As we begin 2018, I would like to personally thank those that have or will be renewing their membership with NATM. Membership renewals are due Jan. 31, 2018, and signifies a reenlistment to continue improving the safety of the US roadways. NATM would be unable to achieve its growth and positive influence on this industry without dedicated suppliers, service providers and trailer manufacturers supporting the Association’s mission to "promote trailer safety and success of the trailer manufacturing industry through education and advocacy." This year, we celebrate NATM’s 30th anniversary since its founding in Chickasha, Okla. in 1987. We have detailed the decal sales, the creation and expansion of the government affairs program, the development of the Compliance Verification Program, and numerous other achievements in the last few issues of Tracks magazine and on social media. It is important to
remember that none of this would be possible without dedicated companies renewing their membership with NATM year after year. Since our inception with only five trailer manufacturers, NATM now stands at 930 companies including 503 trailer manufacturers and 427 suppliers and service providers. These trailer manufacturers volunteer to join NATM in order to receive an unbiased, third-party consultation to verify that they have the processes in place to build trailers to Federal Motor Vehicle Safety Standards. They spend additional money annually to re-up their commitment to building safer trailers which shows a huge dedication to their customers in offering a compliant product. In addition, these trailer manufacturers also purchase the NATM Decal. Decal purchases fund biennial consultations as well as create awareness of NATM’s mission to promote trailer safety. Suppliers and service providers play an equally important role in NATM’s success, and their membership and dedication are critical to our ability to provide educational resources and workshops, hold the annual NATM Convention & Trade Shows, and publish Tracks magazine. These associate members support the light- and medium-duty trailer industry through their membership dues, advertising dollars, sponsorships and leveraging their expertise to share with others in the industry through educational articles and workshops. It’s hard to believe 2018 is already here! This past year was one of transition and growth for NATM and the industry and it seems this trend will continue in 2018. These changes bring about exciting opportunities and I look forward to working on those with our members and staff. In just a couple of weeks we will soon get the chance to come together for the 30th Annual NATM Convention & Trade Show in Fort Worth, Texas. This will be my first convention serving as Executive Director of NATM, and it will also be a return to the location of my very first Convention that I attended in 2012. As I look back at my time with the Association and how much I have grown since that first year, my thoughts are equally entwined with how much NATM has grown in that time. NATM is constantly working to improve and expand the Annual NATM Convention & Trade Show, and this year, we are excited to debut the new event, Lunch with Exhibitors, as well as the NATM Tech Talk session. To learn more about these new events, turn to page 64. We are also hoping to break our record of 1,100 attendees in Fort Worth. The convention is by far my favorite NATM event as it gives me the chance to see so many of you all in one place, and it is the perfect chance to get to know more of our members. I hope to see you all in Fort Worth this February!
visionary Boards and incredible volunteerism have also played key roles, it was Pam who year after year pushed the boundaries of what NATM could do and worked tirelessly on behalf of the members. She was the constant, guiding force that made sure NATM’s mission resounded in all of its efforts, even with regular Board and committee turnover and a constantly changing industry. Pam’s farewell article can be found on page 8. Despite this loss, I am thrilled to take the incredible work Pam and previous NATM leaders have done and use it as a launching pad for an even brighter future alongside our members. I am excited to unveil the first annual Trailer Safety Week in June 2018. I am so proud of the work staff have done to make this vision a reality and the way members have already begun to offer their support in a myriad of ways. Further, NATM will continue to address workforce shortage issues as well as the coming technological changes with vehicle-to-vehicle communication and autonomous vehicles. Each year brings with it a renewed vigor and commitment to safety and our members. I look forward to 2018 and am excited to join each of you in growing and bettering this wonderful industry.
NATM’s growth over the last thirty years can be attributed to the Board, committees, members and staff. Thank you to those committee volunteers who helped us reach new heights in 2017. A special thanks to the three outgoing Board members who each helped to ensure a bright future for the Association: Les Eaves, Marcus Hester, and Nathan Long. For more information about the outgoing Board members, turn to page 30. As we look to 2018, we will welcome in new committee members, board members, and NATM members as well as the brand-new NATM Education Committee. For more information about the slated committee members, turn to page 28. But, this New Year is also bittersweet as we say farewell to Pam Trusdale, NATM’s Executive Director for nearly 20 years. Pam’s enthusiasm and passion has undoubtedly been the fuel the Association needed to flourish. She will be sorely missed by members and staff alike. Though

After 19 Years with NATM, Pam Trusdale Bids Farewell By Pam Trusdale, NATM Consultant PREFACE: As part of NATM’s 30th Year Anniversary, Pam Trusdale has been sharing articles about the history of NATM and the individuals who have had an impact on its success. Trusdale began working with NATM in 1998, and under her leadership NATM has flourished. Membership numbers grew nearly 250 percent, NATM’s Compliance Verification Decal sales began and now stand at eight million nationwide, NATM established the mandatory Compliance Verification Program, cash assets increased 630 percent and a government affairs program was established and now proactively addresses legislation at the national level. Pam Trusdale retired as NATM Executive Director in August 2017 after almost 19 years in that position. She will continue until March 2, 2018 in an advisory capacity to assist with the transition of Kendra Ansley as Executive Director. This article is a reflection on her experience with NATM and a farewell to the NATM members and friends that Pam made over the last two decades. It was a cold day in October of 1998 when I traveled to the Kansas City Airport to interview for a job. Although my degree was in Medical Technology, I switched to association management in 1986 when an opportunity fell in my lap. It was only part-time at first and I continued to work part-time as a Medical Technologist until I knew for sure that association work was my passion. I spent 12 years building a struggling association as the sole employee. That organization was doing well and I was looking for a new challenge. I lost a close election for the state legislature and then took a position that did not turn out as promised. When I saw the ad in the newspaper for an executive director for a national trade association, I had the feeling that this might be what I was looking for. I applied and interviewed with the local association management company managing NATM at the time and I was selected as a finalist to interview with the NATM Executive Committee – Bob Bushnell (Western World), Roland Gehman (MGS Incorporated) and Jack Klepinger (Wells Cargo, Inc.). Several weeks later, I was offered the position as NATM’s Executive Director.

