from thepublishers Oh, the dreaded baby gate. It’s not that we don’t appreciate its function. It’s the feeling that no matter how many we put up, I can see this little guy climbing on top of one so that he can squeal in delight and shout “Look, mom! No hands!” The brass handles on the metal filing cabinet in the office would make a perfect ladder. The lamp cord. Chewy! The pea gravel around the drain. Crunchy! Adam hasn’t learned the concept of “gentle” yet. When he lunges for the cat and collapses its ear in his sticky fist, that is not being gentle. When he coaxes Jerky from his hiding spot behind the wood stove, Adam pets him and grabs a clump of fur. Gentle, Adam. So far, the pets have been pretty tolerant of the boy beast. And the sounds Adam is making, are quite beastly. Gone are the gentle “oooohhhs” and “aaahhhhs.” These days our boy is growling and grunting. He’ll pick up the red windmill from his farm set, hold it straight up into the air and growl like a pirate. Gaaarrrr!!! The barn has a detachable side yard with a picket fence. When the horse isn’t using it, it’s in Adam’s mouth.

You can tell he likes it because he scrunches up his nose and says something like “Reck, reck, reck ...” And there’s that silly bendy flower that came with his Exersaucer. It wiggles as he waves it. Hey. Whatever keeps him occupied. Word of caution: While the chilled carrot is great for teething, we have our reservations about using frozen ones. Have you seen what happens to a frozen carrot when it thaws out? It’s disgusting. Can you say, gentle? Enjoy! Yvette and Tommy Stafford

basicnecessities By Kay Pfaltz kpfaltz@mbc.edu www.basicnecessities.com Mas de Daumas Gassac Part II I continue my praise of Mas de Daumas Gassac a wine that might remind you of a great Bordeaux or Burgundy… or Rhône, but is ultimately indescribable. The vineyard is comprised of fifty-two small plots within 5,000 hectares of forest. There are forty different grape varieties planted in the valley, making the vineyard more like a museum of rare and un-cloned vines from all over the world: obscure grapes from Israel, Switzerland, Armenia and Madeira. My wine tasters tried the Daumas Gassac white and fell in love. Few other wines can match its complexity and elegance. And few other white blends offer such a unique blend of grapes: Chardonnaty, Viognier, Chenin Blanc, Petit Manseng plus fifteen other grape varieties representing some of the most famous wine regions of France. The red grape varieties are even more baffling. The Mas de Daumas Gassac Grand Cru is made from 80% Cabernet Sauvignon blended with Cabernet Franc, Pinot Noir, Mer-

lot, Tannat, Nebiolo, Dolcetto…No where else in France do you find grapes from such disparate French regions as Bordeaux, Burgundy, the Jura, Northern Rhône, the Loire, and different countries such as Italy, all planted and blended together in one final and stunning wine. It’s unheard of and the reason why Daumas Gassac, like Domaine de Trevallon, carries a lowly Vin de Pays de l’Herault and not a Coteaux de Languedoc A.O.C. Under the French appellation laws, only the indigenous or agreed upon grapes are allowed. If other combinations, such as too high a percentage of Bordeaux grapes (or heaven forbid Italian grapes) are used, the wine is relegated to Vin de Pays. I generally love Vin de Pays wines, however, for they tend to represent great expression of terrior and quality/price. Daumas Gassac is a wine that can age, changing, evolving and improving as it does, for ten, twenty or thirty or more years. Its longevity is attributed to certain polyphenols found only in the Gassac valley that keep the wine vibrant and youthful after twenty-five years. So by extension, to

those of us who drink it too? Mas de Daumas Gassac, 2006 (white) – This is a rich, complex, elegant wine that is evocative of fresh apples and pears when young, changing to butterscotch and toast when older. A white that can age. $49.99. With this article, $45.99. (A new favorite of Bev’s, reflecting evolving and expensive taste buds!) Mas de Daumas Gassac, 2004 (red) – The red wines defy description, as of today’s drinking the 2004 is my favorite. It is softer than the ’06 reticent of undergrowth and truffles. $42.99. With this article, $38.99. Mas de Daumas Gassac, 2006 (red) –This is a wine to savor and preferably age. It has considerable tannins but is drinking beautifully now. Aging this wine for five to ten years will produce a complex and amazing wine experience. If you cannot decide between Burgundy or Bordeaux, Daumas Gassac will most likely please. $49.99. With article $45.99. Enjoy!

