Pensioner payments to increase to N$1000

President Hage Geingob took an extraordinary step when he announced ahead of the tabling of the national budget on Tuesday that the old age pension would be raised by N$400 to N$1000. While this is not the N$1200 that pensioners hoped for, it is a clear indication that the new president seems to have his finger on the pulse of matters that really affect the everyday people of the country. The President’s announcement at the first session of the new Cabinet comes in response to the mounting campaign of the Senior Citizens and Destitute Children’s Association, which has been campaigning over the past three months that the pension be increased to at least N$1200. Mr Chris Kleinsmith of the Walvis Bay Pensioners Support Committee said they are very grateful for the N$400 increase. He said it is a clear

sign that the new government is committed to uplifting the conditions of the elderly and addressing the problem of poverty. Kleinsmith said that the pension increase is less than they were campaigning for, but that they are nevertheless very happy that the new government is making a serious effort to help elderly people who are living in conditions of extreme poverty and hardship.

We built up this country and deserve to benefit from the infrastructure that we helped to create. He further said that the pensioners’ campaign will go ahead. In the next phase they will seek an audience with

the newly appointed Minister of Poverty Eradication and Social Welfare, Bishop Kameeta, in order to address issues such as high municipal rates and tariffs and other matters that seriously affect the elderly of Namibia. Mr John Isaacks of the Swakopmund Pensioners’ Committee said that they would now focus on reducing the cost of municipal services: “We built up this country and deserve to benefit from the infrastructure that we helped to create.” At a meeting in the Walvis Bay Town Hall last week Wednesday hundreds of pensioners gathered to back the campaign. The pensioners’ argument is that – although they are very grateful for the N$400 increase – it is necessary for government to exempt pensioners from the payment of water tariffs and high energy bills, as this would have a positive impact on their economic Continued on Page 3

NAMSOV dealt another blow as Mouton resigns Donna Collins

Hardly had the chairs scraped back from a top management NAMSOV press conference last week detailing their way forward, than their CEO Jerome Mouton dropped a clanger and resigned from the company after three years, with Monday 30th March his last working day. Mouton was also not present for the Friday's meeting which spelled out the company's current status quo regarding the ongoing High Court matter in which they as investors in the Namibian economy, have taken on the Ministry in the hopes of reversing the 1% quota that was metered out. But a statement released by Bidfish MD Jan Arnold the next day sighting that "Mouton resigned from his position as CEO, trustee and director at various intergroup boards due to 'irreconcilable differences between himself and the board of directors", has left the speculation gap wide open. Already rumours that Mouton was in conflict with management over the Ministry vs quota issue, was personally put to rest, when Mouton spoke in a brief telephone

conversation saying "there is no bad blood" between the two parties, and when asked why he left so aburptly, he replied. "When you are on my level in a company, one is entitled to leave immediately - with no notice period required. It was also mentioned that the United Fishing Enterprises pilchard business was on the verge of closing down when Namsov bought it, and after they invested in re-opening the cannery, employment increased to over 800 employees in the peak of the season. Namsov also became the first company in the Namibian mid water trawl industry to employ Namibian crew on its vessels. They enrolled 56 people at national and international educational institutions in 2014 with a bursaries amounting to N$3, 2 million being awarded. The vast majority of bursaries are previously disadvantaged Namibians, and the total investment in learnerships in 2014 totaled N$4,6 million, with training conducted in South Africa and Russia, whilst they make ongoing use of the training facilities at NAMFI (Namibian Maritime and Fisheries Institute). Today they regard themselves as proud corporate citizens with the vision to excel and contribute to the development of the Namibian private sector and socio-economic causes of the company. In order to further create value from the quota we receive, NAMSOV has partnered with Tusk Investments and invested more than N$ 2 million in fridges and scales allocated to entrepreneurial people in rural Namibia to promote the selling of horse mackerel and in doing so has created employment for approximately 1000 people. "What makes us prouid is the effort, the empowerment and the ethics NAMSOV has employed to sustainably provide a return on investment to all our stakeholders involved, including the Government of Namibia," concluded Arnold.

