Const bench to hear Aadhaar case

NEW DELHI, OCT 30 (IANS): The Supreme Court on Monday said a five-judge constitution bench would hear a batch of petitions challenging the validity of the Aadhaar law on charges of being intrusive and violating the right to privacy. The top court also pulled up the West Bengal government for directly approaching it against the central government’s move to make Aadhaar mandatory for availing benefits under social welfare schemes. A bench headed by Chief Justice Dipak Misra and Justice A.M. Khanwilkar and Justice D.Y. Chandrachud said the hearing on the petitions challenging the government move would take place in the last week of November. The court said this after Attorney General K.K. Venugopal told the bench that the government had filed a detailed affidavit refuting all the allegations on expanding the area under Aadhaar linkage. Asking the court not to issue any further interim orders, Venugopal said the government was ready to argue and the court, if

deemed fit, could set up a constitution bench to decide on the various Aadhaar petitions. He said the government had already issued more than 100 orders and notifications to address the glitches in the implementation of Aadhaar. The gover nment counsel also told the court that fake reports were being spread about Aadhaar linking, including how the unique ID was being made compulsory for CBSE students to appear in Class 10 and 12 exams. As court said that the challenge to Aadhaar law would be heard by the five judges constitution bench, the issue of extending the deadline for linking Aadhaar with bank accounts, PAN, mobile numbers and other schemes for those who don’t have the unique identification number is now on the backburner. The issue is not there, as the court is hearing the matter in the last week of November, the Attorney General said. The existing deadline is up to December 31. KOHIMA, OCT 30 (NPN): Landslide triggered by incessant rain near Meriema village, between IG stadium and National Institute of Electronics and Information Technology (NIELIT) Kohima junction, on Monday morning has totally cut off the national highway-2 (Kohima-Wokha road). According to Kohima traffic police, the landslide and sinking occurred in two places at the same spot affecting vehicular movement. However, the traffic has been diverted towards new secretariat via NIELIT junction. Meanwhile, Chief Engineer (NH) has advised travellers to take the detour through civil secretariat till the road was cleared. CE said the department has deployed the required machineries but was unable to clear it by late evening due to continuing mudslides.

KOHIMA/DIMAPUR, OCT 30 (NPN): As announced on October 16 last, the Kandi Public Union (KPU) would launch its phase-I agitation by imposing total bandh on NH-2 starting from October 31, 6am to midnight of November 1, 2017. KUP’s 48-hour bandh call comes in protest against the state government’s failure to respond to its 15- day ultimatum that demanded construction of BDO office building at Chunlikha RD block, which was inaugurated on February 29, 2012. In a press release, KPU public & information secretary, Khiyalo Kez, pointed out that the union had submitted a number of representations to the government in connection to the construction of BDO Office building. Further, the union stated that an ultimatum was served on the state government on October 6,

In a press release, CMO media cell stated that the issue was discussed at a meeting convened to discuss and improvise activities for the upcoming ‘Festival of Festivals’ on Monday at State Banquet Hall, which was chaired by state chief minister, TR Zeliang. CMO also informed that the government was also likely to cut down the duration of 10-day annual Hornbill Festival to seven-day event starting from 2018. It stated that this year’s Hornbill Festival would be a plastic-free event where only the use of paper bags and recyclable materials would be permitted.

DIMAPUR, OCT 30 (NPN): In connection with the “mega revival” being organised by Ao Baptist Arogo Mungdang (ABAM) at Imkongmeren Sports Complex, Mokokchung, from November 1-3, 2017, the Mokokchung Chamber of Commerce & Industry (MCCI) has requested all businesses to remain closed during the service hours on November 2 and 3, 2017 from 10am to 12noon and from 4pm onwards. In a press release, MCCI president, Tsukti Longkumer, and general secretary, Limalenden Longkumer, said the request was being made following an appeal by the organisers that “all shops remain closed during the service timing so as to enable the people to attend the said programme.” MCCI has therefore requested all the local traders to honour the request of the organisers. It also requested non-local traders to comply as a token of sharing solidarity with the organisers.

NEW DELHI, OCT 30 (IANS): Congress on Monday said it will observe November 8 as “Black Day” with country-wide protests against demonetisation with the theme “Bhugat Raha hai desh” (the country is suffering) and will not rest till “inherent flaws” in the Goods and Services Tax (GST) are resolved. The party said the people of the country will never pardon BJP and PM Narendra Modi will go down in India’s history alongside Muhammad Bin Tughlak for the “gross misadventure” of demonetisation that wreaked havoc with India’s economy. The party made the announcement after a meeting of its general secretaries which was presided over by Rahul Gandhi. In another meeting on GST, Rahul Gandhi, former PM Manmohan Singh along with P. Chidambaram and Jairam Ramesh and finance ministers of Congress-ruled states examined the “mess created by Modi government on account of inherent flaws in the design, architecture and rates of the GST”.

