Leeto promised powerful position after elections } Selloane Khalane THE outspoken mayor of the Lejweleputswa District Municipality, Mathabo Leeto, looks set to take up an influential position as a Member of the Executive Council (MEC) in the Free State Legislature after this year’s general elections. This year’s general and provincial elections will be held on 7 May. Leeto, who holds other influential positions in the Free State northern region, is ranked fourth on the list of candidates earmarked to serve the ruling party in various public offices. Elias “Ace” Magashule tops the Free State list and also looks set to retain his position as premier unless the president, who chooses premiers, has other ideas. Leeto is one of five women

Her co-accused in the corruption trial, Dr Benny Malakoane, MEC for Health, has also received a nomination while the incumbent MEC for Sport, Arts, Culture and Recreation, Dan “Khusta” Khothule, has been excluded. Khothule’s exclusion followed allegations of a rift between him and Magashule. Khothule hails from Odendaalsrus. “The Weekly newspaper’s smear campaign against me is the broader project that contributed to this outcome,” Kgothule said. The Weekly, owned by Letlaka Media which allegedly has close ties with Magashule, ran a scathing article accusing Kgothule of being one of the big guns funding Julius Malema’s political party, the

Economic Freedom Fighters (EFF). Kgothule is the only MEC whose name failed to make the ANC’s provincial list. Sources said the ANC provincial spokesperson Thabo Meeko had been tipped to take over the position of MEC for Sport, Arts, Culture and Recreation. Kgothule said he had not expected his name to appear on the list and referred Express to the party’s provincial secretary, William Bulwane. “Kgothule remains a loyal member of the ANC and will be utilised in other areas within the party. This is not the end of the road for him,” Bulwane said. Magashule’s longest ally and Mangaung Metro mayor, Thabo Manyoni, also did not make the list, fuelling recent suspicions that
there are cracks between the two bigwigs of the ruling party. Bulwane crashed suspicions of rifts between the two powerful leaders and said the party wanted to retain Manyoni as the mayor of the Mangaung Metro. Bulwane said after the election the party’s Provincial Executive Council (PEC) would submit the names of three candidates for the position of premier. “The newly elected premier and I will then decide who makes it to the Free State cabinet,” Bulwane explained. Mantseng Ouma Tsopo, the speaker of the Free State Legislature, will also vacate the position to represent the ANC in the National Assembly. Tsopo’s deputy, Sizwe Mbalo, might be her successor.

Machine steps up TB treatment } Palesa Motshabi THE treatment of tuberculosis (TB) in the Free State is set to be revolutionised with the use of the GXPERT machine. The machine can accurately detect whether a person has TB or not within two hours. Dr Noor Zakhura, Free State provincial clinical manger for HIV/Aids and TB, says patients will now be able to get their TB results from their local clinic in just 24 hours. Zakhura says patients will be able to get feedback from the department regarding their TB status in order for patients to start their treatment as soon as possible. Speaking at the First-thingsFirst campaign launch at the Motheo FET College last week, Zakhura says the campaign’s main focus is to spread the message that people should get tested for TB, HIV and AIDS. According to Zakhura, the Free State has the highest TB infection rate and it is the leading killer in the province. “The Motheo FET College has the highest number of people infected with TB. This includes lecturers as well as the students in the province,” says Zakhura. The campaign contributes to an objective of the 2012 to 2016 national strategic plans to fight HIV, STI’s and TB and to maximize opportunities for testing for HIV. “We are starting with the FETs, universities and the taxi rank because that is where people interact the most and where bacteria are spread,” he says. Or perhaps Johannes Kerkorrel and Brenda Fassie? “They all possessed a certain predisposition to prominence,” says Prof. Paul Fouche, researcher in psychobiography at the University of the Free State’s (UFS) Department of Psychology. Fouche and a team of researchers from other South African universities recently released findings on psychobiographical studies done on personalities that played a great role in the country’s history. The studies show that notable historical figures were very often prolific readers with a passion for literature since childhood. Generally, they also had a great love for nature and a sense of the sacredness of it, as well as a love for the cosmos. The study further reveals that many of them were forced to take up leadership roles in the family from a very young age and were driven to succeed in order to take care of their own. In many of these cases there was a strong partner who supported the leader while they went about the business of governing their world. “It is important to remember the context in which these studies were done. By these studies we are not trying to elevate historical figures and their ideas. We are solely focusing on these individuals’ strive for greatness or prominence and how they were able to influence a nation, a cultural group, the literature, arts, or whatever they excelled in,” Fouche says. Over the past decade, psychobiography has become an established research genre and a methodology used by various academics and scholars in the field of life history research. “Our focus was primarily on
South African political leaders, artists, musicians, scientists and humanitarians such as Jan Smuts, Bram Fischer, Hendrik Verwoerd, John Vorster, Steve Biko, Johannes Kerkorrel, Brenda Fassie and Emily Hobhouse, amongst others.” Physchobiography studies in South Africa have been developed at the University of the UFS, Nelson Mandela Metropolitan University, Rhodes University and the University of Johannesburg (UJ).

