anticipating the remaining amount from the Centre after submission of the SIT report. However, the unions said that the department dishonoured the agreement, which was an insult and direct challenge to the students’ community. ANCSU and ENCSU reiterated its earlier demand not to accept partial payment. While acknowledging that the state government had issues regarding funding from the Ministry of Tribal Affairs, the unions however maintained that it was not the fault of the students, but the failure of state government and the concern department. Po i n t i n g o u t t h a t scholarships were not being disbursed on time over the years, ANCSU and ENCSU asserted that the students’ community

should not be fooled over and again due to the delay tactics and lame excuses of the government. Though the total required amount for the year 2017-18 was Rs. 30,60,17,435 including 10% state matching share for 29,130 beneficiaries, they said the first installment amounting to Rs. 6.14 crore was sanctioned by the Centre for payment of PMS to the ST students of Nagaland (2017-18) on May 2, 2017 as ad-hoc grant. However, due to delay in submission of SIT report for the year 2010-2015, the unions stated that the Centre was not releasing the remaining amount. They said the students’ community were told on many occasions that the Centre was ready to release the remaining amount, but after submission of SIT report.

without further delay. He also wanted to know why passenger shed at platform No.2 could not be constructed till date. In response NFR authorities informed that the reason was due to land encroachment which impeded the construction work. Kenye then requested the chief engineer of the division to plan out an alternative for construction of the much needed waiting shed at PF No.2 keeping in mind that the land issue may take time in case the matter was lying in the court. He also demanded construction of rest room for passengers and installation of solar plant at the roof top of the station building. Kenye also urged NFR to complete the Dimapur (Dhansiri) to Zubza railway project within the stipulated time. He also requested that reservation policy in railway recruitment be adopted to provide more benefits to local people who would be in a more advantageous position to serve their respective areas of operation since Lumding is spread over a multi-ethnic area having particular problems. According to PRO to the MP, Kenye also reminded NFR on the strategic location of the region surrounded by five countries with insurgency-related problems and which demanded increase of Railway Protection Force to ensure safety of passengers.

MLA objects to CM’s deadline on Wakching area councils DIMAPUR, SEP 29 (NPN): Opposition NPF MLA, Y.M. Yollow Konyak, from 42 Wakching Assembly Constituency, has objected to the chief minister’s one-week deadline given to the Wakching area village councils to make final decision on the proposed diversion of two-lane highway (SARD-NE) Merankong-Tamlu-Mon road alignment at km58 to 63 near Wakching. In a press release, Yollow said that in a democratic country, the government should not force the public to surrender from their will, but should instead try to understand and analyze the problem. Asserting that since the reason for realignment was due to the high gradient (as per NHIDCL and Rites Firm), MLA said the government should instruct the responsible department to immediately check on the gradient of the road. Yollow also suggested that the state government and NHIDCL make final call based on the technical report of the gradient submitted by the department.

ANCSU, ENCSU reject partial payment of PMS DIMAPUR, SEP 29 (NPN): All Nagaland College Students’ Union (ANCSU) and Easter n Nagaland College Student’ Union (ENCSU) have expressed shock and dismay by the state government’s decision to disburse the 2017-18 Post Matric Scholarship (PMS) for ST students of Nagaland on installment basis. The unions affirmed that they would not accept partial payment of scholarships or on installemnt basis. In a joint statement, ANCSU president Katho P Awomi and ENCSU president M Longre Chang said after meeting the department officials, commissioner & secretary Higher and Technical Education and the concerned minister, it was agreed upon to disburse the full amount to the beneficiaries, while

DIMAPUR, SEP 29 (NPN): Nagaland’s lone Rajya Sabha MP and NPF secretary general, K.G. Kenye has taken up the issue of neglect of Dimapur railway station with North Frontier Railway (NFR) authorities following recent reports by Nagaland Post highlighting lack of passenger amenities, unhygienic conditions, lack of adequate tickets and quotas including connecting trains. Despite Dimapur railway station being the second highest revenue earner for the NFR after Guwahati, it is given a stepmotherly treatment with the least being given in terms of passenger amenities and connectivity. In his address at the consultative meeting of NFR authorities and MPs representing areas under Lumding division held at Maligaon on September 28, Kenye sought immediate attention of NRF for urgent improvement of Dimapur railway station. Making a strong plea, Kenye maintained that Dimapur station “cannot be neglected” in infrastructure and passenger amenities since the station serves both Nagaland, Manipur as well as parts of upper Assam. As highlighted in the report by Nagaland Post, Kenye raised the issue of lack of amenities for passengers including the shocking unhygienic condition, which he demanded, ought to be addressed

Though the SIT report for the year 2016-17 was submitted earlier, they said the report for 2010-15 could not be prepared on time due to untold reasons which was best known to the Special Investigation Team and the concern department. ANCSU and ENCSU cautioned that they will not accept any kind of manipulated or compromised SIT report. It further demanded the SIT report to be made public and not to be delayed any further. ANCSU and ENCSU warned that the unions would resort to its own course of action if scholarship was disbursed on installment basis. In this regard, the union have called upon all affiliated colleges to be prepared if their demands were not met by the state government.

MLA expressed dismay that despite many petitions to the state government and NHIDCL with regard to the proposed diversion, the government and the firm turned a deaf ear to the request of the public of 42 Wakching A/C. Yollow said out of the 100km length of the said highway, 37km long stretch of land belonged to Wakching alone. He said a new alignment prepared by the Rites Firm without the consultation of the stakeholders excluded Wakching town where 90% of earth work was already completed by Maytas & Gayatri firm during 2011-2012. When the public objected to the realignment, MLA said Rites Firm and NHIDCL claimed Wakching portion did not fulfil the highway criteria as the gradient was high. However, MLA said Maytas & Gayatri had no problem with gradient during the alignment, survey and earth cutting. Yollow stated that area public had suffered for seven long years as the existing road had been

NTTU warns units collecting tax DIMAPUR, SEP 29 (NPN): Nagaland Timber Traders’ Union (NTTU) has warned that stern action would be initiated against any of its affiliated unions and associations found levying tax on vehicles carrying logs and timbers in the districts. In a press release, NTTU president, Kevise Sogotsu, said timber community has been fighting all these years against taxation imposed on them by various government agencies and other groups.“This fight for justice is meaningless if we do not first clean our own kitchen,” NTTU president said. NTTU has also reminded the state government that its departments and agencies manning check gates were still collecting tax from timber-laden trucks despite repeated reminders in the past that such collection was illegal and amounts to extor(Cont’d on p-8) tion.

damaged by earth work during 2011-2012. “They suffered but never complained as they hoped that the project would continue,” he said. Further, MLA said that Wakching area public had strongly objected to the proposed realignment and held three rounds of meeting with the government and NHIDCL. He said a public memorandum was also submitted to the DC Mon on July 9, 2018. Consequently, he said a meeting was convened by the chief secretary on August 28, 2018 and finally by the chief minister on September 27, 2018. In every meeting, MLA said NHIDCL turned down the plea of Wakching area public for retaining the old alignment citing that realignment was done by Rites Firm due to high gradient in Wakching portion. Meanwhile, MLA said that the proposed new alignment road runs through heavy plantation of valuable trees, wild fruits, tea, cardamom and palm leave, adding that it has to be compensated.

NSCN (K): rejoinder to rival group’s statement DIMAPUR, SEP 29 (NPN); Reacting to the statement issued by NSCN (K) kilonser MIP, ‘col.’ Isak Sumi, the rival group- NSCN/GPRN MIP in-charge ‘maj.’ Joseph Lamkang claimed that the impeachment of former chairman ‘lt. gen.’ (retd) Khango was done according to the party formalities, which was consented and endorsed by all member of the NSCN/GPRN. Lamkang alleged that some “self-vested individuals and Indian-backed agents within the party”, taking advantage of the situation, had sided with Khango to use him for “their selfish dreams and to work for the enemy”. He also stated that have also been automatically terminated from the party with immediate effect. Lamkang said that since the traitors had no agenda, the statement by rival group

claiming legitimacy of the impeached chairman was completely baseless, null and void. He said the statement was aimed to tarnish the party’s image, confuse and divide the Nagas and also to create misunderstanding between fraternal revolutionary parties of WESEA. Lamkang claimed that the NSCN/GPRN under the new leadership and all WESEA parties based at “base-area” were fully intact. “NSCN/GPRN repledge ourselves before God and to the people to continue the Naga freedom struggle, and will not tolerate antinational elements conniving with the enemy to demean the struggle,” it stated. The group appealed to Nagas in particular and the people of WESEA “to be alert and not to be confused with baseless statements and allegations in the near future.” K Y M C

