Cripples government’s ability to deliver quality services Teboho Setena THE never-ending shambles in which the Moqhaka Local Municipality in Kroonstad finds itself once again is further crippling local government’s ability to deliver services. The ugly face of chaos came to the fore last week when angry workers embarked on a three-day protest to put pressure on current management to resign. The workers’ strike was prompted by the demand for the delivery of quality services and a range of alleged irregularities. More than 900 workers embarked on a strike to intensify their demand for better service delivery and the resignation of the municipal manager, Simon Mqwathi, and
some directors holding key positions, accused of alleged incompetence. Mqwathi and the directors fingered were expected back at work, said the communications director of the premier’s office, Mondli Mvambi. “In order to establish control at the municipality, a meeting held between the Department of Cooperative Governance and Traditional Affairs (COGTA) management and employees of Moqhaka resulted in the department instituting Section 106 of the Municipal Systems Act on the municipality. “Section 106 allows an MEC for local government to request information or conduct an investigation into a municipality, which is not fulfilling a statutory

obligation or is suspected of maladministration, fraud, corruption or a serious malpractice,” he said in a statement. As tasked by the COGTA , the team will be headed by Mokete Duma. This is part of the department’s intervention into stabilising matters in the trouble-ridden Moqhaka. This followed a meeting between the workers and COGTA management. The task team is expected to start work in Moqhaka from 20 January and is expected to complete the investigation by the end of this month. Express and NFS reliably learnt that the Moqhaka council was yet to hold a meeting to appoint persons to be placed there in the interim. The municipality in Kroonstad is said to
have been teetering on the brink of collapse for a lengthy term since 2007. Mariette Pittaway, DA councillor and caucus leader in the Moqhaka Municipality, said: “The DA has empathy with the frustration of municipal workers and residents of Moqhaka. “We have repeatedly tabled motions of no confidence in Mqwathi without any success in council as the ANC majority continues to block our attempts.” The DA said the recent shocking decision by the municipal manager to illegally suspend personnel resulted in the municipality paying compensation in excess of R3 million. The workers claim that the municipality is spending an excessive amount.

CUT expects big response } Teboho Setena THE Central University of Technology, Free State (CUT), is expecting a record registration of first-year students for the 2014 academic year. The huge response comes ahead of the start of registration on 20 January at the two campuses in Bloemfontein and Welkom. “This week the university was handling the traffic of prospective students that applied for admission last year. The students brought their results as the confirmation of them passing. “Earlier last week, we were standing at 2 600. This figure is based on over 10 000 applications we received last year. These are students who applied using their June results. “As it stands now, all programmes are full and the university will not allow walk-ins,” says Dan Maritz, the university’s spokesperson. He says they are expecting to enrol about 3 550 students for both campuses – the main campus in Bloemfontein and the Welkom Campus. Maritz confirmed that the closing date for 2014 application was 31 October last year. “For those who were not successful at the CUT, we advise them to call the helpline of the Department of Higher Education and Further Training. “The department is facilitating the placement of matriculants in other institutions were spaces are available. “Matriculants can register online at http://cach.dhet.gov.za, or request a call-back by texting their name and surname and ID number or examination number to 49200,” he says. “The 2013 results of gr. 12s in the province mean better and more quality students for the CUT,” he said. Maritz also says that based on applications received, there was huge interest in the Faculties of Engineering and Information Technology and Management Sciences.

Success ‘like a dream’ } Teboho Setena DEDICATION and hard work, coupled with three hours of study daily, have handsomely rewarded Wilsan Xubuzani. Wilsan, the pride of the Teto Secondary School in Welkom, achieved 100% in Mathematics and Physical Sciences. He just missed out in Life Sciences, scoring 98%. He achieved 85% in Life Orientation, 84% in Geography, 74% in English (first additional language) and 81% in Sotho. To the lanky and soft-spoken learner the achievement is still like a dream. He said he went into the final examination hoping to score at least 70% in all seven subjects he had written. He, however, outdid himself, achieving more than he had bargained for. He attributed his achievement to his ability to focus and to work as part of a team with a group of friends and with the help from teachers. “I’m happy and at the same time I’m surprised. I never expected to get such good results in all subjects. I was expecting to obtain at least around 70%. “I could not believe it when I received the phone call to say that I had passed with distinction and had to attend a function in Johannesburg where Minister Angie Motshekga announced the results,’’ said Wilsan. Wilsan is the youngest child in the family of four siblings including three

