‘Bring back Paseka’

Family’s appeal after disabled child (12) goes missing in Lerato Park } Boipelo Mere THE family of Paseka Maamoge (12) pleads with whoever might have taken their son to return him to them, or give them a clue about where he can be found. Paseka, a learner of the Retlameleng Special School in Galeshewe, is deaf and has a speech problem. He went missing on Saturday (18/04). This is the day on which some of the community members in Lerato Park last saw him. The community has started a search for the child, who is known to many people in the area due to his willingness to help everyone out. According to Paseka’s mother, Gladys Maamoge (40), she last saw her son playing at a nearby tuck shop on Saturday. “After he had left to play as usual I took a bath and went to visit a friend in my neighbourhood,” Maamoge said. “I passed him playing in front of the tuck shop. That is one of the few places he spends most of his time away from school.” She said she did not have a problem with that, because he had befriended the owners of the shop who had usually chatted and laughed with her son, also giving him sweets and chips. “I only spent about five minutes at my friend’s place, then returned home because I was not feeling well.” According to Maamoge, she started getting worried when her son did not come home at 17:00 as usual. “It also bothered me that he never came home to eat in the afternoon as usual. He does not usually go far. “I took his younger sister and went looking for him at all the places that he frequents.” The family became anxious when the father, James Louw (40), arrived from work at 20:00 and Paseka was still nowhere to be seen. “My first question was, ‘Where is Paseka?’ when I returned home and did not find him sitting at the door as usual, waiting for me,” said Louw. The family said they had opened a missing person’s case at the Roodepan

Police Station, but that they were still waiting for the case number. By the time of going to print Lt. Sergio Kock confirmed that a case of a missing person had been registered at the Roodepark Police Station. He confirmed that the case was under investigation. At Paseka’s home in Lerato Park, the family pleads with anyone who might have taken Paseka to return him home. “He is just an innocent child and is disabled. He does not deserve to be harmed,” added his emotional mother. “If you have him, please bring him back, even if you can drop him off at the street corner and inform us, we will appreciate it,” said Paseka’s aunt Dimakatso Chabalala. The local Community Policing Forum (CPF) also pledged its support in finding the child. “We do not know the plans of whoever took him, but we will do anything in our power to support the family in finding the child,” said Tebogo Seele, a member of the CPF. One of the owners of the tuck shop, Mohiuwd Ahmed, said he and his brother were both sad over the boy’s disappearance. “My brother even cried, because we love him. He is our neighbour, so we will assist in searching for him,” Ahmed said.

ANC sets its aim high THE ANC in the Northern Cape has vowed to strengthen itself with a view to win almost all municipalities in the province. According to provincial secretary of the ANC, Zamani Saul, the province had missed the 70% victory which they targeted during the 2014 local government elections. Saul, however, lauded the province for the 64,4% victory, which he said had shown an increase of 4%. The province’s mid term Provincial

General Council (PGC) meeting will start on Thursday (23/04) at the Mitta Seperepere Convention Centre in Kimberley. ANC secretary general, Gwede Mantashe, will deliver the keynote address on Thursday (23/04) while the national chairperson, Baleka Mbete, will give a lecture on the Freedom Charter on Friday (24/04). “The PGC will work on strategies to realise our target of 70% electoral victory in the province in 2016 local government election, which is about achieving this target,” said Saul.

IT remains to be seen whether the Deputy Minister (DM) of Cooperative Governance and Traditional Affairs (COGTA), Obed Bapela, was really bringing good news or just filling the Khoisan community with false hope. During a press conference at the Department of Cooperative Governance, Human Settlement and Traditional Affairs (COGHSTA) on Friday, the DM made the announcement that the Traditional Khoisan Affairs Amendment Bill was at an administration stage. According to Bapela, the bill, that would allow the Khoisan language to be recognised as an official language, would hopefully be promulgated before the end of this year. “We hope that the president can cast the bill into law by November or December,” added Bapela. The traditional leaders were further urged to promote the home languages that are disappearing due to the children being taken to the wrong schools where their national identity (mother tongue) is not recognised. The Khoisan leader in the Northern Cape, Denzel Katyara, also hoped that the bill would be finalised this time. “We are happy that the leadership came to address us again.” He said that he hoped that it would be passed this year. “We will just be waiting patient-

According to Katyara, it was not the first time that they had engaged with ministers around the bill. “We have been waiting for our acknowledgement for a long time. “The DM said he hoped we would not hope too much. happen this time.” ) According to the DM, traditional leaders are also key to helping government in restoring ubuntu in the nation. “Ubuntu is a form of helping society look at foreigners as fellow human beings and stop attacking them.” He urged the traditional leadership to unite and to send a message of ubuntu whenever they engaged with communities. They must inform government if there are any wrongs in society, instead of addressing the issues personally.

