NATIONAL GUARD OF UKRAINE

OPENING STATEMENT Continuing the tradition of public discussion of achievements of the National Guard of Ukraine on the pages of annual “White book” in 2017, we offer to your attention this publication, which represents the activity results and sets the development perspective for the nearest future. Our units accomplish the assigned tasks in a complex social and political situation, nevertheless, their result is sustainably high. The activity of the National Guard of Ukraine is highly valued and appreciated by the State leadership, our international partners, and more importantly – by the Ukrainian people. This is proven by the

high level of confidence of Ukrainian citizens in the National Guard, revealed by sociological surveys. The Euro-Atlantic direction of our State foreign policy stipulates for continual position consolidation of the National Guard of Ukraine in the world arena. In the framework of deepening bilateral relations with law enforcement structures of the European countries and all over the world, we enhance our cooperation with the U.S. California National Guard, the French National Gendarmerie, the Italian Carabinieri, the Gendarmerie of Romania, the Chinese People’s Armed Police, the Canadian Armed Forces,


White Book 2017 the Armed Forces of Poland, the U.S. European Command (EUCOM). On October 16, 2017, the Summit of directors and commanders of International Association of Gendarmeries and Police Forces with Military Statues (FIEP) in Amman (Jordan) took a decision to grant the Association full member status to the National Guard of Ukraine. This was a distinct proof of the right advancing direction and a powerful impulse for further development of the National Guard of Ukraine in compliance with the standards of the world leading countries. The personnel training system is being radically reviewed and changed. Significant attention is focused on introduction of the instructors’ institute into the personnel training system, implementation of the Development Concept of professional noncommissioned officers of the National Guard of Ukraine, improvement of the NGU units tactics with regard to best practices of foreign law enforcement agencies. In 2017, within the realization framework of the Development Concept of the National Guard of Ukraine, new standards were implemented in HR and manning, namely a unified electronic database of the NGU personnel was

created, polygraphs are used, as well as automated psychodiagnostic complexes developed by the Scientific and Research Center of the National Academy of the National Guard of Ukraine. The Chaplain service has been introduced. 44 military units have chaplains working with personnel and satisfying their religious needs. At the medical center “Novi Sanzhary”, the psychological rehabilitation was introduced for servicemen who went through combat warfare and got serious psychological traumas. The logistic support system started moving on to “Outsourcing” catering service for military personnel, this system being positively evaluated in the Armed Forces of Ukraine. Last year 310 families of guardsmen received new apartments. Finally, I would like to express my gratitude to all soldiers, sergeants, NCOs, officers and generals for their courage and devotion that made one more highlight in the history of the National Guard of Ukraine. I am sure that next year more patriotic and ambitious young men and women will join our military brotherhood with the common goal to serve our Motherland.

THE CURRENT STATE OF THE NATIONAL GUARD

LEGAL BASIS OF THE NATIONAL GUARD ACTIVITY

I

n the current conditions of Ukrainian state development, taking into account the existing threat to the East of the country and simultaneously carrying out reforms on the path towards European integration, the National Guard of Ukraine, as a military formation with law-enforcement functions, executes all missions defined by the Law of Ukraine ÂŤOn the National Guard of UkraineÂť in good faith. In cooperation with the Armed Forces of Ukraine, the Security Service of Ukraine, the National Police and other law-enforcement agencies, the National Guard of Ukraine participates in the suppression of acts of armed aggression against Ukraine and the termination of armed conflict by conducting military (combat) actions.

The activity of the National Guard of Ukraine is based on the principles of the rule of law, ensuring human and citizen rights and freedoms, nonpartisanship, continuity, legitimacy, openness to democratic civilian control, transparency, responsibility, centralized management and unity of command. The National Guard of Ukraine in its activity is guided by the Constitution of Ukraine, the laws of Ukraine, international treaties of Ukraine, the consent of which shall be granted by the Verkhovna Rada of Ukraine, the acts of the President of Ukraine and the Cabinet of Ministers of Ukraine, as well as issued in accordance with them by the normative and legislative acts of the Ministry of Internal Affairs of Ukraine and other normative legal acts.


White Book 2017 Main tasks of the National Guard of Ukraine are: • to protect the constitutional system of Ukraine and its territorial integrity from violent attempts to transform them; • to maintain public order and ensure protection of life, rights, freedoms and legitimate interests of citizens; • to contribute to the maintenance of public security and public order during meetings, rallies, marches, demonstrations and other public events in case of risks to public health and safety; • to provide security guard support to public authorities, the list of which shall be determined by the Cabinet of Ministers of Ukraine, and contribute to public security guard activities to public authorities and officials; • to protect nuclear facilities, nuclear materials, nuclear wastes and other sources of radioactive emissions in public ownership, as well as critical infrastructure, the list of which shall be determined by the Cabinet of Ministers of Ukraine; • to protect special cargoes, the list of which shall be determined by the Cabinet of Ministers of Ukraine; • to protect diplomatic missions and consulates of foreign countries, as well as representative offices of international organizations in Ukraine; • to protect central bases of logistics support of the Ministry of Internal Affairs of Ukraine; • to be involved in activities to cease armed conflicts and other acts of provocation at national borders, as well as activities to prevent massive crossing of national borders from neighboring countries; • to participate in special operations to neutralize armed offenders, to stop activity of illegitimate paramilitary or armed gangs,

organized groups and criminal organizations inside Ukraine, as well as measures related to counterterrorism activities; to be involved in riot control efforts if there exists risk of violence against citizens; to be engaged in restoration of public order in case of interethnic and interconfessional conflicts, unblock or bring an end to unlawfull acts in case of seizure of critical public facilities or areas, where public safety may be put at risk and regular activities of public authorities and local governance may be hindered; to be involved in the maintenance or restoration of public order in case of particularly severe emergencies of man-made or natural character (natural disasters, accidents, particularly severe fire, usage of means of destruction, pandemic, panzootic etc.) where pose a threat to public health and safety; to participate in re-establishment of constitutional order in case of attempted seizure of power or violent transformation of the constitutional system, as well as reestablishment of public authorities and local governance activity;

NATIONAL GUARD OF UKRAINE • to be involved in activities to bring an end to wrongful acts of the gangs of convicts, as well as first response to such acts in the remand and correctional facilities. In addition, the current Law establishes that before determining another agency in terms of legislation for performance of the respective functions, the National Guard of Ukraine temporarily continues to accomplish such missions as:

• to be involved in emergency response or first response to crisis situations at the facilities where security guard efforts are taken; • to participate in enforcing martial law regime related measures; • to participate in performing territorial defense related tasks; • to defend key state infrastructure, special cargoes, the list of which shall be determined by the Cabinet of Ministers of Ukraine, military and logistics bases of the Ministry of Internal Affairs of Ukraine;

• to escort individuals taken into custody and / or sentenced to imprisonment to the Supreme Court of Ukraine, the High Specialized Court of Ukraine for Civil and Criminal Cases, appellate courts for the consideration of civil and criminal cases, local courts, the list of which shall be determined by the Minister of Internal Affairs of Ukraine, and other remand and correctional facilities (except for confinement facilities) and temporary detention cells, as well as their security in the courtroom; • to escort individuals taken into custody and / or sentenced to imprisonment during their extradition; • to be involved in search, chasing and detention of fleeing felons and escaped convicts. The National Guard of Ukraine is the main formation responsible for conducting riot control. While performing riot control, the National Guard of Ukraine coordinates the activities and means of law enforcement agencies involved in the termination of mentioned wrongful acts. In accordance with the procedure determined by the laws of Ukraine and international agreements of Ukraine established by the Verkhovna Rada, the servicemen of the National Guard of Ukraine may be involved in international peacekeeping operations as a part of national staff or national component.

COMMAND AND CONTROL STRUCTURE OF THE NATIONAL GUARD OF UKRAINE

T

he National Guard of Ukraine is a constituent of the Ministry of Internal Affairs, where the Minister of Internal Affairs carries out militarypolitical and administrative control of the National Guard of Ukraine in order to execute missions entrusted to in accordance with the Law. However, taking into account the features of the National Guard of Ukraine as a military formation with lawenforcement functions, over the course of martial law, the National Guard of Ukraine is subordinated to the Ministry of Defense of Ukraine for the execution of national security missions. The direct military command and control of the National Guard of Ukraine is performed by the Commander of

NATIONAL GUARD OF UKRAINE The National Guard organizational structure consists of the command and control bodies (principal command and control body of the National Guard of Ukraine and military departments of Territorial Commands of the National Guard of Ukraine), forces, military units, military educational establishments and training institutions (centers), bases, medical establishments. Principal command and control body of the National Guard is the Main Headquarters of the National Guard of Ukraine. It coordinates activities with the central and local executive authorities, local governance bodies, establishments, institutions and organizations. It also participates in the implementation of the state policy that regulates the activities of the National Guard of Ukraine and takes measures to ensure the ability to accomplish the missions assigned. It coordinates the activities of the Territorial Commands, their military departments, forces, military units, military educational establishments and training institutions (centers), bases, medical establishments. More tasks and competences of the principal command and control body of the National Guard of Ukraine are specified in the Provision on the principal command and control body of the National Guard of Ukraine, approved by the Decree of the President of Ukraine, dated March 28, 2014 â„– 346/2014. Organization chart of the principal command and control body, Territorial Commands, forces, military units, military educational establishments and training institutions (centers), bases, and establishments of the National Guard of Ukraine is approved by the Minister of Internal Affairs of Ukraine on the proposal of the Commander of the National Guard of Ukraine.

Note Direct military Control – activities aimed at implementing measures for the development of the National Guard of Ukraine, its equipment modernization, training and comprehensive support, identification of the grounds for its use, as well as direction and control during the performance of duties.

Territorial Commands of the National Guard of Ukraine are the main military and administrative components of the National Guard of Ukraine that are intended to perform duties and functions entrusted to the National Guard of Ukraine within their areas of responsibility (rapid response). The command and control body of the Territorial Command is the territorial administrative body of the National Guard of Ukraine, which controls service and combat, administrative, economic, financial and day-to-day activities of the forces, military units and units that are constituent parts of the Territorial Command. The tasks and functions of the territorial administrative body of the National Guard are determined by the Regulation on the military command and control body of Territorial Command of the National Guard of Ukraine, approved by order no. 681 of the Ministry of Internal Affairs dated July 16, 2014, registered with the Ministry of Justice of Ukraine from July 31, 2014, under no. 890/25667. The current command and control system of the National Guard of Ukraine enables effective use of available means, efficient organization and implementation of measures to carry out functional tasks.

GENERAL STRUCTURE OF THE NATIONAL GUARD OF UKRAINE

T

he National Guard Organization chart (Fig. 1.1) was approved by order no. 445 of the Ministry of Internal Affairs dated May 8, 2014 (as amended) and includes: The Main Headquarters of the National Guard of Ukraine and 6 Territorial Commands: Northern (Kyiv), Southern (Odessa), Eastern (Kharkiv), Western (Lviv), Central (Dnipro), Crimean (Kherson) with subordinate forces, military units and units, located in the areas of responsibility. security and defence and population protection missions, assigned to the National Guard of Ukraine. National Academy of the National Guard of Ukraine is a multi-profile higher military educational establishment, which carries out the specialists training in order to ensure the domestic security of the state. Training center is an educational military unit of the National Guard of Ukraine aimed at providing training of enlisted personnel and noncommissioned officers of the National Guard of Ukraine.

STRENGTH OF THE NATIONAL GUARD OF UKRAINE

T

he authorized strength of the National Guard is determined by the Law of Ukraine “On the National Guard of Ukraine� and it does not exceed 60,000 servicemen. If necessary, the strength of the National Guard of Ukraine may be increased by the applicable law. During a special period, the strength of the National Guard of Ukraine increases by the number of personnel called to active duty in order to implement the Decrees of the President of Ukraine on mobilization, approved by the laws of Ukraine.

THE STATE OF REFORMING AND DEVELOPING THE NATIONAL GUARD OF UKRAINE

T

he National Guard of Ukraine is a military formation assigned with law enforcement functions, that recruits, prepares, educates, trains and supports publicly-oriented defenders, providing them with reliable means and armament for defence and security of citizens` health, rights and freedoms as well as for support of the Armed Forces of Ukraine. The National Guard of Ukraine conducts its functions of combat and service daily duty both in time of peace and in cases of emergency. The experience of participating in the anti-terrorist operation in the east of our state and the necessity in improving interaction with other components of security and defence sector requires further development of the National Guard of Ukraine as a mobile, combat-capable, modern military formation with law

enforcement functions, able to conduct a wide range of tasks in any region of the country within strict time limits. The National Guard of Ukraine, created three years ago, became one of the security structures developing in a more dynamic way. The National Guardsmen did their best to defend the territorial integrity and sovereignty of Ukraine. For accomplishing the tasks set by the Command of the National Guard the new tactic forms of counter-diversionary struggle, public order maintenance on the territories within Ukraine`s control, revealing and eradicating terrorist and reconnaissance enemy groups` activity were developed and put into practice. The Concept of developing the National Guard of Ukraine till 2020 was adopted by the Decree of the Cabinet of Ministers of Ukraine dated 01.02. 2017 â„– 100-Ń€.


