“Under the law, second-

degree murder has a penalty of up to life in prison,” Eddins said, adding that life in prison is the steepest available sentence; the punishment could be less time.“If we indict for first-degree murder, there are two options: mandatory life in prison and death.”

Lowery’s attorney, Tony Henderson, argued for her release during the Oct. 31 first appearance.

“To hold her without bond on a life felony (you) have to show presumption of guilt is great,”he said.

Voters say ‘no’ to incorporation study

By Ashley Varese editor@navarrepress.com In a debate that divided Navarre for months, voters Tuesday night showed their lack of support for the possible incorporation of Navarre, with nearly 6,000 people voting no in the straw poll. The unofficial vote was 5,993-4,765 against continuing the study of incorporation.

The straw poll asked voters whether or not they wanted to continue the study of incorporation. The poll was not a referendum to incorporate; it was a way to gauge the community’s interest.

One of the main reasons for incorporation, according to the Citizens to Incorporate Political Action Committee, is to keep taxpayer money in town, giving the community the right to make decisions affecting Navarre.

fter watching Florida’s role in the 2000 presidential election, we had hoped such nonsense was behind us.

But that wasn’t the case on Tuesday.

When one Navarre resident went to Holley to cast her vote, she noticed the incorporation straw poll wasn’t on the ballot.

Turns out, the county sent the voter, who lives in the Duncan Ridge subdivision, to the wrong precinct. Sort of.

According to votesantarosa.com, she voted at the correct spot. But according to the county’s GIS Mapping Department, she should have voted in Precinct 26.

Once the discrepancy was uncovered, Supervisor of Elections Tappie Villane sent out an alert to election clerks telling them to send voters from the Duncan Ridge area to Precinct 26.

That’s all fine and good, but what about the people who already voted, but weren’t

given the proper ballot because of this apparent mix-up? What sort of recourse do they have?

According to Villane, there’s nothing they can do about it.

That’s unacceptable. Voting is a fundamental American right. Our country is a republic and our residents have the responsibility to elect their leaders and decide the future of their communities.

And our leaders have the responsibility to look after their constituents. That doesn’t seem to be the case this time around.

We’re hoping this was an anomaly and, for the most part, voting was error free.

We were pleased that voter turnout was 43.15 percent, which was more than twice the turnout seen during the August primary. According to Tuesday night’s unofficial results, 53,690 voters cast their ballots in the county. In the last non-presidential general election, voter turnout was slightly higher at 45.06 percent.

Letters to the Editor To the Editor: At first, I thought it is too much money for landscaping the median but I strongly think it should be done all down Highway 98 as it takes away the feeling that you are on an interstate with a lot of interruptions. I think it will reduce the number of accidents.

Kudos to the Highway Department and their engineers. It has been an awful disturbance with all the resurfacing but the turning "aprons" are a wonderful idea. It makes the road a little more safe. Thank you.

Local shop gives Navarre a Southern holiday Everything you need to ease into fall is being whipped up just around the corner at Southern Specialty Market.

Because football and the South are essentially synonymous, Southern Specialty has just begun selling Raider spirit jerseys that will make the perfect addition to the Friday night lights. The jerseys, made popular at places like Auburn University, are white with curved burgundy lettering along the back and a small Raider emblem on the back.

The jerseys, which almost sold out in preorders alone aren’t the only items of apparel flying off the shelves at Southern Specialty.

Word of mouth is selling the newly stocked Simply Southern and Southern Darling shirts almost as quickly as they arrive. The shirts are available in all different colors and sizes, most recently in long sleeve to go along with cooler temperatures.

The shirts and jerseys aren’t the only way Southern Specialty is helping Navarrians break into fall.

They now offer peanut butter pies, artisan fudge and the local favorite: pumpkin spice cream cheese muffins.

“We run out of them every day,”owner Lisa Gambill said. She runs the store with her sister-inlaw Magda Morton.

The ladies are also excited to announce the launch of their new soup station beginning Oct. 1.

“Folks can stop buy and get the soup of the day along with our delicious jalapeno cheddar cornbread muffins to go,” Gambill said.

They are also readying for the holiday season by boosting their gift inventory that includes apparel, kitchen décor, jewelry and other gifts made by artists from all over the Southeast.

Gambill has also introduced Navarre to Primitives by Kathy, a line of laugh-out-loud kitchen towels that spice up kitchens with sayings like, “I love you to the fridge and back.”

The shop already gift wraps items for free but has something bigger planned for Black Friday when they will open at 8 a.m. and serve free muffins and coffee.

“I’m hoping people will buy local for the holiday season. We will also be gift wrapping for free,”Gambill said, adding that she wanted to provide a relaxed atmosphere for shoppers.

Other new items that are flying off the shelves include artisan fudge, Big Bob Gibson’s BBQ sauce and Gullah Gourmet soups and dips in a bag from Charleston, South Carolina. American Classic teas are now lining the shelves, also from Charleston.

Prepare far ahead for long-term care costs November is Long-Term Care Awareness Month – a month dedicated to educating the public about the need to prepare for the potentially devastating costs of long-term care. And the more you know about these expenses, the better prepared you will be to deal with them.

To begin with, just how expensive is long-term care?

Consider this: The average cost for a private room in a nursing home is more than $87,000 per year, according to the 2014 Cost of Care Survey produced

by Genworth, a financial-services company.

And the average cost of an assisted living facility, which provides a level of care that is not as extensive as that offered by a nursing home, is $42,000 per year, according to the same Genworth study. All long-term care costs have risen steadily over the past several years, with no indication that they will level off.

Many people, when they think about long-term care at all, believe that Medicare will pay these costs — but that’s just not the case. Typically, Medicare only covers a small percentage of long-term care expenses, which means you will have to take responsibility.

Of course, if you are fortunate, you may go through life without ever needing to enter a nursing home or an assisted living facility, or even needing help from a home health-care aide. But given the costs involved, can you afford to jeopardize your financial independence — or, even worse, impose a potential burden on your grown children?

To prevent these events, you will need to create a strategy to pay for long-term care expenses — even if you never incur them. Basically, you have two options:You could selfinsure or you could“transfer the risk”to an insurer.

If you were going to selfinsure, you would need to set aside a considerable sum of money, as indicated by the costs mentioned above. And you would likely need to invest a reasonably high percentage of this money in growth-oriented investments. If you chose this self-insurance route, but you never really needed a significant amount of longterm care, you could simply use the bulk of the money for your normal living expenses during retirement and earmark the remainder for your estate.

However, if you did need many years of nursing home care, you could end up going through all your money.

As an alternative, you could transfer the risk of paying for long-term care to an insurance company. Many plans are available these days, so, to find the choice that is appropriate for your needs, you will want to consult with a professional financial advisor.

Here’s a word of caution, though: The premiums for this type of protection rise pretty rapidly as you get older, so, if you are considering adding this coverage, you may be better off by acting sooner, rather than later.

None of us can know with certainty what the future holds for us. Ideally, you will always remain in good shape, both mentally and physically, with the ability to take care of yourself. But, as you’ve heard, it’s best to“hope for the best, but plan for the worst.”So, take the lessons of Long-Term Care Awareness Month to heart and start preparing yourself for every scenario.

Skip check-in; latest hotel room key is your phone

By Scott Mayerowitz AP Business Writer NEW YORK (AP) — Hotels don't want guests to have to linger at the front desk — or even stop by at all.

New programs are helping speed up the check-in process for busy travelers, or in at least one case, letting them go straight to their rooms by using their smartphone to unlock doors.

The innovations are still being tweaked as hotels scramble to catch up to airlines. Fliers today use their phones to check in, select seats and as a boarding pass.

Hotels envision a similar relationship, with guests ultimately ordering poolside drinks via an app.

Starwood Hotels and Resorts on Monday became the first chain to let guests unlock doors with their phones.The feature is available at only 10 Aloft, Element and W hotels but will expand to 140 more properties in those brands by the middle of next year.

