Mark Avery, Managing Director of Eildon Capital Group (Eildon Asset Management), the owners of Elara Village Shopping Centre, said the new centre had a strong local focus – jobs, shopping, casual dining, retail, services and community.

“Following this year’s lengthy lockdown and COVID-19 closures, the

opening of the Elara Village Shopping Centre next month will create a perfect place for the community to shop and re-connect locally with their family and friends. “The town plaza area with casual dining and key services, along with the Castle Medical family friendly medical precinct with general medical, physio, dental, pathology and radiology, Good Start Early Learning and the Blacktown City Council’s Marsden Park Neighbourhood Centre will provide a much needed community hub within Elara Marsden Park,” Mr Avery said.

Member for Londonderry, Prue Car MP said it was wonderful to see this project near completion and supporting local jobs.

“Elara Village Shopping Centre will be a terrific community centre for local families,” said Ms Car.

Blacktown City Mayor Tony Bleasdale OAM said Marsden Park is on track for enormous growth, so developments such as Elara Village are vital to cater for current and future residents.

“The new Marsden Park Neighbourhood Centre within Elara Village is a state-of-the-art facility and will provide residents with a new place to meet and take part in various activities,” Mayor Bleasdale said.

The construction of the Elara Village Shopping Centre, which started in August 2020, created around 1,000 direct construction jobs and up to 4000 indirect jobs. The Elara Village Shopping Centre consultant team include builders Parkview, Leffler Simes Architects, project managers Artro Management and centre management Colliers International.

Entries in the popular competition opened on 1 November, with residents encouraged to decorate their home, townhouse or villa, or nominate a neighbour’s property.

I

s it just me or are there some really horrible people on social media?

Many hide behind fake profiles, some are basically career trolls and some use their real identity but just don’t give a damn.

I’ve seen people pummelled into submission for daring to have an opinion. I’ve seen political candidates targeted by those who support the opposite side and are fixated on doing everything they can to stop them from having a fair crack. I’ve seen MPs voice the same opinion as hundreds of others yet they get snowballed with aggression simply because they are a politician.

And we, like all media outlets, have had our fair share in recent months too.

During a pandemic we have an obligation to share updates from Health and the NSW government. But we’ve often been on the receiving end of vicious posts from those who were either inconvenienced by lockdown or believe the vaccine is some kind of experiment or that Covid-19 in general is a fallacy.

These people have been looking for someone to blame and lash out at, so media has often been lumped into the hate nest, even though we don’t make any of the rules.

It’s the old ‘shoot the messenger’ syndrome.

But its all part of the job we chose, so media outlets just cop that on the chin and move on to the next story.

The downside is keyboard warriors are never held to account, so they feel buoyed and they target others, including some who are vulnerable.

All the armchair detectives who crucified Cleo’s parents when their little girl went missing must have made that family’s life an even worse version of hell than they were already in.

I hope that those who accused and tormented them really think about what they did.

Social media bullying can be just as bad if not even worse than in person. It’s persecuting and intimidating with a much larger audience watching on than there would ever be in a physical setting.

There is a tendency to think ‘oh its only online’ but those like us providing platforms really need to monitor it and remove any who threaten, defame or bully.

Its totally unacceptable offline, we need to apply the same zero tolerance online.

Blacktown City crowned Blood Challenge champions

lacktown City Council has taken out the top spot in the Local Government Blood Challenge for the fourth year running.

Council staff and the local community rolled up their sleeves and made an impressive 324 donations to the Australian Red Cross Lifeblood between July and September - the most donations made in NSW and Australia.

The ‘bloody good’ effort will help save an incredible 972 lives and marks the fourth year in a row that Blacktown City has won the challenge.

Blacktown City Mayor Tony Bleasdale OAM said the result was an amazing achievement, especially with the challenge taking place during Greater Sydney’s COVID-19 lockdown.

“Congratulations to all Blacktown City Council staff and residents who generously donated blood, platelets and plasma to this life-saving cause,” Mayor Bleasdale said.

“Blacktown City has a proud history in coming together for the Local Government Blood Challenge and the win is a wonderful demonstration of our City’s commitment to helping those in the community who need it most.

33,000 people will need blood donations. While 1 in 3 Aussies will need blood at least once in their lifetime, only 1 in 30 will ever donate.

Among the generous donors was Council’s own Keith Craigie, who marked his 100th donation during the challenge and has saved an outstanding 300 lives.