IMPHAL, Sep 29: The Manipur University Teachers’ Association (MUTA) has Saturday turned down an invitation for talk from the chief minister. On Friday, chief minister N Biren Singh invited MUTA to a meeting Saturday at his office secretariat after MUTA president expressed his desire to have discussion with the government on the prevailing situation in the university. However, MUTA turned down the invitation. At an emergency meeting, MUTA resolved to turn down the invitation after detailed deliberation on the invitation for talk from the chief minister. The meeting also passed a three-point resolution which includes demanding release of all the teachers, students and other persons who are in jail in connection with the present

crisis in the MU. While resolving to condemn the September 20 night “inhuman action” of the security forces and police, the meeting further stated that MUTA would welcome facilitation from any individual or organization to help resolve the Manipur crisis. After the meeting, a MUTA member said, “We will consider accepting invitation for talk from the government only after it stops chasing and arresting of the teachers, staffs and students and removal of security forces from the university campus.” On the other hand, after his invitation was rejected, chief minister N Biren Singh once again appealed the agitating teachers, students and staff of MU to come to the negotiating table. While asserting that government was ready to invite once again for talk,

B’deshi exporters resume fish supply to Tripura Agartala, Sep 29 (PTI): Bangladeshi exporters Saturday resumed supply of fish to Tripura traders after a gap of 25 days following a meeting of exporters and importers of the both the countries. “We have received huge consignments of fish including ‘Rohu’, ‘Pabda’, ‘Katla’’, ‘Bhetki’ and Prawn”. “The supply is adequate and there will be no crisis of fish in the local markets of Tripura,” Secretary to the Exporter and Importer Entrepreneur Sangh Khokan Bhaumick told PTI. He said export of fish from Bangladesh was stopped since September four following extortion of money from them by anti-socials. “There was a meeting of exporters and importers of Agartala and Akhaura sub-division in Bangladesh Friday and both the parties agreed to resume fish supply from Bangladesh. A seven-member exporters group of Akhaura came here and discussions were

held. The problem was solved at the intervention of the Vice-president of Tripura unit of BJP Pratima Bhaumick,” he said. He said “Pratima Bhaumick, who was present in the meeting, assured the Bangladeshi exporters that if any such incident occurred arises in future it will be dealt with firmly. The Bangladeshi exporters accepted her words.” The supply was stopped after goons stopped some exporters from entering the state after they refused to pay extortion money at the Agartala-Akhaura integrated-checkpoint on September 4. A sizeable quantity of fish enters the markets through the checkpoint, a customs official said. The joint director of the state fisheries department Abani Debbarma said about 70 per cent of the total consumption of fish was produced in the state and Bangladesh, West Bengal and Andhra Pradesh supply the rest.

Singh said, “We all must join hands together to bring an amicable solution on the issue.” Singh said that door for talk with the representatives of MUTA, MUSA and MUSU is always open. At the same time, the chief minister asserted that the arrested teachers and students can be released if pro VC K Jugindro Singh withdraws the FIR he lodged with the police. Meanwhile, students continued their protest against ‘militarization’ of MU campus and demanding unconditional release of students and teachers arrested by police in connection with the present crisis. Students of DM College of Arts burnt the effigy of chief minister N Biren Singh in their campus while shouting various slogans against terrorizing the students by deploying security forces in the university campus.

IPFT hails Centre’s move to form panel for tribal welfare Agartala, Sep 29 (PTI): The Indigenous People’s Front of Tripura (IPFT), the alliance partner of the ruling BJP, has welcomed the Centre’s move to form a high-level committee to look into the social, economic and linguistic development of the state’s indigenous population. The Centre had on September 27 issued a notification to announce the formation of the thirteenmember committee, with special secretary of internal security, Ministry of Home Affairs, as its chairman. The joint secretaries of ministries of Tribal Affairs, Human Resource Development, Health and Family Welfare and advisers to the NITI Aayog and DoNER were among the nine members who have already been included in the panel. Three other members would be inducted into the panel by the state government, the MHA notification said. IPFT spokesperson Mangal Debbarma said the

party was happy to see its alliance partner stick to its poll promise. The regional party had struck a deal with the BJP over the formation of a panel for welfare of tribal people, ahead of February 18 Assembly elections. “We thank the Ministry of Home Affairs (MHA) for the committee. This has been one of our long- standing demands. Although Tipraland does not come under the purview of the committee, this is a step towards fulfilling our statehood agenda,” Debbarma said. The tribal party had been demanding a separate state, ‘Tipraland’, by carving out areas under the jurisdiction of Tripura Tribal Areas Autonomous District Council (TTAADC). Asked why the committee didn’t have any representative of IPFT on board, Debbarma said the issue would be discussed at the next state executive committee meeting on September 30.

Rise in child abuse cases disturbing: Manipur Gov

Manipur Governor Dr. Najma Heptulla at the 9th State Level Children’s Cultural Meet, 2018 in Imphal on Saturday. (NP) Correspondent

IMPHAL, Sep 29: Manipur Governor Dr Najma Heptulla Saturday expressed anguish over the increasing trend of child abuse in the country. “The sudden escalation in the number of cases of child sexual abuse is most disturbing,” she said while speaking at the 9th State Level Children’s Cultural Meet held under the theme ‘Break the Silence, End Child Sexual Abuse, Let us Make a Child Friendly Manipur’ . In Western countries, where family bonds are

presumably less tenacious, there have been extensive reports of such crimes however, it was assumed to be quite alien to the Indian society and more so to the well knit culturally rich society of Manipur, said Heptulla. Unfortunately, such rabid social aberrations have started occurring in Manipur also, which was completely unheard of in the past, she said. “It underscores the need of realizing our collective responsibilities of each and every stakeholder, schools, colleges, parents

and students to ensure a safe and secured environment, where basic rights of the children are well protected and promoted,” she said. The Governor further said that there are other grievous challenges confronting the children which, if not engaged appropriately, can destroy the whole generation. She observed a raise in the menace of drugs and substances abuse among school going children and said that a comprehensive approach for containing ‘this enemy of the youths was imperative.’

‘Digital addiction’ leading to cyber crime was another dimension of the challenges faced by the young generation; she observed and expressed hope that with sincere and focused efforts, Manipur Alliance and Child Rights will be able to contribute substantially in the fight against these evils. The Governor stated that the participation of large number of children from different districts both valley and hills, different ethnic communities to a single forum will help in achieving communal harmony, emotional integrity amongst the indigenous peoples, tribes of hills and valley of Manipur. State health and family welfare minister L Jayentakumar Singh stressed on the need for mass awareness on the various laws related to protect the legal rights of the children. He said that it was the responsibility of each and every parent/guardian to nurture their children in the right direction. He further informed that one juvenile justice court each has been opened in nine districts of the state so far.

Mizoram NPP with national president CM Conrad K Sangma and others. Correspondent

AIZAWL, SEP 29: With a sole focus to unite the aspiration of the people of North East, the National People’s Party (NPP) was Saturday launched at Aizawl in poll bound Mizoram by National President of NPP and Chief Minister

of Meghalaya Conrad K. Sangma. The launch programme was attended by galaxy of NPP leaders, including Home Minister James K. Sangma, Deputy Speaker Timothy D. Shira, Manipur Sports Minister Letpao Haokip amongst others. NPP has been working

to build the party in Mizoram for the past one and half year to make its ground ready for its launch, the party communique said. The party has launched its campaign with its slogan – “One Voice, One Northeast.” Chief Minister Sangma said that NPP is embarking

on a mission to rebuild Mizoram and restore the identity of the people of the region and make the voice and concerns of the people heard at the corridor of power. Making the officially announcement for NPP Mizoram State, Conrad Sangma said, “The seed of the party to be a panNortheast was laid by the founding leader late P.A. Sangma. We are continuing the journey started long time ago by him (Purno Sangma). He had set the agenda for the people of Northeast, the tribals of the country, Christians and other minorities. It is those ideas and the vision that is driving NPP to channelize its energy to fulfill the dreams of the people.” Expressing confidence that NPP will be able to

make a significant impact in the political landscape of Mizoram, a Christian dominated tribal State of Northeast, he said, “India is home to over 100 million tribal population but the voice of our people in the political arena is bare minimal. Almost 50 years after India’s Independence, a tribal was inducted in the Union cabinet. I am not blaming anybody but trying to put the fact right that tribals and northeast has not got its due space and position in the political landscape. NPP believes in the ideology of uniting the voice of Northeast under one umbrella and one platform.” He said that NPP is working with a focus to expand its base in fulfilling the mandate of the party that stands for unity of North-

east. “We want to emerge as a strong voice for our people from Northeast,” he added. He asserted that people of Mizoram would accept the party and allow NPP to carry forward the vision of the party. Assam to introduce methanol as cooking fuel Guwahati, Sep 29 (Agencies): Public sector Assam Petrochemicals Limited is set to introduce methanol as cleaner, cheaper alternative to liquefied petroleum gas. The pilot project involving 500 burners and stoves, each fuelled by a 1.2-litre canister of methanol, will be launched on October 5. The company hopes to go for commercial production after almost two months of monitoring the project at its headquarters in eastern Assam’s Namrup town. The methanol cooking fuel project is expected to a game-changer for APL, India’s first natural gas-based petrochemicals company, which has undertaken a Rs.1,337 crore expansion project to produce 600 tonnes of methanol and 325 tonnes of formaldehyde per day by September 2019. At current plant utilisation of 95%, APL hopes to be the number one methanol producer in the country after expansion. This, for the 47-yearold company, has been a massive turnaround from five years ago when its bal-

ance sheet showed a loss of Rs.28 crore. “We made a profit of Rs.12.29 crore during 201718, which was 262.26% more than the previous fiscal. But more importantly, we have taken some innovative steps for sustaining the growth,” APL chairperson Jagadish Bhuyan said after the 47th annual general meeting of the company on Friday. These steps include the alternative fuel project set up with Swedish technology. APL gets its methanol feedstock from Oil India Limited, which owns 49% stakes of the company where the Assam government is the major player. But 75% of the methanol consumed in India is importedexported. “We are looking at municipal waste and gasification of India’s vast coal reserves to cut down on imports. There are some positive signs in this direction,” APL managing director Ratul Bordoloi said. The production cost of methanol is currently Rs.22 per kg. Expansion of APL’s plant is likely to bring down the cost to Rs.14-15 per kg.