My first day at NATM was Nov. 23, 1998. I was greeted by the association management company, “We are really glad you are here, NATM has really been keeping us busy!” My experience with NATM started off in a whirlwind. I needed to complete plans for the convention coming up in February 1999, work on the arduous annual revisions of the Guidelines for Recommended Minimum Manufacturing Practices for Light- and Medium-Duty Trailers, and answer the ever-increasing number of calls about membership and the convention. At this same time, we were also soliciting sponsors for the Convention & Trade Show. Thanks to the help of Steve Kildow (Dexter Axle) I was able to raise $40,000 in a short period of time. Convention plans were so far behind that I had to rent a van and drive all of the boxes of registration materials to Dallas so that everything would be there in time. That year, we sold out the 1999 NATM Convention & Trade Show three times before we just couldn’t find another space to put a booth! When I called the hotel to see if I could increase the room block for NATM attendees, the sales representative was a little short with me and said that NATM didn’t have a good history and had only been picking up about 50 percent of our contracted rooms. (Ahh, the days before attrition clauses!) We ended up at about 150 percent of the contracted room block that year. Membership growth for NATM had been slow during its first ten years of existence. But in 1998, with a dedicated and enthusiastic Board of Directors, a new management company, a new dedicated executive director and an industry that was growing, NATM also began to grow. Membership had fluctuated between 100 to 200 members for several years, but by the fall of 1999, we had exceeded 300. NATM was one of nine companies managed by the management company at that time, and it was growing faster than any other organization. By 2001, NATM membership was over 500, a dedicated assistant for NATM was hired and there was much discussion about establishing a compliance program. Then NATM President Roland Gehman (MGS Incorporated), along with board member Jerry Shipman (Sundowner Trailers, Inc.) were strong advocates www.NATM.com

for establishing an inspection program to ensure members had the manufacturing processes in place to build trailers that complied with Federal Motor Vehicle Safety Standards. My favorite quote from a Board member came during a discussion of the proposed compliance program. Roland Gehman said that NATM needed to hire two inspectors and inspect every member every six months. Being ever vigilant about the tight budget I replied, “But Roland, I’m not sure if we have enough room in the budget to add even one inspector.” To which he replied, “We can’t let money get in the way of a vision.” And we didn’t. The NATM Board, after heated discussion, decided to hire one compliance consultant to inspect members that volunteered every 24 months. The first consultant was hired in January of 2002. NATM had three dedicated employees at the management company, and one additional employee, Allison (Francis) Malmstrom, that enjoyed working for NATM and spent a good deal of time dedicating her efforts to NATM projects over other groups. With the additional workload and employees added for NATM, office space within the management company was getting tight. It was later that year that the Board decided to move to its own office space and contract some of its services from the management company, but otherwise the Association would be self-managed. In October of 2002, NATM moved to its own office space with four employees. Once NATM was on its own, everything was full steam ahead. Less than a year after we established the new NATM headquarters tragedy struck my life. On Aug. 7, 2003 my husband Mike O’Toole and I were discussing how lucky we were. We had just built a new home; our three children and two grandchildren were doing well and we both had jobs we loved. He was the wing commander of the 190th Air Refueling Wing and NATM was on its own and thriving. We both felt like we had our dream jobs and we were doing www.NATM.com

something important – he was serving our country, I was working in an industry that was committed to improving highway safety. On Aug. 8, 2003 my husband, my middle daughter and I were flying in a Cessna 182 to Pittsburg, Kan. to celebrate my mother’s birthday. The plane stalled and crashed on take-off, killing my husband and critically injuring my daughter. I only sustained minor injuries and a broken foot. The outpouring of support from the NATM staff, Board of Directors and entire membership was overwhelming. The Board told me to take however much time I needed to recover and that my job would be there for me when I was ready to come back. I will never forget the kindness – the notes, cards, flowers, memorial contributions and phone calls. Norm Helmke (Featherlite, Inc.) was the NATM President at that time and I still remember how touched I was that he drove all the way to Topeka to be there for my husband’s funeral. I know there are many of you who were members in 2003 who reached out to me at this most difficult time in my life. I want to tell you how much that meant to me then and now, to know that I worked for such compassionate and kind people. With that kind of support, I knew that this was the organization I would be with until I retired. The time from 2003 until today has been a whirlwind. The staff continued to grow and NATM established a strong financial
base. In 2006, the Board approved the purchase of our first office building – paying cash for the purchase. But NATM continued to grow, add programs and add more staff members. Our conference room quickly turned into cubicles and some staff members were sharing office space in the basement. In 2013, NATM purchased its second office building. It was structurally sound, but in need of renovation and it was bought for 25 percent of the original asking price. We renovated the building and moved in at the end of the year and eventually sold the other building. The second building, including renovations, was a cash purchase. Our current location is in a safer neighborhood, which NATM significantly improved with our building renovations, and has extra office space which will allow room for future growth. Membership has grown steadily since I started in 1998. NATM peaked at 1,002 members in 2008 before the recession hit. The recession was devastating to our members, the Association and the industry. Due to the fiscal responsibility and foresight of the Board of Directors, NATM had been building reserves to ensure the future of the organization. In 2009 membership dropped by 20 percent, revenue dropped by 20 percent, and decal sales dropped by 37 percent. Some members went out of business, some companies merged, some members just couldn’t afford dues and some of those who could, paid their dues on a payment

