A total of 543 856 deaths that occurred in 2010 were registered at the Department of Home Affairs, 8% of which occurred in the Free State.

About 30% of deaths in the Free State in 2010 occurred in Thabo Mofutsanyana, which had the highest proportion compared to other districts in the province. Tuberculosis (TB) maintained its rank as the numberone leading cause of deaths in South Africa, ccounting for nearly 12% of deaths that occurred in 2010. The Free State and Limpopo were the only two provinces in the country where the leading cause of death

in 2010 was influenza and pneumonia. The leading cause of death in other provinces was TB. Intestinal infectious diseases (mainly diarrhoea) was the third leading cause of death, accounting to 9% of deaths in the province. HIV was the ninth leading cause of death at 2%. Pali Lehohla, the statistics general, pointed out that per 100 people in the Free State died the most, (16,1%) compared to 13,3% of KwaZulu-Natal, 9,6% of Gauteng and 13,1% of North-West. He said: “In absolute numbers you have few deaths

because of a small population, but the intensity is high here.” A total of 13 000 deaths occurred in Thabo Mofutsanyana in 2010 which was a decrease of 2% from the number of deaths that occurred in 2009. “Most of the deaths that were recorded in the district took place in the Maluti-a-Phofung Municipality, where nearly half (48% of deaths in the district) occurred,” he said. The number of deaths in the municipality shows Maluti-a-Phofung leading with 6 273 people who died in 2010. They were followed by Dihlabeng with 2 572, Setsoto 2 078, Nketoane 769, Mantsopa 739 with Phumelela coming last with 572. The 2010 Morality and Cause of Death in South Africa Statistics were launched in the Thabo Mofutsanyana District in Phuthaditjhaba on Thursday and according to Lehohla they selected the district because it had the highest death rate in the Free State Papi Maarohanye, the Free State Department of Health acting deputy director general: clinical health services, said they welcomed the statistics and pointed out that they were very important to them. He said they would have to go back as the department and plan over the mentioned fatal diseases. “It is our duty to protect our people so that they can live longer. We have noted the report and promise to use it in future,” he said.

April has been earmarked as Integrated Human Settlements Month, which will see the department showcasing various projects across Mangaung. In her address to the recipients Connie Rampai, Mangaung deputy mayor, reminded the audience that the municipality worked handin-glove with other departments to deliver services, and the same attitude was needed in the community. “We need to work as one unit and ensure we are all on one team to better everyone’s lives . . . All these departments work in unison to bring all projects to life,” she said. Rampai further mentioned that Human Settlement’s of-

ficials would visit RDP households in Mangaung in a bid to ensure that corruption was rooted out. This was in response to concerns from communities that there were individuals who had applied for government housing fraudulently. The issuing of official papers in Thaba Nchu was preceded by a handover of a house in Unit One Extension, where Rampai, Moroka, as well as councillors Xolo Pongolo, Zolile Mangcotywa and Lulama Odili-Titi, made Keitumetse Sedia a proud and official home owner. Sedia is one of 81 recipients of newly built five-roomed houses from the municipality. According to Pongolo, each house is valued at R134 000. The beneficiaries used to stay in an area in Thaba Nchu along the railway line known as a station site, but had to

move a few years ago due to construction along the railway. Pongolo further mentioned that more title-deeds would be issued for residents in the villages surrounding Thaba Nchu but cautioned that residents be responsible with their permits and understand the permits’ limitations. He explained that while title deeds recognised people as rightful owners of properties, site permits only meant that the land occupants had a right to stay on the respective piece of land. A permit does not give anyone ownership of the space; the land still belongs to the municipality. “You need to buy the land from the municipality in order to get a title deed, but because not everyone can buy the land and apply for RDPs, automatically this gives them a title deed,” Pongolo said.