Indian universities need to give emphasis to innovation: PM Modi

NEW DELHI, SEP 29 (PTI): Indian universities and higher educational institutions need to give equal emphasis to innovation as they give to knowledge, Prime Minister Narendra Modi said Saturday stressing that life would become a burden without innovations. He was addressing the inaugural ceremony of ‘Conference on Academic Leadership on Education for Resurgence’ organised by the Ministry of Human Resource Development. The prime minister also emphasised the importance of character building over literacy and called for ‘wholesome’ education in the country. “Knowledge and education are not restricted to books. The purpose of education is to enable balanced growth of every dimension of a human being which is not possible without innovation,” Modi said. “Innovation is very important because without it, life seems like a burden. In our ancient universities like

Narendra Modi

Takshshila, Nalanda and Vikramashila, innovation was given emphasis along with knowledge. “I insist that students should give knowledge in classrooms of college, university but they also add them to the aspirations of the country,” he added. Stressing upon the need for “interlinking” the institutions, Modi said no country or person can live in isolation. “Our universities and colleges should be leveraged to find solutions to the challenges facing us. We should interlink institutions to innovate and incubate. The

students should link their classroom learning to the aspirations of the country,” he said. Modi also stressed upon the importance of character-building. “A m b e d k a r, D e e n Dayal Upadhya and Ram Manohar Lohiya always emphasised on characterbuilding over literacy. Swami Vivekananda stressed on wholesome education that makes us a human,” he said. The prime minister stressed the importance of preparing good teachers for society. “Scholars and students can take responsibility for spreading digital literacy, and generating greater awareness of government programmes that can improve the ease of living. Youth has given ‘Brand India’ a global identity,” he said. The conference is being attended by vice chancellors and directors of over 350 higher education institutions. It is being organised

jointly by University Grants Commission, All India Council for Technical Education, Indian Council of Social Science Research, Indira Gandhi National Centre for the Arts, Indira Gandhi National Open University, Jawaharlal Nehru University and Shree Guru Gobind Singh Tricentenary University. Some of the topics that will be covered during the conference include improving pedagogy for learner centric education, use of artificial intelligence for customised learning, improving quality of research, bringing synergy among educational institutions, participatory governance models and promoting value education by building in universal values and life skills into education.

58 million Indians living without pension: Survey NEW DELHI, SEP 29 (IANS): Fifty eight million people in India are living without pension or any other form of assistance, civil society organisation Pension Parishad has said. Citing the State of Pensions in India Report 2018, Economist Prabhat Patnaik said the Central government spends as little as 0.04 per cent of the GDP for its flagship Indira Gandhi National Social Assistance (IGNOAPS) programme for ensuring income security for the elderly. “It will cost only about 1.6 per cent of the presentday GDP to ensure 90 per cent of the elderly population a pension of Rs 2,500 per person every month,” Patnaik said. According to National Social Assistance Programme (NSAP), a welfare programme administered by the Ministry of Rural Development, 80 million elderly people in India are entitled to a pension of Rs 200 per month. Executive fails to stop car, shot dead by cops: Police

The damaged car in which Vivek Tiwari was shot by a police constable on patrol duty, in Lucknow, Saturday. (PTI)

LUCKNOW/GORAKHPUR, SEP 29 (PTI): A 38year-old man was shot dead early Saturday morning by a policeman when he allegedly refused to stop his car for checking in Lucknow’s posh Gomti Nagar neighbourhood, police said. Two constables were arrested on the basis of an FIR lodged by Apple executive Vivek Tiwari’s colleague Sana Khan, who was travelling with him . Uttar Pradesh Chief Minister Yogi Adityanath said a CBI inquiry will be recommended if needed. Hours after the 1.30

a.m. shooting, Uttar Pradesh Director General of Police O P Singh called it a criminal act and said the two constables will dismissed from service. Senior Superintendent of Police (SSP) Kalanidhi Naithani said the policemen on patrol duty had asked Tiwari to stop the SUV, which had hit their motorcycle and injured them. Constable Prashant Chaudhary noticed “suspicious activity” and opened fire when the man allegedly tried to speed away. A bullet pierced the windscreen as the car rammed into a pillar,

police said. The SSP had said the actual cause of death, whether it was bullet injuries or injuries suffered by the Tiwari when the car hit the pillar, will be known only after a post-mortem. The autopsy report later confirmed the death was caused by gunshot injuries. The constable, however, said he opened fire in self-defence when Tiwari tried to run over him, according to police. A special investigation team has been formed to investigate the shooting. A magisterial inquiry has also been ordered, officials said. Yogi Adityanath said, “This was not an encounter.” “The guilty will not be spared and if needed a CBI inquiry will be held,” he told reporters in Gorakhpur. Additional Director General of Police (law and order) Anand Kumar said the incident was unfortunate. “Prima facie it is a murder case,” he added. “The principle of law is clear that the right of self-defence cannot exceed the perceived threat,” the ADG said.

Rahul attacks 5-day-long IAF rescue operation ends, 252 airlifted Amendments proposed to Electricity ABVP for insulting Act very dangerous: Arvind Kejriwal MP professor NEW DELHI, SEP 29 (PTI): Delhi Chief Minister Arvind Kejriwal lashed out at the BJP-led central government on Saturday, saying the amendments proposed by it to the Electricity Act, 2003 were “very dangerous” and aimed at benefitting “a few power companies” at the cost of the poor people and farmers of the country. The proposed amendment bill would put an end to cross-subsidy, injecting a steep two-to-five times hike in the power tariff across the board, so that even the middle class, let alone the farmers and poor, would find it difficult to afford electricity, he charged at a press conference at his residence here. “I will write to all the chief ministers and personally meet those from the non-BJP-ruled states against the amendments that are very dangerous and draconian. This move is aimed at benefitting the big power companies that are known to be close to the prime minister,” the Aam Aadmi

Delhi Chief Minister Arvind Kejriwal (R) addresses a press conference in relation to the new Electricity bill, in New Delhi, Saturday. (PTI)

Party (AAP) chief said. Saying that the amendments also sought to initiate forward trading in the power sector, he also alleged that it would “snatch away” the power of the state governments by bringing all the decision-making rights into the Centre’s domain. “Forward trading will mean the big people will gamble and the common people will have to bear the entire burden of generation, speculation, supply as well as the corruption of the

power companies,” Kejriwal said. The AAP will launch a movement against the amendment bill so that its passage in the Rajya Sabha could be stopped, he added. “We will go the people, telling them that (Prime Minister Narendra) Modiji is sold to the power companies,” Kejriwal said. The Centre had sent the proposed amendments to the Electricity Act to the states for their feedback on September 7.

the Indian Air Force (IAF) was hampered on Friday afternoon owing to the onset of snowfall in the high hills, including Keylong, 122 km north of Manali. Harjit Singh, a tourist from Chandigarh who was stranded with this family, told IANS: “We were stranded near Baralacha Pass for three days without food and water. Finally, a team of rescuers came to

help us and others. They took us to a nearby army base camp from where the IAF airlifted us and gave us a new life.” Kullu Deputy Commissioner Yunus Khan told IANS that if there is need, rescue operation would be carried out in the next few days. As per the assessment, all people have been either evacuated or moved to safer places. Some of the stranded

people didn’t prefer to leave the place without their vehicles so they have stayed back until the roads are motorable again, he said. Khan said the rescue operation has been carried out in three formats. First, the IAF was airlifting the tourists from vulnerable spots. Second, the Border Roads Organisation (BRO) was rescuing the people by road.