Two get 20-year sentence
THE Bothaville Regional Court has sentenced Oupa Nzuzo and Lefu Bosiu, both 24 years old, to 20 years’ imprisonment for rape and robbery. The accused were found guilty of raping a 16-year-old teenager and robbing the victim’s 18-yearold boyfriend of his Blackberry cell phone valued at R2 000. The accused were found guilty of both crimes on their appearance in court last Friday. One of the accused grabbed the victim and the other the boyfriend and dragged them to the ground. The two accused took turns in raping the victim. The incident happened last year in April at about 21:00. Nzuzo and Bosiu were each sentenced to 12 years’ imprisonment for rape and eight years for robbery by Prosecutor Raymond Mc Belly and Presiding Judge Johan Bosch. The commander of the Family Violence, Child Protection and Sexual Crimes Unit, Capt. Bizza Ntsiane, has applauded the investigator for a job well done in the investigation that led to the arrest and prosecution of the perpetrators. “This will send a clear-cut message to would-be rapists that crimes committed against women will never be tolerated,” said Ntsiane.

Budget constraints cripple Health } Selloane Khalane THE cash-strapped Free State Department of Health is to walk a tightrope the next three financial terms. This is after the MEC for Finance, Elzabe Rockman, did not allocate the R4 billion bail-out over three years the department had requested to reduce its financial woes. Tabling the provincial budget for 2014-’15 in the Free State Legislature last Wednesday, Rockman said the department would have to find the resources to address its financial troubles leaving the department still in a predicament. Recently the MEC for Health, Benny Malakoane, said the cash-strapped department needed R4 billion over a three-year term to function optimally. “The only way Health can bail itself out is by collecting its patient fees,” Rockman said. “In an ideal state the Department of Health would get R4 billion,” Rockman added. The Free State has been allocated R27,942 billion for the 2014-’15 financial year, which was an increase of 9% from the 2013-’14 budget. A large chunk of the budget has been allocated to the Department of Education at R11,259 billion followed by the Department of Health at R8,155 billion in the 2014-’15 financial year. During an interview with Express, Rockman admitted that the two departments had serious financial problems but
said her department was helping both departments to put in place containment measures and ensure proper service delivery. “These departments will have to tighten their purse strings and follow cost containment measures to keep afloat,” Rockman emphasised. R2,195 billion was allocated to the Department of Police, Roads and Transport whilst the Department of the Premier pocketed R270.514 million. Opposition parties have raised grave concerns over the stringent budgets allocated to the two the departments (Health and Education). Earlier this year the Department of Education projected to have overspent by R1 billion in the current financial year. Peter Frewen, DA member of the legislature, questioned how the Department of Health would keep afloat whilst having R700 million of accruals accumulating from previous financial years. “There is no light at the end of the tunnel for the Health and Education Departments,” Frewen said. The Congress of the People (Cope) provincial secretary, Mzwandile Hleko, said Rockman had failed to explain whether the R1,210 billion allocated to the Department of Human Settlement would also be spent on building RDP houses. “The province has a serious housing backlog and municipalities are falling apart,” Hleko said.