Council honours planning pioneer’s 46-year career with keys to the City

B

lacktown City Council has honoured one of its most loyal and valuable servants, presenting planning pioneer Glennys James with keys to the City.

Glennys retired from her role as Director City Planning and Development after an incredible almost five decades with Council.

At an extraordinary meeting of Council, Glennys was presented with keys to the City in recognition of her outstanding contribution.

Glennys joined Blacktown Municipal Council in 1976 as an undergraduate town planner and has made her mark on virtually everything that has happened in Blacktown City in the years since.

In 1990, Glennys became the first woman to be a member of the Council executive and has been an extraordinary leader.

She was a pioneer in the planning policy framework which has delivered the growth for the Western Sydney region, and was an important adviser to the NSW Government.

During her esteemed career, Glennys was awarded the Public Service Medal for her outstanding public service to local government administration, and to town planning in NSW.

Glennys James has retired from her role as Director City Planning and Development after 46 years with Council. She has been presented with keys to the City.

For close to 50 years, Glennys has been at the heart of the modern story of Blacktown City, with meticulous care and strategic foresight.

Council wishes Glennys all the best for a happy retirement.

Free crisis drop-in centre for hsc students opens at Westmead Hospital

W

estern Sydney Local Health District has opened a youth-friendly drop in centre for young people in suicidal distress at Westmead Hospital’s Redbank House.

Called Safe Haven, the newlyopened space is staffed by peer workers with lived experience of suicide who offer compassionate care and support, with a special focus on supporting HSC students who have been greatly impacted by the COVID-19 restrictions.

The Redbank Safe Haven is one of twenty being trialled in NSW and designed to be a non-clinical and welcoming after-hours alternative to an emergency department.

Towards Zero Suicides peer worker Mitch Farrell is among the Safe Haven staff. He experienced an onset of anxiety and depression in high school, which led to suicidality and posttraumatic stress disorder.

“I know for a fact that a service like Safe Haven would have made a huge difference for me as a young person,” Mr Farrell said.

“All of us here are coming from a place of empathy, understanding and hope. We are here to listen and treat the person, not just the illness.”

Professor Vlasios Brakoulias, executive director of mental health at Western Sydney Local Health District, said the service would make a big

difference to young people during a time of need.

“October is usually the peak month for youth mental health presentations and the pandemic has been particularly challenging for young people this year,” Professor Brakoulias said.

“We were proud to be able to

launch this important service during Mental Health Month to provide a genuine alternative to the emergency department.”

Safe Haven is open 3:30pm-9:30pm Sunday to Wednesday for anyone aged 18 and under. It is located at Redbank House, Dragonfly Drive, Westmead – behind Westmead Hospital.

The service is free and no Medicare card or appointment is required. Free on-site parking is also available and you can call 0436 018 722 if you need directions.

Outside of these times, young people experiencing a personal crisis or distress can seek help immediately by calling 000 (triple zero), Lifeline on 13 11 14, the Suicide Call Back Service on 1300 659 467, or presenting at a hospital emergency department.

This youth-specific Safe Haven service will be available at Redbank House until a permanent Safe Haven opens for all ages in early 2022.

The NSW Government has invested $25.1 million in the Safe Haven model as part of the Towards Zero Suicides initiatives.

Firearms Amnesty response shows community safety is a priority

R

esidents of NSW have stepped up to make their communities safer by handing in or registering unwanted, illegal, and unregistered firearms as part of the National Firearms Amnesty.

Launched in July this year (2021), the firearms amnesty has already resulted in over 1,700 firearms being handed in and more than 2,200 registered across the state.

NSW Crime Stoppers and the NSW Police Force wish to thank those members of the community who have participated in the amnesty and put safety first.

“This is a great result so far and it shows people in the community want to do the right thing. We want to encourage others in the community to do the same. There may be old firearms that you haven’t used for a long time or no longer want or need, or firearms that previously haven’t been registered,” said CEO of NSW Crime Stoppers Peter Price AM. “Gun crime crosses borders. It may not cause harm in your community but in a community far away. Please, for the safety of your family, friends, and wider community, just hand them in,” Mr Price said.

“All of us have seen the harm that is caused by the unlawful use of a firearm and the impact on community confidence that often follows, which is why we all have a part to play in making our community safer – that’s our aim.”

Under the amnesty, people can register or surrender illegal firearms, unregistered or unwanted firearms, ammunition and firearm parts at no cost and without penalty, while

ensuring those with a legitimate need to access firearms are able to do so.