Deterrent action will continue SBM represents spirit of independence movement: Prez Portugal and Goa ink MoU on at Pakistan border: Sitharaman water management, sanitation

Nirmala Sitharaman

CHENNAI, SEP 29 (IANS): As the government marks the second anniversary of the surgical strikes across the Line of Control in Jammu and Kashmir, Defence Minister Nirmala Sitharaman on Saturday said that deterrent action against Pakistan “will continue at the border” even as Home Minister Rajnath Singh has claimed that BSF had taken strong action against Pakistani forces at the border “two-three days ago” to avenge the killing of a BSF jawan. “There are intrusions on the border and we are also eliminating a lot of them at the border itself, not allowing them to come in. I believe an action of this kind will deter Pakistan from training and sending in terrorists,” she told the

media here. “Our action will continue at the border irrespective of whether they have learnt a lesson or not,” she added. On Friday, Rajnath Singh, while speaking at a public function in Uttar Pradesh’s Muzaffarnagar, had said that “something big” had happened at the border recently to avenge the death of the Border Security Force (BSF) Head Constable Narender Singh who was killed by the Pakistani forces on September 18 in Ramgarh sector along the International Border. “Something has happened and will also happen in future. I had told my BSF jawans that Pakistan is a neighbour and so you shall not fire the first bullet. But if a bullet comes from their side, then you shall not count how many bullets you fire,” Rajnath Singh said. BSF Director General K.K. Sharma, while refusing to giving details of what punitive action the BSF took, said that the force took action at the Line of Control (LoC) to avenge the killing. “If something happens on the IB (International Border), it is not necessary that we immediately take action at the IB itself.

New Delhi, Sep 29 (PTI): President Ram Nath Kovind Saturday said the Swachh Bharat Mission (SBM) is not just about physical cleaning, it is about spiritual, social cleansing and reawakening which represent the spirit of our independence movement. Inaugurating a threed ay M a h a t m a G a n d h i International Sanitation Convention here, Kovind said Swachh Bharat has become a mass movement and a revolution playing out in real time. “Swachh Bharat is a revolution playing out in real time. As an instrument of mass mobilisation, as a people’s movement, and as a national goal towards which there is near total commitment, it represents the spirit of our independence movement,” he said. The president quoted the father of the nation in his speech several times and said in the past four years, in keeping with the traditions and teachings of Gandhiji, “I am happy to note that Swachh Bharat has become a mass movement with domestic and international participation.” Talking about the progress of the mission, Kovind said the relentless and strenuous labours of the past

four years have led India to significant milestones. He further said sanitation coverage was at 39 per cent at the start of the mission in 2014, which has touched almost 95 per cent. “India is striving to eliminate open defecation in its entirety by October 2, 2019. This is the best 150th birthday gift we can give to Gandhiji,” he said. He, however, feels achieving universal access to adequate and equitable sanitation and hygiene by 2030 is a major challenge in many parts of the world.

Drinking water, sanitation, and hygiene are central to sustainable development goal, he said. Emphasising on the importance of the Swachh Bharat Mission, the president said it sought to create a cleaner India with more efficient waste management, cleaner public and private places, improved sanitation and universal use of toilets. When the mission will be completed, it will provide every Indian – one sixth of humanity – an opportunity for a dramatic leap, he said, adding the focused sanita-

tion effort and the broader sustainable development goals represent a once-inmany-generations moment. “We are the chosen generation,” he said. The Sanitation Convention is being organised by the Ministry of Drinking Water and Sanitation to mark the beginning of the 150th birth anniversary celebrations of Mahatma Gandhi, also coinciding with the fourth anniversary of the launch of Swachh Bharat Mission. Ministers and delegates from 68 countries are participating in the event.

Panaji, Sep 29 (PTI): The Goa government Saturday inked an MoU with Portugal and said that the coastal state was looking at the European nation, with which it has a historical link, for its model of development. Goa Public Works Department Minister Sudin Dhavalikar and Portugal’s Minister of Environment Joao Pedro de Matos Fernandes Saturday signed an MoU in the the field of water supply, waste water management and sanitation to be implemented in the state. “Goa is proud to have an understanding with Portugal because it was ruling Goa prior to 1961 and, at the time, had implemented development works,” Dhavalikar said. “Considering all this, we can definitely think, in future, regarding the development of Goa based on the Portugal basis (model),” he told reporters. “It is the duty of the Goa government to take the help of Portugal and implement some of their good things here,” he said. Dhavalikar told reporters that the issue of Portuguese-era houses in Goa, which are in a dilapidated condition because people

now living in Portugal have not come back to maintain them, was discussed with Fernandes. Speaking about the MoU, Dhavalikar said that the two governments will collaborate on various issues including the Opa water supply project in north Goa, the sewage water treatment plant in Valpoi and manganese-removal efforts in Selaulim Reservoir. He informed that the MoU is for a period of two years, adding that he would visit Portugal along with a team to explore areas of mutual cooperation. The Portuguese minister said, “Portugal is committed to working on various issues with India. The prime ministers of India and Portugal have identified water and waste water management as some of the priority issues for bilateral cooperation.” He said that Portugal, about 20 years ago, had the same issues in water supply, waste water management and sanitation as present day Goa. “In these 20 years, we are very proud of what we have done in our country. We invested about 10 billion euros in the last 20-25 years,” Fernandes said.

Post-mortem

Vol. XXVIII NO. 295 Dimapur, SUNDAY, SEPTEMBER 30, 2018

S

Ides of September

eptember 2018 was a hectic month for India’s top court, the Supreme Court, which gave landmark judgments on burning issues and in the aftermath, treading into so far untrodden paths. The Supreme Court removed the ban on women between 10 and 50 years of age from entering Kerala’s Sabarimala temple. The Sabarimala shrine, located northeast of Pathanamthitta in a tiger reserve, is dedicated to the Hindu deity Ayyappan. Devotees consider Ayyappan to be an eternal celibate. In its judgment the Apex court ruled that devotion can’t be subject to gender discrimination. It also held that religion can’t be used as a cover to deny women the right to worship, and that to treat women as the children of a lesser God was to blink at the Constitution. The ruling has satisfied feminists who have long held the ban on women between 10 and 50 years of age as being gender-biased and against the principle of equality under the constitution. According to legend, the ban was by Ayappa himself who refused to marry the woman who emerged out of a she demon whom he killed. It is said Ayappa will remain celibate till the day kanni swamis (first-time devotees) stop coming to Sabarimala. According to some reports, Sabarimala isn’t the only place of worship that has restrictions on women entering. The court ruling may also be used in appeals against religious practices in mosques, temples, and other places of worship that partially ban women, non-adherents, foreigners, the improperly dressed. The question is will the Court then continue to place religious practices under the lens of the constitution? The other landmark judgment of the Supreme Court was in striking down Section 497, under which, adultery was a crime which the court deemed as unconstitutional. Further the Court held that adultery can be treated as civil wrong for dissolution of marriage but cannot by any social licence, which destroys a home, be a criminal offence. A man who has been convicted under Section 497 of the Indian Penal Code (IPC) could be sentenced to five-year-jail term. The Section defined adultery as an offence committed by a man against a married man if the former engaged in sexual intercourse with the latter’s wife. The combined reading of the adultery laws allowed the aggrieved husband of the married woman in adulterous relationship to file a complaint. But same right was not available to an aggrieved wife if her husband was found to be in an adulterous relationship. In the other historic judgment, the Supreme Court also decriminalised homosexuality by striking down Section 377 which deemed consensual sex between same sex as unnatural and a criminal offence liable to imprisonment. The sentence ranged from imprisonment for life; or with impris¬onment of either description for a term which may extend to ten years, and shall also be liable to fine. With the Supreme Court decriminalising gay sex, India joins 125 other countries where homosexuality is legal. However, 72 countries and territories worldwide still continue to criminalise same-sex relationships, including 45 in which such relationships between women are outlawed. In all these judgments, the court has sent a strong message that it will interpret contentious practises under the lens of the constitution. That would also open the Pandora box of differing interpretations by different judges; when the constitution clearly reaffirms the principle of non-interference in religious affairs.

DailyDevotion The Awareness of the Call …for necessity is laid upon me; yes, woe is me if I do not preach the gospel! —1 Corinthians 9:16 We are inclined to forget the deeply spiritual and supernatural touch of God. If you are able to tell exactly where you were when you received the call of God and can explain all about it, I question whether you have truly been called. The call of God does not come like that; it is much more supernatural. The realization of the call in a person’s life may come like a clap of thunder or it may dawn gradually. But however quickly or slowly this awareness comes, it is always accompanied with an undercurrent of the supernatural— something that is inexpressible and produces a “glow.” At any moment the sudden awareness of this incalculable, supernatural, surprising call that has taken hold of your life may break through— “I chose you…” (John 15:16). The call of God has nothing to do with salvation and sanctification. You are not called to preach the gospel because you are sanctified; the call to preach the gospel is infinitely different. Paul describes it as a compulsion that was placed upon him. If you have ignored, and thereby removed, the great supernatural call of God in your life, take a review of your circumstances. See where you have put your own ideas of service or your particular abilities ahead of the call of God. Paul said, “…woe is me if I do not preach the gospel!” He had become aware of the call of God, and his compulsion to “preach the gospel” was so strong that nothing else was any longer even a competitor for his strength. If a man or woman is called of God, it doesn’t matter how difficult the circumstances may be. God orchestrates every force at work for His purpose in the end. If you will agree with God’s purpose, He will bring not only your conscious level but also all the deeper levels of your life, which you yourself cannot reach, into perfect harmony.

