President’s Report

President’s Report by Greg Snyder, CAR MATE Trailers, Inc. Summer is here, and I hope your sales are heating up as quickly as the temperature. With summer activities in full swing, more trailers are on the roads hauling precious cargo to the lake, rodeos, barbecue competitions, race tracks and camp grounds. With such a large, diverse array of trailer types manufactured by NATM members, it is impressive that we have achieved such unity and banded together to improve the safety of the 66 percent industry.
“Already, of booths have been sold and 23 sponsors have committed their support for the 28th Annual NATM Convention & Trade Show. " -Greg Snyder CAR MATE Trailers, Inc. NATM President
While only half way through the year, NATM has already made great strides in achieving our annual goals with an excellent convention, constructive committee meetings and an effective visit to Washington, D.C. Fortunately for the readership, this issue of Tracks will do a better job reporting on NATM’s many achievements than I could manage in one President’s Report.
We are quickly approaching our July board of directors meeting and have another full agenda, which will include a one day strategic plan review. The strategic planning session will include a review of the mission, vision and values of the Association to ensure these key statements still represent our goals and objectives. The board will also review our goals and identify the top three to five goals and develop strategies and performance metrics for those goals. This updated strategic plan will guide the board and determine goals and objectives for our committees over the next three years. The staff and executive committee have been working with a facilitator to review input from the board members. We are looking forward to lively discussion as we set our path for the future. The revised plan will be published in an upcoming issue of Tracks. The July meeting and strategic planning session will bring our existing and new board members up-to-date

with what has been accomplished, where we are today, and what we need to do in the future. This will be a very beneficial meeting and training for all concerned. The board has been following an outlined strategic plan since 2005. The plan is reviewed every three years to ensure the goals are still relevant and that we are progressing in accomplishing those goals. The four main objectives are: 1. Continued growth: Develop a plan to best represent industry, both in breadth and depth. Determine how to relate to dealers, international manufacturers and other industries. 2. Improve member services: Continually improve member services. Evaluate the effectiveness of our programs and modify based on that evaluation. Explore new programs that will enhance member services. 3. Government Affairs: Become proactive rather than reactive in addressing regulatory and legislative issues. Attain representation in Washington, D.C. to provide an understanding of what issues impact us and to build relationships with key regulators and legislators. 4. Infrastructure: Ensure the infrastructure of the Association keeps pace with our growth by ensuring we have the staff, resources, technical expertise, government affairs and legal representation to maintain excellent member services. We have accomplished many of the goals that were set by the board in the previous strategic planning sessions. K&L Gates was hired in 2008 and they have already improved our relationships with regulators and legislators in Washington, D.C. along with other associations that have the same or similar objectives.

President’s Report
Tracks The role of NATM committees has expanded. In the past, committees were primarily made up of board members. Volunteers were solicited from the membership at large and this year we have over 50 members serving on committees. Several new committees have been added, including an Early Warning Reporting (EWR) Task Force which will work with K&L Gates to develop a guidance document for use by members to comply with EWR requirements, for more information, turn to page 22. The 2016 convention will offer a variety of educational workshops and programs packed into a three-day schedule loaded with technical advice. Best of all, we are maintaining a tight budget, staying on track and controlling the finances of the Association. We are well underway with our plans for the 28th Annual Convention & Trade Show to be held in Las Vegas, Nev., Feb. 10-12, 2016. Sponsors have already reserved booth space and it is now open for all Associate Members. Already, 66 percent of booths have been sold and 23 sponsors have committed their support for the 28th Annual NATM Convention & Trade Show. To reserve your booth space, contact Monica Johnson at Monica.Johnson@natm.com and begin making your plans
to attend. For more information, turn to page 36. With the outstanding attendance rates of previous conventions held in Las Vegas, it promises to be a great convention and I am excited to see what new plans the convention committee has to make this another outstanding event. Watch for upcoming announcements about dramatic discounts in registration fees Greg Snyder for trailer manufacturers who CAR MATE Trailers, Inc. NATM President register early this year and for the exciting door prize give away at the conclusion of the trade show. Stay tuned to future issues of Tracks to find out more about all of the great things the Association is doing for the industry!

Headquarters Report

Headquarters Report by Pam Trusdale, NATM Executive Director
The NATM Government Affairs Program was established in 2005 under the leadership of then President Carl Maxey. Until that time, NATM monitored regulatory and legislative issues, but was most often only reacting to a new regulation that was impacting the industry. As Vice President, Carl had worked to coordinate the first strategic planning session to determine stakeholders, priorities and long term goals for the Association. The importance of being more active in addressing government affairs issues was identified at that time. A second strategic planning session was held in 2008 and that was when the board of directors determined that a top priority going forward was to take a proactive rather than a reactive approach to government affairs, along with enlisting a government affairs firm to assist with those efforts. Requests for proposals were sent to a number of firms, proposals were evaluated and interviews were conducted. The team unanimously agreed that K&L Gates should be hired to represent NATM and the board ratified that recommendation. There is a saying in Washington, D.C., “If you are not at the table, you are on the menu.” Once NATM began working with K&L Gates, the Association began to find a place at the table. The first step was to up NATM’s involvement at the annual Regulatory Roundup sponsored by the National Marine Manufacturers Association (NMMA) for the members of their subsidiary organization the Boat Trailer Manufacturers Association (BTMA). BTMA originally invited the NATM President and Executive Director to participate in this event and then expanded their invitation to include the entire board of directors. As the event grew, NATM worked with BTMA to jointly plan the event, which enables trailer industry representatives to hear from and engage in discussions with legislators, regulators and members of the business community. Last year, NATM took over the planning for the Roundup and this year had another successful event. Hill visits for NATM members began when NATM started participating in the Regulatory Roundup. NATM staff attempted to schedule visits with Senators and Representatives for NATM members, but most often ended up with appointments with staffers and not necessarily with staff familiar with trailers or www.NATM.com
transportation issues. Once Darrell Conner and Dennis Potter (K&L Gates) took over the planning, the number of meetings increased, specifically the number of meetings with Senators and Representatives, and this year a new record was set. NATM members participated in 40 meetings, 15 of those being with Senators and Representatives. For more information about this year's Roundup, turn to page 14. John Kerr, Marsh & McLennan, a veteran participant said, “You can really see the progress we are making in Washington. When I first went to the Hill four years ago, I did not meet with a single Member of Congress or staff member who knew anything about our industry or the unique issues trailer manufacturers face. Now when you visit the Hill, the Members and their staff are educated and understand who we are and the issues that concern us. We are winning important advocates for our industry every year and I am proud of the success we are having.” Marcus Hester, Optronics International, another veteran participant, stated, “This was my fourth year to participate and this was the best year by far. This is a great way to connect with your local members of the House and Senate to ensure they have our industry in mind when reviewing legislation impacting the trailer industry.” Optronics International hosted Congressman Markwayne Mullin (OK-2) for a plant tour in 2014. In a survey of this year’s participants, first time attendees and veterans both commented that the Members of Congress and staffers that they met with were familiar with the trailer industry and our issues. NATM members have hosted a number of plant tours and round tables in the past few years, and a number of the Members of Congress spoken to this year expressed an interest in visiting member facilities and meeting with constituents in the trailer industry in their district/state. Hill visits, plant tours and roundtables are all integral parts of NATM’s government affairs program. It is important for Members of Congress to understand the industry and the impact in their home state and districts. Then when an issue arises, they are already familiar with the industry. One of the important factors stressed repeatedly is that trailers are often included in motor vehicle regulations intended for cars and light trucks, rules that trailer manufacturers might not be able to July/August 2015

