Women Summit Kicks Off with a Bang in Swakopmund Tanya Calitz The 7th Annual Namibian Women Summit kicked off at the Swakopmund Hotel Wednesday morning with many esteemed guests on the list, including the First Lady Penehupifo Pohamba, who officially launched the EMAC House of Women site globally at the summit. The Summit is presented by House of Women, under the theme ‘Let your Light Shine through’. Summit president, Ms Anne Thandeka Gebhardt, said that the aim of the summit is to empower women from all walks of life in Namibia, to stand up and move into every industry in the country. “We want to see 50% women, and 50% men in all business sectors in the country,” she stated in her opening speech at the Women’s Summit. “We want to encourage women to contribute and be part of national development,” Gebhardt stated.

According to her, another objective of the summit is to create a platform for women from everywhere to connect with each other as well as for building relationships and collecting contacts for the future. “We are here to network, ladies, so do not sit next to your friend, find a stranger and connect,” Gebhardt said. Referring to the theme of the Summit, she explained that it meant sharing knowledge and wisdom with others, as well as showing empathy. Gebhardt also pointed out that statistics show that women are still not seen as equals in all fields of the corporate world and market shares, especially when it comes to owning properties, getting bank loans, and receiving equal pay in the workplace. Arriving late to the Summit, Erongo Region Governor Cleophas Mutjavikua took the stage the minute he walked in, opening his speech by saying that Namibia is experiencing a Continued on Page 3

Women Summit Kicks Off

war-like period. “What I mean by this is that our women, mothers, daughters and sisters are being viciously attacked. This is evident if you look at the crimes being committed against our women.” Mutjavikua urged that we as a nation go further than demonstrations, lighting candles and talking. “We must now find solutions as a nation to protect and look after our female population. We as a country have lost our core morals. I have said it before, and I will say it again . . . We have to re-introduce bible study in our schools,” he said. The Governor also suggested that all youth should go through a nation service period after leaving school. “They have to take part in this national service initiative to learn what it is to be a good Namibian citizen. What we stand for and how to be a good ambassador for our country,” he stressed. Another very inspiring speaker and entrepreneur, Maria Nuyoma, shared her success story with the summit attendees. Nuyoma has had a lot of success with opening up several clinics across Namibia, as well as in Angola. She generously shared her biggest lessons, challenges and secrets in running successful businesses with the audience. Nuyoma had her first big break in the 80s as a nursing student, when she came across vitamins displayed at an exhibition, made from a plant only found in Indonesia. “I did some research on the plant and learned that it is particularly good and effective for treatment of open wounds, internal bleeding and also acts as an antibiotic. I

immediately flew to Indonesia to find out more, and visit the site where this product was being produced. I applied for the exclusive rights for importing this product, and obtained the rights,” Nuyoma said. Next up was the Minister Rosalia Nghidinwa from the Ministry of Gender Equality and Child Welfare. Nghidinwa addressed the challenges faced by young girls and teenagers, saying that the age to start empowerment is when a girl is still young. “Mothers must take charge and educate and protect their daughters. HIV, teenage pregnancies and the lack of schooling are robbing our female youth from growing and becoming successful individuals who can productively contribute to society,” she stressed. She also pointed out that parents are neglecting their children, and should start taking responsibility and control of their lives. “The high teenage pregnancies leads to unemployment, which then leads to more challenges and desperate situations, which could have been avoided if that girl was empowered from a young age and encouraged to take control of her life,” she said. After the speeches in the main conference hall, the women were broken up into groups and attended several different workshop till noon. There are three categories in which they participate, namely; Group A – Women Entrepreneurs, Group B – Women in Leadership, and Group C – Emerging Young Women From All Sectors. NHE House Swap Continued from Page 1 professed ignorance of the transfer of the house into his name. What is puzzling is how Josef’s identity card photocopy ended up in John’s NHE file, and how the house could change owners without John facilitating it. Narrating the ordeal, the source said efforts to see the NHE Walvis Bay branch manager on June 23 were futile as the manager was not in the office. A staff member at NHE had told John that a response would be issued the following day because the manager

wanted to peruse the file in the evening. The Namib Independent understands that John and Josef were told to go to the police station to make a declaration so that the mistake could be rectified. A letter was written to NHE on July 5, 2013 complaining about the illegal transfer. NHE Walvis Bay Regional Branch Manager, Karl Schroeder, in an interview with the Namib Independent admitted that the “fraudulent” process could only have happened with the involvement of an NHE employee,