Hilton Worldwide is the only other hotel chain to publicly acknowledge plans for mobile room keys — which it plans to roll out at the end of 2015 at some U.S. properties. Hilton won't say how many hotels will be included, except that the service will be available at four of

i t s brands, Hilton, Waldorf Astoria, Conrad and Canopy.

"Guests want this because it makes their lives simpler," says Mark Vondrasek, who oversees the loyalty program and digital initiatives for Starwood. "The ability to go right to your room, gives them back time."

Other hotel companies are finding other ways to streamline the arrival process.

Marriott International launched the ability to check in through its app at 330 North American hotels last year. By the end of this year,

the program will be live at all 4,000 hotels worldwide. When a room becomes available, a message is sent to the guest's phone. Traditional room keys are preprogrammed and waiting at the front desk. A special express line allows guests to bypass crowds, flash their IDs and get keys.

At Hilton, all 4,000 properties worldwide will have a similar check-in by the end of the year. The one added feature: Guests can use maps on the app to select a specific room.

InterContinental Hotels Group is testing express check-in at 60 hotels.

The services are geared toward road warriors who don't want to slow down, even for a second. Guests who like personal interaction can still opt for a more leisurely check-in, and hotel

companies say the move isn't about cutting jobs.

"If you're at the end of a long day, you might want a little less of a chatty experience. But if you're showing up at a new resort, you may want to know what the pool hours are," says Brett Cowell, vice president of information technology for Hyatt, which is testing permanent keys for frequent guests at six hotels.

The push isn't just about avoiding frustrating checkin lines. Hotels are trying to get more travelers comfortable using their mobile apps to interact. In some cases, that means using an iPad to request a wakeup call. But ultimately hotels would like to see people purchasing suite upgrades, spa treatments and room service though their phones and tablets — and at some point wearable devices like smartwatches.

year through its mobile app, according to George Corbin, senior vice president of digital for the company.

Switching to smartphone room keys won't be easy.

Starwood's app communicates using a Bluetooth data connection. Each hotel room needs to have a new lock that can communicate with phones.

The top 15 hotel companies have more than 42,000 properties worldwide with a combined 5.2 million rooms, according to travel research firms STR and STR Global. Many hotels have made updates over the past few years, but they remain the minority.

Then there is the issue of security. If there is knock on the door late at night and a guest goes to the peephole to see who is there, nobody wants the phone in their pocket to accidently unlock the door. That's why Starwood requires the phone to actually touch a pad on the outside of the door to open it.

Finally, only one phone can be linked to a room at a time. So if two people are staying in the room, they still need to get a traditional key for the second traveler.

Marriott says it is holding off on smartphone keys until all the potential bugs can be resolved.

"If there was ever a moment that matters," Corbin says, "it's the moment when you go up to your door and the key doesn't work."

But for the frequent business traveler, this might just be the time-saver they are looking for.

Bruce Craven spends about 100 nights a year on the road, traveling between his California home and New York where he does executive training programs and teaches at Columbia Business School. He's been testing Starwood's smartphone room key since March.

"If you're traveling all the time, little things can take on a symbolic importance," Craven says. "This is one less thing that I need to think about."

Woodlawn Beach Middle ‘Crashes’ robotics competition

Crash can open gates. Crash can carry out a lot of functions actually. Hopefully, in December, Crash can build a wind turbine.

Perhaps that’s why Crash won first place last month at the 2014 BEST (Boosting Engineering Science and Technology) Robotics competition held at University of West Florida.

The Woodlawn Beach Middle School Robotics Club and its robot, Crash, beat out 13 local teams at the event.

“Last year we got second place,” club member and eighth-grader John Michael Huggins said.“This year we’re all proud because we’ve done something that we’ve never done before. We won the overall BEST award and the overall robot award.”

Other Santa Rosa County teams from Pace High School and Sims Middle School, which took third place for the overall BEST award, competed. Forty-three team members from the WBMS Robotics Club made the trip to UWF for the competition.

The competition began in September when, with the theme“Blade Runner 2014,” students were tasked with building a robot that could assemble and position a wind turbine. The robot had three minutes to complete as many individual tasks as possible in an obstacle course, and each task received a certain number of points.

Team members worked together using their creativity and expertise to build, test and rebuild their robot to perform efficiently. But the robot obstacle course was just one part of the competition.

have sheets that you have to zip-tie all the way around and then you have black lights and everything else on the inside you have to set up.”

As a mom, Gilbertson said the club teaches the students essential skills.

“It gives them real world

problem-solving experience.

(It also teaches) business, what goes into making a business work and teamwork,”she said.

“It also teaches the engineering process, having a problem and being able to build a prototype, but then also being able to fine tune it.”

Unfortunately, once students in the south end of the county graduate eighth-grade, there are no continuing programs at Gulf Breeze or Navarre high schools.

“We actually had five kids from Gulf Breeze and Navarre who came back on Saturdays and worked with the kids,” club leader and science teacher Shannon Farrell said, adding that most students are very committed to the club.“The kids walk in dedicated to this from the get-go.”

Farrell added that the program is“incredible”but also very intense, especially for the 42 days between the announcement of the theme and the first round of competition. The team typically sells candy in the fall to raise funds for the trips they make, though this year they will have to come up with something else.

“It will be more difficult this year, we can’t sell candy,” Farrell said.“We’ve had a car wash, a hat day. The administration is so behind anything, we just have to come up with an innovative way to raise the money.”

The team will make the trek to Auburn University in December for South’s BEST Regional Robotics Championship where 54 teams will compete for the South’s BEST title.

She started as an eighthgrade English teacher the year Holley Navarre Middle School opened. She was Navarre High School’s first dean and she was the first assistant principal at West Navarre Elementary School.

So when the district reopened the building that became West Navarre Primary School, it was no surprise she was named principal.

“I’ve been part of the growth and building of the schools in Navarre and it’s been a great experience,”she said following a sendoff from her teachers and students Oct. 31.

Eubanks, having already said goodbye to the children, didn’t expect to see the student body, dressed in their Halloween costumes no less, sitting quietly on the floor in the cafeteria, waiting to bid her one last farewell.

Homeless animals brave cold at adoption event

By Shana Roberson shana@navarrepress.com Saturday morning was cold and windy on Nov. 1. It was a fitting climate to cloak the dozens of animals in desperate need of rescue at the Furever Friends Adoption event organized by CARE (Citizens for Animal Rights Enforcement) of Santa Rosa County.

“It’s the same sorrow as always,”organizer Melissa Millier said of the many animals in need of a home for the holidays.“But if we adopt out at least one, it will make it well worth the effort today.”

Millier was referring to the winds that had blown canopies around, required warm blankets for young puppies and caused kittens to pile on top of each other for warmth. The event took place at the Sand Dollar Plaza in Navarre.

It was the second adoption CARE has held this year at the location.

Animals large and small, from Great Danes to Chihuahuas were available for adoption. Cats, puppies and dogs were also available along with merchandise, dog treats and more. Several rescues were in attendance including ECAA (Emerald Coast Animal Allies), Flora - Bama Chihuahua Rescue, SouthBark, Northwest Florida Great Dane Rescue, and PAWS (Panhandle Animal Welfare).

Paperwork was filed for two cats and a home visit follow-up was scheduled for one of the Chihuahuas at the event. Each rescue organization has a process for adoption that includes screening the potential pet owners with home visits and paperwork to ensure the welfare of the animal.

CARE plans to host another similar event in February complete with a puppy kissing booth.

The St. Louis Post-Dispatch reports that the new Just Right by Purina service allows customers to formulate dog food based on specific characteristics of their dog — age, breed and activity level. St. Louis-based Purina is a unit of Switzerland-based Nestle.

Purina makes the Beneful, Apo and Dog Chow brands.

It says it is the first major pet food maker to produce a personalized dog food in the U.S. Purina began sales in March as a testing phase. The product launched nationwide Oct. 28.

"So far people have responded well to it," said Brian Lester, director of marketing for Just Right by Purina.

"As you look at the many other categories that consumers are in, there are more and more customized features that are being offered every day."

Customers log in at JustRightPetFood.com and enter information that begins with the dog's name. Users are asked protein preference with options that include chicken, salmon and lamb.