Firearms can be surrendered to a police station or licenced firearms dealer without penalty.

Like batteries, paint, and e-waste, you can’t just throw away a firearm.

The community can have peace of mind that guns handed in will be disposed of correctly and out of the reach of criminals.

Minister for Police and Emergency Services David Elliott said that any firearm left unchecked in the community poses a significant risk.

“We all have a common goal of a safer community. Taking illegal guns and ammunition out of the community is the first step,” Mr Elliott said.

“Ensuring that legal firearms are stored safely is vital to making sure they do not fall into the wrong hands.”

The amnesty coincided with the launch of Gun Safe – a new online portal for managing firearms

transactions in NSW. Designed with community safety top of mind, this platform is the first of its kind replacing manual licence applications with real time information and verification.

Gun Safe ensures all firearms transactions are accounted for, giving the community peace of mind that police can access real time information when it comes to guns to help prevent crime and keep our communities safe.

The portal will be linked to the acquisition of firearms in NSW and disposal of firearms locally and interstate. This risk-based system notifies the registry of unusual or unverified transactions which will reduce risk of harm in the community.

NSW Police Force’s Police Prosecutions and Licensing Enforcement Commander, Assistant Commissioner Scott Cook, said the firearms amnesty is encouraging firearm owners to surrender or register

their firearms.

“The amnesty is aimed at anyone who comes into possession of an unwanted, unregistered or illegal firearm at any time. It is everyone’s responsibility to make sure firearms are registered,” Assistant Commissioner Cook said.

“We encourage NSW residents to take advantage of the amnesty to surrender their firearms, gun parts and ammunition, without fear of being penalised for illegal possession.

“Our focus, as always, is public safety. We want to reduce the number of illegal firearms in the community, so they don’t fall into the hands of criminals, who use unregistered firearms for intimidation and violence,” Assistant Commissioner Cook said.

Participating dealers can now accept and record unregistered firearms through the NSW Police Force’s new Gun Safe platform.

NSW Police Force’s Firearms Registry Commander, Superintendent Cameron Lindsay, said Gun Safe provides firearms dealers enhanced recording and reporting functions, and real-time information about firearms on the system.

“The amnesty module, which joins other functionality for dealers, licence applicants and firearm licence holders, has meant that firearms handed in under the amnesty are recorded in real-time in the Firearm Registry database,” Supt Lindsay said.

lacktown City Council has celebrated the outstanding achievements of local Aboriginal and Torres Strait Islander people at its 2021 NAIDOC Awards ceremony.

Council recognised three extraordinary residents for their contributions and successes at a special presentation ceremony recently.

Proud Gamilaraay/Kamilaroi woman Rita McKenzie was named Aboriginal and Torres Strait Islander NAIDOC Citizen of the Year for her unwavering dedication in the areas of Indigenous health and welfare.

As an Aboriginal youth worker, Rita has long served as a key role model for Indigenous communities across Blacktown City and Western Sydney.

She has devoted her career to improving the lives and outcomes of Indigenous people and in educating businesses and communities on indigenous cultures, beliefs, and traditions.

Rita has been committed to closing the gap through her role in leading the WentWest Aboriginal Health Team and advising doctors and allied health practitioners on Indigenous health issues.

Sports star Todd Dorwood was named Aboriginal and Torres Strait Islander Sports Person of the Year for his outstanding achievements in disability sports.

A Darug man, Todd is legally blind and hearing impaired, but has overcome all obstacles to make his mark in a string of sports.

Aboriginal and Torres Strait Islander NAIDOC Citizen of the Year Rita McKenzie with Aboriginal and Torres Strait Islander Sports Person of the Year Todd Dorwood and Aboriginal and Torres Strait Islander Young Achiever of the Year Emma Hoskins at Blacktown City Council’s NAIDOC Awards ceremony.

Todd has represented NSW in disability swimming and competed in the NSW Blind Cricket National Championship. He has played for the Newtown club in the NSW Physical Disability Rugby League competition since 2015 and last year, was captain of the Indigenous Combined Nations team.

His sporting talents also extend to indoor soccer where, in 2018, Todd captained the Australian disability indoor soccer team against New Zealand.

Aboriginal and Torres Strait Islander Young Achiever of the Year was awarded to 11-year-old Emma Hoskins for her dedication to helping others and sharing her culture.

Emma is passionate about educating her peers and teachers about Aboriginal culture, and is a youth representative at many cultural events, including NAIDOC. She has led several projects at her school about caring for the environment, including a Bush Tucker Garden.

