underwent three years training at the Thulu Camp of NDFB(S). He recently relocated to the general area of D’ Block, Kohima. He had come to Kohima with specific direction from his hierarchy for recruitment of new cadres and also to act as a linkup man between NSCN(K) and NDFB(S). He was further instructed to facilitate movement of cadres from Assam to Myanmar through Kohima. Both the individuals were handed over to South Police Station, Kohima for further investigation.

Higher Education directorate mourns DIMAPUR: The directorate officers, staff and fraternity of Higher Education Nagaland has expressed deep grief to learn of the demise of former director of the department, Chubainla Jamir on October 25. A condolence message from Higher Education director Kuholi Chishi stated that the departed had joined the teaching faculty of Fazal Ali College, Mokokchung in 1977, later becoming the principal of the same college. Late Chubainla joined the directorate of Higher Education in March 2008 as additional director and became the director in 2010 till her retirement in 2012. Recalling her humility, amicable nature and contributions, the department expressed its solidiraty with the bereaved family and conveyed prayers for the departed soul to rest in peace.

Theology Students’ Conference underway at CTC DIMAPUR: The 56th North India Theology Student’s Conference (NITSC) began at Clark Theological College, Aolijen, Mokokchung from October 25. He opined that growing older year after year was a secondary matter. Maintaining one’s own health is of primary importance as an aging retired officer, because health is the best asset in one’s life, he asserted. He appealed to

the retired officers to give thanks to God for granting them good health who were standing strong despite their retirement. Quoting a proverb -“When wealth is lost, nothing is lost; when health is lost, something is lost; But when character is lost, everything is lost” -- Angami encouraged the gathering to optimise their character which, he said, is of primary importance among the

possessions of a person. He also called upon the retired officers to be truthful saying that “Truth” can never be concealed but it will prevail. Pointing out that they came from a profession of discipline, he appealed to the members to not give up the discipline they had acquired. While delivering a welcome address, president NPROA, retired commandant, V. Solo reported that the association was formed in the year 2014. He also informed the members that three retired police officers of NPROA expired in 2018. He further expressed gratitude to God for being able to come together to remember their services in working together for many years for the cause of the state. NPROA general secretary, Z. Ahoto Sumi while presenting his report, appealed to the area representatives and members to inform the office in times of trouble and sudden expiry/demise of any of its members. He also appealed to the members to make themselves available in the event of the sudden demise

of any of its members and to remember and pray for them. He further requested the members to pray for the members who could not be present at the meeting on health grounds. Presenting the treasury report, retired Sr. SP, N.S. Rengma said that every single second, countless people were dying in this world; however, it was God’s special love and providence that had left them strong and alive even after retirement. Retired assistant commandant, Alemtemsu; retired deputy commandant, A.S. Rengma; and retired deputy commandant, I. Sungit Lkr also spoke in the meeting. T h e p r o g r a m wa s chaired by NPROA president, retired commandant, V. Solo; the program began with a mass prayer. A two minute silence was observed in remembrance of the three officers who passed on in 2018. A vote of thanks was delivered by retired deputy SP, T. Chaya. Altogether 41 retired police officers including retired police officers from Manipur, Assam and West Bengal attended the meeting.

KO H I M A , O C T 2 5 (NPN): The Bible society of India (BSI), Kohima branch and Dimapur auxiliary conducted a one day seminar under the theme “Bible for all” at Rengma Baptist Church, Kohima on Thursday. President Nagaland Christian Revival Churches (NCRC) Rev. Dr. Neikedozo Paphino, in his address as one of the resource persons, said that Christians should consider prayer and fasting as the strongest weapon to face various challenges. He also told the Church workers and leaders that to serve the Lord effectively they should not depend on degrees, designations and experience except the power of the Holy Spirit. Citing the example of David from the Bible who honoured king Saul, he reminded the gathering that no one should neglect