plan. The reserves set aside by the Board sustained the organization until the economy began to recover. The true success of NATM has been due to dedicated and visionary Board members and to loyal members. The fiscal responsibility of the Board of Directors has been crucial to NATM’s success. When I began in 1998, NATM had $346,540 in cash assets. Today with the reserves and property, NATM has about $2.5 million in assets. Those assets are important to the future of the organization. Since the building is owned by NATM, there is no rent, but equity in the building continues to rise as it appraises for significantly more than our investment. Reserves are used to fund special projects to meet member’s needs, such as creating an Early Warning Reporting and Recall Compendium, fighting unanticipated legislation that could cost our members millions of dollars, as well as maintaining the security and future of the organization should there be another economic downturn. Strong decal sales have made it possible to keep the Compliance Verification Program free of charge to all members who support the program through their purchase of decals, and the decal continues to grow in significance to consumers. My dream for the organization is that one day every consumer will look for the NATM decal before purchasing a trailer.

If I had to list one thing that has been most impactful in my career with NATM – it would be the people. Through my work with the organization, I grew so much as a professional and I have made so many wonderful friendships. The leadership in this organization has been tremendous and every president I have worked with I consider a personal friend. At the end of each presidency I have been a little sad because it marks the end of our frequent contact. But then, a new leader takes the position and I recognize that I haven’t really lost a friend, but just added a new one.
One of the highlights of the past year has come through NATM’s 30th Anniversary articles I have written for Tracks. While writing these articles, I have communicated with every past president that I worked with and we reminisced about the time we worked so closely and NATM and its accomplishments then and now. I have a special memory of each and every board member and officer I have worked with. Some are related to NATM accomplishments, some are personal, some are funny – but all are meaningful. Those memories aren’t just board members, but the many, many members who are so important to NATM www.NATM.com
– exhibitors, sponsors, committee members, members who call with questions or step up to support us when we need assistance addressing legislation or regulations impacting the industry. Although members have had a major impact on my time at NATM, the staff members and consultants I worked with have been equally important. I have worked with Kim Mann, NATM General Counsel, since I started at NATM. I have learned a great deal from Kim and I know I have grown professionally under his mentorship (I can tell just from the fewer number of corrections on the minutes he reviews for me after each Board meeting). Kim has provided valuable advice to me and to our members over the years, and along the way has become a good friend. NATM hired K&L Gates to provide government affairs representation in 2008. I was on the committee that interviewed the applicants and was part of the unanimous decision to select K&L Gates. It was one of the best moves by the Association during my tenure. It has been great to work with Darrell Conner, Dennis Potter and Tammy Sumner of K&L Gates for the past nine years. With January/February 2018

their guidance and assistance, NATM now has “a place at the table.” The Association has accomplished a number of valuable legislative and regulatory projects saving members millions of dollars. When I began, our meetings in DC consisted of a meeting with a National Highway Traffic Safety Administration (NHTSA) employee who had little authority to talk about minor issues. Since that time, we have had the NHTSA Administrator present the keynote speech at a convention and have met with the NHTSA Administrator on two occasions. We have developed ongoing relationships at NHTSA allowing us to keep our members informed so they can be proactive in addressing issues of concern. The members of the Board have shared both my ups and downs. In 2009, I reconnected with a high school sweetheart, Tom Trusdale. I warned Tom that he might get a lecture from a couple of Board members who saw themselves as my younger brothers, when he joined me at an NATM Convention. Later on, he laughed and said that it must be Travis Eby and Andy Gehman, and he had gotten the anticipated lecture about treating me right. When Tom attended a Board meeting with me we were pleasantly surprised when Gary Potter bought champagne for us all to toast our marriage. I was fortunate to reconnect with Tom and look forward to sharing my retirement years with him. The NATM staff has been like family to me. Two staff members who retired recently, Allison Malmstrom and Linda Brink, were with me almost from the start of my time at NATM. Linda worked for the management company and was the first person I met. Her cubicle was next to mine and I always enjoyed her positive attitude, smile, laugh and the great way she interacted with members. Although she didn’t move with us in 2002, we lured her away and by 2006 she was an NATM employee, staying with us until she retired in 2016. Allison was a temp at the management company, hired to help out while another employee was on maternity leave. The day she started she announced she wouldn’t be in Topeka for more than three months. She came with NATM when we moved out in 2002, got married in 2004, and telecommuted for the next four years, serving as the NATM Membership & Events Director. When her husband finished his residency, he accepted a position in Topeka and Allison was back in the office full-time, but was now the mother of two. She eventually downgraded to working part-time and retired to be a stay at home mom after the 2017 Convention & Trade Show in Orlando. They were both great employees who worked well with members and added to the success of NATM.