On the sporting field, Emma has been selected for representative teams in oz-tag, touch football, cross country and athletics.

Blacktown City Council wishes to congratulate these outstanding recipients on their achievements.

Due to COVID-19 lockdowns, Council was forced to postpone its July awards ceremony. NAIDOC Week was held in July, with this year’s theme being ‘Heal Country’.

Governor-general visits covid-19 vaccination centre for western Sydney’s aboriginal community at Kimberwalli

is Excellency, the Honourable David Hurley Governor-General of Australia and Her Excellency Mrs Linda Hurley visited Western Sydney Local Health District’s vaccination centre at Kimberwalli in Whalan last week.

They met with Aboriginal and Torres Strait Islander health workers helping vaccinate the community.

“This has been a very, very trying time nationally for Australia as you are aware. It takes resilient people and it takes people with good organisational abilities and understanding relationships to be as

successful as you have been here in getting people through the doors,” the Governor-General said.

“So all involved in that from the management down to those who are doing the yarning and getting people into the jabs, thank you very much for the leadership.

“Many people now are going to be a lot safer into the future, particularly those whose health is compromised, because of what’s occurred.”

Based on the most recently released statistics, over 77 per cent of Aboriginal people aged 15 and up in

Blacktown are fully vaccinated and over 84 per cent have had their first dose.

Pfizer COVID-19 vaccinations are administered at Kimberwalli, the Aboriginal Centre for Excellence in Whalan, for Aboriginal and Torres Strait Islander people, their families and household members, aged 12 years and over.

Staff who identify as Aboriginal or Torres Strait Islander provide information about vaccination and a yarning space is available to guide people through the consent process.

Parklea chaplains choose to be called to prison

B

eing a prison chaplain isn’t a job, it’s a calling, according to Parklea Correctional Centre’s five faith leaders.

To ensure the prison can provide support and guidance to its diverse inmate population and staff, Parklea’s operator MTC-Broadspectrum has engaged chaplains from the Anglican, Catholic, Seventh Day Adventist, Uniting and Islamic religions and there are plans to recruit more from other faiths.

The chaplain’s role is to listen and provide counsel to inmates, their families and staff when they need help, and when COVID restrictions permit, a church service is held on Sundays.

While they come from different denominations and faiths, they all enjoy working together and have the same goal – to provide pastoral care to anyone who needs it, even if they don’t follow the same religion or any at all.

Uniting chaplain Liva has been at the prison the longest, serving the needs of inmates and staff for six years.

“To work as a chaplain is a vocation or a calling, it’s not a job, but we are not here to proselyte to others or convert inmates to become Christians,” Liva said.

“We are chaplains for everyone. We are all God’s children and loved by

God equally. The presence of [muslim chaplain] Mohamad has enriched our “being” as chaplains.”

Stanhope Anglican Church minister Edwin wanted to expand into chaplaincy after volunteering with prison ministry organisation Kairos International.

“I saw the impact their ministry had on the lives of the inmates. That convinced me prison ministry was something worthwhile to pursue as a chaplain,” Edwin said.

“I hope to help people to reassess their lives, accept responsibility for

their actions and make purposeful changes in their lives so that they don’t reoffend.”

Muslim chaplain Mohamad was interested in working in a prison to make a difference in people’s lives.

“I want to be part of making a difference in the rehabilitation of inmates and I love to see time spent with them making a change in their behaviour and attitude,” Mohamad said.

Richard started as a Catholic chaplain at Royal Prince Alfred Hospital last year and joined the

Parklea team in March after “the holy spirit working through people suggested I consider it”.

“I enjoy the possibility of bringing a face of hope and healing into a place where there is so much hurt and suffering,” Richard said.

“As you can imagine, there are a variety of incidents that take place in a prison and at the end of the day, we are all human, regardless of how strong a face we put on.”

Tuni has been a Seventh Day Adventist chaplain for Corrective Services NSW for two years and joined the Parklea team earlier this year. He is also a chaplain at a retirement village.

“I see my role as serving inmates in their time of spiritual need,” Tuni said.

“I hope to move inmates from a hopeless mindset to a hopeful expectation in God.” Edwin and Mohamad offered some words of advice for those considering entering prison chaplaincy.

“I will certainly recommend this job to anyone who loves, values and respects the inmates as people made in the image of God and who are very precious in God’s sight,” Edwin said.

“Someone who likes to listen, someone with empathy and strength of character,” Mohamad said.