Pet owners are asked if their dog has dry skin, whether its coat is shiny, and whether the dog is over- or underweight. In fact, a photo of the dog can be put on the personalized bag if the owner chooses.

It doesn't come cheap — the price is higher than Purina's standard dog food. A 6-pound bag is $24.99; a 12pound bag is $37.99.

Lester said Purina is deciding whether to make a similar offering for cats.

Tear-stain products under fire from the FDA Lots of dogs and cats cry. It's not that our pets get overly emotional watching TV soap operas; the cause is a natural overproduction of tears.

Veterinary dermatologist Dr. John Angus explains that what happens next is caused by an ever so slight amount of moisture on the skin.

That's all it takes for a combo platter of an overgrowth of yeast, benign bacteria and skin microbes, which causes a reddish-brown tear stain, most evident on white or light-colored dogs and cats.

Darker-colored pets often have the same tear-stains; they're just not visible.

"For most pets, this (the tear staining) is solely a cosmetic issue for owners," Angus says. Of course, pets rarely look into the mirror and complain.

Many over-the-counter products have been available for years at pet stores and online that effectively remove these stains. However, on Aug. 29, the U.S. Food and Drug Administration announced a crackdown on the manufacturers of these stain-removal products, at least those containing a low level of antibiotic, which is how the products combat that overgrowth of yeast, bacteria and skin microbes.

Here's how the FDA explains its move, which took even makers of these products by surprise: "These products, including Angels' Eyes, Angels' Glow, Pets' Spark, and exported products Glow Groom and Health Glow, have not been reviewed by FDA for safety and effectiveness. These tear stain removers also contain the medically important antibiotic tylosin tartrate, which is not approved for use in dogs or cats, nor for the treatment of conditions associated with tear stains.

(The) FDA has serious concerns about unapproved animal drugs.

Unapproved animal drugs are not reviewed by FDA and may not meet FDA's strict standards for safety and effectiveness."

Angus , of Pasadena, Calif., explains, "The FDA and my colleagues have no question these products (that remove tear stains) do what they advertise, otherwise people wouldn't be continuing to buy them. However, there's a general concern for pets, as there is with people, about over-usage of antibiotics.

Also, the long-term effects of the sub-therapeutic (antibiotic) doses in these products has never been appropriately tested. Personally, I doubt there's a problem, but this is what the FDA is doing."

Angus does think the FDA has the best interest of our pets' health in mind, but what are owners concerned about their pets' tear stains supposed to do now?

The FDA is serious, suggesting that if the products targeted aren't pulled from the market, manufacturers could be fined, and injunctions might even be filed against any manufacturers and distributors that don't cooperate.

We could go back to soap and water to wipe away tear stains, but that old-school method was never completely effective. Soap and water may immediately erase some staining, but adding moisture, over time, leads to even more staining, as the yeast, bacteria and skin microbes thrive with moisture. Also, if soap gets into a pet's eyes, this can be irritating.

A new-fangled idea is the use of new pro-biotic products. "Anecdotally, so far, the results are pretty good," Angus said.

Angus and many of his colleagues feel most comfortable in recommending veterinary products, such as Douxo pads, which displace moisture, drying out the skin and effectively reducing those ugly organisms.

Angus suggests talking with your veterinarian to discuss the best way to remove tear stains. He adds that if the pet's face has an odor, consider seeing your veterinarian. to exit the vehicle. He was observed to be unsteady on his feet, swaying from side to side. His face was flushed, and he had watery and bloodshot eyes. A strong odor of alcohol was emanating from his breath.

When asked for his vehicle registration and proof of insurance he stated that he did not have either. He agreed to perform field sobriety tasks and did so unsatisfactorily. He was arrested on charges of DUI and driving with a suspended license. He was issued uniformed traffic citations for DUI, driving while license removed and failure to drive in a single lane. His vehicle was towed, and his dog was released to his wife. At the jail he provided breath samples of 0.210 and 0.219. He was issued a $1,500 bond.

Oct. 8 A deputy was dispatched to Navarre Motors in reference to a stolen vehicle complaint. The business owner reported that a vehicle had been taken without permission between 6:40 p.m. and 10 a.m. He stated that the keys were kept on a keyboard just inside the front door. He stated the keys may have been taken during a time when the business was busy because it’s not uncommon for customers to walk in and out of the business while he and his associates are showing vehicles on the lot. He completed a written statement and stolen vehicle affidavit for the 2012 Ford Fusion valued at $14,000.

Oct. 8 Members of the Santa Rosa County Narcotics Unit served arrest warrants on multiple subjects in the Navarre area.

During execution of the warrants drug paraphernalia was located, including a broken pipe, hypodermic syringe, metal pipe and less than 1 gram of marijuana.The items were placed into evidence for destruction.

Oct. 8 An officer responded to the 7400 block of HarvestVillage Court in reference to an unknown 911 call. Dispatch advised that the complainant stated she was struck in the head with a glass cup by a female.The complainant was transported to Gulf Breeze Hospital by the county’s emergency medical services provider.

At the hospital she stated that a previous attempt to Baker Act the female suspect had been unsuccessful. Earlier in the day the female had made threats to burn down the house. During an attempt to make her leave, the female reportedly struck the complainant in the right side of the head with her glass cup.

Swelling was observed on the neck of the victim.The victim provided a sworn witness statement. The female had fled the scene prior to the arrival of law enforcement. Because of evidence and statements both parties were charged with battery. The complainant was not immediately arrested because she was receiving medical treatment. A warrant was issued for both parties.

Oct. 9 An officer was dispatched to Pouder Lane in reference to a disturbance. A subject reported he had an argument with a female. He showed a videotape of the incident which became physical. A kitchen table was knocked over. A broken window was observed by a fireplace.A hole was observed in a wall, but no physical injuries were observed on the male.

The male stated he did not have any injuries.The female advised they had been having a lot of problems and that she has felt intimidated by him.

She said she has asked him to

leave the residence several times but that he did not. She said she was attempting to get the phone away from him. She said she did not hit him during the incident. She said the male broke the window. Both subjects were checked for active warrants or domestic violence injunctions with negative results. Based on the evidence the female was determined to be the primary aggressor and was charged with battery domestic violence. She was transported to Santa Rosa County Jail and issued no bond pending first appearance.

Oct. 9 A deputy was dispatched to Cooper Plumbing in reference to a possible battery in the 7700 block ofVonnie Tolbert Road. The complainant stated he had arrived at the address and a male punched him without warning. He stated the male began to curse at him and threaten to kill him with a hammer in his hand.

He said other workers came outside and joined in the verbal altercation. His co-worker heard the commotion and also came outside to see what was happening.The co-worker transported the victim back to their business because he did not want the situation to escalate. The male stated the victim had started the verbal altercation and there was no physical contact.Various workers inside the house heard yelling but did not witness battery. Based on the conflicting statements and the absence of witnesses, it could not be determined that a battery had occurred.The victim and male subject completed sworn witness statements.

Oct. 10 A deputy responded in reference to a family disturbance.

Upon arrival the victim stated a male pulled her out of his car, causing her to fall to the ground.They had been arguing about four-wheeler parts.

Subsequently she entered his gold Honda Accord to gather belongings. He told her to get out of the car. She was kneeling on the driver’s side, retrieving her pocketbook when he grabbed her by the ankles and pulled her from the car. She stated that he stays at the residence more often than not and has clothes there.

She insisted he does not live there but refused to provide a sworn witness statement. She had dirt on her right arm and a small bruise on her right leg.

She also complained of pain on her back side but stated there were no marks. Photographs were taken and submitted into evidence. A neighbor who witnessed the altercation stated he noticed the couple was arguing and saw her go into the car. He observed the male grab her by the feet and pull her from the car. He stated they argue almost every day. He provided a sworn witness statement.The male stated they were arguing and she went into his car. He said he told her to get out and that when she refused he grabbed her by the ankles and pulled her out. The male was determined to be the primary aggressor and was arrested on a charge of domestic violence battery. He was transported to the Santa Rosa County Jail without incident and issued no bond pending first appearance.