Tracks comply with. NATM desires to work with the agencies to ensure that regulations are written so that trailer manufacturers can comply or be excluded if it is a specific issue intended for cars and light trucks. NATM has successfully engaged on a range of issues. One issue was the potential requirement for data recorders intended for passenger vehicles which would have lumped trailers in as well. NATM also fought against the legislation that would have added a $3-9 tax on every trailer produced and would cost the industry millions of dollars. In addition, NATM works with the National Association of Manufacturers to support issues broadly affecting the manufacturing industry such as the recent West Coast port closure and labor regulations. In the seven years that NATM has had an active government affairs program, the Association has made great strides. With the implementation of a mandatory compliance verification program and a proactive government affairs program, NATM members are now known as advocates for trailer safety. NATM is building positive relationships with NHTSA and FMCSA. The May trip to Washington also included a meeting with NHTSA Administrator Mark Rosekind and the Department of Labor Veterans’ Employment and Training Service. A follow up meeting
is planned for July. For more information on our efforts to promote veterans' employment, turn to page 32. To ensure the continued success of NATM’s advocacy, it is important for members to become involved and be aware of the issues. The recent tire tariff issue was brought to NATM’s attention by a member and was determined to be an important issue that could potentially have a major impact on trailer manufacturers, as well as dealers and consumers. If you are aware of an issue that NATM should investigate, contact the NATM office or e-mail Executive Director Pam Trusdale at Pam.Trusdale@natm.com. You can also get involved by volunteering to host a plant tour, a legislative roundtable or participate in the 2016 Regulatory Roundup. If you are interested in hosting a representative at your facility or attending the Roundup please contact NATM Events Director Allison Malmstrom at Allison.Malmstrom@natm.com. Members of the Government Affairs Outreach Committee are happy to visit with you about the program and how you can make a difference.
Stadler Joins NATM as Administrative Assistant by Meghan Ryan, Communications Director In April, Bryan Stadler was named Administrative Assistant for the National Association of Trailer Manufacturers. “Bryan’s a hard worker and can get along with anyone," said Pam Trusdale, NATM Executive Director. “With the Association expanding, we wanted someone that could help with all of the projects that NATM tackles. Bryan has been a great fit for our team with his can-do attitude and flexibility to adapt to different assignments." The young entrepreneur started his own landscaping business at the age of 14 and continues to work as a full time student, while helping NATM achieve its mission full time during the summer, and part-time during the school year. Stadler is currently pursuing a Bachelors in Computer Science with a minor in Business at Washburn University after previously receiving an Associates Degree in Industrial Technology from the Washburn Institute of Technology in Topeka, Kan. Stadler has held multiple leadership positions, including Treasurer and Scholarship Chair, as a member of the Alpha Delta Fraternity. As Administrative Assistant, Stadler assists with all administrative responsibilities and special projects, including database management, research and assists the assistant director in achieving NATM's goals. Welcome Stadler to his new position by emailing or calling Bryan.Stadler@natm.com or (785) 272-4433. 8