Doctors angry } Selloane Khalane MEDICAL practitioners are threatening to take the Free State Department of Health to court after it announced that state medical practitioners could no longer do private work during official working hours. On Friday, Health MEC Benny Malakoane told state medical practitioners in a memo that disciplinary action would be brought against those who continue doing private work during official working hours. The memo, forwarded to heads of clinical departments and section managers at the Universitas Academic Hospital, informed all categories of staff that remunerative work outside the public service would no longer be allowed between 07:30 and 16:30. Mondli Mvambi, Health spokesperson, said state doctors doing private work during working hours are robbing the state of critical health services and money. “When people need medical services during peak hours at state hospitals, doctors are nowhere to be found,” Mvambi said. He said the department was trying to improve the efficiency of health services by implementing this regulation. A medical specialist based at the Universitas Hospital told Express that doctors were upset because the department did not consult them and added they were considering taking the matter to court. “Several doctors have threatened to stop working at state hospitals and have decided to focus on their private work,” the specialist said. Mvambi said although the province had a shortage of doctors, the department didn’t have to do any consultations

regarding the matter. “Those who don’t want to adhere to the rules can leave, they should not blackmail the government,” he said. While doctors are fuming over the financial implications that come with the new regulation, sources said medical specialists pocketed more than R1 million regardless of whether they were at work or not. Several sources accused some state doctors of using state equipment and medication for their private work therefore costing the department millions. They further alleged that said state doctors did their private work as early as 10:00 whilst patients waited for hours at state hospitals. The Public Servants Association (PSA) of South Africa Free State manager, Gerhaart Koortz, said the union was concerned with the manner in which the department handled the matter. “Doctors were not consulted, the department made a unilateral decision,” Koortz said. He said the province already has a shortage of doctors, especially within the state sector. “We fear that a lot of doctors, especially specialists, will leave the state sector and opt for the private sector,” Koortz said. He said the union was considering taking legal action against the department. Esmarie Cronje, Life Rosepark Hospital spokesperson, said the hospital had received the letter but would not take any action until they received further information. “There have been no disruptions; doctors are attending to patients as scheduled,” Cronje said.

New ARV pill a step up } Tshidi Pholoana IN most cases when a government at national, provincial or local level fails to deliver on its promises, there will be a large number of illegal and legal protests and messages that the government takes its people who voted for it for granted. Well, as a community member I think it is also equally crucial that even when government delivers on its mandate it should be applauded and be given credit. Last Monday the national minister of Health launched the new fixed-dose combination ARV. This means that HIV patients will now have to take one tablet instead of three separate pills per day.

In every state of the nation address and budget speech presented before parliament, Health is always a priority and receives a large stake of the national allocation to ensure that the people of South Africa can access free medical services and to combat the deadly virus called HIV/Aids. Treatment of HIV/ Aids has always been problematic in the country or across the globe, because patients would sometimes forget to take the pills as instructed by their doctors and sometimes the patients would com-

plain that the side-effects of the treatment were not good. Taking one pill per day is actually a tremendous movement for patients living with Aids. To them this means that treatment will be as easy as swallowing one pill per day and that it will hopefully reduce non-compliance and non-adherence incidences. Dr Motsoaledi as minister has assured the patients that this new drug will have fewer side-effects and that there may be fewer diversities of the drug as it is a new one. HIV/Aids is a vi-

rus found worldwide, and if not treated well it can result in death. As a South African citizen I take this opportunity to congratulate Dr Motsoaledi and the National Department of Health in particular for the launch of this new drug to try and make access to good health easy, accessible and that health should not be treated as a luxury, but a

With Zuma, does the left know what the right is doing? THEUNIS BOTHA, Christian Democratic Party leader: THERE can be no ambiguity about this, Pres. Jacob Zuma first repudiated minister Trevor Manuel, and afterwards said they had agreed that apartheid could not be blamed for the lack of service delivery. It would appear that his advisors and speech writers first blundered and then applied damage control after Zuma’s initial speech was publically blasted. Zuma insulted South Africans by questioning their ability, through hard work, to make the economy productive, by initially repudiating Manuel, minister responsible for the National Development Plan. Manuel slammed corruption, maladmin-

istration and nepotism, and said these could not be brushed aside by blaming apartheid. Zuma seriously repudiated this, which could be regarded as a serious setback for addressing such malpractices. He later, however, did a backward summersault by indicating that they actually were in agreement. The CDP does not agree with Manuel when he describes what is taking place presently as an acceptance of “average performance”. What is actually taking place now reflects, with a few exceptions, a totally pathetic situation. The country has never been able to afford Zuma as president. This has now once again been confirmed and it is time for Zuma and his cronies to go.

