Ayodhya judgement likely in mid-Nov Supreme Court sets Oct 18 deadline for completion of hearing NEW DELHI, SEP 18 (PTI): The Supreme Court on Wednesday set an October 18 deadline for conclusion of hearings in the protracted Ram-Janmabhoomi Babri Masjid land title dispute, a move that has raised the possibility of a verdict in the politically sensitive case in the middle of November. The target date for completion of arguments by both the Hindu and Muslim sides assumes significance as Chief Justice Ranjan Gogoi, who is heading the five-judge Constitution bench hearing the case, is due to demit office on November 17. The apex court also said the parties to the dispute can amicably resolve the matter through mediation if they want to but told lawyers from both the sides that it wanted to conclude the day-to-day hearings by October 18 so that the judges get almost four weeks time to write the judgment.

DoPN cautions Kohima public DIMAPUR, SEP 18 (NPN): Department of power, transmission division, Kohima has informed that “conversion of 33 kV Kohima Ring Main feeder to G.I Lattice Towers between New Secretariat to Kiyake” passing through New Secretariat area, New Medical College and Kiyake would be test charged at the rated voltage on September 20, 2019 at 7am and would remain charged thereafter. The department has, therefore, cautioned the public not to touch the said line nor go near it.

Govt deptts owe Rs.2.18 cr to DoPN

DIMAPUR, SEP 18 (NPN): Department of Power Nagaland (DoPN), which released the list of defaulting government departments that have failed to clear their electricity, Wednesday said that the total outstanding amount upto June 2019 was Rs.2.18 crore. In a press release, chief engineer (D&R) KK Awomi has requested the responsible departments to clear the dues failing which the department would disconnect the power supply to their establishment without further notice after 15 days from the date of publishing of notice. DIMAPUR, SEP 18 (NPN): There were few trucks passing through New Field, Burma Camp and Dillai check gates on Wednesday which happened to be ‘Vishwa Karma puja’ on the third day of the ongoing ‘Operation Check Gate’ launched by the Public Action Committee (PAC) with volunteers from various tribe-affiliates of Naga Council Dimapur (NCD). However, those “authorised” collectors acting on behalf of or contract-leased by the geology & mining , forest and veterinary & animal husbandry departments were merrily carrying out their job of overcharging but issuing receipts for much less amount. This was discovered at the New Field check gate where collectors or contractleasees of the departments of geology & mining and forests were still collecting taxes separately for the same items such as sand from nearby Karbi Anglong. It may be noted that both departments have authorised tax collections on similar items- marble, granite, sand, stone chips etc separately. PAC had barred both

departments from such collections till both clarify on the reasons and legality for collecting royalty on similar items such as marble, granite etc transported from other parts of India which have been taxed under GST. Even when the two departments were yet to clarify their stands, their collectors were still charging royalty tax from various trucks at the check gate. PAC volunteers prevented a collector of forest department from collecting tax. When asked he said the order to collect royalty was issued by a “Ranger” and to share the amount with the geology & mining department. The collector could not show the letter issued by the Ranger when asked to do so. In another incident, whe n vo lunte e r s we r e

questioning the driver of a Maruti van (AS 09-8454) transporting poultry to Dimapur, he showed a letter under “To Whom It May Concern” purportedly issued by a functionary of one particular Naga political group dated June 6,2019. In the letter the functionary declared ownership of the van and requesting all tax collectors to exempt the driver from paying any tax as it was his own local enterprise. PAC volunteers seized the document and said they would release it only after further investigation. NEW DELHI, SEP 18 (AGENCIES): Amid a raging debate over his appeal for Hindi as the common language across the country, Home Minister Amit Shah Wednesday said he never asked for imposing Hindi over other languages but proposed that other than one’s mother tongue, there should be a common second language and that should be Hindi. “I never asked for imposing Hindi over other regional languages and had only requested for learning Hindi as the second language after one’s mother tongue. I myself come from a non-Hindi state of Gujarat. If some people want to do politics, it’s their choice,” ANI quoted him as saying. I don’t understand.” Shah said that someday, a campaign to strengthen local languages will have to be undertaken, “or else we will end up like Australia and Africa”. “When I meet people from Australia or New Zealand, I ask them what

is their native language. They can’t meet my eye. We should not reach a point where we lose our local languages. So local languages should be strengthened but Hindi learnt alongside,” he stated. Last week, Shah had pitched for Hindi as a common language for the country, reigniting the debate on the issue even as regional satraps in the south said they would oppose any attempt to “impose” the language. Many states, even the BJP-ruled Karnataka, had openly resented his statement. DMK president M K Stalin has asked his party workers to get ready for another anti-Hindi agitation. Kerala Chief Minister Pinarayi Vijayan said that the Hindi language was not the mother tongue of a majority of Indians. Actorturned-politician Kamal Haasan protested against Hindi imposition.

