Expression of Interest – Indian Bay Field Facilities
The Indian Bay Ecosystem Corporation (IBEC) hereby invites Expressions of Interest (EOI) for the lease and/ or purchase of IBEC’s remote cottage facilities Expressions of Interest are invited for the lease and/or purchase of the Indian Bay Field Facility – a remote cluster of cottage facilities including six independent two bedroom cottages, a cafeteria, and a laboratory/ dormitory facility and its supporting accessory buildings (storage shed, generator shed) located on Indian Bay Big Pond, Indian Bay Newfoundland and Labrador, Canada. Sale and/or lease arrangements can include individual or multiple facilities.
CONTEXT Indian Bay Ecosystem Corporation is a non-profit community organization with the goal of protecting Indian Bay watershed through research, community engagement and sound stewardship. IBEC has the authority and responsibility for managing the Indian Bay watershed and is committed to conserving and protecting the Indian Bay Ecosystem watershed through continued conservation and stewardship. This authority extends to the right to set fishing policies for the area; negotiate restrictions respecting local logging and other commercial operations recreational fishing in the Watershed; and, provide advice to government and community in the planning and management of recreational fishing activities in the watershed. In the past, IBEC has provided enforcement, stock assessment and research, stock enhancement and habitat improvement. This expression of interest is being developed as part of the 5 year business planning process in order to identify alternative uses, and/or multi use arrangements for IBEC field facilities and gauge potential interest in business and/or partnership opportunities utilizing IBEC resources. IBEC will continue to have the authority and responsibility for maintaining and protecting the Indian Bay Watershed.

The Indian Bay watershed covers approximately 700 square kilometers and is comprised of 16 large ponds and a number of other smaller ponds. IBEC’s field facilities are located on Indian Bay Big Pond (also known as Number Two Pond). A network of old roads offer automobile access to several ponds, other ponds are accessible by use of ATV or pickup truck in the summer and snowmobile in Winter, as well as ponds that are only accessible by boat.

Located in Bonavista North, the field facility is accessible to vehicles on old forest resource roads approximately 31 kms from the Town of Indian Bay (Route 320). In the winter, access by snowmobile is available through the region’s service centre - the Town of Gander, as well as the nearby community of Benton. Indian Bay Watershed lies in the North central Sub region of the Central Newfoundland Forest ecoregion and consists of mainly black spruce with some balsam fir, and a small portion of hardwoods. The numerous large and small ponds in the watershed boast the largest brook trout in eastern Newfoundland, as well as salmon, char, smelt, and stickleback and banded killifish. Certain ponds in the Indian Bay Watershed are also home to the Banded Killifish, a small fish similar to minnows. As in other forested areas in Newfoundland, the

watershed is also home to a variety of wildlife such as moose, bear, coyote, waterfowl and other bird species. The Indian Bay Watershed is visited largely by cottage owners and avid outdoor enthusiasts, who utilize the area for hunting, fishing, and recreation. As such, there is also a tremendous opportunity for eco-tourism related activities in the region. Indian Bay Watershed is known as one of the best fishing spots for Brook Trout in Eastern Newfoundland.
OVERVIEW OF FACILITIES Please see Appendix A for images of the facilities. The field station village, located at Indian Bay Big Pond (also referred to as Number two Pond) is comprised of 6 chalets (each 572 ft2), a main cafeteria (832 ft2), a generator shed (72 ft2) and storage shed (480ft2). Located just a short walk from the village is a laboratory/ dormitory facility (2050 ft2), with offices, four bedrooms, two partially completed bathrooms, two separate open spaces for dining, meeting, or group activities. Located just behind the large building is an additional storage shed measuring approximately 500ft2. The Administrative office of the Indian Bay Ecosystem Corporation is located in the Town of Indian Bay, Newfoundland and Labrador Canada. It is an 1800 ft2 facility that is equipped with three offices, gallery/ meeting space, kitchen, bathroom, boardroom and storage of up to 2000ft2 (basement storage and storage room). The administrative building is not for sale, however, provisions can be made with interested entrepreneurs who wish to use part of this facility for coordination and administrative or storage purposes. The Field Facility is crown land that is occupied under licence by the Indian Bay Ecosystem Corporation for a term of 50 years.