Harsher punitive measures for meat scandal LULU JOHNSON, parliament’s Agriculture, Forestry and Fisheries Portfolio Committee chairperson: THE Portfolio Committee on Agriculture, Forestry and Fisheries is calling for severe action against those found to be involved in the shocking meat labelling scandal in the country. This follows media reports on Sunday that alleged that some of the country’s leading retailers are involved in misleading consumers with wrongly labelled meat. As the committee we would like to condemn these mischievous and inconsiderate practices in the strongest terms possible. We call for harsher punitive measures against all those involved in this scandal, be it the butchery or the retailer. Much as we call for food security in the country, we equally call for food safety for our consumers. We continue to welcome and appreciate the research

efforts by academics and believe they play an important positive role in the economic growth and lives of our consumers. The committee has resolved and recommended during the last briefing by government and academics on meat labelling and inspections that there is a need for closer and stronger collaboration amongst the leading departments (Health; Trade and Industry; Agriculture, Forestry and Fisheries) together with the meat industry to develop a joint strategy with an implementation plan to combat these continuous and harmful practices. While we are waiting for government progress on the matter, we are calling for the return of regular inspections by health inspectors with immediate effect. The committee will look at several laws such as the Meat Safety Act and Consumer Protection Act to find out if they are being enforced accordingly to ensure sustainable, safe and healthy consumer goods.

Ready for celebrations Entries awaited THE FNB All Girls’ Festival celebrates another year of culture and sports in Johannesburg. This successful festival has given hundreds of girls the opportunity to appreciate the importance of sportsmanship and the value of cultural expression through the arts programme which is a part of the festival. Learners from 20 girls’ high schools in 5 provinces are preparing themselves for a week of participation and contestation at Parktown High School for Girls in Johannesburg from 25 April to 28 April with cultural performances and an awards ceremony. More than 1 000 young women athletes and ‘cultural warriors’ will participate in nine codes of culture and sport. Parktown High School for Girls, which celebrates its 90th

birthday this year, will host the cultural and sport programmes at various venues. The hockey tournament will be held at St Stithians in Randburg from 26 April to the finals on 28 April. Netball and chess at Parktown Girls, squash at Parkview Squash Courts and tennis at four venues – Parktown, Parkview Senior School, Parkwood Tennis Club and St Stithians. Arts and culture make up the five other codes with dance on 26 April to the finale performance at the festivals’ closing ceremony on 28 April at Parktown Girls. THE prestigious Samro Hubert van der Spuy National Music Competition is inviting entries from music students at junior level. Now in its third year, the project builds on the strong foundation laid by the South African Society of Music Teachers (SASMT) 25 years ago when fledgling musicians competed for the first time on a national basis. A special incentive created four years ago for developmental groups from disadvantaged communities enables these candidates to compete on equal terms with participants from other communities. The closing date for this year’s competition is Friday. Auditions in all the main centres will commence at the begin-

ning of June. About 60 candidates will eventually be selected to compete over four rounds at the Hugo Lambrechts Auditorium in Parow, Cape Town, from 16 to 20 September. Medals, prize-money totalling more than R80 000 and other attractive prizes are at stake. Candidates will compete in four categories: piano, strings, woodwind & brass instruments, and other instruments (percussion, recorder, classical guitar and harp), with a sub-category for developmental groups. The only condition is that candidates must still be 13 (14 for developmental groups) at the time of the competition. Ten million again for PSL winners

} Sidwell Guduka THIS season’s winner of the Absa Premiership will again pocket a first-prize cheque of R10 million, the Premier Soccer League (PSL), announced yesterday. It is double the second prize on offer from the league’s sponsors and more than three

times the money paid out to the club that ends the season in third place on the points table. The runners-up take home R5 million and the third-placed team gets R3 million. As things stand, Kaizer Chiefs look set to claim the first prize as they are topping the log with

52 points after 25 matches played. Mathematically, they need only 11 points out of their remaining fixtures to win the league championship – depending on how Platinum Stars and Orlando Pirates fare in their six remaining games. Both sides are sitting on

second and third position respectively with 45 points. Chippa United, who are rooted to the bottom of the log, are strong candidates for automatic relegation. They have only accumulated 16 points from 24 matches. All 16 teams earn prize-money for their participation, but the bottom side will get a cheque

for just R400 000. Each of the PSL clubs receive a Monthly Service Fee (grant) of R1 500 000. It is in stark contrast to the R1 500 prize that Orlando Pirates earned as the first winners of the National Professional Soccer League in 1971. Runners-up Kaizer Chiefs got R1 000.

