WASHINGTON, SEP 22 (AGENCIES): Bluntly calling Pakistan a terrorist state and a global epicenter of terrorism, India on Wednesday told the United Nations that Islamabad’s use of terrorism as instrument of state policy is a war crime. “The worst violation of human rights is terrorism. When practiced as an instrument of state policy it is a war crime,” a junior Indian diplomat tasked with exercising India’s right of reply to Prime Minister Nawaz Sharif ’s speech, in which he had raised the human rights situation in Jammu and Kashmir, said. First Secretary Eenam Gambhir’s response to what she described as Pakistan’s “long tirade” about the situation in J&K, expressed earlier in a speech by the country’s prime minister Nawaz Sharif, was short, furious, and unprecedented in its intensity and descriptions. DIMAPUR, SEP 22 (NPN): An earthquake of magnitude 4.6 hit Nagaland including other parts of the North Eastern region on Thursday evening at around 7.30 p.m. The epicentre of the earthquake was located near Phek district, Nagaland at a depth of 139 km. So far, no loss of life or property has been reported. Experts have pointed out that a big earthquake is overdue in the Northeast and it is a matter of time before this eventuality takes place. Large-scale mining and ill planned towns have also contributed to fears that if an earthquake takes place this time there may be substantial damage to life and property.

India also took aim at the internal tensions in Pakistan, calling it a “country with a democracy deficit”. “In fact it practices terrorism on its own people. It extends support to extremist groups, it suppresses minorities and women and denies basic human rights including through draconian laws,” Gambhir told UN delegates.

Afghanistan hits out

Slamming Pakistan at the UN for providing safe havens to terrorists, Afghanistan said Pakistan has been waging an “undeclared war” on its people by plotting “merciless” terror attacks and training and financing groups like the Taliban and Haqqani network. Speaking

at the UN General Assembly on Wednesday, Afghnaistan’s Vice President Sarwar Danesh said his country has repeatedly asked Pakistan to destroy known terrorist safe havens but there has been no change in the situation. “Taliban and Haqqani network are trained, equipped and financed there,” he said, adding that Pakistan has a dual policy of discriminating between what it views as “good and bad terrorists”. He said that an “undeclared war” continues to be waged against Afghanistan and its people are still subject to “merciless attacks of terrorist groups”. Citing the recent attack on the American University of Afghanistan and against a peaceful demonstration in Kabul, Danesh said based on “existing evidence”, these attacks were planned and organised from inside the Pakistani territory. Danesh said that more than 10 Pakistan-based terrorist groups were creating obstacles for its state-building efforts and preventing the establishment of peace and stability in Afghanistan.

UNTABA slams Assam MP over his remark DIMAPUR, SEP 22 (NPN): United Naga Tribes Association of Border Areas (UNTABA) has slammed BJP’s Lok Sabha MP from Assam, Ram Prasad Sharma, for his remark that the Assam government should reclaim Dimapur, even if it required force. In a press release, UNTABA chairman Hukavi T. Yeputhomi and general secretary Imsumongba Pongen termed as “very unfortunate” the MP’s “outlandish comments” on the issue, which “the history are well defined.” The association stated that inasmuch as the traditional, ancestral and historical boundary between Assam and Nagaland was concerned, there was no dispute. UNTABA said the boundary was “clearly demarcated by the Kings themselves and maintain as such throughout the centuries”, adding it cannot be challenged by any individual or any group of people. They said the comment was “not only an embarrassment” for the Central government and Assam government but also “inviting contempt of Court” since the issue was under active litigation process and was sub judice. UNTABA said no individuals from both the states should involve in “uttering such unsubstantiated and cheap political rhetoric.” (Cont’d on p-7)

NH issue: Ao MLAs appeal Ao Aboi students to impose Senden to reconsider decision indefinite road blockade DIMAPUR, SEP 22 (NPN): Taking note of the prevailing situation that has arisen out of the proposed withdrawal of three apex tribal bodies that constitute the CNTC—Sumi Hoho, Lotha Hoho and Ao Senden from the Naga Hoho- the Ao legislators have appealed to the Ao Senden to “reconsider” the proposal from dissociating from Naga Hoho. A joint statement issued by minister of PWD (NH), Mechanical & Elections Nuklutoshi and advisor to CM & Urban Development, SI Jamir, on behalf of the Ao legislators, appealed to the Senden “not to take any hasty decision, especially at this crucial juncture when the Naga political talks with government of India is at a crucial stage.” The legislators opined that all stakeholders, be it organizations or individuals, “need to stand united and exercise utmost restraint and settle issues through constructive dialogue in the spirit of give and take”. While appreciating the concerns expressed by the three apex bodies, the signatories said the Ao legislators

were of the opinion that “further discussions and deliberations on the issue” was required between all civil society organizations and the state government. This would dispel all misgivings and misunderstandings, they stated. The signatories said the Ao legislators expressed solidarity and willingness to proactively cooperate with the Senden on all important issues, that may impact the lives and future of the Ao community in particular and the Nagas in general. It may be recalled, that the Central Nagaland Tribes Council (CNTC) along with the three apex organisations resolved on August 24 , that in the event Naga Hoho failed to comply with the demand (30-day deadline) to withdraw the endorsement for Rongmei tribe recognition in Nagaland, the three organisations would dissociate from Naga Hoho. Subsequently, the Sumi Hoho and Lotha Hoho dissociated from the Naga Hoho, based on the CNTC resolution. However, Ao Senden was yet to make known its decision on the matter.

DIMAPUR, SEP 22 (NPN): Aboi Area Students’ Union (AASU) on Thursday announced that as per the resolution adopted on September 21, 2016, it has resolved to impose indefinite Aboi road blockade starting October 3 in order to express its resentment against non-completion of road construction. In a press release, AASU working president, Wangam Konyak, and assistant general secretary, Langwang Angh K, asserted that the blockade would remain in force until the work was expedited, saying it “shall give no room for any assurances hereafter.” According to AASU, the road project, which commenced in 2013 by 100 RCC BRO Mon, was lying without any progress resulting in deplorable road condition. Despite several appeals for speedy completion, the union said the authority paid no heed, adding it has compelled the union to impose road blockade. AASU said Aboi road, which was the only lifeline connecting southern part of Mon district, was in worst condition. It said the road that was meant for all forms of development was in degrading stage suppressing all kinds of progress. The union maintained that the commuters were encountering terrifying experiences while plying on “chips and muddy road”. It also claimed that alarming high rates of tragic accidents have occurred on Aboi road. “Pedestrians are facing immense misery walking on swampy road,” stated AASU and pointed out that all the hardships and hurdles faced by the public were unexplainable. Further, the union has expressed serious concern over the deplorable road condition and stated that it has “gone beyond tolerance (Cont’d on p-7) and cannot be ignored anymore.”

Connectivity of NE-SEA countries important to boost trade: Zeliang DIMAPUR, SEP 22 (NPN): Nagaland chief minister, T.R. Zeliang on Thursday stressed on the need to have “people to people connectivity” vis-à-vis rail and road connectivity in the Northeast to boost trade and commerce in the border areas and with the South East Asian (SEA) countries. He was addressing the Northeast Connectivity Summit at Agartala, Tripura, on the theme “Connect Northeast, 2016”, organized by Federation of Indian Chamber of Commerce and Industry and supported by the Ministry of DoNER, Government of Tripura and NEC, a press note from the CMO stated. Lamenting that more focus was needed on infrastructure, Zeliang said “if border trade and people to people connectivity were to be improved in the region, the first priority should be construction of quality highways and railways connecting the region, with the mainland on the one hand, and with the neighbouring Southeast Asian countries on the other”. Once this is achieved in line with the Act East Policy, Zeliang said, the geographical location of the region would become central and strategic in terms of International trade and development Zeliang opined that the most practical and convenient road and rail connectivity between India and the South East Asian countries “should run through Kohima to Moreh via Imphal.” He reminded that this particular route was a strategic stretch for the allied forces during the historic WWIII battle of Kohima, which he said would have allowed Japanese forces to enter the plains of India. While informing that a highway already connects Moreh with Kuala Lampur, Zeliang made a strong plea that the East-West corridor, which presently ends at Silchar in As-