or ignore anointed servants of God. Executive director Angami Baptist church council Rev. Dr. Atsi Dolie in his address said Naga society was fast changing and with it came greater challenges for the Church. He said that the ugly menace of corruption, the disturbing news of demonic activities, rapes, kidnappings and murder were all unbecoming of a predominantly Christian populated society. Rev. Dr. Dolie stated that amid all the problems and challenges, the Church should continue to play a vital role in ministering to the deteriorating society. DIMAPUR: The Department of Health & Family Welfare (H&FW) organized a State Task Force meeting to review the ongoing Measles-Rubella Vaccination Campaign (M-RVC) on October 25 at the Conference Hall of the principal secretary’s office. Phek 58.7%, Tuensang 94.06%, Wokha 80.51%, and Zunheboto 75.85%. SMO, Dr. Sheila Longkumer said that overall, communication plans were well executed from the State through workshops for faith based organizations and media personnel and there was a very good involvement of staff at all levels of the State for the ongoing MRVC. Due to coordination between the departments and partners, the State had hit 75% coverage in 20 days. She also said that certain issues were identified such as negative messages related to prophecies, rumours and reporting of adverse events in neighbouring states which caused fear and hesitancy among the people, which in turn led to reluctance and refusal to be vaccinated. In order to achieve 100% coverage, she further said that there should be re-planning in the areas where enumeration and target setting has not been done properly, including field validation of border areas/disputed areas to find missed pockets. A State level special monitor for Phek district will also be needed since that district has the lowest percentage of M-RVC coverage and

the highest vaccine wastage percentage. Earlier, an opening remark was delivered by MD, NHM. Other highlights included presentation from the departments and UNDF, UNICEF & others, followed by the discussion.

KHADC resolution urges for introduction of ILP

SHILLONG, OCT 25 (PTI): The Khasi tribal council in Meghalaya Thursday tabled a resolution urging the Governor to introduce the inner line regulation to check and control migration of outsiders into the areas under the jurisdiction of the council. Khasi Hills Autonomous District (KHADC) council has jurisdiction over the tribal areas in East Khasi Hills, West Khasi Hills, South West Khasi Hills and Ri-Bhoi district and is one of the three autonomous district councils in the state. Tabling the Khasi Hills Autonomous District (Inner Line as adopted from the Eastern Frontier Regulation, 1873) regulation Bill, 2018, KHADC chief executive member H S Shylla said there was “mass migration” arising

out of the implementation of the National Register of Citizens in Assam in tribal areas under the jurisdiction of the council. He said the unchecked migration of Indian citizens into tribal areas is also posing “grave danger” for the ethnic Khasi tribe who are recognised as Scheduled Tribes in the Constitution. Meanwhile the councils chief executive member has also tabled the first amendment of the Khasi Hills Autonomous District (Khasi Social Custom of Lineage) Act, 1997 which is aimed at protecting the matrilineal system of the Khasi tribe. The new bill was necessitated to be tabled after the Governor and the District Council Affairs department of the state government had returned a similar bill passed in July

this year forcing the council to appoint a consultative committee to redraft the bill. The bill laid down conditions, including marriages, for which a Khasi tribal has to follow to ensure that his/her offspring also will be considered a tribal. Apart from striping a tribal Khasi woman of her tribal status upon her marriage with a non-Khasi man and children born out of such wedlock will not enjoy the constitutional protections that come with it, the bill also strips a tribal Khasi man of his tribal status if he takes the surname from his father. The councils town committee executive member Latiplang Kharkongor has also tabled the second amendment of the United Khasi Jaintia Hills District (Establishment of Town Committee) rules 2018.

