Message from The Patron
Y
oung People are the future of our nation. It is the responsibility of the nation to nurture and shape their young people a productive force by providing them with different formal and non-formal education and exposure. Scouting is a such programme that provides the young people with a platform to enhance their capacity through a value based education system. Nepal Scouts contributes to the development of young people physically, intellectually, socially, emotionally and spiritually to make them a global active citizen. Being the patron of Nepal Scouts, I am and my government is fully committed to support the scouting movement for the development of the young people. We are regularly organising the “Young People with the Prime Minister” programme, on the occasion of new year, to hear the unheard voices of the young people and to answer their queries in a manner that it gives hope for them and their future. The programme is mostly a direct interaction between the young people and the Prime Minister. In this annual ( 2019 -2020), I believe that Nepal scouts is doing its best and is planning to do more and achieve massive growth in the field of youth mobilisation, as well as moral and non-formal education for the young people. I trust Nepal Scouts is rolling out training programmes for the adults and also restructuring the organisation to contribute to the achievement of our national aspiration “Prosperous Nepal, Happy Nepali”.

B
eing a Chief Scout of Nepal Scouts, it’s my duty to contribute for the development of the organisation with positive change. With due respect to the senior leaders of Nepal Scouts I tried to collect the unheard voices and gave my advice to the existing committee to work as per the needs of the young people by getting necessary support from the adults. Minister of Youth and Sports is taking high priority to enhance scouting in Nepal. For the stable governance in Nepal Scouts I already completed all the processes to convey the Act to amend in the parliament as per the new political system in Nepal. In 2019 I personally felt changes in Nepal Scouts and I can see the strategy for growth in near future. I always try to put my effort to reach more young people of the nation with this beautiful Movement of Scouting in 2020 and further.

epal Scouts, governed by the Act 2050, work towards the overall development of the Young people of Nepal, by delivering various activities through our youth programs. From the date of this committee formed, Nepal Scouts has also been dedicated to accommodate national aspiration and vision by working closely with the Government of Nepal in different priorities area, thus in this process it has been successful in carrying out its administrative role and mobilization functions. Nepal Scouts which has been sluggishly moving, now with its National Ad- Hoc Committee is functioning fiercely and impressively with the strong commitment to spread our organization to all over the nation as per the new political division of the country, federalism. For a long period of time, scouting in Nepal which was limited only to certain sectors and numbers has now covered towns, cities and villages reaching to thousands of youth due to Province Level Scout Leadership Training which has been able to produce 4 thousand Scout Masters already

and has been rapidly generating employment prospects. The traditional district structural organization of Nepal Scout is now in transformation as per the changed governmental structure. Which will work effectively to reach all 753 local units at all 7 provinces. In line with this regard we recently amend our vision to reach more than 315000 young people by 2023, to contribute the vision of world scouting and to ensure the continues growth of Nepal Scouts by providing quality youth program for the young people. The long-executed Nepal Scouts which seemed to have been inactive in International Relations has now partaken into many new programs and projects with much enthusiasm and conviction. It has now been effective in carrying out multiple exchange programs with number of countries. In order to increase the participation of Nepal Scouts young members into various International Programs and Events, We already developed guidelines and

policies to regulate and promote International Participation and able to manage the impropriety at International Levels. Nepal Scouts National headquarters now transformed drastically to incorporate International Working Standard by recruiting the eligible staff members through competitive selection procedure and parting the traditional method of appointment as per the implementation of the outcome of Roadmap consultations, which is the bridging of ongoing strategic plan. In order to maintain Nepal Scouts as capable, relevant and resilient organization, the newly recruited staff members were provided with international level induction training from WOSM APR to integrate them to international working culture. The four days long training program was attended by director of APR WOSM himself and was highly fruitful. Nepal Scouts has also been effectual in fulfilling the audit procedures which was left out for past three fiscal year. It has
now taken overall measures to make the Finance and Account department more transparent, accountable, time bound and legitimate. Nepal Scouts now has zero tolerance for corruption, illegitimate and lagging behavior in employees. In compliance with the agreement made between Nepal Scouts and Sports and Youth Ministry, the first trimester of this fiscal year was hundred percent accomplished in its organizational and economic progress. Similarly, the last trimester of previous fiscal year was similarly successfull. In the history of Nepal Scouts, the numbers of youth and volunteers mobilisation its on the pick. Nepal Scout and its volunteers have been vigorously involved in events such as Constitution Day, 13th South Asian Games, President of China Visit to Nepal, President of Bangladesh Visit to Nepal along with many other national and international events which shares similar goals. Nepal Scout has also taken the
responsibility to mobilize all the volunteers for Nepal Tourism Year 2020. In order to make Nepal Tourism Year 2020 a completely triumphant project, Nepal scout has taken its own special initiatives to endorse and promote the event. Nepal scouts has already started with different actions for the Visit Nepal Year 2020. Overall, Nepal Scouts is definitive and determined to take the development course at its highest summit. Keeping in mind the hope and faith of Nepal Government, the Patron of Nepal Scouts Rt. Honorable Prime Minister, Nepal Scout will ever be progressive towards its mission. It shall comply fully with the norms and principles of Nepal’s Constitution, Prevalent Law and Nepal Scout Act for the holistic development of nation and its youth. Nepal Scouts is now in its final phase of Training Program which is to be implemented in the immediate future at all the Provinces and in its local unit in which there will be participation of more than four thousand youth

