‘Not the first time my son was attacked by one of the suspects’ yard in view of other learners who were on their way home after school. The deceased’s mother, Mamokete Mabula, says it pains her to know that her son’s assailants stay close by and she never suspected anything was wrong. THE ILL-FATED killing of 17-year-old Thabang Mabula has sent shockwaves through Welkom’s township of Thabong. The deceased was stabbed to death last Thursday near the premises of Nanabolela Secondary School in Sun Rise, east of Thabong. Mabula said it was not the first time her late son was attacked by one of the suspects, Maile. “Last year during February, Thabang came home with a broken arm. He told me he was attacked by Maile at a local shop where he had gone to play pool. It is hardly a year since that incident, and my son has been murdered for no apparent reasons. shocked about what they have done to my son. It’s unbearable,” says Mabula. Thabang is remembered by class teachers as a respectful and obedient learner. “I do not remember encountering problems with Thabang. He was a quiet boy,” says Dikeledi Msibi. Eyewitnesses say one of the suspects was seen on the school premises just an hour before the ill-fated incident. The deceased was in the company of other learners on their way home when he was attacked. “The motive for the attack

is still unknown as the investigation is still underway. This incident is the first of its kind at a school in Thabong. The adopt–a-cop policing measure is still applied at this school and other schools in Thabong to enhance safety of learners and teachers at schools,” says Thabong police spokesperson Malebo Khosana. He says police patrols have been intensified in the vicinity of schools around Thabong in the mornings and afternoons to prevent confrontations among the learners.

Waiting to collect grants RECIPIENTS of social grants wait in a queue in rainy weather on Thursday to collect their grants at the Thabong Community Centre.

Price hikes swallow up grant increases } Teboho Setena SOCIAL GRANT RECIPIENTS’ moment of joy about receiving an increase was short-lived following the sharp increase in the fuel price. Pravin Gordhan, the minister of Finance, when delivering the 2014-’15 medium-term budget speech on 26 February, announced that social grants would increase on 1 April – much to the delight of the beneficiaries. The old-age and disability grants will increase from R1 270 a month to R1 350, the foster-care grant will increase from R800 to R830, and the child-support grant will increase from R300 to R310 a month, and to R320 in October. However, the increase in the price of fuel – petrol by 36 cents per litre and diesel by 27 cents per litre – last Tuesday meant that households being run on social

grants will see no change. This sharp increase in the fuel price has also resulted in the rise of food prices, generally compelling consumers to dig deeper into their pockets. As for Pakiso Pati (68) from Thabong, the situation remains unchanged. He walked out of the Thabong Community Centre, where he went to collect his monthly old age grant, with mixed feelings. By 07:00 on Thursday Pati was already in the long queue that snaked out of the building utilised as the pay point. Pati said that he provided for four people with his grant: three grandchildren and himself. “This is the only income that I spend mostly on food and to purchase electricity, and nothing more. The thought of buying clothes with part of the grant never crosses my mind,” said Pati. “Already a loaf of bread costs

R11 at local shops. If I want cheaper bread, I must board a taxi to buy bread at supermarkets and that trip costs me R20 return. I appreciate the R80 increase – however, truly speaking it will make no difference, because the price of food is still high. “The high cost of living has many of us barely surviving.” As with most the recipients of social grants, Pati will have to wait until 2015 for another increase, while the price of fuel and food continues to rise. Gordhan announced that the number of grant recipients has increased from 13,1 million in 2009 to 15,8 million, adding that those eligible for grants were due to reach 16,5 million by 2016-’17. When tabling the budget, Gordhan said expenditure on social assistance had risen from R75 billion in 2008-’09 to R118 billion in 2014.

Partnership transfers practical skills

} Teboho Setena THE Goldfields FET College and the Netherlands Manager Deployment Programme have hailed the entrepreneurship partnership training programme based on providing students work experience a success. The local programme was run over three years with experts from the Netherlands providing basic work experience to students enrolled. It mainly focused on electrical engineering following a need identified by the college management. Ensuring the success of the initiative, a solar expert from PUM facilitated a two-week training programme in six college lectures and four staff members from engineering companies participated. To improve the result, Fourie said they made it compulsory for students and staff on the course to spend between five and ten days per year working in the industry to improve their skills.

Critical skills transferred “PUM operates in developing countries mainly to assist the industry and transfer technical and general skills through deployment of experts. I’m convinced the programme has helped to enable the students to gain the necessary experience, knowledge and positive attitude. These elements are in high demand in the workplace,’’ Bert Vermeij, PUM’s international director, said. He said during the three-year term about 40 local companies expressed their intention to form cooperations with the college based on the good results. “There has been an enormous difference in the work experience gained by the students in the workshops. To improve the educational system to be productive we should also have the background of the industry demands. The programme succeeded in this,’’ said Vermeij. He said seven more areas were identified as part of the work experience.

