Mofokeng pleads with community to take pride in their town } Tladi Moloi TJHETANE MOFOKENG, the executive mayor of the Dihlabeng Local Municipality, has sent a strong message to garbage dumpers. Mofokeng says they will soon be fined or jailed should they keep on dumping. Dumping is illegal except on the landfill sites. “People who keep on dumping garbage

on no dumping zones will soon face the music. They will be fined of jailed,” he said during an exclusive interview with Express Eastern Free State. The mayor says he does not understand the reason why the community goes round dumping garbage all over Bohlokong while it is collected every day. “We want to keep our units in the Dihlabeng Municipality clean. That is why we have municipal

vehicles collecting garbage daily. The community should cooperate with the municipal employees by waiting for them to collect the garbage,” he says. Mofokeng pleads with the community that the municipality needs their assistance to ensure that their town remains clean at all times. “We are looking at passing by-laws. We have a problem with law enforcement

which we are discussing with the traffic officers and Department of Justice so that when people are seen dumping garbage, they can be punished,” he says. Mofokeng hopes that the community gets the message loud and clear. The municipality wants residents to be proud and living in a clean municipality. “We should make sure that we don’t dump everywhere,” Mofokeng says.

Senior citizens told to vote ANC } Tladi Moloi THE senior citizens of Bohlokong near Bethlehem have vowed not to disappoint the ruling party at the forthcoming national elections. They say the ANC has fought for them during hard times and add that they will never turn their backs on the party come rain or sunshine. This declaration happened at the new Dihlabeng Hall where the ANC Women’s League held their elections rally campaign on Thursday. “I will vote for the ANC forever,” said Maria Moloi (86). “I do not think a sane person, who knows what happened during the apartheid era,

could ever leave the party,” said Moloi. The hall was packed to capacity with other people sitting outside. They could only listen to what was said and watch though the windows. During the proceedings few people shared their apartheid frustrations with the masses. Jacob Buthelezi (80) said working on the farms was a nightmare for him because at times he would have to wake up at 03:00 in the morning as per the farmer’s instruction. He said that it would kill him if he saw any of his grandchildren working as labourers on farms. “I would still be working on that farm if ANC did not fight for fair and equal elections. After 20 years of democracy my

government gave me an RDP house to live in and I am a recipient of a monthly old-age grant. I want to thank Nelson Mandela. May his soul rest in peace,” said Buthelezi. Sisi Ntombela, the ANC Women’s League chairperson in the Free State, urged the senior citizens not to leave the ruling party, reminding them that they should remember where they came from. “Remember during apartheid you did not have electricity, water or RDP house. You now have all those things because of Tata Mandela,” she said. She pleaded with them to wake up early on 7 May so that they could go and vote for the ANC.

“You must go and vote. The ANC is the light. You must go and tell you children and grandchildren that they should vote for us,” asked Ntombela. The ANC Women’s League secretary general, Sisisi Tolashe, thanked people who attended the campaign for promising that they would vote for the ANC at the polls. “We want you to pray for the ANC because we know that God will listen to your prayers. You have been loyal to the party and we know that you will never disappoint us,” she said. She says the ANC will win the elections. “We are used to the challenge and we are not threatened by the new parties,” Tolashe concluded.

THE Harrismith police would like to forewarn the community that it is vital to inform the station of any large or small gatherings that will need policing within their police stations precinct. Sgt Mmako Mophiring, the police spokes-

person, says this will assist the police at such gatherings and to ensure crowd control as well as the safety and security of the community. “The community should ensure that their local authorities know about the events

because it is crucial for necessary arrangements to be put in place. If such gathering are not orderly prepared and things get out of hand, it is going to be difficult to police. Bitter measures will have to be taken against the organisers. Let us all be

SAPS should be informed of all gatherings Justice prevails after rape } Tladi Moloi JUSTICE has been served. Four accused were found guilty on charges of the rape and brutal murder of a young girl, Nomfundo Motaung (17), from Harrismith. Mbuyiselo Issac Ngcowane (21), Tuis Moloi (25) and two of their friends aged 16 and 17 were recently sent to jail by the Harrismith High Court. Ngcowane was charged with rape and murder and was sentenced to an effective 22 years’ imprisonment because he is already serving two life sentences. Moloi was sentenced to an effective 18 years’ imprisonment as it had been his first offence, but was charged with rape only. The two other young men were sentenced to seven years’ effective each because they are also serving 17 years each for previous rape cases. Motaung was raped and murdered at an open space at the Intabazwe township near Harrismith on the last day of 2012. Apparently she was talking to her boyfriend on a street corner in Intabazwe when the accused approached them. The four accused were coming from a

tavern and were drunk. They approached the couple and the two split up because they were being chased by the men. They caught the girl and forced her past a graveyard to an open space where they raped her. Afterwards Mbuyiselo allegedly killed her because he realised that the girl was known to him. All the charges which saw heavy sentencing were investigated by Lt Samuel Makhubo of the Harrismith Detective Service. “I want to thank the family, community and investigating officers who were involved in the case and who helped to secure sentencing of the criminals. “I hope that they will also support victims in other outstanding cases that may see the same group coming back to court to answer for other charges of rape in Harrismith. “Since their arrest and conviction, the rapes have decreased in Intabazwe near Harrismith,” says Lt Gen. Simon Mpembethe, the Free State provincial commissioner.