White Book 2017 The Concept defines the stages, main goals and prior directions of developing the National Guard. Its realization is to be accomplished in two stages: the first stage is to be accomplished within 2017, the second stage is to be accomplished from 2018 till 2020. Within this term it is expected to solve the following basic tasks: • to create efficient system of military command and control based on the reformed organic organizational and personnel structure of the military command and control bodies of the National Guard, compatible with other components of security and defence sector and similar military command and control bodies of the correspondent formations of the EU and NATO member countries; • to provide efficient unified planning system with the view of providing development of the National Guard and taking into account the system of national prognostication and strategic planning; • to determine the mechanism of cooperation of the National Guard with other components of security

and defence sector, and reaction to internal and external threats to national security; • to provide unitary logistic system, able to fully meet the needs of the National Guard, unitary register of armament and weapons, military machinery, materiel and supply, as well as automation of assessment, registration and accounting procedures, procurement and supply of materiel and logistical means; • to further implement the transparent system of personnel selection according to the standards of NATO and the EU, as well as the effective system of servicemen promotion. Besides, with the view of working through unitary ways of application of defence reform of Ukraine and gaining operational and technological compatibility with corresponding structures of NATO member countries, 40 representatives of the Main HQ of the National Guard of Ukraine are engaged in work of 5 subcommittees of the Reforms Committee of Ministry of Defence and Armed Forces of Ukraine.

THE IMPROVEMENT OF NORMATIVE AND LEGISLATIVE BASIS OF THE NATIONAL GUARD OF UKRAINE

O

n the way to European integration and compatibility of subunits of the National Guard of Ukraine with similar structures of the European Union and NATO member countries the legal framework of the National Guard of Ukraine is being improved and adjusted correspondingly. The Decree and 5 directives of the Cabinet of Ministers of Ukraine, 22 Acts

of the Ministry of Internal Affairs, passed in 2017 gave the opportunity: •

to bring the structure and personnel of the National Guard of Ukraine closer to the standards of the formations of the EU and NATO member countries, as well as to provide the improvement of the legal framework of the National Guard of Ukraine functioning;

to determine the list of special means, necessary for accomplishing tasks, the National Guard of Ukraine is assigned with, as well as their usage regulations;

to regulate money allowance for servicemen, rank and file and command staff and some other staff, in particular the dependence of salary rate and salary in accordance with military rank on living wage for the able-bodied ( it is to provide

annual growth of money allowance rate depending on increasing social standards in the country) is set up. The share of main kinds of money allowance in its structure was increased (official salary, military rank salary and financial benefits for the service length) by 60% and the share of extra kinds in the structure of money allowance was decreased from 85% to 40%. Besides, the disproportion in the size of money allowance was abolished and the legal reasons for recalculation of retirement pensions of former servicemen were given. •

I

n order to provide the accomplishment of service and combat tasks under the present day conditions the amount of modern digital technologies keeps growing in the system of the National Guard of Ukraine. In 2017 the main efforts as for the development of communications and signals system were aimed at modernization of information and telecommunication systems of the network of the National Guard of Ukraine and accumulation of military radio communication. The National Guard of Ukraine participated in testing the newest samples of signals equipment both of national and foreign origin with the view of determining the possibility of

their introduction in communications and signals system of the National Guard of Ukraine. TOPOGRAPHIC SERVICE

I

n 2017 the topographic service of the National Guard of Ukraine was renovated. The main tasks of this service are timely providing with topographic maps, special maps, plans-schemes of cities and towns, catalogues of grid coordinates of geodesic posts of the Main Headquarters of the National Guard of Ukraine, Territorial Commands, military formations and units, educational establishments, bases of the National Guard of Ukraine in the places of stationing and places of accomplishing combat and service tasks. By means of the topographic service, with the help of modern equipment selfreliant printing and copying of topographic maps, plans-schemes of cities and towns and other cartographical stuff was arranged. The topographic service of the National Guard of Ukraine cooperates with similar subunits of the Armed Forces of Ukraine, gets the raster pictures of

renovated raster topographic maps and creates electronic archives of the whole scale set of raster topographic maps, which are constantly renewed.

he use of cynologists with service dogs is an essential component of accomplishing tasks by military formations and units of the National Guard of Ukraine. at

In 2017 a number of events, aimed training cynologists, improving

defencetransporting and keeping service dogs were held. In the Training center of the National Guard of Ukraine a new course of training service dogs on searching explosives was introduced. Training of cadets-cynologists was initiated last year in accordance with the requirements of the State standard of vocational education by profession “Cynologist�. For increasing prestige and authority of the cynologic service and moral motivation of the personnel of cynologic units of the National Guard of Ukraine, the medal for service dogs of the National Guard of Ukraine was approved During 2017 cynologists of the National Guard of Ukraine with service dogs took an active part in open international championships and interagency multidiscipline cynologic competitions in which they tool prize-winning places.

PUBLIC ORDER PROTECTION

O

ne of the main tasks of the National Guard of Ukraine is to protect public order and to participate in providing the community security. In 2017 personnel of the National Guard of Ukraine elements performed the tasks of public order protection and providing the community security in all the oblast (region) centers including Kyiv, 36 cities of oblast and regional subordination, 37 localities in rural areas, 5 localities in regions of Antiterror operation (ATO) and 7 sites of air and railway transportation. On average per day, 3584 servicemen were engaged in public order protection as well as providing community security. They performed their tasks as within 223 independent and 201 joint patrols. 50 service dogs and 63 patrol cars were

involved in the process of carrying out the service. In 2017, the elements of the National Guard of Ukraine were performing the following tasks: • providing security during community, political, cultural, sport and other events with mass community participation; • complex operational and preventive work in 53 localities of Ukraine, among which there were 12 oblast centers and 3 localities within ATO zone; • complex operational and preventive work on the counteraction against illegal mining of amber and raw materials; • complex operational and preventive work on the territory of exclusion;

Makarov” in Pavlohrad of Dnipropetrovsk Oblast), in 2 research institutes (Institute for Nuclear Research of the National

Academy of Sciences of Ukraine in Kyiv and The National Scientific Center “Kharkiv Institute of Physics and Technology”). In the process of carrying out service tasks the servicemen of the National Guard of Ukraine demonstrated the high level of professionalism, education and training in the field of providing effective security and defence of the institutions of military-industrial as well as of fuel and energy complexes of the country. Throughout the year, the National Guard of Ukraine provided security for the state enterprise “Pivdenne” Design Office named after M.K. Yangel” to satisfy the requirement of the decree of the Cabinet of Ministers of Ukraine dated March 1, 2017 no. 106 “On Introduction of changes to the list of nuclear installations, nuclear materials, radioactive waste, other sources of ionizing radiation of the State property, important governmental institutions which undergo the process of security by the National Guard”. In 2017, it was completed the process of developing the system of physical protection and of providing security of used nuclear fuel during its transportation from ISF-1 to ISF-2 of the state enterprise of special purpose “Chernobyl Nuclear Power Plant”. Military units of the National Guard of Ukraine for key infrastructure protection moved on to new organic organizational and personnel structure after completing the review of the security system of military-industrial complex and space industry key infrastructure, protected by the elements of the National Guard of Ukraine. In the process of carrying out the tasks of combat service on key infrastructure protection there were 5,821 offenders arrested, among them: 8 individuals arrested for the attempt to break into the territory of secured facilities; 5,435 individuals arrested for the violations of permit regime; 378 individuals arrested for the attempt of stock theft. Material wealth


White Book 2017 valued at about UAH 400 thousand was seized and returned. The protection of nuclear fuel for Nuclear Power Plants of Ukraine and Hungary is provided during its transportation through the territory of Ukraine. 24 watches were appointed to perform the mentioned tasks throughout the year. In the frames of global partnership, the Defense Threat Reduction Agency of the United States Department of Defense provided assistance to the elements of the National Guard of Ukraine in order to strengthen and develop the possibilities to respond to nuclear accidents related to physical security of nuclear materials, primarily focusing on nuclear energy and forces, which ensure their physical security including three priority directions of logistic support. Throughout 2017, Ukraine obtained modern vehicles, means of communication and protection, monitoring and measuring, outfit and equipment (valued at about UAH 12 million 653 thousand). 246 servicemen of elements for security of nuclear facilities and nuclear materials were trained it the Training center on physical protection, stock taking and control of nuclear materials named after George Kuzmycz (Kyiv). To the invitation of the National Nuclear Security Administration of the United States Department of Energy, 50 servicemen of the National Guard of Ukraine completed a course for instructors engaged into protection of nuclear installations in the National Training center, the Center of Excellence for Security and Safety Training and Professional Development of the United States Department of Energy (Albuquerque, State of New Mexico, the USA). Moreover, 8 servicemen of the National Guard of Ukraine participated in training courses (international seminars) in the field of physical nuclear protectability, transportation of nuclear materials and protection of diplomatic representatives in Japan, Romania, the Portuguese Republic, Croatia and Korea.

PROTECTION OF PUBLIC AUTHORITIES

A

ccording to the Law of Ukraine “On the National Guard of Ukraine” and under the decree of the Cabinet of Ministers of Ukraine dated November 25, 2015 no. 971 “On the approval of the list of public authorities subject to chargeless protection by the National Guard of Ukraine”, elements of the National Guard of Ukraine provide security to 13 central public authorities (11 Ministries, State Treasury Service, the National Agency for Prevention of Corruption) and 19 local

governance bodies (oblast governance administrations). In 2017, more than 170 servicemen performed daily service on security of public authorities. Generally, throughout 2017, 18,817 service tasks were carried out. 3 individuals were arrested for administrative misdemeanors. Furthermore, public order protection was provided 85 times at the public authorities sites during pickets and mass events.

PROTECTION OF DIPLOMATIC REPRESENTATIVE OFFICES, CONSULATES OF FOREIGN COUNTRIES AND REPRESENTATIVE OFFICES OF INTERNATIONAL ORGANIZATIONS IN UKRAINE

I

n 2017, elements of the National Guard of Ukraine for protection of diplomatic representative offices, consulates of foreign countries and representative offices of international organizations in Ukraine provided effective security to 118 diplomatic representatives: 66 embassies, 22 consulates, 17 residences and 13 representative offices. Throughout the year, 9 diplomatic representative offices were taken under security protection: the Embassy of the Republic of Korea in Ukraine, the Residence of the Ambassador of the Republic of Belarus in Ukraine, the Trade Office of the Russian Federation in Ukraine, the Embassy of the Kingdom of Denmark in Ukraine, the Embassy of the Republic of Tajikistan in Ukraine, the Residence of the Ambassador of the People’s Democratic Republic of Algeria, the Embassy of Switzerland in Ukraine, the Representatives of NATO in Ukraine, the Residence of the Ambassador of the State of Israel in Ukraine. Throughout the previous year, 45,348 service tasks on security of diplomatic representative offices were performed. Public order was maintained during 54 official protocol events with the participations of the heads of diplomatic institutions of foreign countries and representatives of

the Ukrainian government. Rapid response mobile units of the security elements performed 187 official tasks, including: inspection of suspicious items on explosiveness, assistance in the process of detention of offenders, public order protection near diplomatic representative offices (institutions) during the pickets, rallies and protests. 21 individuals were detained near the secured facilities, among them: 2 individuals arrested on suspicion of committing a crime, 18 individuals detained for administrative misdemeanor and 1 individual was charged for violation of the regime of security.

CONVOY, EXTRADITION AND PROTECTION OF DEFENDANTS

T

hroughout 2017, the convoy military units and elements of the National Guard of Ukraine appointed more than 20.5 thousand convoys that escorted over 220 thousand individuals taken into custody. For today, 25 convoy military units and elements of the National Guard of Ukraine, with a total number of 5,740 servicemen, perform the tasks on convoy. Every day they appointed up to 100 guards, engaging on average 950 servicemen, 80 special vehicles and more than 40 professional cynologists with service dogs. In 2017, 533 especially dangerous criminals were guarded and 163 important trials of the Supreme Court of Ukraine on civil and criminal cases, Courts of Appeal and local courts were supported. Throughout the year, 135 convoy tasks were carried out during extradition, while

265 especially dangerous criminals (163 individuals were transfered to Ukraine, 102 individualss were transfered from Ukraine) were convoyed from such countries as France, Georgia, Switzerland, the Czech Republic, Egypt, Italy, Serbia, Montenegro, Cyprus, and others. The convoy personnel seized about UAH 15 thousand, 226 grams of narcotic substances and 1,235 prohibited items. To implement the decree of the Cabinet of Ministers of Ukraine dated December 1, 2017 no. 902 «On the approval of the lists of courts, authority bodies and institutions of justice system subject to protection by the elements of the National Police and the National Guard», 117 courts, authority bodies and institutions of the justice system have been taken under security protection since December 20, 2017. Daily, more than 400 servicemen are engaged into the process of carrying out the mentioned tasks.

PARTICIPATION IN ACTIVITIES TO ENSURE NATIONAL SECURITY AND DEFENCE OF UKRAINE

F

or the period of 2017, elements and military units of the National Guard of Ukraine as part of the interagency groups of troops (forces) of the Anti-terror operation continued to perform tasks on the stabilization of the situation in the eastern region of the state, overcoming terrorist threats and preserving the territorial integrity of Ukraine. The performance of combat (special) tasks engaged more than 5,000 guardsmen.

PARTICIPATION IN ACTIVITIES TO ENSURE NATIONAL SECURITY AND DEFENCE OF UKRAINE

PARTICIPATION IN STABILISATION ACTIVITIES

T

he units of the National Guard of Ukraine carried out tasks at checkpoints, observation posts and platoon footholds within the Anti-terror operation (ATO) area. During the execution of service and combat tasks in the area of the Anti-terror operation, units of the National Guard of Ukraine checked 2.4 million vehicles and about 5 million citizens. There were detained and handed over to the National Police of Ukraine

712 persons involved in illegal armed formations, 558 persons who committed criminal offences, 456 persons who committed administrative offences and misdemeanors, 45 persons guilty of illegal transportation (storing) of weapons and ammunition and 225 vehicles. In total, 19 units of firearms, 15 hand grenades, 12 items of cold weapons and 4,690 sets of different calibre were confiscated due to the successful performance of service and combat tasks.