at 753 units level. Along with the training at the local unit, it is of one of our great responsibility to form organization at local level as well. In the upcoming fiscal year, we are in total confidence that Nepal Scouts will be proficient at administrative and organizational level which shall rewardingly lead the current Ad Hoc National Committee to get to the electoral process. We are committed to give our 100% to take this organization on a new high, addressing the needs of the young people, giving fullest importance to the following priority areas; Youth Engagement, Educational Methods, Diversity Inclusion, Social Impact, Communications & External Relations, Governance and continues growth.

The role and responsibility of the Ad-hoc committee is similar to the national executive committee as discribed in Nepal Scouts Act 2050BS.

Connecting Young People With Prime Minister, the Patron

epal Scouts organized a Historic Program 'young people with prime Minister' in close coordination with the Office of The Prime Minister & Council of Ministers(OPMCM) and in special presence of the Rt. Hon.Prime Minister and Patron of Nepal Scouts Mr. K.P. Sharma Oli on the Auspicious Occasion of New Year 2019. The programme was organized on 1st january 2019 at Nepal Academy, Kamaladi, Kathmandu. The unprecedented kind of program organized by Nepal Scouts was such an occasiowwn where The Prime Minister(PM) answered Various questions

asked by young People themselves on contemporary and interesting Issues relating to the children. This program was a first of it's kind where the Prime Minister interacted with young Scouts and Students. The young people actively participated in the program. They asked the PM about his childhood in which the PM replied in a funny manner and the young people were all cheered him for his answers. The children queried the PM about all sorts of issues related to childhood, for example, issues regarding the education for children in poverty, safety and security of young people, girls in particular and

issues about the government’s action plan for creating a better world. The young peopel from many schools were provided with a Photo call with the Prime Minister. Nepal Scouts provided New years gift to all participating children on behalf of it’s Patron. Scout children from Fourteen Schools were part of the program. The participants numbered more than Thousand including Scouters, Scouts, Students & Teachers. After the program, the children
looked really happy to see their Prime Minister and Patron of Nepal Scouts not only in front of them but also interacting with them. One of the participant told us that she was happy to see the PM and was satisfied with the answers from the PM regarding the questions arised by them. Other Boy Scout who hails from a remote part of Nepal looked equally impressed. He told that the program has changed his mindset about the leaders and the government. He is optimistic about positive changes would come in

the country and he would continue with the scouting in Nepal. The event was held on the same day of the appointment of new leadership in Nepal Scouts (National Ad-hoc Committee) headed by Co-ordinatior Mr. Lok Bahadur Bhandari. The event was not for only one time every new year the Patron Rt. Hon. Prime Minister Committed to continued with this program in a board manner reaching all those unreached young people of the nation. The second edition of the event is going to held on 1st January 2020.

Nepal Scouts expects this type of program would spread a positive message to the young people and other stakeholders for Nepal Scouts. It will inspire young people of the country to join Scouting for overall development of them. The participating young people were happy to join such an event and looked inspired by

the words of their respected leaders of the country. The PM’s words highlighted in his answers were top newsmaking Content in the country’s leading newspapers and online media. This will surely appeal the guardians of young people to join Scouting and will stamp the positive aspect of Scouting among them.