Millions invested in sports centre } Teboho Setena THE construction of the multi-purpose indoor sports complex in the Odendaalsrus township of Kutlwanong is expected to breathe new life into the inhabitants. A whopping R35 million has been budgeted towards the construction of the facility that will be located in the heart of Kutlwanong. The recreational centre will be known as the Sipho Mutsi Indoor Sports Centre, honouring the youth activist killed in 1985. Mutsi died at age 17 during interrogation while in police custody in Odendaalsrus. The Free State MEC for Sport, Arts, Culture and Recreation, Dan Khothule, turned the sod last Monday, getting underway the construction work of the state-ofthe-art sports facility. It is strongly believed it would impact positively in changing the lives of the locals. Khothule said the provincial government’s strategy for the construction of the sports facility was threefold: to promote sport in the community, to support athletes and turn Odendaalsrus into a hunting ground for talented athletes. He said the multi-purpose sports complex was identified ideally as a key development component in the department’s sports plan and government mandate. Khothule said the time line set for completion of the sports complex was two years, during which it was expected to stimulate the local socio-economy. “We are expecting the contractor to complete the project in two years as per the terms. This project will help boost local economic development. We think that local companies should be given priority and preference in projects of this nature to ensure they help stimulate growth and the local economy in order to create jobs for our young people who need employment.” Khothule said the project was far-reaching, fulfilling the mandate of government to improve the lives of the inhabitants of Kutlwanong. “Through the construction of this project it means we have brought stability in this area. During budget speeches we announced these projects, but then our people became impatient when projects were not implemented and they did not get any feedback and see any progress. The start of construction of the project to us is a way of reporting back to the people that we are starting with the projects we have committed to.”

They think drinking alcohol everyday is significant. Through the construction of this facility we hope to bring them back

into the main fold and that they become role models for the next generation.” The sports facility in Kutlwanong will also consist of a newly-constructed stadium with an eight-lane tartan athletics track. Khothule also turned the sod in Parys last Monday for the construction of a similar multi-purpose centre. Also constructed to the tune of R35 million, the facility in Parys will be known as the

Tumahole Indoor Sports Centre. Both the indoor facilities will have amongst others one indoor multi-purpose sports court (basketball, netball, tennis, volleyball, badminton, two gym areas, three medical rooms, four change rooms for home teams and visiting teams, ablution block for the public, an auditorium with approximately 600 seats for spectators, administration offices, a kiosk and storerooms.

SAPS offers reward THE Thabong SAPS unit is offering a R20 000 cash reward for information leading to the arrest and prosecution of the suspect or suspects who murdered the 28-year-old Lehlohonolo du Toit. The deceased was stabbed and killed last month on 15 February at about 00:15. His body was found behind the Momentum Supermarket in Thabong. The police investigation has revealed that the deceased was stabbed three times and he died at the scene. He had one stab

wound to the neck and two to the spine. The police are seeking witnesses in this matter while continuing their investigation. According to Lt Col Mzamo Nyamani, the Thabong SAPS acting detective commander, a cash reward is being offered based on the serious nature of the case. Positive attitude key to success } Teboho Setena THE Taiwe Secondary School from Theunissen received the prestigious gold award for achieving a 100% pass rate in the 2013 National Senior Certificate examination. The coveted award was presented by the Free State Department of Education at the Well-done function held in Welkom last Friday. The school was one of the eight schools from Free State townships to score a 100% pass rate last year. It was the first time for the school whose principal is Sam Mosia. This is a special award for the school since it is the only school from the previously disadvantaged Lejweleputswa Education District to score a 100% pass rate in the gr. 12 examinations. “We are proud and elated as a school to ultimately achieve a 100% pass rate. This is the product of hard work and dedication by the learners, teachers and stakeholders in their education,” Mosia said. He further attributed the achievement to the support system from the Free State Department of Education, at

provincial and district level. The school had 55 gr. 12 learners all of whom obtained good results. Mosia said achieving 100% was a goal they had been striving to achieve and it was a result of a solid foundation laid. In 2011 the school obtained 93,65% and in 2012 they scored 97,47%. “Another element in the recipe of success is the special focus given to learners who experience difficulty in subjects. We even sought help from experts outside the school and this yielded good results,” said Mosia. He said the excellent 2013 result had inspired the current learners to also rewrite history. They aimed to raise the bar. “The future looks bright to repeat history. We are now focusing on producing just quality and have learners who receive incentives such as bursaries and scholarships to further their dreams. It will be something special to produce candidates who make it to future well-done functions. “The one thing I made the learners aware of is that it’s not their background that determines their destiny but their attitude. A positive attitude is key,” said Mosia.