Oct. 11 An officer responded to a reckless driver complaint in the vicinity of Wal-Mart. The complainant advised a gold sedan was traveling eastbound on U.S. 98 and was not maintaining its lane. A sergeant initiated a traffic stop, and the deputy responded.The deputy noticed the driver’s speech

was slow and slurred. He agreed to perform field sobriety tasks (FST) and did so unsatisfactorily. Based on the driving pattern, unsatisfactory FST performance and the odor of alcoholic beverages, and the odor of alcoholic beverages, the officer determined the driver was impaired. The driver was arrested. A search of the vehicle produced a small

amount of marijuana in a multicolored glass pipe. He was transported to Santa Rosa County Jail where he provided breath samples of 0.115 and 0.149. He was charged with DUI, possession of marijuana under 20 grams and possession of drug equipment.

He was also issued a uniformed traffic citation for DUI. He was issued a $3,000 bond.

OBITUARY Timothy Skinner 1935-2014 Tim was born May 28, 1935 in Helena, MT, to Mary and Buzz Skinner.

He attended schools in Helena and earned a high school diploma from Oceanside-Carlsbad High School in Oceanside, CA, a Bachelor of Science degree from the College of Great Falls, MT, and a Master’s of Education from National Lewis University in Heidelberg, Germany. Tim served in the U.S. Marine Corps and in the Montana Army National Guard 163d Armored Calvary Regiment completing helicopter flight training in 1971. He spent 25 years as a law enforcement officer with the Helena Police Department, the Lewis and Clark County Sheriff’s Department, and the Great Falls Police Department. He retired from the GFPD just before his 45th birthday with the rank of Captain and went on active duty with the U.S. Army. He was stationed in Germany for 13 years. In 1997, he retired from the Army with the rank of Chief Warrant Officer 5.

He and his wife Midge settled in Navarre, FL, where he taught Criminal Justice online for Troy University for several years.

Tim is survived by his loving wife of 46 years, Midge, children Kathy Kroll (Butch), Gwen Thennis (Tim), Kelly Skinner, all of Helena, Tim Skinner (Victoria), Eugene, OR, and Heather Risher (Wayne), Enterprise, AL, grandchildren, great grandchildren, nieces and nephews, sister Mary Ann Nelson, Twin Bridges, MT, brother Jim Skinner (Nan), Helena, MT, brother-in-law Bob Theurer (Jan), Littleton, CO, and sister-in-law Pam Kipp (Bob), Auburn, WA. His parents, brother-in-law Ted Nelson, sister Sharon and husband Sonny Bright preceded him in death.

We will miss his wit and wisdom.

PAC member Nancy Gaskins said despite the results of the straw poll, the IncNavarre PAC should be“commended.”

“Today is a historical milestone for the community of Navarre, Florida,”she said.

“Many now realize that the power to persuade and advocate for Navarre as an individual has many limitations, but as a united community, we have a silver bullet, at 42,300 people strong, 27 percent of Santa Rosa County, Navarre would be the third largest city in the panhandle.”

Gaskins said the efforts of PAC and its supporters“were not in vain.”

“I don’t think it is a matter of if, but when Navarre becomes incorporated,”she said.“The ground work has been laid – now it’s time to rally the troops, unite our community and get to work on the next steps towards moving our community forward. Every citizen deserves to have their voice heard.

Now is the time to get involved.”

Vickie Helton, chairman of Citizens to Incorporate Navarre, thanked the volunteers and donors for their contributions.

“On behalf of IncNavarre Pac, we’d like to thank all the volunteers who donated their time and expertise, our donors who helped us fund our efforts, and most importantly all of those who exercised their right to have their voice heard in this election.”

According to Tynes’testimony, the child vomited so the defendant took him into the bathroom to clean him up, reporting he didn’t like getting his hair washed. Tynes said Lowery reported the toddler had a seizure and she called 911.

Tynes later met with Dr. Cici Sekhon at Sacred Heart Hospital. Sekhon explained Kent’s injuries and prognosis.

Although initially admitted in critical condition, Kent progressively deteriorated.Tynes reported Sekhon stated symptoms of the injury would have been immediate.

During the course of the investigation detectives obtained sufficient probable cause to believe Lowery was responsible for inflicting Kent’s injuries.

“The defendant did knowingly and willfully abuse the victim,”Tynes wrote in his report.

Lowery, a former volunteer with the East Milton Fire Department, had been a stateregistered day care operator since 1997.The state has since revoked her registration.

The last successful effort by commissioners to enact a LOST was the 1993 referendum to build a new Santa Rosa County Jail in East Milton. That measure passed by a 6,355-4,165 vote.

“It’s disappointing that it didn’t pass,”said District 5 County Commissioner Lane Lynchard, who said it’s too early to determine another funding source.“We have to regroup.”

Lynchard also said that Escambia County successfully passed two local option sales tax measures.

“Failure of the location option sales tax for the desperately needed courthouse in Santa Rosa County falls

squarely on the shoulder of Don Salter, Bob Cole and Lane Lynchard for trying to force the Pea Ridge site on the taxpayers,” said local government watchdog Jerry Couey, who joined roughly 18 people awaiting results at the Supervisor of Elections office in Milton.

Voters picked current site Citizens also voted against each of the proposed sites for a new courthouse. “I am thrilled that the site that received the most votes is downtown Milton,” said City of Milton Mayor Wesley Meiss, who said it is the best location for multiple reasons, including the existing structure, parking and a pledge from the city to return half of the revenues the municipality would receive back to the project.

“I want the Board of County Commissioners to take in these results,”Meiss said.

“That settles it. Now it’s just finding a way to fund it.”

Unofficial general election results show overall turnout for Santa Rosa voters at 43.15 percent – compared to 45.06 percent during the last midterm general election in November 2010.

In Santa Rosa County there are 70,593 Republican and 27,295 Democratic registered voters – only 27,295 are registered in other parties.

Subsequently, with nearly 57 percent of Santa Rosa County voters registered as Republicans, it’s no surprise incumbent Robert“Bob”Cole (REP) and newcomer Robert “Rob”Williamson (REP) easily took the District 2 and District 4 county commission seats, respectively.

Cole defeated Wallis Mahute (NPA) by a 4-to-1 margin, winning re-election to a fourth four-year term in office.

“I was really happy to see I got a little more than 10,000 votes,”Mahute said, adding,“That says 10,000 people are unhappy with how things are now.”

Williamson, who is no relation to District 1 Commissioner Jayer Williamson, received 40,523 votes, taking an easy win over opponent Etta Lawlor (LPF), who received 9,602 votes.

Williamson refused to comment on election results.

District 1 Commissioner Jayer Williamson (REP) won the special election to replace his late father, Jim, by default when no other candidate qualified for the race before the June 20 qualification deadline.

Carol Boston won the District 3 nonpartisan

school board race by a significant margin, defeating Jim Taylor with more than a 13,000-vote lead.

“I am enthusiastic and humbled,”said Boston, who says she looks forward to working with fellow school board members. Boston said she hopes to make curriculum changes to eliminate common core.

Local residents could see insurance premium reduction Staff reports editor@navarrepress.com The Holley-Navarre Fire District recently had its Insurance Service Office Public Protection Classification (PPC) rating upgraded from a Class 5/10 to a Class 4/4Y, effective Nov. 1.

ISO classifies communities from 1 (the best) to 10 (the worst).

That upgrade could

include reductions in insurance premiums for local property owners, according to HNFD Chief Ron Norton, particularly in the Holley area. The fire district’s previous rating of a 5/10 classification included 5 for the majority of the district’s area of coverage and 10 in Holley, where response times were higher due to the farther proximity from a fire station.

According to Norton, the PPC program expert staff collects data from three key elements in the area: the fire department; communications; and water supply available for use.

Norton told the Navarre Press previously that the rating had improved due to several factors including improved community outreach and education. They also received a perfect score

on training. However, the fire department continues to take hits on safety ratings based on low staffing and higher response times to certain areas in the 50square-mile coverage area.