Nepal Scouts believes it has been successful through this program what it had anticipated to achieve. The Children and Scouts in paticular, were overwhelmed by the presence of Rt. Hon. Prime Minister of Nepal Mr. K P Sharma Oli. Nepal Scouts has reviewd the program, took feedbacks from the participating children, Schools and the guardians and has concluded that this program is a huge success. Nepal Scouts also stressed on continuing this program to next level. For sure this is the huge achievement of the current leadership of Nepal Scouts on the area of connecting young people with high level governance of the Nation.

o catch up with the change in the country, Nepal Scouts has been planning to organize trainings for producing new batch of Basic Unit Leaders in the country. Nepal Scouts has several serious discussions with the Province and Local Governments to organize such trainings to reaching out all young people of country especially the unprivileged group of young people. The Government of Province No. 1 showed its interest to host the very first kind of such campaign of trainings in
its geography and Nepal Scouts promptly answered to grab the opportunity. A circular was sent to the local governments and the interested participants were informed to take part in the trainings. The local governments also responded really well by informing, grooming and sending their teachers and community people who could lead this great movement at their level for the young people. Out of 753 Local Governments in the country, 138 are in the Province 1 which located far east of the nation.

Restructuring Nepal Scouts Massive Adults Tranning in all Provinces
Nepal Scouts organized a historic mega event of training the Basic Unit Leaders (Basic Training Course, B.T.C./ Preliminary Training Course, P.T.C.) in the Province No. 1, in coordination of Provincial Government. The Ministry of Social Development did substantial work to organize the trainings in the Province. The trainings were organized in at local college premises where abundant class space, audio visual system, arena and extra space was available for outdoor activities. The trainings were scheduled for 16th-21st of April, 2019

and the participants were told to gather a day prior to the trainings. Most of the participants arrived at the venue on the scheduled date and local participants joined them on next day till the end of the trainings. Nepal Scouts did splendid preparations for such a huge campaign by having an orientation for the trainers at National Headquarters. Nepal Scouts sent it’s training staff to set up the office for training purpose where Course leaders and other trainers, counsellors joined together. The curses did run in full standard for mandatory 5 nights, 6 days. The Course Leaders, Trainers and Counsellors were told to give their hundred percent where compromising in the quality of course deliverance was not acceptable.

The Chief Minister of Province No.1 Mr. Sherdhan Rai inaugurated the trainings on 17th of April where other ministers and members of provincial parliament were also present. The Chief Minister expressed his pleasure about starting the massive Training campaign of Nepal Scouts from his Province and was happy to welcome the participants from all 14 Districts and 138 Local Governments. He also declared an official partnership between the Provincial Government and Nepal Scouts has just begun. He also stated that he will do proper amount of budgetary appropriations for Scouting Development in the next fiscal year’s budget. He also told about making a circular to make compulsory Scouting in the Province. The Minister of Social Development Mr. Jiwan Ghimire who is the line minister at provincial
level for Scouts, shared his eagerness to work in the field of youth empowerment and told that Scouting is only way to empower Young people. This training which is an unprecedented kind of campaign in the country to boost scouting for the young people. The program will go forward simultaneously in other provinces as well. The ultimate goal of the campaign is to reaching out to the young people of all 753 local level of Nepal, through massive restructuring of Nepal Scouts. The local stakeholders, college/ School chiefs and community people were also oriented in the sidelines of the trainings

by separate group of trainers from Nepal Scouts National Headquarters. The oriented people were so happy about getting to know about the Global system of Scouting and it’s benefits to the young people. Mr. Tikaram Puri, who is a founder chief of a local college and also the National President of Private School Association told us after the orientation that, the local owners of the Schools and Colleges now have the clearer idea of Scouting. The activities of Scouting and it’s benefits to the young people looks like visible and it will help to groom the parents about scouting for their children.