KOHIMA, OCT 30 (NPN): Leader of NPF Legislature Party, Kuzholuzo (Azo) Nienu, MLA has thrown a challenge on the government to come out open on what kind of action government has initiated against the various scams like PDS, fuel adulteration and Pillai’s case etc. Speaking at the 6th day of the sit-in protest organized by NPF Central youth wing at civil secretariat Kohima, Azo accused the government of talking big about good governance but with ‘nil action’. He accused the NLA speaker of not taking up the disqualification case even after a lapse of more than three months which, as per convention, was supposed to be completed within 20 days. Azo further asserted that the speaker had “nothing to say on whip issue” as the chief minister himself declared in affidavit that “whip was appointed by the party”. He said the party and members do not need any justifica-

tion, but if the dissidents were bold enough, they should invite them (members with Dr. Shürhozelie) and discuss the issue. He however said that their silence revealed they were “disturbed”. Further, Azo maintained that if the rivals were confident of claiming the cock symbol, they would not have filed petition to ECI for review. “They are contradicting their own statement,” he added. KOHIMA, OCT 30 (NPN): Vigilance Commissioner K.T Sukhalu, (Retd) IAS maintained that the judiciary should be given more independence so as to be proactive on issues related with corruption while the law and order machinery should be given freedom to function without political interference. Sukhalu said this during the observance of Vigilance Week by the Nagaland State Vigilance Commission under the theme “My Vision-Corruption Free India” at the SVC directorate Monday. Sukhalu suggested that special courts should be set up to take up corruption issues and speedy trails should be held. He pointed out that since government was the single biggest employer and service provider in the state, corruption within its rank automatically translated into a society’s wide problem. Land resources deptt. visits coffee farm ANCSU biennial conference 463 girl cadets attend NCC camp DIMAPUR: Department of Land Resources (LRD) visited coffee farms on October 26 at Litami New and Old and Phushumi villages under VK area, Zunheboto district. The purpose of the visit was to get first hand information about the progress of coffee cultivation since the LRD has been appointed as the nodal department for coffee. The LRD officers under the leadership of its secretary, Y. Kikheto Sema interacted with the farmers and listened to the problems faced by them in the farming process. According to the press release, LRD District Project Officer (DPO) Zunheboto, Vikugha farmers

revealed that the yielding was lesser compared to earlier years to which the LRD officers explained that it was due to the global climate change and the problem of root rotting fungal infections and stemborer pest infestations. However, the farmers were told that the department was minutely studying the problem and gave some tips to handle the diseases. Secretary, Kikheto informed the farmers that an MoU has been signed with a South African firm which will buy the products from the farmers on the spot at the same rate of New York and London Stock Exchange. During the course of the interaction, secretary

also informed that the Coffee Board of India (CBI) had agreed to provide assistance to the coffee farmers for the initial two years for maintenance. During the visit at Litami New village, the LRD officers also incidentally met a team of students from Mewar University, Rajasthan who were on a three-month field visit to the coffee farm. He said that the payment for these journals was either borne by authors or their institutions. The speaker also gave insights on different characteristics in publications of “open access journals”. He further discussed about mega journal, video journal and wiki journal,

which gave birth to data journal. The latest in the development is a repository of papers from which journals will select and provide link in Overlay Journal. The talk was followed by discussions and questions from participants. Earlier, rapporteur of the programme was executive secretary of NSA, KK. Loung Nathan while the session was chaired by professor of library and information science, IGNOU, New Delhi, professor Jaideep Sharma. Election observer meets officials, pol parties in Mon

Mon, Oct 30 (NPN): Election observer for Pughoboto and Mon, Imjung M Panger secretary to the government of Nagaland, on Monday held a meeting with AEROs/supervisors/Booth Level Officers (BLOs) of 46-Mon town A/C and political parties of Mon district. At the meeting, he urged upon the election officials to be careful and sincere in discharging their duties. He also urged the political parties to assist the ECI by convincing the public to file accurate details. Further, the observer informed that the periods for claims and objections have been further extended till November 30, 2017 and that BLOs’ have been asked to visit house to house as special drive from November 15 to 30. Meanwhile, during the discussion hour, DC Mon W.Honje Konyak emphasized that the BLOs should physically verify the electors, who were above 80 years of age and strictly adhere to the guidelines of the ECI by using the format issued by the ECI, while filling their details. He also suggested that the BLOs to make correction, if necessary.

DIMAPUR: A one-day training-cum-orientation programme for District Task Force (DTF) on child labour was held on October 30, at DC conference hall, Dimapur. During the meeting, the members have also decided to appoint a rescue team consisting of five members headed by SDO(C) Dimapur for implementation of the action plan.

Organized by the Department of Labour, the resource person project officer, Yanger Aier, spoke on the various protocols on prevention, rescue, repatriation and rehabilitation of trafficked and migrant child and adolescent labour. Nodal director CHILDLINE, Subonenba Longkumer delivered power point presentation on the scenario of child protection issues in Nagaland with

special reference to Dimapur and Kohima. He also presented case studies on child labour intervened by CHILDLINE. The programme was chaired by DC Dimapur, Kesonyu Yhome. He acknowledged the crucial role of the task force and urged the members to be pro active and contribute so that task force would effectively execute the responsibility.