sam, should be extended from Doboka to Moreh via Kohima and Imphal. Zeliang also suggested for the railway line to run along this alignment, and appealed for a re-look by the government of India into the broad gauge line from Diphu (Dhansari) to Karong (Manipur), the foundation stone of which was laid by Nitish Kumar in 1998. This route would be shorter by 125 km to connect with the Southeast Asian countries, he added. He however said that the project was abandoned “due to some inexplicable political consideration”. Shortage of power supply in the region was another serious concern, Zeliang said, while underlining the need for not only adequate power generation but efficient transmission and distribution. Commenting on the topic of “Seamless Border Trade with Bangladesh and Southeast Asia”, Zeliang opined that fencing of the borders in most parts of the North Eastern region may not be practical as done in the borders with Pakistan and Bangladesh. Citing the example of Nagaland, he said the International boundary “does not follow a river or other convenient landmarks” but rather, based on the “watershed principles.” He pointed out the case of the house of the Angh in Longwa village in Mon district where half of it lies in India and the other half in Myanmar. “In fact, what we need is not barbed wire fencing, but construction of roads along

and across the borders so as to unlock the land-locked areas, and promote trade and development”, Zeliang said. He went on to state that the absence of road and communication has rather made these areas “the perfect hiding grounds for insurgents”. Zeliang was also critical of the restrictions imported by the Ministries of Defence and Home Affairs on construction of roads and development activities within an aerial distance of 25 kms due to security concerns. “An aerial distance of 25 kms from the border can mean a lot, as some sub-divisional and block headquarters are actually located within such distance”, he said, adding “many roads constructed under various centrally sponsored schemes are with such distance”. Zeliang also emphasized on the need for better internet connectivity in the region to enable the Northeast people fully participate as equal partners in building regional value chain. He urged the Centre to expedite the proposed broadband internet network for NE through Cox Bazaar in Bangladesh, so as not to “deprive the English –speaking and Internet-savvy youth of the Northeast from effectively utilizing the global internet highway for educational and business purposes.” Meanwhile, Zeliang has extended invitation to the delegates to attend the fourth edition of the Summit, scheduled to be held in Nagaland from September 21 to 23, 2017.

Demand for all weather road from Tizit to Mon Centre to monitor DIMAPUR, SEP 22 (NPN): Despite hue and cry over deplorable road condition in the state, there seemed to be no improvement and the road further deteriorated during rainy season. On Thursday, Tizit Area Students’ Union (TASU) raised the pathetic and terrible road condition under its jurisdiction and demanded that the state government to construct all weather road from Tizit to Mon accordingly as per highway norms and standard. TASU president, Manpang Wangyen and general secretary, Tahkai Wangshaham in a press statement, reminded state government that this would be their final appeal which would be followed by ultimatum. In this regard, the union sought support from the Konyak Student’s Union and other likeminded societies. TASU also drew the attention of the elected leaders under Mon district and wondered what they (legislatures) were actually doing, when they were all elected with the responsibilities to look after public welfare. It further urged

the legislators wake up from their “deep slumber” and immediately take this issue collectively, “if you are for the people of Mon district”. According to the release, Namtola to Mon is the main road that connects the people of Mon from the rest of others. However, the condition of the road has never been in a good shape and worsened with the advent of rainy season. The union said that the deplorable condition of the roads has greatly affected the economy in Mon district and various sub-divisions linked to it. Therefore, it urged the state government to wake up and respond positively before the public could no longer bear the step motherly treatment. The union further reminded the government that the public were not responsible for the current financial status of the state government. It claimed that despite several appeals to the government and responsible authorities on various occasion both verbally and in writing, the response was not satisfying. TASU also demanded

that the contractor of InterState Connectivity (ISC) road from Tizit Hq to Nokzang be completed as per DPR norms though the stipulated period has expired. Further, the union demanded that the contractor of North East Council (NEC) road from Tizit to Nokyan be handed over to the PWD for immediate repair and maintenance before the road becomes deplorable beyond repair. The union also asked the PWD, Mon why work on Tizit - Nokyan Road (13.00 km) under PM’s package(2004-2005) was not executed after some few meters of earth cutting only when the department had released an amount of Rs. 1,20,42,255 as first running bill, Rs. 33,10,748 as second running bill and Rs. 1,50,00000 approximately as third running bill out of the total approved amount of Rs. 4,72,00000. In the light of the above, the signatories stated that non completion of the work as per the DPR norms and standard before December 2016, would be viewed seriously by TASU and Konyak Students’ Union.

NEW DELHI, SEP 22 (PTI): In a bid to check corruption in construction of rural roads, the Centre will do geo-satellite monitoring of the entire process of construction of rural roads in the country. Recently, a pilot project in this regard was carried out by the National Institute of Rural Development and Panchayati Raj (NIRDPR) under the Pradhan Mantri Gram Sadak Yojana (PMGSY). The four-month pilot project was conducted in five states- Odisha, Rajasthan, Chhattisgarh, Telangana and Assam. It found that nearly one-third (31 per cent) of the village roads in 10 districts across India were shorter than the sanctioned length. “The Rural Development Ministry will sign an MoU with the National Remote Sensing Agency for geosatellite monitoring of the construction of rural roads and also the roads which have been constructed,” a source said. Konyak Union appeals govt to Er. Levi encourages students recognise Lao-ong Mo festival to take up science course

DIMAPUR, SEP 22 (NPN): Parliamentary Secretary of Housing, Er. Levi Rengma on Thursday while deliberating on the importance of studying science has encouraged young students to opt for science stream lamenting that the subject was not popular among the students. Speaking as chief guest at S.D. Jain Girls College (SDJGC) 24th freshers’ social cum annual day, Er. Levi credited science and technology for the fast development and added that if “we” have to catch up with the rest of the country, the younger generation has to take up science subject seriously. He pointed out that out of 62 colleges in Nagaland,

only seven colleges offer science stream and lamented that in Nagaland mathematics and science teachers were not given the due importance. It has also become a major concern as most Naga students have begun to lose interest in science and math, he added. While admitting that the state government was facing a major problem for creating jobs for the educated unemployed, Er. Levi also regretted that most of the educated youth are considered unemployable in industries or various sectors because of lack of requisite training. On women reser vation, Er. Levi said that one should not go against the women reservation because women have equal rights and

one needs to give women a chance to come up. While congratulating the achievements made by the college, he called upon the faculties to give quality education to the students which would be an asset to the state. The chief guest also released ‘Jyotsna 2016’ college magazine in the programme. Earlier, the programme was compeered by Zhimoholi S Zhimomi, flag hoisting was done by Sr. vice president, S.D.Samaj, Dimapur, Kamal Kumar Patni. DIMAPUR: Konyak Union (KU) has declared September 28 and 29 as the official dates for Lao-ong Mo post harvest festival of the Konyaks and has appealed Nagaland government to include same in the official festival list of the state government. A press note by KU president, Manlip Konyak and general secretary, Honang M. Jessuhu stated that it had submitted a representation to the state government for recognition of Konyak Lao-ong Mo to be officially included in the official festival list of the state government. It has appealed before the state government for declaration of September 28 as the restricted official holiday for the Konyak. The union has appealed and aspires that the representation of the Konyak Union (KU) would be considered on top urgency before the proposed date of celebration. It also stated that main highlights of a daylong celebration would consist of three

main programmes where minister of R&B, Vekheho Swu and parliamentary secretary of Sericulture, Home Guard & Civil Defence, E. E. Pangtean Konyak would grace the occasion as the chief guest and the guest of honour in the declaratory programme. Parliamentary secretary of Art & Culture, E. Eshak Konyak would grace the Lao-ong Mo talent harvest night programme. Director NEZCC, Lipokmar Tzudir would declare the Lao-ong exhibition cum competition as the special guest for the entire celebration programme. Traditional items and sports would be displayed by all the 17 unions of Mon town. KU has appealed citizens to observe the proposed dates with utmost honour to the age old norms and values and invites all the Konyak elders, leaders, officers and citizens to be physically present during this proposed auspicious celebration of the Konyak on September 28.