He surprised me in every respect. “I have seen some positives which I never expected from him. I expected him to pass like most of the children, but such a big achievement was something I would never have expected,’’ said Phumo. “I’m grateful for his achievement – I think he followed in the footsteps of his elders who also worked hard to ensure they passed matric. “I’m praying he remains humble and focuses on his university studies,’’ said Phumo. Wilsan is one of the country’s top gr. 12 achievers for 2013 and one of the six best
performers in the Free State. FS matriculants exceed expectations } Teboho Setena THE Free State MEC for Education, Pule “Tate” Makgoe, outlined the province’s action plan to achieve specific targets last Tuesday following the 2013 matric results announcement at the Central University of Technology in Bloemfontein. The action plan towards schooling 2025 will be implemented from the start of the academic year 2014. Makgoe emphasised that the bold plan was aimed at ensuring the province continued to produce exceptional results and maintained momentum. For the first time ever since the dawn of democracy in 1994 the Free State claimed first position nationally, achieving a pass percentage of 87,4%, a 6,3% increase from 2012. According to Makgoe the 2012 Free State pass percentage of 81,1% served as the strong base for 2013’s sterling achievement. He said the 2012 pass percentage which saw the Free State obtain third position overall was the all-time best pass rate. Initially Makgoe targeted an 85% pass rate for 2013, but he got more than he had bargained for. Makgoe outlined targets for the action plan as follows: Increase the number of

For 2013 the Free State produced 8 961 candidates qualifying for bachelor’s studies. Makgoe said although there were 82% bachelor entries, only 40,8% passed and qualified for bachelor’s study. “To improve
our quality in bachelor’s passes we will have to focus on quality teaching rather than quantity enrolment,” said Makgoe. He said the province had seen an improved pass percentage in Mathematics attaining 70,19% in Mathematics and 73,96% in Physical Science in 2013. In 2012 the Free State obtained 63,75 % in Mathematics and 66,58 % in Physical Science.

Pholwana follows different path } Palesa Motshabi SHE is known as one of the queens of fashion and one of the well-known party animals. She also went to the fanciest clubs in Bloemfontein. But today Dudu Pholwana (25) has changed from being a party animal into a spiritual woman. Pholwana is known by many on the streets of Bloemfontein because of the night life she led. Speaking to Express in an exclusive interview, the ever-stylish young woman opened up about the choices she had made as a born-again Christian. “I have realised that life without God does not have any direction and I made the decision to join the Victorious Faith Ministries Church under Past. Andries November in Phase 6,” she said. This beautiful and bubbly woman

realised last year in March that the life she was leading was only to please people. She realised that she was not happy and decided to seek spiritual help. “Since I joined the church I know who Jesus is. “I started praying for everything and I have found happiness and peace within my soul,” she continued. She explained how she had achieved all her goals since attending the church. “We pray for everything at the church – your wallet, house or car and most importantly, to be protected from evil spirits.” Pholwana is now a full-time churchgoer at the Victorious Faith Ministries. She made it clear that she was no longer a party animal. She said the only time she went out was when she was with her fellow church members.