At such a critical time, we in Tripura, within our limited power, are trying to show an alternative way but they are trying to throttle our voice,” said Sarkar. He further added: “In MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) implementation, we stood first four times during the last five years in India, last year our position was second. While we implemented men days work for 78, 80, 82, 92 days in a year while the national average was just 42, 45 or 46 men days work. Is it a crime

Tushar opposes Mahatma assassination re-probe

New Delhi, Oct 30 (IANS): Mahatma Gandhi’s great-grandson Tushar Gandhi on Monday opposed any re-investigation into the assassination of the Father of the Nation but the Supreme Court questioned his locus standi. The quer y from a bench headed by Justice S.A. Bobde came as senior counsel Indira Jaising told the court that she was seeking to intervene on behalf of the Mahatma’s greatgrandson. Jaising questioned the locus standi of the petitioner Pankaj Kumudchandra Phadnis seeking the reinvestigation citing some new material. Jaising said the assassination of Mahatma Gandhi cannot be re-investigated after 70 years. She said that this was a basic criminal law. She also said she would address the court on the locus of Tushar Gandhi on the next date of hearing. The court adjourned the hearing by four weeks as amicus curiae Amrendra Sharan told the court he has got some documents from the National Archives but not the entire lot. Sharan told the court that he would submit a report that will put quietus to the whole issue. After the top court questioned his locus standi,

My Locus Standi, Supreme Court, please note,” he posted in another tweet. The top court in the last hearing on October 6 had appointed senior counsel Sharan as amicus curiae

to examine the material produced by Phadnis to ascertain whether there was need for further inquiry into the larger conspiracy behind the assassination of Mahatma Gandhi. Phadnis has moved the top court challenging the Bombay High Court’s June 6, 2016 order junking his plea for fresh inquiry into the larger conspiracy behind the assassination of Mahatma Gandhi in the wake of fresh evidence that has surfaced now. Pointing fingers at the British Secret Service Force, the petitioner said that the Indian Ambassador to USSR was informed in February 1948 that the British had organized the murder of Mahatma Gandhi. He also said he has come across evidence of a sinister British secret service Force 136 that had authorization to murder iconic freedom fighter Subhas Chandra Bose. Describing the investigation into the assassination of Mahatma Gandhi as the biggest cover-up in Indian history, Phadnis in his petition has said that “The blame on Marathi people in general and Veer Savarkar in particular for being the cause of the death of Mahatma has no basis in law and facts.”

national VRS: UP to forcibly retire 250 PWD engineers under Lu c k now, O c t 3 0 (IANS): In one of the biggest action towards weeding out graft, the Uttar Pradesh government has identified 250 engineers, officials, employees of the Public Works Department (PWD) to be forcibly retired under the Voluntary Retirement Scheme (VRS), an official said on Monday. The action is in keeping with the Yogi Adityanath government maintaining it will have a zero tolerance policy towards corruption, a senior official said. The list of PWD employees identified for VRS include junior engineers, executive engineers and assistant engineers. The list would soon be made public. Officials said probe against the errant officials has been completed by the department and the file is with the office of the Chief Minister. At least 392 PWD engineers have been screened of whom charges against three have been established and they have been forcibly retired already, the official said. A total of 351 assistant engineers have also been screened of whom 78 have been charged and all have been retired. Of the 151 other engineers, 116 have been sacked under the VRS.

SC adjourns hearings on J&K’s special status for 12 weeks New Delhi, Oct 30 (AGENCIES): The Centre on Monday bought time from the Supreme Court hearing petitions challenging special status to Jammu and Kashmir, saying it has appointed an interlocutor to commence dialogue with stakeholders in the restive State. Appearing before a Bench led by Chief Justice Dipak Misra, Attorney General K.K. Venugopal said the court should adjourn the hearing on the petitions against Article 35A of the Constitution by six months. The court settled for 12 weeks in its order. It initially said eight weeks, but added one more month on the request of Venugopal. “The interlocutor has already commenced talks with stakeholders. If the court continues to hear this case, it will affect the dia-

logue process,” Venugopal submitted. Article 35A is a provision incorporated in the Indian Constitution giving the Jammu and Kashmir State Legislature a carte blanche to decide who all are the ‘permanent residents’ of the State and grant them special right and privileges in State public sector jobs, acquisition of property within the State, scholarships and other public aid and welfare programmes. The provision mandates that no act of the State legislature coming under the ambit of Article 35A can be challenged for violating the Indian Constitution or any other law of the land. Article 35A was incorporated into the Indian Constitution in 1954 by an order of President Rajendra Prasad on the advice of the Jawaharlal Nehru Cabinet. The controversial Constitu-

tion (Application to Jammu and Kashmir) Order of 1954 followed the 1952 Delhi Agreement entered into between Nehru and Sheikh Abdullah extending Indian citizenship to the ‘State subjects’ of Jammu and Kashmir. The Presidential Order was issued under Article 370 (1) (d) of the Indian Constitution. This provi-

sion allows the President to make certain “exceptions and modifications” to the Indian Constitution for the benefit of ‘State subjects’ of Jammu and Kashmir. So Article 35A was added to the Constitution as a testimony of the special consideration the Indian government accorded the ‘permanent residents’ of Jammu and Kashmir.