ZPM announces candidates list for Mizoram Assembly polls

AIZAWL, Oct 25 (Agencies): The Zoram People’s Movement (ZPM), an electoral alliance formed by seven political parties in Mizoram, on Wednesday announced names of 35 candidates, including two women, for the Assembly elections slated for November 28, TNT reported. The ZPM will contest 39 out of the 40 seats, leaving the Tuichawng constituency in the Chakma area because of NGOs’ diktat not to field any candidate belonging to the Chakma community.Candidates for Lawngtlai West, Lawngtlai East, Siaha and Palak constituencies are yet to be declared. Jagan injured in knife attack at airport Visakhapatnam, Oct 25 (IANS): YSR Congress Party President Y.S. Jaganmohan Reddy on Thursday sustained a minor injury at the Visakhapatam airport in a knife attack by a young man who sneaked up to him with a request to take a selfie, police said. The attacker, identified as Jaripalli Srinivas, works as a waiter at a restaurant at the airport. As he suddenly took out a small knife from his pocket and stabbed Jagan, the YSR Congress leader was injured on his left shoulder. A commandant of the Central Industrial Security Force (CISF) overpowered the attacker, who was handed over to police. Jagan continued his journey to Hyderabad after getting first aid from the airport staff. The incident triggered tension at the airport as scores of YSRCP activists gathered outside shouting slogans against Chief Minister N. Chandrababu Naidu and the TDP government. Andhra Pradesh’s Director General of Police R.P. Thakur said they were questioning the accused. He said a nine-page letter was found in the pocket of the attacker and they will soon reveal its contents. New Delhi, Oct 25 (Agencies): National Security Advisor Ajit Doval on Thursday (October 25) drew inference from the style of governance under Sardar Patel, independent India’s first deputy prime minister, and said the democratic institution of the nation needed to be strengthened, India Today reported. “India needs a strong and stable government for the next ten years. We are not governed by people’s representatives, but by laws made by them. The rule of law, therefore, is extremely important,” he said, while delivering a lecture at the Sardar Patel memorial in New Delhi. Doval, in a rare public speech, also advised against giving precedence to populist measures over the larger national interest. “When you have to take a firm decision and fail to implement that, you don’t prosper. Our biggest strength is our democracy and we cannot afford to be weak now. For that, we need a government that’s stable, and decisive. New Delhi, Oct 25 (Agencies): Enforcement Directorate Thursday filed a supplementary prosecution charge-sheet against Former Finance Minister P Chidambaram and eight others, Sify reported. PC’s son Karti Chidambaram, Karti’s accountant Bhaskar Raman are also among the accused in the chargesheet. The chargesheet has been filed in connection with the 2006 Aircel-Maxis deal, which is reported as a Rs 3500 cr scam. CBI and ED sleuths claims that Global Communication Services Holdings, Mauritius-based subsidiary of Maxis had approached Indian policymakers for an approval for investment of $ 800 million in Aircel. The Finance ministry which had a power to grant approvals only up to Rs 600 crores gave the approval. Law enforcement agencies allege that a company liked to Karti Chidambaram received Rs 26 lakh for giving the approval to Aircel Televentures Limited. In another report, the CBI charge-sheet is reported as alleging Karti Chidambaram’s companies as receiving two illegal payments - Rs 26 lakhs and Rs 87 lakhs. These were made in the accounts of Chess Management and Advantage Strategic respectively.

stunned nation watched its premier investigation agency- the Central Bureau of Investigation(CBI)- at war within itself over the past two weeks, as the simmering hostility between CBI director Alok Verma and the second ranking officer in the agency, special director Rakesh Asthana, has spilled out in to the open. As both top officials went for each other’s throat, the government’s response only added further controversy to the sordid drama. According to a news portal, quoting top government officials, the internal war within the CBI is being fuelled by some officials in the Prime Minister’s Office and a corporate house. It was a comical tragedy to read how the two top CBI officials have been using their powers to launch investigations against each other. Earlier, a few months ago, when a controversy had broken out on Asthana’s appointment as special director in the CBI and it had become clear that Alok Verma was going to object to his selection in writing, officials say Nripendra Mishra the special secretary to prime minister Modi in the PMO, had summoned the Central Vigilance Commissioner, K.V. Chowdary, and directed him to ensure Asthana was appointed. According to the news portals, the clash between Asthana and Verma has deeper roots – and its implications will run much further than just the careers of the two men. It was said to be connected with the CBI’s ongoing investigation into the coal scam involving West Bengal IAS cadre officer Bhaskar Khulbe who was Advisor industries to the West Bengal government. Khulbe is currently secretary in the PMO and reportedly among one of Prime Minister Narendra Modi’s most trusted aides who handles all transfers and postings of Central officials. Khulbe also works closely with P.K. Mishra an additional secretary in the PMO. Khulbe, it is said, was the official when coal blocks were allocated to a Bengal-based company Ramsarup Lohh Udyong Limited in the Moira-Madhujore block in West Bengal. The difference cropped up when Asthana reportedly decided Khulbe could not be an accused but a witness in the coal scam. Asthana has accused Verma of not allowing him to pursue a criminal investigation against RJD Dal leader Lalu Prasad Yadav, a bitter critic of Modi. On his part, Verma questioned Asthana’s credibility, pointing out that he is officially the subject of an investigation in six cases. When Asthana brought in his selected officers under his wing, the CBI told CVC in July this year, that Asthana had no authority to induct officers in Verma’s absence. The open fight between the two should not have happened but it is clear that the ousted CBI chief was not a favourite of the powerful set up. He had to fight for space with a deputy who had the ears of those powerful officials. The kind of skullduggery being enacted within the CBI has confirmed that the agency has been used by political parties for witch hunting against political opponents. Today, no one dare raise any issue -be it those who now find their perks withdrawn for OROP, alleging corruption in the government, institutions etc. It is also very sad that the much hyped “independent” Indian national media, has not forgotten about “investigation” and decided to play safe lest it face the ire of powers that be. The Supreme Court will hear Verma’s petition on October 26 and hopefully, it will set matters right.