Hands & Feet now on new wheels

H

ands and Feet is a not-forprofit organisation that provides food and essential personal items for people in need.

Hands and Feet (H&F) delivers hot dinners through mobile community kitchens at various locations across Sydney, as well as hampers to people through the church network.

The ability to get food to people in need was made easier with the generosity of Hyundai Trucks Australia and Stewards Foundation.

The demand for help during COVID has risen significantly, with H&F now distributing over 20 tonnes of quality food each week for families doing it tough.

Stephen Bali MP, State Member for Blacktown and a friend of H&F attended the event to help present a certificate of appreciation to Dilip Kumar (Managing Director of Hyundai Trucks Australia) and Peter Weldon (Stewards), who have joined forces to provide two brand new Hyundai trucks to H&F. These trucks, affectionately called Noah and Ezekiel, are on the road each day picking up and delivering food along with the other 4 H&F vehicles.

H&F GM, Bradley Scott said “Our maintenance costs were growing each year as we struggled to maintain the ageing vehicles in a roadworthy

Hyundai Trucks and Stewards Foundation have provided these two great vehicles which have 5 years warranty and 3 years road side assistance. Our volunteer drivers love these trucks. Both are refrigerated.

Stephen Bali MP said, “Dilip Kumar has a long history of giving to the community and this has continued through to the corporate philanthropy of Hyundai Trucks and, together with Stewards Foundation, saw the importance of supporting Hands and Feet who were distributing hundreds of

tonnes of food to people in need during the lockdown.”

H&F provide food to 40 churches in Greater Sydney who then distribute to 3,500 people in need each week.

H&F are always thankful to businesses and individuals who support the work through volunteering or supporting them financially.

Mayor highlights Council achievements for this Council term This is extract from full speech

by Blacktown City Mayor

C

ouncillors, For the last time this term, tonight, we gather to conduct an Ordinary Meeting of Blacktown City Council.

Thank you, my colleagues, for allowing me the honour to address you as Mayor of this great city.

It is been a delight, and an honour each time I have done so.

Allow me to reflect on our journey together.

Delivering the future Councillors, 5 years ago, we started something here.

Together … 15 Councillors set out to Transform Blacktown City.

This is a task which we designed – building on the legacy of wise decisions and hard work from past Councils – but that we put together and put in motion.

The team to deliver projects for Blacktown’s future When I became Mayor 2 years ago, I said I wanted to be the leader of the strongest, most confident team we Councillors could be.

It is the team which got us here today.

Belief I said …

Great things await.

And Blacktown needs us to stay the course.

Do not listen to the naysayers …

Tell them: yes we can!

Despite COVID …

Despite the impact of COVID restrictions…

Despite a long period of lockdown and public health restrictions for 18 months now …

We have seen the new life in our CBD as a result of the ACU Blacktown Campus….

From March through June this year …

Our city centre was buzzing with students….

Business opportunity In June this year I sat with a room full of business leaders …

In a conference room at our new ACU campus 22 Main Street … with the ACU Vice Chancellor as our host …

And I spoke of how delighted we are at the growing opportunity in Blacktown City for investment …

I said that day …

And I say it again now …

We are open for business ….

There is so much opportunity here – so much that makes us unique…

The population of Blacktown City has grown from 336,962 in 2016 and today exceeds 400,000.

We are the largest Council by population in New South Wales and we have one of the fastest growing economies in Australia.

Diversity Blacktown City Council will always be a champion of diversity.

We embrace it – we celebrate it …

WE LIVE IT! And we LOVE it…

Blacktown City is a multicultural society that represents more than 180 countries and speaks more than 180 languages.

This term we welcomed 17 thousand new Australian citizens.

17 thousand!

I am proud that our City has the highest urban population of First Nations people in New South Wales…

And that we formally acknowledge the Darug people as the original custodians of the land on which Blacktown City is built.

The name Blacktown derives from our Aboriginal people …

And I say this – understand that Black is beautiful!

We are also proud that Blacktown City is one of the most popular and welcoming destinations for refugees.

And this City is served… in my humble opinion… by the best, most stable.. and most financially and environmentally responsible Council in the State.

This is not a statement of vanity.

It is demonstrably true.

This May – just weeks before lockdown - our Council delivered a 656-million-dollar, balanced 2021/22 draft budget.

This budget backed our local economy with a capital works program of more than 150-million dollars.

This represents Council’s third largest budget spend ever, following the record 789-milliondollar budget delivered just 12-months ago.