To get back on track

W

hat is actually the economic policy of the government of Nagaland with regard to its much hyped vision(s) which were spelt out by successive government during the past decades or more specifically by those who are called babus (bureaucrats)? Nagaland has no industrial economy despite the hype over raw material-based local units which used to be the theme for rapid industrialisation during the 70s till the 80s. Then several hundred crore rupees were provided as subsidies and incentives to small scale units through the decades. The fallacy of industrial policies and incentives is that they had tended to benefit not the industries but the so-called industrialists. Bureaucratic planners tinkering with socio-economic through populist rhetoric need to realise that a little knowledge makes less economic or social sense and more nonsense. Among the pressing problems of a small state that is home to almost every Naga tribe, which boasts of a high literacy ratio and rapid “growth in education” is too many unemployable youth and dwindling opportunities in all spheres. The short term objectives fashioned for mileage has turned out to be mere symptomatic treatment. The point that needs to be highlighted is that since the seventies and till today, development of entrepreneurship has been “implemented” in a variety of ways by the state government. At one point of time, perhaps during the mid-80s the “government-sponsored entrepreneurs” had mushroomed so much, that Nagaland was almost as industrialised as Haryana. In this regard, announcement of various programmes supposedly to uplift the economic conditions are essentially more of politics (in the form or populist rhetoric) than on sagacious economics. Today, it is not known as to what has happened to the thousands of “governmentsponsored entrepreneurs” who enjoyed all the subsidies, incentives and other benefits which the policy endowed. The plea of promoting economic development must not lead to creating of a privileged section that only widens economic disparity. Unfortunately, “government-sponsored entrepreneurs” in general, with very few exceptions, have not been able to do without “assistance”. On the other hand, truth is that most self-promoted entrepreneurs in Nagaland, past and present, rose up through their own individual efforts, without any government help in any manner. These self made entrepreneurs have made great impact on the state and its economy. That is the reality that makes the vast difference between “governmentsponsored entrepreneurs” and self-made genuine entrepreneurs. Even in the case of skill development, so far, most of those who were benefited through government assistance, have not made much headway. Economic venture in today’s context is private entrepreneurship with the government playing the role of a catalyst in framing relevant and useful policies on taxes etc. Gone are the days of government subsidies and ‘development of entrepreneurship’. Most importantly, the first and foremost responsibility of the government is to provide efficient power supply and also an environment where extortionists and anti-social elements are not tolerated and seriously dealt with. Unless the prevalent practice of corruption, nepotism and tribalism in the government and anti-social activities at the social levels are dealt with, there can be no genuine and free enterprise. Yet faith must be tested and tried before it becomes real in your life. “We know that all things work together for good…” (Romans 8:28) so that no matter what happens, the transforming power of God’s providence transforms perfect faith into reality. Faith always works in a personal way, because the purpose of God is to see that perfect faith is made real in His children. For every detail of common sense in life, there is a truth God has revealed by which we can prove in our practical experience what we believe God to be. Faith is a tremendously active principle that always puts Jesus Christ first. The life of faith says, “Lord, You have said it, it appears to be irrational, but I’m going to step out boldly, trusting in Your Word” (for example, see Matthew 6:33). Turning intellectual faith into our personal possession is always a fight, not just sometimes. God brings us into particular circumstances to educate our faith, because the nature of faith is to make the object of our faith very real to us. Until we know Jesus, God is merely a concept, and we can’t have faith in Him. But once we hear Jesus say, “He who has seen Me has seen the Father” (John 14:9) we immediately have something that is real, and our faith is limitless. Is Modi serious about black money?

T

he Bhartiya Janata Party (BJP) led National Democratic Alliance (NDA) government will celebrate November 8, as the anti-black money day. On November 8, last year, the Narendra Modi government had demonetised Rs 500 and Rs 1,000 notes. This was seen as an attack on the huge amount of black money in the Indian financial system. In the end, it turned out to be a legal money laundering scheme and nothing else. After demonetisation, the Prime Minister Modi has continued to maintain a stance against black money in almost all his public posturing. All this posturing reminds me of a line from the Salman Khan starrer Wanted: “Ek baar jo maine commitment kar di, phir main apne aap ki bhi nahi suntan (Once I have committed to something, then I don’t even listen to myself). Nevertheless, how serious is the Modi government and the prime minis-

ter himself about tackling the black money menace? Recently, the prime minister was in Gujarat and in a bid to reach out to the traders who have conventionally supported the BJP in the state, over the few decades, he said: “In the last few months, 27 lakh additional people have registered themselves for this indirect tax [I.E. THE GOODS AND SERVICES TAX]...No businessmen wants to indulge in tax evasion. But tax rules, system, tax officials and even politicians are forcing them to do it...I know, that those who are joining have fear that their past records will be checked. I assure you that no tax officials will be allowed to open past records of those who want to come in the mainstream.” What is the prime minister saying here: A bunch of people have been afraid of coming on to the Goods and Services Tax system because the declarations they make now and in the months to come, will give the government a good idea about the kind of money

