Deputy Chief of Party – Health Systems Strengthening for a Sustainable HIV/AIDS Response (HSS-SHARe) Background: Ukraine has one of the fastest growing HIV infection rates in the world with the number of confirmed HIV doubling since 2001. Health system operations are not efficient and make poor use of available financial and human resources, further exacerbating the HIV/AIDS epidemic. In the view of the high HIV and TB burden, efficient funds allocation and higher investment gains for public health will be required. The Health Systems Strengthening for a Sustainable HIV/AIDS Response (HSS-SHARe) in Ukraine project will assist the Government of Ukraine to address existing barriers to ensure effective and efficient response to the HIV/AIDS epidemic. The keys to success will be to 1) enhance leadership’s capacity to make decisions on HIV investments and integrated HIV/AIDS services based on evidence and optimized delivery modalities to ensure sustainability and continuum of services after the Global Funds phase out; 2) increase and optimize funding for critical services and improve resource allocation through better budget planning and execution, improved transparency and efficiency, and documentation of results; and 3) rationalize and optimize human resource (HR) needs to achieve results. The Global Fund for AIDS, TB, and Malaria (GFATM), PEPFAR and other donors have been the predominant funding source for HIV/AIDS services in Ukraine, but are reducing their contributions as evidenced by the anticipated GFATM phase-out by 2016. This will further complicate the situation in Ukraine, unless focused attention to fill the funding gap and strengthen the HIV/AIDS response is given. The Health Systems Strengthening for a Sustainable HIV/AIDS Response (HSS-SHARe) in Ukraine project must address these challenges and existing barriers to be an effective and efficient response to the HIV/AIDS epidemic. The overarching project purpose will be to contribute to a sustainable, GOU-owned, integrated, gender-sensitive and stigma-free HIV/AIDS response in Ukraine through prioritization and optimization of services (especially for MARPs), greater ownership in health financing, and strengthening of the HIV workforce. HSS-SHARe will contribute to this purpose by working toward the following objectives: •
National leadership is strengthened to integrate gender-sensitive and evidence-based HIV/AIDS services into policy and program implementation, providing the basis for an effective and efficient integrated health system within the healthcare reform context and anticipated Global Fund phase-out;

Resource allocation and financing for sustained integrated HIV/AIDS response is improved and optimized at oblast and national level and reflects needed priority services with attention to MARPs, cost-efficacy and impact as well as addresses GF phase-out and state- and regional budget realities; and
•
An optimized, flexible and strengthened HRH system is developed that is able to provide sustainable, integrated, gender-sensitive and stigma-free HIV/AIDS services.
Through these objectives, HSS-SHARe will: •
Assist the MOH/GoU in preparing and operationalizing a strategy for the phase-out of the Global Fund by 2016, and phase-in of Government take-over of funding services currently funded by the GFATM;

Assist GoU and Oblasts to prioritize services, medical and social, within the budget envelope after phase-out of GFATM funding (including for MARPS)
•
Provide new solutions to optimize delivery of prevention and services, with emphasis on integrated HIV/AIDS services (prevention, screening, counselling, MAT, ARV) in primary care and in combination with social contracting (NGOs)

Support the COP in devising strategies, work plans and performance indicators designed to achieve the program’s aims and objectives and how available financial, material and human resources can be best allocated to meet them Under the guidance of the COP, oversee the implementation of the technical program and ensure that it accords with the work plan approved by USAID Coordinate with the COP on identifying obstacles to progress of the technical program and devising solutions and troubleshooting to overcome them Provide on-going managerial and technical support to and oversee the work of HSS-SHARe program staff Support the advisors and managers in training and mentoring field staff including active participation in training and mentoring where necessary Work with the COP to ensure the program complies with all USAID regulations Assist in the preparation of major programmatic documents and reporting deliverables including quarterly and annual reports Any other duties commensurate with responsibility and suitable to task
Required Skills & Experience: • • • • •
A minimum of five years of experience in the design, implementation, and monitoring of health systems strengthening (including HIV/AIDS) or public health reform projects within the capacity as mid-level or senior staff. Master’s degree in health or management and business administration, or a related advanced degree relevant to the field of public health. Demonstrated experience in program management and administration, financial management, and award contractual compliance. Experience in sub award management preferred.