SERVING LUNCH & DINNER DAILY AT 11:30am When people like your beer, you make more. Blue Mountain Brewery’s new tank arrived to accommodate demand for draft and bottled beer distributed to area stores and restaurants (above). “We just recently got to the momentous mark of having our draft and bottled beer in over 100 restaurants and stores across Virginia. This new tank is going to help us double that within a year,” said Mandi Smack, the Brewery’s co-owner. Devils Backbone Brewing Company’s latest brew, Cream of Fergus, “pours like Guinness” but is “light copper in color,” says head brewer Jason Oliver. It’s an English-style best bitter “served off of nitrogen for a smooth and creamy texture.”

STORY by AARON LEE PHOTOGRAPHY by LEE LUTHER, JR.

Kids know: Fire crackers blasting away inside a train tunnel makes a heck of a racket. Bud Carter was a kid once, he knows. And the tunnel tied to Carter’s youth - a historic one, now abandoned, carved through a mountainside roughly 500 yards from the Afton-native’s home - may, by the end of July, find the steam to

make noise again. continued on page 12

But the plan among Nelson County officials is to replace the blast of firecrackers with footfalls of hiking boots and the swishes of bike tires. Completed in 1858, the Blue Ridge Tunnel (also known as the Crozet Tunnel) remains an engineering coup born of black powder, pick axes and the brute strength of Irish immigrants and slaves. Extending roughly 4,300 feet - it was once the longest rail tunnel in the world - the tunnel was one of four conceived and built between western Albemarle county and Waynesboro by Claudius Crozet who viewed canal transportation, popular in his time, as a relic. Today, the tunnel is relic. Replaced in 1944 with an adjacent tunnel, the historic cut-through was owned by the CSX Corporation until Nelson County bought it for $1 in 2007. Depending on how a person views the tunnel’s overgrown access points, the standing water on the east end and the deteriorating brick infrastructure, that $1 may have arguably been a deal for CSX .

12 NELSON COUNTY LIFE JULY 2009

(There’s also the matter of two concrete walls - by some estimates at least 10-foot-thick - plugged into the middle of the tunnel years ago in an ill-conceived attempt at housing natural gas. Those walls currently prevent easy navigation from the east and west ends.) County officials received eight bids from firms hoping to spearhead the revitalization project and should have one selected by the end of July, Emily Harper, Nelson County Parks & Recreation director, said. Harper said many of the bidders think the construction phase can go out for bid sometime in 2010. But while hundreds of thousands in federal money has been designated for the project’s initial phases, millions more must be hunted down before the first person walks through. Having already raised roughly $700,000 for the project, a January 2008 estimate put the total cost at $4.4 million. And officials don’t know when the additional money might surface.

Although the Virginia Military Institute, which Crozet helped found, is in talks with county officials about contributing money, Maureen Kelley, Nelson County Tourism and Economic Development director, said. The county has also set up a foundation to accept donations. “It’s a dynamite project ... much more than I think people realize,” David Soper, a member of the Milepost Zero Bicycle Club in Waynesboro, said. Milepost, Soper said, contributed $1,000 to the project earlier this year because they feel it could promote biking. “I think that [project planners and residents] are going to be surprised by the number of people who will come,” Soper said. The tunnel could also draw railroad buffs, he said. Nellie Carter, 96, of Afton, lives roughly a quarter-mile from the tunnel but hasn’t seen it “in years” because access is limited. She remembers a natural spring in the tunnel where “in the dead of summertime the water is as cold as ice.”