No latest EIA studies For 'Lovers Hill' Hotel Sharon Brooks

The Environmental Impact Assessment (EIA) has been released for the proposed construction of a hotel on Lovers Hill and according to the report, the development will have little effect on the environment. However, upon closer reading, it turns out that only out of date studies were used during the process and that no actual research was undertaken while doing the EIA. When the project was initially proposed, the Namib Independent reported that the construction of the hotel may have a devastating effect on local business owners in the accommodation sector. There are currently roughly 280 rooms available in Walvis Bay, and they are never full capacity, the Eco-Tourism complex will have over 300 rooms available, which seems to indicate that the hotel will service 100% of the local market. Aside from the impact to the accommodation sector, the EIA has been conducted and released but does not seem to have been adequately researched on the possible impact of the project on the environment. Of particular concern is that the studies referenced in regards to birds in the area were done as far back as 1987. The study used when

discussing flamingos in the area, arguably the biggest tourist attraction of the lagoon was done in 1988. It would be unwise to assume that studies done nearly thirty years ago have any relevance today.The initial EIA for the project was completed in 2014 by a team of international experts, this EIA was rejected by the Municipality of Walvis Bay due to the fact the public consultation was never undertaken. Afromach was appointed to update the EIA in accordance with the relevant regulations. When the paper contacted Mr Timo Mufeti, the director of operations at Afromach, he confirmed that they did not undertake any research in order to complete the EIA, as this was not what Afromach was appointed to do. He also mentioned that the previous EIA did not include any significant amount of research. The fact that no current research was done in order to ascertain how the project would affect the lagoon environment is disturbing. For example, the report states that the construction may affect “birds and other invertebrates” in terms of loss of habitat, but the report goes on to say that due to the extent of suitable habitats in the immediate vicinity, there will not be a significant impact on these species. After speaking to Tess Gridley

of the Nambian Dolphin Project, it would appear that this statement is factually wrong. In a document sent to the compilers of the EIA, Tessa writes “The development is adjacent to an area used extensively by a small, resident population of common bottlenose dolphins numbering less than 100 individuals. Noise pollution during the construction process, water pollution during construction/ operation and light pollution during operation may all have impacts on this dolphin population, either directly, or indirectly through changes in environmental quality or prey distribution.” Nowhere in the EIA is there any reference to the presence of dolphins in the lagoon, Tess told us that this is because Afromach were not aware that dolphins do in fact enter the lagoon. The Namibian Dolphin Project even went so far as to offer their services to do the relevant research for the project, but to no avail. So it would seem that the EIA may have missed the point, having not actually assessed the impact on the environment in any meaningful way. The environmental effects of the so called “Eco Tourism Complex” will have to remain to be seen, let us all hope we do not lose our precious dolphins in the process.

The fact that Namsov are in a legal wrangle with the Minister of Fisheries and Marine Resources (MFMR) regarding their low quota is becoming a thorn in the side for the giant fishing company, who feel this is holding back the company being able to plan for the future. During the frank press conference last week, the top structure of Namsov laid their cards on the table about the positive role they have played in the Namibian fishing industry over the past decade, as well as the major investments they have made to the economy of this country and based on this want answers from the Ministry. The bone of contention is that their quota has been systematically slashed to a measly 1%, without any explanation or review MFMR, nor any communication to allow the company to make contingency plans. The legal battle started in 2012, but the demise of the quota has been since 2011 - a 15 year right, causing a lot of uncertainty within the company, which has always been willing to sit around the table and negotiate. "We have had no communication forthcoming from the Ministery to address this matter amicably, resulting in NAMSOV requesting a legal administrative review on how quotas are allocated as the administrative base seems to have changed dramatically," explained Tuna Willem (Namsov Chief Sustainability Officer) They say they want to put to rest the rumours that Namsov has "hijacked" the fishing industry. And whilst others were just "in it for the good times", their commitment

This challenging but wonderful vision could enable Namsov to undertake value adding initiatives such as canning, smaller retail packages, gutted, deboned, filleted, breaded, cured, smoked, salted and dried production. Saying that they went from a quota of 25% to 13% and the latest "dismal" 1% without any explanation. This quota they say does not tally with the weight they carry as a company that has been operating in Namibia's fishing waters since 1993. "The current environment is not supporting the type of investments we have made, and the commitment we have made to the country," "The horse mackerel industry has had its successes and challenges and we at Namsov Fishing have experienced our fair share of challenges as a business through the years" added Arnold. "But the current business environment has become unpredictable for us to operate and expand our horizons. Ahtisaari pays a visit to the coast Donna Collins