NATM has been a big part of my life for over 19 years now. I have watched it grow from a small organization to a strong organization with an ISO accredited compliance program, a magazine, a presence in Washington DC, and an educational program, just to mention a few accomplishments. The success of NATM is and always will be important to me. I can retire comfortably because I know NATM is in good hands and the accomplishments of the past 19 years will be miniscule in comparison to what the future holds. That is because of current staff that will be carrying on when I retire. Cindy Streeter, Bookkeeper and Office Manager, has been a godsend. Before Cindy, we had a high rate of turnover for bookkeepers for a few years. Fortunately, we found Cindy whose accuracy and attention to detail make our annual audits a breeze. Under Meghan Ryan’s leadership, Tracks magazine is the best it has ever been. Not only has she increased advertising, but the quality of the content is outstanding and it is always out on time. Monica Johnson, currently the Quality Director, has served NATM in numerous capacities. She has managed the NATM Trade Show, assisted with membership, provided administrative support for the compliance program, managed our database, and helped out in any way needed to make NATM successful. Christina Trimmer has been our Executive Assistant for almost seven years. She assists in numerous capacities, but most notably, she has processed more than 3.5 million decal sales. Colin Holthaus, Technical Director, and Matt Searcy, Compliance Consultant, joined the NATM staff in 2016. Colin has also helped improve Tracks by identifying technical issues and writing articles. He also assists with compliance consultations. Matt is now our most frequent traveler and has been getting outstanding reviews for his compliance consultations. NATM’s newest employees Lane McNeil, events coordinator, Bill Tofflemire, membership and education director, and Savana Morrison, marketing coordinator, are all doing a great job and quickly learning the ins and outs of NATM. I want to conclude with one of my best decisions. Kendra (Fritz) Ansley was highly recommended to me by a respected professor at my alma mater, Washburn University. She started out at NATM part-time assisting with membership, but let me know that she planned to attend law school, a decision I respected. I told her if law school wasn’t the right track for her future, there would always be a position at NATM. After one semester she decided that law school wasn’t the right choice. At the same time NATM was ready to move ahead on ISO 17020 accreditation of the Compliance Verification Program – a daunting endeavor. www.NATM.com
After 19 Years with NATM, Pam Trusdale Bids Farewell Kendra came back to NATM as the Quality Director. She wrote the Quality Manual and established the Quality Management Program. Under Kendra’s leadership, in July of 2015, NATM was granted ISO 17020:2012 accreditation. The assessor said that NATM was one of the best prepared organizations he had inspected. Although still one of the newer staff members, Kendra caught on to everything quickly and became the “go to” person when staff members needed assistance. During this time I began contemplating retirement. I wanted to ensure that whoever took my place would continue the momentum that NATM had built up over the last decade. I approached Kendra with my thoughts and so began the succession planning. We developed a plan and time frame (which has been tweaked from time to time during the process) and the Executive Committee approved. Kendra and I have been working together managing NATM for about two years now. After the ISO accreditation, Kendra was promoted to Assistant Director. In March of this year we began officially co-directing. Kendra was off for maternity leave from the end of May until mid-July. She officially took over as Executive Director in August of 2017. I have remained part-time to assist with the transition and to go to one last Convention & Trade Show so that I can see all of my wonderful NATM friends one more time. Kendra is doing an outstanding job and I can

retire comfortably knowing that NATM will continue to grow and Kendra and the rest of the staff will take NATM to a new level of success. My friends keep asking me what I am going to do with my time once I leave NATM. I do not currently have a specific plan, but know I won’t have any trouble keeping busy. My husband Tom has already signed us up for the Bike Across Kansas in June, so the first thing I will be doing is getting in better shape and spending a lot more time on my bicycle. My three children have given me eight grandchildren whose ages range from a freshman in college to twin two-year-old granddaughters. My goal is to be the favorite grandma. Additionally, I am perusing options for my next volunteer project as I have always believed in giving back to my community. As I leave, I want to thank all of you for allowing me to lead your organization. Thank you for your support of NATM and your dedication to trailer safety. The friendships I have made and the experiences that I have had with NATM will always make me smile. My career goal was to do something that made a difference. I truly believe that safety in the trailer industry has significantly improved over the last 20 years and it has been an honor to be part of that process. I look forward to seeing you in Fort Worth!

OSHA On-Site Consultation Program: A Resource for Manufacturers

Across the federal government, a variety of programs exist which seek to assist companies, particularly small businesses, with ensuring their compliance with applicable requirements. One such program is the On-Site Consultation Program conducted by the Occupational Safety and Health Administration (OSHA). This program is completely voluntary and confidential for participants and seeks to help employers identify potential hazards in their worksites and improve occupational safety systems.
OSHA is an agency of the Department of Labor which was created in 1970 with a mission of “assuring safe and healthful working conditions for working men and women by setting and enforcing standards and by providing training, outreach, education and assistance.” Under the Occupational Safety and Health Act, OSHA issues workplace health and safety regulations covering a diverse range of issues from personal protective gear and hazardous chemical exposure to operating dangerous machines and equipment. OSHA’s On-Site Consultation Program provides free and confidential safety and occupational health advice to smalland medium-sized businesses; with priority given to highhazard worksites. These services, which are delivered by state government staff, offer businesses the opportunity to identify potential workplace hazards and learn best practices for safety in the facility at no cost to the company. The program is conducted outside of the enforcement actions of the agency and consultants do not issue citations or penalties as part of the program. Participants must, however, commit to addressing in a timely manner any identified serious job safety and health hazards.

Completion of a consultation may result in qualification for a one-year exemption from routine OSHA inspections when certain Safety and Health Achievement Recognition Program criteria are met. The voluntary process can be initiated by employers submitting a formal request to OSHA. Their consultants will discuss specific needs with the employer and coordinate a site visit. The process includes: •
Conducting a walk-through of the worksite;
•
Reviewing company injury and illness rates;
•
Correcting serious hazards found during the visit;
•
Identifying help available for further assistance;
•
Providing detailed findings in a closing conference;
•
Providing a written report summarizing findings;
•
Assisting with development of an effective safety and health program;
•
Providing training and education for the employer and employees.