MR (Measles & Rubella) infection and its maladies

hat Is Measles? Measles is a very contagious respiratory infection. It causes a total-body skin rash and flu-like symptoms. 20 million cases happen worldwide every year. With about 50,000 deaths in India due to Measles and rubella Measles (also called rubeola) is caused by a virus, so there’s no specific medical treatment for it. The virus has to run its course. A child who is sick should stay at home or day care to prevent spreading the infection. What Are the Signs & Symptoms of Measles? The first symptoms of a measles infection are usually a hacking cough, runny nose, high fever, and red eyes. Kids also may have Koplik’s spots (small red spots with blue-white centers) inside the mouth before the rash starts. The rash breaks out 3–5 days after symptoms start, sometimes along with a high fever up to 104°F (40°C). The red or reddish-brown rash usually begins as flat red spots on the forehead. It spreads to the rest of the face, then down the neck and torso to the arms, legs, and feet. The fever and rash slowly go away after a few days. Measles is very contagious. In fact, 9 out of 10 people who aren’t vaccinated for measles will get it if they are near an infected person. How Do People Get Measles? Measles spreads when people breathe in or have direct contact with virusinfected fluid. It can pass through droplets sprayed into the air when someone with measles sneezes or coughs. Someone exposed to the virus might not show symptoms until 8–10 days later. How Is Measles Treated? There is no specific medical treatment for measles. To help manage symptoms: • give your child plenty

of fluids • encourage extra rest • give Paracetamol, if a fever makes your child uncomfortable. Never give aspirin to a child who has a viral illness, as such use is linked to Reye syndrome. Kids with measles should be closely watched by a doctor. In some cases, measles can lead to other complications, such as ear infections, croup, diarrhoea, pneumonia, encephalitis (irritation and swelling of the brain) Can Measles Be Prevented? The best way to protect your kids is to make sure they’re immunized against measles by getting vaccinated with two doses at 9 months and 15 months For most kids, measles protection is part of the measles-mumps-rubella vaccine (MMR) or measles-mumpsr ubella-varicella vaccine (MMRV) given when they’re 9 months and 12 to 15 months old and again when they’re 4 to 6 years old. It’s important for all kids who can get the vaccine to get it on schedule. At-risk people (such as those with weakened immune systems) can’t get the vaccine and depend on “herd immunity.” This is when a lot of people are immunized against a disease, which prevents it from spreading and helps prevent outbreaks. Most of the people who got measles were not vaccinated. Those at highest risk during an outbreak are: • infants who aren’t old enough to get the vaccine • pregnant women • people with poor nutrition or weakened immune systems If they have contact with someone who has measles, doctors can give an injection of measles antibodies (called immune globulin). It’s most effective when given within 6 days of contact. These antibodies can either prevent

measles or make symptoms less severe. The measles vaccine may offer some protection to women who are not pregnant and people not in an at-risk group if given within 72 hours of measles exposure. What is Rubella? Rubella virus is single stranded RNA virus of the Togaviridae family (genus Rubivirus). Rubella virus infection gives rise to two distinct clinical entities based on when the virus is acquired. When acquired postnatally (after birth to adulthood), the virus produces a mild illness with a characteristic rash. However, when acquired during fetal development, the virus gives rise to the congenital rubella syndrome (CRS), which can be devastating and can cause death of the fetus (baby in the womb). Its association with CRS led to the development of an effective vaccine in 1970. In countries that have adopted effective rubella vaccine strategies, the rates of natural rubella infection and CRS have reduced. Unfortunately, many areas of the world lack effective rubella vaccine programs, and some people in the countries with access to the vaccine choose not to vaccinate. This leaves a substantial portion of the world population susceptible to rubella virus infection and CRS. What damage can Rubella infection cause? In postnatal Infection 2050% of infected individuals are asymptomatic. Younger patients are often asymptomatic until rash onset but can have mild coryza and diarrhea. Rubella demonstrates a distinctive pattern of lymphadenopathy manifest by enlargement of the postauricular and sub-occipital nodes. In CRS all organ systems can be involved in the rubella-infected fetus, leading to an impressive array of possible findings at birth. CRS is

History, society, and culture of the Gorkhas of Nagaland

“G

characterized by the classic triad of cataracts, cardiac abnormalities, and deafness. Findings in infants with CRS include: Sensorineural hearing loss, Cataracts, pigmented retinopathy, glaucoma, Congenital heart disease (like Patent ductus arteriosis (PDA), peripheral pulmonic stenosis), Microcephaly (small head and brain), meningoencephalitis (brain infection), Hepatosplenomegally, Thrombocytopenic purpura, Large anterior fontanel, Cryptorchidism/ inguinal hernia etc and even death. How can rubella infection be prevented? Rubella vaccine is a live attenuated virus vaccine. Three separate rubella vaccines were licensed in the United States in 1969. Since 1979, a single vaccine (the RA 27/3 strain) has been licensed in the United States. It is currently available combined with measles and mumps vaccines (MMR) or with measles, mumps, and varicella vaccines (MMRV). The r ubella vaccine is safe and immunogenic. Ninety-five percent or more of vaccinated people at least 12 months of age develop serologic evidence of immunity after a single dose, and immunity lasts for at least 15 years in more than 90% of those vaccinated. At least one dose of rubella-containing vaccine is recommended for all children 9 months of age or older. A second dose of rubella-containing vaccine is recommended at 15 months to 5 years of age to produce immunity in those who fail to respond to the first dose. By choosing not to vaccinate, one not only continues to be susceptible to the infection but also remains as a potential threat, of transmitting the infection to other people. orkhas” who are settled in the hills and valleys, towns and villages of Nagaland region, they initially came as construction workers, tea and mining labourers, and military personnel to fit into the colonial designs of the British. Many Gorkhas of Nagaland did not know then that they would later become an eyesore of the local peoples whether tribal or non-tribal. But today many of the Gorkhas themselves; seem to be aware of the Indo-Nepal Peace and Friendship Treaty of 1950 which legalizes our immigration to India. In Nagaland Gorkhas were settled in the state since the British era and in addition to a floating population today there are 30,000-35,000 Gorkhas settled in Nagaland. If we look back in the History of Nagaland during the 1930s and 60’s, there were hundreds of Gorkhas settled in Nagaland town and villages earning their livelihood. Our Forefathers settled in Nagaland even before India got independence and it’s even said that Gorkhas of Nagaland had a good relationship and has also play a positive role in blend with Naga history. Gorkhas Versus Nepalese many people in Nagaland wonder and are confused what ‘Gorkhas versus Nepalese’ is all about when there is apparently a much greater controversy about Nepali versus Gorkhas. The term “Gorkha’’ is distinguish to the Indian Nepalis from-those of Nepal who have migrated to India. Whereas the word “Nepalese” in the sense that the former represents a culture-linguistic denomination while the latter restricts its meaning to the language and people of Nepal. But because of this every Indian Nepali should not be treated as a Nepalese or a citizen of Nepal because it may hurt the sentiments of genuine Indian Nepalis. Even when it comes to the context study of Gorkhas of Nagaland Lt. Hari Prasad, is termed as a jewel of the Gorkhas of Nagaland he wrote about the genesis of Gorkhas in Nagaland. He also translated many of his Assamese works into Hindi and Nepali. He also compiled Hindi, Nepali dictionary in association with his colleagues in the year 1979 and edited dictionaries of many other languages. He was renowned literary figure, whose literary works was appreciated nationally and internationally. He started his literary journey in the year 1931. Lt. Hari Prasad Gorkha Rai was also an active social worker. He initiated to open LP. Schools in Chandmari & Aradhura, Kohima during Pre-Independence time, which are now known as Govt. ME. School Chandmari and Govt. LP. School, Aradhura. Today we the Gorkhas of Nagaland is residing among Sixteen Naga Tribes, being Honest & Hardworking we are adapting the habitat of Nagaland. We are not foreigners; we are not Nomads or undocumented immigrant. Our Forefathers generations who have settled in Nagaland in the past Generations has tremendously become an eyesore of the Local peoples who had a good relationship with Naga people in the blend of Naga history. Hope that the Legacy left by our past Leaders & Elders shall always be remembered. Jacob Singh Sundas, concerned citizen of Chumukedima, Dimapur