TB awareness programme conducted at sub jail Mon

MON, SEP 22 (NPN): Shansham Organization, in collaboration with CHAI organised one day TB awareness programme at Sub Jail Mon on Thursday. During the programme, the inmates were sensitised on the causes of TB, its signs and symptoms, types of testing and treatment and the importance of completing the full course of treatment. According to the two organisations, the awareness programme was organised at the Sub Jail as most of the inmates were drug users and were from marginalised section, therefore increasing their chances of TB infection and transmission. The organisations also collected sputum samples of 14 inmates, which would be submitted to the District Microscopy Centre (DMC) Mon, for testing.

Katoho found himself a place amongst 30 entrepreneurs across the country for his project “Pine Resin Extraction” based on Pine Resin industry in Nagaland with a deal of Rs.6.5 crore. KOHIMA, SEP 22 (NPN): NSMDC Ltd chair man & MLA, Dr. Neiphrezo Keditsu has asked lawyers to charge reasonable legal fees from their clients saying being exempted from service tax does not mean that lawyers should charge “exorbitant fees”. Reminding the lawyers that they were “selling” their knowledge, he said lawyers and doctors shares similar profession and that people have “blind faith” on them. He then asked them to respect their profession and not to abuse or take advantage. He was speaking on the 7th Biennial general conference of Nagaland Law Students’ Federation (NLSF) at Jubilee Memorial Centre (KABA), Lerie, Kohima on Thursday. The main celebration was held on September 21 at the auditorium of the Samiti with Hindi Education officer, Directorate of School Education, S.N. Dubey as the chief guest. Speaking on the occasion, Dubey highlighted the importance of Hindi at the present globalized world saying people’s attitude towards Hindi was very positive. However, he added that there were still rooms for

changes in “our” thinking towards the national language and its development. While dwelling on the history and origin of the language, he urged upon the students not to study Hindi just to be a Hindi teacher but to think beyond that. He pointed out the various platforms and sectors which offers opportunities for Hindi professionals. “The children of north east India have more opportunity than the other part of the country as they are good in English and if they excel in Hindi, they will have more advantage for being bilingual experts,” the chief guest said.

In the chairman’s remark Dr. Philip also pointed that Hindi was a nation’s pride and all the languages of India were jewels of the country. IOC to transport 2nd batch of tankers via Bangladesh GUWAHATI, SEP 22 (PTI): Indian Oil Corporation will transport 10 tankers of fuel from Assam to Tripura through Bangladesh on September 23 for the second time in a month to avoid the dilapidated NH-44 in Barak Valley. Indian Oil-AOD, the company’s North East division, will move LPG from its North Guwahati bottling plant to Bishalgarh unit in Tripura in a convoy through Bangladesh. “This is the second convoy of fuel we are moving to Tripura through Bangladesh. In this convoy, we will transport exclusively LPG in 10 tankers,” IOC Executive Director (IndianOil-AOD) Dipankar Ray told PTI here. This consignment will be followed by another convoy next week, he added. On September 9, IOC transported nine tank trucks carrying 1,08,000 litres of diesel and kerosene and one LPG truck from its Guwahati depot to Tripura via Bangladesh. The transportation agreement with Bangladesh is valid till

this month. “This option of sending tankers via Bangladesh started to overcome fuel shortage in Tripura. The crisis is receding now. Regarding renewal of contract, we will take a decision by the end of this month or first week of October,” Ray said. During May-June, Tripura had faced unprecedented fuel crisis as supply was badly hit due to pathetic condition of NH-44 at Barak Valley in Assam and thousands of tankers were stranded on roads for weeks. The situation forced IOC and Tripura government to scout for alternate ways to supply fuel. One of the options was transportation of tankers by open rail wagons from Bhanga in Assam to Churaibari in Tripura, but IOC termed this system non-economical as transporting 24 tankers one way cost Rs 3.9 lakh. Around 31,300 Reang tribals, who locally call themselves “Bru”, have been living in seven makeshift camps in northern Tripura for the past 19 years after they fled following ethnic trouble after the killing of a Mizo forest officer in Mamit district. “Following Election Commission instructions, the Mizoram Election Department has published the draft electoral rolls on September 15 and from that date the process of summary revision was started,” an official of the department said. “After completing the three-and-a-half-month process, the final publication of the electoral rolls would be done on January 5, 2017, with January 1, 2017, as the qualifying date for including

IMPHAL, SEP 22: Security personnel at Imphal Airport Thursday detained three youths who were supposed to take a flight to New Delhi after one of them screamed of having a bomb in his luggage. A cabinet meeting of Ibobi government has on Wednesday decided to rename the Imphal International airport as Bir Tikendrajit International airport. Will restore pre-1965 rail links with India: Bangladesh

AGARTALA, SEP 22 (IANS): Bangladesh will restore the pre1965 railway connectivity with India that was disrupted by the India-Pakistan war, Bangladesh Industry Minister Amir Hossain Amu said on Thursday. “The Bangladesh government would like to bring substantive changes in terms of connectivity with India. We would restore the pre-1965 railway links on priority basis,” he said while addressing the third ‘North East Connectivity Summit’ in Agartala. He said: “Air connectivity between Guwahati and Dhaka and Shillong and Agartala via Dhaka could be explored after examining the commercial viability.” The visiting minister said Bangladesh, China, India and Myanmar, known as BCIM region, is one of the richest in the world in terms of resources. “The region, with a population of 440 million, covers nine per cent of the world’s total area and 7.3 per cent of the global gross domestic product.” Amu said over the past seven years,

On 20th September, the only road connecting Saptiqa Town to Zunheboto Via Satakha was cut off due to a landslide at Shoipu area thereby stranding all the passengers of ZBTO bound Sumo Taxis coming from DMP for a night. The to-and-fro movement for the surrounding areas also came to a total standstill as this road is the only lifeline for the common mode of transportation. When the ADC & SDO(PWD) were approached, they promptly deployed all necessary machinaries and human workforce to clear the road on a war footing pace supervising the work themselves. The road could be timely cleared and opened only because of the tireless efforts of our caring officers and their staff. Suspicious men spotted near Mumbai; alert sounded

Mumbai, Sep 22 (PTI): The Western Naval Command here issued a high alert along the Mumbai coast after four men in military uniform were today spotted moving suspiciously near a Naval facility in Uran, about 47 kms from here. A search is on to trace the four men, police said. According to Indian Navy Chief PRO Capt D K Sharma, the search operation is going on along with Maharashtra police after the matter came to light. The Western Naval Command (WNC) issued “the highest state of alert” along the Mumbai, Navi Mumbai, Thane and Raigad coasts after suspicious movement of a group was reported in Uran.

The WNC has roped-in the police and Coast Guard also for the task. According to initial information received by the authorities, four school students spotted a group of people dressed in uniform similar to that of Indian Army near Uran and Karanja area. The DGP office immediately issued alerts to all police stations along the coast. Security has been beefed up at sensitive locations along the coast, including the Gateway of India, Raj Bhawan, Bombay High (rig), Bhabha Atomic Research Centre and other major establishments near the sea. Navtej Sarna appointed ambassador to the US NEW DELHI, Sep 22 (PTI): India’s High Commissioner to UK Navtej Sarna was on Thursday appointed as ambassador to the US, a high-profile posting where he will face the task of engaging with a new administration in Washington following the November 8 Presidential poll. Sarna, an Indian Foreign Service (IFS) officer of the 1980 batch, was serving as secretary (West) in the ministry of external affairs before he was posted in London in January. He succeeds Arun Singh, who is due for retirement. The 59-year-old diplomat

was among the longest-serving spokespersons of the MEA. He had held the post between 2002 and 2008. “He is expected to take up the assignment shortly,” the external affairs ministry said. Government has also appointed 1988-batch IFS officer Taranjit Singh Sandhu as the next High Commissioner of India to Sri Lanka. He will replace Yash Sinha. In Washington, Sarna’s main task will be to ensure continuity in India-US relations when a new dispensation takes charge.