“but I don’t know what happened because the mistake happened before my tenure.” When John brought Josef to the NHE offices following the shocking discovery, NHE employees told Schroeder that the brothers nearly exchanged blows. A copy of the Deed of Transfer T 3228/2009 dated 1 July, 2009 and signed on 8 July, 2009 confirms that indeed the property was transferred into Josef Pafewa’s name. “I cannot explain how the house

got transferred from John to Josef but speaking under speculation, maybe when the Customer Care Officer went to get John’s identity card to effect the Agreement of Sale, she found Josef at the house because Josef stays at the house and he could have given her his identity card,” Schroeder speculated. However, when Schroeder asked Josef about the wrongful transfer, Josef categorically stated that he was not interested in the house and did not want it. John on the other hand told Schroeder that when the house was transferred into Josef’s name he was very ill, and his

brother could have thought that John was going to die, leaving him with the house. Schroeder said NHE will reverse the “fraudulent” transfer because John is the rightful owner of the house and NHE will pay for the legal costs of the process. “The mistake is there and should have never happened,” Schroeder said. Efforts to get a comment from Josef were fruitless as he is out at sea. Legal Shield assisting John refused to comment, citing breach of company regulations regarding client confidentiality.

Free Primary Education Going Well

My advice is, if the period is for less than a month it is permissible but if it is more than a month, Government

must pay because it will drain the schools’ funds otherwise. The grant should be used to cover learning materials,” explained / Awaseb. He also said in some regions parents are asked to provide their children with stationery, but Erongo region directorate still provides schools with stationery, cleaning materials and textbooks. However, some textbooks of a school are still to be delivered and the school head is concerned about the duration that has lapsed before all textbooks are delivered. “We have received all the

textbooks and stationery, but our challenge is a shortage of pencils because, as you know, the young ones lose pencils often. But that problem we have been able to solve by buying the pencils ourselves,” mentioned one principal. At its inception, the Universal Primary Education saw Government avail N$50 million and an additional N$100 million for textbooks. The implementation of free primary education is in fulfilment of Article 20 of the Namibian Constitution, ENESCOs Education for All and UN Millennium Development Goals by 2015.

outside of Arandis in an area where heavy road construction to link the Husab mine and B2 highway is under way, the kudu bull was already dead. Although it wasn’t immediately clear what the cause of death was, most likely the Kudu died of natural

causes. Rangers Wensel Mavara and Gerhard Hamunyela, with the help of workers on the scene, collected the antelope and brought it to Swakopmund. “In this time of drought, the meat will be donated to help the disadvantaged,” said Mavara.

Installation of Namport Scanners Well Underway Clementine Aweses The acquisition of technologically advanced scanners for Namibia’s ports of entry and exit is in compliance with binding obligations of the World Trade Organisation (WTO) and World Customs Organisation (WCO), both of which Namibia is a member. Permanent Secretary in the Ministry of Finance, Ericah Shafudah said a high service demanding sector like Customs and Exercise requires NonIntrusive Inspection (NII) devices for the seamless facilitation of trade, security, economical and social protection. The Ministry has acquired 14 scanners at a total contract value of US$55 348 800, inclusive of cost of equipment, shipment, delivery, installation, training and maintenance of the scanners. Delivery of all equipment was

done in August 2009, followed by deployments of the scanners in November 2009. Shafudah said the installation of the scanners was done over the past five years and to date seven scanners have been successfully installed and are fully operational at Hosea Kutako Airport, Walvis Bay Airport, Oshikango Border, Wenela Border, Trans Kalahari Border, Ariamsveil and Noordoewer Border Posts. The scanners have inbuilt security and capturing systems that capture and mount surveillance in and around the scanning facilities, borders, harbours and airports. The equipment also has a steel penetration capability that can segregate organic and inorganic material. Shafudah said the increase of containers passing through the port of Walvis Bay prompted the Ministry to install scanners in the port as well, to facilitate trade and ensure maximum supply chain