Accord by year end: Madhav

DIMAPUR, SEP 18 (NPN): BJP national general secretary and in charge of North East and Kashmir, Ram Madhav, Wednesday said the BJP government at the Centre was committed to conclude the Naga Accord by the end of this year so that peace and prosperity would prevail in Nagaland. Madhav said this while addressing the Jan Jagaran Abhiyan - public awareness campaign and Sampark Abhiyan on Article 370, which was organised by BJP Nagaland State at Wokha town and attended by a host of BJP leaders from across the state. Madhav said “Nagaland is in safe hands and there was no comparison between Article 370 and Article 371 as Article 370 did not recognise the sovereignty and integrity of the Indian Government, whereas Article 371 A does not question the Indian government and

the Indian State”. Stating that there was a BJP government under Prime Minister Narendra Modi in Delhi and there was a BJP-led government in Nagaland, Madhav said therefore nobody can touch any of the special provisions provided to the state of Nagaland under the Constitution of India. He said the future of Nagaland is in very safe hands with Modi and the present BJP leadership in the state. Referring to its alliance partner NDPP, Madhav asserted that the seat sharing arrangement between the two parties was “a gentlemanly agreement” and would complete its term. Also, speaking at the meeting, deputy chief minister Y Patton and BJP state president and minister Temjen Imna Along urged upon all the party workers to spread the message of hope and peace across the state.

NEW DELHI, SEP 18 (PTI): Petrol and diesel prices were on Wednesday hiked by 24-25 paise per litre, the steepest increase since July 5 Union Budget, as a fallout of turmoil in global oil markets following drone attacks on Saudi Arabian crude oil facilities. Petrol price was increased by 25 paise per litre to Rs 72.42 and diesel by 24 paise to Rs 65.82 in the Delhi market, which is sort of a national benchmark, according to price information available from stateowned fuel retailers. This is the biggest single-day hike since the July 5 Budget of Finance Minister Nirmala Sitharaman that raised rates by almost Rs 2.50 a litre. The hike on Wednesday followed a 14 paise a litre increase in price of petrol on Tuesday and 15 paise per litre rise in diesel rate.

2 Assam cops suspended for custodial torture of 3 women VAHAN 4.0 system: ANTA G uwahati / N ew Delhi, Sep 18 (agenies): Two cops, including a woman constable, have been suspended for allegedly torturing three women in police custody in Assam’s Darrang district. In a horrific incident, a pregnant Muslim woman and her two sisters were allegedly stripped and tortured inside a police station in Assam’s Darrang district. Kicked in her belly by a police officer, the pregnant woman started bleeding and lost her baby due to the torture. The incident took place on September 8 and came to light only on Tuesday. After the alleged torture, the pregnant woman was admitted to a hospital where she lost the baby due to miscarriage. According to reports, Darrang district police picked up three sis-

ters - Minuwara Begum, Sanuwara and Rumela from Sixmile area in Guwahati on September 8 night in connection with a kidnapping case and took them to Burha police outpost. In a complaint filed with the Darrang district Superintendent of Police on September 10 by Minuwara Begum, she has alleged that the three of them were picked up from their homes by a police team led by the officer-in-charge of Burha police outpost, Mahendra Sarma, on September 8 night. In the complaint they have said that they were taken to the Burha police outpost where the Mahendra Sarma and a lady constable physically tortured them the whole night. They were also stripped naked. Chief Minister Sarbananda Sonowal suspended Officer in-charge of

Burha police station Mahendra Sarmah and Constable Binita Boro following a complaint filed by three sisters with Darrang Superintendent of Police on September 11 alleging that they were tortured and stripped by the police in custody on September 6. A inquiry has also been ordered into the allegations. According to the complaint, the police had detained the three sisters based on a FIR filed by a girl’s family that their brother had eloped with their daughter ealier on September 6. The sisters were beaten black and blue and also allegedly stripped by the police in custody. The torture led one of the sisters, who was pregnant, to deliver a stillborn baby. They were released by the police the same evening after the boy surrendered with the girl.

NCW seeks stern action

The National Commission for Women (NCW) on Wednesday sought stern action from Assam Police against officials who allegedly stripped and beat three sisters at a police outpost. According to a media report, the three sisters have accused the Assam Police of custodial torture, including being stripped, kicked and beaten with lathis, at a police outpost in Darrang district. Reportedly, one of the women was pregnant and suffered a miscarriage due to the alleged torture. The women were picked up by police on September 9 in connection with a case registered against their brother for allegedly abducting a Hindu woman, the media report said. NCW, which took suo moto cognisance of

the issue, condemned the treatment meted out to the women. The commission has asked Assam director general of police to take up the matter urgently and ensure that the accused officials are given stern punishment, the NCW said in a statement. It said it is “anguished” by such alleged misconduct on part of the police officials. The police officials, the NCW said, ill-treated the women not involved in any crime but suspected to know the whereabouts of an alleged criminal. The role of police officials is to help uphold law and order impartially, and protect people, especially women, it said. The commission is of the view that these officials should be dealt with very strongly so that they do not repeat such an act in future, it said.

