New Pipeline From Desalination Plant to Swakop Staff Reporter Two major Chinese firms have been awarded the massive tender to construct a pipeline from the desalination plant near Wlotskasbaken to Swakopmund. It emerged this week that the Namwater contract for the construction of a pipeline from Mile 6 to Swakopmund has been awarded, when Zhongmei Engineering Group won approval from Swakopmund Council to set up a new construction site for manufacturing steel and for storing its equipment south-east of the Chinese satellite station near the Henties Bay road.

A privately-owned general contractor and construction firm headquartered in Nanchang, China, Zhongmei Engineering Group Ltd. was awarded part of the multi-million dollar contract from Namwater to build the new pipeline from the northern municipal boundary outside Swakopmund to the desalination plant near Mile 6. China State Construction Engineering Corporation, which is linked to Kata Investments, a new black-empowerment firm jointly owned by Kaupumhote Pohamba and Taschiona Gawaxab, won the other portion of the Namwater contract to construct the pipeline from Swakopmund up to the

northern boundary of the town. According to the Namibia Tender Bulletin, Kata Investments had entered a bid for N$510 million for the pipeline project, although it appears the contract has been divided into two parts, with one section leading up to the northern boundary, and the other from the boundary to the desalination plant. Despite repeated attempts to get clarity on the details of the contract, Namwater spokespersons were not available for comment this week. JJD Earthmoving and Construction, owned by prominent Walvis Bay businessman Johny Doeseb, was among ten other bidders who had expressed interest in the project. Swakopmund is set to show off its famous hospitality when the Namibian Annual Music Awards (NAMAs) returns to these shores later this year. The main sponsor of the annual awards show, MTC, announced recently that the much-hyped event will be held in Swakopmund for the second year running. Yet, the hosting of such a large corporate event is a costly business that has implications for the local ratepayers. Despite welcoming the offer to host the event again, the municipal management committee turned down the proposal to pay the total cost of hosting the awards show at the Indoor Sports Complex, as well as the cost of accommodation for the production crew for 10 days, and three days’ accommodation for media workers, performers and 222 nominees.

No private sponsors had come forward during last year’s event to share the financial cost with the municipality. This year members of Council requested that around N$1 million should be set aside to pay to host the event, including the cost of the venue and accommodation, but the request was declined. It was however agreed that Council would offer to pay the cost of accommodation and that the Office of the Mayor would be responsible for additional fundraising. Mayor Juuso Kambueshe has allegedly raised N$400 000 towards the cost of hosting the NAMAs already, it was noted. It was also proposed that local companies should be invited to showcase and sell their products at the eagerly anticipated show, and that businesses should extend their opening hours for the duration of the three-day event.

A reader sent us a photo of the site and we were surprised to learn that the existing building has already been torn down in preparation for the construction of a billion dollar hotel. For the purposes of the pipeline to Mile 6, China State Corp was also granted a 12-month lease on 13 200 square metres of land by the municipality to set up its workshop for the manufacturing of steel and structures near the new sewerage treatment plant immediately to the north of the DRC township. It will lease the construction yard to the north of the DRC from Swakopmund municipality at a cost of N$2 per square metre, totalling N$26 400 per month. The pipeline project, which has been described by Namwater as a high priority in view of the low water levels in the Omaruru Delta and the looming drought, is

expected to be completed within one year. Namwater has repeatedly said over the past decade that it plans to construct its own desalination plant to secure the water supply to the coast, but nothing has come of it to date. It is understood that desalinated water will now be pumped from Areva Mine’s existing plant to the Swakopmund Reservoir. Council thus agreed to lease 22 500 square metres at a rate of N$1.50 per square metre to Zhongmei for 12 months to set up its construction site, to store its equipment and to manufacture steel midway along the proposed line. Zhong Mei has to deposit N$100 000 for potential costs of rehabilitating the area and pay N$1.50 per square metre (N$22 750) in monthly rental. A lower rate was offered because there is no water or electricity infrastructure in the immediate vicinity.