Roses United deal goes sour
} Sidwell Guduka MAX TSHABALALA, the former owner of Roses United FC, is fuming with anger. The no-nonsense Free State businessman alleges that Sinki Mnisi, the man who purchased his club’s franchise, has failed to honour their contractual agreement. Now he wants him to pay up or else lose the club. Tshabalala sold Roses to Mnisi for a whopping R8 million in October last year, but the former has allegedly not seen a cent from the sale of the club which campaigns in the National First Division (NFD). Mnisi was supposed to have paid the first instalment of R4 million to Tshabalala by 31 December last year. However, he failed to do so as per their written agreement. The balance of the sale agreement was due to be paid on 31 March this year. “I’m very disappointed with Sinki. We did this deal in good faith, but now he doesn’t want to pay me. He failed to make the first payment before the end of last year and he has been quiet,” Tshabalala told reporters at a press conference in Bloemfontein on Friday.
After the sale agreement between the two gentlemen was finalised, Roses relocated to Tembisa in the East Rand where Mnisi hails from. But Tshabalala wants the club to return to Bloemfontein as a matter of urgency. “Mnisi must pay up or else I’m taking back my team. He has failed to honour our agreement. There was also a Cape Town businessman who was interested in buying Roses, but I turned him down, because I trusted Sinki. Now look what happens,” Tshabalala fumed. “The club is sitting in the relegation zone. I want to save it, I don’t want to see it going down to Division 2, because it will lose its value. The value of the NFD and Division 1 clubs is R10 million and R2 million respectively,” he said. Roses are sitting on position 13 on the 16-team log table after collecting 13 points from 14 matches. They have just 3 points more than 16th-placed Royal Thanda Zulu who have played 15 games. When asked to comment about the matter, Mnisi replied in an SMS, saying: “Mr Guduka thanks for your time, but unfortunately no comment, Sir.”

FSBO meeting postponed again } Teboho Setena
THE amateur Free State Boxing Organisation (FSBO) is in shambles. This is after its belated AGM was again postponed. During the meeting held late December last year, the attendees failed to elect a new leadership as the power struggle for the leadership climaxed. The elective meeting was held in Welkom after it was rescheduled because of alleged irregularites and procedures on which the meeting was being conducted. The meeting has from its origin been overshadowed by a series of controversies, prompting postponement on two occasions. The first meeting was held last November, but failed to produce the desired result leading to a postponement to December. A meeting at which members hope to resolve their differences is now scheduled
for 1 February in the capital of the Free State, Bloemfontein. Express Goldfields and Express Northern Free State reliably learnt that members have supported a motion to dissolve the current structure and appoint an interim leadership to run affairs of amateur boxing. FSBO secretary Nkosinathi Moholo confirmed that the next meeting was expected to be held in Bloemfontein next month. The incoming leadership is expected to be in office till 2016. Adoption of the constitution, audited financial statement, unread minutes of the previous meeting and nomination forms remain the bone of contention. The five regions have deadlocked, demanding answers to issues of concern. The five regions are Mangaung Metro, Xhariep, Thabo Mofutsanyana, Fezile Dabi and Lejweleputswa.

THE Electoral Commission (IEC) and the Department of International Relations and Cooperation (DIRCO) hereby announce their collaboration to register South Africans living outside of the country as voters for the very first time. This follows the presidential assent to the Electoral Amendment Act No. 18 of 2013 and the publication of amendments to the Regulations on the Registration of Voters late last year. In terms of the amended regulations, South Africans living outside of the country who wish to vote in next year’s national election are required to register in person either in South Africa or at one of South Africa’s 124 embassies, high commissions or consulates-general located in 108 countries. These South Africans need to be in possession of a valid South African identity document (either a green bar-coded South African ID book, a new smart-card ID or a valid temporary identity certificate) and a valid South African passport to register. South African citizens living outside of the country and who are already registered as voters in South Africa do not need to register again. Applications for registration are open with immediate effect and take place during normal office hours of the various missions until 7 February. A list of South African missions is available on http://www.dirco.gov.za/foreign/sa_abroad/index.htm. South Africans living abroad are urged to confirm the working hours of their nearest foreign mission before attempting to apply for registration to avoid disappointment. Provision has also been made for two special registration weekends, on 18 and 19 January and 25 and 26 January, to accommodate those South Africans living abroad who are unable to register at their nearest South African foreign mission during normal working hours.
Chapter 3 of the election regulations, dealing with special votes, has also been revised to accommodate voting by South African citizens abroad. It requires registered voters who will not be in South Africa on election day (including those who registered outside of the country) to notify the chief electoral officer of the IEC of their intention to apply to cast their ballot at a South African diplomatic mission. Notifications of intention to apply for a special vote are made online via the IEC’s website (www.elections.gov.za) using a VEC10 form which will only be available once the president of the republic has proclaimed the election date. Online applications must be made within 15 days of the proclamation. “The 2014 general election is a watershed for South Africa, as it marks the 20th anniversary of our democracy. “The IEC takes great pride in enabling all South Africans to exercise their democratic right to vote, wherever they may be around the world and we wish to thank the Department of International Relations and Cooperation for their assistance in enabling South Africans to exercise this right,” said Mosotho Moepya, chief electoral officer of the IEC. During the first registration last year, the IEC raised grave concerns regarding the poor number of registered voters aged 18 to 19, deemed as the Born Free generation. In the Free State of the 140 304 citizens who had registered to vote during this year’s (2014) national elections, only 13 913 Born Free’s showed up at the 1 523 registration stations in the province over the weekend. According to the provincial electoral officer, Chris Mepha, the 18 to 19 year age groups were the lowest of all age groups who registered to vote for the up-coming elections.