Representatives of ANTA Tuensang, Longleng and Zunheboto and Mokokchung held a joint meeting with MDCVOA representatives at Mokokchung town and deliberated at length the current issues relating to Vahaan 4.0 system. It may be mentioned that on September 3, 2019 MDCVOA had served a seven-day ultimatum on the Regional Transport Officer (RTO) Mokokchung to remove/delete VAHAN 4.0 system from their application and re-install the previous application before VAHAN 4.0 was introduced. MDCVOA had threatened that all commercial vehicles would stop plying (Chaka bandh) indefinitely if the authority failed to do so within the stipulated period. schools, pastors of churches, GBs of Chiephobozou town and all neighbouring villages attended the programme. Exhorting the gathering, ADC, Chiephobozou, Vekhoyi Chakhesang encouraged them to adopt eco friendly habits like carrying own water bottles, shopping bags, practising waste segregation and to create awareness at com-

munity level. He also appealed the churches, village authorities and NGOs to take the lead in the awareness creation. DIMAPUR: Noksen Students Union (NSU) undertook its educational inspection on September 6, under its jurisdiction and further appealed the state government and department of School Education (DoSE) to readdress the basic and urgent need of adequate teacher without any further delay. A press release from NSU president MY Chusa and general secretary Y Moanungsang stated that, the union visited four government primary schools (GPS), one government middle school (GMS) and government high school (GHS) respectively. During the visit, NSU team detected numerous of anomalies after interacting with the teaching staff, SMC and students of the schools. It was found that the students faced problems even to the extent of sitting for an exam without

concern subject teachers which has created difficulty not only to the students but teachers as well. NSU stated that GHS Noksen established in the year 1951 (NEFA) and considered as oldest high school under the Tuensang district, has been running without head master and assistant headmaster for more than three years. NSU also mentioned that the school has been running without appointed Hindi teachers. NSU has therefore urged the state government to keep the education “main priority” of the government and demanded for immediate rederessal from the government. NSU stated that the union will not tolerate and bow in any manner for transferring of teachers by the department without replacement against post within its jurisdiction.

Assam Rifles conduct free medical camp

DIMAPUR: Wokha battalion of Assam Rifles (AR) under the aegis of HQ IGAR (North) conducted a free medical camp at Phenshinyu village and its surrounding areas on September 12. According to PRO HQ IGAR (N), the medical camp was to provide medical consultation and basic treatment to the villagers, especially the old people and the women folks. Free medicines were provided to the affected people on the importance of vaccination, personal hygiene and sanitation. Altogether, 40 males, 25 females and 20 children benefitted from the camp.

KOHIMA, SEP 18 (NPN): Considering that only 27% of Indian children live in urban zones and an overwhelming 73% live in rural areas, chairperson Nagaland State Commission for Protection of Child Rights Awan Konyak said it was important to expand access to social protection programmes for children. Addressing at the oneday seminar on child rights and protection for government teachers, organized by the department of School Education, Wednesday at its conference hall, the chairperson said when a good portion of a student’s day was spent in schools, the responsibility of the school to provide child protection becomes top priority. Konyak said one way to go forward would be to train all the employees of the school by creating and implementing a comprehensive child protection strategy which adhere to the key principle that children have to be safeguarded from any harm. Drugs worth Rs 38 cr seized in Mnp

IMPHAL, Sep 18: Illegal drugs worth around Rs 38 crore in the international market were seized in yet another big drug haul in Manipur. A combined team of Narcotics and Affairs Border (NAB) and troops of 18 Assam Rifles detected the huge quantity of contraband drugs during a raid on a store room at Bongyang village in Tengnoupal district around 4.40 pm on Tuesday. The seized drugs include eight lakh pieces of WY (World’s Yours) tablet (80kg) packed in nine gunny bags and three kg of Heroin powder. The values of seized WY tablets was around Rs 32 crore and that of Heroin powder around Rs six crore in the international market as NAB officials said that the rate of WY tablet is Rs 400 per piece and Heroin

powder is Rs 2 crore per kg in the international market. Addressing a press conference at NAB office in Imphal, SP W Basu said that an individual later identified as Khaikholun Mate (34) son of Jamkhjang Mate of Tengnoupal village was also arrested in connection with the detection of the huge quantity of contraband drugs. The arrested person was the driver of a Mahindra Bolero (MN03P1511), the vehicle allegedly used by the driver in the transportation of the items from Moreh. He has been booked under section 21©/60(3) ND and PS Act at the NAB police station, Imphal where a case (FIR no. 60(09)2019 was registered, the SP said. The raid at the store room belonging to one M Shelly was conducted by the combined team based on the disclosure made by

the arrested driver of the Bolero, he said. He said that a team of NAB led by its additional SP Th Brinda on frisking and checking duty at Kakching Lamkhai along NH-102 (Imphal-Moreh road) stopped the vehicle which was heading towards Imphal from Moreh around 2.40 pm. The vehicle was stopped based on specific information that a huge quantity of drugs was concealed and smuggled in the vehicle, the SP said. On questioning, the driver disclosed that he had dumped the contraband drugs he had transported from Moreh in a store room owned by one M Shelly of Bongyand near Lamkang Khunou. Conrad admits to illegal coal mining SHILLONG , SEPT 18 (AGENCIES): Meghalaya Chief Minister, Conrad K Sangma on Wednesday accepted that there might have been a few cases of illegal transportation and mining of coal but maintained that the state government is continuously monitoring mining and transportation adding that they have been able to reduce it to a considerable extent, reports the Northeast Today. Talking to newsmen on the sidelines of the swearing in ceremony at the Raj Bhawan, the Chief Minister said that there could be incidents that might have slipped their notice but the MMDR provisions enacted by the government for the first time are applicable to imprison those found guilty for five years. Nongsiej was inducted into the cabinet following resignation of Tourism Minister, Metbah Lyngdoh to get elected as the Speaker of Meghalaya Assembly. On September 13, Lyngdoh was elected the state Assembly Speaker. The election was necessitated following the demise of incumbent Donkupar Roy on July 28. In the Assembly with an effective strength of 59, the National People's Party has 21 members, the UDP has eight, the People's Democratic Front four, there are two members each from Bharatiya Janata Party and Hill State People's Party, one member each from Nationalist Congress Party and Khun Hynniewtrep National Awakening Movement besides one independent member. ONGC fined Rs 2.05 cr for green norm violation in Assam GUWAHATI, SEP 18 (PTI): The Pollution Control Board, Assam has slapped a fine of Rs 2.05 crore on PSU firm Oil and Natural Gas Corporation (ONGC) for allegedly violating an order by the Supreme Court and causing pollution to the environment. The board’s order was issued considering violation of environmental laws in six wells of the state-owned energy behemoth in Assam. “Pollution Control Board, Assam, is constrained to inform you that you have nonchalantly violated the provisions of law in force causing pollution to the environment “Environmental compensation fine amounting to Rs 2,04,90,000 only has been assessed as per formula provided by the National Green Tribunal (NGT), Principal Bench,” said the order dated September 5, 2019. ONGC has been asked to deposit the money within one month of issuance of the order. When contacted, ONGC officials declined to make comments immediately.