This N$15 million modern Woermann & Brock shopping complex is the latest investment to boost Henties Bay. Construction is scheduled to commence in April.

Harriet Beukes The inhumane transportation of animals and chickens has once again been highlighted this week when a Namib Independent reader came across dozens of injured, dead and dying chickens crammed into a wire trailer. The vehicle was parked in the full sun outside Swakopmund Spar, with the driver

nowhere to be seen. The company vehicle bearing a Windhoek registration number had presumably transported these animals from the capital. Shoppers passing by were shocked at the condition of these animals and were unable to help as the animals were padlocked in the cages. The SPCA was contacted for comment who said that they tried to locate the “Live Chicken”

company but to no avail. “This is definitely first degree animal cruelty,” said a spokesperson from the SPCA and the perpetrator could be charged with animal cruelty if he is identified. A strong message has been sent out by the SPCA to all truck drivers and animal transporters to adhere to the law and the rules put in place to protect animals in transit, to prevent unnecessary suffering of livestock on the road.

Coastal Housing Prices Soar Donna Collins Hot on the heels of the rising bank interest rates, and land thirsty Namibians pushing Municipalities to facilitate land for the 'ordinary' Namibians, has come the news that in spite of it all, property prices at the coast have shot up, as sellers dig in their heels for the best deal. Estate Agents around Swakopmund and Walvis Bay have expressed their concern over the pressure the sellers are putting on the market, saying that many of them are not prepared to budge if they do not get their asking price. One agent mentioned that she had a buyer for two pieces of erven in Swakopmund, and when she put in an offer to the seller, he turned her client down saying that he had meanwhile put up the price from N$595 000 as to N$670 000 apiece. The prospective buyer walked away, as he was not prepared to pay more than what was advertised. Another factor that was pointed out with regards to easing the price for the buyer, is the commission structure of estate agents which can be negotiated. However, some agents are less than accommodating when doing a deal, and stand their ground for the 7% plus VAT commission on the asking price. In fact Swakopmund and now Walvis Bay have been ranked as one of the most expensive real estate 'hot spots', in Southern Africa outdoing even Cape Town. "Our supply and demand situation is creating a market where price exploitation is becoming the norm," fumed one agent. Prices have shot up again, with the

most 'affordable' 3-bedroom stand alone house going for around N$1. 7 million to anything up to N$4 million for a 'pad' at the right address. Prime beachfront Erven are going for between N$2.5 million to over N$4 million, and to pick up an average residential erf you would have to pay in the region of N$600 000. Whilst the growing mining industry in the region has kick started some movement, especially in the rental market which is running short on available accommodation, it is mostly Namibians who are looking for their house at the coast. Well known property agent from Remax Gogga Engelbrecht mentioned that sales in January were very up-beat, especially in the high price category, but pointed out that with the rate in which prices have escalated, she envisages that the market will stabilise this year, with more deals reaching the negotiating table. It was also said that sellers are trying to get more than the houses are worth, and too many people are trying to pocket top dollar, and will not budge even if the bank values the house below the selling price. Heidi Weyand of Weyand Estates, also stated that the sellers are putting the pressure on prices, often making unreasonable demands when dealing with a client. She stated that sellers in Swakopmund want to test the waters to see how much they can get out of a deal, and if they do not sell it does not matter, because their property can stand until the right buyer comes along. "The problem is the middle income

earner and first time buyer, but you cannot build cheaper because the building costs and price of the erf are already expensive, so we are in a catch 22 situation," she added. Welwitschia Estate's Maureen Hoon, said that there are many contributing factors at play with price increases, mentioning that escalating building costs, the shortage of land and increased demand can push prices up. "People cannot ask what they want because of valuations in place, but people will take chances and ask for the best price, and if it is a cash deal so much the better, because valuations and home loans are out of the way." When asked if the new interest rate hike will affect the market, Hoon said a person who wants to

buy a particular house will make a plan and buy it irrespective. Joey Kaempffer, longstanding Walvis Bay estate agent at J&B said that the expansion of the harbour as well as the upgrading of the airport is creating more job opportunities, therefore increasing the current demand for housing. "There is a huge need for property in Walvis Bay and nothing cheap here," she said, pointing out that an average 3-bedroom house goes for well over N$2.5-mil and still climbing. "It is a field day for the sellers, and while the valuators are trying to keep the prices market related, the Walvis Bay's property market is so active that nothing will keep the prices down." A spokesperson from FNB

