ON THE WAY TO NATO – A STRATEGY FOR CHANGE

THE MAIN GOAL OF THE DEVELOPMENT OF THE NATIONAL GUARD OF UKRAINE (HEREINAFTER – THE NGU) IS TO DEVELOP ITSELF AS A MOBILE, COMBAT-READY MILITARY FORMATION WITH LAW-ENFORCEMENT FUNCTIONS, CAPABLE TO INTERACT WITH OTHER COMPONENTS OF THE SECURITY AND DEFENSE SECTOR OF UKRAINE, TO CARRY OUT CERTAIN LAW-ENFORCEMENT AND DEFENSE TASKS AGAINST THREATS TO THE NATIONAL SECURITY.

mplemented set of organizational and staff measures (in particular with taking into account the experience of Western partners). Elaborated and launched the Plan for the reform of command & control system (deadline – June 2018), it involves a gradual transition to the staffing structure, closed to the command & control system of NATO member-states and some partner-countries units, with taking into account specific tasks performed by the NGU.

ased on the experience of the Western partners the quick reaction brigade is formed and its staffing is currently in process. It has a significantly new organizational structure, which is close to the “S structure”.

Further, it is planned to create a number of departments within the Main department of the NGU (according to the “G-structure”) and a special staff, some of them are planned to act as separate legal entities. This process is going to take place with simultaneous updating of the legal basis that regulates the structure and stuffing of the Main department.

The approach to the command & control structure of NATO headquarters will enable us to ensure interoperability with the Armed Forces of Ukraine in the system of command & control, personnel policy, combat and training, comprehensive support.

ew modular training system was created and the following new education disciplines have been included: «International humanitarian law», «Mine and engineering training», «Tactical medicine» (these changes took place after participation at the joint UkrainianAmerican exercises).

ne of the main methods of achieving operational interoperability during the interaction is learning of foreign languages. The great work on increasing of the language skills has been made. Linguistic center within the National academy of the NGU (aimed to train the personnel in accordance with NATO STANAG 6001 up to the levels 1, 2, 3) was created.

pecial operations and special units participate in the joint multinational and national exercises with aim of achieving the operational interoperability. The exercises are conducted with involving NATO member-states experts.

REFERENCE IN 2016 THE NATIONAL GUARD OF UKRAINE UNITS PARTICIPATED IN THE JOINT UKRAINIANAMERICAN EXERCISES “RAPID TRIDENT” AND “SEA BREEZE”. ALSO IN FEBRUARY AND AUGUST 2016 THE NGU REPRESENTATIVES TOOK PART IN THE “MILITARY DECISION MAKING PROCESS” WORKSHOPS ARRANGED OWING TO THE ASSISTANCE OF THE US EMBASSY TO UKRAINE.

COMBAT SERVICE SUPPORT

he procurement department was created within the Main department of the NGU (it is planned to reorganize the unit into the separate legal entity); the automatic procurement system “PROZORRO” is being implemented to the procurement procedure.

n recent years the NGU funding increased significantly: in 2016, the NGU budget was 331.61 million US dollars (from all sources). Compared to funding in 2015 it grew for 21.9 %. 1/5 of the total amount was allocated for the procurement of armament, means of communication, military and special equipment. In addition, as assistance under auspices of international programs, grants and gifts, charitable contributions there was total income for 12.9 million US dollars made for Ukraine. The amount of funding that is expected in 2017 is 366.36 million US dollars. 22 % of the total amount are planned to be allocated for the procurement and maintenance of armament, military and special equipment, means of communication.

n 2016 the procurement of a significant number of armament, motor and armored vehicles has been conducted. There were procured: - 178 pieces of motor vehicles; - 74 pieces of armored weapons; - overhauled about 100 pieces of existing armored vehicles; - 1045 pieces of small arms (including 44 complexes for sniper units). Provision of armament and military equipment increased by 18 %.