Dance competition held in Heidedal

HEIDEDAL LIVE will be hosting a dance competition targeting various dance crews within Heidedal, as well as those outside the area, who will battle it out on the dance floor on 17 and 18 May. Auditions for the competition titled Ultimate dance-off Battle of the Best will be held on Saturday opposite the Golden Fountain. A total of 12 crews will then be chosen for the actual competition in May. Heidedal Live members will also be participating by providing entertainment during the competition, but not competing. Age groups targeted for crews to enter is between 14 and 30 years. The genre of dance that is focused on is hip hop and house. On 17 May six crews will make it into the finals the following day. The chosen six crews will compete against one another, and two crews will be chosen from the six crews for the final prize. There will only be one winner. The winner will receive R5 000, as well as a dance video which will be produced by Heidedal Live themselves. Heidedal Live has also started their fund-raising initiatives to raise funds for the competition. The first campaign kicked off over the weekend with an awareness campaign through the Heidedal streets featuring the 051 Ultimate V-Dub crew. Look out for these three talents } Sidwell Guduka REMEMBER these three names: Tyrone Mondi, Tloliso Sesing and Moses Ntsoeleng; they will soon be on the lips of almost everybody in local soccer circles. The trio left an impression at the Bolton Wanderers FC International Soccer School (BWISS) in the United Kingdom (UK) where they spent six days. This once-in-a-lifetime chance is part of the ongoing partnership between Bolton Wanderers and the Free State Tourism Authority (FSTA) which was formed in 2011. It is managed by Simsport International whose general manager, Rasthoem Simons, accompanied the three teenage boys to ensure they were in good hands overseas. “It was such a great experience for us to be at the BWISS. “We learnt a lot of things as far as football aspects were concerned. “My dream is to play football professionally for Ajax Cape Town and play for South African junior sides. “I hope to lay a foundation starting from the bottom up,” a 16-year-old Tyrone, who is in gr. 10 at the Brebner High School in Bloemfontein, told Express. Moses (17) from Kwakwatsi in Koppies echoed the same sentiments as Tyrone. “Opportunities like this one come once in a lifetime. “I want to make the most of it. I enjoyed my short stay there. “My long-term dream is to play soccer at a professional level and represent South Africa at junior levels,” he said. Tloliso (16) from Welkom was equally happy about the opportunity presented to them. “We were very happy to live in a different environment. “The staff at Bolton told us of the legacy left by Mark Fish (former Bafana Bafana player) when he was still plying his trade there. “They have his photos in the club’s hall of fame for its past and present players,” he said. Dave Bailey, head of the BWISS, had nothing but praise for the Free State lads. “The three boys from the Free State have shown great attitude and I’m sure the Bolton Wanderers experience has enriched them. “We are looking to a bright future in South Africa. “Hopefully in the years to come we will see a player get his chance at this level. “We will certainly be monitoring the boys’ progress over the coming months,” Bailey said.

Team aims high } Sidwell Guduka THE Monamodi Primary School in Brandfort is aiming at winning the Danone Nations Cup national finals later in July. If their wish is granted, they will go on to represent South Africa in the 40 Nation Tournament to be hosted in London, England, in September this year. The Lejweleputswa region’s school was crowned the provincial winner of the Danone Nations Cup at the Clive Solomon Stadium in Bloemfontein after they had beaten the Luckhoff Primary School 3-0 in the final on Saturday. “We are very happy to qualify for the national finals in Johannesburg. Being crowned the provincial champions goes to

show that we have a team of talented youngsters who can make it big in soccer. We are extremely proud of their achievement,” Sam Sigade, team manager, told Express. “These boys have been fantastic since the regional stages. We competed against six schools in Verkeerdevlei and defeated them. We went on to battle it out against ten other schools in our district and beat all of them. On Saturday we lost only once before we were crowned the provincial champions. We have a quality side,” Sigade said. “Our preparations for the national finals have already started. We want to do well and be crowned the national champions so that we can represent Mzansi overseas,” he added.