IT is that time of the year again when people can kick off their high heels, school shoes or boots and swap them for a comfy pair of tekkies. Friday, 29 May, is again earmarked as Tekkie Tax Day, where people are welcome to wear their tekkies for a good cause. This year the project is reported to be supported by five well-known South African celebrities who will be the official ambassadors for National Tekkie Tax Day. Afrikaans rapper Jack Parow will be the Animal ambassador, Master Chef star Sade Giliberti the Basic Family Care ambassador, Sorina Erasmus (the

Flooze) the Children’s ambassador, much-loved Expresso presenter Katlego Maboe the Disability ambassador and the queen of dance Tebogo Kgobokoe the Education ambassador. Cornel Theron, the media liaison officer of Tekkie Tax, revealed that once again one could choose to support sectors ranging from Animals, Basic Family Care, Children, Disability or Education. He further stated in a media release that the campaign was endorsed by 16 of the biggest and most accountable national NGOs in the country, representing more than 1 500 local organisations.

THE Department of Agriculture, Land Reform and Rural Development is reported to have spent R46,5 million on the development in Heuningvlei, Loopeng and Madibeng Fencing Projects. The MEC for Agriculture, Land Reform and Rural Development, Norman Shushu, revealed this during the handing over of camps to the Heuningvlei community in the John Taolo Gaetsewe District Municipality earlier this month (10/04). Shushu said the project was aimed at providing support to farmers and for the sustainable and effective use of agricultural natural resources. The department reported that the project had been undertaken in conjunction and in consultation with the various communities. According to the department, the handover of camps was expected to bring a sigh of relief to farmers. It is believed that the project would help in curbing livestock theft, in reducing road accidents caused by stray animals and in bringing about an improvement of facilities. Shushu further stated that a lot of work had gone into addressing the needs of small holder farmers as identified during the department’s first engagement in 2009. The initiation project, which is in its first phase resulted in 13 farms covering an area of about 64 094 ha being fenced. “It involved not only fencing of camps, but provision of water reticulation infrastructure, erection of pens, dipping tanks, loading zones, buffer reservoirs and drinking troughs. “Phase two involved the development

of 9 312 ha of the farms Burnley and Burford and involved the construction of a 72 km water pipeline, 11 buffer reservoirs and 36 drinking troughs. “A total of R6 million was made available for the erection of 143 km of border fencing and a further R6 million for the erection of internal fences through the National Fencing Scheme. “This part of the project was targeted at the Harrow, Ashfield and Darnal farms within this municipality,” added the MEC. Highlighting how the project boosted job creation in the district, Shushu elaborated: “We have spent R9,5 million for the Loopeng Fencing Project covering 284 km (Cahar, Mothantanyaneng, Tweed and Leinster), creating an incredible 377 jobs in the process. “The Ba ga Bareki Fencing Project received R12 million for the erection of 266 kilometers of fencing for the Ashfield, Darnal and Harrow Farms and 87 jobs were created. “The John Taolo Gaetsewe Fencing Project received R4,9 million for fencing covering 123 km for the Greenwich, Battlemond, Kilokilo, Gamorona, Netherway, Ditshipeng and Glenred areas. This led to the creation of 100 jobs. “This is a total of R26,4 million creating 564 jobs. “In addition to this, we also spent R46,5 million on the development of the water reticulation infrastructure in Heuningvlei, Loopeng and Madibeng. “We are here today to hand over the farms to the different beneficiaries, which showcases the work that we continue to do as a government to work together with our farmers, in moving South Africa forward.”

the land issue, of course. Surely the time has come for the country to appraise this much-vaunted freedom. Much like pruning an offending tree instead of removing it completely, the system, that has ensured that the last 21 years have brought “big” but merely cosmetic changes in our country, remains intact. The need to remove the statues reminding us of what we would rather forget goes, and will continue to go, a long way in undoing the psychological damage visited on the black section of the country. Our support for the removal of the eyesores that are the statues goes with our long-standing call for changing the name of our country to Azania, to mark a total break with the past. It should also be remembered that ours is a name laden with the past and a mere geographical point, a direction, on a map. Our support for the removal of the statues is unequivocal.