THE police in Welkom are asking for help from the public in finding two women who are witnesses in the rape case set to be heard in the Welkom Regional Court in due course this month. Police spokesperson Stephen Thakeng
said the two women were important in the rape trial. The rape happened in July 2007 and a suspect has been arrested. The two witnesses in the rape incident were identified as Dieketseng Alinah Vinger and Mamokete Paulina Soois.
The two witnesses gave their last address as Kgang Street, Monyakeng, Wesselsbron. However, they could not be traced. Vinger is rumoured to be working in Rustenburg or Potchefstroom and Mamokete Soois has relocated to Phokeng

Uniforms dignify impoverished boys } Teboho Setena THE PLEDGES of school uniforms by ordinary citizens of Kutlwanong in Odendaalsrus towards two pupils of the Icoseng Primary School were godsend for the young recipients. The heartwarming gestures have dignified the lives of the two learners, Tlotlo Moncho and Taole Mosetle. The pair now proudly feel like their peers – thanks to Anna Mokhosi and Michael Tsosane. The uniforms include two pairs of shoes, school jerseys, socks and trousers as well as books. The two boys were beaming with joy on receiving their uniforms during a presentation held at the school last Tuesday. The donation of uniforms comes at exactly the right time for the boys, as the country awaits the winter. Coincidentally the two boys’ dire state was identified at separate occasions, on their way home after school. Mokhosi spotted Mosehle while Tsosane saw Moncho. In making their pledges a reality to the two boys, Tsosane challenged his co-workers at the Matjhabeng Local Municipality and also contributed cash to purchase uniform for Moncho. Mokhosi also donated some of her grandchildren’s uniforms to Mosehle. “I was so touched to see Mosehle in dire state when he walked pass my house, yet he had the courage to go to school despite his conditions,” said Mokhosi. Tsosane said he found it unbearable to just walk pass Moncho on their encounter in the streets of the impoverished Kutlwanong township. “I was so emotional to see the boy in such a condition. I immediately committed myself to buy him a uniform. In the event I related the boy’s story to my colleagues who did not hesitate to open

National anthem is sacred IN the early eighties during my maiden employment at Stationery Wholesalers in Welkom, my first year-end annual Christmas party was held. During the party, one gentleman called Zulu voluntarily ascended the stage to entertain us with a national anthem, Nkosi Sikelel iAfrika (Lord Bless Africa” in isiXhosa). The song that was supposed to be a solo rendition turned to be a fuss. I politely approached the gentleman and reprimanded him for misusing our national pride at an irrelevant platform. The anthem was completely out of tune and words. I love our national anthem and what it represents. It has to be given all the respect it deserves. It has to be sung in a sober mood with full attention and dignity. I was again subjected to the same humiliation late last year at our family friend’s funeral held at the Leseding Technical High School. The Apostolic Church Choir just burst into an impromptu national anthem which was not even on the programme. It was incorrectly sung, with some people sitting down and not paying any attention. In France in 2012 hell broke loose as the world erupted into laughter when Ras Dumisani took to the podium to sing the anthem during the France against South Africa rugby match. The Rastafarian sang the song out of tune. He failed to pitch high notes and could not even go down to the low notes. The players could not help but burst into laughter to the embarrassment of all

Just like Thamsanqa Jantjie, labelled the “fake interpreter” who was hired to interpret at the memorial service of Nelson Mandela last year, nobody wanted to take the responsibility for the bogus Rastafarian Dumisani. Everybody distanced themselves from both dummies (Rasta and Jantjie). SAPS commemorates women THE Thabong Cluster SAPS women paid homage to women on the recent International Women’s Day commemoration on 7 March advocating that women stand together. Held at the SAPS Academy in Thabong, Welkom, the event was attended by cluster members from Kroonstad, Virginia and Welkom. The different speakers of note encouraged women to support each other in everything they do instead of pulling each other down. The guest speaker, Pastor Elizabeth Molete, assured women that God has put his trust in women. “God gave women the strength to carry heavy burdens. We also have the strength to cry and when we cry God is touched. Some of us are abused physically and
emotionally. Despite all the hardships you go through do not be moved from your position as a woman because no one appreciates you and what you are doing. Make time to interact with Jesus because with him you will never be disappointed,” said Molete. Kroonstad Cluster Commander Apaphia Modise highlighted the fact that the International Women’s Day remains a special day to all women in the whole world since originated from a meeting that was held in 1911 where women discussed their worth in the society. “Women should stand firm for what they believe in. Women should support one another to make South Africa a better country,” said Modise.