Pirates now face tough Stars unit } Sidwell Guduka and Tladi Moloi

FREE STATE STARS have vowed to add to Orlando Pirates’ woes when they battle it out in what promises to be an explosive Absa Premiership match at the Charles Mopeli Stadium tonight (19:30). Ea Lla Koto midfielder and vice-captain, Paulos Masehe, said they wanted to return to their winning ways after being beaten 4-2 by Ajax Cape Town in the Mother City two weeks ago. “We are geared up for a tough match, Pirates have a great side, it’s just that the results have not been good for them in the league. We’ll not judge them based on their recent results,” Masehe told Express. The Sea Robbers have gone five league matches without a win. In fact, the last time Pirates tasted victory was when they defeated Platinum Stars 1-0 on 20 February. Since then a win has been eluding them. They lost their next fixture and drew their last four outings - the results which see coach Roger De Sa hanging on to his job by a thread.

“While we sympathise with Pirates, my message to them is that they must forget about getting even a single point today. We are going to give them a run for their money. We won’t do them any favours. We want to accumulate as many points as possible in our remaining six matches,” Masehe said. “We’re playing good entertaining football, but finding the back of the net has been a bit of a problem for us. We are knocking the ball around quite nicely. Unlike before, we don’t run all over the field with no plan. We’re playing as a unit,” he added. Masehe and his midfield will have to be at their best to avoid being embarrassed by Patrick Phungwayo and Thabo Matlaba who have been getting some goals despite Bucs not doing well. The latter will be a man to watch for the Pirates side that has earned themselves a “draw specialists” tag. Stars will pin their hopes on Masehe, Dave Wome, Luyolo Nomandela and Moeketsi Mvula. Bucs defeated Stars 1-0 in the first round in November last year.

‘Poor judgement’ to blame for loss } Sidwell Guduka POOR judgement across the park was to blame for the Toyota Cheetahs’ loss away to the Blue Bulls at the weekend, according to coach Naka Drotske. The Bulls had lost all of their previous three games heading into Saturday night’s clash, while the high-flying Cheetahs had won five encounters in succession – but the Pretoria outfit broke their winning streak. Despite leading by 9-6 at the break, the Free State side lost the match by 26-20 and it is now back to the drawing board for them. “We failed to stick to our game plan in the second period. I think we had the opportunity to win, but I think we made wrong decisions after half time. Just after half time we deviated from what we decided we wanted to do against the Bulls. However, we got a bonus point back which could help us a lot at the end of the competition,” Drotske said. “I definitely thought we lost the game as opposed to the Bulls winning it. I thought in defence we handed them the advantage line in the first half, and in the second half we were better, but we made too many handling errors which led directly to their two tries. I thought the game was there to win and we let it slip, but it’s still a long season,” he added.

Semi-final draw held

} Sidwell Guduka THE Nedbank Cup semi-final draw was conducted in Johannesburg on Monday. North-West versus Gauteng was the outcome of the draw as PSL runaway leaders Kaizer Chiefs were pitted against NFD’s United FC, while Platinum Stars were paired against SuperSport United. Chiefs progressed to the semi-finals after seeing off Bloemfontein Celtic 1-0 thanks to an own goal by Dominic Isaacs. United FC ousted African Warriors 3-2 in an entertaining match. Stars defeated Mamelodi

Sundowns 2-1 to book their place in the semis, while United beat Maritzburg United 2-1 in another quarterfinal game. Dates, venues and times for the semi-finals will be announced in due course.

The Kings recorded a morale boosting 30-27 victory over the Rebels last weekend, but they are still rooted to the bottom of the log with 15 points. Meanwhile, the Stormers, who have amassed 20 points and are sitting on position four on the table; will be on bye this weekend.