“I would love to see them do something,” Carter said. Bud Carter, 70, said “Lord yes” he would like to see the tunnel rehabbed and more people accessing it without trespassing. Although he wonders where the rest of the money for the project will come from and who would be responsible for maintenance of the tunnel and the accompanying trails. (There’s some talk among planners about turning the tunnel over to the National Park Service after work is completed.) “This is not going to be done overnight,” Bud Carter said. But should the money be found, the plans, in addition to the tunnel restoration, include several miles of trails and talk of three access points: one east, one west and one extending from the Afton wayside located on Virginia 250. Access Bud Carter wishes more people had now. “Why in the world would you put a fence up around the Grand Canyon,” he asked. NCL

Completed in 1858, CSX sold the Blue Ridge Tunnel to Nelson County for a buck. In need of repair, Emily Harper, Nelson County Parks & Recreation director (above), says the county is getting closer to selecting a firm to renovate the historic structure.

How do you know when it’s 80°F with winds blowing from the southwest at 10 miles per hour in Rockfish, Virginia? The man to ask is Kevin Rose. Kevin’s property includes the little turn-of-the century post office at Rockfish Depot. Though the building looks about the same as did 100 years ago, the solar powered weather station is an add-on. Thanks to that technology, Rockfish Depot has live weather conditions that are fed to the internet. “When I worked for the county, we put a weather station and camera in for the high school,” Kevin says. That’s what inspired the idea for his own station at The old Rockfish Post Office made famous by the 1970’s

television series, The Waltons. “It’s funny because I feel like this post office is not really mine, it’s the community’s or the county’s or the television series’ or whatever. I’m just here to take care of it,” Kevin says. The post office delivered its last letter in 1985. Kevin, a technology teacher at Nelson County Middle School, installed the solar powered weather station by himself. Part of the reason why the system is off the grid is because replacing a knocked down power line would have been cost prohibitive. “Solar power, I mean, why not. I mean, if the sun every goes out, we’re all dead anyway,” Kevin says with a laugh. And that would include Weather Station KVAROCKF2. NCL

Opinions are a dime a dozen especially when you go to buy or sell a home. In the last article, buyers were alerted to myths that could lead to purchase pitfalls. With the black cloud of negativity hovering over the real estate market, it can also be especially difficult for sellers to extract the “golden nuggets” of information needed to achieve a home sale. If you are thinking about selling a home, keep your chin up and avoid falling for these common misconceptions. Myth: Now is the absolute worst time to sell; Truth: While this is a buyers market, homes are still selling. If your home is priced appropriately for the market, is in good condition, and is being aggressively marketed to prospective buyers, it can sell. In addition, if you are a seller who will also be a buyer, the loss that you may take on selling will most likely be more than offset by the deal that you will get when purchasing.

Myth: Selling my house on my own will save me money; Truth: Selling on your own can be costly. In trying to avoid paying a real estate commission, the seller may generate no offer OR a lower and less desirable offer because: 1) the house gets less visibility and fewer buyers may equate to longer days on market 2) a buyer may immediately discount an offer to share in the so called “savings” 3) the initial list price may be above or even below the actual market value. Myth: I can always reduce my price later; Truth: Reducing your price in small increments puts you in a position of chasing the tide as it goes out. Buyers shop by price bracket and if your house is in the wrong one, it can be overlooked. Instead of getting your house sold, this tactic could help sell your neighbor’s home by substantiating what a good value it is compared to your home. A realistically priced home will sell more quickly and more closely to the asking price.

home in move-in condition. Buyers who are willing to tackle the repairs after moving in automatically subtract the cost of needed fix-ups from the price they offer. Myth: It is a waste of money to offer buyer incentives; Truth: Incentives may lure a buyer or prompt them to act more quickly. Changing market conditions demand changes in sellers’ attitudes and approaches. Offering a home warranty, seller financing, or a credit toward closing may be just what a buyer needs to choose your home over the competition. Opinions are common place when selling; to best position yourself for a sale, enlist the help of a real estate professional. Marlo Allen, frequently referred to as “That Girl,” calls Nelson County home. In fact, she grew up in Nelson and besides being a Realtor, is a family business partner at Hill Top Berry Farm & Winery in Nellysford. Myth: You should never take the first offer; Truth: Any offer signals that you have an interested party that may be willing to negotiate. Buyers know that it is a buyers market and thus may be willing to test the waters with a low offer. Be willing to negotiate a win-win outcome. A deal that both parties find favorable will be less likely to fall apart. Myth: Make the buyer wait for a response on an offer; Truth: You should immediately reply to any and all offers! Waiting to respond does not increase your negotiating position. Buyers have other options, moods can change, and offers can expire. When a buyer is ready to buy your home, don’t stall and risk losing the sale. Myth: My home will sell in “asis” condition; Truth: Be prepared to end up making repairs or crediting the cost of repairs. Even performing minor repairs can make your house more marketable. In today’s market, most buyers are looking for an inviting