Before taking the action, the Pollution Control Board, Assam (PCBA) had issued a show cause notice to the company on June 28 this year and ONGC replied to it on July 18. “Your reply to the show cause notice is not based on the facts and findings of the inspection carried out during July 6 to July 8, 2019 by engineers and scientists deputed from Head Office cum Central Laboratory of this board,” the order said. It also said that the drilling operation of the six well units were “either completed or in operation without installing any primary effluent treatment plant” (PETP) at the sites. “During inspection by the officials of the board’s Regional Laboratory cum Office, at Sivasagar, it has been observed that there is seepage/leakage in the waste pits of the wells. Waste pits were full of effluent and without having any treatment facility,” PCBA said. It also mentioned that the Supreme Court, in its judgment passed on February 22, 2017, had directed

all the effluent discharging units to install PETP within three months, which was by May 22, 2017. “Thereby you have violated the aforementioned order of the Supreme Court of India pertaining to installation of primary effluent treatment plant,” the board told ONGC. As per the “analysis report” of samples collected during the inspection by the officials, it was found that parameters such as “oil and grease and total suspended solids” are beyond the permissible limits in all cases, which indicate “your failure in pollution control measures”, the order said. Though the penalty was for six wells, but the board informed ONGC that the Regional Laboratory cum Office had reported there was no mobile ETP for treatment of the effluent of the waste pits in eight wells. “You are directed to take necessary measures for proper treatment of the effluent and arrange for reclamation of the completed drill sites,” it added.

SRINAGAR, SEP 18 (PTI): Armed militants are trying to spread fear among residents and defy the administration by forcibly shutting shops, sometimes by walking into the premises and intimidating owners, through threats made in posters that appear on walls overnight or by sealing shutters with tape, officials here say. Jammu and Kashmir Police has officially kept mum with no one willing to come on record, but officials said on condition of anonymity that the situation could be slipping out of their hands. The incidents of terrorists sealing shops and posters, both handwritten and typed, being pasted in markets, mosques and other areas with do and don’t diktats from different terror groups, have become a regular feature in Kashmir Valley, they said. There have also been instances of armed militants walking into shops to warn owners to keep shutters down and barging into Jammu and Kashmir Bank branches in south Kashmir to ask employees to stay away from work, they said. Two shops in Modri-

gam village in south Kashmir’s Kulgam district were recently sealed by adhesive tapes with a seal of the banned terror outfit Hizbul Mujahideen, sending shock waves in the area. And it is not just about a far-flung village or one terror group, officials said. In Karan Nagar market in Srinagar’s Civil Lines area, the words ‘LW’ were emblazoned on two shops followed by an insignia of the Hizbul Mujahideen. Police deciphered ‘LW’ to mean ‘last warning’ as the two shops had defied the militants, officials said. “We want to open markets but who will guarantee our security when we return home. We have held talks with senior police officials privately but no solution to our problems is forthcoming,” said a shopkeeper who did not want to be identified. It’s a common refrain in the Valley, which has been under virtual lockdown since August 5, when the Centre announced the revocation of Jammu and Kashmir’s special status and the bifurcation of the state into the union territories of

Jammu and Kashmir, and Ladakh. Normal life remains hit with a communications clampdown, markets and other business establishments closed, and public transport largely off the roads. “We do not understand why police is ineffective and not acting against those creating mischief,” said another shopkeeper. In Ganderbal in central Kashmir and in Srinagar’s downtown Fathekadal area, posters came up on behalf of the terror outfit Al Badar asking them to socially boycott the families of the policemen. Several police officials said the posters were pasted at night when security deployment was low. In another instance, a poster in English from the Musa Baba group was pasted on the wall of a shop at Srinagar’s Bemina Bazar asking shopkeepers to sell essential commodities till 8.30 am. Officials admitted that such posters were dictating the defiance against the administration. Many people were taking them seriously and preferring to remain indoors, they said.