Government Affairs Update: NHTSA Hosts "Retooling Recalls" Symposium
Tracks
NHTSA Hosts "Retooling Recalls" Symposium by Darrell Conner and Dennis Potter, K&L Gates
Over the past several months, much has been written about the focus of the National Highway Traffic Safety Administration (NHTSA) on motor vehicle manufacturers’ compliance with federal regulations concerning recall reporting and management. NATM and its government affairs team have been participating in ongoing discussions with the agency and industry stakeholder groups. In late April, NHTSA convened a workshop including regulators and representatives from across the transportation industry to explore recall management issues and potential solutions. Copies of presentations from the sessions and video of participants’ remarks can be found at the link at the conclusion of this article. Underscoring the importance of the recall issue to the government, the day-long meeting began with opening remarks from the Honorable Anthony Foxx, Secretary of the Department of Transportation, and the Honorable Mark Rosekind, Administrator of NHTSA, participated in sessions throughout the day. Secretary Foxx noted that though America’s roads continue to get safer, thousands of fatalities still occur each year. He highlighted the record $126 million in civil fines collected last year and emphasized enforcement actions will continue to be strong. The Department of Transportation has also asked Congress to raise the civil penalty cap in recall cases from $35 million to $300 million. He concluded by noting that recalls are only successful if vehicles are repaired and that across the motor vehicle spectrum, including buses and trailers, only approximately 80 percent actually get repaired. He and Administrator Rosekind challenged participating companies and industries to take all possible steps to achieve 100 percent recall participation. NHTSA’s chief of litigation and enforcement and head of recall management opened their discussion with a focus on business risk and noting 100 percent recall success rates is good business practice. They also suggested instead of “competing” with NHTSA on safety that industries should look to “collaborate.” Representatives from the automobile manufacturing and dealer industries presented information about their approaches to some recent high profile recalls and the challenges that those presented. Another panel discussed how to motivate customers to have www.NATM.com
recall issues repaired. Suggestions considered included both incentives as well as penalties such as requiring safety recalls to be repaired prior to vehicles being re-sold or registered. Such proposals would need to make their way through the legislative or regulatory processes before being implemented and NATM will continue to monitor the situation and participate in dialogues such as these in order to ensure the light- and medium-duty trailer industry’s interests are properly considered. Administrator Rosekind closed the session, noting in his remarks that “success is a victory for safety and NHTSA wants to celebrate the efforts of advocates for safety.” He also noted that he intends to continue meetings with large groups of industry stakeholders as well as small targeted groups to keep the recalls conversation going. Safety is at the core of NATM’s mission and the Association will continue its efforts across the industry and engaging with government entities to achieve our shared goal of safe, compliance-verified trailers and continuously improving highway safety. NATM has sought to collaborate with NHTSA in recent years, conducting meetings with NHTSA staff, hosting former Administrator David Strickland at a past Convention and this year, meeting with current Administrator Rosekind and his staff. NHTSA staff also participated in this year’s Regulatory Roundup in Washington, DC with NATM members and staff as they have for several years. These discussions are invaluable, enabling both the regulators and industry representatives to communicate and develop plans to address issues of concern in a pro-active manner. Copies of the presentations and video of the remarks of speakers from the workshop can be found at: www.nhtsa.gov/nhtsa/symposiums/april2015. NATM Hosts Regulatory Roundup, Urges Congress to Pass Long-Term Highway Bill by Meghan Ryan, Communications Director
The National Association of Trailer Manufacturers held its annual Regulatory Roundup and Capitol Hill visits in Washington, D.C., May 13-14. The event included an informative conference and 40 visits on Capitol Hill where NATM members met with U.S. Senators, Representatives and staff to advocate on behalf of the light- and mediumduty trailer industry. Regulatory Roundup NATM welcomed Bruce York, Division Chief, NHTSA Office of Defects Investigation and Leo Yon, Safety Defects Engineer, NHTSA Early Warning Reporting Division, to the Regulatory Roundup to discuss Early Warning Reporting and recalls. York previously held a webinar for NATM and RVIA members discussing EWR
obligations for manufacturers and the increase in fines levied by NHTSA this past year for incorrect or insufficient EWR reporting. Understanding that these obligations are important for trailer manufacturers, NATM is now working with K&L Gates to develop an EWR Guidance Document as a member benefit (for more information, turn to page 22). Rosario Palmieri, Vice President of Infrastructure, Legal and Regulatory Policy with the National Association of Manufacturers, spoke about the importance of pushing forward a long-term highway bill in order to update the United States' inefficient infrastructure. Before teams left for Capitol Hill, K&L Gates representative Dennis Potter briefed participants about the proper etiquette of meeting with legislators and staffers, as well as

The information provided helped me to be informed and productive. The candidate bio and pictures helped to create a very good association with our task. I am looking forward to being invited back for next year,” said Tary Krahenbuhl, Vice President at Austin Hardware & Supply, Inc. “This was the best set of speakers of all the years I have attended. The presentation by Dennis prior to the Hill visits was invaluable and the non-rushed atmosphere helped,” said Rick Russell, Vice President of Marketing/Product Development at Carry-On Trailer and Chair of the NATM Government Affairs Committee. Capitol Hill Visits After the Regulatory Roundup, the NATM members divided into small teams and dispersed to advocate on behalf of the trailer industry with one-on-one meetings with staffers and legislators. Multiple teams reported that the staff members and legislators that they met with remembered NATM and its goals of improving the safety of the industry. The discussions went well and had positive receptions in both the House and Senate. This year, the team sizes and

NATM members also encouraged legislators to support language that would allow drivers with a commercial driver's license to deliver up to two empty trailers to dealers in order to save time, fuel and wear on highways. appointments were modified so that NATM members could focus on visiting the legislators from their own state. In addition to raising awareness of the importance of trailer safety and compliance, NATM advocated on behalf of the full extension of federal highway programs in expeditious fashion. Trailer manufacturers rely upon America’s transportation infrastructure on a daily basis to receive components from their suppliers and deliver finished products across their dealership platforms to consumers and it is important to those in the industry that a long-term authorization bill is passed rather than a succession of short term patches as was the case prior to MAP-21. MAP-21, or "Moving Ahead for Progress in the 21st Century" was enacted in 2012 and was the first long-term highway authorization passed since 2005. Deteriorating infrastructure is a tremendous detriment that adds costs and depresses sales across the industry. In addition to improving the ability of trailer manufacturers to serve their customers, infrastructure investment itself also can be expected to create a significant number of American jobs in the trailer industry.