If you are an employer who is required to comply with DOT regulations or the Department of Health and Human Services' Mandatory Guidelines for Federal Workplace Drug Testing Programs, be aware that there are recent changes to the requirements. The Department of Transportation (DOT) has published its long-awaited final rule amending its drug testing program for DOT-regulated employers. The new rule comes in the wake of the Department of Health and Human Services (HHS) revised Mandatory Guidelines for Federal Workplace Drug Testing Programs which became effective on Oct. 1, 2017. The new DOT rule makes the following significant changes: •
Adding four semi-synthetic opioids (hydrocodone, oxycodone, hydromorphone, and oxymorphone) to the drug testing panel, which is “intended to help address the nation-wide epidemic of opioid abuse” and create safer conditions for transportation industries and the public;
•
Adding methylenedioxyamphetamine (“MDA”) as an initial test analyte because, in addition to being considered a drug of abuse, it is a metabolite of methylenedioxyethylamphetaime (“MDEA”) and methylenedioxymethamphetamine (“MDMA”), and such testing potentially acts as a deterrent;
•
Removing testing for MDEA from the existing drug testing panel;
•
Removing the requirement for employers and consortium/third party administrators (C/TPAs) to submit blind specimens in order to relieve unnecessary
•
Adding three “fatal flaws” to the list of when a laboratory would reject a specimen and modifying the “shy bladder” process so that the collector will discard certain questionable specimens.
The new rule went into effect on Jan. 1, 2018. Employers who comply with DOT standards when drug testing should modify their drug testing policies accordingly. Employers that are not subject to DOT requirements, but comply with the HHS Mandatory Guidelines for Federal Workplace Drug Testing Programs, also should consider whether to modify their drug testing policies to comply with the new rules and guidelines. The Regulatory Roundup was held in the morning and hosted at the K&L Gates’ office, followed by a luncheon that included an overview of the members of Congress that NATM attendees would meet with that afternoon while on Capitol Hill.

This event has become one of NATM’s most important events of the year, and gives members an opportunity to educate their Senators and Representatives about the light- and mediumduty trailer industry and its impact on their state and individual districts. This year, attendees continued focused efforts on reminding members of Congress of NATM’s primary mission to promote trailer safety and industry best practices. It is important to establish these relationships and raise awareness of NATM's work as a third-party inspection body to verify compliance with Federal Motor Vehicle Safety Standards, as well as inform legislators that trailers are defined as “motor vehicles” and are thus impacted by legislation often unintentionally. NATM works to proactively engage and educate lawmakers in order to avoid having to react and respond after potentially consequential legislation is applied to the trailer industry. www.NATM.com

During the 2017 Capitol Hill Visits, NATM members and staff had a total of 35 meetings, with 15 of those being face-to-face conversations with members of Congress. Manufacturing companies across the United States are currently facing a skilled labor shortage. The light- and medium-duty trailer industry has not been immune to this challenge. During the afternoon Capitol Hill Visits, NATM representatives encouraged members of Congress and their staff to support future legislation that would support vocational training and manufacturing skills, as well as support legislation for transportation infrastructure. During the Regulatory Roundup, members heard from experts from the National Association of Manufacturers and officials from the National Highway Traffic Safety Administration. Catie Kawcheck, Director of Infrastructure, Innovation and HR Policy for the National Association of Manufacturers (NAM) discussed the current climate of manufacturing in the United States and the efforts taking place in Washington, D.C. NATM is a member of the National Association of Manufacturers, and Kawcheck discussed NAM’s efforts in supporting infrastructure funding and addressing the workforce shortage through programs such as “Hiring Heroes” which is a concerted effort to employ military

Bruce York, Division Chief, Medium- and Heavy-Duty Vehicles Division Office of Defects Investigation of the National Highway Traffic Safety Administration, spoke to the attendees about NHTSA Defect Investigations and record retention requirements. York discussed the role of NHTSA and the office of Defects Investigation and reviewing key federal statutes and regulations, including: Title 49, United States Code, Chapter 301 ‐ Motor Vehicle Safety; Code of Federal Regulations (CFR), Title 49 – General; CFR, Title 49 ‐ Sec 576, regarding records retention, OEM and component suppliers investigations and early warning reporting; and CFR, Title 49 ‐ Sec 579.5, regarding notices, bulletins, customer satisfaction campaigns, consumer advisories and other communications. The annual trip to Washington, D.C. is an important way to become more involved in promoting the trailer industry, and NATM encourages members to attend the Roundup and Hill visits. 2018 NATM Committees Selected By Kendra Ansley, NATM Executive Director In December, the NATM Executive Committee met in person at the NATM Headquarters to set the 2018 committee goals and chose committee members. Using the results of interest indicators sent to all NATM members in November, members were selected for each committee. Taking into account the 2016-2018 Strategic Plan and NATM’s Mission, the Executive Committee diligently thought through what each committee could do to help raise the Association to new heights. The facing page lists the 2018 committee members and chairpeople. New in 2018 is the NATM Education Committee. As NATM’s Mission and Strategic Plan dictates, education is a primary focus of the Association. To both keep a pulse on industry needs and ensure NATM educational programming best fits members, a committee was created to help guide the development process. The purpose of the committee is to develop annual educational

programming to be delivered to NATM members through a variety of mediums including the annual NATM Convention workshops, biennial Regional Educational Workshops and webinars. The NATM Education Committee will recommend presenters and topics based on member needs and industry trends. For those that are participating on a committee in 2018, NATM is hosting a meet and greet during the 2018 NATM Convention & Trade Show. It will be held Tuesday, Feb. 20, 2018 from 6-7 pm in Room 2014A at the Fort Worth Convention Center. NATM Board Says Goodbye to Eaves, Hester and Long