Unless we have the right purpose intellectually in our minds and lovingly in our hearts, we will very quickly be diverted from being useful to God. We are not workers for God by choice. Many people deliberately choose to be workers, but they have no purpose of God’s almighty grace or His mighty Word in them. Paul’s whole heart, mind, and soul were consumed with the great purpose of what Jesus Christ came to do, and he never lost sight of that one thing. We must continually confront ourselves with one central fact— “…Jesus Christ and Him crucified” (1 Corinthians 2:2). “I chose you…” (John 15:16). Keep these words as a wonderful reminder in your theology. It is not that you have gotten God, but that He has gotten you. God is at work bending, breaking, molding, and doing exactly as He chooses. And why is He doing it? He is doing it for only one purpose— that He may be able to say, “This is My man, and this is My woman.” We have to be in God’s hand so that He can place others on the Rock, Jesus Christ, just as He has placed us. Never choose to be a worker, but once God has placed His call upon you, woe be to you if you “turn aside…to the right or the left…” (Deuteronomy 28:14). He will do with you what He never did before His call came to you, and He will do with you what He is not doing with other people. Let Him have His way.

Precision agriculture can do wonders for Indian farming

T

he worrisome reality in India is that agriculture is facing a crisis. In village after village, farmers are looking at selling their land and moving away from farming as a livelihood. Poor availability of funds, unscientific farm inputs, poor support price structures for farm produce and almost no farm insurance are some important reasons that lead to crippling debts that force farmers to see farming as non-remunerative. Without mechanisation, farming is hard, back-breaking work. This has resulted in most farmers’ children quitting farming for other vocations. Also, farmers get more money from selling their land to builders, malls and factories than they would ever get from farming. This has put more pressure on farmland, thereby requiring technologies to increase productivity so that the shrinking acreage can feed the billion-plus people of India in the future. India, though one of the biggest producers of agricultural products, has an average farm productivity of only 33 per cent of that of farms the world over. This productivity needs to be increased so that farmers can get more remuneration from the same piece of land -- with less labour. Precision agriculture (PA) may provide a way to do it. PA is the application of precise and correct amount of inputs like water, fertiliser, pesticides, etc., at the correct time to the crop, to increase productivity and maximise yields. It originated in the US and European countries where the use of Global Positioning Satellite (GPS) allows precise mapping of farms. This, together with appropriate software, informs the farmer about the status of his crop, which area of the farm requires water, fertiliser and pesticide, etc. It includes the practice of subsurface drip irrigation for precise water and fertiliser application to the crops, the use of heavy farm machinery for sowing, harvesting, weeding and baling. Heavy farm machinery currently uses a significant quantity of fossil fuel which may not be economical for small farmers.