Centre declares JE as notifiable disease

NEW DELHI, Sep 22 (PTI): The Centre on Wednesday declared Japanese Encephalitis (JE) as a notifiable disease and asked states to ensure that all health care providers inform local authorities about such cases, a move aimed at reducing the transmission of the disease and stopping it from spreading to newer areas. The move of the Union Health Ministry, which issued a notification to this effect on Wesdnesday, comes after Health Minister J P Nadda had given an assurance to Lok Sabha in August this year for making JE a notifiable disease. “Japanese Encephalitis is an important public health concern in the country accounting for substantial morbidity, mortality and disability. Early reporting of JE cases is necessary for effective implementation of preventive measures and case management. “In order to ensure early diagnosis and case management, reduce transmission, address the problems of emergency and spread of disease in newer geographical areas, it is essential to have complete information of all Japanese Encephalitis cases. “Therefore, the health care providers shall notify every JE case to local authorities that is District Health Officer or Chief Medical Officer of the district concerned and Municipal Health Officer of the Municipal Corporation every week (daily during transmission period),” the notification said. The notification has been sent to the heads of state health departments and other health functionaries of all the states and UTs.

Record 31 Indian Universities make it to world rankings

Indian Institute of Science (IISc) Bangalore has climbed to the highest position till date for an Indian institute.

LONDON, Sep 22 (PTI): India has improved its position in the global higher education, with a record 31 educational institutions making it to a new list of the world’s top varsities topped by the University of Oxford. The Indian Institute of Science (IISc), Bangalore is India’s top institution in the ‘Times Higher Education (THE) World University Rankings 2016-17’ list released yesterday, up nearly 50 places from its last year’s rank. Only two Indian universities have made it to the top 400 universities’ list. IISc (201-250 group), up from last year’s 251-300 group, is accompanied by the Indian Institute of Technology (IIT), Bombay (351-400 cohort) in the top 400 table. There is no Indian university in the coveted top 200 list. This year’s list, which includes 14 new entrants, is topped by University of Oxford, the first UK university

to top in the 12-year history of the table. Five-time topper California Institute of Technology came second while Stanford University was ranked third. South Asia as a whole has almost doubled its representation in this year’s list of the world’s top 980 universities, claiming 39 places, up from 20 last year. Sri Lanka makes its debut in the table with the University of the Colombo in the 801+ band, while Pakistan has five new entries, taking its total to seven. “But the star of the region is India, which has 31 universities in the list. Its leading university - the Indian Institute of Science - is edging closer to the top 200, claiming a spot in the 201-250 band, its highest ever position and the country has four new entries in the top 800,” said Phil Baty, the editor of the THE World University Rankings. “India’s strong performance is partly thanks to

the country recognising the importance of participating in global benchmarking exercises; just last month the government launched a new funding-backed project aimed at catapulting Indian Institutes of Technology to the top of world university rankings,” he said. Baty described as “encouraging” that the Indian government had displayed an ambition to create world-class universities, witnessed by the country’s leading institutions “edging towards the world top 200”. The other Indian universities on the list include IIT Delhi, IIT Kanpur and IIT Madras, all within the 401-500 ranks, and IIT Kharagpur and IIT Roorkee in the 501-600 band. India has 19 institutes in the top 800, two more than last year and 12 others in the 801-980 band. Overall, India has 31 institutions, including 14 new names, in the list of 980.

Prez lauds Indian Railways, calls it unifiers of nation NEW DELHI, Sep 22 (PTI): Terming the newly-inducted Railways officers as agents of change, President Pranab Mukherjee today asked them to ensure safety of passengers who have reposed tremendous trust in them. The Railways, with its glorious history, is one of the few institutions which can truly be called the unifier of the nation, he said during a meeting with a group of probationers from six railways services here at Rashtrapati Bhavan. They (probationers) would confront new problems as the world is changing fast. However, they should be able to meet those challenges with a spirit of innovation, an open mind and willingness to learn. The nation expects them to face the challenges with fortitude as they are the agents of change, Mukherjee said. “It (the Railways) connects people across the length and breath of the country with a rail network of more than sixty-six thousand kilometres. The Railways continues to be the main source of connectivity for people as well as the movement of goods,” the President said. Mukherjee said the probationers should always remember that people have reposed in them tremendous trust. Therefore, they should carry out their responsibilities with dedication and ensure punctuality and safety of passengers. Dosa sellers, vada paav shops next on tax list MUMBAI, Sep 22 (Agencies): The income tax department is leaving no stone unturned in its bid to make the income declaration scheme (IDS) a success. With less than 10 days to go before the September 30 deadline, small businesses and roadside eateries-—many of which have never seen an IT officer before — are the latest to feel the heat, reported TOI. In Mumbai alone, about 50 — including a well-known vada pav centre in Thane, a dosa centre in Ghatkopar, a sandwich centre in Andheri and a jalebiwallah in south Mumbai — were raided and the owners asked to declare their

black money under IDS. Also, about 100 raids or surveys were conducted in Ahmedabad and eateries and well-known shops in New Delhi and Kolkata. The raids are based on information collected by the tax department in the last six months. According to a tax official ET spoke to, about 1 lakh small businessmen and shopkeepers have been identified by the government as possible evaders. It is also understood that the government has given targets for each city. As in Mumbai and New Delhi, tax departments are said to have been given a target of Rs

2,500 crore. ET could not independently confirm these figures from tax officials. Experts said raids and surveys have increased in the past week. “In my 25 years of experience, I have not heard of any raids or surveys on these eateries. They seized cash from the shops, many shopkeepers were taken by surprise as they have never dealt with tax officials ever,” said a chartered accountant who is advising some of those raided in Mumbai. As much as Rs 2 crore may have been seized, according to some estimates. The push is set to intensify. People with knowledge of the matter said tax officials

are expected to conduct about 1,000 similar raids or surveys across India by September 30. “Many smalltime businessmen have now been on the receiving end as the income tax department seems to be going after them. In most cases the tax officials are asking the tax payers to declare all the money under the IDS,” said Paras Savla, partner, KPB & Associates, a tax consultancy. On Monday, about 400 tax officials descended on Khau Galli in Mumbai in one such exercise. This paralleled swoops on shop owners in other parts of Mumbai and in New Delhi and Kolkata.

As Yoga and Meditation are interdisciplinary endeavors that interface with Neuroscience, Medicine, Psychology, Philosophy, and so on, therefore an interdisciplinary approach is needed to coverage different & diverse disciplines as well as approachers & methods in the study of yoga and meditation. Thus comprehensive research on yoga and meditation is expected to address various challenges confronting physical and mental health. This new programme is aimed to foster scientific research on the effects of yoga and meditation on physical & mental health and on cognitive functioning in healthy people as well as in patients with disorders. In light of the above, for the year 2016-17, research proposals are invited from scientists/academicians, preferably having prior research experience in scientific aspects of 'Yoga & Meditation'. Multi-centric, interdisciplinary research proposals are encouraged. Themes: Basic themes being covered under SATYAM include, among others, (1) investigations on the effect of Yoga and Meditation on physical and mental health and well being, and (2) investigations on the effect of Yoga and Meditation on the body, brain, and mind in terms of basic processes and mechanisms. Who can apply: Scientists/academicians with research background in 'Yoga and Meditation' and having regular position are invited to participate in this initiative. Practictioners actively involved in yoga and meditation practices are also encouraged to apply in collaboration with academic and research institutions of repute. Standing its ground