Ever since Cheryl Tompkins-Cash opened up Stoney Creek Pharmacy in Nellysford, she has loved every second of it. She loves the people she sees, the nurses and doctors she talks to and the work she does. But until she was diagnosed with stage two breast cancer in February, her life was in overdrive, big time, and it was dragging down her quality of life. “I just got so wrapped up with the business and doing what I had to do,” said Cheryl. “This was a big wakeup call.” Since her diagnosis five months ago, Cheryl got married to the much supportive Allen Cash and has been to visit family in Louisville, Ky. not once, but twice. And now, says Cheryl as she undergoes her first four doses of chemotherapy, life in general is better. After 12 more doses of a different kind of

chemotherapy and 30 doses of radiation, Cheryl’s first bout of treatment will be over in mid-November, just nine months after she was first diagnosed. One thing that really gets her down is that she can’t visit her pharmacy as often as she would like while she’s undergoing chemo. The good news is that while Cheryl can’t keep an eye on her store, there are plenty of other people who are ready to jump right in with a helping hand. “I have had several pharmacists step forward, even when I was on the operating table during the first surgery, I had two pharmacists stop by and make sure everything was covered,” she said. “I was just shocked.” She said she even got an offer of support from a local chain, which she says is “just unheard of!” She has help lined up for every day, plus oth-

ers who can help in a pinch and still more people who help her and Allen out at home and with errands. Cheryl, who has no family history of cancer and has always been actively involved in cancer support activities like Relay for Life and Bosom Buddies, and her husband wondered, at first, why she was struck with the disease. But over the last few months they’ve come to trust that the Lord has a plan and Cheryl hopes that her experiences can help others. She encourages women to get annual mammograms and hopes her story will give other courage and inspiration like she got from others’ stories of survival. “I’m not really sure why this is the path that I’m supposed to go down,” she said. “But I’m hoping that I might be able to help somebody else going down the same road.” NCL

Maiden Voyage Every batteau has its builder. For the Rockfish Runner, that man is Brian Roberts. Make that Captain Brian Roberts. continued on page 30

It darn near takes a village to flip a batteau. The Rockfish Runner’s maiden voyage took a group from The Wintergreen Nature Foundation from Howardsville to Scottsville. For more information on the 24th Annual James River Batteau Festival visit Batteau.org and NelsonCountyLife.com, Keyword: batteau.

30 NELSON COUNTY LIFE JUNE 2009

It has been said that back in the day – April 19, 1775 to be exact – Thomas Jefferson recorded the launching of the first ever James River Batteau. According to an entry in his log book, he was there to see the craft’s initial launch by Anthony Rucker the Elder the inventor and builder of the batteau, which is French for “boat.” Rucker, created the shallow, flat-bottomed boat to be used as a transport vehicle for use in the James River and its Virginia tributaries. It wasn’t smooth sailing, though, these boats didn’t even have sails. No, the James River Batteaux (that’s the French way to pluralize “batteau”) were propelled by strong men with long poles who prodded the riverbed to send the boat forward. Now, more than 230 years after the invention of the James River Batteau, we have lots of things that didn’t exist back in the Jeffersonian era – motor boats for one – but the James River Batteaux are far from forgotten. Each year, a small but sturdy group of batteau-lovers take a week-long voyage down the James River in celebration of the craft. This year, with 18 batteaux and one new group of batteaumen (that’s French for “those big, strong men who push the boats along using their long, sturdy poles), the James River Batteau Festival ran from June 20 to 27 and one of the six newly crafted batteau, Rockfish Runner, comes from Brian Roberts of Beech Grove.