Course 412 Basic Training Courses & Course 308 Preliminary Training Courses has been successfully undergone in Rasuwa. 21 Male and 23 Female participants were graduated after the complition of 5 night 6 days training courses from 0814 February 2019.
Course 411 Basic Training Courses & Course 307 Preliminary Training Courses has been successfully undergone in Kapilvastu. 21 Male and 16 Female participants were graduated after the complition of 5 night 6 days training courses from 04-10 January 2019.
Course 410 Basic Training Courses & Course 306 Preliminary Training Courses has been successfully undergone in Buddhabhumi Municipality of Kapilvastu. 35 Male and 26 Female participants were graduated after the complition of 5 night 6 days training courses from 02-08 January 2019.
Course 422 and 425 Basic Training Courses & Course 316 and 317 Preliminary Training Courses has been successfully undergone in Buddhabhumi Municipality of Kapilvastu. 34 Male and 37 Female participants were graduated after the complition of 5 night 6 days training courses from 16-21 November 2019.
An orientation course of scouting for 52 school students were conducted in Bhotekoshi Rural Municipality of Sindhupalchok District from 26-27 December 2019.

New Roadmap of Nepal Scouts

epal Scouts had been undergoing internal Governance Challenge for past few years due to the political challenges that occurred in the country which slowed down the progress of Nepal Scouts. On 06 January 2019, the Asia-Pacific Regional Support Center was informed by the Manager of Nepal Scouts of the newly elected Government, in particular the Patron and the Prime Mininster of Government of Nepal with the Chief Scout and the Minister of Youth who formed an Adhoc Committee on 31st December 2018. The decision in forming of this Ad-hoc Committee affirmed that Mr. Lok Bahadur Bhandari will lead as a Coordinator of the committee and also bearing of the responsibility of a Chief Commissioner, the committee, which will hold and administer the rights and responsibilities of a National Executive Committee. On the request of the newly assigned Adhoc Committee Coordinator, the Member of Regional Scout Committee Mr. Dale Corvera, Regional Director J. R. C. Pangilinan and the Director OD &MoP S. PrassannaShrivaltava from Asia-Pacific Support Center held a consultancy visit to Nepal Scouts on 17-20 February and met with the key leaders of the team. During this visit the team also met with the Chief Scout and Minister of Youth Mr. Jagat Bahadur Sunar and discussed on the present challenges that Nepal Scouts is facing, the priorities that needs to be dealt, particularly the revision of Nepal Scouts Act and its approval by the cabinet,

The Chief Scout assured us of his full support and cooperation as Minister of Youth and ensuring Scouting efficiently and effectively reaching to young people nationwide. In the meeting with Patron and Prime Minister Hon’ble K. P. Sharma Oli, Regional Director gave him an update on the status of Nepal Scouts and expressed his confidence in the Patron for his support. Hon’ble Prime Minister who is committed for youth development in Nepal said we wanted to build a nation of selflaw-abiding citizen and Scouts are the best instrument in building selfdisciplined, self-confident young people. While he would extend full support to Nepal Scouts, that he has already initiated, he expects from World and Regional international Scouts to extend necessary help too! During the meeting with the key leaders Lok Bhandari, Shiv Bhandari and Staff Keshav Bohra, Ravi Paudyal and SujitMaharjanthe regional team had series of meetings and the following priorities were identified when we revisited the draft road map. This was further developed and refined for implementation. In order to accomplish the task, we assigned the same to the adhoc committee as follows:

Historic First Rover Moot of Nepal Scouts

epal Scouts organized it's First ever National Rover Moot marking the centenary of Rovering. The historic event was organized in beautiful City Pokhara from 31 May to 4 Jue, 2019. The Right Honorable Prime MinisterK.P. Sharma Oli who is also The Patron of Nepal Scouts inaugurated the moot. Nearly 4000 Rovers, Rangers and other visitors took part in the Moot. Including 75 overseas participants from 11 nationals which includes Taiwan, Bangladesh, Hongkong, India, Thailand, Malaysia, Philippines, Uganda, United Kingdom, United States of America & Nepal. Participants were got benifited from various adventures activities including community development tasks and the Better World Village activities. There were also regular musical and cultural activities where participants enjoyed their fullest. This Event is the huge achievement for this leadership to creating a history, sucessfully organized such mega event for the Rover sections of Nepal scouts. Which was never happend before in the history of 65 years.

Better World Framework Better World Village in Rover Moot

early 4000 Rovers, Rangers and other visitors took part in the Historic First National Rover Moot. The moot was highlighted by Better World Village(BWV). The BWV booth was separately set up in the moot activity area. The participants who took part in the Better World Framework Promotional Trainings managed the BWV during the moot. More than 1500 participants visited the BWV booth where they were able to gather knowledge on Better World Framework including Messengers of Peace(MoP), Scouts of the World Award(SWA), World Scout Environment Programme(WSEP) & Scouts for SDGs.

