South Coast Rail Project Chugging Along by Paul Chasse, Rail-to-Boston Coalition Much has happened with the South Coast Rail project over the past few months. It began in August of 2016, when it was announced that, following the completion of various new engineering reports, the path of South Coast Rail could move from the original Stoughton Line to the, “New Middleboro Option”. Reports indicated that the new option may bring rail to Southeastern Massachusetts for a fraction of the cost of the Stoughton route and in as little as 6 years from start to finish, by using existing track that would not be electrified, and would appear to be more viable in terms of environmentally and structurally friendly. Following this an10

nouncement, Mass DOT held a series of meetings in September throughout areas of the Route 24 corridor and down into Fall River and New Bedford. These meetings were well attended, and really highlighted the need by residents for this project to happen. Fast forward to the past six weeks. Control of the South Coast Rail project has moved from the MBTA Control Board to the Department of Transportation. This is a huge step forward in terms of advancing the project. It essentially shifts control of the project to the Secretary of Transportation’s Department, who have assured us of their commitment to the,

“New Middleboro Option”. That being said, groups such as Rail-to-Boston, are prepared to continue advocating for issues such as environmental and construction permit expediency and the importance of a 1 seat train versus 2 seats (basically meaning that the ride would not require connecting trains to get into Boston). With today’s ever changing political climate, along with cities and towns around the state all competing for the same transportation dollars, it is critical for us to continue making our voices heard in the state legislature and with the Baker Administration to ensure the project’s forward progress.

Government Affairs Committee Meeting - Friday, March 10th - 8:30 a.m. Board of Directors Meeting - Thursday, March 16th - 8:30 am

Since our last “Public Policy” update, the Chamber’s Government Affairs Committee has been working diligently on developing its first ever public policy agenda, designed to not only engage our members, but to also state our advocacy mission loud and clear.

Keating’s office, as well as monthly updates from the United States Chamber of Commerce. Those reports and updates will of course be relayed back to this publication for our entire readership.

Our advocacy efforts are designed to fulfill eight core priority areas: economic development, education and workforce, energy and the environment, public infrastructure, regulatory reform, taxation, healthcare and transportation.

If you would like more information, or, would like to become a member of the Chamber’s Government Affairs Committee, please contact Ian Abreu, Business Development and Public Policy Manager at: (508) 9995231, ext. 24, or, via email at iabreu@ newbedfordchamber.com.

Even though we are focusing eight different priority areas and have laid out general position statements under each, these priority areas are meant to be constant living/breathing policies which can obviously evolve if the market ever dictates such. The eight core priority areas and public policy agenda just finalized its analysis and vetting by the Chamber’s Government Affairs Committee last Friday, and is prepared to go before the Chamber’s Executive Committee next month. Once the public policy agenda is approved by the Executive Committee, it will then go before our full board of directors for a final vote for adoption (January of 2017). Going forward at each Government Affairs meeting as well, our committee will be briefed with federal legislative reports from Congressman William

The Chamber’s member driven Government Affairs Program includes establishing positions on issues that impact our members and the economic advancement of the region, educating elected officials about these issues and encouraging membership involvement in the Chamber’s advocacy efforts. The Chamber has established a non-partisan Government Affairs Committee comprised of members from diverse industries. This committee is responsible for helping to guide the Chamber’s advocacy efforts by reviewing pending legislation and regulations for their impact on the membership, developing positions that will enhance economic growth and developing programs that inform and encourage members to participate in the Chamber’s government affairs initiatives.

Local Businesses Provide STEM Internship Opportunities submitted by the Greater New Bedford Workforce Investment Board On December 19, the Greater New Bedford Workforce Investment Board hosted a Roundtable Discussion with the Commonwealth of Massachusetts’ Secretary of Education James Peyser, local area employers and members of the education community. The intent of the Roundtable was to discuss and develop paid summer internships that connect high school students to career opportunities requiring applications in science, technology, engineering and math (STEM) . The visit concluded with an announcement by the Baker-Polito administration that five new Southcoast companies -- Southcoast Health System, Siemens, Lockheed Martin, HTP Inc., and Five Star Companies -- have signed on to participate in MA STEM@ Work, an expanded initiative of the Governor’s STEM Council. 14

The MA STEM@Work initiative addresses the area’s STEM skills gap and is designed to build a deeper pipeline of talent for the New Bedford area workforce. The STEM Advisory Council is working with the Massachusetts School to Career Connecting Activities system to identify and develop STEM internship opportunities. The GNBWIB will continue this work locally. The GNBWIB, in collaboration with New Bedford High School, the New Bedford Area Chamber of Commerce, Bristol Community College and its employer partners, will bring additional STEM employers into the STEM@Work program to address the need for paid summer internships for the summer of 2017. Workforce partners will continue to reach out to local area businesses to be part of this exciting opportunity to

support students with internships while developing our future local workforce. More than 50 companies across the Southcoast are currently providing internship opportunities in STEM fields to high school students, including City of New Bedford-Management Information Systems Department, Tegra Medical, City of New Bedford Emergency Medical Services, Naval Undersea Warfare Center, Southcoast Hospitals Group Brain and Spine Center, Marine Safety Consultants, Sea Lab, UMass Dartmouth’s School for Marine Science & Technology (SMAST) - Center for Marine Science Technology, Alden Court Nursing Care and Rehabilitation Center, and Nye Lubricants Inc. “The New Bedford region has the chance to grow and provide more op-

portunities to our young people,” said Anthony R. Sapienza, Chair of the Greater New Bedford Workforce Investment Board and President and COO of Joseph Abboud Manufacturing Corporation. “That’s why the MA STEM@ WORK initiative is so important. We’re pleased to see that so many Southcoast companies are interested in working with the region’s high school students to promote STEM careers.”
