PEOPLES PARTICIPATION: MAIN PROBLEMS Medicinal plants in the acquired area have been destroyed. Economy of the people is depended on the land only. DPF & UPF demarked for Industries have lapsed the rights of the local people. Quarries and cutting are not done as per scientific method and Natural water resources are being destroyed by the Factories/Industries. No boundaries between Solan and Bilaspur area was identified by JP Industries. Approx 100 Bighas of land was encroached by them. Information given by them under RTI was not satisfactory. Muck disposal of the Industry has destroyed all the plantations a Maximum agricultural land has been effected by the Projects/Companies. Policies on NH in all the areas are same which is not suitable for hilly and forest areas. Resetlement of the effected people have not been done as per agreement. No employment has been given to them. No govt land be permanently transferred to the industries. No previllage is being given to the locals by the Industries. Making of roads and widening of roads are destroying the plantations and disturbing the environment. Warming in climate, low snowfall, untimely rains type activities have been disturbed all the nature. No involvation of local people has been incorporated in the projects.
PEOPLES PRIORITIES
SUGGESTION FOR IMPROVEMENT
JP Industries be asked to make up the losses and give explanation about the irregularities created by them. Project authorities be warraned to implement the rules and regulations for dumping, plantation and environment aspects. All types of factories/industriy authorities be asked to save all the water resources before they starts their projects.
JP Industry authorities be asked to dump the muck at indicated sites and all dumping sites be planted for its settlement/stability. No such type of industries be allowed in future in the area. Proper demarcation of the land is required as they are encro No agricultural land be transferred for the project/Industries purposes. Orders of Supreme Court on the subject be strictly implemented. NH Policy in the Hill areas where forests exists be different so that the forests can be saved for ever. Resettlement of the effected people of the Industries be implemented as per agreement. Employment to the effected people be given as per agreement and orders of the Govt ie 70% Quota. Local people working in the industries are employed on the lower gra Govt land be given on lease basis and people removed from that areas be resettled in the same areas. Royalty be given to the locals as per %age to develope the production of industries. Share marketing part of industries be given to the locals. Local committees be involved and confirmed in saving the environment. Rock and fill policy for dumping be implemented. Maximum transportation be done by roap way. Study on low snow fall in hill areas and untimely rains be done. No Cement factories and Large Hydro Projects be allowed in the Satluj Valley. Orders on 15% of water in Rivers/Khads after diverting to projects be implemented strictly. Assessment and Impect reports be prepared in consultation with the local populatio. Their suggestions be keept in view while preparing such reports.