The district recently announced the purchase of an additional lot in the Holley area that will eventually house a new fire station and further improve response times to the area.

Cyclist, 73, killed on Highway 98

By Ashley Varese editor@navarrepress.com A bicyclist was killed Oct. 29 after he was hit by a truck on Navarre Parkway.

Lawrence F. Anderson, 73, of Conroe, Texas, was riding his bike westbound on Highway 98, just across the street from the Santa Rosa Sound RV Resort, at about 10 a.m.

Wednesday. Arian James, 38, of Navarre, who was driving a Chevrolet Avalanche, drifted out of the westbound lane and onto the shoulder, according to a press release from the Florida Highway Department. James hit Anderson, causing his bike to overturn and killing him instantly.

Police said James continued across the 87 southbound exit ramp, through a drainage ditch and into the tall grass

that separates the drainage ditch from the tree line, where he hit a tree before coming to a stop.

Stewart was also charged with drug possession in 2009 and 2010 and had five charges of probation violation since.

SRSO has closed more than 60 labs this year in the county.

Methamphetamine production taking place in a home on Lee Street in Milton was shut down Oct 29. by the Santa Rosa County Sheriff's Office (SRSO) according to public information officer Deputy Rich Aloy.

The home’s owner, Mansour Sharifian, was not arrested but is registered with Santa Rosa County as a convicted felon. Aleshia Sharifian was charged with drug possession and released Nov. 1 on a $7,500 bond.

The lab was 1 mile from Milton High School, though Aloy notes the drug is typically more common with an "older crowd" rather than with juveniles. Deputies seized chemicals, glassware and other equipment.

Supervisor of Elections Tappie Villane said she was unaware of the discrepancy when asked why the Duncan Ridge area would be included in Precinct 10. The county and the Division of Elections issued an alert shortly before 3 p.m. Tuesday to election clerks at Precinct 10 advising them of the discrepancy.

“If any Duncan Ridge voters come to Precinct 10 they need to be sent to 26,”Villane said.

As for those who had already voted, Villane said there was nothing they could do.

Meanwhile, Densford was unable to vote on the issue she said was her main motivation in the midterm election.

“It made me feel extremely disappointed. It was very irresponsible of whoever is in charge,”Densford said, adding that she felt her rights had been violated.“If a presidential ballot was messed up that would be a huge deal.

I feel this is a huge deal for me because it affects me personally, it’s my local government.”

Villane couldn’t explain the discrepancy.

Densford agreed.

“This is one of the reasons why we want to incorporate Navarre, so we can have more control,”Densford said.

Earlier this year the county approved precincts 26, 29, 34, 35, 38 and 40 for the nonbinding referendum without objection based on a recommendation from INC Navarre Now. Densford also said she had issues voting prior to Election Day. She originally requested an absentee ballot but never received it in the mail. When she went to the precinct, they originally were not going to allow her to vote because records indicated she had received the ballot. A call to the Division of Elections showed that the

ballot was requested but never sent, according to Densford.

Once she received her ballot, Densford said she discovered the missing referendum she had been so eager to cast her vote on.

The Holley precinct, 10, was not included in the “Navarre”boundaries after Holley residents attended the Inc. political action committee meetings requesting to not be included. However, if the issue were to move forward based on the straw poll, the City of Navarre’s boundaries would go back to the drawing board.

Densford said she will continue to make the issue known.

“I took it to Facebook because I knew it would get the word out,”she said.“If that was messed up, what else was messed up?”

Staff reports editor@navarrepress.com 17-year-old Navarre High School student Katie Harrell was diagnosed with meningitis and encephalitis of the brain Oct. 17.

Harrell has been in the hospital since then, beginning in the Sacred Heart Hospital and was most recently transferred to the Children's Hospital in Miami where she remains in a medically induced coma.

According to a fundraiser page for Harrell, doctors had originally exhausted all possible treatments and medications to help the young woman. Further testing has updated the diagnosis to the rare Anti-NMDA receptor minego encephalitis and doctors started a new treatment, plasma exchange, on Nov. 2. Doctors told Harrell’s mother, Rhonda, that the teen would not leave the ICU for at least 60 days.

‘Sleepy Hollow’ fills Holley Navarre Intermediate cafeteria

By Shana Roberson shana@navarrepress.com Community members filled the Holley Navarre Intermediate School cafeteria on the evening of Oct. 30 to watch fourth- and fifthgraders perform“The Legend of Sleepy Hollow.”

The students worked together as part of C.A.S.T. (Children’s After School Theater), a program of local community group Paradise Productions. More than 50 children auditioned for the play which led to two separate casts for the 5 and 7 p.m. performances that were based on the classic story as adapted by Vera Morris.

Paradise Production’s presentations and played Ichabod Crane in the 5 p.m. performance.

“I’ve been in many plays before, but never have I had such a big role,”Grubbs said, adding that things got a bit confusing backstage with such a large cast and crew.“I actually have some of the same character traits as this character I play. I do actually plan to get a schooling degree and I really do like food, so this part comes pretty easy.”

The weekly sessions will address grief support – following an educational outline – and offer assistance, love and listening ears to those grieving over the loss of a loved one.

Beer festival returns to Pensacola The third annual Pensacola Craft Beer Festival returns to the Vince J. Whibbs Community Maritime Park on Saturday, Nov. 15.

Attendees will sample craft beer from nearly 200 craft breweries while enjoying the view of Pensacola Bay. Beer from microbreweries and specialty-bottled beer will be available for tasting.

Food vendors will be strategically placed for pairings with crafts beers. The event, which runs from 2 to 6 p.m., will include live entertainment and more than 75 arts and crafts vendors.

Admission is $30 in advance, $35 at the door. VIP tickets are $70 and must be purchased in advance.

Christmas Art Market prepares to open The Arts & Design Society will host its annual Christmas Art Market from Nov. 17 through Dec. 20, featuring an assortment of artistry including jewelry, paintings, clay works, decorations, photographs and note cards, all created by the members. “It teaches me to be aggressive and you need that to be a good headless horseman,” Davis, now in his fourth play, said.

Sarah Houghton, who oversaw the C.A.S.T. program and production, said the young actors had four weeks to prepare for their performances.

“It went so great,” she said.“I am so proud of the kids, they did an amazing job.”

Houghton said an estimated 100 audience members attended each show. “Sleepy Hollow” was Paradise Production’s first all-children’s production. They hope to continue the success with a spring production at West Navarre Intermediate School. They may even venture into the middle school after receiving much interest from students and parents.

Cadets stay busy with trophies, training

By Shana Roberson shana@navarrepress.com While the rest of the school was busy preparing for homecoming week, the NJROTC Raider Battalion was busy collecting trophies and training around the Panhandle. After a second-place win at the Gulf Breeze High School Drill Meet earlier this month, the cadets were happy to take first place at their next meet.

On Oct. 25 and 26, four teams from the battalion participated in the Best Ranger competition that the University of West Florida’s Army ROTC unit sponsors each year.The event included a 3-mile run broken up by obstacles including tire flips, water jug carries and army crawls.

The event also featured a grenade-throwing competition, a dodgeball tournament and a“commander’s challenge.”

“Probably the hardest part wasn’t the physical aspect of it. There was a lot of critical thinking,” Cadet Lt. Andrew Morris, Bravo Company Commander, said.“The objective was finding the

most effective way to approach (an obstacle).You had to use your mind.”

The battalion’s top team took first place overall as well as in the dodgeball tournament. Morris said they could only train so much for this specific competition since it was completely overhauled from last year’s version. His favorite part is seeing the team transition from what they do every day at Navarre High School to what they do in competition.

“Really, I think what

attracts me to it is the way we come together as a team and are successful,”Morris said.“You can really see the amount of team work this battalion has and how it affects us in these situations.

We take first, second or third in almost every drill meet we do.”

Sea legs training On the same weekend, cadets assisted the USCG Cypress crew in its Haunted Ship event by setting up, manning games and cleaning up. Afterward, they

received a tour and ride that allowed them to learn how to dock the ship and how to anchor. Cadets at the event received their sea cruise ribbon.