Homeloan department said that the bank would not finance a property that does not fall into the bank's valuation, and if a buyer really wants the property at the price asked, they would need to top up the balance. "We don't give loans on over-valued and over priced properties and the banks are putting the squeeze on people who do not qualify for a bank loan, with applications not being approved every day because the criterion is not met. "You can just tell by the houses advertised how the prices have shot up, and with inflation the way it is, this trend is unstoppable." Meanwhile Standard the Bank Namibia released a statement saying that Bank’s home loan base rate increased from 10.75% to 11.00%, following the central bank’s announcement that the prime lending rate went up from 9.75% to 10.00%. Will it affect the property market - only time will tell. But that that extra 0.25% bond payback will push up the repayments, which in these tough economic times could be a deal breaker - but the agents disagree - property at the coast is selling like hot cakes and nothing is stopping this lorry.

Now, 21 years later, a team of 30 legal minds celebrate a milestone in the firm’s history with the Walvis Bay branch being re-baptised as Malherbe & Associates Incorporated. “We are still in the building we started off in. Since then the only thing that changed is the paint,” says Ms. Vivien Potgieter, conveyancing secretary at the firm. “But our relationship with our clients has grown bigger and stronger.” Having built on the proud reputation of Mr. Danie Malherbe, the first qualified conveyancer at the coast, the firm is now considered among many to be the strongest conveyancing department in

The End of an Era Sharon Brooks

Magic World has been an institution in Walvis Bay for 27 years, always ready and able to supply townspeople with entertainment for weekends or movie nights. The family owned business has been a big part of the lives of many locals, and customers have expressed sadness at the news that the business closed on 28 February. Helga and Ernst Jäcksch opened Magic World in August 1988, after having run a video store in Lüderitz for nine years. There were roughly 4 video stores around when Magic World opened, and the Jäcksch family struggled to get the business off the ground. Video stores had a reputation of closing down within a year or two, so locals were hesitant to open contracts at the new establishment. Once it became common knowledge that the couple had bought the premises, people slowly began to trust that Magic World was here to stay. Things were very different in 1988; comparing “Fifty Shades of Grey” to “Dirty Dancing” will prove just how much Hollywood has changed since then, while morals and values have similarly evolved. Jamie Dornan, the star of “Fifty Shades of Grey”, was just six years old when “Dirty Dancing” was released. The progression of the movie industry over the past 30 years is truly mind boggling. For example, “American Sniper” is the most popular action movie of the year, while “Full Metal Jacket” was one of the biggest war movies in the 80s, the two films are vastly different in how they portray and how we perceive

war. Helga and Ernst have four children, Michael, Stefan, Anja and Oliver, and all of them grew up working in the store. On Sundays, Michael would be paid N$10 to sit in the back and rewind movies from 10h00 until 20h00, a concept completely alien to the children of today. Magic World has been open every single day for 27 years; Easter, New Years and even Christmas were working days for this incredibly devoted family. As one can imagine, this proved to be difficult for the children, as their parents were unable to attend school functions or even take a daytrip to Swakopmund. After so many years of working day in and day out, Helga says that the family is tired. With the highly

anticipated arrival of the first grandchild for the family in April, in addition to a decline in business, the Jäcksch family has decided to close Magic World and expand the existing Zig Zag shop. Over the next two months the store will be selling the DVDs they currently have in stock for anywhere between N$20 and N$80. Customers are invited to come in and browse through the collection of movies. While the family are sad to say goodbye to Magic World, Helga would like to thank her children for their incredible support and patience over the past 27 years. Over 100 people have been members of the store since the beginning and the family are sincerely grateful to all their loyal customers for their support over the years.