The lander, designed to execute a soft-landing on the lunar surface, and rover have a mission life of one Lunar day, which is equivalent to 14 earth days. The space agency after losing contact with the lander had said that till date, 90 to 95% of the Chandrayaan-2 mission objectives have been accomplished and it would continue contribute to Lunar science, notwithstanding the loss of communication with the Lander. It had also noted that the precise launch and mission management has ensured a long life of almost 7 years instead of the planned one year for the orbiter.

Fortunately, there were no casualties and the Fire and Emergency Services reached the spot in time and put off the fire. According to the fire officials, the distress call came in around 2.54 pm and three fire tenders were rushed to the spot from fire station at Ashok Nagar. Chief Fire Officer Ramakrishna and

NEW DELHI, SEP 18 (AGENCIES): Pakistan has turned down an overflight request by India for Prime Minister Modi’s upcoming US trip. This request, according to officials, is as per protocol, since Air India One is not a commercial flight but a VIP one. The longer route that AI One will now take will increase the flying time for the Delhi-Frankfurt (fuelling halt for onward flight to Houston) leg of AI One by 45-50 minutes. Pakistan had earlier this month turned down a similar request by the President, Ram Nath Kovind when he flew to Europe. The alternate route from Delhi bypassing Pakistan airspace means flying near Mumbai-Arabian Sea (steering clear Pakistan airspace around Karachi) — Muscat — and then to Europe. The straight route would have entailed flying from Delhi to Pakistan-Afghanistan-Iran to Europe. Pakistan had closed its airspace for overflying on February 27 following Indian Air Force’s Balakot strike and had re-opened the same after 138 days on July 16. During this time all flights between Delhi and the west took the longer route. In June Prime Minister Modi flew from Delhi to Bishkek. Due to the longer route, AI One covered a distance of 5,475 km with a block time (time from when aircraft door closes for departure to when it opens at destination on landing) of 6 hours and 30 minutes.

ince the massive public rallies in several parts of Nagaland against “unabated, illegal and unauthorised tax collections” that was kickstarted by ACAUT Nagaland in 2013 in Dimapur, the Public Action Committee(PAC) of the Naga Council Dimapur(NCD) after consistently highlighting the menace has taken up the challenge to take the bull by the horns with a week-long anti-tax collection drive at various check gates beginning from September 16,2019. Unabated, illegal and extortionate taxes at check gates had earned Nagaland notoriety as transport operators of goods-laden trucks , except a handful, refuse to enter Nagaland and pass through its infamous check gates. The daily collections could be as high as approximately over Rs.10 lakh per day from several hundred trucks. The efforts of the PAC volunteers from various Naga tribes in Dimapur, is laudable and public by large should support their untiring efforts. The task of checking such illegal collections is humungous. It is so because, those involved have, after PAC launched the drive, devised a strategy to avoid check gates by setting up their mobile collection counters at either Khatkhati or Dillai bazaar in Karbi Anglong or alongside roads at several places in Dimapur, bypassing the check gates. PAC convenor Vekhosayi Nyekha, told media that the timing of the PAC drive became less effective as trucks were not permitted entry after 5 a.m. when the PAC volunteers began vigil from 5 a.m. to 7 a.m. at various check gates. Again the trucks were permitted entry only after 10 p.m. when the PAC volunteers ended their vigil( from 7 p.m. to 10 p.m). This has proved a setback since it deprived PAC of ensuring that no collections were done. The PAC needs to review its timing and so also the police in order to ensure that the drive becomes effective otherwise it defeat the purpose. As stated earlier, besides various Naga political groups, some government departments are also vying for a piece of the cake. The collections are multiplied by the number of groups and agencies. Worse, after a truck has to pay tax to various groups, the receiver has to pay godown tax. From the godowns, the items distributed to dealers and retailers again attract tax. Government departments like Forest and Geology & Mining impose different taxes on the same items at the check gates. It is reported that the two departments including veterinary have leased collections to ‘professionals’ who overcharge to earn a neat sum. In addition, the PAC also needs to seriously consider the other aspect of illegal collections and syndication within the town. There is also a syndication of items in the market where “dealers” are appointed by various parallel governments and from whom retailers are made to purchase the items for re-sale. For decades since the late 80s people of Nagaland have been expressing serious concern over growth of corruption in the high places and extortion on the ground but it is unfortunate that instead, the degree seems to be growing. PAC has taken up a drive that is difficult and which will certainly arouse strong reactions. The state government on the other hand, has failed to perform its constitutional duty and which is a crying shame. It is shocking the elected members have not addressed these problems and instead talking only about unity and political solution.

His Temptation and Ours

We do not have a High Priest who cannot sympathize with our weaknesses, but was in all points tempted as we are, yet without sin. —Hebrews 4:15 Until we are born again, the only kind of temptation we understand is the kind mentioned in James 1:14, “Each one is tempted when he is drawn away by his own desires and enticed.” But through regeneration we are lifted into another realm where there are other temptations to face, namely, the kind of temptations our Lord faced. The temptations of Jesus had no appeal to us as unbelievers because they were not at home in our human nature. Our Lord’s temptations and ours are in different realms until we are born again and become His brothers. The temptations of Jesus are not those of a mere man, but the temptations of God as Man. Through regeneration, the Son of God is formed in us (see Galatians 4:19), and in our physical life He has the same setting that He had on earth. Satan does not tempt us just to make us do wrong things— he tempts us to make us lose what God has put into us through regeneration, namely, the possibility of being of value to God. He does not come to us on the premise of tempting us to sin, but on the premise of shifting our point of view, and only the Spirit of God can detect this as a temptation of the devil. Temptation means a test of the possessions held within the inner, spiritual part of our being by a power outside us and foreign to us. This makes the temptation of our Lord explainable. After Jesus’ baptism, having accepted His mission of being the One “who takes away the sin of the world” (John 1:29) He “was led up by the Spirit into the wilderness” (Matthew 4:1) and into the testing devices of the devil. Yet He did not become weary or exhausted. He went through the temptation “without sin,” and He retained all the possessions of His spiritual nature completely intact.