Are our biomedical scientists getting their due? (From previous issue) Following the recommendations in the report of the Health Survey and Planning Committee of 1961, chaired by Dr.A.LMudaliar, the then V-C of Madras University, biomedical scientists with medical M.Sc degree were appointed as teachers in these five nonclinical subjects. As per the MCI’s Teachers’ Eligibility and Qualification (TEQ) guidelines, these so-called ‘non-medical’ persons can be appointed to the extent of 30% (50% in Biochemistry) of the permitted faculty strength in the medical colleges. With a Ph.D in their specialty, they can be promoted up to the post of Professor. Until 1998, these non-medical teachers could be appointed as Head of the Department (HOD), but not anymore. In the last 5-10 years, there has been a surge in the number of MBBS graduates taking up MD in these non-clinical subjects, resulting in the competition for the teaching jobs. Ever since the MCI reduced the teacher-student ratio, the job opportunities have decreased drastically. Non-medical teachers who upheld education for the last five decades are now not only unwanted but also deemed unsuitable. Massive propaganda and lobbying have made the MCI suggest the reduction in the intake of non-medical teachers to 15% (25% in Biochemistry) and stop it after three years. Non-medical teachers are alarmed. Not only it will deny opportunities to those who are pursuing the course but will also eventually affect those in service. When the eligibility is removed,

it would become easier to harass the employees or even terminate them. All these years, persons with medical M.Sc in Biochemistry and Microbiology have been working as consultants in the clinical diagnostic laboratories. In the medical colleges, where they are working as Professors, they have trained the MD students in the principle and practices of laboratory diagnostics. These biomedical scientists have been working as biochemists or microbiologists in government laboratories. National Accreditation Board for Testing and Calibration Laboratories (NABL), a premier agency dealing with the accreditation of laboratories has recognized these courses for their role in diagnostics, including signatory roles. Although MCI had accepted the recommendation of its own ethics committee in 2005 recognizing medical M.Sc as a qualifying degree to sign laboratory reports, it took a U-turn in 2017. The competition of jobs in the diagnostics has led to massive lobbying with the government and the MCI. In the guidelines on diagnostic laboratories under the CEA, medical M.Sc qualification finds no place. The MCI and the health ministry connived to exclude medical M.Sc holders as consultants. Aggrieved over the injustice, the biomedical scientists have approached the court. The other option available to these biomedical scientists is to work as scientists in research institutions. Those run of

the central/state governments and by the private organizations are far too less. Other options such as quality control officers or microbiologists in pharmaceutical industries too are few. Genuine research in most medical colleges are scarce; govt. colleges lack funds and private institutions don’t want to invest in research. The research grants provided by the government or universities are few and competitive and are open to all. While the government seems to be promoting skill India, the trained and skilled biomedical scientists are being denied opportunities in their area of specialty just to accommodate one profession. Unlawful exclusion of the degree from the first schedule and subsequent denial of opportunities have pained the community of biomedical scientists a lot. There is no official record of the number of biomedical scientists with medical M.Sc produced to date. It would do them a lot good if the degree is brought back into the ambit of MCI (or the forthcoming NMC). The inclusion of this degree in the allied and healthcare professionals council would be unjustified as the health ministry has clarified that medical M.Sc courses don’t come under the allied or paramedical health profession. Creation of a council exclusively for the biomedical scientists would be worthwhile. This council would not only regulate the course but also register the persons with medical M.Sc/Ph.D degrees. In the medical colleges of many Western countries,

teaching in the non-clinical subjects are often taken up by the non-doctor scientists. In the world’s top ten medical colleges, nonmedical teachers constitute up to 60% in these specialties, highlighting the fact that one doesn’t have to be a doctor to teach in the basic non-clinical subjects. In most medical schools of the developed countries, there are no MD courses in these non-clinical subjects. Instead, MD courses are offered only in the clinical subjects. In our country where the patient-doctor ratio is 1:1596, the society needs more doctors to attend to the patients than teach in the colleges alone. Doctors not participating in the direct healthcare is a wastage of professional manpower resources. Edging out non-medical teachers just to accommodate the medical teachers is both inappropriate and unethical. The honorable Delhi High court had ruled that laboratory reports are technical reports, not medical reports, therefore biomedical scientists are eligible to sign them. The health ministry must exhibit magnanimity and permit them to render their services as consultants and sign laboratory reports. MCI, which is on the verge of extinction must not be permitted to make major policy changes by the ministry. India’s contribution to research in the basic medical sciences is abysmal. The government must formulate a policy to engage these scientists and provide the necessary funds and ecosystem for research to

thrive. It is time ripe for the policymakers in the government (health ministry and NITI Ayog) to constitute a committee and look into the genuine grievances of our biomedical scientists. The government has to take a call on the utility of these courses and that of the scientists. It must address the present and future of our scientists. If India were to rise in the quality of its healthcare, medical education or research, there must be a shift from dependence on academic qualification to competence. The mere presence of a certain academic degree is no guarantee of competence and

its absence isn’t an indicator of incompetence. The policies must be based on training and certification. No single profession can claim monopoly; it is only when the diverse fields come together that the society benefits, which deserves to get the best of all. The concerned ministries and the departments have to come together and sort it out. The need of the hour is to be inclusive. It is time to end the policy paralysis. It is time to raise our biomedical scientists. (Concluded) Media Contact: Dr. Sridhar Rao, President, NMMTA

Appeal to Home department Nagaland

Sir,

I write this article to acknowledge and congratulate the deputy chief minister, government of Nagaland for the inauguration of the new forensic science laboratory in the state. It is with deep concern that I write this on behalf of my fellow forensic scientists and would like to draw your kind attention that there are Nagas who are Bachelors, Post graduate and Ph.D scholars in the field of forensic science with in-depth knowledge and experience feeling useless. Hence, our utmost request to the authority is to keep the eligibility criteria as per the norms and indeed we are happy and glad for the recruitment process through NPSC exam as this is our only chance where we could provide services to the state through our scientific learning and experience in the field of forensic science. We the forensic science group of Nagaland look forward to a fair means of exam and a positive feedback. 384 dead in Indonesia quakes, tsunami

A man carries the body of a child who was killed in the tsunami in Palu, Central Sulawesi, Indonesia on Saturday. (AP/PTI)

Ja k a rta , S e p 2 9 (IANS): Over 380 people were confirmed dead on Saturday after earthquakes, including a powerful 7.5 magnitude tremor, and tsunami struck the Indonesian island of Sulawesi. Rescue workers were struggling to reach certain affected areas amid fears that the toll can still rise. Three hundred-eighty four people died in the city of Palu, where preparations for a beach festival had been underway when the tsunami

hit on Friday, following the strong earthquake. National Agency for Disaster Management (BNPB) spokesperson Sutopo Purwo Nugroho said that 540 people were injured and 29 were still missing. Video on social media showed people screaming and fleeing in panic for safety. Thousands of homes collapsed, along with hospitals, hotels and shopping centres. Strong aftershocks continued to rock Palu on Saturday.

Sutopo said houses were swept away and families were reported missing. “We have found corpses from the earthquake as well as bodies swept up by the tsunami.” He said the government was set to declare a state of emergency and stressed that the most important task was to restore power and communications to the region. There were other vulnerable coastal areas where c o m mu n i c a t i o n s we r e

Russia begins missile system delivery to Syria; warns west on peace talks UNITED NATIONS, Sep 29 (Agencies): Russian Foreign Minister Sergei Lavrov said on Friday Moscow had started delivering the S-300 surface-to-air missile system to Syria and warned Western powers of trying to undermine UN-led efforts to end the seven-year conflict. Defence Minister Sergei Shoigu had said on Monday the system would be delivered to Syrian President Bashar al-Assad’s forces in two weeks despite strong Israeli and United States objections. A week previously, Moscow had accused Israel of indirectly causing the downing of a Russian military jet in Syria. “The delivery started already and as President (Vladimir) Putin said, after that incident ... the measures that we will take will be devoted to ensuring 100 percent safety and security of our men,” Lavrov told a news conference at the United Nations. Russia, along with

Iran, has helped Assad recover huge amounts of lost territory in Syria without persuading him to agree to any political reforms. It has also pushed its own talks with Iran and Turkey, known as the Astana process, as U.N-led peace negotiations have stalled. Some diplomats have said the Israeli incident and a Turkish Russian deal to suspend an offensive on the last rebel-held stronghold of Idlib could provide a window to push for the implementation of U.N. Security Council resolution 2254 that covers ending conflict in Syria. The UN Security Council, which includes Russia and the United States, has mandated UN envoy Staffan de Mistura to get a deal on a new constitution, new elections and a reform of Syria’s governance. De Mistura’s first task is the formation of a constitutional committee to decide whom to pick. He has said he will select about 50

people, including supporters of the government, the opposition and independents to participate, but so far the Syrian government has rejected the idea. Meeting in New York on Thursday, foreign ministers from the United States, Egypt, France, Germany, Jordan, Britain and Saudi Arabia called on de Mistura to convene the constitutional committee and report back on progress by the end of October. Lavrov accused the group of trying to undermine the Astana efforts and putting pressure on de Mistura so that they could impose their own resolution of the conflict, describing it as “a grave mistake.” “This is aimed at undermining all that was done at Astana process and not the fact the Syrians decide what country they are going to live in but the architecture agreed on by foreign powers,” Lavrov said.