He recalls having to toughen up really early because though he attended an English primary school he was forced to play rugby at the Afrikaans schools as the English schools offered only soccer. “The Afrikaans guys were a lot bigger than I was and they quickly taught me how to take a hiding. They would run over me, beat me up on the pitch, but I soon learned how to hold my ground and although the knocks were many and hard, I kept bouncing back. When rugby is in your blood like it is in mine, passion and pride make you get up each time,” said a laughing Montgomery. From Coast to SACS “I was in Swakop Primary till 8 or 9 when I was lucky enough to be offered a bursary from SACS, traditionally known to produce a number of South Africa’s top sporting heroes across many disciplines. This experience was incredible for my career as my raw talent (which is not enough to make it) was finessed into a well-rounded athletic capability. I played water polo which worked wonders in developing my upper body strength and although I trained hard, my legs remained

skinny, which is actually a blessing, because they have helped me run like a racehorse,” smiled Montgomery. Percy speaks fondly of his time at SACS. It laid a great foundation for a healthy lifestyle and what he calls “a fit for life,” philosophy which still lies at the core of his existence.   “Records are meant to be broken” When asked about his “on paper record” which many feel make him the single most successful Springbok (caps, points etc.), Percy is quick to dismiss any accolade, stating, “I do not care about records. They are made to be broken and they will be broken. What I really cherish most about my rugby career is that I have been fortunate enough to be part of some incredibly successful teams including world cup winners. Also, playing with some incredible people and fantastic rugby legends such as Gary Teichmann, John Smit and James Small is an honour that will remain with me for the rest of my life.” Having grasped the essence of the man that Percy has become, I asked which player he considers the perfect nemesis and all-round toughest player to square up against. Almost predictably, and with some anguish (Pavalovian response perhaps), Percy instantly mentions the All Black giant and nightmare, Jonah Lomu. “Now that is a tough man. You cannot let him out of your sight and as we all know it often takes as many as three to take him down. He was incredible and is without a doubt the hardest guy in the game to have to tackle,” says the giant of the game who, as a fullback has tackled and brought down the best in the game. Percy closes off the chat on a matter even closer to his heart than rugby: “From here on in, my life is about my family and my two wonderful daughters.”

Remax: The Little Engine that Could Sharon Brooks Property mogul Claudia Lofty-Eaton burst onto the real estate scene in 2005 when she opened the doors of Remax Coastline Property Centre in Walvis Bay. In ten short years, Remax has grown into one of the biggest real estate agencies in the country and shows no sign of slowing down. The monumental success of the business is largely due to the dedication and ambition of this truly inspiring woman. It could be easy to underestimate this petite, friendly woman, but Claudia is a force to be reckoned with. She developed a passion for real estate at an early age

and with the help of her parents began buying properties which she rented out or renovated for resale. Mr and Mrs Savva along with the Bastos-family, and Kobi and Hanna Alexander were her mentors, and she attributes her success to their guidance and support as well as the never ending support of her husband. She continued investing in property for many years. A Box Full of

Letters at Nampost Dear Editor, I would like to share a couple of photos with you that I took at Walvis Bay post office when I went to collect my post this morning. As I walked into the post office I found someone I know rummaging through a box next to the Red "mini" post box at the entrance of the post office. When I asked her what was going on she showed me that mail had been dumped into the box. Some of the mail had been opened and left in the box; other letters were torn in half. The contents of the box varied, most of it was Official Mail (perhaps

Receiver of Revenue), Erongo Red, Municipality, Bank Statements and some policies. There was also another "dump site" of mail on the counter in the post office. The lady rummaging through the box reported the matter. I have no idea what the outcome was. I want to raise another concern, and that is identity theft. This practice is not limited to the movies and does happen in Namibia. If the post office leaves confidential documents lying around for anyone to take, what is stopping the people whose mail was left open from falling prey to identity theft? Mathami Hoffman