PARTICIPATION IN ACTIVITIES TO ENSURE NATIONAL SECURITY AND DEFENCE OF UKRAINE

PARTICIPATION IN SPECIAL OPERATIONS

F

or the period of 2017, the personnel of special purpose units of the National Guard of Ukraine was directly involved in the execution of combatrelated (special) tasks by the Special Operations Forces at the Anti-terrorist operation Headquarters and the factions of the National Guard of Ukraine in Donetsk and Luhansk Oblasts. In order to carry out combat missions in the Anti-terrorist operation area, about 93% of the personnel of the detachments were involved and they participated in 617 special operations. Over the past year, in the course of implementing combat-related (special) tasks of the Anti-terrorist operation, there were detained and handed over to the Security Service of Ukraine 148 persons allegedly involved in the activities of illegal armed formations, to the National Police of Ukraine – 218 persons allegedly involved in the criminal activity on the territory of Ukraine and abroad. Due to highly professional actions, the personnel of the special purpose detachments of unmanned aerial vehicles identified the location of 299

military authorities of illegal armed groups, the concentration of military equipment and weapons, the location of firing positions and observation posts, as well as probable routes of infiltration, sabotage and intelligence groups in order to penetrate into the controlled territory of Ukraine. During 2017 in collaboration with the Anti-Terrorist Center under the Security Service of Ukraine, international observers of the OSCE Special Monitoring Mission in Ukraine and observers of the Joint Centre for Control and Coordination, the personnel of the special task forces (units) also performed joint tasks on the issues of ceasefire and stabilization of the delineation line between the parties at checkpoints located in the ATO area. In order to successfully perform a wide range of combat tasks and effective response to crises threatening the national security, in cooperation with other components of the security sector, there was carried out the optimization of organizational and personnel structures in squads.

PROFESSIONAL TRAINING OF THE NATIONAL GUARD OF UKRAINE UNITS

T

he aim of reforming the training system of the National Guard of Ukraine (NGU) is to develop the system which will ensure the compatibility of national security actors while performing law-enforcement and defence assignments against the threats to national security, and will facilitate the improvement of training level of personnel, the cohesion of command bodies, elements and military units of the National Guard of Ukraine.

PROFESSIONAL TRAINING OF THE NATIONAL GUARD OF UKRAINE

BASIC INDIVIDUAL TRAINING OF PROFESSIONAL SOLDIERS AND CONSCRIPTS

I

n 2017, the Commander of the NGU approved the Development Concept of professional non-commissioned officers (NCOs) of the National Guard of Ukraine that permitted to determine the directions of career progress of the NGU NCOs: instructor, command, special and staff directions. The training levels were determined for the command direction. Those are beginner (for the position of squad leader), intermediate (for the position of platoon and company sergeant major), advanced (for the position of battalion sergeant major), proficiency (for the position of military unit and territorial command chief warrant officer). The formation of the 2nd Training Battalion at the Training centre for NCOs allowed to implement the modern standards of training, to provide NCOs with beginner and intermediate levels training. 2017 was marked by successful training of 58 military personnel as platoon (company) sergeant majors, and 138 military personnel as squad leaders of task force formations and formations which secure important facilities, convoy and extradite defendants, maintain public order. Last year 167 military personnel successfully completed instructor training.

During the year the instructor personnel actively participated in training while holding the meetings with the military personnel of different categories. The training meetings for the conscripts involving the instructors were held in spring and autumn 2017. During the year the personnel of the instructor training battalion took part in the events aimed at individual training: • personnel training of the Northern Kyiv operational and territorial command reserve; • young recruits training of the Northern Kyiv operational and territorial command; • basic professional military training of the National Academy of the NGU cadets; • qualifying exams for the right to wear a beret with the insignia; • training and methodological meetings with the graduate officers of 2017. In order to improve the professional level the instructor personnel was involved in training of commanding officers and instructors of the NG formations of maintaining public order, of planning and holding public events within the framework of cooperation with the Italian Carabinieri.

esides the individual training, much attention was paid to teach and train the National Guard of Ukraine elements. Particularly, the competition for the best grenade launcher RPG-7V team in honour of Hero of Ukraine, soldier Yevhenii Telnov was conducted. 66 military personnel from the NG military units took part in it. • the training of tank platoons in the condition of defence battle was held and the competition for the best tank crew was conducted during the camp meetings of tank formations; • the competition for the best task force squad was initiated and introduced in the educational system;

• the competition for the best AFV crew and the best squad of NG task force military unit was organized; • the training of the reservist strength formation was held at the Northern operational and territorial command of the NGU. Totally, the NG military units organized: • 10,852 small arms, grenade launcher and AFV machine gun shootings; • 2,246 training and methodological meetings with the military personnel of different categories; • 683 special tactical exercises (trainings) with the formations; • 1,447 integrated field exercises; • 404 field days

DEPLOYMENT AND DEVELOPMENT OF THE TRAINING CENTRES FOR MILITARY PERSONNEL, RESERVISTS AND ELEMENTS OF THE NATIONAL GUARD OF UKRAINE

I

n order to implement the provisions of the Development Concept of the National Guard of Ukraine till 2020, on February 7, 2017, the Minister of Internal Affairs of Ukraine adopted Order No. 96 “On renaming 3070 military unit of the NGU”, creating the International interagency multidisciplinary training centre for units and elements. During the year, the project documentation was prepared and the construction of the administration camp began. Generally, 18.6 mln UAH were spent for the deployment of the administration and park zones. Throughout 2017, 8.9 mln UAH were spent for the development of educational material and technical resources. The aim was to purchase the sets of remote controlled equipment, interactive laser indoor ranges, to equip classrooms with modern technical means and to improve training facilities of field material and technical resources of the NG units. The National Academy of the National Guard of Ukraine (hereinafter – the Academy) hold a range of events aimed at organizing and providing the educational process. The reorganization of the Language Training Section gives an opportunity to permanently organise the intensive courses to learn a foreign language by trainees and students of the Academy.

In 2017, the licensing board of the Ministry of Education and Science of Ukraine licensed the National Academy of the National Guard of Ukraine to perform the educational activity. As a result, the licenses in specialties «State security», «Military command and control (by branches of armed forces)», «Armament and military equipment», «Motor transport», «Management (Logistic)», «Philology» of the first (Bachelor’s Degree) and the second (Master’s Degree) cycles of higher education, and also «Psychology» were granted. Kyiv School (Faculty) of the National Academy of the National Guard of Ukraine received the license in specialty «Law» of the first (Bachelor’s Degree) cycle of higher education. Last year 310 graduate lieutenants got their officer shoulder straps and joined the ranks of the NG units. 32 of them graduated from the Academy with honours. The specialized Academic Council for defence of DSc theses was established. During the year, 11 theses were defended, 10 of them were PhD theses and 1 DSc thesis. The Academy is actively developing the new ways of cooperation with the partner universities by joint participation in the international projects financed by


White Book 2017 the international funds and programmes. The aim of this activity is to integrate the Academy into the European educational system. The Academy continues to promote international relations with law-enforcement agencies of different countries within the framework of international cooperation programmes. Thus, an example of successful international cooperation is the training course within the framework of UkraineNATO Professional Development Programme called «Leadership module» in 2017.

INTERNATIONAL TRAININGS AND EXERCISES

I

n order to promote the compatibility with similar European and NATO formations, the NGU actively participates in international trainings and exercises. In July 2017, it took part in the joint Ukrainian and American C-Breeze – 2017 exercise at 235 Interdepartmental training centre of military units and formations of the Ukrainian Armed Forces (Shyrokyi Lan range) and within the Black Sea area. During the training the personnel was involved in conducting the exercises within training blocks, tactical and drill trainings, and directly in conducting the multinational security operation in the crisis region. During the practical part of training, there was marksmanship (small arms and grenade launcher shooting, fire control of squad and platoon while advancing and defending facilities),

tactical training (performing raids, formation actions during defence engagements, actions of air-landing assault troops), and training of sniper teams. There was also training with the scuba-diving professionals in searching and detecting explosives underwater by different means, examining ship’s bottom, theoretical and practical lessons of diving medicine and providing medical care during diving. During the active phase of training, the military personnel practised landing, taking and keeping under control an important infrastructure facility, overcoming water obstacles with the help of engineering formations (ferry and bridge, landing team crossing of Dnistro Lyman) and providing security along the seaside (anti-subversion actions, control over certain areas by patrolling, deploying secret posts and roadblocks).

NATIONAL GUARD OF UKRAINE In September 2017, the NG formation took part in the joint Ukrainian and American Rapid Trident – 2017 exercise at the International Peacekeeping and Security Centre («Yavoriv range»). 103 military personnel obtained experience there. During the training, the personnel was involved in conducting the field exercises and active phase of the training. During the field exercises, the military personnel practised attack of enemy forward line, counteracting IEDs, response during encountering the enemy, conducting security operations. During the active phase of training, the NG military personnel performed the assignments of service at the roadblocks, search actions, block and search operations along with the Armed Forces of Ukraine (AFU) units.

SPECIAL FORCES TRAINING

T

hroughout 2017, a complex of events aimed at improving and developing theoretical and practical skills of military personnel of NG special forces sections (detachments) was organised and conducted. The key role in training of personnel and special forces sections (detachments) was given to the training formation as to the structure which outlines the single tactics of involving special forces sections (detachments) at all levels of training.

In July and August 2017, the NGU held the competition in vocational and applied, also special practice among the teams of NG special forces sections (detachments). The teams of special forces obtained practical experience and skills of acting alone, cohesion and possibility to perform different tasks. The leaders of special forces teams demonstrated the ability to administer fire control in difficult and crisis situations and to overcome different obstacles acting as a part of a formation. In September 2017 the 3rd Open Championship for the sniper pairs of NG special forces sections (detachments) took place. The teams of NG military units and elements, and also the invited teams of other military forces and special forces lawenforcement agencies of Ukraine took part in the competition. The snipers from the Eastern and Northern Territorial Commands demonstrated the high level of readiness and skills while performing special exercises. In September last year, the qualification exams for the right to wear a beret with honour insignia were held at the Northern Kyiv Territorial Command. 50 military servicemen of the NGU took the qualification exams. The exam for the right to wear a beret with honour insignia has become a modern effective way to improve professional and individual training of military personnel in order to perform the tasks in crisis situations, to develop professional morale, endurance and stamina of military personnel.

ARTILLERY UNITS TRAINING

T

hroughout 2017, the main purpose of improving the NGU artillery elements training was to comply with the standards of NATO member states. Thus, testing of a new programme of the NGU artillery elements training was developed and performed. Throughout 2017, the NG artillery elements actively underwent combat, education, fire control and live fire trainings, built up fire assets of artillery. In the first half of 2017, practical lessons for the NG artillery elements were held on the range of the 92nd independent mechanized brigade, at Mariupol, Zhytomyr and Novomoskovsk training centres and on Rzhyshchivsk range. The fire

tasks included the use of indirect live fire. The camp training of the artillery elements took place at the International interagency multidisciplinary training center for NG units. During the camp training, 17 control and complex lessons with the artillery units, 17 tactical trainings with artillery (mortar) batteries and 2 tactical trainings with artillery divisions using live fire were held. The events mentioned above permitted to succeed in ensuring the combat cohesion of artillery formations and to increase significantly the level of combat readiness to perform appointed assignments.


White Book 2017 In 2017, the training of NG artillery specialists took place at Zaporizhzhia National Technical University in order to improve their theoretical knowledge and acquire modern forms, ways and methods of how to involve tactical artillery elements. 32 officers of «leader of fire platoon of artillery (mortar) battery» position and «leader of control platoon» position were retrained. Besides that, 75 gun (mortar) and reconnaissance platoon leaders were trained. In order to improve the practical skills of mortar formations and to train artillery officers using simulators while performing fire assignments, 10 simulators of «TS82 mm» mortar training system were bought. The construction of small artillery ranges for shooting and fire control trainings also started.

AVIATION UNITS TRAINING

T

he main task of NG aviation is to provide readiness of aviation formations to perform aviation support for NG military units and elements during combat assignments. In 2017, the NG aviation performed more than 3,000 flights, worked 138 shifts. The total flights hours were 1,244. 19 servicemen of aviation improved their flight skills. The Oleksandriia airfield of the NGU was certified and authorized. This proves that it meets the requirements of regulations, which specify work of the Ukrainian state aviation. Mi-2MSB helicopters were purchased in order to fully equip with aviation technology. Further modernization of aircraft and

helicopters with modern air navigation equipment is in progress. Throughout 2017, Guards Aviation Base hosted joint training on organization of the protection of military facilities and performing counterterrorism activities. The training was held by the representatives of the 146th Guard regiment responsible for the guard of military facilities of California National Guard Air Forces (the USA). During the training, the representatives of the California National Guard along with the personnel of Guards Aviation Base practised how to assess the threats and mitigate the effects of terrorist attacks, to provide protection and defence in the open and camouflage aviation equipment in the areas where aviation formations are deployed.

AIR DEFENCE UNITS TRAINING

I

n 2017, the main efforts during the training of air defence units of the National Guard of Ukraine were focused on training specialists in shooting and fire control and operating combat equipment in the field. In 2017, air defence units of the National Guard of Ukraine were trained on the base of the Land Forces Airborne Defence Training Center of the 233rd combined arms range (Nova Liubomyrka village). During the field exercises, special tactical training with live fire was held and actions of anti-aircraft batteries to cover the operational battalion on the defensive were practised. In 2017, 55 air defence gunners completed their training. The first combat launching from man-portable air defence systems was from the AFV during the short stop and with

further changing of initial positions in the tactical situations of increased complexity. The best air defence units of the National Guard of Ukraine armed with 23mm twin-barrel anti-aircraft guns in service participated in the competition for the best team among the military formations and won prize-places of honor.