Solih declared Maldives president-elect M A L D I V E S, S e p 2 9 (Agencies): The shock winner of the Maldives’ leadership vote was declared president-elect on Saturday, with election authorities saying they had been pressured to delay the final announcement of strongman Abdulla Yameen’s decisive loss. Common opposition candidate Ibrahim Mohamed Solih won last week’s election with 58.4 percent of the ballot, or 134,705 votes, election commission chief Ahmed Shareef confirmed. The commission had released what it called “interim results” on Monday, but the official outcome of the September 23 polls was pushed back to allow legal challenges over the vote’s conduct. “We received a lot of threats to delay the announcement following baseless accusations,” Shareef said on Saturday in Male, the capital of the Indian Ocean archipelago. “There were more than 400 complaints, but none of them were deemed to have changed the outcome,” he added. Outgoing president Yameen, who jailed or exiled most of his rivals during his turbulent five-year term,

down. Officials had been unable to make contact with Donggala, a fishing community near Palu that was also reported to have been hit by the tsunami, the BBC reported. The BNPB spokesperson said telecommunications and air-transport experts arrived at the airport in Palu, the city most affected by the earthquake along with Donggala, and work to repair some of the damaged electrical equipment had started. The airports in Poso, Tolitoli, Luwuk and Mamuju were open. Komang Adi Sujendra, the Director of Undata Hospital in Palu, said in a video message posted online said that the area had no electricity, that phone and Internet service had been disrupted and that road access was limited. He sought help from the public. Authorities estimated the tsunami’s waves to be about 10 feet high, but a video reported to have been taken in Palu showed a wave that seemed even higher crashing over the roofs of one-storey buildings. TV footage showed dozens of injured people being treated outside in makeshift medical tents.

Palu and Donggala are home to more than 600,000 people. The country’s military had started sending cargo planes of relief aid from the capital. The earthquake hit just off central Sulawesi at a depth of 10 km on Friday, the US Geological Survey said. A tsunami warning was issued, but lifted within the hour. A magnitude-6.1 quake earlier on Friday in the same region killed at least one person and led to the collapse of a number of buildings. The disaster followed on from the earthquakes and aftershocks on Lombok island where 557 people died and nearly 400,000 were displaced between July 29 and August 19. The country’s deadliest earthquake with a magnitude of around 9.1 struck off the tip of Sumatra island in 2014, triggering a tsunami that killed nearly 280,000 people in Indonesia and other Indian Ocean nations. Indonesia sits on the Pacific Ring of Fire, an area of great seismic and volcanic activity, where some 7,000 earthquakes, mostly moderate, are recorded each year.

China's first multi-role aircraft makes debut

Israeli forces kill 6 Palestinians along Gaza border

Beijing, Sep 29 (IANS): China's first home-grown multi-role combat aircraft has made its maiden flight, the state media reported on Saturday. The FTC-2000G, developed by state-owned defence company Aviation Industry Corp of China (AVIC), is a fixed-wing, multi-role combat plane mainly tasked with airstrikes against ground targets. Information from AVIC showed the twin-seat plane is a modified version of an advanced training jet that has been deployed by the Chinese Air Force and Navy. It has a maximum speed of Mach 1.2, or 1,470 km per hour, a maximum takeoff weight of 11 metric tons, a maximum flight range of 2,400 km, and an operational flight ceiling of 15 km. Equipped with modern radar and fire-control systems, it is capable of staying airborne for three hours in a single operation and can carry three tons of missiles, rockets or bombs, according to the company.

GAZA CITY, Sep 29 (Agencies): Israeli forces on Friday killed six Palestinians, including two boys aged 12 and 14, along the Gaza border, the health ministry in the Hamas-controlled strip said. Nasser Mosabih, 12, was shot in the head along the frontier east of Khan Yunis in southern Gaza, ministry spokesman Ashraf al-Qudra told AFP, on what was one of the bloodiest days since protests began on March 30. Fourteen-year-old Mohammed al-Houm, was shot

dead “by live ammunition from the (Israeli) occupation forces” east of Al-Bureij in central Gaza, Qudra said. Four adult men were also killed along the border, with a further 210 people hospitalised, the spokesman added. The Israeli army said some 20,000 “rioters” had gathered at multiple sites along the border. It claimed the protestors hurled “grenades and explosive devices in several different locations”. The army declined to comment on the reported

ed probe of the allegations pursuant to a bipartisan agreement to put off a vote on the nomination. According to CNN, the developments mean that the full Senate will not vote early next week, as expected. Members voted on Friday night to formally open consideration of Kavanaugh’s nomination, a procedural

move allowing Senate Majority Leader Mitch McConnell to keep his options open. The delay was the result of a last-minute change of heart by Arizona Senator Jeff Flake, whose move to force an investigation was quickly backed by several senators considered swing votes on Kavanaugh’s confirma-

tion. Flake made the demand for the Federal Bureau of Investigation probe after a chaotic scene at a Senate Judiciar y Committee meeting in which the panel advanced Kavanaugh by a 11-10 party line vote -- saying his vote was conditioned on a probe taking place, and that he would oppose

Kavanaugh on the floor of the Senate unless his demand was met. The judiciary committee officially requested the FBI investigation, saying it should probe current “credible allegations” against Kavanaugh. Republicans said it would be up to the FBI to decide what allegations were considered credible. It was Flake, Alaska GOP Senator Lisa Murkowski and Maine GOP Senator Susan Collins who set the terms of the investigation, CNN said. Kavanaugh, who denies all allegations against him, said that he would “continue to cooperate” with the FBI. He accused Democrats of politicising

the process and harming his family and good name. Three women, including Ford, have accused Kavanaugh of sexually assaulting them several decades ago. Ford appeared at a judiciary committee hearing on Thursday to testify that Kavanaugh attempted to rape her in 1982 when both were teenagers. Ford’s lawyer Debra Katz welcomed the decision of calling for the probe but questioned the time limit of a week. “A thorough FBI investigation is critical to developing all the relevant facts... No artificial limits as to time or scope should be imposed on this investigation.”

took just 96,502 votes or 41.6 percent, Shareef said. Scores of Yameen’s supporters had lodged complaints saying that they and other voters had not been allowed to cast their ballot. However, nearly 90 percent of the electorate of 262,135 turned out to vote, according to the official results. Private election monitors had warned that the electoral process was heavily weighted in favour of the incumbent, but the final results showed huge support for the opposition. Solih was backed by four opposition parties, three of which had supported Yameen in a controversial 2013 run-off that saw the country’s first democratically elected leader Mohamed Nasheed lose narrowly.

Trump orders FBI probe into Kavanaugh; Senate vote delayed Washington, Sep 29 (IANS): US President Donald Trump has ordered an FBI investigation into sexual misconduct allegations against his US Supreme Court nominee Brett Kavanaugh, throwing his confirmation into doubt. A Senate committee voted on Friday to approve Kavanaugh’s nomination to the top US court. But a Republican member only backed the move on the understanding that such an inquiry would occur, the US media reported. As a result, a full Senate vote on Kavanaugh’s confirmation has been delayed for up to a week. He has been accused of sexually assaulting Christine Blasey Ford, a professor of psychology in California, in 1980s. “I’ve ordered the FBI to conduct a supplemental investigation to update Judge Kavanaugh’s file,” Trump said in a statement. “As the Senate has requested, this update must be limited in scope and completed in less than one week.” Trump’s announcement followed a letter from the Senate judiciary panel seeking an expedit-

deaths. Palestinians have been protesting at least weekly along the Gaza border since March.

Solih is set to be sworn in on November 17 when Yameen’s term comes to an end. There had been intense speculation that Yameen could try to hold on to power despite losing to the 54-yearold political lightweight. Yameen’s hardline rule dented the Maldives’ image as a honeymoon paradise and caused alarm to be raised abroad. Suspecting a plot to impeach him, Yameen in February declared a state of emergency and arrested top judges as well as political opponents. Shortly after his surprise defeat last week, Yameen freed five political prisoners. But scores of others, including his estranged half brother Maumoon Abdul Gayoom, a former president, remain incarcerated.