NATM and K&L Gates Partner to Create EWR Guidance Document for Members
Tracks
NATM and K&L Gates Partner to Create EWR Guidance Document for Members by Kendra Fritz, Assistant Director The fines levied by NHTSA this past year for incorrect or insufficient Early Warning Reporting (EWR) have been covered with regularity by NATM and media outlets. Not only were these fines groundbreaking in their size, but this year is also important because a trailer manufacturer was included in the fines imposed. Earlier this year NATM and RVIA jointly hosted a webinar with NHTSA’s Office of Defects Investigations (ODI) to provide members with the information they need to understand their responsibilities in the early warning reporting process. And while this meeting was incredibly helpful, members still had questions about what NHTSA regulations require of them. Bruce York again presented information to NATM members at the Regulatory Roundup in May along with his colleague Leo Yon. York again stressed his concerns about the trailer manufacturing industry’s record keeping and understanding of the EWR process. As he had mentioned during the January webinar, NHTSA’s ODI has come to find that trailer manufacturers typically do not have the information that is requested, nor are they truly aware of what they should be doing on an ongoing basis. For these reasons, the NATM Board of Directors discussed the possibility of creating an EWR Guidance Document for member use, at no cost.
experience with Early Warning Reports. The lead attorney with whom NATM will be working is Ed Fishman, K&L Gate's head of the Transportation Industry Practice. Fishman has 20 years of experience in the transportation industry and has represented manufacturers, importers and brand name owners with respect to compliance and reporting requirements under the TREAD Act and NHTSA regulations. Further, he has handled the safety recall obligations for several tire recalls. NATM, including a committee of members, will work with K&L Gates to develop this EWR Guidance Document. The document will cover EWR obligations for trailer manufacturers under the TREAD Act and NHTSA regulations. The committee and NATM staff will work closely with K&L Gates to ensure the document provides the information the membership is seeking. The Association is constantly looking for ways to meet the needs of members and add value to membership at little to no cost. For this reason, NATM will provide the EWR Guidance Document to the membership for free. Please look for more information on this topic as the document comes to fruition in the coming months.
As was pointed out on several previous occasions and again at the board meeting, NATM members are committed to safety and work diligently to comply with federal regulations. Given the complexity of some processes, NATM believes it is well positioned to help members better understand and refine their compliance procedures. NATM solicited input from a number of individuals and agencies as to a firm that could assist with creating this document. It was noted that a body of legal interpretations surrounding the topic has been created recently. For instance, the courts, and thus NHTSA, have taken the stand that it is not only what manufacturers know, but what they "should have known". It was finally determined that the best resource would be a legal firm that has worked in this area and has not only an understanding of the issues at hand, but also an understanding of the interpretations the EWR regulations have been given. NATM accepted the proposal from K&L Gates as the Association has had a longstanding and successful relationship through the Government Affairs program and the firm has extensive 22

Basic Welding Information Systems Drive Continuous Improvement
Tracks
Basic Welding Information Systems Drive Continuous Improvement By: Caleb Krisher, Business Development Manager, Welding Information, Miller Electric Mfg. Co. Resources that help drive continuous improvement are vital for companies seeking to increase efficiencies in their welding operations. In response to greater competition and a sometimes less experienced workforce, companies may also look to provide additional training, as well as seek activities that increase productivity and lower costs. Initiatives that reduce quality risks also are of key importance. One way to achieve these goals — for both robotic and semiautomatic welding systems — is by implementing a welding information management system. The real-time productivity and quality weld data provided by basic or entry-level software
systems, in particular, can help management enact positive changes within the welding operation. This article will discuss how companies can better identify and solve welding-related problems that may be hindering growth by using a basic welding information system. Here are some of the benefits the system can provide: 1. The ability to gather real data, rather than just opinions about the welding operation. 2. Real-time data collection by way of a wired or wireless ethernet connection, eliminating the need for timeconsuming manual data collection. 3. Easy access via web browsers to data and online data storage. 4. Measurement of productivity metrics such as arc-on time and total deposition. 5. The identification of potential problems (such as out-ofthreshold welds) and potential operator-training needs. 6. A benchmark for measuring the impact of continuous improvement efforts. What are the advantages? The ability to identify problem areas in the welding operation isn’t the only benefit of basic welding information management systems. Companies can also gather the data necessary to establish a baseline for improvements based on productivity and quality metrics. Welding information management systems can be installed via an external module, allowing companies to leverage existing investments in welding equipment. There are various methods available for connecting the modules to a welding system: external sensing devices; upgrade modules for specific brands of equipment; and in-line devices between the power source and feeder.
Basic or entry-level welding information management systems gauge both productivity and quality and provide real-time weld data for management to enact positive changes within the welding operation. 26

For companies that want to purchase and implement new machines, welding systems are available in factory-built models. All of these systems allow for data transmission via wired ethernet connection. However, newer versions include

Tracks built-in Wi-Fi capability, providing quick, easy setup and flexibility on the shop floor. Management can track and assess how individual machines are performing compared to specific departments or the company as a whole, since companies can organize their welding information-capable systems in an online asset tree by weld cell, department or building (this is explained in more detail in the next section). Using a secure user ID and password on any web-enabled device, companies can access weld data online for a given period of time, providing an ongoing view of welding operation activities. The system generates reports comparing any combination of machines and cells; there is no software or applications to install or maintain. The information can also be downloaded into a standard spreadsheet for analysis at a later date, giving companies the ability to assess progress over a longer period of time.
The more sophisticated systems have pre-configured reporting capabilities that make it very easy to evaluate different aspects of the welding operation, including: arc on time percentage; comparisons of weld duration; current and voltage; and more.
This automatic, real-time data collection is much quicker and more accurate — with less opportunity for incorrect interpretation — than manual collection. The faster that production problems can be fixed, the better companies can prevent errors from becoming a part of ongoing production. How do the dashboards work? Multiple levels of customizable dashboards are available with some of the better basic welding information management systems. This feature provides an “at a glance” view of performance from the machines in operation, including information such as amperage and volts, arc-on time and arc starts and weld deposition amounts. A main dashboard shows a composite overview of the welding operation, with details such as an asset tree organized to the company’s preference; machine status indicators; arc-on comparisons; performance relative to goals; quality limits and more. A productivity dashboard is also provided with some systems. This dashboard can be customized to graphically display arc-on times and deposition, for a better picture of how much welding has occurred by the hour, day, week or month. Using this www.NATM.com
information, companies can identify high and low productivity periods and what is causing them, and identify the potential need for additional intervention. Additionally, a quality dashboard shows if welds are capable of meeting quality standards and if they are within acceptable limits for things such as voltage or amperage thresholds. Companies also can use the quality dashboard to determine if quality risks have increased or decreased over time, and be immediately alerted to potential problems. The tool can even help identify welding operators who may need additional training. Another dashboard option (available with the most capable welding information management systems) allows managers to establish goals for metrics such as arc-on time, deposition and arc starts. Setting these goals makes it easier to identify areas that need attention. This dashboard can help identify and track production and quality goals as part of continuous improvement efforts by: 1. Assessing the result of initiatives aimed at improving weld quality. 2. Monitoring the impact of changes to increase arc-on time and welding deposition. 3. Evaluating the effectiveness of welding operator training.