Martti Ahtisaari, the former president of Finland, a diplomat, a Nobel Prize recipient, and famous international peace mediator jetted into Namibia on a whistle stop visit last week, accompanied by his wife Eeva to share in the 25th independent anniversary and swearing in of its third electorate President. Ahtisaari was the personal guest of former President Pohamba, after his last visit to the country five years ago. With a short and busy schedule which saw him fly out on Saturday,

he embarked on retracing some steps, talking to investors as well as touching base with some of the countries big 'fish' at the coast, namely Namport and Erongo Red. And whilst his movements between the coastal towns were monitored by tight security as well as a tightlipped programme from the Finnish Embassy, during his two day stayover at the coast the 77-year-old Ahtisaari was booked into the cozy boutique hotel 'Zum Kaiser' where he stopped to share a few words with the reporter. He also made it clear that he has a soft spot for Swakopmund, having enjoyed some of the finest

"One of the important aspects of governance after independence is to improve living conditions for the people, and make all citizens feel included, which is the foundation of economic growth," he added, saying Namibia is an advanced country in equality. He mentioned that he also met with investors during his short visit to share interesting ideas. One of these was the implementation of the utilisation of solar energy production, since Namibia he says has the best climate in the world for this, and the need for solar power is right now. When asked what his message to the people of Namibia would be, he answered sincerely. "Everyone must support the political leadership so that the goals to take this country to greater heights can be achieved.

(Photo Donna Collins) Donna Collins Jan Japan's owner Din Nazar said that he has been forced into spending 'big bucks' just to protect his second hand vehicle business, as banks are not financing his clients and local dealerships refuse to service his vehicles because they are Japanese imports. He claims that he will be spending around N$100 million to erect three massive service and parts stations in Windhoek, Walvis Bay and Ondangwa just to ensure that his customers are properly looked after. He said that Jan Japan is busy with a N$40-mil development in Brakwater, Windhoek which will be finished in six months, and that they are looking for the right premises in Walvis Bay, whilst Ondangwa's development should be completed by next year. He also said that with this expansion he will be offering more employment to Namibians, and already has a staff complement of 70 employees working at the three branches - from cleaners to sales. He said that you can find any type of vehicle on his floor at a third of the price of anywhere else, with prices ranging from N$35 000 to N$200 000. He stocks popular models such as Toyota, Nissan, BMW, Mercedes Benz and Volkswagen, with year models from 2007 and above. He said that he is working on cash deals and that his prices are based on their mark up, not based on book value which he says are "ficticious figures". "Once we are up and running with our big service centers, Jan Japan will be able to offer a full service on our vehicles, we will have all necessary parts available, and will be able to offer our customers guarantees" he added, saying that they eventually will be able to offer a finance package for customers as well.

AR activists thank Swakopmund Municipality

Staff Reporter The leaders of the youth movement that have been campaigning for access to urban and residential land said this week they are very impressed by the rapid response of the Swakopmund municipality to their mass land applications. The outspoken leader of the Affirmative Repositioning (AR) campaign, Job Amupanda, said this week that Swakopmund was the first town since the nationwide mass action on 27 February 2015 to process all the applications for land. Applicants used a template provided by AR to send in a request for residential land, although it is not clear how many would qualify under the current conditions of sale, which requires a bank guarantee. Amupanda said 3 756 applicants would receive their acknowledgement letters from the municipality on Tuesday 31 March. “Those that were misled by politicians not to participate in the nationwide mass action in Swakopmund have themselves to blame. There are no acknowledgement letters for them. They choose to keep renting and sing for politicians who have more than 5 houses in more than one town,” Amupanda said. “We would like to thank the leadership, particularly the management and the CEO, for their cooperation and assistance. Swakopmund management

At the last Council session in March it was announced that these erven would be sold for N$220 per square metre, amounting to N$130,000 for an erf measuring 600 square metres.