You Only Get What You Pay For Dear Editor, Here is a story for you. On Thursday 26 March 2015 I went to QUICK Fitment Centre in Swakopmund to buy some tyres. They fitted four new tyres and put one of my old ones that was still ok on my spare tyre’s rim. That evening at around 9 o'clock the cable that held the spare tyre in place broke without my wife noticing and we lost the tyre and a part of its holder as well. We went back to QUICK Fitment Centre and asked the worker whether he had noticed that something was wrong with the cable. He said yes, he saw that it was rusted. The owner of QUICK Fitment Centre agreed and said that the cable broke because of the rust. I asked them why they did not tell us that our cable was rusted even though they saw it. The owner replied “We worked on your tyres not your spare tyre holder. It is your car and your responsibility”. They could have made an extra couple of dollars by showing me the

cable and fixing it. Instead they kept quiet and now it is costing me more than N$ 2000 to fix the cable and replace all that was lost. My conclusion is this: Please be careful if you take your car to QUICK Fitment Centre. They do exactly what they are paid for and nothing more. Never mind the safety of yourself, your family, and other people on the road. We will not even talk about the cost of issues that they ignore, as you will have to take the car back to them. In times where crime in our towns is happening every day, and stealing is never acceptable, it is even worse when people like me with little belongings are victims. Just like other Kuisebmond residents who are struggling to make ends meet, I am in the same boat as everyone that does not have enough money to get by. I know that there are a lot of robberies all over Namibia, but I have to ask, why did you rob me this week. Am I not as poor as you? Robbing happens all the time

but this week it happened to me while I was asleep in my own place. I know that possessions are only stuff, but when you came into my house this week you stole something I would never, ever have afforded on my own. Late last year I won a photo competition and got the first prize which was a brand new Samsung Galaxy S5. This was next to my bed and you came and took it from me. I Did not think so, but there are at least 400 people who did, reports the Independent: A man has been accused of encouraging hundreds of followers to be castrated in a promise for them to become closer to God. Gurmeet Ram Rahim Singh, an Indian pop-star and telepreacher with a reported wealth of more than $50 million, is being investigated after he allegedly manipulated around 400 men to get their testicles removed – according to India Today. One of his former followers who underwent castration seven years ago – named Hans Raj Chauhan – is one of the few to break the silence to speak out against him and the group. “[The victims] were told that only those who get castrated will be able to meet God,” said Chauhan’s lawyer, Navkiran Singh, according to the Sydney Morning Herald. Chauhan, 35, filed a petition against the guru in 2012 and the Central Bureau of Investigation has started looking into claims dating back as far back as 2000 in preparation of charges of grievous bodily harm. However many followers are believed to be in fear of speaking out. In January, MailOnline reported how Singh, the head of the Dera Sacha Sauda organisation, had hit back at the allegations. At a press conference for his new film he said:

Head transplants, or body transplants depending on how you look at them, are not just a thing of horror movies. The first documented procedure was done in the ‘50s when surgeon Vladimir Demikhov grafted the head and forelimbs of a puppy onto the body of a different dog. He followed this with his more disturbing work, the creation of two-headed dogs. Unsurprisingly, none of his animals lasted for more than a few days. While ethically questionable, these procedures led to the first successful head transplant on a monkey in 1970 by Dr. Robert White. Although White proved the feasibility of the procedure, he did not fuse the spinal cords of the donor monkey and recipient, so it was paralyzed and could not breathe without assistance. Medicine has progressed drastically since then and one neurosurgeon believes that the procedure could soon be done on humans. According to the doctor, Sergio Canavero, modern medicine will allow the major obstacles to success—such as the risk of the body rejecting the head— to be overcome, and with some further advances, the procedure could be ready by 2017. However, just because it can be done, does not mean it will— there are major ethical issues that need consideration before it can be approved. Those aside, this surgery could offer hope to people whose organs are plagued with cancer, or who have suffered major accidents. So what would the surgery involve? First, the recipient’s head would be