He acknowledged that even though it seemed like a lot of work, it’s nothing compared to the people like Rucker who built these boats back in the 1700s. “We had all the power tools, every advantage you think about,” he said. But it’s not like Brian and his crew went to Lowes and picked out their wood, either. The white oak was green when Brian had it cut. They had to keep it wet while they assembled the boat and then finally dry it out for weeks before they could make final adjustments. Finally, it took nearly two dozen men to flip the batteau, which was assembled upside-down. “It’s a process, certainly,” he said. And although Brian is this year’s sole recipient of the Dewey Pole, a pole given to a new batteau in honor and memory of the late Dewey Wood, an active participant in the James River Batteau Festival, it took a big team to get his boat into the water. The young man has been working on batteaus and participating in the festival for years. Brian knew the basic design, looked at other boats and came up with his own. And Brian said even though it took a lot of grunt work, there’s nothing like seeing it all come together. “Been a lot of hard work,” he said in early June as he launched the Rockfish Runner into the James for its maiden voyage. “We started back in February and over my college spring break, I picked up a lot of the wood and got lots of work done. It’s been a big process.” NCL

And dragging it to its trailer isn’t easy, either.

A Water Feature ... …is not a nightmare. Right about now there is an audience cowering behind their Nelson County Life Periodical with distant nightmares recalling the deadly combination of rocks, standing water, a yearly supply of leaves and freezing temperatures – Mother Nature makes it look too easy. However, with some creative engineering and a little elbow grease you too can enjoy a water feature that is practically maintenance free – we call it the disappearing waterfall or pool-less water feature and it is the only water feature that I would have in my personal landscape. The key to the disappearing water feature is gravity – mainly, the pump is buried in 4-5 feet of stone at the end of the water feature’s last fall. This fact alone enables the homeowner to turn off their waterfall and not have any issues with over-wintering pumps or pipes – once the switch is thrown, the water freely flows all back down the feature, including in the PVC lines (pipes), to where the pump is housed in 4-5 feet of stone. This large ditch also serves as your reservoir since when the feature is off, it must be big enough to recapture and store all of your water as gravity brings it all

back down the slope. It also must be large enough to be able to pump water all the way to the top of your water feature and continue doing that until it re-feeds itself with the water that has come back down. Some points about your water feature that is important to remember: Always have the water feature be high enough on the sides that natural flowing rain water (on the ground) has difficulty getting in. This will prevent a lot of issues with trash in your feature, as well as damage to the sides of the feature. Insist that your contractor install a ‘dip stick’ in your reservoir. The dip stick is just a piece of PVC that goes all the way to the bottom of the reservoir where the bottom of your pump is housed and enables you to know exactly how much water is in the bottom. Go for the natural look. For a contractor to go to the local stone store and pick up a pallet of stone from New York and install it in your water feature is easy and goes quite fast for him – however, what you are left with is an unnatural look that you will never see in the wild. To go natural you may have to shop harder and locate rocks that fit the area – and

Your One Store for Drugs and More!

Stoney Creek Pharmacy

no, river-jack (rounded smooth rocks in the larger rivers located in the area (Rockfish, Tye, etc.) are not consistent with a small creek look. Sharp angular rocks are more natural and beg for you to drop in a few native perennials to finish off the theme. Seating. Put a patio, bench or some sort of seating area close to the feature. The noise of flowing water adds a facet to a landscape that nothing else can touch. Twist and turn. Basically encourage your contractor to twist and turn

the water from start to finish. Large creeks and rivers flow straight while small creeks really twist and turn as they descend a slope. From my point of view, the more the better. Enjoy. Run your water feature all winter! Keep ice from building up around the main chute at the top (your contractor will know what this is). If you keep that area ice-free, there is no reason at all that you could not have a wonderful water feature year round. Until our next article, Happy Gardening!