Men sentenced for rape TWO men will serve a life sentence and 18 years in prison after the Welkom Court for Sexual Offences found both guilty of rapes committed in 2012 and 2013 respectively. The accused, aged 32 and 37, were found guilty on their appearance in court regarding the crimes which were committed separately in Thabong. The 37-year-old accused, whose identity is withheld, was sentenced to life imprisonment for raping his biological daughter, now a 13-yearold. He was arrested after the rape that took place last year in March. This was at the victim’s parental home during the absence of her

mother who had gone to loan money from someone. On her return, the mother found the girl crying. She reported the matter to the police after the girl had explained what had happened, leading to the arrest of the 37-yearold. According to Charmaine Labuschagne, the coordinator of the control prosecutor and cluster, the victim is reported to be struggling to proceed with life and to cope at school. “Evidence has shown how she was emotionally affected and traumatized, and it is clear that she will only regain trust and confidence after in-depth counselling. The court found this to be even

more aggravating and sentenced the accused to life imprisonment,” said Labuschagne. In the other case, the court sentenced the 32-year-old Nkosana Tjabane to 18-years’ imprisonment after being found guilty of raping a 19-year-old female on the morning of Christmas Day 2012. The assailant raped his victim at a furrow in Sunrise, threatening her with a knife. The victim was forced out of her parent house to the crime scene. The accused had accompanied the victim’s mother to the house. Tjabane was let in the house by the victim’s mother after he demanded entry to the house.

Racism not rooted out easily, but change is starting to show WE are 20 years into our democracy – yet it seems we are still trapped by racial attacks from individuals. The case in point is that of the students at the University of the Free State (UFS) who attacked their fellow students to poke fun at him and seemingly as a pastime. I recently spent two days on the UFS campus with two of my colleagues on a mission for the Summerly House of Men forging partnerships for our movement. When enquiring for directions, some white students I met were friendly, helpful and humble. I also enjoyed a sitting with some at the Vishuis residence. This was at a time when two white students of the UFS’s car hit a black student and they assaulted him for fun. I was impressed by the swift action taken by the rector, Prof. Jonathan Jansen, to expel the perpetrators with immediate effect. Jansen must be given credit for doing his best to reform this institution. It is not easy, judging by the family background of some of the students. I would suggest that the University Council extend Jansen’s term of office. We need to give him more time to transform the troubled institution to root out racism that is being perpetrated by some individuals whose cause can never be justified. The recent racial attack was the third at this institution in six years. In 2008, white male students from the Reitz residence made black university employees eat food they had apparently urinated in and they videotaped the whole incident.

Despite all these harrowing incidents, Jansen needs to be supported by those around him instead of being criticised. He needs a contract extension beyond his term of office. Unlike those students I met, some parents are racists themselves – stupid, arrogant, selfish and stubborn. We are emerging from a divided society. Archbishop Emeritus Desmond Tutu introduced the Truth and Reconciliation Commission in preparation for the new democracy. His aim was to lay the ghost of the past to rest, to allay fears of the minority to commit to a free and safe society. Trainees target crime hotspots

A GROUP of police officers on an Operations Commanders Training course at the Thabong’s SAPS Academy put into practice the skills they had acquired when they targeted crime hotspots in Thabong last Thursday. The group of men and women, who hold the ranks of sergeant and lieutenant colonel, were from across the country. The group was commanded by Lt. Col. Zolile Qangase during the visibility operation. The crime prevention initiative formed part of the officers’ training and enabled them to put into practice the policing skills acquired during the five-day programme. The operation’s objective was also aimed at assisting with policing in Thabong to prevent common robberies.

The members targeted potential crime hotspot areas, which included the open space around the Lenakeng Comprehensive High School, Pula Nala and Manny’s Shopping Complex in Thabong. “Our visibility in this vicinity was important in ensuring the community that we are serious about fighting crime,” said Qangase. The acting commander of the SAPS Thabong Academy, Lt. Col. Moletsane Mothobi, said they were happy with the trainees’ ability to implement what they had learned during the training course. “This gives us an assurance that the knowledge imparted to them will surely be applied at their respective stations,” said Mothobi.