they were making in the past. The government also has the details on the kind of tax they have paid in the past [IF AT ALL ANY]. Hence, it is clearly in a position to estimate the total amount of taxes that were not paid in the past. The prime minister was simply trying to Vivek assure the people of the state of Gujarat that the past records will not be checked and they won’t get tax demands from the government. This assurance raises a number of questions: a) Does the law of the land change, simply because there is an assembly election in the state? b) Is the commitment to eliminating the black money menace limited to only those states and only those times, when there are no assembly elections happening? c) Also, does this mean that tax officials are supposed to turn a blind eye to the past shenanigans of people who should have paid tax, and haven’t, be-

cause the prime minister has made an assurance during the course of an election speech? I have always maintained in my writing that Prime Minister Modi and the BJP aren’t serious about eliminating the menace of black money. The voters like to hear such things and the politicians are giving it to them. Let me explain this point in a little more detail. You and I have been getting emails and smses almost every day asking us to link our Aadhaar card to our bank accounts. We have also been getting smses asking us to link our Aadhaar card to our mobile numbers. It is almost impossible to carry out any transaction with the government without an Aadhaar card. At the same time, no

identification is needed to donate money to a political party. Why is that the case? Why can’t the Aadhaar card be linked to every donation made to a political party as well. What is stopping the government from doing that? Almost everyone has an Aadhar card now. If the idea is to eliminate black money, why aren’t donations to political parties linked to Aadhar. In fact, to take this argument even further, why are political parties allowed to collect donations in cash, in this day and age. If the idea is to encourage digital transactions, why can’t PM Modi and the BJP, set an example on this front and ensure that the BJP takes only digital donations. A lot of the donation to the political parties at the state level comes from the builders and the real estate companies. Because these donations are made in cash, builders need to carry out a part of their real estate transactions in cash as well. (This is not to say that all the cash that they

collect is handed over to politicians unless of course the builder is a politician himself). To conclude, there is enough evidence to suggest that PM Modi and the BJP are not serious about tackling the black money menace. If they were they would first start with genuinely reforming political donations. And this leads me to believe that tackling the black money menace, like many other things, is just another talking point for PM Modi and the BJP. (This was just a glimpse. t is said that we make our own history; that history is made. This adage seems appropriate if we are to think of the future path our society ought to take. But before I go any further, I would like to clarify what I mean by the term ‘youth.’ By “youths,” I am here referring to those below the age of 30, for anyone above this age is already a mature person (certainly our society’s copious students’ organizations and federations are filled with old, immature, parochial individuals who are way past the glorious days of their youth and are more or less the minions of presentday politicians and political parties). Dear students, History must be made; it must be made anew every generation. Your generation cannot dwell in the past of the old generation. You must make your own history. The history of the past, no doubt, ought to be appreciated, but it should not be at the cost of holding your generation back, for the society has changed so much and so has the societal—social, cultural, economic, and political—realities in which you live. The old norms, values, beliefs, and principles should no longer resonate with your generation for they are the residuals of a past primitive society that is no longer in sync with realities of this highly globalized, highly advanced world. Your generation needs to move away from our society’s tendencies to blindly submit to our past history and willfully dance to the tunes of our tribal and political masters without questioning and raising our voices even when we know that they are wrong. Such propensities, implicitly, will hold you prisoner to the past, thus hindering you from making your own history. Sure, the existing societal conditions have much influence on our behaviour— whether we are good or bad, deceitful or honest, courageous or cowardly, etc. This is why we can surely appreciate the fact that people in Nagaland are not naturally inclined to be corrupt, immoral, deceitful, resentful, wicked, tribal, etc.; rather the prevailing societal environment makes us behave in such manners. The existing circumstances in our society are such that it turns good people bad. Indeed, most people in our society are good; it is the society in which we live that compels us to do things which we would not otherwise do. However, it is

lcoholism is one of the reasons for continued poverty despite decades of developmental efforts. It is an unmitigated evil and the root cause of many other social evils. The long queues in front of liquor outlet in the different parts of country are indeed a serious concern. The tacit support extended by the political fraternity and, by extension, the government machinery is equally worrisome. The States are systematically destroying families for monetary gains. It is ironical that on the one hand, the States manufacture and vend alcohol and, on the other, offer health insurance cover. Filling the coffers, not employment generation, seems to be the driving force behind the government’s policy. Governments cite revenue loss as a major impediment to total prohibition. And they argue that they run the business to generate revenue for welfare measures. Liquor brings in crores of rupees to the treasury. Excise on retail liquor adds to the State’s coffers. Issuing of licences for bars fills up the personal coffers of local administrators. Besides, intermittent appeasements are doled out to officials in various departments by retailers and bars to keep the business running. Governments justify their patronage to the alcohol industry by saying it generates revenue and provides employment opportunities. Drinking changes the behavioural pattern of the working classes and brings down the quality of production. It also ruins their families and comes in the way of educating their children. The quality of population is important in human resource development. It is painful to see that smoking, along with drinking, has caught the fancy of teenagers. If this menace becomes a national hobby, it will halt the human resource development. The burden of