As new members are welcomed to the NATM Board of Directors, the Board also says farewell to three members who have made a great impact. Les Eaves, Marcus Hester and Nathan Long have each contributed much to the Association and the industry and although they are sure to continue to be involved, they will be missed in their capacities on the Board. Les Eaves Eaves was appointed to the NATM Board in 2010 and was elected in 2012 by the membership. He was re-elected again in 2015. During his tenure on the Board, Eaves served on the Governance, Membership, Membership Recruiting and Retention, Marketing, and Government Affairs Committees. He has been a regular attendee at the NATM Convention and NATM’s Regulatory Roundup and Capitol Hill Visits.

Les’s experience with the state legislature lent itself well to NATM’s Government Affairs efforts. His understanding of the issues and ability to communicate confidently and effectively with his own legislators was an important piece in achieving NATM’s mission of providing the industry a voice. Still, perhaps most of all, we'll miss Les’s good nature,” said Pam Trusdale, NATM Consultant and previous Executive Director. Marcus Hester Hester was elected to serve as an Associate Member of the NATM Board of Directors in 2012 and re-elected in 2015. He has served as the Associate Member representative to the Executive Committee since 2013. Marcus has served on the Executive, Marketing, Membership, Convention, Nominations and Trailer Dealer Committees, serving as the chair of the Marketing Committee. Marcus contributes creativity and enthusiasm to each group’s effort, while maintaining a steady focus on getting the work done in a way that best serves the membership. He has been a regular attendee of the NATM Convention and Regulatory Roundup, and also hosted Rep. Markwayne Mullin at Optronics’ Muskogee facility to further the industry’s voice and educate legislators.

“Since I started with NATM five years ago, Marcus has always been extremely helpful and supportive in his role on the Marketing Committee and on the NATM Board of Directors. He has offered the help of his marketing team on multiple occasions and has welcomed the NATM staff to visit the Optronics facility. He has been a friendly face and supportive leader for the Association and he will be missed,” said Meghan Ryan, NATM Communications Director and Marketing Committee Staff Liaison. Nathan Long Long was elected to serve in 2015 and is completing his first term on the Board. During his tenure, Long was an active participant and could be counted on for thoughtful input. Long made the decision to not run for a second term given time commitments that would prevent him from giving the attention needed to his duties on the Board. He is a regular attendee at the NATM Convention and Regulatory Roundup. Long served on the Government Affairs Committee and chaired the Guidelines Committee, acting as driver of the first ever Guidelines Committee on-site meeting which allowed the committee to take on a more involved role in the process than ever before.

You're building a trailer and you need to figure out which brakes would be best. What are the choices and how do you pick the right ones? Do you need drum or disc brakes? What type of actuation do you need: electric, hydraulic, or air? What is actuation anyway? This article will help you choose the right brakes for your trailer. In part one of this three-part series, the focus was on electric brakes. Now, in part two, the focus is on the functionality of hydraulic brakes. NOTE: Smaller capacity trailers may not need or require brakes, but trailer brakes are required above certain weight limits by laws that vary from state to state. See the trailer brakes section of the American Automobile Association’s Digest of Motor Laws, or check with your state’s Department of Motor Vehicles, to determine the requirements in your state.
A hydraulic disc brake, on the other hand, (Figure 2) employs a component called a rotor, which takes the place of a drum in the shoe/drum brake. The braking force comes from a clamshell-like structure called the brake caliper. The caliper is positioned to straddle the rotor. When hydraulic fluid extends the piston in the caliper the brake pads grip the rotor to generate the braking force. Caliper Pistons

First, you should know there are two hydraulic brake options for trailers: drum and disc. Each type of brake operates through a process called actuation. Newton's first law of motion (or inertia) states that an object continues in a state of rest or uniform motion until an external force is applied. Actuation is the process of applying that external force, making the brake slow or stop a vehicle when the brake pedal is pushed. A hydraulic drum brake (Figure 1) operates (or is actuated) when hydraulic pressure generated by the expansion of a wheel cylinder pushing the brake shoes out against the drum surface. What are the types of hydraulic actuation? For the purposes of this article, two of the more popular systems of hydraulic actuation: hydraulic surge coupler and electric/hydraulic actuator (E/H actuator), will be discussed. A surge coupler serves a dual function by providing the means for connecting the trailer to the tow vehicle as well as actuating the trailer brakes. A master cylinder is built into the coupler and is operated by the over-running force of the trailer against the tow vehicle. The electric/hydraulic actuator system supplies brake fluid pressure to the trailer's hydraulic brakes. The actuator output pressure is proportional to the brake control signal received from a suitable electronic brake controller. What are the system requirements?

NOTE: It is important to properly maintain your brakes to ensure safety and performance. Drum brakes with manual adjustments should be adjusted (1) after the first 200 miles of operation when the brake shoes and drums have "seated," (2) at 3,000 mile intervals, (3) or as use and performance requires.