Youths invited to join in play ZIYADUMA PROMOTIONS, which promotes and presents drama, poetry, dance and music shows featuring upcoming performers, invites out-of-school youths to take part in its new play, Hands off our schools. Rebecca Moepera of the promotions company says the play focuses on peer pressure, gangsterism, substance abuse, teenage pregnancy and the sexual abuse of learners by educators in schools. The play encourages the community and parents to participate in the fight against any form of disturbance in the smooth-running of schools. The play is educational and is aimed at promoting the significance of art by touring various schools in Matjhabeng – also as an awareness programme and job creation project for the unemployed out-of-school youth. Rehearsals start on 3 February. “Acting experience is not necessary, as training is offered. “The first concert is to motivate learners to go back to school with enthusiasm and to take education seriously, as it is the only key to success. “The concert will feature the Success Cultural Group, the Reitz park Youth Development Club and the Dirisang School Soul Buddys Club,” says Moepera. Big rush to enrol RECORD NUMBERS of undergraduate students from all walks of life are rushing to enrol at the Goldfields Further Education and Training College Welkom Campus last week from Tuesday to Friday.
Learners pride of Goldfields BOBO MTHOMBENI, a matric at the St Andrew’s School in Welkom, is the top Independent Examination Board (IEB) matriculant in the Free State and Northern Cape. The matric candidates at the school – only 19 – achieved 30 As, 57 Bs and 41 Cs. The school has once again achieved a 100% IEB National Senior Certificate (NSC) pass. Since its first matriculants in 1994 the St Andrew’s School has been enjoying a 100% pass rate. The school’s top individual result was Bonisile Mthombeni who achieved eight distinctions and will begin studying Medicine at the UCT. “We are proud that 95% of the school’s matriculants achieved the standard required for degree study at a university. The school’s candidates were in the top 1% of all IEB results in Afrikaans First Language, Mathematics, Maths Literacy and Life Orientation. 84% of all subject results were C symbols or better, with the school’s 19 candidates having achieved 30 As (19%), 57 Bs (37%) and 41 Cs (27%),” said Chris Jewell, headmaster of the school. “We are particularly proud that Bobo has been at St Andrew’s since pre-school. She is the third Mthombeni to have gone through Saints. Our other family which we bade farewell to, is the Mamadi family. Kgaogelo is the fourth and final Mamadi and has been with us since preschool. He obtained 97% for Maths (top 1% in IEB South Africa). These families hold a special place in our heart and we’ll miss their daily contact greatly. Like all of our outgoing ma-trics, they will, however, remain members of our family,” said Jewell.

OCEAN XI FC may be an unknown local amateur football outfit, but the future of one of their star players is looking bright. Tyrone Mondi (17) from Heidedal in Bloemfontein was chosen from thousands of hopefuls for a once-in-a-lifetime scholarship in the United Kingdom. He jetted off to London, England, on Sunday. Leaving behind his friends and family, he is pursuing his dreams of playing professional football after being picked by a scouting team led by Bolton Wanderers’ International Soccer School manager, David Bailey. “At the moment I’m feeling as normal as I always do. Obviously, when I touch down in Manchester the feeling would definitely be quite different. Once I get over there I would just need to focus on both my job and education. I’ll also have to keep my head down and my feet on the ground,” a down-to-earth Mondi told Express before he left the country for the United Kingdom. “I want to make the most of this once-in-alifetime opportunity, because not every youngster is as lucky. I want to use this opportunity to learn and be one step closer to my personal dream of becoming a professional football player. “I feel really privileged because every teenager wants to have the same opportunity I have. Everywhere I go people stop and ask me how I got the opportunity. They say they want their children to have the same opportunity I have,” he said. The former Brebner High School pupil added that this would not have been possible without God. He said these things were made possible, because he was faithful to God. “I’m grateful to God for this opportunity. I’m doing this because God wants me to do it. I always tell my friends that once you come into contact with Jesus it’s never the same. I just believe I should give back to Him because He has trusted me and He has given me the talent.” Mondi said he had never been away from his parents for a long time, but was sure he would cope well. “I’m sure after a few weeks I’ll be settled in and getting to know people. As a footballer you have to adapt to every situation. I already have friends that side who I underwent trials with at Wanderers. One of them is from America and the other is from South