Autistic children alienated in Namibia Sharon Brooks

The second of April marks the eighth annual World Autism Awareness day and organisations around the world will be celebrating the day with fundraising and awareness. In an effort to better understand the challenges our community faces in terms of facilities and support available to families with autistic children, we spoke to a local Walvis Bay woman, who despite her desire to return home, highlights exactly why she cannot return with her autistic daughter. Janette moved to Ireland in 1999 to work and see the world, she met her husband there and they have been happily married for 11 years. They have two children Rowen (10) and Jade (11). Rowen, was initially diagnosed with quite severe autism, and the family were told that she would most likely never be able to speak properly, however, with the correct intervention and support, Rowen is doing much better than anyone would have thought. The support and treatment little Rowen has received in Ireland is astounding when compared to the facilities available for Nambian children with special needs. Rowen attends a mainstream school, but is taught in the Autism unit with the help of a group of qualified people called Special Needs Assistants. In Rowen’s case, she is one of six students in her class, they are taught by a teacher and three Special Needs assistants. This means that there is one adult for every two children in the class. This ensures that the children get the individual attention that all special needs children so sorely need. Special Needs Assistants have been trained to work effectively with special needs children and how best to communicate

with them, they know how to handle meltdowns and how to keep a child calm during times of stress. Most importantly however, the service is absolutely FREE. Yes, the Irish government entirely funds special needs programs, there are even entire schools established purely to educate children with disabilities, and the parents do not pay a cent. Rowen even gets picked up every morning from her home in a specially designed vehicle that caters for disabled children, and once again, the service is FREE. This is because the Irish constitution states that all children have a right to education, and the government has gone out of its way to ensure that every Irish child, irrespective of disabilities, receives an appropriate education. There are even state speech and occupational therapists in Ireland, though the waiting lists to see these specialists can run into the hundreds.

There are no such services in Namibia, as Janette learned a few years ago when she considered moving back to Namibia. She did some research and even phoned the Autism Association to find out about the services available for Rowen and was told “we have nothing”. Janette then realised that moving to Namibia would prove far too expensive, not only is the cost of living high here, but her child would need specialised care that the family just could not afford. Another important difference between Ireland and Namibia is the support. Parents of children with Autism get together for coffee to share experiences and advice, there are numerous support groups and organisations that cater to autism. Cinema’s across the country even host “Sensory Friendly” screenings, where the lights and volume are turned down low, no trailers are shown, parents can

bring in their own food and children are allowed to move around the cinema freely. While the tax base in Ireland is much larger than that of Namibia, one has to wonder when the government will begin paying attention to the ever increasing number of special needs children in Namibia and when the very special needs of these children will be met.

“It’s almost Easter, and I can’t find my bunny”

Sharon Brooks Bunny has been by Maggie’s side since before she can remember. A faithful friend that kept her safe on her first day of school and made sure the monsters did not get her at night. Last week Bunny went missing, and Maggie is devastated. Maggie is four years old now, but she first met Bunny when she and

her family went to the UK when she was just four months old. A close friend of her mother’s bought Bunny as a gift for Maggie, when she saw the “Thumper” comforter from the popular Disney movie “Bambie” she knew it would be a wonderful friend for little Maggie. From that moment on, Bunny, who is a girl, accompanied Maggie everywhere she went, she would not sleep at night unless Bunny was in her arms and when Bunny had to be washed, Maggie was on edge until she could hold her beloved friend in her arms. Maggie is a very anxious little girl, and the world can sometimes be a scary place, but as long as she knew Bunny was nearby, it made life just a little less daunting. Bunny become a sixth member of the family, she was packed into Maggie’s school bag every day and went with on family holidays and outings. Maggie was rarely seen without Bunny in her arms, but last week Saturday, Bunny went missing. The family thinks that Maggie took Bunny along on a bike ride to the library and somewhere along the way Bunny fell off the bicycle. They have turned their house upside down in search of Bunny,

but to no avail. Saturday night was difficult for little Maggie, she cried herself to sleep keening for her best friend. Luckily Maggie’s mom had managed to locate another bunny comforter overseas. The Thumper comforter is now a collector’s item as it is no longer manufactured, and the new bunny cost the family a pretty penny. The new bunny was actually purchased so that Maggie could one day give her own daughter the gift of a very special friend, but seeing how devastated Maggie was at the loss of Bunny, her mother decided to give her the replacement bunny. While new bunny looks much better than the original bunny, with her colours still bright and the fabric still brand new, it just is not the same, and Maggie is still asking after her original bunny. Even though your first reaction may be that the old blanket with the rabbit in the middle is of no value, Bunny is in fact a much loved member of the family, and there is a little girl who desperately wants to share another Easter Sunday with her best friend. Township sterilisation project a huge success