security. The installation that started in February last year is expected to be completed by the end of this month. The installation of air cargo scanners as well as two moveable scanners is still in progress at Walvis Bay and Eros Airport as well as Walvis Bay harbor, respectively. Deliberations to install a postal cargo scanner at Nampost are still underway, too, Shafudah said. Member states have collectively committed to adopting modern technologies that facilitate trade and reduce the cost of doing business but maintain a high degree of security. The key objectives in acquiring the scanning equipment include, responding to global developments and demand for trade facilitation, and supply chain security as required in many global security initiatives from international organisations like International

Local and Windhoek based businesses took on the challenge by local ships’ agency, Ocean Liner Services, to collect food in their Winter Can Charity Drive. “We were pleasantly surprised by the wonderful response our Winter Food Can Charity Project created especially among office staff of various businesses. We were able to collect about 4 000 food cans! The aim of the project was to collect as many food cans as we could, which in turn would be donated to various charities and communities in need. The Ocean Liners Staff felt that we had try an alleviate some of the hardships many people in our communities endure especially during the winter months. Workers Help Themselves to Dune Sand in the Dorob Park Madelaine Laubscher Two men were seen helping themselves to dune sand from the Dorob Park Area, having apparently no permit to do so.

According to a witness, she saw the men stealing dune sand from the Dorob Park. “They were on the left side of the road to Walvis Bay Salt Refiners, on the Walvis Bay lagoon, about 400 meters from lover’s hill and about 60 meters from the road, past the large sign that clearly informs the public that the area is part of the Dorob National park,” the witness said. have her name printed, about the rules and regulations regarding dune sand. “You definitely need a permit to be allowed to collect dune sand, especially seeing that it is a National Park,” she said. The number plate of the vehicle N18101S was traced to a construction company in Swakopmund (name known to the paper). He confirmed that the vehicle and people were known to him. “I am not aware of any of this happening. I can however confirm that I know the men. However, I recently sold the vehicle they used to collect the sand with. Therefore I can say it was not my company, who was making itself guilty of this

crime. The man that bought the vehicle works for himself. The vehicle is not yet registered in his name, therefore the number plate was traced to my company,” he explained. Mrs Susan Roux, from the Coastal Environmental Trust of Namibia would like the public to report such incidents immediately. “Let us name and shame offenders, but also inform the public that these incidents need to be reported since there are designated areas that the municipality has set out for builders to collect sand,” Roux said.

Swakopmund Mayor Speaks Out Ahead of SAIMSA Games

Lavrenty Repin Mayor Juuso Kambueshe spoke of the importance of staying pragmatic and working towards making Swakopmund an international tourist destination during a press conference held for the upcoming Southern African Inter Municipal Games (SAIMSA) to be hosted by Swakopmund between the 21st and 28th of September this year.

The Mayor was quick to point out the mishaps in Swakopmund’s hospitality industry, calling some of the services appalling. With an estimated 6000 participants to travel to Swakopmund for the event, Mayor Kambueshe pointed towards the lack of infrastructure, including accommodation, in Swakopmund (with only 1800 beds available at the respectable hotels and B&B’s in the town). This was one of the reasons that 2007 hosts, Walvis Bay, were asked to be involved in this year’s games and so will host some of the events. The Mayor was also quick to justify the N$1 million that the Swakopmund Municipality allocated for these games, claiming that the revenue from the influx would generate at least N$40 million. He insisted that Swakopmund “must raise the bar” economically, saying that, “If we continue at this rate

The Mayor then called upon local businesses to start thinking outside the box because the current strategies don’t seem to be working, calling the games a perfect opportunity for small businesses to establish themselves. “Namibians can’t even afford to holiday here (in Swakopmund) because people want to become rich tomorrow; we give prices to solve our problem instead of structuring our businesses to be able to participate in the economy.” Mayor Kambueshe stressed that the organising committee and the Municipality were 100% behind the community and small, even informal, businesses. He called upon the committee to fine tune tendering guidelines to become more transparent as currently they are difficult to follow. He further reached out to small business owners to approach the organising committee to find out in what way they can benefit from these games. Participating countries for this year’s games include South Africa, Swaziland, Lesotho, Botswana, Namibia and Zambia. Participants will partake in a variety of sporting codes ranging from soccer, netball, volleyball to pool, darts, table tennis and even angling.