asktheDr. By Dr. Charles Cole Afton Family Medicine Dear Dr. Cole, My wife thinks that I have sleep apnea because I snore loudly and sometimes stop breathing when I sleep. What do you think? She might be correct. Many people snore loudly, and while this may annoy housemates, it is not necessarily a problem. The problem is when people have apneas, which means they stop breathing. When you fall asleep your muscles relax, including the muscles around your airway. Sometimes the airway gets obstructed and you cannot breathe properly. Fortunately you wake up when this happens and your airway opens up. Symptoms of sleep apnea usually include loud snoring. Often a spouse or family member will notice pauses in breathing, sometimes for as long as a minute. The spouse then hits the person to wake them up leading to bruising on the arms or ribs! People with sleep apnea often feel like they are sleeping all the time, yet are not rested in the morning. They fall asleep very quickly when it is quiet – such as when driving their car! Often they have morning headaches.

Many people with sleep apnea are overweight, although this is not always the case. Blood pressure may be difficult to control until the sleep apnea is treated. Complications from untreated sleep apnea include heart and lung problems, and an increased risk of accidental death, such as in car accidents. Those with sleep apnea are more likely to suffer from depression. Obstructive sleep apnea is usually treated with a CPAP (Continuous Positive Airway Pressure) device that is worn at night and blows air into the airway to keep it open. Many people don’t believe that they can tolerate this, but once they try it most are amazed at how good they feel. Weight loss is also very important in treating and preventing sleep apnea. Surgery is an option for some people, although this is not common. If your wife thinks you have sleep apnea you should get it checked out!

Another reason why people trust Afton Family Medicine

The benefits of a regular massage A massage is often thought of as an indulgence – a way to treat our self occasionally. Until three years ago, that was how I thought of it. I would get a massage once a year while I was on vacation to do something special for myself. I always enjoyed the experienced but never thought to have one on a regular basis. When I started working with one on a monthly basis, I noticed that I felt better. I had less aches and pains from exercising, from my job tasks and from home and yard tasks. I slept better and had less stress. I enjoyed a cumulative effect from it. As I felt better, I was able to be more active physically. Therapeutic massage from a licensed practitioner has many benefits. It improves circulation. It reduces the spasms in muscles that are often sources of pain. Muscles spasms can also reduce the motion in a joint as the muscle and pain prevent the joint from moving properly. If not addressed, our body will compensate by altering the movement somehow.

Massage flushes out the toxins in our tissues enabling us to move freer and with less discomfort. Regular massages are very beneficial for those who have chronic illnesses such as arthritis or fibromyalgia or for those who are in chronic pain It also reduces stress. Our physical bodies absorb all of our emotional stresses and hold them in. By letting someone work on those stresses, it gives you a chance to let those stresses go. Most folks have forgotten how to relax because their lives have become so hectic and their stressful state seems “normal” to them. Regular massages enable your body to learn what a relaxed state is. So, if you have never had a massage, give it a try. If you receive one every once in a while, try it more frequently and notice how you feel. Agnes F. wind works STORY by JENNIE TAL PHOTO by TOMMY STAFFORD

Once upon a time, the wind was a scary, mysterious thing. Over the years, it has been used to sail ships in international waters, grind grain in the Netherlands and even pump water right here in Nelson County. But if Steve Crandall of Tectonics and EcoTecture has anything to do with it, the wind of the future is going to power the world – or at least help power the County. Steve’s company has been using energy conservation tools in its custom built homes for about a decade and now it is taking earth-friendliness to the next level by installing wind turbines in ideal locations around Nelson. “The great thing about installing one of these today is, obviously you get the federal tax credits on it, but

putting these in is a hedge against future energy costs,” he said, estimating that the cost of energy as we know it today will rise rapidly during the next few decades. “Wind is just out there blowing around,” he said. “It’s free!” NCL Continue the story online at NelsonCountyLife.com, Keyword: EcoTecture

woody’swords

cecilia epps the original community organizer STORY by WOODY GREENBERG PHOTOGRAPHY by TOMMY STAFFORD