N

agaland’s efforts to transform its economy with oil money expected from operation of oil and natural gas in the newly designated Oil Zones( in 11 districts) through the Nagaland Petroleum and Natural Gas Rules and Regulation and Gas Board 2012 and then rushing off to issue permit to Metropolitan Oil and Gas Private Limited(MOGPL) which subsequently launched its operation fields in Chanpang under Wokha and Peren districts, haven’t taken off yet. The delay has been attributed to the PIL filed by Lotha Hoho Wokha over various clauses contained in the NP& NG Rules and Regulations 2012. Furthermore, the Gauhati High observed that the respondent No.7 (MoGPL) was incorporated on September 14, 2012 and already suffered adverse orders at the hands of Securities and Exchange Board of India (SEBI) and therefore, awarding permit for oil exploration to such a party “is not in the public interest”. On October 8, the GHC passed an order that stayed the permit granted by the state government to MOGPL and questioned the constitutional basis of the NP& NGR 2012.The other aspect of the case pertains to Article 371A which was reaffirmed by the state assembly while the court looked at whether the state has the power to enact its own separate rules by over riding the supremacy of the Indian parliament. The interpretation is that while the state enjoys special guarantee under Article 371 A, yet that did not grant supremacy over parliament in framing laws pertaining to extraction and trade in oil and natural gas. Article 371A is not an obstacle since the individuals that own the land and all that is contained within, are definitely for development. The issue of 16-Point Agreement under the Special Provision of Article 371(A) which was made a political issue and criticised by several politicians, is now seen in a more positive light. In this regard, Clause VII section (d) pertaining to the safeguard of the rights of ownership and transfer of land and its resources has become a constitutionally valid umbrella over the issue of rights. However, the NP & NG Rules and Regulations 2012, while seemingly reaffirming the rights of land owners has practically given the go by when it came to being the final say. The Loth Hoho maintained it is pursuing the PIL mainly on the basis of protecting the rights and authority of the landowners in line with Article 371A. Despite numerous appeals or even pressures, the Hoho has stood its ground. It is a remarkable quality that is sadly missing among many organisations in Nagaland, who seem eager to strike deals in order to give up their demands. Of interest is the issue at Changpang in Wokha district which has a proven reserve of 50 million tonnes of crude oil. The crude at Changpang could last for at least twenty five years and one can only imagine the huge revenue that the owners would get if exploration and exploitation was being carried out today. The other reserves estimated at nearly 600 million tonnes at Mokokchung (Changki), Mon (Singphan) and Peren districts to name a few, could benefit the state and its people for the next few centuries in terms of revenue. The state government represents the people and should act wisely so that pursuance of benefit should not be the sole criteria but other aspects concerning the future welfare and well being of the people and the state.

To have a master and teacher is this and nothing less— “…for One is your Teacher, the Christ…” (Matthew 23:8). Our Lord never takes measures to make me do what He wants. Sometimes I wish God would master and control me to make me do what He wants, but He will not. And at other times I wish He would leave me alone, and He does not. “You call Me Teacher and Lord…”— but is He? Teacher, Master, and Lord have little place in our vocabulary. We prefer the words Savior, Sanctifier, and Healer. The only word that truly describes the experience of being mastered is love, and we know little about love as God reveals it in His Word. The way we use the word obey is proof of this. In the Bible, obedience is based on a relationship between equals; for example, that of a son with his father. Our Lord was not simply God’s servant— He was His Son. “…though He was a Son, yet He learned obedience…” (Hebrews 5:8). If we are consciously aware that we are being mastered, that idea itself is proof that we have no master. If that is our attitude toward Jesus, we are far away from having the relationship He wants with us. He wants us in a relationship where He is so easily our Master and Teacher that we have no conscious awareness of it— a relationship where all we know is that we are His to obey.

Post-mortem Achievements of the NSDMA in Salient features of Solid Waste Management Rules 2016 the past two years 2014 – 2016 T T he Nagaland State Disaster Management Authority (NSDMA) and the District Disaster Management Authority in the districts were constituted vide Notification as per the Disaster Management Act 2005. The NSDMA since its inception has immensely contributed towards Disaster Risk Reduction in the State. Some of the significant work done by NSDMA in the past two years are: 1. Training of the uniformed personnel in disaster management and forming the ‘State Disaster Response Force’ (SDRF).The NSDMA has also trained the Village Guards in line with the SDRF. Further, necessary equipments have also been given to the SDRF to handle any kind of disaster. 2. With the aim to empower the local community in disaster management, the NSDMA has also been carrying out hands-on Community First Responder CFR) trainings. This CFR training has covered the length and breadth of the State. The NSDMA has also given departmental/in-house trainings to Officers from Line departments. 3. To strengthen disaster management at the grassroot level, NSDMA has constituted the Village Disaster Management Authority (VDMA). The Village Council headed by the Chairman along with members and the Secretary of Village Development Board constitute the VDMA. Further under the VDMA Village Disaster Management Core Committee (VDMCC) have been formed for co-ordinating and devising a working response mechanism within the village and with the neighboring villages. The objective of constituting VDMA and VDMCC is to nurture and promote community based disaster response. The VDMCC members consist of key line committees existing in the Village such as Health, Power, Education and Sanitation etc. 4. The NSDMA has successfully completed the National School Safety Programme (NSSP). Under the NSSP, teachers from 400 schools in Kohima and Mokokchung have been trained to undertake capacity building activities. The NSSP aims to build a culture of safety in educational institutions. of the NSSP, Rapid Visual Screening (RVS) was carried out in 400 schools and the Riizhiikhrie Government Hr. Secondary School, Kohima was retrofitted. 5. The NSDMA in collaboration with the National Disaster Management Authority (NDMA) conducted a Mega Mock Exercise in March 2014. In Nagaland the MME was conducted simultaneously in the districts of Kohima, Dimapur, Kiphire, Mokokchung and Zunheboto. 6. The NSDMA with support from the National Disaster Management Authority successfully conducted a ToT on Incident Response System (IRS) for Officials from all the North East States at Dimapur in February 2014. 7. Further the NSDMA has also set up a fully functional State Emergency Operation Centre (SEOC) at the Old Secretariat Complex near DC Office, Kohima. This SEOC will serve as the nerve centre in times of major disasters. The SEOC is presently manned 24/7 by personnel from the Home Guards and Civil Defence on a rotation basis. It can also be contacted on the Helpline 1070. 8. NSDMA through the central funding under National Disaster Response Fund (NDRF) and State Disaster Response Fund (SDRF) has timely responded to the needs of the State. Under NDRF which is 100% centrally funded NSDMA has gap funded for the restorative civil works affected by major landslides at Kohima D-Block, Kisama Naga Heritage Village Approach Road and 19th Assam Rifle. 9. The NSDMA successfully conducted a State level two day workshop on Disaster Risk Reduction in collaboration with the SDFN and NECTAR on the 7th and 8th July 2016. Keeping in mind the objective of the Hygo framework for action and the Sendai framework on Disaster Risk Reduction, the NSDMA has its vision and strategic plan to build a culture of safety and resilience at all levels incorporating enhanced disaster management systems. he govt. of India has enacted the revised Solid Waste Management Rule 2016 as it accords high priority to Swachh Bharat and sanitation measures as a tool to synergize the dynamic growth and sustainability of the country. Nagaland Pollution Control Board hereby highlights the salient features of the revised Solid Waste Management Rule 2016 for concerned authorities for implementation. 1. Duties of the Secretary– in-charge, Urban Development in the State: (a) Prepare a state policy on solid waste management and lay emphasis on waste reduction, reuse, recycling, recovery and optimum utilisation of various components of solid waste to ensure minimisation of waste going to the landfill and minimise impact of solid waste on human health and environment; (b) Ensure implementation of provisions of these rules by all local authorities; (c) Direct the town planning department of the State to ensure that master plan of every city in the State for setting up of solid waste processing and disposal facilities; and (d) Ensure identification and allocation of suitable land to the local bodies within one year for setting up of processing and disposal facilities for solid wastes. (e) Arrange for capacity building of local bodies in managing solid waste, segregation and transportation or processing of such waste at source; 2. Disclosing your HIV status will also have an effect on the people you tell. Your friends and family may immediately embrace you and accept your diagnosis. Others may react negatively or need some time to process what you have told them. You do not have to tell everyone that you are HIV+. However, it is important that you tell your current and past sexual partners and anyone you have shared needles with to inject drugs. In this way they can be tested and seek medical attention if required. If you are afraid to tell them, health service provider in your area can notify your sexual or needle-sharing partners without even using your name. You also need to tell your health care providers to ensure that you receive appropriate care. Your health care provider may ask how you were infected to determine if you are at risk from other diseases, such as hepatitis C for injection drug users and other sexually transmitted diseases (STDs) for women infected through sex. If you are in a serious relationship, telling your partner is one of the first things you will probably think about. Many turn to their partners for comfort and support. However, some people may worry that they will lose their partner’s love when they disclose. It’s normal to feel nervous,