Tracks The numerous dashboards help monitor progress toward specific continuous improvement goals. The weld data can also help determine true welding costs, provide options for reducing costs and offer ways to track the outcome of those efforts. What are the reporting options? The powerful reporting tools of a basic welding information management system can provide customized views of each of the dashboards. These views help management analyze a company’s productivity and quality metrics in the way that makes the most sense and is most in line with its continuous improvement efforts. Pre-configured reporting capabilities available in the more sophisticated welding information management systems make it even easier to evaluate different aspects of the welding operation. Management can review reports regarding: 1. Arc-on time percentage 2. Trends for arc-on time and arc starts 3. Comparisons of weld duration (tack welds versus longer welds) 4. Histograms for arc duration 5. Current and voltage 6. Comprehensive detailed weld history
One of the many benefits of newer welding information management systems is that data can automatically be extracted to the cloud, with easy access via web browsers.
The presentation of productivity and quality data is nearly limitless. The asset tree has the flexibility to show custom machine groupings and to vary the time scope of the reports. The information provided by the reports can help welding engineers identify out-of-threshold welds; assess and improve weld process setup; and monitor machine configurations and performance. The systems also can provide information to empower welding operators to take an active role in advancing their skills. Is a basic welding information system the right choice? Implementing a welding information management system can help companies make continuous improvement decisions based on facts. The real-time data allows companies to make real change in a more practical and accurate manner than via manual collection and interpretation. With the cooperation of management, owners, welding engineers and welding operators, such a system can also offer a significant return on investment through quality and productivity improvements. Just as any investment in the welding operation, however, the decision to implement such a system should be made with care and consideration. Consulting a trusted power source manufacturer or welding distributor is a good first step in determining the most appropriate technology to meet specific needs.
Management or other authorized personnel can access weld data from a basic welding information management system via a standard web browser using a secure user ID and password on any web-enabled device, including a computer, smartphone or tablet. 28

Hiring Heroes: Veterans in the Workforce by Meghan Ryan, Communications Director While attendees found the presentation informative and encouraging, Felling is no stranger to the benefits of having U.S. military personnel on its side. U.S. Air Force veteran and founder of Felling Trailers, Merle J. Felling is an adamant supporter of hiring service members and currently has over 40 veterans working company wide. “As a family with personal ties to different military branches, respect for our service men and women has been instilled in us since a young age. And as a family business, we make an effort to do our part in supporting those that have sacrificed,” said Brenda Jennissen, Co-Owner of Felling Trailers, Inc. and proud daughter of Merle J. Felling. A common struggle in the trailer industry is finding qualified, reliable employees, and by hiring service members, employers are able to bring in new team members that have already proven their ability to learn new skills. With more intensive vocational training available in local community colleges and on-the-job training, trailer manufacturing companies can be assured that efforts invested in service men and women is well spent. And with their history of sacrifice and dedication, military veterans have proven to be loyal which is ideal for those in an industry that struggles with a transitory workforce. “At Felling, we work with our military and all team members to learn a position, and then encourage them to take the next steps to move up to the next level in their department, then a team lead position, and so on. This career climbing aligns closely with climbing military ranks. Our employees love this type of format where they can reintegrate into a civilian passion that will still allow them to advance and take on positions of leadership,” said Brenda Jennissen. With their respect for procedures and safety standards from extensive previous training in the military, veterans can easily adapt to workplace safety. Below is a more thorough list of reasons to hire service members from the U.S. Department of Labor. Top Ten Reasons to Hire Veterans and Wounded Warriors 1. Ability to learn new skills and concepts. While in the military, service members undergo rigorous training programs to become experts in a wide-range of skills and concepts that can easily be transferred to a civilian work environment. The skills service members have learned and applied in real-world situations in the military make them ideal candidates to enhance your organization’s productivity. 2. Strong leadership qualities. The military trains service members to lead by example as well as through direction, delegation, motivation and inspiration in some of the toughest situations imaginable. Service members are not only well schooled in the academic theory of leadership; they also understand and have used practical ways to manage behaviors for results. www.NATM.com

3. Flexibility to work strongly in teams or work independently. Military training teaches service members to work as a team by instilling a sense of a responsibility to one’s colleagues. In addition, the size and scope of military operations necessitates that service members understand how groups of all sizes relate to each other and support the overarching objective. While military duties stress teamwork and group productivity, they also build individuals who are able to perform independently at a very high level. 4. Diversity and strong interpersonal skills. Service members have learned to work side by side with individuals regardless of race, gender, religion, ethnic and cultural backgrounds, economic status and geographic origins as well as mental, physical and attitudinal capabilities. Many service members have also been deployed or stationed in numerous foreign countries that give them a greater appreciation for the diverse nature of our globalized economy.