PHYSICAL TRAINING AND SPORT IN THE NATIONAL GUARD OF UKRAINE

P

hysical training of the National Guard of Ukraine is aimed at ensuring the physical fitness of military personnel to perform combat-related tasks. The Commander of the National Guard of Ukraine approved the Development Concept of the system of physical training and sports of the NGU up to 2020, which defines the main goal, tasks and main measures of solving urgent issues of physical fitness of military personnel, formations and units, improving facilities of educational, material and technical base of physical training and sports, and training of specialists of physical training and sports. The organic organizational-staff structure was reviewed, and a separate department of physical training and sports of the Main Headquarters of the National Guard of Ukraine was created. The positions

of assistant heads of physical training and sports in the Territorial Commands were introduced, the optimisation of physical training and sports instructor positions is in the process. During the year, the national teams of the National Guard of Ukraine took part in open competitions among military agencies of Ukraine. So, the national teams of the NGU took over: • the 1st place in the competition for the Cup of the Minister of Internal Affairs in Pankration; • 2nd place in the competition for the Cup of the President of Ukraine in hand-to-hand combat; • 2nd place in the competition for the Minister of Interior Affairs Cup in football; • 2nd place in the competition in kettlebell lifting among the military agencies of Ukraine.


11 teams of the National Guard of Ukraine military formations participated actively in the all-Ukrainian football competition among the teams of the League of Anti-terror operation members of the «ATO Heroes Cup». 6 teams entered the final part of the competition, and the team of military unit 3008 won the 2nd place. The competitions in military-applied sports were organized, according to the nationwide games programme of the National Guard of Ukraine (5 championships, which involved 16 teams were held): • in hand-to-hand combat; • in mini-football; • in shooting; • in crossfit; • in military all-round.

Successes and new national records of the Ukrainian guardsathletes on the world sports stages Throughout 2017, military personnel and employees-athletes of the NGU participated in the international and national competitions of the highest level: the World and European Championships, the XXVIII World Winter Universiade, the XXIX World Summer Universiade and the X World Games of non-Olympic sports. The military personnel and employeesathletes of the NGU achieved significant sports results on the world stage and contributed to consolidating and improving the image of our state in the international community.

National Guard of Ukraine won a total of 26 medals, including 2 golds, 13 silvers and 11 bronzes. The most significant results were achieved by Major Olena Pidgrushna, the silver medalist of the Biathlon World Championship, specialist Igor Radivilov, the silver medaist of the World Gymnastics Championship, Anna Voloshina, the five-time bronze and silver medalist of the World Synchronized Swimming Championship, specialist Elizabeth Yakhno, the three-time bronze and silver medalist of the World Synchronized Swimming Championship, Staff Sergeant Maksym Kanunnikov, the two-time silver medalist of the World Kettlebell Lifting Championship, Staff Sergeant Oleh Kolomiets, the two-time silver medalist of the World Kettlebell Lifting Championship.

Medals were awarded to specialist Mikhailo Romanchuk, the silver prize-winner of the World Swimming Championship, champion and silver prize-winner, Sergeant Iryna Dekha, the winner of the European Weightlifting Championship, the winner of the XXIX World Summer Universiade, Staff Sergeant Olha Liakhova, the silver prizewinner, winner of the European Athletics Team Championship.

X World Games of non-Olympic sports Servicewoman of the NGU Olena Buriak won the gold medal in the rowing ergometers competitions of the X World Games of non-Olympic sports.

I

n 2017, the measures of reforming units of work with personnel were continued. As a result of reorganization of the Image and Publishing Center new units were created: the Informational Support Division and the Recruiting Division. As a part of the Informational Support division, the Group of Civil-Military Cooperation (CIMIC). was created and started to work The CIMIC objectives are: 1. to work with local authorities, municipalities and international humanitarian organizations; 2. to cooperate with military units for providing assistance to civilians in the conflict zone. The work with personnel in the National Guard of Ukraine is provided by: • The Personnel Department of the National Guard of Ukraine;

• The Personnel Division of the National Academy of the National Guard of Ukraine; • Five Personnel Sections in Territorial Commands; • Eleven force Personnel Sections; • Thirty five Personnel Groups in military units and bases. Personnel training for Personnel elements is provided by the Humanitarian School (Faculty) of the National Academy of the National Guard of Ukraine. Advanced training is conducted on the corresponding courses in the National Academy of the National Guard of Ukraine. In April 2017, senior officers of Personnel sections of brigades and officers of Personnel groups of regiments and separate battalions


White Book 2017 received training on ”Organization of Personnel Work” in organization and conduct of agitation, propaganda, information and psychological counteraction and activities of Chaplain service. In October 2017, the educational and methodological workshop was

held with heads of Personnel sections (groups) of Territorial Commands and military units at the National Academy of the National Guard of Ukraine. During this workshop, the officers mastered innovative modern methods in their sphere.

O

rder no. 333 of the Commander of the National Guard of Ukraine dated May 30, 2017 “On improvement of work of maintaining an appropriate level of military discipline and preventing offences in the National Guard of Ukraine” and “Methodological recommendations on arranging offences prevention in military units of the National Guard of Ukraine” were put into practice by the Main Headquarters of the National Guard of Ukraine.

Representatives of Military Prosecutor’s Office, the National Police of Ukraine, judicial and other services participated in different preventive activities with the personnel. The meetings of the personnel with representatives of Military Prosecutor’s Office, briefings about legislative amendments, servicemen participation in open court sessions were organized and carried out for this purpose.

MILITARY SOCIAL WORK

T

he military social work in 2017 was directed at providing an appropriate level of welfare of servicemen, civilian employees and members of their families.

Injured and wounded servicemen, families of deceased servicemen received corresponding social payments, financial aid from charities and local authorities. They were also provided with the assistance in paperwork for getting onetime payments, pensions and appropriate credentials for obtaining benefits and compensations. At the expense of volunteer and charity funds in cooperation with nongovernmental organization “Dobrovolets� (Volunteer) the financial support was arranged to the bereaved families, families of missing in action (MIA) soldiers and prisoners of war. The total sum of this aid was more than 300 thousand UAH. The links with the Joint Ukrainian American Relief Committee were established, the rehabilitation department of the Medical Rehabilitation Center

By order of the Minister of Internal Affairs of Ukraine no. 746 dated August 31, 2017, the names of 17 servicemen of the National Guard of Ukraine who lost their lives during the ATO were recorded in the Memory Book of the Fallen of the Internal Affairs of Ukraine.

Medical and psychological rehabilitation was arranged for NGU servicemen families in Georgia and Poland. Under the auspices of the Embassy of the Republic of Latvia in Ukraine, recreation of children of servicemen deceased in the ATO in Donetsk and Luhansk regions was organized in Latvia in August 2017. Some activities were realized aimed at providing employment in military units to the people who got a disability in the ATO.

By decree of the President of Ukraine no. 81/2017, the title “Hero of Ukraine” and the Gold Star medal were posthumously awarded to reserve soldier Telnov Yevgen.

There was issued order of the Commander of the National Guard of Ukraine no. 811 dated December 07, 2017 «On the Establishment of landmarks (places of remembrance) in honor of fallen servicemen of the National Guard of Ukraine in military units».

In honor of the fallen servicemen, 10 memorial plaques, 5 monuments and 1 memorial were erected, a street was renamed, two children’s educational institutions were named after, and three deceased servicemen were posthumously awarded the title “Honorary Citizen”. By the resolution of the Verkhovna Rada of Ukraine no. 1738-VIII dated November 15, 2016 «On the commemoration of the combatants of the National Guard of Ukraine who perished on August 31, 2015 near the building of the Verkhovna Rada of Ukraine, defending freedom and democracy in Ukraine», a memorial plaque was placed on the building of the Verkhovna Rada of Ukraine on August 31, 2017.This plaque was in honor of military unit 3027 servicemen (the Northern Territorial Command),

INTRODUCTION OF CIVILIANMILITARY COOPERATION

T

he Civilian-Military Cooperation Group started its functioning in 2017. This group was an active participant in three occasions of humanitarian aid supply from the Ministry of Defense of the Republic of Latvia to citizens of Donetsk and Luhansk Oblasts under Ukrainian control. On the eve of St. Nicolas Day the humanitarian action was held named “The Guardian family is for you, Ukraine!” As a result of this event the NGU personnel succeeded in gathering 15 tons of humanitarian aid. The humanitarian cargo was delivered to Luhansk and

Donetsk Oblasts and handed over to the inhabitants of the settlements affected by hostilities, as well as to pupils of local orphanages, boarding schools and other social institutions. The promulgated citizens’ confidence in state institutions and society indicated that the National Guard of Ukraine has the highest level of credibility in the system of the Ministry of Internal Affairs. This data was compiled on the basis of surveys by leading international and national institutes of sociology.

MILITARY PATRIOTIC EDUCATION

T

he Action Plan for the implementation of the Strategy of National Patriotic Education of Children and Youth for 2017-2020 and the military patriotic education in the National Guard of Ukraine were put into practice in 2017. 1,323 activities of military patriotic education were accomplished at schools, colleges and other secondary educational institutions. 348 Welcome Days were carried out for young people. A new description and a sketch of the basic sample of the Combat Flag of Territorial Command, force, military unit and a higher educational establishment of the National Guard of Ukraine were approved by decree of the President of Ukraine no. 243/2017 dated August 23, 2017.

In order to perpetuate the prominent Ukrainian statesman, politician and military leader hetman Petro Doroshenko, and taking into account the military achievements, courage, exemplary accomplishment of the assigned tasks, high professionalism of the personnel, the 1st operational brigade of the National Guard was granted with the honorary title ÂŤPresidential Brigade named after

NATIONAL GUARD OF UKRAINE Hetman Petro Doroshenko» by decree of the President of Ukraine no. 232/2017. Agreements on cooperation in the field of military patriotic education, related joint plans with state authorities, educational establishments and NGOs were prepared and signed. Representatives of military units of the National Guard of Ukraine became members of newly established coordination councils for national patriotic education initiated by the local governance administrations. A number of activities were carried out with structural components of

the Ministry of Defence of Ukraine and the General Staff of the Armed Forces of Ukraine. The purpose was to elaborate a plan of common actions to counteract the negative informational and psychological impact, to establish interagency cooperation in informational, cultural spheres and to strengthen the combat fraternity between the NGU and the Armed Forces of Ukraine. The NGU servicemen took part in preparation and conduct of the AllUkrainian children and youth military patriotic game «Sokil» («Dzhura»).

WORK WITH PERSONNEL

INFORMATION SUPPORT The main efforts of information support in 2017 were aimed at carrying out advocacy with citizens to increase the prestige of service in the National Guard of Ukraine, create an incentive

to join it under the contract and ensure military patriotic education.

Image Formative Activities During this year image formative and agitation activities took place to increase motivation of the population for joining the military under the contract. External agitation groups have been set up in military units for providing agitation activities at public gathering places, as well as at educational establishments in the area of their deployment. In 2017, agitation groups of military bases campaigned 1,935 times in public gathering places during public and national holidays, City Days, mass events,

White Book 2017 fairs, etc. 235 flash mobs of military orchestras were organized. Military personnel and military vehicles were engaged in 75 mass events conducted by local authorities in places of military units deployment, in the areas of their responsibility and in the ATO area. Outdoor advertising (804 billboards and 576 city-lights, 333 metro lights at metro stations) foster the launched campaign to defend Ukraine as a serviceman of the National Guard. Video commercials of military service were broadcast at 10 stations of the Kyiv subway. 6,040 announcements were posted in the Internet, 952 announcements - on the radio, 995 publications - in the press, and 2,669 theme-based stories on TV, all of them highlighting the examples of heroism, courage and bravery of the NGU servicemen during their accomplishment of combat and service missions, protection of the sovereignty and territorial integrity of Ukraine.

Patronage assistance from local government authorities and local governance

• materiel – 8,204,484 UAH; • for welfare – 8,937,677 UAH; • for cultural and religious needs – 45,700 UAH; • for military patriotic education for the youth – 39,960 UAH.

Local administrations and councils supported 112 campaigns to meet cultural and religious needs of personnel of the National Guard of Ukraine and 146 activities to provide military patriotic education for the youth, placement of 472 propaganda means on military service in the National Guard of Ukraine.

By decree of the President of Ukraine dated February 11, 2016, no. 44/2016 «On patronage assistance to military units of the Armed Forces of Ukraine, the National Guard of Ukraine and the State Border Guard Service of Ukraine» (as amended in 2017), local administrations and governance bodies provided patronage assistance to military units of the National Guard of Ukraine in 2017. The overall amount of this aid was 17,765,205 UAH, including: • provision – 82,833 UAH; • fuel – 454,551 UAH;

CULTURAL AND EDUCATIONAL WORK

T

he National Guard of Ukraine witnesses the process of introducing progressive forms and methods of working with personnel deployed in combat mission areas away from the places of permanent deployment. For this purpose, the production and purchase of a new modern equipment – mobile vehicle based club-printery was organized. It is based on the KrAZ and MAZ trucks. The entire quantity of such clubs-printeries is 7. The NGU forces and military units actively operate them and have already gained extensive experience in their usage during the Anti-terror operation.

Image and publishing center of the National Guard of Ukraine A unique element of the National Guard of Ukraine - the Image and Publishing Center continued its functioning and development in 2017. It was created for realization of the state humanitarian policy and development of organizational and logistic conditions. The Image and Publishing Center shapes (creates) a modern model of improving the image of the National Guard of Ukraine, enhances the efficiency of all types of information resources usage, optimizes the


White Book 2017 structure and management of information and communication infrastructure elements, ensures the development of agency information and cultural spheres. The main tasks and functions of the Center are creating publishing, media, concert and museum activities. In 2017, the Image and Publishing Center of the NGU prepared and issued: • 5 issues of the «Slovo Chesti» (Word of Honor) magazine; • 37 issues of the «Ratnik» (Warrior) newspaper; • 15 thematic and informational booklets and leaflets about the activity of the National Guard of Ukraine; • a series of non-periodic publications: information digest of the official website and periodicals of the National Guard of Ukraine in Ukrainian and English, digest «Cooperation between the National Guard of Ukraine and the Gendarmerie of Romania» in English, information booklet «The National Guard of Ukraine», which was issued with 10,000 copies circulation and was distributed among the parliamentarians of

Ukraine, and central and local authorities and municipalities.