The BWV booth was set up for the first time in Nepal in any scouting event. The visitors enjoyed in the booth where they got to have first hand experience in the programs offered by WOSM for the young people to get involved to create a better world. One of the visitor, Kaushila Khadka, who hails from remote part of Bhojpur District, far east Nepal, was impressed with the activities offered. She liked the MoP beat dance. I was a shy girl but in the booth I was interested to join the dance with other participants because it looked so fun, she told. She also found MoP network game wonderful. Raj Maharjan who is from Kathmandu also visited the booth.

He told us that he was amazed by the set up which was a new thing for him. "Being based in Kathmandu, I participate in lots of other camps. There are adventurous and other activities going on which have been tried already but this is a new thing for us. Though I know a bit about MoP, here is more than that. There are not just MoP, there are lots of other things like Environment programme and SWA" he told. The participants were very happy to see a new activity in their camp. They were pleased about the knowledge and intellectual aspect of the activity mixed with fun, sharing and caring. In the Better World Village Booth, the rovers and rangers were able to learn

epal Scouts had organized Messengers of Peace Training in 2017 to promote the Messengers of Peace initiatives in the country. After that training, it became necessary to share knowledge of the Better World Framework among the scouts and leaders to let them catch up the programs WOSM has been offering for it’s members globally. So, it was planned and approved by WOSM APR in the year 2018 but many obstacles came along and it was on hold for some time. The current leadership has taken a new approach to the managing and development of Scouting in the country. The First ever National Rover Moot of Nepal Scouts was planned and organized marking the Centennary year of Rovering. Rover Moot was the right time to organize this promotional training and then, the Better World Village baacame biggest highlight of the Moot. When the Rover Moot was finalized, Better World Framework promotional training was also a need for us to setup a Better World Village in the moot. The trainning date was finalized as 25th29th of May, 2019. We did a circular

to the District Scouts Offices to send participants. Some of the participants were selected from previous Messengers of Peace(MoP) trainings as well. We got confirmation from more than 70 participants but it was downsized to 57 due to their personal reasons. Training was organized at Hotel Pokhara Grande, Lakeside, Pokhara, Nepal. The participants reported at the venue on 23rd May and had a small orientation session for them. The Member of Parliament of Gandaki Province Hon. Rajib Pahari inaugurated the event. In his speech, he remembered his old days being a scout and marching pass in the programs of national importance. He stressed in the growth of Scouts in the country and expressed his desire and commitment to help in this regard. He also told that Scouts are true messengers of peace in every sense. Participants were divided in 7 groups. Overseas trainers Ms. Wanyada Budhtranon from Thailand & Mr. Yasser Feliciano Sarona from the Philippines did exceptionally well in all aspects of the trainings. The event was coordinated by Mr. Ram Prasad Bhattarai, MoP NSO Coordinator of Nepal Scouts. The participants used their knowledge and skills from the training to the Better World Village in the Moot.

Better World Framework YESS Girls Movement
T
he Youth Exchange South to South (YESS) girls movement is the international exchange program of WAGGGS funded by the Norwegian Agency For Exchange Cooperation (NOREC), a Norwegian Government Agency. From 2015 to 2019 the programme has given 166 Girl Guides and Girl Scouts from 14 different Member Organizations across Africa and the Asia-Pacific region the once in a lifetime opportunity to live and work in another country for six months. This experience gives the young women a platform to be change agents and make a meaningful contribution to both their home and host country associations. Nepal has also been the part of this exchange program since 2018 by sending the young girl scouts as participants. In 2019 also Nepal Scouts send 2 participants to take part in this exchange program for two different countries i.e. Uganda and Zimbabwe. There, they had recruited more than 4000 girl guides from different parts of the countries with their team and train more than 1000 girls on Menstrual Hygiene Managements. In Uganda, as a good turn projects they distributed more than