5. Ability to work efficiently and diligently in a fastpaced environment. Service members have developed the capacity and time-management skills needed to know how to accomplish tasks correctly and on time, in spite of limited resources and immense pressure. 6. Respect for procedures and accountability. Service members know how policies and procedures enable an organization to be successful and they easily understand their place within an organizational framework. Service members understand the responsibility that comes with being responsible for the actions of subordinates and they understand how to properly elevate issues through the proper supervisory channels. 7. Hands on experience with technology and globalization. Today’s military uses cutting-edge technology to maintain our dominance over the enemy in the battlefield. From communications technology to the security of computer networks and hardware, service members must stay aware of emerging technologies in the public and private sector. 8. Strong personal integrity. Military training demands that individuals not only abide by a strong code of ethics, but that they live it each and every day. Military personnel are often trusted with security clearances that give them access to highly sensitive information. An employee with a proven track record of trustworthiness is often an asset to an organization. 9. Strong sense of health, safety and property standards. Service members are aware of health and safety protocols both for themselves and the welfare of others. Individually, they represent a drug-free workforce that is cognizant of maintaining personal health and fitness. On a company level, their attentiveness and care translate into respect for employees, property and materials. 10. Triumph over adversity. In addition to dealing positively with the typical issues of personal maturity, service members have frequently triumphed over great adversity. Service members have proven their mettle in mission critical situations demanding endurance, stamina and flexibility. In the case of wounded warriors, they have overcome disabilities and/or acquired injuries (including invisible injuries) through strength, determination and personal conviction.
“We have National Guard, Army, Air Force you name it, and they’re awesome. Their service to our country is amazing, and when they come on board here, they have a passion for doing great work, and having pride in their work. The quality they produce is something to be proud of, and we are proud to have them,” said Jennissen. “One of our service men, Jason Kiley with the National Guard, was deployed to Afghanistan for almost a year after being at Felling for two years. Our team members sent him a care package and kept in touch with him. After he came home from overseas, we welcomed him back to the company and helped him transition back into civilian work after spending time with his family.” In addition to adding a great team player that offers qualities that cannot be easily taught, you may qualify for Work Opportunity Tax Credit (WOTC) by hiring a veteran. NATM is excited to return to the South Point Hotel, Casino & Spa, host of the very successful 2014 show. The South Point will serve not only as the host hotel, but is also the site of all meetings, educational workshops and networking events, as well as the trade show. Trade show space opened to all supplier members and nonmembers on June 22nd. Ready to reserve space? Contact Monica Johnson, Monica.Johnson@natm.com for additional information. While the 2016 schedule of events remains quite similar to the 2015 schedule, you may note a few modifications. year’s evaluations are carefully reviewed and much thought goes into scheduling changes. The most significant change is the schedule for the Technical Forum. The Technical Forum will now take place over two days - Thursday morning and mid-day Friday, immediately following the Trade Show. Attendees will be served breakfast on Thursday and lunch on Friday. This change came after discussion between the Technical Committee and NATM Events Director and brings about many positives - companies that only send one attendee can now attend a full day of workshops on Wednesday and not have to choose which session to attend. Additionally, exhibitors should notice a bigger turnout on Friday morning since Technical Forum attendees will be staying on for the session Friday afternoon. Hopefully, these changes will stimulate growth of the forum with new attendees.

Shifting Gears: NATM's Dealers Committed to Compliance Program
Tracks
Shifting Gears: NATM's Dealers Committed to Compliance Program by Kendra Fritz, Assistant Director NATM has long understood that dealers are an integral link in the trailer manufacturing industry. As the link between consumers and manufacturers, dealers play a pivotal role in trailer safety. Dealers are the direct connection to end users and as such, have the unique capability to educate consumers in person, one on one, in a way no other individual can. Further, dealers can provide valuable input to trailer manufacturers as well.
Recently, it has come to the attention of the NATM Board of Directors that the Dealers Committed to Compliance Program is creating confusion about the mission of the Association, who members are, and the resources NATM can provide to trailer dealers. In an effort to create a united industry and prevent the perpetuation of this confusion, the NATM Board of Directors determined that the Dealers Committed to Compliance Program needed to shift gears.
As such an important part of the industry, NATM wanted to find a way to include dealers in programming and to communicate industry trends, hot topics, regulatory changes and other relevant information directly to dealers. For this reason, in 2010 NATM rolled out the Dealers Committed to Compliance (DCTC) program.
NATM will no longer have DCTC ‘Affiliates.’ However, it is the hope of the Association to continue to connect with dealers on the issues and trends that affect the industry. In order to foster this, any dealer may sign up to receive the Spring and Fall Special Editions of Tracks and the annual printed Membership Directory and Buyer’s Guide at no cost, as well as occasional updates on regulatory changes, industry trends and the like. Dealers who have been participating in the DCTC program are automatically signed up to receive these communications. For those dealers not already participating, they may sign up via email (Kendra.Fritz@natm.com) or over the phone by calling 785-272-4433. When NATM rolls out the new www.NATM.com in July, a sign-up feature will also be available online. The Association is grateful for the support the program received since its inception in 2010. Most importantly, NATM is appreciative of the commitment to safety 190 dealers nationwide showed by becoming an Affiliate. Dealers who were participating in the program may continue to display their DCTC window cling and NATM encourages all dealers to stay up-to-date on industry trends and issues through continued communication with the Association. Dealers are vital to the success of the industry and NATM welcomes the continued input from dealers as to how the Association can adapt to ensure the continued growth, improvement and success of the industry.

Rolling in the Dough: Unique Trailers from MGS Create Pizzas on the Run
Tracks
Rolling in the Dough: Unique Trailers from MGS Create Pizzas on the Run Submitted by PPG, Inc.'s Repaint Reporter First published Spring 2015 in the Repaint Reporter. Reprinted here with permission. Nothing tastes quite like a pizza cooked in a wood-fired oven. A company called MGS Incorporated has helped bring this concept to the street by manufacturing mobile wood-fired pizza ovens. Capable of cooking a pizza in as little as 90 seconds, it’s no surprise the ovens have become a hot item at farmers’ markets, music festivals, tailgate events and the like.
Headquartered in Denver, Pa., MGS is a leading manufacturer of light- and medium-duty trailers, specialty equipment carriers, snow grooming equipment and UL fuel tanks. The company’s Colorado facility began producing mobile pizza ovens when it formed a partnership with a local enterprise called The Fire Within, the official brand under which the ovens are sold. “We’re very proud to work with an organization like The Fire Within,” explains Carl Maxey, MGS corporate vice president, western region general manager. “They do a tremendous job promoting the ovens while helping existing customers achieve