Academic Song and Dance Ensemble of the National Guard of Ukraine In order to meet the spiritual and cultural needs of servicemen, as well as to improve the image of the National Guard of Ukraine among civilian population, the Academic song and dance ensemble of the NGU conducted 95 concerts, including 2 tours (14 concerts) to the Anti-terror operation area in the East of the country in 2017. The ensemble consists of 5 People’s Artists of Ukraine, 14 Honoured Artists of Ukraine, one Honoured Painter of Ukraine, one Honoured Worker of Arts of Ukraine and Honoured Worker of Culture of Ukraine.

Central Museum of the National Guard of Ukraine The custodian of the history of the National Guard of Ukraine, the guardian

of its glorious traditions is the Central Museum. In 2017, the museum employees carried out 378 excursions and thematic presentations for servicemen of the National Guard of Ukraine and groups of visitors. As a result, the museum was visited by 8,437 people.

ARRANGING THE WORK WITH PERSONNEL

ENSURING RELIGIOUS NEEDS OF SERVICEMEN

T

he National Guard of Ukraine became the first military formation of Ukraine that completed the initiative on implementation of the Chaplain service. In February 2017, 44 positions of military chaplains were introduced in the NGU military units and 43 of them have been already staffed. The transition takes place to a modern structure of religious organization and mechanisms of gaining freedom of the worldview, adjusting them to the current requirements and to the common European standards. In order to identify common approaches to the work of newly formed structures, officers responsible for work with chaplains and recently appointed military chaplains were invited to the first educational and methodological seminar conducted on the basis of the Training Center of the NGU in Zolochiv in July 2017. Chaplains cooperate with psychologists of the National Guard of Ukraine in matters of work with personnel and tasks for the future.

Within the framework of international cooperation and experience exchange, working meetings were held with the Chaplains service representatives of the National Guard of Ukraine with chaplains of the California National Guard (USA), the U.S. European Command (EUCOM), the Armed Forces of Latvia and Lithuania. The aim of these meetings was to discuss the directions and opportunities for further cooperation. Due to the joint efforts of the Chaplain service, representatives of the Ministry of Defence of the Republic of Latvia and the National Guard of Ukraine, projects of humanitarian and social assistance were realized for the civilian population in the conflict zone of Donetsk, Luhansk Oblasts and for families of deceased, wounded, seriously ill servicemen of the NGU. During this year, 19 military chaplains of the National Guard of Ukraine worked in the combat mission area of the Antiterror operation.

W

ith the aim of improving the system of psychological support based on the experience gained in the course of Anti-terror operation and adaptation to the NATO member countries’ standards for the period of 2017, the work for professional development training of psychologists of the National Guard of Ukraine and quality improvement of psychological services care for servicemen and their families was continued. The standards on having the core education and experience in the field are adopted to the qualification criteria for an applicant for the position of psychologist. The selection of psychologists and their job appointment to the newly

created psychological support units were made on a competitive basis. There is an increasing quantity of female personnel who work as psychologists and at the moment it makes 32% of the total number of psychologists, where 2 of the female personnel are chiefs of the psychological service in Territorial Commands and 11 of them are in the military units. Therewith the senior positions in all military units deployed in the anti-terror operation area are occupied by female psychologists, and it has a positive impact on the servicemen psychological state. During the year, the legislative and regulatory framework of psychological support was improved. Thus, 6 orders

of the Ministry of Internal Affairs and the National Guard Commander were issued, and from 14 December 2017 the Policy on Psychological Support in the National Guard of Ukraine (NGU) came into force, approved by order of the Ministry of Internal Affairs № 1285 dated 8 December 2016. It aligned the psychological support system with the NATO member countries standards and caused the formation of its strict hierarchy line in all military authorities – from a separate battalion to the Main Headquarters of the National Guard of Ukraine. The Regulatory Instruction on the procedure for organizing and conducting polygraph inquiry of the NGU personnel determined the way of the polygraph equipment usage in the professional and psychological selection system of military service recruits, promotion candidates, as well as within internal investigations. This Instruction was approved by order of the Ministry of Internal Affairs № 749 dated 1 September 2017. Under the auspices of the US Embassy in Ukraine, the National Guard of Ukraine received 6 sets of polygraph, and 7 polygraph exterts completed training courses. Modern instruments created some pre-conditions for getting the believable and indicative information, which cannot

be obtained in a different way, for clarification of its truth and completeness and for getting additional information that can be used in service and combat activity. In February 2017, the licensing of «Psychology» specialty (Bachelor’s Degree education qualification level) was held at the National Academy of the National Guard of Ukraine. Future psychologists training started in September 2017. For the first time, 5 female cadets, future psychologist officers, were enrolled. 3 courses of postgraduate education were also held for 60 psychologists at the National Academy of the National Guard of Ukraine within a year.

NATIONAL GUARD OF UKRAINE The certificates of experts in graphologic examination were handed to 10 servicemen –psychologists of the Northern and Southern Territorial Commands and military units. With the aim of specialist training on reintegration of persons who were in the forced isolation (captivity, hostage, being besieged), 12 psychologists of the National Academy of the National Guard of Ukraine were trained with the support of the Commissioner for the President of Ukraine on the issue of rehabilitation of the ATO participants under the guidance of specialists from the Joint Personnel Reinstatement Agency of the US DoD. The professional and psychological training division (center) was established at the International interagency multidisciplinary training center of the NGU. It is the place for psychological rehabilitation training, and there the training team building site for the “Team building” course is placed which consists of 11 training devices. To provide psychological aid for servicemen outside the places of permanent deployment, the mobile psychological support centre was equipped and introduced to the Psychological Support section of military unit 3017 of the Eastern Territorial Command. The reviewed programmes of combat and special training include 2-4 times more training hours in the subject «Professional Psychological Training». The Leadership course (for instructors and master sergeants of platoons (companies)) was introduced in the Training Centre of the National Guard of Ukraine. The National Guard of Ukraine was the first among other security agencies to realize the pilot project of psychological rehabilitation of servicemen of the National Guard of Ukraine within the medical rehabilitation system on the basis of “Novi Sanzhary” medical centre. There were 70 servicemen (ATO combatants) received rehabilitation in the project.

professional training was organized by the personnel units of the National Guard of Ukraine. Improvement of personnel policy, personnel management, as well as strengthening of the personnel potential of the National Guard of Ukraine was carried as follows: • introduction of new forms and methods of contract servicemen manning; • reform of the system of reserve duty service with a gradual increase of the number of reserve officers;


White Book 2017 • development of highly professional personnel of sergeants and sergeants majors; • gradual reduction of the ratio of the conscription number to the servicemen on a contract basis; • improvment of the experts training system for soldiers, sergeants and senior officers on the basis of training centers of the National Guard of Ukraine; • establishment of cooperation with the Ministry of Defence of Ukraine regarding the formation of a state order for the training of experts among the officers for the needs of the National Guard of Ukraine; • improvment of the regulatory framework on the issues of military service. Strengthening of the personnel potential of the National Guard of Ukraine is facilitated by well coordinated work and functioning of the officer development training system conducted on the basis

of the National Academy of the National Guard of Ukraine.

Officer Corps Manning Manning of the National Guard of Ukraine by highly trained, skilful, motivated, and morally stable officers has always been and remains one of the priority areas of personnel policy. The main efforts in officer corps manning were aimed at the primary provision of leading positions in the units located in the ATO area, operational units, separate special-purpose units, and positions for military experts. At present, the manning of the units in the National Guard of Ukraine by the officers possessing high professional and moral and business qualities fully allows for the successful implementation of the tasks assigned to the National Guard of Ukraine. In 2017, the fruitful and persistent work enabled the increase in the manning

NATIONAL GUARD OF UKRAINE levels in officers ranks in the National Guard of Ukraine by 445 people and brought the total specialist provision up to 80%. Alongside, the number of officer positions was increased by 912 regular units. At the same time, the manning levels of narrow-profile specialists were increased by 4%, fielding the personnel provision up to 79%. Overall by the end of 2017 the total number of officers serving in the units of the National Guard of Ukraine comprised 6,761 people. Throughout 2017, officers of the National Guard of Ukraine were conferred 1,393 military ranks, of which 2 — posthumously, 4 — by the Presidential Decree, 16 — ahead of schedule, 34 — as an encouragement according to the Decree of the President of Ukraine “On encouragement of servicemen – antiterror operation participants” as of May 19, 2014, 17 — on duty military ranks in the military service, 99 — in order of recertification, and 238 — primary officer rank of “junior lieutenant”.

Officer Training In 2017, training of highly qualified officers in the National Guard of Ukraine was carried out on the basis of two educational institutions: The National

Academy of National Guard of Ukraine (Kharkiv) and Faculty (School) No. 2 — training of specialists for the National Guard of Ukraine of the Educational and Scientific Institute No. 3 of the National Academy of Internal Affairs (Kyiv). The educational establishments of the National Guard of Ukraine trained 370 highly-qualified lieutenants with 310 people graduated from the National Academy of the National Guard of Ukraine and 60 people — from the specialized faculty (school) for the National Guard of Ukraine. In addition, the National Academy of the National Guard of Ukraine provides operational and tactical training for senior officers with 30 officers completed their study in 2017. As a result of work of the National Academy of the National Guard of Ukraine, 10 officers received PhD degrees and 1 officer — Doctoral degree, 180 officers took training and advanced training courses. According to the results of the admission campaign in 2017, the National Academy of the National Guard of Ukraine admitted: • for obtaining educational qualification level “Bachelor” — 375 cadets; • for obtaining educational qualification level “Master” of the tactical level of training — 70 cadets; • for obtaining educational qualification level “Master” of the operational and tactical level of training — 80 officers, of which 30 were admitted to take a full-time degree course; • for drawing up theses and receiving PhD and Doctoral degrees — 4 officers for the postgraduate military course and 1 officer for the doctoral degree course. It should be noted that in 2017 the efficient practice of training officers according to the special course programmes under the state order was


White Book 2017 further implemented in 10 higher military educational institutions of the Ministry of Defence of Ukraine for the needs of the National Guard of Ukraine. Solving the problems of recruiting vacant military expert positions in 2017 the officer corps of the National Guard of Ukraine is manned by 11 graduates — lieutenants of higher military educational institutions of the Ministry of Defence of Ukraine — lawyers, veterinary specialists, cynologists, employees of financial units, and others.

The National Academy of the National Guard of Ukraine The National Academy of the National Guard of Ukraine is a multi-disciplinary higher military educational institution comprising 5 faculties (schools) and

24 departments providing Bachelor, Specialist, Master, PhD and Doctoral candidates study programmes according to six different majors and eight specialties on full-time and part-time basis. The National Academy of the National Guard of Ukraine carries out training in command, logistics, technical and humanitarian specialties of tactical and operational and tactical levels. The professional development of the officers of the National Guard of Ukraine is provided through advanced training and refresher courses.

In September 2017, Faculty No. 2 — training of specialists for the National Guard of Ukraine of the Training Institute of the National Academy of Internal Affairs No. 3

— merged with the National Academy of the National Guard of Ukraine on the prospect of optimizing and improving the educational process. Due to the closure of Faculty No. 2, the National Academy of the National Guard of Ukraine took over the training of specialists of Bachelor’s degree in such majors as “Law” and “Psychology” of the tactical level of training.

MANNING WITH NCO

T

he National Guard of Ukraine is currently developing an NCO corps, recruitment on a contract basis, training, using forces and means, as well as deploying new units and increasing the number of existing ones. Working on the tasks assigned to the National Guard of Ukraine during 2017, in terms of reforms and transition to a professional basis, the Main Headquarters of the National Guard implemented new approaches to selecting military personnel, providing a proper level of army manning, solving the problems of manning NCO vacancies. Since September 2017, regional recruitment sections within the Image and Publishing Center of the National Guard of Ukraine were manned, thus enabling fulfillment of the missions assigned to the National Guard and improving the situation with manning

of the National Guard of Ukraine with contract servicemen. In 2017, the number of NCO increased by 4,141 people, that's more than in 2016. The registered number of this category is 20,852. Throughout 2017, 6,194 citizens were recruited to the National Guard of Ukraine on a contract basis. The main sources of contract-based recruitment were as follows: • conscripts — 3,510 people; • reservists — 1,405 people; • Ukrainian citizens who did not serve — 1,279 people. Throughout 2017, the work on the proper manning of NCO personnel


White Book 2017 by NCO was carried out. The position of a sergeant major was introduced in Territorial Commands. The NCO manning increased by 4% and comprised 65.2%.

MANNING WITH CONSCRIPTS FOR COMPULSORY MILITARY SERVICE

T

he activities on manning the National Guard of Ukraine units were performed in accordance with the Decree of the President of Ukraine No. 44 “On the military discharge from the Armed Forces, terms of conscription and regular call ups of Ukrainian citizens for compulsory military service in 2017” as of January 24, 2017. In 2017, the National Guard moved to a three-stage recruitment system to enrol conscripts for the regular military service. The activities on selecting conscripts for the military service in 2017 were conducted in three stages: the spring, the summer and the autumn. For comparison,

similar events in 2016 were held only in the spring and the autumn. As a result of hard work, about 9 thousand citizens were called up to the ranks of the National Guard of Ukraine in 2017.