uncomfortable, or even fearful of your partner’s reaction. Disclosing your HIV status can put a strain on the best relationships. It’s important for you to think about when and how to disclose, but keeping the information to yourself for too long is probably not a good, find professional counsellor and get support. Be aware that women are at risk for violence when disclosing their HIV status. If you are worried that your partner may become violent, think about having the discussion with another person you trust such as a therapist, an HIV advocate, or a health care professional. In most cases, sharing your HIV status is a personal choice, but in the case of sexual relationships, it can be a legal requirement. It is best if you disclose your status prior to have sexual relation with anyone. Non- disclosure of HIV status in a sexual relationship can lead to a criminal, the law requires that you disclose your HIV status before knowingly exposing or transmitting HIV to someone else. You can be found guilty of an offence for not telling a sexual partner that you are HIV+ before having intimate contact. Women often choose to disclose their status to their close friends and family members whom they trust and thus they received both emotional and practical support. There are many reasons to tell people that you have HIV by getting support from family and friends, at the time of diagnosis and in the future, fostering a sense of closeness with friends and loved ones, reducing the risk of HIV transmission to others, not having to live with the stress of keeping HIV a secret, ensuring that you get the most appropriate

care and treatment from your health care providers. Disclosing can feel empowering. Disclosure is a process, so it may take several conversations. To make the disclosure process as open as possible in a safe and secure place that provides privacy, yet offers comfort and familiarity. Tell your spouse or partner that you have some important news to share. Be prepared to talk about your diagnosis in a clear way and provide basic information about what it means to live with HIV, explain that HIV can be contracted during unprotected sex and provide your partner with information about HIV testing and where he or she can get tested. Disclosure is necessary to protect the health of the spouse or sexual partner; also it will prevent the spread of HIV. The Partner Counselling and Referral Service can help you with notifying your partner. Living with a secret, such as HIV, can be more emotionally harmful than the rejection that could result from disclosure. Many people who have kept a secret for a long time feel a sense of relief after disclosing their status. However, disclosing your HIV status can also have downsides. Think carefully whom to disclose. Remember that once you disclose, you cannot take it back. Nagaland stepping into a time bomb of Illegal Bangladeshis immigrants (IBIs)

uch is being talked about, shouted and discussed on the influx of IBIs in the social media, like on facebook, whatsapp etc. Yet, the solution to eradicate this disease is very slim. Alas, the whole issue is almost like kids singing the same chorus on Sunday school or kids repetitively reciting nursery rhymes in a preparatory school. We are all blaming the state Govt. for not implementing or executing the Inner Line Permit (ILP) Act. Yes, in some ways I too agree on the failure of the Govt. specially the executing authority. But the real answer lies in the hands of our citizens and also our duty to curb this menace. Many may not agree with me, however, as a layman I am writing to share my thoughts (which I have not targeted on any individual).

We, Nagas are saying Nagaland is facing an unemployment problem, but my answer is a BIG NO NONO. If Nagaland is having an unemployment problem then why are these IBI’s entering Nagaland on a daily basis? We are facing an unemployment problem because we are over populated by those IBIs and instead we justify by saying we Nagas are lazy, unskilled etc. Are they really skilled, trained & qualified? Therefore, in this regard I want to bring to the attention of our Nagas that we are creating this IBIs menace by ourselves by renting them our house, hiring them in our building/s, properties for business establishments and also making them our eldest son, grand children etc. As a matter of fact, to get a rented house especially in Kohima and Dimapur by our own locals is the

hardest thing/job. Whereas, it’s very easy for those IBIs to do the same I really wonder if these IBIs are using American Dollars instead of Indian Rupees. To stop the IBIs, stop taking money in advance from them to built your houses/properties, chase out all the Bangla speaking people (except Bengalis from West Bengal) from your land/ house/properties etc as they are the agents and they themselves are bringing those IBIs into our State. And as a matter of fact all Bangla speaking people are from Bangladesh/Bangladeshi breed. I salute the Ao community for not allowing IBIs in their district as well as village/colonies in and around Dimapur. Let us all follow their footsteps before Nagaland becomes another Tripura. But on 22nd sept. he claimed that he was arrested by A.R on demand of Naga sovereignty, which was totally lie, and his liedcan be visible even in his small statement but fool cannot feel ashamed. Nagas do not want this kind of leader to lead the nation. NNC/GDRN is not govt by now nor it belong to Kiumukam. Therefore, Kiumukam must stay away from the affairs of NNC/ GDRN (Non-Accord) because he was impeached and from the day of his impeachment he becomes public. The writer of Kiumukam should open his eyes widely and publish in the dailies because your publication shows that you are not familiar with out govt. The NNC/GDRN (NonAccord),once again appeal to Khehoi campers that Khehoi camp was established and supported by the Nagas as a ‘Unified’ place for Nagas which means a ‘holy place’ so far as our observation. The Nagas are friendly, peace loving people, Nagas are God fearing people witnessed by the world as 99% Christianity. According to your constitution in respect to Indian Constitution, the Naga political groups may be known as militants/insurgency, but as per our unique History, we stand for the people by the people. Therefore, there is no question of threat in entire Nagaland or Naga inhabited to tourist. Naga people are also a member of human race, we’re not animals, and we understand what is right and wrong, The People’s Republic of Nagaland urge leaders of the Nations to understand our unique history, and acknowledge the Naga people as friendly in your eye. KVGOA organizes awareness campaign on disaster response

KOHIMA, SEP 22 (NPN): One day awareness campaign on “disaster response” was organized by Kohima village gazetted officers Association (KVGOA) and sponsored by department of civil defence and home guards (Kohima district) at Government Middle School (GMS) Seikhazou Kohima Village, Thursday. Delivering an introductory remark, deputy commandant general home guards and civil defence Nagaland Kohima, Medozhalie Pienyii, said disaster management is a vast subject encompassing various aspects. He said that in Nagaland earthquake and fire incident are two common in regard to disaster events while reminding that Nagaland state fall under seismic zone- 5. Stating that in any kind of disaster, particular area people are first responder, Pienyii said it was necessary for citizens of Nagaland to be alert and be ready for any calamities. NSDMA to conduct state-wide CFR trg on disaster DIMAPUR: Nagaland State Disaster Management Authority (NSDMA) would be organizing state-wide ‘Community First Responder’ (CFR) training on disaster management, in a phase manner beginning from September 2016 to November 2016. In a press statement, Secretary NSDMA, Khrienuo Metha stated that CFR was based on the understanding that the community is always the first responder in any disaster. It said Nagaland State Disaster Management Authority has also developed a module for training of CFC based on a cascading model wherein youth from the subdivisions would be trained as District Trainer of Trainees (ToTs), who in turn would train youth in their respective villages. Resource persons for the CFR will comprise of personnel from the Civil Defence &Home Guards, Health & Family Welfare, Fire & Emergency Service and Nagaland State Disaster Management Authority. The NSDMA will maintain a directory of all these trained youth and utilise them during times of disasters in the state, stated the release.

Yeteli of Wuzu village and injury to one woman Mrs. Vitsiirho Esther, Wife of Riitu of Wuzu village. The Commission is to make an inquiry into the causes and source of firing which led to the death of two minor children and injury to one woman, the person/s responsible for firing and whether the incident could have been avoided. New Delhi, Sep 22 (IANS): Union Finance Minister Arun Jaitley on Thursday said that infrastructure is the key to economic growth. Jaitley said this in his inaugural address at the BRICS (Brazil, Russia, India, China and South Africa) India 2016 seminar on “Best Practices in Public Private Partnerships (PPPs) and Long-term Infrastructure Financing”. The one day seminar was organised in the national capital by the Department of Economic Affairs, Ministry of Finance, with organisational support from the Confederation of Indian Industries (CII). Delegates from BRICS countries and senior officials of the Finance Ministry, along with senior executives of private sector companies participated in the seminar. It was organised in the run up to the BRICS Summit scheduled for October, 2016. India assumed the chairmanship of BRICS in 2016. According to Jaitley, an institutionalised forum amongst BRICS countries could serve as a regional knowledge hub with exchange of information facilitated through cloud sharing, and other electronic methods. Mumbai, Sep 22 (PTI): Amid a hyper competitive market following the entry of Reliance Jio, the second largest telcom firm Vodafone India today said it has received Rs 47,700-crore fresh capital from its parent to fund business expansion. “The money (Rs 47,700 crore) has flown into the company, which previously announced a plan to do a share sale, since April this year,” Managing Director and Chief Executive Sunil Sood told reporters here. He also claimed that this is the single-largest FDI inflow into the country till date. WASHINGTON, SEP 22 (IANS): Democratic presidential nominee Hillary Clinton is leading Republican rival Donald Trump nationally by six percentage points among likely voters, according to a new poll. In a head-to-head between the two major party nominees, Clinton’s lead expands to seven percentage points, 48 per cent to 41 per cent. Four per cent of respondents said they would not vote for president, while three per cent said they were undecided, the NBC News/ Wall Street Journal poll, released on Wednesday, showed. Half of the registered voters backing Clinton said their vote was more for Clinton, while 44 per cent characterised it as more against Trump, Politico reported. On the Republican side, only 41 per cent of registered voters said their vote was for Trump, 51 per cent said it was against Clinton, the poll showed. Registered voters gave Trump the edge as the candidate who would be best in dealing with the economy, but they favoured Clinton when it came to dealing with immigration, changing the country for the better, being a good Commander-in-Chief and handling nuclear weapons.