great success. It’s a commitment that continues well beyond the initial transaction.” With years of experience in custom trailer and metal fabrication, MGS constructs the trailer and the oven base portions of each mobile unit. Once this phase is complete, they prime and paint
the trailer before sending it to The Fire Within’s masonry shop, where the oven’s brick dome is built. For MGS, the coating system of choice is PPG’s DELFLEET ESSENTIAL® Single- Stage Polyurethane Enamel over an epoxy primer. “The Fire Within demands a paint with high gloss retention as well as durability and corrosion protection over the long haul,” says MGS Manufacturing Engineer Jason Myer. “The combination of Delfleet Essential topcoat and PPG epoxy primer delivers these qualities and more.”
www.NATM.com
Rolling in the Dough: Unique Trailers from MGS Create Pizzas on the Run
Tracks Another factor in MGS’ primer/topcoat selection involves the National Association of Trailer Manufacturers (NATM). Myer adds, “Our facility uses a number of different PPG products. The way we select a particular paint is often related to NATM standards. Basically, they put out information that helps us identify certain types of testing results and their relation to a specific level of durability and corrosion resistance. Using this knowledge and incorporating our client’s requirements for a coating, we can determine which paint system will work best.” As far as The Fire Within is concerned, MGS hit the nail right on the head with the Delfleet Essential topcoat system. “When you’re at an event with a large number of food vendors, image and brand are crucial,” says Ajith Dharma, principal, The Fire Within. “I’m grateful the high quality PPG coating on our ovens is also the most attractive finish on the road today. When people see a beautiful, well-constructed mobile pizza oven, they can’t help but feel the same commitment to excellence goes into their pizza.” Available in 13 models, the wood-fired ovens range from the traditional open-air variety to high-volume, fully customizable enclosed trailers. Customers can select from ten standard finishes, although special requests are always welcomed. MGS Painter Pat Crockett explains, “There are times when we are asked to match the color of the
www.NATM.com
mobile pizza oven with the truck that will pull it. Between PPG’s RAPIDMATCH™ spectrophotometer and the Delfleet Essential color selector, we’ve never had a problem matching.” The ability to meet customer needs is one of the reasons the MGS/The Fire Within partnership has been so successful. In fact, The Fire Within is planning an expansion to the East Coast, with pizza oven production through MGS’ main facility in Pennsylvania. Given the East Coast’s reputation for pizza superiority, breaking into this market could be quite a challenge. But not to worry, according to The Fire Within’s Dharma. “We’re coming in with the industry’s best mobile oven—one that delivers the unmatched taste of a woodfired pizza. For pizza makers and pizza lovers, what’s not to love?” For more information on PPG Industries, visit www.ppg.com For more information on MGS Incorporated, visit www.mgsincorporated.com

Dexter Axle Driven to Provide Dependable Products through Exceptional Quality and Customer Service
Supervisor inspecting a brake magnet component during manufacturing.
Brake assembly line located in Albion, Ind. using nearly 85 percent American made content.
With over 50 million installed axles and over 50 years of manufacturing experience, Dexter Axle has earned the reputation as the most reliable and proven brand of axles and running gear in the industry. When Dexter’s President and CEO Adam Dexter was asked what separates Dexter from other brands and axle companies besides their 50 years of manufacturing and customer service experience, his response was simple. “First and foremost - culture and people,” states Adam Dexter. “Culture is one of the hardest things to change and develop in a company. We are fortunate to have a very dedicated and reliable management team and workforce. The culture that we have developed over the last 50 years recognizes that if you focus on a few key ingredients such as quality, customer service and on-time delivery, that the growth and brand loyalty will come naturally.” All of Dexter’s employees understand that the goal is to provide customers with the best quality of products, the most comprehensive product offering and provide them with reliable and consistent customer service from on-time delivery to warranty and service after the sale. This type of culture and commitment to quality was validated by achieving ISO 9001:2008 certification late in 2013 without a single nonconformity. As the only ISO certified axle manufacturer serving the industrial utility market, Dexter demonstrates the highest level of product quality and consistent processes in manufacturing. Dexter has operated with detailed documented processes and procedures long before completing ISO certification, continually placing quality and customer service as the focus. Operating with the philosophy that prevention is more effective than detection assures that quality is designed into the process. “At Dexter, we measure success not simply by a pass/fail test at the plant, but rather, that we are meeting - even exceeding - our customer’s expectations,” states Carlos Robles, Director of Quality. When Dexter’s VP of Sales and Marketing, Bryan Thursby, was asked how quality translates into growth and winning customers in a day and age where everyone is “pitching quality,” he responded candidly. “It’s simple, you have to walk the walk - you can’t fake quality. You have to be committed to it and you have to

One of our best-selling tools is taking customers through our facilities where we prove the difference in quality by using state-of-the-art equipment to deliver robust, reliable products consistently, efficiently and competitively.” Quality procedures are important, but the components themselves and design of the product is where quality really translates into performance and dependability - resulting in satisfied OEM’s, dealers and trailer owners. This is how the quality of Dexter's products transforms into the brand identity that Dexter is known for and customers have come to expect. Dexter prides itself in not just “assembling” axles in the United States, but also manufacturing components, using nearly 85 percent domestic components, unlike the competition. For example, the brake is a key element to any axle -Dexter manufactures all of the critical components in the brake assembly in-house: from the brake lining itself to the magnets, shoes and backing plate. Controlling these variables domestically in an ISO certified manufacturing facility assures repeatable, safe and reliable performance. “We understand that our customers are depending on our products to earn their livings, or for time critical recreational activities,” states Bryan Thursby. “We build our products to ensure that our customers can depend on them to perform and be rugged enough to be pushed to the limit. We recognize the value of our customer’s time and we will reduce their frustrations by ensuring a positive experience with our people and products. ” Manufacturers have confidence in Dexter’s exceptional on-time and complete delivery performance. Reliable products delivered accurately and quickly facilitate OEM’s production processes. Dexter’s customer service extends through OEM’s and dealers to retail consumers with availability of replacement parts at over 350 Dexter Axle distributors across the US and Canada.

“Not only has Dexter demonstrated an ability to innovate and proven to be a dependable partner for the last 50 years, but we also look forward to continuing to grow and expand our presence,” says Adam Dexter. This has been demonstrated through the recent acquisition of UFP (previously known as Unique Functional Products) and AL-KO Axis where Dexter has committed resources to expanding their presence and product breadth into the marine and agriculture markets. “Above all, the goal will always remain to exceed customer expectations providing axles and running gear, as a trusted reliable partner,” states Adam Dexter. NATM Membership Update