House Price Slowdown Spring Tide Strikes

in March 2013

Coastal Community Massive tidal waves caused substantial damage and provoked excitement within the Swakopmund and Walvis Bay communities late Tuesday afternoon and early Wednesday morning.

The March 2013 Housing Index by FNB Namibia was researched and compiled by Namene Kalili, Manager Research and Competitor Intelligence at FNB Namibia. “The FNB House Price Index fell by 5.7% month-on-month, which means house prices have remained under pressure since peaking in September last year. This was evident across most property markets, with the exception of the southern property market.” The above statement was only based on a short term price movement; the annualised price movements paint a different picture. “On an annualised

basis, house prices have merely decelerated and when inflation is stripped out, real house prices increased by 14.5% year-onyear. This is lower than the 19% recorded in December and the 15% last month. Therefore the latest figures merely indicate that real house prices are increasing at a slower pace than previous months and are a long way from deflating. The last time real house prices deflated was 2008 - 2009, when the economy had double digit inflation,” said Kalili. The report went on to state that the decelerating house prices were underpinned by robust volume growth over the past nine months. Kalili added: “For the

month of March, volumes rose by 25% year-on-year. This is by far the highest volume growth in the housing market since the beginning of 2008, but we must remember this is off a very low base, after volumes contracted from 2008 to 2010. Therefore volumes remain well below the levels measured during 2008 to 2010, but at least there is recovery. The volume growth remained highly concentrated in the middle to upper price segments. For the first time in a very long time, new housing supply contributed to the volume growth. In the Windhoek market, new houses accounted for 44% of the volumes sold, up from a mere 3% a year ago.” In conclusion, Kalili said that annualised property prices continued to decelerate for the third consecutive month on the back of robust volume growth. He added: “Volume growth was fuelled by increased new house delivery thanks to increased developer activity last year. This has decelerated real house price appreciation from 19% in December to 14.5% in March. We expect real house price appreciation to decelerate even further over the remainder of the year on the back of continued volume growth. The lack of housing supply that has dogged the local economy for the past five years is finally adjusting to housing demand, which may tame house price inflation for the rest of the year.”

Water also reached some of the houses located in the unprotected “Palm Beach” between the Swakopmund Mole and Tug restaurant, travelling up to 100 meters to flood the unfortunate houses. The new “La Mer” Waterfront construction site in Vineta was

flooded on Wednesday much to the pleasure of environmentalists who have been protesting against the heavy construction project. Surprisingly the Jetty restaurant sustained no visible damages. Water also reached parts of the B1 road between Walvis Bay and Swakopmund. In Walvis Bay some businesses at the Waterfront sustained damage, including considerable damage to “Photo Krause”. In some parts, waves are reported to have reached up to 5 meters. According to weather reports, the worst is over and the waves will gradually subside throughout the rest of the week.

Swakop Uranium donates N$22 810 to MUN Lavrenty Repin Swakop Uraium has established a “smart partnership” with the Mineworkers Union in Swakopmund after it sponsored the sum of N$22 810 to assist the union with worker training.

According to MUN president, Mr Ismael Kasuto, they “hope to establish a solid relationship” with the mine that is due to open next year April. Swakop Uranium Human Resources Director, Percy McCallum, told the media that they

receive over 500 applications per week and plan to create over 2000 jobs for the Swakopmund region. This donation will cover Phase 1 of a three-phase program that includes environmental safety awareness and leadership unification. Governor Kleophas Mutjavikua pointed out that 2012 was not a particularly good year for worker union labour relations but maintained that this year, especially with the help of sponsors such as Swakop Uranium, there is vast improvement.

Distress About Trucks Continues Traffic Department Clarifies

Madelaine Laubscher In response to recent complaints about trucks causing havoc in town, Walvis Bay Senior Traffic Officer, Erastus Victor Ndimunu, made clear what exactly trucks are allowed to do.