The Club was further enriched by Naga Labour Corps returnees joining the Club with their exposure and experiences in Europe during the 1st W War. The Naga Club had then represented the collective voice of the Nagas. Its notable contribution had been the famous Memorandum presented to the Simon Commission (the Indian Statutory Commission) on 10th January 1920 at Kohima demanding before that the Nagas should be excluded from the new reform scheme and be left ‘alone” as they were before when the British leaves India. Their representation (Memorandum) was a success as the Naga territory was declared “Excluded Area” in the government of India Act of 1935, keeping outside the purview of any provincial legislated laws but kept directly under the control of the British administration, the Governor. 3. The Naga Nationalist Council (NNC): The Naga Hills District Council formed under the initiative of the last British Deputy Commissioner, Kohima Sir Pausey was renamed as the Naga Nationalist Organisation (NNC) in 1945 at Wokha session. Then the NNC had taken over the responsibility of representing “the collective Voice” of the Naga in Socio-political matter. The NNC team met the British government cabinet committee members in Delhi in April 1946 and firmly conveyed to them that the Nagas political destiny should not be arbitrarily decided without consulting the Nagas. Their representation was honoured by sending the then Governor of Assam Sir Akbar Hyder Ali as the representative of the govern-

ment of India to Kohima to discuss political future of the Nagas as desired. He had concluded the historic 9 point Agreement with the NNC members representing the collective aspiration of the Nagas at Kohima in June 1947. The Agreement was an article of faith for the Nagas and believed in honouring it by the parties in letter and spirit. Unfortunately, in spite of repeated assurances from the governor’s office giving false hope all along, on 9th Nov 1949 the than Governor Shri Gopinth Bordoli himself admitted that the Government of India no longer recognised the 9 point agreement. It was the most shocking news, an ultimate betrayal by the government of India which was taken as the core insult to the Nagas. On 24/1/1950 the NNC informed the GOI and all foreign Embassies that the Naga do not accept the Constitution of India reaffirming the declaration of Naga Independent day on 14th August 1947. Subsequently, the NNC was declared as a secessionist organisation and all hell was let loosed by the Indian Army committing heinous crimes indiscriminately on the innocent Naga villagers but were protected by draconian laws like The Armed Forces Special Powers Act 1958.etc. 4. The Naga Peoples’ Convention: Since the NNC was not visibly operating, the Naga Peoples’ Convention (NPC) was emerged to represent the ‘Voice of the Naga’ They had in their 3rd meeting at Mokokchung, in Oct 1957, drawn up the 16 point memorandum which was later converted into 16 points Agreement between the government of India and Naga convention Team with certain modification. Thus, the Nagaland State was

created out of this political agreement which is unique to Nagaland state, but it was opposed by a section of the Nagas who believed in nationhood rather than the statehood. The State hood had brought many beneficial socio-economic developmental activities and privileges to the Nagas. Many jobs were created bringing employment to the people. However, the long term negative impacts on the Naga society outweigh the positive initial gains especially in matters of Naga political movement for a nation in the making, instead it had deepen the divide in the Naga society seriously affecting the unity effort. For, (a) The Divide were between: (i) the Nagas of Nagaland Vs Nagas outside, (ii) the Indian supporters Vs the Naga supporters resulting into an immediate political assassination starting with the killing of Dr. Imkongmeren in a broad daylight at Mokokchung. He was the first president of the Naga Convention and had just return from Delhi after finalisation of Nagaland state creation. (b) Boundary; A hasty, arbitrary and haphazard fixation of the newly created State boundary declaring the unverified 1925 boundary line of the erstwhile Naga Hills district with the neighbouring districts of Assam as the constitutional State boundary. (It was an arbitrary line fixed by the British for their administrative convenience only). For this arbitrariness, right from the day one, border dispute with Assam started for which no solution is in sight and unless the government is serious about it Nagaland may lose at the end and remain an emotional unfulfilled dream. The lofty dream of integration of Naga inhabited contiguous area into

one consolidated Naga autonomous region is also becoming an elusive distant dream. These controversies with no visible solutions are mainly the offshoots of the state formation. The geographical and administrative divide is now percolating into mental divide among the Naga people in general which is weakening the feeling of oneness and goodwill toward each other. On the hind side, the Naga convention leaders were knowingly or otherwise trapped in an appeasement ploy of the government. It was clearly an act of political expediency to pre-empt and disable the growing influence of Naga political movement and consolidation of Naga unity. It was a strategy of the detractors planned right at the time of creation of the state. It was thus destined to create more problems in the long run rather than solving the problem. In this regard, BM Malik (X-IB Director) has pertinently remarked in his book that ‘the formation of Nagaland state in the present form was to break the Naga solidarity. Serious collective effort is call for to take conscious possible corrective measures to salvage the Naga society from a permanent divide. 5. The Apex Naga Hoho:15th Nov. 1994, Wokha.- After the formation of the Nagaland state, for quite a long time, the collective Naga voice at the apex level had been missing to take up issues of common concern on any matters. It was under the aegis of Lotha Hoho, various Naga tribal representatives were assembled at Wokha once again on 15/11/94. The convener Dr TM Lotha had, made a pertinent introductory remark that the Nagas felt, ‘we are one with pride and a sense of belonging and that should be preserved