With the help of robots and autonomous farm machinery -- also called IOT (Internet of things) -- PA will make perfect sense in small farms as they can also run on renewable fuels like bio-oil, compressed biogas and electricity produced on farms by agricultural residues. Autonomous farm machinery capable of no-till sowing, weed removal, harvesting and other farming operations are ideal for small farms in India. Similarly, drones have started being used in Japan and the US for insecticide application to the crops. Many of these robotic machines and drones are small in size and are excellent for small farm applications. The application of PA in the US and other countries has shown tremendous increase in productivity, lowering of inputs and, thereby, increased remuneration to the farmers. It has also helped to improve the quality of land with no-till farming and less use of water. Critics of mechanisation and PA need to open their eyes to farm machinery leasing agencies in rural areas. These companies or enterprises lease mechanised drones for spraying, robotic crop harvester equipment, including drip irrigation systems, to the farmers. They also provide trained manpower to run these machines. These already exist on a limited scale in India. A few agencies undertake wheat harvesting using combines and spraying of crops and charge farmers on a per hour basis. With the unavailability of farm labour, agriculturists find this concept economical and attractive. In Western Maharashtra, more and more farmers are depending on mechanisation offered by such agencies. With increasing demand, these leasing enterprises will increase and as PA develops and increases, they will get more structured and available on demand. In the days to come, these leasing companies may form the backbone of Indian agriculture by providing the necessary advice and manpower to the farmers on PA. When the state becomes Rogue State then what one can expect except rogue killers. Murder of Khashoggi is indeed a high-profile case and therefore many think that it’s a hard to crack. But, it’s cracking and ought to crack. Though well-planned and executed, blatant lies, fake news and money and muscle power shall never last for long, before truth. Trump in this case tried to hold on to this temperament and carefully walked over the tight rope by not jeopardizing

He would not dare to impose sanctions and cancelling tens of billions of dollars in weapons deals which would eventually hurt American works—his national interest. Trump wants to maintain the carefully constructed alliance of the United States with Israel and Saudi Arabia, primarily to isolate Iran, so that the regional hegemony shall be kept intact. The West, particularly the United States, vociferously talks and boasts about freedom of speech, writing, dissent, democracy and rights of humans and wages war against those that curbs dissent, freedom, democracy and rights of humans. This is the clear case and acid test for the West to show to the world that what it preaches should be practiced. Dismembered parts of the body of Jamal Khashoggi—a dissident journalist and a resident of the United States who was brutally murdered inside the Consulate in Istanbul, Turkey, that enjoys immunity has no value for human life and no worth for life before billions of dollars and other hegemonic interests. It is money, money and money, and those who have money power and political power in the case of Khashoggi brutal murder have proven and sent a clear message to the world that those who dissent will have to pay the price—it can be anywhere and in whatever may be the format. The most important component in taking PA forward will be in creating a huge resource of engineers, scientists and agriculturists to develop various components of the technology. Without excellent manpower and consequently good R&D, PA will not succeed. There is need for excellent engineers from institutions like IITs and NITs to design machinery like robots and drones for PA. This can be facilitated by establishing a new branch of engineering called agricultural mechatronics or robotics where faculty and students from almost all branches of engineering will interact and collaborate to develop smart systems for PA. Another way forward is when scientists from Indian Council of Agriculture Research institutes, engineers from the academic world, industry and farmers work together in developing PA. Industry can develop the machinery and set up leasing agencies. This will result in more job creation and more students will join the agricultural mechatronics stream. PA will also provide a platform for industrial corporate social responsibility (CSR) activity, since improving the livelihood of India’s rural poor through hightech farming can qualify as a CSR activity. The Indian government can facilitate in this process by giving soft loans and sops to the industry to incentivise agriculture and PA activities. High-tech PA can, therefore, help in bringing the next Green Revolution to India and can produce tremendous rural wealth in a sustainable and environmentally sound way. Farmers and farms are the backbone of any country as they are producers of food, fuel (agricultural residues) and wealth from the land. A library run by industrial workers means world of change for children

