India with a population of over 100 crore’s and a majority of whom are youth is surging ahead in every possible area of development, viz., IT, BT, Animation, Higher Education, IIM’s, BSchools, Research, Space, Agriculture, Arts, Dance, Movies etc., The speed with which country is moving was neither expected nor experienced earlier. The number of lakhiers and millioners is increasing every day. One can find them spread across every corner of India. All these aspects make India to shine in the globalize world. But on the other hand, the un-employment rate is also increasing. This problem is not only a concern for future planners of this country but also a dangerous thing to digest. Majority of the developed countries show their success by having the % of un-employment rate less than 2-3%. Whenever this rate increases beyond 5%, the Head of the State work extra hours to bring this % down. Unfortunately in India, political issues have greater importance. Un-employed youths or those who are living with meager salaries are large in number. This number may be a bit less in metros and other big cities but definitely in huge numbers at rural areas. In-spite of drawing numerous welfare and un-employment eradication programmes by the government, majority of the people still live below standard life. Where the root lies? How to catch the root and nourish it for a better and wonderful future? We all know that various Governments both at Centre and at States are giving importance to basic education. Every Government is putting extra effort to impart primary education to every child and also literate the ill-literate adults. This is wonderful. This was started one or two decades ago and is now giving good news. Good news is that majority of the children’s are now moving towards High Schools and to PreUniversities(plus two), ITI’s, Diplomas, which guarantees them of immediate jobs or encourages them for self-employment. Even though these jobs or self-employment do not guarantee higher salsries, immediate financial freedom can be enjoyed. Here, if it is properly understood, the number of students moving towards higher education is very less. This is alarming. Reason being that, our country, which is growing rapidly and moving at a faster pace to catch the developed world, has to encourage it’s youth to go for higher education and that too for basic sciences. Higher education or Degree (10 +2+3) can now fetch the younger generation lucrative posts and positions. Viz., a student irrespective of boy or girl with a Degree in any field (Arts, Science, Commerce, etc.,) can become Deputy Commissioner, Superintendent of Police, etc., and will be in charge of entire District. This is possible just by passing out Civil Services Examinations conducted by UPSC every year. Apart from this every state has got its own Public Service Commissions wherein which they too conduct examinations inline with UPSC. The students who get selected to this too will have the responsibility of the entire taluk or district.

A degree student can also become Panchayat Development Officer or can appear for exams conducted for Probationary Officers by various Banks, Life Insurance Corporation ltd., etc., Today’s students with a Degree in their kit can dream for such posts which are not only responsible but also lucrative and creates a responsible position in the society. Of all these posts, Civil Services Examinations are rated as the top most. The positions acquired by passing out these examinations are uncomparable in the present society. Considering this, the UPSC has brought some change in the 2011 examinations. They have made Aptitute tests compulsory. Irrespective of the field of study at Degree level, every one has to study and possess knowledge of Science, Arts, Commerce, etc., This makes the person who is passing out the Civil Services Examinations a balanced thoughts. Earlier one could have chosen his desired field (which used to be the easiest subject to pass out) and still can become District In charge. Keeping in mind of the changing syllabus the Job Information and Placement Cell(JIPC) of Government Science College, Hassan conducted a five day training on Civil Services Aptitude Test (CSAT) - 2011 from 18th January, 2011 to 23rd January, 2011 (with a break on 22nd Jan, 2011 due to Karnataka Bundh) to the interested final year students. The training was divided into two aspects. First, priority was given to train these students in Aptitude field. In the Second part experts/successful personnel’s were invited to provide guidance and also to motivate these students to take-on various competitive examinations. These students were trained from morning 10 am to evening 5 pm with a break of one hour during lunch. Working lunch was also provided to these students.

Prof. A.Narayana Prasad., who is the convener of the JIPC since 8 years, requested the Joint Director to make it a compulsory event in every college similar in the lines of NSS and NCC. The programmes organized under Placement Cell gives an added opportunity to the degree students all over the state to get the appointment order in reputed Government as well as MNCs before leaving the final Semester. This not only encourages the students to be more vigil about their careers but also keeps even the rural students on par with anyone.