The 20-21 record budget was again ‘balanced’…

It was delivered at a time where we needed increased Council spending ……but faced reduced revenue…..all due to COVID. Councillors, As you know …

12 months ago, we anticipated a 24-milliondollar loss in revenue due to COVID… But due to responsible management, cost savings and the hard work of our staff…

That revenue shortfall won’t be as bad as predicted…

Throughout the Pandemic, we maintained all our services, kept our childcare centres open… and our staff employed…… and - of course - we weren’t eligible for Job Keeper!!!!

Modern City But while we build the platform of a modern Blacktown City, we will never forget to maintain our services and facilities.

Our services to residents and business alike.

Our child care services …

Our libraries and leisure centres …

Our parks and playgrounds…

Our roads and bridges …

Our cleaning and waste collection.

These are never neglected …

Our core business will always be maintained at the high level our residents and businesses deserve.

We have delivered so much this term – so many projects in our 5 wards.

Playground upgrades and sports field upgrades…

Many, many kilometres of roads and cycleways Council staff I want to thank the many good people who help deliver the vision of this Council.

And work harder than ever when help is needed most.

Our staff have worked long, hard hours, to support those impacted by floods …

And the long clean-up when the flood waters were gone.

We looked after our neighbours: our staff served in the Hawkesbury and Penrith Council areas -_to fight floods and bushfires Our staff lent a hand in the Shoalhaven and Wollondilly in the bushfires aftermath.

Challenges and achievements Over 5 years, we Councillors have shared a vision for further investment and progress toward a modern city centre – and we have built a fabulous platform for further investment.

This Council has led community campaigns against incinerators …

We have helped raise funds for those impacted by devastating bushfires…

We have advocated for COVID resources – while NSW Government policy was giving us a Tale of Two Cities.

We have railed against the failure of the NSW Government to install lifts at Doonside station to look after those with disability, the infirm...

And simply the mums who need to push a pram across the tracks to get to the local shops.

This is something people need.

And for vital car parking at railway stations.

We continue to plan and call for roads, rail and public transport infrastructure where we know our people need it.

We have advocated – with some effect - to win the infrastructure needed in our communities.

And that fight is a long way from over, let me tell you …

Council will continue its fight for better schools, roads, transport and the Rouse Hill hospital.

We have been at the forefront of anti-domestic violence campaigns and – tragically – multi-faith public memorials and candlelight vigils.

We have led – for years now – the fight against proposals for incinerators at Eastern Creek.

These insidious proposals just keep bobbing up… and Council, along with residents and local MPs, keep knocking them back down again.

But finally - I am delighted - we have a NSW Government plan in place to bans the incinerators close to residential areas.

Back to more positive things …

Our Council has seen Western Sydney Wanderers Football Club further grow into their first-class training base in Blacktown City…

A facility which FIFA declared this year to be the very best in Australia.

And we have led trade delegations to Korea and India.

Economic activity There is economic activity across our city …

Our partners have signed on – and construction has started start on the $100 million International Centre of Training Excellence at Rooty Hill.

And on our best-practice $30 million Animal Rehoming Centre at Glendenning.

We look after our pets!

We have built a platform for the future - in this term – of which we can all be extremely proud.

Conclusion Finally …

I reflect that, during this term, we lost 3 great figures of this Council.

Charlie Lowles …

Leo Kelly … and Russ Dickens.

I honour their legacy, and know that they would be proud of what has been achieved in their absence.

We miss each of them still.

I take a moment to thank our Deputy Mayor Julie Griffiths…

I thank all of my fellow Councillors…

I thank our executive team and …

Importantly, all of Council’s dedicated staff members who have made this term a truly memorable one.

I truly look forward to what can be achieved for this City in the next term at Blacktown City Council.

Time to React - Rising Interest rates and what to do?

ll four major lenders and their subsidiaries moved ahead of the cash rate, anticipating the central bank’s decision to abandon their target of moving the cash rate in 2024 and have upped their fixed rates, often while simultaneously lowering their variable rates in an attempt to redress the balance with customers towards the traditionally more popular variable option.

It’s important to know what is going on in the market as more rate increases are on the horizon and borrowers should be mindful of anticipating some sort of rise and the impact that it might have on their monthly repayments. Secondly, the benchmark assessment rates are likely to go up, impacting borrowing capacity for new loans or loan to-ups.

Refinancing and new loan applications has been undergoing a surge as a result of the record low

interest rate environment, but the uncertainty from the RBA and increases in the cost of funds has led many lenders to pass on the price rises to their customers in the form of higher interest rates.