MANNING WITH RESERVE OFFICERS IN THE MILITARY RESERVE

T

hroughout 2017, the second stage of forming the reserve units of the National Guard of Ukraine was held. Manning reserve officers who signed a contract for the service in the reserve with their units commanders voluntarily in the units mentioned before is determined as a top priority. Due to the work carried out, about 1,000 citizens signed a contract with the commanders of military units for serving in the military reserve. During the last year a number of activities were organized in order to relocate and redistribute the military operational reserves of the first stage

between the units for manning the units of the military reserve on a territorial basis. The involvement of military operational reserve of the first stage was organized for the service on a contract basis and service in the military reserve of the National Guard of Ukraine. The purpose of these activities was to involve the trained servicemen who had taken direct part in the military operations in the military service, to preserve the accumulated combat capability of the units, to retain the number of highly trained experts (tankmen, gunners, air defence specialists, etc.) as well as to create effective human resources reserves.

WORK ON NOMINATION FOR AWARDS OF THE MILITARY PERSONNEL OF THE NATIONAL GUARD OF UKRAINE

D

uring 2017, the HR Department of the Main Headquarters of the National Guard of Ukraine focused on recommending the personnel of the National Guard of Ukraine for a decoration. For the exemplary accomplishment of service and combat tasks, 4,924 servicemen of the National Guard of Ukraine were awarded: • State Awards of Ukraine — 125 people; • Honours of the Verkhovna Rada of Ukraine — 69 people; • Awards of the Cabinet of Ministers of Ukraine — 22 people;

• Honours of the Ministry of Internal Affairs of Ukraine — 400 people; • Honours of the National Guard of Ukraine — 4, 258 people. In 2017, more than 22 events with participation of the President of Ukraine, the Prime Minister of Ukraine, the Chairman of the Verkhovna Rada of Ukraine and the Minister of Internal Affairs of Ukraine were held on rewarding the military personnel of the National Guard of Ukraine with State Awards of Ukraine, the Honours of the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine and the Ministry of Internal Affairs.

M

odern civilized countries and institutions are committed to the idea of ensuring equal rights, opportunities and diversity in policies, the purpose of which is air and unbiased attitude to a human and the creation of conditions both in workplace and society in general. The right to protect the state is not just a right – it’s an issue of using the country’s resource; and the necessary condition of the present is the involvement of all representatives of society without exception to the prosperity of the country and the right of everyone to realize their personal potential. Understanding, assessment and effective management of these differences can lead to more involvement that can be used to succeed at the individual, tactical and strategic level. Today, when our country makes confident steps on the way to European

integration, the issue of equal rights of men and women has been acute in the National Guard of Ukraine. Therefore, the process of implementing the principle of equal rights and opportunities for men and women has been actively launched supporting the actions of the Government in relation to the policy of gender equality and in pursuance of order of the Ministry of Internal Affairs of Ukraine dated May 24, 2017 No. 446 «On the announcement of the decision of the board of the Ministry of Internal Affairs of Ukraine» in order to execute the National Action Plan for implementation of the resolution of the UN Security Council 1325 «Women, Peace, Security» for the period to 2020 (approved by resolution of the Cabinet of Ministers of Ukraine dated January 24, 2017 No. 113-p).


White Book 2017 According to the results of 2017, the National Guard of Ukraine made a breakthrough in terms of gender policy: • most of the requirements of gender policy documents are implemented and adapted; • the senior inspector position was introduced (advisor on reforming the psychological service and gender policy) in the Advisory Division of the Commander’s Office of the National Guard of Ukraine; • the Gender Integration service was set up at the Main Headquarters of the National Guard of Ukraine in order to increase the effectiveness of gender policy implementation; • the internal assessment of the starting positions on the principle of equality of rights of women and men and gender sensitivity was implemented. This gives the issue vision and has become the basis for adaptation of the documents (Action plan of the Ministry of Internal Affairs, Assessment of Gender Impact on the Security and Defence Sector of Ukraine in 2017, Gender Perspective of NATO Objectives, Strategy of the Government of Ukraine) in the process of gender policy into reforms in the National Guard of Ukraine; • amendments were made to the legislative and regulatory documents in order to follow the principle of equality of rights and opportunities of women and men in the activities of the National Guard of Ukraine;

• primary gender education was conducted through informing the servicemen of the National Guard of Ukraine, HR service representatives, personnel of Territorial Commands. There were trainings for servicemen who participated in the assessment of gender sensitivity; • a training module for increasing gender awareness of military professionals was introduced into the training programmes of sergeant major and squad leaders in the Training center of the National Guard of Ukraine; • a section on gender policy was introduced on the website of the National Guard of Ukraine. It contains information and reference materials, news, and video materials. Gender equality in the National Guard of Ukraine becomes a driving force for reforms.

ARMAMENT AND MILITARY EQUIPMENT

I

n 2017, units of the National Guard of Ukraine were equipped with brand-new weapons and military equipment. The weapons and military equipment samples that are in service were refurbished and upgraded. At the expense of the state budget of Ukraine, the National Guard of Ukraine purchased 216 items of specialized vehicles for outfitting of newly created and additional outfitting of existing military units and subunits for the total amount of 207.1 million UAH. This afforded an opportunity to accomplish anti-terror operation missions timely and in a quality manner, as well as to provide military, combat and daily activities of military units and elements.

In order to outfit completely military units and elements of the National Guard of Ukraine with armored equipment up to the established strength, 100 units of modern models of armored vehicles and equipment for the total amount of 847.4 million UAH were purchased and obtained. The units of the National Guard received 73 items of armored vehicles «Kozak» and «VARTA», 15 items of armored personnel carriers BTR-3, BTR4, two sets of field repair complexes PKLBT-02 and 10 ATVs. With the purpose of full rejuvenating and modernization of damaged and defective military equipment, about 73.6 million UAH were charged that enabled to repair117 items of armored

NATIONAL GUARD OF UKRAINE vehicles and equipment and 22 items to upgrade. In order to meet the equipment needs of military units and elements to maintain weapons and equipment in constant readiness for intended use the material and technical objects of vehicles nomenclature were purchased for the total amount of about 11 million UAH. A set of activities to fully equip military units with anti-tank missile complexes, small arms, modern sniper complexes, ammunition, body armor facilities and thermal imaging devices were implemented by receiving them free of charge from other ministries and agencies as well as by procuring them at the expense of the state budget. Thus, the National Guard of Ukraine units received about 234 tons of ammunition of different caliber from the units of the Ministry of Defence of Ukraine. Reconstruction (overhaul) of 16 items of artillery armaments was carried out for the total cost of more than 12 million UAH. Procurement procedures for the total cost of 629.7 million UAH were performed, for these financial resources weapons and ammunition were purchased, among them 30 items of light portable missile systems, 231 guided missiles, 400 anti-tank grenade launchers, 24 sniper complexes, 419 sets of thermal imaging devices and night vision devices and more than 40 thousand items of body armor facilities. At present, the completeness of military units and elements of the National Guard of Ukraine with weapons, ammunition, combat and other military equipment, the coefficient, its technical readiness and serviceability status permit to complete missions in time and comprehensively.

UNIFORM

D

uring the year 2017, order of the Ministry of Internal Affairs of Ukraine, dated June 7, 2017 No. 475 «On Clothing supply of the National Guard of Ukraine» was drafted and approved. It regulates the organization of clothing supply in time of peace and special period, as well as the norms for clothing supply of servicemen and employees of the National Guard of Ukraine. In cooperation with the Ministry of Defence of Ukraine, Order dated July 18, 2017 no. 370 «On Approval of Samples of Military Uniform and General Requirements for Insignia of Servicemen and Cadets of Military Lyceums» was developed. Ordinary dress uniform and insignia for servicemen of the National Guard

of Ukraine were designed. For the first time, new uniform of servicemen of the National Guard of Ukraine was presented at the military parade in honor of the celebration of the 26th anniversary of the Independence of Ukraine. Special uniform was designed and issued for personnel of the units of the National Guard of Ukraine that contribute to public order protection and protection of diplomatic missions and consulates of foreign countries. 6 bath and laundry complexes based at a two-axle trailer were supplied to military units in order to provide more mobile and high-quality organization of bath and laundry service, while performing tasks in isolation from permanent disposition and in field conditions.

FOOD AND NUTRITION PROVISION

D

uring the year 2017, new samples of technical means and material of food service nomenclature were purchased in order to complete equipping the military units and divisions of the National Guard of Ukraine. In particular: special mess-mobile/diningbus, messing facility based at a twoaxle trailer, refrigerated semi-trailer, standalone mobile meal station, tanktruck for water. Technical means of the food service nomenclature: trailer kitchens KP-125, water-tank trailers TsV-1,2, water tanks TsV-4, thermoses TVN-12, TN-36 and more/so on were placed in long-term storages. Ministry of Defense of Ukraine provided following military property

to the National Guard of Ukraine: • Trailer kitchen KP-125 – 20 pcs • Trailing stove PP-170 – 5 pcs • Trailing bakery oven HPK-50 – 3 pcs • Portable kitchen MK-10 – 50 pcs • Enamel mug – 10 000 pcs • Aluminum tablespoons – 10 000 pcs Also, the quality of personnel nourishment of the National Guard of Ukraine was improved. In order to increase additional vitaminization of food ration for servicemen the issuance of fruit (berry) juices, fresh apples was organized within the established norms. In order to improve the taste of starters, first and second courses, the issuance of sour cream and green-stuff was organized. In


White Book 2017 order to diversify food the issuance of semi-smoked sausages and cookies was organized. Starting from November 2017, in the International Interagency Multidisciplinary Training Centre, shiftover to the “OUTSOURCING” personnel nourishment system was arranged. To honor the 3rd anniversary of the National Guard of Ukraine foundation, a soldiers’ mess was opened in military unit 3005, Eastern Territorial Command. In military unit 3011, Central Territorial Command, their own bakery was opened.

FUEL AND LUBRICANTS SUPPLY

I

n 2017, a considerable work on fuel and lubricants procurement (for gasoline and diesel engines) was carried out by the central fuel and lubricants supply base for total cost about 8 million UAH. Despite the constant rise in prices for fuel and lubricants, breaches in the organization of fuels and lubricants supply for combat and service and fighting missions were prevented.

During the year, a number of activities on refurbishment and maintenance of fuel and lubricants warehouses were held, that enabled the accumulation of fuel and rapid fueling of military vehicles through fuel distributing columns.

Also in 2017, at the expense of the Ukraine budget fund, the National Guard of Ukraine procured 9 containerized gas stations to complete equipping of military units with sites of fuel storage and dispensing for the total cost of about 8 million UAH.

QUARTERING Construction (purchase) of lodging, reconstruction of military units buildings into dormitories In 2017, at the amount of 239.8 million UAH financed from the state budget on house construction, reconstruction and

buying, two residential buildings for 80 apartments in Vyshhorod and a dormitory for 18 suites of apartment type in Lutsk were put into operation; • 6 residential buildings for 426 apartments and reconstruction of 3 dormitories for 59 suites of apartment type and for 256 beds are under construction; • design estimate documentation for 3 residential buildings for 189 apartments and reconstruction of 2 hostels for 66 beds and 3 suites of apartment type was developed; • 142 apartments were bought in some regions of Ukraine. In total with funds from all sources, during the year 2017, 310 apartments

White Book 2017 including 18 suites of apartment type were transferred to military units for quartering support of military personnel families.

STATE OF HOUSING/ QUARTERING SUPPORT In 2017, for barracks reconstruction, overhaul of buildings, facilities and engineering networks of military units, funds in the amount of 65.7 million UAH were provided. At the expense of the allocated funds, 28 barracks, 7 saunas, 6 messes, 4 hangars for vehicles, 3 warehouses for armaments, 4 warehouses for emergency ration, 7 boiler-houses and heat points, over 4.8 thousand meters of external engineering networks, about 27.5 thousand sq. m of roofs were repaired, as well as 7 deployable rapid assembly hangars for the storage of property and fencing of 2 military camps were erected. During the year 2017, 9 military camps were received for the needs of the National Guard of Ukraine. In 2017, in order to equip with furniture and inventory new and refurbished barracks some furniture was purchased for the total cost of 3.2 million UAH. In addition, the production of furniture was organized using the labour of the National Guard of Ukraine base of productiontechnological equipment. During 2017 more than 500 pieces of furniture were produced. As of the end of 2017, 5,068 families of servicemen of the National Guard of Ukraine are on the housing waiting list, among them: 557 families need to improve their living conditions, 4,511 families need housing.

DEPARTMENT OF PUBLIC PROCUREMENTS ORGANIZATION AND CONTROL

I

n 2017, the Department of Public Procurement Organization and Control was established at the Main Headquarters of the National Guard of Ukraine. The main tasks of the Department are: • ensuring the implementation of public policy in the field of public procurement at the National Guard of Ukraine; • organization and control of public procurements at the National Guard of Ukraine; • coordination and methodical guidance of public procurement in Territorial Commands, forces, military units, higher military educational institutions, educational military units/training centers, bases, health care institutions and establishments that are not organic to Territorial Commands of the National Guard of Ukraine; • monitoring of information as for the public procurement in the units of the National Guard of Ukraine; • analyzing the effectiveness of the procurement procedures and budget funds spending in the National Guard of Ukraine. The department interacts with structural elements of the Main Headquarters of the National Guard of Ukraine, the structural units of central and local executive authorities, local governance bodies, prosecutors, the State Guard of Ukraine, the General

Staff of the Armed Forces of Ukraine and law enforcement agencies of special purposes. Along with the department foundation in the National Guard of Ukraine, the transition to the system of electronic public procurements PROZORRO was organized. Its main advantages are budget savings and time saving, transparency and openness, ease of use both for suppliers and purchasers, mobility, access to the system from any point of the country and without redundant paper red tape. Today, all military units, higher military educational institutions, training centers, bases, health care institutions and establishments of the National Guard of Ukraine perform procurements through the electronic system of public procurements PROZORRO. As a result, in 2017, more than 8,000 purchases were effected for the amount about 3 bln UAH, and the savings of the state budget accounted more than 76 mln UAH. The Department of Public Procurement Organization and Control launched monitoring and analysis of announced procurements to track the weaknesses of organization or purchases effecting. Weekly review of procurements organization shortcomings (violations) was arranged to effectively react and provide explanations to units of the National Guard of Ukraine.

he main efforts of the National Guard of Ukraine in terms of medical support are directed on organization of medical support for military personnel of the National Guard of Ukraine during anti-terror operation, organization of

medical care, treatment and rehabilitation of servicemen, provision of military units and training centers (institutions) of the National Guard of Ukraine with medical equipment and property, provision of sanitary-epidemiological welfare of military units.