UIF will help domestic workers MILDRED OLIPHANT, the minister of Labour, has urged domestic workers to register for the Unemployment Insurance Fund (UIF) to ensure they have a cushion in the event they find themselves out of work. Speaking at a Domestic Sector Imbizo organised by the Department of Labour in Durban on Sunday, the minister said the number of domestic workers currently registered with the UIF was not a true reflection of the total number of domestic workers in the country. There are currently 652 676 domestic workers on the UIF register. Institutions like the UIF have played a critical role protecting workers against poverty by providing unemployment insurance and other
benefits to workers, said the minister. “We know that some employers of domestic workers do not register their employees with the UIF. The department has set in motion the legislative framework for domestic workers to be registered. “However, in order for us to enjoy the benefits of a better life for all, you as domestic workers need to assist the government to ensure that you are registered with the UIF,” said Oliphant. The Compensation for Occupational Injuries and Diseases Act (Coida) is currently being reviewed by legal experts with a possibility of expanding this to the domestic sector and public hearings would be held soon on the planned
review. The domestic sector’s current sectoral determination came into effect on 1 December 2013 and will end on 30 November 2014. The minimum wages for domestic workers who work more than 27 hours per week apply as follows: ) Mainly urban areas – R9,63 hourly, R433,35 weekly (for a 45-hour week) and R 1877,70 monthly (for a 45-hour week) ) Mainly rural areas – R8,30 hourly, R373,50 weekly (for a 45-hour week) and R1 618,37 monthly (for a 45-hour week). THE Welkom’s Got Talent auditions are set to reach a high note with 60 selected acts bracing themselves for the first preliminary round on 29 March. The first round of the auditions was held on 8 March and a staggering 200+ acts were entered. The Goldfields Mall is hosting the Welkom’s Got Talent for the second year in a row – this year it is in conjunction with Vista and Express Goldfields & Northern Free State. “The judges were impressed by the variety, effort and professionalism of most performances and had a difficult task in reducing the number of entrants to the 60 acts that are proceeding to the next round. The second round of
auditions is taking place this coming weekend at the Goldfields Casino Conference Centre,” said Jo-Marie Tredoux, marketing manager of the Goldfields Mall. The auditions are a-once-in-alifetime opportunity for performers to showcase their talent. Upcoming preliminaries The judges will choose the best 40 acts to participate in the first and second preliminaries. Successful contestants will be notified. All 40 contestants’ names will be randomly divided into two groups of 20 to either compete in first or second preliminaries. Too much politics, too little service PATRICK MHOLO, member of DA Matjhabeng Constituency (in his personal capacity): THE ANC’s cadre policy is crippling our municipalities. The ANC’s organisational directives and cadre deployment policy is adversely affecting public service. The party directive always supersedes requirements for minimum competency levels when critical appointments are made. Forget about the South African Broadcasting Corporation (SABC), this is everywhere. The on-going service delivery protest is a manifestation of frustration or direct results of wrong cadres imposed upon the communities to server narrow interests. I always say, there is too much politics in every aspect of our lives and this unconsciously promotes racial sensitivity. Most people, across all racial
divides are eager and prepared to rebuild this country with us, but we are frustrating their efforts with the racial tones and quotas from their highest offices in the land. Our country has a wealth of educated and experienced people in every society who are not necessarily members of the ruling party and we should draw from their experience in order to effectively implement government programmes. If indeed political appointments by any ruling party at any given time, (DA or ANC), are so crucial to ensure that its mandate is properly executed, then appropriate skills and most

importantly values should be the consideration. The people must be fit for purpose. The officials with vision, competency and highest ethical standards are needed for effective service delivery in our municipalities irrespective of colour or political affiliation. Of course, it remains imperative that we continue to redress the historical and social inequalities of our country, but days of fast-tracking deployment is over. The legacy of apartheid or lack of resources is no longer an issue; comrades are fighting one another for positions, tenders and consultancy work in municipalities. They lead us to serve themselves. Funds are being misappropriated to things that have nothing to do with development other than political patronage and most municipalities are faced with service delivery protests precisely because of that.