NATM Membership Update by Kendra Fritz, Assistant Director
NATM is excited to announce that 92 percent of members chose to renew their membership for 2015. This number is up 5 percent from last year as well as the preceding three years. Although NATM staff worked diligently to reach out to members, so much of the reason companies are choosing to stay is because of the dedicated work of its members. It is the work of the Board, committees, trade show exhibitors, article writers and the relationships members have fostered with one another that has truly made membership a value added proposition. The Association would not be what it is without its members. The Board provides the strategic direction of the organization as a whole and is looking out for the best interest of the entire membership. This Board has been incredibly responsive to member needs and in so doing, meets far more often than quarterly with email exchanges and special conference calls becoming much more common. All of this is done to ensure that NATM can provide its members with the tools and support they need to be successful. NATM committees are also hard at work. Nearly every committee meets on a monthly basis with communication between meetings at an all-time high. The Technical Committee has dramatically improved the Technical Forum, monitors every trailer related SAE committee, investigates regulatory changes, and provides excellent content for Tracks all of which ensures that members are staying on the forefront of the industry. The Convention Committee has come up with better topics for educational workshops, more engaging speakers, great locations, improved networking opportunities, all while focusing on keeping attendance affordable. The Marketing Committee is growing recognition of NATM and the compliance decal as well as creating safety videos and more. But these are just some of the amazing things the committees are doing to make membership valuable. But it is also the members, individually, who have contributed to the Association's success. It is thanks to membership notifying NATM of the tire tariff issue that NATM was able to step in and get ST tires excluded. Ultimately, it is the membership’s commitment to safety, to improving the industry and to working together that makes it possible for everything to come together. NATM thanks all of its members for their continued support as none of the achievements of the whole would be possible without the support of the individual member. NATM is committed to continuous improvement and always wants to hear about how it can help and how it can improve. If there is something NATM can do, please do not hesitate to contact a staff member.

NATM Debuts New Website
Tracks
NATM Debuts New Website by Meghan Ryan, Communications Director The National Association of Trailer Manufacturers has redesigned its website to feature a simple, clean template which will be userfriendly on more platforms. After months of rebuilding the site through the WebLink database, the website was launched in June 2015. The NATM staff is excited to show off the new look of the website. Historically, the NATM site has always featured a darker, heavier look, and with this lighter template, users will appreciate the extra white-space and simplicity of the new website, but will continue to recognize the red and black NATM “brand.” The website features the same great information, only more succinct and organized so that users can find information in a more efficient manner. The new NATM.com site features the annual NATM Convention & Trade Show information, whereas previously, users had to visit a separate site for the event information. Those interested in attending the 2016 convention in Las Vegas will be able to find trade show, convention, sponsorship and hotel information by simply using the dropdown box on the horizontal menu featured on all pages of the website. The new website also plays NATM’s trailer safety videos and interviews from the 2015 convention without leaving the website to visit NATM's YouTube channel. NATM strives to be the go-to resource for trailer manufacturing information and will continue to feature current issues of Tracks magazine so that users can access articles including technical information, as well as access information on advertising in NATM’s printed publications. Users can also access order forms for owner’s manuals, The Trailer Handbook, and posters. New to the site is the special advocacy section that explains the Association’s Capitol Hill visits, Regulatory Roundup and Grassroots initiatives. To check out the new website, visit www.NATM.com.
Launched in late June, NATM's new website features a cleaner, brighter look with an easier to use format accessible on a variety of platforms.

BWise Manufacturing Moves Chambersburg, Pa. — BWise Manufacturing, LLC, a leading manufacturer of dump, equipment, tilt and utility trailers, is excited to announce our recent move to our new facility in Chambersburg, Pa. As of early May 2015 all of our manufacturing operations including machining, trailer manufacturing, powder coating and trailer assembly as well as our administrative and sales offices have consolidated under one roof. Our new, larger facility is located at 1002 Wayne Avenue, Chambersburg, PA 17201. About BWise Trailers Founded in 1995, our Bri-Mar Trailers brand is in its 21st year manufacturing in Chambersburg, PA. In the Fall of 2013, Bri-Mar became part of BWise Manufacturing, LLC and has since continued its tradition of new products and innovative designs. As an integral component of the BWise Manufacturing vision for the coming year, Bri-Mar Trailers and BWise Trailers plan to introduce several new products and product improvements throughout 2015.
500,000 trailers, an incredible number… think of it this way. We have been producing trailers since 1976 or roughly 39 years. If we built trailers 5 days a week, every week for 39 years, we have an average of 49.3 trailers per day. Ironically, trailer number 500,000, photo below, was delivered to one of our first dealers, a 33 year customer and likely the dealer that has purchased more trailers than any other dealer of ours, Parks Marina in Okoboji, Iowa. We have all seen many changes during the first ½ million trailers and we are excited to see what the next 500,000 will bring. My guess is the next 500,000 will not take 39 years. Thanks and appreciation goes to our employees and customers, without both, this would not have been possible.

offering applicators an efficient, smart and ecologically favorable alternative to expensive sanding and blasting methods of metal cleaning,” said Steve Podlas, PPG brand manager, Commercial Coatings. “CorroKleen 44 provides significant, practical rust-removal advantages including a gel structure that hangs well on vertical surfaces; it can be applied to tight hard-to-reach areas and can deliver excellent performance on three-dimensional surfaces. This is a product PPG customers will want to consider and ultimately incorporate into their rust removal processes.” According to Podlas, CorroKleen 44 is exceptional for the removal of rust, heattreat stains and mill scale. In most cases, rust can be completely removed only two hours after application; mill scale may take slightly longer. CorroKleen 44 is intended for numerous markets and uses including general metal rust removal, heavy-duty construction equipment, industrial machinery, valves, trailer frames, hot-rolled steel fabrications and equipment that can be sensitive to blast media. Introducing the New LED 4x6 Headlight Falconer, NY — Truck-Lite Co., LLC, a worldwide leader in heavy-duty lighting and visibility systems, announced its latest advancement in the LED forward lighting market--the 4x6 (165mm) rectangular LED headlight system, a drop-in replacement for 1A1 and 2A1 sealed beams in most applications. This advanced lighting system is the follow up to the widely popular 7-inch round and 5x7-inch headlights, which currently stand as the best and lowest cost systems in the market. Truck-Lite expects this new headlight system to be met with the same enthusiasm. “The thing that excites me about the new 4x6 LED headlights is the world-class beam pattern and the low cost. Truck-Lite continues to work towards reducing the cost and improving the performance of our products. You’ll find we were able to do both with this new system,” said Brad Van Riper, Senior VP and Chief Technology Officer. Made possible by developments in new technology, the new system will offer the industry’s best beam pattern, with improved width and longer reach. The new, high-performance design will couple superior performance with an extremely lightweight build.