A

t first look, it is just another small room with one wall almost crumbling. But this 25-square yard space means the world for children of factory workers and labourers in Punjab’s industrial hub Ludhiana. Without any grant or support from corporates or the government, this education endeavour by workers and daily-wage earners living in the Rajiv Gandhi colony area of Jamalpur in Ludhiana’s Focal Point industrial area, is making a sea of difference to the lives of children who come here every single day with their working parents. The ShaheedBhagat Singh Pustakalaya has no fancy address, no high-profile CSR support and no big-time NGO dedicating its resources. Yet, it is on a mission -- to create a small education revolution by touching the lives of the many children coming here to study. Messages from martyrs like Bhagat Singh, SafdarHashmi and others adorn the walls of the library. “Behtarzindagikaraastabehtarkitaabon se hokarjaatahai” (The road to a better life passes through good books) -- a board outside the room says. “We established this library in April this year. It is entirely an effort of workers and labourers of the industrial units in Ludhiana, who live in the vicinity of the LIG (low income group) flats and Rajiv Gandhi colony,” Lakhwinder Singh, the man behind the mission to guide the workers’ children to a better future, told IANS here. The library has been set up under the aegis of the KarkhanaMazdoor Union by collecting funds from the workers. Contributions ranged from Rs 100 to Rs 5,000. Most workers themselves earn less than Rs 10,000 per month. Lakhwinder, 33, who himself has done an advanced diploma in dye and mould making from a central institute in Chandigarh and has been living in Ludhiana since 2006, is the main force behind the library project. He is married but has no children yet. “We began everything on a small scale. We have got no funding from the government or any corporate. The children coming here are not being forced to do so. They come here on their own and

are liking the concept of teaching here,” he pointed out. Ludhiana, one of the largest industrial hubs in Asia, with a population of 3.5 million people, is known for its bicycle industry, textile units, auto-parts manufacturing and scores of other businesses. A majority of the workforce here is that of migrant workers from other states, especially Uttar Pradesh and Bihar, who have been living here for decades. The library gets active from 4 pm to 7 pm every day when the children come here to get an education. Krishan Kumar, a teaching volunteer, uses hands-on concepts, including showing films, to create awareness and impart education. The library has over 500 books in Hindi and Punjabi stacked on iron shelves. “We make a lot of friends at the library. It is like a family,” Arjun, 12, a student of class VI in a government school, said. Lakhwinder pointed out that the parents of a majority of the children who come to the library have themselves not studied beyond Class VIII or are illiterate, but do not want their children to suffer the same fate. “The room can accommodate over 30 children. At times, we have to put a stop on the numbers as the room cannot accommodate more children,” Lakhwinder pointed out. For an annual charge of only Rs 50, the children are provided a library card and are allowed to take two books home at one time. The fee is charged so as to make the children responsible for the books they take. “The children like to come here. They are allowed to express themselves freely even when they are being imparted education,” he said. The children coming here are enthusiastic about what they are doing here. “It’s quite nice and refreshing to come here. Learning here is a lot of fun,” Khushi, 13, a student of Class VII, said. India’s economic growth not inclusive enough

T

he Indian growth story has been far from perfect. That is not an understatement by any stretch of imagination. A growing challenge for the economy is the fast-evolving problem of inequality. Most recently, James Crabtree in his latest book, “The Billionaire Raj”, claims that “India is one of the world’s most unequal countries.” His claim is based on the fact that the billionaire wealth as a proportion of the entire country’s output is the highest for India, except for Russia. The latest human development rankings released last week also corroborate his findings. India already ranks a lowly 130 on the index out of 189 countries but when adjusted for inequality, the scores experience a drastic fall of almost 27 percent against a world average of 20 percent. What explains India’s dismal performance on the inequality front? Why don’t other developing countries face a similar problem? To put it simply, economic growth in India has not been inclusive enough. All the hype about the country’s fast-paced economic growth has not percolated down through the economy. The recently-released Social Progress Index can provide an explanation on why that is so. The Index, which measures the extent to which a country can provide for the social and environmental needs of its citizens, ranks India at 101; a position it had achieved as early as 2014. India is the worst performer among all the BRICS countries and performs poorly than quite a few other developing countries like Thailand, Sri Lanka, Philippines and Indonesia as well. The country’s abysmal performance on social and environmental aspects can explain its widening inequality to a large extent. To first put things in perspective, the countries which are performing better on the Social Progress Index are managing to do so irrespective of their economic heft; that is, even economies that are poorer than India have ranked higher. But they have made it possible to have broad-based public participation in economic expansion by pursuing policies which allow for extensive schooling, higher literacy,