In August, 1955, more than a year after the U.S. Supreme Court had outlawed segregated schools, the chairman of the Nelson County School Board first raised the issue of what the board should do if – as he put it – “we had any negroes to apply for admission to the white schools” when they opened later that month. The board decided that it would instruct the superintendent and principals to state that the county was maintaining segregated schools in accordance with the policies of the state of Virginia. But the board did decide that it was time to build a consolidated high school for black students, and so, in February, 1959, the board received a delegation of black citizens who had with them a petition asking that the new school contain certain facilities that had been left out of the original plan. They asked for an auditorium, a large gymnasium and a lighted athletic field. The group was called “The United Civic Club,” and it had been organized by Cecilia and Fletcher Epps. The group had asked, as early as August, 1958, for better schools for their children. The members were farmers, laborers, housewives and teachers, and they objected to plans for what they called “a high school of yesterday.” The petition they presented had 365 signatures. The school board went along with most of what the United Civic Club had asked for – although the separate auditorium was turned down in favor of a combined cafeteria and auditorium. The building plan was not without controversy, since it would be paid for in part by a doubling of the county vehicle tax from $5 to $10. The building was erected in 1959. It was the first real high school for AfricanAmericans in Nelson County and today is known as the Heritage Center, serving as a community center. As the county entered the 1960s, residents were treated to a barrage of anti-integration editorials in area newspapers as the state’s leaders embarked on

38 NELSON COUNTY LIFE JULY 2009

a campaign of “massive resistance” to integration. Nonetheless, in August, 1964, the school board minutes take note of a letter and petition it received from one Mrs. Cecilia Epps, now president of the Nelson County Chapter of the NAACP. It’s a rather long letter, filled with references to litigation that had been filed against school boards in other counties and to court cases like Brown vs. Board of Education. And it asked that the school board “recognize and give effect to the constitutional rights of the Negro school children of this community.” And here is what Mrs. Epps said in a 1986 interview with a graduate student working on his doctoral dissertation who asked her why she and her neighbors had changed their minds and decided they didn’t want so-called “separate but equal” schools. “We just felt our kids were not getting a fair and square education. The high schools weren’t the same. They didn’t use the same books. We met with the school board and told them we didn’t want to go on with segregated schools. We wanted equal education so our children could get jobs like the white kids.” The letter Cecilia Epps had presented to the school board was based on a strategy devised by Thurgood Marshall, who would later serve on the U.S. Supreme Court, the first African-American to do so. Marshall sent representatives to the county to advise Mrs. Epps’ group. The school board at first responded by referring the black parents to the state’s Pupil Placement Board, but eventually, thanks to the pressure from black citizens, they relented and instituted a “freedom of choice” plan in 1965, which gave parents the right to decide which schools their children would go to, regardless of the racial composition. That plan lasted for three years, but was eventually ruled unconstitutional and full integration followed in 1969. How much bravery did it take in the late 50s and early 60s to put oneself forward in the way Cecilia

and Fletcher Epps did? Well, the county’s former Commonwealth’s Attorney, who by the time this all occurred was a Delegate to the Virginia General Assembly, had said, “Blood will run in the streets before a single black child will go to school with a white child.” And there was also the fulminating in the editorial pages of the local newspapers expressing great hostility to the very notion of integration. The Epps’ four children were among the first to go to formerly all-white schools under the Freedom of Choice plan. They began in grades 4, 6, 7 and 10. No one knew how they would be greeted. But according to Mrs. Epps, despite some bumps in the road they got along fine with teachers and students, and all have gone on to higher education and productive lives. Cecilia Epps was a housewife in the 1960s but as her children went off to school and jobs, she entered the workforce, holding a position with the Virginia Tech Extension Service and then with the Jefferson Area Board for the Aging. She was recently honored for her 32 years with JABA. In the 1980s she worked to organize a community group, the Piney River Community Council, which applied for the funds that built the Blue Ridge Medical Center. She served on the medical center’s board and later on the founding board of the Nelson County Community Development Foundation, which has built affordable housing for hundreds of county citizens and also built the Nelson Center, a community center near Lovingston. She also serves on the boards of Habitat for Humanity, Rebuilding Together and a local dental advisory group. Her activities today also include serving on a panel on home safety for the elderly for the Sheriff’s Department and a volunteer coalition advisory board. She is a person who stands up for what is right, even when the cause is controversial and the outcome is in doubt. Count her as one of the county’s heroes. NCL
