Financing Your Home Improvement Project

Meet with Your Mortgage Broker to Discuss Options

Homeowners planning a remodel or home improvement project should carefully consider how they will finance the job. Many payment and financing options exist.The one that suits you best will depend on many factors -- including how much your project will cost, how much money you have on hand, how long the project will last, whether you will be doing other home improvement projects in the future, and how much equity you have in your home. Home Equity Loan A home equity loan is a loan that uses your house as collateral, just like your primary mortgage. With a home equity loan, you borrow against the value of your home less the amount of the existing mortgage (in other words, the equity). The borrowed amount is fixed, which makes it a good option if you are financing a one-time project. The interest rate is also fixed, which can be advantageous if you think interest rates will rise over the life of the loan. Another plus: The interest you pay on a home equity loan used for home improvements is tax deductible (up to $1 million; the limit is $100,000 for non-home-improvement projects).

Home Equity Line of Credit (HELOC) Like a home equity loan, a home equity line of credit (HELOC) uses your home as collateral to guarantee payment. A HELOC functions like a revolving line of credit -- you can withdraw various amounts of money over time up to a certain maximum.The maximum you can withdraw is based upon the available equity in your home. HELOCs work well if you have a long-term project or will need funds for additional home improvements in the future. The interest rate for a HELOC is usually variable, which means it can start low but climb higher if the prime rate rises. Like home equity loans, the interest you pay on a HELOC is tax-deductible. Refinance and Get Cash Another option for funding a home improvement project is to refinance your original mortgage for a larger amount and get the difference back in cash. As with any home loan, you'll pay closing costs and fees.This option might be attractive if you have a large project, home prices are rising, and interest rates are low.

Remodeling a bathroom is at the top of the list with homeowners, it is also where more mistakes are made in remodeling than any other room in the home today. It is critical to assess space, plan properly and seek out expert advice before you begin. There are simple rules to follow and they are all about function, design and layout. Bath renovations have high returns in resale of your home, if they are done right. Adding a Second or Third Bath If your home only has one bathroom, you can recoup a large chunk of your investment by adding another one. HGTV estimates that you can recoup 80%-130% of whatever you spend adding a bathroom. When it comes to finding room in your house for an extra bathroom, look at any extra rooms or underutilized spaces. Consider other spaces, such as closets or areas under the stairs, too. If you want a half-bath you need at least 18 square feet. If you want a full bath, including a stand-up shower, you need at least 30 square feet. If you want a bathtub, make sure you have at least 35 square feet to work with for a bathroom addition. Bathroom Common Sense Like any project, the cost of adding a bathroom depends largely on the types of addi-

Consumers spend millions each year on home improvement projects. These projects can be a boost to the overall economy, and particularly to those men and women in construction, painting, plumbing, and other related trades. In many cases home improvement projects also increase the resale value of a home. However, far too often, unsuspecting homeowners are cheated by unscrupulous home improvement contractors, leaving them with unfinished or poorly done work and seemingly no recourse. The Office of Consumer Affairs and Business Regulation registers home improvement contractors as part of the Home Improvement Contractor Law (HIC). The law protects consumers and regulates the practices of home improvement contractors. It estab-

lished a contractor registration requirement, an arbitration program for resolving disputes between homeowners and registered contractors and created a fund of last resort – the Guaranty Fund, to compensate eligible consumers up to $10,000 for unpaid judgments against home improvement contractors. Before you hire a contractor to work on your home, make sure that contractor is registered with our Office. If you don’t, and you run into problems with an unregistered contractor, the law precludes your access to our Arbitration Program and the Guaranty Fund. The law also requires written contracts for work estimated at more than $1,000 and applies only to pre-existing, owner-occupied residences containing no more than four units, or to existing structures adjacent to

the residence, like garages, gazebos, and decks. It does not apply to new construction, rental income property, or vacation homes. Before hiring a contractor, consumers should get references and check the complaint history with our Office. Confirm that the contractor is registered in the same name as the one on the written contract and make sure the contractor has a Construction Supervisor License (CSL) if necessary for the job. It’s important to understand that HIC registration is different from a Construction Supervisor License, which is issued by the state’s Department of Public Safety. You should also check to determine if the work requires a building permit through your city or town. It’s the responsibility of the contractor, not the homeowner, to obtain the permit. If the contractor asks you to obtain the permit, beware! You may not be eligible to access the Guaranty Fund if you obtain the permit on your own. Finally, never pay more than onethird down, unless there are special-order or custom-made materials, and it is reflected in

the contract. A contractor cannot require the final payment until the job is completed to the satisfaction of both parties. Most home improvement contractors are registered and licensed professionals who take pride in their work. For homeowners, knowing the HIC law and following the steps outlined can be the difference between having the home of their dreams and being stuck in a financial nightmare.