better healthcare, widespread land reforms and greater gender parity. The only way to maximise the gains in poverty reduction for an economy is to make it more participatory, which is not easy to achieve if the webs of social barriers are not broken down through such policies. Economic advancement cannot be equitable if social opportunities are not enhanced on a wider basis. China offers the perfect case in point for how a large economy can achieve equitable growth on a sustained basis. China was at the same economic level as India around 1980 when it undertook market reforms. At the same time, the country made investments in improving its basic education and health standards. When China soon became an exportled economy, the products did not particularly require highly skilled labour, but schooled and literate population nevertheless. The production of such basic manufactures for the world markets requires adherence to certain specifications and quality controls where good school education comes in handy. A healthy workforce is also imperative to ensure that economic schedules are not marred by illnesses and intermittent absences and that adequate productivity is maintained. Thus, basic education, good health and decent environment are not only valuable constituent elements of quality of life themselves but can also aid in driving economic

successes of the standard kind in a more equitable manner. India has missed the bus on that front. Surely it can continue to achieve high rates of growth with the rather limited bouquet of social opportunities that exist currently. In fact, a lot of complacency arises from the achievement of high growth rates on an aggregate level. But a status quo would only continue to widen the disparity across society that has already reached concerning levels. Most of India’s growth arises from industries which make excessive use of its historic accomplishments in higher education and technical training. The fruits of such a growth, therefore, are skewed on the wrong side of the income spectrum. The problem with the inequality debate in India is that it is often argued that since poverty has dramatically declined in the country postreforms, the trend of rising inequality should not concern policy-makers as it is a small price to pay. But, the fact that India is an outlier in terms of inequality among all developing countries, except an oligarchic Russia, should raise the alarm bells. Most importantly, if there exists a way where the gains from existing growth can be more equitably distributed, clearly that is the Pareto optimal path of development and worth striving for. NEW DELHI, OCT 25 (PTI): In a relief to Aam Admi Party (AAP), President Ram Nath Kovind has rejected a petition to disqualify 27 of its Delhi MLAs for allegedly holding office of profit by being appointed as chairpersons of Rogi Kalyan Samitis attached to various city government hospitals. The President signed the order on October 15 dismissing the plea based on an opinion given by the Election Commission (EC) on July 10. The EC had found no merit in the plea, moved on June 21, 2016 by Vibhor Anand, which had claimed that the 27 AAP MLAs were in a position to “interfere” in a day-to-day administration of these hospitals and hence held office of profit. The petition had also claimed that in May, 2015 the Delhi health minister had issued directions to all government hospitals to provide office space to chairperson of the committee, which also attracted provision of the office of profit law. “It is observed that the office of chairperson in Rogi Kalyan Samitis (Patient Welfare Committees) in hospitals of government of National Capital Territory of Delhi falls under the exempted category as per item 14 of the Schedule of the Delhi Members of Legislative Assembly (Removal of Disqualification) Act, 1997, and therefore this Commission opines that the respondents are not disqualified for holding Office of Profit,” the EC had said in its opinion rendered to the President.

CHENNAI, Oct 25 (PTI): The ruling AIADMK in Tamil Nadu Thursday hailed the Madras High Court verdict upholding the disqualification of 18 party MLAs saying it was a “just order.” Party spokesperson P Valarmathi expressed joy over the verdict and said the K Palaniswami government has now proved its ‘stability.’ “We are very happy...this is a just order,” Valarmathi told PTI. When asked about the disqualified MLAs’ plea to hold by-elections in their constituencies, she said the AIADMK was ready and expressed confidence that the ruling party will emerge victorious in all the 20 seats.Besides the constituencies of the disqualified MLAs, the Tiruvarur and Thiruparankundram seats had fallen vacant following the death of late DMK chief M Karunanidhi and AIADMK’s A K Bose respectively. Justice M Sathyanarayanan had earlier Thursday upheld the June 14 order of the then Chief Justice disqualifying the 18 rebel AIADMK MLAs, in a huge relief to the Palaniswami government. The 18 MLAs were disqualified on September 18 last year under the antidefection law after they met the Governor and expressed loss of confidence in the Chief Minister.

Ray said India has different varieties of teas, including the Darjeeling and Sikkim tea. “China is a very traditional tea drinking nation... they have a very long history of drinking tea expanding to thousands of years,” he said, adding that “our teas are new but our varieties are more”. Similarly, exports of Chinese green tea varieties to India were also growing. He said India last year has exported 251 million kilograms of tea. This included Russia (50 million kilograms). The Chinese tea business representative reacted positively to India’s pitch for tea exports to China. Silver, however, remained weak and fell by Rs 130 to Rs 39,600 per kg due to slackened demand from industrial units. Bullion traders said sentiments also got a boost on firming trend in overseas where gold traded at over three-month high as the dollar eased and equities slumped. Besides, weakness in the local currency also added to investor sentiments. Globally, gold was trading at USD 1,234.20 an ounce in Singapore Thursday.