The importance of Human Rights Day SOUTH AFRICANS will commemorate the national Human Rights Day on 21 March at the George Thabe Cricket Pitch in Sharpeville, Gauteng. The theme for the year’s Human Rights Day is Celebrating 20 years of changing lives through human rights. Pres. Jacob Zuma will speak at the event. The 1960s were characterised by systematic defiance and protest against apartheid and racism across the country. On 21 March 1960, the community of Sharpeville and Langa townships, like

their fellow compatriots across the country, embarked on a protest march to march protest against pass laws. The apartheid police shot and killed 69 of the protesters at Sharpeville, many of them shot while fleeing. The tragedy came to be known as the Sharpeville Massacre and it exposed the apartheid government’s deliberate violation of human rights to the world. The democratic government declared 21 March Human Rights Day to commemorate and honour those who fought for

Time is running out for projects JUST over two weeks are left for members of the public to register for Solidarity Helping Hand’s Project of the Year competition. Helping Hand launched the project this year to plough back R1,5 million into impoverished communities by means of effective and sustainable projects. The project organiser Anel du Preez explains that Helping Hand often receives enquiries on how to address a particular need and on how to launch and fund sustainable community projects. “It is precisely in response to these enquiries that Helping Hand wants to plough funds back into communities, at the same time providing them with those skills needed to put together a sound project focused on the alleviation, prevention and breaking of poverty which is also aimed at the empowerment of the community,” Du Preez says. The competition is already running and it closes tomorrow, after which Helping Hand will identify the best projects. From there on, project initiators must canvass support from within

their communities by interacting with local organisations, churches or schools to obtain their involvement. Communities can vote for the projects by sending an SMS that is unique to the project. The SMS votes raised from the community will determine the amount of capital Helping Hand will make available towards the project’s three month-long implementation phase starting in May. To participate in the project, a minimum of 50 unique SMS votes are needed. The more votes a project raises, the more funding it will receive. If a project receives 500 SMS votes Helping Hand will fund the project by R45 000. In July the implemented projects will be assessed according to certain criteria after which three winners will be announced. They will win R150 000, R100 000 and R50 000 respectively. MILDRED OLIPHANT, the minister of Labour, has urged domestic workers to register for the Unemployment Insurance Fund (UIF) to ensure they have a cushion in the event they find themselves out of work. There are currently 652 676 domestic workers on the UIF register. Institutions like the UIF have played a critical role protecting workers against poverty by providing unemployment insurance and other benefits to workers, said the minister. “We know that some employers of domestic workers do not register their employees with the UIF.

We has set in motion the legislative framework for domestic workers to be registered.”. The minimum wages for workers who work more than 27 hours per week are: ) Mainly urban areas – R9,63 hourly, R433,35 weekly (for a 45-hour week) and R 1877,70 monthly (for a 45-hour week) ) Mainly rural areas – R8,30 hourly, R373,50 weekly (for a 45-hour week) and R1 618,37 monthly (for a 45-hour week). ‘No more bare feet for kids’ } Nkareng Moloi

THE management of the Setsing Plaza have donated school shoes and bags to the 251 learners of the Boitsebelo Junior Technical Secondary School last Tuesday. When Phillip Ngozo, the Setsing Plaza Centre manager, announced that every learner was going to get a pair of shoes and a bag, the learners could not hide their excitement. According to Ngozo, the donated shoes and bags had cost them R57 000. “It is the first time we did this, and we are going to do it annually to different schools. “The idea is to help needy learners in a way that will not expose them. These shoes do not need polish. “They are specifically made for rural areas because they stretch and they are waterproofed,” Ngozo says. He further thanked the community of Qwaqwa for their support. “This is a way of showing appreciation to people who are buying at our centre. We are giving back to the community. We say no more bare feet for an African child,” he says. Mankei Tau, principal of the school, thanked the management of the plaza for what they had done for the school learners and also warned the learners to take good care of the shoes. “This is a miracle. We had many sponsors at our school, but we never had one that catered for all learners. “We are very happy as the

Budget constraints cripple Health } Selloane Khalane THE cash-strapped Free State Department of Health is to walk a tightrope the next three financial terms. This is after the MEC for Finance, Elzabe Rockman, did not allocate the R4 billion bail-out over three years the department had requested to reduce its financial woes. Tabling the provincial budget for 2014-’15 in the Free State Legislature last Wednesday, Rockman said the department would have to find the resources to address its financial troubles leaving the department still in a predicament. Recently the MEC for Health, Benny Malakoane, said the cash-strapped department needed R4 billion over a three-year term to function optimally. “The only way Health can bail itself out is by collecting its patient fees,” Rockman said. “In an ideal state the Department of Health would get R4 billion,” Rockman added. The Free State has been allocated R27,942 billion for the 2014-’15 financial year, which was an increase of 9% from the 2013-’14 budget. A large chunk of the budget has been allocated to the Department of Education at R11,259 billion followed by the Department of Health at R8,155 billion in the 2014-’15 financial year. During an interview with Express, Rockman admitted that the two departments had