drinking menace is borne by the women belonging to the poor sections. They are forced to render hard labour to compensate for the non-availability of men’s income. Most often, their hardearned money, too, is snatched away by their men folk for liquor. The States are responsible for the welfare of society, and no welfare measure can be complete without addressing the problem of alcoholism. If the governments really have the requisite political will, prohibition can be implemented and alternative sources of revenue worked out. Governments must realise that they are abdicating their moral responsibility for filling their coffers. Governments should ban the production of alcohol if they consider the elimination of poverty and bankruptcy an act of patriotism. As a first step, the governments should reduce the working hours of retail liquor outlets and announce dry days before and after any religious festival so that people can spend more on their families. But the key question that needs to be answered is –will prohibition reduce alcohol consumption? Despite the best efforts of Governments, prohibition –related offences-particularly illicit distillation, bootlegging, arrack and hooch tragedies- are bound to occur, and this is where public commitment, participation and vigilance are called for. For example, Bihar, Nagaland and other states that are dry-states. A law will not weed out the problem; nor will the declaration of dry days. Cong to hold nationwide protests to mark note ban anniversary

New Delhi, Oct 30 (IANS): The Congress on Monday said it will observe November 8 as “Black Day” with country-wide protests against demonetisation with the theme “Bhugat Raha hai desh” (the country is suffering) and will not rest till “inherent flaws” in the Goods and Services Tax (GST) are resolved. The party said the people of the country will never pardon the BJP and Prime Minister Narendra Modi will go down in India’s history alongside Muhammad Bin Tughlak for the “gross misadventure” of demonetisation that wreaked havoc with India’s economy. The party made the announcement after a meeting of its General Secretaries which was presided over by Vice President Rahul Gandhi. In another meeting on GST, Rahul Gandhi,

At a meeting on GST at the AICC headquarters, Singh raised concerns over the faulty implemetation of GST. “While demonetisation was organised loot and legalised plunder, GST has ended up taking away livelihoods of ordinary people besides shutting down businesses,” Congress spokesperson Randeep Singh Surjewala quoted Singh as saying. Currently, businesses with turnover of up to Rs 1.5 crore are allowed to file returns and pay taxes every quarter. It also suggested further simplification in return filing process, HSN Code and invoice matching. The major recommendation of the GoM includes slashing tax rate to 1 percent for manufacturers and restaurants while easing norms for traders opting for it. Manufacturers and restaurants with turnover of up to Rs 1 crore pay GST under the composition scheme at 2 percent and 5 percent, respectively. The same for traders is 1 percent. It also suggested doing away with the tax rate distinction between AC and non-AC restaurants, those which are not covered under the composition scheme, and tax them at 12 percent with input credit.

New Delhi, Oct 30 (PTI): Maximum retail price of goods must include the GST component to effectively address consumer complaints that some retailers charge the new indirect tax on MRP of products, a high-level panel of state finance ministers has recommended. The group of ministers, headed by Assam Finance Minister Himanta Biswa Sarma, has in its recommendation to the GST Council on easing compliance burden on small and medium enterprises suggested that the government make it amply clear in the present law that MRP is the maximum price of a product to be sold in retail and charging anything above this is an offence. This rule, sources said, must be applicable to establishments like restaurants, eateries and malls that sell packaged goods such as bottled beverages which already carry an MRP, but at some places, a GST is charged over and above that MRP.

There were over 176,000 lightning strikes overnight - with more expected on Monday. Queensland’s bureau of Meteorology has warned of more “severe thunderstorms”, “damaging winds and large hailstones”. The storm damaged a number of houses and left thousands without power. The turbulent weather had photographers and storm chasers glued to the skies, with many capturing stunning shots of the lightning strikes. “The sky was electric for hours, certainly more than usual storms,” Brisbane photographer Steph Doyle told the BBC. “It would erupt in bursts, lighting up the entire sky, then calming momentarily before continuing the electric display.” Local energy provider Energexx said more than 4,000 homes were left without power as a result of the storms.

Islamabad, Oct 30 (IANS): A newly-wed woman, who allegedly poisoned milk in a bid to kill her husband, caused the death of 13 of her in-laws in Punjab province in Pakistan after they drank the milk when it mixed in ‘lassi’, it was reported on Monday. The incident in Daulat Pur in Muzaffargarh area had been shrouded in mystery when it was reported two days ago that the family members had died after accidental intake of intoxicated beverage, the Nation reported. However, police said the woman, identified as Aasia, had confessed to poisoning milk. Aasia was reportedly forced into the marriage and had only poisoned the glass of milk meant for her husband Amjad but somehow he did not drink it. The milk was later used to make lassi, which affected 28 people, 13 of whom died because of severe intoxication while 14 are still battling life in a hospital.