“It was super gross, there was fake blood everywhere, we had clean up these fake bodies,”Company Commander Cadet Lt. Chelsea Porter said.

After the clean-up, cadets received a tour, a cruise and learned how to dock and anchor the ship.

Before that, cadets spent

the night on the U.S.S. Alabama battleship.

“The Alabama was really fun. That’s the one thing that I really look forward to throughout the entire year,” Porter said of the trip that includes a scavenger hunt and an overnight stay.“My favorite part is when we go to bed we all just sit around and talk and tell ghost stories.”

Some cadets also participated in an early morning run the next day, leaving those who stayed behind to sweep

and clean the bus and eat breakfast last.The team also stopped at the Navy Rescue Swimmer School and the NAS dining facility.

Up next for the team is another meet Nov. 22 and then the annual Military Inspection in December where the cadets, their uniforms, their supply closets and even their academics and community service will be inspected. Last year the battalion received Distinguished Unit with Academic Honors.

About 400 student pilots test aircraft at Whiting Field

The event provided about 400 students enrolled in advanced helicopter training at the base an opportunity to fly various aircraft to help select a preference for their career paths.

to fly. However, according to Commander Rob Sinram, commanding officer of helicopter training squadron EIGHT, the needs of the military are foremost.

“For the most part they get one top-four choices,” Sinram said.

Aircraft were flown in from military installations across the southeast by United States sea services, including the Navy, Marine Corps and Coast Guard, Sinram said.

Some of the aircraft featured at the event included MH-60R Seahawks and H53 Sea Stallions. He noted the Marine Corp sent an AH-1 Cobra and UH-1 Huey and the Coast Guard flew in an HH-65 Dolphin

and MH-60T Jayhawk.

“I got to fly the Huey,” said Marine Corps 1st Lt Sidney Ballard. “It was a pretty awesome experience.”

Ballard started advanced training at Whiting about two months ago. He said he previously preferred a Cobra.

“But after flying that Huey, it’s kind of leveled my preference to either,”he said.

The four-day NHA event started Oct. 28 and included industry displays from various aviation companies such as DART Aerospace, Airbus, Lockheed Martin and Sikorsky Aircraft Corporation. The Holley Navarre Seniors Association hosted its Fall Family Health Fair Friday, Oct. 31. Santa Rosa Medical Center offered free screenings. Flu shots were administered and health-related businesses provided information and give-a-ways. Breakfast muffins, rolls, drinks and lunch were also served.

The Blood Mobile was on hand. According to Justin Malan, community relations coordinator of OneBlood, a not-for-profit 501(c)(3) community asset responsible for providing safe, available and affordable blood to 213 hospital partners and their patients, the drive resulted in 14 units of blood.

Malan said each donation can save up to three lives, so 42 patients could potentially benefit from the donors at the Oct. 31 drive.

Patient safeguards needed for biosimilar development Thanks to a provision in the Patient Protection and Affordable Care Act, efforts are underway to streamline licensing for medications known as“biosimilars,”which are similar – but not identical – to cutting-edge biologic medicines. However, the development has some concerned about patient safety, especially among older Americans who tend to suffer from more chronic diseases, such as cancer, diabetes, and heart disease.

According to the U.S. Food and Drug Administration (FDA), a biosimilar is highly similar to a U.S.-licensed biological product (a wide range of items including vaccines, blood and blood components, allergenics, somatic cells, gene therapy, tissues and proteins) that may have minor differences in clinically inactive components, but (supposedly) no clinically meaningful differences in terms of the safety, purity and potency. This is difficult to ensure because both

biologics and biosimilars are derived from complex living organisms. Even different production facilities, shipping, or storage could create meaningful differences.

Again, biosimilars are highly similar but not identical to their biologic originator and should not be confused with generics. Generic medicines are traditional pharmaceutical medicines and have the same exact active ingredient as their originator; therefore patients can be switched easily from

• 94 percent believe that patients should be notified when a biosimilar is substituted for the original drug prescribed by their doctor.

The First Baptist Church of Navarre hosted more than a dozen volunteers from High Point University by providing them a place to sleep as well as home cooked meals each night.

Faiths combine to support flood victims

By Shana Roberson shana@navarrepress.com The First Baptist Church of Navarre recently hosted a group of students from High Point University of North Carolina who were in the state to build homes for local flood victims.

The group was working with the Florida Recovery Team, a ministry of the Alabama – West Florida Conference of The United Methodist Church.The organization’s mission is to provide“the loving presence of Christ as we respond to natural disasters within our conference and across the connection.”

Sixteen volunteers stayed in the church’s fellowship hall and were fed by a different church group each night after a hard day’s work building homes in Okaloosa and Walton counties.

“The team just felt so loved on,”said Lynn Dobry of the Florida Recovery Team.“They are working hard all day, so to come and be taken care of is just such a gift.”

KJ Chafen, volunteer manager for the Florida Recovery team, detailed the team’s eventful trip from North Carolina. After nearly completing the trip, the bus broke down. They just happened to break down in front of a pastor’s home in Milton. His church, the Assembly of God, drove the team from Milton to First Baptist in his church’s bus. Thereafter, the Gulf Breeze United Methodist Church loaned the group its bus for the remainder of the trip. To cap off the bus charity domino effect, someone from First Baptist repaired the college students' bus well enough to make it back home.

“They have already said this was their best mission trip ever and want to come back for spring break because the people here were so great to them,”Chafen said.

First Baptist often hosts groups like the one from North Carolina and will likely host another group for the same cause soon.

“We want to help our community,”First Baptist’s Minister of Music Ken Rousseau said.“So many people actually lost their home. Many of them lost not

only their home but their cars as well.”

Rousseau added that the Red Cross loaned the church cots for the visitors sleep on. They were also able to have a“shower trailer”on hand for the dusty volunteers.

“It’s such a blessing for people,”he said.

“Many people didn’t even have insurance on their home. So when they say they lost it, they really lost it.”

Next up for the Florida Recovery Team is a home on Abercrombie Street in G u l f Breeze. The team is working with those affected by the area’s historic flood on April 28 and 29 during which an estimated 20.47 inches of rain fell, which was preceded by heavy rainfall (200 to 600 percent higher than normal) in the weeks prior, according to the National Weather Service. The Federal Emergency Management Agency has paid out on 1,914 losses totaling $89,821,686, the largest amount since Superstorm Sandy in 2012.

Lifeguards close season in new tower

Navarre Beach lifeguards ended their season Oct. 31 in a brand new lifeguard stand that replaced a wind-damaged Tower 3.

“In the beginning of the year we lost three towers,”lead lifeguard Greg Matechik said.“And then when that cold front came through a few weeks ago, it blew the roof off the other tower.”

When Tower 3 was damaged, the county decided it would be cheaper to build a new tower rather than repair the existing tower. The county’s policy is that all new towers will be built on the berm for better observation of the water.

“We can see easier, but we’re a little further from the water. So it’s a fair trade,”Matechik said.

Fellow lifeguard Charles Marek added that the new tower location allows for better spacing between nearby towers.

Overall, the two lifeguards agreed that the season had been busy.

“It was definitely a busy year. That being said I think it went pretty smoothly,”Matechik said, adding that the surf was“flatter”than it had been in the past.“There were a couple weeks where we had some surf. We have most of our rescues during those two weeks.”

Oct. 31 marked the end of lifeguard season which opens again in March.

RED HORSE goes green

Members of the 823rd RED HORSE squadron from Hurlburt Field saved the Navarre Beach Sea Turtle Conservation Center at least $5,200 during the last week of October.

A handful of RED HORSE airmen installed siding at the turtle center, saving the center at least $5,200 – the amount submitted in the lowest bid for the project.

Heavy Operational Repair Squadron Engineer. Construction is one of the squadron’s main capabilities, though members typically work on bigger projects like building hospitals or repairing bombed runways.

The turtle center’s director, Cathy Holmes, recently called the squadron to see if the members might be able to help with the center’s ongoing construction. After inspecting the project, they determined they’d be able to install siding and they found more ways to help complete the center.