What are the applications where hydraulic brakes are most often used? Hydraulic brakes utilizing a surge coupler are popular with rental fleets where multiple tow vehicles will be used since not every vehicle will be equipped with an electric brake controller. Boat trailers in the marine industry are large users of hydraulic brakes. Hydraulic brakes with E/H Actuators tend to be used on premium trailer applications, such as a live-in horse trailer, where people want to have the premium braking performance of a disc brake. Hydrualic brakes are available from 2,000 lb capacity through 15,000 lb and most commonly come in 7”, 10”, 12”, and 12 ¼” sizes. In October of 2017, the NATM Technical Committee met at AZZ Galvanizing's headquarters in Fort Worth, Texas for their annual on-site technical meeting. The group also toured Interstate Trailers in Mansfield, Texas. Annually, NATM holds an on-site Technical Committee Meeting at an NATM member’s facility. The in-person meeting helps foster industry relationships and helps committee members work together more effectively. The committee typically conducts their meeting in the morning and saves enough time for two educational plant tours the same day. The October meeting was the first time many of the committee members met in person, and the committee hopes to build on these working relationships heading into their work next year. Jim Hutchison, AZZ Galvanizing’s Area Sales and Marketing Manager, welcomed everyone to AZZ’s corporate offices at AZZ Galvanizing's headquarters in Fort Worth. Technical
Committee Chair Owen Shelton of Boatmate Trailers led the committee through the meeting itinerary. NATM Technical Director Colin Holthaus gave an annual committee presentation recapping projects the committee has already completed as well as discussing the status of current committee projects. Members provided suggestions for future projects and offered assistance with various action items to help finish current projects. Bernardo Duran, AZZ Galvanizing’s Coating Performance Engineer, gave a presentation on steel galvanizing to conclude the meeting. Duran summarized what the committee members would be seeing and experiencing the rest of the day as members toured the AZZ Crowley Plant. The meeting broke and the group departed for AZZ’s Crowley Plant in Crowley, Texas to learn about hot-dip galvanizing for corrosion protection of steel products. The committee learned about different aspects of AZZ’s operation including corrosion

In the afternoon, the Technical Committee commuted to NATM Member Interstate Trailers in Mansfield, Texas where Matt Laws, President of Interstate Trailers, guided a tour of Interstate’s manufacturing facilities. With over 30 years of experience and over 275 nationwide dealers, Interstate Trailers provides trailers for a number of transportation needs. They manufacture trailers with options that allow for a fully customized product. Committee members were very impressed with the cleanliness and flow of their production shop, and found it hard to believe the strong employee retention numbers Interstate boasts, with numerous employees over the 25 and 30 years of service marks. Safety chains are of crucial importance when discussing overall trailer safety. The minimum requirements for safety chains vary from state to state. However, all NATM Members are required as part of the Compliance Verification Program to follow SAE Standard J684 with regard to safety chains and cables. NATM recommends trailer manufacturers keep on file supplier data verifying compliance with SAE J684 for safety chain and cable capacity. Requesting and retaining this information not only assists trailer manufacturers in determining which chains to select, it also assures them they selected the appropriate safety chain and cable for that particular trailer. If a supplier claims a safety chain and cable meets a specific strength requirement but cannot provide testing results from a reliable source to back up the claim, it raises a red flag that the product may not have undergone a testing procedure. With personnel and supplier changes, it is recommended that trailer manufacturers periodically check to make sure the safety chains their company is installing on each model are in compliance with SAE J684. This will make roads safer for all motorists, in addition to reducing a trailer manufacturer’s liability exposure.

The NATM office fields calls on a regular basis from law enforcement trying to determine if a trailer has been stolen, and/ or trying to locate the rightful owner of a trailer. Often the VIN number has been removed or is undecipherable. Surprisingly, many thieves will remove all identification marks on a stolen trailer, but overlook the NATM decal and leave it on the trailer with its own specific serial number. This NATM decal serial number would help law enforcement determine who the trailer belongs to, but most trailer manufacturers do not keep records correlating the NATM decal serial number with the VIN number of the trailer that the decal was placed on. For this reason, NATM suggests trailer manufacturers keep records that correlate the NATM decal serial number that is placed on each trailer with the VIN number of each trailer. This way, if an NATM decal serial number is the only information found on the trailer, the information coupled with the manufacturer’s record keeping would be sufficient to determine the VIN number of the trailer and provide contact information for the first retail customer of the trailer.

The best combination may be to utilize both the traditional riveted or stick-on type VIN placards and the stamped-into-theframe method. Similarly, NATM reminds members to keep theft prevention and security a high priority. What can trailer manufacturers do to prevent inventory theft, or to aide in stolen trailer recovery? A variety of hitch locks, wheel locks, tracking devices and alarms are available from many NATM supplier members. NATM recommends that trailer manufacturers keep a file that links trailer VIN numbers with the NATM decal number that is affixed to each trailer. This helps law enforcement identify the first retail customer.
Another often overlooked loss mitigation strategy is to stay one step ahead of thieves by hiding an extra VIN plate or VIN stamp in a secret location on all trailers manufactured. For example, VIN numbers could be located inside a frame rail where no one would know to look. Thieves cannot grind a VIN number off a trailer if they do not know where it is located. The safety, reliability, and efficiency of the United States's roadways is of great importance to the light- and medium-duty trailer industry and thus NATM. Though the 2015 FAST Act was a positive step toward ensuring funding for infrastructure, the Infrastructure Working Group, which exists to bring together a diverse range of infrastructure voices for collaboration, has come together to monitor and continue to engage legislators to ensure the 115th Congress prioritizes infrastructure. Infrastructure is important not only to the safe use of the nation’s roadways, but is tantamount to the ability to continue to support and grow the light- and medium-duty trailer industry. As a result of this need, NATM joined the Infrastructure Working Group in signing off on the below letter submitted to Congressional Leadership to recommend continued prioritization of an infrastructure package. Letter Addressed to Congressional Leadership “We are a broad collection of associations and organizations working with all levels of government to address our nation’s infrastructure deficit. We encourage you to develop and advance an infrastructure investment package that will improve the safety, reliability and efficiency of our nation’s infrastructure.