and promoted further’. In pursuance of that direction, they put up two important agendas for deliberation. That were (a) the feasibility of forming an Apex Naga Organisation consists of tribal hohos. (b) To collectively take up the AssamNagaland Border crisis .The summit had also discussed with concern the growing dissension among the Naga national workers(UG) weakening the Naga national movement. They appealed for tolerance and reconciliation among themselves. The 2nd Summit, Kohima on 15/6/1995:- the APO president has emphasised upon the need for a Neutral Apex Naga Body consisting of all Nagas including those from outside Nagaland regardless of political or religious affiliation or status. A highest Nonpolitical and Non-partisan forum of the people can be an effective bridge to unite the divided Nagas again. He appealed to the gathering to see that the formation of a common platform becomes a reality. The issues taken up were (a) for unity of UG factions for early political solution.(b) protection of Naga territorial integrity in the line of traditional boundaries. The 3rd Summit at Phek on 12-4/3/1996:-In the Summit 7 (seven) important resolutions were passed relating to, stoppage of factional fights, repealing of ‘Black law’ in operation in Nagaland, sending Naga delegates to Delhi to appeal to the central leaders to agree for unconditional political talk, and to admit the Naga tribes from other states mainly from Manipur into the Hoho fold, to finalise the Hoho constitution and to hold the next summit at Mokokchung. To make road safer, MV (Amendment) Act 2019 has come w.e.f. 1st Sep. For layman, traffic checking is all about challan. But social media platforms are flooded with hilarious jokes and reactions. And people probably enjoyed with acceptance. It proposes a huge increase in penalties and making owners criminally liable for juvenile. The most significant is to provide cashless treatment of victims during golden hour. It defines a Good Samaritan who renders emergency assistance. The Act empowers government to ask manufacturers to recall vehicles. Apart from Users and Vehicles, the Act focuses on road infrastructure. It has provisions of fine on contractors in case of potholes. People take traffic laws very lightly. There have been instances where VVIPs break the laws. Intelligent traffic system is required to catch violators. Apex Court ruled that NHAI cannot collect toll from commuters if the road is in bad shape. However, there are penalties for overloading vehicles. Traffic rules and regulations are to assure the smooth flowing of vehicles. There are unscientific speed breakers. Western countries rather have STOP sign. Our city suffers from transportation handicap with tangled plans. Infrastructure hasn’t kept pace with time. The roads are taken away by parking/ encroachments. People don’t follow lane discipline as police don’t crackdown. The rules are never implemented with good spirit instead forcing fines. Public transports are the most disobedient. Road users violate road markings/signals. Are we aware of prohibition of high beams within city limits? Prohibition of blow horn and judicious use of siren by ambulance are necessary. Construction of flyovers, subways, highway engineering is those immediate steps to be taken into consideration. Technology can play a key role to smooth flow of traffic. We need to treat roads as airways. Hope Amendments will address all these issues. NEW DELHI, SEP 18 (PTI): National Green Tribunal on Wednesday refused to entertain a plea challenging the decision of the AAP government to implement odd-even road rationing scheme in the national capital from November 4-15. A bench headed by NGT Chairperson Justice Adarsh Kumar Goel questioned the maintainability of the plea and “dismissed it as withdrawn”. “Under which law of the land is this plea maintainable,” the bench said. The plea filed by advocate Gaurav Kumar Bansal said CPCB did an assessment of impact of odd-even scheme on air quality of Delhi and ambient air quality of the city was found to be more deteriorated than the one when the said restriction was not in place. Delhi CM Arvind Kejriwal had said the odd-even scheme was part of the seven-point ‘Parali Pradushan’ action plan that also includes mass distribution of anti-pollution masks, mechanised sweeping and water sprinkling on roads, tree plantation, and special plans for 12 pollution hotspots in Delhi.

Gandhi said in an apparent dig at Prime Minister Modi’s upcoming diaspora event in Houston. The confidence of investors is “shaken” and the foundation of economic investment has “cracked”, she said in a tweet in Hindi with the hashtag ‘BJP bad for business’. “But the BJP government is refusing to acknowledge this truth. This slowdown is a speed breaker in the direction of becoming an economic superpower. Without improving this situation, all other razzmatazz is useless,” Priyanka Gandhi said in another tweet. She has been relentlessly attacking the government over the issue of economy in the last few days and demanding answers from the government over the economic slowdown.