2000 pairs of shoes for the school kids of Dokolo Districts by collecting the funds and donation from different countries, organizations and people where as in Zimbabwe , the YESS team speak out and took action in eradication of Child Exploitation as YESS Girls can campaign. In green-tech campaign, they trained numerous people and community on how to beat the plastic pollution, how to make to decompose the waste materials in proper way and how to reuse, reduce and recycle the waste materials coming out form the house in Uganda, they also planted the trees on barren areas of Zimbabwe with the collaboration of community and girl guides. Along with that, they also perform various official work in their host association, took part in monthly community cleanup campaign, delivered the training on different WAGGGS initiatives and so on. They got the very good opportunity to explore the African countries and work in different environment. After returning back from the host association, they conducted experience sharing programs for first month i.e. in August in Bhaktapur districts as well as in national headquarters. They also

visited Pratibimba crew for sharing experience and knowledge. They went to one of the government school of Bhaktapur and train about 35 scouts on Menstrual Hygiene Management. They had also done the community cleanup campaign with the collaboration of Madhyapur Thimi Municipality. They also formed the YESS Girls Nepal Almunae and had already conducted the one day workshop on Stop the Violence with collaboration of Nepal Scouts. Along with that they have been doing office work and volunteering in National Headquarter since November 2019. They are also helping and assisting on the preparation for YESS girls Movements 2020.

Stop the Violence he program was attended by 30 Rovers, Rangers and Leaders from Kathmandu, Bhaktapur and Lalitpur. During the session participants discussed the various topics especially focusing on the present theme i.e.#IamHereforHer and #OurStreetToo along with the Generation Equality for Violence against Rape and consent is important. The speakers presented the different relevant and burning issues on genderbased violence. The workshop was also supported by Nepal Police (Women
Child and Senior Citizen Department) as a guest speaker along with the open forum, DSP Chiring Kimpa Lama has delivered the present status of violence happening in Nepal, condition of status of women in Nepal and how can we deal with violence and speak out for our rights. Furthermore, representatives from WAGGGS (Rupa Gautam and Prerana Shakya) have also presented about WAGGGS and its initiatives. The workshop was effective with great success. Everyone was found to be very interactive and hopefully it was fruitful. National coordinator Mr. Lok Bahadur Bhandari has focused on Safe from Harm and bringing youth in front in decision making bodies of NHQ and eradication of older problems and now working on a new unbiased environment with inclusive nature. He also stressed on the CPP and more effective scouting with a growing membership. All the leaders and participants have agreed and signed the petition from the WAGGGS to Stop the Violence.

n the leadership of Project Leader Ms. Nirmala Shrestha of Sindhupalchok district has successfully concluded the “Freedom Kits Bags” project at Chautara, Sindhupalchowk. “The Freedom Kits Bags” project focused on teaching girls about menstrual health and teaching to create sanitary pads. The main target of the project was to provide skill on producing the sanitary pads along with knowledge of various issues relating to sexual health, menstrual hygiene, public health, human right and environmental issues. During 15 days of training, 20 young girls from school and college level, aged between 16-25 from Sindhupalchok district has actively participated. Participants gained the knowledge and skills to young girls of their respective communities in creating awareness on menstrual health and use of sanitary pads. Sarita Shrestha of Chautara said it as a beautiful experience of life. It helps in upgrading her skills and ideas of making homemade sanitary pads it’s economic benefits and can help her in managing her own expenditure. As being a student, she stated that this skill can create income generating ability. Finally, her commitment was to be with Nepal Scouts movement and to be a part to contribute in this educational movement in her community. She also thanked WAGGGS, Nepal Scouts National Headquarters and Sindhupalchok DHQ for providing this great opportunity.

n 31st March 2019 in BARA and PARSA District of Nepal, 31 persons were killed and over 600 were injured after fierce winds accompanied by hailstorms and rain struck Pheta area of BARA district for over halfan-hour. The storm damaged hundreds of houses in the area. The daily life of the victims became worse due to lack of food, shelter and medical facilities. Thus, in immediate response the team of volunteers from Nepal Scouts were mobilized to the affected areas for rescue and sent the emergency relief materials including food and