Some of the issues brought up were trucks blocking the drivers’ view, parking on yellow stripes and leaking

oil. The Namib Independent asked Mr Ndimunu whether there are any rules or regulations concerning the trucks’ behaviour in town and whether there are any areas they are prohibited from entering. “If there is no sign board and the truck creates no danger to other vehicles, then there is no restriction

as to where they may drive. However, if there is a sign stating no trucks or only a certain amount of weight is allowed and the truck drivers ignore these signs, the fine is between N$750 and N$1000,” explained Ndimunu. “Blocking a driver’s view by being parked on a yellow stripe deserves a fine of up to

N$1000, and it is seen as an offence,” he added. Ndimunu stated that any truck that was discovered leaking oil would be pulled off the road, seeing that it was not roadworthy. Another issue raised was the absence of water points close to where trucks are parked, in case a fire would break lose.

“Trucks that carry petrol, gas or diesel are also not prohibited from entering certain areas, but it is the responsibility of the company to train these drivers; teaching them the dangers that go along with driving trucks carrying dangerous goods so they know the risks involved and take others around them into consideration,” Ndimunu commented. He further explained that signs cannot just be put up randomly around town. “Recently we had an incident at the Kuisebmund Stadium. We cannot put up signs everywhere, stating only a certain weight is allowed, because if we say no trucks are allowed or only 5 tonne is allowed, the school buses going there for sports cannot drive there. It is hard to be selective regarding the weight allowed.” According to Ndimunu, there is no law yet stating that trucks should only drive in selected areas of town, but such a matter

could be legalised in near future. “There is not yet a law that restricts truck drivers. Only signs are seen at certain spots, but later on there could be a law stating trucks are restricted,” Ndimunu pointed out. Fortunately, plans are that a truck port will be built in the near future. “We believe that the Truck Port will definitely put an ease on all these complaints, because it is a facility created specifically for truck drivers and there will be no need to park in front of houses at night,” said Ndimunu. “There are not many restrictions for truck drivers at the moment, but blocking a view at a stop sign, oil leakage, causing danger for other vehicles on the road and parking on a yellow line are legal offences and if you were to make yourself guilty of breaking the rules, whether you are a truck driver or not, we will intervene and prosecute you,” Ndimunu concluded.

Dear Editor, Firstly, thank you and your team for putting out a great newspaper every week. It is the number one paper in our home and business. Thanks. I have been reading the articles on the latest spat of train wrecks and accident in Walvis Bay. Last week though, you guys did an article in which you gave TansNamib an opportunity to explain why there have been these incidents. I was dumbfounded at the ludicrous nonsense that they put forward as to how they are going to take care of the matter. Have a workshop to discuss the matter? What the hell is

wrong with these guys? It is all very simple, let me explain how you fix this problem in less than two weeks and save all the money you are going to spend on some stupid workshop. Firstly, in Walvis Bay all the accidents happen in a stretch of approximately 800m. In this short stretch we find, two vehicle crossing junctions taking up about 20 metres only and the other 780 metres consists of a large open area, where pedestrians and indeed anything else can access a dangerous train crossing. I do not know of anywhere else in the world where this situation takes place. Trains 101 for Trans-namib…

Now, if they spent less time in workshops and actually took a visit to the site, they would see the answer staring directly at them in the form of the long row of fence poles on both sides of the railway line. They need only imagine that these poles were connected to one another by fencing. How difficult is this. How on earth can they spend money on a work shop to work this out? One must also ask who the hell attends these workshops? With fencing between the posts, incidents of pedestrians being run over or hit by trains will reduce significantly, if not to zero. If people must cross over between two points that are a little far for pedestrians, you may think way outside the box (though I have now done that for you) by considering a walk bridge that goes over the railway. Everyone else does it. Moving onto the car hit train / train hit car incidents. A TransNamib employer stated in your newspaper that these incidents are not the fault of TransNamib because cars do not act according to the lights that are there. Let’s look at these lights, Mr. TransNamib. Firstly, the colour that the lights reflect has absolutely