NUTRITION

T

he system of nutrition of personnel either at the points of a constant dislocation or out of them is being updated. Implementation of a pilot project of Board orders (dishes to choose) is in process. The special set of ready meals instead of former “combat ration sets” is already elaborated for those who are in the mission out of the points of a constant dislocation. MEDICAL SUPPORT

N

ew rehabilitation center for the ATO participants was created based on the NGU medical center “Novi Sanzhary” (with assistance of the NATO Trust fund). The training program on the tactical medicine is created. The military medical trainings are being conducted in accordance with NATO standards, involving the foreign experts.

PERSONNEL POLICY

T

he staffing procedure is always being conducted. It concerns the new special operational brigade (4-th BDE) (it is already created according to the NATO doctrines and standards) as well as the other operational brigades (1st BDE, 3-d BDE) and regiments (8-REGT, 9-th REGT). The new special purpose units and separate special intelligence unit were created. Currently the 1-st battalion of the 4-th BDE is already staffed and staffing of the 2-nd one is in process. Both units are created according to the NATO doctrines, standards and fulfill the task in the ATO zone on the rotation basis.

The new special purposes units also take part in fulfilling the tasks in the ATO zone. The operational brigades and special units are being staffed with officers and equipped with armament, military vehicles and communication means at first turn. It is planned to staff all special purposes units until the end of 2017. It is planned to staff five operational brigades until the end of 2020. In comparison with 2015, the total number of contract servicemen increased for 10.4 % (4740 new servicemen).

THE NEW SYSTEM OF RESERVISTS STUFFING IS CREATED. 1 BATTALION, 5 COMPANIES AND 27 PLATOONS ARE CREATED WITHIN THE NGU (TOTAL NUMBER OF STAFF POSITIONS IS 3000; MORE THAN 100 OF THEM ARE STAFFED WITH PROFESSIONAL OFFICERS AND CONTRACT SERVICE MEN).

INTERNATIONAL COOPERATION

T

he NGU is expanding cooperation and implementing various projects with the NATO member-states and partners military and lawenforcement agencies. To implement the reforms the NGU representatives held a series of meetings with the representatives of the U.S. Armed Forces and Government, the U.S. Embassy to Ukraine, and established an effective mechanism of cooperation with the NATO Representation to Ukraine. There is subcommittee “the National guard” acting in the framework of the Multinational joint coordinating Committee on military cooperation and defense reform. The necessity of the NGU assistance as a component of the defense sector of Ukraine was announced and confirmed during the working meetings of the Committee.

According to the results of the Committees` activity, the draft Program of assistance to the NGU was elaborated. It is aimed to assist the NGU to achieve interoperability with the NATO member-states and partners military structures by 2020. The Program includes: → the invitation of advisors to the Main department, the National academy and the NGU training center (Zolochiv) with aim to provide assistance in the improvement of the training and education, development of the NCO corps; → training the NGU with the participation of experts from Californian National guard (either in Ukraine or in the USA); → assistance in development of educational and material resources needed for the proper training of the personnel. In the framework of security aid initiative for Ukraine (USAI), it is scheduled to transfer the assistance to the NGU (communication means, generators, combat simulation systems MILES, unmanned aerial vehicles) for a total of about 20 million US dollars. During the 2016 the NGU representatives took part in the following joint multinational exercises:


INTERNATIONAL COOPERATION → Rapid Trident ; → Sea Breeze ; → International exercises in Romania «RoGendIntEx»; → International exercises of the European police forces «EUPST».

based on the NATO and FIEP member-states educational institutions. 13 service men of the NGU take part in the peacekeeping operations (under auspices of the United Nations).

In 2016, the NGU received the status of observer (associated member) in the international organization FIEP. It gives a possibility to interact and exchange with information and experience within the single European security system. The joint project “Assistance to the National guard of Ukraine” has been introduced between the NGU and Romanian Gendarmerie. The joint project “Improvement of the internal audit and anti-corruption activities” was initiated with the Northern-Baltic Assistance Program (NBAP). In addition, the joint project on “Countering improvised explosive devices” was launched with the United States European Command (EUCOM). In recent year’s 142 representatives of the NGU took part in the education workshops and courses