MISSING: Josias van Rooyen (22) went missing on 22 February. He is reported to have left his parents’ house at about 02:30 without informing anyone where he was going. He has never returned nor contacted his family since. Van Rooyen was reported missing at the Welkom Police Station. He has short copper-red hair, is 1,8 m tall and has a Yin Yang tattoo on his upper right arm. He was wearing a dark turquoise Echo T-shirt with navy “baggie” shorts and black tekkies at the time of his disappearance. Anyone with information about Van Rooyen’s whereabouts can call Det. Amendments to new bill proposed BRIEFING the Portfolio Committee in Parliament last Tuesday, the Department of Labour has paved the way for the amendments to the Unemployment Insurance Bill before it is passed into law. The bill is expected to come into effect in earnest this year. It has already been approved with Nedlac by the cabinet. The deliberations on it were concluded in November last year. Thembinkosi Mkalipi, the acting deputy director general: labour policy and industrial relations, told the committee in Cape Town that the amendments, among other factors, were aimed at improving service delivery and addressing the issue of workers who were currently excluded in the act. He said this would enable the country to “conform to the International Labour Organisation’s (ILO) standards, to improve the payment of benefits to contributors and extend the period within which benefits are payable”. In order to comply with the

Constitution of South Africa, he said, the bill had to address the exclusion of civil servants in the current legislation. The proposed amendments to the act deal with issues such as: ) including learners, public servants and foreign workers who are currently not covered in terms of the provisions of the Unemployment Insurance Act; ) extending the period of payment of benefits to the contributor from eight to 12 months; ) increasing the period in which a contributor can lodge a claim (from six months to 12 months); ) allowing beneficiaries to claim if they have credits regardless of when they submitted a claim; ) providing for the nomination of beneficiaries in case of death benefits; ) assisting in financing the employment promotion projects by the Public Employment Services; and ) giving the minister the power to vary the income replacement rate through regulations.

Team fired up after win } Teboho Setena THE Harmony football outfit will be gunning for the second of the Goldfields derbies against lacklustre Real Hearts in Sunday’s Second Division fixture. The fixture will be played at the Griffons Sports Ground in Welkom. The match will mark the end of the first round of the Goldfields derbies that feature five teams, Dinonyana, Sibanye Golden Stars, Welkom United, Harmony and Real Hearts. Stars have won three of the five derby matches with just Real Hearts to beat to claim the bragging rights of the Goldfields derbies. Harmony tasted the first win of the derby when they narrowly beat Dinonyana 3-2 a fortnight ago. Inspired by that win, they now look to topple relegation-troubled Hearts to record their second win in the Goldfields derbies battle. Harmony are oozing confidence after a good result away against Bloemfonteinbased Hunters FC, to whom they drew 1-all in a fixture played at the Clive Solomon Stadium. This was Harmony’s second draw after they drew 1-all with Swagger a week ago in Welkom. Hearts’ bad run continued as they were hammered 5-2 by fellow newcomers Central University of Technology (CUT), Free State, on Saturday. Sunday’s fixture is set to intensify the rivalry between Hearts and Harmony. Struggling Hearts are rooted at the bottom of the log and are desperate to get maximum points to avoid relegation at the end of the current season. Hearts, who have only two points in the bag from two matches drawn, are yet to register a win. Also facing the danger of the big chop at the end of the season is Welkom United, who on Saturday lost 1-0 to Vaal Legends in a fixture played in Welkom. Dinonyana lost 2-1 to the Bloemfontein outfit Bubchu United. The loss compelled Diononyana to pull out all the stops in Saturday’s game away to Vaal Legends, who narrowly beat Welkom United 1-0 to move out of the relegation zone.

Nominations awaited SUPERSPORT’S LET’S PLAY and Express Goldfields & Northern Free State (NFS) are searching for youths in the region who excel at sport. Are you good at sport or is someone in your school or place of education good at sport? Are you a young coach who is coaching future stars? Are you getting people active at your school, community or gym? We want to hear from you. SuperSport’s Let’s Play identified the need amongst the youth to get more sports active. With this in mind SuperSport and Let’s Play, in association with Express Goldfields & NFS, have launched a special initiative for 2014. They want to find and give recognition to learners at either primary or high school level who excel in sport or who are helping others to be more active. SuperSport’s Let’s Play Sports Star of the Month is a competition for anyone aged 6 to 18. You can nominate yourself or be nominated by a friend, any teacher or coach at your place of education. You can even be nominated by a family member or friend who knows how good you are. The winner is chosen from all the nominations received for that month. The monthly winner will receive a Let’s Play hamper filled with goodies.

From all the entries received each month, one athlete will be chosen as the SuperSport Let’s Play Sports Star of the Month. At the end of the year one candidate from all the Star of the Month winners during the year will be chosen as the SuperSport Let’s Play Sports Star of the Year. Do not worry, the organisers do an overall annual summary of all entrants’ sporting achievements at the end of November before the year’s winner is chosen. Let’s Play is an initiative to enhance recreation and development at schools through play and sport. Every educational institution has talented sports achievers.