1st of November saw the introduction of new APRA rules regarding the increase in assessment rates and limits to Debt-to-Income ratios, meaning stricter lending conditions leading to reduced serviceability and loan amounts.

awkesbury Race Club s t a g e d the Lander Toyota Ladies Day Cup on Thursday 4th November, with a ticketed crowd of approximately 1,000 racegoers

enjoying a great day of fun and racing, in spite of the weather.

After a forecast for showers, racegoers were mostly subjected to a constant drizzle as umbrellas became a fashion accessory among the magnificently-attired ladies and men.

On a 8-race program, the feature event was the Listed $150,000 Lander

Toyota Ladies Day Cup, which was won by 5-year old gelding Blue Soldier, trained by David Payne and ridden by Jean Van Overmeire.

Hawkesbury Race Club Marketing Manager Kim McDougall said “We had about 1,000 people on course yesterday. As it was a ticketed event, due to COVID restrictions, the rain didn’t really affect attendance.

Operators being sought for Sydney Xtreme Dome at Eastern Creek EXPRESSIONS OF INTEREST SOUGHT FOR INDOOR RECREATION DOME AT EASTERN CREEK (9,900 SQ. M., 10 STOREYS HIGH)

T

he owners of Sydney Premier Karting Park are seeking expressions of interest to take control of the operations of Sydney Xtreme Dome - a unique, air-filled dome on the Eastern Creek property - the only one of its kind in Australia.

Built at a cost of $6.5 million, the US-manufactured facility stands 10 storeys high and has a floorplan of 9,900 square metres.

Following the original tenant going into liquidation after financial collapse, Eastern Creek Karts Pty Ltd has taken ownership of the facility after several lengthy court cases that have now been resolved. It has been named Sydney Xtreme Dome.

Managing Director, Garry Holt says his company is engaging a town planner to adjust the development application that sits with Blacktown City Council so Sydney Xtreme Dome can become a high profile recreation facility that can be utilised for any number of different indoor purposes.

“We’ve taken control of Sydney Xtreme Dome on our property and are looking to engage an operator that can make it a success,” said Holt.

“We’re offering what is effectively a large platform, blank canvas on prime land that is centrally accessible to Sydney’s highest density of population. Not only is there 9,900 square metres on the floor, vertically, the dome sits 10 storeys high at its centre - so it can be used for indoor sports or any number of uses.

“The whole Sydney Premier Karting Park facility is geared specifically for major events, with parking on site for hundreds of vehicles and numerous

hotels and other facilities within minutes of the location.

“We also have control of the outside of the Dome and are seeking companies that would like to use the space to advertise. The space delivers television exposure through the events at Sydney Motorsport Park.

It is visible from several key camera positions.

“Almost 200,000 vehicles travel past our venue each day on the M4 Motorway and can clearly see Sydney Xtreme Dome and the signage on it.

“It is a unique offering. The Sydney Xtreme Dome structure is the only one of its kind in Australia. Inside there is a welcome centre, along with offices and the floorspace.”

Currently, the DA reads that The Dome is a: “Recreational facility indoors.

Building or a place used predominantly for indoor recreation, whether or not operated for the purposes of gain, including a squash court, indoor swimming pool, gymnasium, table tennis centre, health studio, bowling alley, ice rink or any other building or place of a like character used

for indoor recreation, but does not include an entertainment facility, a recreational facility (major) or registered club. The DA is approved for cafes, offices, storage areas and merchandising shop.”

Garry Holt said: “I am currently engaging with a town planner to adjust the development application to modify the specific uses for the existing DA.” The uses he suggests Sydney Xtreme Dome might be suitable for includes, but isn’t limited to: concerts, expos, cultural events, conventions, lifestyle expos, bull riding events, charity events, product launches, trade shows, indoor cinema experiences, school events, BMX events, an indoor Oktoberfest, indoor golf, indoor snow skiing, a trampoline park, indoor go karts, indoor motocross bikes or wedding venue.

Holt is also having the DA adjusted for the outdoor naming rights and signage on the Dome that faces the Sydney Motorsport Park (Eastern Creek Raceway). Numerous events each year receive significant television coverage, including V8 Supercars,

W

hen Football Australia created and designed the FFA Cup, it provided a motivation and opportunity for all clubs in Australia to become the Number One team in the country.