The Have-A-Heart charity driven project was held in Swakop for the first time over the week-end where nearly 100 township pets were sterilised for free to help prevent the suffering of unwanted litters in these underpriveleged areas. (Photos Donna Collins) Donna Collins Nearly 100 domestic township pets were spayed and neutered in just three days during the first Swakopmund non-profit Have-AHeart sterilisation project held at the DRC informal settlement which went off without a hitch. Through this enormous charity driven effort, some five cats and 87 dogs will live a life free of the burden of producing unwanted litters as well as run the risk of spreading diseases. Performing the operations single handedly was South African veterinarian Dr Desmond Stafford, who heads the public benefit 'Avatar Sterilisation and Protection services in Johannesburg', and has been instrumental in facilitating many major national 'spayathons' in Namibia over the past few years. The excellent team work effort was led by Have-A-Heart Geesche Neuberg, and all the volunteers helped pull together to perform what seemed like a miracle, over the short space of time. The entire 'spayathon' took place at the small DRC Fire station depot, which became a hive of activity as hundreds of DRC pet owners gathered from Friday to Sunday with their pets to make use of the free sterilisation service. These humble quarters were turned into a full blown operating theatre, with anethaesist Sheelagh BagatSmith from Swakop Vet assisted by Ute Holstein who prepared the animals before they went onto the operating table. A dedicated team of Have-A-Heart volunteers manned the recovery area, with husband and wife team Erik and Siggi Tetzel monitoring the animals as they came out of surgery. A huge shout out went to the

Swakopmund Fire Brigade who made their premises available for the spayathon, and mention must be made to the Swakop SPCA who were of great assistance over the three days, as well as awesome mother and daughter Michelle and Madelaine Strydom of the 'Feed A Paw' township project. TRAINEE MARINE ENGINEERING OFFICER (MEO) The Marine Engineering Officer training is an accredited programme of intensive learning that is designed to accelerate the completion of the relevant marine qualification. The programme consists of theoretical education of 24 months; Marine workshop training of at least 10 months; and at least six months approved sea service. Costa Rica got 100 percent of its electricity from renewables for 75 days straight this year, the state-run Costa Rican Electricity Institute (ICE) announced this week. The Latin American country has not had to use fossil fuels at all in 2015, due to heavy rains that have kept hydroelectric power plants going strong. Wind, solar, biomass, and geothermal energy have also helped power the country. This reliance on renewables has prompted the country to lower electricity rates by 12 percent. ICE predicts that rates will continue to drop in the second quarter of the year. In 2009, Costa Rica announced its goal of becoming carbonneutral by 2021. Already, Costa Rica gets about 88 percent of its total electricity from renewable sources. Hydroelectric plants supply the bulk of that electricity — 68 percent — while geothermal plants provide about 15 percent, wind power provides 5 percent, and solar and biomass also contribute slightly to the country’s energy mix. Last year, Costa Rica’s Legislative Assembly approved a $958 million geothermal project. The country will get help paying for the project from the Japanese International Cooperation Agency and European Investment Bank. In 2012, ICE announced that it would be developing 100 megawatts of wind farms and 40 megawatts of

small-scale hydroelectric plants through 2015. “In the case of electricity, the aim is to stop burning petroleum derivatives,” said Ulises Zuniga Blanco, an engineer at ICE. “The projects included in this process will contribute to this objective of carbon neutrality.” Costa Rica has been lauded for its policies on environmental protection and conservation. In 2010, the country was awarded the Future Policy Award from the World Future Council, in recognition of Costa Rican policies that use funds from fees and taxes to pay to preserve natural spaces. Costa Rica also pays landowners to plant trees and not cut down forests, a policy that helped increase forest cover in the country from 24 percent in 1985 to 46 percent in 2010. Part of the reason why Costa Rica can devote so much funding to environmental issues is that the country abolished its military in 1948, allowing it to divert funds that would have gone towards defence needs to the environment, healthcare, and education. “We are declaring peace with nature,” Costa Rican ambassador Mario Fernández Silva said in 2010. “We feel a strong sense of responsibility about looking after our wealth of biodiversity. Our attitude is not progressive, it is conservative. Our view is that until we know what we have, it is our duty to protect it.”