serious financial problems but said her department was helping both departments to put in place containment measures and ensure proper service delivery. “These departments will have to tighten their purse strings and follow cost containment measures to keep afloat,” Rockman emphasised. R2,195 billion was allocated to the Department of Police, Roads and Transport whilst the Department of the Premier pocketed R270.514 million. Opposition parties have raised grave concerns over the stringent budgets allocated to the two the departments (Health and Education). Earlier this year the Department of Education projected to have overspent by R1 billion in the current financial year. Peter Frewen, DA member of the legislature, questioned how the Department of Health would keep afloat whilst having R700 million of accruals accumulating from previous financial years. “There is no light at the end of the tunnel for the Health and Education Departments,” Frewen said. The Congress of the People (Cope) provincial secretary, Mzwandile Hleko, said Rockman had failed to explain whether the R1,210 billion allocated to the Department of Human Settlement would also be spent on building RDP houses. “The province has a serious housing backlog and municipalities are falling apart,” Hleko said.

New Horizon College in Harrismith recently hosted its 20th Harvest Festival event. The event was aimed at giving back to the needy. Marilyn Dreyer who initiated the Harvest Festival at New Horizon College 20 years ago was honoured on the day. She fondly remembers her participation in Harvest Festivals with her parents at her church. “We are still following this wonderful tradition to teach our learners to give to those less fortunate than themselves in the community. We would like to thank Pick n Pay for the donation and everyone who contributed towards this worthy and heartwarming cause,” says Dreyer. The goods were received on behalf of Hope House by Kristo Tsotetsi who is the current manager. “What a privilege to be able to give,” says Jonny Eyberg, the director of New Horizon College.

SANDILE HLATSWAYO is a learner at New Horizon College in Harrismith who practises karate on his own and achieves great success. He started practising karate while he was seven years old and has never looked back or regretted a moment of this skill. Sandile recently took part in the Taekwondo International Championships which was held in Pretoria. He came home with three gold medals: one for weapons (non-chucks), pattern and musical pattern. He competed against ten different clubs from different provinces. What makes these achievements so outstanding, is that he motivates himself and is dedicated to the sport. He is respected by his peers and teachers due to his perseverance and discipline and sets a good example for the youth of South Africa.

Senyane returns with a solid plan } Tladi Moloi TSHEPISO SENYANE has been reappointed with the National First Division (NFD) campaigners of African Warriors as their public relations officer (PRO). Senyane was fired by Maihlome Ihlasele in August after his appointed as the PRO of the team back in 2008. He was welcomed back into the team last week after the team had spent more than a year without a good fast-talker. Senyane, who is the former Safa Maluti-aPhofung Local Football Association deputy chairperson, said he is happy to be back with the team. He stated that he had remained involved with the team even though he was no longer their PRO. “I love the team. I never turned my back on them and I kept on attending their games,” he said. Senyane admitted that with his return he is faced with the challenge of bringing back the teams supporters who are no longer attending the games. “Yes, I will have to work hard to bring back those supporters. I think that there was a loss of communication between the team and its supporters and that is why the stadiums are always empty,” he said. He said he would ensure that he uses the local media as a platform to communicate with the supporters. “I need to sit down and plan for next season because this season is reaching an end. We are left with seven games and surely we should be able to determine if we will be preparing for the Absa Premier League or staying in the NFD,” he said. Senyane said playing in the promotional play-offs was possible considering they were close to the top four teams on the log. “The team is playing very well. The players just need to keep their momentum going for the next seven games,” he said.

Cup final hopes African Warriors determined to win } Tladi Moloi AT LEAST the National First Division (NFD ) will have a representative in the semi-finals of the Nedbank Cup Series when African Warriors face off against Milano United AFC in the last-16 of the tournament at the Charles Mopeli Stadium on Sunday. Kick-off is scheduled for 15:00. This encounter promises to produce fireworks as both teams will be determined to play in the next round of the tournament. The two teams come to this encounter after having lost their weekend encounters against Baroka FC and Vasco Da Gama respectively. The Warriors narrowly lost 2-1 to the NFD rookies of Baroka while United lost 1-0 to Vasco. However, the two teams know that their previous results do not matter because they have their eyes set on the cup game competitopn. They will both be hoping to finish the game in 90 minutes to avoid a penalty shoot out. United and Warriors advanced to the last-16 of the tournament after they had dished out harsh lessons to the Safa Second Division campaigners Bloemfontein Young Tigers and Mainstay United.

The African Warriors will be hoping for the same stroke of goal-scoring luck they displayed against Mainstay in their next cup competition encounter. The two teams are not strangers to each other. They locked horns back in February, with Warriors winning the

game 2-0. David Vilakazi, the Warriors mentor, will be hoping to register his first win after he took over the coaching reigns from the former u.23 South African national team player Abrahm Nteo.