Sure the A League teams would have the upper hand with full time players, coaches and administrators. But like the movie “Hoosiers” the competition format opens a window of opportunity for the ‘Little Guy’ to show up the Big Boys?

Over 600 teams throughout the country started this 2021 FFA Cup journey and there are 32 teams still standing. Blacktown City is one of those teams and will take on the A League Central Coast Mariners this Saturday, the 13th in Mudgee. To get to the final 32 stage , Blacktown City first took on the Tarrawanna Blueys, followed by a 10-0 drubbing of UTS Football. Next on the list was a 4-2 win over the Blacktown Spartans to set up a final 64 encounter with arch-rivals Marconi. In a hard fought contest with plenty of spite and emotion, Blacktown City emerged victorious with a 1-0 victory.

This game against Central Coast was originally scheduled to be played in July but the lockdown delayed the fixture. When the game was announced Blacktown City was at the top of their game leading the NSW NPL 1 Men’s competition. Selected to draw the Mariners gave Blacktown extreme confidence knowing that the Mariners were out of season and would have to quickly train to their level to get an expected win.

The delay in resuming the final 32 games mean that the A League teams should be in top form with their competition due to commence in two weeks. Blacktown City on the other hand had to now get ready and commence solid training to be ready to take on their scheduled opponents.

his squad and has put them through their paces over the last five weeks in preparation for this all-important game. “The first session back I was pleasantly surprised at the fitness of the players,” said Coach Crittenden. “I knew that motivation would not be an issue as many of our players have had a go in the A league, or would like to, and the best way to showcase talent is the opportunity to play the best in the country. The last four weeks we have scheduled warm-up games against Mt Druitt, Blacktown Spartans and the Wanderers. Each game I have seen signs that we are building well and ready to take on Saturday’s challenge,” he added.

Blacktown Executive Chairman, Bob Turner, said “One thing I am learning about Football is that the possibilities for an upset are real! In

a sport like basketball, the Sydney Kings playing one of the better club associations in Sydney would be a 40 point encounter but in Football anything can happen when the talent is comparable, especially when that applies to Blacktown City players.”

“In 2017 we faced the Mariners in a final 32 clash and came out the victors with a memorable 3-2 win. A follow up win in the final 16 led to one of the best moments in Blacktown City FC history as we hosted the West Sydney Wanderers at our home venue in the final 8. 5,000 packed into our stadium in a game we lost in overtime but once again proved our ability,” Turner added.

success on the field to achieve its goal of becoming the Number One sports team for the city of Blacktown,” continued Chairman Turner. A win over the Central Coast on Saturday will result in Blacktown hosting a Round 16 game at our newly renamed home at ‘Blacktown City Sports Centre’ and help to make 2022 one of the best for Blacktown City FC,” added Turner.

A further motivation the FFA Cup will offer the final 32 contesting clubs with even greater incentive is a spot in the Asian Champions League’s preliminary round for the overall winner. A big call for Blacktown City FC but the passion is there for both the club and the city it represents.

All creatures great and small in Richmond

here is a new collection of creatures residing on Richmond Golf Course but some are not native to either the district or the state, including a 3-metre crocodile lying in wait at the water hazard on the 15th hole.

The newly-introduced creatures are the creation of Richmond member Neil Collier, who has turned his talents as a carpenter and builder into woodcarving.

“Chainsaw carving is relatively new to me,” said Neil.

“I have only done about four carvings prior to the first at Richmond GC but I have been working with wood since I was 16, as (both) a carpenter and builder. I have continued woodwork as a hobby but admit my first interest is wood-turning.

“At the moment, I am casually working at Trend Timbers, a local timber yard, preparing timber and slabs for sale.”

“The first carving I did at Richmond GC was the wood spirit on the 10th (hole), which was completed in June 2021.

“I would not like to overdo the number of carvings but I hope to do maybe three or four more.

“I have had mixed reactions to the items - some people have their favourites but I have heard other comments referring it to like playing in an amusement park.

“I do like placing the new ones on the course, after (receiving) ground staff approval, so as not to interfere with play. I tend to place them in inconspicuous positions and it’s been

Neil’s current array of carvings include a crocodile, wood spirit, goanna, gecko, koala and bullants, leaving members waiting in anticipation for the new arrivals.

The Richmond course will host the Australian Seniors PGA Championship from 25th27th November and the visiting professionals will all be warned about the creatures, said Richmond Club Group CEO Kimberley Talbot.

The Richmond Club have a strong association with golf, not only in Richmond but in the Western Sydney Region.