cooled to keep the cells alive, as would the deceased donor. Next, the neck is cut into and the blood vessels are hooked up by a series of small tubes. After the spinal cords are neatly severed comes the trickiest and most crucial part: joining up the ends of the spinal cords. To do this, Canavero suggests using polyethylene glycol, which would help fatty cell membranes meld together. The final part of the procedure involves stitching up the blood vessels and muscles before putting the patient into a coma for up to a month. After intense physiotherapy, the patient should be able to use their body and walk. Immunosuppressive drugs should prevent the risk of rejection. However, many of the surgeons that the New Scientist contacted said the idea sounded “too outlandish,” while others refused to comment at all. Harry Goldsmith, a clinical professor of neurological surgery at the University of California, Davis, said: “This is such an overwhelming project, the possibility of it happening is very unlikely. I do not believe it will ever work.” Alongside the ethical considerations of the surgery, there are concerns that it could lead to people exchanging their bodies for cosmetic reasons, so if it is legalized, strict regulations will have to be in place. With over 40 entries, including first time Go-Karts, Open Class, 8-valves, V8s space frames and 'hot rods' participating in the first round of the Namibian Dirt Oval Championships, the mood was exhilarating as racing continued into the night. The crowd teasers were the ten spinning and drifting machines from Swakopmund and Walvis Bay which took centre stage in the cement arena. The spinning entertained the crowds with their wild, smoke-belching antics as they spun their tyres and performed stunts to an enthusiastic roar from the spectators. Racing was fantastic, as was the spirit of the dirt oval competition, which draws a huge following at the coast. The vehicles turned up in a colourful array of fibre glass bodies sprayed, pimped and decorated to stand out on the track; all with frightening horsepower rumbling under the hood. The guys to beat in the 8-Valve Class were the Otjiwarongo lads Werner Gras Brand, with Jors Scholtz

in second and Johan Botes third. A big field turned up for the V8 Class and was won by Johan Roodt, ahead of Frank Stein in second with Dirkie Baard in third spot. The hotly contested Hotrods Class put up a sizzling dice, with Dyllan Roodt taking the winning podium slot, Jan Everson in second followed by Frank Borruso in third. The Open class quad races also put on a show, and Hugo Arangies tore into first with Max Robberts and Willem Kohne in second and third place. Zander Everson won the Klein Quads Class, tipping Stefan Borruso and Alexander Jansen for the podium. The N$3.5-million Desert Raceway project is the brainchild of two prominent Walvis Bay businessmen, Johnny Johnson Doeseb and Johan Roodt, who have revived motorsport in the Erongo Region with a facility that is moving motorsport into another direction. While the facility is only in its second year, already great things are happening, and according to Doeseb, who drives a thumping V8 Chev powered 350 Spaceframe, as does Johan, the Desert Raceway is the new hot spot for motorsport in Namibia. "We cater for many disciplines of motorsport activities, namely dirt oval track racing, spinning & drifting, go-karting, and the newly established mini 4x4 track. "Besides racing being the main attraction, the oval track has become a family network area, where people can have fun in a good healthy way, and by providing

The colourful drivers parade, which introduced some 40 cars and quads on the track before the start of the race. this kind of entertainment we are creating a culture here at the coast where motorsport is becoming a prominent activity in the area. "Development of the Desert Raceway is ongoing with certain features such as the Go-Kart track still to be completed by the end of May, as well as an up-grade of the existing drifting courtyard by the end of August." Doeseb said that the current cement spinning courtyard of 40 x 60 metres is already above the NMSF (Namibian Motorsport Federation) requirements,

but they are going to improve and enlarge if for the spinners and raise the bar to a 60 x 60 metre area. He said that the stadium type spectator stands, one-of a kind in the country; provide an excellent and safe view for the crowds, because safety of the spectators is given top priority. It was also mentioned that there are big things in the pipeline for a youth motorsport development training programme for the previously disadvantaged youth, to help them become racing drivers and grow the sport in this country. Currently the

Desert Raceway owners, in particular Lynnette Roodt, wife of Johan, are running a programme to introduce this within the next few months. "Lynnette Roodt is a pillar of strength - without her we would not have come this far, she is our motivation and the reason why so much has happened," he added, saying that other highlights will be a tree planting day to invite the community to plant trees around the periphery of the track. The next race day is scheduled for April 4th.