Medical-preventive activities Treatment and rehabilitation of military and civilian personnel of the National Guard of Ukraine and members of their families are carried out in medical establishments of the Ministry of Internal Affairs of Ukraine, the Ministry of Health Protection of Ukraine as well as on its own medical and preventive base, that is represented by a hospital and two medical rehabilitation centers.

White Book 2017 During 2017, about 19 thousand servicemen were treated in stationary conditions of the medical establishments of the National Guard of Ukraine and medical facilities of other structures, with which close cooperation is maintained. In addition, 34 servicemen received treatment and rehabilitation abroad (Georgia, Poland). In order to optimize the functioning of the off-line permanent garrison and hospital, Military Physician Board in the military hospital of military unit 3080, Section of psychiatric care and professional psychophysiological selection were opened (order of the Commander of the National Guard of Ukraine dated February 15, 2017, No. 94).

Medical rehabilitation Medical rehabilitation of military personnel and civilian employees of the National Guard of Ukraine is conducted on the bases of the medical center “Novi Sanzhary” and medical-rehabilitation center “Topolia”. In 2017, 3,007 people received treatment and rehabilitation at the medical centers “Novi Sanzhary” and “Topolia” of the National Guard of Ukraine. The number of servicemen of the National Guard of Ukraine who received sanatorium treatment in the current year is 579 (including 493 ATO combatants). Furthermore, a pilot project was initiated in cooperation with the psychological support service of the Main Headquarters of the National Guard of Ukraine to provide medical rehabilitation with psychological support on the basis of the NGU MC “Novi Sanzhary”. In order to create appropriate conditions for rehabilitation and sanatorium-resort therapy, improvement of material and technical means at NGU MC «Novi Sanzhary», the basement of dormitory

blocks No. 1 was reconstructed into the hall for physical training and recreation classes, major reconstruction of the roof of dormitory blocks No. 1, two wards for ATO veterans, who were wounded, injuried or shell-shocked, was carried out. The expert construction assessment and procurement of materials for the capital construction of a two-storeyed dormitory block, reconstruction of two two-roomed houses with amenities for vacationers, reconstruction of the hygienic complex were done at the medical rehabilitation center «Topolia». During the visit of Vice-Prime Minister for European and Euro-Atlantic integration of Ukraine to “Novi Sanzhary” in May 2017, the agreement was reached on establishment of a modern rehabilitation section for spinal ATO veterans who were wounded, maimed and got serious spine injuries.

Medical supply In order to provide medical treatment at medical posts of forces, military units, and medical rehabilitation centers of the National Guard of Ukraine, medicine and equipment (dental, physiotherapeutical, sterilizing, laboratorial, for emergency medical care) were purchased.

NATIONAL GUARD OF UKRAINE Medical furniture (medical wardrobes, medical couches, tables for manipulation, instrumental tables) was purchased to equip and organize the work of medical posts of the NGU military units. It allowed to provide and upgrade the medical furniture by 95%. The priority was given to newly established medical posts of military units 3070, 3012 (Izmail), Kyiv Faculty (School) of the National Academy of the National Guard of Ukraine. Office equipment and software was purchased to equip the class of psychological testing. Military personnel was better provided with individual medical protection kits

(100% of personnel involved in combat and service activity are provided with individual combat medical first-aid kits). To improve the medical evacuation of personnel of the National Guard of Ukraine, 26 ambulance cars, 5 sanitary bandage and 3 sanitary vans were purchase in 2017. It improved the state of sanitation provision up to 80%. For prevention and early detection of tuberculosis, other lung diseases, a mobile X-ray vehicle (based on a small bus) was purchased, put into operation and successfully used for diagnostic examination of personnel of military units of the National Guard of Ukraine. The international NGO ÂŤHIV/AIDS and TB InstituteÂť provided 2,000 HIV / AIDS tests, 1,000 tests for diagnosing hepatitis, and 62 sets of posters (8 items each) for visual propaganda to prevent these diseases. During 2017, the Training Center in Zolochiv trained 57 instructors on tactical medicine. Moreover, 5 traumatologic aid instructors from the medical personnel f the NGU completed the international instructors training course. To improve the classes of military medical training, which provides effective training in the standards of medical care provision in case of trauma (pathology), the educational and material base was impoved for conducting lessons by tactical medicine instructors (946 training tourniquets and 42 training mannequins for working out tamponade skills were purchased and distributed among military units). The licensing of medical units and medical facilities of the National Guard of Ukraine is still in progress. By now, 31 medical posts are licensed to run medical practice, and the military hospital of the National Guard of Ukraine has been accredited (military unit 3080), receiving the first category.

COOPERATION WITH INTERNATIONAL ORGANIZATIONS

I

n October 2017, at the annual meeting of the Senior Council of General Directors and Commanders of the International Association of Gendarmeries and Police Forces with Military Status (FIEP) in Amman (Jordan), the National Guard of Ukraine was granted the full-membership status after a year of being an observer. As observers, the representatives of the National Guard of Ukraine participated in all the FIEP events. It gave the opportunity to evaluate the effectiveness of the experience exchange in developing recommendations and effective approaches and mechanisms to respond timely and effectively to the contemporary challenges and threats to

the national security of each individual country; to strengthen the world`s security and stability architecture and to implement the leading experience of partners in the activity of the NGU. Membership in the FIEP facilitates: • recognition of the National Guard of Ukraine as being equal to similar agencies of the countries of Europe and the world; it affirms the compliance of the NGU with international requirements to similar law-enforcement agencies and emphasizes the trust of international partners to the NGU; • strengthened support of foreign partners in the process of the NGU


White Book 2017 reforming in accordance with the norms and standards for lawenforcement agencies of the FIEP Members; • intensification of cooperation with colleagues all around the world, development and strengthening of international relations with the FIEP Members and Observers; • the opportunities for experience exchange in areas of common interest for the FIEP Members, and the participation in events to discuss common challenges and threats to national and international security.

Reference: The International Association of Gendarmeries and Police Forces with Military Status (FIEP) is a professional international organization that brings together law-enforcement agencies with military status. It is a powerful platform for sharing experience on issues of public security, countering transnational crimes, terrorism, threats to national and international security, as well as for the formation of a common policy aimed at ensuring stability and security in the international environment. The FIEP (French acronym for FranceItalie-Espagne-Portugal / France-ItalySpain-Portugal, which are the first four “historical” members) was founded in 1994. Today the Association consists of 16 law-enforcement agencies with military status, which are similar to the NGU. The Association consists of Full Members (French National Gendarmerie, Italian Carabinieri, Spanish Civil Guard, Portuguese National Republican Guard, Turkish Gendarmerie, Royal Netherlands Marechaussee, Moroccan Royal Gendarmerie, Romanian Gendarmerie, Jordanian Gendarmerie, Tunisian National Guard, Palestinian National Security Forces, National Guard of Ukraine),

Associate Members (Argentinian National Gendarmerie, Chilean Carabineros, Qatari Internal Security Force “Lekhwiya” , State Military Police and Military Fire Brigades in Brazil) and Observers (National Gendarmerie of Djibouti). The FIEP organisation: The Senior Council of Directors/ Commanding Generals is made up of the directors and commanders of Gendarmeries and Police Forces who are the Members of the Association. During their annual meeting, they discuss the most important issues and sum up the work of the FIEP during the year. Presidency is formed to ensure the effective functioning of the Chairman of the association who is appointed annually by rotation among the Directors/ Commanding Generals and the country which holds the Presidency. There are four technical commissions. Each commission meets once a year and consists of experts of the member institutions on the chosen topic of the commission meeting. 1. “Human Resources” commission. 2. “Service organisation” commission. 3. “New technologies and Logistics” commission. 4. “International Affairs” commission.

Cooperation with NATO Cooperation with NATO using all possible tools is one of the priority directions of the international cooperation of the National Guard of Ukraine. The activity of the NGU in the NATOUkraine Joint Working Group on Defense Reform (JWGDR) and participation in the NATO Planning and Review Process (PARP) was effective in 2017. Representatives of the NGU were actively involved in various trainings, seminars, courses and other events, conducted within the framework of cooperation with the NATO-Ukraine Professional Development Programme (hereinafter – the Programme). The English-language courses for 64 representatives of the NGU were organized by the Programme in 2017. With the support of the Programme, servicemen of the NGU had an opportunity to complete the English-language courses at the National Defence University of Ukraine named after Ivan Chernyakhovsky from September 2017 to May 2018. At the request of the NGU in 2017, the Programme together with the Defence Attache of the Embassy of the Kingdom of Sweden in Ukraine purchased and handed over 445 English textbooks to

the National Academy of the National Guard of Ukraine. Also the representatives of the NGU regularly took part in module informational and introductory courses concerning the current NATO issues and Euro-Atlantic Integration State Policy, organized by the Cabinet on Ministers of Ukraine together with the Programme. The agreement on the participation in the Programme of Design and Implementation of Training Courses with the involvement of foreign experts which are going to take place at the National Academy of the National Guard of Ukraine in 2018, was also reached.

Within the framework of the cooperation with the Building Integrity Initiative, 36 representatives of the NGU took part in 5 training courses and seminars concerning the issues of building integrity and preventing corruption in defence, which were held both in Ukraine and at other education institutions of the NATO member states. In November 2017, the NATO Building Integrity Seminar involving foreign experts was held at the National Academy of the National Guard of Ukraine. In general, 394 representatives of the NGU participated in 37 events within the


White Book 2017 framework of the cooperation with NATO Programmes and Trust Funds. Some progress was made in the implementation of the main events within the framework of the Annual National Programme under the auspies of the Ukraine-NATO Commission. 24 representatives of the NGU took place in 21 educational events within the framework of the Individual Partnership Programme between Ukraine and NATO in 2017. Representatives of the NATO Parliamentary Assembly arrived at the military unit 3018 of the NGU during their visit to Ukraine. The main aim of

this visit was to acquaint the delegation with the main tasks and functions of the NGU. The Main Headquarters of the NGU conducted the seminar “Place and Role of the National Guard of Ukraine in the Defence and Security Sector of Ukraine. The Use of the National Guard Units to Defend the Country. Cooperation of the NGU with the Armed Forces of Ukraine” for the leadership of the NATO Delegation to Ukraine, representatives of the embassies of the United States, Great Britain and Canada in Ukraine, counselors of the Ministry of Defence and the NATO Liaison Office in Ukraine.

INTERNATIONAL PROJECTS Project on Physical Nuclear Security System During 2017, the implementation of the international project “Inclusion of Ukraine’s Physical Nuclear Safety System into the Structure of the Global Physical Nuclear Security (GPNS)” together with the Defense Threat Reduction Agency (U.S. Department of Defense), continued its work to improve nuclear safety and security. The main task of the project is to strengthen the NGU capacity for the nuclear facilities security. Within the framework of the project the NGU got the financial aid for the total amount of $500,000 in 2017.

Ukrainian-Estonian Project “Resilient Ukraine/ Civil society support for strengthening national resilience and security in Ukraine”

In October 2017, the realization of the joint project with Romanian Gendarmerie “Support to the Development of the National Guard of Ukraine” was accomplished. It was the second joint project of the Ukrainian-Romanian cooperation which lasted from 2016 until 2017. One of the significant achievements of the conducted joint projects was the creation of the Mountain Unit of the NGU for providing security in mountainous areas and assistance to tourists and the local population. The creation of the unit was based on the experience of the Romanian Gendarmerie. The main aim of this project was to implement the European approaches in ensuring security and raising public confidence in the National Guard of Ukraine. Also, within the framework of the project realization, Ukrainian experts had an opportunity to study the practical experience of public order protection and protection of public facilities units, special

Eastern Partnership Initiative The representatives of the NGU participated in 4 anti-corruption and counter-terrorism seminars and conferences held in Berlin (Federal Republic of Germany) and Vilnius (the Republic of Lithuania) in 2017. The main aim was to strengthen and broaden the cooperation between law-enforcement agencies of the member states of the European Union and the Eastern Partnership (Azerbaijan, Armenia, Belarus, Georgia, Moldova and Ukraine).

Multinational Joint Coordinating Committee With the aim to evaluate the current state of the defense forces, to submit proposals for the ways of reforming and providing the logistical and advisory assistance for Ukraine, development and implementation of effective mechanisms of the Armed Forces of Ukraine and the United States Armed Forces in the process of their reforming in 2017, the representatives of the NGU together with

the servicemen from the Armed Forces of Ukraine and the representatives from the United States of America, Canada, Great Britain, Poland and Lithuania participated in 3 Multinational Joint Coordinating Committee meetings in Ukraine and 1 meeting abroad. Within the framework of the Multinational Joint Coordinating Committee activity in 2017, Ukraine obtained technical assistance for a total amount of $19 million (communications facilities, electrical equipment, generators, support trailers, RAVEN Small Unmanned Aircraft Systems and special training for Aviation Operations Specialists (Unmanned Aircraft Systems).

