Spring is well and truly upon us. If you have not yet done so, it is worth paying a visit to one of our city’s gardens, which are certainly looking lovely. I have it on good authority that the Kennedy Park rose gardens will be hitting a peak in the next couple of weeks.

Good luck to all those who have entered the Napier Garden Competition, by the way.

One current consultation that I encourage you to have your say on is the Revenue and Financing Policy.

It is the first major overhaul of our rates policies since the 1989 merger with Hawke’s Bay County Council.

The proposals are about simplifying how we calculate rates, ensuring that similar properties pay similar general rates. What these proposals are not about, is increasing the total rates bill for the city – it’s simply how that bill is shared.

One recent consultation event I was proud to attend was the sharing of Te Pihinga community space concept design for a new community facility.

We’ve received feedback about this proposal over several years, and it was so nice to see the positive response from residents.

This facility, in the heart of Maraenui, will support employment, training and entrepreneurship with a focus on rangatahi and whānau development.

The idea is it will act as an incubator, providing access to high tech digital technology, and at the same time be a flexible enough space to meet the community’s needs now and into the future.

We’ve committed $2.2 million to this exciting project, and are approaching other funders to cover the rest.

I look forward to sharing more about this project in time.

Many changes have taken place in Napier since the 1989 amalgamation with Hawke’s Bay County Council. But certain parts of Napier’s rating system haven’t changed since then.

We want to know what you think of our proposed rates changes, which will affect the rates assessed on each Napier property.

The main changes we are proposing are: •

Reducing property categories from six to three (Residential/Other; Commercial & Industrial; Rural)

Changing the General Rates calculation for these three new property categories

•

Changing the way we fund Council activities

•

Removing Stormwater from General Rates and introducing a new Targeted Stormwater Rate for Residential and Commercial & Industrial properties

•

Various changes to rates remissions and postponements

These proposals will ensure simplicity and consistency for Napier ratepayers and ensure that Council’s activities are funded to best reflect how they are used.

It doesn’t affect the total amount of rates we collect.

Tamatea/Parklands Controlled Water Area (CWA)

These suburbs, which have had more dirty water incidents than other parts of Napier, are going to be ‘ring-fenced’ off from the rest of the drinking water network. They will then be supplied with lower manganese water from the Taradale bores. Three of our teams are working on this project. Procurement of materials has started and construction dates are being finalised.

Our solutions to fix these leaks have been modified as the specialist dive team working on this project have taken a closer look on site. We have monitored the environment since the first leak was discovered in 2018. We continue to develop our plans for the outfall pipe’s replacement.

Chlorine Free Review

Project progress

Council’s Chlorine Free Review Consultants are collaborating with the peer review team to work through the findings in the draft document. The teams are working across four different countries and are bringing a very high level of expertise to the review, identifying the complexities around providing a safe chlorine free network and the likely costs to implement the improvements.

Why did you become interested in Council?

I was never interested in civil ‘elected’ service!

However while I was working as Regional Learning Coordinator at EIT’s Maraenui campus, I was approached by Nelson Park residents, elected members and others concerned about Council’s direction and representation.

Joint Waste Futures Project Steering and Omarunui Joint Refuse Landfill committees, and the Grants sub-committee. He also sits on Te Komiti Muriwai o Te Whanga, and holds the Environment & Sustainability portfolio.

I stood for Council with the blessing of family and close supporters. I was also nominated by the family matriarch and upper catchment of Te Wairoa for iwi elections. Confident that I would not achieve either I gave both elections everything and to my surprise was successfully elected to both. I remain humble and honoured to serve Napier and Nelson Park Ward residents.

What would you like to share about yourself?

Api Tapine – Councillor.

Second term councillor Api Tapine (Ngai Kohatu and Ngāi Te Apatu o Te Rangi) was first elected to Napier City Council in 2016. He is the Future Napier committee deputy chair, and a member of the Hearings, CE Contract,

I am the youngest child of Peter and Mereana Tapine, from Te Wairoa. My formative years were with my grandmother, growing up in Te Reinga, dominated by Te Ao Māori customs and practices, a nurturing environment which elevated community connection, adaptation and resilience. It was instrumental in forming many of my principles when fulfilling my roles and my duties to those who voted for me.

What do you enjoy about living in Napier?

The complex tapestry of offerings provided

by Hawke’s Bay, our climate, our city and our community, Napier’s family centred activities, diverse events and awesome natural features. I enjoy our diverse cultures and being a part of a city with well connected communities.

What’s something people may not know about you?

I am interested in how regional and city activity can provide better outcomes for residents, and where they can play a role in adaptation and change. I am a big picture person, I look for alignment and collaboration, particularly at a community level, creating spaces and places for residents to take advantage of the region’s opportunities.

As the youngest of 16, family, connection, support, fairness and equity, particularly with generating solutions, are important to me.

What do you wish you had more time for?

More time with those who continue to shape my world view, my family. With 80% of Mum & Dad’s descendants living overseas, online is currently the ‘digital marae’ we meet on.

Favourite coffee?

All coffee.

Are you a dog or cat person?

Neither, although I have had both as companions in the past. I enjoy their company, but my lifestyle and work commitments makes it too hard.