At least 193 Palestinians have been killed by Israeli fire in that time, the majority during border protests. Smaller numbers have been hit by airstrikes or tank fire. One Israeli soldier was killed by a Palestinian sniper. The protests are demanding the right of Palestinian refugees to be allowed to homes their families fled from in the 1948 war surrounding the creation of Israel and which are now in Israel. Israel says any such mass return would mean the end of it as a Jewish state and accuses Gaza's Islamist rulers Hamas of orchestrating the protests.

egendary harmonium exponent Pandit Tulsidas Borkar passed away in a private hospital on Saturday after a brief illness, an official said. He was 83. Borkar had been admitted to Nanavati Superspeciality Hospital where he breathed his last around 10.44 a.m., said an official spokesperson. "He was suffering from chest infection and had difficulties in breathing," said an attending medico. Born in Borim, Goa, on November 18, 1934, Borkar was conferred the Padma Shri in 2016 for his contributions to Indian music. Borkar, who first learned music from his mother, Jaishree Borkar, is renowned for designing a new model of the harmonium which involved raising the level of the keyboard that was crafted and manufactured by Dashrath Bengude. He also conducted extensive research to improve the tonal quality, tuning and other technical aspects of the instrument, which gave different visual and sound dimensions to the harmonium.

Zeppelin faces retrial in ‘Stairway The Fever 333 to support Bring to Heaven’ copyright lawsuit Me The Horizon on UK & Europe

L

ed Zeppelin, the legendary classic rock band, will face a new trial in a lawsuit accusing the musicians of stealing the intro to their iconic anthem “Stairway to Heaven” after a U.S. appeals court ruled Friday that jurors had been given misleading instructions. A three-judge panel of the 9th U.S. Circuit Court of Appeals in San Francisco unanimously ruled that U.S. District Judge R. Gary Klausner gave jurors erroneous information about copyright law. Singer Robert Plant and guitarist Jimmy Page were cleared two years ago by a federal court in Los Angeles of allegedly copying the riff from the song “Taurus” by the band Spirit, when it was found the two songs were not substantially similar.

But the appeals court said Klausner failed to tell jurors that while individual elements of a song such as its notes or scale may not qualify for copyright protection, a combination of those elements may if it is sufficiently original. Klausner also wrongly told jurors that copyright does not protect chromatic scales, arpeggios or short sequences of three notes, the 9th Circuit panel found. “This error was not harmless as it undercut testimony by Skidmore’s expert that Led Zeppelin copied a chromatic scale that had been used in an original manner,” 9th Circuit Judge Richard Paez said. Another issue jurors faced was that they could not listen to the recorded version of “Taurus” as per-

formed by Spirit. Neither could they hear “Stairway,” Rolling Stone reported. The 9th Circuit said jurors should have been allowed to hear the recordings to help establish that Page had “access” to “Taurus,” meaning he would have been familiar with it. Page initially said he didn’t know Spirit, but later admitted admiring their music and owning some of the band’s albums. Michael Skidmore, a trustee for the estate of late Spirit guitarist Randy Wolfe, also known as Randy California, filed the lawsuit against Led Zeppelin in 2015. “This was a song that Randy California had written for the love of his life, Robin. That was her sign, Taurus,” said Skidmore’s attorney, Francis Malofiy. “Little did anyone know it would fall into the hands of Jimmy Page and become the intro to ‘Stairway to Heaven.’” Wolfe, who drowned in 1997 saving his son in Hawaii, wrote “Taurus” in either 1966 or 1967. “Stairway to Heaven” came out in 1971. West Ham pile more misery on Utd

Lo n d o n, S e p 2 9 (Agencies): West Ham piled more pressure on Jose Mourinho with a 3-1 victory over Manchester United at the London Stadium. Paul Pogba returned after his midweek spat with Mourinho, but it took just five minutes for things to unravel as record signing Felipe Anderson scored his first West Ham goal with a deft near-post flick. A miserable first half for the visitors was compounded two minutes before the break when Andriy Yarmolenko’s shot took a wicked deflection off Victor Lindelof to double the Hammers’ lead. Marcus Rashford halved the deficit just after the underwhelming Pogba had been substituted on 70 minutes, but Marko Arnautovic extinguished any hopes of a comeback with his fourth goal of the season four minutes later. West Ham’s first home league victory since the final day of last season lifts them to 12th in the table. Manchester United drop to eighth - eight points off leaders Liverpool having played a game more - after equalling their worst start to a Premier League season. All the talk ahead of kick-off concerned Pogba and Mourinho after a turbulent week off the pitch, but an industrious West Ham display laid Man-

Yarmolenko gathered the ball in the area, fashioned a yard of space to get a shot away and his effort struck Lindelof at close range before looping over the helpless De Gea. A stunning pointblank save from Lukasz Fabianski to claw a Marouane Fellaini header off the line preserved West Ham’s two-goal lead on 64 minutes. WUHAN, Sep 29 (Agencies): Aryna Sabalenka of Belarus beat Estonia’s Anett Kontaveit 6-3 6-3 in the final of the Wuhan Open on Saturday to claim her second title of the season. Sabalenka served impeccably during her first career meeting with Kontaveit, winning in one hour 12 minutes without facing a break point. Sabalenka showed signs of early nerves and the first five points Kontaveit won all resulted from unforced errors by her opponent, but the Belarusian was clinical when it counted, converting her first break point chance to edge ahead. She won 78 percent of her first serves and scorched the court from behind the baseline while showing a surprisingly deft touch at the net. Kontaveit fought gamely in the face of the onslaught but had few answers to Sabalenka’s power and guile.

Best fighters come from slums: Tyson Mumbai, Sep29 (PTI): Former world heavyweight boxing champion Mike Tyson, who in his prime was famously promoted as the baddest man on the planet, said on Friday that all good fighters have come out of the slums, including him. “I think the poorer you are the better boxer you are. The most successful fighters have come from slums. All the fighters who come from the slums are successful. All the current top fighters are from the slums,” said Tyson at the launch function of the Mixed Martial Arts Kumite 1 league. From personal experience the 52-year-old Tyson, who retired in 2005 with a record of 50 wins — including 44 by knock-outs — and six losses, said that if one works tirelessly that person can get out of the slums. “I am a slumdog. I grew up in a slum. I had the ambition to get out of the slums and that’s why I am here. If someone works hard they can get out of the slums. I still go back to see my friends in my old neighbourhood. They still call it a slum,” said “Iron Mike” at a packed media conference. Tyson, who at the age of 20 years, four months and 22 days became the world’s youngest ever heavyweight world champion in boxing in 1988, has plans to visit one of Asia’s biggest slums, at Dharavi in the central part of the city, besides the customary foreigner’s visit to the Taj Mahal in Agra.

Former heavyweight boxing champion Mike Tyson visits a school and meets children, at Dharavi slums in Mumbai, Saturday. (PTI)

“I look forward to go into the slums and want to see the Taj Mahal as well,” he declared. “I am very excited to be here. This is my first time in India. This is something I never dreamed of before. I am here to launch the fight (Kumite 1 league — first fight night between India and UAE to be held at the NSCI stadium tomorrow). I wish the best team wins,” said Tyson. “I am a big fan of MMA. I go to UFC (Ultimate Fighting Championship) in Las Vegas all the time,” said Tyson who had

served a prison term early in his career after being convicted of rape. He was open in his remarks when asked whether he would have joined the MMA ranks if it was in existence during his fighting years. “I don’t know. They don’t pay a lot of money in MMA… I would not have worked without money,” he replied leading to peals of laughter. To the inevitable question on cricket he remarked, “I know cricket. I know you hit the ball with a stick. It’s a bit like baseball, in a way.”

The Kerala No 8 took the the ball in his stride with a touch to his left, cut it back in on his right and curled it beautifully in

Asuncion, Sep 29 (IANS): Paraguay will send a delegation of 26 athletes from six different sports to the Youth Olympic Games in Buenos Aires, the Paraguayan Olympic Committee (COP) said. “This is an unprecedented delegation. We are sending 26 athletes, including those from two team sports - men’s and women’s beach handball and men’s and women’s beach volleyball - as well as archery, horse riding and swimming athletes,” committee chairman Camilo Perez said on Friday after the delegation met with President Mario Abdo Benitez. The Youth Olympics are open to competitors between the ages of 14 and 18, and 4,012 athletes - evenly divided between males and females - from 206 countries will compete in the 2018 Games in Buenos Aires.

But there was no dearth of action with the visitors dominating the proceedings while ATK’s defence in Aiborlang Khongjee, Gerson Vieira, John Johnson, Lalhmangaisanga Ralte looked a bit shaky. ATK, however, got the best opportunity in the first half, even as Kerala’s Slovenian forward Poplatnik remained a constant threat in the home team’s box right from the start as he shot wide from a freekick in the fourth minute. It was Jayesh Rane who found himself in the dock as the ATK winger failed to convert an open header from El Maimouni’s 39th minute corner. Minutes after he received the first yellow card of this season, Noussair swung in the corner from the left with Rane at the far post but he missed to direct it in the right side of the post in a heartbreak for the Coppell’s team. Having handed debut in the very first match of the season, India’s U-17 World Cup hero Dheeraj Singh showed early signs that he’s here to stay when he made a stunning save to deny ATK captain Manuel Lanzarote in the 15th minute. Earlier Indian athletics golden girl Hima Das presented the ceremonial match ball to kick off the fifth season of the top-tier league.