no correlation to the fact that a train is either coming or going. There is no relationship between these two factors at all. A visit to these intersections at any given date will attest to this, as cars fly through red lights, because there are no trains in town, let alone near the intersections. Again, I can save your efforts on a workshop, by saying one word… booms. Google it and you will see that almost everywhere in the world, where vehicles must cross a railroad line, a system is implemented where a boom comes down before the train arrives and only raises again once the train is a safe distance from the intersection. In the interim the vehicles have no choice but to stay off the railroad, thus avoiding nasty collisions. TransNamib, stop talking, go up to Pupkewitz, buy some wire and start mending the fence. While you are doing that, use Google How To to get your heads around installing traffic booms at the two intersections. Are the accidents your fault? Damn right they are! 2013 Kia Optima SX T-GDI Korean car makers are creating huge waves in the industry, and the Kia Optima is a perfect example of this automotive tsunami. Just a few short years ago, you’d be hard pressed to find such a car in their line-up. We always end up tooling around in ridiculous rides, but there are plenty of accessibly priced cars that are still driver focused — and the Kia Optima is one of them. First Impressions Our 2013 Kia Optima SX T-GDI is delivered in high gloss Ebony Black, and it looks impressive, with a distinctly European look. The design is clean and unique, and nice design touches like the gloss black and chrome grille, beautifully tapered headlights and taillights and a sculpted body make the car look more expensive than it is. The 18-inch wheels are unique and specifically intended to complement the look of the SX. You can decide whether they look good on the car or mimic the spinning disc of death from the Predator movies. Technical Rundown The interior is well appointed, almost shockingly so. The black leather and sport-cloth-trimmed seats are comfortable and decently supportive. Real carbon fibre lines the centre console and the door armrests, a nice touch to communicate the car’s sporty intentions. Ferrari-like carbon fibre it is not, but it still looks pretty good. The interior leg room, shoulder room and head room for driver and front and rear passengers isn’t lacking at all, something you can’t necessarily tell from the outside. Power is impressive but not mind-blowing. A 2.0-liter DOHC four-cylinder GDI, direct injection aluminium alloy turbo engine delivers 204 Kilowatts at 6,000 rpm and 365 Nm of torque at 1,750 rpm. It pulls to 100 in just over six seconds; you don’t feel it in your back as much as you feel pulled forward with substantial force. The other technical bits are also cut from good cloth: six speed sportmatic transmission, independent front (MacPherson struts and anti-roll bar) and rear (multi-link, anti-roll bar), four-wheel ABS with vented front discs, traction and stability control, HID headlamps, LED taillights and nifty power

retractable side mirrors. It is, simply, a lot for the money. The Drive The Optima SX T-GDI is indeed fast. Moving four passengers rapidly is not that hard, but the four cylinder turbo sounds like it is working overtime, and because of the front-wheel-drive setup and the powerful engine, the SX tends to lift its front end too much under hard acceleration. After takeoff though, the car accelerates smoothly and quickly. The sport-tuned suspension handles turns well, though you tend to fight with the steering wheel a bit when coming out of the turn — something we could’ve done without. Unfortunately it’ll never be rear wheel drive, which would be a game changer for this car in the realm of driving dynamics. In the end, we weren’t overwhelmed with the ride quality, but the car is intended for those desiring a modicum of sportiness, so it comes as no surprise that the high horsepower delivery to the front wheels and uneven pavement can make the Optima SX slightly unsettling. As an everyday driver, it does incredibly well — it’s a comfortable car. Well-bolstered seats, plenty of rear seat room and a trunk big enough to hold four golf bags would suit the family man well, and he could still enjoy the solo drive without sacrificing his masculinity. The SX received plenty of compliments in the grocery store parking lot, and people on the freeway certainly gave the Optima its fair share of positive looks. We appreciate what Kia has done — taking its designs out of the “cheap look” category, while still providing a good amount of design originality. We appreciate the Optima SX T-GDI for what it is, and for making other cars in its price range look slightly boring.

Schalkwyk expressed his appreciation toward the two visitors, Koot van der Merwe and Jan Arnold, for playing a round. “Hope to see you more often,” he said.