Beijing, Oct 30 (IANS): China is set to block a resolution at the UN this week to declare Pakistan-based JeM chief Masood Azhar an international terrorist, frustrating India and the US who want the chief plotter of a deadly attack on Indian military bases punished. After Beijing blocked and put a technical hold on India’s application that lapsed last year, the US in January had put a fresh proposal - backed by France and the UK - to ban Azhar. Beijing again put a technical hold on the proposal till August, only to extend it further for three months. The technical hold expires on Thursday. Chinese Foreign Ministry spokesperson Hua Chunying said the 1267 Committee of the UN Security Council was still in disagreement to approve the application. “As for the listing application by the relevant country, there are disagreements. China put the technical hold to allow more time to deliberate on this matter,” Hua said. “To our regret, the committee so far has yet to reach consensus,” she added. China’s ‘no’ to the US proposal means that a new resolution will have to

hey might be on a break, but One Direction are still making a whole lot of history in the US Billboard charts. The band have just joined the Beatles as the only groups with three members to achieve a solo number one in the US. It comes after Niall Horan topped the charts with his debut, Flicker, which sold 152,000 copies last week (128,000 traditional sales, plus streams). He follows Harry Styles and Zayn Malik to number one, equalling The Beatles’ record, which has stood since 1971. Band mates Louis Tomlinson and Liam Payne have yet to release their solo albums, meaning One Direction could eventually

overtake the Fab Four. Payne, in particular, looks to be guaranteed a number one. His debut single Strip That Down, which was written by Ed Sheeran, is the biggest-selling single by a former One Direction member to date, shifting more than 5 million copies worldwide. As a group, The Beatles scored 19 number ones in the US, and went on to have multiple solo chart-toppers. Paul McCartney was first with his debut solo album, McCartney, which was released a month before the Beatles’ swansong, Let It Be, in 1970. He has the most successful post-Beatles career, with six US number ones in total (including albums

made with Wings). John Lennon had three and George Harrison had two. Ringo Starr is the only member not to hit the top, coming closest in 1973, when his self-titled album reached number two. ans of The Walking Dead were left shocked after last night’s episode saw the reappearance of a character who hadn’t been seen since the end of Season One. In the episode, the second of Season Eight, Rick and Daryl invaded an outpost held by The Saviours, the murderous group of outlaws led by Negan. But it all concluded in dramatic fashion when Rick was held at gunpoint by Morales, a character who was last seen at the end of Season One with his family. After confirming his identity, Morales immediately informed Rick that he had joined Negan’s murderous ranks. “ T h a t wa s a l o n g time ago. It’s over, Rick. I called the Saviours back, and they’re coming”, he dramatically tells Rick as

agazines that feature famous older mums who give birth without referring to fertility treatment can create “highly damaging” misconceptions. Research by the New York University School of Medicine looked at 416 issues of Cosmopolitan, People Magazine and US Weekly from 2010 to 2014. Only two out of 240 celebrities mentioned in the publications were said to have had fertility treatment. The study said “popular media downplays the impact of age on fertility”. Of the 240 famous women featured in the magazines, the majority (56%) were of advanced maternal age - 35 and over. Seven women over the age of 44 were reported as

being pregnant or having had babies with no mention of fertility issues. The study also concluded that popular media “glamorises pregnancy at advanced ages”. Some of the reporting can be assigned to the fact

that many celebrities who get pregnant in their later reproductive years choose not to disclose if they have had fertility treatment or not. But there are stars who have opened up about their struggles, including A-list

he emotions were overwhelming in a fitting farewell to muchloved performer, says our man on the scene. The memorials start even before you get to the Hollywood Bowl. On the freeway off-ramp, there are kids going car to car in the crawling traffic selling somber black T-shirts bearing the legend: ‘Chester Bennington 1976-2017’. Those dates, just 41 years apart, serve as a reminder of just how dangerous we are to ourselves. Chester took his own life, as so many others do. In Britain, suicide remains the single biggest killer of men under 45. Chester touched a lot of lives in his too-few years. Climbing the hill towards the entrance to the Bowl, the longest queue is not to get inside but to get to the memorial wall erected near the gates, where fans are signing their names and leaving messages about the impact the Linkin Park singer had on their lives. It is difficult to get a handle on the tenor of the night. At times the fans are exuberant, sharing happy memories or marvelling at the long journeys people

have made to be here. Other times emotions run high. The opening act DJ Z-Trip chokes on tears as he introduces his final tune ‘Walking Dead’, a song that he and Chester collaborated on. It is the first time in the evening Chester’s voice echoes around the Bowl, but not the last. When Linkin Park appear, greeted by the roar of the capacity 17,500-strong crowd and watched by many more on computer screens and phones around the world, they are fittingly melancholy. With Mike Shinoda centre stage and playing piano, they open with a medley of ‘Robot Boy’, ‘The