UNITED NATIONS, SEP 22 (PTI): There will not be a repeat of the ethnic war with Tamils, Sri Lankan President Maithripala Sirisena has assured the international community as he sought their help to make the country a nation “devoid of differences”. Addressing the 71st session of the UN General Assembly, Sirisena said his government would preserve Sri Lanka’s independence, territorial integrity and sovereignty while chartering the country’s democratic journey based on an indigenous thinking. He said Sri Lanka has in recent months taken many steps for socio-economic transformation, leaving no room for the repeat of the separatist war. He appealed to the international community for support to make Sri Lanka a modern nation devoid of differences. Sirisena, who defeated the Sinhala-majority favoured Mahinda Rajapaksa, has introduced several political reforms since being elected President in 2015. He has made an attempt to address the concerns of the Tamil minority to achieve reconciliation. Tamils, however, say a lot more is needed to be done.

SYDNEY, SEP 22 (IANS): The analysis of the debris found in the Indian Ocean from the Malaysian Airlines plane showed no signs of exposure to fire, official sources said Thursday. The investigation focused on two fibre pieces found near Sainte Luce in southeastern Madagascar in June. The pieces were handed over to Australian Transport Safety Bureau (ATSB) on September 12. The remains -- which the press had reported were burned -- could not be associated with the missing airplane, said Australian Transport Minister Darren Chester, Efe news agency reported. “At this stage it is not possible to determine whether the debris is from MH370 or indeed even a Boeing 777,” Chester said in a statement. He further specified they found “no manufacturing identifiers, that provided clues as to the items’ origins”. He also stressed that “contrary to speculation, there is no evidence the item was exposed to heat or fire”. Australia is leading the operation, which includes Malaysia and China, to search for the wreckage of MH370 in an 120,000-sq. km area of the Indian Ocean off the Western Australia coast, which is expected to conclude in December. So far, pieces have been recovered from beaches in Reunion Island, Mozambique, Mauritius, South Africa and the French island of Rodrigues, and the authorities have confirmed the debris to be from the missing plane.

UNITED NATIONS, SEP 22 (IANS): Efforts need to be intensified for Security Council reforms, Ministers from India, Brazil, Germany and Japan said in a statement on Wednesday after reviewing the status of process. The G4 ministers welcomed what they saw as “expressions of flexibility” by several countries during the negotiating sessions that finally made some progress, but said that “substantial progress was still limited and that efforts need to be intensified to build further momentum and to arrive at real text-based negotiations.” The reform process that has been languishing for over two decades, received a boost when the General Assembly finally approved in 2014 the

adoption of negotiating text so that substantive discussion could be held. The Inter-governmental Negotiations (IGN), as the process is known, began in earnest during the current session of the Assembly but lost momentum. The G4 countries jointly lobby for expanding the Council and mutually support each other for permanent seats on an expanded body. The meeting was convened by German Foreign Minister Frank-Walter Steinmeier and was attended by M.J.Akbar, India’s Minister of State for External Affairs, Brazilian Foreign Minister Jose Serra and Japanese Foreign Minister Fumio Kishida. The ministers “expressed their support for equitable

regional representation, underscoring the imperative for Africa’s representation in both the permanent and non-permanent membership as well as adequate and continuing representation of small and medium sized Member States, including the Small Island Developing States, in a reformed Security Council.” At the General Assembly on Wednesday, Japanese Prime Minister Shinzo Abe spoke of the urgency in getting the reforms process moving. “If we do not carry out the reform Security Council now it will easily be put off for a a decade or two,” he said. “Will we stand in the position of of harming the values of the UN? Or will we wish for a strengthening of the Security council?”

COPENHAGEN, SEP 22 (IANS): The Indigenous Australians are the most ancient continuous civilisation on the Earth, with their origins dating back to 50,000 years ago, an extensive study of their DNA has revealed. In the study published this week in human origins paper Nature, scientists were able to trace the journey made by intrepid ancient humans by sifting through clues left in the DNA of modern populations in Australia and Papua New Guinea, the Guardian reported on Wednesday. The study showed that they were probably the first humans to cross an ocean. Professor Eske Willerslev, an evolutionary geneticist who led the work at the University of Copenhagen, said: “This story has been missing for a long time in science. Now we know their relatives are the guys who were the first real human explorers. Our ancestors were sitting being kind of scared of the world while they set out on this exceptional journey across Asia and across the sea.” The study revealed that early humans would have encountered other roving hominin species, including an unknown human relative who has now been shown to have contributed around 4 per cent to the Indigenous Australian genome. Willerslev’s study also resolves around the apparent discrepancy between genetic findings implying that indigenous populations have been in Australia for tens of thousands of years and the fact that the languages spoken by these populations are only around 4,000 years old.

This means any Web address that ends with “.kp” is linked to the notoriously isolated nation, much like addresses that end “.de” are linked to Germany and “.jp” are linked to Japan, reports The Washington Post. What’s unusual, however, is how few websites actually use that address. Thanks to an apparent mistake, North Korea has revealed that only 28 websites use the “.kp” domain name. That’s a remarkably small number. To put it in perspective, more than 16 million addresses end with Germany’s “.de” domain name. Many of the websites with the “.kp” domain name are familiar to North Korea watchers. They include kcna. kp or rodong.rep.kp, which belong to the state news agency and the state newspaper, re-

spectively, or the website of Air Koryo, the national airline. But others are more unusual. One, apparently titled “Friend” at the address friend. com.kp, appeared to be some kind of social network. Another - cooks.org.kp - showed off recipes, while korfilm. com.kp was devoted to North Korean movies. amil film Visaranai, directed by Vetrimaran and produced by Dhanush, is India’s official entry for Academy Awards 2017 in the Foreign Language Film category. The film had earlier won three National Awards including best Tamil film. The critically-acclaimed film is based on police brutality and is adapted from M Chandrakumar’s novel Lock Up. This choice has for the second year in running bucked the trend of choosing Hindi language films for the prestigious awards. Earlier Tamil films such as Jeans, Indian, Kurithipunal, Devar Magan, Anjali, Nayagan, Deiva Magan were chosen as India’s official entries for Oscar awards. Based on lives of four migrant workers who are accused of a crime they never committed, Visaranai shows these migrant workers from Tamil Nadu being picked on by the police in Guntur. This leads to them being enmeshed in a web of crime and politics and they are finally killed in an encounter. The movie has similarities to some real-life events.

ock band Iron Maiden are introducing a series of measures, including paperless tickets, in an effort to combat touts on their forthcoming UK tour. It means that fans will not receive printed tickets - but will have to present photo ID and a credit card when they arrive at the venue. The band say they hope it will stop tickets changing hands for “ludicrously inflated” prices on resale websites. They join the likes of One Direction and The Pixies in addressing the issue. “We do not want our fans being ripped off either by counterfeit tickets or through costly mark-ups on so-called secondary ticketing websites,” said Iron Maiden’s manager Rod Smallwood. “These problems now affect the UK more than any other country outside of the USA.” He said paperless ticketing had helped combat touts on Iron Maiden’s recent North American tours. The band is

also employing other measures to prevent fraud. A limit of four tickets per person has been set, and a dedicated team will monitor transactions for suspicious activity. Tickets found to have been bought by touts will be retrospectively cancelled and put back on sale, the band added. At venues where the paperless system is not 100% enforceable, tickets will have the purchaser’s name printed onto them; and they will be required to show photo ID before seeing the show. Dates for the band’s tour will be announced on Friday. Ticketmaster are providing the technology to make paperless ticketing possible - despite having a slice of the secondary market via their ownership of Get Me In!.