COOPERATION WITH SIMILAR MILITARY FORMATIONS OF FOREIGN COUNTRIES

T

he National Guard of Ukraine continued its work on consolidation of existing and building of new relations with the similar military formations of Europe and the world in 2017.

The United States Armed Forces and the California National Guard The National Guard of Ukraine continues to actively develop the cooperation with the United States Armed Forces and the California National Guard. Within the framework of the state partnership program between the National Guard of Ukraine and the California National Guard the training

courses for the servicemen of the NGU were organized in 2017. The representatives of the California Air National Guard and the United States Air Force conducted the Military Installations Protection Training for 60servicemen of the NGU. 26 representatives of the NGU participated in the Military Decision Making Process (MDMP), conducted by the instructors of the California Air National Guard. From March to November 2017, the US Doctrine and Education Advisory Group (DEAG), including the adviser from the California National Guard, cooperated with the NGU Main Headquarters, in order to provide advisory assistance in the development of training centers and the National Academy of the National Guard


White Book 2017 of Ukraine and preparation of guidance documents on the headquarters` training. The NGU delegation, headed by the Commander of the NGU, visited the 7th Army Training Command (a United States Army training organization located in Grafenwöhr, Bavaria, Germany) in November 2017, in order to acquaint with the structure and main tasks of the 7th Army Training Command, principles of training, educational materials and technical base of its training centers. The delegation also visited the active phase of the multinational exercise Allied Spirit VІІ. In December 2017, the delegation headed by the Commander of the California National Guard, Major General David S. Baldwin, visited the National Academy of the National Guard of Ukraine in order to acquaint with educational and technical base of the Academy and to evaluate the system of future NGU officers training. During the meeting with the Commander of the NGU, the agreement on cooperation between the National Academy of the National Guard of Ukraine and educational institutions of the California National Guard was reached.

Canadian Armed Forces Beginning and broadening of collaboration with the Armed Forces of Canada was one of the main directions of international cooperation in 2017. In 2017, working meetings with the representatives of the National Guard of Ukraine and the Canadian Armed Forces (CAF) within the framework of Operation UNIFER were held in Ukraine. The main aim of these meetings was to discuss the perspective directions of cooperation between the NGU and the CAF in the sphere of personnel training. The Canadian delegation also paid a visit to the educational institutions and training centers of the NGU to acquaint with the system of the NGU servicemen training and identify the needs in providing

the assistance to the professional development of the NGU personnel. Joint working group between the representatives of the Main Headquarters of the NGU and the Canadian Armed Forces developed and adopted the project of a Technical Arrangement between the Ministry of Internal Affairs of Ukraine and the Department of National Defence/ Canadian Armed Forces.

Armed Forces of the Republic of Poland Within the framework of bilateral cooperation with the Armed Forces of the Republic of Poland, two representatives of

NATIONAL GUARD OF UKRAINE the National Guard of Ukraine completed six months of intensive English language courses at the educational institutions of the Polish Armed Forces. In June 2017, the Deputy Minister of National Defense of the Republic of Poland paid a working visit to the Main Headquarters of the National Guard of Ukraine in order to get acquainted with the activities of the National Guard of Ukraine and achievements in the NGU reforming. The directions of further cooperation were also discussed during the visit. At the invitation of the Commanderin-Chief of the Armed Forces of the Republic of Poland, the delegation of the National Guard of Ukraine headed by the Commander of the National Guard of Ukraine, made an official visit to the Republic of Poland in July 2017. The main aim was to acquaint with the activities of the Armed Forces of the Republic of Poland, their structure, tasks, control system and personnel training. The main directions for further cooperation between the Polish Armed Forces and the National Guard of Ukraine were also defined and discussed during the visit. In 2017, the rehabilitation for 11 military servicemen of the NGU who were injured in the Anti-Terrorist Operation Zone, was organized. It took place at the Polish recreation and rehabilitation center “Dobry Brat” (“Good Brother”) in Osiec, Poland.

Latvian National Armed Forces Cooperation with the Armed Forces of the Republic of Latvia has been intensified. In 2017, during a bilateral meeting of the Commander of the National Guard of Ukraine with the Defence Minister of Latvia Raimonds Bergmanis, the

agreements on perspective directions of cooperation were reached. In June, 2017, the NGU delegation, headed by the Deputy Commander of the National Guard of Ukraine on Personnel, paid a working visit to the Republic of Latvia. In addition, the Academic Song and Dance Ensemble of the National Guard of Ukraine took part in the 4th International Military Music Festival in Daugavpils (Latvia). In the Latvian city of Cesis, the rehabilitation for 11 children of the NGU servicemen who died while performing their military duties in the Anti-Terrorist Operation Zone, was organized. In November 2017 a delegation of the National Guard of the Armed Forces of Latvia, headed by the Commander visited the National Guard of Ukraine to discuss prospective directions of cooperation, exchange of experience in the transition to NATO standards, the creation of the NCO corps and the training of junior commanders, training of instructors, improvement of the military reserve training system , military-patriotic education, conducting of cultural events and providing humanitarian assistance. Also, in November 2017, representatives of the National Guard of

Georgian Armed Forces

restoration at the Gendarmerie Forces National Training Center (Saint-Asti, France) and attended the Headquarters Officers Courses at the French National Gendarmerie Officers School (Melun, France).

In 2017, the Ministry of Defence of Georgia organized special rehabilitation courses for 40 NGU servicemen wounded in the Anti-Terrorist Operation Zone. They had an opportunity to visit the Tserovani Medical Psychological Rehabilitation Centre of the Ministry of Defence of Georgia together with their families.

The Embassy of France in Ukraine assisted at the organization of the French language courses for officers of the Main Headquarters and cadets of the National Academy of the National Guard of Ukraine.

French National Gendarmerie

In April 2017, a delegation of the Romanian Gendarmerie, headed by the General Inspector of the Romanian Gendarmerie Brigadier General Marin Andreiana, paid the official visit to the NGU for the implementation of the bilateral agreement and at the invitation of the Commander of the NGU. During the visit the agreements about the signing of the renewed bilateral protocol of cooperation were reached. The delegation of the NGU was invited to visit Romania to sign the renewed protocol of cooperation between the Romanian Gendarmerie and the National Guard of Ukraine after its processing by the Contracting Parties.

At the invitation of the French side, 17 servicemen of the Mobile Unit of the National Guard of Ukraine attended a practical training on the organization and implementation of tasks for public order maintenance and restoration. The event took place in the framework of the European Union Police Services Training (EUPST) at the Gendarmerie Forces National Training Center (Saint-Asti, France) in June 2017. The delegation of the NGU headed by the Commander of the National Guard of Ukraine visited France to attend the closing ceremony of the European Union Police Services Training (EUPST). They also paid visit to the DirectorateGeneral of the National Gendarmerie (Paris, France) and attended the meeting with the Deputy General Director of the French National Gendarmerie Lieutenant General Christian Rodriguez to discuss the development and main directions of bilateral cooperation.

Chinese People's Armed Police Forces

In addition, one representative of the NGU participated in the 14th International Superior Course conducted from September to December 2017 at the Application School for Officers of the Romanian Gendarmerie "Mihai Viteazul" (Rosu, Romania).

At the invitation of the Chinese side, the NGU delegation headed by the Commander of the NGU paid an official visit to the People's Republic of China in July 2017. The main aim of the visit was to acquaint with the activities of the Chinese People's Armed Police Forces, its structure, tasks, control system and personnel training, as well as to discuss and define the directions for further cooperation.

Italian Carabinieri According to the plan of bilateral cooperation between the National Guard of Ukraine and the Italian Carabinieri, 40 representatives of the NGU attended the practical training on public order protection and maintenance conducted by the Italian Carabinieri instructors in 2017. The NGU delegation headed by the Deputy Commander of the National Guard of Ukraine on Public Security visited the Italian Carabinieri Forces. During the visit the Parties agreed to broaden the bilateral cooperation on the experience exchange in the sphere

Turkish Gendarmerie In 2017, the cooperation with the Gendarmerie of the Republic of Turkey was intensified. During the working visit of the Turkish delegation to the NGU in May 2017, the main directions of broadening the bilateral cooperation were discussed.

SALARY FOR THE MILITARY PERSONNEL

S

alary consists of the position pay, rank pay, monthly bonus (position pay increase, additional pay, perks, permanent financial incentive and duty incentive pay). Salary depends on a job position, military rank, length, intensity and conditions of military service, qualification, academic degree and academic title of a serviceman. One-time bonuses are provided as: • financial support for recreation in the amount equal to a monthly position pay and financial support for solving some social problems in the amount that doesn’t exceed monthly salary with confirmed assignments; • financial support to provide for initial needs (in case when a conscript is transferred to a contract service); • reward for the length of continuous military service; • reward for activity;

In 2017 salary (except the military personnel of compulsory military service) including additional monthly bonus was about UAH 7000 per month and the average salary of the military personnel of compulsory military service was UAH 162.

The military personnel who took part in war conflicts and in the Anti-Terrorist Operation or other missions of special period conditions have got a special pay. For a direct participation in hostilities, in the Anti-Terrorist Operation, maintaining order at the state border areas, countering an attack against the protected objects, freeing objects that have been occupied or pursuit of weapons by force, weaponry or another war equipment on the combat line at the depth of company position, the servicemen get financial incentive pay of UAH 6,000 from January 01, 2017; UAH 7,500 from April 01, 2017; and in other places of dislocation within the boundaries of the Anti-terror operation conflict - UAH 2,400 from January 01, 2017; UAH 3,500 from April 01, 2017. Financial incentive pay was paid proportionally corresponding to the time spent during participation in conflicts or in the Anti-terror operation, another action of special period conditions from the day of factual starting the participation of servicemen till the day of its ending. For servicemen who accomplished the special missions during the Anti-terror operation the increased financial incentive pay is provided: For successful accomplishment of very important missions – from UAH 60,900 to 121,800 for one unit; For taking part in the military operations – UAH 1,000 for a day of such participation.


White Book 2017 Salary for those who perform military selective service in the mobilization period, a special period, is paid according to the order and in the amount agreed for officer personnel, soldiers, NCOs and first sergeants, who serve as contracted soldiers. PENSION ARRANGEMENTS

W

ith the aim of ensuring the constitutional rights for state pension and social protection according to functional competences of the servicemen of the National Guard of Ukraine, retired servicemen and their family members, the Retirement Pension Methodology Direction of the Financial and Economic department of the National Guard Main Headquarters accomplished in 2017 the following basic tasks: • data-gathering, processing, preparation and presenting to the institutes of Pension fund of Ukraine in regions and in Kyiv the documents which are necessary for entitlement of pension concerning length of service, invalidity and loss of the head of a family according to the law of Ukraine on “Pension for people retired from military service and some others”; • issuance of the army veteran certificate including the badge for retired militaries;

• assessment of pension amounts and preparation of the certificates for retirees in the process of pension reassessment in accordance with the current legislation. During 2017, 374 applications for pensions were issued, including: pension for applications;

pension for disability – 181 applications; pension in case of loss of the head of a family – 38 applications; Subsequent to the results of civilians' applications and documents, which were applied for pension entitlement, 61 “Veteran of military service” certificates were issued. For providing the pension reassessment for former militaries, 48 certificates of the sum corresponding to job positions were prepared and addressed to the Main Headquarters. Moreover, certificates for the right for subsidy use were also issued to 16 widows of military service veterans.

Separate special purpose reconnaissance detachment and separate special purpose detachment of the Eastern Territorial Command were reorganized into one separate special purpose detachment of the National Guard of Ukraine. The Fourth battalion was formed deployed in Izmail, Odessa Oblast in the 49th public order protection regiment of the National Guard of Ukraine. 1,058 positions were added additionally to the organic personnel chart of military units to carry out the missions on protection of the justice system bodies and institutions. “Service on protection of public authorities and key infrastructure” was established in military unit 2260 to organize the accomplishment of the tasks connected with public authorities protection. Combat training instructors sections (6-8 positions each) were introduced in military units (separate battalions) of the National Guard of Ukraine. The reorganization of patrol elements was done. (the strength of patrol platoons was increased to 25 positions, each company consisting of three platoons). “Territorial Defence service” was formed in the HQ operational departments of Southern, Western, Eastern and Central Territorial Commands of the National Guard of Ukraine. The “chaplain” positions were added to the units of the National Guard of Ukraine. “Gender Integration Service” was created in the HR department of the Main Headquarters of the National Guard of Ukraine. The language training and language testing sections were formed within the language department of the National Guard of Ukraine. 2 protection platoons were introduced into the Training Centre of the National Academy of the National Guard of Ukraine. Group of monitoring and information space impact, the civil-military cooperation group (CIMIC) were formed within the Image and publishing center of the National Guard of Ukraine. “Automatic personnel database service” was established in the division of personal registration, rewards, issues of granting the status of combatants/participants in warfare, and State Personnel Administration Service of the Main Headquarters of the National Guard of Ukraine. Section of psychiatric aid and professional psychophysiological selection was formed at the Military Hospital of the National Guard of Ukraine (with 150 beds) Veterinary Service of the Logistics Department of the Main Headquarters of the National Guard of Ukraine was reorganized into Food safety and veterinary medicine service. Division of food safety, veterinary medicine and veterinary and sanitary expertise was formed at the Central logistic support base of the Main Headquarters of the National Guard of Ukraine. (Mobile) bath and laundry centers were created as a part of operational brigades, separate brigades of public order protection, operational regiments, separate battalion of training support the Northern Territorial Command of the National Guard of Ukraine. Infantry battalion (of platoon points protection) was disbanded with its equipment and weapons as a part of the 15th regiment of the National Guard of Ukraine. The aviation squadron of unmanned aerial vehicles was moved from military unit 3028 (Kalynivka town) to military unit 2269 (Oleksandriia town).