Griffons ready for the Pumas Mistakes must be rectified for win } Teboho Setena THE Griffons are compelled to make amends when they take on the Pumas in the Vodacom Cup rugby fixture this Friday. The two teams will face off in the Griffons’ home stadium in Welkom. The match is set to start at 14:00 and will be the Griffons first game of the season in their own backyard. Boasting back-to-back wins against the Blue Bulls and the Valke, 22-20 and 26-6, the Pumas will be a hard team to beat. The visitors will be gunning for their third win that will see them widen the gap at the top of the log standings. The log leaders have eight points in the bag after their two victories. The Griffons only win was 62-10 over the shockingly lacklustre Blue Bulls a week ago. However, they failed to live up to the expectations when they suffered a 22-12 defeat to their Northern Cape rivals the Griquas last Saturday. The Goldfields lads will be taking on the
log-leading Pumas hoping to avenge their setback to the Griquas. The Griffons need to turn around their fortunes to remain intact in the championship. The Griffons coach, Oersond Gorgonzola, will have to inspire his charges on ways to stage a big upset when they face off with the Pumas, who have their tails up after good runs in the two matches. The locals will have to regain that attacking momentum to that saw them win their opening fixture of the Vodacom Cup hands downs against the Bulls. The Griffons could not sustain their fight against the Northern Cape opponents last Saturday. The Griffons mentor Gorgonzola can only hope that the common mistakes that arose from the decision-making of his charges will be rectified in Friday’s titanic clash. The game is a must-win for the hosts in their title winning aspiration. The Griffons will count on fly half Louis Strydom’s ability to plot the visitors’ upset and give their home supporters something to shout about.

Stakes high for two FS teams
} Teboho Setena TWO Free State football teams, Bloemfontein Celtic and African Warriors, carry the hopes of the Free Staters in this year’s lucrative Nedbank Cup championship. The two sides will be in action on Sunday. Celtic will tackle National First Division side Witbank Spurs while Warriors will clash with fellow National First Division opponents Milano United. Both matches are set to kick off at 15:00 and will determine the eight teams that progress to the next stage of the competition. The provincial teams Phunya Selesele and Warriors have the advantage over their visiting opponents in that they will play in their backyards of the Kaizer Sebothelo Stadium in Botshabelo and the Charles Mopeli Stadium in Qwaqwa. The stakes are high in this championship as the winner of the competition gets a chance to represent South Africa in the continental competition. Both Celtic and Warriors are yet to win the prestigious trophy. The prestigious cup has been eluding Premiership side Celtic over the years. Under the charges of German coach Ernst Middendorp, the Mangaung giants will have to show their mettle against Spurs, who are
lying mid-table of the National First Division log. Warriors, who are now led by David Vilakazi, will have to pull out all the stops to realise their ambitions to reach the quarterfinal of the historic tournament. Last year they did well to reach the last-16 stage of the competition. However, they gave it away when they lost 3-2 to United FC, who went on to compete in the semi-final. Celtic progressed to this stage of the tournament after an 8-0 drubbing of the University of Stellenbosch while Warriors hammered Mainstay United 8-3 in the last-32 stage of the competition. The QwaQwa-based outfit beat Vasco Da Gama 4-3 in the preliminary round of the tournament. Warriors are the only Free State team campaigning in the National First Division still competing in the tournament after Maluti FET were eliminated in the competition. Maluti were knocked out in this year’s edition 3-2 by Thanda Royal Zulu in the preliminary game played last year December. The defeat meant that Maluti failed to emulate their stunning run that saw them eliminate giants Orlando Pirates 4-1 in the last-32 round.