But a source close to Brad told TMZ he strenuously denied any abuse of his children. According to TMZ, sources said Jolie, Pitt and their six children were on a private jet last Wednesday where he allegedly got drunk. He then allegedly screamed and got physical with their children. Sports plan targets 50 medals at 2024 Games

NEW DELHI, Sep 22 (Agencies): With India winning only two medals at the 2016 Rio Olympics, Niti Aayog has come out with a 20point plan of action, including implementation of controversial sports bill which limit age and tenure of office-bearers of sports federations to identifying ten priority sports on the lines of countries like Kenya and Jamaica with a target to win 50 medals in 2024 Olympics. The Aayog’s plan also recommends that the schools should include sports as part of their curriculum and award marks, besides advocating equal pay for sports teachers.

The other recommendations are harnessing the potential of national sports talent especially in tribal, rural and coastal areas, recruiting world-class coaches and grading them as per performance and upgrading existing training centres. The action plan, released by the government’s think tank on Wednesday for public comments, suggests to identify ten priority sports with high winning potential, as well as those in which India has won medals in the past. In a bid to clean up the sports management, it has also suggested annual performance review of sports bodies, infrastructure and sportspersons.

Srikanth advances to quarter-finals of Japan Open TOKYO, Sep 22 (PTI): Rio Olympics quarter-finalist Kidambi Srikanth emerged as the lone survivor at the Japan Open after he reached the last eight stage of the men’s singles competition at the Super Series event on Thursday. However, it wasn’t the sort of victory that Srikanth would have ever wished for as his match against compatriot Ajay Jayaram was stopped midway after the 28-year-old Mumbaibased shuttler injured his left ankle. 2nd inter-club badminton tourney begins

Correspondent Kohima, Sep 22 (NPN): The 17th Naga Students’ Federation (NSF) Martyrs’ Memorial Trophy 2016 under the theme “Goal for peace” would kick off on September 24, 1:30pm at Kohima local ground. Parliamentary secretary Municipal Affairs, Economics & Statistics, R. Tohanba would grace the opening ceremony as the chief guest. The tournament is organized in memory of two students, Lt. Kekuojalie Sachü and Lt. Vikhozo Yhoshü, who were killed during the NSF protest rally in 1986. Altogether 66 teams (49 teams from Kohima district, 6 teams from Dimapur, 3 teams from Peren, 4 teams from Phek and 4 teams from Manipur) would be participating in this year’s edition. Entry tickets would be Rs.30 till quarter finals and Rs.50 from semi-final till final. The total cash prize money for the tournament is Rs. 3, 95,000. The champions would receive Rs.1,60,000, runner-up - Rs. 1,00000 while the third and fourth would pocket Rs. 50, 000 and Rs.30, 000 respectively. The losing quarter-finalists would also receive Rs.10, 000 each.

Staff Reporter Dimapur, Sep 22 NPN): The 2nd Inter-Club Dimapur District Badminton tournament, organised by Shuttlers United Dimapur, got underway Thursday evening at Sakus Mission College badminton stadium with parliamentary secretary for labour & employment, skill development, border affairs Mmhonlumo Kikon as the chief guest. The cash prizes for the tournament is being sponsored by BJYM in memory of it’s former president Late Kahoto Chishi. Addressing the players during the inaugural programme, the chief guest said

that the presence of many active shuttlers is a sign that they want to be fit and fine and that they value a happy life. Mmhonlumo while lauding the government’s initiative to set up a special task force to prepare an action plan for the next three Olympics - 2020 to 2028 expressed his hope to see Naga sportspersons in the Olympics and to put Nagaland on the sports map of India in the future. However, he reminded the players that it has to be a collective effort of both players and government. With dedication, hard work and sportsmanship Naga youth can achieve and thrive in sports, said Mmhonlumo and further encouraged

youth to take up sports as profession and not only as recreation. Many good sportspersons have been inducted into state police force but that should not be the sole aim of playing sports, said the chief guest. While urging the players to inspire younger generation, he further challenged them to give their best at the tournament. Mmhonlumo Kikon, who was also one of the patron, lauded Shuttlers United for organising the tournament and for fostering a spirit of oneness among the players. Altogether 68 shuttlers are competing in open and amateur categories.

The visitors deployed the suffocating defence on Wednesday that has made Atletico the least favourite opponent for star-studded attacking sides like Barca and Real Madrid, reports Efe. Barcelona managed just three shots on goal in the first 40 minutes, all of them from a distance. Visiting keeper Jan Oblak turned aside efforts by Lionel Messi and Andres Iniesta, while a rocket from Neymar went just wide off the net. The hosts opened the scoring in the 41st minute on a set piece, thanks to a magnificent header by Ivan Rakitic off a cross from Iniesta. Atletico’s Antoine Griez-

mann sought to take the game to Barcelona in the early going after the half-time break, forcing Marc-Andre ter Stegen to make a stop on one occasion and lofting a ball harmlessly into the stands on his second try. The first signs of trouble for Barca arrived in the form of injuries to Sergio Busquets, who went off in the 51st minute, and to Messi, who left just before the hour mark. Smelling blood, Atletico coach Diego Simeone sent in Fernando Torres and Angel Correa to press for the equaliser. He didn’t have to wait long. Torres got the ball near midfield and fed it to Correa, and the Argentine exploited a miscue by defender Javier Mascherano to barge into the area and beat Ter Stegen with a low shot in the 61st minute.

Undaunted, Barca came roaring back, with Neymar challenging Oblak twice. Neymar provided perfect service to Gerard Pique on a free kick after a foul, but the defender’s header went just wide. Jordi Alba would have made it 2-1 for Barcelona minutes later if a deflection had not sent his shot over the cross-bar. With five minutes left in regulation, the stands at Camp Nou buzzed with expectation of the goal that would seal an epic victory. Atletico, however, refused to cooperate and Diego Godin produced a corner for the visitors with a thundering header that Ter Stegen had to stretch to tip over the cross-bar, taking more seconds off the clock. Nothing came of the pair of chances Barça generated in the three minutes of stoppage time added on by the referee.

Gabala, Sep 22 (IANS): Indian shooters took bronze in the men’s team Trap event on the final day of the ISSF Junior World Cup here on Thursday. Lakshaya and Kismat Chopra along with Manavaditya Singh Rathore finished third in the men’s Trap event when they shot a team total of 347 points out of a possible 375. Italy notched 360 to win gold in the event while Australia finished a point ahead of India to claim silver.

Rathore qualified for the individual bronze medal match-up in the event, being part of two shoot-offs in the lead up, but had to be content with the fourth place eventually. Earlier, both Manavaditya and Lakshaya were at the tied fifth place with two other shooters on a score of 118 at the end of the qualifying round of 125 shots each. Only six shooters qualify for the final rounds. In the ensuing shoot-off, Manavaditya

and Chinese shooter Chengjiang Liu were on target with their first two shots and qualified. Lakshaya missed his second and the other Kazakh shooter, Nikolay Belskiy, missed his first, to be placed seventh and eighth respectively. India thus ended their campaign with a total of 24 medals to be placed second in the overall standings. The Indian tally includes nine gold, five silver and 10 bronze medals.

Russia topped the medal standings with 12 Golds for the total of 25 medals. A total of 18 countries won medals at the competition. The ISSF bandwagon now moves to Italy, where the Senior World Cup Finals -- the season ending competition of the year’s best shooters in every discipline -- are scheduled early next month. India will have three shooters -- Jitu Rai, Mairaj Ahmad Khan and Sanjeev Rajput -- participating in the event.

Dimapur, Sep 22 (NPN): The 9th All India Police Badminton Championship concluded September 21 at State Convention Centre, Shillong. The championship was conducted under the aegis of All India Sports Control Board. H.D.R. Lyngdoh, home minister of Meghalaya graced the closing ceremony as the chief guest and presented the medals to the winners. Roshan Warjri, minister of health & family welfare was the guest of honour on the occasion. M. Rhovisie Nyuwi and Z. Anchees Odyuo of Nagaland Police won the open doubles title and Imlisunep and Tiawabang emerged as the winner of 50+ veteran doubles category.