On Dec.6, 2017 NATM partnered with RSM US LLP to present the Trailer Manufacturing Webcast. The webcast was split into two parts. The first was a State of The Industry provided by Joe Brusuelas, Partner in Assurance Services with RSM. Brusuelas presented the results of a nationwide survey of trailer manufacturers that gave NATM members the opportunity to evaluate their business performance alongside survey respondents across the country. The State of the Industry presentation reviewed the current and projected economic statuses of the industry, the current makeup of state and federal elected officials and the pending federal tax reform, the global economy, the current and projected statuses of trailer manufacturers’ revenue earnings, raw material costs and the shortage of skilled laborers and growing rise in employee salaries. Information for the State of the Industry came from the survey of trailer manufacturers, a client and prospect discussion with the Recreational Vehicle and Leisure Equipment Group, from the RSM US Middle Market Index, and the RSM manufacturing monitor survey. The second part of the webcast was presented by Chris Bradford, Partner in Tax Services with RSM. Bradford provided an overview of the current system as it relates to 60

business and individuals, he provided a review of the then current House and Senate Business tax proposals and the then current House and Senate individual tax proposals, and he concluded with suggestions for how to plan for the changes in 2018. The webcast delivered the industry update and the tax reform update directly to the offices of NATM members, and NATM is committed to providing more educational webcasts in 2018. Reflecting on 2017, it was a good year for NATM Members. The membership retention rate was 90 percent with 8 percent growth. All categories of membership are up from the same time last year. As of Jan. 3, 2018, NATM had a total of 930 members. In September, FedEx announced an average increase of 4.9 percent on Express and Ground services. UPS joined the party in October, announcing that they will also be increasing their rates by an average of 4.9 percent. Sauk Centre, Minn. — Felling Trailers Inc., an industrial and commercial trailer manufacturer has named Nathan Uphus Sales Manager. “We are thrilled that Nathan has accepted the position of Sales Manager and will play a key role in the growth of our company," said Brenda Jennissen, President/CEO of Felling Trailers. Nathan has a long, diverse career history with Felling Trailers, Inc. He joined the company in June of 1999 as a team member in the Finishing Department. Shortly after that he started welding and progressed through all production areas, building all different trailer models. In 2001, Felling’s Parts & Service business was rapidly expanding, and at this time Nathan made the transition from the shop floor into the position of Parts, Purchasing, and Warranty Manager for the company. He held this position until mid-2004 when an Inside Sales position opened and he quickly jumped at the opportunity. In November of 2014 Nathan moved to Tennessee as a territory manager where he helped expand the dealer network in the Southeastern United States. Sauk Centre, Minn. — No matter the industry, operator safety and ease of use and maintenance, are key elements that are taken into account when a company is looking into equipment acquisition. All of these elements were paramount in Felling’s re-engineering process of the Utility Pole series trailer line. The first of these revamped models, an FT-10-1 PT, was released to the market this fall at the ICUEE (International Construction & Utility Equipment Exposition) show in Louisville, KY. The newly designed Pole trailers are a fully engineered and documented product that an operator can be assured many years of trouble-free service. This model has a retracted length of 24' and can extend to 40' with one adjustment point midway. The model line offers several payload capacities and can be manufactured with a single or tandem axle configuration, both with dual wheels. 10,000, 12,000, 15,000 or 20,000 lb axles are available, and all can be equipped with airbrakes if needed. Ease of Maintenance - One of the more common maintenance issues on extendable pole trailers is with the lighting and electric brake wiring along with airlines, when equipped with air brakes. To remedy this issue, Felling Trailers uses an industrial grade energy chain (cat-track). The energy chain houses both the electrical cable along with the airlines. There is no operator intervention ever needed when extending or retracting the
trailer tongue, virtually eliminating the possibility of damaging the electrical cord or airlines. Several pole trailer manufacturers place a trailer plug receptacle in the tongue extension at each adjustment point and a pigtail with a plug attached to the fixed portion of the tongue. This method is thought to have a few flaws in its design. For example, if an operator forgets to pull the plug and goes to extend the tongue, either the plug will break, or the wires will pull out. An even bigger issue is when the operator forgets to plug it back in after extending or retracting the tongue and going back on the road. If this occurs, they will not have trailer lights or braking capabilities. Special Olympics Minnesota. The winning bid of $2,900 was placed just minutes before the auction closed on Thursday, Oct. 5th, 2017. The bid winner was a local contractor from Sauk Centre, Kevin Middendorf, owner of Middendorf Construction, LLC. Kevin’s son had seen the Trailer for a Cause auction in the Sauk Centre Herald, a local paper and told him "Hey dad, we need a trailer, and this looks like a nice one, you should bid on it." “So we decided to put a bid in and support the fundraiser,” said Kevin. The 2017 Trailer for a Cause FT-3 utility trailer was painted in Felling’s Viper Red and dawned a custom decal featuring the Special Olympics logo. Felling Trailers wanted to bring awareness of Special Olympics and help provide funding for the individuals who take part in and benefit from the events and services provided by Special Olympics Minnesota (SOMN). The online auction ran for 12 days, from Sunday, Sept. 24 at 12:00 pm CST through Thursday, Oct. 5 at 12:00 pm CST ending with Middendorf’s winning bid of $2,900.