“It has added value for us

because when we have new people we can train them on projects like this,”said Shaun Krautkremer, who added that he enjoyed working on the project as Navarre resident.

“It’s also great to work with the community in a positive way.”

The squadron completes hundreds of volunteer hours around the area throughout the year. They just recently finished a project with a nonprofit organization Building Homes for Heroes. Most recently, the squadron built two new storage sheds for the localVeterans of Foreign War Post 11367.

Raiders win homecoming 49-24

Navarre reeled off six straight wins to start the 2014 season. Back to back setbacks at the hands of Niceville and Choctaw ruined the chances for an undefeated regular season.Throw in an off week and it had been nearly a month since the football team had experienced a victory on the field.

The Dothan Tigers proved to be the perfect elixir for the bad taste in the Raiders’mouths.

The homecoming game didn't start out quite like the Navarre faithful had hoped. Dothan's Isiah Long ran for a 59-yard touchdown on just the second play of the game to put the visitors ahead 7-0.

Navarre evened the score on their second possession. Cameron Mayweather hauled in a pass from Matthew Webb that was good for a 30-yard pick-up. Michael Carter, who had missed the last six quarters due to an ankle injury, took the ball the last 7 yards on a run up the middle to tie it at seven apiece.

Dothan again picked up positive yardage on their next drive until Cyrus Grimes made a big sack on the Tiger quarterback. Navarre recovered a fumble on the next play, but gave the ball right back on an interception.

After losing 19 yards and facing a fourth and 29, Dothan was forced to punt. The punter could not get the kick off after a poor snap and Everette Alford brought him down at the Tiger 19. Five plays later Derrick Smith took it in from the 1 and Luke Morton's kick made the score 14-7.

Dothan cut the lead to four after a 16-play drive resulted in a 35yard field goal.

The Raider's special teams came up big on the next series. It started when Octavien Moyer's 43-yard punt pinned the Tigers back on their own 3-yard line. A Kyle Arrasmith sack forced a fourth and four from the 10. With the kicker standing on his own goal line,

a host of Raiders broke through the line and Xavier Fernandez got his hands on the punt. The loose ball stayed in play and Tevyn Stevenson pounced on it for the touchdown.

Navarre led 21-10 with 3:25 left in the half.

Navarre coughed up the ball at their 38 with just under a minute left in the half. The Tigers were able to move the ball to the 1, but the defense stiffened and the clock wound down before they could reach the end zone.

Navarre opened the second half with an impressive 11-play drive that was capped off with a 6-yard Carter sweep around the right end. The drive included five runs and six passes, covered 87 yards, and took 5:11 off the clock.

The Raiders stretched the lead to 35-10 on their next possession.Tyrell Courtney picked up 22 on a pass from Webb and Carter tacked on 18

on one of his own. On third and three from the 8, a great run fake froze the defense, and Webb found Jordan Ewing all alone in the end zone for his first touchdiwn reception of the year.

One minute and 37 seconds later, the rout was on. Carter took the handoff and headed off tackle. He avoided one would be tackler and bounced to the outside. When he made the edge he turned up field and outran the defense down the sideline for a 43-yard touchdown.

Dothan made the score 42-17 when they were given a short field after an interception.

Dothan scored a meaningless touchdown with 1.7 seconds left in the game to make the final score 49-24.

The loss to Choctaw means that Navarre finishes second in the district race

and will travel to Escambia High School to face the Gators on Nov. 14. There is still a little business to take care of though as the Raiders will host county rival Gulf Breeze at Bennett Russell Stadium on Friday, Nov. 7 in the annual Beach Bowl.

Lady Raiders’ soccer team shuts out Catholic and Arnold

By Romi White romiwhite@navarrepress.com Recently the Gulf of Mexico Fisheries Management Council passed an amendment which could drastically impact recreational red snapper fishing. The move has pro-fishing groups such as the Congressional Sportsmen’s Caucus, up in arms.

Reef Fish Amendment 40, which must be approved by U.S. Secretary of Commerce Penny Pritzker, stands to reduce the number of recreational quotas and shorten the recreational red snapper season.

“What it basically does is separate private anglers from for-hire sector,”said Charlene Ponce, the management council’s public information officer. Ponce said the amendment will create two separate sectors and quotas would be divided between them. Previously, commercial fisherman received 51 percent of quotas and recreational fisherman were allotted the remaining 49 percent.

Amendment 40 will further bust up the percentage for

recreational quotas between charter for-hire boats and recreational fishermen.

“With sector separation, the federal for-hire and private anglers will become two separate components, each having its own quota,” Ponce said.

Recreational fishermen are fighting back.

“Fishing is not just a part of our heritage and lifestyle here on the Gulf, it is a major part of our economy,”said Santa Rosa County Commissioner Lane Lynchard, who is also an avid recreational fisherman.

“I attended a meeting of the Gulf States Caucus, comprised of local government officials from all five Gulf states, and sector separation and fisheries management was of great concern,” Lynchard said.“We are trying to get local governments involved in this issue, so that we can speak with one voice to the powers that be in Washington.”

“The suddenly accelerated speed at which the Council seeks to subdivide the recreational red snapper fishery into two individual components or ‘sectors’ is unacceptable for an action that will likely have far reaching impacts,”stated the letter, which goes on to say,“A decision of this magnitude requires careful deliberation and calculated safeguards … Furthermore, there are several concerns regarding potential statutory violations that must be fully explored and resolved before moving forward.”

“If the federal government continues to place unreasonable limits on fishing, they are going to ruin recreational fishing and the livelihood of small business that rely on it,”added Lynchard.

“We had a nine-day federal snapper season last year, and it looks like that will be generous compared to what is likely to happen

Ponce said the National Oceanic and Atmospheric Administration Fisheries hasn’t determined the length of the season.

“We don’t know what the season will be yet, we’re waiting to hear from NOAA Fisheries,”Ponce said. NOAA is recalculating fish population data in an effort to improve accuracy. According to the NOAA Fisheries website, the agency manages living marine resources and their habitats up to 200 nautical miles out from U.S. coastline – the boundary for international waters.

“That nine-day season last year was a combination of several things,”Ponce said.

“One is states didn’t have compatible regulations.The longer those state seasons were the shorter the federal season is going to be.”

Amendment 40 will be published in the federal register at which time additional public input will be sought. Comments may also be mailed to NOAA’s Southeast Regional Office located at 263 13th Ave. S., St. Petersburg, FL 33701.

Local family launches

CrossFit gym

Three years ago Pete Sharrett found himself chasing children while coaching friends and family through CrossFit workouts in his garage. He led coworkers in similar workouts at the Okaloosa Island Fire Department, where he works. Then he and his family started having workout parties that combined CrossFit and BBQ. “We are a family of athletes,” Sharrett, one of four co-owners of a new CrossFit gym in Navarre, said The idea started four years ago when Sharrett’s brother Tyler told him about CrossFit. “From the very first workout I did, I was hooked on it,” Sharrett said.

From there, he showed his wife Justine Sharrett who in turn showed her twin sister Erin Smith.Then they showed Pete’s sister Kate Mast, who showed her husband Sean.

The domino effect made a lasting impression on the family.

“Next thing you know, it’s three years later and we’re all

working out in our garage,” Pete said.

“Pete would be coaching people while baby-sitting and chasing after kids,”Kate said.

Fast forward and today the family has opened Average Joe’s CrossFit in which Pete, Justine, Sean and Kate are coowners and Erin is a coach.

Just a bunch of Average Joes “My ultimate goal was to be a professional baseball player,”Pete said of his original career aspirations. Next on the list was a more“average” career path – to be a teacher or coach.

The gym’s name came about when the group halfjokingly submitted the idea to CrossFit headquarters among dozens of other ideas.

It’s a reference to the movie “Dodgeball: A True Underdog Story,”in which Vince Vaughn runs Average Joe’s, a neighborhood gym that’s the antithesis of Gold’s Gym or Planet Fitness.

According to Pete, Average Joe’s garnered almost immediate approval from headquarters. Now the family has grown to love the name that started as a joke.