I’ll be catching up with them when I get back,” he said. Mondi’s trip to the United Kingdom was made possible through a three-year partnership between the Free State Tourism Authority, Simsport International and Bolton Wanderes FC. Every year Wanderers scouts come to Bloemfontein, scouting for talent in the Free State.
“Going into our fourth year with this project we are extremely excited at the possibilities for the future. “We are not only happy that we are providing opportunities for the boys from the Free State, but also promoting the province as a whole by means of targeted advertising in the United Kingdom,” Rasthoem Simons, general manager of Simsport International, said. find the best 80 young players for their Grand Skills Programme every year. They visit Nigeria, Canada, Colombia, Australia, America and many other countries to find the top players. Mondi has been offered a scholarship that will see him joining the Bolton Wanderers Academy and to further his studies at the same time. His 18-month-long scholarship is worth £25 000 (which equals to about R395 000).

Young Tigers earn their stripes } Teboho Setena REJUVINATED football minnows Bloemfontein Young Tigers look to stake their claim in the 2013-’14 season’s Nedbank Cup after securing a spot in this lucrative tournament. They defied the odds by eliminating third-tier outfit Aston Villa 2-1 in a match in Bloemfontein to make it to the next leg of this major cup championship.
Campaigning in the South African Football Association (Safa) second division, Tigers will represent the Free State in this year’s edition of the tournament. Inspired by the their initial success, they are hopeful to emulate the Maluti FET College and its memorable 4-1 knockout of Premiership giants Orlando Pirates in the last-32 leg of the competition last year. Tigers’ qualification for the last-32 berth will see them pitted against one of the clubs
that campaign either in the lower or Premiership division. Reaching this stage of the prestigious tournament means Tigers continued their good momentum notably with hard-fought wins over tough opponents in the preliminary leg. They narrowly beat Bethlehembased Eagles and home rivals Hunters 2-1 and 1-0 respectively in preliminary elimination matches played in November. Tigers will learn who their next opponent

However, they gave away the chance to make history by securing their first-ever major cup final to Kaizer Chiefs and Mamelodi Sundowns, who were much superior in the events played in the different years.
Lack of interest slows soccer ticket sales THE Local Organising Committee (LOC) for the Orange African Nations Championship is offering football spectators, who are intending to watch the matches between the 16 teams representing their respective nations, a 15% discount when purchasing tickets. This has apparently been prompted by poor ticket sales due to a lack of interest from football fans. Discount in price is only offered to spectators who purchased tickets between 6
and 18 January. Tickets are on sale at 133 Computickets. The sale of tickets officially opened last year in November. The price of tickets differs per category of matches and ranges from R40 to R80 per person. Spectators are also encouraged to purchase tickets in groups, which is much cheaper than when buying individually. Mvuzo Mbebe, the chief executive officer of the LOC, said he had concerns that South
Africa would not meet the ticket sales target of 250 000 by the end of the tournament. “We have printed and distributed 195 000 tickets,” he said. Mbebe said by last week Friday they had sold only 21 000 tickets. The Orange CHAN 2014 staged in South Africa commenced last Saturday and culminates with the final on 1 February. The matches take place at the Cape Town and Athlone Stadiums in the city for Group
A and B respectively, and in Mangaung for Group C at the Free State Stadium. The matches for Group D will take place at the New Peter Mokaba Stadium in Polokwane. The tournament officially kicked off last Saturday with matches between South Africa’s Bafana Bafana and Mozambique. Mali also played against Nigeria while Zimbabwe faced Morocco and Uganda was pitted against Burkina Faso.