He said the National Digital Communications Policy, like the previous telecom policy, clearly acknowledged that revenue maximisation was not the objective. “There is also one overarching objective of previous policy and also enshrined in NDCP that revenue maximisation is not the objective...Then why operators and Department of Telecom are under litigation for revenue maximisation.” The industry, he noted, was being taxed “like tobacco industries” and emphasised that the issue needed to be resolved at the earliest.

Beijing, Oct 25 (PTI): India made a strong pitch to expand its steadily growing market for black tea in China by organising a tea promotion campaign that officials say would help in scaling up the tea trade between the two countries. People in China, where tea originated, mainly consumes green teas without milk unlike black Indian tea. The Indian Embassy here in association with the Tea Board of India and China Tea Marketing Association held the Indian tea promotion event here from October 23-25. During the event, top tea buyers and sellers from both the countries met and interacted over the prospects of scaling up tea trade between the two countries. Anil Kumar Ray, Deputy Chairman of the Tea Board of India, the leading Indian tea delegation, told the media on Tuesday that India last year exported about nine million tonnes of tea which constituted about 30 per cent of China’s imports. New Delhi, Oct 25 (PTI): Commerce and Industry Minister Suresh Prabhu sent a letter to all chief ministers, asking them to form a set of guidelines and prioritise prefernce to locally-made goods in public procurement and promote the manufacturing sector. In his letter to chief ministers of all states, Prabhu said that giving preference to domestic manufactured goods will not only give a big boost to domestic manufacturing of goods and provision of supplies, but also lead to growth in employment and income. “I would like to once again stress upon the need for undertaking similar policy measures at state level and formulate appropriate guidelines for providing preference to locally manufactured goods in public procurement to provide impetus to local manufacturing,” the letter said. Gareth Southgate’s side swap places with Uruguay after an unbeaten October in the UEFA Nations League where they claimed an impressive 3-2 win over Spain and drew with World Cup finalists Croatia. National Sports Stadium for differently-abled Correspondent

Shillong, Oct 25: Union Minister for Social Justice and Empowerment, Thaawarchand Gehlot on Thursday announced the construction of the international standard for differently-abled in Shillong. The stadium, one of the five National Sports Stadiums of international standard for differently-abled sportspersons, is estimated at the cost of over Rs 200 crore, he said at the Samajik Adhikarita Shivir, for the differently abled person under the Assistance to Disabled Person scheme here. Gehlot also announced that the central government will also set up a Composite Regional Centre in the state. The Union Minister said that the Ministry intends to set up national sports stadium in five states across the country for the

differently abled and Meghalaya is one of the states. Gehlot said that this was decided after the Chief Minister of the State approached him with a proposal and also that he will provide 50 acres of land for the same. He said that the De-

tailed Project Report will be prepared very soon and that the stadium, which will be of international standard, should come up before National Games 2022 in Meghalaya. Moreover, he said that this will also enable the state to host Olympics for the

differently-abled. Meghalaya Chief Minister Conrad Sangma said, that the idea of setting up a stadium started three to four months back when he had met the Minister and discussed an array of issues and received good response and support.

Guwahati, Oct 25 (Agencies): NorthEast United FC did well to stave off Jamshedpur FC at Guwahati’s Indira Gandhi Athletic Stadium to a 1-1 draw after going being reduced to 10 men at the stroke of half-time, Business Standard reported. Things started brightly for NorthEast after in-form striker Bartholomew Ogbeche put ahead in the 20th minute. The Nigerian striker capitalised on chaos inside the Jamshedpur box to skilfully make space for himself with a good first-touch then poke home his fifth goal of the season. Ogbeche had an opportunity to double his team’s lead in the 27th minute when Gallego sent in a fast longball inside the ball where the Nigerian helped the shot on its way but it narrowly missed the target. Jamshedpur did grow

into the game and especially dominated the play in the middle of the park but visibly lacked teeth in the final third.