“The people who don’t get it, like my mom, who wouldn’t appreciate ‘Dodgeball’ humor, she’s like,‘I love Average Joe’s because I feel comfortable, I’m not intimidated,’” Kate said of her 62-yearold mother who does CrossFit. The owners and trainers might appear to be“average” at first glance. They all live across the street from the gym in Holley by the Sea. Pete and Sean are both firefighters, Justine is a stay-at-home mom, and Kate sells her own cupcakes and works in real estate.

They hope the name allows them to bring in clients who might otherwise not consider CrossFit. “The cool thing about the different class times is that they will each have a different feel,”Kate said.“In the early morning we expect military people and people on their way in to work who are more intense.”

Their 8:30 a.m. class is for beginners and is an eightweek, progressive fundamentals course.The gym offers six class times Monday through Friday, the first at 5:30

a.m. and the last at 5 p.m.

They also offer one class Saturday from 9 to 10 a.m.

Childcare is available by appointment.

“For our 3:30 p.m. class, we are hoping to bring in a lot of teachers and moms,”Kate said, adding that they will offer discounts to teachers, military and first responders.

All about the athletes The entire family believes CrossFit, which launched 14 years ago, is more than a trend and is here to stay. They point to the movement as a developing sport, noting that there are more than 10,000 CrossFit gyms across the country. They plan to join in on the fun by competing in CrossFit competitions and events, like the upcoming Tough Mudder, as a gym.

“It’s fun to see how it changes people, not just their bodies but their lifestyles as well,” Kate said.

Health Briefs Florida Hospital Association announces new vice chairman Baptist Health Care recently announced President and CEO Mark Faulkner as the vice chairman/chairman-elect of the Florida Hospital Association 201415 Board of Trustees.

Bras Across the Bridge raises more than $8,000 Baptist Health Care, Cox and Today's Soft Rock 94.1 fifth annual Bras Across the Bridge raised more than $8,000 for Baptist Health Care Foundations Mammogram Fund, which helps provide mammograms to qualified women who could not otherwise afford one.

Last week Santa Rosa County Chamber of Commerce officials celebrated the opening of Santa Rosa Medical Center’s new occupational health care center in Pace. Chamber officials hosted a ribbon cutting ceremony at the center’s new location at Woodbine Medical Park.

“I’m excited,”said Phillip Wright, CEO of Santa Rosa Medical Center (SRMC), noting the center’s significant growth. Wright said the center has expanded service from 10 clients in 2009 to more than 500 today.

“We’ve combined our services here to provide preemployment physicals,”noted Wright, who said drug screening and X-rays are conducted at the location, which also features an on-site pharmacy.

According to the SRMC occupational health website, the facility also provides treatment for workplace injuries, physical examinations and drug and alcohol testing.

“Over the years, we have used various medical providers when there was not an occupational medicine facility in the county,”said DeVann Cook, director of human resources for Santa Rosa County.

Cook said the county utilizes the occupational health center for services, including drug screening, new employee physicals and treatment of injured workers.

“The location on Woodbine Road is very convenient for our employees, and we are very pleased with the services they provide,”Cook added.

“It’s good to have a local provider,” said Tracy Allen, past chamber president, adding,“It helps keep things within the county.”

Gordon fights with Keselowski in big Texas melee

By Stephen Hawkins AP Sports Writer Fort Worth, Texas (AP) — Brad Keselowski is doing everything he can for a chance at another NASCAR championship. No matter how angry he makes other drivers.

Jeff Gordon was fighting mad at Texas, leading to a post-race confrontation with Keselowski and a big melee. Gordon's shot at a huge playoff victory was wiped out after hard contact during extra laps Sunday.

"It's his disregard for what's going on out there," said Gordon, the four-time champion who in an earlier live post-race television interview used an expletive in referring to Keselowski. "He made an over-aggressive move.Those are moves you find if you've got a slamming, banging race. He cut my left rear tire.

That was it for me. It's a real shame."

After spinning out, losing a lap in the pits and finishing 29th, Gordon became the second competitor in four races during the Chase for the Sprint Cup championship to confront 2012

champ Keselowski after the checkered flag.

Fireworks exploded in the sky, and on pit road, while Gordon teammate Jimmie Johnson celebrated his third consecutive victory in the Texas fall race.

Gordon was leading on a restart on Lap 335, one more than the race's scheduled length, when he took the outside line. When the No. 24 car drifted up a bit, Keselowski pushed through the gap before the contact.

"By the time it closed up, I was committed, and I stayed in it. That almost won me the race," said an unapologetic Keselowski, who finished third.

"I'm doing everything I can to win this championship, racing at 100 percent. That's something I'm not going to be ashamed for."

At Charlotte Motor Speedway last month, it was Matt Kenseth who lost his cool and attacked Keselowski.

Gordon stopped his car right by Keselowski after the Texas race, and there were of punches thrown.

NASCAR officials were in the middle of crew members and others around

Keselowski's No. 2 car.

It seemed the only contact among drivers was when Kevin Harvick shoved Keselowski into the fracas, and Gordon briefly appeared to grab hold of Keselowski's fire suit.

"I just turned him around and told him to go fight his own fight," Harvick said.

Keselowski's face was puffy, and he took a couple quick drinks of water to wash the blood from his mouth. Gordon was left with a cut on his lip.

"I couldn't even tell you what happened," said Keselowski, who confirmed he was hit by someone.

"Just a melee of people."

All the punches thrown appeared to come from crew members — including a member of Gordon teammate Kasey Kahne's team who appeared to land several shots on Keselowski from behind.

NASCAR will review the brawl and penalties could be issued during the week.

Keselowski was fined $50,000 for his behavior at Charlotte, but Kenseth escaped penalty because he did not throw any punches when he jumped Keselowski from behind.

Robin Pemberton, NASCAR senior vice president of competition and racing development, indicated he had no problem with the hard racing in Texas.

He might have a different take on what happened after the race.

"Everybody gets together, and when you're holding on to each other and grabbing and this, that and the other, it's one thing," Pemberton said. "When punches are landed, that's a different scenario."

Some things that happened at Texas that maybe got overlooked because of the post-race brawl: POINTS MATTER: Because both races in the third round of the Chase have been won by drivers already eliminated from contention, at least three of the drivers in the final four at Homestead will be determined by points.

The eight Chase contenders going to Phoenix next week are separated by only 18 points.

Joey Logano and Denny Hamlin both have 4,072 points, two more than Ryan Newman. Gordon dropped from first to fourth after the Texas rumble, a

header weekend sweep.

Busch was already a lap down and running 22nd when part of his tire came apart on lap 205. He got up into the top 10 after a final series of cautions.

"We were a bag of everything today. Man, we were so bad," Busch said. "We fought all day long. ... The guys got me a good car there at the end in order to battle back and come back for a fourth."

Busch started ninth, but had already slipped six spots within the first five laps.

Busch also won the Nationwide and Camping World Truck Series races at Texas in 2009, but ran out of fuel with 2 1/2 laps left in the Cup race when he was leading. He did complete an unprecedented tripleheader sweep at Bristol in 2010.

YELLOW SUNDAY: After only one caution in the first 175 laps, a stretch which included 129 consecutive green-flag laps, the yellow flag flew 12 times in the last 166 laps.

The 13 total cautions were the most ever at Texas, which hosted its 28th Cup race.

There were seven yellow flags in the final 55 laps.

4 FOR 70: Johnson became the first driver to win four Cup races at Texas, and got his 70th career victory. Johnson led nine times, keeping the No. 48 Hendrick Motorsports Chevrolet in front for 191 of the 341 laps.

"To win 70 Cup races is mind-blowing to me," Johnson said. "Very proud to have all my races with one race team with one sponsor."

The six-time Cup champion was eliminated from Chase contention in the second, three-race round.

Johnson was 1.6 seconds behind teammate Gordon when Clint Bowyer had an accident on the frontstretch on the 331st of 334 scheduled laps.

"Jeff just got a really good start the restart before and got control of the race," Johnson said.