Tents for temporary shelters. Sajju Budhathoki, a Ranger scout said “Our mission is just started, The condition there was very very pathetic , the people there were all suffering a lot . Will like to thank Nepal Scouts for this much quick response and service. We were probably the first one to serve from Kathmandu. Listening to the bitter experience of them is like story for us which is unbelievable, one man was taken above the sky of 30 m height, the strong bamboo trees were completely apart from the soil and many more�

onference was held in New Taipei City on August 13 and ended on August 17, 2019, by electing a six-member executive committee. Nepal Scouts proudly made it to AP Regional Committee which elected Ms. Maiya Twayanabasu as one of the Asia Pacific Regional SixMember Regional Committee. This was the historic achievement for Nepal Scouts to secure the position as an elected member of the APR CommitteeWAGGGS. Huge Congratulations to Maiya Twayanabasu. Unlocking a New World 24th World Scout Jamboree
T
he 24th World Scout Jamboree was held at the Summit Bechtel Reserve in West Virginia from 22 July to 2 August 2019. The hosting duties were split between the Boy Scouts of America, Scouts Canada, and AsociaciĂłn de Scouts de MĂŠxico. This education fest was fruitful in cultivating youth leadership by engaging them in various program which dealt with World Peace, Mutual Understanding and Sustainability development. Nepal scouts participated in the event with 39 members contingent under the leadership of National Coordinator Mr. Lok Bahadur Bhandari. There were 2 IST, 2 CMT and 35 young

scouts took part of the historic event of wrld scouting. Some of the major programs which really grasped the attention of young scouts were; Global Village Development village where scouts learnt about global issues and how scouts can help provide a solution. The Faith and Belief zone was an area where Scouts could learn about the different religions of the world and their history and support of Scouting, Nepa Scouts also have a booth awaring Hinduism headed by MoP National Coordinator Ram Prasad Bhattarai. Cultural Experience Day:Scouts had the opportunity to share their culture with other Scouts of the world through, music, dance,

games, food and more. Trading which dealt with patch trading. It was popular at the World Scout Jamboree. Scouts from all over the world traded patches from local events and jamboree-issued patches. The Jamboree also issued a piece of technology called the Novus. It was placed on the arm and could electronically send a Scout's contact information to another Scout and was a contest to see who could collect the most contacts. Overall the program was well organized and managed to ensure the holistic development of young scouts. The contingent of Nepal also tour different cities of USA along with special visit to UN headquarters and Embassy of Nepal in USA.

Held on 09-13 June 2019 in Bangkok, Thailand. 21 Participants from 14 NSOs gathered to discuss about the good practice of their NSOs on Peace actions as well as to plan MoP calender for the triennium. Mr. Ram Prasad Bhattarai, NSO MoP Coordinator of Nepal Scouts participated on the workshop. Recently, he has been also appointed as a Member of APR MoP Core Team by WSB APR.

The Seminar was held on 16-21 August 2019 in KL, Malyasia on the topic of continious growth of NSOs to contribute acheiving the vision of World Scouting. Mr. Sudarshan Bajagain participated on the seminar as a coordinator of APR NSO Membership Growth of Nepal Scouts.

Education Forum The first of its kind event convened by World Scouting in partnership with more than 70 international groups, youth sector leaders and UN entities aims to explore how organizations can keep pace with the latest trends in non-formal education and take action for sustainable development.It was held in Brazil, Rio de Janerio from 9th Dec to 11th Dec. Prakriti Upreti , IR and Partnership Officer of Nepal Scouts attended the program as a solidarity participant.

APR Workshop on Adults in Scouting
APR Workshop on Good Governance APR Workshop on Good Governance took place from 21 - 24 September 2019 in Taipei City. The workshop had proposed to gather key leaders of the NSOs in APR. According to such proposition, National Coordinator of Nepal Scouts Mr. Lok Bahadur Bhandari and Nepal Scouts Director Mr. Ram Prasad Bhattarai had attended the workshop. The aim of this workshop is to gather at least 2 Senior
APR workshop on AIS was held in Bangladesh from 16 to 19th Nov 2019. Nepal Scouts AdHoc Committee Members Mr. Shiva Bahadur Bhandari and Mr. Bijendra Dhwoju participated in the program. Mr. Devraj Ghimire also from Nepal Participated in the workshop as a resource person. The workshop was organised to gather Leaders of Adults in Scouting with the aim to disseminate WOSM's global approach towards child and youth protection by outlining key principles and useful information that National Scout Organizations could acquire and further adopt into implementation at national level.

The Asia-Pacific Region has been continuously advocating and strengthening the capacity of NationalScout Organizations (NSOs) towards their journey to Good Governance. In fact, Good Governance hasalways been part of the APR Plan under “Management” priority area, which is now termed as“Governance”.