Charges against Rantho withdrawn CHARGES against Karibuni Security Services’ boss, Motsamai Petrus Rantho, were withdrawn on Friday (17/04). Rantho was the last remaining accused in the tender fraud case that was heard in the Kimberley Regional Court. This followed after charges against the four suspects from the Department of Roads and Public Works had been withdrawn on Monday, 13 April. The five suspects (four of the Department of Roads and Public Works and Rantho) were investigated by the Hawks in the case which involved payments for ghost workers by the Department of Roads and Public Works to Karibuni Security Services. The department reportedly submitted invoices during March 2006 to December 2010 for security at sites that did not exist. The value of these payments were R491 664 20,55. The five suspects were charged with fraud, corruption, money laundering and section 86 of the Public Finance Management Act. According to Col. Priscilla Naidu, a meeting was held on 31 March between the police, Assets Forfeiture Unit, Department of Roads and Public Works as well as National Treasury where discussions, with much deliberation, led to the

V Francois Williams NOG ’n ekonomiese inspuiting wag op die Noord-Kaap met bouwerk aan die nuwe gekonsentreerde-sonkragaanleg by Postmasburg wat vanjaar begin. Volgens die ontwikkelaars, die Amerikaanse groep SolarReserve en ACWA Power, gaan die 100 MW-aanleg genoeg krag opwek om meer as 200 000 huise te voorsien. Dit sal die eerste gekonsentreerdesonkragaanleg in Suid-Afrika wees wat energieberging met gesmelte sout benut. Die aanleg sal elektrisiteit vir 12 uur se lewering kan berg sodat hy dag en nag krag kan lewer. Die projek, genaamd Redstone, was een van die suksesvolle bieërs in die derde ronde van die departement van energie se groenkrag-aankoopprogram. Weens vertragings by Eskom met die koppeling van nuwe hernubare energieprojekte aan sy netwerk, is dit een van talle projekte wat nie onmiddellik met bouwerk sal kan begin nie en daar word nog gewag op die finale finansiële goedkeurings. Die ontwikkelaars is luidens ’n verklaring vol moed dat hulle teen 2018 krag sal kan opwek. Kevin Smith, uitvoerende hoof van SolarReserve, sê danksy die kragbergingsverFrmoë kan die aanleg net soos ’n steenkool- of kernkragsentrale krag

op aanvraag voorsien, maar sonder besoedeling of gevaarlike afvalmateriaal. Volgens hom is die prys waarteen Eskom krag van die aanleg koop, die laagste tot dusver van enige gekonsentreerde-sonkragaanleg in Suid-Afrika. Gekonsentreerde-sonkrag-pryse vir dié ronde was minder as R1,70 per kWh, dus nog heelwat duurder as die pryse waarteen Eskom wind- en sonkrag aankoop – wat in die derde ronde al minder as R1 per kWh is, luidens die departement van energie. SolarReserve het ook die fotovoltaïese sonkragprojekte, Lesedi en Jasper, van onderskeidelik 75 MW en 96 MW ontwikkel. Die Redstone-projek sal langs dié aanlegte gebou word. ACWA Power het die Bokpoort-gekonsentreerde-sonkragaanleg van 50 MW naby Groblershoop ontwikkel. Die ekonomiese voordele vir die Noord-Kaap sluit in: ) Suid-Afrikaanse maatskappye sal R2,4 miljard in die projek belê. Banke sal lenings van R5,6 miljard voorsien. ) Meer as R6 miljard se inkomstebelasting kan oor die eerste 20 jaar van die projek tot die staatskas bygedra word. ) Werkskepping: Meer as 4 000 regstreekse en nie-regstreekse poste kan in die konstruksiefase geskep word. Tussen 60 en 70 mense sal die aanleg bedryf.