Messenger’ and ‘Iridescent’ which segues into ‘Roads Untraveled’, culminating in the poignant final line: “If you need a friend, there’s a seat here alongside me.” After that, before anyone has spoken, the stage lights go dark and on the screens we see old footage of Chester backstage doing vocal warm-ups and a mean Freddie Mercury impression. It’s the first of many sweet, funny candid moments we’re shown on video throughout the night, letting us remember Chester at his happiest and most relaxed, a guy just mucking about with his mates. Mirallas and, surprisingly, Lennon at the break and the change of shape did bring improvement to the side. Despite enjoying more possession and forcing Leicester deeper into their own half, Everton never really looked like getting back into the game, as toothless as ever since selling Romelu Lukaku in the summer to Manchester United. They had a couple of efforts which blazed over the crossbar but never seriously tested Kasper Schmeichel and where the side’s goals are going to come from in future games is a matter of debate. Everton remain in the relegation zone in 18th place and they badly need a positive league result against Watford on home turf next Sunday before the league breaks for the World Cup play-offs. For Puel and Leicester though, things are suddenly looking up.

In the 34th minute of the second half, Chemong netted the goal for Unique Bulls FC but after 3 minutes, Aketo further increased the lead by scoring the 3rd goal for DEF Tuensang. Muguruza, Stephens to contest Brisbane International Young footballers from outside the state to exhibit talents B R I S BA N E , O ct 3 0 (Agencies): Grand Slam champions Garbine Muguruza and Sloane Stephens have been confirmed to play the Brisbane International in January, organisers said Monday. Wimbledon winner and world No. 2 Muguruza and this year’s US Open champion Stephens will join defending champion Karolina Pliskova, ranked three in the world, in a strong women’s field. World No.1 Rafael Nadal and third-ranked Andy Murray are the star drawcards in the men’s event as they prepare for the Australian Open. “Brisbane was the start of a successful season for me in 2017 and it was an easy decision to play again next year,” said Muguruza, who will make her third consecutive appearance in Brisbane. After winning her second Grand Slam title at Wimbledon, Muguruza rose to world No.1 in September and was named the 2017 WTA Player of the Year. Stephens will play in Brisbane for the first time. The tournament runs from December 31 to January 7 with the Australian Open starting in Melbourne on January 15.

DIMAPUR, OCT 30 (NPN): The 23rd edition of late Nyamo Lotha and Daniel Lotha memorial football running trophy (Tokhu Emong football trophy) will witness a host of young footballers from outside the state when the tournament kicks off Tuesday at State Stadium, Dimapur. The tournament is organized by Dimapur Lotha Students Union (DLSU) in memory of late Nyamo and Daniel Lotha. Unlike previous edition, this year, management of teams and clubs have roped in more young footballers from various clubs in Bangalore, Kolkata, Shillong, Guwahati and from other districts. In the opening match, defending champions Kyo n g C o l o n y Yo u t h Club (KCYC) will take on runners-up Lotha Colony Football Club (LCFC). LCFC is taking part for the second time and is all determined to give tough fights. In its first outing, it went down fighting to KCYC in the final.

The main aim of the club was to expose the Lotha youngsters who were playing for other clubs outside the state, said club secretary, Vanjamo Murry. The club has also roped in 14-year old Zuben Yanthan from Guwahati State Sports Academy. He is the youngest player in

this year’s edition. The players were introduced at the launching of the jersey at Lotha Colony, Panchayat Hall on Monday. The jersey was launched with a prayer by associate pastor Lotha Baptist Church Dimapur, Langlongo Yanthan while players were introduced by LFCF co-ordinator Wontsuthung Humtsoe. NEW DELHI, Oct 30 (PTI): The Athletics Federation of India (AFI) suspended Pondicherry, Manipur and Nagaland state athletics bodies for being non-active while Punjab Athletics Association (PAA) was also handed a three-month suspension for skipping the two-day Annual General Meeting of AFI. The AFI general body also unanimously passed a resolution, directing Maharashtra Athletics Association (MAA) to hold fresh elections within a month for remaining absent from the AGM, which was held on Saturday, and poor functioning of the federation affecting development of athletics in the state. “There are no athletics activity in Pondicherry, Manipur and Nagaland and despite telling these state affiliates many times to start development and promotion of athletics, nothing has been done by them. Punjab is also suspended for remaining absent from the AGM and

there were lot of complaints from athletes and coaches the way North Zone meet was conducted in Tarantaran by the PAA on 14-15 October 2017,” the AFI president Adille Sumariwalla said in a statement. “However, young athletes from districts will be allowed to participate in the National Inter-District Junior Athletics Meet, our flagship developmental program, to be held in Vizag from November 2426. We do not want kids to suffer due to inefficiency of the state unit. The general body felt strict action needs to be taken against such state units. “Similarly, Maharashtra state body is also not functioning in a transparent manner according to the general house and members of the house called for fresh elections,” he added. It was also approved at the AGM that AFI should hold National Championships of 400m and javelin throw events for both men and women to increase the pool of talent in these two disciplines. The house also approved the qualifying standards for all the nationallevel meets.