Ensuring Good Governance Recruitment & Induction of Professional
N
epal Scouts National headquarters has now been transformed drastically to incorporate International Working Standard by recruiting the eligible staff members through competitive selection procedure and thus parting with the traditional method of appointment. In order to maintain and develop discipline at all levels of the organization and to establish Nepal Scouts as capable, relevant and resilient organization, the 14 newly recruited staff members were provided with an international level induction training from WOSM APR to integrate them to international working culture. The four days long program was conducted by Organizational Director of APRR WOSM Prasanna Shrivastava along with Regional Chair of WOSM APR Paul Parkinson, APR Director JR C. Pangilinan in the presence of Nepal Scouts National Coordinator Mr. Lok Bahadur Bhandari. Ad-

The induction training facilitated the new staffs to recognize the history of Scouting and Nepal Scouts, its vision and mission. of volunteers in scouting, Good Governance in Nepal Government and overall the special composition of Nepal Scouts which represents Government and is also a member of International Government. Secrertary of Youth and Sports Ministry Mr. Ram Prasad Thapaliya provided with general familiarity to the governance of the Government of Nepal, coordination between
four different wings in ministry and how to maximally deliver service by managing public duty and personal life. Guest Speakers Rupa GautamWAGGGS and Yuddha Oli-valued CA also further complemented the training with their own expertise. In addition to this, the staffs under the training were well to do in making the framework for common team purpose and working methods, realizing their responsibilities and functions in Nepal Scouts through vigorous job descriptionplenary session, setting individual goals which aligned with the road map of the organization and presenting their own objectives, action plan and key performance indicators for the upcoming year. The four days induction training was thus concluded by Induction ceremony where all the staff vouched to safeguard the principles, mission and vision of Nepal Scouts and the Scouting movement worldwide. In the closing ceremony, of Chief Scout, Youth and Sports Minister Hon. Jagat Bahadur Bishwakarma congratulated the whole team for the completion of training and added on making the organization more effective and efficient.

akani International Scout Centre (KISC) is, one of the members of scout centre of excellence for nature and environment (SCENES) centre, initiated to involve scouts from Nepal and all over the World. It is located in Kakani, Ward No.6, Nuwakot District, about 25 km from capital city Kathmandu, Northwest, at an altitude of 2000 metres above sea level. The centre is open to all scouts and non-scouts for camping, training, workshop, seminar, etc. KISC provides delicious food services and comfortable accommodation services for visitors with bedrooms with attached bathrooms, dormitories with shared bathrooms, hall is available for seminars, camping site with the capacity of 500 scouts at a time with good toilet facilities, water access, kitchen utensils, dining hall and restaurant services. Along with a professional surveillance system gives visitors peace of mind while staying at the centre. KISC has embraced these very elements in its design and offers an ideal venue for programs on the environment: adventure

trails team building workshops to participants of all ages national and international scouts, organizations – schools, corporate companies or social organizations, etc. Visitors can also enjoy spending nights at Kakani for medication contemplation or the simple quiet beauty of the place. We generate our own electricity using solar cells. You will enjoy the magnificent view of the Himalayan ranges. The wonderful sunrise and sunset have been attracting many people to spend nights at Kakani just for sight, contemplation and meditation.
Sundarijal National Training Centre Sundarijal National Training Centre is officially reopened to all Scouts and Non-Scouts to carryout scouting activities on 1 December 2019, which was remained closed after the hit by Massive earthquake 2015. The centre is located in Gokarneshwar, Ward No 01, Kathmandu District, 15 km northwest of Kathmandu valley inside the Shivapuri Nagarjun National Park. The centre is open to all Scouts and Non-Scouts for

different scouting activities like camping, adventure activities, hiking trails, training etc. However it doesn’t have modern day housing and amenities. Similarly, along with the mesmerizing scenes of rocks, springs, rivers and wildlife vegetation, it is connection point for trekking to Chisapani, Nagarkot, Kakani, Gosaikunda, Helambu and many more places around the valley. Overall the travel to National Training Centre becomes an enriching journey with beautiful natural landscapes, various activities that can be performed and information regarding culture, history and geography about the place. National Training Centre offers visitors comfortable camping space for around 5060 people at a time. One day activities like Hike and Trail can be made with the number limiting to 100 at once. The centre carries the historical architecture of more than 100 years which carries the legacy of Rana Regime. Visitors can experience past in 21st century what Prime Ministers Juddha Sumsher, Dev Sumsher and Bir Sumsher envisioned for this location.