THE newly-launched Postmasburg District Clinic in the Tsantsabane Municipality is expected to cater for close to 40 000 people around the Tsantsabane municipal district. The clinic was officially opened by the minister of Mineral Resources, Adv. Ngoako Ramatlhodi, the Northern Cape premier Sylvia Lucas, and officials of Kumba Iron Ore, with patients already queuing outside the clinic. Kumba Iron Ore reportedly contributed R8,8 million towards medical equipment and project management of the initiative, while the Department of Health’s responsibility lies in the staffing and day-to-day operations of the facility. The municipality is further expected to provide bulk services as the custodian of the Integrated Development Plan. According to Kumba, the clinic was constructed by a locally appointed Black Economic Empowerment (BEE) joint venture (contractors Blu Ink and PNE Artisan) and a total of 92 jobs were created during the construction phase. The chief executive of Kumba Iron Ore, Norman Mbazima, said during the opening that the primary health care centre would help relieve the strain on the existing health care services. “It will also reduce the distance currently travelled by patients to find medical assistance, as the centre will provide ante-natal, post-natal, HTC and TB services.” Explaining that the new clinic formed part of a broader development in which the company was investing in new houses for its employees around its Kolomela Mine, the CEO said they were also constructing accommodation for key medical personnel for the centre, to ensure that skilled personnel were attracted and retained. Oumatjie Sebastia (54), who was spotted queuing for her grandson’s TB medication,

expressed her frustration at the endless queuing since the clinic had been moved from operating inside the hospital. “It is difficult for us to share the joy of the officials because they still do not understand what we at ground level are going through. “One spends the whole day sitting on the benches due to the short-staffed new clinic. “It does not even make a difference whether you come at 05:00 or later. “If you are lucky you will find two nurses, sometimes you find only one. We spend the whole day here,” added Sebastia, another patient. Rating the new clinic as one of the top four ideal clinics around the province, the MEC of Health, Mack Jack, praised the collaboration between the private and the public sector for such an achievement. He promised to ensure that government delivered on its commitment to deliver quality health-care to it communities. Jack highlighted the Northern Cape’s continued challenge of shortage of health professionals. This, he said, was due to the low number of learners who chose to study Physical Science and Mathematics. The MEC emphasised the importance of giving support to the Henrietta Stockdale Nursing College, which trains and equips nurses in Kimberley. “We need to produce our own nurses. “We cannot keep importing health professionals from other provinces; they do not last here,” he said. “We need to change our strategy of importing health professionals.” He admitted that the province had been importing health professionals due to not having enough professionals. “We need to uphold health standards by keeping the facility clean,” he said, addressing the staff and the patients. The clinic is expected to be renamed in due course.

THE appointment of a special task-team led by the director-general of the Department of Minerals and Energy in the province, David Mtshiza, to deal with irregularities concerning mining and service delivery in Postmasburg, is on the cards. The promise to set up a task team was made by the minister of Mineral Resources, Adv. Ngoako Ramatlhodi, during a Mining Imbizo held in the mining town two weeks ago. Ramatlhodi promised to monitor the operations of the mines in and around the communities of Postmasburg and that his department would intervene in the allocation of mining licences in the province where necessary. This followed complaints that were raised concerning the mines, from which the communities claimed not to benefit.

The community of Maremane, just outside Postmasburg, gave emotional accounts of their living conditions. They complained about not having basic services like clean water and toilets. “I feel a lot of pain when I hear the issues and conditions that the community, especially of Maremane, live under while they have mines, which they are supposed to benefit from, operating on their land,” said the minister. He suggested that a task team be set up by government to do research and find solutions to the problems in the area.The task team must be instructed to find ways in which the community can be assisted. “The task team should also assist you in the appointment of a new CPA (Communal Property Association) team. I have heard complaints that members of the CPA tend to forget about their

communities once they are elected. They need to be married to the democratic processes,” added Ramatlhodi. Regarding complaints of the fraudulent issuing of mining licences, the minister said that the DG of the department was in charge of issuing prospecting licences. Complaints were also raised about the Kimberley office of the Department of Minerals and Energy. “That office has a rotten reputation when it comes to assistance. We never get any kind of assistance after travelling so far to Kimberley. These officials are too comfortable in their offices to assist people like us,” said one angry community member. “If the response to your mining application does not make sense, then you are welcome to lodge an appeal with the minister’s office,” said the minister.