Singh held a meeting with officials of the Indian Council of Historical Research, the Nehru Memorial Museum and Library, the Directorate General of Archives, the Ministry of Home Affairs, the Ministry of External Affairs and the Ministry of Defence here on Tuesday in this regard. The project will cover various aspects, including the tracing, making, unmaking and shifting of borders, the role of the security forces, of the borderland people, encompassing their ethnicity, culture and socio-economic aspects of their lives. However, the fitment committee is considering a GST cut on hotel tariff of 28% to 18% for rooms rented for Rs 7,500 and above. New Delhi, Sep 18 (IANS): The Union Cabinet on Wednesday approved a blanket ban on e-cigarettes in the country with complete suspension of its manufacturing, import, export, distribution and storage. Addressing the media after the cabinet meeting, Finance Minister Nirmala Sitharaman said the government would pass an ordinance immediately subject to President’s approval to give effect to the ban. The government would introduce a bill in Parliament in the winter session, she said. As per the terms of the ban, punishment to be meted out for the first offence by an individual would be a one-year imprisonment or a fine of Rs 1 lakh. Repeat offences could lead to a three-year imprisonment or a penalty of Rs 5 lakh or both, said

New Delhi, Sep 18 (PTI): Anti-corruption agency CVC has set up the Advisory Board for Banking Frauds, headed by former Vigilance Commissioner T M Bhasin, to examine bank frauds of over Rs 50 crore and recommend actions, in line with Finance Minister Nirmala Sitharaman’s call for protecting honest decision making. This development will instill a sense of protection among bankers from prosecution for genuine decisions, and promote lending. It will decide whether the case is a criminal act or a genuine commercial decision and accordingly, recommend the future course of action. When asked about the move of the Central Vigilance Commission (CVC),

ilmmaker Christopher Nolan has started shooting for his action drama ‘Tenet’ with Robert Pattinson and Indian actress Dimple Kapadia here. The team was spotted shooting for the project at the Gateway of India on Monday. Nolan was joined by Dimple and Pattinson. They also shot at Colaba Causeway, Royal Bombay Yacht Club and on the streets near the famous Taj Mahal Hotel. Several pictures from the shoot have gone viral on the Internet. In one image, Nolan is seen wearing a garland, and is busy guiding his team. In another, he is seen on a ferry wearing an orange life-jacket, and in one he is seen cranking the camera while an assistant follows him with a large umbrella. New documentary on village split by India-Bangladesh fence

ubimal Bhattacharjee, who had produced director Utpal Borpujari’s documentary “Memories Of A Forgotten War”, is coming up with “In Spite Of The Fence”, a short documentary film made in a village called Mahadevpur part 3 in Katigorah block of Assam’s Cachar district. The film shows the life around the village that was divided into two parts in 2011 when the border fence was erected between India and Bangladesh in that region. A few years ago, after going through a news report about the plight of the villagers, Bhattacharjee, who has produced and directed the film, visited and interacted with the villagers. inger-actress Mandy Moore has released her first song in a decade. Titled “When I wasn’t watching”, the number is from her new album, the name of which is yet to be declared. The album is slated for release early next year. “The idea of diving back into music after so much time and personal change was really intimidating to me for a while,” a report in “variety.com” quoted Moore as saying. “But then I finally realised: I’m the only person who can make this move. It all has to start with me,” she added. The song has been produced by longtime collaborator Mike Viola and the video has been directed by Lauren Dukoff. The release is significant because it is her first music since her former husband Ryan Adams faced multiple accusations of sexual harassment. “I think everyone’s had the experience of feeling lost and not quite understanding how you’ve found yourself at a certain

point in your life. And I think the key is not to judge yourself for that. I’m a big believer in the idea that what you’ve journeyed through is ultimately going to factor into the person you become, and how you’ll greet whatever big challenge you face next,” Moore asserted. Changzhou (China), Sep 18 (IANS): P.V. Sindhu on Wednesday cruised to the second round of the 2019 China Open with a straight-game win over Chinese Olympic gold medallist Li Xuerui. In a match that lasted 34 minutes, Sindhu beat Li Xuerui 21-18, 21-12 to reach the second round where she will face either Thailand’s Pompawee Chonchuwong or Canada’s Michelle Li. Sindhu took a fourpoint lead first up before Li fought back to get the first game level at 9-9. After the interval, Sindhu took control of the game. Although Li managed to save four game points in the end, Sindhu took the game 21-18. Li started the second game on the front foot. India had their first real chance when Sridarth was advanced inside the box, crossed it in for Shubho, who scuffed his header over the bar from inside the sixyard box. Just ahead of the halfhour mark, however, the Indians took the early lead through winger Shubho. Sridarth was played through into the Turkmen box from the right, as he made his way through, sold a dummy,

and pulled the trigger. While his shot was initially saved, Shubho was on hand to turn in the rebound. Turkmenistan attempted to mount a comeback for large parts of the first half but the Indian midfield duo of Yoihenba and Sibajit maintained solidity in the middle of the park. Just a few minutes ahead of the half-time break, Sridarth doubled the lead. Taison forced himself into the area, played a cutback, which was duly turned in by Sridarth, from inside the six-yard box. They may have gone into the break with a twogoal lead, but Bibiano’s boys picked up right where they left off. A few minutes into the restart, Taison Singh added the third, as he smashed in a Shubho Paul cross from just outside the far post. It was after this goal, that India gaffer Bibiano Fernandes brought on striker Himanshu Jangra in place of Taison, pushing Sridarth out to the wing, and providing some physicality upfront. The physical striker had an immediate effect as he was played through into the box by Maheson and he went on to finish with great aplomb. Sridarth finished off the scoring late in injury time, as he plonked it over the keeper to make it five.
